GOOD MORNING

Uncertainty prevails at island Education Dept. amid federal layoffs

Education Secretary Eliezer Ramos Parés responded on Wednesday to the news that the federal Department of Education will lay off 50% of its workers and the potential impact on federal education funds.

“It is essential to emphasize that within the structure of the United States Department of Education (USDE), the administration of educational systems falls to the states and territories through their respective agencies. This principle will not change,” Ramos Parés said in a written statement. “While federal funds are crucial for the operation of the educational system in Puerto Rico, to date, the federal Secretary of Education has not indicated that these layoffs will affect the budget allocated to the island. We have held meetings with her and her team recently, and we will remain in contact to ensure the continuity of services for our students.”

Given the recent announcements about layoffs at the federal Department of Education, Ramos Parés noted that it is currently unknown who will be affected or from which offices they will come.

“At this time, we will not engage in speculation without having official and detailed information,” he said.

“However, we recognize and appreciate the work of the officials with whom we have collaborated to strengthen public education on the island over the years,” the island education secretary said. “They have been valuable partners, and we wish them every success in their future endeavors.”

“We understand the concern this situation may generate in our educational community,” Ramos Parés continued. “Therefore, we will continue to communicate with the leadership in Washington and closely monitor any developments. Since the beginning of the year, we have maintained a firm stance on the importance of being attentive to these processes.”

The official added that “my commitment, along with that of our dedicated teachers and education system staff, is to ensure that these changes do not impact the education of our students.”

“They are our reason for being and our absolute priority,” Ramos Parés said.

According to a press report, the U.S. Department of Education earlier this week announced the layoff of approximately 1,300 employees, reducing the workforce

to 2,183 (see related story on page 6). Before layoffs and other staff reductions began earlier this year, the agency’s workforce stood at 4,133 employees. The most recent measure was part of President Donald Trump’s strategy of reducing the size of the federal government and transferring greater educational responsibilities to the states. The affected employees will be placed on administrative leave effective March 21.

A Puerto Rico woman impacted by the layoffs expressed her concerns about the uncertainty surrounding the situation and the potential delay in the disbursement of funds at the local level.

Deborah Menieur said that in addition to the more than 1,300 laid-off employees, at least 600 opted to participate in a direct resignation program and the voluntary separation incentive payment.

It is unclear how the island will be directly impacted by the departure of the employees.

“The department’s press release specified that none of its statutory functions, which are protected by law, will be affected,” Menieur emphasized during a radio interview. “This means that, at this time, we really don’t know how this may or may not affect Puerto Rico. The reality is that Puerto Rico receives formula funding, and it receives support for special education. What we may see is a delay in the handling of cases or other issues, but we can’t say for sure how this will affect us. It is important to note that this change in personnel could influence the speed at which all of the department’s functions are processed throughout the United States.”

The island Health Department reported on Wednesday that there were 1,802 influenza cases during the most recent epidemiological week, marking the first time in eight weeks that flu diagnoses have fallen below 2,000.

“The collaborative efforts we have made are yielding positive results,” Designated Health Secretary Víctor Ramos Otero said. “The decrease in influenza cases is real and a direct outcome of public cooperation.”

“Vaccination remains our best defense against influenza, and we cannot afford to let our guard down,” he added.

According to Health Department data, 1,802 cases were reported during epidemiological week 09, a decrease of 591 cases compared to the previous week.

“The battle against influenza is not over. Now more than ever, we must encourage all citizens to get vaccinated,” Ramos

Otero emphasized, noting that 92% of the deaths recorded this season were among unvaccinated individuals.

Chief Medical Officer Iris Cardona Gerena noted that, to date, 358,449 flu vaccines have been administered on the island, but a collective effort is still needed to increase that number.

“Vaccination is critical to protect our most vulnerable groups, including individuals under 19 and adults over 60. It is essential that we continue to safeguard our loved ones,” she said. “The vaccine not only reduces the risk of infection but also lessens the severity of the disease in those who do become infected.”

Additionally, Chief Epidemiologist Miriam V. Ramos Colón highlighted that the pediatric population, those under 19 years of age, represents 51.3% of reported flu cases, while adults over 60 account for 15%.

Ramos Colón also noted that the Aguadilla/Mayagüez,

Ponce, and Bayamón regions continue to experience the highest incidence rates of influenza.

She added that 15 outbreaks have been identified in educational institutions, which are under investigation. In addition to influenza, the Health Department reported statistical data on dengue, detailing that as of epidemiological week 08, 859 cases had been recorded.

New rates in ACUDEN program expand access to child care Influenza cases fall for first time in eight weeks

The new president of the Child Care and Development Centers Association (ASOCUIDA by its acronym in Spanish), Virmette Maldonado García, celebrated the recent implementation of new rates in the Child Care Program of the Administration for the Care and Comprehensive Development of Children (ACUDEN), which will allow more children in Puerto Rico to access child care services.

Maldonado García emphasized that the change addresses the demands of ASOCUIDA and hundreds of childcare providers on the island, estimating that more than 20,000 children will be able to benefit from the program.

“This is great news for thousands of families who previously didn’t qualify and will now be able to receive this essential support for their children’s development,” she said. “It also represents relief for childcare centers that enroll children from 2 months to 4 years and 8 months old.”

She thanked the island government for addressing ASOCUIDA’s requests.

Beginning April 1, new rates for ACUDEN Child Care Program providers will go into effect, including:

• A 44% increase in the fee for full-time childcare centers.

• A 6% increase for full-time care homes.

In addition, new eligibility guidelines have

been approved for beneficiary families. For example, a family of four, which previously did not qualify if its net income exceeded $27,096, will now be eligible with an income of up to $49,590.

“These changes will benefit approximately 450 childcare centers and thousands of families, allowing providers to improve the quality of their services, infrastructure, equipment, technology, and educational materials,” Maldonado García noted. “According to a needs assessment presented in 2024, the adjustments were necessary to strengthen the childcare ecosystem in the face of rising operational costs, including water, electricity, and minimum wage.”

Natural and Environmental Resources (DNER)

Secretary Waldemar Quiles Pérez announced earlier this week the entry into force of Ad-

ministrative Order 2025-02, which prohibits the use of high-volume sound systems in vehicles, boats and other motorized units within protected natural areas under the jurisdiction of the agency.

“The noise pollution caused by the practice of ‘voceteo’ [vehicle audio enhancement] not only disrupts the tranquility of our protected areas, but also negatively impacts the fauna and flora,” Quiles said in a written statement Tuesday. “With this order we guarantee that all citizens can enjoy these spaces in harmony with nature.”

The order comes in response to multiple citizen complaints about the alteration of the natural environment due to sound systems modified to generate excessive noise levels. As part of its implementation, DNER Ranger

Corps agents will have the authority to intervene and sanction offenders with administrative fines of up to $25,000 for each violation, with the possibility of daily accumulation in case of recidivism.

“The right to enjoy our natural reserves entails a responsibility to the environment and to others,” Quiles added. “This measure seeks to restore that balance and guarantee the protection of our resources for future generations.”

The DNER will launch a notification and dissemination campaign, which will include the installation of information signs at the entrances to parks, marinas and nature reserves to inform citizens about the new regulations.

Bill promotes medical marijuana program at UPR Utuado

The University of Puerto Rico (UPR) Utuado Campus is set to establish a program focused on medical marijuana research and cultivation, contingent upon the passage of relevant legislation.

That proposal, known as House Bill 177, was discussed during a meeting of the House of Representatives Education Committee earlier this week, chaired by Rep. Tatiana Pérez Ramírez. The bill was introduced by Reps. Jorge Navarro Suárez and Héctor Ferrer Santiago. Its aim is to amend the Medicinal Law (Law 42-2017) to permit the UPR to develop techniques for planting and managing both marijuana seeds and imported plants.

“This is a bill that requires greater attention, so we will examine and evaluate information beyond the presentations from various agencies in order to produce a thorough report,” Pérez Ramírez said Tuesday.

Although Luis Tapia Maldonado, the chancellor of the Utuado campus, did not support the bill, he acknowledged the “worthy purpose” it could serve for the UPR. He emphasized the bill’s strengths, particularly its potential to allow individuals interested in the medicinal cannabis industry to specialize in related studies and research. He stated that the legislation could foster the advancement of professionals with expertise in medicinal cannabis cultivation, addressing new opportunities generated by that growing market.

However, the chancellor opposed the measure due to the campus’ fiscal constraints and its limited budget, which might not accommodate the implementation of the academic program as mandated. Tapia Maldonado also raised concerns about the strict legal framework -- both state and federal -- regulating medicinal cannabis use in Puerto Rico, along with the potential lack of support the legislation could receive from university authorities.

He noted that the institution must certify that it maintains a campus where drug and alcohol use is prohibited in order to receive federal funds, as required by the Drug-Free Schools and Communities Act of 1989. Alternatively, he suggested that the UPR could pursue special licenses through the Drug Enforcement Administration for research involving controlled substances.

“The proposed project could have significant benefits

that, subject to a favorable evaluation of the issues outlined above, could represent a positive and groundbreaking step for the University of Puerto Rico,” Tapia Maldonado said. “However, a more detailed study of the fiscal and regulatory implications of this measure is necessary.”

Interim UPR President Miguel A. Muñoz also expressed opposition to the measure, noting in an explanatory memorandum that implementing a program “contrary to federal law” could jeopardize the university’s accreditation. He added that approval of the bill would likely create an “adverse economic impact” on the institution and complicate the establishment of the program in a manner that is academically viable.

On the other hand, the proposal received support from the Acting Health Secretary Iris Cardona Gerena, who described it as an “invaluable opportunity” to strengthen Puerto Rico’s agricultural and research industry. The agency emphasized the importance of collaboration between the Medical Cannabis Regulatory Board, the UPR, and the private sector to ensure compliance with “the highest regulatory standards.”

“With proper planning and a strong commitment from all parties involved, this program has the potential to position Puerto Rico as a leader in the research and development of medicinal cannabis-derived medicines,” Cardona said.

Additionally, Catherine Oliver, who heads the Mental Health and Anti-Addiction Services Administration, supported the measure, describing it as an “essential strategy to advance the treatment of various health conditions and improve the quality of life for thousands of people.”

Non-settling PREPA bondholders insist on lifting bankruptcy stay

In a recent development, non-settling bondholders of the Puerto Rico Electric Power Authority (PREPA) have called on the court to lift the litigation stay, allowing them to pursue legal avenues to recover their funds. The bondholders have opposed the Financial Oversight and Management Board’s proposal, which suggested lifting

the stay only to the extent that administrative expense claims could be paid from non-net revenue sources.

Non-settling bondholders argue that during PREPA’s bankruptcy, the oversight board has taken billions of dollars in collateral and used it, resulting in an administrative expense claim. However, the board denies these allegations and maintains that even if the bondholders’ claims are proven true, any payments could only come

from future net revenues, which are projected to be nonexistent.

The oversight board plans to file a new plan of adjustment by next Monday following a ruling by the U.S. Court of Appeals for the First Circuit that bondholders have an $8.5 billion secured claim. That ruling overturned Judge Laura Taylor Swain’s earlier determination that the bondholders held only a $2.4 billion unsecured claim.

Education Department fires 1,300 workers, gutting its staff

The Education Department announced earlier this week that it was firing more than 1,300 workers, effectively gutting the agency that manages federal loans for college, tracks student achievement and enforces civil rights laws in schools.

The layoffs mean that the department, which started the year with 4,133 employees, will now have a workforce of about half that size after less than two months with President Donald Trump in office. In addition to the 1,315 workers who were fired Tuesday, 572 employees accepted separation packages offered in recent weeks, and 63 probationary workers were terminated last month.

The cuts could portend an additional move by Trump to essentially dismantle the department, as he has said he wants to do, even though it cannot be closed without the approval of Congress.

Lorrie Bradley-Ferrall protests President Donald Trump’s plans to dismantle the Department of Education outside the agency in Washington, on Tuesday, March 11, 2025. About 75 former federal workers gathered this morning outside of the offices of the Education Department in Washington to urge supporters to voice their opposition to Congress about White House plans to dismantle the agency. (Eric Lee/The New York Times)

Linda McMahon, the education secretary, described the layoffs as part of an effort to deliver services more efficiently and said the changes would not affect student loans, Pell Grants, funding for special needs students or competitive grant making.

“Today’s reduction in force reflects the Department of Education’s commitment to efficiency, accountability

and ensuring that resources are directed where they matter most: to students, parents and teachers,” McMahon said in a statement.

Trump has repeatedly said he wants to close the Education Department and instead rely on states and local school districts to fully oversee America’s education system. The president adopted the stringent position during the 2024 campaign to align himself with the parents’ rights movement that grew out of the backlash to school shutdowns and other restrictions during the coronavirus pandemic.

That movement gained steam by organizing around opposition to left-leaning ideas in the curriculum, especially on LGBTQ+ issues and race. Activists contended that those priorities undermined parental rights and values.

In an interview last week on Fox News, McMahon said Trump intended to sign an executive order aimed at closing her department, but she declined to give details on the timing.

An executive order to dismantle the department would challenge the authority of Congress, which created the department by statute and legally must sign off on any move to close it. In a closely divided Senate, it is unlikely the administration could find enough support to do so, particularly as public opinion polls during the past two months have consistently shown roughly two-thirds of Americans oppose closing the department.

Sen. Bill Cassidy, R-La., who chairs the Senate Committee on Health, Education, Labor and Pensions, wrote on social media that he had spoken with McMahon and received assurance that cuts would not affect the department’s “ability to carry out its statutory obligations.”

Sheria Smith, the president of American Federation of Government Employees Local 252, which represents more than 2,800 workers at the Education Department, said the Trump administration had “no respect for the thousands of workers who have dedicated their careers to serve their fellow Americans” and vowed to fight the cuts.

The department’s Office of Civil Rights had particularly steep cuts, with regional centers shuttered or reduced to a skeleton crew, including those in New York, San Francisco and Boston. The office, already understaffed, regularly struggled to work through lengthy civil rights investigations. It had accumulated a heavy backlog of cases under the Biden administration after protests roiled campuses across the country last year.

But Trump may be forging ahead anyway. He has talked about moving some of the agency’s work with student loans to the Treasury Department. Education Department officials visited the Treasury Department on Monday to prepare for the shift, said one person familiar with the planning.

In her confirmation hearing last month, McMahon discussed moving civil rights enforcement to the Justice Department and services for disabled students to the Health and Human Services Department.

Rumors about potential layoffs began circulating around the Education Department after workers received an email around 2 p.m. announcing that the agency’s offices in the Washington area would be closed Wednesday and reopen Thursday. The email did not provide a reason for the closure, but the administration gave similarly cryptic notices about temporarily closing offices before severe cuts last month at the U.S. Agency for International Development and the Consumer Financial Protection Bureau.

Department officials later told reporters that the building closure was related to the layoffs and was done out of an abundance of caution to protect the safety of workers keeping their jobs.

“We will not stand idly by while this regime pulls the wool over the eyes of the American people,” Smith said.

Becky Pringle, the president of the National Education Association, the nation’s largest teachers union, said the changes would drain job training programs and increase costs of higher education.

“The real victims will be our most vulnerable students,” Pringle said.

Workers who lost their jobs were informed in emails sent after 6 p.m. Tuesday, after they had left for the day. They will remain on the payroll for 90 days, receiving full pay and benefits, and be given one week of pay for each of their first 10 years of service and two weeks’ pay for every year of service beyond 10 years.

They will also be given time in the coming weeks to return to the department and collect their belongings, agency officials said.

EPA plans to close all environmental justice offices

The Trump administration intends to eliminate Environmental Protection Agency offices responsible for addressing the disproportionately high levels of pollution facing poor communities, according to a memo from Lee Zeldin, the agency administrator.

In the internal memo, viewed by The New York Times, Zeldin informed agency leaders that he was directing “the reorganization and elimination” of the offices of environmental justice at all 10 EPA regional offices as well as the one in Washington.

Zeldin’s move effectively ends three decades of work at the EPA to try to ease the pollution that burdens poor and minority communities, which are frequently located near highways, power plants, industrial plants and other polluting facilities. Studies have shown that people who live in those communities have higher rates of asthma, heart disease and other health problems, compared with the national average.

“If anybody needed a clearer sign that this administration gives not a single damn for the people of the United States, this is it,” said Matthew Tejada, a former EPA official who is now a senior vice president for environmental health at the Natural Resources Defense Fund, a nonprofit organization.

Molly Vaseliou, an EPA spokesperson, described the moves as “organizational improvements” that align with Trump’s orders to end wasteful spending and diversity, equity and inclusion programs.

In a statement, Zeldin suggested that environmental justice — which the agency defined in 2013 as “the fair treatment and meaningful involvement of all people regardless of race, color, national origin, or income” with respect to environmental laws — was tantamount to discrimination.

“President Trump was elected with a mandate from the American people,” Zeldin said. “Part of this mandate includes

the elimination of forced discrimination programs.”

The decision comes after Zeldin canceled hundreds of grants this week, many of them designated for environmental justice.

Last month, Zeldin placed 168 employees who work on environmental justice on leave, but this week a federal judge forced him to rehire dozens of them after finding that the action had no legal basis. Several EPA employees said they were bracing for many of those people to again be eliminated, as the agency and others prepared for widespread reductions in force.

Last week, the EPA and the Justice Department dropped a lawsuit against a petrochemical plant by the Biden administration, which had argued that the plant increased the cancer risk in a predominantly Black community in Louisiana.

The lawsuit was one of President Joe Biden’s most visible efforts to try to improve conditions in an area that is known as “Cancer Alley” because of its history with toxic pollution.

The EPA withdrew its referral of the case for prosecution “to align with Administrator Lee Zeldin’s pledge to end the use of ‘environmental justice’ as a tool for advancing ideological priorities,” the Justice Department said in a news release.

As president, Biden emphasized the need to address the unequal burden that people of color carry from exposure to environmental hazards. He created the White House Office of Environmental Justice and directed federal agencies to deliver 40% of the benefits of environmental programs to marginalized communities that face a disproportionate amount of pollution. The EPA’s Office of Environmental Justice, which was created by the Clinton administration, significantly expanded under Biden.

The Trump administration has now erased all of that.

“This doesn’t make America healthier or greater,” Tejada said. “It make us sicker, smaller and uglier than we have been in at least a generation.”

Artificial intelligence (AI) has transitioned from being a futuristic concept into a crucial tool for business transformation and growth.

Recognizing the need for companies in Puerto Rico and the Caribbean to leverage the technology, businesswomen Astrid Vélez and Elsa del Pino have announced the launch of Masters of AI Strategy, an initiative designed to train and guide local companies in integrating AI into their processes to accelerate growth, according to a statement issued earlier this week.

A 2024 McKinsey survey revealed that 50% of companies in the United States have already adopted AI in some capacity, resulting in productivity increases of 20% to 30%. Similarly, Gartner projects that by 2027, AIdriven automation will reduce global operational costs by 15%.

“Having the right support to understand what artificial intelligence can do, to identify the right tools, and to learn how they can be applied in critical areas of the company is essential,” said Vélez, a business strategist and consultant with extensive experience in neuroscience and corporate leadership in Puerto Rico, as well as the Hispanic market in the United States, and Central and South America. “Masters of AI Strategy provides a clear and practical roadmap to turn this technology into a genuine engine of expansion.”

Del Pino, an expert in AI and neuromarketing, emphasized that the project goes beyond theoretical training

“Many AI initiatives are limited to technical instruction or experimentation,” she said. “Our goal is for entrepreneurs and their teams to understand how to apply artificial intelligence immediately and effectively, aligning it with their business strategies to achieve tangible results in a short timeframe.”

The program aims to impact 500 companies this year and focuses on five key areas. Firstly, it provides training for leaders and teams to transform them into AI experts, emphasizing how to leverage technology for informed and strategic decision-making. Secondly, the program supports the development of business growth plans, ensuring AI is incorporated in alignment with business objectives for maximum impact. Thirdly, it offers practical training in AI implementation, enabling teams to utilize AI tools to enhance agility and productivity. Fourthly, the project facilitates business automation and efficiency through customized solutions, such as chatbots, CRM systems, and intelligent workflows. Finally, it promotes a positive mindset toward AI, transforming technological change into an empowering resource that improves business outcomes.

The economic potential of integrating AI into business is vast, Vélez noted. According to PwC, AI-based automation could contribute $15.7 billion to the global economy by 2030. However, a significant challenge remains: preparing workforce teams. A Deloitte study indicates that only 17% of companies believe their employees are ready to collaborate with AI. Vélez noted that Masters of AI Strategy aims to bridge that gap through an approach that combines strategy, training and cultural transformation.

“AI is not designed to replace people, but to enhance their productivity and capacity for innovation,” Del Pino said. “Companies that recognize this and take timely action will gain a significant competitive advantage.”

US investors seek refuge in value funds

As U.S. stock prices get hammered on worries that President Donald Trump’s trade and other policies could slow the economy, investors are moving cash to value funds which seem less likely to suffer in downturns than growth stocks.

According to Lipper data, U.S. growth exchange-traded funds (ETFs) experienced outflows of $3.6 billion this month, while U.S. value ETFs recorded inflows of $1.8 billion.

Value funds, which primarily consist of stocks in sectors such as banks, energy and utilities, act as a buffer against market volatility by investing in stable, cash-rich, and undervalued stocks that are less affected by economic fluctuations.

Investors are seeking these attributes as Trump’s intensifying tariff disputes with Canada, Mexico, and China increase global market volatility and heighten inflation and economic growth concerns.

Early this year, growth sectors built on last year’s strong returns amid optimism about the tech industry and artificial intelligence.

However, the Magnificent Seven (Mag 7) and other tech stocks have been at the fore of the recent selloff as investors move away from high-growth names due to concerns over overvaluation and the economy.

Goldman Sachs said the shift from cyclical to defensive stocks in the U.S. market demonstrates that growth rate expectations are falling slightly below their economists’ forecasts, with upcoming data and policy changes likely to guide further such rotations.

According to LSEG Lipper data, U.S. value stocks currently have a forward price-to-earnings ratio of 17.6, representing a 41% discount to growth stocks’ P/E of 30.1. This discount is still greater than the 10-year average of 37.5%.

Leading the inflow into U.S. value funds, the AAM S&P 500 High Dividend Value ETF, Acquirers Small and Micro Deep Value ETF, and American Century Focused Large Cap Value ETF saw significant inflows of $603 million, $513 million, and $388 million, respectively.

Among growth funds, the iShares Russell Top 200 Growth Index Fund, iShares S&P 500 Growth ETF, and Invesco NASDAQ 100 ETF led with outflows of $763 million, $548 million, and $418 million, respectively.

Chris Marangi, co-chief investment officer of value funds at Gabelli Funds, said value stocks are attractive, particularly in small to mid-cap companies which benefit more from deregulation and tax cuts and less from negatives such as tariffs.

“Also, it may no longer be the case that Mag 7 is a safe haven,” he said.

The S&P 500’s 2.7% plunge marked its worst day of the year, as it closed below its 200-day moving average for the first time since 2023. ‘Big Tech’ mega caps were battered, and the tech-heavy Nasdaq clocked a 4% loss for the first time since 2022. The VIX ‘fear index’ of volatility hit its highest point since the yen-inspired explosion last August.

auto giant has now lost more than 50% of its value since it peaked in December.

Perhaps as worrying as the moves in equities was the disturbance in the credit market, with borrowing premia on high-yield U.S. corporate bonds rising to the widest level versus U.S. Treasuries since September.

There was no clear fresh trigger behind Monday’s slide apart from ongoing trade tariff uncertainty and the softening jobs market, with President Donald Trump and administration officials acknowledging that an economic downturn was a risk in the first quarter.

The New York Federal Reserve’s latest consumer survey highlighted growing concerns about deteriorating household financial situations. And the percentage of those expecting unemployment to be higher a

year from now rose to its highest level since September 2023.

Even though the Fed has made it clear that interest rates are on hold for the foreseeable future, a dash for safety in Treasuries saw two year yields hit their lowest point since October, and traders nudged 2025 Fed easing bets up to 85 basis points. •FAMILIA

In Trump’s shadow, Greenland votes for a new government

With Greenland thrust into the spotlight by President Donald Trump’s insistence that the United States will somehow “get” it, Greenlanders held a closely watched election Tuesday that took on unusual importance — not just for the outside world, but for them as well.

Voter turnout hit its highest level in more than a decade, and polling stations on the remote, sparsely populated island, which is partly controlled by Denmark, stayed open late to accommodate long lines.

But with all votes counted early Wednesday morning, the results were mixed.

The winner was Demokraatit, a party that has been critical of Trump’s rhetoric. It has taken a moderate stance on the subject of independence from Denmark, which most Greenland politicians support as a long-term goal.

The second most popular party, Naleraq, however, has pushed hard for independence as soon as possible — which some of its members have said would enable Greenland to associate more freely with other countries, including the United States. One of Naleraq’s most prominent figures is very proTrump and attended the American president’s inauguration.

Greenlanders are clearly divided, experts said, on how to handle this crossroads.

“What has become clear during the election — and what Denmark must now recognize — is that across the political spectrum, there is dissatisfaction with the current constitutional arrangement,” said Ulrik Pram Gad, a researcher at the Danish Institute for International Studies in Copenhagen. “Regardless of the outcome, there will be calls for renegotiating the structure of the kingdom of Denmark.”

Denmark colonized Greenland more than 300 years ago, and while the island is now considered a semiautonomous territory, Denmark still controls foreign policy, defense and other aspects of its governance. Demokraatit — which won just less than 30% of the vote, ahead of Naleraq’s 24.5% — has consistently argued that independence must not imperil economic and social stability. There are only 56,000 people living on the island, and the difference between first and second place in this election was around 1,500 votes.

In interviews with voters these past few weeks and during town hall events with candidates, it was local issues such as health care, schools and fishing (the island’s main industry) that kept coming up. Some observers said the two leading parties

were clearer about what needs to be changed.

For example, they both campaigned on revamping the fisheries law, said Svend Hardenberg, a mining executive and, more recently, a star in a popular Danish Netflix series that, serendipitously, had a whole season about Greenland.

“The main direction is independence,” he said. “I think that can go quicker than most people expect.”

Greenland boasts a trove of minerals and is strategically located near increasingly important Arctic Ocean shipping lanes. Trump, in an address to Congress last week, said, “I think we’re going to get it — one way or the other, we’re going to get it.”

On Sunday, two days before the election, in a social media post, he made a direct pitch to Greenlanders: “We are ready to INVEST BILLIONS OF DOLLARS to create new jobs and MAKE YOU RICH.”

But Greenlanders have been clear that despite Trump’s entreaties, they don’t want to be absorbed by the United States, with polls showing that at least 85% oppose the idea. “Greenland is not a house that can be bought,” Demokraatit’s leader, Jens-Frederik Nielsen, has said.

Still, Kuno Fencker of Naleraq, who is Greenland’s most pro-Trump politician, got far more votes than he did in the last election, in 2021. Fencker attended Trump’s inauguration and took a tour of the West Wing, and his push for stronger ties with

the United States drew fierce criticism from his rivals, some of whom labeled him a traitor. In a recent podcast, Fencker argued that Trump had been “misunderstood.”

Naleraq’s second-place finish means that pro-independence voices will remain influential, and the party could push for greater engagement with Washington. But Fencker’s enthusiasm for Trump might have turned off some voters, analysts said.

“Naleraq positioned itself in a way that made it seem like a vote for them would bring Trump too close,” Gad said.

Still, Naleraq doubled its seats from four to eight in Greenland’s 31-seat parliament, the Inatsisartut. At an election night party on the outskirts of Nuuk, the capital, party members and supporters embraced, danced and cheered.

Analysts predicted that Demokraatit was likely to form a governing coalition with the more moderate Inuit Ataqatigiit party, or IA, which finished third, with 21.4% of the vote. Inuit Ataqatigiit, the dominant party in the outgoing governing coalition, embraced a go-slow approach to breaking off from Denmark.

Greenland, the world’s biggest island, is home to a mostly Inuit population that Denmark sidelined during the colonial era. Over time, demands for self-rule have led to greater autonomy and a Greenlandic government. One of Naleraq’s selling points, Gad said, was its “activist language” inspired by international movements such as #MeToo and Black Lives Matter.

Today, Greenland manages most of its domestic affairs. But full independence is not going to be easy. Denmark sends hundreds of millions of dollars to the island each year that pays for nice schools, cheap gas and strong social services — a Scandinavian standard of living in a very remote place. Many Greenlanders, even if they are leaning toward independence, have said they are reluctant to jettison all that, which is why the subject of breaking off from Denmark is so sensitive.

Many voters also expressed skepticism, worry and even anger about the way Trump has talked about their homeland. People have been living on this icy island for thousands of years, surviving off hunting and fishing. The sense of Greenlandic identity runs strong, and during the election, ballots had to be transported by helicopter, boat and snowmobile.

In the final televised debate Monday, five of the six party leaders said they did not trust Trump. Only Karl Ingemann of the small Qulleq party said he did. And Ingemann failed to win a seat.

Authorities search for US student missing in the Dominican Republic

Authorities have been searching by land, air and sea for a University of Pittsburgh student who disappeared

last week while on spring break in the popular Dominican Republic resort of Punta Cana.

The National Police said in a statement Sunday that the student, Sudiksha

Konanki, 20, was last seen early Thursday when she went to the beach by the Hotel Riu Republica with an unnamed friend who has been “under investigation.”

Konanki, a resident of Loudoun County, Virginia, had been staying at the hotel with five friends after arriving in the Dominican Republic on March 3, police said. When the United States Embassy in the Dominican Republic alerted the natio-

nal police Friday morning that Konanki had disappeared, officials began an exhaustive search of the beach and the surrounding area, using drones, helicopters, divers, boats, police dogs and other resources, authorities said.

Investigators have established that Konanki disappeared sometime after 4:15 a.m. Thursday, when she and other young people she was with were seen on surveillance video a few meters from the beach entrance, police said.

Investigators were interviewing the people who were with her to help guide the search, police said.

Investigators also conducted a preliminary interview with a young man who had been in the water and were trying to corroborate his account, police said. The statement did not detail what the young man had told investigators.

Dominican President Luis Abinader said at a news conference Monday that authorities were carrying out a special operation at sea “because the latest information we have from the last person who was with the young woman — according to reports — is that while they were on the beach, a wave crashed into them and caused some kind of situation.”

“We are investigating to clarify exactly what happened,” Abinader told reporters, adding: “What is being investigated is an accident, basically.”

WTOP, a Washington-area news station, reported Monday that Konanki’s father, Subbarayudu Konanki, had traveled to the Dominican Republic and filed a complaint Sunday, asking authorities to broaden the investigation beyond the possibility of an accidental drowning.

The complaint stated that Konanki’s belongings, including her phone and wallet, had been left with her friends, “which is

unusual because she always carried her phone with her,” WTOP reported.

“It’s four days, and if she was in water, she would likely have been strewn to shore,” Subbarayudu told the station. “She’s not found, so we’re asking them to investigate multiple options, like kidnapping or abduction.”

The Loudoun County sheriff, Mike Chapman, said he was helping U.S. officials who were working with the Dominican National Police on the search.

He told NewsNation that it was “way too premature” to assume that Konanki had drowned and said that there were “inconsistencies” in some of the accounts given by the young people who had been with Konanki.

On Tuesday, Thomas Julia, a spokesperson for the Loudoun County Sheriff’s Office, said Dominican authorities had been interviewing a number of young people who were on the beach, including two American men.

He said there had been a “red-flag” warning for rough surf on the beach around the time that Konanki was last seen.

The case was “still being treated as a missing person,” Julia said in an interview. “It is not being treated as a criminal investigation because there is no evidence of a crime.”

He said that investigators were trying to determine who was last with Konanki and what may have happened to her. “Nobody can vouch for what exactly happened to her,” Julia said, adding that some of the people on the beach were intoxicated.

Riu Hotels and Resorts said it was “deeply concerned” about the disappearance of one of its guests.

“From the moment her absence was reported, we have been working closely with the local authorities, including the police and the navy, to conduct a thorough search,” it said in a statement. It added: “The safety and well-being of our guests are our highest priority, and we are fully committed to doing everything in our power to assist in this situation.”

Democracy dies in dumbness

It used to be common knowledge — not just among policymakers and economists but also high school students with a grasp of history — that tariffs are a terrible idea. The phrase “beggar thy neighbor” meant something to regular people, as did the names of Sen. Reed Smoot and Rep. Willis Hawley. Americans broadly understood how much their 1930 tariff, along with other protectionist and isolationist measures, did to turn a global economic crisis into another world war. Thirteen successive presidents all but vowed never to repeat those mistakes.

Until Donald Trump. Until him, no U.S. president has been so ignorant of the lessons of history. Until him, no U.S. president has been so incompetent in putting his own ideas into practice.

That’s a conclusion that stock markets seem to have drawn as they plunged following the Trump triple whammy: first, tariff threats against our largest trading partners, spelling much higher costs; second, twice-repeated monthlong reprieves on some of those tariffs, meaning a zero-predictability business environment; finally, his tacit admission, to Maria Bartiromo of Fox News, that the United States could go into recession this year, and that it’s a price he’s willing to pay to do what he calls a “big thing.”

In short, a willful, erratic and heedless president is prepared to risk both the U.S. and global economy to make his ideological point. This won’t end well, especially in a no-guardrails administration staffed by a how-high team of enablers and toadies.

What else isn’t going to end well, at least for the administration? Let’s make a list.

The Department of Government Efficiency won’t end well. It is neither a department nor efficient — and “government efficiency” is, by Madisonian design, an oxymoron. A gutted IRS workforce won’t lower your taxes: It will delay your refund. Mass firings of thousands of federal employees won’t result in a more productive workforce. It will mean a decade of litigation and billions of dollars in legal fees. High-profile eliminations of wasteful spending (some real, others not) won’t make a dent in federal spending. They’ll mask the untouchable drivers of our $36 trillion debt: Medicare, Medicaid, Social Security and defense.

The threats to our allies won’t end well. It might seem sophomorically funny, sort of, to troll Justin Trudeau, just once, as “governor” of “the great state of Canada.” It’s grotesque, horri-

fying and idiotic to contrive phony pretexts to embark on a relentless trade war against our friendliest neighbor — not least because it has suddenly boosted the political fortunes of Trudeau’s successor, Mark Carney, at the expense of the Conservative leader, Pierre Poilievre.

It is reasonable to try to push Chinese companies out of the Panama Canal. But threatening to overturn a Senate-ratified treaty to reclaim the canal by force is bound to seed permanent distrust of the United States. It’s intriguing to contemplate the lawful and voluntary purchase of Greenland. It is Putinesque to threaten, in an address to Congress, to take Greenland “one way or the other,” thereby threatening the NATO ally that is the territory’s sovereign.

The outreach to the European far-right won’t end well. Not least among the problems with parties like Germany’s AfD or France’s National Rally is that they are haters of all things American: our vulgar culture, revolting fast food, rapacious capitalism and imperial pretensions. Perhaps the greatest single achievement of the 20th century was the destruction, both physical and spiritual, of German militarism and the threat it posed to Germany’s many neighbors.

But an America that walks away from NATO while empowering those anti-American parties won’t achieve greater security for anyone, including ourselves. It will lead to a Germany once again led by fascists and willing to arm itself with nuclear weapons.

The Ukraine negotiations won’t end well. If the Trump administration wants to bring about a lasting end to the war, it would do everything it can publicly to support Kyiv, including a friendly meeting with Ukraine’s president, Volodymyr Zelenskyy, more rapid delivery of arms, negotiations over a long-term U.S. security guarantee and membership in the European Union. It would also do everything it can to oppose Moscow, including by seizing Russia’s frozen assets to fund Ukraine’s military purchases. Then it would use that leverage to get Zelenskyy to accept a settlement that involves the loss of Ukrainian territory.

What team Trump has achieved is the opposite: A Russia that sees even less reason to settle, a Europe that sees more reason to go its own way, a China that believes America will eventually fold and a once-again betrayed Ukraine that will have even less reason to trust international guarantees of its security.

There’s more of this: Sunday’s arrest and threatened deportation of Mahmoud Khalil, a green-card holder and pro-Palestinian activist at Columbia University, may even get pro-Israel civil libertarians to defend his rights while making a martyr of him on the far-left. But the pattern is clear. Ignoring the political corollary to Newton’s Third Law of Motion — that every action has an equal and opposite reaction — the administration will now reap precisely what it should avoid.

Trump’s critics are always quick to see the sinister sides of his actions and declarations. An even greater danger may lie in the shambolic nature of

The Capitol building in Washington on Nov. 5, 2024. (Will Matsuda/The New York Times)

his policymaking. Democracy may die in darkness. It may die in despotism. Under Trump, it’s just as liable to die in dumbness. From page 19

‘Pedro Páramo,’ ‘Let’s Start a Cult’ and more streaming gems

Two releases from last year — one an inventive literary adaptation, the other a wild, gross-out comedy — are among this month’s streaming recommendations.

‘Pedro Páramo’ (2024)

This adaptation of Juan Rulfo’s 1955 novel is the feature directorial debut of Rodrigo Prieto, who, via his collaborations with Spike Lee, Oliver Stone, Greta Gerwig and (frequently) Martin Scorsese, has become one of the best cinematographers of our time. It is, unsurprisingly, a beautifully photographed movie (Prieto and Nico Aguilar share cinematography credit), filled with astonishing compositions and a surplus of mood. The narrative is haunted by ghosts, dreams and memories. The dialogue is alternately wry and poetic, trafficking in a deadpan magical realism, involving its bustling cast of colorful characters in a circular story, with events revisited via shifting perspectives and time frames. It doesn’t all land, as the picture’s loose ends and shaggy running time occasionally get away from the filmmaker. But if it’s messy, it’s also mesmerizing, and marks Prieto as a talent to keep watching, wherever he may go. (Stream it on Netflix.)

‘Fall’ (2022)

So many of today’s thrillers are convoluted, franchise-servicing affairs that this one is worth praising for its simplicity and efficiency: There is a narrative, yes, but it boils down to tracking two young women as they climb to the top of a 2,000-foot TV tower, and are then stranded there, with no obvious way down. The screenplay (by the director, Scott Mann, and Jonathan Frank) works through every pos-

sible situation and variation, mining the loaded scenario for maximum scares, thrills and pathos. But the performances ultimately have to carry the show, and newcomers Grace Caroline Currey and Virginia Gardner are charismatic and sympathetic — even when doing the dumbest things — while Jeffrey Dean Morgan lends gravitas as Currey’s concerned dad. (Stream it on Hulu.)

‘Joe’ (2014)

Nicolas Cage was in the career doldrums when he teamed up with director David Gordon Green for this lived-in, small-town indie, and crafted one of his best performances of the era. Cage plays the title character, a workingclass guy with a dark past who supervises a

crew of roughneck woodsmen. A 15-year-old kid (Tye Sheridan) comes to him looking for work; their relationship, which quickly moves from collegial to paternal, gives the film its strong spine. Green is a bit of a wild card, careening from goofy comedies (“Pineapple Express”) to genre movies (the rebooted “Halloween” trilogy) to earnest indies like this and his debut “George Washington,” but he knows how to capture the pulse of small towns, and the people who fill them. (Stream it on Amazon Prime Video.)

‘Life Partners’ (2014)

Sasha (Leighton Meester) and Paige (Gillian Jacobs) are best friends since forever, but on the verge of turning 30, they’re starting to feel like their love lives are in a holding pattern; Sasha, who is gay, refuses to date anyone remotely challenging, and Paige, who is straight, keeps striking out. But when she meets the nice guy Tim (Adam Brody), it feels like something serious — to the chagrin of Sasha, who is less willing to cede her best friend than expected. The broad strokes of the story recall the previous year’s “Frances Ha,” but director Susanna Fogel, who wrote the screenplay with Joni Lefkowitz, fleshes out the tale with keenly observed details, while her cast of television veterans create cozy, lived-in relationships that are immediately convincing. (Stream it on Max.)

‘Let’s Start a Cult’ (2024)

You wouldn’t think that the ritual suicide of the Heaven’s Gate cult could inspire

a laugh-out-loud indie comedy, but that’s one of the many surprises of this wild, eccentric effort from the director Ben Kitnick. He wrote the script with the film’s stars, Wes Haney and Stavros Halkias; Haney stars as William, the leader of a commune that plans to “transcend” together, while Halkias is Skip, the group’s most irritating member, a selfish pain in the neck who is stunned to learn that the group has offed themselves without him. When he later discovers that William chickened out of the mass death, Skip is joyful: “We get another crack at this, dude!” The humor is broad and frequently bawdy (it’s an adults-only affair), the supporting cast is solid (Katy Fullan is especially funny as a fully insane recruit) and the year 2000 setting, initially mere window dressing, pays off with a huge laugh in the concluding scenes. (Stream it on Hulu.)

‘Morris From America’ (2016)

Chad Hartigan (“This Is Martin Bonner”) writes and directs this modest charmer about Morris (Markees Christmas), a 13-yearold Black kid who has just moved to the German town of Heidelberg, and is feeling decidedly out of place. The middle-school woes of a fish out of water are not exactly virgin soil, but Hartigan mines the specifics of the situation with grace and intelligence, and finds a fine protagonist not only in his young lead, but also in the local girl who catches his eye. But the film’s best scenes are the ones Christmas shares with Craig Robinson, the valuable comic supporting player of films like “This Is the End” and TV’s “The Office,” who finds not only the character’s humor, but his warm and empathetic heart. (Stream it on Amazon Prime Video.)

‘Crazy, Not Insane’ (2020) Oscar-winning documentarian Alex Gibney (“Taxi to the Dark Side”) directs this compelling portrait of Dr. Dorothy Otnow Lewis, a forensic psychologist who’s spent the past several decades studying violent criminals. Gibney explores her long career, her occasional errors and her innovative work in diagnosing and understanding multiple personality disorder. The director doesn’t entirely buy in — at the very least, he lets skeptics of her work have their say — but he’s clearly fascinated by her, particularly the contrast between her gentle personality and her grim work. And in its closing passages, “Crazy, Not Insane” ingeniously uses Lewis’ story to document and grapple with our society’s changing (and not always evolving) views on mental illness and the death penalty. (Stream it on Max.)

Does Lakers’ Luka Doncic chemistry project need more time? The data says maybe

Luka Doncic made half of his shots Saturday in Boston, and if not for LeBron James’ groin injury in that game, we might be discussing that fact a bit more.

It was only the second time as a Los Angeles Lakers player that Doncic managed the feat, and he just barely scraped to 50% (11 of 22) with a meaningless layup in the final minute that cut a 12-point Celtics lead to 10.

The Lakers have been winning, but Doncic’s numbers are down. He was shooting 55.5% on 2s and 34.5% on 3s at the time of the trade from the Dallas Mavericks. With the Lakers, he is at 47.5% on 2s and 32.2% on 3s. He has also seen his turnover rate spike despite lower minutes and usage thus far.

As it turns out, we probably should have expected this. Before we go forward, let’s back up a bit. The Lakers have gone 12-4 since they shockingly pulled off the Doncic deal, including 8-4 in the games Doncic has played. But there has been an odd underlying statistical story to their overall strong play: The defense has been much better than the offense.

That, of course, is the opposite of what you would expect from a team that traded an elite defensive big man (Anthony Davis) and what passed for its best perimeter stopper (Max Christie) to acquire Doncic, a pick-and-roll savant who has not been a factor in the NBA’s All-Defense voting. Yet a Lakers defense that ranked 21st at the time of the trade has been one of the NBA’s top-ranked units since, while the team’s offensive efficiency hardly budged.

Some caveats: Yes, there is some Jedi 3-point defense

baked into those defensive numbers, and the opposite might be happening at the offensive end. Also, never forget that the games are played by humans, and things like effort and spirit matter.

Doncic’s “buy in and level of engagement on defense has been awesome for us,” Lakers coach JJ Redick said before the Celtics game, a statement that did not always apply to Doncic’s tenure in Dallas. Similarly, the entire roster seems galvanized by the sudden uptick in its championship equity.

But there is another issue: Chemistry matters. This can be demonstrated with the camera and playby-play data we now have available.

That takes us to the other reason I was in Boston: the 2025 MIT Sloan Sports Analytics Conference. After almost two decades, it is a very different animal from the one that had me and a few other interested nerds sitting in a classroom. Now it is huge and as much a sports business conference as an analytics nerd fest — perhaps appropriate since analytics has become more impactful in areas like ticket sales and gambling than in the actual playing of the games.

But a good sports analysis can still deliver. In a presentation by Ben Alamar and Dean Oliver, they showed exactly the nature of what we would witness on the court for the Lakers later that night. Using shooting results and tracking data from the NBA, they demonstrated at least one way in which chemistry does matter at the offensive end and the time frame needed to build it.

In particular, Alamar and Oliver studied shooting percentages on passes from teammates and concluded there was a marked decline in shot quality and shooting accuracy from those passes when players were interacting with new teammates. While the study focused solely on catch-andshoot shots to simplify the analysis, the results were perhaps more staggering than you would expect: Overall expected points from those shots are 5.5% higher by the start of the second season together and 11.7% higher by the end of it.

For high-volume passers like Doncic, the bigger results might not even be in his shooting statistics, but in everyone else’s. The study noted that in Chris Paul’s first season with the Phoenix Suns, his teammates shot an effective field goal percentage of 46.6 in his first two months and 72.3 over the final 20 games. The Suns began the season 8-8 but made the NBA Finals.

In another example that is perhaps more relevant to the current discussion, Alamar and Oliver noted that Kyrie Irving shot far worse on passes from Doncic in his first season with him — one that ended with Dallas in the draft lottery — than in the second one, which ended with the Mavericks as Western Conference champions.

It is not hard to find other shards of evidence for this trend after the trade deadline. De’Aaron Fox, Jimmy Butler, Andrew Wiggins and D’Angelo Russell have all had fairly sharp post-trade declines in their shooting percentages. Going back further, the lack of chemistry in the first season of Damian Lillard and Giannis Antetokounmpo playing together in Milwaukee was palpable, as they hardly even ran the pick-and-roll together; that partnership has become much more potent. Similarly, any semblance of the Doncic-James two-man game has been missing in action since Doncic joined the Lakers.

The good news for Los Angeles is that the worst parts of this effect are on the earliest games together, as you might expect. The presenters’ charts showed a sharp curve over the first several shots that flattened over time but whose slope never quite reached zero. In other words, it is still probably marginally helpful that Jaylen Brown and Jayson Tatum are building even more chemistry in Year 8 together, but vastly greater gains are available for recently thrown-together teammates like Doncic and James.

James’ groin injury will stop the clock on that, but it also makes you wonder if the newly formed “Luk-ers” era was always destined to be more potent in Year 2 than Year 1. An extended absence from James only makes things more challenging for the Lakers, and not just because of its potential impact on playoff seeding.

In a very real, provable way, the Lakers are racing against the clock to wring out the worst impacts of new teammates playing together before the playoffs start. Can they be Phoenix in 2021 and click by the time the games truly matter? Or will the Doncic-James pairing need more time?
