SEC yet to take up complaint challenging legality of PIP-MVC Alliance

(SEC) has not yet evaluated a complaint against the Alliance (Alianza de País) formed by the Puerto Rican Independence Party (PIP by its acronym in Spanish) and the Citizen Victory Movement (MVC) that prostatehood lawyer Gregorio Igartúa filed over 40 days ago arguing that the political parties’ agreement to “exchange votes between the parties’ candidates” violates local and federal laws.

Leaders of the MVC and the PIP have argued that the Alliance is legally constitutional under the veil of free speech rights protected by the First Amendment.

“However, this is not a case of mere free speech by the candidates,” Igartúa said. “This has its limits, especially when, as in this case, the conduct interferes with other constitutional rights. The Alliance is a violation of the equal protection of the laws and the rights to due process of law under the United States Constitution.”

Igartúa said Sunday he has received no explanation as to the SEC’s inaction, other than that it has not been evaluated. The SEC did not answer requests for comment.

The Aguadilla-based lawyer filed the complaint in September challenging the legality of the Alliance, calling it a conspiracy to defraud electoral laws and the voter’s vote through false representation.

“The scheme is not limited to high electoral offices but includes candidates at various lower political levels,” Igartúa said. “Consider the case of the MVC voting for PIP’s Juan Dalmau for governor in exchange for his party voting for the MVC’s candidate for resident commissioner, Senator Ana I. Rivera Lassén.”

“When considering the political damage to candidates from other parties that do not conspire, the equal protection of the laws and their rights to due process are affected in the result of the elections by the illegal agreement of the leaders of the PIP and the MVC, that is, by the political manipulation between both parties to give a manipulated advantage to their candidates,” he said in the complaint.

Igartúa also said the Alliance is a fraudulent scheme in terms of the use of public funds because each party is an independent recipient of state funds through a false representation of having conspired with a quid pro quo agreement exchanging and swapping their candidates.

“They provoke and obtain a political-financial advantage over the other parties,” he said.

Agriculture Dept. begins delivery of emergency incentives to farmers impacted by TS Ernesto

n Thursday the delivery of the subsidy under the emergency aid program will begin for coffee, citrus and banana producers who faced million-dollar losses as a result of Tropical Storm Ernesto in August, Agriculture Secretary Ramón González Beiró announced Sunday. The distribution of the funds will take place on Thursday, Oct. 31, at Rafael Llull Pérez Coliseum in Adjuntas, from 10 a.m. to noon.

“We invite all coffee, citrus and banana producers to join us this Thursday in Adjuntas to receive their check,” González Beiró said. “These incentives facilitate the reestablishment of crops and the implementation of new agricultural practices to strengthen production on their farms.”

“We close applications on [Wednesday] the 30th and begin distributing checks on the 31st,” the official added.

The funds are part of an emergency program to which $14 million has been allocated, designed to support the recovery of farms and key crops in the island’s agricultural

economy. That includes not only coffee, citrus, bananas and plantains, but also the leasing of agricultural machinery for the reconstruction of roads, the clearing of debris and other essential agricultural practices. Those producers who insured their crops through the Agricultural Insurance Corp., or CSA by its initials in Spanish, will benefit. The incentives will be distributed according to the type of crop and the number of acres insured and affected. Coffee producers will receive $300 per affected acres, while citrus producers will receive $380 per acre. For banana and plantain farmers, the incentive will be $3,000 per acre, as long as the crops have been insured and are impacted.

Affected farmers have until Wednesday (Oct. 30) to submit their applications, which will be prioritized through a quick and effective evaluation to address the urgent needs of each case. To process the aid, farmers must go to the Department of Agriculture offices, where an agronomist will evaluate the specific needs of each farm and recommend the most appropriate equipment for the recovery work.

Heat wave in San Juan region reaches 49 straight days

As of Sunday, the San Juan Area weather station had recorded a total of 49 consecutive days with maximum temperatures of 90°F or higher, according to the National Weather Service (NWS).

The streak of extreme heat continued to set a new record in the region by far surpassing the previous record of 36 consecutive days set in 2012.

The high temperatures that have been holding in San Juan and its surroundings have been a cause for concern among experts and residents, who have felt the effects of this unusual heat. According to the NWS, the persistence

of high temperatures is unusual for this time of year and could be an indicator of broader changes in the region’s weather patterns.

The forecast indicates that maximum temperatures could continue at or above 90°F in the coming days, which would further increase the duration of the record heat wave. If conditions continue, the streak is expected to continue for a total of 50 days or more, an unprecedented milestone in Puerto Rico’s climate history.

Authorities recommend that the population take precautions against intense heat, such as staying hydrated, avoiding prolonged exposure to the sun and seeking cool or air-conditioned places, especially during the hottest hours.

NPP to work on repealing inventory tax next year

New Progressive Party (NPP) Rep. Carlos “Johnny” Méndez Nuñez announced over the weekend that his delegation plans to approve in the first semester of 2025 the proposal by NPP gubernatorial candidate Jenniffer González Colón that would eliminate the “inventory tax.”

The tax applies to the value of inventories in the form of finished goods, partially assembled products or raw materials. For years, the business sector has sought its elimination as it increases the cost of doing business. Most municipalities object to the elimination of the tax because it is an important source of revenue.

“This is an issue that I find essential for the economic development of Puerto Rico,” said the NPP minority leader in the island House of Representatives. “For the past two four-year terms, I have been promoting the elimination of the inventory tax, a fixed rate of 9 percent, that harms small and medium-sized merchants and consumers. The effect of this tax is felt in all aspects of the economy and society.

That is why we support the proposal of our next governor. We will work from the House of Representatives so that said legislation is approved during the first six months of the new majority.”

Méndez congratulated Bayamón Mayor Ramón Luis Rivera Cruz for also wanting to act on the inventory tax.

Last week, San Juan Mayor Miguel Romero Lugo announced that he will present a municipal ordinance to eliminate the inventory tax for all businesses with sales of up to $500,000 per year.

“We are glad that the mayor of San Juan is in tune with our proposal and that of the next governor to work on the issue of the inventory tax in such a way that it can be eliminated,” Méndez said. “The so-called ‘out of stock’ is quantifiable and has a real effect due to the lack of inventory availability. Before Hurricane Irma [in 2017], the out-of-stock inventory percentage rate was 16; after the hurricanes, it rose to 44 percent. Since the last quarter of 2018, the rate has hovered around 23.6 percent, meaning inventories lack a quarter of their normal capacity to meet the demand of Puerto Rican consumers,” he said.

González Colón proposed the creation of a committee to evaluate measures that, among other things, make the elimination of the inventory tax feasible, classifying it as a “regressive tax” measure.

According to data from the Municipal Revenue Collection Center, the inventory tax generates between $210 million and $230 million annually for municipal coffers.

UPR law school rights group calls for protection of animals removed from Las Piedras residence

The National Organization for Animal Rights (ONDA by its acronym in Spanish) of the University of Puerto Rico School of Law has sent a letter to Police Bureau

Commissioner Antonio López Figueroa and Public Safety Secretary Alexis Torres Ríos requesting that the animals recently removed from a house in the Boquerón neighborhood of Las Piedras receive the care and protection required by Law 154 of 2008, Law for the Welfare and Protection of Animals.

According to reports, police officers arrived at the

residence, lending cooperation to bailiffs of the Humacao Court, and upon finding the residents and the animals in inhumane conditions, proceeded to remove the animals.

The petition includes any other animal still in the residence as having the right to be fed, cared for and protected, and asserts that any private or public entity that has control and custody of said animals is legally responsible for their physical and emotional integrity.

Animal protection organizations and advocates have joined the letter, requesting that the animals receive immediate veterinary attention and that rescue groups be brought in to guarantee their well-being and protection.

“It is possible to act compassionately and responsibly, protecting both the animals and the people involved, complying with the current legal provisions,” said Anlis Mercado Ríos, ONDA mentor.

The signatory organizations and individuals stated that they are available to collaborate with the authorities in the search for solutions that safeguard the rights of animals under Puerto Rican legislation.

Law 154 establishes clear obligations for the protection of the health and life of animals, so ONDA highlighted that government entities, including the Municipality of Las Piedras, must comply with and enforce the law.

Puerto Rico to receive $67 million for drinking water, wastewater infrastructure

The U.S. Environmental Protection Agency (EPA) announced over the weekend $3.6 billion in new funding under the Biden-Harris Administration’s Bipartisan Infrastructure Law (BIL) to upgrade water infrastructure and keep communities safe.

Puerto Rico is slated to receive over $67 million for drinking water and wastewater improvements – including the nearly $25 million that was announced as part of the EPA’s announcement of the Lead and Copper Rule Improvements earlier this month.

The BIL funding will help communities across the island upgrade water infrastructure that is essential to safely managing wastewater, protecting local freshwater resources, and delivering safe drinking water to homes, schools and businesses, according to an EPA statement.

The funds will flow through the Clean Water and Drinking Water State Revolving Funds (CWSRF and DWSRF), a longstanding federal-state water investment partnership. The announced multibillion-dollar investment will fund state-run, low-interest loan programs that address key challenges in financing water infrastructure.

The announcement includes allotments for Puerto Rico’s BIL Clean Water General Supplemental funds totaling $32.5 million, Emerging Contaminant funds totaling $2.8 million, and $7.6 million in funds under the Drinking Water Emerging Contaminant Fund, the statement said.

To ensure investments reach communities that need them

the most, the BIL mandates that a majority of the announced funding must be provided to disadvantaged communities in the form of grants or loans that do not have to be repaid. The EPA is changing the odds for communities that have faced barriers to planning and accessing federal funding through its Water Technical Assistance program, which helps disadvantaged communities identify water challenges, develop infrastructure upgrade plans, and apply for funding, the agency said. Communities seeking Water Technical Assistance can request support by completing the WaterTA request form. The efforts also advance the Biden-Harris Administration’s Justice40 Initiative, which sets the goal that 40% of the overall benefits of certain federal investments flow to disadvantaged communities that are marginalized by underinvestment and overburdened by pollution.

“Water keeps us healthy, sustains vibrant communities and dynamic ecosystems, and supports economic opportunity. When our water infrastructure fails, it threatens people’s health, peace of mind, and the environment,” EPA Administrator Michael S. Regan said. “With the Bipartisan Infrastructure Law’s historic investment in water, EPA is working with states and local partners to upgrade infrastructure and address local challenges -- from lead in drinking water, to PFAS [polyfluoroalkyl substances], to water main breaks, to sewer overflows and climate resilience. Together, we are creating good-paying jobs while ensuring that all people can rely on clean and safe water.”

“The Bipartisan Infrastructure Law provides critical funds to our governmental partners in Puerto Rico to ensure water quality and reduce pollution in our waterways,” she said.

Spanish Chamber of Commerce praises fast permit proposal

The president of the Spanish Chamber of Commerce in Puerto Rico, Ramón González Simounet, and the island’s General Consul of Spain, Josep María Bosch, on Sunday endorsed a New Progressive Party (NPP) proposal for a fast business permit that will be issued in 72 hours.

The entities praised a presentation made by NPP gubernatorial candidate and Resident Commissioner Jenniffer González Colón.

González Simounet, the CEO of the EMPIRE Gas Group, also said the main mission of that professional organization is to link Puerto Rico with Spain in the cultural and business aspects, emphasizing social responsibility with events such as inviting the candidates for governor from all political parties to present their ideas to Spanish Chamber of Commerce members.

“As part of our meetings to listen to and evaluate the different government programs presented by the candidates for governor this year, we have listened to Commissioner Jenniffer González Colón, who has presented us with the offer of the New Progressive

Party for the area of industry, commerce, and development for the next four years,” González Simounet said.

“A few days ago, we attended the presentation made by Popular Democratic Party gubernatorial candidate Jesús Manuel Ortiz, who answered questions and clarified the concerns of the members of the Spanish Chamber,” he added.

In her presentation, the resident commissioner proposed reforming the permitting system to create a new way of granting permits in 72 hours, containing all the guarantees of environmental protection and safety. Likewise, she proposed the elimination of the double permit to boost the creation of jobs and the development of new industries.

“Her initiative to consolidate dual filing,

both federal and state, giving first place to federal requirements, seems to us to be a good idea which will help save thousands of dollars in the process of filing permits, thereby speeding up the construction and development of new businesses and companies,” González Simounet said.

The presence of Spain in Puerto Rico contributes to the economy and growth of the island, he noted.

Bosch, the Consul General of Spain in Puerto Rico, meanwhile awarded to the Puerto Rico Highways and Transportation Authority an important and prestigious recognition given by the Spanish Highway Association.

There is a marked presence of Spanish companies developing infrastructure projects on the island, such as highways and works on large bodies of water developed by the Abertis subsidiary in Puerto Rico, Metropistas and the Ferrovial company, among others.

“Spain is present in all places in Puerto Rico, just a simple look at our kitchen offers us the tasting of Betis oil, a Spanish product with many years of roots in the daily diet of the ‘Boricua,’” González Simounet said.

Michelle Obama makes a searing appeal to men: ‘Take our lives seriously’

Michelle Obama on Saturday issued an impassioned plea to American voters — and, in particular, American men — anchored in a searing and intimate depiction of women’s bodies and reproductive health, and what she described as the life-or-death stakes of returning former President Donald Trump to power.

In her first appearance on the campaign trail during this election, the former first lady, long reluctant to engage in the political arena, described the far-reaching consequences of the 2022 Supreme Court decision overturning the constitutional right to abortion, in the concrete terms of personal tragedy.

“If your wife is shivering and bleeding on the operating room table during a routine delivery gone bad, her pressure dropping as she loses more and more blood, or some unforeseen infection spreads and her doctors aren’t sure if they can act, you will be the one praying that it’s not too late,” Obama said. “You will be the one pleading for somebody, anybody, to do something.”

And although she acknowledged the anger that many Americans feel about the “slow pace of change” in the country, she warned: “If we don’t get this election right, your wife, your daughter, your mother, we as women, will become collateral damage to your rage.”

Obama’s words — at a rally in Michigan where she introduced Vice President Kamala Harris — amounted to an extraordinary centering of women’s bodies and their private experiences in a U.S. presidential election. She discussed menstrual cramps and hot flashes, describing the shame and uncertainty girls and women feel about their bodies. She told women they should demand to be treated as more than “baby-making vessels.”

And she castigated the media and many voters for holding Harris to a higher standard than her opponent, for “choosing to ignore Donald Trump’s gross incompetence, while asking Kamala to dazzle us at every turn.”

“We expect her to be intelligent and articulate, to have a clear set of policies, to never show too much anger, to prove time and time again that she belongs,” Obama said. “But for Trump, we expect nothing at all, no understanding of policy, no ability to put together a coherent argument, no honesty, no decency, no morals.”

The crowd roared in approval.

On Saturday, speaking after Obama, Harris made what has become her standard political pitch in reaching across the aisle to women concerned about abortion rights and their safety.

“We’re seeing women scrambling across state lines to get the care they need,” Harris said. “Do you think Donald Trump is thinking about the consequences for the millions of women who will be living in medical deserts?”

Obama had made those stakes plain, in terms that are almost never raised in the spotlight of a national campaign.

“I want the men in the arena to bear with me on this, because there’s more at stake than just protecting a woman’s choice to give birth,” she said. “Sadly, we as women and girls have not been socialized to talk openly about our reproductive health. We’ve been taught instead to feel shame and to hide how our bodies work.”

But it was her remarks on women’s health that most captivated the audience. Obama told her audience that Trump would further damage women’s health care, while Harris has vowed to enshrine the protections of Roe v. Wade in federal law.

Those protections, Obama said, went far beyond the right to an abortion, extending to the private and vital relationships that women and girls have with their doctors.

Obama’s message was, in part, a counterpoint to the argument that her husband, former President Barack Obama, made to Black men earlier this month, when he sternly suggested that sexism might be preventing them from voting for a woman. Perhaps, Michelle Obama seemed to say, men could instead be persuaded to vote for the women in their lives.

“I am asking you, from the very core of my being: Please, take our lives seriously,” she said.

With the election 10 days away, Harris is facing an electorate deeply divided by gender. A majority of women support her. A majority of men are backing Trump. Her joint appearance with Obama in Michigan seemed designed both to energize her female supporters and to jolt men into understanding what she believes is at risk.

Polls in the state, which she almost cer-

tainly must win to capture the White House, show a race that is essentially tied, as in the other battleground states and the nation at large. President Joe Biden won Michigan in 2020 with strong support from its Black voters, as well as Arab Americans and Muslims. But Harris is not polling as well with Black voters, especially men, and many Arab Americans and Muslims say they will not vote for her because of the Biden administration’s support for Israel in the war in the Gaza Strip. (At one point Saturday, Harris was interrupted by a man in the crowd shouting, “No more Gaza war.”)

But she remains one of the most popular and unifying figures in the Democratic Party.

In many ways, her joint appearance with Harris represented exactly the kind of generational and cultural change that the vice president has sought to emphasize in her breakneck campaign to defeat Trump.

After Harris finished speaking, Obama strode back onstage. As the crowd watched, the nation’s first Black first lady tightly embraced its first Black vice president.

Trump escalates threats as campaign enters dark final stretch

Acampaign marked by Donald Trump’s apocalyptic extremes has turned even darker in its final days.

With voting underway in battleground states, the former president on Friday escalated his threats to prosecute and imprison a wide range of people involved in elections and politics. Hours later, on the hugely popular “The Joe Rogan Experience” podcast, he said that the “enemy within,” a phrase he has used to describe political opponents, poses a bigger threat to the nation than North Korea.

For eight years, Democrats have warned that Trump’s political ambitions have fueled some of the nation’s deepest divides. But in his third presidential bid, those worries have metastasized into fear that another term for Trump would threaten the founding principles of the Republic. As the campaign comes to a close, a series of people who know him well, including top military leaders and high-ranking former officials from his administration, have warned that Trump, who has sought to project his victory as all but assured, would rule as a dictator if given the chance.

Republicans say such concerns are overblown. But Vice President Kamala Harris has intensified her own alarms about Trump, switching the joyful tenor of the early days of her campaign to stark warnings that he would govern as an authoritarian and curtail what she casts as core American freedoms — like a woman’s right to terminate a life-threatening pregnancy. There are also hints that Trump’s dark promises are affecting the political choices of business leaders and media outlets owned by them.

For Trump, the personal stakes go beyond the outcome of what polls indicate is a dead heat. The former president is running not only for the White House but also to remain a free man. Should he lose, he may very well face jail time.

It has left voters facing a bleak choice over the country’s democracy — one that has never before been litigated in an American presidential election.

In a post on his social media site Friday, Trump wrote that those who “cheated” in the election would face “long-term prison sentences” and would “be sought out, caught, and prosecuted at levels, unfortunately, never seen before in our Country.” The phrasing was almost exactly the same as a post from September. But less than two weeks before Election Day, his words carry new resonance.

Trump has insisted he means what he says, even when some of his allies try to downplay his remarks. This month, he threatened to use military force against liberal politicians and activists and declared them “the enemy within,” alarming experts

“As Americans, we can become accustomed to thinking, ‘Well, we don’t have to worry about that here,’” Cheney said in the Philadelphia suburbs on Monday. “But I tell you, again, as someone who has seen firsthand how quickly it can happen, that is what’s on the ballot.”

Shawn Reilly, the Republican mayor of Waukesha, Wisconsin, also endorsed Harris and told The New York Times that electing Trump could lead the country “down a road of authoritarianism and fascism.”

In Austin, Texas, on Friday, Trump slammed The Atlantic, which first reported the claim about his desire for generals like Hitler had, and went out of his way to note that the magazine was “run by a guy named Goldberg” — a direct attack on the magazine’s editor, Jeffrey Goldberg, that appeared to be an antisemitic dog whistle.

“These are evil people, they’re a threat to democracy,” he said later, after referring again to Goldberg.

There are signs that Trump’s statements may be having a chilling effect beyond the campaign trail on business leaders and media outlets owned by them.

Both The Washington Post and The Los Angeles Times announced they would not make an endorsement in the presidential contest, breaking with years of practice. Their decisions prompted speculation that the billionaire owners of the publications were trying to curry favor with Trump.

on democracy. Trump used similar language Friday in his threehour interview with Rogan, who has 14.5 million followers on Spotify and 17.6 million on YouTube, many of them young men that the Republican campaign hopes to turn out.

When pressed on those remarks in a friendly Fox News interview, Trump insisted that they were “accurate” and singled out two prominent California Democrats, Rep. Adam Schiff and former House Speaker Nancy Pelosi, as examples of whom he deems the enemy. He repeated the phrase again during his interview with Rogan, when he said the “enemy within” posed a bigger threat to the nation than North Korean leader Kim Jong Un.

And on Sunday, he is scheduled to host a rally at Madison Square Garden in NewYork, drawing a comparison from prominent Democrats, including Hillary Clinton, to the “Pro America Rally” in support of Adolf Hitler that occurred there in 1939. Democrats and even some Republicans have attacked Trump for reportedly praising Hitler, the Nazi leader responsible for the systematic murder of 6 million Jews and millions of others, as having done “some good things.”

“She said it’s just like the 1930s,” Trump said at a rally in northern Michigan on Friday night, referring to Clinton’s comments. “No, it’s not. This is called ‘Make America Great Again.’”

During a town hall-style appearance on CNN on Wednesday, Harris suggested Trump would be “a president of the United States who admires dictators and is a fascist.” She said comments made by his former chief of staff, John Kelly, in which he said Trump met the definition of a fascist and would govern like a dictator if allowed, amounted to a “911 call to the American people.”

Those raising alarms about Trump include a notable number of Republicans now backing Harris. Liz Cheney, a former representative from Wyoming, suggested Trump could bring about the unraveling of American democracy.

And Jamie Dimon, the CEO of JPMorgan who is typically outspoken about his political views, has kept his backing of Harris private, fearing that Trump could retaliate against companies and people who oppose his bid, according to people familiar with his thinking.

While Trump has never denied menacing his political enemies, he has denied making any positive comments about Hitler. Instead, he has deployed his well-worn playbook of meeting his opponents’ accusations with those of his own.

On Wednesday, Harris addressed reporters at her residence, where she invoked the claim that Trump had said he wanted generals like Hitler had while Trump was president.

“It is deeply troubling and incredibly dangerous that Donald Trump would invoke Adolf Hitler, the man who is responsible for the deaths of 6 million Jews and hundreds of thousands of Americans,” Harris said.

Trump then accused Harris of comparing him directly to Hitler, which she had not, and his campaign released a roughly 90-second video featuring a Holocaust survivor demanding an apology from Harris.

“She owes my parents and everyone else who was murdered by Hitler an apology,” the 94-year-old survivor, Jerry Wartski, said in the ad.

The dark tone extended even into a rally hosted by the Harris campaign in Houston on Friday, where 30,000 people cheered for country music star Willie Nelson and Beyoncé, the global phenom.

Traditionally, such megawatt appearances are used to set a celebratory tone for a campaign and energize its supporters. But this year, the darker fears of Democrats coursed from the stage through the stadium.

“I know a lot of people are here because of Beyoncé,” said Wayne Ashley, 42, as he waited in an hourslong line to enter the stadium. “I’m here because I don’t support authoritarianism.”

How Donald Trump is making big promises to big business

As Donald Trump seeks a return to the White House, he has come a long way from his 2016 campaign pitch that he was so rich, he was incorruptible. Back then, he mocked the GOP’s donor-lobbyist class and boasted in his announcement speech, “I don’t need anybody’s money.”

Today, Trump is looking everywhere for cash: asking small donors online, pressing fellow billionaires over private meals in Trump Tower and lobbying for donations from industries regulated by the government.

As he does so, he is sometimes making overt promises about what he will do once he’s in office, a level of explicitness toward individual industries and a handful of billionaires that has rarely been seen in modern presidential politics.

In some cases, Trump has sought to shake loose cash from industries like oil and energy that have long aligned with his deregulation agenda. In others, Trump has flipped his positions, such as on crypto.

“Former President Trump has a ‘For Sale’ sign around his neck and appears to be willing to sell basically any policy in exchange for campaign contributions,” said Dennis Kelleher, president of Better Markets, a nonprofit that seeks stronger regulation of financial markets.

In a statement, Karoline Leavitt, a Trump campaign spokesperson, said, “President Trump only takes his cues on policy from one group of people: the American people.”

In 2016, Trump vowed to “drain the swamp.” As president, he did no such thing. He hired top executives from Wall Street firms like Goldman Sachs and from the fossil fuel and pharmaceutical industries. He ended the practice of making public White House visitor logs. His family operated a for-profit hotel blocks from the White House that became a den of lobbying activity and a must-stay place for those looking to curry favor. People who paid pricey membership dues to join his private club at Mar-a-Lago had easy access to Trump, often taking the opportunity to pitch their pet interests.

“Trump was the first transactional president,” said Scott Reed, a longtime Republican consultant and former top political strategist for the U.S. Chamber of Commerce. “He’s now taken it to a new level.”

Crypto

There are few industries Trump has done more to court than the crypto world. And there is no industry for which his policy reversal has been more headturning.

Five months after leaving office, in June 2021, Trump said cryptocurrencies should be regulated into near-oblivion. “I don’t think we should have all of the bitcoins of the world out there,” Trump said. “I think they should regulate them very, very high.”

Three years and plenty of campaign cash later, the former president sounds a lot like a budding cryptocurrency entrepreneur. That’s because he is one.

Trump’s sons have embarked on a cryptocurrency endeavor that his advisers anticipate could prove lucrative.

In June, Trump met at Mar-a-Lago with a group of bitcoin miners. Within hours, he posted about bitcoin mining and how he wanted “all the remaining Bitcoin to be MADE IN THE

USA!!!” He stopped by a different crypto event at Mar-a-Lago the month before and shook hands with one crypto executive, Ryan Selkis, who posted a photo with the caption: “$100 million+ from the crypto community. Consider it done, Mr. President.” Selkis soon gave $50,000.

The $100 million figure overstates the disclosed crypto-industry investment in Trump. But industry leaders have given him significant support amid concerns they have about the Biden administration’s strict regulation attempts. Trump’s main fundraising committee has reported receiving more than $8.2 million in cryptocurrency donations through September, his campaign said. Millions more have been given in actual dollars. Tyler and Cameron Winklevoss, co-founders of the crypto platform Gemini, each gave more than $1.25 million to Trump and supportive super political action committees.

In July, Trump appeared at a crypto industry conference and promised to fire Gary Gensler, the chair of the Securities and Exchange Commission, on his first day — a top crypto priority. It is unclear whether the president would have that authority, but Trump has made it clear he intends to try to bring independent agencies under direct presidential control.

Big tobacco and marijuana

Trump has personally long opposed smoking. The tobacco industry, however, is wagering heavily on him in 2024.

A subsidiary of the tobacco giant Reynolds American is the largest corporate contributor to Trump’s main super PAC. The business, RAI Services Co., has contributed $8.5 million so far.

The donations come as cigarette makers are seeking to fight off a proposed ban on menthol cigarettes that has been advanced — and then paused — by the Biden administration.

Brian Ballard, a lobbyist and fundraiser for Trump who himself has given $260,000 this year, heads a lobbying firm that has represented Reynolds for years. Executives for Reynolds American and Ballard have met several times with Trump, according to two people familiar with the meetings. They discussed policies in a second potential Trump term.

Ballard declined to comment. Reynolds American did not respond to a request for comment.

Trump has not yet staked out a public position on the menthol ban. He has, however, taken a proactive and new position on marijuana.

In 2015, he said legalizing it was “bad” and that “I feel strongly about that.” But this year, there is a major legalization measure on the ballot in Florida, and Trump has been lobbied to support it.

Over the summer, Trump met privately with Kim Rivers, the CEO of Trulieve, the cannabis company behind the Florida measure, according to people briefed on the meeting.

“It is time to end needless arrests and incarcerations of adults for small amounts of marijuana for personal use,” he later wrote in a social media statement, announcing he would vote for the Florida measure.

Elon Musk

In April 2023, when Elon Musk was considering supporting Gov. Ron DeSantis of Florida, the former president criticized the world’s richest man for seeking favors from the federal government.

“Elon is just trying to make friends with the absolutely horrible Biden Administration because of all the government subsidies he gets, and all the permits he needs,” Trump posted on his social media website, Truth Social.

A year and a half later, Musk is leading an effort to elect Trump that has no parallel in American history.

He is steering a super PAC that he has seeded with $118 million of his own money. He is relentlessly promoting Trump’s candidacy on X, the social platform he owns. And he has campaigned for Trump in Pennsylvania, offering $1 million payouts to voters who sign his petitions.

Trump has responded in kind. Far from being concerned that Musk is seeking favors as a major contractor with the federal government, Trump has promised that if he’s elected, he will appoint Musk to run an audit of the government to root out waste, fraud and abuse. The move would create conflicts of interest on a scale unseen in recent memory, with Musk potentially exercising power over parts of the government that pour billions of dollars into his businesses.

Oil and gas

In contrast to the crypto industry, Trump has for a long time been aligned with much of the oil, gas and energy industry. He has derided climate change as a “hoax,” and since 2016, Trump has aggressively opposed Democrats’ environmental regulations, promoting a deregulatory agenda as president that delighted many fossil fuel executives.

Trump has received millions of dollars in donations from top energy executives, including $10 million across two proTrump super PACs from Kelcy Warren, the CEO of Energy Transfer. Joseph Craft III, who leads a major coal company, and his wife, Kelly, a former Trump ambassador, have given nearly $3 million to Trump, the party and a super PAC.

One evening in April, Trump hosted an “energy roundtable” at Mar-a-Lago of industry executives and lobbyists. There, he made an audacious request: The oil and gas industries would do so well under a Trump president that the people in the room should donate $1 billion to his presidential campaign.

“It’s enticement and coercion — the carrot and the stick,” said Walter Shaub, a former director of the U.S. Office of Government Ethics. “He has been making clear through his actions that any industries that support him stand to be rewarded, and any that oppose him stand to be punished.”

Stocks rally faces gauntlet of tech earnings, jobs data, election

The rally in U.S. stocks is wobbling as it confronts a stretch of potentially market-shaking events, starting next week with corporate results from tech titans and the closely watched employment report, while the U.S. election is also nearing.

The benchmark S&P 500 is up about 22% on the year, but has edged back from record-high levels in recent days.

Still, equities remain at elevated valuations, which could make stocks vulnerable should any of the near-term market events fall short of expectations.

The S&P 500’s price-to-earnings ratio, based on earnings estimates for the next 12 months, is at 21.8, near its highest level in over three years, according to LSEG Datastream.

“People will be on pins and needles for most of next week,” said Peter Tuz, president of Chase Investment Counsel Corp. “The market is expensive ... Any time you have an elevated market the potential for a bigger downdraft exists if something disappointing happens.”

Five of the “Magnificent Seven” group of megacap companies that have played a major role in driving the market over the past couple of years are set to report quarterly results next week: Google parent Alphabet, Microsoft, Facebook owner Meta Platforms, Apple and Amazon.

Because of their massive market values, those companies jointly account for 23% of the weight of the S&P 500, meaning market reaction to their results could sway broader indexes in coming days.

The Magnificent Seven stocks trade an average forward P/E ratio of 35 times, as the companies overall have posted much stronger profit growth than the rest of the S&P 500. But that gap is expected to close in coming quarters.

MOST ASSERTIVE STOCKS

“I see a handful of companies that deservedly have very high multiples but if that reason for being deserved falters then there’s a lot of room below for those stocks to fall,” said Bryant VanCronkhite, senior portfolio manager at Allspring Global Investments.

Investors will be looking across these megacap companies to see if their increased spending on artificial intelligence capabilities is starting to show benefits.

AI “hyperscalers” -- Microsoft, Amazon, Alphabet and Meta -- are set to increase capital expenditures by 40% this year, while such capex spending for the rest of S&P 500 companies are on

pace to fall 1% in 2024, according to BofA Global Research. Tesla, the first of the Magnificent Seven to report results, saw its shares surge on Thursday after CEO Elon Musk said he expects vehicle sales to grow 20% to 30% next year.

Next week is the busiest week of the third-quarter reporting season overall, with well over 150 S&P 500 companies set to post results.

The U.S. jobs report on Nov. 1 comes as investors are weighing whether a stronger-than-expected economy could lead to fewer interest rate cuts by the Federal Reserve than initially anticipated.

Behind the tactical gains against Iran, a longer-term worry

When Israeli fighter jets roared off the runways Friday night, on a thousandmile run to Iran, they headed for two major sets of targets: the air defenses that protect Tehran, including Iran’s leadership, and the giant fuel mixers that make propellant for Iran’s missile fleet.

Israel’s military leaders, in calls with Defense Secretary Lloyd Austin and other senior U.S. officials, had concluded that taking out the air defenses would make Iran’s leaders fearful that Tehran itself could not be defended. That feeling of vulnerability was already high, after Israel decimated the leadership of Hamas and Hezbollah, Tehran’s proxy forces that could strike Israel, over the past month.

The surprise element for the Iranians was a set of strikes that hit a dozen or so fuel mixers, and took out the air defenses that protected several critical oil and petrochemical refineries, according to a senior U.S. official and two Israeli defense officials who spoke on condition of anonymity to discuss internal planning.

Without the capability to mix fuel, Iran cannot produce more of the type of ballistic missiles that its forces fired on Israel on Oct. 1, the immediate provocation for Israel’s strike. And it could take more than a year to replace them from Chinese and other suppliers.

By Saturday, U.S. and Israeli officials were claiming a major success, but lurking behind the satisfaction with the tactical gains lies a longer-term worry. With Iran’s Russian-produced air defenses in smoldering piles, many fear Iranian leaders may conclude they have only one defense left: racing for an atomic weapon.

That is just what U.S. strategists have been desperately trying to avoid for a quarter-century, using sabotage, cyberattacks and diplomacy to keep Tehran from crossing the threshold to become a full nuclear-armed power.

President Joe Biden, who had publicly warned Israel three weeks ago to avoid hitting Iran’s nuclear and energy sites out of fear that the conflict would escalate into a regional war, seemed satisfied, for once, that Prime Minister Benjamin Netanyahu of Israel had listened to him.

“It looks like they didn’t hit anything but military targets,” Biden told reporters Saturday after receiving an intelligence assessment along with Vice President Kamala Harris, who was not counting on an expanding war in the Middle East while she is in the last 10 days of her campaign for president.

“I hope that this is the end,” he said. That seems unlikely. Even Biden’s own

aides suspect that Iran’s leaders, partly out of injured pride, will not simply let the counterattack pass. Biden ordered U.S. troops in the region to be on higher alert, especially those in Iraq and Syria who could be targets for Iranian retaliation. Last week, U.S. forces put in place an additional air defense unit that had been sent to Israel, and the Gulf has been abuzz as extra squadrons of F-16s, F-15Es and A-10 Warthogs have come in to supplement a large existing aerial force.

Iran’s supreme leader, Ayatollah Ali Khamenei, was reportedly meeting with the top ranks of the Revolutionary Guard to determine his next steps and took a measured tone in his first remarks on the attacks, saying they should not be “magnified or downplayed.” And apart from vague, tough-sounding warnings from other Iranian officials about defending the nation’s sovereignty, there was little evidence that any decision had been made on a response.

“The Israelis just demonstrated extraordinary capabilities, while keeping their complex, multiwave strikes precise and carefully calibrated,” said Dana Stroul, formerly the Pentagon’s top Middle East policy official and now a senior fellow at the Washington Institute for Near East Policy. “By only targeting military facilities and striking at a time of day that was designed to avoid significant casualties, the Iranians have been given a path to de-escalate.”

Stroul said that if Iran chose to escalate, its critical military, leadership and nuclear facilities were more exposed than ever. “The table is set for de-escalation if Iran chooses to do so,” she said. “Otherwise, the next Israeli response will be even more destructive.”

Four U.S. officials and three Israeli defense officials, who spoke on condition of anonymity to discuss confidential planning, echoed that assessment.

Even if Iran decides against another missile strike at Israel — and takes the risk that Israel’s air force will come back to wreak more damage, including on the energy infrastructure

critical to Iran’s battered economy — its leaders have another choice. Publicly or secretly, they could reverse the ayatollah’s ostensible ban on building a nuclear weapon.

The country has never been closer to the nuclear threshold. Iran now has larger stocks of near-bomb-grade uranium than at any time since it began experimenting with small nuclear reactors, including one provided to the shah by the United States, before the 1979 Islamic Revolution.

So far, U.S. officials say, they see no evidence of a political decision by Iran to race for a weapon. But as one senior U.S. official said, countries build nuclear weapons when they are feeling vulnerable. And today, that is exactly Iran’s national emotion.

Biden has been intensely focused on the Iranian nuclear program since his days in the Senate, and he was a major participant in the Obama administration’s debates over using a cyberweapon, later called Stuxnet, to destroy Iran’s nuclear centrifuges at Natanz.

After the Oct. 1 strike by Iran, which followed the killing of Hezbollah’s leader, Hassan Nasrallah, in an airstrike in Lebanon, Biden was explicit in warning Israel to keep energy and nuclear sites off its retaliation list.

Israeli officials celebrated the fact that the Iranian attack did little damage, though some Israeli and U.S. officials said they were lucky to have escaped worse destruction. Initially, Israel’s leadership was tempted to retaliate by striking at Iran’s prized assets. But they pared that back soon after Biden said he would not support any counterstrike that could trigger a wider regional war.

When a reporter asked Biden specifically about hitting Iran’s nuclear facilities — an operation Israeli forces have practiced often — the president made clear he would consider that a step too far.

“The answer is no,’’ he said. Noting he had convened leaders of the Group of 7, which includes Britain, France, Germany, Italy, Japan and Canada, he added that “all seven of us agree that they have a right to respond, but they should respond in proportion.”

Israeli officials insist they made their own decisions about what to strike, and did not give in to American pressure as they selected targets. But they did offer to give advance

warning about their timing and plans — something they had failed to do in some previous strikes — and the United States agreed to quickly renew the stockpile of weapons drawn down for the strike. Biden acknowledged to reporters a week ago that he knew about both the timing and targets.

Still, there was considerable behind-thescenes debate on how to narrow the attack.

On Oct. 19, Austin spent most of the lunch break during a security meeting of Group of 7 countries in Naples, Italy, speaking by phone to Yoav Gallant, his Israeli counterpart, who was in charge of formulating Israel’s strategy. What emerged from the series of conversations was a plan designed to deter Iran from retaliating by exposing the leadership and military and energy facilities to a quick counterstrike. But attacking the fuel mixers sent an additional message: Israel would focus on crippling Iran’s ability to expand its potent missile fleet.

The Israelis also had to negotiate around several diplomatic hurdles after Iran urged neighboring states not to allow Israeli jets to use their airspace to mount an attack. Many complied, including Jordan, which had participated in intercepting Iranian missiles in April. (The Jordanians say they will help defend Israel, but they draw the line at participating in offensive strikes or letting Israelis fly over their territory.)

In the end, the Israelis did not fly over Jordan. They routed mainly through Syria and, to a lesser degree, Iraqi airspace, from which they fired into Iran, according to a statement from Iran’s armed forces. U.S. officials would not say what kind of arrangements were made — if any — with the Iraqi government, and referred all questions to the Israelis.

The only glitch was in timing: Bad weather over the targets delayed the Israeli strikes by a few days, U.S. and Israeli officials said. U.S. officials suspect that Israeli officials did not want to launch the attack while Secretary of State Antony Blinken was in the region looking to revive cease-fire and hostage-release agreements over the Gaza Strip and a pause in the fighting in Lebanon.

Hundreds killed in days as war in Sudan surges

Amajor surge in fighting in Sudan has taken a searing toll on civilians, killing hundreds of people in aerial bombings and revenge attacks in the past week, as Africa’s largest war shifts into a higher gear after the end of seasonal rains.

Territory has changed hands; a prominent commander has switched sides; and retreating fighters have sexually assaulted, kidnapped and killed villagers as they have moved through contested countryside, according to activists, democracy groups and accounts on social media.

A military cargo plane slammed into the desert in the western region of Darfur, with at least two Russian crew members on board, offering direct evidence of the growing role of foreign contractors in the fighting.

And Sudan’s military, after losing control of vast areas of Sudan, has finally seemed to regain the advantage over the Rapid Support Forces, the powerful paramilitary group that it has been battling for the past 18 months. Both sides face a barrage of war crimes accusations from the United States and rights groups, although only the RSF has been accused of ethnic cleansing.

“The fighting season has just restarted, and both sides want to jostle for an early advantage,” said Kholood Khair, the founding director of Confluence Advisory, a policy think tank.

The escalating violence comes against a vast tableau of suffering. More than 10 million have been forced from their homes, famine is raging, and diseases like cholera and dengue fever are rapidly spreading.

Diplomatic efforts to end the war have stalled, with neither side showing much willingness to compromise on anything, much less reach a cease-fire. Support is growing among activists, peacekeeping experts and human rights groups for the United Nations to deploy a mission to protect civilians, but many are skeptical such a force could be mustered.

“We fear it is on the road to becoming a repeat of the 1994 Rwanda genocide,” Roméo Dallaire, who led the U.N. mission in Rwanda during the genocide, wrote in Foreign Policy on Friday.

In the past week, the army, led by Gen. Abdel Fattah Burhan, captured territory in the breadbasket states of El Gezira and Sennar, which the paramilitary forces seized starting last December. Those gains came in part thanks to the defection of Abu Aqla Kaykal, a local militia leader in El Gezira state who, until recently, was fighting with the RSF. Experts said his

in North Darfur and in the deserts to the north, along the border with Libya and Chad. Dozens of people were killed in the state in attacks on displacement camps, hospitals and markets, according to the Yale School of Public Health’s Humanitarian Research Lab. It said the damage was consistent with aerial bombardment, artillery and arson.

On Monday, a Sudanese military plane crashed about 90 miles north of El Fasher, killing two Russian crew members and several Sudanese fighters, according to Sudanese media reports.

The paramilitaries, who claimed to have shot down the plane, posted a video of the burning wreckage, with jubilant fighters holding aloft two Russian passports and other identifying documents said to be found amid the debris.

An aviation official with knowledge of Sudanese military operations said the plane was one of two Ilyushin-76 planes bought last year by the Sudanese military, which has claimed that it was delivering supplies to besieged troops in El Fasher when it crashed.

defection gave the military a political boost and would cut off the paramilitary group’s ability to recruit from the large Shukria tribe.

By publicizing the defection, Khair said, “the military are trying to assert their claim that they are on the right side” and that their wins are “a victory for the people of Sudan.”

The paramilitaries, who are led by Gen. Mohammed Hamdan Dagalo, launched retaliatory attacks in villages across El Gezira, local activists reported. At least 300 civilians were killed when fighters rampaged through Tambul village, Elmubir Mahmoud, the secretary general of the Al Jazeera Conference, a volunteer group in the state, said in an interview. Gunmen looted homes, took hostages and sexually assaulted women, he said.

Fifty more civilians were killed in a nearby village Friday morning, he said, and 200 were wounded. Entire families fled with nothing but their clothes, he added. Others posted handwritten lists of the dead. The New York Times could not independently verify the lists or the figures.

Video footage and photographs from the area that were shared on social media showed villagers standing over dozens of bodies wrapped in funeral shrouds. The footage and photographs could not be immediately verified.

“The situation is very tragic,” Mahmoud said.

The RSF denied killing civilians, saying those killed had been fighting alongside the military. “Immediately you carry a gun and raise it, then your civilian status ends,” Omran Abdullah, a senior adviser to Dagalo, said this past week in an interview with the Arabic-language broadcaster Al Jazeera.

Clashes continued in Khartoum, the capital, where the army recently recaptured several bridges along the Nile. Shelling in the city killed at least 24 people this past week, according to the Emergency Response Rooms, a youth-led volunteer group that was among the favorites for this year’s Nobel Peace Prize, which was awarded this month to a Japanese group of atomic bomb survivors.

Fighting also raged in the western region of Darfur, both around the besieged city of El Fasher

But the official said the plane had also been used to carry out “barrel bomb” raids against the RSF, flinging crude improvised bombs, as part of the military’s escalating campaign of aerial bombardment.

The aviation official spoke on the condition of anonymity to discuss sensitive military details. A spokesperson with Sudan’s military did not respond to questions for comment.

In a statement, the Russian Embassy in Sudan said it was investigating whether its citizens were aboard the plane, which only last year belonged to a company that had been supplying the other side in the war.

Documentation found in the plane wreckage indicated that its tail number, EX-76011, corresponded with a plane that was previously operated by New Way Cargo, a cargo airline based in the United Arab Emirates. Only last January, the same airline delivered support to the RSF through a base at Amdjarass in eastern Chad, according to a recent report by the Sudan Conflict Observatory, a research body funded by the State Department.

The UAE has been running an extensive covert operation to supply the RSF through the Amdjarass base, under the guise of providing humanitarian aid, the Times and U.N. inspectors have reported. The Red Cross says it is investigating whether its emblem was misused as part of the operation. The UAE denies supporting the RSF.

Documents found on the plane identified one of the Russians as Anton Selivanetz, who appears to have previously worked with the United Nations in Africa, according to a U.N. official and photographs posted to his personal Instagram account. The other man, Viktor Granov, was previously linked to arms trafficking in Africa by Amnesty International, as well as to the famous arms dealer Viktor A. Bout. Granov’s South African driver’s license was among the debris from the downed cargo plane.

The plane crash highlighted the outsize role of foreign contractors in the worsening conflict, pushing local and global leaders to call for the United Nations to deploy a mission to protect civilians.

“This is very much a multiregional war of different actors,” Khair said. By no means, she added, “can it be resolved locally.”

Biden has a crucial decision to make on Ukraine

The kernel of the long-awaited “victory plan” for Ukraine that President Volodymyr Zelenskyy introduced this fall goes something like this: If you give me what I’ve been asking for — membership in NATO and permission to fire Western missiles deep into Russian territory — I could end the war by next year.

The demands are not in themselves new. The urgency is in the timing: The American election, and what President Joe Biden does before he leaves office, will have serious consequences for the trajectory of the Russia-Ukraine war.

Actual membership in NATO is not in the cards for Ukraine until the war is over. The North Atlantic Alliance has already declared that Ukraine is on an “irreversible” path to membership, but that is as far as it is likely to go for now. Firing NATO missiles deep into Russia, however, is something a growing number of members have signaled they would allow.

Not Biden, at least not yet. NATO weapons striking inside Russia, he fears, would take Western participation in the war to a new level. It would also cross a red line that Russian President Vladimir Putin has drawn. Long-range strikes against Russia, Putin has declared, “will mean that NATO countries — the United States and European countries — are at war with Russia.”

A growing chorus of NATO members disagree, and have urged the United States to give Ukraine the green light. Russia, they argue, has no compunction about using weapons from

China, North Korea or Iran against Ukraine. “Are you telling me that Putin is not using — is not throwing — everything he has at Ukraine?” Poland’s foreign minister, Radoslaw Sikorski, said in a recent interview with The Wall Street Journal.

Whatever decision Biden takes (or avoids taking) in his last weeks in office will create a reality that the next president will have to deal with.

If Kamala Harris wins, she has broadly pledged to continue the Biden administration’s military and economic support — $174 billion pledged since the war began in February 2022, including $61 billion approved by Congress in April. A Harris administration, however, would face increasing resistance from some Republicans and Democrats to all-out support, and it would be easier for Harris to continue actions already taken by her outgoing administration than to order new ones.

Donald Trump is the greater concern for Ukraine. He has said he would end the war in 24 hours should he win the presidency. He has not explained how, but given his mysteriously chummy relations with Putin, the terms would not be favorable to Ukrainians. Still, reversing a policy on longrange strikes would not be easy even for Trump, given that the American public, including many Republicans, still strongly supports Ukraine.

Ukraine already possesses missiles from NATO members, including American ones that can strike up to 190 miles inside Russia, and it has used them against Russian targets in Crimea. But that’s occupied Ukrainian turf. Ukraine has also taken the war into Russia with Ukrainian drones and commando operations against military targets and with its military incursion into the Kursk region, which the Ukrainians largely still hold.

But firing American, British or French missiles deep into Russia would involve the allies directly in offensive operations on Russian soil, a level of confrontation that Biden has tried to avoid from the outset. That may be close to changing. When British Prime Minister Keir Starmer visited the White House in September, European officials said the president was on the verge of giving a green light.

Whether firing into Russia would in itself change the course of the war is dubious. Other high-tech weapons that the United States and NATO initially resisted sharing — HIMARS artillery, the Abrams tank, F-16 fighter jets, the ATACMS surface-tosurface missile — did not prove decisive.

The major requirements in a fight that stretches along hundreds of miles of terrain are artillery and manpower. Ukraine has said it needs 20,000 shells a day for its Western artillery systems, but it has been getting nowhere near that many.

The importance of acquiring sophisticated Western weapons, however, is not only in what they can do on the battlefield. A new commitment from the United States and its allies would also demonstrate to Putin that they have not lost interest in the war or faith in Zelenskyy, as he anticipated they would.

A pledge of impressive modern weaponry could also be helpful to Zelenskyy in demonstrating to his nation that if he does enter into negotiations with Russia, it will be with the West at his back. Zelenskyy remains publicly committed to

recovering all Ukrainian territory, and the notion of ceding any land to Russia in a cease-fire remains something of a taboo in Ukraine. But public opinion polls have shown this absolutist stance weakening, and support for negotiations would likely be higher if Ukraine had a stronger bargaining position.

Then there’s the reality on the ground. Russia now occupies about one-fifth of Ukrainian territory and is steadily creeping deeper into the Donbas area of eastern Ukraine, which includes provinces Putin has formally declared to be part of Russia. Russia is also battering Ukrainian cities and power plants with relentless drone and missile strikes, promising a terrible winter. Putin appears unperturbed by the Russian lives and money he is expending on his crusade to bring Ukraine back into his fold.

Whether Putin is prepared to enter serious talks is anybody’s guess. But Western policymakers agree that that’s the only way his cruel war will come to an end. Biden may not be the president to make the congratulatory call to Zelenskyy when peace is declared, but he can help keep him in the fight until it happens.

Phil Lesh, bassist who anchored the Grateful Dead, dies at 84

Phil Lesh, whose expansive approach to the bass as a charter member of the Grateful Dead made him one of the first performers on that instrument in a rock band to play a lead role rather than a supporting one, died Friday. He was 84.

His death was announced on his Instagram account. No further information was provided.

In addition to providing explorative bass work, Lesh sang high harmonies for the band and provided the occasional lead vocal. He also co-wrote some of the band’s most noteworthy songs, including ones that inspired adventurous jams, including “St. Stephen” and “Dark Star,” as well as more conventional pieces, like “Cumberland Blues,” “Truckin’” and “Box of Rain.”

Key to the dynamic of the Grateful Dead was the way Lesh used the bass to provide ever-shifting counterpoints to the dancing lines of lead guitarist Jerry Garcia, the curt riffs of rhythm guitarist Bob Weir, the bold rhythms of drummers Mickey Hart and Bill Kreutzmann, and, in the band’s first eight years, the warm organ work of Ron McKernan, known as Pigpen.

A source of particular excitement was the relationship between Lesh’s instrument and Garcia’s. At times they mirrored each other. At other times they contrasted, in the process widening the music’s melodic nuances while helping to create the kind of variety and tension that allowed the band to improvise at length without losing the listener.

Lesh’s bass work could be thundering or tender, focused or abstract. On the Grateful Dead’s studio albums, his lines held so much melody that one could listen to a song for his playing alone. At the same time, he shared his bandmates’ love for unusual chord structures and uncommon time signatures. In constructing his bass parts, he drew from many sources, including free jazz, classical music and the avant-garde.

He had formal training in those last two areas, having played both classical violin and trumpet, composed music for orchestras and studied with avant-garde composer Luciano Berio, all before taking up the bass and joining the Dead. His work with the band held such value for a significant portion of its massive following that, at concerts, devotees would position themselves in the “Phil Zone,” an area named for “the proximity to

Lesh’s position onstage,” according to the 1994 Grateful Dead guidebook “Skeleton Key: A Dictionary for Deadheads.”

Lesh played with the Dead for the band’s entire 30-year history, which formally ended in 1995 after Garcia’s death. In 1994, he and the band were inducted into the Rock & Roll Hall of Fame. After the Dead disbanded, Lesh played in offshoot bands the Other Ones, the Dead and Furthur, as well as with his own assemblage, Phil Lesh and Friends. He pulled back from regular road work in 2014 but continued to do periodic gigs for the rest of his life.

Phillip Chapman Lesh was born March 15, 1940, in Berkeley, California, the only child of Frank and Barbra (Chapman) Lesh. His father was an amateur piano player who encouraged him to take up an instrument when he was 8; his first instrument was the violin.

“I was awakened to the power of music early in life through the magic of radio broadcasts and by listening to my father play, from memory, his favorite tunes on the piano,” Lesh wrote in his 2005 autobiography, “Searching for the Sound: My Life With the Grateful Dead.” Music, he added, “saved me by giving me a real sense of accomplishment.”

While attending El Cerrito High School in the East Bay, Lesh switched to trumpet and became a member of the school’s marching band. He later transferred to Berkeley High School, which had a more sophisticated music education program. He studied with Bob Hansen, conductor of the symphonic Golden Gate Park Band for whom Lesh played first trumpet when he was 15.

He enrolled in San Francisco State College (now University) but dropped out after one semester after being rejected by that school’s orchestra. He was accepted into the Sixth Army Band, stationed in the city, but lost the gig after being deemed unfit for military service. He had equally brief stints at the College of San Mateo and the University of California, Berkeley, before abandoning a long-term commitment to higher education to take a single graduate-level course with Berio at Mills College in Oakland in 1962.

During this period, he also worked in a post office and, on a volunteer basis, as a recording engineer. While attending shows at local nightclubs, he met Garcia, who at the time was a bluegrass banjo player.

“Jerry’s delivery was both spine-tin-

gling and bloodcurdling,” Lesh recalled in his autobiography. “That was my first intimation that music with that kind of directness and simplicity could deliver an aesthetic and emotional payoff comparable to that of the greatest operatic or symphonic works.”

Lesh casually mentioned to Garcia that he was interested in playing bass. It surprised him when Garcia invited him to learn the instrument so he could play it in the band he was forming in 1964, then named the Warlocks. Lesh went along, he told Soundwaves magazine in 2005, because “it never really mattered to me very much what instrument I was playing, so long as I could make some music.”

In fact, his lack of experience allowed him to rethink the role of the bass in rock music, drawing inspiration from the harmonics found in works he loved by Johann Sebastian Bach and jazz bassist Charles Mingus. For role models in rock, he studied the aggressive approaches of Jack Bruce in Cream and Jack Casady in Jefferson Airplane, a mainstay of the San Francisco rock scene of which the Dead would soon become an important part. In his autobiography, Lesh described the sound he and the Dead devised as not rock, jazz or blues, but “some kind of genrebusting rainbow polka-dot hybrid mutation.”

That sound first came into focus on the

band’s second album, “Anthem of the Sun,” released in 1968, for which Lesh received cowriting credit on almost every track. When the band streamlined its sprawling sound to become more song-oriented albums like “Workingman’s Dead” and “American Beauty,” both released in 1970, Lesh found a new melodicism in his playing.

For “American Beauty,” he composed the exquisite melody for “Box of Rain,” with lyrics, provided by Robert Hunter, that expressed Lesh’s feelings about his father’s imminent death from prostate cancer.

Lesh also took a rare lead vocal on that track. But his lack of training as a singer eventually did damage to his vocal cords, causing him to stop harmonizing with the band from 1976-85. After that, point he resumed singing, but at a much lower pitch.

Lesh faced a series of health challenges in recent years. In 1998, he underwent a liver transplant after contracting hepatitis C, brought on by years of alcohol abuse. He was successfully treated for prostate cancer in 2006 and bladder cancer in 2015. Four years after that, he had back surgery.

Lesh is survived by his wife, Jill; their two sons, Grahame and Brian, who had played with him in the Terrapin Family Band; and a grandson.

Visiting a Disney park? Here’s how to spend less time in line.

There’s no arguing with the global appeal of Mickey Mouse. Millions flock to parks like Walt Disney World, in Orlando, Florida, and Disneyland, in Anaheim, California, every year. Some visitors are practically regulars: Haydee Chachamovits, 43, of Aventura, Florida, has been to Disney World more than 50 times.

However, a one-week trip to Disney World for a family of four can cost upward of $6,400, according to personal finance site NerdWallet. And the price tag has only gotten higher since 2021, when complimentary skip-the-line services like Fast Pass transitioned to the paid Genie+ feature, rebranded this summer as Lightning Lane.

The rising costs may be daunting, but the lines for rides and food don’t have to be. Here are some tips to get the maximum magic out of your visit.

Buy passes to skip long lines.

The Lightning Lane Multi Pass (starting at $15 per person per day, depending on the date and the park) allows riders to skip regular lines for select attractions at Disney World and Disneyland parks by using designated Lightning Lane entrances at reserved times.

However, some high-demand attractions like Tron Lightcycle/Run are not included in the Multi Pass and require you to buy a Lightning Lane Single Pass (starting at $11 per person per day; prices can change daily, depending on demand). You can purchase up to two Lightning Lane Single Passes per day.

At Disney World, visitors can make Lightning Lane reservations remotely, starting at 7 a.m. At Disneyland, you must be scanned into the park before reserving.

Jenn Johnson, founder of family travel blog Those Jo-

hnson Boys, has been to Disney World 12 times in the last eight years and recommends checking the website Thrill Data before heading to the park to know which rides are booking up the quickest. The Lightning Lanes at some rides, such as Slinky Dog Dash and Remy’s Ratatouille Adventure, book up within minutes of 7 a.m., she said, so if a specific attraction is a priority, make sure you reserve it right away.

At Disneyland, Lightning Lane reservations rarely run out, as they often do at Disney World, said McCayla Butler, 42, of Seattle, who often shares Disney tips on her mc.and. mouse.club Instagram account. At Disneyland, Butler specifically recommends purchasing a Lightning Lane Single

Pass for Star Wars: Rise of the Resistance (typically around $26 per person), since the wait time is always long and, she said, it is a “must do” attraction.

Join a single-rider line, or book a tour.

At both parks, members of your group can split up to take advantage of single-rider lines, which are used to fill unoccupied seats on attractions. “They usually move way faster than the standard standby line,” said Butler, noting that the single-rider line is typically located near the exit of the attraction.

Similarly, if a member of your group is too small or can’t ride, you can request a complimentary “rider switch” on certain attractions, so that the person who stays behind to watch the nonrider can still have a turn without waiting in line again. Just ask a staff member at either Disney park, said Amy Castro, a Disney planning expert. If you believe that time is money and have plenty of the latter, you can book a Disney Private VIP Tour for rapid access to parks, rides and attractions. These tours come with a “magic guide,” who personally escorts you and a maximum of nine others to the front of the line for $450 to $900 per hour, excluding park admission. Take advantage of early entry.

Guests staying at one of the 25 Disney Resort hotels or three Disneyland Resorts can usually enter parks 30 minutes before they open to the general public. Disney World offers early entry every day at every park, while Disneyland allows early entry on select days to select parks. A tip if you’re visiting Disneyland but not staying at a Disneyland Resort: “Visit the parks on days when this benefit isn’t offered to avoid the early-entry crowds,” Butler suggested. Pack a lunch, or plan ahead for a meal with Mickey. A surefire way to avoid long lunch or dinner lines is to pack your own sandwiches. Guests are allowed to bring outside food and nonalcoholic beverages in bags, backpacks and small coolers. Glass and loose ice are not allowed.

If you still want to sample the park’s culinary offerings, try using your phone. The My Disney Experience app and the Disneyland Resort app have a “mobile order” feature that allows users to order quick-service meals in advance to avoid waiting in line.

Finally, meals with Disney characters can be the highlight of any visit, but how do you get those coveted slots? Johnson recommends reserving them online as soon as the Disney World booking window opens at 6 a.m. Eastern 60 days before your visit, or for Disneyland, 6 a.m. Pacific up to 60 days before. You may be able to snag a reservation at the last minute, too. People sometimes cancel up to two hours before their meal. Try the My Disney Experience or Disneyland Resort app, or join a walk-up list at a restaurant.

These Japanese baseball fans love Ohtani. They love the Yankees more.

Masa Kawai wore his faded New York Yankees cap last Wednesday as he served customers at the Japanese doughnut shop he owns in Edgewater, New Jersey. It was two days before Game 1 of a World Series that would feature his Yankees against the Los Angeles Dodgers, and Kawai, who emigrated from Japan 20 years ago, left no doubt about his allegiance.

As happy as he is to see Shohei Ohtani, the incomparable slugger from Japan, reach the World Series, Kawai and his Japanese employees are not abandoning the Yankees, not with so much at stake.

“No, no, never,” Kawai said with a laugh. “I like Ohtani a lot. He is an amazing player, and he is Japanese, like me. But I want the Yankees to win.”

Japanese baseball fans are like sports fans everywhere. Some are fanatical about one team. Some are more casual and switch allegiances depending on a team’s fortunes. Some root solely for a particular athlete, whether it is Ohtani, LeBron James, Marta or Patrick Mahomes.

Ohtani, though, is a special case. It was once thought blasphemous to compare anyone to Babe Ruth, but Ohtani has done things even the Bambino did not. Ruth was a great pitcher with the Boston Red Sox and, later, a legendary slugger for the Yankees, but he rarely excelled at both at once as Ohtani has.

With his unprecedented combination of all-around skill, plus his natural humility and boyish good looks, Ohtani has stoked the imaginations of millions of people. It is not outlandish to think he could one day be considered the best all-around player in history.

But don’t expect hard-core Japanese Yankees fans to unhitch their loyalty for the first handsome, slugging pitching ace who comes along. Yes, they like and respect Ohtani. But they

love the Yankees. The best possible outcome would be for Ohtani to hit four home runs in every game and for the Yankees to win, 5-4.

“For sure, that would be perfect,” said Taka Shirai, executive director of Hideki Matsui’s 55 Baseball Foundation and the president of the Leadoff Sports agency. “The Dodgers are getting bigger for Japanese fans. But the Yankees are still the Yankees.”

Ohtani did not hit any home runs in Game 1 on Friday, but he doubled, scored an important run and was part of a wild celebration after Freddie Freeman’s 10th-inning grand slam gave the Dodgers a dramatic 6-3 victory that stung Yankee fans.

Late in Game 2 on Saturday, a 4-2 win for the Dodgers, Ohtani partially dislocated his left shoulder while sliding into second base during a steal attempt. The superstar’s status for today’s Game 3 in New York was unclear at press time.

Shirai has lived in New York since 2003, when Matsui left the Yomiuri Giants of Tokyo to join the Yankees. It was a momentous transfer because Matsui, nicknamed Godzilla, was the unmatched star of Japan’s largest club, and he was going to their American equivalent in the Bronx. The Yankees were already popular in baseball-mad Japan, but when Matsui joined the team and later led it to the 2009 championship as World Series MVP, the franchise’s preeminence in Japan was solidified.

“After 2009, everything changed,” Shirai said. “Hideki did really well with the Yankees. That connection is very, very strong.”

Ellison Stanley is a dual Japanese and U.S. citizen who grew up in Japan, mostly in Tokyo. He lives in Washington, D.C., where he works as a video producer, but his loyalty was fused to the Yankees in 2004, when they opened their season against the Tampa Bay Rays at the Tokyo Dome. A schoolboy at the time, Stanley watched as Matsui played left field and hit a home run. Those memories are not easily dissolved.

“I always want the Yankees to win,” Stanley, 29, said. “But if they weren’t in it, I would support Ohtani. He is a perfect example of what a great baseball player should be, and he really represents Japan well.”

There is an element of communal pride in Ohtani’s accomplishments and comportment, as there was for Jackie Robinson, Sandy Koufax, Roberto Clemente and others.

The same was also true for previous Japanese stars like Hideo Nomo, Ichiro Suzuki and Matsui. Each was a pioneer in his own way, and they all confirmed that Japanese players could excel in MLB — and even set significant records and win major awards. Their popularity reflected their success, and the same goes for Ohtani. Last year, he became the first Japanese player to have his jersey lead all sales; it did the same this year.

“We are so proud of him as a Japanese person,” said Noriko Yamamoto, a fashion industry marketer in Tokyo. “It is amazing that he is doing it in the U.S.”

After starring with the crosstown Angels for several years, Ohtani signed a historic, 10-year, $700 million contract with the Dodgers in December and finally made his first foray into the playoffs. The TV broadcast for his last playoff game against San Diego averaged nearly 13 million viewers in Japan, compared with 7.5 million in the United States. Now in the World Series, his profile has spiked even more.

Jim Small, president of the World Baseball Classic, spent 16 years leading MLB’s offices in Tokyo. Ohtani, Small said, has actually eclipsed Suzuki and Matsui in popularity.

“That is saying a lot, because those two are immensely popular,” he said. “At the same time, Japanese fans are sophisticated baseball fans. If they support a team, that is not given up easily. It would be a very rare case for a Japanese Yankee fan to root for the Dodgers in this World Series.”
