he central government on Monday signed a document transferring control and maintenance of the Humacao beach resort and the Punta Santiago Vacation Center to the municipality of Humacao.
Gov. Pedro Pierluisi Urrutia, Humacao Mayor Julio Geigel Pérez and the interim secretary of the Department of Natural and Environmental Resources (DNER), Robert Méndez, announced Monday the signing of the contract under which the DNER transfers the facilities to Humacao.
“I have given my word to our mayors to help them improve the facilities of our most important beach resorts,” the governor said. “By investing in the infrastructure and maintenance of our beach resorts, we promote a healthy and welcoming environment for all residents of Puerto Rico. That is why I have given high priority to the management and maintenance agreements of the beach resorts with our mayors since they are the ones who best know the potential and scope of these facilities.”
The governor added that “this is an action we have been working on for years; today, it is already a reality.”
“With this agreement, the municipality will assume the management of the parking lot, the water park, the buildings and their concessionaires, and the maintenance, cleaning and surveillance of the facilities, which will further enable the development capacity of the resort and the vacation center,” Pierluisi said.
Under the agreement, the municipality will retain the income generated by the facilities and will pay the DNER
a rental fee equivalent to 25% of the net profits. The contract, which will last for 15 years and is renewable for two additional terms of five years each, must be endorsed by the U.S. National Park Service, given that the park was developed with funds from the federal Land and Water Conservation Fund program.
“It is a matter of pride for our administration to announce that, after almost 25 years of waiting, the transfer of the Punta Santiago beach resort to the municipal administration of Humacao is finally a reality,” Geigel Pérez said. “This historic achievement not only represents a significant advance for our community, but also opens up new opportunities for the tourist and economic development of our region.”
Under the agreement, the Municipality of Humacao will retain the income generated by the Humacao beach resort and Punta Santiago Vacation Center and will pay the Department of Natural and Environmental Resources a rental fee equivalent to 25% of the net profits.

United States Attorney General Merrick Garland has designated San Juan as a participant in the Violence Against Women Reauthorization Act initiative.
San Juan was on a list of 78 communities across 47 states, territories, and the District of Columbia for designation under Section 1103 of the act.
The federal Justice Department -- through its U.S. Attorney’s offices and Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) field divisions -- will partner with designated jurisdictions to develop plans to reduce intimate partner firearm violence and to prioritize prosecutions of domestic violence offenders who are prohibited from owning firearms under the law.
“We will continue to allocate resources to effectively
respond to domestic violence, sexual assault and stalking,” U.S. Attorney for the District of Puerto Rico W. Stephen Muldrow said in a written statement. “We appreciate the support of our partners at ATF and other state, local and federal agencies to address violence against women.”
He added that joint work with health agencies and professionals specializing in domestic violence will be key to achieving the objectives.
Additionally, the Justice Department awarded several grants to support community efforts on the island. Among them, the Office of the Women’s Advocate received $1.8 million under the STOP Grant Program for Violence Against Women. Also, the Puerto Rico Department of Justice received more than $7.2 million from the Crime Victim Assistance Program, and the organization Solo Por Hoy received $500,000 for projects related to prevention and response to domestic and sexual violence.

Attorneys from the American Civil Liberties Union (ACLU) filed a lawsuit on Monday in federal court against the State Elections Commission (SEC) of Puerto Rico, the body’s electoral commissioners and alternate SEC chairwoman Jessika Padilla Rivera, as well as the Government of Puerto Rico, represented by Justice Secretary Domingo Emanuelli Hernández.
Plaintiffs Marina Espíritu, Francisco Concepción Márquez, Dante Vélez Iriarte and Iris Delia Torres López are asking the court for an injunction extending the voter registration deadline until Oct. 6, which is 30 days before the Nov. 5 general election.
“Plaintiffs seek a declaratory judgment that the Commission’s decision not to extend the voter registration deadline until October 6, 2024, violates the First and Fourteenth Amendments to the United States Constitution,” reads part of the lawsuit filed by the ACLU. “They also seek an injunction requiring defendants to implement policies allowing citizens to register up to 30 days before the November 5, 2024 general election.”
They are also seeking preventative measures to ensure that voters can register without facing current barriers, which include problems with the electronic registration system (eRE by the Spanish initials) and lack of staff at the Permanent Registration Boards (JIPs).
They also request that the government of Puerto Rico
electoral status.
They also point out that the SEC’s decision to close voter registration before the legal deadline is arbitrary and seriously harms citizens who wish to exercise their right to vote.
Plaintiff Espíritu claims that she was unable to reactivate her voter registration due to errors in the eRE and the lack of physical accessibility, since she uses a cane and does not have a car to go in person to a JIP. The lack of organization and the reduction of JIPs negatively affected her ability to reactivate her registration before the established deadline, she claims.
Concepción Márquez, another plaintiff, claims that he tried to change his address in the eRE system but his application was incomplete, leaving him as an inactive voter. He attributes this to the lack of organization at the SEC, errors in the system and the reduction of JIPs, which prevented him from completing his update before the deadline.

The plaintiffs argue that Puerto Rico’s current voter registration policies, implemented under the 2020 Electoral Code, are preventing thousands of eligible voters from registering, violating their constitutional right to vote as protected by the First and Fourteenth Amendments of the U.S. Constitution. The lawsuit highlights that the eRE has been flawed, rejecting applications and creating a backlog of more than 81,000 registrations pending approval, disproportionately affecting young people and voters trying to reactivate their
Vélez Iriarte, meanwhile, claimed that he tried to register in the eRE but his application was rejected due to problems with his photograph and residence documentation. When he tried to correct the problems, the system did not allow him to make changes, leading him to create a new account, which is still pending approval.
Torres López, the fourth plaintiff, claimed she had problems reactivating her registration due to difficulty in finding her electoral number and the long waiting times at the JIPs. Although she was able to get help from a commissioner, the eRE system took more than two hours to upload her documents and her registration has not yet been approved.

The Office of the Inspector General of Puerto Rico (OIG) filed a complaint against a former executive director of the Teachers’ Retirement System (SRM by its initials in Spanish), after uncovering suspicious acts in his reinstatement process and in the management of personnel during his administration.
The referral followed an investigation by the OIG’s Complaints and Investigations Area (QI) stemming from an intervention by the Pre-Intervention and Examinations Area (PIE).
The filing of a complaint by the OIG carries significant legal implications. It may lead to administrative sanctions, such as the nullification of the appointment obtained in an irregular manner, and the restitution of public funds, income and accrued interest. Furthermore, those who have benefited economically from the alleged violations may be required to pay up to three times the value of the economic benefit received.
On Dec. 22, 2023, the QI Area received an internal referral related to the possible misuse of functions by the then SRM executive director to reinstate himself in a career position. The referral originated from an intervention by
the PIE Area, which identified various anomalies in human resources transactions from Jan. 1, 2017 to May 31, 2023.
The PIE Area’s examination revealed a series of irregularities in the former SRM executive director’s actions. They included job reclassifications and promotions carried out without internal calls, in violation of applicable regulations and the merit principle. Additionally, unauthorized appointments to positions of trust and granting of salary differentials were detected. As a result, a report was issued documenting questioned costs of some $665,842, resulting from deviations identified in administrative and human resources practices.
Subsequently, the QI Area conducted an independent investigation to validate and expand the information obtained. The investigation confirmed that the former executive director used the privileges of his position to benefit himself and other employees through a scheme of irregular transactions. Among the irregularities identified were the reinstatement of the former executive director in a career position without complying with legal requirements, the allocation of salary increases and excessive compensation through reclassifications without due notice, and the creation and filling of positions that were not contemplated in the central government’s Uniform Job Classification Plan, which contributed to the undue increase in payroll expenses.
Based on the findings, the OIG filed a complaint in its administrative forum against the former SRM executive director. This complaint includes possible violations of the Government Ethics Office Law, the Penal Code, the Anti-Corruption Code, and the Fiscal Plan Compliance Law, among other regulations related to sound public administration.

Manuel Reyes Alfonso, president of the Independent Expenditure Committee for the economic development of Puerto Rico, Democracy is Prosperity (DEP by its initials in Spanish), announced on Monday his advertising campaigns in support of 33 legislative candidates for seats in the island House of Representatives and Senate in the general elections on Nov. 5.

The University of Puerto Rico’s Mayagüez Campus (RUM) commemorated its 113th anniversary on Monday. Founded as the College of Agriculture and Mechanical Arts on Sept. 23, 1911, the institution has been a pillar in the training of professionals and the economic and social development of Puerto Rico.
“Since its creation, our campus has been a pillar of academic excellence and a benchmark of progress for Puerto Rico and the world,” RUM Chancellor Agustín Rullán Toro in a written statement. “Our university community has maintained a legacy
of excellence, effort and collegial spirit.”
Rullán Toro highlighted the advances in research and international collaborations, such as the recent $18 million grant from the National Science Foundation for the BioFoundry RNA project, which positions the RUM as a leader in scientific research.
The RUM is also preparing for its 36th Job Fair, which will be held Oct. 11 at Rafael A. Mangual Coliseum, where the participation of dozens of companies seeking to recruit college talent is expected.

At-large Sen. Keren Riquelme Cabrera on Monday made a commitment to Aibonito Mayor William “Willie” Alicea Pérez to promote medical tourism as a source of economic activity in the central mountain municipality.
“The municipality of Aibonito has much of the infrastructure it needs to attract medical tourism through Law 196 of 2010 (Puerto Rico Medical Tourism Law), which establishes a series of initiatives to promote Aibonito as a medical destination at the national and international
level,” the New Progressive Party senator said. “This is a project that the mayor has been promoting for some time and we, from the Legislature, will support it with measures dedicated to Aibonito.”
Among the proposals are that the Puerto Rico Tourism Company design and implement a medical marketing campaign exclusively for Aibonito, as well as amending Law 168-1968, better known as the Tax Exemption Law for Hospitals, in order to increase the amount of the exemption for towns in the central part of the island.
“Our goal is to cut through the bureaucracy that causes many hospitals to give up using the platform of Law 196-
2010, so that facilities such as the Mennonite Hospital in Aibonito can benefit, attracting people seeking elective surgeries, for example,” Riquelme added.
The senator highlighted that Mennonite Hospital acquired the former Federico Degetau elementary school in Aibonito with the purpose of remodeling it and converting it into a state-of-the-art medical-hospital services facility.
Riquelme and Alicea made a series of visits to Aibonito on Sunday and discussed numerous projects that have a direct impact on the residents of this municipality.
According to data from the United States Census Bureau, Aibonito has a population of 24,637 (circa 2020).

It has been a chilling couple of weeks for Springfield, Ohio, since former President Donald Trump pulled the city into the presidential race with baseless claims that Haitian immigrants there were abducting and eating household pets.
And trying to hold the city together has been Mayor Rob Rue, who took office not even a year ago, taking on a part-time post that has been anything but that over the past several days.
He’s made several appearances on cable news. He’s been meeting with Gov. Mike DeWine, a fellow native son of Springfield. He’s sought to reassure the thousands of Haitian immigrants in the city that they are welcome and safe.
And he’s urged his fellow Republican, Trump, not to come to Springfield right now, saying such a visit would only heighten tensions.
“This job as mayor was never supposed to have this type of intensity,” Rue, 54, said in a telephone interview Friday. “But when you sign up to serve a city, you never know what’s coming.”
This past week it fell to him to declare a state of emergency, Springfield’s first since the COVID-19 pandemic, allowing the city to expedite contracts for any additional security that becomes necessary, particularly if Trump does decide to visit, as he said he intended to do.
The election-year pressures on the city’s mayoralty are unusual in Springfield, where day-to-day operations are normally overseen by a city manager. The mayor, as the elected head of the City Commission, is the leader of almost 60,000 people and the face of local government. But it’s not supposed to be a full-time role, reflected by an annual salary of just under $15,000.
The recent attention has made him a target, Rue said.
“There are threats against my family,” he said. “Emails, phone calls. They say they don’t want me around, I’m going to die, I’m a traitor, ‘We’re watching your family.’ All these things that you never want to hear.”
The recent transformation of Springfield into a national flashpoint has
complicated Rue’s efforts to manage the city’s growing pains following the arrival of thousands of legal immigrants from Haiti. Their eagerness to work entry-level manufacturing jobs boosted Springfield’s economy and helped ease a decades-long population decline. But their strain on the city’s health clinics, schools and rental market prompted an angry reaction from some longtime residents, who started showing up to complain at City Commission meetings.
The meetings got more heated last year, after a minivan driven by a Haitian immigrant crashed into a school bus, killing an 11-year-old boy. Twenty other students were injured.
The mayor at that time, Warren Copeland, a Democrat who had held the office for more than a decade, found the acrimony so frustrating that he eventually asked Rue, a soft-spoken Republican who was serving as assistant mayor, to preside over the public comment period.
Managing the aggrieved and sometimes tendentious speeches of residents on livestreamed video might not have seemed glamorous at the time, but it turned out to be a proving ground for a much larger forum. In one recent meeting, after a resident began to shout condemnations of the city manager’s salary, Rue responded with calm. “We’ll have answers for you. Thank
you, thank you,” he said, in his sedately ministerial voice. Copeland stepped down early in November 2023, the day after Rue won an uncontested election, and died at age 80 a few weeks later.
Rue went to high school in Springfield, college in Ohio, and is now part-owner of a funeral home, the same line of work as his father.
As a city commissioner, Rue carved out a reputation as a low-key centrist with a willingness to question some conservative orthodoxies. He voted to add protections
for LGBTQ+ residents to the city’s nondiscrimination ordinance. “People shouldn’t be discriminated against based on how they live their life,” he said at the time. Last month, when the leader of a neo-Nazi group told the City Commission to start turning back Haitian immigrants “before it’s too late,” Rue kicked him out of the meeting.
“It’s not free speech. That’s a threat,” Rue said, citing guidelines prohibiting threats at commission meetings.
In July, as anti-immigrant sentiment was beginning to build, Rue and the city manager, Bryan Heck, appeared on “Fox & Friends.” They said that the new Haitian arrivals were taxing the city’s resources and that they needed more help from the federal government. They blamed the Biden administration’s immigration policies for the strain. Their appearance helped thrust Springfield into the national immigration debate and the presidential election.
By that time, rumors about immigrants had begun to metastasize on social media, where some Springfield residents shared baseless hearsay about missing pets.
After Trump chose to amplify those falsehoods on a national stage — despite a city official having told his campaign beforehand that those claims were wrong — Rue repeatedly went on cable news to push back. On Friday, he said his objective was to defend Springfield’s reputation.
“When a national leader says, ‘It’s horrible there,’ that bothered me, as it should any mayor of any city,” he said. “When your city is misrepresented, you want to get out there and represent who we really are.”

When a cat dashed into the woods of Yellowstone National Park during a camping trip in June, his California owners, Benny and Susanne Anguiano, thought they’d never see him again.
The couple searched for five days through the woods near their campground at Fishing Bridge RV Park but never found their 2-year-old male siamese cat, Rayne Beau, pronounced “rainbow.” Susanne Anguiano said that Rayne Beau’s sister, Starr, started to meow through the screen door of the trailer. Eventually, when the couple made the tough decision to drive home to Salinas, California, Starr, who had never been away from her brother, meowed all the way back.
“Leaving him was unthinkable,” Susanne Anguiano said. “I felt like I was abandoning him.”
But almost two months later, Rayne Beau was found wandering the streets of Roseville, California, three hours north of where the Anguianos live and more than 800 miles away from Yellowstone National Park, as first reported by the news station KSBW.
When a worker from a local Society for the Prevention of Cruelty to Animals notified the couple that rescuers had identified Rayne Beau from his microchip, Benny Anguiano said they were shocked that the cat had made it back to California.
The couple met Rayne Beau and his sister when they were 11 weeks old and decided to foster and then adopt them. Rayne Beau, who at first seemed timid compared with his playful sister, quickly adjusted to his new home and developed an adventurous streak. Susanne Anguiano described him as being like a “dog cat” who played fetch and came to her when she called his name.
She said he was also clever. One night he climbed over the fence in their backyard, but he returned home the following morning.
But this time was different. Susanne Anguiano said that when Rayne Beau dashed out of the truck, the couple quickly lost sight of him in the dense forest. They waited for him to come back, but he never did.
“He didn’t realize that it wasn’t just like his backyard,” she said. “This is like the biggest backyard in the United States.”
During their search, Benny Anguiano said a campsite worker told him that there had been grizzly bears and coyotes spotted around the area, and that their cat was likely to have been eaten by one of the forest’s predators.

After hearing this, Benny Anguiano convinced his wife that it was time to leave.
The couple left the park days later without their cat, but Susanne Anguiano kept hoping Rayne Beau was safe. As they were driving, she said that a double rainbow greeted them as they entered Nevada.
“That gave me hope that our Rayne Beau would be ok,” she said in a text message.
The couple believe at some point that their cat had hitched a ride or was picked up by a driver heading toward California for part of his journey, but they do not know for sure. They’re hoping that someone who might recognize their cat could help explain how he made it back.
“The fact that he was in California and just three hours north of us — I think that proves more that Rayne Beau was the one trying to get towards his home,” Susanne Anguiano said.
While not common, it’s not the first time a pet has inexplicably traveled hundreds of miles to return home. The distance from their campsite in Yellowstone National Park to Roseville, California, where Rayne Beau was found, is more than 800 miles, and a journey would have taken him through four states in mountainous and desertlike conditions.
When the couple reunited with him, they said Rayne Beau had lost 40% of his body weight. He was restless in his carrier, but once they released him in the car he calmed down.
“He just looked at me, and then he put his head down and just fell fast asleep,” Susanne Anguiano said. “He was so exhausted.”
The couple said Rayne Beau has been back home since early August and was doing well. Susanne Anguiano is hesitant to travel with her cats again, but if she does, they won’t be so far away from home.

The lethal detonation of hand-held pagers and walkie-talkies used by Hezbollah militants this past week in Lebanon demonstrated powerful spycraft, but it also raised questions about a gaping vulnerability in the global supply chain.
That chain is astonishingly complex. So complex that it is probably beyond the powers of governments, corporations and other interested institutions to police. Even the most sophisticated participants are often unclear on who they are relying on for critical parts and raw materials, or where the risks lie.
The clear lesson of the supply chain upheavals that accompanied the pandemic was that the longer the journey entailed in making any product, the greater the chance that something might go awry, inflicting delay and higher costs.
Now there’s a potent yet related concern: The more complicated the journey, the greater the exposure to mischief.
Every movement along the way, and every additional company brought into the manufacturing process represents an opportunity for those pursuing violent agendas to insinuate themselves into the works and weaponize the product.
“Companies must decide which level of security must be implemented in their supply chains,” said Hannah Kain, the CEO of ALOM, a global supply chain company. “We just moved several notches out on the paranoia scale.”
The Lebanon attacks will most likely accelerate supply chain changes.
In recent years, a growing group of labor activists, politicians and critics of liberalized trade has urged American companies to move production back home, or at least closer to the domestic market. Socalled reshoring and nearshoring have been advanced as a means of limiting reliance on faraway factories — especially those in China — while insuring against the perils of international shipping.
The reality that international supply chains are susceptible to being penetrated by those waging war is bound to boost it further.
Concerns over national security risks have in recent years been focused on specific high-risk situations.
— Much of the world is dependent on
factories in China for critical items including face masks, ingredients for critical medicines, and parts for ventilators and other medical devices.
— China might attack Taiwan, menacing the stocks of advanced computer chips concentrated on the self-governing island.
— Faced with international sanctions following its attacks on Ukraine, Russia has cut shipments of energy to Europe.
— In the United States, those who view China as a threat to national security have warned that Chinese-made telecommunications and electrical gear could be a Trojan horse for crippling attacks on basic U.S. infrastructure.
But the recent attacks reveal how even less strategic and lower-profile areas of commercial life entail grave security risks.
At ports around the globe, the volume of goods being moved in shipping containers is so vast that no authority can possibly inspect more than a fraction.
In the wake of the Lebanon attacks, politicians are likely to face pressure to extend the push for reshoring and nearshoring beyond the most strategically vital goods like computer chips and electric vehicles. New policies may broaden the drive to
concentrate industry in the United States and in friendly countries that can offer assurances of armoring supply chains against outside intervention.
Both the Trump and Biden administrations urged companies to move supply chains closer to home.
The Trump administration affixed across-the-board tariffs on Chinese goods, a policy extended by the Biden administration. And the Biden administration has lavished tens of billions of dollars in subsidies on companies that are constructing computer chip plants and electric vehicle factories in the United States. The government has also looked to spur the production of active ingredients for pharmaceuticals.
Many U.S. companies have already started to reel in production.
Product shortages and spiking shipping costs during the pandemic caused major companies including Walmart and Columbia Sportswear to shift some of their production from Asia to countries such as Mexico and Guatemala. The land port at Laredo, Texas — a hub of trade between the United States and Mexico — eclipsed the docks of Southern California, long the gateway for Asian-made factory goods.
Faced with the uncomfortable possi-
bility that their foreign factories could be susceptible to rogue actors, American multinational companies may move more aggressively to shift production to countries where the risks are less. In the cost-benefit analysis that has long propelled factory jobs out of the United States to countries where labor is cheaper and regulations lighter, the value of making goods at home just went up.
Yet contrary to some premature obituaries, globalization is not dying.
Abandoning international trade would be expensive and fraught with disturbance. Instead, globalization is being reconfigured, with new value placed on cutting the distance between factories and markets.
All of this has come in response to the growing sense that the United States must make sure it has ample stocks of critical elements, rather than entrusting its fate to supply chains spanning oceans. For those inclined to this view, the exploding pagers ultimately delivered a flashing alert.

Wall Street’s main indexes rose in mid-afternoon on Monday as investors assessed whether a trend will develop in the week following the Federal Reserve’s rate cut.
The gains come amid comments from Fed policymakers and steady factory activity data, building on last week’s sharp market rally after the central bank’s decision to lower interest rates.
The Fed’s pivotal move last week lifted major indexes to monthly gains, defying the historical trend of September as a weak month for equities.
Global stock indexes edged higher on Monday as investors digested comments from Federal Reserve policymakers while the euro fell against the dollar as business activity readings of the euro zone economy disappointed.
U.S. Treasury yields rose as bond investors continued to price out near-term recession in the world’s largest economy.
U.S. policymakers’ comments were in focus after the Fed last week began an easing policy with a half-point interest rate cut.
Minneapolis Fed President Neel Kashkari called the cut the “right decision” while Bank of Chicago President Austan Goolsbee said he expected “many more rate cuts over the next year.”
Atlanta Federal Reserve President Raphael Bostic said the U.S. economy is close to normal rates of inflation and unemployment and the Fed needs monetary policy to “normalize” as well.
The U.S. rate futures market has priced in 51% chance of a smaller 25-bp cut at the November Fed meeting, with a 49% probability of the bigger 50-bp easing, according to LSEG data. For the rest of the year, the futures market is implying cuts of around 77 bps.
The Dow Jones Industrial Average rose 59.96 points, or 0.14%, to 42,123.32, the S&P 500 rose 18.65 points, or 0.33%, to 5,721.20 and the Nasdaq Composite rose 49.35 points, or 0.28%, to 17,998.05.
U.S. stocks registered gains last week.
“It’s a little bit of a pause considering the exuberance of last week. There’s nothing economic right now that’s spooking the market other than the Fed going a little further than anyone expected,” said Phil Blancato, CEO of Ladenburg Thalmann Asset Management.
MSCI’s gauge of stocks across the globe rose 2.75 points, or 0.33%, to 840.12. The STOXX 600 index rose 0.36%.
Comments from a number of policymakers were the main focus on Monday as investors searched for clues on why the central bank kicked off its easing cycle with an outsized 50 basis-point cut.
Fed officials including Raphael Bostic, Neel Kashkari and Austan Goolsbee supported the central bank’s last rate cut and voiced support for more cuts in the rest of the year.
Trader bets, as per the CME Group’s FedWatch tool, initially favored a larger Fed move at its upcoming November meeting, after Governor Christopher Waller on Friday flagged that upcoming inflation data could undershoot the Fed’s 2%
target.
However, the bets have swayed since then and now appear to be a coin-toss, with markets expecting a total reduction of 74 basis points by year-end, according to LSEG data.
On the data front, U.S. business activity remained steady in September, while average prices for goods and services increased at the fastest pace in six months, potentially signalling a rise in inflation in the months ahead.
“I think investors are still just sort of taking a wait-and-see attitude, if indeed a soft landing is the most likely outcome.” said Sam Stovall, chief investment strategist of CFRA Research in New York.
At 2:52 p.m. EDT the Dow Jones Industrial Average rose 54.15 points, or 0.13%, to 42,117.51, the S&P 500 gained 13.21 points, or 0.23%, to 5,715.76 and the Nasdaq Composite gained 30.50 points, or 0.17%, to 17,978.54.
Eight of the 11 S&P 500 sectors were higher. Consumer discretionary stocks led gains with a 1.15%rise, while healthcare stocks declined 0.19%. Having rallied for much of the year, the S&P 500 is a whisker away from an all-time high and the blue-chip Dow hit another intraday record high.
Among rate-sensitive growth stocks, Tesla jumped 4.59%, while Meta Platforms rose 0.65% after Citigroup lifted its price target on the stock.
The Russell 2000 index, tracking small caps, was off 0.23%.

Israeli airstrikes against Hezbollah in Lebanon killed at least 356 people and injured more than 1,200 others Monday, Lebanon’s Health Ministry said, in the deadliest day of Israeli attacks there since at least 2006, when Israel last fought a war with the Iran-backed militant group.
Rear Adm. Daniel Hagari, the Israeli military spokesperson, said that since Monday morning, Israeli fighter jets had struck over 1,300 targets that he said were affiliated with Hezbollah, particularly in southern Lebanon and the Bekaa Valley. Main roads to Beirut, the capital, were clogged with people fleeing to what they hoped would be the safety of the capital, witnesses said.
As Israeli warplanes raced through Lebanon’s skies, Hezbollah launched its own barrage at Israel. Air-raid sirens rang out repeatedly as about 165 rockets and other munitions crossed into Israeli territory, according to the Israeli military. Most of the attacks were intercepted by Israel’s antimissile defense system, and there were no reports of deaths or serious casualties.
Hezbollah has been firing rockets and drones at Israel since last October in support of its ally, Hamas, prompting Israeli counterattacks. But Israel has ratcheted up its assaults on Hezbollah dramatically over the past week, raising fears that the current fighting could escalate into a full-scale war involving ground troops.
Prime Minister Benjamin Netanyahu of Israel told the Israeli public to expect “complicated days.” Lebanese officials said women and children were among the casualties from the Israeli strikes Monday, but did not say how many of the dead were Hezbollah militants.

On Monday evening, Israel conducted an airstrike in Beirut in an attempt to assassinate Ali Karaki, one of the members of Hezbollah’s top leadership, according to three current and former Israeli officials with knowledge of the operation, who spoke on condition of anonymity to discuss military decisions.
Over the past several months, Israel has assassinated many senior commanders in Hezbollah. On Friday, Israel’s air force killed Ibrahim Akil, another veteran leader, alongside several other senior commanders of the group’s elite commandoes, in a bombing on a residential building in Beirut that killed and wounded dozens.
The strikes Monday were Israel’s latest at-
tempt to break the group’s resolve, after clandestine operations last week that blew up Hezbollah’s wireless devices, killing 37 people and wounding thousands. But so far Israel has failed to force Hezbollah to back down.
The group’s deputy chief on Sunday pledged to continue attacking until Israel ended its military campaign against Hamas in the Gaza Strip.
Here’s what else to know:
— Israel’s gamble: Israeli officials had hoped that by scaling up their attacks over the past week, they would unnerve the group and convince it to pull farther back from the IsraelLebanon border. For now, the opposite has happened: Hezbollah leaders have said they
will continue their attacks until a cease-fire is agreed to in Gaza between Israel and Hamas, the militia’s ally.
— Evacuation warnings: Israeli officials said Hezbollah was storing thousands of longrange rockets in civilian homes, and people in Lebanon received text messages and automated calls warning them to move away from the group’s weapons caches. The claims drew criticism from human rights groups, which argued that Lebanese civilians would have no reasonable means of knowing how close they were to potential military targets. Ziad Makary, Lebanon’s information minister, called the messages a form of “psychological warfare” by Israel.
— Israel hunkers down: Schools remained shuttered in many parts of northern Israel, including in major cities such as Haifa and Nahariya, as communities braced for repeated rocket fire from Lebanon. The Israeli military ordered wide-ranging restrictions on gatherings across the area over the weekend, saying only businesses close enough to fortified shelters were permitted to open.
— A week of escalation: Exploding pagers, a major Israeli strike in Beirut and Hezbollah attacks deep inside Israel have brought the two sides closer than they’ve been in years to a full-scale war. Analysts say all-out war could be devastating for both countries; the 2006 conflict killed more than 1,000 Lebanese and 150 Israelis.
— Months of attacks: Hezbollah began firing at Israeli troops shortly after Hamas attacked Israel on Oct. 7, attempting to show support for its Palestinian ally. Israel responded with missiles and artillery fire, leading to regular exchanges of missiles and rockets, the evacuation of roughly 150,000 people on both sides of the border, and widespread damage in the border areas.

Six people have died after a record amount of rain triggered flooding and landslides in a coastal region in Japan still recovering from a deadly earthquake this year, according to local authorities.
The rain, which drenched Noto peninsula in western Japan on Saturday, washed away people and homes, the national broadcaster NHK reported. In western and southern Japan, evacuations were ordered for more than 100,000 people, and the government issued some of the most severe emergency
warnings for heavy rain. The warning was downgraded Sunday, and some people have started returning home.
Five people were killed in Wajima City, and another in nearby Suzu City, local officials said.
Both cities saw record-breaking rainfall Saturday: About 10.7 inches of rain fell in Wajima City in six hours, nearly double the previous record of about 5.5 inches, which was set in 2007. In Suzu City, 7.5 inches of rain fell in six hours, compared with the previous record of 5.2 inches, set in 1989.
The death in Suzu City occurred after a house was engulfed by a landslide, NHK reported. In Wajima City, two people died
after a landslide hit a tunnel where earthquake recovery work was underway, and 10 others were rescued. Two more people died in landslides, and one corpse was pulled from a river.
Another two people were missing after being swept away by rivers, NHK reported, and four others are unaccounted for after their homes were swept away.
The Noto peninsula was struck by a powerful 7.6-magnitude earthquake on New Year’s Day. At least 229 people were killed, according to NHK, making it Japan’s deadliest earthquake in a decade. Later, about 100 more people died from causes related to the earthquake, the agency said.

President Joe Biden will be under increasing pressure this week to loosen restrictions on Ukraine’s use of weapons when global leaders converge on the United Nations for their annual gathering.
Ukrainian President Volodymyr Zelenskyy will also come with what he calls a peace plan for Biden to examine, and key European leaders are already pushing hard for Biden to allow him to use longer-range weapons supplied by NATO countries to hit farther inside Russia, to strike bases from which Russian planes and missiles attack Kyiv, the Ukrainian capital, with relative impunity.
The push comes as Ukraine is slowly losing ground to mass Russian assaults in the eastern Donbas region and Russia continues to pound Ukraine’s civilian infrastructure, including electricity and heating plants, from a safe distance as winter is approaching.
Biden has been reluctant to give permission, careful as he has been since Russia invaded Ukraine in February 2022 not to escalate the war and risk a direct conflict between Moscow and the NATO alliance. Russian President Vladimir Putin already blames NATO for the war and has made threats of retaliation, including frequent veiled references to his nuclear arsenal. But he has not retaliated militarily against the West even as NATO countries have gradually increased the quantity and quality of their arms supplies to Kyiv.
Finland’s new president, Alexander Stubb, joined the chorus for longer-range weapons in an interview with The New York Times, while Jens Stoltenberg, in his last days as NATO secretary-general, has all but done the same, while noting diplomatically that each country must decide for itself.

the U.N. General Assembly, was blunt.
“I call upon our allies in the global West, including the United States, to allow Ukraine to fight without one hand tied behind its back and to lift those restrictions,” he said in a wide-ranging interview Thursday from Helsinki. “We need to continue to support Ukraine, starting with finance, starting with ammunition, starting with vehicles, and also with allowing Ukraine to use weapons as itself pleases, as long as it’s in self-defense and within the framework of international rules.”
Stoltenberg has been unusually outspoken as he prepares to leave office at the end of the month. “I fully understand the desire from Ukraine to have as few restrictions as possible,” he said in an interview with Christiane Amanpour of CNN. “There are less restrictions now than just some months ago,” he said, “and that’s the right thing to do,” because “this is a war of aggression” and “according to international law, self-defense is legal.”
Ukraine, he said, “has the right for self-defense and that includes striking legitimate military targets on the territory of the aggressor, Russia.” And NATO countries, he went on, “have the right to provide the weapons that they are using to do so without us becoming a party to the conflict.”
Both Stubb and Stoltenberg noted that various allied “red lines” had already been crossed, with the provision to Ukraine of Leopard II battle tanks, Storm Shadow and Scalp cruise missiles, longer-range artillery and even U.S.made F-16 fighter jets. All were subject to fierce debates over whether they would prompt Putin to escalate the fight and even use nuclear weapons.
The new prime minister of Britain, Keir Starmer, has also pushed Biden to allow the use of these longer-range weapons, like Storm Shadow and Scalp, its French version, to hit bases farther into Russia from where Putin launches attacks.
Adm. Rob Bauer, chair of the NATO Military Committee, said last week that attacks deep inside Russia were legal, because “to weaken the enemy that attacks you, you
not only fight the arrows that come your way but also attack the archer.” Still, he said, nations providing weapons can demand “certain limitations” in their use, “because they feel responsible for those weapons.”
Stubb, whose country joined NATO only in response to the war and shares a long border with Russia, has few illusions about what he considers NATO’s need to stand up to Russian aggression in Ukraine. “Russia is an imperial power that has expansion in its DNA,” he said.
“So what we need to do is to convince Putin that there’s no point for him to continue this war, and I think Putin needs to lose both the war and the peace, because the only thing that he understands is power,” Stubb said.
“The key is to allow Ukraine to fight this war without any kind of restrictions, and everything after that is secondary,” Stubb said. “The more we allow Ukraine to act, the sooner we will achieve peace negotiations.” Then the West must provide Kyiv with security guarantees leading to membership in both NATO and the European Union, he said.
Stoltenberg agreed. “By giving Ukraine more weapons, we can make Putin realize he cannot get what he wants by force and make it so costly that he will have to accept Ukraine has a sovereign, democratic right to persist as a sovereign, democratic country,” he said in a speech last week in Brussels to the German Marshall Fund. “The paradox is that the more weapons for Ukraine we are able to deliver, the more likely it is that we can reach a peace and end to the war. And the more credible our long-term military support, the sooner the war will end.”
Given raging global conflicts, including in the Middle East and Africa, the United Nations must reengage in true peacekeeping, Stubb said. To that end, in New York, he said he would propose an expansion of the U.N. Security Council to include five new permanent members, one from Latin America, two from Asia and two from Africa, coupled with 10 rotating members and an elimination of the single-country veto, “which makes the Security Council dysfunctional,” he said. He would also propose that a member country “in blatant violation of the U.N. Charter and international law, such as Russia is right now in Ukraine,” should be suspended by a vote of the General Assembly.
Serious changes to the Security Council have proved impossible in the past, given the veto, he concedes, but he insists that the crisis demands new thinking. The veto might be replaced by weighted voting, he said, but it was crucial to include members of the Global South, a term used for developing countries that were largely left out of post-1945 international institutions.
Those countries may see hypocrisy in the criticism of Russia and the support for Israel in the Gaza Strip, he said. “But my argument to our friends in the Global South, who are sometimes justifiably expressing doubts about Western double standards, is to say that this war in Ukraine sets the scene for how other nation-states can behave in the rest of the world,” he said. “If we now allow Russian imperialism to take place, we will see this happening elsewhere in the world, and that’s why I think this is a key struggle for all of us.”

Puerto Rico has been gradually incorporated to be “like a state” since it was acquired in 1898 by the United States. Its citizens have been American citizens since 1917. Over 96% of the population supports permanent union with the United States and American citizenship. A minority of the population, less than 4%, continues to support the alternative of independence for Puerto Rico, also a dignified choice. Nonetheless, considering the endless debate over the political status issue, it is important to know what some of the consequences of Puerto Rico becoming a republic will be. The following changes will take place the day after independence. As far as American citizenship is concerned, there are several possible scenarios. The four million American citizens who live in Puerto Rico will continue to remain American citizens, except those who chose to renounce their American citizenship in favor of citizenship in the new Republic of Puerto Rico. Another possibility is that those American citizens who were born in Puerto Rico before Independence Day may be given a grace period of up to two to five years to reaffirm their American citizenship. This may require that they establish residence in a state or territory, e.g. Florida or the U.S. Virgin Islands.
Regardless of the above, those who elect to remain American citizens, and who decide to reside in Puerto Rico,

will now be living in a foreign country, just like the other four million Americans who live in Mexico, Costa Rica and all over the world. As American citizens living in a foreign country, ironically, they will have to pay U.S. federal income taxes!
All persons born in Puerto Rico after Independence Day will be citizens of Puerto Rico and not American citizens. They no longer will serve in the Armed Forces of the United States, nor be subject to deployment to war zones. The more than 30,000 residents of Puerto Rico currently in the National Guard and the Reserves will lose their part-time, and in many cases, only well-paying job, not to speak of the potential for a lifetime military pension, with all of its privileges, after reaching the age of 60 and completing 20 years of service.
Puerto Rico will lose the protection of the FBI and the federal courts, which traditionally have been more aggressive and successful at fighting and adjudicating corruption and organized crime. Puerto Rico will lose the protection of the Coast Guard, United States Customs, and the Border Patrol. The result will be a worsening of illegal immigration. It also will result in having to incur the necessary expenses to provide for its own police and military organizations for internal and international security.
Agencies such as OSHA, EPA, FDA, and others will no longer operate in Puerto Rico. The result may be lower air, water, waste management and food standards, with reduced enforcement of whatever standards are newly imposed. FEMA grants will no longer apply.
The Republic of Puerto Rico may elect to use the U.S. dollar as its currency, as have several countries such as El Salvador and Panama. If a new currency is created, e.g. the Puertorican Peso, it is likely that it will be devalued rapidly since Puerto Rico will have to absorb the current budget deficit, and will also have to fund future pensions for government employees.
Most United States government employees will probably lose their jobs, along with all of their benefits and potential for a pension. Federal minimum wage, social security and unemployment benefits will not be guaranteed to the labor force of the republic. It is likely that the United States Treasury will transfer a lump sum of money to the Republic of Puerto Rico so that it can establish its own Social Security and Medicare programs. It is also likely that there will be a massive exodus of talented, well educated, experienced professionals. Many will choose to remove their deposits from Puerto Rico’s banks and will transfer them to safer institutions in any of the 50 states. The bank deposits will no longer be insured by the FDIC.
The cost of mailing letters and packages between the 50 states and Puerto Rico will increase because international rates will apply. The Pell Grants will disappear.
Other programs such as Medicaid, Aid to Families with Dependent Children, and food stamps (through the local PAN program) will disappear. Puerto Ricans will no longer be able to go to Houston or Boston and similar medical centers with their Medicare cards to receive the specialized medical care that they are used to.

and from the 50 states. Those who are not American citizens may even require a visa. Non-American citizens who wish to emigrate to the United States will be subject to a quota system, just like citizens of foreign countries are. It may take several years for those Puerto Rican citizens of the Republic of Puerto Rico who qualify to become American citizens to be able to move their residence to a state.
Colleges, technical institutes and universities in Puerto Rico will no longer be American institutions, but rather international institutions. Graduates of such institutions will have difficulty finding employment and obtaining professional licenses to work in the 50 states.
Puerto Rico will have to negotiate a free trade agreement with the United States if it wishes to continue exporting goods, e.g. pharmaceuticals, electronic devices, to the United States free of import duties. Balance of payments in international trade will depend on its internal economic capability for commercial transactions. Competition will also involve confronting the economic capability of other countries, including in the Caribbean and Latin America.
It is pertinent to consider that political and commercial relations between Puerto Rico and the United States will have to be channeled by negotiation of treaties, and or agreements, as is the case with other countries. Puerto Rico will have to incur the cost of opening embassies in all countries and sending delegates to international regional and world private and public organizations. Finally, there is no guarantee that the Republic of Puerto Rico will have a democratic form of government. Many of those who favor independence openly sympathize with Castro’s Cuba and Chávez’s Venezuela.

Mathews Medina se declaró este lunes, culpable de todos los cargos presentados por la Fiscalía de Bayamón, relacionados con la muerte de Lara Camila González Ortiz y las graves lesiones sufridas por Félix JQuiñones Rosario, en un accidente de tránsito ocurrido en Vega Baja el 7 de septiembre del año pasado, mientras conducía en estado de embriaguez.
La jueza María Trigo Ferraiouli, del Tribunal de Bayamón, presidió la vista judicial donde los familiares de las víctimas expresaron su conformidad con el acuerdo preacordado entre Mathews Medina y el Ministerio Público. El acusado enfrenta una pena de 15 años de prisión, y ha sido refe-
rido para una evaluación del Programa de Libertad a Prueba y Libertad bajo Palabra del Departamento de Corrección y Rehabilitación, dada su edad al momento de los hechos.
“Este caso debe servir de lección y disuasivo a todo aquel que piense que por irse a la fuga quedará impune”, expresó el secretario de Justicia, Domingo Emanuelli Hernández en declaraciones escritas. “Conducir bajo los efectos del alcohol es un acto sumamente irresponsable y temerario; quien lo hace asume las consecuencias graves y hasta fatales de esa actuación ilegal”, añadió el funcionario.

Admirers of the late Puerto Rican painter and printmaker Carlos Raquel Rivera, one of the most important artists of the 1950s generation, still have until Thursday to see a rare exhibition of his unknown works at the Art Gallery of the University of Puerto Rico in Carolina.
Titled “Carlos Raquel Rivera: 100 Years in Family,” the exhibition is a display of the private collection kept by Rivera’s daughter, Rosa Milagros Rivera Rodríguez. Rivera excelled in painting, drawing, engraving -- mainly linocut, woodcut and silkscreen -- mural painting and illustration, all of which are showcased in the exhibit. His work, known for its satirical component, is a powerful expression of his political ideals through social criticism.
He became a key figure in the Generation of the 1950s, a group of artists who returned to Puerto Rico after having been educated in Paris, Florence, Madrid and New York. Besides Rivera, leading members of the 1950s Generation of Artists were Lorenzo Homar, Rafael Tufiño, Augusto Marín, Félix Rodríguez Báez, Julio Rosado del Valle and José Antonio Torres Martinó.
The exhibition consists of “unpublished works in the possession of his daughter” but the Institute of Puerto Rican Culture (ICP by its initials in Spanish) let the university borrow eight of Rivera’s works, noted Héctor Maldonado, the art gallery’s director.
Sponsored by the ICP, the exhibition is part of an effort to present the artist’s work to new generations. The Art Gallery is open all day, but officials keep the gallery doors closed most of the time, requiring visitors to dial a phone number to obtain access. Because of budget cuts, Maldonado said he has only four students available to watch the exhibit while visitors are there. The art gallery must be closed if the students are not there.

of an inventory of the stolen pieces of art.
“The police told us they could not do anything,” Peña said, highlighting the challenges faced in preserving the artist’s legacy.
While the STAR found the artist’s works being sold on the internet, such as a print of his oil painting “El Ciego,” Peña said he did not know about the sale of the artist’s work online or if the sale was legal. Maldonado said the artworks are insured while in the gallery, which has surveillance cameras.
Despite Rivera’s distinguished career and the respect his work commands in art circles, Peña lamented the scant publicity UPR has given to the exhibition. Such a lack of recognition for the artist’s significant contributions is cause for concern, he said. Maldonado, however, gave assurances that the exhibition has been a successful one, with a significant number of teachers taking their students to see it.
In an essay on Rivera’s career, critic and historian Teresa Tió speaks of his work at the División de Educación de la Comunidad (DIVEDCO) from 1956 to 1963 as a book illustrator, designer and poster artist. In the 1950s in particular, Rivera became known for an extensive body of socially and politically critical work.
Rivera was born in Yauco in 1923 and he died in San Juan in 1999. In 1944, he was drafted by the United States Army to serve in the Second World War. In 1946, after the war, he returned to Puerto Rico where he began formal studies in art at Academia de Edna Coll (Edna Coll Academy) on the G.I. Bill. He also studied at the Art Students League in New York. The X Bienal de San Juan del Grabado Latinoamericano y del Caribe (X Latin American and Caribbean Print Biennial of San Juan) from April 20 to Oct. 20, 1993 was held in his honor.
The closing ceremony of the exhibit is at 6:30 p.m. Thursday.

Nintendo and the Pokémon Co. last week filed a patent infringement lawsuit against the video game company that developed Palword, a game with cute creatures that resemble the characters in Pokémon, except they use military-grade weapons.
Palworld became one of the most popular games in the world when it was released in January. It had been promoted for three years before that, and the trailers for it inspired memes and other forms of mocking by people who thought the game looked like an apocalyptic version of Pokémon.
Palworld’s makers have repeatedly drawn distinctions between Palworld, which is a survival game, and Pokémon,
where players collect monsters and battle.
On Thursday, the Pokémon Co. and Nintendo, a joint owner of the Pokémon Co., said in a statement that the companies had filed a suit in Tokyo District Court against the maker of Palworld, Pocketpair. The suit accuses Palword of violating “multiple patent rights” and seeks compensation for damages, according to the statement.
Pocketpair, which is based in Tokyo, said in a statement on Thursday that it did not know the details of the companies’ claims. “At this moment, we are unaware of the specific patents we are accused of infringing upon, and we have not been notified of such details,” the statement said.
Pocketpair said that the success of Palword had been a surprise and that the company would continue doing work
to improve the game.
“It is truly unfortunate that we will be forced to allocate significant time to matters unrelated to game development due to this lawsuit,” the statement said.
In January, the Pokémon Co. said it was investigating claims that a new game had similarities to Pokémon, but it did not name Palworld, which had been released days earlier in an early access period. More than 300,000 players simultaneously logged on to the game on the release day.
That month, Takuro Mizobe, the CEO of Pocketpair, told the gaming website Automaton that the game had cleared legal reviews. “We make our games very seriously, and we have absolutely no intention of infringing upon the intellectual property of other companies,” Mizobe said.

When cruising resumed after COVIDera travel restrictions were lifted, cruise lines wanted to fill ships fast. Some, like Windstar Cruises, which operates small ships carrying 148 to 342 passengers, pursued solo travelers with discounts on the penalties singles usually pay to occupy a cabin alone.
“To fill a lot of capacity in a short time, who do you go after? Those who don’t have to ask permission or arrange schedules for two,” said Janet Bava, the chief commercial officer for Windstar, which reduced its single occupancy fares to 120% of the standard fare a person sharing a double cabin would pay. Previously those solo cruisers were paying up to double the fare to have a cabin to themselves.
But the cruise industry has since recovered — Carnival Corp. recently announced 2025 bookings are pacing higher than 2024 in both price and occupancy — and many solo deals are disappearing. Windstar, for one, is snapping back to 2019 prepandemic pricing models.
“Now there’s less space,” said Bava, noting that the goal of every cruise line is “to maximize revenue at double occupancy at 100%.”
Still, even with increasing prices, travel advisers at the Virtuoso network say solo cruising is one of the top cruise trends for 2025. Solo travel in general has been on the upswing in the past few years. In a survey on 2024 travel intentions, Booking.com found that 59% of respondents planned to travel alone.
Savvy cruisers know that deals always exist in the dynamic world of cruise pricing for those who book early and otherwise game its unique economics. Here’s what you need to know about going solo affordably.
Why it costs more to go solo
Unlike hotels, where the price of a room is generally the same whether there is one person or two people staying, cruise lines advertise their lowest rates as per person prices in cabins built for two, which can be misleading to first-time cruisers.
Cruise lines don’t want to sell cabins at half price or miss out on the extra shipboard charges for things like drinks and excursions that a companion might buy, so they try to recover that income by charging a single supplement, which can run 25% to 100%

above the per-person double occupancy rate. That means, for example, a cruise that costs $1,000 a person in a double cabin could cost a single passenger $1,250 to $2,000 to have the cabin to themselves.
“We saw a change after the pandemic,” said Shelby Frenette, who runs the agency TravelFun.Biz, based in Boca Raton, Florida, which specializes in group solo travel. To get travelers back on ships, she said, “Cruise lines were waiving the single supplements in a big way.”
Now, she said, prices are again rising as interest in cruising grows. Passenger volume in 2023 was 31.7 million, according to the Cruise Lines International Association, exceeding 2019 levels by 7%.
“It’s so busy, we are back to pre-COVID times when there’s a lot less opportunity for singles to save money,” Frenette said.
In managing occupancy, cruise lines use single supplements like “a lever that can be pulled depending on their needs,” said Theresa Scalzitti, chief operations officer of CruisePlanners, a travel agency based in Coral Springs, Florida.
That’s why travelers might see more sales on shoulder- or offseason sailings across the cruise spectrum. But, Scalzitti added,
“Business has been so good I don’t think a lot have had to use this.”
The rise of the solo cabin
One solution to the solo supplement rub is to offer staterooms designed for one passenger. Norwegian Cruise Line became the first major cruise company to adopt solo cabins with the debut of the Norwegian Epic in 2010.
It now has nearly 1,000 solo staterooms — ranging from inside cabins to those with balconies — across its 19 ships, most of which include access to private lounges for passengers in solo cabins. A solo cabin on a weeklong sailing in Alaska in October aboard the Norwegian Encore was recently priced at $1,200, compared with $1,749 a person in a double occupancy room.
Other companies followed its lead. Holland America Line added solo cabins on its Pinnacle-class ships that debuted in 2016. Demand for single accommodations on the three ships — the Rotterdam, Koningsdam and Nieuw Statendam — is high, according to the company. A seven-day sailing in November between San Diego and Mexico’s Baja Peninsula was recently priced at $1,948 in a single cabin compared with $2,268 a person in a double.
Seeking singles on river and expedition cruises
Besides Windstar, other small-ship lines, including those in river and expedition cruising — which tend to be more expensive than trips on large ships — have seen a jump in solo travelers and are pursuing them with incentives.
HX, formerly known as Hurtigruten Expeditions, says 1 in 4 bookings among American passengers are solo travelers, and the line experienced more than 50% growth in single sailors between 2022 and 2023.
In 2024, about half of its single passengers traveled without paying a supplement while the other half received discounts of varying levels (HX is currently selling supplement-free cabins to solo travelers on 10-day sailings in the Galápagos Islands, from $8,634 through March 2026).
Aqua Expeditions, which operates small ships on the Amazon and Mekong rivers, and in the Galápagos and Indonesia, saw its solo business grow 50% between 2019 and 2023. It waives the single supplement on select sailings. Three-night itineraries on the Amazon start around $3,450 a person.
Among river cruise operators, Tauck waives the single supplement on its European sailings in Category 1 cabins, which are 150 square feet and on a lower level with a pair of small windows, compared with the French balconies with floor-to-ceiling windows in other categories. (An eight-day cruise on the Danube River next summer starts at $4,990 in a single, the same price as a person sharing a double room.)
Most cruise experts suggest making reservations early for the best price and cabin availability on ships. Avalon Waterways waives single supplements on a few cabins on most European sailings; booking early gives you the best chance of getting one.
If you book and a fare later drops, many lines will honor that lower rate.
Companies that specialize in solo travel may offer roommate matching, allowing a pair of strangers to split the cost of a double cabin. Aurora Expeditions, which operates a pair of 130-passenger ships in places like the Arctic and Antarctica, will assign solo travelers with another single of the same gender in a shared cabin if available. Frenette of TravelFun.Biz said about 80% of travelers with her groups take advantage of doubling up when it’s offered.
“There have been very, very few major problems,” she said. “The biggest is snoring.”

Mercury Morris, who gave speed and dexterity to the rushing attack of the Miami Dolphins in the early 1970s, helping power the team to two Super Bowls and the only perfect season in the history of the National Football League, died Saturday night. He was 77.
His son, Troy, announced the death in a statement that did not specify the cause or where Morris was at the time.
During a six-year tenure with the Dolphins, from 1969 to 1975, Morris qualified for the Pro Bowl three times.
At the height of his career, Morris was part of an unusual three-man rushing rotation alongside fullback Larry Csonka and another running back, Jim Kiick. Csonka and Kiick were powerful bruisers; Morris, who was born Eugene, gained his nickname from his quicksilver unpredictability on the field.
Initially, he had been positioned mainly as a kick returner. He did not have a single handoff during the Dolphins’ loss to the Dallas Cowboys in the 1972 Super Bowl. Csonka and Kiick, conversely, gained such fame for their partnership on the field and their friendship off it that they were nicknamed Butch Cassidy and the Sundance Kid.
The next season, Coach Don Shula made Morris an integral part of the offense.
“Merc is the guy that can go into the ball-
game and get you moving if you’re not moving,” Shula told reporters.
To assert his new position on the team, Morris would deliberately sit between Csonka and Kiick on the bench. Journalists began writing about Kiick’s wounded pride. Soon enough, however, he began praising Morris.
“I used to think, ‘Wow, I feel really fast on this turf,’” Kiick recalled in “The Perfect Backfield,” a 2014 documentary about him, Csonka and Morris. Later, he continued, “I’d go, ‘What the hell does Mercury feel like?’”
After quarterback Bob Griese broke his ankle in Week 5, the running game became even more important for the team.
Behind an offensive line featuring future Hall of Famers like Larry Little and Jim Langer, the three backs proved to be unstoppable. In the regular season, the offense averaged 27.5 points a game, leading the NFL, and Morris rushed for a leagueleading 12 touchdowns.
He and Csonka became the first two players on the same team to gain 1,000 or more rushing yards. And Ki-
ick wound up getting plenty of touches and receptions, recording 10 touchdowns and nearly 800 yards from scrimmage.
The Dolphins won their 19th consecutive game in the 1973 Super Bowl in a game dominated by their defense, which held the Washington team, then called the Redskins, to a single touchdown.
The next season, Morris led the NFL with 6.4 yards per carry, and the Dolphins were dominant again, losing just two games en route to another Super Bowl victory.
After that, however, injuries and rival offers broke apart the team’s rushing triumvirate. Lured by a big payday, Csonka, Kiick and wide receiver Paul Warfield left the Dolphins to play for the newly formed World Football League. When that endeavor flopped, all three players returned to different NFL teams.
Morris gained the chance to be the Dolphins’ premier running back. But a series of injuries, particularly an old neck injury, thwarted him in the next few seasons. After being waived by the Dolphins after the 1975 season, he spent a single season with the San Diego Chargers and then quit football.
To cope with severe headaches, Morris began using drugs. In 1982 he returned to the national news, not for football but instead for being sentenced to 20 years in prison after convictions on several charges related to cocaine trafficking. The convictions were later overturned, and Morris spent years making
the case that he had been innocent of crimes other than drug use.
Eugene Edward Morris was born in Pittsburgh on Jan. 5, 1947. He grew up playing touch football in a friend’s backyard. In “The Perfect Backfield,” he said he never lost the sense that the goal of football was for nobody to be able to touch you.
As a running back at West Texas State, Morris vied with O.J. Simpson — like Kiick, a rival who became a friend — for the national college rushing title.
In 1986, after Morris had served three and a half years in prison, the Florida Supreme Court ruled that evidence he had offered in support of his defense — that he was the victim of entrapment — had been wrongfully suppressed at trial. He then agreed to a settlement for time already served, wrote a memoir and began a lucrative career as a public speaker.
In addition to Troy, his survivors include four other children, Geno, Maceo, Tiffany and Elliott, and three sisters, Cynthia, Valerie and Janice.
In 2022, Morris described Kiick’s struggles with chronic traumatic encephalopathy, also known as CTE, to The New York Times. He said that he had to coax Kiick out of his car and direct him to an airport terminal to bring him to the filming of “The Perfect Backfield.” But even when Kiick’s dementia became severe, Morris continued seeing him about every week.
