RCM chancellor to keep the doors open, focus on future despite protests

UPR Medical Sciences Campus (RCM) Chancellor Ilka Ríos Reyes, who took over Sept. 1, said Sunday she will maintain her open doors policy and continue with her work to ensure the operational and program efficiency of the campus despite protests by a small group of students against her appointment.

Ríos hopes a repeat of last week’s protests does not occur. She complained that protesters are bent on only listening to “one side of the” dispute over her appointment and are refusing to evaluate the entire picture, including evidence that she engaged in no wrongdoing. Her opponents have charged that Ríos violated norms when she reached a settlement with a medical student who had enrolled as a minor and had failed several courses. She did so to avoid a lengthy litigation because the Medical School failed to provide help to the student.

For now, Ríos is trying to focus on the future of the island’s key medical campus. For instance, RCM has a program called RCM Vital whose aim is to educate and provide free health care.

She remains firm about having an entirely new neurosurgery program up and running by July 2024. The

program lost the accreditation from the Accreditation Council for Graduate Medical Education (ACGME), effective June 2022, due to a deficit in funding and equipment. The radiological technology program is on pause because it will be turned into a four-year program.

Ríos also recently made new appointments to positions, including Lourdes Soto de Laurido as head of the Health Professional Schools, Natalio Debs as dean of the School of Medicine, Carmen Cadilla as academic affairs dean, Anabelle Segarra as research dean, Aileen Torres as Dental Medicine School dean and María Castro as Nursery School dean. Pablo Rodríguez was appointed head of the Department of Surgery and Ivonne Jiménez now heads the new Internal Medicine Department.

The new chancellor said she has the full support of UPR President Luis Ferrao Delgado for the job even though he has not come out publicly to defend her, and attributed recent protests against her confirmation to a small group of opponents on an estimated 4,000-student campus that insists upon spreading lies about her.

On Friday, Ríos reportedly interrupted a meeting with the staff and students to order protesters to put down certain banners calling for her resignation. She also reportedly complained because the banner did not recognize her academic credentials.

In response to a STAR question, Ríos said the Coordinating Safety Board had established that protesters were not going to be inside the meeting. She also said UPR regulations specifically prohibit the interruption of staff or class meetings. She denied she ever ordered the protesters to leave.

“I have been at the RCM for years and I have never seen this kind of behavior,” Ríos said. “Our campus is different from others. It is more professional. There has always been communication.”

Public opposition to Ríos’ confirmation stemming from the controversy around the incident with the student has been spearheaded by former dean Humberto Guiot, former Associate Dean of Academic Affairs Hilton Franqui, former UPR President Mayra Olavarría, and former Medical Sciences Campus Chancellor Carlos Ortiz. Guiot and Olavarría reportedly participated in Friday’s protest.

A report, a copy of which was obtained by the STAR, of a probe conducted by Maritza Miranda López, a notary public and lawyer, determined that Ríos did not violate any norms in reaching a settlement with the minor student, because she was the highest authority at the campus. The report refuted the findings reached by Alondra Fraga Meléndez, a UPR investigator, who concluded in 2022 that Ríos violated internal processes.

IEEFA: PREPA’s debt deal represents significant progress but still falls short

The Puerto Rico Electric Power Authority (PREPA) debt adjustment plan filed by the Financial Oversight and Management Board on Aug. 25 represents significant progress over earlier board proposals, but still falls short of what is needed, according to the Institute for Energy Economics and Financial Analysis (IEEFA).

While the plan cuts the debt significantly, it will virtually prevent Puerto Rico from going to the markets to seek funding to rebuild its power grid once federal money runs out. It also will set aside $400 million for professional fees but does not provide for paying PREPA’s pensions, said the publication, which examines energy related policies and issues.

The plan, which seeks to restructure some $10 billion in debt, proposes $2.3 billion in new debt issuances, plus hundreds of millions of dollars in bondholder, legal and financial adviser fees to settle the debt.

“The $2.3 billion in bonds are to be financed by rate increases that will last 35 years. PREPA customers would likely pay an average rate increase of 1.6 cents per kilowatt-hour (kWh) over that period,” the IEEFA said.

The amount is a reduction of more than 50% from the previous oversight board proposal, which would have required $5.7 billion

in new bonds, financed through higher rates. Puerto Rico ratepayers will pay $5.1 billion over the next 35 years under the new plan, compared to more than $13 billion under a previous plan, IEEFA said.

“Taking into account the total debt load at the time of bankruptcy and the costs from the passage of time since 2014, [the oversight board] put the overall debt burden at $10 billion,” the document notes. “Bringing the debt down to $2.3 billion is a 77% reduction in principal or a 23% recovery rate.”

The reduction results from community, labor, retail, manufacturing, religious, industrial, environmental and professional organizations having spent countless hours pointing out that the earlier plans were unsuitable for the community or the economy.

“Despite this progress, the new proposal still comes at a time when Puerto Rico’s grid is in unacceptably poor physical condition, and most of the grid transformation and rebuilding objectives have yet to be realized,” the IEEFA noted. “The most recent PREPA fiscal plan notes that about $14.2 billion in federal funds have been allocated for the electrical system -- the vast majority of which has not been spent. Yet multiple sources have estimated there will still be a $6 billion gap to rebuild the grid and bring it to acceptable operational standards.”

The $2.3 billion in legacy debt cannot be justified if PREPA still faces a $6 billion gap to rebuild the system, the institute said.

“The gap widens if the federal funds are not spent on capital improvements,” the IEEFA said. “We also note that grid operator LUMA Energy plans to spend almost $1 billion of federal funds on vegetation management, according to the fiscal plan.”

This means PREPA will need to raise additional funds in the capital market at some point to complete the grid rebuilding. Yet the debt deal appears to close the door on that option, the IEEFA said. The new debt deal would give a first-priority lien on the payment of the restructured legacy debt. The new debt deal effectively subordinates any new debt issuances for capital improvements to the payment of legacy debt.

“It remains to be seen whether the 23% recovery rate will actually materialize once the dust settles,” the publication notes. “Bond numbers during negotiations are inherently squishy, and the devil is in the details in this deal. Some bondholders receive more than 23% (fuel line lenders), and future savings initiatives may result in additional payments.”

Pension obligations to electrical system retirees are another urgent operating expense left unresolved by the oversight board’s plan, the IEEFA said.

“The PREPA retirement system ran out of money in April, and a stable funding stream has not yet been found to guarantee future pensions,” the publication notes. “Under the plan, PREPA would distribute $400 million in fees to professionals, and the fuel line lenders are expected to receive an 84% recovery rate, even though they represent an operational expense similar to the pensioners.”

The IEEFA finds the high level of fees to be paid to professionals under the proposal troubling. The plan would require the government of Puerto Rico to set aside as much as $400 million for PREPA to pay the “administrative expenses” (legal fees, etc.) of various parties involved in the bankruptcy case “or any other use determined by the Oversight Board,” the publication notes.

That is on top of the $1.5 billion in debt restructuring fees for the commonwealth and its public authorities paid by the people of Puerto Rico since the inception of the oversight board, according to a recent research report by Espacios Abiertos. In 2021, IEEFA had noted that fees related only to electrical system privatization and debt restructuring had already amounted to almost $500 million. It is also worth noting that $400 million is significantly more than the amount needed to pay PREPA’s pension obligations for a year, the publication said.

Many electricity customers not answering call to economize, Genera official says

Genera PR spokesman Iván Báez acknowledged late last week that when electric power subscribers are asked to economize, they do not necessarily welcome the suggestion.

“Basically, when there are generation problems, we let the LUMA team know immediately. And in the peak hours of the hot season it is certainly between 6 [in the afternoon] to 9 [at night],” Báez said at a press conference. “If today there is not enough generation, what is called load relay occurs and then they begin to remove [electricity] in some regions and put it in another until the system stabilizes, after rush hour. That is why sometimes that call is made from 6 and 9 at night

during this season of the year, because we are moderate in the consumption of generation.”

Regarding whether subscribers react positively to the call, Báez said “I think you have to educate [customers] even more to be very honest.”

“Because I think we have to raise awareness that we have a system that is old,” he said. “They are plants that are supposed to have a useful life of 25 years and they date from the [19]50s, so we have to work with what we have and we are going to get a hold on the issue.”

Báez added that after the end of September, energy consumption is supposed to fall as temperatures cool.

The Genera PR spokesman also anticipated the possibility of requesting an

extension to his 10-year contract for the administration and takeover of the island’s power generation plants. Genera PR began operating last July.

“And that plan … basically has goals, objectives and criteria so that it can be determined that it is being fulfilled and providing stability to the replacement system,” Báez said during a discussion with representatives of LUMA Energy, the Puerto Rico Electric Power Authority and Rep. Víctor Parés in the office of Rep. Carlos “Johnny” Méndez Nuñez. “Everything has a plan. Our mission is a 10-year contract that should be in place. I think it’s going to spread further because renewables need to be at 40% by 2025. Right now we’re not seeing it, so we have to understand the lifespan of those plants.”

Hurricane Lee creates dangerous swells in PR

Hurricane Lee charged through open waters northeast of the Caribbean on Sunday, creating heavy, dangerous swells on several islands, including Puerto Rico. Puerto Rico authorities urged the public to stay out of the water as the storm has created strong surf.

Swells generated by Lee are affecting portions of the Lesser Antilles, the British and U.S. Virgin Islands, Puerto Rico, Hispaniola, the Turks and Caicos Islands, the Bahamas and Bermuda.

The swells are likely to cause life-threatening surf and rip current conditions, authorities warned. Dangerous surf and rip currents were expected to begin along much of the U.S. East Coast later Sunday and to worsen through this week, according to the National Hurricane Center (NHC).

The Category 2 storm is not forecast to make landfall and is expected to stay over open waters through Friday.

After bottoming out on Sunday morning as a category 2 storm with 105-mile-per-hour (mph) winds, Lee was intensifying once more and was predicted to regain category 4 status by this evening, and make a sharp northward turn by the middle of the week, taking it on a path toward Atlantic Canada. Weakening was predicted again beginning on Tuesday afternoon.

On Sunday morning, the was centered about 280 miles (450 kilometers) northeast of the northern Leeward Islands. Its maximum sustained winds had decreased to 105 mph (165 kph) and it was moving west-northwest at 9 mph (15 kph).

Last week, Lee strengthened from a Category 1 storm to a Category 5 storm in just one day before weakening to Category 2 over the weekend.

“It is way too soon to know what level of impacts, if any, Lee might have along the U.S. East Coast, Atlantic Canada, or Bermuda late next week, particularly since the hurricane is expected to slow down considerably over the southwestern Atlantic,” the NHC said.

One version of a model released last weekend suggested

that the U.S. East Coast could be hit, a possibility that has lingered in the minds of some forecasters and amateur weather watchers, in part because of widespread social media hype.

But when you look at all the versions of the model, there is not an overwhelming consensus on where the center of the hurricane will go after this weekend, with some outliers close to the East Coast.

Sometimes, multiple models are displayed on a single map with lines that plot where that computer simulation believes the center of the storm will be five, seven or even 14 days out.

Known as spaghetti models, these mapped model outputs get their name from their resemblance to long strands of pasta.

The closer the lines are to one another, the more confidence it gives forecasters in what the storm might do. For the next few days, there is a pretty reliable consensus that the storm will track northwest.

Meanwhile, FEMA encouraged island residents to be pre-

pared for peak hurricane season, which started Saturday. With two tropical cyclones powerfully churning in the Atlantic Ocean that will not affect the Caribbean directly, FEMA officials encouraged Puerto Rico residents to get their families and property ready, today, FEMA said Sunday.

If all inhabitants take timely preparedness measures, it will enhance the emergency response and recovery process, FEMA said.

“Along with the Puerto Rico Emergency Management Bureau and the National Weather Service in San Juan, we keep reminding our communities that taking all necessary steps and having emergency plans in place is the right thing to do now,” said Orlando Olivera, FEMA’s Caribbean area office coordinator in Puerto Rico. “Talk with your family about your emergency plans. Include your neighbors, especially the elderly ones that may need your support, and discuss how you can help each other before and after a disaster. Joining preparedness efforts can ease the recovery process.”

FEMA’s 2023 preparedness campaign theme, “Take Control in 1, 2, 3,” encourages everyone, especially older adults, to become more prepared in three simple steps:

Assess your needs. Everyone has unique needs. There are several factors that can affect the steps you need to take to prepare yourself and those you care for. Whether you care for pets, have children, have a medical condition or have a disability, it is important to know what your family will need to stay safe.

Make a plan. Once you’ve assessed your needs, you can plan for what you’d do, where you’d go and what to bring if a disaster strikes. Your emergency supply kit should include items that meet your individual needs.

Engage your support network. Get to know your neighbors because they, along with your family and friends, can be a support network before, during and after a disaster by providing emotional and practical support.

Mother of toddler who drowned in Aguada faces charges for falling asleep

The mother of a one-year-and-5-months-old child who died by drowning in a pool in Aguada on Saturday faces charges of negligence and involuntary manslaughter.

According to the police report, the 32-year-old woman, a resident of the Columbus Landing residential complex in Mayagüez, was in the pool of an Airbnb in the Hacienda Casa Bambú, located on highway PR-414 in the Cruces de Aguada neighborhood, with her two three-year-old sons and the girl, who was one year and five months old.

The woman reportedly fell asleep, and when she woke up around 2 p.m. she saw the girl floating in the pool and alerted the 9-1-1 Emergency System. She took the minor in her car to the Costa Salud Hospital in Rincón, where the doctor on duty indicated that the child had no vital signs.

Qualified San Juan residents receive in-home rechargeable solar battery units

Puerto Rico’s interest in solar energy has grown exponentially this year, with many residents getting on the rechargeable battery train. Considering blackouts occur constantly and hurricane season is in full swing, many residents could potentially be out of power if Puerto Rico takes a hit from a serious storm.

While watching Netflix isn’t necessarily a need for human survival, people who require special electronic equipment because of specific health conditions really do need their electricity to be working continuously as a matter of survival. The Municipality of San Juan has thought of this in advance and has prepared for such an event. With a $274,940.00 investment, the municipal administration late last week provided 150 portable rechargeable batteries with solar technology to residents who are bedridden. In this way, solar energy is being deployed to help residents with functional diversity and/ or chronic health conditions and low or moderate income whose lives depend entirely on being connected to medical equipment to survive.

Mayor Miguel Romero Lugo was on hand in the parking lot of Pedrín Zorrilla Coliseum in Hato Rey to deliver the rechargeable batteries.

“Our administration is committed to keeping our vulnerable populations safe” in the event of an emergency, the mayor said. “This is why in February of this year we started a project in which we deliver portable rechargeable batteries with solar technology. To date we have 890 eligible cases, of

which we have already delivered 558 batteries.”

Qualified citizens received Yeti 1000 and Yeti 1500 model batteries. Each person received a battery with the appropriate capacity based on their medical need. The batteries can be recharged with solar panels, directly from a wall receptacle or in the car. The batteries possess a 120-volt receptacle for the connection of medical equipment, and each one has cables or materials for installation in a residence. The unit can be used indoors and has silent operation mode plus a five-year warranty from the moment it is received.

Prior to delivery, qualified citizens received orientation on the use and handling of the batteries and their operation. Then, the batteries were delivered to the Pedrín Zorrilla parking lot for drive-through pickup. Bedridden citizens and those with vulnerable health situations will be visited by the personnel assigned to deliver, guide and assist in the equipment process. In accordance with the purposes established by the American Rescue Plan Act, the Municipality of San Juan, through its Department for Community Social Development, will provide and distribute portable rechargeable batteries with solar panels to those citizens.

Romero Lugo added that “at the moment, we are in the first phase of the project, so every person who has been evaluated in it is registered in San Juan Va Por Ti.”

One-time partner of governor’s cousins sentenced to 3 years in prison

David Vélez Hernández, a former finance director at American Management and Administration Corp. (AMAC) and partner of the jailed cousins of Gov. Pedro Pierluisi Urrutia, was sentenced late last week to three years and one month in prison in a public corruption scheme involving public housing programs.

“There are no exceptions. I see that the sentences are very similar to those of my two cousins and that officer who worked in their company,” the governor told reporters last Friday. “There are no exceptions. He who falls into corruption has to answer no matter who he is, where he comes from, who he knows. That is the case here.”

According to El Nuevo Día, Vélez Hernández was convicted after admitting his involvement in a

corruption scheme that embezzled more than $3.7 million in federal funds. The former AMAC CFO illicitly benefited from $876,639 for services not rendered.

In the same case, Walter and Eduardo Pierluisi Isern, cousins of the governor, were also sentenced to prison terms and supervised release. They were implicated in the misappropriation of a considerable sum. Vélez Hernández allegedly waived his right to be tried by a jury.

Pope Francis appoints new auxiliary bishop of San Juan

Pope Francis appointed Tomás González González, vicar general of the archdiocese, as the new auxiliary bishop of San Juan late last week.

“It is one more sign of his love and pastoral concern for the pilgrim Church in Puerto Rico,” Archbishop Roberto Octavio González Nieves said in a written statement on Friday. González González, who was born on Aug. 23, 1968 in San Juan, is the son of Tomás González Pérez and Blanca González Santiago, natives of Lares.

González González’s episcopal ordination is scheduled for Nov. 18 at St. Teresita Church in Santurce at 11 a.m. González

González, the current vicar general of the archdiocese, will join six other bishops appointed by Pope Francis in Puerto Rico since his pontificate.

With a priestly formation at the San Juan Bautista Regional Major Seminary from 1994 to 2000, González González has served in various important positions within the church. Prior to entering the seminary, he worked at American Eagle from 1992 to 1994, after earning a degree in business administration with a concentration in management in 1991.

“I have known Father Tomás since he was a seminarian and I was his ordinating bishop as a deacon and as a priest,” the archbishop said. “It is hoped that this new appointment will lead the Archdiocese into a new stage of growth and spiritual strengthening.”

JFK assassination witness breaks his silence and raises new questions

He still remembers the first gunshot. For an instant, standing on the running board of the motorcade car, he entertained the vain hope that maybe it was just a firecracker or a blown tire. But he knew guns, and he knew better. Then came another shot. And another. And the president slumped down.

For so many nights afterward, he relived that grisly moment in his dreams. Now, 60 years later, Paul Landis, one of the Secret Service agents just feet away from President John F. Kennedy on that fateful day in Dallas, is telling his story in full for the first time. And in at least one key respect, his account differs from the official version in a way that may change the understanding of what happened in Dealey Plaza.

His memory challenges the theory advanced by the Warren Commission that has been the subject of so much speculation and debate over the years — that one of the bullets fired at the president’s limousine hit not only Kennedy but Texas Gov. John Connally, who was riding with him, in multiple places.

Landis’ account, included in a forthcoming memoir, would rewrite the narrative of one of modern American history’s most earth-shattering days in an important way. It may not mean any more than that. But it could also encourage those who have suspected there was more than one gunman in Dallas on Nov. 22, 1963.

As with all things related to the assassination, his account raises questions of its own. Landis remained silent for 60 years, and memories are tricky even for those sincerely certain of their recollections. Elements of his account contradict the official statements he filed with authorities immediately after the shooting, and some of the implications of his version cannot be easily reconciled to the existing record.

But he was there, a firsthand witness. At age 88, he said, all he wants is to tell what he saw and what he did.

“There’s no goal at this point,” he said in an interview last month, in advance of his book, “The Final Witness,” which will be published on Oct. 10. “I just think it had been long enough that I needed to tell my story.”

What it comes down to is a copper-jacketed 6.5 mm projectile. The Warren Commission decided one of the bullets fired that day struck the president from behind, exited from the front of his throat and continued on to hit Connally, somehow managing to injure his back, chest, wrist and thigh. It seemed incredible that a single bullet could do all that, so skeptics called it the “magic bullet” theory.

Investigators came to that conclusion partly because the bullet was found on a stretcher believed to have held Connally at Parkland Memorial Hospital, so they assumed it had exited his body during efforts to save his life. But Landis, who was never interviewed by the Warren Commission, said that is not what happened.

In fact, he said, he was the one who found the bullet — and he found it not in the hospital near Connally but in the presidential limousine lodged in the back of the seat behind where Kennedy was sitting.

When he spotted the bullet after the motorcade arrived at the hospital, he said he grabbed it to thwart souvenir hunters. Then, he said he entered the hospital and placed it next to Kennedy on the president’s stretcher, assuming it could somehow help doctors figure out what happened. At some point, he now guesses, the stretchers must have been pushed together, and the bullet was shaken from one to another.

“There was nobody there to secure the scene,” Landis said. “I was just afraid that — it was a piece of evidence, that I realized right away. Very important. And I didn’t want it to disappear or get lost.”

Landis theorizes the bullet struck Kennedy in the back, popping back out before the president’s body was removed from the limousine.

Landis has been reluctant to speculate on the larger implications. He always believed Lee Harvey Oswald was the lone gunman. But now? “Now I begin to wonder,” he said.

In recent years, he confided his story with several key figures, including Lewis Merletti, a former director of the Secret Service. James Robenalt, a Cleveland lawyer and author of several books of history, has helped Landis process his memories.

“If what he says is true, which I tend to believe, it is likely to reopen the question of a second shooter, if not even more,” Robenalt said. “If the bullet we know as the magic or pristine bullet stopped in President Kennedy’s back, it means

the central thesis of the Warren Report, the single-bullet theory, is wrong.” And if Connally was hit by a separate bullet, he added, then it seemed possible it was not from Oswald, who he argued could not have reloaded that fast.

Merletti referred Landis to Ken Gormley, the president of Duquesne University and a prominent historian, who helped him find an agent for his book. Gormley said he was not surprised a traumatized agent would come forward years later, comparing it to a dying declaration in legal cases.

“It’s very common as people get to the end of their lives,” Gormley said. “They want to get on the table things they’ve been holding back, especially if it’s a piece of history and they want the record corrected. This does not look like a play by someone trying to get attention for himself or money.”

Landis’ account varies in a couple of respects from two written statements he filed in the week after the shooting. Aside from not mentioning finding the bullet, he reported hearing only two shots. Likewise, he did not mention going into the trauma room where Kennedy was taken.

Landis said the reports he filed after the assassination included mistakes; he was in shock and had barely slept for five days.

It was not until 2014 that he realized the official account of the bullet differed from his memory, he said, but he did not come forward then out of a feeling that he had made a mistake in putting it on the stretcher without telling anyone.

Indeed, his partner, Clint Hill, the Secret Service agent who clambered onto the back of the speeding limousine in a futile effort to save Kennedy, discouraged Landis from speaking out. “Many ramifications,” Hill warned in a 2014 email.

Hill, who has set out his own account of what happened, cast doubt on Landis’ version. “I believe it raises concerns when the story he is telling now, 60 years after the fact, is different than the statements he wrote in the days following the tragedy,” Hill said.

After Kennedy was elected, Landis was assigned to guard the new president’s children and later the first lady, Jacqueline Kennedy, alongside Hill. Because the first lady accompanied her husband to Dallas that fall day in 1963, Landis, then 28, was part of the motorcade, riding behind the presidential limousine.

At the first shot, Landis turned to look over his right shoulder in the direction of the sound but spotted nothing. Then he turned to the limousine and saw Kennedy raising his arms, evidently hit. Suddenly, Landis noticed Hill had leapt off their follow-up car and was sprinting toward the limousine.

He said he heard a second shot and finally the fatal third shot that hit Kennedy in the head. He knew instantly the president was dead. Hill, now on the back of the limousine, turned back and confirmed it with a thumbs-down.

Once they reached the hospital, Hill and Landis coaxed the distraught first lady to let go of her husband so he could be taken inside. After they exited the car, Landis noticed two bullet fragments in a pool of blood. He fingered one but put it back.

Citing costs of migrant care, Adams calls for more budget cuts

Days after saying that an influx of more than 110,000 asylum-seekers was destroying New York City, Mayor Eric Adams on Saturday directed every city agency to submit plans to reduce spending by up to 15%, while renewing his calls for state and federal help to manage the migrant crisis.

In a recorded speech, Adams cited slowing revenue growth and the financial strain caused by housing and caring for the migrants, which officials have estimated will cost the city more than $12 billion over three fiscal years.

“While our compassion is limitless, our resources are not,” he said. “We have not received substantial support from the federal or state governments to handle those costs or change the course of this crisis.”

This is the fourth time Adams has asked agencies to find cost savings since he took office last year, said Ana Champeny, vice president for research at the nonpartisan Citizens Budget Commission. In April, he ordered 4% spending reductions to nearly every agency.

Agency leaders are now being asked to find 5% of their city-funded budgets to trim in each of three upcoming budget plans, the first of which will be made public in the Office of Management and Budget’s fiscal update in November. The next rounds of cuts would come in January and April.

While the City Council could reject the budget modification this fall, the mayor is legally allowed to slow down spending at will and its vote would be largely symbolic. The council will be able to exert more leverage next summer, when the mayor seeks its approval to roll over the accrued

savings into that fiscal year’s budget, which is expected to face major gaps.

Adams’ early announcement will give agencies time to think creatively about how to reduce spending without cutting core services right away, Champeny said. But she added that the proposed cuts would be “a bigger lift” than earlier savings efforts.

In a news release Saturday, Adams said there would be no layoffs as a result of his directive. And an infusion of federal and state funding could remove the need for cuts, he said, stating that “the die is not yet cast.”

“We need Washington and Albany to finally do their part by paying their fair share,” he said.

An estimated 10,000 migrants are arriving in New

York each month, overwhelming the city’s homeless shelters, which now house more than 112,300 people. The city, which is required to provide shelter to anyone who asks for it, has opened more than 200 emergency sites to house migrants.

The crisis has created political friction between Adams, a Democrat, and leaders of his party, as his pleas for a “decompression strategy” and expedited work permits have increasingly turned into criticism of Gov. Kathy Hochul and President Joe Biden.

Last month, a lawyer representing Hochul sent a letter faulting Adams’ management of the humanitarian crisis. In separate letters to city and state officials, Biden’s Homeland Security secretary questioned the city’s migrant response and offered about two dozen recommendations.

In a joint statement Saturday, City Council Speaker Adrienne Adams (who is not related to the mayor) and Justin Brannan, the council’s finance chair, echoed Adams’ call for assistance, saying the city could not be expected to handle the migrant crisis alone.

“Tens of thousands of people seeking asylum are arriving in our city at a time when we are already confronting a housing crisis, record homelessness and the sunset of federal COVID stimulus funds,” they said.

Brad Lander, the city comptroller, said in a statement Saturday that in addition to help from leaders in Washington and Albany, the city needed a “real long-term” savings plan.

“While our office will review these proposed cuts, one thing is immediately clear: Scapegoating asylum-seekers will not improve education, public safety, housing affordability or quality of life for New Yorkers,” Lander said.

That’s when he said he noticed the intact bullet in the seam of the tufted dark leather cushioning. He said he slipped it into his pocket and headed into the hospital, where he planned to give it to a supervisor but in the confusion instinctively put it on Kennedy’s stretcher instead.

The hospital’s senior engineer later found it when he was moving Connally’s stretcher, by then empty, and bumped it against another stretcher in the hall, resulting in the bullet falling out.

The Warren Commission report said it “eliminated President Kennedy’s stretcher as a source of the bullet” because the president remained on his stretcher until his body was placed in a coffin.

Investigators determined the bullet was fired by the same rifle found in the sixth floor of the Texas School Book Depository. They concluded the bullet passed through Kennedy, then entered Connally’s right shoulder, struck his rib, exited under his right

nipple and continued through his right wrist and into his left thigh.

Doctors concurred that the single bullet could have caused all the damage. But the bullet was described as nearly pristine and had lost only one or two grains of its original 160 or 161 grains in weight, causing skeptics to doubt it could have done all that the commission said it had. Still, ballistic experts using modern forensic techniques concluded the single-bullet theory was plausible.

Six months after the assassination, Landis left the Secret Service. He was generally aware of the conspiracy theories, yet never read a book about them — or the Warren Commission report, for that matter.

Then, in 2014, a local police chief he knew gave him a copy of “Six Seconds in Dallas,” a 1967 book by Josiah Thompson arguing that there were multiple shooters. Landis read it and believed the official account of the bullet was wrong.

That led to conversations with Merletti and Gormley and, eventually, his book.

Newsom to Democrats: ‘Buck up’ and back Biden

Over the past four months, Gavin Newsom, the Democratic governor of California, has traveled to six Republican-led states. He has goaded Gov. Ron DeSantis, the Republican presidential candidate from Florida, to debate on Fox News. He has assembled a small staff of political advisers and created a political action committee to distribute $10 million to Democratic causes and candidates.

And last week, he raised $40,000 for a long-shot candidate for the U.S. Senate in Tennessee, one of the red states he has criticized his own party for neglecting.

By all appearances, Newsom is a man with an eye on the White House, building a national network of supporters and accumulating the kind of goodwill among donors, party operatives and voters that could prove critical should he decide to move beyond Sacramento, California. Newsom said in an interview that he was not running for president and that the time has come for Democrats to rally around President Joe Biden.

“The train has left the station,” Newsom said. “We’re all in. Stop talking. He’s not going anywhere. It’s time for all of us to get on the train and buck up.”

But it may be difficult for Newsom to quiet speculation about his own future. He has spent months positioning himself as one of his party’s leading voices during a time of deep Democratic worry and lingering unease about the political strengths of Biden, who is 80, and his vice president, Kamala Harris.

A CNN poll released Thursday found that 73% of all respondents were “seriously concerned” that the president’s age might affect his mental and physical competence. Some 67% of Democrats said the party should nominate someone else.

Newsom has, by his account, sought to reassure the White House in both public and private that he is no threat to Biden’s reelection campaign. And in turn, Biden’s team has appeared to pull him closer. The governor will be a top Democratic surrogate defending Biden when Republican candidates debate at the Ronald Reagan Presidential Library later this month.

This dance — of raising one’s profile without undercutting the president — is the

challenge for a class of Democrats-in-waiting, which also includes Gov. J.B. Pritzker of Illinois and Gov. Gretchen Whitmer of Michigan. But Newsom, a 55-year-old telegenic, popular-in-his-own-state leader, has made himself the most visible in this group, and he may serve as a reminder of Biden’s shortcoming as he seeks reelection.

“He’s got to be careful about it,” Joel Benenson, a pollster who advised Barack Obama and Hillary Clinton, said of Newsom’s effort to raise his profile. “You don’t want to be too cute by half. If you are going to run, do it. If not, go out there and make the connections and talk to Democrats, learn about these states. The worst mistake would be the way to do it and seem sly about doing it.”

Newsom presents his travel to Republican states as an attempt to build up the Democratic Party in places he argues it has neglected. And while defending Biden, particularly on questions about his age and fitness, he also engages in a debate over cultural issues — transgender rights and gun control, to name two — that Democrats have sometimes avoided.

Newsom spent nearly an hour with Sean Hannity on Fox News in June to make the case for Biden and to defend his own record in California. “You have to give Gavin Newsom a lot of credit,” Hannity said in an interview. “He knew it wasn’t going to be an easy interview.”

Newsom recently turned up at a Boise, Idaho, bookstore to denounce “the insane book bans happening across the country. ” He has picked arguments with Republican governors like DeSantis and Greg Abbott of Texas, on abortion, gun control and trans rights.

“He is taking the fight to the Republicans,” said Jared DeLoof, the executive director of the Democratic Party in Idaho, where Newsom appeared in July. “Too often, Democrats shy away from things like critical race theory or transgender rights or some of these issues that Republican like to pop off about. The governor showed he was really effective on these issues; we can take them on, and we can win.”

Newsom said his activities were done with the consultation and approval of the White House, an assertion confirmed by White House aides.

“I am sensitive to that,” he said, noting

that he has made a point of not visiting states that are at the center of the presidential battleground. “I am trying not to play into the presidential frame.”

(Newsom, however, did suggest that his still-unscheduled debate with DeSantis take place in, among other states, Nevada and Georgia, both of which are likely to be in play in 2024.)

A spokesperson for Biden’s reelection campaign, T.J. Ducklo, said in a statement Friday that Newsom “forcefully and effectively makes the president’s case publicly and is an enormous asset to our fund-raising and organizing operations.”

There are other potential sources of friction as Newsom’s profile rises. Newsom and Harris are ambitious Democrats from the same state who are of similar ages — she is 58 — and have, over the years, had to navigate around each other as they traveled down the same political roads. Harris would almost certainly be a rival in a Democratic presidential primary in 2028.

Newsom, who is banned from seeking a third term as governor, has assembled a skeleton structure of campaign aides — in effect, a campaign-in-waiting.

He has raised $3.5 million for Democratic candidates, Biden among them. He is also distributing money from his political action committee, Campaign for Democracy, further enhancing his standing

with Democratic candidates and political operatives around the country. “If he ever ran for national office, he has a record to run on,” said Sean Clegg, one of Newsom’s top advisers.

Still, should Newsom seek to expand his political ambitions, he faces some serious obstacles.

Newsom won a second term as governor in 2022 with nearly 60% of the vote. But he is a Democrat in an overwhelmingly Democratic state and has never had to face a tough Republican opponent.

Newsom has become the face of a state with a long history of innovation and prosperity, but that state also brings with it some of his party’s biggest challenges: homelessness, a housing crisis and what may be the end of the kind of growth that has defined the California dream. California has always been a political and cultural outlier and has, more than ever, become a rallying point of the right on issues like crime.

Jessica Millan Patterson, the leader of the California Republican Party, said Newsom could prove an appealing national candidate but that he would not play well with swing voters in many states.

“It’s a really difficult sale,” she said. “I don’t think most of the country is looking at California and saying, ‘That’s what we should be doing.’”

Island’s first gluten-free food truck opens its doors in Gurabo

The coronavirus pandemic took down many businesses in Puerto Rico and the mainland United States. However, at the same time, many people pursued ideas of an entrepreneurial nature during the pandemic as a way of coping with the boredom and ennui of lockdown.

That was the case for Nathalie Otera Rivera of Gurabo, but her awakening went somewhat deeper than just being bored at home.

“During the pandemic I randomly got some sort of really aggressive acne reaction all over my face. It was horrible,” Otera Rivera told the STAR. “As I started doing my research, I realized one of the main causes could’ve been lactose, and another one of the causes could be the red meat.”

“When I started cutting those out of my diet, I realized there was a change in my skin,” the 29-year-old said. “It got so much better, and well, since we were not doing anything during the pandemic, I started working in my parents kitchen, cooking and making a couple of things … experimenting. My friends and family were my first customers and they told me I was onto something, so I decided to work on it and create ‘Planeta Aambrosía’ (Planet Ambrosia).”

Ambrosia, in Greek mythology, means “Mana of the gods.”

“The little alien guy on the logo is the official inhabitant of Planet Ambrosia,” Otera Rivera said. “He’s chilling under the palm trees because of the tropical weather, and has his little belly because he’s full of good food. I got the idea one night looking at the stars in my parents backyard and I saw a shooting star and thought of it.”

Apart from the extraterrestrial inhabitant, Planet Ambrosia is quite different from most food trucks because its main menu is vegan food. In fact, it’s the first ever vegan food truck in Gurabo and the first gluten-free food truck on the entire island, according to its owner. On top of all that, it’s the first vegan Mexican food truck in Puerto Rico as well.

“One thing led to another, so I started with vegetable proteins; however, most of the vegetable proteins out there are high in sodium, and because of the genetics of my family I started to try and create foods that were lower in sodium, so I started selling proteins,” Otera Rivera explained. “After that I began expanding to meal preps, until I was finally able to achieve my magnum opus -- the food truck -- and I hired an employee, so from being a one-

person team, it has turned out to be a two-person team so far.”

In other words Otera Rivera started from scratch while still living in her parents’ house, building her audience before opening her establishment. She worked in her parents’ kitchen for nearly two years until she was able to move out and have her own space. Once she had enough space to work in the kitchen, she was able to produce a lot quicker, and in a sense the business grew with her: as she moved out her business expanded. So far, reception has been quite positive as her phone blows up with text messages as everyone writes her positive messages.

The evolution to being open every day took place sooner than she had wanted. On Saturday, the day of the grand opening of Planet Ambrosia, there was a ribbon cutting at 12 noon, where all her family members and friends cheered her on and wished her the best in her travels as a businesswoman.

The general public was invited starting at 1 p.m., and by all indications the grand opening was an absolute success. Most of the food items they had prepared were sold, and the reception on social media was quite positive.

Otera Rivera wasn’t sure how the business was going to go or if it was going to be a success or not, but she worked hard to open her food truck. Meanwhile, many things happened before the grand opening.

“There was a possible hurricane coming, the truck got really busted up -- a lot of the pieces went bad -- my cooking griddle got damaged as well, just a lot of stuff

happened this week,” she said. “Thankfully the hurricane dodged the island, I called a mechanic to fix the truck, and I coincidentally had an extra cooking griddle at home. I was determined to open today no matter what.”

The success of the grand opening made it clear to Otera Rivera that her hard work and determination had paid off.

“I would tell anyone who wants to make their own business to just go for it and look for the proper tools to achieve their goals,” she told the STAR. “I learned how to cook on my own, I learned how to cook vegan food on my own, took lessons, and certified myself as a plant-based chef as well. I have educated myself and looked for the proper tools to educate myself in order to achieve what I desired. So, my advice for anyone who wants to build a business here in Puerto Rico is just to go for it and keep trying hard to make it work.”

In the end, demand was so high that even though the truck closed at 5 p.m. on Saturday, Otera Rivera texted the STAR at 7:50 p.m. that she was finally able to sit down and get some proper rest.

Investor hopes for US soft landing ride on inflation data

U.S. stock investors are turning their focus to next week’s inflation data, which could determine the near-term path of an equity rally that has wobbled in recent weeks.

Signs the U.S. economy is on track for a so-called soft landing, where the Federal Reserve is able to bring down inflation without badly damaging growth, have helped power the S&P 500’s (.SPX) 16% year-to-date gain.

Last week’s employment data played into that narrative, showing the job market remained robust, though not strong enough to spark worries that the Fed would need to hike interest rates more to fight inflation, moves that rocked markets last year.

Consumer price data next week may need to strike a similar balance, investors said. Too high a number could fan fears of the Fed leaving interest rates higher for longer or hiking them more in coming months. That would give investors less reason to hold onto stocks after a tech-led drop in which the S&P 500 lost about 5% from summer highs.

“This inflation demon is far from being destroyed,” said Michael Purves, head of Tallbacken Capital Advisors, who expects signs of higher inflation will weigh on the multiples of megacap growth names that have powered the rally. “If we’re hitting a structural shift with higher nominal GDP growth, that will come with some volatility and unintended consequences.”

Investors trying to assess future Fed policy will watch other data in the coming week too, including a reading of the producer price index and retail sales.

The U.S. central bank is widely expected to hold benchmark rates steady at its Sept. 20 meeting. Markets are also pricing in a nearly 44% chance of a rate hike at the Fed’s Nov. meeting, up from 28% a month ago.

“If we get a high inflation print we will see those expectations pick right up” for September and November, said Randy Frederick, managing director of trading and derivatives for the Schwab Center for Financial Research.

Strategists and investors currently have largely held faith in the market despite stocks’ recent wobble. Some, though, are growing more cautious.

Reasons for optimism include the relative outperformance of the U.S. economy compared to Europe and China, and signs the so-called profit recession among S&P 500 companies may be over.

Still, worries over an economic slowdown in China and concerns that U.S. corporate margins will shrink have led some market participants to believe squeezing more gains out of stocks will grow more difficult.

a hit from rising competition from China’s Huawei.

“We think we are still in a bull market that will hit new highs before the end of the year, but it will be a choppy road,” said Ed Clissold, Chief U.S. Strategist at Ned Davis Research.

The S&P 500 is down about 5% from its July highs, which has made stock valuations broadly more attractive given the low possibility of an imminent recession,

said Jonathan Golub, senior equity strategist at Credit Suisse Securities.

Forward price to earnings multiples for 10 out of the 11 sector groups of the S&P 500 fell in August, he noted, though the P/E for the index as a whole remains near 20, compared with 17 at the end of 2022.

Still, much of the bull case for stocks hinges on softer inflation eventually pushing the Fed to lower interest rates.

“If we saw a further material rise in interest rates, the equity market would not take that well,” said David Lefkowitz, head of U.S. equities at UBS Global Wealth Management.

Morocco races to dig out survivors after strongest quake in 100 years

Rescuers in Morocco raced to reach remote areas in the mountains outside Marrakech on Sunday after the worst earthquake to hit the area in a century flattened homes across central and southern parts of the country, killing more than 2,000 people.

The extent of the damage and number of casualties after the magnitude 6.8 earthquake late Friday remained unclear because the hardest-hit communities were in the High Atlas Mountains, where the few roads appeared to be blocked by debris, and where phone service and electricity had been knocked out.

State media showed footage of helicopters airlifting aid to remote areas, where many homes are made of mud bricks, a traditional construction method that is highly vulnerable to earthquakes and heavy rains.

In Marrakech, the largest city in southern Morocco, residents confronted piles of rubble from buildings that had crumbled around them. In rural areas, Moroccans climbed through the canyons between collapsed homes to retrieve bodies.

And in some remote areas, residents sifted through mountains of debris with their bare hands in search of survivors.

From isolated mountain villages to the roads into Marrakech, people set up camps outside, either because their homes were uninhabitable or because they feared aftershocks. The U.S. Geological Survey said that a 3.9-magnitude earthquake,

almost certainly an aftershock, struck the area just before 9 a.m. on Sunday.

Here are other details:

— At least 2,122 people were killed in the quake, Moroccan state television reported late Sunday afternoon, and more than 2,421 were injured.

— Spain said it was sending search and rescue teams to Morocco, and Qatari

state media reported that Qatar would deploy specialized vehicles and equipment. But some countries were still waiting for Morocco to formally request help. “The moment, the second they ask, we will deploy,” President Emmanuel Macron of France said on the sidelines of the Group of 20 summit in India.

— Moroccan authorities announced three days of national mourning. The Moroccan army said the air force was evacuating casualties from the hardest-hit region of Haouz to a military hospital in Marrakech. The office of King Mohammed VI said that after a crisis meeting with officials in Rabat, the capital, he had ordered the government to rapidly provide shelter and rebuild houses for those in distress, “particularly orphans and the vulnerable.”

The extent of the damage and number of casualties after the magnitude 6.8 earthquake late Friday remained unclear.

— The United Nations Office for the Coordination of Humanitarian Affairs said in a statement that more than 300,000 civilians in Marrakech and its outskirts had been affected by the earthquake. “Many families are trapped under the rubble of their homes, and damage to parts of Marrakesh’s Medina, a UNESCO World Heritage Site, have also been reported,” the statement said.

Russia targets Ukraine’s capital with barrage of drones

Ukraine’s military said on Sunday that it had foiled a large Russian drone attack on the capital, Kyiv, overnight, the latest barrage in a campaign intended partly to destroy military and energy infrastructure but also apparently aimed at terrorizing and demoralizing the local population.

The military said it shot down 26 of the 33 drones launched at the capital. The fate of the other seven drones was unclear. Blast waves and falling debris wounded four people and damaged dozens of houses and residential buildings, according to local military authorities. The reports have not been independently verified.

“Drones entered the capital in groups and from different directions,” Serhiy Popko, the head of Kyiv’s military administration, said as he thanked the troops staffing the capital’s air-defense systems, which have proved increasingly effective at downing most of the Russian drones and missiles targeting Kyiv.

Since beginning its full-scale invasion of Ukraine more than 18 months ago, Russia has regularly unleashed large-scale barrages of missiles, rockets and drones on Kyiv. Last week, the region experienced one of the most significant barrages in months, with a combination of cruise missiles and drones fired at the capital. Ukrainian officials said that two people had been killed by falling debris.

Sunday’s attacks followed an increasingly familiar pattern of dueling aerial assaults, in which areas of Ukraine and Russia are both targeted nearly simultaneously.

Russia’s Defense Ministry said on Sunday that its army had downed a Ukrainian drone over the Bryansk region, close to the Ukrainian border. It also said that eight Ukrainian drones were shot down by air defenses over the Russian-occupied peninsula of Crimea, which Russia annexed in 2014.

The Russian claims could not be independently verified. Ukrainian officials did not immediately comment on the attack on the Bryansk region, as is their general custom on attacks inside Russia.

In addition to targeting Kyiv, Russia has also directed many of its drone attacks on Ukrainian grain and port facilities near the Danube River in recent months. Ukraine has used the waterway as an alternative route to export grain since Russia pulled out of an agreement that allowed Ukrainian agricultural shipments through the Black Sea.

The attacks on the Danube facilities are seen as an attempt by Russia to tighten its stranglehold on the Ukrainian economy. But they have also come perilously close to Romania, a NATO member, raising fears that a Russian drone or missile flying a short distance off course could risk dragging the Western military alliance into a direct military confrontation with Russia.

World’s climate report card says we’re trying, but urgently need improvement

Eight years after world leaders approved a landmark agreement in Paris to fight climate change, countries have made only limited progress in staving off the most dangerous effects of global warming, according to the first official report card on the global climate treaty.

Many of the worst-case climate change scenarios that were much feared in the early 2010s look far less likely today, the report said. The authors partly credit the 2015 Paris Agreement, under which, for the first time, almost every country agreed to submit a voluntary plan to curb in its own planet-warming emissions. Since then, the rise in global greenhouse gases has notably slowed.

Yet those efforts still aren’t enough to avoid calamity, according to the report, which was written by representatives from the United States and South Africa and based on contributions from hundreds of governments, scientists and civil society groups from around the world.

Under the Paris Agreement, countries vowed to limit the rise in average global temperatures to “well below” 2 degrees Celsius, or 3.6 Fahrenheit, above preindustrial levels and make a good-faith effort to stay at 1.5 degrees Celsius. Past that level, the dangers from intense flooding, wildfires, drought, heat waves and species extinction could become unmanageable, scientists have said. Earth has already heated up roughly 1.2 degrees Celsius since preindustrial times.

Countries are far from meeting those goals. Current climate pledges would put the world on track for a significantly more hazardous 2.5 degrees Celsius or so of warming by 2100, assuming nations followed through on their plans. In order to keep global warming at safer levels, global emissions would need to plunge roughly 60% by 2035, which would most likely require a much faster expansion of energy sources like wind, solar or nuclear power and a sharp decrease in pollution from fossil fuels like oil, coal and natural gas.

The new report is part of what’s known as the global stocktake. When countries approved the Paris Agreement, they agreed to meet every five years, starting in 2023, to officially assess how the fight against climate change was going and see whether they should ratchet up their efforts.

The report, nearly two years in the

making, is meant to serve as the foundation for the next round of United Nations climate negotiations, known as COP28, that will start in late November in Dubai, in the United Arab Emirates. There, countries will discuss how to respond to the global stocktake and what more they can do.

“I urge governments to carefully study the findings of the report and ultimately understand what it means for them and the ambitious action they must take next,” said Simon Stiell, the U.N. climate head. “The global stocktake is a critical moment for greater ambition and accelerating action.”

The man overseeing this year’s climate negotiations, Sultan al-Jaber, is the head of both the Emirates’ biggest renewable energy company and its national oil company, a dual role that has provoked criticism from many environmentalists, who say he is unlikely to be an impartial mediator.

Al-Jaber has said he wants countries to triple renewable energy capacity by 2030. He also wants nations to agree, for the first time, on a long-term goal of phasing out “unabated” fossil fuels. That phrasing would allow for the continued use of oil, coal or gas if companies can capture and bury the emissions those fuels produce — a technology that has struggled to gain traction because of high costs.

The new global stocktake report says those measures, and many others, are “ur-

gently” needed.

“The United Nations’ polite prose glosses over what is a truly damning report card for global climate efforts,” said Ani Dasgupta, president of the World Resources Institute. “Carbon emissions? Still climbing. Rich countries’ finance commitments? Delinquent. Adaptation support? Lagging woefully behind.”

One perennial sticking point in global climate talks is that developing nations say they can’t afford to shift rapidly away from fossil fuels and adapt to fiercer heat waves and storms without outside help.

Under the Paris deal, wealthy emitters like the United States and Europe vowed to provide $100 billion per year from public and private sources by 2020 for this purpose. But they have yet to fulfill that promise. In 2020, industrialized countries provided $83.3 billion in climate finance. And only a small fraction of that money goes toward adaptation, such as building sea walls or helping farmers cope with drought, which is often the most pressing need.

The report notes that developing countries will ultimately need trillions of dollars to prepare for climate change and calls for wider systemic reforms, such as reforming lending practices at multilateral banks or aiding countries that are saddled with large debt burdens.

“There’s been so much focus on hold-

ing developed countries accountable for their $100 billion promise, which is absolutely important,” said Charlene Watson, a senior research associate at the Overseas Development Institute. “But the reality is we’ll need so much more.”

Countries have also made some progress in adapting to climate threats by, for instance, building flood barriers or installing early warning systems for tropical cyclones. But those efforts are often “incremental” and unequally distributed, the report warned. Preparing for future threats, like dwindling freshwater supplies or irreversible ecosystem damage, will require “transformational” changes in climate adaptation.

One obstacle, the report noted, is that it is often difficult to track adaptation efforts or measure how successful they are.

“It’s a lot harder to track progress on adaptation than it is to track progress on finance or cutting emissions,” said Richard Klein of the Stockholm Environment Institute, who added that coming up with global goals for adaptation would be a key challenge for future climate talks.

The big question now, experts said, is how countries will respond to the global stocktake.

“We’ve had lots of reports about lack of progress over the years, but what’s different about this one is that it isn’t a group of scientists or a single U.N. agency saying this,” said Rachel Kyte, a veteran climate diplomat and former dean of the Fletcher School at Tufts University. “This is something that all the countries have had a say in.”

“This is like sitting down with your doctor and agreeing that your liver could be better, you really need to be in better shape,” Kyte added. “Now are you going to get off the couch and do something about it, or just sit there and ignore it?”

G20 declaration omits criticism of Russia, notes Ukrainians’ ‘suffering’

Apainstakingly negotiated declaration Saturday evening at the Group of 20 summit in New Delhi omitted any condemnation of Russia’s invasion of Ukraine or its brutal conduct of the war, instead lamenting the “suffering” of the Ukrainian people.

It was an eye-opening departure from a similar document agreed to less than a year ago in Bali, when leaders acknowledged different views over the invasion but still issued a strong condemnation of the Russian invasion and called on Moscow to withdraw its troops.

This year, amid low expectations that the divided group would reach any sort of consensus with Ukraine, the declaration pointed to past United Nations resolutions condemning the war and noted the “adverse impact of wars and conflicts around the world.” The statement also called on Russia to allow the export of grain and fertilizer from Ukraine and “to support a comprehensive, just and durable peace.”

U.S. officials defended the agreement, saying it built on the statement released last year and that the United States was still pressing for peace in Ukraine.

“From our perspective, it does a very good job of standing up for the principle that states cannot use force to seek territorial acquisition or to violate the territorial integrity and sovereignty or political independence of other states,” Jake Sullivan, President Joe Biden’s national security ad-

viser, told reporters.

But Oleg Nikolenko, a spokesperson for Ukraine’s Foreign Ministry, said on Facebook that the omission of Russian aggression was “nothing to be proud of.”

Biden and his advisers focused on what the new declaration had achieved: It included new language on the issue of global debt and on overhauling institutions such as the World Bank to address the growing strains on poorer countries; an invitation to the African Union to join the G20; and a push for more financing to help vulnerable nations deal with the costs of dealing with climate change. The declaration also underscored the potential of digital technologies to increase inclusion in global economies.

Biden joined other leaders in announcing a project to create a rail-andshipping corridor linking India to the Middle East and, eventually, Europe. It was a promise of new technological and trade pathways, they said, in a part of the world where deeper economic cooperation was overdue.

The project lacked key details, including a time frame or budget. Even so, it represented much softer than usual rhetoric about Russia from Biden and other Western leaders, who have spent the better part of two years spending billions on arming

Ukraine and burning untold domestic political capital building support for the war. Facing a summit rife with deep divisions, Biden did not speak publicly about the war or almost anything else, except to say “it would be nice” if Chinese President Xi Jinping, who skipped the summit along with Russian President Vladimir Putin, had attended.

Biden spent most of his time at the summit quietly nurturing his relationship with Narendra Modi, India’s prime minister, who has continued his country’s traditional practice of abstaining from superpower skirmishes, but who has his own tensions with China. He is also keenly interested in presenting himself — and his country — as an ascendant global player.

“Biden, like previous presidents, is trying to bring India closer,” said Richard Haass, a foreign policy veteran and former president of the Council on Foreign Relations. “He’s having limited success, but that’s the nature of the relationship. That’s baked into the cake here.”

Haass said joint declarations often take on the characteristics of the host country. In this case, he said, it seemed “the host determined not to antagonize either China or Russia.” He called the statement — and the economic summit — an example of “incremental diplomacy” and not a forum

where the conflict could be resolved.

White House officials did not publicly say why the United States would sign onto a joint agreement that did so little to keep pressure on Russia, although the Russians had loudly complained about the focus on them. (Maria Zakharova, the spokesperson for Russia’s Foreign Ministry, cited the “Ukrainization” of the summit to explain Putin’s absence.)

Besides Ukraine, there were other points of contention over the declaration. Sullivan was asked about reports that the Chinese had objected to language in a draft that confirmed that the United States would host the G20 meeting in 2026. “On the issue of China, all I can say is the communiqué is done,” he said.

The absence of two of the group’s most influential leaders, coupled with the ongoing war in Ukraine, had raised questions about whether the summit meeting could achieve much of anything given the current geopolitical divisions. Biden administration officials spent much of their time with reporters assuring them that the summit was still effective.

Biden’s advisers pointed to the announcement of plans to build a rail-andshipping corridor from India through the Middle East to Europe as evidence that the group could build connections even in fraught territory.

Biden notably stayed away from the democracy-versus-autocracy themes that shape much of his messaging overseas and at home. (At one point, Biden did pose for a photo with the leaders of several other democracies, including India, Brazil and South Africa.) And, his advisers stressed that the G20 was not competing with forums such as the group of nations known as BRICS — Brazil, Russia, India, China and South Africa.

They pointed out that reaching a consensus on the declaration, even if it was a softer one, was a labor of effective diplomacy.

“The G20 is just a more diverse body with a wider range of views,” said Jon Finer, Biden’s deputy national security adviser. “It gives us a chance to interact with and work with and take constructive steps with a wider range of countries, including some we don’t see eye to eye with on every issue.”

Why is Joe Biden so unpopular?

Joe Biden is an unpopular president, and without some recovery, he could easily lose to Donald Trump in 2024. By itself, this is no great wonder: His two predecessors were also unpopular at this stage of their presidencies, also endangered in their reelection bids.

But with Trump and Barack Obama, there were reasonably simple explanations. For Obama, it was the unemployment rate, 9.1% in September 2011, and the bruising battles over Obamacare. For Trump, it was the fact that he had never been popular, making bad approval ratings his presidency’s natural default.

For Biden, though, there was a normal honeymoon, months of reasonably high approval ratings that ended only with the chaotic withdrawal from Afghanistan. And since then, it’s been hard to distill a singular explanation for what’s kept his numbers lousy.

The economy is better than in Obama’s first term, inflation is ebbing, and the feared recession hasn’t materialized. The woke wars and COVID battles that disadvantaged Democrats are no longer central, and the post-Roe culture wars seem like friendlier terrain. Biden’s foreign policy team has defended Ukraine without (so far) a dangerous escalation with the Russians, and Biden has even delivered le-

gislative bipartisanship, co-opting Trumpian promises about industrial policy along the way.

This has created mystification among Democratic partisans as to why all this isn’t enough to give the president a decent polling lead. I don’t share that mystification. But I do think there’s real uncertainty about which of the forces dragging on Biden’s approval ratings matter most.

Start with the theory that Biden’s troubles are mostly still about inflation — that people just hate rising prices and he isn’t credited with avoiding a recession because wage increases have been eaten up by inflation until recently.

If this is the master issue, then the White House doesn’t have many options beyond patience. The administration’s original inflationary sin, the overspending in the American Rescue Plan Act, isn’t going to be repeated, and apart from the possibility of an armistice in Ukraine relieving some pressure on gas prices, there aren’t a lot of policy levers to pull. The hope has to be that inflation continues to drift down, real wages rise consistently and in November 2024, Biden gets the economic credit he isn’t getting now.

But maybe it’s not just the economy. Across multiple polls, Biden seems to be losing support from minority voters, continuing a Trump-era trend. This raises the possibility that there’s a social-issues undertow for Democrats, in which even when wokeness isn’t front and center, the fact that the party’s activist core is so far left gradually pushes culturally conservative African Americans and Hispanics toward

the GOP — much as culturally conservative white Democrats drifted slowly into the Republican coalition between the 1960s and the 2000s.

Bill Clinton temporarily arrested that rightward drift by deliberately picking public fights with factions to his left. But this has not been Biden’s strategy. He’s moved somewhat rightward on issues such as immigration, in which progressivism’s policy vision hit the rocks. But he doesn’t make a big deal about his differences with his progressive flank. I don’t expect that to change — but it might be costing him in ways somewhat invisible to liberals at the moment.

Or maybe the big problem is just simmering anxiety about Biden’s age. Maybe his poll numbers dipped first in the Afghanistan crisis because it showcased the public absenteeism that often characterizes his presidency. Maybe some voters just assume that a vote for Biden is a vote for the hapless Kamala Harris. Maybe there’s just a vigor premium in presidential campaigns that gives Trump an advantage.

In which case a different leader with the same policies might be more popular. Lacking any way to elevate such a leader, however, all Democrats can do is ask Biden to show more public vigor, with all the risks that may entail.

But this is at least a strategy, of sorts. The hardest problem for the incumbent to address may be the pall of private depression and general pessimism hanging over Americans, especially younger Americans, which has been worsened by COVID but seems rooted in deeper social trends.

I don’t see any obvious way for Biden to address this issue through normal presidential positioning. I would not recommend updating Jimmy Carter’s malaise speech with the therapy-speak of contemporary progressivism. I also don’t think the president is suited to be a crusader against digital derangement or a herald of religious revival.

Biden got elected, in part, by casting himself as a transitional figure, a bridge to a more youthful and optimistic future. Now he needs some general belief in that brighter future to help carry him to reelection.

But wherever Americans might find such optimism, we are probably well past the point that a decrepit-seeming president can hope to generate it himself.

‘SAN JUAN – El presidente de la Comisión de Gobierno, Ramón Ruiz Nieves realizará el día de hoy una Vista Pública sobre los planes del Departamento de Educación para lidiar con la ola de calor que afecta al País, desde abril de 2023 y que ha causado múltiples problemas educativos y de salud en el inicio del Año Escolar 2023 – 2024, que comenzó en agosto.

“Estamos citando a esta Vista Pública después de las reuniones que realizó el Departamento de Educación con las comunidades escolares a la secretaria porque el pueblo necesita contestaciones clara y precisas. Queremos conocer cuáles serán los planes a corto y largo plazo y como se lidiará con el problema de voltaje en las escuelas. La doctora Yanira Raíces confirmó la asistencia y esperamos que traiga soluciones reales y que se puedan implementar”, explicó Ruiz Nieves.

A la audiencia pública que se realizará en el Salón de Audiencias María Martínez, a las 9:00 am, en el Salón María Martínez, localizado en el Anexo Senado comparecerán la secretaria designada del Departamento de Educación, la Autoridad de Edificios Públicos y la Oficina para Mejoramiento de las Escuelas Públicas. En la convocatoria a la Vista pública se le pidió a los funcionarios que traigan información actualizada de cómo se atenderá la crisis que ha causado la ola de calor en estos meses. Pero, como es un problema que continuará en los próximos años es necesario informar cómo se dotará y se costeará a los 33 mil salones de clases de acondicionadores de aire

u otra alternativa para mitigar el calor.

“El calor en los salones es un problema que afecta a estudiantes en múltiples países. Dos de las más prestigiosas universidades de Estados Unidos aseguran que las altas temperaturas afectan al rendimiento escolar y provocan otros problemas de salud y conducta entre los estudiantes. Estamos discutiendo un problema que podría afectar el desarrollo de todo el año escolar y puede violar la política pública adoptada en la Ley Núm. 195-2012, según enmendada, conocida como “La Carta de Derechos del Estudiante” que reconoce como obligación del Estado proveerle las herramientas

necesarias a los alumnos para que puedan destacarse y desenvolverse exitosamente en sus estudios. Esto no se puede cumplir en salones caluros que provocan comportamiento irritable entre los alumnos”, afirmó el también senador por el Distrito de Ponce.

Una temperatura aceptable para que el estudiante tenga las condiciones de aprovechamiento en sus clases sería de 75 grados Fahrenheit. Para esto es necesario, instalar acondicionadores de aire en los 33,000 salones escolares. Esto trae otro problema, la carga eléctrica necesaria para el buen funcionamiento de las unidades. Para trabajar con esta situación y como parte de la legislación para combatir el cambio climático, un grupo de senadores, incluyendo a Ruiz Nieves radicaron el proyecto del Senado 1256, el cual establece la “Ley de Energía Renovable en las escuelas públicas de Puerto Rico”, a los fines de ordenar la implementación de energía renovable en los planteles escolares públicos del País y declarar como política pública del Estado Libre Asociado el uso de fuentes de energía renovable como primera alternativa para proveer electricidad a las escuelas públicas.

“El Gobierno tiene que proveer planteles adecuados y amigables a los estudiantes, esta es una de las prioridades de este Senador. Tenemos que aceptar la realidad, que nuestras escuelas no están aptas para los nuevos cambios en el clima que produce el calentamiento global. Es por esto, que tenemos que actuar de inmediato para atender la crisis por la ola de calor y que nos ocupemos de que las agencias conviertan las escuelas en sismo y temperatura resistentes”, finalizó el presidente de la Comisión de Gobierno.

ARECIBO – Frankie Guerra, presidente de la Organización de Base de Fe del Partido Popular Democrático (PPD), entidad que es parte de la Junta de Gobierno de dicha colectividad, comenzó este fin de semana una serie de reuniones por los distritos senatoriales como parte del proceso de reorganización y avivamiento de los miembros de este organismo.

“El evento denominado ‘Encuentros de Fe’ se llevó a cabo por primera vez ayer sábado en el Comité Municipal de Arecibo. El mismo contó con la participación del Presidente del PPD y legislador por acumulación

Jesús Manuel Ortiz, el alcalde de Arecibo, Carlos ‘Tito’ Ramírez Irizarry, la senadora del Distrito de Arecibo, Elizabeth Rosa Vélez, además de líderes de los municipios que componen dicho distrito”, detalló Guerra.

“Este es el primero de muchos eventos denominados ‘Encuentros de Fe’ que estaremos llevando a cabo en los (8) ochos distritos de Puerto Rico, donde presentamos los planes de la organización de cara al proceso eleccionario que se avecina”, añadió el presidente de los Populares de Base de Fe. “Agradecemos a nuestra institución política por la creación de esta organización que resalta los valores de un pueblo cristiano y que mantiene la puerta abierta a todos”, añadió Guerra.

‘Poor Things’ takes top prize at Venice Film Festival

“Poor Things,” directed by Yorgos Lanthimos, was awarded the Golden Lion for best film at the 80th Venice International Film Festival on Saturday by a competition jury led by Damien Chazelle. The film stars Emma Stone in a virtuoso performance as a woman with an initially childlike understanding of the world who comes into her own through a sexual and philosophical journey.

Bella Baxter, the main character in the film, “wouldn’t exist without Emma Stone,” Lanthimos said. “This film is her, in front of and behind the camera.” Stone previously collaborated with Lanthimos on “The Favourite,” which won the Grand Jury Prize at the festival in 2018.

Like many other actors in films screened at the festival, Stone was not in attendance, as the strike by the Screen Actors Guild-American Federation of Television and Radio Artists, the union that represents television and movie actors, continued.

Set in a partly fantastical 19th century Europe, “Poor Things” follows Bella on her eye-opening adventures in Tony McNamara’s adaptation of the 1992 Alasdair Gray novel. The film also stars Willem Dafoe as Bella’s father, who is a doctor; Ramy Youssef as his assistant and her suitor; and Mark Ruffalo as a lascivious lawyer.

Lanthimos said the film took “quite a few years” to bring into being, before “the world, or our industry,” was ready for its story. The award announcement was met with a roar of applause.

The 80th edition of the festival opened with “Comandante,” a historical drama about an Italian submarine that rescued Belgian sailors during World War II. Other prominent films included “Maestro,” “Priscilla,” “The Killer,” “Ferrari,” “Hit Man,” “Origin,” “El Conde,” “Aggro Dr1ft,” “Coup de Chance,” “Dogman” and William Friedkin’s final film, “The Caine Mutiny Court-Martial.”

The latest edition received wide acclaim despite advance speculation that the SAG-AFTRA and Writers Guild of America strikes in Hollywood might affect the festival’s impact. Stars were largely absent. However, there were exceptions, including Adam Driver and Jessica Chastain, thanks

to interim agreements secured with SAGAFTRA; both actors expressed support for the strikes. But the filmmakers did not disappoint: Before the awards ceremony, crowds chanted “Yorgos! Yorgos!” when the director walked onto the red carpet.

The Silver Lion Grand Jury Prize went to “Evil Does Not Exist,” from Ryusuke Hamaguchi, whose film “Drive My Car” won an Academy Award. His latest feature centers on a small town in Japan trying to fend off a planned glamping site.

Immigration was a recurring theme among the prizewinners. The Silver Lion for best director went to Matteo Garrone for the immigration drama “Me Captain.” The Special Jury Prize went to Agnieszka Holland for “Green Border,” her multifaceted look at immigration to Poland.

The Volpi Cup for best actress was awarded to Cailee Spaeny, who played the titular role in Sofia Coppola’s “Priscilla,” the story of Priscilla Presley’s relationship with Elvis Presley. The best actor award went to Peter Sarsgaard for his role as a man with dementia who is accused of past abuse in Michel Franco’s “Memory.” In his acceptance speech, Sarsgaard spoke movingly against the threat of artificial intelligence. Seydou Sarr won the Marcello Mastroianni Award, given to an outstanding emerging actor, for

“Me Captain.”

The best screenplay honor was given to “El Conde,” a vampiric re-imagining of Gen. Augusto Pinochet, the Chilean dictator, written by Guillermo Calderón and Pablo Larraín, who also directed. “Love Is a Gun,” directed by Lee Hong-Chi, received the Lion of the Future award for best debut feature.

“Thank You Very Much,” a playful look at Andy Kaufman, won the Venice Classics award for best documentary on cinema.

For the Orizzonti section, another competition slate in the festival, the top prize went to “Explanation for Everything,” an expansive work from Hungarian director Gabor Reisz. “El Paraiso,” a mother-daughter drama, also won two awards in this section: Margarita Rosa de Francisco won for best actress, and Enrico Maria Artale won for best screenplay. Notably, a Mongolian film, “City of Wind,” was honored for best actor (Tergel Bold-Erdene).

Edith Grossman, who elevated the art of translation, dies at 87

Edith Grossman, whose acclaimed translations of “Love in the Time of Cholera” by Gabriel García Márquez and “Don Quixote” by Miguel de Cervantes raised the profile of the often-overlooked role of the translator, died last Monday at her home in New York. She was 87.

The cause was pancreatic cancer, her son Kory Grossman said.

An earthy, tough New Yorker who was known as “Edie,” Grossman dedicated herself to translating Latin American and Spanish authors at a time when literary translation was not considered a serious academic discipline or career.

Translators had long been seen as the “humble Cinderella” of publishing, she said in an interview for this obituary in 2021. But as she wrote in her groundbreaking book “Why Translation Matters” (2010), she saw the role “not as the weary journeyman of the publishing world, but as a living bridge between two realms of discourse, two realms of experience, and two sets of readers.”

Grossman was among the first to insist that on any book she translated, her name appear on the cover along with that of the author, a practice that publishers had traditionally resisted for both financial and marketing reasons. They liked to think that they could wave “a magic wand” and turn a book from one language into another, she joked in the interview. “And no human is involved. No human who needs to be paid?”

When her translation of “Don Quixote” appeared in 2003 — with her name on the cover along with that of Cervantes — it elevated not only her own career but also helped raise the stature of literary translation. Her “Don Quixote,” published by a HarperCollins imprint, became widely admired as the definitive English version, and she went on to inspire a new generation of translators.

“Though there have been many valuable translations of ‘Don Quixote,’” critic Harold Bloom wrote in an introduction, “I would commend Edith Grossman’s version for the extraordi-

narily high quality of her prose.”

Grossman believed that translation was a creative act undertaken in harmony with the author, the way an actor speaks the lines of a playwright. This view of translation reflected her own method, which she described as an auditory process.

“I think of the author’s voice and the sound of the text, then of my obligation to hear both as clearly and profoundly as possible,” she wrote in “Why Translation Matters,” “and finally of my equally pressing need to speak the voice in a second language.”

Her technique helped make her one of the most sought-after translators of Latin American literature in the 1980s and ’90s. She was among those who gave English-language readers access to the works of Gabriel García Márquez, Isabel Allende, Carlos Fuentes, Laura Esquivel and others who were writing in an entirely new genre known as magical realism.

Grossman became García Márquez’s preferred translator after an agent who lived in her building on Manhattan’s Upper West Side asked her one day, “Would you be interested in translating García Márquez?”

“Are you kidding me?” she recalled responding.

She sent in a 20-page sample of how she would translate García Márquez’s masterwork “Love in the Time of Cholera,” which was originally published in Colombia in 1985, and thus began her lifelong collaboration with him, a Nobel Prize-winning author whose work she found both exhilarating and challenging. Her English version was published by Alfred A. Knopf in 1988.

Translating him, she said in the interview, “was like doing an intense crossword puzzle.”

He later paid her the ultimate compliment, telling her, “You are my voice in English.”

Grossman was born Edith Marion Dorph in Philadelphia on March 22, 1936. Her father, Alexander Dorph, was a shoe salesperson and union organizer who eventually owned his own shoe store. Her mother, Sarah (Stern) Dorph, was a secretary and homemaker.

It was Grossman’s high school Spanish teacher, Naomi Zieber, who inspired her to major in Spanish at the University of Pennsylvania, and she started doing translations as an under-

graduate.

She received her bachelor’s degree in Spanish language from Penn in 1957 and her master’s in Spanish literature in 1959. She spent a year in Spain as a Fulbright scholar in 1962 and two years at the University of California, Berkeley, before returning to New York to earn her doctorate in Latin American literature at New York University in 1972.

While a graduate student at the start of her teaching career, Grossman encountered a bias against women in academia.

“I had a professor who once said to me: ‘You know you’re taking the space of somebody who’s going to go on in the field, and you’re just going to get married and have kids,’” she recalled to the online magazine Asymptote in 2019. She added, “I told him, ‘You have no way of knowing what I am going to do.’”

Her phone kept ringing with translation work, and by the 1970s she decided to step away from the academic track and try translating full time.

“What you lose in financial security you gain in intellectual independence,” she said in the 2021 interview.

The gamble paid off.

As her reputation grew, Grossman accepted part-time teaching positions at NYU, Columbia University and other colleges in the New York area but spent most of her career working as a translator.

It took two years to translate “Don Quixote,” but she derived enormous satisfaction from it. “Going to the 17th century with Cervantes was like going there with Shakespeare,” she said. “Sheer joy.”

Grossman’s many honors and awards included the PEN/Ralph Manheim Medal for Translation; the Arts and Letters Award in Literature from the American Academy of Arts and Letters; and the Officer’s Cross of the Order of Civil Merit awarded by King Felipe VI of Spain.

Her marriage to Norman Grossman, a musician, in 1965 ended in divorce in 1984. In addition to her son Kory, she is survived by another son, Matthew, and a sister, Judith Ahrens.

Delays and cancellations: Know your rights

Flight delays and cancellations are unfortunate inevitabilities, especially in summer, when more people are flying and severe weather tends to occur more frequently.

How can you get your trip back on track when things go frustratingly wrong? Start by reading the fine print before booking, understanding what’s owed to you and being proactive at the airport in asking for what you want. Here’s how to do it.

Prep before you go

Download your airline’s app, which often shows an aircraft’s location and also posts timely updates on a flight’s status or gate changes. Updates may appear here before anywhere else.

The day of your flight, you can also scan FlightAware, a flight-tracking service accessible by app and website, to get a sense of delays and cancellations across major airports. Keep an eye on the weather, too.

It can help to know what airlines your carrier partners with, in case you need to be rebooked on another airline. In addition to partnerships like code shares, when an airline operates a flight on behalf of another, or alliances, most airlines also have relationships known as interline agreements that allow them to transfer passengers to flights on other carriers.

This information isn’t always readily available online; experts suggest calling an airline’s customer service for more guidance.

Be aware that if you have a ticket with a low-cost airline, like Frontier Airlines, Southwest Airlines or Spirit Airlines, you are most likely out of luck: They generally do not rebook on any other carrier.

Go deeper than the dashboard

The Transportation Department’s airline cancellation and delay dashboard is a helpful resource that spells out what 10 of the larger domestic airlines offer passengers. But this dashboard is not your only tool. Customer-service plans for specific airlines (located on their websites, and with links from the DOT dashboard) have further detail about passenger entitlements.

For example, if your United Airlines flight is canceled because of reasons within the carrier’s control, such as understaffing, and you are rerouted to a flight that departs the next day, you are entitled to a voucher for food, a nearby partner hotel and transportation. If a room is not available at the airline’s hotel, and you must find another accommodation, United will reimburse you for “reasonable hotel costs.” There’s nothing on the United customer-service site indicating that food receipts or taxi receipts will be reimbursed.

If a delay or cancellation is the airline’s fault, most major carriers can also rebook you on another airline. A

few have this ability regardless of what led to the disruption.

In most instances, American Airlines will rebook you on another airline if there are no American flights until the next day. Delta Air Lines also commits to organizing flights on alternative airlines if necessary, though it is not clear under what circumstances it will do this.

Strategize your ask

In the United States, if your flight is canceled, for whatever reason, all airlines must either rebook you on another flight or give you a prompt refund, even if you have a nonrefundable ticket, according to the Transportation Department.

When a delay or cancellation is caused by the airline, passengers — in most cases — are entitled to a handful of services after wait times have exceeded three hours. Major carriers will provide meals or meal vouchers. And if travelers are forced to stay overnight, most airlines will cover the costs of a hotel stay and associated transport.

But getting what you’re entitled to can be a challenge when hundreds of passengers are lined up and waits for a customer service rep on the phone can stretch to hours. That’s where being strategic can make a difference.

Mary Cropper, a travel specialist at Audley Travel, advised against asking for help at the gate, where many other passengers will be, too. Instead, seek out an air-

line’s service desk. Airport lounges, some of which are accessible by day pass, may also be a swifter avenue to assistance, she said.

When you do reach the customer service rep, be prepared with the specific request for the outcome you want, whether it’s being rebooked on a certain flight or a flight on a partner airline, or departing from a different airport from the one you might be stranded in. Don’t just ask what your options are.

“If an alternate flight arrangement does not get you where you need to be or when you need to be there, ask for something better,” said James Ferrara, the founder of InteleTravel, a global travel adviser network. And mention if you’re a frequent flyer or have an inflexible commitment like a wedding or a work conference, he added.

Just do it

Experts said passengers can also take matters into their own hands, whether that’s booking a hotel or a new flight, and submitting receipts later for reimbursement with an airline’s customer relations team. However, there is some risk that an airline won’t foot the bill, said Bobby Laurie, a travel expert and former flight attendant.

“You also have to be 100% sure you are in the right and are owed the reimbursement,” he said. “Armed with information, you make the best advocate for yourself. But you really, really, have to read the fine print.”

Understand that rights may differ with international flights

In the European Union, flight cancellations or long delays may give passengers the right to either a refund or a replacement flight. There may also be compensation of up to 600 euros (about $660) based on factors such as how long you waited, how much notice you were given about a schedule change, the flight’s distance, and the cause of the delay or cancellation.

The rule covers all passengers, regardless of nationality, and outbound flights from and within the EU, including on U.S. carriers. On flights into EU countries, it applies only to EU carriers.

AirHelp, a Berlin-based flight compensation company, has a comprehensive guide outlining passenger rights in many countries.

Know you might be out of luck if the weather turns

Any compensation or help offered by the airlines hinges on whether the reason for the cancellation lies within a carrier’s control, such as staffing or maintenance issues. Air traffic control woes and the weather are not. Weather is the leading cause of delays this year to date, and “creeping delays” are the bane of every air traveler.

It may feel unfair, but “if your flight is canceled because of a thunderstorm,” said Scott Keyes, the founder of Going.com, a website that sends alerts for travel deals, “don’t expect the airline to cover your meals or accommodations.”

Beating Sabalenka, Gauff grabs the title, and the mantle of her sport

With a stirring, three-set, back-fromthe-dead win that sent the world’s biggest tennis stadium into a state of delirium, Coco Gauff, the 19-year-old prodigy who seemed destined for this since her early teens, captured her first Grand Slam title, winning the U.S. Open singles final 2-6, 6-3, 6-2 over Aryna Sabalenka of Belarus.

In front of a star-studded Arthur Ashe Stadium crowd that included the likes of Kevin Durant, Nicole Kidman and Charlize Theron, Gauff began the afternoon tight and shaky and was bullied around the court.

Down a set and fighting just to stay in games, Gauff’s signature fist-pumps and shouts of “Come on!” harkened to Serena Williams, her legendary predecessor as the queen of Flushing Meadows. She started chasing and lunging toward ball after ball, rattling Sabalenka into error after error. Each highlight charged up the crowd, sending more noise bouncing off the walls and the roof, helping to wither Sabalenka’s spirit.

“It doesn’t get more dramatic than that,” Gauff said.

Sabalenka will become the new world No. 1 Monday, a mark of her prowess all year that included the Australian Open title. But this — and Gauff — were too much.

“I gave them energy, and she started to be better,” Sabalenka said. As soon as it was over, waves of congratulatory messages streamed forth, from two former presidents, Barack Obama and Bill Clinton, along with many others.

As good as she had played throughout the two-week tournament in the New York borough of Queens, Gauff said she didn’t start to envision winning the title until Friday night. And she wanted that thought out of her head. She called her boyfriend and they talked until 1 a.m., when it was time to go to sleep. There was a big day ahead.

Gauff’s victory, which came with a $3 million payday, was a coronation of sorts for the new face of the sport in America.

Her father had brought her to the U.S. Open as a young girl. She sat in the stands watching the Williams sisters pave the way for the next generation of Black American players.

“They’re the reason why I have this trophy today,” she said Saturday night.

Since she first broke through with a victory over Venus Williams on Centre Court at Wimbledon in 2019, Gauff’s rise to the elite

level of the sport was more a question of when rather than if. That ascent took on a new urgency when Serena Williams, widely considered the greatest player of the modern era, said she would step away from tennis after her final match at this tournament last year.

In the third set on Saturday, Gauff teetered briefly, losing her serve with a 4-1 lead to give Sabalenka hope for a stirring comeback of her own. But in the next game, Gauff went ball-chasing once more, and got to within a game of the championship with her looping forehand and stinging put-away. The combination has become the signature of her play during this last transformative month of her career, which culminated Saturday with her as a new A-lister of sports and culture.

When the end came with a last backhand that whipped past Sabalenka down the sideline, Gauff collapsed on her back. Within seconds she was sobbing, and she cried through a congratulatory hug from Sabalenka, across the court, and through the stands as she climbed up to her box to embrace her parents in a smothering three-way hug.

She said it was the first time she saw her father, Corey, cry. Coco’s given name is Cori, but she quickly asserted the use of the name Coco when she turned pro, with T-shirts that said “Call Me Coco.” After her win on Saturday, she wore a similar shirt but with the word “Coco” crossed out, replaced with the word “Champion.”

Everyone in her box — her coaches Pere Riba and Brad Gilbert, her trainer and agent, friends and relatives — got teary hugs. She returned to the court for a few moments of prayer, then to check out what was happening on her phone. She tried to FaceTime her brother as she waited for the trophy ceremony. He didn’t pick up. They quickly connected by phone, she told reporters later.

“I’m a little bit in shock,” she said on the court at the trophy ceremony. “I’m so blessed in this life. I am so thankful for this moment. I don’t have any words for it.”

“You deserve this title,” Sabalenka said to Gauff before shedding a different kind of tears.

As Gauff rose through the tennis ranks, she also became increasingly outspoken on civil rights issues. She has long spoken about the impact of her grandmother, Yvonne Lee Odom, who in 1961 was selected to be among the first women to integrate her high school in Palm Beach County, a risky endeavor at a time when the children tasked with that kind of trailblazing were often met with taunts and threats of violence.

Nearly 50 years later, when she was 16, Gauff took the microphone at a Black Lives Matter protest in her hometown following the murder of George Floyd in 2020.

“I’m fighting for the future of my brothers,” she said. “I’m fighting for the future of my future kids. I’m fighting for the future of my future grandchildren. So, we must change now.”

Friday night, after a climate change protest interrupted her semifinal win over Karolina Muchova, Gauff didn’t gripe but rather spoke about her belief in the cause and the rights of people everywhere to protest peacefully for the change they believe in.

Sports journeys don’t always follow the narratives that fans hope they might. During the last two seasons, Gauff, whose greatest tennis tool among her many very good ones is her legs, had to work through struggles with her second serve and a shaky forehand that opponents at the highest level always seemed able to exploit. She lost decisively in the French Open final last year to Iga Swiatek, and since had grown frustrated by her inability to advance beyond the quarterfinals in the biggest tournaments and with the mounting questions about whether she would ever live up to her hype.

In June, though, she began working with a new coaching crew, led by Riba. She thought her play was improving. Then she lost a tough first-round match at Wimbledon to Sofia Kenin, a feisty American who won the 2020 Australian Open.

Some dark days followed. She saw the talk on social media.

“I just felt like people were, like, ‘Oh, she’s hit her peak and she’s done. It was all hype.’”

In late July, Gilbert, the longtime ESPN commentator who long ago helped guide two other Americans, Andre Agassi and Andy Roddick, to the U.S. Open singles title, joined her coaching ranks. Gauff began to figure out how to take advantage of her strengths and cover up her weaknesses.

She stopped trying to blast every highpowered shot to her forehand back across the court even harder. Instead, she started looping shots deep into her opponent’s court until they either missed or gave her a chance to use the power she had been honing since she was a little girl bashing balls on public courts in South Florida.

On Saturday, Sabalenka arrived ready for that. Early on, as Gauff’s shots struggled to find the depth they needed and her serve faltered, Sabalenka jumped on the short balls, forcing Gauff to find another formula.

Her solution, and a little more pace, began to emerge an hour later, along with those fist pumps and shouts and a crowd desperate to celebrate her, and help her drown out any naysayers who had questioned whether this comeback or this day would come.

Losing sleep, but not about things on the field

“We’ve cleared most of it,” general manager Brandon Gomes said, smiling. “We got a lot of the babies done earlier in the season all around the same time. Obviously, the No. 1 priority is that we can get the guys there to be with their wives when their kids are born. And then trying to navigate how it affects the team after that. Trying to understand what’s going on in a world where there’s so much uncertainty and creating contingencies along the way.”

The San Diego trip had started with the club giving Phillips permission to arrive late to Petco Park on Friday, May 5, so he could accompany his wife when they brought Beau home from the hospital following his 15 days in the neonatal intensive care unit.

Brusdar Graterol, a right-handed reliever for the Los Angeles Dodgers, will always remember the day he saw his teammate Max Muncy sprinting straight toward one of the greatest moments of his life.

Muncy was not attempting to beat out an infield single. And Graterol was not standing on the mound or in the Dodgers’ bullpen. It was April 24, and the moment came in Los Angeles’ Cedars-Sinai Medical Center. The rest of the Dodgers were in Pittsburgh. Graterol stepped out of the bathroom, saw a man dashing down the hallway, and said to himself, “Oh, my God, that’s Muncy over there! He’s going to have the baby right now!”

Graterol was well aware of what was happening because he and his wife, Allison,

were quite busy in their own hospital room, also on the second floor of Cedars-Sinai, following the birth of their own daughter, Aria.

That two Dodgers teammates were on paternal leave at the same time and would welcome newborns into the world on the same day was coincidental enough. But how about five Dodgers — Graterol, Muncy, Mookie Betts, Caleb Ferguson and Evan Phillips — becoming new fathers during a onemonth span this season between April 20 and May 9? And then a sixth, Yency Almonte, in early July?

In the amalgam of sabermetric acronyms, the 2023 Dodgers are excelling in their very own version of BABIP: Batting Average on Babies in Play.

“It all kind of happened so fast, and to bounce on and off of the paternity list, I’m sure it was a headache for the Dodgers,” said Phillips, the team’s closer, whose son, Beau, was born seven weeks premature on April 20. “It’s ironic the way it all panned out, but it was definitely a fun experience for us.”

The trickiest of those was the GraterolMuncy two-step. The Dodgers concluded a series in Wrigley Field on April 23 and chartered to Pittsburgh. Graterol returned home from Chicago because the plan all along was that doctors would induce Allison’s labor on April 24, an off day before the series in Pittsburgh was to begin. The surprise came when Muncy’s phone buzzed at 7:30 a.m. on that Monday in Pittsburgh. His plan had been to sleep late, play against the Pirates and then be with his wife, Kellie, who would be induced when the team returned home on April 28.

“Then I was only going to miss a day or two because we would be at home,” Muncy said. “But then the little man decided to come on our first day in Pittsburgh and not cooperate with us. It’s just one of those things where I think everybody’s got stories like that. You try to plan it best you can, but life is going to happen when it happens.”

As Gomes said, moving players from the Dodgers’ Class AAA affiliate in Oklahoma City to Pittsburgh — infielder Michael Busch specifically in this instance — “is not the easiest thing in the world.”

Muncy countered, “Getting from Pittsburgh to LA is not easy, either. I can tell you firsthand.”

Especially on a deadline. Wyatt was born about 10 minutes after Muncy’s crosscountry scramble and hospital arrival. Thus, his hallway sprint.

Some things worked out serendipitously: Ferguson pitched in back-to-back games in San Diego on May 6 and 7, so when the Dodgers flew to Milwaukee afterward, they allowed him to return to Los Angeles. His wife’s delivery date was nearing and Ferguson wouldn’t have been available for the first two games in Milwaukee, anyway.

“Then I was going to fly into Milwaukee for the last game, but it turns out my wife went into labor on the first day of that series, so the team really did me a huge favor,” Fer-

“I’m not going to lie or sugarcoat, it was really hard when he left,” said Elizabeth Phillips, Evan’s wife. “But we felt very fortunate he was able to bring Beau home with me and get settled, making the most of every second we had.”

It was the old Brooklyn Dodgers’ Hall of Famer Roy Campanella who once said, “You’ve got to be a man to play baseball for a living, but you’ve got to have a lot of little boy in you, too.” These Dodgers appear to have heard that as, “you’ve got to have a lot of little boys”: Of the six babies born this summer, five were males.

For Muncy and Kellie (Wyatt) and Mookie and Brianna Betts (Kaj), it was a second child. For the Graterols, Phillipses, Caleb and Carissa Ferguson (Brooks), and Yency and Tori Almonte (Kyson), it was a first child. Only the Graterols welcomed a daughter.

“A good group of guys to go through it together and watch everybody kind of figure out parenthood,” Ferguson said.

Mostly at this stage, their conversations involve sleeping: How did the baby sleep? How did the players sleep? How about mom? But as any parent knows, the questions evolve each week. Life is fluid.

There were so many babies that the wives and girlfriends of the Dodgers players and coaches held a group baby shower in a Dodger Stadium suite during a 5-2 victory over Colorado on April 4. Ellen Kershaw played a big role in that planning.

“Oh, my gosh, it was decorated so beautifully, coordinated with sweet little gift baskets full of baby items for everyone,” Elizabeth Phillips said. “It was almost comical how many people there were. It really supports the notion that baseball is family.”

Fittingly, Elizabeth’s husband earned the first of his 21 saves this season on that day. And with four of the six newborns having been born to relievers, the bullpen now talks playpens.

“You’re not sitting down there necessarily talking about the game or situations that could come up in the game the whole time,” Ferguson said. “You’re kind of talking about outside life, which helps keep your mind at ease the whole game.”
