First tranche of clean storage contracts will cost island $5 billion over 25 years

By 2047, when the first tranche of renewable energy and battery storage contracts is set to expire, Puerto Rico will have paid some $5 billion, or about $200 million a year, for close to 1,000 megawatts (MW) of clean energy.

The Puerto Rico Electric Power Authority’s (PREPA) first of six procurement rounds of renewable energy projects, launched in 2021, sought close to 1,000 MW of energy capacity and 500 MW of storage capacity. The contracts for the so-called Tranche 1 were ratified recently.

Since then, PREPA has launched two other procurement rounds out of a total of six. The plan is to procure a total of 3,750 MW of renewable energy and 1,500 MW of energy storage resources through the power utility’s six requests for proposals. However, the costs for some of the more than a dozen power and purchase and operating agreements (PPOAs) could mean Puerto Rico residents may end up paying more, according to the contracts examined by the STAR.

For instance, the cost of a 10-year contract with Sunrun, a firm that is slated to provide 17 MW of energy, would total $18.3 million, according to the contract.

A 25-year contract with Clean Flexible Energy, which is developing several solar facilities, will total $516.4 million for 120 MW of energy. Another 25-year contract signed with CS-UR Juncos, which will provide 100 MW of solar power, totals $591.2 million.

For years, experts have said that switching to cleaner power — such as wind or solar — would be costly.

In the case of the Tranche 1 projects, they were amended or renegotiated to take into account inflation and other costs.

In a Sept. 14 statement, the Financial Oversight and Management Board expressed concern about PREPA’s procurement process for renewable energy, and particularly about the amendments to the agreements for the first of PREPA’s six tranches.

In March 2022, the oversight board conditionally approved 18 proposed PPOAs to provide 844 MW of renewable energy tranches. Seven of those PPOAs have since been withdrawn or were rejected by the Puerto Rico Energy Bureau (PREB); 11 were amended to adjust for inflation, supply chain pressures and sharply rising interest rates on potential loans to finance the renewable projects.

“The amendments increase the cost of the PPOAs by 34%. Notwithstanding this increase in contract prices, these amended agreements would reduce the cost of power generation dramatically by 2035,” the oversight board said. “The Oversight Board reviewed those amendments in accordance with its contract review policy to ensure competitive bidding and compliance with the PREPA Fiscal Plan. The amendments had already received approval of PREB, the independent regulator, and had been executed in violation of the Oversight Board’s review policy.”

While the oversight board said such increases are not unique to Puerto Rico, the reviewed amendments lead to renewable contract cost escalation increases in Puerto Rico that, in some cases, are above the average annual increase experienced in the U.S. overall.

A report by the International Renewable Energy Agency notes that the price of renewables has come down.

In 2022, 86% of newly commissioned renewable energy capacity was cheaper than fossil fuel-generated power, the entity said.

The report found that the average cost of electricity from newly commissioned onshore wind projects fell by 5% from 2021 to 2022, from $0.035/kilowatt-hour (kWh) to $0.033/kWh. The average cost of electricity from newly commissioned utility-scale solar PV projects decreased by 3% in 2022 to $0.049/ kWh.

In contrast, the average cost of electricity from newly commissioned offshore wind projects increased by 2% in 2022, from $0.079/kWh to $0.081/kWh.

The Puerto Rico Electric Power Authority plans to procure a total of 3,750 megawatts of renewable energy and 1,500 megawatts of energy storage resources through the power utility’s six requests for proposals.

PDP task force to analyze gov’t classification & remuneration plan

Popular Democratic Party (PDP) President Jesús Manuel Ortiz González has signed Order 2023-OP-003, creating a task force to analyze the implementation of the Government Classification and Remuneration Plan (PCR by its Spanish initials), arguing that it threatens to hinder the acquired rights of thousands of government workers.

The order also seeks to identify actions to remedy the many problems that the PDP says the PCR has caused in government agencies.

“In recent months, we have received countless complaints about problems and injustices caused by the government’s PCR,” Ortiz González said over the weekend. “We cannot allow the rights of our public servants to be undermined. In the PDP, we will create this Public Service Pro-Rights Committee to protect them and guarantee that the rights of thousands of parents who give their best every day for the benefit of our country are respected.”

On April 18, 2022, Gov. Pedro Pierluisi Urrutia announced the implementation of the “Public Service Administrative Reform” pilot program, which would initially affect the Treasury Department and the Office of

Management and Budget (OGP). The reform aims to establish new job classifications and adjustments in salary compensation.

According to the OGP, the compensation plan is part of the civil service reform promoted by the Financial Oversight and Management Board.

However, there have been reports that seniority, employee preparation, and minimum job requirements have yet to be respected in the implementation process, harming thousands of public employees without a clear and objective opportunity to challenge the processes. The situation was denounced by

the PDP president, PDP Reps. Héctor Ferrer Santiago and Domingo Torres García and the president of the Organization of Popular Public Servants, Juan Vega Quiñones.

In its government program, the PDP promised to “return pride to public service,” empowering, compensating and adequately training public servants.

The party said it reaffirms its historic commitment to defending the rights of the working class, in line with the slogan “Bread, Land, Freedom,” which remains relevant during economic difficulties, particularly when the island faces an executive branch government whose policies the PDP considers to be abusive.

While the oversight board and the island government had agreed to pay incumbent central government employees at market-competitive rates, after conducting the market-based benchmarking analysis, placing all employees in the new salary structure based on their new job classification, and calculating the budgetary impact, it was found that adjusting employees’ current salaries to the competitive range (90% of salary scale midpoint) and employees in “hot jobs” to 110% of salary scale midpoint, has a cost of some $144.3 million, according to a report.

“The $144.3 million budgeted therefore allows for incumbent employees to be brought to the minimum of the new salary scales (not 90% of midpoint), and “hot jobs” to the midpoint of the new scales (not 110% of midpoint),” the report notes.

Further work is required for scaling classification and salary remuneration (CSR) and establishing the technological, organizational, and workforce infrastructure that is necessary for the dissemination and expansion of CSR throughout government, the report notes.

An agreement was reached to apply salary adjustments in two phases. The oversight board approved the release of the $144.3 million for the first phase of salary adjustments, which went into effect on Jan. 1 of this year, impacting 53% of the more than 22,000 uniform remuneration plan employees and bringing the current salary of incumbent employees to the minimum of their respective new salary scales and employees with “hot jobs” to the midpoint of the scales.

Phase 2 salary adjustments will be implemented in the current fiscal year 2024 and will bring incumbent employees to 90% of the midpoint of their scales and employees with “hot jobs” to 110% of the midpoint of the scales, the report notes.

Resident commissioner’s proposal would name maritime facility after fallen federal agent

Resident Commissioner Jenniffer González Colón introduced legislation (HR 5302) to honor the memory of federal agent Michel O. Maceda, who died in the line of duty while conducting a drug interdiction operation off Puerto Rico’s southwest coast last year.

The resolution seeks to name the Mayagüez Maritime Unit of U.S. Customs and Border Protection (CBP) Air and Maritime

Operations (AMO) in honor of the agent.

CBP AMO has begun construction of a new building for the Mayagüez Maritime Unit in the municipality of Cabo Rojo to support its critical border security mission in Puerto Rico and the Caribbean region. HR 5302 would designate the facility as the Michel O. Maceda Marine Unit.

“Agent Maceda’s death is a stark reminder of the dangers facing our CBP agents. It is also a testament to their unwavering commitment to protecting our nation’s borders and keeping our communities safe,” the resident commissioner said.”I firmly believe that designating AMO’s Mayagüez Maritime Unit facilities in his name would be a well-deserved tribute to the memory and sacrifice of Agent Maceda.”

“Maritime interdiction agent Michel O. Maceda was a true professional, dedicated to protecting others. He will never be forgotten,” CBP Air and Marine Operations Executive Commissioner Jonathan Miller said. “Agent Maceda made the ultimate sacrifice in the line of duty to protect his nation.”

On Nov. 17, 2022, maritime interdiction agent Maceda and two fellow agents boarded a suspected contraband vessel southwest of Puerto Rico. During the interdiction, one of the drug traffickers opened fire on the three agents, wounding two and mortally wounding Maceda.

The Office of National Drug Control Policy recently recognized Agent Maceda, CBP AMO’s Caribbean Air and Marine Branch, as well as the U.S. Coast Guard and the Puerto Rico Police Bureau, with the 2022 Maritime Interdiction Award for this operation, which resulted in the seizure of more than 2,800

pounds of cocaine.

Maceda began his CBP career in April 2016 as a U.S. Border Patrol agent in Douglas, Arizona. In 2021, he transferred to AMO and served as a maritime interdiction agent at the Mayagüez Maritime Unit in Cabo Rojo until the time of his death.

Maceda, who served honorably in the U.S. Army as a wheeled vehicle mechanic before joining CBP, is survived by his daughter, brother and parents.

The measure filed by González Colón is backed by U.S. House Homeland Security Committee Chairman Mark Green (R-Tenn.) and Reps. Maria Elvira Salazar (R-Fla.), Amata Radewagen (R-Ark.), Darren Soto (D-Fla.), Mike Waltz (R-Fla.) and John Rutherford (R-Fla).

Historian Joseph Harrison Flores donates $5,000 from sales of his book on Grito de Lares figure to nonprofit that serves island homeless

Books are still quite popular in today’s modern video streaming era. In 2022, the estimated net revenue of the U.S. book publishing industry amounted to $28.1 billion, according to Statista.com.

Most people who write books, however, don’t really make a lot of money at it. While self-publishing authors can make 60% in royalties, most authors will only make 10% in royalties and even though books still make a significant amount of money in the U.S., they make nowhere near the amount of money other entertainment industries make.

It seems this is not a problem for historian Joseph Harrison Flores, who donated $5,000 to the nonprofit organization Solo Por Hoy (which was the subject of a previous STAR report), all from the earnings from a book he wrote titled “La Identidad de Brazo de Oro” (The Identity of Golden Arm) which retells the story of a historic event on the island: the Lares rebellion, known locally as “Grito de Lares.” The donation was made on the eve of the commemoration of the Lares rebellion, which took place on Sept. 23, 1868 and was the first major uprising against Spanish rule in Puerto Rico.

With the book, Harrison Flores set out to correct certain historical facts associated

with the Lares rebellion. But more than simply shedding light on historical events, it seems the success of the book will have an impact on the lives of homeless people in Puerto Rico, considering that’s a big part of the population that Solo Por Hoy works with, as well as impact many other vulnerable communities.

“This donation to Solo Por Hoy grows out of the respect I have for its executive director, Belinda Hill, a fighter and hard-working woman who works for the well-being of vulnerable communities in Puerto Rico,” Harrison Flores said after handing the donation to Hill. “The best use for this money from the proceeds of my book, which is also about a brave woman, is for Solo Por Hoy to have it. If I can help the community through this organization, I will help them.”

Among the most vulnerable populations that Solo Por Hoy serves in some 24 municipalities in the northern region of the island are families that don’t have a home. The organization helps families and individuals who are low on resources and in deep crisis situations. The nonprofit’s scope isn’t limited to homelessness, however. It also helps those who are going through domestic abuse, substance abuse and mental health challenges, as well as people with disabilities. Solo Por Hoy provides services annually to around 3,000 families who are homeless or at risk or losing their home, they provide emergency shelter and permanent shelter as well.

Hill thanked Harrison Flores for the monetary donation as well as the gift of the book.

“Joseph is a great friend of many years, who has a history of serving communities as well as [serving as] a financial and government consultant,” Hill said. “I receive the donation on behalf of the homeless or those whom we serve who are at risk of losing their housing.”

Harrison Flores currently directs the National Digital Archive of Puerto Rico (adnpr.net), where the documents on which his historical review of the Lares rebellion is based can be accessed. “This book has great meaning for the island by identifying the true figure of Brazo de Oro, who sewed and embroidered the flag of the Republic in The Lares Rebellion,” the author said. “Contrary to traditional belief, Brazo de Oro is not the mythical character of Mariana Bracety, but Eduviges Beauchamp. Eduviges was a courageous woman, a fighter, who worked

for a better Puerto Rico. At the same time, during part of her life she was a woman who was abused by her husband. Despite that experience, she went on with her life, with her ideals. When her husband died, she was able to recover, continue working and moving forward, attracting followers to the revolution.”

Hill added how pleased she was to have someone like Harrison Flores in her network.

“When Harrison explained the reason as to why he donated the money to our organization, I shed tears,” she told the STAR. “He is an excellent collaborator and I’m extremely grateful for his help to us. He doesn’t only help us -- quietly he also helps other people and organizations. From my experience I can tell you that he’s been a great help to Solo Por Hoy and to many others around the island as well.”

Special independent prosecutor can bring criminal charges against private individuals, PR high court says

The Puerto Rico Supreme Court ruled late last week that special independent prosecutors have jurisdiction to bring criminal charges against private individuals. The decision reverses an earlier judgment of the Court of Appeals and returns the case to the lower court for future proceedings.

“In this way, we advance that we reverse the Judgment issued by the Court of Appeals and resolve that the Panel, through the Special Prosecutors, has jurisdiction to investigate, denounce and criminally prosecute the private individuals in this case,” said Associate Justice Roberto Feliberti Cintrón in the top court’s opinion.

The decision was supported by a concurring opinion issued by Associate Justice Rafael Martínez Torres, along

with Associate Justices Mildred Pabón Charneco, Erick Kolthoff Caraballo and Edgardo Rivera García. They argue that the decision respects the text of the Law to Create the Office of the Special Independent Prosecutor Panel and legislative intent.

On the other hand, Chief Justice Maite Oronoz Rodríguez issued a dissenting opinion, criticized the court’s majority decision for implementing an “absurdly broad standard” and suggested that the Justice Department could have handled the case without jurisdictional impediments.

“Today, the majority of this Court implements an absurdly broad standard that not only ignores the clear text of the law by granting jurisdiction where there is clearly none, but completely omits the discussion of the only contemporary imputation of public officials or former public officials that

exists in the text of Law No. 2,” Oronoz Rodríguez wrote in part of the dissenting opinion.

Smithsonian’s Latino museum faces political winds before a brick is laid

The Smithsonian’s National Museum of the American Latino, slated to rise on the National Mall in Washington, is meant to give a prominent presence to the story of America’s largest minority group. But the institution has been caught up in the broader partisan battles over American history, before a single brick has been laid.

In July, a group of Latino Republican members of Congress led a vote to eliminate the museum’s funding in next year’s budget, calling its view of Latinos insulting and inaccurate. Some conservative commentators have harshly criticized the museum’s preview exhibition, blasting it as a Marxist portrayal that paints Latinos as victims of an oppressive United States.

Then this month, questions about the museum’s direction surged anew when Time magazine reported that the museum’s director had quietly halted work on a planned second exhibition, about the Latino civil rights movement of the 1960s. It is being replaced with a show about salsa music, a swap some involved with the museum say smacks of politics.

The director, Jorge Zamanillo, said that decision was not driven by politics.

“I realized I wanted to go in a different direction,” he said, noting that work on the civil rights show began before he arrived at the museum in May 2022. He prefers shows, he said, with “a bigger reach.”

The dispute over the still-unbuilt museum echoes the broader debate about the political identity of Latinos, a group growing in size and power that still mostly votes Democratic but has shifted toward Republican candidates in recent elections. And the community is anything but monolithic, raising the question of whether it’s possible to talk about “the” American Latino at all.

“There are strong historic divisions, political and otherwise, that divide Latinos,” said Albert Camarillo, a retired historian at Stanford University who is not involved with the museum.

Controversy over the museum, Camarillo said, was inevitable. “But I think the political environment and the ‘anti-woke’ sentiment of late has provoked it beyond what any of us could have predicted,” he said.

The presentation of history at the Smithsonian, which operates 21 museums, has always been intensely scrutinized. In 1995, it canceled a planned exhibition on the dropping of the atomic bomb after fierce criticism from veterans groups and others who felt the show, set for the National Air and Space Museum, was too sympathetic to the Japanese.

Museums are especially vulnerable during the founding period, when they are trying to build support among donors, the public and, crucially, Congress, which provides significant funding and also controls the Mall.

For the Latino museum, authorized by Congress in 2020, the Smithsonian has identified two possible sites on the Mall. Construction is expected to cost roughly $800 million, with half coming from federal sources. (So far, $58 million has been raised.) While no timetable has been announced for its opening, the Smithsonian estimates it will take about 12 years.

In the meantime, the museum operates a 4,500-square-foot gallery inside the National Museum of American History. The

gallery — the first space at the Smithsonian dedicated to Latino history and culture — opened in June 2022 with “¡Presente!,” a broad survey of Latino history.

The civil rights show, which had the working title “Latino Youth Movements,” was to follow in 2025. Planning began in July 2021, and involved in-house curators as well as two historians hired as guest curators, Johanna Fernandez and Felipe Hinojosa.

Fernandez, a professor at Baruch College in New York City and author of a prize-winning book about the Young Lords, a Puerto Rican counterpart to the Black Panther Party, had previously helped curate a well-received exhibition about the group at the Bronx Museum of the Arts.

Hinojosa, a professor at Baylor University in Texas, is the author of a recent book about the occupations of churches by Latino activists in Chicago, Los Angeles, New York and Houston in the late 1960s.

Hinojosa said that the growing literature on the Latino civil rights movement tends to tell regional stories. “This was the first exhibit of its kind to bring all stories together under one roof,” he said.

As Fernandez put it, “This is history that nobody knows.”

Zamanillo, an archaeologist who previously led the HistoryMiami Museum, joined the Latino museum in May 2022 as its founding director. He sat in on meetings of the civil rights curatorial team, Hinojosa said, where he expressed no concerns.

In August 2022, The Hill published an opinion article by three conservative commentators harshly criticizing “¡Presente!” which they accused of advancing a “classic oppressor-oppressed agenda of textbook Marxism.”

“The Latino exhibit,” the authors wrote, “simply erases the existence of the Hispanic who loves, contributes to, benefits from and exemplifies the promise of American liberty.”

The article, which also called for the museum to be defunded, sent ripples of anxiety through the museum.

Geraldo Cadava, a historian at Northwestern University and author of “The Hispanic Republican: The Shaping of an American Political Identity, from Nixon to Trump,” said he received emails from museum staffers, requesting a meeting. They told him they expected similar attacks on the planned civil rights show and wanted to prepare.

Last fall, Cadava, who was an adviser on the civil rights show, visited the museum and met with Zamanillo and others, who he said were interested in ways to include more conservative figures and conservative-leaning stories.

“It’s important to think about, what should be the balance between liberal and conservative versions of Latino history? Between stories that emphasize capitalism, patriotism and military service, and not only civil rights struggles and discrimination?” Cadava said.

The planned civil rights exhibit had not yet been publicly announced, and so had received no criticism. But Fernandez and Hinojosa said there was a feeling among the curatorial team that they needed to be careful about references to Marxist thought and socialism. And Che Guevara was not to be mentioned at all.

Then, in late November, Zamanillo emailed the curatorial team, telling them that after consulting with staff and Smithsonian leadership, he had decided to “pause” work on the exhibition. The email, which was obtained by The New York Times, called it “a difficult but necessary decision,” but offered no explanation.

A video meeting between Zamanillo and the curatorial team a week later was contentious.

“This wasn’t a conversation or even a negotiation about the possible future prospects of this project,” Fernandez said. “It was a shutting down of the project.”

Hinojosa said that Zamanillo did not offer any specific issues with the exhibition. “It didn’t seem like anything from an ethical or historical standpoint,” he said. “It was all politics.”

Zamanillo, he said, told them that “a civil rights exhibition is not going to raise the kind of money we need to raise.”

In an interview this past week, Zamanillo emphasized that the exhibition had been “paused,” not canceled, and that the research might be used later, possibly in a different gallery at the National Museum of American History.

The legislation establishing the museum, he said, “clearly says I need to have a balanced presentation and cover all sides of the story.”

At the same time, criticism of “¡Presente!” persisted. In July, Rep. Mario Diaz-Balart, R-Fla., a senior member of the House Committee on Appropriations, announced that he would block funding for the museum in the next federal budget, calling the museum’s portrayal of Latinos “erroneous and imbalanced.”

Two weeks later, he and a group that included other Republican Latino members of Congress dropped their opposition after a meeting with Zamanillo and Lonnie Bunch, secretary of the Smithsonian. A statement issued by Diaz-Balart and Rep. Tony Gonzales, R-Texas, said the group was satisfied that “procedural changes in the review of content and leadership have been made.”

“Hispanics are not victims or traitors,” the statement said. “Instead, they are the backbone of our American society, and the Smithsonian leadership now understands that.”

In late July, the museum altered two texts in “¡Presente!” including a label for a foam raft used by two refugees who left Cuba in 1992. The label now describes them as part of an exodus fleeing “Cuba’s dictatorship, political repression, and economic crisis,” and “part of an ongoing migration triggered by the 1959 Cuban Revolution led by Fidel Castro.” The original label had not

Does Bob Menéndez have enough Teflon to survive again?

In a state long attuned to the drumbeat of political corruption — salacious charges, furious denials, explosive trials — Sen. Bob Menendez has often registered as the quintessential New Jersey politician. He successfully avoided charges in one case, and after federal prosecutors indicted him in another, he got off after a mistrial in 2017. “To those who were digging my political grave,” Menendez warned then with characteristic bravado, “I know who you are and I won’t forget you.”

Six years later, he is once again on the brink, battling for his political life after federal prosecutors in New York unsealed a jarring new indictment Friday charging the powerful Democratic senator and his wife in a garish bribery scheme involving a foreign power, piles of cash and gold bars.

A defiant Menendez, 69, immediately vowed to clear his name from what he cast as just more smears by vengeful prosecutors. A top adviser said that he would also continue running for reelection in 2024, when he is trying to secure a fourth full term.

But as details of the case quickly spread through Trenton, New Jersey, and Washington — including images of an allegedly ill-begotten Mercedes-Benz convertible and cash bribes hidden in closets — it was clear Menendez may be confronting the gravest political challenge in a career that started 49 years ago in the shadow of New York City.

By Saturday afternoon, nearly every major Democratic figure in the state had called on him to resign, including the governor, senior members of Congress and influential state and county party chairs. It was a dramatic contrast to 2015, when Democrats largely rallied around Menendez in the face of his first indictment.

Party strategists and elected officials were already openly speculating that one or more of a group of ambitious, young Democrats representing the state in Congress could mount a primary campaign against him. One of them, Rep. Andy Kim, declared his candidacy on social media Saturday afternoon, setting up a highly unusual showdown.

“Not something I expected to do, but NJ deserves better,” he wrote on X, the platform formerly known as Twitter. “We cannot jeopardize the Senate or compromise our integrity.”

For now, Menendez appeared to be on firmer footing among his colleagues in the Senate, notably including Sen. Cory Booker, his fellow New Jersey Democrat, who had not commented publicly. They accepted his temporary resignation as chair of the Foreign Relations Committee but did not ask him to leave office.

In a statement, Sen. Chuck Schumer, D-N.Y., the majority leader, called Menendez “a dedicated public servant” and said

that his

colleague had “a right to due process and a fair trial.”

Calls for his ouster seemed to only embolden Menendez, who spent part of Friday afternoon trying to rally allies by phone. “It is not lost on me how quickly some are rushing to judge a Latino and push him out of his seat,” he wrote in a fiery retort to Democrats who broke with him. “I am not going anywhere.”

His campaign did not immediately comment on Kim’s announcement.

The electoral stakes were high, and not just for Menendez. Although he had yet to formally answer the charges in court, some party strategists were gauging the possibility that Menendez could be scheduled to stand trial in the middle of the campaign — an unwelcome distraction for Democratic candidates across the nation.

The details laid out in the 39-page indictment were nothing short of tawdry. Prosecutors said that Menendez had used his position to provide sensitive government information to Egypt, browbeat the Department of Agriculture and tamper with a criminal investigation. In exchange, associates rewarded him with the gold bullion, a car and cash, along with home mortgage payments and other benefits, they said.

Prosecutors referred to a text between an Egyptian general and an Egyptian American businessperson in which Menendez was referred to as “our man.” At one point, prosecutors said, the senator searched in a web browser “how much is one kilo of gold worth.”

Menendez already has a Democratic primary opponent, Kyle Jasey, a real estate lender and first-time candidate who called the indictment an “embarrassment for our state.” But political

strategists and elected Democrats said Jasey may not have the lane to himself for long.

New Jersey has a glut of Democratic members of Congress with outsize national profiles; it took barely minutes Friday for the state’s political class to begin speculating about who might step forward.

In addition to Kim, 41, the most prominent possible contenders were Reps. Mikie Sherrill, 51, and Josh Gottheimer, 48, moderates who were already said to be looking at statewide campaigns for governor in 2025, when Gov. Phil Murphy, a Democrat, cannot run because of term limits. Other names included Tom Malinowski, a two-term congressman who lost his seat last year.

National Republicans put their focus on Christine Serrano Glassner, the two-term mayor of a small community roughly 25 miles west of Newark, who quickly branded her opponent “Gold Bar Bob.”

Menendez, the son of Cuban immigrants, was elected to his first local office at age 20. At 28, he donned a bulletproof vest as he testified in a corruption trial against his former mentor. He won the mayoralty of Union City, before moving onto the state Assembly, the Senate, the House of Representatives and, in 2006, an appointment to the Senate.

It was only a matter of months before he was in the sights of the U.S. attorney’s office of New Jersey. The senator was never charged, but the investigation became campaign fodder after the U.S. attorney, then Chris Christie, issued a subpoena to a community agency that paid rent to Menendez while getting lucrative federal grants.

Almost a decade later, federal prosecutors went further, making Menendez the first sitting senator in a generation to face federal bribery charges in 2015. They accused him of exchanging political favors with a wealthy Florida eye surgeon for luxury vacations, expensive flights and campaign donations.

A jury heard the case two years later and could not reach a verdict; the Justice Department later dropped the prosecution, but the bipartisan Senate Ethics Committee “severely admonished” him for accepting gifts while promoting the surgeon’s interests.

Even so, Menendez handily won his party’s nomination and reelection in 2018.

To longtime analysts of the state politics, though, Friday’s case crossed a new threshold.

“Even by New Jersey standards, this one stands out — how graphic it is, how raw it is,” said Micah Rasmussen, a seasoned Democratic political hand who now leads Rebovich Institute for New Jersey Politics at Rider University.

“There is a world of difference between not reporting a plane ride and having half a million in hundreds stashed around your house,” Rasmussen added. “By all rights, this should be the end of the line.”

Biden will join autoworkers on picket line in Michigan, a historic move

President Joe Biden announced that he would travel to Michigan on Tuesday to “join the picket line” with members of the United Automobile Workers who are on strike against the nation’s leading automakers, in one of the most significant displays of presidential support for striking workers in decades.

“Tuesday, I’ll go to Michigan to join the picket line and stand in solidarity with the men and women of UAW as they fight for a fair share of the value they helped create,” Biden wrote on X, the site formerly known as Twitter.

The trip is set to come a day before Biden’s leading rival in the 2024 campaign, Donald Trump, has planned his own speech in Michigan and was announced hours after Shawn Fain, the union’s president, escalated pressure on the White House with a public invitation to Biden.

“We invite and encourage everyone who supports our cause to join us on the picket lines, from our friends and family all the way to the president of the United States,” Fain said in a Friday morning speech streamed online.

It was not immediately clear where Biden would go in Michigan. The White House had already announced plans for Biden to fly to California on Tuesday as part of a three-day trip to the West Coast.

Biden made the decision Friday, after Fain’s public invitation, according to two people familiar with the White House deliberations.

Fain on Friday announced the expansion of the UAW’s work stoppage from three facilities to 38 assembly plants and distribution centers in 20 states, including six — Michigan, Wisconsin, Pennsylvania, Nevada, North Carolina and Georgia — that are expected to be presidential battlegrounds in next year’s election.

Michigan, the home of the American automotive industry, is home to the bulk of the facilities and striking workers.

There is little to no precedent for a sitting president joining striking workers on a picket line.

Seth Harris, a former top labor policy adviser for Biden, said he was not aware of any president walking a picket line before.

“This president takes seriously his role as the most pro-union president in history,” Harris said. “Sometimes that means breaking precedent.”

Earlier Friday, Biden’s reelection campaign posted on social media a video of Republican presidential candidates and Fox News anchors bemoaning his support for unions. The caption from Biden read: “Yes.”

Fain’s invitation came a week into an expanding work stoppage by autoworkers at Ford, General Motors and Stellantis plants. The union president announced that the strike, which began last week at three plants in the Midwest, would expand to 38 more locations in 20 states across the country. He said that talks with GM and Stellantis had not progressed significantly but that Ford had done more to meet the union’s demands.

Biden has defended the striking autoworkers since the stoppage began last week, and the White House has dispatched Julie Su, the acting secretary of labor, and Gene Sperling, a top White House economic adviser, to seek an end to the strike.

Biden has referred to himself as “the most pro-union president in American history” and has long made his alliances with and support for organized labor a central part of his political identity. But his administration’s push for a transition to electric vehicles has put him at odds with

the UAW because electric vehicles require fewer workers to produce.

The UAW has broken with other major unions in so far declining to endorse Biden’s reelection bid.

Trump is skipping next week’s Republican presidential primary debate and instead delivering a speech in Michigan before current and former union workers. Trump pulled away significant portions of union workers from Democrats in his 2016 victory by denouncing international free trade agreements. In his current campaign, he has staked out a position against the federal push for more electric vehicles.

Jason Miller, a senior adviser to the Trump campaign, said Biden would not be going to Michigan if Trump had not announced a trip there first. On social media, he called Biden’s visit “nothing more than a cheap photo op as he finds himself between a rock and a political hard place.”

Sen. Tim Scott of South Carolina, who like the rest of the Republican presidential candidates trails far behind Trump, sought to inject himself into the news cycle about the strike this week by suggesting that the autoworkers should be fired, a move the companies are legally prohibited from carrying out.

On Thursday, the UAW postured back by filing a complaint against Scott with the National Labor Relations Board (such complaints are often dismissed). On Friday, Scott called the UAW “one of the most corrupt and scandal-plagued unions in America” and said the union’s contract proposal would lead to government bailouts.

Fain, who appeared at a rally with Sen. Bernie Sanders, I-Vt., when the strike began, has been critical of Trump and Republicans.

Ophelia becomes a tropical depression after bringing flooding to mid-Atlantic

Ophelia was downgraded to a tropical depression Saturday night after making landfall in the morning as a tropical storm near Emerald Isle, North Carolina, bringing high winds that knocked out power for thousands and heavy rains and storm surge that flooded roadways in parts of the mid-Atlantic.

As of 8 p.m. Saturday, the storm was about 60 miles south-southwest of Richmond, Virginia, and its maximum sustained winds had decreased to 35 mph, the National Hurricane Center said. The storm is expected to cause “considerable flash, urban and small stream flooding,” from North Carolina to New Jersey, the hurricane center said.

About 11,000 customers in Virginia remained without power Saturday evening, according to Poweroutage.us. Nearly 50,000 customers in several states were without power at the peak of the storm Saturday.

Shawn Hendrix, 46, of Winterville, North Carolina, noticed his lights flicker, but the roads were more troublesome. He went for a drive in his pickup truck to see the effects of the storm and found most of the streets in his neighborhood underwater.

“It’s really clear water, so it only looks

like a few inches deep,” Hendrix said. “But when we start driving through, we recognized very quickly that it’s a lot deeper than it looks.”

Hendrix, who said he saw neighbors kayaking across the street, immediately turned around. He made it home safely, crediting his large vehicle, and said he did not plan to venture too far until the floodwaters recede.

“I’ve got 35-inch tires on my truck, and the water was over halfway up my tire,” he said. “So if you drive a small car, you can get in trouble real fast.”

Jonathan Blaes, a meteorologist with the National Weather Service in Raleigh, North Carolina, said there were several reports of downed trees Saturday in the Rocky MountWilson area in the northeastern part of the state. In the Raleigh-Durham area, a few cars were stranded in flooded roadways, he said.

In New Jersey, flooded roadways plagued coastal communities, including Brielle, where high tide caused water to gush onto lanes and sidewalks.

Marc Geller, who used to manage the Jaspan True Value hardware store in Manasquan on the Jersey Shore, said he was “sorry to not be in business” anymore because it seemed the flooding was particularly bad Saturday, and that would usually mean more customers seeking batteries and flashlights.

In Virginia, the U.S. Coast Guard res-

cued five people, including three children ages 10, 7 and 4, from an anchored 38-foot catamaran that was caught in weather conditions caused by Ophelia, the Coast Guard said. The boat owner was uncomfortable in the channel because of the storm and requested to be rescued, the Coast Guard said.

Ophelia was forecast to weaken by Sunday as it neared southern Maryland. Rainfall totals were expected to vary and could lead to some flooding from North Carolina to New Jersey, forecasters said. Parts of North Carolina and Virginia could receive up to 8 inches.

Highest local rainfall totals included Cape Carteret, North Carolina, which had recorded 7.65 inches of rain as of 10 a.m. Saturday, followed by New Bern, North Carolina, which had 6.61 inches, according to the Weather Prediction Center. Portsmouth, Virginia, recorded nearly 5 inches of rain.

Parts of New York, New Jersey and Connecticut are not likely to get the worst of Ophelia, as the storm is expected to be downgraded to a tropical depression by the time it reaches the tri-state area, said James Tomasini, a meteorologist with the National Weather Service.

“The highest winds are going to be in the coastal areas,” Tomasini said. “We’re just looking at widespread light rainfall.”

Still, the New York metropolitan area will get about 2 1/2 inches of rain over the weekend, he added. Vulnerable sections of southern bays of Nassau and Queens counties and coastal Westchester and Fairfield counties will have up to 1 foot of rising water Saturday afternoon and evening, Tomasini said.

States from the Carolinas to Delaware

were under tropical storm warnings or storm surge warnings, meaning that sustained winds of at least 39 mph were expected in those areas within 36 hours, according to the National Weather Service.

The Atlantic hurricane season runs from June 1 through Nov. 30.

In late May, the National Oceanic and Atmospheric Administration predicted that there would be 12 to 17 named storms this year, a “near-normal” amount. On Aug. 10, NOAA officials revised their estimate upward, to 14 to 21 storms.

There were 14 named storms last year, after two extremely busy Atlantic hurricane seasons in which forecasters ran out of names and had to resort to backup lists. (A record 30 named storms took place in 2020.)

This year features an El Nino pattern, which arrived in June.

In the Atlantic, El Nino increases the amount of wind shear, or the change in wind speed and direction from the ocean or land surface into the atmosphere. Hurricanes need a calm environment to form, and the instability caused by increased wind shear makes those conditions less likely.

There is solid consensus among scientists that hurricanes are becoming more powerful because of climate change. Although there might not be more named storms overall, the likelihood of major hurricanes is increasing.

Climate change is also affecting the amount of rain that storms can produce. And researchers have found that storms have slowed down, sitting over areas for longer, over the past few decades. When a storm slows down over water, the amount of moisture the storm can absorb increases.

Union deal with Ford would put pressure on other 2 Detroit automakers

The Detroit automakers and the United Auto Workers continued to negotiate Saturday, company representatives said, a day after the union expanded strikes in a way that could curtail the supply of spare parts for vehicles made by General Motors and Stellantis, which owns Jeep and Ram.

UAW members walked off the job at GM and Stellantis parts distribution centers Friday but spared Ford, saying the company had done more to meet its demands.

“Our pressure on Ford is starting to pay off,” the UAW told members Saturday.

While there was no indication that a deal with Ford was imminent, an agreement with the company could put pressure on the other two to offer similar terms and lead to a speedy end to the strike, analysts said.

“The moment you get a deal with Ford that includes much or all of what the UAW is looking for, that puts a lot of pressure on GM and Stellantis,” said Michael Duff, a professor at the Saint Louis University School of Law and a former attorney for the National Labor Relations Board. “They are putting them in a position of having to argue why they’re different, why they can’t give anything more.”

A short strike would be good news for the economy. About 200,000 people work in auto manufacturing, according to the Alliance for Automotive Innovation, an industry group. That figure does not include jobs that are indirectly dependent on carmaking, which is several times higher.

Lost wages would hurt consumer spen-

ding, while inflation could rise if some vehicles become hard to get, or repair shops and dealerships run short of spare parts. If so, the Federal Reserve would have to continue its efforts to slow the economy by keeping official interest rates high. More than 18,000 UAW members are now on strike.

The auto companies also face pressure from public opinion. The autoworkers’ argument that their wages have not kept up with inflation, while carmakers have reported healthy profits, resonates with the public, said Ivana Delevska, founder of Spear Invest, an investment firm.

“Inflation is up across the board. They

need to pay their cost of living,” Delevska said of workers.

Polls show the workers have public opinion on their side, but that could shift if a long strike makes it hard for people to get their cars fixed or is perceived as damaging the economy, Duff said. “As the strike drags on, you can have disillusionment with workers,” he said.

Stellantis workers walked out at 20 of the company’s parts distribution centers Friday, while GM workers went on strike at 18 centers.

A deal that Ford reached this past week with the union that represents its Canadian workers could offer clues to the outcome in the United States. The deal with Unifor pro -

vides for pay increases up to 25% over the three years of the contract, as well as bonuses, improved retirement benefits and measures to protect employees as Ford retools factories for electric vehicles.

Unifor, which probably has less leverage than the UAW because Ford has a much smaller presence in Canada, achieved those gains without having to walk out. The union is negotiating separately with GM and Stellantis in Canada.

Investors are expecting the carmakers and unions in America to agree on a wage increase of less than 30%, Delevska said, who added that both sides have an incentive to settle quickly. “It’s in nobody’s best interest that this extends much longer,” she said.

The UAW’s demands include a 40% wage increase over four years, improved retiree benefits and shorter work hours. The union also wants an end to a tiered wage system that starts new hires at much lower wages than the top UAW pay of $32 an hour.

Ford agreed to some of the UAW’s demands, according to the union, for example promising to adjust workers’ pay in step with inflation and increase their profit-sharing bonuses.

Ford also agreed to give workers the right to strike over plant closings, an important concession. The union is worried that carmakers will shutter some factories as the industry shifts to electric vehicles, which require fewer parts and labor.

“These are historic gains,” the UAW said Saturday in a message to members, “but we have further to go.”

Fed-Wary Investors Eye Mounting Risks to US Stock Rally

Ahawkish stance from the Federal Reserve, soaring Treasury yields and a looming government shutdown are adding to a cocktail of risks that has spooked investors and clouded the outlook for U.S. equities.

U.S. stocks have slid more than 6% from their late July highs, and the past week has been particularly nerve-wracking for investors. The Fed projected it would leave interest rates at elevated levels for longer than expected, sparking selloffs in U.S. stocks and bonds.

The S&P 500 tumbled 2.9% this week, its biggest weekly decline since March. Investors sold global equities at the fastest rate this year, with a net $16.9 billion leaving stocks in the week to Wednesday, data from BoFA Global research showed. The index is up 12.8% year-to-date.

“We’ve had resilient growth for the summer months but we’re running into a period where there’s significant risk to the economy,” said Charlie Ripley, senior investment strategist for Allianz Investment Management. “Investors are seeing a reason to take risk off the table and that’s going to diminish some appetite” for stocks, he said.

Yields on the benchmark U.S. 10-year Treasury, which move inversely to prices, stand near 16-year highs. High Treasury yields dull the allure of stocks by offering investors an attractive payout on an investment seen as virtually risk free.

Market participants are also grappling with several potential threats to U.S. economic growth, whose resilience this year has helped push stocks higher. Foremost is the challenge presented by higher rates, if the Fed follows through on its pledge to keep borrowing costs elevated as it seeks to decisively turn the tide on inflation.

“The Fed is overly confident in the soft-landing narrative,” said Brian Jacobsen, chief economist at Annex Wealth Management. “A confident Fed is a dangerous Fed because it will ignore early signs of weakness.”

Other risks include high oil prices, a resumption of student loan payments in October and a government shutdown that is set to begin if lawmakers are unable to pass a budget by Sep. 30.

Seasonal factors also look grim, at least for the near term. The S&P 500 entered what has historically been its weakest 10-day stretch of the year on Sept. 18, according to BofA Global Research. The index has historically fallen by 1.66% over the period when performance during the first 10 days of the month is below average, as it has been this year, the bank’s data showed.

“Seasonality shows nasty down days into October,” BoFA’s analysts wrote, noting however that declines could provide opportunities for dip buyers.

Meanwhile, a drawn out government shutdown could aggravate concerns over U.S. government gridlock and send Treasury yields even higher. Early this year, lawmakers waged a protracted battle to raise the debt ceiling. This drew a credit downgrade from ratings agency Fitch, analysts at Societe Generale wrote.

Higher yields could exacerbate the headwinds to stocks, which have struggled as yields surged over the past several weeks.

Of course, strategists’ metrics have shown there is plenty of cash on the sidelines to be deployed by investors looking to buy on weakness. Buyers would likely step in if the S&P 500 fell to 4,200, which is about 3% from current levels, said Keith Lerner, co-chief investment officer at Truist. Such a decline would put the index at a 17.5 price to

earnings ratio, in line with its 10-year average, he said in a Friday report.

“We anticipate, at least initially, buyers would come in around this vicinity ... to help contain short-term weakness,” he said.

Adam Turnquist, chief technical strategist for LPL Financial, remained optimistic in a late Friday report even though most momentum indicators he tracks - including market breadthhave turned bearish. He noted that the S&P 500 remains above its 200-day moving average and there have been few signs of investors fleeing to safety.

“Overall, the market is down but not out,” he wrote. “Pullbacks are entirely ordinary within the context of a bull market.”

Amid Black Sea threats, Ukraine steps up use of new shipping route

Ukraine has stepped up its use of a new shipping route that has allowed it to begin reviving grain exports to circumvent a de facto Russian blockade of its Black Sea ports.

Repeated airstrikes by Russian forces since July on Ukraine’s port of Odesa after Russia’s withdrawal from a deal that had allowed Ukraine to export its food crops directly across the waters to Turkey had forced Ukraine to stop using its three Black Sea ports as an export route and work to establish an alternative.

Two ships successfully used the new route last week without incident, and three more cargo vessels have entered Ukrainian waters in recent days, according to officials.

When Russia withdrew from the Black Sea Grain Initiative in July, it said it would consider any vessel approaching a Ukrainian port to be a potential carrier of military cargo and therefore a threat. The following month, members of the Russian military boarded a cargo vessel at gunpoint, reflecting the rising tensions on the Black Sea, which Western analysts have warned could escalate into violence involving countries not directly involved in the war.

With Ukraine’s Black Sea ports under fire, its shipping had since July been limited to exports on the Danube River through much smaller ports — which have also come under attack in recent weeks — and aboard much smaller vessels. Ukraine has also exported some grain since the full-scale invasion began via road and rail into the European Union, although this too

has become fraught with difficulty amid opposition from governments in Poland, Hungary and Slovakia.

But last week Ukraine successfully tested a new sea route, as two cargo vessels loaded with wheat sailed along the coast from Romania and then crossed back over the maritime border of Romania. As Romania is a member of the North Atlantic Treaty Organization, vessels in its waters are considered much less likely to be attacked. The second vessel carrying Ukrainian wheat reached Turkey via the Black Sea on Sunday, maritime traffic monitoring sites showed.

Three more cargo vessels — the Azara, the Ying Hao 01 and the Eneida — have entered the temporary corridor, Ukraine’s

infrastructure minister, Oleksandr Kubrakov, said Friday in a post on X, formerly known as Twitter.

Kubrakov said that the ships were “using the temporary corridor established by the Ukrainian navy” and would export 127 metric tons of Ukrainian agricultural products and iron ore for China, Egypt and Spain.

The MarineTraffic website, which tracks global shipping using satellite data, placed the Azara, the Eneida, and the Ying Hao 01 in or near Ukrainian ports south of Odesa on Friday and Saturday. However, the website did not give precise information about the locations of the three ships on Sunday, instead designating them as out of range. That could suggest the ships had switched off their transponders, perhaps for security reasons.

Ukraine is a major exporter of wheat and other food crops and its agricultural sector is a vital part of the country’s economy.

In the past week, it appears that Russia has made no public attempt to impede the progress of commercial vessels along the new route. Russia’s navy, the preeminent military force on the Black Sea, has faced increasing pressure from Ukrainian missile and drone strikes in and around Crimea, the peninsula Russia illegally annexed in 2014.

Ukraine has targeted Russia’s Black Sea Fleet since the start of Russia’s full-scale invasion 19 months ago, sinking the fleet’s flagship, the Moskva, in April 2022. But since July, Ukraine has escalated its attacks. In the latest major strike on Friday, it used long-range missiles to target the headquarters of the Black Sea Fleet in the Crimean city of Sevastopol.

Russian forces in Ukraine’s southern Kherson region on Sunday, according to the Ukrainian head of the region’s military administration, Oleksandr Prokudin. In a post on the Telegram messaging app, Prokudin said a woman was killed in an attack on the city of Beryslav, and a man was killed in a strike on the nearby village of Lvove.

In a separate incident on Sunday, Russian shelling wounded six people in the regional capital, according to a post on Telegram from the city’s mayor, Roman Mrochko.

— A Ukrainian drone hit a government building in Russia’s Kursk region, which borders northeastern Ukraine, according to the regional governor, Roman Starovoit. He said on Telegram that the building’s roof had been slightly damaged and local air defenses had been activated. There was no immediate comment from Ukraine’s military, and the claim could not be independently verified.

In an increasingly bold campaign, Ukraine has launched attack drones at military and civilian infrastructure facilities in Russia in recent months, on several occasions hitting buildings in Moscow.

Tens of thousands of faithful were drawn on Saturday to a soccer stadium in the south of France, not for a match, but for a Mass presided over by Pope Francis, who was on the second day of a whirlwind trip to the port city of Marseille.

As he was driven to the stadium, Marseille’s famed Vélodrome, Francis waved from the popemobile to the crowds thronging a sunny avenue. French church authorities estimated the crowd in the stadium at 57,000 people. And when he arrived onstage, he greeted those in attendance: “Bonjour Marseille, Bonjour la France!” he said to loud cheers before leading a prayer in French.

“It gives us a great feeling of joy,” JeanFernand Leyouka mi Bambiri, 47, a hospital security guard in Marseille, said of the pope’s visit.

At a meeting earlier Saturday, the pope, who has focused much of his two-day trip on the plight of migrants looking for a better life in Europe by crossing the Mediterranean, condemned the world’s indifference to the deaths of many of those who try to make that treacherous journey. More than 2,300 migrants trying to cross the Mediterranean from North and sub-Saharan Africa to reach Europe have been recorded dead or missing so far this year, according to the International Organization for Migration, a United Nations agency.

The Mediterranean, Francis said, was transforming from “the cradle of civilization” into a “graveyard of dignity.”

Leyouka mi Bambiri, who attended the Mass with his wife and teenage son, said the pope’s urgent speeches on migration, in Marseille and elsewhere, resonated. “Many don’t want to talk about those issues,” he said near the stadium afterward as the crowd spilled out. “But it’s important for us as Christians — you have to help others.”

While the pope’s trip was not an official state visit, Francis did meet with President Emmanuel Macron on Saturday at the Palais du Pharo, a 19th-century palace overlooking Marseille’s old port. There, the two leaders attended the closing session of the Mediterranean Meetings, a weeklong gathering of bishops and other representatives, and then met privately for half an hour — their fourth one-on-one meeting since Macron was first elected in 2017.

The Rev. Vito Impellizzeri, a professor at the Pontifical Theological Faculty of Sic-

ily, who also attended the gathering, said the pope wanted to shift perceptions of the Mediterranean.

“It should not simply be the tomb and clash of civilizations,” he said, but also “a space of reciprocity and encounters.”

Francis also met on Saturday with members of SOS Méditérannée, an aid group that rescues shipwrecked migrants. The group offered him a life vest used to rescue babies.

“The unfathomable death toll in the Mediterranean this year could have been prevented if the political will was there,” Sophie Beau, a founder of the group, said at a news conference this past week.

“Those who risk their lives at sea do not invade, they look for welcome,” Francis said Saturday, calling migration “a reality of our times” that European governments need to handle with greater cooperation, more legal routes to entry and better integration.

“Here, also, the Mediterranean mirrors the world, with the South turning to the North,” he said, adding that many developing countries plagued by instability, conflict and desertification were “looking to those that are well-off, in a globalized world in which we are all connected, but one in which the disparities have never been so wide.”

At the Vélodrome, hundreds of faithful hoisted giant banners representing the pope and Notre-Dame de la Garde, the basilica that overlooks the city. Devotion to the local soccer team is a faith of its own in Marseille, and Macron, while not from the city, is also a supporter.

“By coming here, it is as though you had

gone into the home of each Marseillais,” Cardinal Jean-Marc Aveline, archbishop of Marseille, told the pope at the end of the Mass, as the stadium roared in approval.

Francis has long preferred traveling to the world’s fringes rather than its power centers. Aveline said in an interview this past week with the daily Le Parisien that Francis had told him, “If I go to Paris, I will see protocol; in Marseille, I will see the people.” And in Marseille, he met privately early Saturday with people “in a situation of economic hardship” at a charity house, according to the Vatican.

Marseille, a gritty, sprawling city of about 870,000, is France’s second largest. It is plagued by pockets of extreme poverty, strained social services and deadly drug-related violence. But it is also one of France’s oldest and most cosmopolitan cities, a predominantly working-class patchwork of ethnic and religious communities that has been shaped by waves of immigration from Europe and Africa.

Macron’s office said the president and Francis had a free-ranging discussion, mostly on international issues such as the environment, the war in Ukraine and the conflict between Armenia and Azerbaijan over

Nagorno-Karabakh.

Macron is a disrupter of French politics who has long been fascinated by Francis’ willingness to shake things up in the church, but he does not see eye to eye with the pope on a number of issues.

His government has hardened its stance on the issue of migrants as it seeks support from the right on an upcoming immigration bill, and it is expected to unveil legislation on assisted dying this fall — a policy that the Catholic Church rejects. In his speech, Francis criticized “the false pretenses of a supposedly dignified and ‘sweet’ death.’”

The last papal visit to Marseille was in 1533, when Pope Clement VII married his niece Catherine de Medici to the future King Henry II of France.

Catholicism has dwindled significantly in power and influence in France since then, even though it is still the main religion in the country, representing about 29% of the population.

Today, half of French adults ages 18-59 say they have no religion at all, according to official statistics, and the concept of laïcité — a nondiscriminatory society where the state upholds strict religious neutrality — is widely approved.

That led some, especially on the left, to criticize Macron’s decision to attend the Mass in Marseille, even though he stressed that he was there only “out of courtesy and respect,” not to participate.

For Egypt, Menéndez was key to access to billions in US aid

After decades as one of the world’s largest recipients of United States foreign aid, the Egyptian government was nervous about how long the largesse would continue at that level. But when the United States cut a sliver of the aid in 2017 over Egypt’s grim human rights record, stunning Cairo, Egyptian officials found an ally in Sen. Robert Menendez, D-N.J.

He happened to be the top-ranking Democrat on the Senate Foreign Relations Committee, a position that Egypt evidently felt could help its footing in Washington. And even as he accused the Trump administration of being lax when it came to Egypt, prosecutors say he was doing favors for Egyptian officials who had gotten to know him through his then-girlfriend — signing off on arms sales and secretly helping it lobby Washington to release funding.

In return, according to a federal indictment of Menendez unsealed Friday, Menendez and his wife, Nadine Menendez, received hundreds of thousands of dollars in cash, checks and bars of gold.

It was a price that Egyptian officials clearly felt was worth paying.

Since the late 1970s, Washington has sent Cairo up to $1.3 billion each year as a legacy of Egypt’s peace agreement with Israel in the Camp David Accords — money that Egypt treasures as a sign of its strategic importance, and which has paid for its ever-growing military arsenal.

For Egypt, the United States is an indis-

pensable patron, one that it constantly tries to convince of its value on issues such as terrorism, security for Israel and migration to Europe. Sitting in the southeastern Mediterranean on Israel’s western border, it paints itself as an island of stability in a turbulent region that includes Sudan and Libya.

Egypt’s strategic hand also includes the Suez Canal, which is crucial to world trade, and liquid-natural-gas facilities that send energy to Europe. And in a reflection of Egyptian recognition that U.S. aid is not guaranteed, Egypt has successfully played the United States against its rivals by pursuing arms or business deals with Russia and China.

Successive administrations in Washington have bought Egypt’s argument, approving all but $85 million of its $1.3 billion package this year. Although Egypt is not the only undemocratic state that receives U.S. aid, the package has especially incensed rights advocates, members of Congress and other critics who question why the United States is supporting an authoritarian, corruption-riddled regime.

After the indictment, critics urged Congress to put more of the aid on hold. About $300 million a year is subject to human rights conditions, and the Biden administration has released $235

million to Egypt this year.

Since President Abdel-Fattah el-Sissi took power in 2013 by deposing the country’s first democratically elected leader, Egypt has arrested tens of thousands of activists, opposition politicians, researchers, journalists and other perceived political opponents, including some Egyptians whose only apparent offense is resharing Facebook posts critical of the government. It has also muzzled the news media and quashed all protest.

On a practical level, critics point out that Egypt often spends the aid on equipment that makes little sense for its security needs, which mostly center on fighting scattered bands of radical Islamist insurgents in North Sinai province, near Israel. Much of the aid goes toward air defense, large ships and fighter jets.

And despite receiving the second-highest amount of U.S. military aid, after Israel, Cairo has an uneven relationship with Washington. Americans in Cairo who work with the Egyptian military describe Egyptian officers’ attitude toward their U.S. counterparts as wary at best. Egypt also has considered sending arms to Russia for its war in Ukraine, leaked Pentagon documents show.

During the years when prosecutors say Menendez was doing favors for Egypt, other members of Congress were clamoring for more restrictions to be put on the military assistance, or for tranches of it to be frozen, until Egypt improved its human rights record.

To all appearances, Menendez was one of those calling for change. He was one of 17 senators who signed a 2018 letter pressing the Trump administration to raise “the erosion of political and human rights” in Egypt when el-

Sissi visited Washington.

Egypt had reason to fret about his objections. As the top-ranking Democrat on the Senate Foreign Relations Committee, Menendez has an ability, shared with only three other members of Congress, to stymie Washington’s weapons sales.

Before approving arms sales to most countries, the State Department’s long-standing practice is to first informally notify the chairs and ranking members of the House and Senate panels that oversee foreign affairs. If those lawmakers do not sign off on the proposed transfers, the process is paused until the administration addresses their concerns.

Menendez has used this authority in recent years to block shipments of materiel to countries including Saudi Arabia and Turkey over human rights concerns. But the indictment indicates that Menendez, despite making repeated statements and even introducing legislative proposals denouncing Egypt over its rights record, was not using his power to force a reckoning over Egypt’s military aid.

Although other top Democrats and Republicans on the Senate committee also declined to block arms sales to Egypt, prosecutors maintain that Menendez did so because he was in Egypt’s pocket.

Egypt’s government has declined to comment.

The indictment lists several instances in which Menendez is said to have told his wife that he intended to approve arms sales, information that she then passed on to a friend, Wael Hana, an Egyptian-American businessperson in New Jersey who owned a company that certified halal meat, and who then passed that information to Egyptian officials.

Hana rewarded the Menendezes with cash, gold and other bribes, prosecutors say. The deals also helped enrich him, and served as a way for Cairo to get money to Menendez, according to the indictment.

In May 2019, Egypt awarded Hana’s company, IS EG Halal Certified, the multimilliondollar business of certifying all meat imported from the United States into the country — even though he had no prior experience in halal meat, and even though the U.S. Department of Agriculture argued that his monopoly would raise prices and disrupt the market.

One of Egypt’s few remaining independent media outlets, Mada Masr, has reported that IS EG Halal Certified worked in tandem with a company linked to Egypt’s intelligence services. And a U.S. government report at the time found that the company’s monopoly increased the price of American beef liver in Egypt by 32.1%.

The permanent migration crisis

On Wednesday, the Biden administration announced that it will offer work permits and deportation protections to more than 400,000 Venezuelans who have arrived in the United States since 2021. On paper, this is a humanitarian gesture, a recognition of the miseries of life under the Nicolás Maduro dictatorship. In political practice, it’s a flailing attempt to respond to a sudden rise in anti-immigration sentiment in blue cities, particularly New York, as the surge of migrants overwhelms social services and shelters.

I say flailing because the fundamental problem facing the Biden administration is on the southern border, where every attempt to get ahead of the extraordinary numbers trying to cross or claim asylum has been overwhelmed.

In Eagle Pass, Texas, The Wall Street Journal reports that in a week, an estimated 10,000 migrants have entered the city, whose entire population is less than 30,000. The subsequent movement of migrants to places like New York, Chicago and Washington, D.C., has been encouraged by red-state governors, but under any circumstances, such crowds in Eagle Pass would eventually mean rising numbers in big cities. And policies

that make it easier to work in those cities, like the Biden administration’s move, are likely to encourage more migration until the border is more stable and secure.

The liberal confusion over this situation, the spectacle of Democratic politicians like Eric Adams and Kathy Hochul sounding like Fox News hosts, is a foretaste of the difficult future facing liberals across the Western world.

For decades, liberal jurisdictions have advertised their openness to migrants while relying on the sheer difficulty of international migration and restrictions supported by conservatives to keep the rate of arrivals manageable and confine any chaos to the border rather than the metropole.

What’s changed, and what will keep changing for decades, are the numbers involved. Civil wars and climate change will play their part, but the most important shifts are, first, the way the internet and smartphones have made it easier to make your way around the world, and second, the population imbalance between a rich, rapidly aging West and a poorer, younger Global South, a deeply unstable equilibrium drawing economic migrants north.

All of this is a bigger problem for Europe than the United States. European aging is more advanced, Africa’s population will boom for decades (in 50 years, there may be 5 Africans for every 1 European), while Latin America’s birthrates have declined. The European equivalent of Eagle Pass is the island of Lampedusa, Italy’s southernmost possession, where the number of recent migrants exceeds the native population. This surge is just the beginning, Christopher Caldwell argues in an essay for The Spectator on the continent’s dilemmas, which quotes a former French president, Nicolas Sarkozy: “The migration crisis has not even started.”

America’s challenge is less dramatic but not completely different. The world has shrunk, and there is no clear limit on how many people can reach the Rio Grande. So what’s happening this year will happen even more: The challenges of mass arrivals will spread beyond the border, there will be an increased demand for restrictions even from people generally sympathetic to migrants, but the sheer numbers will make any restrictions less effectual.

This combination can yield a pattern like what we’ve seen in Britain after Brexit and Italy under Giorgia Meloni: Politicians are elected promising to take back control of borders, but their policies are ineffective, and even right-wing governments preside over high migration rates. The choice then is to go further into punitive and callous territory, as the Trump administration did with its family-separation policy and its deal with Mexico — or

else to recoil, as many voters did, from Donald Trump’s policies, which encouraged the Democrats to move leftward, which left them unprepared to deal with the crisis when they came to power, which now threatens to help elect Trump once again.

In a sense, you might distill the challenge facing liberals to a choice: Take more responsibility for restricting immigration, or get used to right-wing populists doing it for you.

But in fact, the problems for both left and right will be messier than this. The populists themselves will not always know how to fulfill their promises. The interests of liberals in immigrant destinations like New York City may diverge from liberals in college towns or suburbs. The scale and diversity of migration will create unexpected alliances (a lot of Venezuelan migrants might vote for Trump if given the chance, after their experience with socialism) and new lines of internal fracture.

Most likely, there will be neither a punitive end to the crisis nor a successful humanitarian means of managing it. There will be a general rightward evolution, a growing tolerance for punitive measures (“Build the wall” could be a liberal slogan eventually), that has some effect on the flow of migration — but doesn’t prevent it from being dramatic, chaotic and transformative, on the way to whatever new world order may await.

Líder de Hasta los Marcian daba órdenes desde la cárcel por Instagram, según agente federal

In May, a crowd of 3,000 filled the Utopia Warehouse at the old port of Rio de Janeiro for the opening night of Back2Black, a festival dedicated to Black culture. A figure dressed in white sat onstage, guitar in hand, and the imposing baritone voice of Mateus Aleluia — the only active member of Os Tincoãs, a group from Bahia, Brazil, revered for its heavenly vocal harmonies and songs about the Yoruba mythology — reverberated throughout the venue. He sang about birds, waterfalls and mystical beings. And also about oppression, suffering and the pain of racism.

When Aleluia suddenly stopped singing and opened his arms, the crowd understood the signal and sang back to him the lyrics of “Cordeiro de Nanã,” the band’s 1977 lament about slavery. “You guys know the lyrics better than I do,” he said with a smile, and left the stage to cheers, leaning on a crutch.

“Because of my age, I represent prudence, and those kids who showed up to sing with me on the show represent impetus. I think it’s a good match,” Aleluia said by phone the day after the concert. (He turns 80 this month; he declined to specify the date.)

Despite the singalong, Os Tincoãs were never pop stars in Brazil. Far from it. The group comes from Cachoeira, in the Bahia countryside, a city that housed a large concentration of enslaved people cultivating sugar cane during the 16th century. Their three main albums, “Os Tincoãs” (1973), “O Africanto dos Tincoãs” (1975) and “Os Tincoãs” (1977), were not successful when they were released, and the band split in the early 1980s. But now, Os Tincoãs — which took its name from a bird with a long tail and a call similar to the moan of a cat that’s common in the forests around Cachoeira — is being rediscovered by Brazilian audiences and a new generation of artists. And “Canto Coral Afrobrasileiro,” an album recorded 40 years ago, has finally been released.

This “lost” Tincoãs album features the band accompanied by a traditional choir, the Coral dos Correios e Telégrafos do Rio de Janeiro. The idea came from Os Tincoãs’ producer at the time, radio DJ and researcher Adelzon Alves, who dreamed of creating a kind of Afro-Brazilian gospel.

“We noticed that there was a link between the sugar cane fields we have in Cachoeira and the cotton plantations in the USA South,” Aleluia said in an earlier interview at a hotel in Copacabana, a district of Rio de Janeiro, in February. “Adelzon helped us realize that there was a lot in common between Africa on this side and Africa on that side.”

“The difference is in the way we relate to religion,” he added. “In Brazil, we always look for syncretisms and kinships. That’s why we linked the Afro with the Baroque in the Tincoãs’ songs. And on this album, the idea was that we had our voices multiplied with the help of the choir.”

Os Tincoãs started out performing boleros in 1961. Their first album, “Meu Último Bolero” from 1962, was recorded in Rio with Dadinho (guitar and vocals), Heraldo (percussion and

vocals) and Erivaldo (percussion and vocals). When the group returned to Cachoeira and took a decadelong pause from recording, each member focused on activities outside music. Os Tincoãs resurfaced in 1973 with Aleluia, who was a teacher, replacing Erivaldo.

The band put the boleros aside and renewed its repertoire, adopting the sound that would bring it a cult audience: beautiful vocal harmonies (think the Beach Boys in Bahia) and a mix of samba and capoeira chants and spiritual songs, written in Portuguese and Yoruba, which evoked the Afro-Brazilian religion of Candomblé.

“Os Tincoãs have always enchanted me since I was a little girl when I heard my mother sing the group’s songs,” said Margareth Menezes, Brazil’s minister of culture, who is also a musician, in a phone interview. “They represent the African roots of Brazilian music.”

Despite critical praise, appearances at festivals and the recognition of artists like João Gilberto — who recorded a version of the group’s “Cordeiro de Nanã” alongside Maria Bethânia, Caetano Veloso and Gilberto Gil — Os Tincoãs did not take off. In 1983, the group (with a new member, Badu, replacing Heral-

do) traveled to Angola, accompanying the sambista Martinho da Vila. The tour was supposed to last a week, but Aleluia and Dadinho decided to stay in the African country after the shows.

“We found another Bahia in Angola,” Aleluia explained. Dissatisfied with the duo’s decision, Badu returned to Brazil, precipitating the end of the group.

During the almost 20 years that Aleluia lived in Angola, he worked as a researcher and art teacher. Dadinho, who had opened a bakery in Luanda, the capital, died in 2000 of a stroke. With their three main albums out of circulation, Os Tincoãs seemed doomed to be forgotten.

But in the 2000s, record diggers and DJs began to compete for the few available vinyl copies of the band’s albums in Rio, Sao Paulo and Salvador record stores. Little by little, its music began to echo in the work of artists from new generations, such as the Afrobeat group Bixiga 70 and rappers Criolo and Emicida, who sought to bring more Brazilian elements to their work.

“Os Tincoãs revolutionized Brazilian music by harmonizing Afro-religious singing,” Emicida, 37, said in an email interview. “They represent an insurgent Brazil that, despite being a victim of the worst colonial ills, never gave up on producing beauty. The group’s work is an inexhaustible source of inspiration for me, even more so now when the country is experiencing recognition of Black culture.”

Last year, DJ and producer Diogo Strausz, 33, released a groovy version of “Deixa a Gira Girar,” a classic from Os Tincoãs’ repertoire. “The combination of atabaques,” a tall hand drum, “with voices that remind me of Bach choirs made by the Tincoãs is very powerful and current,” he said in a phone interview. “And ‘Deixa a Gira Girar’ is a song about the plurality of beliefs. It has a lot to do with the sense of communion that we seek on the dance floor.”

With this wave of newfound appreciation, Os Tincoãs are “returning” with “Canto Coral Afrobrasileiro,” a release made possible because Aleluia kept the master tape he received from Adelzon as soon as he returned from Angola, in 2002. Between 2010 and 2021, he released five solo albums including “Afrocanto das Nações,” which was nominated for a 2021 Latin Grammy.

“Os Tincoãs’ story was never linear,” Aleluia said. “We always bounce back in time. This new record comes from one of those gaps in time. I don’t even know if it represents an arrival somewhere, because in life we’re always walking. We only stop when we surrender the spirit.”

The secret ingredient your salads are missing

My mother loved leftover salad. No matter what a long night in the fridge had inflicted upon the lettuce and the cress, she’d pile those saturated greens onto a toasted English muffin and swear it was a better breakfast than butter and jam.

It was a predilection I could never get behind. Unless, that is, there were tomatoes involved.

Chunks of ripe tomatoes are subtly improved by a short soak in a sweet, vinegary dressing. Time gives the salt a chance to work its magic, coaxing out the fruit’s nectar so it can mingle with the garlic and herbs. Left alone for a little while, a simple tomato salad will quietly transform into a deeply flavored, marinated one.

Marinated tomatoes are so good they’re worth making on purpose, so you don’t have to rely on leftovers. And you don’t even need to plan that far ahead. Anywhere from 20 minutes to several hours will do the trick, though the longer they sit, the softer and juicier they become.

In this recipe, I use those juicy marinated tomatoes as the foundation of a basil vinaigrette, tossing it with loads of crisp greens and freshly fried croutons for a generous and festive salad.

The croutons are key, absorbing any excess liquid that would otherwise make the lettuce soggy, and adding texture and heft.

There are myriad ways to make croutons, and, as a Caesar salad enthusiast, I’ve probably tried them all. My current favorite method is to start with fresh bread, rather than stale, so I can tear it to bits with my hands. (This is harder to do with a dried-out, days-old loaf.) Hand-torn, uneven bread chunks are more pleasing to eat than neatly

sliced cubes, because their jagged surfaces capture loads of flavor.

I briefly bake the torn bread pieces to dehydrate them, then fry them over low heat along with smashed, peeled whole garlic cloves. The trick here is not to let the garlic burn. If you like, you can even add the golden fried garlic to the salad bowl, a move for only the most ardent of garlic lovers.

You can make the croutons a few days in advance and the tomatoes several hours ahead. But don’t toss everything together until just before serving. Unless you’re also a fan of soggy salad, in which case, be sure to save some for breakfast, too.

Green salad with tomato-basil vinaigrette

This ebullient green salad is dressed with ripe, sweet tomatoes marinated in sherry vinegar and fresh basil. The garlicky croutons add loads of crunchy texture, giving this a bit more staying power. Serve this as is for a substantial salad course or side dish, or bulk it up with the likes of cubed tofu or shredded chicken, avocado, jammy eggs, tuna, chickpeas, cheese or nuts and seeds.

Yield: 4 to 6 servings

Total time: 40 minutes

Ingredients:

1 cup diced ripe tomatoes (or quartered cherry or grape tomatoes)

5 garlic cloves

1/4 cup chopped fresh basil

1 tablespoon sherry vinegar, white wine vinegar or apple cider vinegar, more to taste Fine sea salt

5 ounces fresh baguette, ciabatta or crusty sourdough bread, torn into bite-size pieces (about 2 cups)

1/2 cup plus 3 tablespoons extra-virgin olive oil, more as needed

2 quarts salad greens, such as mixed baby lettuces, mesclun, arugula or a combination

1/4 cup Parmesan shavings (optional)

Preparation:

1. In a large bowl, toss together tomatoes, 1 grated or minced garlic clove, basil, sherry vinegar and a pinch of salt. Set aside to marinate for at least 20 minutes (and up to 4 hours).

2. Meanwhile, heat the oven to 325 degrees. Spread bread out on a baking sheet and bake until pale golden, 8 to 12 minutes.

3. Smash and peel remaining 4 garlic cloves. Put them in a pan along with 1/2

cup olive oil and place over medium-low heat. Cook, shaking the pan occasionally, until the garlic turns pale golden in spots and starts to soften, 5 to 7 minutes. (Lower the heat if the garlic starts to brown.)

4. Add toasted bread and salt to the pan and fry until the bread is deeply golden and crunchy, 3 to 5 minutes. If the pan looks dry, add a little more oil. Transfer croutons to a paper towel-lined plate and sprinkle lightly with salt. Let cool.

5. Just before serving, whisk 3 tablespoons olive oil into the tomato and basil mixture. Taste and add more salt, vinegar or oil, if needed; it should taste bright and balanced. Add the greens, Parmesan (if using) and croutons (along with the fried garlic, if you like) to the tomato mixture, tossing gently to combine. Serve immediately.

Esta unidad fue fabricada en hormigón armado y bloques de cemento y se encuentra ubicada en el cuarto piso del edificio número ocho (8). Consta de una planta con puerta de entrada por el lindero Norte, la cual sale hacia el área de estacionamiento central y que sirve de acceso al apartamento. Sus linderos son los siguientes: por el NORTE, en distancia de 31 pies con 0 pulgadas, equivalentes a 9.4488 metros, con el área común exterior del edificio y vestíbulo; por el SUR, en distancia de 31 pies con cero pulgadas, equivalentes a 9.4488 metros, con el área común exterior del edificio; por el ESTE, en distancia de 54 pies con 2 pulgadas, equivalentes a 16.5100 metros, con el apartamento número 8-G y vestíbulo; y por el OESTE, en distancia de 46 pies con 7 pulgadas, equivalentes a 14.1985 metros, con el apartamento número 8-O. TERRAZA: Propiedad Horizontal. Unidad de vivienda número ocho-H (8-H) de Granada Park Development, localizado en el Barrio Frailes del Municipio de Guaynabo, Puerto Rico. Esta unidad fue fabricada en hormigón armado y bloques de cemento y se encuentra ubicada en el quinto piso (azotea) del edificio número 8. Consta de una planta con puerta de entrada por el lindero Sur, la cual sale hacia el apartamento número ocho-H (8-H) y que sirve de acceso a la terraza. Sus linderos son los siguientes: por el NORTE, en distancia de 18 pies con 9 pulgadas, equivalentes a 5.7150 metros, con la azotea exterior del edificio; por el SUR, en distancia de 18 pies con 9 pulgadas, equivalentes a 5.7150 metros, con el área común exterior del edificio; por el ESTE, en distancia de 31 pies con 2 pulgadas, equivalente a 9.4996 metros, con la terraza del apartamento número 8-G y con el área común exterior del edificio; y por el OESTE, en distancia de 31 pies con 2 pulgadas, equivalentes a 9.4996 metros, con la azotea exterior del edificio y el área común exterior del edificio. En dicha demanda se tramita un procedimiento de cobro de dinero y ejecución de hipoteca bajo el número mencionado en el epígrafe. Se alega en dicho procedimiento que la parte Demandada incurrió en el incumplimiento del Contrato de Hipoteca, al no poder pagar las mensualidades vencidas correspondientes a los meses de enero de 2023, hasta el presente, más los cargos por demora correspondientes. Además, adeuda a la parte demandante las costas, gastos y honorarios de abogado en que incurra el tenedor del pagaré en este litigio. De acuerdo con dicho Contrato de Garantía Hipotecaria la parte Demandante declaró vencida la totalidad de la deuda ascendente a la suma de $99,247.85 de balance principal, más intereses sobre dicha suma a razón del 5.50% anual, así como todos aquellos créditos y sumas que surjan de la faz de la obligación hipotecaria y de la hipoteca que la garantiza, incluyendo $12,240.00, pactado para costas, gastos y honorarios de abogado. The stolen glory of Spain’s World Cup champions

Wordlessly, their eyes fixed straight ahead, Spain’s players filed in to the Alameda Hotel not far from Madrid’s airport. It had been a month, almost to the day, since they won the World Cup. It should have been a joyful reunion, a welcome and gleeful chance for the women to revel in the greatest glory of their careers. Instead, they looked as if they were heading into battle.

In a way, of course, they were. Many of Spain’s players have been locked in open conflict with the country’s soccer federation — its employer, in effect — for more than a year. The disagreement expanded to envelop almost all of them pretty much from the moment the whistle blew to end the World Cup final.

Over the last week or so, all of their efforts have — finally — borne fruit. The players have secured something that looks a lot like victory; in the war, at least, even if the peace still has to be won. Concessions have been made, commitments assured, and heads are starting to roll. Three major figures have fallen. More will follow in time.

This is what the players have wanted all along. The original protest, the one last year that led 15 members of the squad to temporarily refuse to play for the national team, was rooted in a desire to force the federation to change. The team wanted better facilities, a proper support staff, a professionalized environment, a coach who did not track their every move.

To persuade some of the rebels to return for the World Cup, the federation had made some accommodations. The team traveled to Australia and New Zealand with a nutritionist and a psychologist. The players were consulted on where they would stay and where they would train. Each squad member was given an allowance that permitted family and friends to join them. An uneasy truce held long enough for Spain to conquer the world.

Quite how little had changed, though, became clear even before the players had lifted the trophy. Luis Rubiales, the federation’s president, kissed the forward Jenni Hermoso forcefully on the lips as they celebrated on the podium. It had been consensual, he insisted afterward. When Hermoso made perfectly clear that had not been the case, Ru-

biales doubled down rather than apologize.

The federation did not so much as back him as follow him down the rabbit hole. At one point it adopted the posture that it was prepared to pull out of European competition — its women’s teams, its men’s teams, its club sides — entirely if anyone dared to try to remove Rubiales from his post. His mother locked herself in a church. Hermoso’s reputation was impugned; she was accused of lying. This was not a federation that appeared dedicated to change.

It was more than the players could tolerate. Dozens of them released a statement declaring that they would not represent their country while Rubiales remained in place. It became increasingly clear that the coach, Jorge Vilda, was in an untenable position, too. This time, there would be no half-measures, no awkward cease-fire.

Eventually, both did go — Rubiales, in particular, through gritted teeth — but still the federation found a way to undermine the prospect of any good will.

Vilda was replaced by one of his assistants, Montse Tomé, hardly a break with the old regime. When 39 players announced that there had still not been enough meaningful, structural change to persuade them to return to the fold, she called them to camp anyway. If they ignored the summons, they players were threatened, they could be fined and banned even from club competition. That was how they arrived, jaws clenched and

against their wishes, at the Alameda Hotel. What happened next is testament not only to their perseverance but to the validity of their cause. In a meeting brokered by the Spanish government, the players finally forced the federation to bend to their will. They requested the departure of three more senior staff members, petitioned for stronger safeguarding measures, demanded changes that should prevent a repeat of all they have been through.

They won. It was not an easy victory — the meeting, at a hotel a little south of Valencia, reportedly lasted seven hours, and drew to a close only at 5 a.m. — but it was a victory nonetheless.

And yet this is not a triumph for the underdog forces of all that is right and virtuous over their uncaring oppressors. Or, more accurately, that is not how it feels. What Spain’s players have been through over the last year, and particularly in the last month, is too outrageous to be erased by the silhouette of an uplifting outcome. The aftertaste is too strong, and too bitter.

Perhaps, in time, they will come to regard the past few weeks as a sacrifice worth making. If the federation follows through on the promises it has made to ensure subsequent generations do not have to fight the same battles, to endure the same indignities, then perhaps the Spanish women who stood for what they believed in will have a legacy cast in both concrete and gold.

More potent even than outrage, though, is sadness. Spain’s players had worked for years to win the World Cup. That is true of all athletes, of course, but it is particularly true of women’s soccer players, so consistently overlooked, so reliably underfunded, so frequently deprived of things their men’s counterparts would regard as basic necessities.

That Spain’s players achieved their goal at the World Cup — that they reached the apex of any player’s career, delivering to their country the greatest prize imaginable with such verve

and panache and dazzling talent — should have been an unyielding source of pride and contentment and joy. The afterglow should have shimmered for years.

Thanks to Rubiales and to Vilda and to the rest of the federation power brokers, the ones who refused to listen until the very last moment, the players have been denied all of that. Their World Cup victory is not tarnished — that would be the wrong word — but their memories of it will be, their glory always carrying with it an undercurrent of anguish.

That was clear as they trooped into the Hotel Alameda, their faces stern and their shoulders slumped, forced into battle once more. This should have been a moment to relish, the world champions together again. It seemed, instead, one of pure dread. And no matter what happens now, they will never have it back.

What’s entertainment?

There is, as there always has been, an existential tension within soccer — in all sports — that it does not especially want to confront. It relates to the purpose of the endeavor. Is it, primarily, a form of entertainment? Or is that more accurately depicted as a byproduct of the activity? Is its actual aim to establish which team is better and which worse, and the fact that people seem to find it compelling just a happy accident?

Perhaps it is best framed in less theoretical terms. This season, the all-knowing, all-seeing referees of the Premier League have decided that there is no greater threat to the well-being of the most popular leisure pastime the world has ever known than time-wasting.

This is, in part, because they have been instructed to eradicate it: The game’s rule-making body has passed down an edict that time-wasting — dawdling over set pieces, pretending to be injured, strolling off the field after being substituted as if you don’t have a care in the world — is no longer to be tolerated.

But it is also the product of the Premier League’s own consultation with “fan groups,” which the league said had revealed the diminishing amount of time taken up with the actual playing of soccer has become something of an issue. “We are seeing a lowering number of effective playing time minutes to a point where people are concerned about that,” Howard Webb, the man in charge of the referees, said earlier this season.

And so, this season, referees have shown a blizzard of yellow cards to players deemed guilty of time-wasting. They have even, according to Sheffield United manager Paul Heckingbot-

This is not a neutral act. The referees have in effect decided that players are entertainers, and therefore have a duty to provide as much entertainment as possible, as if a ticket or a television subscription is a form of covenant with the teams themselves. Not being sufficiently entertaining has now been turned into an offense.

The first problem, of course, is that “entertainment” is a subjective judgment. Who gets to decide what is good to watch? Is there not pleasure in the slow burn, in the grind to victory? Is breathlessly, relentlessly fast soccer the only good soccer? Isn’t the whole point that the sport is entertaining because it can take so many forms?

And the second problem is where this ends. Are certain styles of play to be outlawed because they are deemed insufficiently aesthetically pleasing? Should we ban players from running the ball into the corner in the dying minutes of a game their team is winning? Such a measure would seem ludicrous, excessive. But the logic, the strict excision of anything that might compromise the show, is exactly the

same.

Ice cream list

If we’re going on the Ice Cream List — capitalization deliberate; it has taken many years of research to construct — then the top choices should be Florence or Lisbon: La Carraia (No. 2) for the former, and Nannarelli (No. 6) for the latter. Both have excellent soccer options, too, whether you see Fiorentina, Benfica or Sporting.

Purely on game experience, I would probably have to plump for Napoli, Marseille (try to go when they’re winning) or Rotterdam. If food is the priority, then it’s hard to see past San Sebastián, home to Real Sociedad and as many pintxos as you can eat. Go just up the coast to St. Jean de Luz, in France, and you can get a No. 9-ranked salted caramel, too.

Frances Tiafoe talks family, his game, and race

Frances Tiafoe was making the rounds.

Upstairs, downstairs, inside, outside. Touching all corners of the Billie Jean King National Tennis Center, conducting 90-second interviews, shaking hands, trying hard to manage a smile for everyone in his path.

It was the eve of the U.S. Open last month, and Tiafoe, 25, was returning to the scene of his greatest triumph, a semifinal finish at the 2022 Open that included an upset of the four-time champion Rafael Nadal.

The Open represented Tiafoe’s comingout party. Ranked No. 26 entering the tournament last year, he began this year’s Open in the top 10, largely on the strength of winning two ATP titles, in Houston and Stuttgart, Germany, this season. He also reached the semifinals at Indian Wells before losing to Daniil Medvedev.

But Tiafoe, whose career began when his parents emigrated from Sierra Leone and his father became head of maintenance at the Junior Tennis Champions Center in College Park, Maryland, struggled at the majors this year.

He lost in the third round at the Australian Open and French Open and at Wimbledon. At the U.S. Open, he was defeated in the quarterfinals by a fellow American, Ben Shelton.

Tiafoe and Shelton were chosen by John McEnroe, the captain of Team World, to

play in the Laver Cup in Vancouver, British Columbia.

At last year’s cup, Tiafoe and Jack Sock beat Nadal and Roger Federer in the final match of Federer’s career. Tiafoe then beat Stefanos Tsitsipas to clinch victory for Team World. It was the first time in the five-year history of the event that Team Europe failed to win.

The following interview has been edited and condensed.

Q: What was it like to play Roger and Rafa in Roger’s last match?

A: Me and Jack were joking, should we go hard, should we not, should we make it a good show? I’m glad we went out there and played hard.

Q: What did you say to Roger when you met at the net after the final point?

A: “Thank you for the last 20-plus years. Thank you not only for your on-court play, but for who you are as an individual. What you’ve done will never die.”

Q: Then, in the clinching match, you had to save four match points against Tsitsipas?

A: Man, it felt like I was down 100 match points. It was crazy. I had never experienced something like that before. Incredible shotmaking with legends sitting on the bench. It was an unbelievable atmosphere.

Q: When you look back on this year, do you say it’s been a great year, or that you need to kick it up a notch?

A: I think it’s been a great year outside of the Slams. But the Slams are the only thing I really care about, to be fair.

Q: You’ve spoken about Arthur Ashe and the privilege of being a man of color in this sport. But Arthur also spoke of the burden he felt. Do you feel the pressure of being in this position and having to motivate others?

A: One hundred percent, because it’s not like basketball or football, which are predominantly sports of color. Not only that you’re one of a few, but you’re doing it at a super high level. There are expectations, but people are looking up to you and wanting to be like you. You’re in a position to change people’s lives. It’s definitely a burden, but at the same time it’s a blessing.

Q: You have mentioned that right before you play a match, the most important thing is that your mother tells you how much she loves you. How critical is your family to your success?

A: Family is everything to me. I’d do anything for my family. I play this game at a high level for my family. That’s one of my biggest motivations every day. My family can’t even believe we’re in this position.

Q: Is there one life goal that defines you?

A: Probably that when I’m done, both of my parents will be able to kick up their feet. I want to be in a position to help kids in Sierra Leone play the game of tennis. It’s not really about me.
