Ouster of US House speaker will delay PR’s transition to SNAP

Besides creating a leadership gap in the U.S. House of Representatives, the ouster of former speaker Kevin McCarthy will delay approval of significant legislation for Puerto Rico.

Puerto Rico Federal Affairs Administrator Luis D. Dávila Pernas said the ouster will delay the passage of a budget by Nov. 17, something he believes will now happen in December.

“In December, we have on the agenda the approval of the Farm Bill that includes the bill that would bring SNAP to Puerto Rico,” Dávila Pernas said via social media. “Now that may take place in January.”

González Colón added that removal of the speaker has been a distraction from the legislative agenda, impacting appropriations bills and other relevant issues that must be addressed in Congress, such as the 2024 federal budget and the reauthorization of the Farm Bill, as noted by Dávila Pernas.

“This week we had planned to vote on two appropriations bills that have been put on hold in light of this situation,” the resident commissioner said.

Puerto Rico Senate President José Luis Dalmau Santiago noted in a statement Wednesday afternoon that “[t]he federal House of Representatives was designed to be closest to the American people and to reflect the hopes, dreams and aspirations of its citizens.”

Puerto Rico residents do not have access to SNAP, the Supplemental Nutrition Assistance Program. Instead, islanders receive a block grant called the Nutrition Assistance Program, which is known locally as PAN, by its Spanish acronym. PAN has a funding cap and not all Puerto Rico residents who would otherwise qualify for SNAP qualify for PAN.

Dávila Pernas also noted that the House speaker selects two members of the Financial Oversight and Management Board. Antonio Medina, a former oversight board member, resigned effective Oct. 1.

A resolution — titled a motion to vacate — from Rep. Matt Gaetz (R-Fla.), passed Tuesday with the support of eight Republicans and all the Democrats present and voting. The vote made McCarthy (R-Calif.) the first speaker in history to be removed from office after less than nine months on the job, according to mainland reports.

Rep. Patrick McHenry (R-N.C), now the acting speaker, declared the House in recess until both parties can decide on a path forward.

Puerto Rico Resident Commissioner Jenniffer González Colón, who is a Republican, said McCarthy’s departure is not a reflection of the sentiments of the Republican majority as was reflected in Tuesday’s vote.

“Unfortunately, this vote is part of the personal and political agenda of a minority that is not prioritizing the needs of our nation,” she said in a written statement. “We are talking about a minority that campaigned against a CR [continuing resolution] and preferred a government shutdown. The minority accused Speaker McCarthy of working in a bipartisan manner, but when it was convenient for them they used the Democrats to remove the Speaker. This minority is not willing to make concessions or propose real solutions, and that is the real concern.”

“In fact, its members are selected by vote every two years. Under the Republican majority, the House has been restructured to empower a few and impose rigid partisan rules,” he said. “In previous Congresses the motion to vacate the speakership could only be made by the majority leader or the minority leader, after giving notice to the members of his conference. Instead of preserving the eviction motion as an extraordinary vehicle that will rarely, if ever, be used, House Republicans voluntarily transformed it into an instrument that could be used by any member of their conference at any time. This has caused the paralysis of the institution at this time.”

“It is a process that, in my opinion, is dangerous given the polarization in which the nation finds itself on different issues, including the budget and the war in Ukraine,” the island Senate leader added.

San Juan inaugurates a new social services oasis in Río Piedras

The responsibility social workers carry is a large one, one that seems to be growing larger by the year. San Juan, as Puerto Rico’s most populous city, requires a significant quantity of social services, and now citizens of the island capital will be able to request psychosocial services from the brand new office of the Social Work Program, which is attached to the Department for Social and Community Development and located in the Río Piedras Marketplace.

The initiative seeks to meet the needs of the population in the Río Piedras sector, as well as strengthen the social economic development of the community. It was announced by San Juan Mayor Miguel A. Romero Lugo this week in a ceremony in which he inaugurated the new office, which is part of his public policy focused on expanding and bringing social work services closer to residents in a comprehensive way, along with using municipal and commonwealth resources to serve the neediest communities.

The municipality’s investment to establish and put the office into operation is $181,886.62, coming from federal Community Development Block Grant program funds, and ordinary funds.

“In light of the Social Work Month, which is commemorated in October, and as part of our work plan … to revitalize the community in Rio Piedras, we are promoting self-management and development in our San Juan families, from a perspective of empowerment

and within their own communities, with the end of bettering their quality of life,” Romero Lugo said Tuesday. “Through our social work professionals assigned to the new office in the marketplace we are committed to bring the services to those people who need it, and at the same time bring prevention services directly to San Juan communities.”

In more specific terms, the Social Work Program office offers a full range of services in an integrated way and as part of a strategic plan to address all needs of families or individuals, whether they request the services or are referred to by the community. Some of the services are outside the realm of social work services: psychological services, visits to check on the community’s needs, intervention throughout emergencies when people’s mental and physical health is at its

most vulnerable point, providing food during an emergency, and assistance in legal cases where Law 408 applies relating to mental health in Puerto Rico, to name a few.

The services available through the Social Work Program reinforce other services provided by the Department of Social Development, through three emergency coordinators in weekly shifts who are on call to attend to any situation that emerges outside of the regular schedule, including Saturdays and Sundays.

Romero Lugo urged the people of San Juan to utilize the services. He also reaffirmed the important work that is performed by social workers for the development and well-being of children, youths, middle aged adults and elders throughout the island.

“With care and dedication we have

established this new office, and the call we make to all San Juan residents is to go to it, get oriented and use the resources we have available, led by a group of social work professionals, of whom we are more proud than ever,” the mayor said. “We are proud of the contribution, commitment and ethics with which they promote a positive transformation of our society every day, promoting the comprehensive well-being of human beings, social justice, as well as the empowerment of communities. To all of them, too, my congratulations on Social Work Month.”

The initiative of the new facility is part of a broad development plan, drawn up under the Romero Lugo administration to transform Paseo de Diego and the university area of Río Piedras, with a focus on successfully resuming commercial activity and on housing. Currently, several initiatives are being developed in the area, among which the Paseo de las Artes stands out, along with the construction of a diagnostic and treatment center with an investment of $10.5 million from American Rescue Plan Act funds; the construction of the new housing complex, De Diego Village; the remodeling of the Plaza de la Convalecencia; and the construction of a temporary housing shelter in the old Empresas Díaz building for women and families experiencing an emergency.

Likewise, as a result of a program of tax decrees and exemptions from paying license fees, new businesses, including the Nest Hotel, have already been established in Río Piedras.

Jury finds those responsible guilty of conspiring to murder Flan-Es-Cedó executive

Hernández announced on Wednesday that a jury in Mayagüez found Bernardo Llama Díaz guilty of conspiring with three other individuals to kill his brother, Andrés Llama Díaz, a businessman and the main executive of Flanes-es- Cedó, who was shot in front of his residence in August 2021.

“Justice was done for Andrés Llama Díaz,” the Justice secretary said in a written statement. “The evidence presented by the Mayagüez Prosecutor’s Office of the Department of Justice during the trial supports the jury’s

guilty verdict. Prosecutor Esteban Miranda Valentín did a great job to prove beyond a reasonable doubt the commission of a vile crime, designed by the victim’s own brother. They are dangerous criminals who will spend their lives in prison.”

The convicted man faces more than 60 years in prison for the crimes of attempted murder, conspiracy and violations of the Weapons Law, which include the possession and transfer of automatic weapons, among which are the AR15 assault rifle. and the MR920 pistol for which he paid to end his brother’s life.

Rodríguez Torres also was found guilty and could face more than 100 years in prison.

Sentencing was scheduled for Nov. 3.

“When using a firearm, your penalties for violating the Weapons Law could be doubled,” said Miranda Valentín, the prosecutor. “The trial against Rodríguez Torres was held in absentia, due to him being a fugitive. Once he is arrested, life in prison awaits him.”

Meanwhile, co-conspirator Rodney A. Santiago Ramírez pleaded guilty on Feb. 21 for his participation in the crime.

“Only Gustavo Alexis González González is pending trial, to whom Llama Díaz gave the two firearms and the sum of $5,000 to kill

his brother,” Miranda Valentín said. “This was a witness for the [prosecution] in the trial.”

According to the investigation, Llama Díaz agreed to pay González to murder his brother. In turn, González made an arrangement with Rodney A. Santiago Ramírez and José Manuel Rodríguez Torres to carry out the crime.

The four subjects dedicated themselves to stalking the victim. On Aug. 3, the defendants waited for the executive to leave the Flanes Cedó manufacturing plant and followed him, in a blue Kia Soul SUV. The businessman survived the attempt on his life even though he received multiple gunshot wounds.

As TS Philippe heads north, it leaves a calling card of heavy rain

Tropical Storm Philippe was located northeast of Puerto Rico on Wednesday, but its outer bands can produce downpours, both scattered and intense, in the coming days due to their indirect effects, as explained by Bureau of Emergency Management and Disaster Administration (NMEAD) Commissioner Nino Correa Filomeno and the warnings coordinator of the National Meteorological Service, Ernesto Morales, who clarified that there is no type of tropical storm watch for the island.

“Philippe has been an erratic system in terms of its path, and that is why we have kept an eye on the development of this now tropical storm. But we have seen that people in social media are misinforming the public, so we call for calm,” Correa Filomeno said in a written statement. “Thank God, Philippe continues its track north and we will not have a direct impact. Yes, we will have bands of rainfall associated with a mass of moisture related to this storm, but it will not affect us directly.”

Morales reiterated that “Tropical Storm Philippe is already northeast of Puerto Rico.”

“We do have a mass of moisture that will be affecting us in the next 24 to 36 hours, and two to four inches of rain are forecast to fall in the next four to five days,” he said. “The whole island will see cloudiness and isolated rains, with some cases of heavier downpours, but they would be isolated cases.”

On Wednesday afternoon, Philippe was centered near 21.2N 65.7W, or 170 nautical miles (nm) NNW of St. Thomas, U.S. Virgin Islands, moving NNW at 6 knots. Estimated

minimum central pressure was 1004 mb. Maximum sustained wind speed was 40 knots with gusts to 50 knots. The center was partially exposed about 60 nm to the north of numerous strong to scattered moderate showers and thunderstorms. Scattered showers and thunderstorms were also evident within 75 to 90 nm to the northeast of the center.

Associated heavy rainfall was expected to produce flash flooding across portions of the U.S. and British Virgin Islands and Puerto Rico through Wednesday. Seas in excess of 12 feet were noted within 180 nautical miles to the north of the

center and within 60 nautical miles to the south of center, with peak seas to 18 feet.

Philippe was expected to pick up speed moving northward Wednesday night, maintaining tropical storm strength.

Tropical storm conditions are possible on Bermuda beginning Friday morning, and a Tropical Storm Watch is now in effect for the island.

The NMEAD commissioner took the opportunity to remind the public that the hurricane season is not over, so everyone in Puerto Rico must all be attentive to the development of any system and to have their emergency plans ready, both at the individual, family and community level.

He also noted that in case of any emergency situation, the Emergency Operations Center (COE by its Spanish initials) is to be activated, where there is presence of all government agencies represented by their interagency coordinators. These people are appointed by the heads of a given agency, and represent those agencies when coordinating any assistance. Requests from mayors, shelters, other agencies, and citizens themselves reach the COE, where each interagency coordinator of the agency that corresponds to that COE is activated.

Likewise, Correa Filomeno and the Public Safety Secretary Alexis Torres stressed that the department’s bureaus and the NMEAD operational zones are activated to attend any emergency. The NMEAD is in constant communication with the Municipal Emergency Management Offices of all municipalities, the Coast Guard, federal agencies and municipal police.

Governor says power outages this year have decreased by 35%

Gov. Pedro Pierluisi Urrutia said Wednesday that electrical interruptions have fallen by 35 percent compared to the previous year.

“This year, if we compare it to last year, there has been a 35 percent drop in interruptions,” the governor said in response to questions from the press. “They have

goals; what we want is improvement and we are going to supervise both LUMA and Genera PR.”

“They have a personnel recruitment program. They have an academy to train those who want to be guards,” Pierluisi said when asked about the concern over fallen poles and lack of employees. “The important thing is to continue reducing interruptions. If there are interruptions it should be for repairs, not for other reasons.”

When asked about generation, the governor pointed to assistance from the Federal Emergency Management Agency (FEMA).

“It is giving us 350 additional megawatts with generators in Palo Seco and San Juan,” Pierluisi said. “The interruptions come either from the network or from generation; we have to be punctual [with FEMA].”

Meanwhile, the governor said he anticipates an increase in the production from solar farms by 2025.

“Contracts were signed for eight new solar farms,” he said. “We expect contracts for four other farms before the end of November.”

The contracts require that the solar farms generate energy in less than 24 months.

“The Puerto Rico Energy Bureau is evaluating proposals to award contracts for more solar farms,” Pierluisi

added. “I hope they exceed 1,500 megawatts of new solar generation.”

The governor also noted the expected contracting of industrial-scale battery systems that provide over 500 megawatts of energy storage capacity before the end of the year. The batteries are crucial to ensuring the reliability of the electrical system.

In addition, he was selected 12 times for the All-Star Game and has been a member of the Hall of Fame since 1973, but Roberto was much more.”

Bankrupt Grupo HIMA announces buyers for Caguas, Humacao assets

Lugo Mender Group LLC, the attorneys for the bankrupt Grupo HIMA hospital system, informed the court on Wednesday that it has buyers for its Caguas and Humacao assets.

After exhausting negotiations with two potential buyers, Grupo HIMA selected a bid from Metro Caguas Incorporated as the best one for the hospital facility in the Municipality of Caguas.

A hearing on approval of the sale has been scheduled for Oct. 19 at 10 a.m. at the U.S. Bankruptcy Court, José V. Toledo Post Office & Courthouse Building in Old San Juan, the motion submitted Wednesday said.

Grupo HIMA also reported that it found a buyer for its HIMA

San Pablo Humacao hospital, including all of the applicable real estate and facilities entailed by that business unit.

As part of the bidding procedures, Grupo HIMA identified two qualified bidders interested in acquiring the Humacao assets, but Eastern Health prevailed in the bid held Monday.

Besides Eastern Health, MedPlus Health Service LLC also appeared at the auction.

The starting bid was $3.6 million.

“Following the starting bid, MedPlus Health Service LLC and Eastern Health LLC presented incremental bids until Eastern Health LLC presented the last and successful bid in the amount of $5.3 million for the sale of the Humacao Assets,” the court document said.

The firm placed a $170,000 deposit.

A hearing on approval of the Humacao sale has been

scheduled for Oct. 16 at the U.S. Bankruptcy Court in the same location.

Grupo HIMA filed for bankruptcy on Aug. 15 citing more than $400 million in debt.

RFP issued for recreational marina at former Roosevelt Roads base

The Local Redevelopment Authority (LRA) for Naval Station Roosevelt Roads (NSRR) in Ceiba has issued a request for proposals (RFP) seeking firms with expertise to design, finance, build, operate and maintain a recreational marina, inclusive of related hospitality, residential and commercial mixed uses.

The deadline to turn in proposals is Nov. 12.

The LRA is looking for a developer and operator that will be able to sustainably expand the existing marina infrastructure “to enhance the appreciation of the marina’s natural and scenic resources, while establishing NSRR as an outdoor recreation destination and expanding the local and regional tourism economy,” according to the RFP. Marina expansion may include but is not limited to dry

stack storage, nautical tourism-oriented residential and lodging facilities, nautical tourism-oriented commercial facilities, and ancillary services facilities.

The redevelopment and design of the project should consider minimizing environmental impacts through sensitive siting improvements; protecting and enhancing habitat areas within and around the site; welcoming the most diverse range of people possible; and developing and maintaining good community relations with all stakeholders, specifically with the LRA, the municipality of Ceiba and nearby communities, according to the RFP.

The selected proponent must secure all of the financing for construction of necessary buildings, land improvements and infrastructure, as the government will not provide any funding. The proponent must also provide information on the total investment required for the project.

While the government will not provide any subsidy, the LRA said it intends to develop a power generation facility within NSRR, including components that render more reliable power, with less environmental impact at a reduced cost to NSRR tenants as compared to the current utility rates.

On Oct. 12 and Oct. 19, the LRA will hold two sessions of mandatory pre-submittal meetings and premises tours. The pre-submittal meeting and site visit on Oct. 19 will be optional for those who participated in the first pre-submittal meeting and site visit.

The LRA owns and leases from the United States Navy some 3,400 acres at NSRR. The project will be located on 45.71 acres of NSRR land. NSRR was used as a military installation from its acquisition and development by the Navy in the 1940s until its closure in 2004.

McCarthy’s extraordinary downfall reflects an ungovernable GOP

Kevin McCarthy did two things right, but too many other things wrong. His extraordinary ouster that unsettled Washington on Tuesday and left the House in chaos was the culmination of a tumultuous nine months that began in unprecedented fashion in January with 15 roll call votes to claim his gavel and ended in unprecedented fashion with a single one to vacate the speaker’s chair.

In between, the gregarious Californian, previously known more as a backslapper and prolific fundraiser than a legislative wizard, narrowly pulled the country back from the brink of crisis — twice. But he took many other actions, and said many things, that antagonized hard-line Republicans, Democrats and the White House. When the critical moment came, no one was willing to race to his rescue.

And he failed to master the art of corralling a deeply divided Republican majority that could never quite bring itself to rally behind him when it came time to choose normalcy over chaos. With the GOP base increasingly hungry for insurgency and confrontation, McCarthy found himself out of step, a problem that is likely to plague any candidate who tries to succeed him.

“They don’t get to say they’re conservative because they’re angry and they’re chaotic,” McCarthy said Tuesday night of the eight Republicans who voted to oust him. He added, “They are not conservatives and they do not have the right to have the title.”

Still, McCarthy practiced almost abject obeisance to the far right — right up to the moment they decided to take him down. He gave them concession after concession to win their votes to become speaker, then went back on some of the ones they cared about most, on spending, when they proved impossible to accomplish in a divided government.

Along the way, he also deeply alienated Democrats, even though he was forced to turn to them at key moments, both to avoid a calamitous federal default in May and a government shutdown last weekend.

McCarthy had promised Democrats fair treatment and a role in governing, but

then pushed intensely partisan legislation that they found detestable. He cavalierly launched an impeachment inquiry into the Democratic president when he found himself on shaky ground with his right-wing troops. He cut a spending deal with the White House, then reneged on it — all the while saying he was doing what he thought was right for the nation.

McCarthy, always facile, pretty much talked himself out of his job. His trust deficit was deep all around.

“This is someone who betrays his word on pretty much a daily basis,” said Rep. Adam Schiff, D-Calif., a favorite target of McCarthy.

Some Democrats seemed legitimately torn over what to do about the push to remove McCarthy, worried about who would come after him and the likely damage to the institution if speakers can now be discarded so easily. And they certainly weren’t happy about aligning themselves with Rep. Matt Gaetz, R-Fla., who led the effort to depose the speaker and a man most Democrats — and many Republicans — can’t stomach.

But as they gathered in the Capitol Visitor Center to decide whether to overlook McCarthy’s political sins and back him, they instead ended up reciting a litany of his offenses, an indictment that could have

been nailed to the House chamber door. Without Democrat support and with eight hard-core right-wing Republicans willing to vote against him, McCarthy stood no chance given the slim Republican majority that has haunted his tenure.

For McCarthy, who practiced a management style of doing and saying pretty much whatever it would take to get through the day, tomorrow finally arrived.

“This is a somber day for America as the chickens come home to roost for Kevin McCarthy,” said Rep. Jamie Raskin, D-Md. The outcome left most of the Republican rank and file furious. Their leader had been toppled from within by a group most fellow House Republicans saw as unreasonable if not downright delusional about what Republicans could hope to accomplish in a divided government when Democrats control the Senate and the White House.

They credited McCarthy with trying to restore “regular order” in the usual slamjam appropriations process, slowly producing a series of very conservative spending bills and a tough border security measure while celebrating births and mourning lost loved ones with them. When it came to the debt limit deal and the stopgap spending legislation passed with more Democratic

than Republican votes that made him the target of Gaetz, his supporters said that he did what an American leader should do in that situation: protect the nation.

“He did what speakers are supposed to do,” said Rep. Tom Cole, R-Okla., a staunch McCarthy ally. “He did the right thing. He did the right thing, I think, for this institution. He showed it could function in a time of crisis. And finally, I think he did the right thing for our party.”

But in today’s Republican Party, doing the right thing is considered a transgression, not a virtue — a sign of unforgivable allegiance to the political establishment. That was the central problem for McCarthy, and for his eventual successor. House Republicans, beholden to a base that reveres former President Donald Trump and detests compromise, have become ungovernable. And it is doubtful that his precipitous downfall will break the fever.

There is a bloc of House Republicans who will brook no compromise even if it means shutting down the government and stirring chaos, as they wanted to do last weekend rather than accepting a spending compromise that kept the government open but excluded their priorities on border security and deep spending cuts.

The eight who brought down McCarthy are just a small fraction of the 221 Republicans who serve in the House, but they represent a broad and influential strain in the contemporary Republican Party, one that rewards lawmakers willing to confront President Joe Biden and Democrats and isn’t concerned with the consequences. Shutdown votes are good votes with that electorate.

When the next speaker defies them to strike a necessary deal with the Senate and White House, they could quickly turn on that person as well. And that is the worry on Capitol Hill, even for Democrats like Rep. Steny Hoyer, the longtime moderate Marylander and former party leader.

“This day,” he said, “was, in part, a result of Republicans trying to accommodate a small, willful group of extreme MAGA Republican members who will not be satisfied with any compromise that can be enacted in the political context that currently exists.”

Matt Gaetz, a polarizing figure in Congress, is polarizing at home, too

that could shut down the federal government — directly affecting many of the people he represents — is unlikely to dent him, his critics acknowledged.

“He is loved by the 1st Congressional District,” said Mark Lombardo, who unsuccessfully challenged Gaetz in last year’s Republican primary.

Lombardo attributed his loss, among other things, to Gaetz’s family ties — his father, Don Gaetz, is a wealthy and well-known former president of the Florida Senate who on Monday filed to run for the Senate again after stepping down in 2016 — and his devotion to former President Donald Trump. Gaetz is one of Trump’s closest allies in Congress and has backed him for the 2024 Republican presidential nomination over Florida Gov. Ron DeSantis.

under a shutdown.

“I still can’t understand why Gaetz hates negotiating rather than working out something for the people in the district,” he said.

“A chaos agent is not good for public policy,” said Samantha Herring, a Democratic National Committee member in Walton County. “It’s not good for getting highway funds, education and veterans affairs.”

And McCarthy’s ouster left even some fans of Gaetz with questions about exactly what had been accomplished.

John Roberts, chair of the Escambia County Republican Party, said that Republicans, even those typically sympathetic to Gaetz’s views on other policies such as immigration and the national debt, generally supported keeping McCarthy as speaker.

He is polarizing in Washington and polarizing at home. And in both places these days, he is getting more attention than anyone might expect, given his lack of seniority and thin legislative record.

As Rep. Matt Gaetz of Florida orchestrated the ouster of Speaker Kevin McCarthy on Tuesday, constituents in his overwhelmingly Republican district had plenty of thoughts about their congressman’s actions and suddenly robust national profile.

“If we got rid of the speaker of the House, hopefully we get someone in there who doesn’t make backdoor deals with Democrats,” said Sandra Atkinson, the chair of the Republican Party of Okaloosa County, adding that Republicans were proud of him for following through on his word.

Critics in his district saw a political moment that was about ego and ambition and little more.

“He is following through on using chaos as both a performative art — that phrase is overused but it’s true — and because he’s frustrated he’s not getting his own way,” said Phil Ehr, a Democrat who ran against Gaetz in 2018 and is now running for the U.S. Senate. “In some ways, he’s acting like a petulant child.”

Yet for all of his time spent picking fights — and, his critics say, little time crafting

legislation — Gaetz remains broadly popular in his district, a stretch of the western Florida Panhandle, where he won reelection last year by nearly 36 percentage points. His skirmishes in Washington, and a federal investigation that revealed embarrassing details about this private life, have done little to bruise him.

“There’s a lot of people who like Matt Gaetz,” said Joel Terry May, 67, a local artist, as he showed off a painting in downtown Pensacola to visitors from New Orleans. “He speaks for the people, and he speaks out.”

May, who grew up in Alabama, remembers a time when former Gov. George C. Wallace visited his school back in the 1960s.

“People didn’t like George Wallace nationally, but the people who elected him and represented him did,” he said. “That’s what Gaetz also understands. When you represent somebody, you want them to maintain the feel of the people. People want to see Washington work. They want their representatives to have a pulse on the area.”

Gaetz is widely disliked by his peers in Congress but is grudgingly acknowledged to be smart and crafty, and certainly a master of drawing attention to himself. Gaetz was reelected last year while under the cloud of an investigation in a federal sex-trafficking case that ultimately resulted in no criminal charges against him. (A congressional ethics review is pending.) Twice, women have been arrested after throwing their drinks at him.

Now, his support for a far-right posture

“He was Trump, Trump, Trump, Trump, Trump, Trump,” Lombardo said of the congressman, “and the 1st District is all about Trump.”

No other congressional district in the country has as many military veterans, a group that could have been badly hurt by a shutdown. Yet even his critics concede that Gaetz remains popular among them.

Barry Goodson, 70, a registered Democrat and retired Army veteran who once helped organize people against a plan backed by Gaetz to privatize some of Northwest Florida’s sandy-white beaches, said he worries his health care providers at the Department of Veterans Affairs would suffer

“It’s not like we’re mad at Matt Gaetz; he’s still a good congressman,” he said. “But I think this was probably the wrong move.”

But as the House smoldered and shook, other backers of Gaetz said they were all in.

Tim Hudson, 26, a lifelong Pensacola resident, has voted for Gaetz. Upon learning Tuesday about the congressman’s successful ouster of McCarthy, Hudson offered only more praise.

“That just makes me support him even more,” Hudson said.

He added that the ouster of McCarthy “speaks to how the world really is right now. We’re tired. We’re fed up. We want to see people start getting things done.”

Trump ordered not to comment on judge’s staff in fraud case

The New York judge presiding over former President Donald Trump’s civil fraud trial ordered the former president Tuesday not to attack or even comment on court staff after Trump posted a message to social media targeting the judge’s law clerk.

Trump went after the clerk, Allison Greenfield, shortly before noon on his Truth Social site. His post was a picture of Greenfield with Sen. Chuck Schumer, the Democratic majority leader. Trump mocked Greenfield as “Schumer’s girlfriend” and said

that the case against him should be dismissed. Trump posted his message in the midst of a trial in which he is accused by New York Attorney General Letitia James of inflating the value of his assets in his annual financial statements to gain favorable treatment from banks and insurance companies.

The post was taken down during a lunch break, shortly after a closed-door meeting between the parties in the room where Trump is being tried.

After the break, the judge, Arthur Engoron, explained what had happened,

though he did not name Greenfield or Trump, referring to the former president only as a defendant.

“Personal attacks on members of my court staff are unacceptable, inappropriate and I will not tolerate them under any circumstances,” the judge said.

Engoron said that his statement should be considered a “gag order” forbidding any posts, emails or public remarks about members of his staff. He added that serious sanctions would follow were he to be disobeyed. He did not elaborate, but experts said that if the former president violates the order, the judge could fine Trump as much as $1,000 — or even hold him in jail for up to 30 days, though the chances of that happening are slim.

The former president’s social media posts have become an issue in several cases against him. Federal prosecutors who have accused Trump of seeking to overturn the 2020 election have asked a judge for a gag order, citing his threatening statements. In a criminal case against Trump in Manhattan that stems from a 2016 hush money payment to a porn actress, the judge has restricted Trump’s ability to post about some evidence.

Trump has spent much of the first two days of his civil fraud trial attacking Engoron and James, both Democrats. Last year, James filed the lawsuit that led to the trial, accusing Trump of “staggering fraud” by inflating the values of his assets.

In a pretrial ruling, Engoron found that the former president was liable for fraud and dissolved the companies he uses to run his New York properties. What remains to be determined at trial is whether the former president and his fellow defendants are liable for other illegal acts and whether there will be further punishment. James has asked Engoron to fine the defendants $250 million.

Trump has called the judge “deranged” and said that he is biased. His attack on Greenfield, which also included a link to what appeared to be Greenfield’s Instagram account, pushed the idea of Democratic collusion against him, saying that the case should be dismissed immediately.

In a statement, a spokesperson for Schumer called the post “ridiculous, absurd, and false.”

“Senator Schumer does not know Ms. Greenfield,” the statement said. “As is well known,

Senator Schumer attends countless events in every corner of the state where tens of thousands of constituents take photos with him, just like this one, which was taken at a stop at an annual brunch in Manhattan.”

Engoron is known for keeping a lighthearted atmosphere in his courtroom, cracking jokes and making outdated pop culture references. On Tuesday, after news photographers snapped picture after picture of Trump, Engoron remarked, “Oh, the wages of fame.”

He also gives unusual latitude to Gre enfield, allowing her the occasional direct question to lawyers. The two have a rapport: Engoron makes jokes and quips and Green field keeps the trains running on time

But the judge spoke gravely Tuesday as he explained the terms of his order. He noted that while Trump had taken down the Truth Social post about Greenfield, the former president’s campaign had sent out a copy in an email to millions of people.

The trial resumed soon after the judge’s stern warning with the cross-examination of a retired accountant who used to work with Trump. And Engoron recovered his usual bearing quickly. Soon, he was correcting one of Trump’s lawyers on the proper pro nunciation of triplex, leading many in the courtroom — James included — to laugh.

As for Trump, he sat quietly during the afternoon, occasionally making comments to his lawyers as he watched one aggressively question the accountant, Donald Bender.

After court concluded, he did not res pond to questions about the judge’s order but said he would return to the trial Wednesday.

Drugmakers agree to negotiate with Medicare on prices of 10 medications

The manufacturers of 10 expensive medications have agreed to negotiate with the federal government for lower prices for Medicare recipients, the Biden administration announced earlier this week.

The pharmaceutical companies said they would begin talks with the government even as several of them were suing the administration, arguing that the new law authorizing the negotiations — and steep potential penalties if drugmakers opt out — is unconstitutional.

Karine Jean-Pierre, the White House press secretary, called the decision by the companies “another major step in President Biden’s fight to lower health care costs for seniors and families.”

The drug pricing program was created last year by Congress when it passed the Inflation Reduction Act, a signature legislative achievement for President Joe Biden. Medicare, the federal health insurance program for older and disabled people, had previously been barred by federal law from negotiating directly with drugmakers. The Congressional Budget Office projected that the price negotiation program would save the government about $100 billion over a decade.

The legal challenges to the law continue, and could still prevent lower prices from reaching consumers for months, if not years.

But Biden said in a video message posted to X, formerly known as Twitter, that Tuesday’s decision by the pharmaceutical companies showed that they were “taking steps to participate in the negotiation program so we can give seniors the best possible deal.”

He added: “For decades, drug companies in America made record profits while Big Pharma worked to block Medicare from being able to negotiate lower drug prices. In fact, America is now paying two to three times more than people in other countries for the exact same prescription drug made by the exact same company.”

The drug negotiation provision of the law backed by the presi-

dent will be phased in over time if it survives legal challenges.

The first negotiations will be over 10 drugs selected by the administration, including blood thinners Eliquis and Xarelto and diabetes drugs Jardiance and Januvia. The lower prices for those drugs are scheduled to go into effect at the beginning of 2026. Other drugs will be negotiated in the years that follow.

The 10 initial companies behind the selected drugs had been given a deadline of Oct. 1 to say whether or not they would participate in the negotiations while the legal challenges continued. Several of them had already announced that they would negotiate before the White House announcement.

Politically, Biden has used the drug negotiation provision in the law as a way of demonstrating his willingness to fight against big corporate interests on behalf of Americans who are struggling with high prices.

Last month at an event in Maryland, the president boasted about his achievements.

“I, along with your senators in Congress, have been trying for our whole careers to take on Big Pharma,” he said, saying the companies had long tried to intimidate lawmakers by spending hundreds of millions of dollars on lobbyists. “But guess what? It happened. We finally won.”

The White House has also used the issue to focus on the differences between Democrats and Republicans.

“Not a single solitary Republican voted for that,” Biden said in Maryland. “And now — and now they want to repeal it.”

S&P 500, Nasdaq Edge up After Recent Weakness; Dow Down

The S&P 500 and Nasdaq edged higher on Wednesday, a day after a sell-off, as the latest economic data showed U.S. private payrolls increased less than expected in September.

The Dow was down slightly. Consumer discretionary led sector gains on the S&P 500.

The ADP National Employment Report helped to ease longer-dated U.S. Treasury yields off 16-year highs, but concerns about rising interest rates and the likelihood that the Federal Reserve may need to keep rates higher for longer remained a focus for stock investors.

Other data showed new orders for U.S.-made goods increased more than expected in August. Friday’s jobs report for September is the week’s key economic news.

“This September we saw a shift in both strategist and investor belief,” said Oliver Pursche, senior vice president and advisor for Wealthspire Advisors in Westport, Connecticut.

“It seems like it finally sunk in that interest rates are going to remain higher for longer, and that the idea that the Fed is going to cut rates any time soon is fictional.”

The Dow Jones Industrial Average fell 40.16 points, or 0.12%, to 32,962.22, the S&P 500 gained 9.19 points, or 0.22%, at 4,238.64 and the Nasdaq Composite added 96.60 points, or 0.74%, at 13,156.07.

After recent weakness, investors were keeping an eye on the 4,200 level on the S&P 500 as the next level of support.

“On a technical basis, we’re probably a little bit oversold,” Pursche said.

Several mega-cap shares including Amazon.com were higher on the day.

Ford Motor was among the day’s decliners, with the stock falling 1.3% even as the automaker posted a near 8% rise in U.S. auto sales for the third quarter.

Declining issues outnumbered advancers on the NYSE by a 1.05-to-1 ratio; on Nasdaq, a 1.02-to-1 ratio favored decliners.

The S&P 500 posted one new 52-week highs and 40 new lows; the Nasdaq Composite recorded 13 new highs and 362 new lows.

A rout in government bond markets deepened on Wednesday with benchmark U.S. yields hitting fresh 16-year highs as investors bet that persistently high interest rates will slow world growth and dampen the appetite for riskier assets.

Treasury yields later receded on a cooler-than-expected U.S. private payrolls report that helped stocks on Wall Street rebound from Tuesday’s sharp sell-off.

Growth concerns weighed on crude oil and gold prices, and European equities edged lower for a third day as retailer shares fell on a consumer spending pullback.

The day’s rally in bonds, whose price is inverse to yield, was likely short-lived, with the September unemployment

report on Friday now the market’s next focus, said Kim Rupert, managing director of global fixed income at Action Economics in San Francisco.

“The sell-off has been really dramatic. It’s been rapid. It’s been huge,” Rupert said. “The market was so over-sold that it was looking for a catalyst to rally on and found it in ADP.”

Rupert referred to the ADP National Employment Report that showed U.S. private payrolls rose by 89,000 jobs in September, the smallest gain since January 2021.

The yield on 10-year Treasury notes touched 4.884%, a fresh 16-year high, while 30-year Treasury yields rose above 5% for the first time since August 2007. [US/]

“ADP is the canary in the coal mine that things are slowing,” said Rhys Williams, chief strategist at Sprouting Rock Asset Management in Bryn Mawr, Pennsylvania. “The upcoming job reports are going to be less robust than the previous few months.”

The market ignored a survey from the Institute for Supply Management (ISM) that showed the U.S. services sector slowing in September as new orders fell to a nine-month low. But inflation remained elevated and employment slowed only gradually.

Russian troops cede ground and strike back, frustrating Ukraine’s counteroffensive

Across desolate fields and shattered villages, Ukraine’s counteroffensive is confronting Russian minefields and Russian soldiers dug into elaborate trench networks.

But one unusually daunting obstacle to Ukrainian troops is a tactic adopted by Russian forces: ceding ground and then striking back.

Rather than holding a line of trenches at all costs in the face of Ukraine’s assault, security experts say, Russian commanders have employed a long-standing military tactic known as “elastic defense.”

To execute the tactic, Russian forces pull back to a second line of positions, encouraging Ukrainian troops to advance, and then strike back when the opposing forces are vulnerable — either while moving across open ground or as they arrive at the recently abandoned Russian positions.

The goal is to prevent Ukrainian troops from actually securing a position and using it as a base for further advances. That is what Ukraine was able to do successfully in the village of Robotyne in the south, its biggest breakthrough in recent weeks.

“The defender gives ground while inflicting as heavy casualties as they can on the attackers with a view to being able to set the attackers up for a decisive counterattack,” said Ben Barry, a senior fellow for land war studies at the International Institute for Strategic Studies, a British research group.

This tactic is just one of several factors that have impeded more rapid progress, according to Ukrainian officials and military experts. They also cite Moscow’s use of dense minefields, networks of trenches and tank barriers, and the reluctance of the country’s NATO allies to supply advanced fighter jets and longer-range weapons sooner in the war.

Perhaps the most formidable problem for Ukraine is Russia’s large stockpiles of artillery, which have been deployed throughout the conflict and not least to repel the counteroffensive that began in June.

Elastic defense is not a new strategy, Barry said. The Soviet Union employed

it during its defeat of Germany in 1943 at the Battle of Kursk, one of the biggest on the eastern front during World War II. Russia also appears to have been applying it for some time in Ukraine, especially to hamper this summer’s counteroffensive.

“Historically it’s been used very successfully, but to succeed it requires good leadership and well-trained forces and to deliver decisive counterblows,” Barry said.

Assessing whether the tactic is being deployed on any given day is difficult without direct access to Russian commanders, experts said. But the Institute for the Study of War, an organization based in Washington, noted signs of it in recent days around the village of Robotyne, which fell to Ukrainian forces at the end of August.

Some significant field fortifications had changed hands several times, it said in a report this weekend, adding that Russian forces had “been conducting successful limited tactical counterattacks.”

Competing claims this week illustrated the issue: Russian forces said they had staged an assault on Ukrainian troops on the front line in the southern Zaporizhzhia region, where Ukraine has staged the

main thrust of its counteroffensive, while Ukraine’s forces said they had “repelled the attacks.”

In a report Monday, the institute said that geolocated footage and satellite imagery appeared to show that Ukraine had regained control of a trench system, southwest of Robotyne, that it had previously lost to Russian troops. Another indication of the back-and-forth nature of the fighting came Tuesday, when Gen. Oleksandr Tarnavskyi, the head of Ukraine’s forces in the south, said that there had been an advance by his troops. It was not possible to verify his report.

In recent months, Ukraine’s war has consisted of battles for tiny villages and individual trench systems — contests that can last for weeks, with each side sustaining significant casualties to secure control. Overall, however, the conflict is being fought over a front line that stretches for hundreds of miles from the small city of Kupiansk, in the northeastern region of Kharkiv, where Russian forces have been trying to advance, to the Zaporizhzhia region in the south.

Ukrainian forces have also pushed

forward in the south of an eastern region, Donetsk, where fighting over Bakhmut, one of the war’s most savage battles, has not stopped since Moscow gained control of the city in May.

President Volodymyr Zelenskyy of Ukraine visited troops near Kupiansk on Tuesday to hand out medals and inspect military equipment, including Leopard tanks that have been donated by the country’s NATO allies in Europe. His Telegram account posted a video of him in a forest shaking hands with a small group of soldiers, who appeared to include older men — a sign of the toll the war has taken on Ukraine.

Military experts believe that Russia, too, has suffered significant losses in the course of Ukraine’s counteroffensive, though it has slowed Ukraine’s military to a crawl, in part through its elastic defense.

A key factor in the successful implementation of the tactic is the judicious use of military reserves, who can be thrown into the battle for a counterattack, said Oleksiy Melnyk, a former Ukrainian commander who is now a senior official at the Razumkov Center, a nonprofit institute in Ukraine’s capital, Kyiv.

Moscow appeared to have begun to deploy elite airborne units to its defense in the Zaporizhzhia region, according to Melnyk, suggesting that its supply of regular reserves could be running thin — a development that Melnyk said would be “encouraging news” for Ukraine.

Michael Kofman, a senior fellow at the Carnegie Endowment for International Peace, said that if Moscow’s forces begin to retreat more than a few hundred yards at a time, and Ukrainian troops, particularly mechanized units, are able to build up enough momentum to advance in significant numbers, it would be a sign that Russia’s defensive strategy was beginning to falter.

“One of the biggest things that remains in question is whether or not the Ukrainian military will be able to achieve a breakthrough,” he said on the “War on the Rocks” podcast last week. One alternative, he said, is that “what we’re seeing is largely how this offensive was going to unfold from now until, let’s say, we get into the winter, or perhaps even through the winter.”

US and world leaders pledge support for Ukraine ‘for as long as it takes’

President Joe Biden has told his counterparts in a number of allied countries that he remains confident that Congress will approve military and humanitarian assistance for Ukraine “for as long as it takes” in spite of opposition among some Republicans that blocked funding over the weekend, a national security spokesperson said earlier this week.

In a call Tuesday morning, Biden spoke with the prime ministers of Canada, Italy, Japan and the United Kingdom, and the presidents of Poland and Romania. The chancellor of Germany and the foreign minister of France also joined the call, along with the leaders of the European Commission, the European Council and NATO.

John Kirby, a spokesperson for the National Security Council, said early in the afternoon that Biden had told the leaders that “we cannot under any circumstances allow

America’s support Ukraine to be interrupted. Time is not our friend.” Kirby said Biden made it clear that he did not expect any interruption in U.S. aid to Ukraine, despite Congress’ weekend passage of a 45-day stopgap funding bill that did not include any new aid to the country.

“The president certainly talked to the leaders about the vote over the weekend and expressed to them exactly what I expressed to you,” Kirby said. “He’s confident that we’re going to continue to have bipartisan and bicameral support up on Capitol Hill.”

The call with foreign leaders was an attempt by Biden to ease concerns that U.S. support for Ukraine was wavering in the aftermath of the passage of the short-term spending bill.

Biden, his top aides and congressional Democrats and Republicans have said they are confident that further financial commitments will be agreed to in a final spending bill. But the failure to include more aid for Ukraine in the bill the House and Senate passed highlighted the decreasing willingness of some Republicans to fund Ukraine’s war effort.

A readout of the call from the office of the British prime minister, Rishi Sunak, said that Sunak had “thanked President Biden for

convening the call and for his, and the United States’, leadership in supporting Ukraine.” A summary of the call from German officials said the talks “centered on the firm conviction of all participants to support Ukraine.”

The White House provided few details about the discussion among the leaders.

Kirby shrugged off the ongoing, chaotic power struggle among Republicans in the House on Tuesday. He said that the president and other White House officials had spoken with House Republicans at all levels and remained confident that there was plenty of support for additional Ukraine funding.

Kirby said that existing funding would last for “a bit,” which he said could be another month or two, depending on what weapons Ukraine needed in its fight against Russia’s invasion. But he said that the impact on the battlefield would be drastic if the ability to provide weapons was interrupted, even for a day.

“There shouldn’t be any lapse,” he said.

Typhoon Koinu brings heavy rain and winds to Taiwan

Typhoon Koinu started pounding Taiwan with heavy rain and winds Wednesday, closing business and schools in the east and triggering warnings in most parts of the island a day before its expected landfall, forecasters said.

Koinu, which formed over the weekend, was about 150 miles east of Taiwan Wednesday morning, the island’s Central Weather Administration said. It was moving west at about 7 mph, carrying maximum sustained winds of 115 mph and even stronger gusts, according to the Joint Typhoon Warning Center, a meteorological service operated by the U.S. Navy.

The storm is expected to make landfall on Taiwan’s southeastern coast Thursday morning, and the island will see the heaviest rainfall Thursday and Friday, Wu Wan-hua, a meteorologist for Taiwan’s weather agency, said at a news conference. Wave heights of more than 7 meters, or 23 feet, are expected around the coasts of southern Taiwan, she

added.

Koinu’s winds were equivalent to those of a Category 3 hurricane Wednesday morning, but were expected to weaken to Category 2 levels before landfall, the warning center said. After crossing the southern tip of Taiwan, the storm is likely to weaken into a tropical storm,

then graze China’s southeastern coast later in the week, approaching Hong Kong. The storm’s effects were also being felt in parts of the northern Philippines. Officials in that country have issued wind and rain advisories, warning that landslides were possible in mountainous areas.

Koinu follows Typhoon Saola, which disrupted travel and forced schools to close in Taiwan last month, after prompting evacuations in the Philippines. In July, Typhoon Doksuri caused dozens of deaths in the Philippines from flooding and landslides before grazing Taiwan and eventually making landfall in mainland China.

Koinu, meaning puppy, is a name contributed to the Typhoon Committee by Japan. In the Philippines, where the government has used a parallel naming system for decades, Koinu is known as Jenny.

Typhoons and hurricanes are tropical cyclones with sustained winds of at least 74 mph. The term “hurricane” refers to tropical cyclones in the Atlantic basin; “typhoon” refers to those that form in the northwestern Pacific and affect Asia.

There is a consensus among scientists that climate change is causing tropical cyclones to become more powerful and increasing the likelihood of major storms. Scientists also agree that climate change is affecting the amount of precipitation that storms produce.

Manitoba elects Canada’s first provincial government led by a First Nations member

Manitoba became the first province in Canada to elect a government headed by a First Nations member earlier this week, as broadcasters predicted a win for the left-of-center New Democratic Party, led by Wab Kinew, who is Anishinaabe.

The Canadian Broadcasting Corp. projected late Tuesday night that Kinew’s party had won a majority of seats in the provincial legislature and would form a government, dislodging the Progressive Conservatives from power after seven years and ousting Heather Stefanson from the premier’s office.

Kinew, 41, will also be Manitoba’s first Indigenous political leader in 145 years. The province had a premier of Métis heritage in the 1870s; Métis people are Indigenous, but not First Nations members.

Several of Canada’s most prominent Indigenous public and political figures have come from Manitoba, and its capital, Winnipeg, has the largest Indigenous population of any Canadian city. During the campaign, Kinew rarely emphasized Indigenous issues, focusing largely on broader concerns, like access to health care.

Several political analysts said Kinew’s victory depended, in part, on moderate Progressive Conservatives’ fears that their party was shifting too far to the right under Stefanson. She argued during the campaign that Manitoba should be exempted from the federal carbon tax, a keystone of Prime Minister Justin Trudeau’s climate program.

Kinew, who has been a CBC television host, a journalist and a rap artist, also had to address episodes from his past, including criminal charges, after facing attack ads from the Progressive Conservatives, as well as thirdparty groups.

Kinew, who has acknowledged that as a

young man he struggled with addictions, was convicted in 2003 of impaired driving, and in 2004 of assaulting a taxi driver. He eventually was granted a record suspension, effectively a pardon, for both convictions.

One conservative political group sent a text to voters “reminding everyone who loves Manitoba to avoid electing Wab Kinew (a convicted criminal) and the N.D.P. this fall.”

After Kinew became leader of the New Democrats in 2017, it emerged that he had also briefly faced two charges in 2003 for assaulting his girlfriend at the time. A few months after those charges were brought, prosectors decided not to proceed with them, and Kinew has strongly denied the assault allegations.

In August, Kinew said that the Conservatives and their supporters “think I’m running from my past, but actually, my past is the reason I’m running.”

He added: “If we as individuals can find a way to walk a better road, then our province can do it, too.”

The Conservatives’ campaign was the first led by Stefanson, who became premier after being selected as the party’s leader in 2021. That internal vote was unusually divisive, with one of her rivals unsuccessfully challenging the result in court.

As party leader and premier, Stefanson, who has spent most of her career in politics, succeeded Brian Pallister. He was known for running the province, which has bitterly cold winters, for weeks on end from Costa Rica and working through faxes because he disliked email.

Kinew, who projects a folksy style, was able to cast himself as an everyman and his opponent as an out-of-touch patrician. In the legislature, Stefanson represents an affluent part of Winnipeg known as Tuxedo. Last year, she apologized for failing to disclose real estate sales totaling 31 million Canadian dollars, or $23 million, by a holding company in which she is a director and shareholder.

An issue that resonated with Indigenous

voters became the focus of the campaign in its final days. The Conservative government had refused to allow a forensic search of a privately owned landfill where police believe the remains of two Indigenous women were placed by a man facing four first-degree murder charges, including the killings of the two women. The partial remains of one victim had been recovered from another landfill.

Indigenous people across Canada have been calling for the search, but on a billboard and in newspaper ads, the Conservatives repeated their opposition to one, arguing that it would be dangerous for workers and unlikely to find any remains. The tactic sparked an angry backlash from many Indigenous people.

Speaking with reporters Monday, Stefanson defended her rejection of a search.

“In this role as premier, you have to make those difficult decisions,” she said. “We believe that Manitobans need to be informed about where the various political parties stand on this issue.”

The New Democrats and Manitoba’s branch of Canada’s governing Liberal Party both support a search. The federal government has said that it cannot act without the provincial government’s approval.

Manitoba’s first Indigenous premier, John Norquay, who was of Métis heritage, assumed the office in 1878 because of a retirement, then led his government to victory in an election later that year. The province did not formally have political parties then.

Several years earlier, before Manitoba was formed as a province, another Métis leader, Louis Riel, led a largely Métis resistance movement that led to the formation of a provisional government, which he headed and which Canada viewed as illegal. Following many setbacks and an armed struggle further west, Riel was convicted of high treason and hanged.

Bus drives off Venice overpass, killing at least 21

Abus filled with tourists in Venice careened through an overpass guardrail, crashed near train tracks and exploded Tuesday evening, killing at least 21 people on board and wounding more than a dozen more.

“It’s an apocalyptic scene,” Venice Mayor Luigi Brugnaro told reporters. He also declared a day of mourning.

The crash occurred in Mestre, the mainland section of Venice, and rescue workers were still trying to recover survivors and bodies from the wreckage late Tuesday. At least

12 people were injured and sent to a hospital, according to the mayor’s office.

Venice officials said the bus was full of tourists, and that two minors were among the dead.

The victims included several Ukrainians and other foreigners who were staying at a local camping village, according to Venice officials. Based on recovered passports, officials said, some of the victims appear to have been German, and Venice officials said the driver appeared to have been Italian.

Italy’s interior minister, Matteo Piantedosi, said on Ita-

lian television “the fire that exploded rather quickly” when the bus fell near the tracks had aggravated the tragedy, and “there could be” more bodies in the flames.

Michele di Bari, the prefect of Venice, who was at the scene, said the bus had dropped dozens of meters “and is completely crushed on itself.”

“There’s a lot of bodies,” he said, adding that the last he saw removed was that of the driver.

Prime Minister Giorgia Meloni conveyed her “deep condolences,” and President Sergio Mattarella also expressed his grief for the tragedy.

Americans deserve better from the House of Representatives

The U.S. Capitol may be perched on a hill, but it is understandable why so many Americans look down on it.

One of the main reasons is that their Congress, which ought to be a global beacon of liberal values, continues to succumb to self-inflicted paralysis. How else can it be that fewer than a dozen lawmakers from the outer fringes of the Republican Party are holding one of the world’s oldest democracies hostage to their wildest whims?

On Tuesday, a small group of Republicans effectively shut down all business in the House when they voted to oust Kevin McCarthy as speaker. Although 210 of 218 House Republicans supported him, he lost his job when just eight members of the caucus voted against him, joining all Democrats who voted.

Without a speaker, the House can get nothing done. There will be no votes or even debate about paying for the government’s operations, although the money runs out in six weeks. There will be no discussion of how to help Ukraine or how to deal with the nation’s immigration crisis or any of the other crises facing Washington.

Even before he lost his job, McCarthy and his caucus lurched the nation from debt limit crisis to shutdown crisis to win debating points that might help them in the next elections rather than pass meaningful legislation that addresses the nation’s challenges. We’re now in the

middle of yet another pointless fight, this time over the funding of the federal government and the leadership of the House.

Republicans in the House showed briefly, on Saturday, that they were willing to do the right thing and compromise to avoid a shutdown. In the upcoming votes to choose a new speaker, they can and should do that again, by showing their commitment to responsible governance. If Democrats can help achieve that, they should. If McCarthy chooses to remain in the race for speaker, he could win Democratic votes by promising a different course, one that brings both parties together for the common good. Any other candidate for the job will also face the same choice.

Voters have given Republicans a majority of seats in the House and thus control over selecting the speaker, who sets the agenda in the House. Those voters, in turn, should expect the body to serve the people who elected them.

It’s possible that the Republican Party is finally ready to again choose pragmatism over partisanship. Last weekend, McCarthy sought and received the support of hundreds of Democrats to pass a continuing resolution to fund the federal government, a measure that pushed a potential government shutdown 45 days down the road.

It’s hard to get excited about a victory in a fight that never needed to happen, especially at the last possible moment. But the saga reflects the reality of D.C. today: Bipartisan compromise has become the sole path to governing in the United States in 2023.

Democrats have the White House and a one-seat majority in the Senate, while Republicans control the House of Representatives and appointed a supermajority of conservatives on the Supreme Court. President Joe Biden’s executive authority extends only as far as the courts have allowed, while the only path through the Senate is with enough bipartisan support to skirt the shoals of a filibuster. The government, like the nation, is divided.

But political polarization is not the excuse for inaction that so many grandstanding politicos too often take it to be. With a divided Congress, the only way to get any legislation passed is with some support from the center of both parties. A Congress that operated in a more bipartisan manner could move the country beyond its impasses over issues like immigration or the sustainability of the social safety net. A more confident center-right party that doesn’t genuflect to Donald Trump would have an easier time achieving those ambitious acts of self-governance.

While that’s a tall order, it is not impossible: Just look at the past few days.

McCarthy did the right thing Saturday, outmaneuvering the radicals in his own party, led by Rep. Matt Gaetz, to keep the federal government open. The next speaker needs to deprive Gaetz and his ilk of the weapon

they’ve been using to force the House leadership into compliance with their demands. Congress represents more than 330 million Americans; Gaetz and his allies should not be given a heckler’s veto over the business of government.

It was a conscious choice by the ousted speaker of the House to give them one. In the face of intransigence from his right flank, the next speaker, whether it is McCarthy or another House member, should drop the anachronistic practice that demands Republicans bring up only legislation backed by a majority of their members. The so-called Hastert rule, named for Dennis Hastert, the disgraced former speaker, appears nowhere in the Constitution and can be used to prevent the House from moving forward with bipartisan legislation.

A new speaker should also commit to plain dealing with Democratic colleagues and may need them to prevent another putsch. McCarthy lost faith among Democrats by failing to keep his word and honor a deal over spending caps that he negotiated with the White House in May. The next speaker might consider that a good starting point for negotiations.

Once a new speaker is chosen, the House will have less than 45 days to avert yet another standoff over a shutdown, and members of goodwill in both parties will again need to show that they are willing and able to compromise; the Democrats could permit more spending on border security, and Republicans should continue the vital flow of aid to Ukraine, among other issues.

The House Democratic leader, Hakeem Jeffries, said Tuesday that his caucus would “remain willing to find common ground on an enlightened path forward,” one that did not leave the public’s business at the mercy of a few extremists. Whichever leader Republicans now choose should agree to a similar path.

SAN JUAN – El Panel sobre el Fiscal Especial Independiente (PFEI) concurrió el miércoles, con la determinación del Departamento de Justicia de que no existe prueba para sostener que Rolando Ortiz Velázquez, alcalde del Municipio de Cayey, hubiera incurrido en conducta delictiva en la compra de bienes inmuebles en esa ciudad.

Las alegaciones de Eliezer Molina estaban basadas en que las actuaciones del alcalde relacionadas con la compra de propiedades inmuebles. habían sido previamente adquiridas por el municipio mediante declaración de estorbo público.

En cambio, la División de Integridad Pública y Asuntos del Contralor del Departamento de Justicia (DIPAC) determinó que, no existe evidencia alguna que vincule la compra que hizo Ortiz Velázquez, como la Sociedad de Bienes Gananciales o MCBRIDGE, una corporación de la que es dueño, con las mejoras y

el Plan Estratégico de Cayey conocida por el Ejecutivo en el desempeño de sus funciones.

Fue el propio alcalde que, el 8 de diciembre de 2022, le solicitó al Secretario de Justicia, honorable Emanuelli Hernández, que se investigaran las denuncias de Molina.

Referido el asunto a la DIPAC, la pesquisa cubrió entrevistas, la investigación de los procedimientos de adquisición de los inmuebles y análisis de expresiones ante la prensa. También, se investigaron las denuncias afines de Luis Omar Bruno Collazo, quien alegaba un patrón de mejoras con fondos municipales, a propiedades cercanas a las que había adquirido el alcalde.

La DIPAC entrevistó a Ortiz Velázquez quien produjo todos los documentos que le fueron requeridos. Justicia ya había requerido documentación al Registro de la Propiedad, a una institución financiera, así como a la AEE y AAA. La información provista por el alcalde se corroboró con la obtenida de las diferentes dependencias gubernamentales. Inforrnación en poder del municipio constató que el alcalde ni sus familiares o corporación alguna relacionada con ellos, han adquirido propiedades declaradas como estorbo público.

La DIPAC concluyó que no existe causa suficiente para creer que Ortiz Velázquez haya incurrido en conducta delictiva por los hechos mencionados.

Gobernador responde sobre posible éxodo de votantes a Proyecto Dignidad

SAN JUAN – El gobernador de Puerto Rico, Pedro Rafael Pierluisi Urrutia, aseguró el miércoles que no ve razón para que los electores del Partido Nuevo Progresista (PNP) apoyen a Proyecto Dignidad, pese a la candidatura oficializada de Javier Jiménez, quien dejó el PNP para unirse a Proyecto Dignidad.

“No hay razón para que eso ocurra. Si lo que buscan es legislación ajustada a sus valores, nuestra delegación legislativa es la más conservadora. No somos mayoría ahora, pero tras las próximas elecciones retomaremos control de Cámara y Senado”, comentó Pierluisi Urrutia.

El mandatario enfatizó que el PNP es la única opción que realmente apoya la estabilidad y la estadidad. “Es el partido que trabaja por la estadidad. Para lograr la estadidad es indispensable tener un gobernador y comisaría residente estadistas,

enviando el mensaje claro a Washington a favor de la estabilidad”, agregó.

Al ser cuestionado sobre si anticipa un éxodo de votantes, el gobernador expresó: “No, pienso que eso pasó en 2020 por diversas razones. Hoy no veo motivo alguno para no apoyar a los candidatos de mi partido. Es el partido que respalda la Unión Permanente con Estados Unidos y hace justicia social a nuestro pueblo”.

Finalmente, Pierluisi Urrutia señaló que la mayoría de los simpatizantes del PNP son conservadores. “La gran mayoría de los legisladores del PNP son conservadores. Aunque algunos son más liberales, la mayoría tiene valores conservadores y eso es evidente en los votos y proyectos que apoyan”, concluyó.

Lourdes Zayas Alemán renuncia a la Legislatura Municipal de Trujillo Alto

TRUJILLO ALTO – La legisladora municipal de Trujillo Alto, Lourdes Zayas Alemán, notificó en la mañana del miércoles “de manera formal, su renuncia inmediata e irrevocable a su escaño, luego de laborar bajo tres administraciones distintas del Partido Popular Democrático (PPD).

“No tengo duda que el puesto que ocupo como legisladora municipal del partido de mayoría debe ostentarlo un ciudadano o ciudadana que esté a tono

con el estilo de administración y la manera de establecer la política pública del municipio, de la cual, muy a mi pesar, no siento ser parte”, señaló Zayas en declaraciones escritas.

Zayas, quien ocupó dicha posición por casi 24 años, había renunciado a la presidencia del cuerpo luego de la primaria interna a la alcaldía, donde Pedro Rodríguez resultó electo, pero se mantuvo como legisladora municipal. Zayas expuso mediante carta la actual presidenta, Alejandrina Burgos Torres, que a su entender, “un legislador(a) municipal de mayo-

ría debe trabajar en armonía y concordia con la Presidencia del cuerpo, situación que no ocurre entre usted y yo”.

How ‘No One Will Save You’ terrifies us with hardly a word

The nail-biter “No One Will Save You” quietly materialized on Hulu Sept. 22 and became a streaming darling overnight, an apt entrance for a largely dialogue-free chiller about an alien invasion.

Because the hero, Brynn (Kaitlyn Dever), is a traumaridden outcast living in solitude, the film’s writer-director, Brian Duffield, always knew that talking would be minimal in his sophomore feature. But he didn’t realize until later just how sparse it would be.

“I got about halfway through the script and thought Brynn won’t see another person for the rest of the movie,” Duffield, whose writing credits include “Love and Monsters,” said in a recent interview. “So it was a happy accident.”

“No One Will Save You” economically establishes Brynn’s world at the start: she lives alone in a lovely but remote house and sells handmade dresses online for a living. The townspeople seem to hate her, but Brynn braves their animosity until, just a few minutes in, a nighttime alien invasion threatens her existence.

It’s a relentless, unsettling and wildly entertaining catand-mouse game from there, with Duffield revealing the details of Brynn’s harrowing past in measured drips, while giving the aliens their own dimension. Fans include author Stephen King, who called it “brilliant, daring, involving, scary” on X, formerly known as Twitter, while director Guillermo del Toro posted, “I couldn’t think of a more perfect movie for your weekend,” later adding threads about the film’s religious themes and skillful wordlessness.

Duffield was intent on keeping that quietness non-gimmicky, so he encouraged Dever to mutter to herself freely if it felt right. “There was never a moment where I was like, ‘Let’s do a take where you don’t talk.’ But she didn’t need to talk, because she’s Kaitlyn Dever,” he said, describing her as the movie’s biggest special effect. “She can monologue with her eyes.” (Dever couldn’t be interviewed because of the actors strike.)

The job of articulating as much of the narrative as possible fell to the skilled artisans behind the scenes. Production designer Ramsey Avery filled Brynn’s Louisiana home with clues about her back story. One objective was layering the décor with pieces that suggested generations of her family once lived there. So the rooms were dressed with childhood photos, hand-sewn pillows and window treatments, and little signs about the importance of family — a cottage-core aesthetic augmented by romantic, Sirkian touches that Brynn inherited a taste for. “Since she has nothing else to do,” Avery said, “she finds affordable things online, Etsy shopping and bargain hunting.”

Avery also had the idea for the quaint birdhouse village that Brynn gradually builds — a hobby she presumably shared with her mother once, now a perfect metaphor for her caged isolation.

The real house was built in the late 19th century and moved to its present location in the ’70s— a history that thematically echoed Brynn’s world. “But the interiors didn’t work, so we had to design our own based on specific action needs,” Avery said. That meant building a set where they could rearrange windows to allow alien light in, conceive a bedroom where the cei-

ling could press down on Brynn and create an environment that would allow cinematographer Aaron Morton to fluidly capture all these visual details to advance our understanding of Brynn.

For Morton, working on a wordless film felt like a heightened version of his usual trade. “My whole job is the pictures,” he said. “But this put even more pressure on the planning.” Because the film is propelled by set pieces that pit Brynn against the aliens, Morton had to consider how much she or the audience would be allowed to see. “It was about elevating the tension by showing, not telling, things.”

To create that alien light, Morton used multiple 50-foot cranes, some with lights attached, others with cameras, all choreographed together while Brynn runs between the house, car and forest. “That gave us an opportunity to show the audience things that Brynn couldn’t see. We’d wash the light over a window in the background to remind people that the threat is still there.”

That threat is an extraterrestrial species derived from the archetypal Grays, the elongated aliens familiar from pop culture that Duffield has always loved. “It felt like they had gone missing, so I wanted to bring back what’s become like the emoji alien,” Duffield said. “It never felt like someone did a horror movie with them.” In creating the Grays, visual effects producer Sarah Miesen took special care to infuse them with consistent but distinctive features and expressions to help the audience both differentiate and feel for them.

“We had the main Gray and three different versions of it,” she explained. “We added some blue tattooing on one head and did a crown on another. They all had different personalities.” Wordlessness also meant additional time spent creating alien movements that conveyed their emotions and relatable qualities, like a sense of curiosity, while seeming both

scary and realistic. “But not funny, because you don’t want people to laugh when they’re supposed to be afraid.”

Varying the Grays’ individual sounds was just as essential. “Not only were we creating a voice for these aliens, but also multiple ones that felt related but unique,” said William Files, a supervising sound editor and rerecording mixer. “They are clearly from a similar species. We wanted to expand on that sonically. If we got the characterizations right, you hopefully have some idea of not only how they’re making Brynn feel, but how they feel as well.”

“We were keeping some vulnerability in their language, especially towards the end where they’re feeling for Brynn,” added sound designer Chris Terhune, who also did sound mixing and editing alongside Files.

The duo knew no dialogue didn’t mean no audible feeling from Brynn. “A lot of it is in the little sounds she makes,” Files said. “We did a whole pass with her in the studio, adding little emotional breaths from her.” Mundane sounds like creaky floorboards and chirping crickets were meant to help the audience hear what Brynn is hearing.

The sound team collaborated closely with composer Joseph Trapanese. The three often had to define what would be the more prominent audio element in certain acts: the score or the sound. Trapanese avoided anything too sci-fi, leaning into the idea that Brynn herself was a lonesome alien in her town: “There’s actually more synthesized electronic material in her music than there is for the aliens.”

Beyoncé’s ‘Renaissance’ film coming to movie theaters

Beyoncé’s 56-show Renaissance World Tour ended over the weekend without the release of any much-anticipated visual component tied to the singer’s shimmering 2022 dance album. Beyoncé, however, may have had a plan all along: “Renaissance: A Film by Beyoncé” will be released in movie theaters Dec. 1, the singer announced earlier this week, immediately following the tour’s final show in Kansas City, Missouri.

“Be careful what you ask for, ’cause I just might comply,” Beyoncé — whose two previous solo releases, her 2013 self-titled album and “Lemonade,” from 2016, were billed as “visual albums” — wrote on Instagram, quoting the “Renaissance” song “All Up in Your Mind.”

The singer has previously released concert films, documentaries and extravagant music video collections via DVD (“I Am…Yours,” 2009), HBO (“Life Is but a Dream,” 2013, and “Lemonade,” 2016) and Netflix’s streaming service (“Homecoming,” 2019). But the release of the “Renaissance” film to theaters around the country follows a similar strategy deployed by Taylor Swift, who headlined the summer’s other culture-dominating blockbuster

The “Renaissance” film will track the tour’s journey from its opening in Stockholm in May to its finale Oct. 1. “It is about Beyoncé’s intention, hard work, involvement in every aspect of the production, her creative mind and purpose to create her legacy and master her craft,” according to an announcement. Tickets are on sale now.

“When I am performing, I am nothing but free,” Beyoncé says in the trailer. “My goal for this tour was to create a place where everyone is free, and no one is judged.” The preview also includes behind-the-scenes footage of the singer rehearsing with her daughter Blue Ivy Carter, who performed on the tour, and interacting with her husband, Jay-Z, and the couple’s young twins.

Writing in The New York Times upon the tour’s North American beginning, critic Lindsay Zoladz said, “The show’s look — as projected in diamond-sharp definition onto a panoramic screen — conjured Fritz Lang’s ‘Metropolis’ by way of the 1990 drag ball documentary ‘Paris Is Burning.’” Critic Wesley Morris, writing about the album, a tribute to Black and queer dance music, said of Beyoncé: “The range of her voice nears the galactic; the imagination powering it qualifies as cinema.”

The beauty of a silent walk

In a TikTok video that has now amassed nearly 500,000 views, influencer Mady Maio describes taking a walk. But not just any walk: a silent one.

For her, the 30-minute stroll was revelatory. No podcasts, no music. Just “me, myself and I.”

She was resistant at first. (It was her boyfriend’s idea.) “My anxiety could never,” she said in the video.

Maio described the first two minutes as mental “mayhem” that eventually gave way to a “flow state.” Her brain fog lifted. Ideas started popping into her head because she was “giving them space to enter.”

The silent walk is TikTok’s latest wellness obsession, a blend of meditation and exercise that aims to improve mental health. Unlike the similarly trendy “hot girl walk,” a 4-mile odyssey that requires goal-setting and giving thanks, the silent walk does not involve multitasking. There is no agenda other than to set one foot in front of the other and take note of the world around you.

Walking in silence is an ancient tradition rooted in mindfulness, a form of meditation that helps people focus on the physical sensations, thoughts and emotions of the present moment, without any judgment.

The fact that the silent walk is nothing new has attracted a chorus of critics; “Gen Z thinks it just invented walking,” they say.

To that, Arielle Lorre, 38, a content creator in Los Angeles, had to laugh.

“Fifteen or 20 years ago, this would not have even been a conversation,” said Lorre, who has often discussed the benefits of silent walks, most recently on her podcast and on TikTok. But silent walking feels relevant right now because many of us have become tethered to our devices, she added.

The question then becomes: “How do we counteract that?” Lorre said.

Walking is a well-established balm for the mind and body. Research has shown that walking for as little as 10 extra minutes a day may lead to a longer life. And a 2020 study in The Journal of Environmental Psychology found that a 30-minute walk in an urban park reduced the amount of time that people dwelled on negative thoughts. Walking has also been shown to improve creativity and help fend off depression.

But for some people, the idea of a silent walk might seem torturous. One 2014 study found that, if left with no other option, people would shock themselves rather than sit alone with their thoughts.

“Most people seem to prefer to be doing something rather than nothing, even if that something is negative,” the study authors wrote.

Walking, however, can make it more pleasant to spend time with ourselves, experts say.

Erin C. Westgate, an assistant professor of psychology at the University of Florida in Gainesville who studies boredom, found in her research that being in transit, which included walking or riding public transportation, was one of the times when people most often reported having enjoyable thoughts.

Walking “isn’t so demanding that it’s actually taking up a lot of your mental bandwidth,” Westgate said, which “gives us permission and license to daydream.”

If the idea of daydreaming seems luxurious, it may be because our attention spans have shriveled over the past two decades.

We now spend an average of about 47 seconds on a piece of screen content before switching to another piece of content, according to research led by Gloria Mark, a professor of informatics at the University of California, Irvine, and the author of “Attention Span.” Back in 2004, however, Mark found that people could spend an average of 2 1/2 minutes on email before turning to another work task.

one task to another is draining, Mark said. But a silent walk can help replenish our “tank” so that we have a greater reserve of mental energy, she added. In other words, disconnecting for a while can actually help us perform better.

Mark suggested taking digital breaks at other times, not just when we’re walking, and that we think about an emotional goal for the day, not just a list of tasks.

For example, if your goal is to feel calm, you can write that on a Post-it note and refer back to it when thinking about how you’ll spend your fleeting free time that day.

“So many of us feel like we’re always behind and running to catch up,” said David M. Levy, a professor at the Information School at the University of Washington in Seattle, and the author of “Mindful Tech.” This can lead to a state of being “so distracted that we aren’t present at all.”

But in a future-oriented society we need opportunities to be satisfied with the here and now, Levy said, and drop the pressure to be productive.

“There is great beauty and aliveness in the world outside of whatever it is we’re doing on our devices,” Levy said.

Comedores Sociales convoca evento sobre el hambre

Caguas, Puerto Rico, 29 de septiembre. Para promover una conversación sobre el hambre y las alternativas desde el apoyo mutuo, Comedores Sociales de Puerto Rico convoca su primer Fogón Educativo Social. El evento de un día se llevará a cabo el 14 de octubre en el Centro de Apoyo Mutuo de Caguas Pueblo, sede de la organización, arrancando al medio día.

“La inseguridad alimentaria se ha convertido en uno de los males sociales de más presencia en Puerto Rico y el riesgo de una crisis mayor es bien real. Es hasta previsible que esa crisis mayor está ya cocinándose en la isla, dada la inestabilidad general del sistema de alimentos y la ausencia de medidas gubernamentales que atiendan el problema de fondo, que es en realidad la producción de alimentos en la isla,” asegura Ian Suárez, Coordinador de Proyectos de Comedores Sociales de Puerto Rico.

El Fogón Educativo Social es parecido en intención a las conferencias y simposios académicos, aunque desde una perspectiva de trabajo comunitario de base. Los temas de este primer fogón son el Hambre y el Apoyo Mutuo. El evento es parte de las actividades en conmemoración del Día Internacional de Acción por la Soberanía Alimentaria de los Pueblos, que convoca la Vía Campesina, a celebrarse mundialmente el 16 de octubre.

“Mientras el gobierno solo esté enfocado en impulsar el aumento de la asistencia mediante la transición del PAN al SNAP, lo único que está logrando es retrasar la gran crisis de alimentos que crece todos los días. Aquí hay que cambiar radicalmente la producción agrícola: cambiar la política pública para facilitar el acceso a tierras, crear programas de apoyo a los pequeños productores, sembrar sin agrotóxicos y fertilizantes, y garantizar mercado para esos productos. No es que el SNAP sea bueno o malo, es que no soluciona el problema de fondo, en todo casoretrasa que empecemos a solucionarlo,” asegura Giovanni Roberto Cáez, Director Ejecutivo de Comedores Sociales de Puerto Rico.

La actividad tendrá dos charlas y un panel. Tras las charlas habrá comida libre de costo para los presentes y música a cargo del grupo de bomba femenino Ausuba, del Taller Tambuyé. Durante el día habrá mesas para compartir semillas, adquirir productos agrícolas y conocer más diversos proyectos cooperativos. Habrá también actividades para la niñez. Todas las actividades son completamente libres de costo.

El día también servirá como cierre formal de la campaña anual de recolección de alimentos de Comedores Sociales, así que habrá una mesa para recibir donativos de alimentos hasta las siente de la noche.

“Aquí podemos volver a vivir otro María, otro Fiona en cualquier momento, y no podemos esperar a que eso pase. No necesitamos parchos al problema del hambre, necesitamos cambios profundos y duraderos. Este Fogón Educativo Social es una oportunidad de evaluar las causas del hambre y llenarnos de esperanza para seguir organizando proyectos alternativos contra el hambre,” puntualizó finalmente Odette V. González, Coordinadora de Proyectos de Comedores Sociales de Puerto Rico.

En dicha demanda se tramita un procedimiento de cobro de dinero y ejecución de hipoteca bajo el número mencionado en el epígrafe. Se alega en dicho procedimiento que la parte Demandada incurrió en el incumplimiento del Contrato de Hipoteca, al no poder pagar las mensualidades vencidas correspondientes a los meses de febrero de 2014, hasta el presente, más los cargos por demora correspondientes.

Además adeuda a la parte demandante las costas, gastos y honorarios de abogado en que incurra el tenedor del pagaré en este litigio. De acuerdo con dicho Contrato de Garantía Hipotecaria la parte Demandante declaró vencida la totalidad de la deuda ascendente, la suma principal de $76,009.01, más intereses a razón del 3.875%% anual, desde el 1 de enero de 2014, hasta el pago sesenta (60) y al 7.0% anual desde el pago mensual número sesenta y uno (61) hasta el pago total de la deuda, más los cargos por demora que se corresponden a los plazos atrasados desde la fecha anteriormente indicada a razón de la tasa pactada de 5% de cualquier pago que éste en mora por más de quince (15) días desde la fecha ele su vencimiento, más adelantos para el pago de seguros y contribuciones, entre otros; más una suma equivalente al 10% de la obligación principal del pagaré ($6,330.00), por concepto de costas, gastos y honorarios de abogado todo según pactado. La parte Demandante presentó

para su inscripción en el Registro de la Propiedad correspondiente, un AVISO DE PLEITO PENDIENTE (“Lis Pendens”) sobre la propiedad objeto de esta acción cuya propiedad es la siguiente: RÚSTICA: Parcela marcada con el numero

How to become a cricket expert just in time for the Cricket World Cup

Every four years, the world’s top cricket teams come together to determine which of them is the best of all at the Cricket World Cup.

While the event enraptures lovers of the game from Durham, England, to Durban, South Africa, it barely hits the radar of sports fans in many other lands. That’s a shame! Here’s what to know about this year’s event, whether you’re an aficionado or a skeptic.

When and where is the Cricket World Cup?

The games start today and will be played in 10 locations around India. After a five-week group stage, with each of the 10 teams playing nine games, the semifinals will be played Nov. 15 and 16, and the final will be Nov. 19 in the Narendra Modi Stadium in Ahmadabad.

OK, back up a little.

Beginners should know that there are three major types of cricket. The longest format games, which at the top level are known as Test matches, last as long as five days each (yes, you read that right).

The shortest format, and the one that has been booming in popularity, is Twenty20, in which games are played in a single day, lasting about three hours.

The World Cup is played in an intermediate category with matches taking just one day, but going for roughly seven to eight hours each.

Which teams are favored to win it all?

The host country, India, is the favorite, and close behind is the defending champion, England, as well as Australia, which has five World Cup wins; no other nation has more than two. Pakistan is also a contender, as is South Africa, despite a decadeslong reputation for falling short in big tournaments.

What are the key games?

Only the top four teams of the 10 in the tournament will advance, so there’s little margin for error; an early couple of losses could threaten to knock out a team. With each team playing every other one, all the big rivalries will be renewed, notably IndiaPakistan (Oct. 14) and England-Australia (Nov. 4).

There must be some stars playing.

Absolutely. The top-rated batter in the world in this form of cricket is Babar Azam,

of Pakistan, who has carried his country for years and averages a gaudy 58 runs per game in major one-day cricket matches. But all eyes in India will be on Virat Kohli, 34, an astonishing run-scorer.

As for bowlers, a couple of veteran lefties, Trent Boult, of New Zealand, and Mitchell Starc, of Australia, are expected to get more than their share of batters out.

Ben Stokes, of England, is an all-rounder, a player who both bats and bowls well. He had retired from this format of cricket but is coming back for the World Cup. He is the inventor of a type of play in Test matches known as Bazball, where the batsmen play in a daring, high-risk style to amass many runs quickly.

Will the games be exciting?

Well, you never know for sure. But the final of the most recent World Cup in 2019, a nail-bitingly close victory for England over New Zealand, was called by some the greatest game ever played. And those two teams will meet again in the tournament opener Thursday.

How can I watch?

In the countries where the World Cup is the biggest deal, major broadcasters signed on to broadcast the tournament. Among them are Sky Sports in Britain, Fox in Aus-

tralia, SuperSport in South Africa and Star Sports in India. In the United States, ESPN+ will stream all the games, which will also be shown on the cricket channel Willow TV.

Is there a World Cup for women?

Yes, it was introduced in 1973, two years before the men’s version. Eleven of the 12 titles have been won by Australia and England. The next event is in 2025 in India.

OK, I know baseball, but can you explain cricket quickly?

It’s difficult, but I’ll try.

With the caveat that there are some oversimplifications, here is the gist:

The cricket field is a large circle, and the fielding team spreads out around it. Two batsmen at the center of the circle take turns trying to hit balls from the fielding team’s bowlers.

When a batsman does hit the ball, he and his fellow batsman may elect to run between two low posts, called wickets. Each time they do, they get a run. If a batsman hits the ball out of the circle on the bounce, it’s four runs. On the fly, it is six runs.

One stark difference from baseball is that the bowler takes a running start and, most of the time, bounces the ball to the batsman. Another is that the batsmen may hit the ball in any direction, even backward;

there is no foul territory.

The batsmen can be put out in a number of ways, including having a ball they hit caught on the fly, or having the ball from the bowler knock over the wicket.

In this format of the game, a batting team is finished when 10 of its 11 batsmen are out, or if it faces 300 balls, whichever comes first. By then, the team will most likely have scored at least 200 runs, and often 300 or more.

Then after a break, the other team bats and tries to top the first team’s score.

You’ve convinced me that cricket is a fun sport. But can it be more than that?

Take it from Trinidadian Marxist thinker C.L.R. James, who said in his 1963 cricket memoir “Beyond a Boundary”: “Cricket is first and foremost a dramatic spectacle. It belongs with theater, ballet, opera and the dance.”

Over the next six weeks, if a match is close, a fast bowler is charging toward a star batter and the crowd is on its feet, for a lot of fans, the game will rise to art indeed.

The potty-mouthed, baby-faced Japanese racer who became a cult star

The pressure was on Yuki Tsunoda. Within days, he would compete in a Formula One race in his home country, Japan. Bad luck had forced him out of two previous races minutes before the start, and speculation was rife that he might be demoted after some disappointing performances.

Yet at a fan event in central Tokyo this month, Tsunoda appeared jovial as he shared the stage with several rivals. When a moderator asked him to teach his fellow drivers a few words of the local language, Tsunoda took the microphone and chirped, “We are all slower than Yuki” in Japanese, drawing a laugh from the hundreds of fans hoisting their cellphones for photos.

It was in keeping with an impish persona and, atypically for a top-level Japanese athlete, a foul mouth and devil-may-care attitude that has inspired a cult following and an international appeal that outstrip his accomplishments so far in F1.

When he made his debut in 2021, he was the youngest driver on the F1 grid and, as it happens, the shortest (he still is, at a reported 5 feet, 3 inches). With his baby face, Tsunoda, 23, quickly gained an incongruous reputation for cursing volubly on the radio that drivers use to give feedback to engineers and mechanics — audio traffic that is also broadcast to fans during races.

Clips of him shouting, “Shut up!” and other less printable outbursts went viral on social media, and his colorful reference to a “traffic paradise” that angered him on the track became a meme among fans.

In the wildly popular Netflix series “Formula 1: Drive to Survive,” Tsunoda was shown farting, being lackadaisical about strength training and announcing, “I want to go first poo,” before a massage.

In his first year, some fans questioned whether he had earned the right to act that way. “People would think, ‘Why is he shouting a lot in the radio even if he is not performing really well?’” Tsunoda said during an interview over Zoom a few weeks before the Japanese Grand Prix.

But just as Hideo Nomo, one of

the earliest Japanese players in MLB, upended stereotypes about Asian masculinity, Tsunoda may help topple other racial clichés.

While Asians are often characterized as disciplined and obedient, Tsunoda’s behavior shows that they “are allowed to have this full range of emotions and dispositions, even if what you’re saying has to be bleeped out,” said Christina Chin, associate professor of sociology at California State University, Fullerton.

Tsunoda’s global exposure has coincided with a resurgence of Formula One racing in Japan, which last boomed in the late 1980s and early 1990s. In the European-dominated sport, Tsunoda is the first Japanese driver to race in the elite circuit since Kamui Kobayashi left in 2014.

Two weekends ago, 220,000 fans attended the Japanese Grand Prix in Suzuka over three days of practice, qualifying and racing, the highest number since 2006. Fans in T-shirts bearing the logos of teams like Red Bull, Mercedes and Ferrari jockeyed with “Yuki Go Go” banners in the stands.

Even Tsunoda’s former English tutor, Junko Tasaki, 51, showed up wearing a T-shirt imprinted with a maple leaf design from Tsunoda’s AlphaTauri team helmet and carrying a large cardboard cutout of the driver’s face.

“I had no interest in F1 before I met him,” Tasaki said. For the record, she added, “I didn’t teach him to say ‘Shut up’ or the F-word.”

Just before climbing into his car on race day, Tsunoda consulted with several engineers and paused for a lastminute selfie with Yusaku Maezawa, a Japanese billionaire fashion retail entrepreneur. The day turned somber for Tsunoda when he finished 12th, outside the sacred top 10 where team points are scored. His best finish in any of the 16 races this season so far was 10th place.

One spot in front of him Sunday was Liam Lawson, the younger backup driver rumored to be in contention to replace Tsunoda next year. But going into the race weekend, AlphaTauri and Honda, the Japanese carmaker that supplies engines and financial backing for the team, announced that Tsunoda would continue to drive for them next year.

Speaking to Japanese reporters after the race, Tsunoda rubbed his fist in his right eye socket and lamented not placing higher in front of local supporters.

Tsunoda’s rise to Formula One started in the pits of go-kart racing near his home in Sagamihara, a suburb outside Tokyo, when he was 4. At age 5, he won the Japanese series championship for his age group.

“I didn’t think of it as raising him

to be a driver as much as having fun together,” his father, Nobuaki Tsunoda, 60, said during an interview in a garage office crammed with custom-built bicycles, a vintage Honda S2000 sports car and a row of his son’s helmets. “I always said if you want to stop, you can stop.”

Moving up to single-seater racing was more than his family could afford. His father, who had business connections with Honda, suggested he try out for the carmaker’s racing school, which accepted him.

By 2018 — the year Honda started building engines for Red Bull, the parent team of AlphaTauri — Yuki Tsunoda had won the championship of a lower circuit, Formula Four.

Honda’s backing has been crucial for Tsunoda. “F1 takes a lot of money,” said Masahiro Owari, a Japanese sports writer. “I think a lot of the reason he is on the team is because of Honda’s support.”

When Tsunoda was promoted to F1, he first moved to Milton Keynes, England, racing for AlphaTauri. Before his second F1 race in 2021, he crashed during a qualifying session, and his driving deteriorated over subsequent races. Since then, the team hired him a psychologist, he toned down the swearing, and his driving improved.

He said he didn’t consider therapy a punishment. “I take it like they wanted to support me as much as possible to be a better driver,” he said.

AlphaTauri did not respond to repeated requests for comment.

Beyond racing, Tsunoda said he wants to open a restaurant after winning a world championship. He didn’t enjoy the food in Milton Keynes, he said, but since traveling more and moving to Italy, where AlphaTauri is based, he has eaten more palate-pleasing meals. He envisions a fusion menu with items like Wagyu beef tacos.

The first time his parents visited him at his home in Faenza, his mother, Minako Tsunoda, hoped to eat a meal in an Italian restaurant. Instead, she said, Tsunoda asked her to fix him ozoni, soup with sticky rice cakes, and sekihan, rice with red beans.

“I was not really a foodie guy” in Japan, he said. “Probably because I didn’t recognize how good Japanese food is compared to other cuisine.”
