Economist: Temporary gov’t closure will have temporary effect

Any government closure will have its effects, whether it is state, municipal or the federal government. The U.S. government appeared headed for a temporary shutdown this week with Republican lawmakers in the House of Representatives showing no signs of progress in negotiations to keep the government funded beyond Saturday.

Where Puerto Rico is concerned, it seems the effects of a shutdown this time around won’t be any different from the other 20 or so times government closures have occurred. Even though some 4 million federal employees in the mainland United States and on the island will stop receiving their salaries, it won’t be something permanent.

spending is considered discretionary, requiring annual approval by Congress. This includes Medicare, Social Security, Medicaid and nutritional assistance [SNAP and the island version, known as PAN by its Spanish acronym]; their disbursements will not be affected.”

Earlier this week, Moody’s Investors warned that if the closure occurs, it would be evaluated as negative by the credit agency, although the closure would not affect the payment of the debt.

Another consideration to take into account is regarding the actions of the Federal Reserve in terms of increases in its base interest rate.

The impact on the overall economy will reduce growth by 0.2% every week that the closure is extended, although it will recover once the government reopens and employees start to receive their salaries and payments; therefore the impact will be much reduced, according to San Juan consulting firm Estudios Técnicos Inc. (ETI).

“In terms of Puerto Rico, some projects that are using funds based on FEMA funds or CDBG-DR [Community Development Block Grant Disaster Recovery] and CDBG-MIT [Community Development Block Grant Disaster Mitigation] [will be affected], but the impact would be very minimal and it would not be permanent,” said Juan A. Castañer, the senior economic advisor at ETI.

The previous federal government closure was in December 2018-January 2019. At 34 days it was the longest on record. Most temporary courses, which are mostly caused by political differences between the two governing parties, only last a few days. As of 2018-2019, there had been a little more than 20 closures from both Democratic and Republican administrations over the previous 50 years.

Even when government closures are temporary, “they don’t stop feeling like an economic impact,” Castañer said earlier this week. “[... F]ederal employees are laid off temporarily, and stop receiving their salaries during that time, which inevitably impacts personal spending and the payment of financial responsibilities.”

“In Puerto Rico there are 14,000 active federal employees,” the ETI economist noted. “Federal contractors will also be affected because they won’t be receiving their payments for their services. The great majority of the federal government would in fact be working throughout the closure though, because only 27% of federal

Puerto Rico to experience delay in disbursement of FEMA funds

Puerto Rico will experience a delay in the disbursement of over $200 million for hurricane recovery works as part of the Federal Emergency Management Agency’s (FEMA) measures to ration its disaster relief fund, the Washington Post reported this week, citing budget records.

Earlier this month, FEMA temporarily suspended $1.5 billion in obligations for certain projects to avoid depleting its disaster relief fund, a decision that affected 1,610 projects under the public assistance program.

According to the newspaper, much of

the $200 million in funds are to reimburse the commonwealth for repairing infrastructure damaged by hurricanes Fiona and Maria, which hit the island in September last year and September 2017, respectively.

The island’s economic situation may worsen if the delay is prolonged, as part of the funds are for rebuilding the electrical infrastructure, Central Office for Recovery, Reconstruction and Resilience (COR3) Executive Director Manuel Laboy Rivera said in the report.

According to the report, FEMA expects to resume disbursing the proceeds as usual once it gets an additional appropriation from the

U.S. Congress to replenish the disaster relief fund, which has $2.4 billion left.

With the uncertainty of a possible government shutdown after Oct. 1, FEMA has decided to delay the disbursement of $2.8 billion for long-term recovery projects, such as those in Puerto Rico, in order to have the capacity to respond to new emergencies that may occur, the paper reported, citing an unidentified senior FEMA official.

Some states, such as Louisiana and Florida, have also been affected by FEMA’s rationing decision, and have seen the disbursement of some $555 million and $101 million paused, respectively, the paper indicated.

Philippe to bring heavy rain over the weekend as a tropical depression

Tropical Storm Philippe, which formed last week, could bring heavy rain to parts of the Leeward Islands, the Virgin Islands and Puerto Rico over the weekend, forecasters said.

The National Hurricane Center (NHC) estimated that the storm had maximum sustained winds of 50 miles per hour, with higher gusts. As of Thursday morning, it

was about 485 miles east of the northern Leeward Islands in the Caribbean, the NHC said.

The storm is forecast to bring 1 to 3 inches of rain to the northern Leeward Islands, the Virgin Islands and northern and eastern Puerto Rico from Saturday to Monday. Heavy rainfall from Philippe might cause isolated flooding, forecasters said. There were no coastal warnings or watches in effect, the NHC said.

The storm was expected to gradually weaken over the next few days, degrading to a tropical depression as it moves slowly northwest, the NHC said. Meanwhile, Tropical Storm Rima formed in the mid-Atlantic last week and some scenarios show the storm merging with Philippe, with both storms tracking well to the north of the Leeward islands. The Atlantic hurricane season started June 1 and runs through Nov. 30.

In late May, the National Oceanic and Atmospheric Administration predicted that there would be 12 to 17 named storms this year, a “near-normal” amount. On Aug. 10, NOAA officials revised their estimate upward, to 14 to 21 named storms. Tropical disturbances that have sustained winds of at least 39 mph are given a name. Once winds reach 74 mph, a storm becomes a hurricane, and at 111 mph it becomes a major hurricane.

October event to combine healthcare services, activism

In Puerto Rico, public health services appear to be in constant decline. There have been protests, and demands put before the government. Various health service providers have taken to the streets with their picket signs to protest. Hospitals are going bankrupt, and medical professionals are leaving the island, among other issues.

While traditional protests are commonly known for their marches and basic stoppage of services, members of the island medical field decided to take a different approach to protesting this time around.

At a press conference on Thursday, Physicians and Surgeons Association of Puerto Rico President Dr. Carlos Díaz Vélez officially announced an event that will take place on Oct. 14 at Roberto Clemente Coliseum in Hato Rey

called “United for Health.”

The event will be focused on creating awareness and raising the alarm about the current medical situation on the island. The event is

open to the public and will offer numerous health services to the public. Mayors of various municipalities have offered transportation services to get people to the event, which is being billed as the largest concentration of health services to be provided on a single day in Puerto Rico, ever. Vaccines will be offered, blood donation, glucose tests, medical assistance and even small seminars teaching people about health. Apart from the healthcare services, eyesight care will be offered as well.

The press conference was attended by numerous members of diverse health organizations, professional groups, civil society entities, religious organizations, churches, municipal administrations, and governmental agencies and from society in general. Hundreds of entities have become participants of this event.

“The slogan states that we are all patients and this will be the biggest outcry that patients will express because there will be thousands of

people, and patients, with their presence, can tell the leadership of this island that the people of Puerto Rico value and defend their health,” Díaz Vélez said. “We will even provide a table where we will be taking signups to take people to Congress to work on the discrimination that exists in Medicare in Puerto Rico.”

“This will be a claim not only to the government of Puerto Rico, but also to the federal government for their right to be paid fairly,” he added. “Medicare pays patients here less than they do on the mainland -- only a fourth of what they pay over there.”

While almost all health providers were invited to the press event, insurers were not, Díaz Vélez said.

“Everyone knows the issues we have with insurers,”he said. “They are not invited; this is for patients and health providers. It is a chance for the people of the island to express themselves against the healthcare situation.”

PDP blasts González Colón and her bid to become governor

Popular Democratic Party (PDP) President Jesús Manuel Ortiz González and PDP resident commissioner candidate Pablo José Hernández Rivera, in reaction to Resident Commissioner Jenniffer González Colón’s announcement that she will challenge incumbent Gov. Pedro Pierluisi Urrutia in the New Progressive Party (NPP) primaries, said Thursday that she is part of the problem she is denouncing.

“Puerto Rico is definitely on the wrong track, as the resident commissioner stated in her message. She is on the wrong track with the government headed by her and Pedro Pierluisi,” Ortiz González said in a written statement. “Jenniffer González has been an accomplice of this government. Her message validates the denunciations we have been making, that reconstruction projects have stopped, that the LUMA [Energy] transaction has been a disaster, and that today Puerto Ricans are no better off than we were seven years ago. The country is clear. Puerto Rico does not deserve four more years of an NPP government.”

Hernández Rivera said meanwhile that “we have been choosing NPP resident commissioners for 20 years. They go to Washington for the interests of some: plebiscites.”

“We will go for the interests of all: development and economic well-being,” he said. “We were ready for Jenniffer González [as the NPP candidate for resident commissioner], and we are ready for whoever replaces her.”

In addition, Senate President José Luis Dalmau Santiago wrote on his Facebook account that “Jenniffer González has been part of the governments of Fortuño, Rosselló, Wanda [Vázquez Garced] and Pierluisi.”

“She is the author of Law 7, which raised taxes, fired thousands of public employees and caused the bankruptcy of Puerto Rico,” he said. “Jenniffer is the author of the laws that allowed the creation of LUMA.”

Dalmau Santiago said the NPP primary will give the people of Puerto Rico the opportunity to see who the NPP candidates truly are.

“Yes, today the people of Puerto Rico will know the truth of who those [candidates] are that ran together, who defended each other, who led us to privatization, the increases in the electricity rate, … to the increases [the water bill],” the Senate president said. “The most important thing about what she said yesterday

was to accept that her government, of which she is a part, with which she has already teamed up, is on the wrong track.”

Pierluisi said Thursday that González’s message was “negative and pessimistic and undermines the administration of the NPP.”

“The important thing is that this primary takes place, that I win it decisively based on the work of the NPP, the progress of Puerto Rico in these two years and nine months of administration of the NPP,” the governor said at a press conference. “With positive messages, with optimistic messages. I am invited to speak outside of Puerto Rico to say precisely what is happening in Puerto Rico. With a negative, pessimistic attitude, Puerto Rico will not move forward. Count on Puerto Rico with me. I will continue to be governor of Puerto Rico for five years, three months and today exactly, three more days.”

Island Republican Party leader and former NPP senator Miriam Ramírez de Ferrer blasted González Colón on Thursday, saying in a radio interview that the resident commissioner is “an ambitious person who deceives the people.”

Ramírez de Ferrer added that if citizens elect her as governor, “they will regret it.”

“When she focuses on destroying someone, she doesn’t care if there’s friendship, there’s none of that,” Ramírez de Ferrer said. “She is about herself and herself all the time. She stuck to me like glue, I ran into buildings for her and campaigned for representative and when she [won], she didn’t know me. She’s fake, she’s a hoax.”

Before González Colón, an NPP vice president, announced her candidacy late Wednesday afternoon, Pierluisi confirmed that he would announce his candidacy for reelection this Sunday.

“In my case, I have said it consistently and this Sunday I will make my candidacy for re-election official,” the governor said.

“I know I will be accompanied by the vast majority of elected officials. And why are they with me? Because they know that the NPP people support me.”

Pierluisi said he will support the NPP elected officials and candidates who support González Colón in the primary, as long as they do not enter into personal attacks.

“As a rule, I have always supported party incumbents, elected party officials, with very rare exceptions,” he said.

González Colón named former Toa Baja Mayor Aníbal Vega Borges as her campaign manager.

“[Vega Borges] is a respected person among his peers; he

knows the political structure within my party,” she said. “In electoral terms, he is a very capable person and has mastered that field.”

For his part, Vega Borges invited Pierluisi to drop his reelection bid.

“The NPP still has a chance to avoid a primary,” he said in a television interview. “That is if Pedro Pierluisi steps down, meditates, analyzes and decides not to run for governor.”

Jaime Torres, president of the NPP Public Servants Organization, defended government employees affiliated with the statehood party against what he characterized as the attacks of the resident commissioner.

“In the NPP Public Servants Organization we have done many different things as an organization -- we invited you [González Colón], but you were very busy and you could not be with us,” Torres said Thursday in a written statement. “Unfortunately, you were very present supervising your Administration for particular interests that we have obviously already seen.”

“Dear Friend, I think we are not seeing the same Puerto Rico, where unemployment is at its lowest level in decades; where economic growth is on a steady rise; where job fairs come out empty because there is no labor available,” the statement added.

Maria Christie, the spokesperson for the Medicine Access Alliance, reacted positively to the news that González Colón had thrown her hat into the gubernatorial ring.

First, her candidacy puts pressure on other candidates to commit themselves to addressing health issues on the island, she said.

“Secondly, she [González Colón] has shown a real interest on the occasions we have visited her in her office in supporting the initiatives that we are carrying out,” Christie said.

Wicker bill filed in US Senate seeks new commonwealth definition, statehood requirements

Days after returning from Washington, D.C., Senate President José Luis Dalmau Santiago announced Thursday the filing of a new congressional bill that includes a new definition of the commonwealth and establishes admission requirements for Puerto Rico to become a state of the union.

Veteran Senator Roger Wicker (RMiss.) introduced the 98-page measure and opened a new debate on the future of the commonwealth. In addition, Dalmau Santiago said, the legislation refutes arguments about the viability of annexation as an option for Puerto Rico residents. It imposes requirements as a prior step to considering the integration of the island as a state.

The measure includes the definition of the commonwealth presented by Dalmau Santiago last July and establishes that if Puerto Rico becomes a state, Congress will require a super majority of votes, will immediately impose the payment of federal taxes, require a certification of the compliance with debt payment obligations, demand an analysis of the language issue and will demand strict compliance with federal sports law that only recognizes the existence of a single Olympic committee in the United States.

The latter would result in the disappearance of the Puerto Rico Olympic Committee, along with the island’s Olympic autonomy and international sports representation.

“With the filing of this bill in the federal Senate, the myths of statehood begin to be dispelled and the people of Puerto Rico are spoken clearly to,” Dalmau Santiago said in a written statement. “This bill presents to the electorate the true consequences of each status formula so that the electorate votes in an informed manner. Furthermore, it includes the definition of the new Commonwealth that we have been promoting since last year, under a modern and robust definition that strengthens and renews the alternative of political autonomy of the Commonwealth.”

Femicide/suicide reported in Dorado

Police on Thursday reported a violent death and suicide on highway PR693 near the Puma Costa de Oro gas station in Dorado.

According to the police report, after receiving an alert from a citizen about a lifeless body, agents arrived at the scene and found the body of Zuleyka Santiago Fuentes, 36, with a gunshot wound to the

face. Next to her was the body of Benny Nieves Cabrera, 31, with a gunshot wound to the head.

Nieves Cabrera was reportedly found next to a gray 2011 Hyundai Genesis and his firearm, for which he had a license.

Agent Carlos Rivera Gerena and Sergeant Daniel Rivera Soto, along with prosecutor Laurence Snyder, are in charge of the investigation.

Pedro Pierluisi Urrutia tries to convene a local consultation through Executive Order invoking Law 165 of 2020, it provides that the formulas to be presented must respond to the texts of congressional bills that have been filed or approved in one or both bodies of the U.S. Congress.

“The measure that has just been introduced fully complies with that requirement,” Dalmau Santiago said. “Consequently, if the governor wants to call a local consultation, he cannot exclude the Commonwealth because he would be breaking his own law.”

The Senate leader also warned that if Pierluisi attempts to exclude the Commonwealth from the ballot, the Senate will exercise all its constitutional and legal powers to enforce voters’ rights.

The Wicker measure proposes a doubleround consultation process, which will allow the alternative that finally wins to have an absolute majority of votes. For those purposes, the first vote would take place on Aug. 4, 2024; and, in it, a ballot with four alternatives would be presented to the electorate: statehood, independence, sovereignty in free association and the free associated state.

In the event that none of the alternatives reaches an absolute majority of votes, that is, 50% plus one of the votes cast, a second round of voting would be held on March 16, 2025, between the two options that have obtained the most significant number of votes in the initial referendum.

Regarding the new free associated state (ELA by its Spanish initials), the Wicker bill incorporates a new definition thereof which expressly includes the text that Dalmau Santiago submitted last July. The ELA will be a political association pact based on four mutually agreed upon pillars:

First, the new commonwealth will be a formal and signed pact that will be permanent and any modification to the relationship will be approved by the people of Puerto Rico through a referendum. Second, under the new commonwealth, the U.S. citizenship of people born in Puerto Rico will be guaranteed and protected; and the rights associated with that citizenship will be equal to the protections and rights of citizens born in the mainland United States.

Third, federal laws and programs will

apply to the commonwealth in the same manner as they do now. However, if the Puerto Rico government determines that the enactment of a federal law or a specific provision of a federal statute or regulation modifies or affects the powers recognized to the people of Puerto Rico concerning their self-government, their fiscal autonomy or cultural identity, the government of Puerto Rico may claim an exemption from the application of such regulations, through an accelerated objection and mediation mechanism that will resolve such claims.

“As a fourth point, the act will replace the corresponding provisions of the Federal Relations Law, which will end the indiscriminate application of federal laws that may unilaterally modify the nature of the relationship of political autonomy,” Dalmau Santiago noted. “The commonwealth has been vindicated.”

Regarding statehood, Dalmau Santiago said that in the Wicker bill the immediate payment of federal taxes is confirmed, a super majority is required, the so-called Jibara statehood is ruled out and the Puerto Rico Olympic Committee is eliminated with a stroke of the pen.

Regarding the options for independence and sovereignty in free association, the leader of the island Senate noted that “like the HR 2757 bill, this bill reaffirms that, under both modalities, American citizenship by birth is lost and all federal funds are eliminated in a decade, at a reduction of 10% annually.”

A shutdown is looming. What comes next?

Even many workers in the private sector are often forced to adjust.

During the most recent shutdown, inspections of chemical factories, power plants and water treatment plants ground to a halt as the Environmental Protection Agency furloughed thousands of workers. The Food and Drug Administration also paused routine food safety inspections of seafood, fruits and vegetables, putting extra pressure on restaurants and grocers.

In addition, many government labs and research projects are frequently closed during prolonged shutdowns, hampering scientific work.

As the deadline to fund the government approaches, the White House has sought to stress the sheer variety of programs and services that would suffer while blaming House Republicans for the standoff.

But those plans can vary widely.

According to its contingency plan, the Department of Health and Human Services plans to retain about 58% of its employees during a shutdown, while the Justice Department would direct closer to 85% of its employees to continue working.

The determinations for each agency are often based on workers’ roles and how precisely their jobs are deemed “necessary to protect life and property.”

Shutdowns have become so commonplace in Washington that the Office of Management and Budget publishes guidance for federal employees on what to expect when one is approaching.

Do members of Congress still get paid? Yes.

In Article I, Section 6, of the Constitution, compensation for members of Congress is differentiated from that of most federal workers.

The White House has begun advising federal agencies to prepare for a government shutdown as Republican lawmakers have shown no signs of progress in negotiations to keep the government funded beyond this week.

The Senate on Wednesday continued debate on a bipartisan stopgap bill to fund the government through Nov. 17, but House Speaker Kevin McCarthy was toiling to build support for a right-wing alternative that members of his own party have balked at supporting. That left little chance that Congress could agree on a funding bridge before the midnight deadline Saturday.

The United States has experienced 21 gaps in government funding since 1976, leading to varying degrees of disruption. Under a worst-case scenario, the White House is wary of a repeat of 2018, the longest and most recent shutdown, which sidelined roughly 800,000 of the federal government’s 2.1 million employees for 34 days.

While much remains uncertain about how inevitable a shutdown may be or how long one may last, the broad contours of how it would play out are well-worn territory in Washington, and most agencies have readied plans for working through the tumult.

What exactly would be shut down?

A government shutdown amounts to a suspension of many government operations

until Congress acts to restore funding.

For hundreds of thousands of federal employees, that means either being furloughed while the government is closed, or continuing to work without pay.

For the public, that typically means dealing with interruptions to a variety of government services and facing a range of inconveniences and disruptions to daily life.

In recent days, the White House has spotlighted several government programs that could cause more severe issues if suspended, in particular the nutrition and immunization assistance given out through the Special Supplemental Nutrition Program for Women, Infants and Children. If funding lapses, the White House has said nearly 7 million women and children could lose critical access to food, and the federal contingency fund to keep the program running could run dry within days.

“If we have a shutdown, WIC shuts down, and that means the nutrition assistance to those moms and young children shuts down,” Tom Vilsack, the agriculture secretary, told reporters on Monday.

Closures of national parks and museums are often one of the most visible impacts of a shutdown for the public, as well. In some cases, they can produce significant losses for communities that depend on tourism.

Gov. Katie Hobbs of Arizona, for instance, has vowed to draw on revenue from the Arizona Lottery to keep Grand Canyon National Park open. In 2021, the park drew

Which services would continue?

Many agencies whose employees carry out critical services do not suspend operations.

That includes a large number of federal prosecutors and investigators, postal workers and Transportation Security Administration employees.

Most of those employees will continue to work without pay until funding is restored. In rare cases, some may work in positions that are funded outside the annual appropriations process.

Benefits such as Medicare and Social Security also continue uninterrupted because they are authorized by Congress in separate laws that do not need to be renewed every year. Medical care of veterans also goes on unaffected.

But even in instances where federal workers may stay on the job, planning and operations supporting them can be suspended, making the work harder.

For instance, while air traffic controllers would largely continue to work, training for new staff members would cease, exacerbating shortages.

Who decides which workers are essential?

Having weathered multiple shutdowns already, most agencies have in place detailed contingency plans for determining which

In addition, the language of the 27th Amendment, which prohibits any law “varying the compensation for the services of the senators and representatives” until the next election, is often interpreted as a constitutional requirement that lawmakers be paid on time.

Will furloughed employees eventually be paid?

Furloughed employees will receive back pay once Congress passes and the president signs a new appropriations bill or a continuing resolution, a guarantee enshrined in 2019 when Congress passed the Government Employee Fair Treatment Act.

Employees who worked overtime or earned other premium pay can typically also claim those extra wages once the shutdown ends.

For contractors, including many cleaners, maintenance workers and cafeteria workers, however, the situation is more precarious.

Federal contractors are not guaranteed back pay under the 2019 law, even though some who are deemed essential might still be required to work. In some cases, contractors may be unable to return to their workplace while federal sites are closed.

In most situations in which contract workers are furloughed or unable to work during a shutdown, however, many are entitled to unemployment compensation.

House votes to strip defense secretary of salary as right wing flexes muscles

The Republican-led House voted earlier this week to reduce the salary of Defense Secretary Lloyd Austin to $1 as right-wing lawmakers tried to transform a Pentagon spending bill and a series of other funding measures into weapons to take aim at President Joe Biden, his agenda and his top officials.

There is little chance that Austin, the first Black defense secretary, will actually see his pay cut. The military spending bill is all but certain to die in the Senate, where it is expected to meet with bipartisan opposition.

But the move to strip him of all but $1 of his $235,600 salary, proposed by Rep. Marjorie Taylor Greene, R-Ga., reflected the intensity of the right-wing drive to make the military into a political issue.

Three days before a government shutdown, House Republican leaders spent Wednesday adding the salary cut — and a slew of other far-right proposals to handcuff the Biden administration — to spending bills that have little chance of enactment. It was akin to a legislative tantrum driven by the hard right, whose members are helping push Congress toward a spending crisis.

The Pentagon funding bill, along with three other

spending bills House Republican leaders are advancing this week, already was doomed in the Senate and had no chance of becoming law. The additions are likely to make passing those bills even more difficult, and come at a time when more mainstream members of the Republican conference are already fuming about arch-conservative policy prescriptions that have been tacked on to the spending bills.

The House also voted Wednesday to ban the Pentagon from implementing Biden’s climate change-related executive orders or requiring service members to receive the coronavirus vaccine. And it stripped funding for the Pentagon’s office of diversity, equity and inclusion.

The measures were passed by voice vote, meaning that lawmakers did not take recorded votes to register their positions individually.

Greene took a victory lap after the passage of her amendment, blaming the defense secretary for “the horrific Afghanistan withdrawal,” dwindling recruitment numbers and “the firing of thousands of troops for refusing the COVID vaccine.”

“Lloyd Austin, the secretary of defense of the United States, definitely deserves to be fired,” Greene said. “$1 is too much.”

Sabrina Singh, a Pentagon spokesperson, responded that Austin “is focused on leading the Department of Defense and

ensuring our service members worldwide have the resources and support the U.S. military needs to conduct our mission to defend the nation.”

In an effort to appease the ultraconservative flank of the party, top House Republicans had already loaded up this year’s spending bills with a series of partisan policy mandates aimed at amplifying political battles on social issues. Lawmakers on the subcommittee that funds the Food and Drug Administration, for example, included a provision that would effectively prohibit access to abortion medication by mail, a practice that is still legal in most states.

Rep. Marc Molinaro, R-N.Y., who is expected to face a tough reelection race next year in a district that voted for Biden in 2020, said he would still support the Pentagon funding bill.

“I just would say it’s not the kind of thing that I embrace,” Molinaro said of stripping Austin of his salary.

Rep. Hakeem Jeffries of New York, the Democratic leader, accused Republicans of trying use the specter of a shutdown “to jam your right-wing ideology down the throats of the American people.”

“This week is very revealing, because we’re considering bills, including the one that is before us right now, that have zero chance of becoming law,” Jeffries said. “And they’re filled with extreme policy poison pills.”

5 takeaways from another Trump-free Republican debate

As he sat in the spin room with Fox News host Sean Hannity after the second Republican debate Wednesday night, Florida Gov. Ron DeSantis accurately summed up the spectacle he had just participated in.

“If I was at home watching that,” DeSantis said, “I would have changed the channel.”

The meandering and at times indecipherable debate seemed to validate former President Donald Trump’s decision to skip it. With only occasional exceptions, the Republicans onstage seemed content to bicker with one another. Most of them delivered the dominant front-runner only glancing blows and did little to upend the political reality that Trump is lapping all of his rivals — whose cumulative support in most national polls still doesn’t come close to the former president’s standing.

Here are five takeaways from 120 minutes of cross-talk, unanswered questions, prepackaged comebacks and nary a word mentioning the heavy favorite’s legal jeopardy.

Punches grazed Trump, but the status quo remains.

The first time he spoke, DeSantis finally took on Trump in front of a national audience.

“Donald Trump is missing in action,” DeSantis said. “He should be on this stage tonight. He owes it to you to defend his record where they added $7.8 trillion to the debt. That set the stage for the inflation that we have now.”

Allies and some donors had long been itching for such forcefulness.

But by the end of the 120-minute slog of a debate, that line felt more like an aberration that blended into the background. The candidates mostly seemed to intentionally ignore Trump’s overwhelming lead — other than Christie, who took an awkward stab at a nickname (“Donald Duck”).

In a memo to donors before the debate, a pro-Mike Pence super PAC had a blunt take: “This race needs to be shaken up, and soon.”

The race seemed barely stirred.

The 91 criminal counts Trump is

charged with went unmentioned — both by the moderators and the candidates ostensibly running against him. And while the former president did sustain more criticism than in the first debate, the seven candidates onstage spent most of the night poking at one another, in what could feel like a pitched battle for second place.

Tim Scott hit Nikki Haley over curtains and a gas tax. Haley sideswiped DeSantis over fracking. Vivek Ramaswamy was hit over his past business ties to China. And he accused everyone of not knowing the Constitution. Christie tried to turn things back to Trump — suggesting at one point that he “be voted off the island.”

It all amounted to a muddy mess.

DeSantis offers a glimpse of what his supporters have wanted.

DeSantis’ allies believed that his first debate performance, despite some criticism from the news media about a seeming lack of aggressiveness, was effective. And they wanted a repeat performance.

They largely got it. DeSantis made the most of the night’s lone question on abortion to criticize Trump for attacking Florida’s restrictive six-week abortion ban. He largely evaded a question about his past remarks about his state’s curriculum on slavery, in which he suggested some enslaved people were taught valuable skills.

At the outset, DeSantis seemed assertive and in command. Other than an extended back-and-forth with Haley, he mostly avoided shouting matches.

He also did his best to find spots to enter the discussion, after being largely ignored by the Fox Business moderators for much of the first hour. That enraged his advisers, but he ultimately ended up speaking more than anyone.

Haley cemented her spot near center stage.

Haley, whose solid performance at the first debate had ignited fresh interest from some major donors, appeared comfortable standing center stage. She took aim at DeSantis and fended off attacks from Scott, whom she first appointed to the Senate.

In between, she rattled off one of the evening’s more memorable lines — “every time I hear you, I feel a little bit dumber,” she snapped at Ramaswamy as he talked

about why he joined TikTok.

More than anything else, Haley’s rising standing was confirmed by the fact that some rivals began to pick apart elements of her record as governor and United Nations ambassador.

Scott at one point forced her into a detailed discussion of the gas tax in their state. But she seemed ready to engage.

“Bring it, Tim,” she told him.

Tim Scott reasserted himself.

Tim did, in fact, bring it.

The senator from South Carolina had faded into the backdrop of the first debate and slumped in the polls. But from the opening moments of Wednesday’s contest, he jostled for time and, notably, mixed up his sunny brand of optimism with some sharp jabs at Ramaswamy and Haley.

Notably, he did not target Trump.

Perhaps his strongest moment of the evening came in the exchange with DeSantis over Florida’s curriculum on slavery. He mostly glided past the specifics — though he said there was “not a redeeming quality” in slavery — to talk about his life story and how it led to him standing at the Ronald Reagan Presidential Library as the only Black candidate onstage.

“I have been discriminated against, but America is not a racist country,” he

declared.

Ramaswamy showed a kinder, gentler side.

Immediately after the first debate, many pundits quickly declared Ramaswamy the winner. He drew outsize attention by shredding his opponents with personal attacks. At one point, he went so far as to accuse them of corruption, saying he was the only one onstage who wasn’t bought and paid for.

But the polling data that emerged after the debate did not support the narrative that he had won. Republican voters developed an increasingly negative view of Ramaswamy, and he is performing poorly in early-state polls compared with his relative strength in national online polls.

So on Wednesday night, it was Ramaswamy 2.0 — a conciliatory candidate who was chastising his competitors for attacking one another and repeatedly going out of his way to say how much he liked and respected them.

Instead, Christie filled the role of combatant-in-chief Wednesday, from his new nickname for Trump to a cringeinducing reference to President Joe Biden’s “sleeping” with a teachers’ union member — his wife. (Pence, who was far less a presence than in the first debate, decided to inject that he’d been sleeping with a teacher for decades, too — also, his wife.)

Trump tries to court blue-collar workers at a nonunion factory

Seeking more of the voters who paved his way to the White House in 2016, former President Donald Trump rallied at a Michigan auto parts factory on Wednesday night, vying for the support of bluecollar workers one day after President Joe Biden appeared on a picket line with striking United Automobile Workers.

Biden on Tuesday affirmed his support for UAW strikers’ demands for a 40% pay raise. In his appearance at a nonunion factory Wednesday, Trump repeatedly asked for the endorsement of the UAW president, Shawn Fain — calling him “Shawn” — but did not back any of the union’s contract demands.

“Your head man, Shawn, he’s a good man,” Trump told the crowd, though it was unclear if there were more than a handful of UAW members present. “But he’s got to endorse Trump.”

Fain, who appeared with Biden during his visit to the picket line, has withheld the union’s endorsement, saying it must be earned. But Fain has been clear that the UAW would never support Trump, who pursued many anti-union policies in office.

At the same time, Trump was seeking to drive a wedge between rank-and-file workers and their leaders over the issue of electric vehicles, which he repeatedly attacked as an existential threat to American car companies and workers. He claimed that a clean-air proposal by the administration that calls for 2 out of 3 new cars sold to be electric by 2032 would decimate Detroit.

“I will not allow, under any circumstances, the American auto industry to die,” Trump said. “I want it to thrive.”

“Get your union leaders to endorse me, and I’ll take care of the rest,” Trump said.

The UAW, which argues that the transition to electric vehicles is inevitable and that it is driven by market forces, seeks to ensure that zero-emission vehicles are made by workers in the United States earning union wages.

Coming at the same time that other Republican primary candidates were in California debating on national television, Trump’s appearance outside Detroit sent the message that he had all but moved on from his lower-polling rivals and was focused on the potential for a rematch with Biden in 2024.

Trump, whose polling lead over his closest rivals has grown to around 40 points, twisted the knife by suggesting that everyone else was now running to work for him in a second Trump administration. He called his rivals “job candidates.”

“They’ll do anything,” he said. “Secretary of something, they even say VP, does anybody see any VP in the group? I don’t think so.”

Trump spoke at Drake Enterprises in Clinton Township, north of Detroit. The company’s 150 employees make gearshift levers for heavy-duty trucks, as well as components that go into cars made by General Motors and Ford. Its president, Nathan Stemple, said it was a nonunion shop.

Before the former president took the stage, a few hundred people were seated on the floor of the factory, and at least one man in a red UAW T-shirt said he was a union member and voiced support for the strike. Two people holding “Union Members for Trump” signs said they were not union members. The Trump campaign made no effort to recruit attendees through UAW lo cals, according to the union.

Hours after appearing with Biden on a picket line Tuesday outside a GM facility in Belleville, Michigan, Fain told CNN: “I find

a pathetic irony that the former president is going to hold a rally for union members at a nonunion business.”

Fain denounced Trump’s lack of support during a strike against GM in 2019, when Trump was in office, and said he had no plans to meet with the former president during his visit.

Trump has long sought to separate rank-and-file union members from union leaders, who largely endorse Democrats. He has had notable success: He won about 4 in 10 votes from union households in 2020, according to exit polls.

On Tuesday, as Biden became the first president in modern times to join a picket line, Trump issued a statement predicting that “in three years there will be no autoworker jobs” if Biden’s policies prevail. He hammered that same message in his address Wednesday, accusing Biden of “economic

“Donald Trump’s low-energy, incoherent ‘speech’ at a nonunion factory in Michigan was a pathetic, recycled attempt to feign support for working Americans,” Kevin Munoz, a spokesperson for the Biden campaign, said in a statement. “Americans have seen him try this before and they aren’t buying it. They know who Donald Trump really is: a billionaire charlatan running on empty words, broken promises and lost jobs.”

Marick Masters, a professor of business with a focus on labor issues at Wayne State University in Detroit, said the economic uncertainty around the transition to electric vehicles worried many autoworkers, providing Trump with a political opening.

“There’s a big question about how successful these companies are going to be in the transition to electric vehicles,” he said. “Trump’s message resonates, and it cuts across a broad swath of workers.”

Stemple, Drake’s president, said a toorapid switch to electric vehicles would decimate his family company. He noted that electric vehicles did not require gearshift levers, one of his main products. “A lot of shops like us wouldn’t survive that transition if it happened rapidly,” he said.

Jason Walsh, executive director of the BlueGreen Alliance, a group that seeks common ground between unions and environmentalists, said Trump’s claim that the EV transition would drive American jobs to China “is almost exactly backwards.” In August, the administration said it would invest up to $12 billion to help automakers convert factories to electric and hybrid car production.

“What the Biden administration is trying to do is actually bring jobs back from China by investing in revitalizing American auto manufacturing,” Walsh said.

Wall St Ends Higher as Investors Digest Economic Data Ahead of Inflation Report

Wall Street’s main indexes gained on Thursday as investors assessed the latest batch of economic data and as Treasury yields steadied ahead of a key inflation report.

Investors were also watching developments in Washington to see whether U.S. lawmakers could avert a government shutdown.

The recent move in Treasury yields to 16-year highs has loomed over the stock market after the Federal Reserve last week signaled a hawkish long-term outlook for interest rates.

The yield on the benchmark 10-year Treasury was last at around 4.6%, down slightly on the day.

“What we have seen is that when the 10-year yield is up, it exerts downward pressure on stocks,” said Kristina Hooper, chief global market strategist at Invesco.

“A lot of that has to do with valuations, when they are at higher levels.”

The Dow Jones Industrial Average rose 71.70 points, or 0.21%, to 33,621.97, the S&P 500 gained 21.61 points, or 0.51%, to 4,296.12 and the Nasdaq Composite gained 101.03 points, or 0.77%, to 13,193.88.

Among S&P 500 sectors, communication services rose 1.1%, while materials gained 0.9%. The rate-sensitive utilities sector sank 1.6%, continuing its recent slide.

For the week so far, the S&P 500 remained lower. The S&P 500 has pulled back over 6% since late July, but remains up over 11% for 2023.

Data showed the U.S. economy maintained a fairly solid pace of growth in the second quarter.

Separate readings showed initial jobless claims rose slightly last week and a higher-than-expected fall in contracts to buy existing homes in August.

Investors were looking ahead to Friday’s personal consumption expenditures price index for the latest view on inflation.

Also in focus were comments by Federal Reserve Chair Jerome Powell, expected later on Thursday.

In Washington, the Democratic-led U.S. Senate forged ahead with a bipartisan stopgap funding bill aimed at averting a fourth partial government shutdown in a decade, while the House prepared to vote on partisan Republican spending bills with no chance of becoming law.

In company news, Micron Technology shares dropped 4.5% after the chip company forecast a bigger loss than analysts had expected.

Accenture shares slumped 4.7% after the IT services firm forecast full-year earnings and first-quarter revenue below Wall Street targets.

Advancing issues outnumbered decliners by a 2-to-1 ratio on the NYSE. There were 58 new highs and 300 new lows on the NYSE.

Years of graft doomed 2 dams in Libya, leaving thousands in muddy graves

For years, the two aging dams loomed in the mountains above the Libyan city of Derna, riddled with cracks and fissures, threatening the thousands of people living in the valley below.

A Turkish company, Arsel Construction, was eventually hired by the Libyan government to upgrade the dams and build a new one. The work, Arsel said on its website at the time, was completed in 2012.

By then, the government had paid millions of dollars to the Turkish contractor for preliminary work, according to a government assessment dated 2011. But Arsel left Libya in the turmoil of the 2011 popular revolt against Moammar Gadhafi, the country’s longtime dictator. Neither dam was ever repaired, the assessment said, and no third dam ever materialized.

When a lethal storm rolled up the Mediterranean Sea toward Derna two weeks ago, dumping far more rain than usual on the Green Mountains above the city, the dams burst. An avalanche of water boomed down into the valley below, driving much of Derna out to sea and killing at least 4,000 people. More than 8,000 others are still missing.

Why the dams went unfixed despite repeated warnings is key to understanding the muddy disaster that wrecked a storied city and traumatized a country. It also goes to the heart of the dysfunction and corruption that have consumed Libya ever since rebels overthrew Gadhafi.

Many Libyans hoped to replace Gadhafi with leadership that would give them prosperity and choice, but they exchanged one unelected and corruption-riddled regime for two — the rival eastern and western governments that have divided the country and most of its institutions down the middle, along with its vast oil wealth.

Although Libyans have been demanding to choose their leaders for years, those in charge have put off holding elections for just as long, enriching themselves all the while, analysts say.

Oil reserves that rank among the top 10 globally should provide amply for a population of just 7 million, yet public services and basic infrastructure have deteriorated.

Libya’s attorney general is investigating the disaster, and Monday, eight officials, including Derna’s mayor and several current and former water authority figures, were detained. Prosecutors said those detained were being investigated for mismanagement, negligence and mistakes that contributed to the disaster.

But Libyans have little faith that anyone will be held to account.

Many are renewing calls to throw out the entire political elite: the eastern and western assemblies elected more than a decade ago, the unelected western prime minister whose “interim” government has ruled for nearly three years, the military strongman who dominates the east, and the politicians who rotate in and out of transitional unelected governments.

The failure to maintain Derna’s dams extends back

years, to the Gadhafi regime, but elites since then have profited too much from political stalemate to rectify such issues, experts say.

Libyan politicians “have held the country ransom for years,” said Mohamed Dorda, the co-founder of Libya Desk, a risk consultancy. “The only time they do work together is to coordinate to extend the conflict or stay in power or spoil elections.”

Arsel, the Turkish company, won the contract to repair the dams above Derna in 2007, signing the $30.1 million deal with Libya’s water authority.

When the rebellion against Gadhafi erupted in 2011, foreign companies including Arsel abandoned work on Libyan projects. Rebels ransacked Arsel’s six sites in Libya, causing $5 million in losses, the company told a Turkish news outlet at the time, providing few details.

Two Arsel shareholders later began arbitration proceedings against Libya, seeking restitution for what it said was the seizure of its projects. But in the dams’ case, at least, Arsel had made millions of dollars for preliminary work.

The dam project broke ground in 2010, according to the government assessment from 2011 reviewed by The New York Times. By Feb. 1, 2011, just before the uprising, the project had managed only “general preparations and earthworks,” the assessment said. No concrete or asphalt had been poured, it said, no pipes laid.

But Libya had already paid about $6 million, the document shows.

Libyan prosecutors said Monday that the water authority officials had sent Arsel further payments years later, after the work had been halted as a result of the uprising, “despite proof that the company had failed to fulfill its contractual obligations.” It did not say how much additional money had been paid or when the funds had been transferred. Arsel was due to receive another $655,847 at the time that work stopped, according to the 2011 assessment.

Arsel’s owner, Orhan Ozer, declined to comment for this article.

At the time, virtually all public infrastructure was handled by Gadhafi’s central infrastructure agency, the Organization for Development of Administrative Centers, whether or not its name was on the contract. Its head was

Ali Dbeiba, whom Libyan prosecutors later accused of routinely awarding contracts to companies he ultimately controlled or that paid him kickbacks, many of them Turkish. Prosecutors said he pocketed as much as $7 billion along the way.

Arsel had several other projects with ODAC, according to an archived version of Arsel’s website, which was taken down after the floods. Arsel was never publicly named in connection with the investigation, which did not identify the specific companies involved.

Dbeiba stashed the spoils in dozens of bank accounts and luxury properties around the world, according to an investigation by the Organized Crime and Corruption Reporting Project, an independent media network. Among the properties were multimillion-dollar homes in Scotland that Libya has asked the Scottish police to investigate.

But the Libyan authorities’ attempts to prosecute Dbeiba on embezzlement charges went nowhere. He later regained prominence via his nephew, Abdul Hamid Dbeiba, who has been the prime minister of the government of western Libya since 2021.

Abdul Hamid Dbeiba’s interim government was supposed to end with national elections in December 2021. But he has held on to power, partly by paying powerful militias for their support, and partly by boosting his popularity with repairs to the capital and better municipal services, analysts say.

Analysts say the prime minister has also paid to fend off the threat from Khalifa Hifter, the military strongman who controls eastern Libya and has tried repeatedly to seize the west, by giving him access to a share of Libya’s oil revenue.

After years of east-west conflict, the two men have settled into an arrangement in which their power and profits are guaranteed, but basic services are lacking, analysts and activists say.

“This kleptocratic boom, in east and west Libya alike, has led to the decay of infrastructure all across the country, including the Derna dams,” says a forthcoming report on corruption in Libya from The Sentry, a Washingtonbased nonprofit.

Some infrastructure has been built. But the investments both administrations make tend to be in visible symbols of progress like roads or bridges that may not be needed but give them something to show Libyans — and help line authorities’ pockets, said Walid Madi, an engineer who worked in Libyan infrastructure for years, now studying in Glasgow, Scotland.

“They’re not erecting or designing or deciding on new projects based on the country’s needs,” Madi said, “but based on how they can profit from these projects.”

Analysts and experts say the divided and dysfunctional governments also contributed to the chaotic early response to the floods. In the absence of a coordinated official response, Libyans from across the country rushed to Derna to help.

“At a time when all aspects of Libyan society are working together,” said Dorda, “Libya’s politicians are in their own reality, figuring out how they can divide the cake between themselves.”

Russia releases new videos of admiral Ukraine claimed to have killed

nian shores. The ships are one of the main platforms for firing cruise missiles into Ukraine, and they have tried to enforce Moscow’s blockade of Ukrainian ports.

There was some question about how much stock should be placed in the videos released by Russia. Moscow has a well-established history of trying to sweep military embarrassments under the rug, most notably during this war when the flagship of its Black Sea Fleet was sunk.

Even when its plans appear to work out, the Kremlin sometimes likes to maintain a shroud of mystery.

It has declared no involvement, for example, when old adversaries turn up poisoned in other countries. And more recently, when mercenary leader Yevgeny Prigozhin died after his plane exploded, Russian President Vladimir Putin offered a cryptic eulogy for a onetime ally who had briefly rebelled: He

was a “talented man,” he said, with a “complicated fate.”

Still, Ukraine, too, has made claims during the war that have turned out to be inaccurate or, at least, unprovable. After the first video purporting to show Sokolov alive appeared in Russia, Ukrainian officials acknowledged that they might have made a mistake, but maintained that they still thought he was dead.

On Wednesday, Sokolov — or, at least, a figure who resembled him — did not limit himself to affairs military. A state-owned newspaper, Rossiyskaya Gazeta, published an article saying that he had handed out an award that morning to the Black Sea Fleet’s soccer team.

There was evidence suggesting that the award ceremony may, in fact, have been a restaging of an earlier event, presumably to buttress the notion that the admiral was still alive. He himself, in response to a question, says on the video that the ceremony had been postponed.

Russia released new videos earlier this week of a Russian admiral Ukraine claimed to have killed, with the footage showing him apparently alive and well, hoisting a trophy into the air to celebrate a soccer victory and stoically telling a local interviewer that “life goes on.”

It was the second day in a row that Russia offered imagery of the admiral, Viktor Sokolov, in what seemed to be a calculated rebuttal of Ukraine’s claim.

On Monday, Ukrainian officials said Sokolov, the commander of Russia’s Black Sea Fleet, had been killed along with 33 other officers in a missile strike on Sevastopol, Crimea. But the following day they hedged on their claim after Russia released video that appeared to show the admiral attending a large military meeting remotely.

On Wednesday, still more unverified videos of him began circulating in Russia — and in these, unlike the one a day earlier, he can be heard speaking.

In one video posted by Zvezda, a TV network run by the Russian Ministry of Defense, a man identified as Sokolov praises the Black Sea Fleet for “fulfilling goals that are set by the command.” The video is not dated.

And in Crimea, which Russia seized in 2014, years before it unleashed its full-scale invasion in Ukraine, a local news outlet posted an account in which Sokolov seemingly responds to a reporter’s question about the Ukrainian strike. “What happened to us?” he says. “Nothing happened to us. Life goes on.”

Whether Sokolov is alive or dead, video and other evidence make clear that something major did happen at the fleet’s headquarters in Sevastopol on Friday. Witnesses’ videos and photos, along with satellite imagery, show the building smoking and partly caved in after an apparent missile strike.

Sikh separatism is a nonissue in India, except as a political boogeyman

During his first trip to India as Canada’s prime minister in 2018, Justin Trudeau made a visit to the northern state of Punjab, where he got a photo op in full Punjabi dress at the Golden Temple, the holiest site of the Sikh religion.

He also got, courtesy of the Indian government, an earful of grievances — and a list of India’s most-wanted men on Canadian soil.

The killing this summer of one man on that list, Hardeep Singh Nijjar, has turned into a diplomatic war between India and Canada. Trudeau claimed this month that Indian agents had orchestrated the assassination inside Canada. India rejected the assertion and accused Canada of ignoring its warnings that Canadian Sikh extremists such as Nijjar were plotting violence in Punjab in hopes of making the state into a separate Sikh nation.

But beyond the recriminations, a more complex story is unfolding in Punjab, analysts, political leaders and residents say. While the Indian government asserts that Canada’s lax

attitude toward extremism among its politically influential Sikhs poses a national security threat inside India, there is little support in Punjab for a secessionist cause that peaked in deadly violence decades ago and was snuffed out.

Sikh separatists is, in fact, mostly gang-related, a chaotic mix of extortion, narcotics trafficking and score-settling. The criminal masterminds, often operating from abroad, take advantage of economic desperation in a state where farmers are crushed by rising debt and many youths lack employment or direction — problems compounded by a feeling of political alienation in minority Sikh communities.

For Modi, the pursuit of a small but noisy assemblage of criminals in a faraway country — India had been pushing for the extradition of 26 before Nijjar’s death — and the amplification of the separatist threat provide an important political narrative before a national election early next year.

It furthers his image as a strongman leader who will go to any extent to protect his nation. It has prompted even some of his staunchest critics to rally around him in the face of Canada’s accusation. And it offers a fresh threat to point to after Modi capitalized on violent Islamic militancy emanating from Pakistan before the last election, in 2019, to create a political wave.

On Tuesday, the Indian foreign minister, S. Jaishankar, said that Canada had seen “a lot of organized crime” related to “secessionist forces,” while adding that targeted killings were “not the policy of the Indian government.”

Stoking the threat of Khalistan — the would-be Sikh homeland — as a national issue once again has pushed India’s 25 million Sikhs into a difficult space. Old wounds of prejudice against them have been reopened, and they now find themselves in the middle of a diplomatic clash that separates them from family in the large Sikh diaspora.

For Modi’s ruling Bharatiya Janata Party, or BJP, there is little cost in insinuating a security risk posed by Sikhs, analysts say.

The party, whose leaders espouse a nationalist ideology that prioritizes majority Hindus over minority groups like Muslims and Christians, has tried to court Sikhs as a constituency, seeing them as part of the extended Hindu family. Modi himself has often visited Sikh temples and worn the Sikh turban.

But Sikhs have vehemently opposed that effort, viewing it as an attempt to erase their unique identity — both as a community and as followers of a religion they consider distinct. Sikhs were a dominant part of a farmers’ movement in 2021 that gave Modi the biggest political challenge of his decade in power, forcing him into a rare concession, with Parliament repealing laws intended to open agriculture to market forces.

In Punjab assembly elections last year, the BJP managed to win only two out of 117 seats.

Whenever Punjabis have felt unheard and angry in recent years, they have voted out their government, not pursued separatism. In 2022, that discontent was so widespread that Punjab voted for none of the old parties that had previously governed it, including the preeminent Sikh religious party.

Instead, it voted into power a relatively new outfit that was in power in just one other state, because it promised better governance — improved schools and health care.

“There is no Khalistan movement as such,” said Surinder Singh Jodhka, a professor of sociology at the Jawaharlal Nehru University in New Delhi. “But there is a sense that somehow justice is not done to us.”

The Khalistan separatist movement, which dates in earnest to before the birth of post-colonial India in 1947, reached a bloody climax in the 1980s, when a group of militants violently took over the Golden Temple to push their cause.

Afterward, as the separatist violence fizzled out, hope for a more inclusive future took hold in Punjab, even with little justice for the widespread violence inflicted by the government in the name of cracking down on extremists. Between 2004 and 2014, India had its first, and only, Sikh prime minister, Manmohan Singh.

But Khalistan remained a preoccupation of some Sikhs in countries like Australia, Britain and the United States. Canada, with more than 770,000 Sikhs, has the largest Sikh population outside India. A large number of them left India during the separatist violence, or the years immediately after it, carrying wounds that fueled their Khalistani advocacy.

“They don’t even have funds, and they can’t come here because they are banned in India, but they try to provoke people on social media,” said Paramjit Singh, 45, a truck driver who lives on the outskirts of Jalandhar, in northern Punjab. “They don’t let people eat in peace.”

Nevertheless, Khalistan has become more frequently discussed in Indian national politics over the past three years. As Modi’s lieutenants grew frustrated with the Sikh-led farmer protests in 2021, they often labeled the protesters as Khalistanis stoked by outside forces.

“Mr. Modi is playing this politics for votes,” said Kamaljit Singh, a farmer from the outskirts of Jalandhar who participated in the protests. “We are caught in the middle.”

The magic number: 32 hours

The autoworkers picketing factories across America aren’t just seeking higher pay. They are also, audaciously, demanding the end of the standard 40hour workweek. They want a full week’s pay for working 32 hours across four days. And we’ll all benefit if they succeed.

Americans spend too much time on the job. A shorter workweek would be better for our health, better for our families and better for our employers, who would reap the benefits of a more motivated and better-rested workforce. Other countries may seek an advantage in the global marketplace by wringing every drop of labor from their workers; American companies have to be more productive, and that means taking better care of their workers.

In 2015, the city of Gothenburg, Sweden, decided to reduce the workweek for 68 nurses at a city-owned eldercare facility. Instead of eight-hour days, the nurses worked for six hours, and the city hired 15 additional nurses to maintain the same level of staffing. As one might expect, the nurses were happier and healthier. The patients were happier and healthier, too.

A growing number of similar experiments by companies in other developed countries have yielded similar results. Working less improves the lives of workers — and it also benefits employers. Of the 61 British firms that participated

in a six-month experiment with shorter workweeks last year, 56 decided to let employees continue to work less.

While unions have lost much of their power to set standards in the workplace, they can still play a useful role in pioneering changes. The United Auto Workers can establish an example for policymakers to extend to other, nonunion workers through legislation.

Politicians are a cautious bunch when it comes to labor disputes, but President Joe Biden hasn’t hesitated to pick a side in the fight between the United Auto Workers and the “Big Three” automakers. On Tuesday, after joining General Motors workers on the picket line in Belleville, Michigan, he was asked whether they deserved a 40% raise. He said yes.

Biden ought to be equally vocal in supporting the shift to a 32-hour workweek — and not just for those in the auto industry. He ought to back federal legislation redefining the standard week for all hourly workers. Rep. Mark Takano, D-Calif., introduced a 32-hour bill earlier this year. As Takano has noted, changing the law is particularly important to help blue-collar workers, generally subject to more rigid workplace rules.

Though the 40-hour week may feel like an immutable law of nature, it’s barely a century old.

American workers fought to establish the eight-hour workday around the turn of the last century, campaigning on the catchy slogan, “Eight hours for work, eight hours for rest, eight hours for what you will.” But the workweek then was six days long for almost everyone.

In 1922, when Ford became one of the first major employers to commit to a five-day workweek, the announcement made the front page of this newspaper.

“Every man needs more than one day a week for rest and recreation,” said Edsel Ford, the company’s president at the time. “The Ford Company has always sought to promote ideal home life for its employees. We believe that in order to live properly, every man should have more time to spend with his family.”

It took until 1940 for Congress to legislate a 40-hour week. The law said that hourly employees who worked longer got overtime pay.

The union movement back then had an even shorter week high on its list of priorities. In 1933, the Senate passed a bill establishing a 30-hour standard as part of the great rush of legislation at the beginning of President Franklin Roosevelt’s first term. But it went no further, and the 40-hour week soon became conventional.

The revival of the idea partly reflects a shift in societal priorities. Americans have become more protective of their health, more inclined to define themselves in terms of their lives outside work — and perhaps more willing to accept leisure as a substitute for higher pay.

Also, there is less work to go around. In a famous 1930 essay, British economist John Maynard Keynes predicted that by 2030, people would work only 15 hours a week because technological progress would reduce the amount

of labor required to meet people’s wants and needs. Keynes greatly underestimated both the will to work and the human capacity to want more stuff. But he wasn’t entirely wrong. The share of Americans who work has been in decline for decades, and while workers still log long hours, the reality of many jobs is better captured by “The Office” than, say, “The Jungle.”

People need time for rest and “what you will,” but they still need jobs, too. Work is not just a source of income; it is an essential part of what it means to be human. A shorter workweek would distribute the available opportunities among more people. At the moment, with unemployment low and many employers struggling to find enough workers, that may not seem like an advantage. But as technological progress continues to reduce or eliminate some kinds of work, it makes sense to share what is left.

It would be fitting for Ford and its workers to once again take the first step into the future.

GUAYNABO – El Parque Luis Muñoz Rivera, la puerta de entrada y carta de presentación del Viejo San Juan, es una de las instalaciones que cuenta con las más recientes asignaciones de la Agencia Federal para el Manejo de Emergencias (FEMA, en inglés) para las estructuras del Departamento de Recursos Naturales y Ambientales (DRNA).

La agencia destinó cerca de $4.3 millones para el parque, ubicado en el distrito histórico de Puerta de Tierra y el cual forma parte del Registro Nacional de Lugares Históricos. Este recibe más de 5,000 visitantes a la semana, ya sea porque se ejercitan allí o porque llevan a cabo actividades tales como cumpleaños, reuniones, seminarios, sesiones de fotos y otras actividades multitudinarias.

“Continuamos aprobando cifras multimillonarias de fondos federales para la reconstrucción del país, sin olvidar las áreas que conducen al disfrute familiar, y la preservación ambiental de la Isla, entre otros beneficios”, sostuvo el coordinador federal de Recuperación por Desastre, José G. Baquero.

Uno de los atractivos del Parque Luis Muñoz Rivera, según los visitantes y comerciantes de este lugar histórico, es su cercano acceso a la playa del Escambrón, además del verdor que provee el parque a esta zona de San Juan. Yesenia Pérez cuenta con su negocio de café en el parque desde hace un año y disfruta mucho su trabajo allí porque conoce a gente nueva y desarrolla conexiones y relaciones cercanas con sus clientes.

Por otra parte, Manuel Mercado visita el parque varias veces a la semana para ejercitarse y tener contacto con la naturaleza. Para él, preservar el parque es importante porque “brinda a la comunidad lugares que puedan disfrutar y [en los] que puedan socializar, confraternizar y a su vez entender la importancia de mantener estos lugares para

una buena y sana convivencia”.

Los fondos de la agencia ya permitieron completar trabajos de pintura, así como el remplazo de postes de luz, interruptores, una caja de paneles y la fuente de agua. Parte de la labor pendiente incluye la reparación del área de juegos, el equipo de sonido y otros componentes eléctricos; además de la reparación a las torres históricas y la campana.

Por la importancia de su preservación histórica y para el disfrute de generaciones futuras, el parque también contará con la restauración de su techo y paredes históricas, de las vigas de cemento para las plantas enredaderas, los balaustres y los bancos decorativos del parque.

Otra de las obligaciones apunta hacia la reconstrucción del Vivero de Plantas de Cambalache en Arecibo, el centro de producción y distribución de árboles nativos y madereros más grandes de Puerto Rico. Los cerca de $631,000 de FEMA para el vivero atenderán reparaciones a la oficina principal, las instalaciones de los tiestos y el almacén de químicos, entre otros arreglos.

Allí se cultiva una variedad de plantas y árboles nativos, y endémicos, como el roble nativo, Mata bueye, ausubo y caoba, a fin de cumplir con los proyectos de reforestación urbana rural, y cuencas hidrográficas de Puerto Rico. A su vez, esto contribuye a la preservación de la biodiversidad, el control de erosión, y resiliencia ante eventos atmosféricos.

E L CAPITOLIO – El presidente del Senado, José Luis Dalmau Santiago dijo que la próxima semana tendrá una vista ejecutiva con la secretaria designada del Departamento de Educación, Yanira Raíces Vega, para discutir varios asuntos que entiende quedaron pendientes desde su vista de confirmación.

“La secretaría sometió la información que se le requirió por parte de los senadores en la Comisión de Nombramiento en la Vista Pública creo que ayer. Así que eso formará parte de la evaluación que se está haciendo. Tengo una próxima reunión con ella, probablemente sea una vista ejecutiva. Primero, si las dudas son contestadas, pues se lleva a cabo la evaluación final”, dijo el presidente del Senado a preguntas de la prensa.

“Recuerden que en esa vista, ella misma se estableció unas métricas de trabajo y dijo que para tal fecha ella quería cumplir con esas métricas y yo voy aprovechando de evaluarla con sus mismas métricas. Al día de la vista pública, el proyecto RAE de tutoría no había comenzado, un mes después de comenzar

la clase. No se habían bajado las convocatorias para los empleados de comedores escolares. Trajimos el planteamiento de la falta de servicio a los niños de educación especial, específicamente un caso que llegó aquí de una niña sorda que la información que me dieron el lunes es que sí, ya por fin le van a entregar sus audífonos, en octubre. Tres meses después de comenzar la clase, cuando fueron solicitados el año pasado, hace poco ustedes cubrieron en los medios de comunicación las necesidades que tienen los niños de educación especial, específicamente los casos de autismo que al día de hoy, dos meses después de comenzar la clase no han sido atendidos. Ella tiene que contestar cómo va a resolver esos planteamientos”, añadió.

Según el presidente del Senado, Raíces Vega ha tenido tiempo suficiente, desde que entró en funciones el 12 de julio, para atender o encaminar las distintas inquietudes presentadas en la vista de confirmación.

“Ella no está limitada a hacer nada. Ha hecho traslados, ha firmado contrato, múltiples contratos, ella fue nombrada en receso y está ejerciendo con todas sus facultades. Nos toca a nosotros evaluar si

su desempeño funciona o no”, sostuvo.

En el caso de la secretaria del Departamento de la Familia, Ciení Rodríguez Troche, falta que explique por qué razón pagan alquiler de varias oficinas (que incluye el edificio central en la Avenida Barbosa), a pesar de estar cerrados varios años. Además, les interesa saber unos asuntos relacionados con el pago a los servicio de amas de llave y hogares para personas de la tercera edad.

‘Reservation Dogs’ was a coming-of-all-ages masterpiece

Where do you find enlightenment? In a meditation room? On a solitary mountaintop? The series finale of “Reservation Dogs,” FX’s astonishing series about Native teens and elders in rural Oklahoma, dispenses a great truth of life from a prison vending machine.

Willie Jack (Paulina Alexis), despondent over the death of Old Man Fixico (Richard Ray Whitman), the medicine man she briefly apprenticed with, visits her incarcerated aunt Hokti (Lily Gladstone). Studying Fixico’s “wizard ways” had given Willie Jack purpose; now she feels lost, cut off after too little time with him.

Hokti opens a bag of Flaming Flamers chips, setting one aside as an offering to the spirits, and starts arranging other snack-machine treats around it in a circle. Fixico, she says — indicating the bag of chips — is gone but also not gone. Inside him, he carried pieces of everyone he ever knew. And everyone who knew him — she places a single chip on each of the arrayed containers — now has something of him.

“That’s how community works,” she says. “What do you think they came for when they tried to get rid of us? Our community. You break that, and you break the individual.”

That, in turn, is how “Reservation Dogs” works. In its irreverent cosmology, the sacred is inseparable from the mundane, profundity from comedy, spiritual sustenance from junk food. And its finale, which arrived Wednesday on Hulu, capped three too-short but brilliant seasons that depicted a community as a living organism.

When I reviewed “Reservation Dogs” in its second season, I called it a coming-of-age story, which is both accurate and, in retrospect, misleading. It’s true that it focuses on four teens in small-town Oklahoma — Willie Jack, Bear (D’Pharaoh Woon-A-Tai), Cheese (Lane Factor) and Elora (Devery Jacobs) — at a crucial moment in their development.

But “coming-of-age story,” as it’s usually imagined in American pop culture, carries some assumptions that “Reservation Dogs,” created by Sterlin Harjo and Taika Waititi, gloriously confounds. That type of story tends to focus on young people among other young people, discovering what makes their generation distinct from others, rebelling against family and elders.

In “Reservation Dogs,” maintaining and restoring the bonds among generations — the young and the old and even the long-dead — is itself a radical act.

The series is rooted in a broken connection between the four youths and their friend Daniel (Dalton Cramer) — Willie Jack’s cousin and Hokti’s son — who committed suicide. But Daniel is not the only loss the core group has suffered. Bear is estranged from his father, an aspiring rapper who left the family. Cheese is growing up without his parents. Elora, maybe the most unmoored of all, recently lost her grandmother, who raised her after her mother died and her father left town when she was small.

The defining theme of the final season is that these

broken generational bonds are more than individual misfortune. They are the legacy of a colonial strategy.

This is terrifyingly clear in the origin story of Deer Lady (Kaniehtiio Horn), an avenging spirit with hoofed feet who punishes abusers. Generations ago, we learn, she was a Native girl forced into a boarding school (a setting also examined recently in the “Yellowstone” prequel “1923”). The nuns in charge speak an English that is rendered, horror movie-style, as a harsh gibberish, and they violently punish the children for speaking their own language.

If you want to make a people forget who they are, you cut them off from who they were. This is the injury that “Reservation Dogs” works to reverse. In style, it has a lot in common with comedy-drama hybrids like FX’s “Atlanta.” But where that series became increasingly eclectic and anthology-like over its run, “Reservation Dogs” stayed rooted, building out its setting and library of characters like a cycle of connected short stories — or, maybe, a cultural restoration project.

Another Season 3 flashback revisits the last day of boarding school in 1976, when some of the series’s elders, still teenagers, are dropping acid. By now, the vibe is less horror show and more “Dazed and Confused.” Irene (Quannah Chasinghorse), a young would-be activist whom we know as the grandmother who takes Cheese into her home, talks about the “anti-Indian” social structure of the schools: “Our societies are a lot stronger when there are elders and children.”

The episode ends with one of the teens, Maximus (Isaac Arellanes), having an alien close encounter — maybe real, maybe hallucinatory, like many things in “Reservation Dogs” — that has overtones of a family reunion. “I’m your relative,” the space creature tells him. “I just came to look

at you.”

What’s distinctive about “Reservation Dogs,” for a show about youth, is that the adults are just as well fleshed out as the young leads. (Often in very little time; Gladstone makes Hokti a full, complex being in just a handful of scenes.) They may be eccentric — like Big (Zahn McClarnon), the tribal policeman who’s both a dogged pursuer of miscreant kids and a moony romantic — but they’re not ridiculous, or at least no more ridiculous than anyone else.

Elders, after all, are just kids who have lived long enough; the kids are just elders who haven’t, yet. Michael Gambon, celebrated British actor, dies at 82

Michael Gambon, who played Professor Dumbledore in the “Harry Potter” films and was hailed by Arthur Miller and others as one of the greatest British actors, has died. He was 82.

Gambon’s family confirmed his death in a brief statement issued Thursday through a public relations company.

“Michael died peacefully in hospital with his wife, Anne, and son Fergus at his bedside, following a bout of pneumonia,” the statement said.

The breakthrough that led actor Ralph Richardson to call him “the great Gambon” came with Gambon’s performance in Bertolt Brecht’s “Life of Galileo” at London’s National Theater in 1980, although he had already enjoyed modest success, notably in plays by Alan Ayckbourn and Harold Pinter.

Peter Hall, then the National Theater’s artistic director, described Gambon as “unsentimental, dangerous and immensely powerful,” and recalled in his autobiography

how he had approached four leading directors to accept him in the title role, only for them to reject him as “not starry enough.”

After John Dexter agreed to direct him in what Gambon was to describe as the most difficult part he had ever played, the mix of volcanic energy and tenderness, sensuality and intelligence he brought to a role — in which he aged from 40 to 75 — excited not only critics, but also his fellow performers.

As Hall recalled, the dressing-room windows at the National, which look out onto a courtyard, “after the first night contained actors in various states of undress leaning out and applauding him — a unique tribute.”

That brought him a best-actor nomination at the Olivier Awards and, in another great role, as Eddie Carbone in Arthur Miller’s “A View From the Bridge” at the National in 1987, the award itself. Again, it was his blend of vulnerability and visceral force that impressed audiences, with Miller declaring that Gambon’s performance as the embattled longshoreman was the best he had

seen. Ayckbourn, who directed, described Gambon as awe-inspiring.

“One day he just stood in the rehearsal room and just burst into tears — no turning upstage, no hands in front of his face,” Ayck-

bourn said. “He just stood there and wept like a child. It was heartbreaking. And he did angry very well too. That could be scary.”

His television roles varied from Inspector Maigret to Edward VII, Oscar Wilde to Winston Churchill. And in film he played characters as different as Albert Spica, the coarse and violent gangster in Peter Greenaway’s “The Cook, the Thief, His Wife and Her Lover,” and the benign Professor Dumbledore in the “Harry Potter” films, a role he took over from Richard Harris, who died in 2002.

Although he answered interviewers who questioned him about acting with, “I just do it,” he prepared for roles very conscientiously. He would absorb a script, then use rehearsals to adapt and deepen his discoveries.

“I’m very physical,” he said. “I want to know how the person looks, what his hair is like, the way he walks, the way he stands and sits, how he sounds, his rhythms, how he dresses, his shoes. The way your feet feel on the stage is important.”

20 wines under $20: Bottles for all seasons

Idon’t believe in drinking seasonally. I believe in eating seasonally, and that largely dictates which wines I drink.

With fresh vegetables in hot weather, and with plenty of seafood, I tend to pick lighter wines, not always white but mostly. In the dead of winter, I eat more stews, meats and heavier preparations. The bigger, richer wines come out, more reds but not altogether.

It’s not so much a matter of color but of weight, which encompasses the full spectrum of wines. But weight does often correlate with color, and that’s where the specious shorthand, “reds in winter, whites and rosés in summer,” may have originated.

A simple formulation like this seems useful because it eliminates the need for thought. You don’t have to know anything except what’s apparent visually. And often, because of the correlation between weight and color, it works.

But what gets lost are great options that don’t fit easy categories. Light, fresh reds that can be chilled are as good in the summer as a white. They have their place in the winter, too, as do whites and rosés.

For this fall edition of 20 Under $20, which looks ahead toward the cooler weather, I’ve picked mostly reds. But I’ve also included a half-dozen whites and a couple of sparkling wines, and the reds are hardly heavyweights.

Here are the 20 bottles, almost all farmed organically or biodynamically, in order of increasing price.

Ramilo Wines Jackpot Vinho Regional Lisboa 2021, 13%, $10.99

This juicy, textured, modestly tannic Portuguese wine, from the area outside of Lisbon, is one of the best values I’ve seen recently. Bottles this cheap rarely offer this level of depth or pleasure. The Jackpot cuvée, made of organically farmed castelão and aragonez, better known as tempranillo, was developed for the U.S. market by Ramilo and their U.S. importer as an example of a typical Portuguese taverna wine. Celler Credo Penedès Miranius Xarello 2020, 11.5%, $15.99

Ton Mata, the steward of Recaredo, which is among a handful of excellent

Spanish sparkling wine producers who have left the cava appellation behind, believes deeply in the greatness of xarello, one of the traditional cava grapes. Under the Celler Credo label, Recaredo is making a variety of still wines, including this lovely, dry, savory, slightly creamy xarello, made of biodynamically farmed grapes. Pépière Muscadet Sèvre et Maine Sur Lie La Pépie 2022, 12.5%, $16.99

La Pépière is one of the best and most progressive Muscadet producers, even as it’s undergone a leadership transition. Marc Ollivier, the longtime proprietor, retired a few years ago and passed on the reins to Rémi Branger and Gwénaëlle Croix, who have kept Pépière on an upward trajectory. La Pépie is the label’s introductory bottle, a blend of all Pépière’s different terroirs. It’s rich, deep, dry and soulful. (Louis/Dressner Selections, New York)

Fabien Jouves Cahors Haute Côt de Fruit, 2022, 12%, $16.99

Fabien Jouves is part of the vanguard trying to make sleepy Cahors relevant in the 21st century. He makes superb wines for his family estate, under the Mas del Périé label, and equally distinctive wines like this one under his own name. All are biodynamically farmed and made with minimal intervention. Haute Côt, made of

côt, as malbec is often known in France, is fresh and delightfully fruity, with an underlying mineral core. (Zev Rovine Selections, Brooklyn, N.Y.)

Vaona Valpolicella Classico 2022, 12.5%, $17.99

Valpolicella over the years has gotten bigger and richer. Those bottles are generally labeled Ripasso, but I gravitate to the lighter, more delicate Classico style. I’ve particularly been a fan of Vaona’s Valpolicella. It comes and goes in the market, so when I see it available I snap it up. The 2022, made with organic grapes, is fresh and fragrant with a touch of richness but well balanced. (Massonois Imports, New York)

Brunnhilde Claux Notre Terre Vin de France Rouge 2021, 13%, $18.99

Minervois in the Languedoc used to be a source for cheap jug wines, but a fresh grenache like this, resonant, energetic and refreshing, demonstrates what can be done with biodynamic farming and sensitive winemaking. Notre Terre is a project within the excellent Domaine de Courbissac in which Brunnhilde Claux, the vigneronne, uses a selection of the estate’s old vines. (Terrestrial Wine Company, Manhasset, N.Y.)

The Whole Shebang California Fifteenth Cuvée, 14%, $18.99

This longtime favorite value is a modern version of a California field blend from Bedrock Wine Co., which releases more expensive wines under its own label. It’s generally a blend of zinfandel, carignan, syrah, petite sirah and others from multiple vintages, hence the labeling Fifteenth Cuvée rather than a vintage year. The result is unpretentious, fresh, fruity and robust.

Torre Alle Tolfe Chianti Colli Senesi 2020, 13.5%, $18.99

Chianti Colli Senesi is one of the satellite regions around Chianti Classico that together make up the greater Chianti region. This bottle, from Torre Alle Tolfe, is made entirely from organically farmed sangiovese aged in concrete. It is rich and fruity, all held in place with dusty tannins. It would be just right with a skirt steak or pasta with long-simmered, meaty tomato sauce. (Bowler Wine, New York)

Brand Riesling Trocken Landwein Rhein 2022, 11.5%, $18.99 (1 liter)

The brothers Daniel and Jonas Brand make a variety of terrific wines in the Pfalz region of Germany. This delicious dry riesling, made with organic grapes, is an old favorite. The ’22 is somewhat rich, yet bright with lively acidity. (Vom Boden, Brooklyn, N.Y.)

Carlos Raposo Dão Impecável Tinto 2021, 13%, $18.99

Impecával, which means impeccable, is an apt description for this fresh, pure, floral, herbal red made of biodynamically grown touriga nacional from the Dão region of Portugal. Carlos Raposo, the winemaker, served an apprenticeship making wine with Dirk Niepoort, the groundbreaking Portuguese producer, before establishing his own label. Domaine de Majas Côtes Catalanes Blanc 2021, 11.5%, $18.99

Alain and Agnes Carrère, of Domaine de Majas in the Côtes Catalanes area of Roussillon, were conventional winemakers who came under the influence of Tom Lubbe, a natural vigneron in the region. They converted to organic viticulture, and began to make wine with fewer manipulations. This white, made of macabeu, also known as viura; rolle, also known as vermentino; and carignan blanc, is herbal,

Aphros Vinho Verde Loureiro 2021, 11%, $19.96

The Aphros wines from Portugal are almost always both good and interesting, and this white, made of biodynamically farmed loureiro, is no exception. It’s fresh and bone-dry, with tart fruit flavors and a succulent texture. It’s a great wine for shrimp and other shellfish.

Hornillos Ballesteros Ribera del Duero Mibal Joven 2021, 14%, $19.96

Fifteen years ago, Ribera del Duero was primarily known for its powerful, intense red wines, but as in

many wine regions, the pendulum has swung toward much more nuanced wines. The region’s reputation has yet to evolve with the wines, but bottles like this rich but fresh and well-balanced example from Hornillos Ballesteros are convincing. It’s made from biodynamically grown tempranillo grapes and would go well with many grilled meats. (La Luz Selections, Portland, Ore.)

Château Peybonhomme-Les-Tours Blaye Côtes de Bordeaux Le Blanc Bonhomme 2021, 12.5%, $19.96

I don’t know any producer in Bordeaux that offers better values than the Hubert family, owners of Château Peybonhomme-les-Tours and a handful of other labels. They farm biodynamically, and the wines always seem far better than their prices might indicate. This is a terrific white Bordeaux, rich, textured, stony and intriguing, made of 45% sémillon, 45% sauvignon blanc and 10% colombard. (Summit Selections, Staten Island, N.Y.)

This lightbodied, easygoing red, with fresh, tart fla vors of red fruits, could easily be labeled a Beaujolais-Villages, but instead Lardy chooses to label it Vin de France. It’s an archetypal chillable red and is just right for drinking with friends while watch ing a football game. (Bonhomie Wine Imports, South Orange, N.J.)

Jasci Montepulciano d’Abruzzo 2020, 13%, $19.99

Jasci has farmed organically for more than 40 years, and is one of the small producers in Montepulciano that is making the region so excit ing. This is a rich, fruity wine bal anced with pleasant tannins. It’s not the sort of bottle you’d open as an aperitif — it needs food, preferably juicy meats or, as Jasci suggests, pasta with beans. This bone-dry rosé pétillant naturel from the always reliable Lise and Bertrand Jousset, is a pure expression of the Loire. It’s made of gamay and grolleau, local grapes that are too rarely seen. The wine is light and refreshing with the faintest floral tinge. It would be a lovely choice with cheese and charcuterie. (T. Edward Wines, New York)

Mongarda Colli Trevigiani Glera Col Fondo Frizzante 2021, 11%, $19.99

Most proseccos are highly processed wines, made in vast quantities, often a bit sweet and immediately forgettable. This dry, savory, delightful wine is not called a prosecco, but that’s essentially what it is, if a prosecco were made of conscientiously farmed grapes carefully vinified. Unlike most proseccos, which are carbonated in big pressurized tanks, this received a second, bubbles-inducing fermentation in the bottle, which can produce finer, more distinctive wines. (Bowler

Domaine Dupeuble Père et Fils Beaujolais 2022, 13.5%, $19.99

Domaine Dupeuble is situated deep in southern Beaujolais, the less prestigious part of the region. But Beaujolais as a whole has come a long way in recent decades, both the more prestigious crus to the north and just plain Beaujolais, like this bottle, a textured, almost gritty wine, figuratively speaking, with grip and substance. Filipa Pato and William Wouters Bairrada Dinamica Baga Tinto 2022, 12%, $19.99

A few years ago, this bottle cost around $13. Is the price rise evidence of the legacy of inflation or of the growing demand for the distinctive baga wines of Bairrada in Portugal? I’m not sure, but even at $19.99, this bright, lively red is a good value. It’s a blend from various limestone plots. Filipa Pato and William Wouters, a husband-and-wife team, want the bottle to be an introduction to the region and to their range of excellent wines. (Skurnik Wines)

Además, La Sucesión de Ricardo González Ortiz adeuda a la parte demandante los cargos por demora equivalentes a 4.00% de la suma de aquellos pagos con atrasos en exceso de 15 días calendarios de la fecha de vencimiento; los créditos accesorios y adelantos hechos en virtud de la escritura de hipoteca; y las costas, gastos y honorarios de abogado equivalentes a $6,906.90. Además, La Sucesión de Ricardo González Ortiz se comprometió a pagar una suma equivalente a $6,906.90 para cubrir cualquier otro adelanto que se haga en virtud de la escritura de hipoteca y una suma equivalente a $6,906.90 para cubrir cualquiera otros adelantos que se hagan en virtud de la escritura de hipoteca número 246, otorgada en San Juan, Puerto Rico, el día 30 de junio de 2010, ante el notario David Cardona Dingui, consta inscrita al Folio 144 del Tomo 308 de Caguas, finca número 10,313, Registro de la Propiedad de Caguas, Sección Primera. Por razón de dicho incumplimiento, y al amparo del derecho que le confiere el Pagaré, el demandante ha declarado tales sumas vencidas, líquidas y exigibles en su totalidad. Este Tribunal ha ordenado que se le(s) cite a usted(es) por edicto que se publicará una sola vez en un periódico de circulación general. Ryder Cup: A competition with decades of drama

Nothing is at stake — no prize money, individual titles or world ranking points — for the 24 players who will participate in the 2023 Ryder Cup, which begins Friday at Marco Simone Golf & Country Club in Rome.

Nothing and everything.

The members of Team Europe and the United States will play for something bigger and as we’ve seen, in recent decades especially, the biennial three-day match-play competition, which began in 1927, is bound to generate memories.

Here, in chronological order, are 10 Ryder Cups that stand out.

1933, Southport and Ainsdale Golf Club, England

The course in Southport was packed with about 15,000 spectators, and they weren’t cheated.

The outcome came down to the final hole of the singles match between Syd Easterbrook of England and Denny Shute of the United States. With their match even, both players faced par putts of roughly 30 feet.

Easterbook, who went first, missed his attempt. All Shute had to do was two-putt, and the U.S. would retain the Cup.

Shute knocked his putt 4 feet by the hole and missed the next one, too, handing the victory to the British team. The rest of Europe wouldn’t be included in the Ryder Cup until 1979.

1949, Ganton Golf Club, England

The Americans had the great Ben Hogan on their side, but as the captain, not as a player.

Hogan was still recovering from a car accident that would keep him on the sidelines until 1950. Also unable to play was Cary Middlecoff, the U.S. Open champion who wasn’t a member of the PGA of America.

Even so, the U.S., because it captured six of the eight singles matches, rallied from 2 points down to win the Ryder Cup for the fourth time in a row at the course in northeast England. Major champions Sam Snead, Jimmy Demaret and Lloyd Mangrum were among the winners

1969, Royal Birkdale Golf Club, England

There wasn’t any one shot that makes this year so memorable.

It was, rather, a gesture of sportsmanship.

It came from Jack Nicklaus on the final hole of his singles match versus Tony Jacklin at the course near Manchester. Nicklaus picked up Jacklin’s ball mark to concede a 2-foot putt that left their match, and the over-

all competition, all square. The U.S., because it was the defending champion, retained the Cup.

“Here he was, the (British) Open champion, the new hero, and all of a sudden it felt like if he missed this putt he would be criticized forever,” Nicklaus later said. “This all went through my mind in a very, very quick period of time, and I said, ‘I’m not going to give Tony Jacklin the opportunity to miss it.’ ”

1983, PGA National, United States

One sensational shot was hit by young Spaniard Seve Ballesteros; the other by an American, Lanny Wadkins at the course in Palm Beach Gardens, Florida.

From a fairway bunker 240 yards away on the par-5 18th hole, Ballesteros sent the ball to the fringe of the green, and from there he was able to get a par and halve his match with Fuzzy Zoeller.

Wadkins knocked the ball from 60 yards away to within a foot on the 18th hole to then halve his match with José María Cañizares and clinch a 1-point victory for the U.S.

1985,

the Belfry, England

With Jacklin as the captain, Team Europe captured the Ryder Cup on this course near Birmingham for the first time since 1957. The period of American dominance was over.

Two players from Spain, Ballesteros and Manuel Piñero, were outstanding. Piñero won 4 points for the Europeans, while Ballesteros, one of the game’s brightest stars then, collected 3 1/2 points.

Craig Stadler, a former Masters champion, also played well, though he missed a short putt Saturday morning that cost the United

States an important half point. Team Europe went on to win three of the four afternoon foursome matches to take a 9-7 lead into Sunday.

1987, Muirfield Village Golf Club, United States

For the first time, the United States lost on its own soil. The final: 15-13.

The Americans had been 13-0 at home before coming up short on the course near Columbus, Ohio, that was designed by Nicklaus, the U.S. captain. Down by 5 points, the U.S. team rallied in the singles, but the deficit was too large.

Ballesteros was in top form again for the Europeans, earning 4 points in five matches. Contributing with 3 1/2 points apiece were

Nick Faldo, Bernhard Langer and Ian Woosnam; Sandy Lyle and José María Olazábal won 3 points.

On the other side, Ben Crenshaw was 0-3, while Tom Kite and Hal Sutton were the only Americans with 3 points.

1991, Kiawah Island Golf Resort, United States

In the end, it came down to one putt at the Ocean Course in South Carolina.

The putt was from 6 feet away, and if Langer were to knock it in, he would win his match over the three-time U.S. Open champion Hale Irwin, and Team Europe would keep the Cup.

If he were to miss, the U.S. would take possession for the first time since 1983. It is difficult to imagine a player feeling more pressure. Even in a major tournament.

Langer missed, and the Europeans returned the Cup to the Americans, not winning it back until 1995.

1999, the Country Club, United States

Trailing by 4 points entering the singles matches on the final day, the U.S. captain, Crenshaw, still believed in his team.

With good reason.

The Americans picked up 8 1/2 points on Sunday to edge Team Europe by 1. Among those who came through with big victories were Tiger Woods, Phil Mickelson, Davis Love III and David Duval.

The event, held just outside Boston, also provided its share of controversy with the U.S. players rushing onto the 17th green after Justin Leonard made a birdie putt from 45 feet. The match, and the competition itself, however, wasn’t over just yet. Olazábal faced

2010, Celtic Manor Resort, Wales

As it did in 1991, the Ryder Cup, staged for the first time in Wales, came down to the final singles match, with Europe’s Graeme McDowell squaring off against Hunter Mahan of the United States.

After knocking in a 15-foot birdie at the 16th hole to go

two up, McDowell prevailed when Mahan struggled on 17.

The Europeans had a 3-point lead heading into the final day, but had to hang on as Woods, Mickelson, Steve Stricker, Dustin Johnson, Jeff Overton and Zach Johnson put full points on the board for the United States. Another key contributor was Rickie Fowler, who rallied to secure a half point against Edoardo Molinari.

2012, Medinah Country Club, United States

It felt a lot like 1999.

The Puerto Rico Baseball Federation (FBPR) announced on Thursday the list of the 24 players who will make up the national team that will defend the island’s championship in the upcoming fifth edition of the Copa del Caribe (Caribbean Cup).

The event, organized by the Caribbean Baseball Confederation (COCABE) and endorsed by the World Baseball Softball Confederation (WBSC), will take place in Puerto Rico starting this Sunday and will run until October 8.

The team, led by former big leaguer Juan “Igor” González, was made up of players from the FBPR’s Double A Superior Baseball League.

The list of the 24 chosen players is headed by former major league infielders Ozzie Martínez and Yadiel Rivera. The Most Valuable Player of the 2023 season of the Double A Superior Baseball League, Kevin Luciano, and the Pitcher of the Year, Miguel Mejía, also stand out. In addition, pitchers Andrés Santiago, Freddie Cabrera and Luis Leroy Cruz will strengthen the roster.

the Punta Salinas Beach Resort in Toa Baja, where athletes will compete and fans will be entertained.

“We would like beach and water sports fans to accompany us to this event, which we put on to highlight our disciplines that take place in a tourist and challenging setting, such as sand and sea, for athletes,” Puerto Rico Olympic Committee President Sara Rosario Vélez said in a written statement.

competition will begin on Saturday at 6 a.m. with the aquathlon and on Sunday at 9 a.m. with water polo.

portunity to purchase items from the Olympic Store. The sporting event was originally scheduled for Aug. 26-27, but was postponed due to heavy rain caused by Tropical Storm Franklin.
