The island Family Department is maintaining provisional custody of a 14-year-old girl in Río Grande who allegedly may have become pregnant by a law enforcement officer, as reported Tuesday by designated Family Secretary Ciení Rodríguez Troche.
“The Family Department maintains provisional custody of a 14-year-old minor who, allegedly, became pregnant by a law enforcement agent,” Rodríguez Troche said in a written statement.
The official added that the case, which is publicly known, has been under investigation for several months by the agency’s social work team. She stated that in March, they had already implemented social protection measures to safeguard the girl.

She added that the investigation will take time, because among other things, DNA testing is required as part of the evidence that is being collected and because among other factors, due to the nature of such cases, it is important that the victim is in optimal condition to collaborate with research.
“The emotional well-being of the victim is a priority and we cannot put the process before it,” the lieutenant said.
She mentioned that, currently, the minor is in a “stable and safe” situation and that the agency continues to provide her with comprehensive support through her social team. At the same time, the competent authorities are carrying out the criminal investigation related to the case.
“We are in communication with the law enforcement authorities to collaborate in whatever way is necessary in the investigation,” said Rodríguez Troche, ensuring that this will be the only statement given to protect the well-being and safety of the minor involved.
The Puerto Rico Police Bureau, with the support of U.S. Immigration and Customs Enforcement (ICE), is conducting investigations of two men for a case of sexual assault against a minor, who turned out to be pregnant. Among the suspects is a police officer.
“The investigation is being carried out by a team specialized in police sexual crimes with support from the federal agency ICE, entrusted by [Police] Commissioner Antonio López Figueroa,” said Lt. Simara Torres Ramos, coordinator of the Police Bureau’s Sexual Crimes and Abuse of Minors Unit. “Because it is a case in which the victim is a minor and the events could involve an agent, the commissioner requested the assistance of colleagues from the federal agency in order to add additional resources that allow us to be more agile and precise at the conclusion of the investigation.”
She noted that since it is a case involving a minor, the data remains confidential and that due to the fact that the allegations point to two potential suspects, at this stage the agencies are conducting investigations for these purposes.

University of Puerto Rico (UPR)
President Luis Ferrao Delgado has announced a $20 million renovation of the ResiCampus Student Residence, a historic building designed by the late German architect Henry Klumb.
The repairs will be paid for using funds from the Federal Emergency Management Agency (FEMA), the island Housing Department (via the Community Development Block Grant Disaster Recovery program), the United States Department of Education, and funds from the UPR. Construction is expected to last 600 days.
“I recognize the urgency of the need for housing for our students. For this reason, this project is one of the priorities among the reconstruction plans at the UPR,” Ferrao said. “Residence halls provide a supportive environment that facilitates academic success by providing access to resources and an environment conducive to study. This emblematic project will benefit our university community in Río Piedras, the adjacent communities of the municipality and continue to serve as an essential service for the country.”
Julio Collazo Rivera, the director of the Office of Physical Development and Infrastructure, said the ResiCampus building has approximately 120,000 square feet distributed over nine floors and the roof.

Río Piedras Campus Chancellor Angélica Varela Llavona said “the reconstruction and remodeling of the physical plant is one of the priorities that I identified when I assumed the responsibility of the Río Piedras chancellorship, and initiating a process of comprehensive transformation of the campus.”
“Today, with the start of the remodeling of Resicampus, we take a huge step forward to achieve that goal,” she said. “Likewise, we advance our commitment to meeting the residency needs of our university community.”
Manuel A. Laboy Rivera, executive director of the Central Office of Recovery, Reconstruction and Resilience (COR3), pointed out that to develop the project, COR3 advanced $3.7 million at the request of the UPR through
the Working Capital Advance pilot program.
“Since the team of UPR President Luis A. Ferrao took the reins of the primary teaching center in Puerto Rico, the reconstruction projects have moved forward,” he said. “The beginning of the reconstruction of ResiCampus, and the beginning of the demolition of some buildings on the Bayamón Campus, are the spearhead of other major works close to beginning construction for the benefit of the student body.”
Andrés García Martinó, the deputy federal coordinator of FEMA Disaster Recovery, added that “the repair of ResiCampus will help the students of the Río Piedras Campus have accessible housing while they develop as professionals …”
“The agency will continue to support the University of Puerto Rico during this new phase of reconstruction, while we ensure compliance with the environmental and historical value requirements for this project,” he said.
The project contemplates a complete intervention of the building, replacing its electrical and mechanical systems. At the same time, the structure will be updated to comply with current regulations for accessibility, alarm and fire protection. Doors, windows and remodeling of all dormitory units and common areas of the building will be replaced, including the necessary cabinetry details to provide built-in furniture in all dormitories. The existing waterproofing system will be replaced by a new system that consists of a combination of three layers of asphalt membranes. The project’s first phase will be the mitigation of the presence of asbestos and lead, before beginning the remodeling work.
The scope of work also considers several enhancements to the exterior perimeter of the building, such as the construction of a new electrical substation and a new access ramp at the main entrance.
Because the building is on the State Historic Preservation Office Register of Historic Places, the iconic and original tiles (mosaics) on the walls of most of the bathrooms will be preserved as well as kitchens of the building and part of the symbolic windows designed by architect Klumb.
The ResiCampus design incorporated organic architecture in tune with the island’s tropical climate and a harmonious projection of integration and spatial fluidity between the building and its surroundings. With the design, Klumb created a sense of spatial continuity between the exterior and the interior, integrating lighting and natural ventilation strategies from the environment into its functional spaces.

The sellers of the facilities include the Turabo Medical Center (CMT by its Spanish initials).
The assets to be sold include real property, personal property, equipment, offices and facilities that are owned, leased or used primarily in connection with the businesses
by CMT and that are owned, leased or used primarily in connection with the businesses by HIMA San Pablo Hospital (referred to as HSPP in the documents) in Bayamón.
“The transfer and assignment of the Bayamon Assets to AM Acquisition shall be free and clear of all liens, privileges, pledges, security interests, rights of first refusal, options, defects in title, and any other Encumbrances and obligations arising prior to the closing,” the documents note.
If the Bayamón Stalking Horse APA is terminated under certain circumstances, the sellers will pay about $900,000 in cash to AM Acquisition, according to the documents. The sellers will also reimburse AM Acquisition
for any reasonably documented costs and expenses incurred related to its due diligence, and pursuing, negotiating, and documenting the transactions contemplated in the Bayamón Stalking Horse APA.
It is Grupo HIMA’s second request for the sale of facilities. Grupo HIMA recently announced the sale of its Fajardo facilities to Fajardo Integrated Medical Center. A hearing to ratify the sale is slated for later this month.

School can be challenging. Learning in general is complex. Some people may learn one way, other people learn another way. Because of this, in the world of education, there are many types of schools for kids and parents to choose from.
The STAR recently reported on a free school in Caguas that considers itself a school based on love and compassion toward young people who don’t necessarily feel like they don’t fit in at a traditional school. That is named Nuestra Escuela, which translates to Our School. This summer, the school featured a summer camp where students took construction courses.
Aside from its summer programs, the school offers a variety of courses for students, and it keeps on expanding the menu. On Tuesday, Nuestra Escuela had its inauguration ceremony to present its vocational school: “Nuestra Moda,” which translates to Our Fashion. Nuestra Moda is a vocational fashion school in Nuestra Escuela that will teach students about clothing design and fashion in general.
“Nuestra Moda is the first of our vocational initiatives that is born out of the interests of youth,” Nuestra Escuela President Anairis Guzmán said. “Listening to the students for more than 23 years has allowed us to create innovative alternatives. We work hard every day to continue creating confidence in all sectors in favor of our youth. They are the ones who can make the difference in the overall construction
of Puerto Rico that we all dream of.”
This is the first of many initiatives of its kind to come, and Guzmán said that next year there will be free courses such as technology, construction, agronomy and tourism. On hand for Tuesday’s inauguration of Nuestra Moda were government leaders such as Caguas Mayor William Miranda Torres and Office of the Governor Executive Director Caridad Pierluisi.
“We celebrate that today, we continue on with an impact story in Nuestra Escuela, with its students from Caguas and wherever they come from, it has been serving young people from 13 to 21 years of age,” Pierluisi said during the inauguration. “Some of them perhaps come from situations that make it difficult for them to find a space where they can thrive, so what you’ve achieved here Anairis and your husband Justo is something truly wonderful.”
The original founder of the school is Guzmán’s husband Justo, but he insists that “Anairis was the one who truly turned the school into something out of this world and was able to make it even better than I ever initially imagined.”
Miranda Torres said during the inauguration that “I give my respect to all collaborators, students, teachers, parents and everyone involved, for your desire … to work and create an alternative education model.”
“With the birth of Nuestra Moda, we see a huge opportunity for the fashion industry and for the economy of Puerto Rico in general, and it will be of great value not just for the island, but for these young ones and their overall professional development.”
Cynthia Beltrán, director of innovation and vocational development at Nuestra Escuela, noted that each Nuestra Moda student will have the opportunity, for a year and a half, to learn and practice the basic skills of sewing and fashion design. At the end they will have a basic vocational certificate that will open the doors for future technical studies in fashion design at the university level and enable them to enter the employment market. About 25 students are already taking classes at Nuestra Moda in rooms with modern sewing equipment, mannequins, colorful fabrics and an attractive design that invites artistic creation.
Last summer, Gov. Pedro Pierluisi Urrutia announced funds for the vocational project, which received $509,803 for the new curriculum. The government funds come from the employment program known as Vocational and Practical.
Eventually more than 325 students from between the ages of 13 and 21 years of age from 17 northeastern municipalities will participate in the school’s vocational program.
One student, 17-year-old Carlos González Sanjurjo of Loíza, willingly makes the one-hour commute to Caguas every day. While for some in the mainland U.S. that may seem like
a normal commute, that isn’t the case on the island, where a long daily commute -- or a drive to the nearest mall -- might be about 30 minutes.
But living an hour away from school did not stop young González Sanjurjo from pursuing his dream and getting into fashion school. “I started going to Nuestra Escuela in Loíza, and finished high school over there,” he told the STAR. “I made the decision to study here because I feel this is a great opportunity to flourish with my talents. I feel that I am talented, and the people here reassure me that I am.”
His mother, Yelixa Sanjurjo, added that “I am extremely happy with Nuestra Escuela with the great opportunity they’ve given my son.”
“I know the commute is difficult but it will be worth it,” she said. “We travel from Loíza to Caguas every day, but I know that the experience will be phenomenal.”
The hallways at Nuestra Escuela were filled with dresses on Tuesday, some of which were designed by students themselves. González Sanjurjo, for example, designed a dress that was made entirely out of paper.
Gov. Pedro Pierluisi Urrutia announced on Tuesday that he will file his candidacy for re-election on Oct. 1. The process will take place at 10 a.m. at Pedro Rosselló Convention Center in Miramar.
A potential rival of Pierluisi, Resident Commissioner Jenniffer González Colón, has said she will announce in October or November whether she will run for reelection or vie for the governorship.
Both belong to the New Progressive Party, of which Pierluisi is president.

According to the publication Employment and Unemployment, which reports on data from the Worker Group Survey, the unemployment rate, seasonally adjusted, stood at 6.2% for August, the same as the previous month. When compared to August 2022, the unemployment rate rose 0.4%. The current figure is one of the lowest in our history and represents a decrease of 2.8% when compared to January 2021.

For the month of August 2023, the estimate of the labor force, seasonally adjusted, was 1,182,000 people, an increase of 3,000 compared to the previous month and of 12,000 people when making the year-on-year comparison. When compared to January 2021, the new figure represents an increase of 64,000 people in the workforce. The labor force number is one of the highest since 2012.
Total employment, seasonally adjusted, was set at 1,109,000, about 4,000 additional employees compared to the previous month and 7,000 more than those reported in August 2022. In addition, the new figure represents 91,000 additional jobs compared to those that existed in January 2021. It is one of the highest total employment numbers since 2009.
As for unemployed people, seasonally adjusted, the monthly statistics reflected a figure of 73,000 people, a decrease of 1,000 citizens from the previous month and 5,000 more than in August 2022. The number of unemployed people is 27,000 fewer than those reported in January 2021.
The preliminary results of the monthly survey of nonfarm wage employment reflected a total of 951,300 jobs in July of this year, an increase of 3,900 jobs when compared to the previous month. Meanwhile, the new figure constitutes an increase of 23,100 jobs when compared to August 2022. It is one of the highest numbers since 2009 and represents about 100,400 additional jobs compared to those reported in January 2021, almost all in the private sector.
As part of Suicide Prevention Month, the island Mental Health and Anti-Addiction Services Administration (ASSMCA by its Spanish initials), in partnership with the Public Housing Administration (AVP), announced the start of a community project to strengthen the mental health of residents of 320 public housing complexes throughout Puerto Rico.
As part of the central government administration’s public policy for addressing mental health on the island, ASSMCA will offer eight hours of training and tools to previously identified personnel, including community leaders, counselors, social workers and nurses, among others, who serve as support networks for families and individuals in public housing complexes.
The purpose of the initiative is to train the aforementioned individuals so that they can promote behaviors to strengthen mental health in their communities, and also can prevent, identify and manage a crisis, including suicide. According to the work plans, the goal is to certify at the end of the project at least 2,000 people as psychological first aid responders under ASSMCA’s Psychological Strengths
and First Aid Module, as well as in the workshop titled “24 Character Strengths.”
The project, which began this month, will benefit the 10 regions of the AVP. To date, ASSMCA staff have already trained community leaders from 19 residential areas in the Mayagüez region and 26 located in the towns of Ponce, Peñuelas, Adjuntas, Jayuya and Guayanilla, which are part
of the Ponce region. The workshops are taught on Fridays by ASSMCA human behavior professionals.
“Through this project we continue to promote public health policy focused on prevention and mental health care, guiding and bringing direct services to communities,” said ASSMCA Administrator Dr. Carlos Rodríguez Mateo. “It is a tool with which we seek that community leaders and the resources that communities have can identify depression in time, prevent a mental health emergency and know how to handle the situation and refer people for help in the ASSMCA. In the same way, tools are offered so that these people who are being certified, who are those who are in the community day by day, can promote strategies among the population that serve to strengthen their basic well-being, through positive and risk-free behaviors.” Through the First Responders in Psychological Aid program, just over 4,000 people have already been certified in Puerto Rico, including community leaders, members of faith-based organizations, chaplains and correctional officers, among others.
Among the goals of the project in public housing complexes is positioning more people to identify and refer at-risk citizens to the ASSMCA PAS Line, 9-8-8. The PAS Line is free and offers services confidentially.
America’s gross national debt exceeded $33 trillion for the first time this week, providing a stark reminder of the country’s shaky fiscal trajectory at a moment when Washington faces the prospect of a government shutdown this month amid another fight over federal spending.
The Treasury Department noted the milestone in its daily report detailing the nation’s balance sheet. It came as Congress appeared to be faltering in its efforts to fund the government before a Sept. 30 deadline. Unless Congress can pass a dozen appropriations bills or agree to a short-term extension of federal funding at existing levels, the United States will face its first government shutdown since 2019.
Over the weekend, House Republicans considered a shortterm proposal that would slash spending for most federal agencies and resurrect tough Trump-era border initiatives to extend funding through the end of October. But the plan had little hope of breaking the impasse on Capitol Hill, with Republicans still divided on their demands and Democrats unlikely to support whatever compromise they reach among themselves.
The debate over the debt has grown louder this year, punctuated by an extended standoff over raising the nation’s borrowing cap.
That fight ended with a bipartisan agreement to suspend the debt limit for two years and cut federal spending by $1.5 trillion over a decade by essentially freezing some funding that had been projected to increase next year and then limiting spending to 1% growth in 2025. But the debt is on track to top $50 trillion by the end of the decade, even after newly passed spending cuts are taken into account, as interest on the debt mounts and the cost of the nation’s social safety net programs keeps growing.
But slowing the growth of the national debt continues to be daunting.
Some federal spending programs that passed during the Biden administration are expected to be more costly than previously projected. The Inflation Reduction Act of 2022 was previously estimated to cost about $400 billion over a decade, but according to estimates by the University of Pennsylvania’s Penn Wharton Budget Model it could cost more than $1 trillion thanks to strong demand for the law’s generous clean energy tax credits.
Pandemic-era relief programs are still costing the federal government money. The Internal Revenue Service said last week that claims for the Employee Retention Credit, a tax benefit that was originally projected to cost about $55 billion, have cost the federal government $230 billion. The IRS is freezing the program because of fears about fraud and abuse.
At the same time, several of President Joe Biden’s attempts to raise more revenue through tax changes have been met with resistance.
In late 2022, the IRS delayed by one year a new tax policy that would require users of digital wallets and e-commerce platforms to start reporting small transactions to the agency. The policy was projected to raise about $8 billion in additional tax revenue over a decade.
Last month, the IRS delayed by two years a new provision that will stop high earners from being able to funnel extra money into their 401(k) retirement accounts. The agency described the
delay as an “administrative transition period.”
Meanwhile, lobbyists are pressing for loopholes in new taxes that have been enacted. The 15% corporate alternative minimum tax was devised to ensure that rich companies could no longer get away with paying single-digit tax rates because of creative use of deductions. However, many of these companies have been pushing the Treasury Department, which is writing the rules that will govern the tax, to create exceptions to preserve their most prized deductions. That tax is different from the global minimum tax that most countries, except the United States, are working to adopt.
The pushback against efforts to raise revenue and cut spending has heightened the sense of alarm among budget watchdog groups that fear that a fiscal crisis is approaching.
“As we have seen with recent growth in inflation and interest rates, the cost of debt can mount suddenly and rapidly,” said Michael A. Peterson, the CEO of the Peter G. Peterson Foundation, which promotes fiscal restraint. “With more than $10 trillion of interest costs over the next decade, this compounding fiscal cycle will only continue to do damage to our kids and grandkids.”
Republicans and Democrats in the House and the Senate continue to be divided on a path forward to avoid the near-term problem of a shutdown, and lawmakers have started pressing for leaders to begin focusing on a stopgap bill to keep the government operating past Sept. 30.
Republicans have been pushing for cuts as a condition of funding the government, blaming out-of-control spending for the country’s fiscal woes.
“This town is addicted to spending other people’s money,” Rep. Eli Crane, R-Ariz., said on X, formerly known as Twitter. “Enough is enough.”
But the White House blamed Republicans on Monday for
the bulging debt burden.
“The increase in debt over the last 20 years was overwhelmingly driven by the trillions spent on Republican tax cuts skewed to the wealthy and big corporations,” said Michael Kikukawa, a White House spokesperson. “Congressional Republicans want to double down on trickle-down by extending President Trump’s tax cuts and repealing President Biden’s corporate tax reforms.”
A Treasury Department report last week showed that the deficit — the gap between what the United States spends and what it collects through taxes and other revenue — was $1.5 trillion for the first 11 months of the fiscal year, a 61% increase from the same period a year ago.
In an interview with CNBC on Monday, Treasury Secretary Janet Yellen said she was comfortable with the nation’s fiscal course because interest costs as a share of the economy remained manageable. However, she suggested that it was important to be mindful of future spending.
“The president has proposed a series of measures that would reduce our deficits over time while investing in the economy,” Yellen said, “and this is something we need to do going forward.”

Given the cuts, the immigration provisions opposed by Democrats and the lack of assistance for Ukraine, the stopgap proposal has no chance of passing as is in the Senate. McCarthy was well aware of that but was hoping House passage would be a show of strength that would force a response from the Senate and potentially shift responsibility for a shutdown across the rotunda.

By CARL HULSEHouse Speaker Kevin McCarthy’s bid to gain the upper hand in a battle over federal spending hit stiff opposition from within his own ranks earlier this week, leaving him with dwindling options and little time to find his way out of a funding impasse that could lead to a government shutdown in less than two weeks.
Roughly a dozen Republicans made it clear that they were staunchly opposed to the proposal unveiled Sunday, which combines a stopgap spending measure with steep funding cuts and new border controls, indicating they could not be induced to change their votes through leadership pressure. The measure had little chance of passing the Democratic-controlled Senate, but McCarthy, who has made it clear he is desperate to avoid a politically damaging shutdown, has promoted it as a way to pressure the other chamber to come his way on spending.
Yet the internal resistance made it clear he is well short of the votes to pass it.
“The Republican House is failing the American people again and pursuing a path of gamesmanship and circus,” Rep. Victoria Spartz, R-Ind., said in a statement. “Neither Republicans nor Democrats have the backbone to challenge the corrupt swamp that is bankrupting our children and grandchildren. It is a shame that our weak speaker cannot even commit to having a commission to discuss our looming fiscal catastrophe.”
“This town is addicted to spending other people’s money,” Rep. Eli Crane, R-Ariz., said on X, formerly known as Twitter. “Enough is enough.”
With McCarthy’s slim majority, opposition from a dozen Republicans would make it impossible for him to advance the bill, as Democrats are uniformly opposed and so far are in no hurry to bail out the speaker. As he arrived at the Capitol on Monday, McCarthy suggested that lawmakers might change their minds once they were able to fully digest the legislation, but he conceded he faced a tough sell.
“It’s a good thing I love a challenge,” McCarthy said. “Every day is going to be a challenge. I’ve got a long week.”
The proposal hammered out over the weekend would extend federal funding through October, allowing time for the House and Senate to make more progress on their stalled yearlong spending bills. It would cut the budgets of most federal agencies for that period by about 8% while exempting
It was a strategy that worked for McCarthy in the debt limit showdown earlier this year, when he defied expectations and was able to muscle through the House a debt limit increase tied to spending cuts, forcing President Joe Biden to open negotiations with him that led to an eventual agreement. But far-right House conservatives, who only reluctantly cast that first vote to raise the debt limit, were unhappy with the deal McCarthy ultimately cut — and they do not seem inclined to give him that backing in the current spending fight.
While some conservatives were digging in against the plan, the prospect of a shutdown was alarming other Republicans, including those from swing districts carried by Biden in 2020 who could feel the political backlash from a government closure.
“They don’t know how to take yes for an answer,” Rep. Mike Lawler, R-N.Y., said in a post on X of the Republican critics of the legislative proposal known as a continuing resolution, or CR. “They don’t know how to define a win. They don’t know how to work as a team. I will NOT support a government shutdown. If they refuse to pass a CR, I will without them.”
McCarthy has said repeatedly that he does not want the government to shut down and that he could try and pass a stopgap bill with a combination of Republican votes like Lawler’s and Democratic ones, as he did with the final vote on the debt limit agreement. But some Republicans on the right have said such a move would lead to a challenge to his job.
The new proposal did have some conservative backing. Rep. Chip Roy, R-Texas, a prominent member of the far-right Freedom Caucus, embraced it and said that House approval would then leave Senate Democrats responsible for the shutdown if they rejected it. Roy, an architect of the immigration restrictions that were adopted by the House earlier this year, was among those who had said he would not support any temporary spending if it did not fortify the border.
“A 30 day extension by the GOP to force an 8% cut to the Department of Justice & rest of federal bureaucracy is a cut to its weaponization while passing border security, & whacking DOD wokeness,” Roy said on X as he tried to rally conservatives behind the proposal.
In addition to the temporary funding bill, McCarthy also was hoping to revive a Pentagon spending measure that stalled last week when right-wing Republicans said they would not allow it to be put on the floor. McCarthy said Sunday that he intended to force a vote on that legislation and see if conservatives relented under the pressure of being accused of abandoning the military.

For more than a day, Los Angeles County sheriff’s deputies scoured the high desert city of Palmdale, desperately searching for a man who killed one of their own in an ambush shooting over the weekend. They had little to go on except surveillance video showing an older, dark gray Toyota sedan.
In the early hours Monday, they arrived at a suburban Southern California home, just a few miles from where Deputy Ryan Clinkunbroomer was shot dead while alone in his sheriff’s cruiser. The man they sought, served with a warrant, refused to come out and barricaded himself inside. Deputies brought in hostage negotiators and the SWAT team, all to no avail. Hours passed.
Only after they resorted to using chemical agents — tear gas is common — did the 29-year-old man emerge from his parents’ house. Authorities arrested the suspect, Kevin Cataneo Salazar, and found multiple firearms on scene, Sheriff Robert Luna of Los Angeles County said in an emotional news conference Monday.
And they found a dark gray Toyota sedan.
“I feel extremely confident that we have the right person in custody,” Luna said. “I’m going to leave it at that.”
Clinkunbroomer, who was transferred to the Palmdale station in July 2018, had worked in the Los Angeles County Sheriff’s Department for about eight years, following in the footsteps of his grandfather and father, officials said. For the past year and a half, he also trained and supervised other deputies, a responsibility bestowed on only the most trustworthy members of the force.
But perhaps the most heartbreaking detail of the tragedy was that, just four days before his death, Clinkunbroomer had gotten engaged to be married to the “love of his life,” his family said.
“Our son Ryan was a dedicated, hardworking deputy sheriff who enjoyed working here at the Palmdale station,”
Clinkunbroomer’s family said in a statement that Luna read Monday. “He was proud to work along the side of his partners that he considered brothers and sisters, as he sacrificed daily to better the community that he served. Ryan made the ultimate sacrifice in doing so.”
Luna described a grieving Sheriff’s Department that finally got its breakthrough after a Sunday afternoon news conference. There, officials released photos and a description of the vehicle, the main clue they had from the shooting. They announced a reward that climbed to $250,000 for information leading to an arrest. Tips poured in.
“That was key at this point, leading our detectives to this suspect,” Luna said.
The Sheriff’s Department has not determined a motive in the shooting, and homicide investigators are still asking questions. Luna said Monday that he had assumed the deputy was

The House was not alone in facing a funding impasse. After weeks of bipartisan progress, the Senate ran into a roadblock Thursday when Sen. Ron Johnson, R-Wis., objected to a plan to consider three different spending bills together.
Senate Majority Leader Chuck Schumer, D-N.Y., announced Monday that the Senate would vote later this week to suspend its rules and overcome Johnson’s objection so the spending package could move forward, a maneuver that would require 67 votes.
An initial test vote would come Wednesday. Some GOP
senators seemed open to the idea, but Sen. John Thune of South Dakota, the No. 2 Republican, indicated they would likely discuss the issue at a private party meeting on Tuesday.
Schumer also made it clear that the proposal from House Republicans, which he called an “insult” to Ukraine, stood no chance in the Senate.
“Last night’s proposal in the House can be boiled down to two words: slapdash, reckless,” Schumer said. “Slapdash because it is not a serious proposal for avoiding a shutdown, and reckless because if passed it would cause immense harm to so many priorities that help the American people.”

Marle Salazar, the mother of the man arrested Monday, said in an interview with the Los Angeles Times that her son had been diagnosed with paranoid schizophrenia about five years ago. She added that she had called deputies to respond in the past when he had become too aggressive after not taking his medication.
“That’s all part of the investigation,” Luna said.
“Whether mental health is a factor or not,” he added, “think about this: If I had to go to your family and tell them that you were not coming home and that you were just murdered, does it matter what the person was thinking, or their condition?”
Although Palmdale is situated in Los Angeles County, it hardly resembles the LA that most people know. The city is separated by mountains from the coastal basin, more than an hour’s drive from the Hollywood attractions and beaches that draw visitors to Southern California. Palmdale grew popular in the late 20th century among aerospace employees who worked nearby, as well as with families searching for cheaper homes — albeit with a long commute.
Palmdale has a recent history of tension between law enforcement officers and the community. In 2015, the U.S. Justice Department and the Los Angeles County Sheriff’s Department announced a settlement involving policing changes in Palmdale and the nearby city of Lancaster after an investigation found patterns of excessive use of force, biased practices and unlawful searches and seizures.
Monitors have documented a lack of progress toward the goals set in the settlement, although they also recognized “new signs of commitment to reforms” and better communication and transparency in a report this year.

But the flip side is that the strike could inflict collateral damage that creates frustration and hardship among tens of thousands of nonunion workers and their communities.
“The small and medium-sized manufacturers across the country that make up the automotive sector’s integrated supply chain will feel the brunt of this work stoppage, whether they are a union shop or not,” Jay Timmons, the chief executive of the National Association of Manufacturers, said in a statement Friday.
Higher wages and gains for rank-and-file workers can be good for the economy. But some argue that Fain’s and other labor leaders’ aggressive demands could discourage businesses from investing in the United States or render them uncompetitive with foreign rivals.
“Mr. Fain has to think about this, too: the long-term financial viability of these three companies,” said John Drake, vice president of transportation, infrastructure and supply chain policy at the U.S. Chamber of Commerce.
Even those who welcome the union’s aggressive stance say it is fraught with risk. Gene Bruskin, a longtime union official who helped workers at a Smithfield meat-processing plant in North Carolina achieve, in 2008, one of the biggest organizing victories in decades, said a long strike could disillusion workers if the union came up short on key demands.

They have made inroads into previously nonunion companies like Starbucks and Amazon, and won unusually strong contracts for hundreds of thousands of workers. Last year, public approval for unions reached its highest level since the Lyndon Johnson presidency.
What unions haven’t had during that stretch is a true gutcheck moment on a national scale. Strikes by railroad workers and UPS employees, which had the potential to rattle the U.S. economy, were averted at the last minute. The fallout from the continuing writers’ and actors’ strikes has been heavily concentrated in Southern California.

other concessions from the three automakers could announce organized labor as an economic force to be reckoned with and accelerate a recent wave of organizing.
But there are also real potential pitfalls. A prolonged strike could undermine the three established U.S. automakers — General Motors, Ford and Stellantis, which owns Chrysler, Jeep and Ram — and send the politically crucial Midwest into recession. If the union is seen as overreaching, or if it settles for a weak deal after a costly stoppage, public support could sour.
“Right now, unions are cool,” said Michael Lotito, a lawyer at Littler Mendelson, a firm representing management.
“But unions have a risk of not being very cool if you have five-month strike in LA and an X-month strike in how many other states,” he added.
If the stakes seem high for the UAW, that’s partly because the union’s new president, Shawn Fain, has gone out of his way to elevate them. During frequent video meetings with members before the strike, Fain has portrayed the negotiations as a broader struggle pitting ordinary workers against corporate titans.
“I know that we’re on the right side in this battle,” he said in a recent video appearance. “It’s a battle of the working class against the rich, the haves versus the have-nots, the billionaire class against everybody else.”
Fain’s framing of the contract campaign in class terms appears to be resonating with his members, thousands of whom have watched the online sessions.
Labor activists agreed that the current strike could reverberate across other industries, where workers appear to be paying close attention to the labor actions of the past year. “In

Bruskin also worried that the union could effectively win the battle and lose the war if the auto companies respond by shifting more production to Mexico, where they already have a significant presence.
The tens of billions of dollars in federal subsidies for domestic production of electric vehicles that President Joe Biden has helped secure should limit that shift and help keep manufacturing jobs at home. Many automakers are already locating new plants in the United States to take advantage of the funds.
Still, Willy Shih, an expert on manufacturing at Harvard Business School, said the automakers could adjust their operations in ways that undercut the UAW while continuing to produce cars domestically. Automation is one option, he said, as is locating new plants in lightly unionized Southern states.
Even Fain’s habit of framing the fight in broad class terms may prove to be a strategic advantage. A recent Gallup poll found that 75% of the public backed the autoworkers in the showdown, compared with 19% who were more sympathetic to the companies.
The widespread public support suggests that the autoworkers may be operating in a different context from workers in another strike that famously contributed to a loss of power for labor: air traffic controllers’ unsuccessful fight against the Reagan administration in the early 1980s, after which private-sector employers appeared to become more comfortable firing and replacing striking employees.
Wall Street slackened on Tuesday, with risk-off sentiment weighing as the U.S. Federal Reserve convened for its much-anticipated two-day monetary policy meeting.
Against this backdrop, growing jitters that a stalemate on Capitol Hill could result in a potential government shutdown had market participants on edge.
Treasury Secretary Janet Yellen on Monday said that while she sees no risk of an economic downtown, she warned that a government shutdown would be “Creating ... a situation that could cause a loss of momentum is something we don’t need as a risk at this point.”
The week’s main event is the Fed’s policy meeting, which is expected to culminate in a rate hike pause, leaving the Fed funds target rate unchanged for the second time since March 2022, when the central bank fired its opening salvo in its battle against inflation.
The Federal Open Markets Committee (FOMC) is also due to release its quarterly Summary of Economic Projections, which will include the “dot plot,” or a glimpse into participating members’ expectations regarding the future path of interest rates.
Financial markets have currently baked in a 99% certainty that the Fed will hold the key rate at 5.25%-5.00% on Wednesday. Beyond that, the trajectory is less certain, with a 69% likelihood of the FOMC holding firm in November, according to CME’s FedWatch tool.
All three indexes were lower in a broad sell-off ahead of the Fed announcement on Wednesday, with interest rate sensitive megacaps, led by Amazon.com and Nvidia Corp, dragging the Nasdaq down most.
Market participants adjusted their positions ahead of the central bank’s scheduled announcement, which is expected to culminate in a decision to leave key interest rates unchanged.
“The increase of hedging is playing an underappreciated role in the price action we’re seeing today,” Michael Green, chief strategist at Simplify Asset Management in Philadelphia.
The Fed is also due to release its Summary Economic Projections, including its dot plot, which should provide a glimpse into the Federal Open Markets Committee’s forecast trajectory of interest rates, inflation and economic growth.
“What’s being priced into the market is a pause but increased risk that rates will stay higher for longer,” Green added. “If (the Fed) announced that they are removing rate cuts in 2024 by raising the dot plot, it would generally be seen as a very hawkish pause.”
Financial markets have priced in an all-but-certain 99% probability that the central bank will leave its key Fed funds target rate at 5.25%-5.00% on Wednesday, and a growing 70.9% likelihood of standing pat at its next meeting in November, according to CME’s FedWatch tool.
On the economic front, a jump in Canada’s annual inflation rate due to rising gasoline prices, and a bigger-thanexpected plunge in U.S. housing starts helped feed investor uncertainty.
The languid IPO market continues to show signs of life,
with grocery delivery app Instacart’s parent Mapplebear Inc making its Nasdaq debut, days after chipmaker Arm Holdings’ stellar entry to the public marketplace last week.
Maplebear shares surged 27.9%, while Arm Holdings was last down 4.4%.
At 2:10PM ET, the Dow Jones Industrial Average fell 151.38 points, or 0.44%, to 34,472.92, the S&P 500 lost 13.12 points, or 0.29%, to 4,440.41 and the Nasdaq Composite dropped 31.74 points, or 0.23%, to 13,678.50.
Among the 11 major sectors of the S&P 500, consumer discretionary and technology suffering the largest percentage declines.
Walt Disney shed 3.0% after the company announced it would nearly double its capital expenditure for its parks business over the next 10 years.

Automakers General Motors and Ford Motor Co gained 2.2% and 2.2%, respectively, as the United Auto Workers union planned to announce more strikes on Friday if no serious progress is made in ongoing talks with automakers.
Hundreds of Libyans protested earlier this week from the devastated eastern city of Derna, demanding the removal of those responsible a week after torrential rains burst two dams and unleashed a catastrophe that killed thousands.
Some protesters stood on the muddy, rocky earth that the floods carried through the city center on Sept. 11, washing entire neighborhoods and their inhabitants into the Mediterranean Sea. Others perched on the roof of a mosque that still stood, and a number appeared to be part of relief and rescue efforts, dressed in white biohazard suits and reflective vests.
“Aguila, out, out,” they yelled, referring to Aguila Saleh, the speaker of Libya’s parliament, who has deflected blame for the disaster and called it “fate.” In a televised speech Thursday night, he appeared to reject accusations that the scale of the calamity was rooted in government mismanagement and neglect, which angered many Libyans.
The cries of the protesters were part of a rising chorus of calls to hold leaders across the divided North African country accountable. Specifically, they want an international investigation into the circumstances that led to the bursting of the two dams on the edge of Derna.
Many Libyans say they don’t trust the country’s own authorities to pinpoint who was responsible. Those authorities are divided between an internationally recognized government in the west, based in Tripoli, the capital, and a region administered separately in the east, where Derna is. Saleh and the parliament are part of the eastern Libya administration.
There are calls for mass protests in the
country on Friday to demand accountability.
For more than a decade, successive governments in Libya, a nation rich in oil, have jockeyed for power at the expense of addressing the public’s needs, according to critics inside Libya and analysts who follow the country closely. That includes neglecting the maintenance of dilapidated infrastructure like the aging dams that burst.
“The focus needs to be on exactly what happened, and then we decide who needs to be held responsible,” said Elham Saudi, director of Lawyers for Justice in Libya. “But that cannot be done by Libyan authorities because they are unwilling or unable to do it.”
Her organization is gathering documents to build a case for why Libya needs an international inquiry, she said.
The official response to the disaster has been chaotic, and the full death toll is still being assessed. Some estimates have put it over 11,000.
The anger over those deaths is unifying Libyans in ways reminiscent of the 2011 Arab Spring uprising in Libya, Saudi said, a revolt that eventually brought down the country’s longtime dictator, Moammar Gadhafi.
“We feel this is a moment of change,” she
said. “Hopefully, this can be the legacy of this horrible disaster.”
In a paper published last year, Abdelwanees Ashoor, a hydraulic engineer at Omar Al-Mukhtar University in Libya, warned that Derna was “extremely vulnerable to flood risk,” as the kind of storms in the area in recent decades could bring down the dams. The dams used an inadequate design and had been built by engineers who underestimated the amount of rain expected, Ashoor argued in his paper.
Government officials knew the dams needed repairs but ignored the warnings, including Ashoor’s, he said.
In 2010, a Turkish company began repair work on the dams. But months later, when the Arab Spring uprising began, the work stopped, according to Libya’s attorney general, Sadiq al-Soor.
A 2021 report by Libyan state auditors showed that more than $2.3 million allocated for maintaining the two dams was never used.
Residents and observers say the catastrophic death toll could have been prevented had the authorities given the proper warnings to residents before the storm.
While the Libyan meteorological service did issue early warnings about heavy rain and floods, it did not address the risk posed by “the aging dams,” the World Meteorological Organization, a U.N. agency, said last week. The abilities of the Libyan weather service were limited, the agency said, by “major gaps in its observing systems” as well as its information technology.
The only warnings that did come were for Derna residents living near the sea to evacuate 24 hours before the floods, said Atiya AlHasadi, a Derna resident and meteorologist. But for the rest of the city, much of which has since washed away, authorities enacted a cur-
few and told residents to stay in their homes, multiple residents said.
“We could have avoided most of the human casualties,” Petteri Taalas, secretary-general of the World Meteorological Organization, told reporters in Geneva.
Like others, Al-Hasadi called for the international community to open an investigation. He said he and several members of his family had to climb onto a water tank on the roof of their three-story building to stay out of the floodwaters for hours. Two of his aunts died in the floods.
“That huge budget was allocated for maintenance,” said Souad al-Qusaybi, a mother in Derna who lost dozens of members of her extended family in the flooding.
When she returned to the home she had fled from, all she found was a pile of dirt.
“Derna is gone,” she said.
Al-Soor, the attorney general, has started an investigation, but the public is deeply skeptical given the country’s long history of corruption and impunity. The attorney general is one of the few government positions agreed upon by both governments, and he works with both sides.
The authorities have appointed a team of Libyan prosecutors from different parts of the country to investigate what caused the dams to collapse and determine whether maintenance measures, which had been needed for years, could have prevented the collapse of the dams.
“Everyone who made a mistake or committed neglect or fell short and caused this disaster will of course have firm measures taken against them,” al-Soor vowed at a televised news conference on Friday night.
Al-Hasadi, the meteorologist, said the attorney general had conducted many investigations before but that none had led to justice.
The world’s top diplomat, António Guterres, the United Nations secretarygeneral, has lately been unusually blunt in his broadsides against fossil fuel producers. He has accused them of “profiting from destruction.” He has urged governments to stop funding coal and to put the brakes on new oil and gas projects. “History is coming for the planet-wreckers,” he has said.
But who are these “planet wreckers?” He doesn’t name them.
Not China, the world’s coal behemoth. Not Britain or the United States, who both have ambitious climate laws but continue to issue new oil and gas permits. Not the United Arab Emirates, a petrostate where a state-owned oil company executive is hosting the upcoming U.N. climate negotiations — a move that activists have decried as undermining the very legitimacy of the talks.
The contradictions show not only the constraints on Guterres, a 74-year-old politician from Portugal who has made climate change his centerpiece issue, but also the shortcomings of the diplomatic playbook on a problem as urgent as global warming.
“The rules of multilateral diplomacy and multilateral summitry are not fit for the speedy and effective response that we need,” said Richard Gowan, who decodes the rituals of the United Nations for the International Crisis Group.
The 2015 Paris climate accord asks only that countries set voluntary targets to address climate pollution. The agreements that come out of annual climate negotiations routinely get watered down, because every country, including champions of coal, oil and gas, must agree on every word and comma.
The secretary-general can cajole but not command, urge but not enforce. He doesn’t name specific countries, though nothing in the United Nations Charter prevents him from doing so.
Despite his exhortations, governments have only increased their fossil fuel subsidies, to a record $7 trillion in 2022. Few nations have concrete plans to move their economies away from fossil fuels, and many depend directly or indirectly on revenues from coal, oil and gas. The human toll of climate change continues to mount.
“He has interpreted his role as a sort of truth teller,” said Rachel Kyte, a former U.N. climate diplomat and a professor at the Fletcher School at Tufts University. “The powers available to him as secretary-general

are awesome but limited.”
This week, on the sidelines of the United Nations General Assembly meeting, he is deploying a bit of a diplomatic wink-nod. At a Climate Ambition Summit he is hosting today, he is giving the mic only to those countries that have done as he has urged, and only if they send a high-level leader, to show that they take the summit seriously. “A naming and shaming device that doesn’t actually require naming and shaming anyone,” Gowan said.
Diplomatic jockeying around who will get on the list has been intense. More than 100 countries sent in requests to speak, and Guterres’ aides have in turn requested more information to prove they deserve to be on the list. What have you done on coal phaseout, some have been asked. How much climate funding have you offered? Are you still issuing new oil and gas permits? And so on.
“It’s good to see Guterres trying to hold their feet to the fire,” said Mohamed Adow, a Kenyan activist.
Guterres has waited until the last possible minute to make public the list of speakers. Expect the awkward.
John Kerry, the United States climate envoy, is expected to attend but not speak. (Guterres is giving the mic only to high-level national leaders.) It’s unclear whether the head of the Chinese delegation this year, Vice President Han Zheng, will have a speaking role. The European Commission president, Ursula von der Leyen, has secured the mic. Britain’s prime minister, Rishi Sunak, isn’t coming to the General Assembly conclave at all. Sultan al-Jaber, the head of the Emirati oil company, and host of the next climate talks, is scheduled to speak.

Guterres will also invite companies with what he calls “credible” targets to reduce their climate emissions to participate. Expect to count them with the fingers of one hand.
Guterres, who had led the U.N. refugee agency for 10 years before being selected for the top job, didn’t always make climate change his centerpiece issue.
In fact, he didn’t talk about it when he was chosen to head the United Nations in 2016. Climate was seen as the signature issue of his predecessor, Ban Ki-moon, who shepherded through the Paris Agreement in 2015. Guterres spoke instead about the war in Syria, terrorism, and gender parity in the United Nations. (His choice disappointed those who had pressed for a woman to lead the world body for the first time in the its 70-year history.)
In 2018 came a shift. At that year’s General Assembly,
he called climate change “the defining issue of our time.”
In 2019, he invited climate activist Greta Thunberg to the General Assembly, whose raw anger at world leaders (“How dare you?” she railed) spurred a social media clash with President Donald Trump, who was pulling the United States out of the Paris Accord.
Guterres, for his part, studiously avoided criticism of the United States by name.
By 2022, as oil companies were raking in record profits in the aftermath of the Russian invasion of Ukraine, he amped up his language. “We need to hold fossil fuel companies and their enablers to account,” he told world leaders at the General Assembly. He called for a windfall-profit tax, urged countries to suspend subsidies for fossil fuels and appointed a committee to issue guidelines for private companies on what counts as “greenwashing.”
This year, he stepped into the contentious debate be-
tween those who want greenhouse gas emissions from oil and gas projects captured and stored away, or “abated,” and those who want to keep oil and gas tucked in the ground altogether. “The problem is not simply fossil fuel emissions. It’s fossil fuels, period,” Guterres said in June.
The reactions from the private sector are mixed, said Paul Simpson, a founder and former head of CDP, a nongovernmental group that works with companies to address their climate pollution. Some executives privately say Guterres is right to call for a swift phaseout of fossil fuels, while others note that most national governments still lack concrete energy transition plans, no matter what he says.
“The question really is, How effective is the United Nations?” Simpson said. “It has the ability to get governments to focus and plan. But the U.N. itself doesn’t have any teeth, so national governments and companies must act.”
Five Americans who had been imprisoned in Iran were allowed to leave the country earlier this week, President Joe Biden said, after two years of high-stakes negotiations in which the United States agreed to unfreeze $6 billion in Iranian oil revenue and dismiss federal charges against five Iranians accused of violating U.S. sanctions.
The announcement that the Americans took off in a plane from Tehran just before 9 a.m. Eastern, came as Biden and President Ebrahim Raisi of Iran were to attend the annual U.N. General Assembly meeting of world leaders in New York on Tuesday.
The five Americans — some of whom had been held for years in Evin Prison, one of the most notorious detention centers in Iran — flew to Doha, the capital of Qatar, for a Cold War-style exchange with two of the five Iranians. Three others declined to return to Iran, according to U.S. officials. The Americans were given a brief medical checkup in Doha before they boarded a U.S. government plane headed for the Washington area, officials said.
In a statement, Biden said “five innocent Americans who were imprisoned in Iran are finally coming home.” He added that they “will soon be reunited with their loved ones — after enduring years of agony, uncertainty and suffering.”
White House officials said the president held an “emotional call” with the families of the Americans.
The prisoner release was a critical breakthrough in a yearslong standoff over Americans who were imprisoned in Iran. But the terms of the deal have generated intense criticism from Republicans who say that releasing billions in oil revenue amounts to paying a ransom and would lead to the taking of more hostages.
The arrangement also comes as part of a larger effort by the Biden administration to deescalate tensions with Iran, which soared in the years since President Donald Trump abandoned the 2015 deal that placed limits on Tehran’s nuclear program. But administration officials denied that the deal indicated a major shift in the long-hostile relationship between the United States and Iran.
Top aides to Biden have said financial sanctions and strict monitoring will prevent Iran from spending the money on anything except food, medicine and other humanitarian goods.
They acknowledge, however, that the deal might free up money that Iran is already spending on those items for other purposes.
“Joe Biden’s embarrassing appeasement not only makes Iran stronger, it makes America less safe,” Sen. Tom Cotton, R-Ark., wrote on X, the social media platform formerly called Twitter.
Biden administration officials have said the agreement with Iran was the only way to win the release of the five Americans, who the United States said had been wrongfully detained by the Iranians in deplorable conditions.
Siamak Namazi, one of the freed Americans, said in a statement that he had been dreaming of freedom for almost eight years as he experienced “torment” for 2,898 days in prison.
“My heartfelt gratitude goes to President Biden and his administration, which had to make some incredibly difficult decisions to rescue us,” he said.
The Americans — Namazi, Emad Sharghi and Morad Tahbaz, as well as two others who have not been named at their families’ request — had been jailed on unsubstantiated char-
ges of spying. They had spent the last several weeks in Iran in home detention after Tehran agreed to release them from prison while the $6 billion transfer, a complicated process, was completed.
U.S. officials said Namazi’s mother and Tahbaz’s wife were also on the plane out of Iran. Both women are Americans and had been prevented from leaving the country.
At the same time as the prisoner exchange, the United States informed Iran that it had completed the transfer of about $6 billion in Iranian oil revenue from South Korea to a Qatari bank account.
“This action was taken strictly to address a humanitarian need,” Raisi told journalists in New York on Monday. He added, “These were funds that belonged to the people of Iran.”
Mick Mulroy, a senior Pentagon official in the Trump administration, said Monday that the release of the funds would “likely give countries that incarcerate Americans as political hostages more reasons to do so.”
Secretary of State Antony Blinken warned Americans on Monday against traveling to Iran and other countries where the risk of being wrongly detained was high.
“While this group of U.S. citizens has been released, there is no way to guarantee a similar result for other Americans who decide to travel to Iran despite the U.S. government’s longstanding warning against doing so,” he said.
Only some of the Iranians involved in the deal were jailed in the United States, though all of them faced federal charges. Those charges will be dropped under the terms of the deal.
Several of them are permanent residents of the United States. U.S. officials said that two of the jailed Iranians decided to return to Iran on Monday. Iran’s Foreign Ministry spokesperson Nasser Kanaani said that two would remain in the U.S. and one would return to a third country where he has family.
The Iranians were identified as Kaveh Afrasiabi, 65, who was charged with being an unregistered lobbyist; Reza Sarhangpour Kafrani, 48, a dual Iranian Canadian citizen charged with exporting lab equipment for Iran’s nuclear program; Mehrdad Ansari, who is serving a five-year prison sentence for obtaining military equipment; Kambiz Attar Kashani, 45, a dual Iranian American businessperson who pleaded guilty to conspiring to illegally export technologies; and Amin Hasanzadeh, who was charged with stealing sensitive technical plans. Hasanzadeh has said he will return to Iran.
It was clear from an early point that, barring some unforeseen circumstance, the 2024 presidential election would be a rematch between Donald Trump and Joe Biden — the first contest with two presidents on the ballot since 1912’s four-way matchup between William Howard Taft, Theodore Roosevelt, the upstart Woodrow Wilson and the long-shot socialist Eugene V. Debs.
Most Americans, according to several polls conducted this year, say they do not want this. Most Americans, a recent CBS News survey reports, think a Trump-Biden rematch is evidence of a broken political system. But most Americans who plan to vote are nonetheless resigned to casting a ballot for either Biden or Trump in November 2024.
This palpable sense of exhaustion is perhaps the reason so many political observers have taken to speculating about a future in which Biden, at least, doesn’t run.
David Ignatius wrote last week in The Washington Post that if Biden and Kamala Harris “campaign together in 2024, I think Biden risks undoing his greatest achievement — which was stopping Trump.” Likewise, Eliot Cohen wrote this summer in The Atlantic that Biden “has no business running for president at age 80.”
I find this drumbeat, which has been ongoing since
at least 2022 (“Let me put this bluntly: Joe Biden should not run for reelection in 2024,” Mark Leibovich wrote last summer, also in The Atlantic. “He is too old”), to be incredibly strange, to say the least. The basic premise of a voluntary one-term presidency rests on a fundamental misconception of the role of reelection in presidential politics and presidential governance.
Reelection — or rather the act of running for reelection — isn’t an unexpected treat or something ancillary to the position. It is one of the ways presidents seek to preserve their influence, whether they ultimately win another term of office.
“Among the many hats the president wears, none is more important to his long-term success than that of party leader,” political scientist James W. Davis writes in a 1992 book on presidential leadership. “Unless he is skilled in the management of party affairs, especially in dealing with members of the coequal legislative branch, the president will not be able to achieve that esteemed place in history reserved for all of our great presidents.”
The reason, Davis explains, is that the institutional separation of the executive and the legislature along with the fragmented nature of political authority in the American system — presidents and lawmakers of the same party, even lawmakers within the same state, do not share the same constituencies — result in large and imposing barriers to presidential ambition. But, Davis writes, “while the president faces numerous constraints in our Madisonian system of checks and balances, he nevertheless can, if he has the inclination and leadership drive, use his party ties to lead the nation to new heights.”
Key to achieving this is the possibility of future power, which is to say, the prospect of reelection. The promise of a second term, and thus another four years to achieve their political and ideological goals, is a critical incentive that binds lawmakers to the president in the present. This is especially true given the recent trend toward the nationalization of congressional elections, in which public esteem for the incumbent — or lack thereof — shapes the fate of the entire party.
Or, as presidential scholar Clinton Rossiter observed in a 1957 letter addressing a House committee hearing on the potential repeal of what were then recently enacted presidential term limits, “Everything in our history tells us that a president who does not or cannot seek reelection loses much of his grip in his last couple of years.” In other words, no president wants to be a lame duck.
Rossiter, it should be said, opposed the 22nd Amendment — which wrote presidential term limits into the Constitution in 1951 — as a nakedly partisan prohibition “based on the sharp anger of the moment rather than the studied wisdom of a generation.” It was, in his view, an “undisguised insult to the memory of Franklin D. Roosevelt.”
There was a notion during the 2020 presidential
race that Biden would be a one-term caretaker. “Biden should do the honorable thing and commit to standing aside after the completion of a successful first term,” a CNN op-ed declared. Some of Biden’s advisers even floated the idea that he would essentially step aside after winning election. “According to four people who regularly talk to Biden,” Politico’s Ryan Lizza wrote in 2019, “all of whom asked for anonymity to discuss internal campaign matters, it is virtually inconceivable that he will run for reelection in 2024, when he would be the first octogenarian president.”
Even Biden himself said that he viewed himself as a “transition candidate.” Perhaps that was true in the months after he won the nomination. For reasons that should now be obvious, however, it was a fantasy. There is no faster way to political and policy irrelevance than for a president to tell the nation he plans to step aside. Biden could be an effective, successful president or he could be a one-term, transitional figure. He could not be both. A president who doesn’t intend to run for reelection is essentially a president who can be safely ignored as a nonentity. No one who wanted to achieve something with the office would make that pledge.
Let’s also be honest about the specific individual in question: the kind of person, like Biden, who plans and plots for a lifetime to become president is going to want to serve as long as the law, and the voting public, will allow.
Absent an extraordinary turn of events, Biden will be on the ballot next year. He wants it, much of the institutional Democratic Party wants it, and there’s no appetite among the men and women who might want to be the next Democratic president to try to take it away from him. Democrats are committed to Biden and there’s no other option, for them, but to see that choice to its conclusion.

Asimismo, el primer ejecutivo informó la construcción de las nuevas instalaciones del Programa Head Stuart/Early Head Start y Oficinas Administrativas en el municipio. Entre ambos proyectos la inversión sobrepasa los 15 millones de dólares.
En torno a la carretera Egozcue, la cual se vio severamente afectada por los huracanes María y Fiona, Pierluisi informó que gracias a la colaboración entre la oficina de Recuperación, Reconstrucción y Resiliencia (COR3) que dirige el ingeniero Manuel Laboy Rivera y el municipio, a solo meses del paso del huracán Fiona, FEMA asignó 1.8 millones de dólares para el desarrollo de esta obra de reconstrucción, siendo esta la primera obligación que dicha agencia federal realizó a un proyecto permanente. Ya existían unas asignaciones previas por los daños del huracán María que ascienden a
alrededor de 3 millones de dólares.
“Las mejoras que allí se realizarán consisten de cuatro proyectos de reconstrucción autorizados por FEMA, que incluyen las reparaciones a daños generales en la carretera, varias áreas de deslizamientos y muros de contención. Gracias al trabajo en equipo del municipio de Patillas, COR3 y FEMA, pronto podremos ver los resultados en el avance de esa obra tan importante para la Comunidad Egozcue. Los proyectos incluyen la primera asignación complementaria de FEMA a los fondos que ya había obligado anteriormente por los da-

Estamos comprometidos en continuar trabajando arduamente para asegurarnos que los residentes de nuestra comunidad Egozcue y otros sectores tengan accesos a carreteras seguras y transitable lo antes posible”.

Gobernador anuncia obra de reconstrucción en carretera afectada por huracán Fiona en Patillas
It is not necessarily a comfortable position for some of the directors, amid broad social pressure to stand in solidarity with unionized writers and actors against the major entertainment studios they are at odds with.
And there are already bubbling tensions: When the union that represents Hollywood directors, the Directors Guild of America, made a deal with the studios in June, keeping them out of the labor unrest, it drew some criticism from striking screenwriters.
Caught in the middle of the studios that fund their ambitions and the actors and writers who help realize them, directors tend to tread carefully when discussing the strike.
“I can understand both sides,” director David Fincher said earlier this month at a news conference for the Venice premiere of his movie “The Killer,” whose star, Michael Fassbender, was absent. “I think all we can do is encourage them to talk.”
It is a particularly complicated moment for directors who are also actors or writers and hold multiple union memberships. Bradley Cooper, who both directs and stars in “Maestro,” about conductor Leonard Bernstein, decided not to attend the film’s premiere at the Venice Film Festival.
And Kenneth Branagh — who both directs the new Agatha Christie mystery movie “A Haunting in Venice,” which debuted in theaters this past weekend, and stars in it as detective Hercule Poirot — has decided to leave interviews about the film to behind-the-scenes figures such as a top producer, the production designer and the composer.
By JULIA JACOBSFor more than half a century, a coterie of critics and filmmakers has been making the case for what’s known as auteur theory: the idea that great directors are the central creative forces behind their films, shaping them just as authors shape their books.
But outside a relatively small pantheon of great filmmakers, most directors have continued to be overshadowed, at least in the public eye, by their movie stars.
The Hollywood strikes are changing that.
With striking actors forbidden by their union from promoting studio films, directors suddenly have the spotlight largely to themselves, if somewhat reluctantly. They have been the main attractions at recent film festivals in Venice; Telluride, Colorado; and Toronto and on press tours that were once organized around A-list movie stars.
Even star vehicles must be promoted without their stars. With Denzel Washington, one of the most recognizable names in Hollywood, and his co-star, Dakota Fanning, unable to promote the third installment of the “Equalizer” series, it fell to director Antoine Fuqua to go on a one-man press tour.
“It’s a strange time,” Fuqua told a TV news reporter ahead of the movie’s Sept. 1 premiere. “I would love to have them here.”
At the Toronto International Film Festival, Q&A sessions after screenings typically involve actors and filmmakers, but this
year, many of the directors — including Ava DuVernay and Richard Linklater — answered questions alone. Behind-the-scenes figures were suddenly in front of the cameras: As the red carpet at the festival opened, a staff member warned the press and onlookers not to be surprised if they didn’t recognize some of the people posing for photos, assuring them that they were associated with the films.
Atom Egoyan, a Canadian filmmaker whose relationship with the Toronto festival goes back 40 years, said the focus on filmmaking over celebrity at this year’s event reminded him of the festival’s earlier years, before the increasing presence of studio films made high-profile Hollywood actors more of a central focus there.
“Certainly for auteur filmmakers, it’s been a breath of fresh air,” said Egoyan, whose latest movie, “Seven Veils,” starring Amanda Seyfried, debuted in Toronto last week. “The industry is going through monumental transitions, and so this has been a nice little oasis.”
And as the Venice International Film Festival closed earlier this month, director Yorgos Lanthimos accepted the competition’s top prize for his surrealist comedy “Poor Things” without any of the film’s stars behind him.
“Celebrity is always going to sell more than a director,” said David Gerstner, a professor of cinema studies at City University of New York. “But it is a moment in which directors are being given the opportunity to shine, to be the centerpiece. It’s just unfortunate that it’s under these circumstances.”
Between the multiple roles many artists hold, and the fact that some actors have been given permission by their union, Screen Actors Guild-American Federation of Television and Radio Artists, to promote independent films, the landscape is a bit confusing.
“It’s a little bit like the wild west,” said Peter Principato, chief executive of a Hollywood management production company that represents directors, actors and writers.
People are making their own calculations, he said: Some are simply following the letter of the rules, which allows multihyphenates to promote movies in a director’s capacity, while others are more wary of taking active roles. In some cases, he said, directors are required by their contracts to promote their films.
Of course, some directors are as much of a draw as their stars. Few directors attract as much natural interest as Martin Scorsese, whose highly anticipated, Apple-backed film “Killers of the Flower Moon” is slated for release in theaters next month, even if the movie’s stars, Leonardo DiCaprio and Robert De Niro, are unable to act as the magnets for press that they typically are.
But it is unusual to see directors carry so much of the promotional weight on their shoulders. With this summer’s Disney horror-comedy “Haunted Mansion” unable to rely on its bigname actors — LaKeith Stanfield, Owen Wilson, Danny DeVito and Jamie Lee Curtis among them — its director, Justin Simien, who is also a member of the Writers Guild, went on interviews alone. “I felt pulled at the seams,” he said in an interview with The New York Times.

Growing up, he longs to be one of the all-powerful Immortals. He goes on a quest to hell and back to defeat 100 demons, the requirement to fulfill his dream.
The tale has been adapted for TV and games, and there’s an anime version, but this latest telling adds a character named Lin (Jolie Hoang-Rappaport), a scrappy village girl who becomes the monkey’s traveling companion. They encounter Buddha (BD Wong) and demons such as the frenetic, fearsome Dragon King (Bowen Yang, from “Saturday Night Live”), who occasionally breaks into song. The main character goes from a lovable, pitiful little simian to a selfcentered trickster who steals a glowing magical staff (which looks and sounds a lot like a “Star Wars” light saber). He’s not exactly endearing (my son loved him, though), but the propulsive energy of his quest will entertain smaller kids who aren’t scared of characters who have gleaming red
eyes and sharp teeth. Ron J. Friedman, Steve Bencich and Rita Hsiao wrote the script, and Anthony Stacchi (“The Boxtrolls,” “Open Season”) directed. Watch it on Netflix.
‘The Super Mario Bros. Movie’
My son calls this movie “The Brothers Mario,” which sounds like another type of film entirely. This splashy big screen version of the beloved 1980s Nintendo franchise might not wow longtime fans of the game, but youngsters who will one day think the 1980s are ancient times should be wildly entertained.
There was a 1993 live-action movie starring Bob Hoskins and John Leguizamo as Mario and Luigi, two Brooklyn brothers who work as plumbers and have to save the city from monsters. This time, the brothers inhabit a colorful animated world where Luigi (Charlie Day) becomes the prisoner of the evil Bowser (Jack Black), a dastardly villain who wants to wage war on Princess Peach (Anya Taylor-Joy) and her kingdom, and then marry her. With Luigi held captive, Mario (Chris Pratt) teams up with the princess, Toad (KeeganMichael Key) and Donkey Kong (Seth Rogen) to free Luigi and keep the princess safe.
Yes, it’s a lot, but children who have no clue the games exist will still be able to follow the plot. When I asked my son why he loved the movie so much, his reply was simply, “I like the fighting.” So there you have it. Aaron Horvath and Michael Jelenic directed. Watch it on Peacock.
‘Lego Disney Princess: The Castle Quest’
If a smorgasbord of Disney princesses is what your kid needs, this 49-minute girl-power adventure — starring Ariel (voiced by Jodi Benson), Moana (Auli’i Cravalho), Tiana (Anika Noni Rose), Rapunzel (Mandy Moore) and Snow White (Katie Von Till) — should do the trick. An ominous storm brews, and the princesses are sent to a mysterious castle, where the dastardly Gaston (Richard White) holds King Triton (Jim Cummings) captive. Imagine a planet where pro wrestlers are gigantic monsters instead of mere humans, and you have “Rumble,” a movie about an uncoordinated, out-of-shape underdog named Steve (voiced by Will Arnett) who takes on the sports world. The story is inspired by Rob Harrell’s graphic novel “Monster on the Hill,” which depicts a realm where each town is represented by a mighty monster, save for one town, where the not-so-menacing Steve lives.
In this computer-animated film, a girl named Winnie (Geraldine Viswanathan) decides to coach Steve and turn him into a fearsome competitor who can restore glory to their town. Her dad used to coach monsters, so Winnie is trying to honor him by following in his footsteps. Hamish Grieve, who worked in the animation department on films such as “Monsters vs. Aliens,” directs. There are fun training montages, shout-outs to movies including “Dirty Dancing,” and — most important for kids — humongous beasts wrestling each other. ‘The Slumber Party’
It starts with three teenage girls speeding through the streets of their quiet little town aboard a giant motorized hedgehog, and it only gets nuttier from there. Based on the book “The Sleepover,” by Jen Malone, this family-friendly riff on the “Hangover” franchise is about a sleepover birthday party that devolves into chaos when the girls wake up and realize their bestie Anna Maria (Valentina Herrera) is missing — and they don’t remember a thing. Of course booze, drugs and gambling are not to blame for the blackout. Instead, the girls had surprised Anna Maria with a magician called Mesmer (Tituss Burgess) who had hypnotized them all. And when they wake up, Megan (Darby Camp from “Big Little Lies”) discovers she has a shaved eyebrow and is wearing a hoodie that belongs to the hottest guy in school, Jake (Ramon Jose Rodriguez). The action kicks up when the girls embark on a quest to find Anna Maria (you’ll have to watch the movie to find out how they wind up on that hedgehog).
There are plenty of comic moments courtesy of Camp’s Megan and her sleepover pals, Veronica (Alex Cooper Cohen) and Paige (Emmy Liu-Wang), and the writer Eydie Faye (“Fuller House”) and the director Veronica Rodriguez succeed in capturing the sweetness and absurdity of growing up. Spain unveiled its roster earlier this week for the first two matches of the women’s national team since the team’s World Cup win — and a postgame kiss that plunged women’s soccer into turmoil.
Many of the players chosen to play for Spain, however, have made it clear over the past few weeks that they are unwilling to do so unless management changes are made at the soccer federation. But only eight of the World Cup winners were left off Monday’s roster, including three who are injured, one who has retired — and Jennifer Hermoso, the star player who was forcibly kissed by the man who was Spain’s top soccer executive at the time.
“We are with Jenni. We believe it’s the best way to protect her,” said the new coach, Montse Tomé, at a Royal Spanish Football Federation news conference, when she was asked why Hermoso had not been chosen to play in the UEFA Nations League, which is the qualifier for European teams in the 2024 Paris Olympic Games.
This month, Hermoso filed a criminal complaint of sexual assault against the former soccer chief, Luis Rubiales, after he kissed her during the World Cup medals ceremony in Sydney.
The decision by Tomé to exclude Hermoso comes amid a high-stakes standoff between Spain’s star players and the national soccer federation.
In August, after its World Cup win, the team, including the players who were on Tomé’s roster Monday, demanded changes to management and threatened not to play if changes were not made.
On Friday, Hermoso and 20 of the 23 winning team members signed a joint statement with other Spanish players saying “it is time to fight” and reinstating their demands for a restructuring of “the leadership positions of the Royal Spanish Football Federation” to guarantee a “safe place where women are respected.” But they did not explicitly threaten not to play.
By Monday night, with their demands as yet unmet, it was not clear if all the players on Tomé’s roster would agree to play or if they would boycott the matches, against Sweden and Switzerland that begin Friday, in support of Hermoso.
If they decide not to play, they could
face consequences, including fines or temporary bans, according to the National Sports Council.
“I trust they are professional world champions and they love their profession,” Tomé said, adding that she had talked with the players over the past few days.
In a statement posted on social media Monday night, the women’s players’ union, Futpro, said that the joint statement players issued Friday made clear, “with no room for misinterpretation, our firm wishes not to be called up, for reasons that are justified.”
“We regret that our federation puts us in a situation that we would never have wanted,” Monday’s statement said.
Minutes later, AFE, Spain’s chief players’ union, also issued a statement, declaring its “astonishment at the lack of dialogue by the Royal Spanish Football Association regarding the majority position of the players who have been called up based on arguments that should be respected.”
Ivana Andrés, one of the captains of the World Cup team, is suffering from a sports injury. She is one of the champions who are not on Tomé’s roster. In a televised interview Monday evening, Andrés said, “The most important thing is that we want to play.”
But “we want them to treat us with respect,” she added, referring to the federation.
Then, the president of Spain’s state-run National Sports Council, Víctor Francos, weighed in, saying on a late-night radio
show Monday night that “if the players don’t show up, the government must apply the law,” in reference to the sanctions the players could face. Francos added: “Tomorrow at 8:30 a.m., I will call some of the players and speak with them.”
Some Spaniards also expressed dismay at the roster, including a well-known politician. “It’s not a call-up. It’s a threat,” said Gabriel Rufián, a member of Parliament with a pro-Catalan independence party.
A Swiss player, Ana-Maria Crnogorčevič, who plays for the Spanish team Atlético de Madrid, also shared her disbelief on social media. “This is insane,” she said in a post on X, formerly known as Twitter.
Both the players and the federation have a lot to lose if Tomé cannot rally together a team in time for Friday’s match in Sweden.
Sports commentator Guillem Balagué explained that Spain will jeopardize its Olympic ticket if the players boycott the match against Sweden. Only “the two finalists of the Nations League will, together with the French squad, be in Paris 2024,” Balagué said.
Over the past month, the federation has taken
some measures to address the concerns of its star players. They urged Rubiales to resign, which he did. He appeared in court Friday in connection with the sexual assault allegations filed by Hermoso. A restraining order was subsequently issued against him, forbidding contact with Hermoso. Jorge Vilda, the coach of the national team, was fired this month. He had been accused last year of controlling and sexist behavior by team members.
On Monday morning, the federation said in a statement that it guarantees a “safe environment for the players” and is committed to making changes within the organization. But it did not specify details of the changes it intends to make or a time frame.
Though Tomé has replaced Vilda, becoming the first woman to hold the top job in Spain, her appointment is not without controversy. Tomé came under criticism when she participated in a standing ovation for Rubiales on Aug. 25, following a defiant speech in which he accused Hermoso of initiating the kiss and railed against “false feminism.”
The statement issued by the players Friday called for “zero tolerance” toward members of the federation who have “had, incited, hidden or applauded attitudes against the dignity of women.”
“I shouldn’t have done it,” Tomé said of her participation Monday.
Basketball player Pamela Rosado, judo athlete María Pérez, swimmer Yeziel Morales, table tennis player Melanie Díaz and archer Jean Pizarro were chosen on Monday by the executive committee of the Puerto Rico Olympic Committee (COPUR by its Spanish acronym) as finalists to be flag bearers in the Puerto Rican delegation that will compete in the Santiago 2023 Pan American Games.
It will be the first time that an island delegation in the Pan American Games will include two flag bearers, in order to comply with the rule stipulated by the International Olympic Committee requiring the selection of one woman and one man.
Those finally chosen will be announced at COPUR’s ordinary meeting on Wednesday, Sept. 27, at 6:30 p.m. The secret voting mechanism will be used. The presentation of the Puerto Rico delegation with the flag bearers will be on Thursday, Sept. 28, at 5 p.m. in the Hall of the Presidents at Casa Olímpica in Old San Juan.
In the previous edition of the Pan American Games, Lima 2019, Puerto Rico won 24 medals (five gold, five silver and 14 bronze). In 18 Pan American Games, Puerto Rican delegations have won 266 medals: 23 gold, 85 silver and 148 bronze. The Santiago 2023 Pan American Games -- which will mark Chile’s first time as host of the hemispheric competition -- will run from Oct. 20 to Nov. 5.
Phil Mickelson, the golf great whose issues with gambling have made headlines throughout the years, took to social media earlier this week to share details about his addiction, and to offer a warning to potential bettors ahead of this year’s NFL season.
As the 2023-24 football season kicked off in earnest, Mickelson posted on X, formerly known as Twitter, to say that he would not be gambling on any games. “I crossed the line of moderation and into addiction which isn’t any fun at all,” said Mickelson, who has won six major golf tournaments.
The post went on to offer advice to anyone who might be struggling with similar issues: “If you ever cross the line of moderation and enter into addiction,
hopefully you won’t confuse your enablers as friends like I did.”
The post came on the heels of the autobiography “Gambler: Secrets From a Life at Risk,” published in August by Billy Walters, a well-known sports bettor who claimed to know about Mickelson’s gambling habits and asserted that the professional golfer’s sports bets totaled more than $1 billion in a span of about 30 years.
A biography of the golfer by Alan Shipnuck that was released last year also explored the intimate and private moments of Mickelson’s life between swings. It highlighted just how serious the addiction had become, and the questionable relationships that Mickelson had made through his betting practices. According to one of Shipnuck’s sources, Mickelson’s gambling losses totaled more than $40 million between 2010-14. Mickelson’s statement Monday did not address those claims, but instead focused on the negative effect that gambling has had in his life, and on the relief he
feels having moved past it.
“The money wasn’t ever the issue since our financial security has never been threatened, but I was so distracted I wasn’t able to be present with the ones I love and caused a lot of harm,” Mickelson wrote in the social media post.

Mickelson, for supporting him through his struggles.
“After many years of receiving professional help, not gambling, and being in recovery from my addictions,” he wrote, “I’m now able to sit still, be present in the moment and live each day with an inner calm and peace.”
