Mental health services chief apologizes for interview incident, says he’s available

The head of the Mental Health and Anti-Addiction Services Administration (ASSMCA), Dr. Carlos Rodríguez Mateo, apologized Wednesday after an incident that occurred in the middle of a television news interview.

“The mental health of all Puerto Ricans is certainly my priority and I have demonstrated this with my actions since we arrived at the ASSMCA,” Rodríguez Mateo said in a written statement. “In the past few hours, an interview that was conducted with me has been released. To this end, I would like to clarify several issues. My record as a physician, public official, and agency head has always been one of transparency, respect and openness.”

“Given the circumstances, it is important to establish that the journalist was offered the data that was available at the time and was also given an interview with personnel who had extensive knowledge of the subject,” the official continued in the statement. “I want to apologize if in any way my words offended the work carried out by the press and, specifically, the [Telemundo] journalist, Valeria Collazo. We are happy to clarify any questions or information you may have. Always with the greatest respect.”

Earlier in the day, Gov. Pedro Pierluisi Urrutia, when asked about the fallout from the Rodríguez Mateo interview, asked for the bullcrap (“tiraera”) in the media and social networks to end.

“There are times here that you fall into a trap that is too much,” the governor said in response to questions from the press. “That’s too much. Making allegations like this is more than just muddying.”

Pierluisi noted that if anyone has evidence of illegal conduct by an official, they should go to the investigative agencies and file a complaint.

“My call to everyone in Puerto Rico is to respect each other,” he added. “Let there be a climate of respect and fair treatment among everyone here.”

The governor made his remarks in reaction to the ASSMCA administrator’s interview with the journalist and the statements of Sen. Thomas Rivera Schatz on the matter.

Meanwhile, a pair of Popular Democratic Party lawmakers, Jesús Manuel Ortiz and Héctor Ferrer Santiago, also weighed in on the matter on Wednesday, expressing their concern and calling on the governor to take measures regarding Rodríguez Mateo’s conduct.

The at-large legislators referred to the TV interview

as a worrying incident in which Rodríguez Mateo, a former mayor of Salinas and New Progressive Party senator who lost a bid for reelection to an at-large seat in 2020, displayed what they considered to be a highly inappropriate attitude during the interview.

The ASSMCA chief, the lawmakers said, looked “agitated and angry” when questioned about his refusal to give an interview related to statements made by mental health patients.

Additionally, he was questioned about allegations that he was pressuring female employees to sell tickets for $500 to finance his political campaign.

“This conduct is unacceptable and casts serious doubts on his ability to lead an agency dedicated to mental health in Puerto Rico,” Ortiz González said. “Therefore, it is worthwhile for the governor to express himself and take action in this regard. That type of attitude reveals little interest in and respect for public service.”

Late Wednesday afternoon, PDP Reps. Sol Higgins Cuadrado, Estrella Martínez Soto, Deborah Soto Arroyo and Jocelyne Rodríguez Negrón upped the ante, calling for Rodríguez Mateo’s immediate dismissal.

The lawmakers said the recent events made it clear that Rodríguez Mateo is not fit to lead an agency that is responsible for caring for people with mental health conditions.

“His unacceptable and hostile behavior toward journalist Valeria Collazo, which occurred yesterday, demonstrates a lack of empathy and professionalism that cannot be tolerated in a position of such importance,” they said.

PDP lawmaker calls for gov’t to buy Grupo HIMA’s hospitals

Popular Democratic Party Rep. Ángel Matos García is urging Gov. Pedro Pierluisi Urrutia to seriously consider acquiring the Grupo HIMA Hospital system, which filed for bankruptcy in August to restructure well over $400 million in debt.

The hospital has already informed the court that it is selling its Fajardo and Bayamón facilities.

Grupo HIMA San Pablo, one of Puerto Rico’s largest hospital systems, filed for Chapter 11 and is seeking a sale process for its assets. The hospital system was forced to declare bankruptcy after it was unable to renegotiate its debts.

Grupo HIMA consists of several entities such as Grupo HIMA San Pablo Inc., Centro Medico del Turabo Inc., HIMA San Pablo Properties Inc., Portal de Caguas Inc., Jocar Enterprises Corp., Jerusalem Home Ambulance Inc., Host Security Services Inc., CMT Development LLC and IA Developers Corp., which all filed for bankruptcy. However, according

to a statement from HIMA President and CEO Armando Rodríguez, there are additional related companies, subsidiaries and nonprofit organizations supported or promoted by Grupo HIMA.

The last available appraisal reports for the five operating units were completed in 2019 and provided aggregate real property values of $242.3 million for the real estate components of the businesses, Rodríguez said.

Matos García noted that “Puerto Rico faces a health crisis, and our privatization model has collapsed.”

“We should explore the alternative of

a universal health model, so we could start by acquiring these hospitals so that the government can directly offer health services to citizens,” the lawmaker said.

The bankruptcy of the Grupo HIMA represents one of the largest on the island in the past three decades, with a total debt of $472.27 million, 18% more than initially estimated. The debt is divided into $274 million of secured debt, $156.39 million of unsecured debt, and $41.88 million of senior debt, Matos García said.

The government creditors include the State Insurance Fund, the Puerto Rico Electric Power Authority, the Puerto Rico Aqueduct and Sewer Authority, the Municipal Revenue Collections Center, and several private creditors. The HIMA San Pablo Group is the second-largest hospital system in Puerto Rico.

The genesis of Grupo HIMA’s recent bankruptcy filing, analysts have said, can be attributed to a history of disparate statutory treatment for Medicare and Medicaid programs and payments to Puerto Rico compared to the mainland states, the effects of the 2017

hurricanes, the COVID-19 pandemic, and the loss of revenues caused by the closing of health insurers and lawsuits.

Puerto Rico is also facing a fiscal crisis that resulted in the government and other public corporations filing for bankruptcy in 2017 to restructure close to $70 billion in debt.

Matos García pointed out that a government acquisition would be in line with Joint Resolution 50-2023, authored by Sen. Juan Zaragoza Gómez, which urges the Department of Health to carry out a funded study to evaluate organizational models in the provision of health services, including a universal health program, and a search for adequate financing to provide health insurance to currently unprotected citizens.

The study would also analyze budgetary and fiscal costs, total health expenditures, participation in health insurance, federal provisions, comparisons with other jurisdictions, necessary legal changes, interaction with federal health programs such as Medicaid and Medicare, and alternatives to universal health systems, including nongovernmental payers.

Firefighters to be certified as mental health first responders

As part of the public policy efforts promoted by Gov. Pedro Pierluisi Urrutia aimed at communities prioritizing their mental health and accessing available support programs, the Mental Health and Anti-Addiction Services Administration (ASSMCA by its Spanish initials) and the Puerto Rico Firefighters Bureau have established an agreement to certify the island’s firefighters as first responders in psychological first aid.

As part of the initiative, first the firefight-

ers who are part of the new academy will be certified, followed by bureau members in the six zones of the island.

When making the announcement, ASSMCA Administrator Dr. Carlos Rodríguez Mateo noted that with the agreement he seeks to provide tools to firefighters to strengthen their emotional health and acquire basic knowledge to handle the various scenarios to which they are exposed in emergencies and catastrophes.

“Prioritizing mental health and suicide prevention on our island is an issue that we are working on in the ASSMCA as a health public policy, directly in the communities, because it is in them that the citizen is born, grows and develops daily,” Rodríguez Mateo said. “To the extent that we strengthen the mental health of communities, we strengthen the health of the people. By the nature of their work, firefighters are exposed to community scenarios of high stress, loss and pain. So, through this project, we seek to provide them with tools so that they can manage that encounter with the affected people, channel the help they need to them, and also

so that they can manage and strengthen their mental health, as well as that of their family.”

Firefighters Bureau Commissioner Marcos Concepción Tirado stressed that “our priority in the Bureau is to provide firefighters with the necessary tools to respond to any emergency situation.”

“I appreciate and recognize the commitment of the ASSMCA, which will train new firefighters in the management of emotions to attend to crisis situations in the middle of the scene [of a disaster or other crisis] and channel help to a health professional.”

The fire chief added that once the initial training is completed, all firefighters in the bureau’s six zones will have been impacted.

The training required to become psychological first aid responders includes meeting contact hours in workshops that are structured under ASSMCA’s Psychological Strengths and First Aid Module. It is a module focused on behavior and the management of emotions in which emphasis is placed on the proper channeling of traumatic events and does not replace the intervention of a mental health professional, such as a social worker, psychologist or psychiatrist. Its objective is that the personnel who are trained have the necessary tools to mitigate crisis situations until the time comes when the affected person or people

can have access to the professional help they need, including ASSMCA programs, to address different addictions.

The Psychological First Aid project is part of a series of ASSMCA programs focused on prevention and treatment, which promote education about mental health, the importance of its care, and seeking help and treatment when problems are identified or a diagnosis is made. Other agency programs that promote direct services in communities are: ASSMCA Visits Your School, Project Hope, ASSMCA Visits Your Community, among others.

Public opinion is divided on RCM chancellor’s appointment

Opinions about the protest at the University of Puerto Rico (UPR) Medical Sciences Campus (RCM) were divided Wednesday, with one sector saying protesters ignore evidence showing that RCM Chancellor Ilka Ríos Reyes engaged in no wrongdoing.

Students launched an indefinite strike Wednesday after UPR President Luis Ferrao Delgado declined to remove Ríos. The students argued that the School of Medicine’s accreditation is at risk because of an agreement Ríos made with the parents of a minor medical student to avoid putting the school through a lengthy lawsuit.

Former UPR President José Saldaña blasted Ferrao for coming late to Ríos’ defense, blaming the current UPR president and the university’s governing board for what is happening.

The RCM campus has a population of around 4,835, including students, residents in different specialties, faculty, and non-teaching employees. Various organizations represent those groups: the Academic Senate, the Association of University Professors, the General Council of Students RCM UPR, the Brotherhood of Exempt Non-Teaching Employees and the Workers’ Union, while some people are not affiliated with those organizations, Saldaña said.

On July 25, several officials sent the UPR governing board a letter on stamped paper bearing the logos of the School of Medicine and the provost’s office, which gave the impression of being an official document from the institution, opposing Ríos appointment.

“That letter with the supposed endorsement of five deans also contains the signature of 318 students, faculty and employees claiming to represent the university community of that campus and opposing [Ríos’] designation,” Saldaña said in a written column. “The signatures of 318 people represents 6.5% of the total population of the facility.”

“Ríos is highly qualified for the position that President Ferrao has recommended,” the former UPR president continued. “She has a doctorate in dental medicine, a postdoctoral master of science and a residency in maxillofacial radiology. She has been a teacher at the RCM for more than 40 years. She has administrative experience, becoming dean of students and

cowardice of both of them was revealed for not being able to forcefully defend the appointment they made and for not being able to censure the partisan political interference in internal affairs of the university such as the appointment of a chancellor.”

“This entire process against Dr. Ríos originates in the reality that this is a person who is not from the ideological left, and that she is the type of person who is not intimidated by threats from ideological groups,” he said.

The protesters are ignoring a probe by a UPR investigator that refuted a 2022 probe that concluded that Ríos violated internal processes when she reached a settlement with a minor-aged medical student who had failed several courses, Saldaña pointed out.

The investigation was conducted by Maritza Miranda López, a notary public and lawyer hired by former RCM Chancellor Carlos Ortiz late last year to determine if there should be disciplinary actions against Ríos, a source familiar with the situation said. The report based on the investigation is addressed to Ortiz and Alfonso Fernández Debs, head of the Legal Advisers Office.

“On a campus with more than six chancellors, both permanent and interim, for more than four years, it was time to finish appointing a person like Dr. Ríos to end the serious problem of administrative continuity and governance,” Saldaña said, adding that Ferrao and Ricardo Dalmau, chairman of the UPR governing board, should have come out more forcefully in favor of the appointment instead of leaving Ríos alone on Sept. 1 to defend herself.

He also blasted the Popular Democratic Party (PDP) for interfering in the appointment and turning it into a political debate.

“This censure of the PDP politicians for their interference in university autonomy should have fallen to the president of the institution, Ferrao, and Dalmau, chairman of the governing board,” Saldaña said. “But once again the ineptitude and

Miranda López disagreed with the findings reached by Alondra Fraga Meléndez, a UPR investigator, who concluded in 2022 that Ríos violated internal processes and acted unilaterally when she reached a settlement with the parents of a 15-year-old medical student to avoid a lengthy litigation against the campus for failing to provide psychological and other aid to the student. Fraga Meléndez said Ríos did not have the authority to reach a settlement because that responsibility fell to the UPR president.

Miranda López disagreed, noting that Ríos was the highest authority at RCM and had the power to settle with the minor student.

PDP Rep. Héctor Ferrer Santiago, meanwhile, joined the chorus of voices in support of School of Medicine students in their demonstration against Ríos’ appointment.

“The Student Council of the School of Medicine collected the opinion of the student enrollment concerning the appointment of Dr. Ilka Ríos Reyes as chancellor of the Medical Sciences Campus,” the freshman lawmaker said. “This process revealed the strong rejection by the students and faculty of the RCM School of Medicine of the appointment of Ilka Ríos Reyes.”

According to data provided by the School of Medicine, 97.7% of RCM medical students are against the appointment.

Club gives gov’t failing grades on Hurricane Maria recovery

Hurricane Maria entered Yabucoa on Sept. 20, 2017 and devastated Puerto Rico, leaving 100% of the archipelago in darkness. Six years later, the tragedy caused by Hurricane Maria and the problems that were revealed continue to persist, the Sierra Club of Puerto Rico said Wednesday.

The people, biodiversity and natural spaces of Puerto Rico have been suffering the effects of climate change for decades, the organization said in a press release.

Intertwined with those climate struggles are equally destructive federal and local policies that have compounded environmental injustice across the island. In recent years, Puerto Rico has gone through moments of great anguish, pain

and concern. Puerto Ricans have survived the onslaught of hurricanes, floods, earthquakes, droughts, damaging threats to the quality of the air they breathe, unprecedented temperatures, and a pandemic, all in the midst of a prolonged economic depression and social crisis, the Sierra Club said.

“The climate crisis is the consequence of all the crises and injustices against which Puerto Ricans have fought for decades. It is the result of the endless pursuit of profit and limitless exploitation within a system that does not recognize the limits of the Earth,” said Adriana González Delgado, a field organizing strategist for Sierra Club of Puerto Rico. “We have advocated for a fair recovery, but that has not been the reality. Currently, we are not prepared for another atmospheric phenomenon like Maria. For this reason, six years after Hurricane Maria, we have decided to take note of the progress

that has been made or lack thereof.”

The Sierra Club issued two progress grades for the island’s recovery:

“Energy: F

* Dependence on imported energy resources (gas, oil, coal).

* Lack of a plan to address power grid situations in future hurricanes that the public knows and understands.

* Poor access to information on the electrical system (LUMA does not follow up, does not publish details, does not publish emergency plans, does not publish personnel numbers).

Environmental Justice: F

* Excessive construction in coastal areas affects their erosion.

* After Maria, beaches shrank and coastal erosion threatened marine ecosystems such as coral reefs by increasing sedimentation and pollutant runoff into the sea.”

A fresh perspective on Puerto Rico’s power grid woes

CEO of AI-based company says valuable lessons can be drawn from other islands

For some, the energy situation in Puerto Rico may be rather tiresome, as the subject never seems to leave the headlines of popular newspapers on the island and in the mainland United States.

Many have noted that Puerto Rico’s energy problem comes primarily from its poor infrastructure, which is not ready, nor was it ever, to take the heavy hurricanes that threaten the island every year. Even without a hurricane, electrical service isn’t guaranteed to work flawlessly; anyone who’s lived in the archipelago can testify that even on the sunniest of days the power can go off at any moment.

This is particularly a problem for many important things that citizens need to function properly around many municipalities, such as traffic lights, as well as hospitals, supermarkets, restaurants, and other establishments that all need electricity to work. While the perspective of those who live on the island is exceptionally important, also considering the perspective of someone who lives on another continent, such as Europe, and looking at what they are doing and how Puerto Rico can implement some of these things into its own system, can be valuable as well, as can having a basic understanding of the unique difficulties islands face when it comes to power.

That’s where José A. Martínez comes in. Martínez is the CEO of ADEX, a corporation that specializes in artificial intelligence (AI) and is focused on electricity markets and energy transitions. He is also an expert on businesses in the energy sector of the European Union and on “business angles” from emerging corporations.

In an interview with the STAR, Martínez looked at Puerto Rico’s energy issues and how they could perhaps be fixed, sooner rather than later.

To get to the solution for something, we need to first understand the problem, the executive said.

“If we look at this from every angle that composes the foundation of the energy grid in the island -- the reliability of the electrical service, the sustainability this electric system has, and the economic accessibility that the system has -- Puerto Rico can do better from all three of these angles,” Martínez told the STAR.

“Currently out of all the energy that is generated on the island, only 4 percent of it actually comes from renewable sources,” the industrial engineer said. “The system has issues in terms of reliability because at any moment there can be failures, and in terms of pricing, well, it’s expensive because energy on islands tends to be more expensive than on [the mainland of] continents, but an additional issue to that is that

Puerto Rico depends entirely on fossil fuels, which makes the price of electricity double the price of electricity in the mainland United States. Therefore, there are improvements to be made in all three areas.”

Perhaps it is far-fetched to wonder how Puerto Rico can fix the aforementioned problems entirely in the short term, but how can the island begin to resolve those issues -- where do we start? Martínez said that first off, Puerto Rico should start to mix things up in terms of its power sources and stop depending entirely on fossil fuels.

“Diversity in terms of fuel sources is an important point,” he said. “There are also actions that can be taken in the short term that have an immediate result, such as prosumers (people who consume and produce at the same time), as well as solar panels on houses and self-generating energy in industries. That has an immediate effect on the demand as well as the benefit for the energy [sector],” Martínez said. “There is also another short-term benefit, which is to provide more

efficiency to existing generation assets, the thermal plants. That has an immediate benefit on anything that has to do with energy transition.”

“Then for a mid- or long-term solution, there are multiple points into a larger interconnection within the island, which means having higher tension lines that make the electrical grid more efficient, and including an interface and connection with other electrical systems, the closest one being the Dominican Republic, which would be the only one possible for achieving such a thing,” he added.

“Lastly, the island should not stop investing in renewable energy such as solar or wind energy,” Martínez said.

Now that all sounds good, but Puerto Rico has an additional problem when it comes to renewable energy, which is that it has double regulation, federal and local, which slows down processes in terms of permits, Martínez said, although, he added, bureaucracy is a solvable problem.

“Let’s say that it isn’t desirable, that if building a solar farm takes around a year and a half to two years, permits last only four to six years -- it’s something that is purely administrative; we don’t have to buy materials, it’s a subject that is very much solvable,” the ADEX CEO said. “For example, the government in Spain created an emergency climate plan in the Canary Islands that reduces the number of administrative permits.”

That sounds similar to what many people say about the commonwealth Central Office for Recovery, Reconstruction and Resiliency, better known as COR3, shortening processes as being key to improving the energy system.

However, does Puerto Rico have enough capital to fix these issues, even with the massive debt that it has?

“Even with the debt the island suffers from, there are things that can be done,” Martínez said. “Initiatives that involve the private and public sector, without the necessity of huge investments -- collaboration is key here.”

While it is important for Puerto Rico to take notes from other islands and understand what they are doing so that they can imitate it, the reality is that one size does not fit all; all islands have natural resources that are different from one another, different necessities and climate, even when there are similar population structures.

“The Canary islands, for example, 50 percent of their GDP [gross domestic product] is made from Tourism, while Puerto Rico’s is industries,” Martínez noted. “However, there are important points [to be gleaned] because Puerto Rico is not ahead of the curve in this transition of energy, so Puerto Rico has the luxury to benchmark what other islands are doing and look at the mistakes they’ve made so that they don’t make those same mistakes.”

In other words, being behind in terms of energy sources could be a good thing for the island because it can skip all of the trial and error and jump straight into doing things right by avoiding the mistakes others have made.

Billions to connect everyone to high-speed internet could still fall short

Along the southeastern edge of Oklahoma, where expansive cattle ranches and empty storefronts dot the landscape, the lack of high-speed internet service has become a daily frustration for residents.

Wanda Finley, a fourth-grade teacher in Sawyer, Oklahoma, said the satellite service at her home was often too slow to use, and it sometimes went out for days. She cannot schedule medical appointments, request prescription refills or pay her bills online until she gets to work. Nearly every weekend, she drives about 40 minutes to school to prepare her weekly lesson plan because it can take minutes for a single web page to load at home.

“I’m hoping it will change,” Finley, 60, said sitting in her home on a recent afternoon.

If President Joe Biden gets his way, Finley and her neighbors will benefit from a $42.5 billion program to expand fast internet access across the country. The funding, which was included in the 2021 infrastructure law, is part of an initiative that has high ambitions: to provide “affordable, reliable high-speed internet” access for every home and business by 2030.

The effort is meant to close the “digital divide” by ensuring that all Americans can connect to fast internet, given the critical role it plays in economic opportunities, education, health care and other areas. The Biden administration has also invested more than $22 billion in other programs to build broadband networks and reduce the cost of internet bills.

The lack of broadband infrastructure is particularly problematic in rural areas, where internet service is often unavailable or limited. Roughly 24% of Americans in rural areas lack high-speed internet service as defined by the new program, compared with 1.7% in urban areas. Research has shown that internet connectivity can fuel economic growth in rural areas, helping to create jobs, attract workers and increase home values.

Attempts to get broadband to everyone is not new: The federal government has already pumped billions into efforts that have had mixed results. Biden administration officials have said that the new program, coupled with other federal and state funding,

would be enough to finally reach everyone who lacks high-speed internet access.

But some state officials and industry analysts remain wary and have raised concerns about whether the funds will achieve all of the administration’s goals.

In part, that’s because of the sheer cost of deploying broadband infrastructure in rural and sparsely populated areas. It can be expensive to lay fiber-optic cable when homes are spread far apart and terrain challenges make it difficult to dig in the ground. Labor shortages could further drive up construction costs and delay projects.

There are 8.5 million “unserved” and 3.6 million “underserved” locations across the country, according to Federal Communications Commission data. Each state received a minimum of $100 million from the $42.5 billion bucket, plus additional funds based on its number of unserved locations. States must first address areas that have no or insufficient internet service, and can then use funds to build out in underserved areas. Remaining funds can be used on community institutions and then issues such as affordability.

The success of the initiative is expected to vary across states. Some, including Louisiana and Virginia, have already said they anticipate covering every unserved and underserved location. Others have expressed

more skepticism about the funding’s reach.

Edyn Rolls, Oklahoma’s director of broadband strategy, said it was unlikely that the state, with its large rural population, would have enough funds to reach every underserved location, and covering all of the unserved areas could be a challenge.

Even with the grants, companies might not find it profitable to build everywhere. Robert Osborn, director of California’s communications division, said that some locations in the state, which is geographically diverse with large areas that are hard to reach, are not likely to receive any provider interest. To attract bidders, Osborn said the state could in some cases reduce the requirement for providers to cover at least 25% of a project’s price tag, but that risks drawing money away from other projects.

“It’s not as simple as giving money to a major internet service provider and saying, ‘Go build there,’” Osborn said.

Evan Feinman, director of the National Telecommunications and Information Administration’s $42.5 billion program, said officials were confident the federal and state funds would be enough to cover every unserved and underserved location, meaning every American would have access to an internet speed of at least 100 megabits per second for downloads and 20 megabits

for uploads.

Still, he said some projects could take as much as five years to complete and he anticipated construction would not start until late 2024. Although he said most locations would receive fiber connections, he expected others would be covered by fixed wireless or satellite technology.

The funding’s reach will matter for Americans who have long lacked high-speed internet access. Finley said that she wanted to assign homework that involved more online research, because it would accelerate her fourthgrade students’ learning. But many could not complete it. Only three of the 20 students in her homeroom have sufficient internet access at home. The rest do not have service or can only use their parents’ cellphones.

A few miles away in Fort Towson, Oklahoma, which has about 600 residents, Mayor Tami Barnes said people complained constantly about internet speeds, which she called a “huge damper” on the local economy. On a recent afternoon, the busiest part of town was the parking lot of a convenience store and gas station. The other two main businesses are a steakhouse and Dollar General store.

Although internet bills are a financial burden for many families, Barnes said more residents would probably attend medical appointments online if they had high-speed access, because many often travel up to three hours to see specialized doctors.

Other states with low population densities, such as Montana, could also face more challenges. In Broadwater County, Montana, where many homes are separated by vast stretches of grassy land and some are tucked in mountainous areas, residents said the lack of fast service made it difficult to do things like work from home.

Estimates have found that Montana would need more than $1.2 billion to deploy fiber to all unserved and underserved locations, a shortfall of more than $500 million. Misty Ann Giles, director of Montana’s Department of Administration, said a mix of technologies would be required to reach everyone, because deploying fiber could cost the state up to $300,000 in some locations.

“Obviously more money would have been appreciated,” she said. “But we’re going to figure it out and make it work.”

Unlawful border crossings are rising fast after a brief decline

Unlawful crossings along the Southern border have reached levels not seen for several months, straining government resources and taxing some local communities where large numbers of migrants have been released from federal custody.

There were more than 8,000 arrests Monday, according to Brandon Judd, the head of the union that represents Border Patrol agents. Such high numbers haven’t been seen since a surge in early May brought the daily number to nearly 10,000, and they are far higher than in mid-April, when there were about 4,900 illegal crossings a day.

The effects of the increasing numbers ripple across the country, as communities on the border and others far from it find themselves scrambling to support migrants released from federal custody.

“Right now we are seeing a surge,” said Ruben Garcia, who oversees a network of shelters in El Paso, Texas, across the border from Ciudad Juárez, Mexico. “We have a significant increase in the number of people crossing.”

The recent influx in unlawful crossings could present challenges for President Joe Biden, whose administration has sought to keep the Southern border from fueling Republican narratives about immigration policy, particularly before the 2024 presidential election.

During Biden’s time in office, the number of illegal crossings has reached notable highs, exceeding levels seen during a prepandemic influx in 2019 during the Trump administration. But crossings on the Southern border declined sharply for about six weeks in May and June after the end of a public health measure put in place during the pandemic. Known as Title 42, the rule resulted in the swift expulsion of migrants who had crossed the border illegally, even if they were seeking asylum.

Officials had expected a spike in illegal crossings after the termination of Title 42, but the increase came days before, reaching about 9,500 a day in the week before Title 42 ended. The relative quiet that followed did not hold.

“I never believed the decline in unlawful border crossings would last, because there were already tens of thousands of people in northern Mexico and many more behind them coming up through the Darién Gap,” said Theresa Cardinal Brown, senior adviser for immigration and border policy at the Bipartisan Policy Center.

Last year, a record of nearly 250,000 people traversed the Darién Gap, a jungle straddling

Colombia and Panama, in an attempt to make it to the United States. This year, despite efforts by the United States to curb the flow, that number has risen to 360,000 as of Sept. 10, according to Panamanian authorities.

The administration said the decline in unlawful crossings in May and June was driven by new enforcement measures and new legal pathways for people to come to the United States.

Officials have attributed increases like these to several factors, including misinformation spread by the Mexican cartels that traffic drugs and smuggle migrants. Shelter workers, advocates and migrants say that some people who have been waiting months to access these legal pathways have grown impatient and are willing to take a risk.

Customs and Border Protection, which tracks border crossings, did not confirm the recent numbers, information that is customarily made public about three weeks after being compiled.

In a statement, a CBP spokesperson, Erin Waters, said that the agency expected to see “fluctuations” and was “working to decompress areas along the Southwest border.”

She said that those taken into custody were being placed in immigration enforcement proceedings and that anyone without a legal basis to stay would be removed.

Starting in July, many people, including families — waiting for an appointment at a port of entry or through a humanitarian parole program — have decided to take their chances and cross the border illegally, people who work with asylum-seekers and in migrant shelters said. Even as federal officials signal that there are consequences for illegal crossings, migrants who are given permission to stay in the country temporarily often tell family and friends in their home countries that they made it to the U.S. successfully. Such messages can encourage other migrants to take an often dangerous journey to the United States.

This influx has strained the capacity of many border facilities where migrants are held for processing by the Border Patrol. And Immigration and Customs Enforcement detention centers, where many single adults are sent, are running out of beds. When shelters cannot accommodate migrants, authorities start to release them into communities.

“The Border Patrol essentially is releasing people as they process them to decompress their facilities,” Diego Piña Lopez, director of the Casa Alitas shelter network in Tucson, Arizona, said. “It is leading to street releases all over the place.”

Right-wing House Republicans derail Pentagon GOP bill, rebuking McCarthy

Deep Republican divisions erupted onto the House floor earlier this week as a handful of far-right conservatives blocked a Pentagon spending bill from coming up for debate, dealing an embarrassing setback to Speaker Kevin McCarthy as he struggled to round up votes to prevent a government shutdown in less than two weeks.

In a development rarely seen in the House, five Republicans broke with their own party and refused to allow the usually broadly bipartisan military funding measure to be considered, registering their objections to McCarthy’s strategy in an escalating fight over federal spending. It left the chamber paralyzed for the moment, with little time before a Sept. 30 deadline to avert a government closure.

The stunning setback on Tuesday sent McCarthy and his lieutenants scrambling for a way forward both on their yearlong spending bills and a temporary funding bill that had already run into a buzz saw of opposition from the far right as the speaker faced fresh threats of an ouster from detractors in his own party. Even if it could make it through the House, the temporary spending measure stood little chance in the Democratic-led Senate, where its combination of deep spending cuts and stringent border policies was seen as a nonstarter.

But the House’s inability to move on a stopgap plan further delayed any negotiations on Capitol Hill toward a bipartisan spending compromise. With none of the 12 annual spending bills passed, such a temporary bill will be needed to keep the government funded after the end of next week.

The situation presented McCarthy with two extremely perilous options: continuing to haggle with a small group of his members who seem bent on shutting down the government, or steering around their obstruction by teaming with Democrats to keep funding flowing, and face a promised bid by right-wing lawmakers to force him out of the speakership.

The GOP infighting was leading Republicans to turn on one another both privately and publicly, as lawmakers from competitive districts won by President Joe Biden worried about the political consequences of a shutdown and fumed at the tactics of the far right, who are agitating for steeper spending cuts than their leaders have put forward.

McCarthy and his fellow Republican leaders had hoped for a successful vote on the Pentagon measure to show they were getting their spending plans on track after weeks of disarray. But the five defectors foiled that effort

as they held out against the leadership, even as they faced arm-twisting on the floor to persuade them to change their votes.

The final vote was 214-212 against the rule to allow the military spending measure to proceed. All Democrats also voted against it, given their opposition to the funding levels in the bill and numerous other provisions added by Republicans who say they need to eliminate a “woke” mentality from the military.

South Carolina Rep. Ralph Norman, one of the five Republicans who voted against the rule, said he was opposing all GOP spending initiatives until he received a commitment from McCarthy that the House would return federal spending to pre-pandemic levels without any budgetary gimmicks.

“I want to have a real number,” he said. “I don’t want a smoke-and-mirrors number.”

The other four Republicans balking at the rule were Reps. Andy Biggs of Arizona, Dan Bishop of North Carolina, Ken Buck of Colorado and Matt Rosendale of Montana. All have said that the Republican leaders are not serious enough about bringing federal spending under control.

The outcome left Republican military backers in the House fuming.

“Our inability to bring this package to a floor vote because of these five individuals who decided to put their personal agendas ahead of the basic requirements of our troops is extremely upsetting to us,” Rep. Mike Garcia, R-Calif., a former Navy pilot, said following the vote.

Rep. Don Bacon, R-Neb., said the outcome showed that his party should begin to consider working with Democrats to find a solution to the spending impasse given the looming Sept.

30 deadline and deep resistance from the right. He called the holdouts the “dysfunction caucus.”

“We should do what James Madison designed in the first place: work across the aisle

and find a bipartisan solution,” he said. “That’s where we are left.”

Following the defeat, McCarthy said he was flummoxed by the thinking of Republicans who opposed the procedural step.

“They are voting against even bringing the bill up to have a discussion about it,” he told reporters. “The idea that you voted against the rule to even bring it up doesn’t make sense to me.”

The clash over the Pentagon measure came after more than a dozen Republicans had registered their strong opposition to a temporary funding proposal, leaving it well short of the necessary support in a vote McCarthy still hoped to hold Thursday. Republicans met privately Tuesday morning to try to sort out their disagreements in what the speaker described as a “productive” session.

McCarthy and other Republicans conceded that the legislation was going to need revisions to have a chance of passing and said the focus was on cutting funding for all federal agencies, except the military and veterans programs, deeper than the 8% reduction originally proposed.

UAW threatens strikes at more plants

The United Auto Workers said earlier this week that the union would expand its strike against three U.S. automakers on Friday if it was unable to make substantial progress in contract talks with them.

Nearly 13,000 UAW members walked off the assembly lines at three plants last Friday, one each at the three companies — General Motors, Ford Motor and Stellantis, the parent of Chrysler. The union has demanded a 40% wage increase over four years, better benefits and other changes. The automakers, which are based in or have a big presence in Michigan, have offered raises of about half as much.

In a video posted on Facebook on Tuesday, the union’s new president, Shawn Fain, said workers could walk out of more plants at the end of this week.

“If we don’t see serious progress to noon Friday, Sept. 22, more locals will be called on to stand up and go on strike,” he said. “We’re going to keep hitting the companies where we need to.”

Separately Tuesday, Fain responded to criticism by former President Donald Trump, who is expected to visit the Detroit area next week.

“Every fiber of our union is being poured into fighting the billionaire class and an economy that enriched people like Donald Trump at the expense of workers,” Fain said. “We can’t keep electing billionaires and millionaires that don’t have any understanding of what it is like to live paycheck to paycheck and struggle to get by and expecting them to solve the problems of the working class.”

In an interview on NBC’s “Meet the Press” last weekend, Trump said Fain and the

union were “failing” workers in the shift to electric vehicles that has been championed by President Joe Biden.

“The autoworkers are being sold down the river by their leadership,” he said, adding: “All of these cars are going to be made in China. The electric cars, automatically, are going to be made in China.”

Biden has expressed support for the striking workers, although the UAW has not endorsed his reelection thus far. The union has long backed Democratic presidential candidates, but some of its members supported Trump in the last two elections.

The union and the companies, which are engaged in three separate negotiations, remain far apart. The companies have offered raises of about 20%, but Fain has said that doesn’t go far enough to make up for the impact of inflation and concessions the union made over the last 15 years.

The union also wants pensions to cover more workers, company-paid health care for retirees, shorter working hours and measures that make it harder for the companies to close plants in the United States. The automakers have rejected most of those other demands.

In statements and interviews, auto executives have said meeting all of the union’s demands would put them at a severe competitive disadvantage to nonunion plants operated by Tesla and foreign automakers such as Toyota and Volkswagen. GM, Ford and Stellantis already have higher labor costs than most nonunion car companies.

The three automakers have said they cannot afford substantial raises and new benefits because they are investing tens of billions of dollars to develop electric vehicles and build battery plants.

This time, the culprit is not the pandemic, but a cyberattack.

In a filing with the Securities and Exchange Commission on Monday, the Clorox Co. said it had identified unauthorized activity on some of its information technology systems and it was forced to process orders manually. The slower rate of operations was affecting the availability of its products, it said.

“The cybersecurity attack damaged portions of the company’s IT infrastructure, which caused wide-scale disruption of Clorox’s operations,” it said. The company said it discovered the breach Aug. 11 and disclosed it in an SEC filing three days later.

Clorox, a publicly traded company, said it expected to return to automated processing of orders next week. It has resumed production “at the vast majority of its manufacturing sites and expects the ramp up to full production to occur over time.”

But it did not provide an estimate for how long it would take to return to normal. The cyberattack, it said, “has caused, and is expected to continue to cause, disruption to parts of the company’s business operations.”

Clorox is not alone in reporting cybe-

rattacks recently. Last week, the casino and hotel chain MGM Resorts International said that a “cybersecurity issue” was affecting some of its online systems, causing disruptions for customers, particularly in Las Vegas.

Other cyberattacks around the world have affected a gasoline pipeline, hospitals, grocery chains and one of the world’s largest meat processors.

Such attacks have contributed to upheavals in the consumer goods market that were exacerbated by the pandemic, which triggered panic-buying of toilet paper, cleaning products and household staples. Consumers have navigated recalls, supply-chain woes and labor issues that deepened shortages of baby formula and caused scarcities of items ranging from lumber to computer chips. The avian flu was a factor in high egg prices early this year.

Clorox’s cybersecurity woes are expected to affect access to some of the company’s most popular products, including its wipes and cleaning materials such as Pine-Sol, just as consumer concerns over flu season kick in. Seasonal influenza viruses are detected all year in the United States, but they typically circulate more widely during the fall and winter.

“We have resumed production, getting certain shipments out the door, and are remaining in constant contact with customers about their immediate needs,” Clorox said in a written response to questions Tuesday. But the company added that it could not quantify the amounts because of delays and product outages.

S&P, Dow Rise as Yields Slip Ahead of Fed Rate Verdict

The S&P 500 and the Dow gained on Wednesday as Treasury yields pulled back ahead of a likely pause in the Federal Reserve’s policy tightening campaign, though concerns over rates staying higher for longer kept investor sentiment in check.

The U.S. central bank is expected to maintain its key rate in the range of 5.25%-5.50% as it concludes its meeting at 2 p.m. ET, with investors focused on Fed economic projections and Chair Jerome Powell’s comments for clues on the outlook for rates and inflation.

Recent economic data has signaled an easing in core inflation, fuelling bets interest rates could have peaked, but a surge in oil prices has clouded the outlook for headline inflation, providing the Fed room to keep rates higher for longer.

Reinforcing the likelihood of a Fed pause, U.S. Treasury yields retreated from their 2007 highs hit in the previous session.

However, megacap growth stocks including Alphabet, Microsoft and Apple lost between 0.7% and 1.6%, weighing on the communication services and information technology sectors. The tech-heavy Nasdaq also gave up its early gains.

“Concerns remain that the Fed is clearly holding policy at what would be considered to be a restrictive level,” said Mark Luschini, chief investment strategist at Janney Montgomery Scott.

“Everybody is watching for any kind of evidence that would suggest that the traction from tight monetary policy is inflicting damage on the economy.”

Financial markets have priced in a 99% chance the Fed will pause rates on Wednesday and a near 71% likelihood the central bank will keep them unchanged in November, according to CME’s FedWatch tool.

In another sign of new market entrants failing to hold on to their strong gains on debut, Instacart lost 5.5% while Arm Holdings was down 4.4%.

Investors are now looking forward to marketing automation company Klaviyo’s debut on the New York Stock Exchange, with the stock last indicated to open between $36 and $38.

The Boston-based company had secured a valuation of $9.2 billion in its initial public offering after pricing the shares above their indicated range.

At 11:47 a.m. ET, the Dow Jones Industrial Average was up 190.38 points, or 0.55%, at 34,708.11, the S&P 500 was up 7.87 points, or 0.18%, at 4,451.82, and the Nasdaq Composite was down 24.00 points, or 0.18%, at 13,654.18.

Pinterest added 4.3% as Citigroup upgraded the imagesharing platform to “buy” from “neutral” and as the firm announced a share buyback of up to $1 billion.

Coty added 5.1% after the CoverGirl parent raised its annual like-for-like sales forecast.

Advancing issues outnumbered decliners by a 3.58-to-1 ratio on the NYSE and a 1.59-to-1 ratio on the Nasdaq.

The S&P index recorded 10 new 52-week highs and four new lows, while the Nasdaq recorded 33 new highs and 140 new lows.

BofA Global Research said on Wednesday it expects the S&P 500 to end 2023 nearly 7% higher than it previously forecast, and that “old economy” stocks on the blue-chip index could benefit as much, if not more, over their new-age tech peers.

The Wall Street brokerage now expects the index to end the year at 4,600 points, higher than its previous estimate of 4,300 and 3.5% higher than its close of 4,443.95 on Tuesday.

The S&P 500 is up 15.7% so far this year, largely driven

by a rally in a handful of mega-cap growth stocks such as Nvidia and Meta that have ridden the artificial intelligence (AI) boom.

While the rally has been moderating, BofA remains in “neutral” to “positive” territory on U.S. stocks, with a bias towards equal-weighted stocks, strategists led by Savita Subramanian said.

An equal-weight index assigns uniform weights to each constituent, unlike a market capitalization-based index, like the S&P 500, where bigger companies tend to have an outsized influence. Equal-weighted stocks have less volatile earnings, smaller differences in analysts’ estimates, and are cheaper and less crowded than growth stocks, Subramanian said.

In UN speech, Biden calls for collective action on Ukraine and other major crises

President Joe Biden sought earlier this week to rally the world to stick with Ukraine and warned against appeasing Moscow in a way that would reward its aggression and encourage the further use of force to redraw the global map.

Biden used his annual address to the United Nations General Assembly to try to counter war fatigue at home and abroad even as House Republicans in Washington hold up further military aid to Ukraine and nations around the globe remain on the sidelines or even facilitate the Kremlin’s war.

“Russia believes that the world will grow weary and allow it to brutalize Ukraine without consequence,” Biden said as President Volodymyr Zelenskyy of Ukraine watched from the audience. “But I ask you this: If we abandon the core principles” of the U.N. Charter “to appease an aggressor, can any member state in this body feel confident that they are protected? If we allow Ukraine to be carved up, is the independence of any nation secure? I respectfully suggest the answer is no.”

“We have to stand up to this naked aggression today to deter other would-be aggressors tomorrow,” Biden continued. “That’s why the United States, together with our allies and partners around the world, will continue to stand with the brave people of Ukraine as they defend their sovereignty and territorial integrity — and their freedom.”

Zelenskyy offered his own stirring speech not long afterward, arguing to the assembled leaders and diplomats that Russian President Vladimir Putin’s war against Ukraine was a war against all of their nations as well. He accused Moscow of weaponizing food, energy and even children with dire effects not just in his country but in far-flung corners of the world.

“The goal of the present war against Ukraine is to turn our land, our people, our lives, our resources into a weapon against you, against the international rules-based order,” said Zelenskyy, speaking in English and wearing one of his trademark olive green military-style shirts. “We have to stop it,” he added. “We must act united to defeat the aggressor.”

He dismissed efforts to broker a peace deal without Ukraine’s involvement, what he called “shady dealings behind the scenes.” Characterizing Russia as an unreliable partner, he cited the recent death of Yevgeny Prigozhin, the mercenary leader who had defied Putin. “Evil cannot be trusted,” Zelenskyy said. “Ask Prigozhin if one bets on Putin’s promises.”

Both Biden and Zelenskyy received strong applause from some of the delegations in the hall, but many others did not clap. Putin, the target of an arrest warrant for war crimes issued by the International Criminal Court, did not come to New York for the annual opening session, but his envoy sat in Russia’s seat during Zelenskyy’s speech taking notes or looking down at his phone.

Zelenskyy was to address the U.N. Security Council on Wednesday with a plan to discourage war even after the fighting in his country eventually ends and then will head to Washington, where today he will meet with Biden at the White House, stop by the Pentagon and visit Capitol Hill to plead for continuing assistance.

Unlike his first wartime trip to Washington last winter,

he will not address a joint meeting of Congress and will find more resistance among some far-right Republicans in the House who are trying to block Biden’s request for $24 billion more aid. Critics of further aid maintain that the war is not central to America’s national interest and the money would be better spent at home on border security or other priorities.

House Speaker Kevin McCarthy responded sharply when asked about America’s commitment to Ukraine. “Is Zelenskyy elected to Congress? Is he our president? I don’t think I have to commit anything, and I think I have questions for him,” he told reporters on Capitol Hill.

“Where’s the accountability on the money we’ve already spent?” he added. “What is the plan for victory? I think that’s what the American public wants to know.”

Biden has continued to provide aid using previously approved funds, and Defense Secretary Lloyd Austin announced on Tuesday that American M1 Abrams tanks would be arriving in Ukraine soon. “That will add another formidable armor capability to join the weapons that are already on the battlefield,” he said in Germany after a meeting of about 50 countries supporting Ukraine. He added: “I salute Ukraine’s brave forces, and we’ve got their backs. Ukraine’s fight is one of the one of the great causes of our time.”

Biden’s speech came as other major leaders skipped the annual opening session of the General Assembly, including Putin and President Xi Jinping of China, effectively leaving the stage to the American president. He used the opportunity to reach out to the so-called global south — the traditionally unaligned developing nations that his advisers call the “swing states” of the foreign policy world — to enlist them to the American view of the threats that Russia and China pose to the international system.

Although he took an unrelenting stance against Russia’s brutal war and warned against appeasing Moscow, he drew a more measured line on China, repeating his commitment to “push back on aggression and intimidation” by Beijing while seeking ways to work together and denying that he was trying to contain the Asian giant. “We seek to responsibly manage the competition between our countries so it does not tip into conflict,” he said.

Biden mentioned a litany of other major issues confronting the world today, like fentanyl abuse, artificial intelligence, terrorism, human rights, women’s rights, LGBT rights and arms control, without breaking much new ground on any of them. He stressed the dangers of climate change as he

urged more action to combat it, citing heat waves, wildfires, drought and the flooding in Libya.

“Together, these snapshots tell an urgent story of what awaits us if we fail to reduce our dependence on fossil fuels and begin to climate-proof the world,” he said. Under his administration, he said, “the United States has treated this crisis as the existential threat from the moment we took office, not only for us, but for all of humanity.”

Biden will be using his time at the United Nations this week to meet with other world leaders. He met Tuesday afternoon with the leaders of the five Central Asian republics that used to be part of the Soviet Union — Uzbekistan, Kazakhstan, Kyrgyzstan, Tajikistan and Turkmenistan — the first time a president has sat down collectively with counterparts with those countries.

The “Stans,” as they are often called by diplomats, have been a key area of competition between Russia and China in the years since they gained their independence from the Soviet collapse, but the United States has sought influence there as well, particularly during its ill-fated war in Afghanistan. Biden’s meeting with their leaders is in keeping with his strategy of bolstering relations with nations in China’s neighborhood to counter assertive actions by Beijing.

On Tuesday evening, Biden and Jill Biden were to host a reception for other world leaders at the Metropolitan Museum of Art. On Wednesday, he was scheduled to sit down separately with Prime Minister Benjamin Netanyahu of Israel and President Luiz Inácio Lula da Silva of Brazil.

His meeting with Netanyahu will be their first in the United States since Biden became president, a much-delayed get-together that, tellingly, will not take place at the White House amid tension over Biden’s outreach to Iran and the Israeli leader’s efforts to diminish the power of courts in his country. In his speech on Tuesday, Biden touted his efforts to open diplomatic relations between Israel and Saudi Arabia while emphasizing his support for a two-state solution to Israel’s conflict with Palestinians.

While Russia and Ukraine were only a portion of his address, far less so than last year, they represented the core tension in the room as one of the United Nations’ permanent Security Council members was excoriated from the famed emerald green rostrum. Biden complained that Putin had been “shredding long-standing arms control agreements,” while Zelenskyy noted that his country had given up its nuclear weapons in exchange for a promise by Russia to respect its independence, a promise now violently broken.

Zelenskyy said that tens of thousands of Ukrainian children had been taken from occupied territory, sent to Russia and, he added, turned against their home country and relatives. “This is clearly a genocide,” Zelenskyy said. “When hatred is weaponized against one nation, it never stops there.”

“Each decade, Russia starts a new war,” he added, noting Moscow’s invasions and military interventions in Moldova, Georgia and Syria as well as its pressure on Belarus, Kazakhstan and the Baltic republics.

“War crimes must be punished, deported people must come home and the occupier must return to their own land,” Zelenskyy said before finishing with the historical national saying that has become a defiant mantra since the war began: “Slava Ukraini,” or “Glory to Ukraine.”

Trudeau rejects India’s denial of involvement in assassination in Canada

The killing of a Sikh separatist has set off a quickly escalating battle between two major allies of the United States.

First came the stunning allegation from Canadian Prime Minister Justin Trudeau on Monday that “agents of the Indian government” were involved in the assassination of the Sikh separatist, a Canadian citizen, on Canadian soil.

That was followed by vehement denials from India and allegations that Canada is a haven for terrorists, as both countries expelled diplomats.

The allegation about the killing, which shocked and angered Canadians, came after President Joe Biden has spent much of the past few months courting Indian Prime Minister Narendra Modi, seeking to draw him closer to the American orbit at a time when India has refused to break with Russia over its invasion of Ukraine. India is seen as perhaps the most important of the so-called global south states that the United States is wooing in its geopolitical contests with Russia and China.

The rift between Canada and India leaves Biden in an awkward position and may set back India’s efforts to become a force in global relations.

“If this was an operation sponsored by the Indian government, it certainly doesn’t help them to have come to light at a moment when they’re trying to position themselves as a kind of fulcrum in international affairs,” said Roland Paris, a professor at the University of Ottawa and a former foreign policy adviser to Trudeau. “Many Canadians will be looking to Canada’s closest partners to express the kind of outrage that many Canadians feel if, in fact, this murder was perpetrated by the Indian government.”

Biden did not mention the killing during his address to the United Nations General Assembly on Tuesday. A State Department official said Tuesday that the United States has been in close contact with Canada.

“We’re quite concerned about the allegations,” the official said during a briefing at the U.N. “We think it’s important there is a full and open investigation, and we would urge the Indian government to cooperate.”

As he headed into a Cabinet meeting Tuesday morning before flying to New York for the General Assembly, Trudeau rejected India’s denial and again called on it to take his assassination allegation seriously.

“We are not looking to provoke or escalate,” Trudeau told reporters in Ottawa. “We are simply laying out the facts as we understand them, and we want to work with the gov-

ernment of India.”

As on Monday, when he first made his allegation in the House of Commons, Trudeau offered no details to support his charge that India was behind the shooting in June of Hardeep Singh Nijjar, a Sikh separatist leader, near a Sikh temple in suburban Vancouver, British Columbia. He has only cited “credible allegations,” which he said have been pursued by Canada’s security agencies for several weeks.

A Canadian government official, who spoke on the condition of anonymity to discuss sensitive information, said the intelligence had been gathered by multiple countries. Canada is a member of the so-called Five Eyes, an intelligence alliance that includes the United States, Britain and Australia. The Canadian security agencies, noting the continuing police investigation into the killing and the need to protect intelligence gathering methods, have declined to offer any more details.

The official said the intelligence will probably be made public when the investigations are complete. The government decided, the official said, to reveal the extraordinary allegation Monday, Parliament’s first day back from its summer break, because of inquiries from journalists.

Once investigations are complete, the official said, it is likely that the specific findings behind Canada’s charge will be revealed.

India has long claimed that Canada is harboring Sikh terrorists plotting from abroad to fracture the Indian state by providing funding

and working to create a separate Sikh nation called Khalistan that would include portions of India’s Punjab region.

Nijjar was active in that independence movement, and his participation featured prominently in India’s adamant denial of involvement in his killing.

As the foreign ministry of India said in a statement that it rejected “any attempts to connect the government of India” to Nijjar’s killing, it took the opportunity to admonish Canada, accusing it of sheltering “extremists and terrorists” who “continue to threaten India’s sovereignty and territorial integrity.”

Nijjar had been a key organizer in rallying community members in British Columbia to vote to establish Khalistan. The nonbinding vote, organized by a Washington, D.C.,-based nonprofit group called Sikhs For Justice, is being held in multiple cities around the world.

“I am a Sikh nationalist who believes in and supports Sikhs’ right to self-determination and independence of Indian occupied Punjab through a future referendum,” Nijjar wrote in an open letter in 2016.

Sikhs For Justice has collected about 1.1 million ballots since it launched the voting campaign in 2021, said Gurpatwant Singh Pannun, its founder.

Pannun said that he spoke to Nijjar the day before he was killed. In Nijiar’s last speech at the temple, on the night of his murder, he urged its members to turn out at the vote Sept. 10, Pannun said.

According to Pannun, Nijjar said: “I’m not sure if I’ll be alive by that time this voting happens, but I want the community to make sure that they vote.’”

Pannun said Nijjar had told him that he was warned by authorities in July 2022 and twice this past spring that there was a threat to his life. They advised that he relocate and avoid being at the temple, he said.

Biden’s efforts to bring India closer to the United States have been extensive. He welcomed Modi to the White House in June with a pomp-filled ceremony on the South Lawn followed by a lavish state dinner. He then traveled this month to New Delhi to attend a Group of 20 international summit meeting that was framed by the Indian prime minister as an important validation of his leadership in advance of coming elections.

Through all of it, Biden has soft-pedaled any criticism of the increasing suppression of minority groups and opposition voices in India and the encouragement of Hindu nationalism under Modi. Biden insisted both in June and this month that he had raised human rights with Modi in private, but devoted only a passing reference to it in public appearances.

Trudeau’s strong public statements and demands for India’s cooperation in the investigation may deflect criticism that his government failed to deal decisively with allegations of Chinese interference in Canadian politics and elections. Following a series of intelligence leaks to two news outlets on a scale rarely seen in Canada, a public inquiry into foreign influence began Monday. While initially focused on China and Russia, the inquiry’s mandate will allow it to review India’s action.

Paris said the allegations of India’s involvement in a political killing had created a sense of outrage throughout Canada.

“It’s a stunning and appalling set of allegations,” Paris said. “If it’s true that India was behind this killing, then it represents the most offensive and appalling form of political interference in a democracy that would parallel the behavior of some of the worst authoritarian leaders in the world.”

On Tuesday morning in Surrey, British Columbia, people came to offer prayers and join in a meal service offered at the temple where Nijjar was president.

The previous evening outside the temple, Nijjar’s son, Balraj Singh Nijjar, said his father’s death remained a fresh wound for his family.

“He had even called home like five minutes before it happened to get dinner ready,” his son said, speaking to reporters. “It was kind of a big shock.”

Iran’s president threatens US officials from the UN podium, dimming hopes for a rapprochement

Aday after the U.S. and Iran exchanged prisoners and Washington released $6 billion of Iran’s frozen assets, Iranian President Ebrahim Raisi gave no signs of seeking further reconciliation with the U.S., threatening to retaliate for the killing of an Iranian general.

In his address to the U.N. General Assembly, Raisi called the U.S. assassination of Gen. Qasem Soleimani, a top commander of Iran’s Revolutionary Guard, “a terrorist act.” He then repeated Iran’s threats to take revenge on those who ordered and carried out the killing.

Soleimani was killed in Iraq in 2020, when Donald Trump was president, in a U.S. drone strike targeted against him. Iran retaliated by launching a ballistic missile attack on American military bases in Iraq, and more than 100 American soldiers suffered concussions as a result, the U.S. military has said.

“The Islamic Republic of Iran, through all tools and capacities in order to bring to justice the perpetrators and all those who had a hand in this government sanctioned act of terror, will not sit until that is done,” Raisi said Tuesday. “The blood of the oppressed will not be forgotten.”

Law enforcement officials have said they have detected serious threats from Iran against former Secretary of State Mike Pompeo and former national security adviser John Bolton.

As Raisi vowed revenge Tuesday, a lone U.S. representative in the assembly hall took notes.

Raisi’s comments came hours after President Joe Biden addressed the Assembly and made only one passing mention of Iran, declaring the United States would not allow Iran to obtain nuclear weapons. Biden’s omission from his speech of other contentious issues with Iran, including its sale of drones to Russia and violations of human rights, appeared to reflect efforts to defuse tensions between

Washington and Tehran.

Raisi, however, did not reciprocate the tone. He repeatedly slammed the United States for its policies toward Iran and called Trump’s decision to pull out of a nuclear deal with Iran an “egregious crime.” The American sanctions that followed “have not yielded the desired results, and it’s time for the U.S. to change their course,” he said.

Raisi also said Western intelligence agencies had plotted to destabilize Iran and blamed the uprising last year, led by women, on the U.S. and the West.

Mass protests rocked Iran after the death last September of a young woman, Mahsa Amini, in the custody of the morality police, who said she had been detained for not wearing a hijab properly. The government put down the demonstrations with brutal violence, killing more than 500 protesters, including teenagers and girls, and arresting tens of thousands.

In the past few weeks, as the anniversary of Amini’s death approached, the government launched a new wave of crackdowns, arresting dozens of activists, dissidents, journalists and family members of people killed in protests last year.

On Tuesday, Raisi called Western reporting on those events “fake” and “distorted,” and claimed the protests were part of an “immediate and psychological war” being waged by the West against Iranians.

US, Kenyan and Haitian officials meet on sidelines to discuss security mission to Haiti

American, Kenyan and Haitian delegations are meeting on the sidelines of the United Nations General Assembly this week in the hopes of hashing out the details of Kenya’s offer to lead a security mission to Haiti.

Gangs have taken over swaths of the Haitian capital, Portau-Prince, forcing thousands of people to flee their homes to avoid rampant killings and kidnappings. In response to an international plea for help, Kenya proposed a mission of up to 2,000 people, including 1,000 members of its police force. It remains unclear what other countries have agreed to supply the other half.

The United States and Ecuador are expected to submit a joint resolution to the U.N. Security Council next week officially proposing the Kenyan mission.

In his speech to the General Assembly on Tuesday, President Joe Biden urged the members to authorize the mission.

“The people of Haiti cannot wait much longer,” he said.

But the core purpose of the international security mission emerged as a key stumbling block after the Kenyans initially suggested that it be used to guard important government

infrastructure, such as ports, in order to enable the flow of humanitarian assistance and commerce.

A senior State Department official who was not authorized to speak publicly about sensitive discussions said the Kenyans have also agreed to provide operational support in the Haitian National Police’s battle against gangs and also agreed to help strengthen the Haitian Police.

The Kenyan Foreign Ministry did not return requests for comment.

The United States has said it will also provide support — but not soldiers. Instead, it is offering financing and in-kind support from the Department of Defense, which would include logistics, intelligence, surveillance and reconnaissance, the senior official said.

Haitians are sensitive to the idea of any kind of international security effort, particularly given the problems that arose with past U.N. peacekeeping forces. Poor sanitation at a U.N. compound brought cholera to Haiti, and human rights organizations denounced the number of children that U.N. soldiers fathered and abandoned.

This week’s talks include accountability measures; efforts to prevent and combat sexual exploitation and abuse; and

cholera and improved water standards and sanitation, the U.S. official said.

A spokesperson for the Haitian delegation did not immediately respond to a request for comment Tuesday.

How to make Russia pay for invading Ukraine

Volodymyr Zelenskyy will visit Washington this week to give thanks to the United States for its generosity — while asking for $24 billion more, which is what the Biden administration is seeking from Congress in additional military and humanitarian aid to Ukraine. That will bring the total amount of American aid to $135 billion, which so far has been $223 million a day since the war began, according to one calculation. Maybe it’s time to open a new funding source before American largess runs out — this time from Russia.

Since Russia’s invasion of Ukraine in February 2022, the United States and our democratic partners have frozen roughly $300 billion in Russian central bank assets, amounting to a little less than half of the Kremlin’s foreign currency and gold reserves. Some of us have been arguing ever since that the money should be transferred to Ukraine, both as a matter of justice and as a deterrent against this kind of aggression. As former Treasury secretary Larry Summers has put it, “Bank robbers should not expect banks to honor their safe deposit boxes.”

So far, the Biden administration has disagreed. “It would not be legal now in the United States for the government to seize” Russia’s assets, Treasury Secretary Janet Yellen said in May 2022. The Economist magazine has argued that such measures would violate

international law, and there are worries that they would also harm U.S. economic interests as foreign countries sought to de-dollarize their economies.

But those objections are themselves flimsy. A carefully argued and exhaustively researched 184-page report circulated this week among journalists, government officials and NGO leaders by the Renew Democracy Initiative shows why.

The report’s lead author is Harvard’s Larry Tribe, a legendary liberal law professor with whom I disagree about many things — but not about this. (Full disclosure: I helped start the Renew Democracy Initiative six years ago and I sit on its advisory board, but I had no hand in the making or publication of the report.) The report’s central conclusion is that the president has ample authority, under the 1977 International Emergency Economic Powers Act, or IEEPA, to transfer Russia’s frozen assets to Ukraine.

“IEEPA plainly states that the president can ‘investigate,’ ‘block,’ ‘regulate,’ ‘direct and compel,’ ‘nullify,’ ‘void’ and ‘prevent or prohibit’” the conveyance of property from one entity to another, Tribe and his colleagues write. “Those powers address conveyances of ‘any right, power or privilege’ with respect to property that a foreign country has an interest in and that is subject to the jurisdiction of the United States.” Past presidents have used this authority before: George H.W. Bush froze Iraq’s assets in the United States after its invasion of Kuwait, and ultimately transferred them to the United Nations Compensation Commission for victims of Saddam Hussein’s aggression.

What about Russia’s “sovereign immunity,” the legal doctrine that a state is immune from the judgments or penalties of foreign courts? That’s one of the arguments sometimes trotted out against transferring Russia’s assets to Ukraine. It’s also irrelevant. “It’s a doctrine applicable only in judicial proceedings, not one designed to hamstring a country’s foreign policy as reflected in executive or legislative action,” Tribe wrote me in an email. “There is simply no basis for saying Russia can violate Ukraine’s sovereignty while invoking its own sovereignty as an inviolable shield.”

There is a well established doctrine in international law, Tribe’s report notes, of “countermeasures,” actions that might otherwise violate international law but are lawful “because the action is taken against another state for an internationally wrongful act.” The principle is simple: Violators of international law don’t get a veto over the penalties for their violations.

Finally, there is the argument that the United States could suffer long-term economic damage if other countries avoided parking their money here for fear it could be taken from them. I put that argument to Summers, who allowed that there was a risk of the United States acting unilaterally, without the coordination of European countries where most of Russia’s funds are

currently frozen. “The idea is to do this multilaterally,” he told me. “If others didn’t, there might be a flight from the dollar. But if it is done by all the major currencies, where are people going to move their money?”

Summers is a powerful proponent of transferring funds to Ukraine. Not the least of his arguments is that the Rubicon has already been crossed. We’ve frozen Russia’s assets and declared Vladimir Putin a war criminal; it’s unthinkable that the money will ever be unfrozen except to fund Ukraine’s reconstruction. So why not get on with it now, when additional funding could hasten Ukraine’s victory, help its people as they are under fire, and send a potent message to the Kremlin and other would-be aggressors that the financial price of invasion is as countable as it is steep?

The Biden administration has compiled an honorable record of doing right by Ukraine — but generally comes around to it a bit late. Helping to defeat Russia with Russia’s own money is vital to that effort. The moral logic is compelling. The legal case is clear. And, as the bills add up, the political moment is now.

SAN JUAN – Durante el miércoles, la Comisión de Bienestar Social realizó una mesa de diálogo con el objetivo de investigar la figura y el rol del cuidador de los adultos mayores para desarrollar política pública en esa dirección.

Los esfuerzos dirigidos por la presidenta de la Comisión cameral, Lisie Burgos Muñiz estuvieron enfocados en establecer una conversación con colaboradores externos de empresas, organizaciones, entidades y otros sectores concernidos con esta población.

“Estoy emocionada de ver la respuesta a estas mesas de diálogo, junto a la organización sin fines de lucro, AARP y el representante José B. Márquez. Recuerden siempre que el adulto mayor puede dar y tenemos que dar lo que nos toca. La población mayor merece un trato justo, incluyendo a los cuidadores”, sostuvo Burgos Muñiz.

De esta manera, la legisladora explicó que el propósito de las mesas de diálogo es promover la participación ciudadana, garantizar la accesibilidad como parte de los trabajos de investigación y estudios de la Resolución de la Cámara 584.

“Reconocemos a los integrantes del grupo especial de trabajo, quienes serán los que den curso y aporten a esta investigación sobre la figura del cuidador familiar de adultos mayores, como eje central del sistema de salud y de cuidado prolongado en Puerto Rico”, expuso la representante de Proyecto Dignidad (PD).

“Los cuidadores familiares son parte fundamental en la integración y participación de los adultos mayores en la sociedad ya que, conforme envejecemos vamos adquiriendo necesidades de apoyo”, añadió la legisladora.

Cabe resaltar que el grupo especial de trabajo para atender a la población de adultos mayores son colaboradores externos de empresas, organizaciones, entida-

des y otros sectores concernidos con la figura y el rol del cuidador familiar.

Los profesionales que forman parte del grupo especial de trabajo son: la doctora Vanessa Sepúlveda; el doctor Àngel Muñoz; Juanita Aponte; Idalia Colón; Juan J. Hernández López; Andrés Morgado; Concepción Silva Vergara; José Acarón; y el licenciado Eddie Olivera.

“Estos nombres son los que han estado trabajando día tras día por los cuidadores de los adultos mayores. Estos han desarrollado planes de trabajo de cómo necesitamos dirigir esta discusión para que el resultado de estos trabajos pueda adelantar una política pública que no se quede en papel, sino que sea algo que se pueda implementar de manera asertiva y proactiva”, aseveró la presidenta de la Comisión.

Por su parte, el director ejecutivo de AARP, José Acarón, agradeció al presidente de la Cámara, Rafael “Tatito” Hernández por presentar la Resolución de la Cámara 584 y darle atención a este tema tan importante para el país.

“Junto al presidente, estuvimos hablando de la necesidad de tener una discusión profunda sobre los retos de los familiares que cuidan a los adultos mayores en Puerto Rico. Los cuidadores son la espina dorsal del sistema de salud que nadie los identifica y visibiliza, estos son los que ejecutan”, resaltó Acarón.

Ante las quejas de algunos alcaldes de que precisamente los requisitos de FEMA han atrasado los trabajos de reconstruccion, les aconsejó que cumplan con los requisitos.

“Es que tienen que cumplir con los requisitos de FEMA. Esto no es como que FEMA aquí da fondos sin ningún tipo de control, (La oficina de) COR3 está ahí para asistirle. Ahora los alcaldes se están moviendo con un poco más de agilidad …”, sostuvo.

At a moment of artistic vibrancy, widespread collaboration and commercial dominance for music sung in Spanish and Portuguese, international stars including Shakira, Karol G, Camilo and Bad Bunny are among the most nominated acts for the 24th annual Latin Grammy Awards. Leading all of the headliners, however, is the behind-the-scenes

Mexican American hitmaker Edgar Barrera — a songwriter, producer and engineer also known as Edge — who earned 13 total nominations, according to an announcement this week by the Latin Recording Academy.

Barrera, who has worked with Camilo, Maluma and Karol G, is nominated in the three top categories: record, album and song of the year, where he is nominated twice — once for “NASA” by Ca-

milo and Alejandro Sanz and also for “Un X100to” by Grupo Frontera featuring Bad Bunny. In best tropical song and best regional song, Barrera is nominated three separate times in each category.

The singers Camilo, Karol G and Shakira are tied with reggaeton songwriter Kevyn Mauricio Cruz Moreno for the second-most nominations, with seven. All four will compete with Barrera for song of year, where the nominees also include: Shakira’s “Acróstico”; “Amigos,” as performed by Pablo Alborán and María Becerra; Natalia Lafourcade’s “De Todas Las Flores”; “Ella Baila Sola” by Eslabon Armado and Peso Pluma; Lasso’s “Ojos Marrones”; “Shakira: Bzrp Music Sessions, Vol. 53” by Bizarrap featuring Shakira; “Si Tú Me Quieres” by Fonseca and Juan Luis Guerra; and “TQG” by Karol G featuring Shakira.

Shakira, in addition to her three appearances in the song category, is also nominated for record of the year and best pop song for “Shakira: Bzrp Music Sessions, Vol. 53,” plus best urban fusion/performance for “TQG.”

The field for album of the year includes releases by Alborán, Arenas, Camilo, Andrés Cepeda, Juanes, Karol G, Lafourcade, Ricky Martin, Fito Páez and Carlos Vives. The nominees for best new artist are Borja, Conexión Divina, Ana Del Castillo, Natascha Falcão, Gale, Paola Guanche, Joaquina, León Leiden, Maréh and Timø.

For the first time since the Latin Grammys started in 2000, the academy will present awards for songwriter of the year, best singer-songwriter song and best Portuguese-language urban performance. The first nominees for songwriter of the year include Barrera, Cruz, Felipe González Abad, Manuel Lorente Freire, Horacio Palencia and Elena Rose.

The awards cover music released during the eligibility period of June 1, 2022, to May 31, 2023. The nominated music must contain a majority of its lyrics in Spanish, Portuguese or any native regional dialect. Winners are voted on by members of the Latin Recording Academy, which include artists, songwriters, producers and other music creators in all genres.

The ceremony will be held on Nov. 16 in Seville, Spain, and air on Univision in the United States.

‘Superpower’ review: Sean Penn chronicles the war in Ukraine

Near the beginning of “Superpower,” Sean Penn tries to preempt the criticism generated by his previous trips to conflict zones. “Weathered though it is,” he says in narration, “my famous face gets me access to places and people I may otherwise not have known.”

That is undoubtedly true, even if, in the past, he has used that access to lob softball questions at El Chapo. When it comes to chronicling the war in Ukraine, the subject of this documentary, which Penn directed with Aaron Kaufman, it is hard to begrudge the actor’s mission. Like French intellectual Bernard-Henri Lévy, who has been making his own documentaries on the war, Penn appears to have one eye in the mirror, but at least he’s taking some sort of action.

“Superpower” began as a film about the unlikely pre -

sidency of Ukrainian leader Volodymyr Zelenskyy and his path from comic actor to politician. Much of the first part consists of material Penn compiled from the pre-invasion period. Experts lay out the complexities of the country’s 21st-century history. Ukrainians reflect on the legacy of the Maidan protests and express skepticism about Zelenskyy’s potential.

Penn scores a coup by getting an on-camera interview with Zelenskyy on the first day of Russia’s invasion, and he films him on two additional occasions, in a video interview and in person on a later visit. Zelenskyy’s words — about what his country needs, about how his 9-year-old has prematurely grown into being like a “wise political man” — are often familiar but still stirring. Potentially more of a stunt is Penn’s trip to the front, which seems as much about proving his mettle as getting the story.

Shakira is one of the most nominated artists at the 2023 Latin Grammy Awards, which will take place in November. “Superpower” began as a film about the unlikely presidency of Ukrainian leader Volodymyr Zelenskyy and his path from comic actor to politician.

Roger Whittaker, balladeer with an international following, dies at 87

recorded in 1971 and forgotten, became a sensation later, reaching No. 1 on the pop charts in 11 countries and eventually selling 11 million copies.

“‘The Last Farewell’ is an ersatz show tune about a British man-of-war, love, heartache and heroism,” Henry Edwards wrote in The New York Times in 1975. “Released four years ago, the tune was discovered by an Atlanta disc jockey while idly going through a pile of discarded LPs. He liked the song, played it on the air, and soon Atlanta was liking it too. That affection soon spread to Nashville, Tennessee, then to the entire country-music market, then to the pop audience at large.” It became Whittaker’s signature song.

“It will affect me for the rest of my life,” Whittaker told reporters, “but I believe we should all live without hate if we can.”

After a period of mourning, Whittaker resumed recording and touring. In 1995, he sang at the Grand Ole Opry in Nashville at a 50th-anniversary party for former President George H.W. Bush and his wife, Barbara, who were fans. In 1997, despite a surgical knee replacement, he kept some 100 concert dates in Europe and America.

He stopped touring in 2013, at 77, and retired to the south of France after years living in England and Ireland.

Roger Whittaker, a British singer whose easy-listening ballads and folk songs caught the sentiments of perfect summer days and last farewells, touching the hearts of mainly older fans across Europe and America for four decades, died on Sept. 12 in a hospital near Toulouse, in the south of France. He was 87.

His longtime publicist Howard Elson said the cause was “complications following a long illness.” Whittaker had retired to the region.

Born to British parents in Nairobi, Kenya, Whittaker grew up there with the infectious rhythms of East African music in his bloodstream. His grandfather had been a club singer in England, and his father, a Staffordshire grocer who played the violin, had been disabled in a motorcycle crash and moved his family to Kenya for the warm climate.

Roger learned to play the guitar at 7 and developed a rich baritone in school choirs, where he sometimes sang in Swahili. At 18, he was drafted into the British colonial Kenya Regiment, and for two years he fought Mau Mau rebels in the struggle that led to Kenyan independence. He then studied medicine in South Africa and science in Wales, intending

to become a teacher.

But music intervened. He had played club dates to pay for college, and he also recorded songs on flexible discs distributed with the campus newspaper, The Bangor University Rag. A record company liked them and in 1962 released his first professional singles, including “Steel Men,” his cover of a Jimmy Dean hit about bridge builders.

“Steel Men” leaped onto the British charts, the opening wedge in a career of international tours and record albums that celebrated ethnic and working-class pride, the passing seasons and family gatherings at Christmas. Over the years Whittaker recorded for various labels, including EMI, RCA Victor and his own Tembo (Swahili for elephant) Records.

Tours took him repeatedly to Ireland, Germany, Scandinavia, Belgium, Australia, New Zealand, Canada and the United States, a concert grind that often exceeded 100 gigs a year and outlasted the millennium. He learned to fly small planes and sometimes used them on his tours.

He wrote much of the music he performed, made a documentary film about Kenya, wrote an autobiography, appeared frequently on television and radio and sold a reported 60 million albums worldwide. One of them, “‘The Last Farewell’ and Other Hits,”

In 1980, Whittaker invited children to submit lyrics and poems about peace for a songwriting contest. It drew 1 million entries from 57 countries. He wrote and recorded music for the winning entry, written by Odina Batnag, 13, of Manila, Philippines. She was flown to New York and introduced, with her song, “I Am But a Small Voice,” at Radio City Music Hall. Proceeds went to a UNESCO program for disabled children.

By the 1980s, Whittaker was performing in 50 to 70 U.S. cities regularly. Boston was a stronghold.

In addition to singing, he whistled, yodeled and had audiences sing along. Critics called it schmaltzy, but crowds loved it and joined in, especially on hits like “Durham Town (The Leavin’)” (1969) and covers of Little Richard’s “Long Tall Sally” and Jethro Tull’s “Too Old to Rock ’n’ Roll, Too Young to Die.”

“Whittaker’s audience is mostly white and middle-class, probably daytime TV watchers who enjoy the kind of plain, folksy charm he projects,” Thomas Sabulis wrote in The Boston Globe. “He’s no great singer or songwriter; he doesn’t have Neil Diamond’s talent, Tom Jones’ sex appeal or Barry Manilow’s knack for milking the obvious. What he does have is a steady, unspectacular baritone and an avuncular, almost evangelical tone as comforting as it is mediocre.”

Tragedy struck in 1989. Whittaker’s parents, still living in Kenya, were victims of a brutal home invasion by four robbers. His mother was tortured for eight hours and his father murdered. The killers were never caught. His mother moved back to England.

Roger Henry Brough Whittaker was born in Nairobi on March 22, 1936, to Edward and Viola (Showan) Whittaker, who, after his motorcycle accident in 1930, had settled on a farm in Thika, outside Nairobi. His father recovered and became a successful builder and businessperson in Kenya. His mother managed theaters.

In 1964, he married Natalie O’Brien, who became his manager and co-author of his 1986 memoir, “So Far, So Good.” She survives him, as do their five children, Emily Kennedy and Lauren, Jessica, Guy and Alexander Whittaker; 12 grandchildren; two great-grandchildren; and an elder sister.

A documentary film, “Roger Whittaker in Kenya: A Musical Safari,” which related a history of Kenya and revisited settings of the singer’s early life there, was released in 1982. Whittaker found his greatest European success in Germany. While he admitted he could not speak German at first, he sang and recorded in German “phonetically,” as he put it, until he became more fluent. He matured into one of Germany’s favorite singers, selling 10 million albums there.

He also had a devoted following in the United States, where he was best known for “I Don’t Believe in ‘If’ Anymore” (1970); his version of “Wind Beneath My Wings” (1982); and “New World in the Morning” (1971), the title track of an album that also included “The Last Farewell” and “A Special Kind of Man.”

“Women do not throw underclothes or room keys onstage at his concerts,” Diane White said in a sweet-and-sour appreciation in The Boston Globe. “No one gets high. No one gets hysterical with excitement. And yet Roger Whittaker is one of the most popular entertainers in the world.”

Italy was in the grip of extreme heat waves, hellish wildfires and biblical downpours, and a nerve-wracked young Italian woman wept as she stood in a theater to tell the country’s environment minister about her fears of a climatically apocalyptic future.

“I personally suffer from eco-anxiety,” Giorgia Vasaperna, 27, her eyes welling and her hands fidgeting, said at a children’s film festival in July. “I have no future because my land burns.” She doubted the sanity of bringing children into an infernal world and asked, “Aren’t you scared for your children, for your grandchildren?”

Then the minister, Gilberto Pichetto Fratin, started crying.

“I have a responsibility toward all of you,” he said, visibly choked up. “I have a responsibility toward my grandchildren.”

Europe is a continent on the verge of a nervous breakdown.

In Greece, nerves are shot as weeks of blazes raging out of control have given way to flooding that has submerged villages, washed away cars and left dead bodies floating in the streets. Italians are frazzled as a summer of incinerating heat waves lingers and fear mounts over the return of hailstones the size of handballs.

A group of young Portuguese, exhausted by sweltering temperatures and spreading fires, are suing European nations for causing the climate change that they claim has damaged their mental health, much as their counterparts in Montana sued the state.

And, in a common refrain of the ecoanxiety era, it gets worse.

The same storm that hit Greece gained strength over the Mediterranean and pummeled Libya with flooding that killed thousands.

A recent United Nations report delivered the bad news that the world was way off track in meeting its pledges under the 2015 Paris Agreement to limit greenhouse gas emissions. Polls have registered a deepening malaise. The specter of burning in nuclear fires started by the war in Ukraine has moved to the back burner.

In an era of ever-increasing anxiety, now is the summer — and autumn — of our disquiet, and eco-anxiety, a catchall term to describe all-encompassing environmental concerns, is having its moment.

While it is not clinically recognized as a

pathology or included in the latest edition of the Diagnostic and Statistical Manual of Mental Disorders, experts say the feeling of gloom and doom prompted by all of the inescapable images of planetary gloom and doom is becoming more widespread.

“Climate change is moving faster than psychiatry for sure and also psychology,” said Dr. Paolo Cianconi, a member of the ecology psychiatry and mental health division of the World Psychiatry Association, who is publishing a book with colleagues on the topic this month. He said that the term eco-anxiety had existed for more than a decade but that it was “circulating very much” these days and that the condition would only increase in the future.

“When people start to be worried about the planet, they don’t know that they have eco-anxiety,” he said. “When they see this thing has a name, then they understand what to call it.”

Cianconi and some of his colleagues published a paper in June in the Yale Journal of Biology and Medicine that mentioned the terms “eco-PTSD,” “eco-burnout,” “eco-phobia” and “eco-rage.”

But the focus remained on eco-anxiety, which they broadly defined as a “chronic fear of environmental doom” suffered by firsthand victims of traumatic climate change events; people whose livelihoods or way of living is threatened by climate change; climate activists or people who work in the field of climate

change; people fed images of climate change through the news media; and people prone to anxiety.

Basically, everyone.

Among the characteristics of eco-anxiety, they cited “frustration, powerlessness, feeling overwhelmed, hopelessness, helplessness.” There could be a combination of “clinically relevant symptoms, such as worry, rumination, irritability, sleep disturbance, loss of appetite, panic attacks.”

Sound familiar?

Psychiatrists say that for many people who have been put through the wringer over the past decade, the climate extremes are one crisis too many.

Within Europe, “back to back” crises have left Greeks particularly vulnerable to mental health problems, said Christos Liapis, a prominent Greek psychiatrist. He said it was not just the fires and the flooding. The 2010 financial crisis, the 2015 migrant crisis, COVID, inflation and energy crises took their toll, too, “and finally, the climate crisis, which hit Greece particularly hard,” he said.

“Constant stress has a deeper impact on mental health than acute, short-lived stress,” Liapis said. “The person who’s already struggling due to higher rent will be harder hit when his home floods.”

On Thursday, the Greek Health Ministry said it would put in place a “comprehensive program of interventions for psychosocial support” for victims of the floods and send mobile

units of mental health professionals to the afflicted areas.

A few days after the Italian environmental minister got choked up, the newspaper la Repubblica commissioned a survey about the toll that the apocalyptic weather was having on Italians. “Not only the young suffer from eco-anxiety,” the paper declared, with the poll finding that 72% of Italians were pessimistic for the future and convinced that the environmental situation would deteriorate in the coming years.

Some, frustrated with the paralysis of their governments, have turned to higher powers for a source of strength.

At the World Youth Day event in Lisbon, Portugal, this summer, Pope Francis told hundreds of thousands of young Catholics to take action to protect the earth and beat back climate change. Many of the participants took his words to heart, especially as temperatures climbed and authorities warned about dangerous conditions.

“We are afraid of this temperature problem,” Rita Sacramento, 20, from Porto, Portugal, said as she and her friends trudged through one of the most sweltering days of the summer. She said she had seen people faint around her.

“It’s not normal,” Sacramento said. “When it is cold, it is more cold. When it is hot, it is more hot. Years pass, and it’s hotter.”

Some experts said that for mentally healthy people, a touch of eco-anxiety could be an engine for action.

“In this moment, eco-anxiety is something that will bring people to act in a positive way,” said Giampaolo Perna, a psychiatrist and expert in anxiety at the Humanitas San Pio X hospital in Milan. “And try to protect the environment.”

But he added that while climate fears were not yet a recognized pathology or driving people into therapy, they “could be a sort of stimulus” for a crisis in someone who already has a general anxiety disorder.

“If this becomes chronic,” Perna added, “in the long run, this will not be healthy.”

Some have already moved on to a new stage of planetary grief.

“It’s not so much anxiety as despair,” said Leonardo Giordano, 27, who works in a health food restaurant in Rome. “Anxiety would be if you have the chance to do something. I think we are beyond those times.”

He added with a shrug, “My family thinks I have a future to worry about. But I think I don’t.”

Injuries in Brazilian jujitsu prompt introspection in growing martial art

When Erik Milosevich attended his first Brazilian jujitsu class, he hoped it would spark a mutual interest to share with his teenage daughter. Instead, he left the gym with a limp, after injuring his left knee while sparring with an instructor, and a distaste for one of the fastest-growing martial arts for self-defense and competition.

Brazilian jujitsu offers an enticing proposition: that a smaller, weaker person can defeat a larger, stronger opponent in a fight. Jujitsu is nicknamed the “gentle art,” based on a loose translation of the Japanese phrase, and trades the punches and kicks of striking sports for grappling techniques, including chokes and joint manipulation, to help fighters subdue and submit opponents.

The sport’s popularity has surged in recent years, spurred by its effectiveness in professional MMA and frequent promotion by the likes of Joe Rogan, the podcaster and UFC analyst. Meta CEO Mark Zuckerberg started Brazilian jujitsu as a hobby during the coronavirus pandemic and recently competed in his first tournament. (He has also jawed back-and-forth with Elon Musk about a “cage match” that appears to be more bluster than reality.)

Brazilian jujitsu is often billed by those who practice it as accessible, effective for self-defense, technically challenging, physically rewarding and relatively safe compared with other combat sports. Some say it is closer to playing chess than to fighting.

But that marketing often does not match the realities on the mats. Trust in Brazilian jujitsu is everything because mere ounces of extra pressure applied during a submission can lead to a torn tendon or a broken bone. Yet student safety is left to the discretion of instructors and training partners. That has prompted debate throughout the sport about oversight and whether some dojos and gyms are hurting the reputation of the martial art.

Milosevich, a retired police officer who once trained his colleagues in defensive tactics, said that when he was sparring at his class, the instructor placed him in a heel hook, a technique in which the foot is trapped and the knee is twisted. Many schools teach the move only to advanced students, and it is banned in many levels of competition because of the injury risk. If fully applied, heel hooks can tear most of the major ligaments in the knee.

Milosevich said he heard his knee pop when the instructor applied the heel hook and immediately felt “stabbing pain.” He spent the next three months limping and unable to run while working as a community relations officer with the police department in Santa Monica, California, though he did not go to a doctor to be evaluated. It was another three months before the knee fully healed, he said.

“It definitely hindered my mobility,” he said of the injury.

He believes the danger comes from some gyms encouraging a culture in which new students are seen as “fresh meat” during intense training sessions. “You go in there, and you’re going to get tested, and they’re going to hurt you,” Milosevich said.

His complaints echo those of others who have been part of the sport, from students and from gym owners. Some of the debate has played out within popular online forums for Brazilian jujitsu. And some injuries have led to lawsuits.

A San Diego jury in May 2023 awarded Jack Greener nearly $46.5 million in damages for a catastrophic neck injury he sustained in a Brazilian jujitsu gym in 2018, a case that became a flashpoint for followers of the martial art.

According to court documents, Greener suffered quadriplegia when his neck was broken during a sparring session with his instructor, Francisco Iturralde, at the Del Mar Jiu-Jitsu Club. Video of the incident posted to social media shows Iturralde attempted a modified

version of an advanced technique known as a Leo Vieira back take, in which a fighter rolls the opponent forward and ends up in position for a rear choke. The jury said Iturralde had “unreasonably” increased the inherent risks of sparring in Brazilian jujitsu. The defense has since appealed the judgment.

Lawyers representing the dojo and its owner, Michael Phelps (unrelated to the highly decorated Olympic swimmer), declined to comment. Iturralde also declined to comment, citing the ongoing litigation. Lawyers for Greener did not respond to attempts for comment.

The Greener case has led some in the sport to question how to implement higher standards of care as the popularity of Brazilian jujitsu rises.

“Never, in American history, have we seen such a fanatical onboarding of participants in a martial art as we are now seeing with Brazilian jujitsu,” said Rener Gracie, a member of the Gracie family of martial artists largely credited with developing and popularizing Brazilian jujitsu in the United States. His uncle Royce Gracie was the surprise star of the first UFC event in 1993, when he swiftly won three bouts on the same night using Brazilian jujitsu techniques.

Rener Gracie owns Gracie University, a 2,000-student gym located in Torrance, California, and provided expert testimony on behalf of Greener in Greener’s case. Gracie was paid over $100,000 for his testimony, he said in a social media post, a sum that led to pushback within the sport, which prompted

him to pledge a $100,000 donation to a nonprofit supporting people hurt by spinal cord injuries.

Gracie said in an interview that the proliferation of Brazilian jujitsu schools in recent years has caused a substantial variation in the way the martial art is taught and how safety is practiced. Many newcomers, who may have heard about the benefits of the martial art from a podcast or from watching UFC bouts, don’t understand that some gyms operate under much harsher training conditions than others, he said.

One martial art with comparatively strong governance is judo, which focuses more on throws and takedowns but like Brazilian jujitsu traces its lineage back to Japanese forms of jujitsu. Judo is an Olympic sport and thus has national and international standards, including safety protocols issued in the United States by USA Judo. The sport does have its own safety issues, however: A 2009 study documented 118 deaths of children participating in school-affiliated judo clubs in Japan since 1983. The study and inquiries by the Japanese Olympic Committee and education ministry led to some reforms for judo in the country.

Many in the Brazilian jujitsu community have rebuffed suggestions that the martial art become an Olympic sport precisely because of a resistance to more regulation. And parts of the sport would rather focus on building it up the way promotional companies like the UFC have for elite-level MMA.

The International Brazilian Jiu-Jitsu Federation, one of the sport’s major competitive bodies, sets regulations for competition but does not assert procedures and coaching standards for gyms to use during training. Some in the sport said the federation’s rules, which allow some risky maneuvers to be used in top competitions, trickle down to influence how students at lower levels are taught.

For his part, Milosevich acknowledges the inherent dangers of participating in Brazilian jujitsu and other martial arts. Yet he sees the risks and prevalence of injuries as evidence the sport needs to take safety standards more seriously.

“There is definitely a way to limit the possibilities and the high risk that you’re going to get injured when you’re brand-new and guys are just literally trying to smash you and use you as practice,” Milosevich said. “There could definitely be a higher standard.”

The game of their lives

As the players idled by the chain-link fence at the side of the field, taking great gulps of air and water and conducting an immediate autopsy of the game that had just finished, they focused their attention on three outstanding bones of contention. Instinctively, they separated into dedicated working groups to tackle each one.

The first considered whether a penalty that had not been awarded absolutely should have been, as an aggrieved plaintiff was claiming. The second investigated if a particularly egregious foul was premeditated (yes) and/or warranted (also yes). The third explored the knotty issue of how many deflections preceded the last of the game’s 12 goals — estimates ranged from two to “about a million” — and whether allowing the goal could, therefore, reasonably be considered the goalkeeper’s fault.

Before that matter could be settled, the debrief was cut short. Each player had to dig into wallets or pockets to find 5 pounds — just over $6 — to pay their share for the use of the field. As they strolled stiffly to the parking lot, the squabbling gave way to discussion of plans for the rest of the evening and for next week.

This is all part of the ritual of the scrimmage, the scratch game, the kickabout. It is a conversation that happens thousands of times a week, across the world, after thousands of games like this one. The only difference here is the qualifications of those involved.

The 20 players who have just paid

about $120 to play for an hour on an unremarkable synthetic field in south Manchester, England are used to rather different surroundings. Between them, they have made more than 1,000 appearances — and scored more than 100 goals — in England’s Premier League. They have played professionally in a dozen or so countries. Among their number are players who have won trophies, tasted the Champions League, represented their nations.

They wear their fame relatively lightly. There are no replica jerseys bearing their names. Only a couple go as far as to use shorts emblazoned with club crests. Watch them play for a few minutes, though, and it is clear this game is hardly ordinary.

The quality on display, as one player has put it, is “frightening.” As it should be: The victim of the contested penalty is Ravel Morrison, once of Manchester United and West Ham. The judge of the debate on the foul is Joleon Lescott, a Premier League and FA Cup champion with Manchester City.

It is universally agreed that the game’s most gifted regular participant — and most unapologetically competitive spirit — is Stephen Ireland, who played for a decade with Manchester City and Aston Villa. The two players stretching out their calves, tuning out the bickering, are Papiss Cissé and Oumar Niasse, once of Newcastle United and Everton.

They are part of a rotating cast of professionals — most of them retired recently enough that rust has not yet set in — who come here every week to take part in what may be the best game of pickup soccer in the world.

It was not designed to be anything of the sort. The weekly game started a couple of years ago, as coronavirus lockdowns began to ease, when a group of friends — most of whom had played semiprofessionally, on the lower rungs of England’s soccer pyramid — set up an amateur team, the Farmers, to play together on Sundays.

This part of Manchester, though, is a relatively small world. The city’s leafy southern suburbs, and the gilded villages of

north Cheshire, are home to dozens of professional players, both current and former. It did not take long before a couple of them, friends of friends, had accepted invitations to join in.

From there, it spiraled quickly, said Kial Callacher, one of the team’s founders. Soon, the Farmers were winning some games by “30 goals or so,” he said. “After a while, it wasn’t really fun.” The team’s opponents, presumably, were of broadly the same view. Everyone involved decided it might be better if the ex-pros just played among themselves.

So their hourlong games, held Tuesday or Wednesday nights, were born. The guest list only grew more stellar. Some weeks might feature Antonio Valencia, John O’Shea, Danny Simpson and Danny Drinkwater, all of them Premier League champions; or Nedum Onuoha, formerly of Manchester City and now an ESPN analyst. Dale Stephens, a Premier League player as recently as last year, is a mainstay.

There are many more who spent years in England’s Football League. Few, if any, of the 66 members of the team’s WhatsApp group do not have at least semiprofessional experience. Games are, to put it mildly, competitive.

“I’ll get an early night the day before,” said Joe Thompson, a regular participant who spent 13 years as a pro, mostly for Rochdale. “I’ll stretch in the afternoon, eat right, hydrate — all of the things I did as a professional. You don’t want to do your-

self a disservice or take liberties with the standard. You feel like you are constantly on trial. You have to be on the mettle, or the group will let you know.”

Once a week, these players can engage with the game on their terms. There is no crowd. There is no money, other than the fee to use the field. There is no pressure, other than that which they put on themselves. They all carry the scars of a life spent playing a professional sport. Those days are over, now, but they do not want to say goodbye. What they want to do, instead, is to play.

“You’re on a pitch, in the fresh air, with a ball,” Thompson said as he watched his colleagues and friends slip into their cars. “It’s what it was like when we started playing. I think for most of them, it’s an hour a week when they can feel free.”

That is, they know, a precious thing. This summer, the group played a couple of exhibition games against local teams, operating under the moniker Inter Retirement. They have since been approached by a production company with the idea of launching a YouTube channel, of turning their private game into public content.

They can see the merit in the suggestion, of course, but one drawback, above all others, gives them pause. The act of observation would change the nature of the event. It would turn soccer, once more, into work. They come to this field, once a week, because there are no cameras. There is no spotlight, no pressure.

Here, at last, they can play.
