With the approach of Tropical Depression Seven, tropical storm watches could be necessary for some northern Caribbean islands, including Puerto Rico, in the coming days, the National Hurricane Center said Wednesday.
The center of Tropical Depression Seven was located near latitude 16.6 North and longitude 49.6 West early Wednesday.Thesystem was moving westward at about 14 miles per hour, and that general motion is expected to continue over the next several days. On the forecast track, the system’s center is expected to move through the Leeward Islands by Friday night and be near the Virgin Islands and Puerto Rico this weekend.

Since then, Puerto Rico has had $62.3 billion available to reconstruct the island. Currently, only one project -- a bridge in Bar ranquitas -- is underway.
According to the GAO, as of January 2021, Puerto Rico had $17.5 billion in recovery funds for permanent works and had only spent $158 million, less than one percent.

According to the Popular Democratic Party president’s complaint, the key to the “disaster” is the fact that poor management, zero strategic planning and lack of follow-up “are the recipe for the total disaster of this administration, and this is not because I am saying so; here we are going to see federal reports from the General Accounting Office (GAO) and from Homeland Security that certify the inability of this admin istration to address the issues.”
The GAO made recommendations for the Federal Emergency Management Agency (FEMA), along with the island government, to take action and identify areas in need of urgent recovery and the island’s ability to make the necessary repairs in the aftermath of Maria.
The second recommendation made by the GAO is that the federal government must con stantly monitor Puerto Rico’s recovery process because of doubts about the Pierluisi admin istration’s capabilities. In both requests, the Department of Homeland Security concurred.

In terms of roads, FEMA announced two years ago, in September 2020, the allocation of over $783 million to repair roads, bridges and ports in Puerto Rico. On Wednesday of last week, the Department of Transportation and Public Works announced the start of the first reconstruction work due to Maria.
On the subject of the ports, the Senate leader noted that “the port of Mayagüez was allocated $207 million for its reconstruction and repair.”“Twoyears later, only $1.4 million has been used to design the work,” he said. “Meanwhile, the port of Ponce received an allocation of $11.2 million for repairs to its cranes, and no data on the use has been provided.”

But that flurry of activity should not be mistaken for a signal that Trump will imminently be prosecuted for his attempts to remain in office or the impact that those actions had on the Jan. 6, 2021, attack on the Capitol, according to two people familiar with the investigation. They noted that prosecutors are still going through evidence and are far from determining whether any charges could be brought against the former president.
In a search warrant application and in court filings in the documents case, a team of prosecutors in the Justice Department’s National Security Division has laid out evidence that Trump not only left the White House with thousands of pages of sensitive materials, but that he tried to prevent the government from retrieving them from Mar-a-Lago, his Florida home and private club.
The department has said it wishes to inter view more witnesses. And it will need to decide how to handle Trump lawyers who may have misled or lied to prosecutors. The intelligence community has yet to complete its review of the national security risks of Trump keeping highly classified documents in a setting without proper security. And it is not clear why Trump kept the documents.Ifprosecutors eventually decide to recom mend prosecuting Trump in the documents case, Garland would then need to decide whether to follow that recommendation.
Even if the recent spate of subpoenas yields compelling information that advances the Jan. 6 investigation, it is unlikely that Attorney Gene ral Merrick Garland would be in a position to weigh criminal charges against Trump in either the Jan. 6-related inquiry or in the documents investigation before the midterm elections. With one case tied up in the courts and investigators still gathering and evaluating large amounts of information in the other, such a decision might not even happen this year.

But Judge Aileen M. Cannon, a federal judge in Florida, put the investigation into a holding pattern this month when she granted Trump’s request for a special master to review the recently seized materials. The court must
now settle key issues, including who will serve as the special master and whether the FBI and other intelligence agencies can review 103 key documents for potential harm to national security while that arbiter completes his or her work.
From outside the walls of the Justice De partment, the sprawling investigation into efforts to reverse the outcome of the 2020 election seems only to be accelerating, with prosecutors last week subpoenaing about 40 associates of former President Donald Trump and seizing phones from at least two of his aides.
The notes of caution appear to reflect the complexity of the investigation, the methodical pace at which the Justice Department conducts its work and the politically explosive nature of an inquiry involving a former president and likely presidential candidate.
They also stand in contrast to signals emanating from the narrower investigation into Trump’s handling of government records and sensitive intelligence information, including possible obstruction charges.
The documents case is now caught up in a legal fight between Trump and the Justice De partment over whether and how an independent arbiter, known as a special master, will review documents seized by FBI agents during the courtauthorized search of Mar-a-Lago on Aug. 8.
The Justice Department declined to com ment.
While the Justice Department indicated its openness to one of Trump’s picks to serve as the special master, it appears ready to proceed with an appeal of Cannon’s ruling, a step that could lead to continued delays and potentially slow the investigation even more.
But if the documents case appears on track to reach a decision point about prosecution, the Jan. 6 inquiry does not yet have that end point in sight.
The episode that came to define Starr’s career started out as an examination into a misbegotten Arkansas real estate venture involving Clinton and his wife, Hillary Clinton, called Whitewater. No one knew that better than Starr, whose steady climb through the ranks of the conservative legal world was upended by his unexpected journey into a presidential saga of sex, lies and audiotape. Starr served as a widely respected appeals court judge and solicitor general projected as a future Supreme Court justice before becoming a lightning rod during the Clinton investigation.
He went to work as chief of staff to Attorney General William French Smith in the Reagan administration and was then appointed by Reagan to the U.S. Court of Appeals for the District of Columbia Circuit.

In his memoir, “Contempt,” published in 2018, two decades after the sensational events of that era, Starr offered second thoughts about pursuing Clinton’s affair with Lewinsky but condemned the former president’s prevarications and what he called his disrespect for the rule of law.
In addition to his wife, Starr is survived by a son, Randall P. Starr; two daughters, Carolyn S. Doolittle and Cynthia S. Ro emer; a sister, Billie Jeayne Reynolds; and a brother, Jerry Starr.
The House impeached Clinton in December 1998, largely along party lines, but the Senate acquitted him in February 1999, concluding that the president’s wrongdoing did not justify removing him from office.
In one of his most notable cases, he wrote the opinion in a 7-1 ruling throwing out a libel case filed by William Tavoulareas, the president of Mobil Oil, against The Washington Post. The newspaper was represented by David Kendall, who would go on to represent Clinton and cross knives with Starr during the Whitewater and Lewinsky investigations.
But Starr became “the most criticized man in America,” as he put it, the target of Clinton allies and the punchline of latenight comedy sketches. “Half the country loved him. The other half loathed him,” Ken Gormley, the author of a book about the struggle between Starr and Clinton, once said.
His wife, Alice Starr, said he had spent the past 17 weeks at Baylor St. Luke’s Medical Center fighting an undisclosed illness and died of complications of surgery, but gave no further details.
He returned to the public stage in 2020 as a lawyer for President Donald Trump during his first Senate trial, this time taking the opposite side and denouncing what he called “the Age of Impeachment” as a weapon in partisan wars. “Like war, impeachment is hell,” he told the Senate during the proceeding that, like Clinton’s 21 years earlier, ended in acquittal. “Or at least presidential impeachment is hell.”
Starr also drew criticism for representing billionaire finan cier Jeffrey Epstein when he was accused of sex crimes against young girls in Florida and eventually made a plea agreement accepting only minor charges and a light sentence.
Both of them issued statements Tuesday mourning his death. “Ken loved our country and served it with dedication and distinction,” Roberts said. “He led by example, in the legal profession, public service and the community.”
Starr, the independent counsel whose investigation uncovered a White House sex scandal that riveted the nation and led to President Bill Clinton’s impeachment for lying under oath and obstructing justice, died Tuesday at a hospital in Houston. He was 76.
Clinton was separately found in contempt of court and fined by a federal judge. In his final hours before leaving of fice, Clinton struck a deal with Starr’s successor in which the president admitted not telling the truth under oath, paid a fine and surrendered his law license.

He became a Rorschach test for the post-Cold War gen eration, a hero to his admirers for taking on whom they con sidered an indecent president who despoiled the Oval Office and a villain to his detractors, who saw him as a sex-obsessed Inspector Javert driven by partisanship. His investigation tested the boundaries of the Constitution when it prompted the first impeachment of a president in 130 years and scarred Clinton’s legacy and his own.
“Ever since law school, he was determined to fight for the rule of law, and he labored tirelessly to provide equal justice and religious freedom around the world,” she wrote. “Ken felt compelled to always respond to the call to serve his country, even when it meant enduring harsh criticism for his service. He was courageous and determined to work for a fair and just outcome no matter the task, and he never responded in kind
Starr was a mentor and boss to many future legal stars, including Chief Justice John Roberts, who worked for him in Ronald Reagan’s administration, and Justice Brett Kavanaugh, who worked in the independent counsel’s office.
A minister’s son who sold Bibles door to door to pay for college, Kenneth Winston Starr was born July 21, 1946, in Ver non, Texas, and spent two years at Harding College, a Christian school in Searcy, Arkansas, now called Harding University. He transferred to George Washington University, then earned a master’s degree in political science from Brown University and a law degree from Duke.

For a time, Ken Starr was a household name, and his investigation into Clinton’s affair with a former White House intern, Monica Lewinsky, propelled issues of sex, morality, accountability and ideology to the center of American life for more than a year.
He married Alice Jean Mendell in 1970 one week before starting law school, and they went on to have three children and nine grandchildren. He served as a law clerk for Chief Justice Warren Burger and then joined the Washington office of the law firm Gibson, Dunn & Crutcher.
Starr stepped down to become solicitor general for President George H.W. Bush, a position often called the 10th justice. After Bush lost reelection to Clinton, Starr was assigned by Congress to evaluate the diaries of Sen. Bob Packwood, R-Ore., who resigned after allegations of sexual misconduct. Over the course of his career, he argued 36 times before the Supreme Court.

It is not unusual for a defendant to get a tough sentence in a case like this, in which pas sengers and flight crew members were attacked in a confined space, said Lisa Wayne, executive director of the National Association of Criminal Defense Lawyers. The outrage over seeing flight attendants abused has also led prosecutors and judges to seek stiff punishments against defen dants accused of such crimes, she said.
“There is a line between boorish behavior on an airplane and criminal activity, and the defendant clearly crossed it,” Gary Restaino, the U.S. attorney for the district of Arizona, said in a statement.Pichardo, who has a 12-year-old daughter and lives with her mother, did not respond to requests for comment. Kelly Pichardo, a 32-year-old single mother who lives in the Bronx, was sentenced Aug. 29 in U.S. District Court in Arizona, where Judge Do minic W. Lanza also ordered her to pay $9,123 in restitution. After her release from prison, she will be placed on supervised release for 36 months, according to court documents.
The flight was diverted to Phoenix, where Pichardo and her friend were arrested. The friend was identified by prosecutors as Leeza Rodriguez, who pleaded guilty last month to interfering with a flight attendant, according to court documents. She will be sentenced in November.
But she questioned the purpose of incar cerating Pichardo instead of letting her serve a sentence at home, where she could keep working and pay the fines imposed by the court.
The friend used a racial slur as they were talking, prompting a Black passenger who was sitting behind the two women to touch Pichardo on the shoulder and admonish them.

This column is rarely short of criticism of the Biden administration. So let me loudly cheer the fact that the staggering gains Ukrainian forces have made against Russia are a victory for Joe Biden, too.

But it would be immoral and shortsighted to allow Putin to keep any territories he’s gained since the war began.
Since the war began, I’ve had various deep background conversations with people who have extensive knowledge of the ways the United States is aiding Ukraine’s war effort. It’s not just a matter of Javelin anti-tank missiles and Stinger surface-toair missiles and HIMARS rocket launchers and M777 artillery and radar-seeking HARM missiles and other advanced systems. It’s that we are providing Ukrainians with the kind of battlefield intelligence that enables them to maneuver, target, strike and evade in ways they otherwise couldn’t.

We’ve become not just the arsenal of Ukrainian democracy but also its eyes and ears. What Ukraine initially lacked in overwhelming firepower, the United States made up for in precision. Now, as Russian units flee their positions and abandon equipment, Ukraine may be able to gain at least a temporary advantage in precision and mass, creating a unique window for further decisive gains.
“Because Western support for Ukraine is essential to its potential for success, right now we have to create the perception that Ukraine has the upper hand,” retired Gen. Stanley McChrystal told me by phone Sunday. “So anything we can provide in this near term, very overtly, things that people perceive as changing the likely balance, going forward,” will help, he added.
This option has always been available to Putin, and the fact that it hasn’t been used is a good indication that he’s aware of its foolishness. Still, it might be smart for the Biden administration to alert Russians publicly to the consequences of the act.
On my list: Rapid Ukrainian accession to NATO. Seizure of all Russian reserves held abroad. A plan to again deploy nuclear-armed cruise missiles to our ships and submarines. A NATO no-fly zone over Ukrainian airspace. The provision to Ukraine of weapons that can strike deep into Russia. Whatever the actions, the response must be sufficiently pointed and plausible to sober up even the most committed Kremlin militarists.
As the war enters a new phase, it will inevitably bring new dangers. No danger is graver than failing to prevail. Full credit to Biden for getting, and acting on, the point.

There are no interviews with anyone else, and no mention of, for example, Iggy Pop, whom Bowie holed up with in Berlin dur ing one of his most creatively fertile peri ods, or Nile Rodgers, who helped him re invent his career as a pop artist in the ’80s. The sexual voraciousness and drug addic tion that usually feature heavily in Bowie’s story are referenced only with montages and jumpy interview clips. (“Do I need to spell it out? It seems kind of blatant to me,” Morgen said of one where Bowie ap pears sweating and grinning maniacally.) Though the movie dips into his childhood
and family, it glosses over his personal life until his marriage to Iman, the model and entrepreneur.

The effect is “a halluci natory jukebox doc with killer subtext,” as one reviewer wrote, appreciatively, after it premiered at the Cannes Film Festival this spring.
That sort of emotion — ravenous and vulnerable — set the tone for the film. “Moonage Daydream” was five years in the making. It took Morgen and his team over a year just to transfer hours of concert and performance footage, images of Bow ie’s paintings and other content from the Bowie estate, along with additional foot age acquired by Morgen’s archivist, and about two years to watch it all.
He had first pitched Bowie directly on making a hybrid nonfiction film in 2007, when the artist was already won dering how to showcase his archives, but the timing and scope wasn’t right, Morgen said. He was exploring a similar nonfic tion idea with the remaining Beatles when Bowie died, and a call with Bowie’s long time business manager, Bill Zysblat, resur rected the film.
“David would be very impressed with this film,” he added.
Early on, he had visited Visconti in his New York studio. “We were in the room where he recorded David doing ‘Blackstar,’” the album Bowie released two days before his death, Morgen said. “It was quite intense.” Visconti played him “Cygnet Committee,” a prog-y folk-rock track off Bowie’s second album, stripping out vocals. The song, written when Bowie was around 22, ends with a repeated lyric: “I want to “Davidlive.”was crying throughout the performance,” Morgen said.
When documentary filmmaker Brett Morgen hit his eighth month of writer’s block on an epic project about David Bowie, he de cided it was time to hit the road. With just a few hours’ notice, he left his home in Los Angeles one morning and grabbed the first flight to Albuquerque, New Mexico, where Bowie had filmed “The Man Who Fell to Earth” (1976). When Morgen ar rived, he took a cab to the train station and hopped aboard an Amtrak, heading west.
But that level of intimacy proved its own challenge as Morgen, the writer, director and producer, grappled with a mountain of material and wound up the sole editor after the production ran out of money. “I felt very confident that the

Though there have been other doc umentaries, and many books, this is the first project that had the full cooperation of Bowie’s estate, and total entrée to his voluminous archives. The songs have been stripped and rejuvenated for the soundtrack, and any narration there is comes from Bowie himself.
The estate, which is overseen by Zys blat, and includes Bowie’s family — his widow, Iman; their daughter, Alexandria Zahra Jones; and his son from his first mar riage, filmmaker Duncan Jones — declined to answer any questions, but they support the film. “Brett Morgen has created a stun ning testament to David’s lasting influence on the world,” they said in a statement de livered through a representative. The estate has continued to earn money, selling Bow ie’s songwriting catalog to Warner Music for an estimated $250 million this year, as his popularity (more than 1 billion streams on Spotify) and reputation as a cultural visionary — especially when it comes to technology and music — has only grown.
Maybe this was just politesse as a dis arming tactic, but Morgen saw it as some thing deeper — an ability to seek connec tion and profundity in any situation. It was a message that he tried to convey in the film. Bowie was “trying to make each mo ment matter,” he said. “It’s a life-affirming sort of road map, on how to lead a satisfy ing and complete life.”
