Puerto Rico Police Commissioner Joseph González advised on Monday about the Holy Week security plan and issued a call to the public.
“This message is for drivers. The roads are not racetracks or bars on wheels,” the commissioner said at a press conference. “If you’re going to drink, turn off the key. If you’re going to drive, do it responsibly.”
González said the Police Bureau’s Holy Week work plan is already activated and includes ground, sea, and air surveillance. The 13 police regions are working in coordination with specialized units such as FURA, Highway Patrol, Drug Enforcement, Criminal Investigations, and municipal police. The plan seeks to intervene with drivers who violate traffic laws, including speeding, driving while using cell phones, driving without seatbelts, or driving with children without car seats.
The police will also be alert to situations that affect safety and coexistence in public spaces, González said.
González invited the public to work with authorities and assume their role in preventing tragedies this week. He also provided a weekly summary.
“As of today, we have 128 murders so far this
year,” González. “At this same date in 2024, there were 168, a reduction of 38 murders.”
Regarding fatal accidents, the commissioner reported that 73 have been recorded, representing a reduction of three compared to the 76 reported at the same date in 2024.
Bondholder expert: $3.7 billion net revenue found that PREPA says is not there

As the bankruptcy proceedings for the Puerto Rico Electric Power Authority (PREPA) continue, a new development has emerged in the form of a $3.7 billion net revenue accrual from 2017 to 2023 that the utility says did not happen.
Maureen Chakraborty, a consultant working for bondholders, said PREPA accrued $3.7 billion in net revenues from July 2017 to June 2023.
She also found that PREPA accrued but did not credit about $2.9 billion of those net revenues to the sinking fund during the same period. The method she used to make her calculations using the utility’s monthly results was redacted.
Chakraborty’s findings reveal a significant discrepancy in the figures reported by PREPA and the actual net revenues generated during the bankruptcy period. The revelation is in stark contrast to the Financial Oversight and Management Board’s claim that PREPA
had not generated any net revenues during the bankruptcy proceedings. The oversight board says the monthly reports are unaudited.
While the oversight board disputes the bondholders’ argument, the latter insists that they have an administrative claim on the accumulated revenues during the bankruptcy.
“The Board is wrong,” the bondholders said. “PREPA’s use of the Bondholders’ collateral requires the allowance of an administrative expense claim under two independent provisions of the Bankruptcy Code.”
If PREPA is required to pay the $3.7 billion, the amount will be on top of the $2.6 billion in cash or bonds, excluding pension liabilities, that the debt adjustment plan proposes to pay.
Chakraborty was retained by Assured Guaranty, GoldenTree Asset Management, National Public Finance Guarantee Corp, the PREPA ad hoc group and Syncora Guarantee. PREPA has been in bankruptcy since 2017 to restructure almost $10 billion in debt.

Television meteorologist Deborah Mar-
torell announced on Monday that she will be the first in her profession to participate in a space mission, joining the Blue Origin astronaut family.
“I want to thank God for the opportunities He has placed in my path, which have led me on this journey to space,” Martorell said. “I also want to thank Blue Origin for giving me this historic opportunity.”
With over 30 years of experience in journalism, Martorell expressed pride in being the first meteorologist to go into space as a woman and a Puerto Rican.
“This is a great responsibility, and I never lose sight of the fact that I carry with me the dreams of thousands of Puerto Rican boys and girls who, like me, dream of becoming
astronauts,” she said, adding: “It’s going to be a remarkable year for Puerto Rico, as we’ll be able to say we have both a teacher and a meteorologist reaching space,” acknowledging the achievements of fellow Puerto Rican Aymette Medina.
The announcement was made in Van Horn, Texas, where Martorell spent time with the crew members of Blue Origin’s NS-31 Mission, the first all-female crew, which made a brief (10 minutes and 21 seconds) trip into space.
Space has always been Martorell’s passion. She has documented the accomplishments of Puerto Rican astronauts Joseph Acabá and Marcos Berríos and reported on the launch of Puerto Rico’s first nanosatellite developed by local students. Her special reports include coverage from the Lyndon B. Johnson Space Center, where she experienced a microgravity
flight in 2008, and she reported on preparations for the Artemis missions in 2021.
She also provided special coverage of the shuttle Discovery mission in 2009 and conducted the first live news interview in Puerto Rico with an astronaut, Acabá, aboard the International Space Station.
Martorell said she will ensure her trip contributes to the advancement of science.
“The trip is scheduled for the summer of 2025, and I will be taking with me an experiment that I will announce soon, along with a gravity indicator designed by the students of the Dr. Carlos González de Aguada High School Technology Club,” the future astronaut revealed.
Martorell is known for being deeply committed to community organizations, and she hopes that the trip will hold significant meaning for Puerto Rico and the organizations she has always supported.

In an effort to alleviate the financial burden on municipalities and ensure proper enforcement of existing legislation, Gov. Jenniffer González Colón has signed a legislative measure amending Sections 5, 12, and 15 of Act 2671998, known as the Puerto Rico Excavation and Demolition Coordination Center Act.
House Bill 229, authored by Rep. Gabriel Rodríguez Aguiló and now designated as Act 15-2025, exempts municipalities from the obligation to pay the fees established by the law. Additionally, it aligns the law with the provisions of Act No. 107-2020, aiming to rectify provisions that impose significant financial burdens on municipalities, allowing for fairer economic management.
House Bill 229, now Act 15-2025, exempts municipalities from the obligation to pay the fees established by the Puerto Rico Excavation and Demolition Coordination Center Act.
The Excavation and Demolition Coordination Center Act established a system to protect underground facilities and created the Single Call System to ensure that operators receive timely notification of excavation or demolition activities. However, despite having fulfilled the initial contribution required by Act 267-1998, Regulation 7245 has imposed additional annual fees without an explicit legislative mandate, negatively impacting municipalities, most of which do not operate underground facilities.
The governor also approved the reallocation of $30,000 to the Rural Infrastructure and Permanent Improvements Program of the Puerto Rico Land Authority. House Joint Resolution 8, authored by House Speaker Carlos
“Johnny” Méndez Nuñez, which received the governor’s approval, will now be known as Joint Resolution 5. The initiative aims to strengthen the structural security of the Juan Martín community in Luquillo and enhance the quality of life for its residents.
The allocated funds will be used to construct a gabion wall in Juan Martín Creek to protect the homes in that neighborhood. The Land Authority is authorized to enter into agreements with private contractors and government agencies to ensure the efficient execution of the project. Moreover, the funding may be supplemented with federal, state, or municipal resources to maximize its impact on the community.

LUMA Energy, the private operator responsible for electrical energy transmission and distribution in Puerto Rico, has stated that customers will be accountable for any malfunctions in the smart meters that are replacing the traditional analog meters.
LUMA Director of Metering Jesús López Argüello said the installation of the
smart meters will take three to four years islandwide. He noted that customers will not incur any costs for the installation, as it will be funded by federal resources.
“If we encounter any issues or require repairs, that will be the customer’s responsibility,” López Argüello said in a radio interview. “However, we will work to minimize these issues so that we can perform meter changes during regular business
hours. […] If we find that the meter cannot be replaced due to damage in the base, we will collaborate closely with the customer to inform them that their base is not suitable for a new meter.”
The LUMA official added that the company began the second phase of meter installation a week ago after assessing the initial meters scheduled for replacement in the San Juan area.
“The first phase involves observing the existing meters in the field and comparing them to our records. This phase will continue over the next few years, but we are also moving forward with the installation of new meters,” he said. “[…] These smart meters will provide us with visibility during service interruptions, such as the well-known ‘pockets,’ which we currently cannot monitor with analog meters.”

“To the OilTec business owners, from this company that is poisoning us, I want to warn you that we will continue praying, blessing, and, above all, denouncing the aggression against Puerto Rican land and the land of Mother Castro I,” were some of the statements made by parish priest Father Pedro Rafael Ortiz of the Community of Bases Without Borders at the San Pablo Apóstol Parish in Caguas during a recent homily-demonstration against the OilTec plant in the city.
Joining the rally, held near the company’s headquarters on Highway 183, Km 4.9, were residents of the Tomás de Castro I community, civic groups, and the Casa de Oración Kadosh, Fuente de Salvación Misionera, and Emmanuel churches.
The company has been the target of complaints over the past year of environmental pollution from its oil recycling operations. The groups that gathered Saturday to denounce the company’s poor waste management, which allegedly harms water resources, land, and the general population where it operates.
Ortiz noted that the demonstration at the facility sought to “continue promoting a Lenten style of conversion, raising awareness of blessing and asking for forgiveness for the mistreatment we give to nature.”
Several residents say a strong odor similar to the gases emanating from garbage fouls the air near the plant. They also claim
that water is discharged from containers that filter liquids and reaches urban wastewater collection systems or percolate into nearby rivers such as the Turabo River and the Río Grande de Loíza.
Pastor Ortiz, quoting the words and testimony of Pope Francis, said the peaceful gathering was part of the “gradual emergence of a great mobilization of people, who from the grassroots and the peripheries are working generously for the protection of the earth and the poor.”

Meanwhile, Caguas Mayor William Miranda Torres expressed his “full support” for the gathering and “solidarity with the residents of the Tomás de Castro neighborhood who have peacefully demonstrated in defense of their health, their environment, and their quality of life.”
“In Caguas, we firmly believe in community self-management and the power of organized citizens,” he said in a statement. “Our administration has been, is, and will always be on the side of the communities, not the companies that insist on disregarding the environment and the safety of our people.”
The mayor added that the city council has been proactive in taking the case to court, and referring the situation to state and federal agencies.
“We have documented every step responsibly. We have spared no resources or commitment,” he said. “But we know that beyond the legal framework, there is a reality that is felt every day: that of a community that has felt violated and is today raising its voice with dignity. That voice deserves to be heard.”
Both the Department of Natural and Environmental Resources and the U.S. Environmental Protection Agency have intervened at Oiltec’s facilities since last year.
Miranda Torres reiterated that truly sustainable economic development is “one that respects the environment, that puts the life and well-being of our communities above any corporate interests.”

United Firefighters Union of Puerto Rico President José Tirado requested an urgent meeting on Monday with the Engineers and Surveyors Association of Puerto Rico to establish a partnership that will strengthen building safety on the island.
“The recent tragedy that occurred at the Jet Set nightclub in Santo Domingo […] has highlighted the urgent need to review and strengthen building codes and safety regulations in high-traffic areas,” Tirado said in a written statement.
The union leader warned about proposals by the Department of Economic Development and
Commerce to modify permitting and inspection processes, pointing out that firefighter inspections are not arbitrary, but necessary to protect lives and property.
Tirado noted in the statement that the Firefighters Bureau’s fire prevention inspectors play a key role in structural safety and that a partnership with professionals from the Engineers Association would allow for the sharing of technical knowledge that strengthens incident prevention.
The union emphasized that such a collaboration would allow for proactively addressing risks in high-traffic structures, promoting safer and more resilient buildings throughout Puerto Rico.

Last week, Elon Musk indicated for the first time that his Department of Government Efficiency was falling short of its goal.
He previously said his powerful budget-cutting team could reduce the next fiscal year’s federal budget by $1 trillion, and do it by Sept. 30, the end of the current fiscal year. Instead, in a Cabinet meeting Thursday, Musk said that he anticipated the group would save about $150 billion, 85% less than its objective.
Even that figure may be too high, according to a New York Times analysis of DOGE’s claims.
That’s because, when Musk’s group tallies up its savings so far, it inflates its progress by including billion-dollar errors, by counting spending that will not happen in the next fiscal year — and by making guesses about spending that might not happen at all.
One of the group’s largest claims, in fact, involves canceling a contract that did not exist. Although the government says it had merely asked for proposals in that case, and had not settled on a vendor or a price, Musk’s group ignored that uncertainty and assigned itself a large and very specific amount of credit for canceling it.
It said it had saved exactly $318,310,328.30.
Musk’s group has now triggered mass firings across the government, and sharp cutbacks in humanitarian aid around the world. Musk has justified those disruptions with two promises: that the group would be transparent, and that it would achieve budget cuts that others called impossible.
Now, watching the group pare back its aims and puff up its progress, some of its allies have grown doubtful about both.
“They’re just spinning their wheels, citing in many cases overstated or fake savings,” said Romina Boccia, the director of budget and entitlement policy at the libertarian Cato Institute. “What’s most frustrating is that we agree with their goals. But we’re watching them flail at achieving them.”
Musk’s group did not respond to questions about its claims sent via X, his social-media platform. Musk previously acknowledged the group might make errors but said they would be corrected.

have inflated its progress.
Musk actually promised an even larger reduction last year. When he was Donald Trump’s most prominent supporter on the campaign trail, he said he could cut $2 trillion from a federal budget of about $7 trillion. After Trump was elected and Musk’s group began its work, Musk lowered that goal to $1 trillion.
Even after Musk’s comments in Thursday’s Cabinet meeting, a White House official indicated that this target had not changed.
Budget analysts had been deeply skeptical of these claims, saying it would be difficult to cut that much without disrupting government services even further, or drastically altering popular benefit programs like Medicare and Social Security.
Musk’s group has provided an online ledger of its budget cuts, which it calls the “Wall of Receipts.” The site was last updated Tuesday, to show an “estimated savings” of $150 billion.
The ledger is riddled with omissions and flaws.
While Musk said Thursday that his group would save $150 billion in fiscal 2026 alone, the website does not say explicitly when its savings would be realized. The site also gives no identifying details about $92 billion of its claimed savings, which is more than 60% of the total.
The rest of the savings are itemized, attributed to cancellations of specific federal grants, contracts or office leases. But these detailed listings have been plagued with data
errors, which have inflated the group’s savings by billions.
Musk’s group has deleted some of its original errors, like entries that triple-counted the same savings, a claim that confused “billion” with “million,” and items that claimed credit for canceling contracts that ended when George W. Bush was president.
Still, some expensive mistakes remain.
The second-largest savings that the group lists on its site comes from a canceled IRS contract that DOGE says saved $1.9 billion. But the contract it cites was actually canceled when Joe Biden was president. The third-largest savings that the group claims comes from a canceled grant
to a vaccine nonprofit. Musk’s group says that saved $1.75 billion. But the nonprofit said it had actually been paid in full, so the savings was $0. Musk’s group also claimed credit for canceling a contract that was not a contract at all.
It involved a request for proposal that the Office of Personnel Management had published, seeking bids for help with human-resources work. When announcing these requests, government agencies describe the work they want done. Contractors submit proposals, with both a plan and a price. The government can choose one vendor, or several. Even after that, it often negotiates with them to push the price below their original bids.
Details about this particular request were scarce: Musk’s group provided a tracking number for the request, 47QFEA24K0008. But the Times was not able to find that number in databases of previous government solicitations. The Office of Personnel Management declined to release the request, or say what it had planned to spend on the contract, nor would the office say when it planned to choose a contractor.
Despite that uncertainty, Musk’s calculated the savings involved in that cancellation down to the cent. (It later rounded the claim to an even dollar: $318,310,328.)
“Garbage,” said Steven L. Schooner, a professor who studies federal contracting at George Washington University.
He said it was far too early to know for sure what the government was going to spend — especially in the year that Musk had targeted. What if the bidders competed to drive the price lower? What if a losing bidder protested, and then the whole thing got canceled?
“You don’t know what’s going to happen,” Schooner said. “It’s silly.”

In an Oval Office meeting with President Donald Trump on Monday, President Nayib Bukele of El Salvador said he would not return a Maryland man who was wrongly deported from the United States and sent to a notorious prison in El Salvador.
“Of course I’m not going to do it,” Bukele said when reporters asked if he was willing to help return the man, Kilmar Armando Abrego Garcia, whose case is at the heart of a legal battle that has gone to the Supreme Court.
Bukele said returning Abrego Garcia would be akin to smuggling “a terrorist into the United States.” As the Salvadoran president talked, Trump smiled in approval, surrounded by Cabinet members who spoke in support of the president on cue.
The Trump administration has said in court that the deportation of Abrego Garcia was an “administrative error.” In 2019, an immigration judge had barred the United
States from deporting him, saying he might face violence or torture if sent to El Salvador. He came to the United States illegally in 2011.
The Supreme Court last week ordered the administration to “facilitate” Abrego Garcia’s return. But in a legal filing Sunday, the Justice Department argued that the courts lacked the ability to dictate steps the White House should take to return Abrego Garcia, because only the president had the power to handle U.S. foreign policy.
The meeting in the Oval Office on Monday was a blunt example of Trump’s defiance of the courts. The president and his top White House officials said the decision over Abrego Garcia, a 29-year-old father of three, would have to be made by Bukele.
The Trump administration has tried to justify its use of a wartime authority to deport the migrants to El Salvador by alleging that they are members of violent gangs like MS13, which originated in the United States and operates in South America, and the
Venezuelan criminal group Tren de Aragua.
While some of the deportees had criminal convictions, court papers have shown that the evidence the government has relied on to label some of them as gang members was often little more than whether they had tattoos or had worn clothing associated with a criminal organization.
The Trump administration doubled down on its incarceration agreement with Bukele on Sunday when it announced that it had sent 10 more people alleged to be members of the two gangs to El Salvador over the weekend.
In announcing those deportations, Secretary of State Marco Rubio said the alliance between Trump and Bukele had “become an example for security and prosperity in our hemisphere.”
Bukele has also found an opening on the global stage in opening the doors of his prison system to Trump.
While the Biden administration accused Bukele and the Salvadoran government of secretly negotiating a pact with certain gang leaders, the Trump administration has fully embraced his tough-on-crime persona.
Trump and Bukele have paired their aggressive enforcement tactics with a highly sensationalized public relations campaign on social media. Both leaders have faced
accusations of undermining democratic institutions.
After a surge of gang violence in El Salvador, Bukele imposed a state of emergency that has yet to be lifted, in addition to directing police and military forces to carry out mass arrests. Many of the 85,000 Salvadorans who were arrested disappeared into the prison system without trial and without their families knowing whether they were alive.
“Human rights, democratic norms and the rule of law have all but disappeared in El Salvador,” said Amanda Strayer, senior counsel for accountability at the advocacy group Human Rights First. “The United States should be holding Bukele’s government accountable for these serious violations, but instead the Trump administration is cozying up to and copying Bukele’s authoritarian playbook — rounding up people with no evidence, denying them any due process and disappearing them in abusive Salvadoran prisons indefinitely.”
Still, Bukele’s popularity has soared, and he was reelected in a landslide last year. The Trump administration just last week changed a travel advisory for El Salvador, grouping it with some of the least dangerous countries for Americans to visit.
Bukele described the decision on social media as akin to receiving a “gold star.”

In a world besieged by turmoil, Jacob Rothman thought he had secured a refuge.
Rothman, 52, grew up in California but has spent more than two decades in China, overseeing factories that make grilling accessories and other kitchen items for Walmart and retailers around the globe. Well before the rest of the business world, he grasped the pressures bearing on the relationship between his native country and the one where he runs his business.
President Donald Trump used his first term to impose tariffs on imports from China. President Joe Biden advanced that policy. The pandemic exposed the pitfalls of American reliance on Chinese factories for an array of goods, from parts for ventilators to basic medicines.
Rothman and his company, Velong Enterprises, had correctly anticipated demand for alternatives to Chinese industry. He had forged a joint venture in Vietnam, and two more in India. He had set up a wholly owned factory in Cambodia. Come what may, he figured, he could shift production to limit his exposure to tariffs, conflicts and natural disasters.
“I thought I was really ahead of the game,” Rothman said, still absorbing the shock of the one thing he had not seen coming — a veritable tsunami of tariffs that hit dozens of countries at once. “It’s apocalyptic,” he said. “People don’t know what to do next.”
Even after the White House last week paused most tariffs on every country except China, Rothman remained shaken. “What does ‘safe’ even mean anymore?” he said. “With a chaos-first foreign policy, even Southeast Asia may no longer be immune.”
He assumed that tariffs could eventually be imposed on the region as the Trump administration treated Southeast Asia as an extension of Chinese business interests.
Among the enduring impacts of Trump’s sharply escalated trade war was the effective foreclosing of safe harbors. In recent years, as global supply chains have confronted a series of crises — from tariffs, to pandemic disruptions, to obstructions to shipping in the Panama and Suez canals — multinational companies that sell their goods to the United States have sought to limit their vulnerability to trouble in any
single place by spreading around their factory production.
Apple shifted the manufacture of some of its iPads and AirPods to Vietnam, while making more of its iPhones in India. Walmart moved orders to India and Mexico from China. Nike, Samsung and other major brands transferred production from Chinese factories to other countries to avoid American tariffs.
The Trump administration’s broad salvo appeared to decimate that strategy. American imports from China face duties reaching 125%. Duties on imports from Vietnam were set to increase to 46%, and Cambodian goods confronted tariffs of 49%. India faced 27% levies.
For the moment, the pausing of many tariffs has left China uniquely vulnerable. But importers are cognizant that levies on the rest of the world — and especially Southeast Asia — could be revived. The result is chaos, bewilderment and delay that presages rising consumer prices.
“Supply chains require long-term planning that is nearly impossible in the current environment,” said Ryan Petersen, CEO of Flexport, a global logistics company based in San Francisco. “So many businesses are paralyzed and craving stability.”
That described the state of play for Rothman, and the kitchen items his factories make. A college religion major who considered training to be a rabbi, he now finds himself serving as the “Spatula Rabbi,” fielding calls from anxious customers around the world. As recently as last month, he was attending a major housewares trade show in Chicago, manning a booth with his Indian partners behind a banner heralding the benefits of their geographic diversity: “Building the safest supply chain on the planet.”
“I thought we were going to be the solution,” Rothman said.
Then Trump unveiled the series of enormous new taxes on American imports.
Rothman was especially shocked by the tariffs on Cambodia, given its history with the United States — the American carpet-bombing of the country during the Vietnam War, laying ground for the genocidal Khmer Rouge, followed by decades of isolation and poverty.
As the news of the tariffs reverberated last week, a major retailer delayed a $5 million order, Rothman said. Other customers may retain finished goods in his warehouses, hoping for an easing of the tariffs. He anticipates that orders will slow as much as
30% over the next six months.
Rothman struggles to square the upheaval with the supposed policy aims — limiting American reliance on China, while bringing factory production home to the United States.
He is mulling invitations to consider building factories in the United States, in Mississippi, Utah or Pennsylvania, for example. Walmart has a program that helps factories set up in its home state, Arkansas. But building a factory anywhere in the United States seems risky.
How can he outfit an American factory given the hefty tariffs that now hit imports of equipment and machinery from around the world? How can he hire enough people in an era of mass deportation of immigrants?
Constructing a factory is an expensive and long-term proposition. Should a future American government change the policy, Rothman’s competitors could use lowerwage countries to make their goods, while he would be stuck with a more expensive setup — a recipe for failure.
“We elect presidents every four years,” Rothman said. “Factories take at least that long to recover the costs of building. And if the world changes, and we can no longer manufacture in the U.S. in a cost-effective way, what am I doing with a factory in the U.S.?”
The BlackRock Investment Institute said on Monday that it is taking a modestly more bullish stance on U.S. stocks following the announcement of a 90-day pause in implementing most U.S. tariffs.
The near-term risk of a “financial accident” has eased following the Trump administration’s decision to pause of hefty tariffs on most countries, according to a report from the research arm of asset management giant BlackRock.
“Policy uncertainty may weigh on growth and stocks in the near term. Yet we think the underlying economy and corporate earnings are still solid and supported by mega forces such as AI,” the BlackRock analysts said in the report, adding that they were overweight U.S. stocks.
Jean Boivin, head of the BlackRock Investment Institute, and his colleagues cautioned that “major uncertainty still remains” and that “ongoing risk asset volatility and potentially sharp reversals” are still likely.
The shift in view was a rapid reversal of a recommendation BlackRock disclosed only a week ago, in which it shifted its view on U.S. stocks to “neutral” from overweight, citing policy uncertainties.
At the time, the firm said it based that call on its forecast that “risk assets could stay under near-term pressure until uncertainty starts to dissipate” and that “if clarity comes quickly, we would up risk-taking again.”
Going forward, BlackRock said its stance on risk will hinge on policy decisions regarding tariffs.
The world’s largest asset management firm said last week that its total assets under management hit a record of $11.58 trillion in the first quarter of 2025.
Americans’ expectations for near-term inflation hit the highest level since the fall of 2023 in March, amid a souring in the public’s assessment of their personal finances and hiring prospects, a report from the Federal Reserve Bank of New York said on Monday.
The bank said that in its latest Survey of Consumer Expectations, respondents see inflation a year from now at 3.6%, up from 3.1% in February, matching the same level last seen in October 2023. The rise came as households predicted accelerating inflation for food and rent, but smaller gains for gasoline and home prices.
The sharp increase in near-term expectations came as the projected level of inflation three years from now held steady at 3%, while the forecast for inflation in five years tipped down to 2.9% in March from 3% the prior month.
The mixed outlook for inflation came in a report that found a broad decline in survey respondents’ views on where the economy is heading. Households in March said they see slower future income and earnings gains, while expectations that unemployment will rise hit its highest level since April 2020.
The New York Fed consumer expectations data lands in a climate where other indicators are pointing to a deteriorating economic situation, as President Donald Trump pursues an aggressive trade war heavily reliant on the highest levels of tariffs in decades. Economists and the public believe these import taxes
will lead to increases in inflation pressures, although there’s great uncertainty about how long the boost in price pressures will last.
The New York Fed data pointing to confidence that longer-term inflation pressures will remain in check stands at odds with other closely watched surveys like that of the University of Michigan, which found that in April the expected level of inflation five years from now was at its highest since June 1991.
With economic conditions highly unsettled and current levels of inflation already above the Fed’s 2% target, Fed of-
ficials have over recent days flagged the particular importance of keeping longer-run expectations stable, noting shorter-run projections are generally more volatile and reactive to fast- moving factors.
“Despite the recent rise in short-term inflation expectations, longer-term expectations have remained well anchored,” New York Fed President John Williams said on Friday, adding “it is critically important” to maintain that situation. Speaking with reporters on Thursday, Chicago Fed President Austan Goolsbee said “if you start to see that people fundamentally don’t think that over the long run we’re getting back to 2%, that’s a problem.”

As a newly minted U.S. citizen, Ramona Matos, once a doctor in Cuba, did not hesitate when deciding whom to vote for last year.
She chose Donald Trump, the candidate who promised to be tough on Cuba’s communist government.
She hoped he would help free the Cuban people and, in particular, put an end to a tool the government in Havana has used to soften its image around the world — one that Matos found particularly repugnant for personal reasons.
For decades, the Cuban government has sent thousands of health professionals to work in remote villages and cities in dozens of countries, where they get just a fraction of what the countries pay Cuba for their services.
“Those doctors are slaves to the Cuban dictatorship,” said Matos, 63, who, after posts at Cuban medical missions in Bolivia and Brazil, is a factory worker in South Florida.
Beginning on his first day in office, Trump has started tightening the screws on Cuba, including on its global medical program.
With a Cuban American secretary of state and an envoy to Latin America known as a longtime hawk on Cuba policy, the Trump administration quickly imposed tougher measures. It was the latest twist in the back-and-forth approach toward Cuba, which shifts from aggression to softening, depending on who occupies the White House.
The Trump administration reversed moves made by the Biden administration, returning Cuba to the list of state sponsors of terrorism, which limits its ability to do business around the world, and restoring the right of Americans to sue over property confiscated on the island decades ago.
Cuban officials have had their visas yanked and the administration has prohibited business transactions with companies controlled by Cuba’s military, intelligence and security services, which manage vital interests such as tourism and imports.

The measure threatens one of Cuba’s main sources of currency, just as the nation grapples with a huge wave of migration, widespread power outages and food shortages.
It’s difficult to figure out exactly how much the medical program generates for Cuba — experts note that the government’s figures are often unclear, because it frequently changes the descriptions of the payments and lumps together different kinds of services.
Overall, Cuba earns more than $4 billion a year by exporting health care employees, construction workers, educators and other types of skilled workers, according to a study by Cuba Archive, a Miamibased human rights organization, which produced the findings for the State Department’s annual Trafficking in Persons report.
Four government officials, two from Venezuela and two from Cuba, have lost their travel visas to the United States over the new medical brigade policy, the U.S. State Department said.

Cuban officials say the country currently has 24,000 people posted in 56 countries. The program peaked in 2014 but has declined over the past decade because of disputes with Brazil and cutbacks in Venezuela.
The health workers, who study medicine for free in Cuba, generally participate in the program willingly because they earn far more than they would at home.
But they only receive a portion — human rights activists say 2% to 15% — of what governments pay Cuba for their services. Half of the workers’ pay is held in a devalued local currency account in Cuba, from which they can withdraw only after returning home from their assignments.
Doctors who served overseas say their passports were taken from them, they were not allowed to socialize with locals and, in some communities, had to keep a 6 p.m. curfew. They also could not bring their families. Under the administration of President George W. Bush, doctors who fled the program were offered fast-track entry into the United States, and many deserted.
The Cuban government insists that the medical program does not meet the international legal definition of labor trafficking because employees are not tricked and know where they are going.
The employees receive a salary, pension and a “decent” stipend in the destination country, where their lodging, transportation and often food expenses are covered, Cuba’s deputy foreign minister, Carlos F. de Cossío, said in an emailed response to questions.
“The Cuban professionals who participate do so voluntarily,” he said.
De Cossío said they have “complete freedom of movement,” an assertion human rights activists say hundreds of doctors who have left the program have disputed.

Jamaica has up to 400 Cubans, mostly nurses, who have filled important gaps in the nation’s medical care, said Christopher Tufton, Jamaica’s minister of health and wellness.
“We don’t have any evidence that there is trafficking taking place,” Tufton said in an interview.
In Trinidad and Tobago, where 87 nurses and nine doctors from Cuba work, authorities have ensured that the program meets labor standards, Prime Minister Stuart Young said.
“We remain grateful to Cuban health care providers who provide service in key areas to people of Trinidad and Tobago in conditions that they and we can be proud of,” said Amery Brown, a medical doctor who serves as minister of foreign affairs. “The conditions are actually excellent.”
But a Cuban doctor who had been posted in Port of Spain, the capital of Trinidad and Tobago, and who spoke on the condition her name not be published because she fears reprisals, said so much of her $3,500 monthly payment was kept in a Cuban account that it was difficult to survive.
Mauricio Claver Carone, Trump’s envoy for Latin America and a longtime advocate for tough sanctions on Cuba, said more countries needed to use a model like the one in Barbados, where the government hires doctors directly.
“We want to basically have a united voice against indentured servitude, against human trafficking,” he said.
Republican administrations have tried to target Cuba’s medical missions before, but Trump is taking a harder line: In February, for the first time, the U.S. government said it would withdraw the travel visas of

Ecuador’s president, who unexpectedly surged in the polls to secure a shortened term in 2023, was declared the victor of the presidential election with a decisive lead Sunday in a race that showed voters’ faith in his vows to tackle the security crisis with an iron fist.
Daniel Noboa, 37, defeated Luisa González, 47, the hand-picked successor of former President Rafael Correa.
Both candidates accused the other of electoral violations throughout the election season, and González said she would not recognize the results of the election in a speech from the headquarters of her party, Citizen Revolution.
“I want to be very clear and emphatic: The Citizen Revolution has always recognized a defeat in the last elections when polls, tracking and statistics have shown it,” González said. “Today, we do not recognize these results.”
Noboa celebrated his victory from the coastal town of Olón.
“This day has been historic,” he said. “There is no doubt who the winner is.”
The day before the election, Noboa declared a state of emergency in seven states, most of them González strongholds, raising fears that he was trying to suppress the vote among her supporters. The declaration restricts social activities and allows police and military to enter homes without permission.
The president said the measure was in response to violence in certain parts of Ecuador. González described it as an attempt to curb political participation.
“Declaring a state of emergency in the middle of an electoral process due to alleged serious internal unrest is very questionable,” said Mauricio Alarcón Salvador, director of Transparency International’s chapter in Ecuador,

who added that the decision should be reviewed by the Supreme Court.
But he said that any claims of electoral fraud “must be substantiated,” something he saw as less likely given Noboa’s large margin of victory. “It cannot and should not be simply an assertion thrown into the air.”
Noboa has positioned himself as a law-and-order president but has so far achieved minimal results in tackling the nation’s persistent drug violence and unemployment.
In the past five years, Ecuador has experienced an explosion in violence linked to drug trafficking. A justice system plagued by overcrowding in jails, corruption and underfunding has become fertile ground for prison gangs allied with powerful international drug cartels.
This shift has turned the once-peaceful nation of 18 million into a significant player in the global drug trade, disrupting the lives of Ecuadorians and altering the country’s status in a volatile region.
At the same time, just 36% of Ecuadorians are adequately employed, according to government data, making the economy a top concern.
Noboa received 56% of the vote, compared with González’s 44%, with more than 97% of votes counted Sunday evening, according to official figures.
In a race that was expected to be tight, Noboa took a decisive lead early in the night. By 8 p.m., hundreds of his supporters were gathered outside of the national electoral council in Quito blowing horns, waving flags and holding the emblematic cardboard cutouts of his likeness.
At the nearby headquarters of González’s party, hundreds of supporters were shouting “recount.”
Since 2023, the country has been shaken by the assassination of a presidential candidate and the prison killings of six men accused of his slaying, as well as several prison riots and the on-air siege of a TV station.
To address the escalating crisis, Noboa declared a state of internal armed conflict last year, authorizing the military to patrol the streets and the prisons. Rights groups condemned his hard-line tactics as excessive and harmful.
But the increased security presence was short-lived, and many voters — even some who oppose Noboa —
say they want more action from authorities, not less. Homicides declined early in his presidency but soon began rising again.
Noboa projected an image of himself on social media as the law-and-order candidate, but that posture wasn’t reflected in reality, according to Caroline Ávila, an Ecuadorian political analyst.
“On a day-to-day basis, you won’t find people on the streets doing surveillance,” she said. “But you will have a TikTok video reminding you of the last raid.”
Noboa also sought to cast himself as Ecuador’s best representative on the world stage, emphasizing his ability to build relationships with global leaders, including President Donald Trump.
Noboa, a Harvard-University educated heir to a multibillion-dollar banana empire, took office in 2023 after his predecessor called for early elections amid impeachment proceedings.
He first entered politics just four years ago, when he ran for a seat in the national legislature. In the 2023 presidential contest, he managed to rise from the bottom of the polls to second place in the first round of voting after a strong debate performance. He then beat González in the runoff.
González, who served in various positions in the leftist Correa government, is largely seen as the representative of the former president, a divisive figure in Ecuador who led from 2007-17. Many revere Correa for the booming economy, low crime rates and investment in health and education that Ecuador experienced under his government. But others condemn him for his corruption conviction in 2020 and his authoritarian tendencies.
Noboa has also been accused of having authoritarian leanings. He drew international attention when he ordered police to enter the Mexican Embassy in Quito to arrest a politician who was facing a prison sentence for corruption. Critics saw the move as a violation of diplomatic norms and an abuse of power.
Still, last year, Ecuadorians backed his tough-on-crime agenda by voting in favor of a referendum that formally expanded the military’s role in law enforcement.

The group in America that I’d say is most fervently urging President Donald Trump to crush Palestinian hopes for a state is not the Jewish community but rather evangelical Christians.
“We have no greater friends than Christian supporters of Israel,” Israeli Prime Minister Benjamin Netanyahu once told the conference of Christians United for Israel, which with 10 million members is twice the size of the much better known American Israel Public Affairs Committee.
Evangelical leaders have been calling on the White House to “reject all efforts” to constrain Israeli control over the West Bank, in the words of a group called American Christian Leaders for Israel. These evangelicals often cite God and the Bible as authorities for their position that Israel should annex Palestinian lands.
I couldn’t reach God for comment, but I suspect that the divine press office would have referred me to the Eighth Commandment, “Thou shalt not steal.”
Trump’s ambassador to Israel, Mike Huckabee, a Baptist minister and former governor of Arkansas, has favored Israel’s annexing the West Bank and has said, “There is really no such thing as a Palestinian.”
In the face of this American Christian enthusiasm for crushing Palestinians while saying it is God’s will, I wondered what Palestinian Christians thought. So I visited Bethlehem and
asked them.
“Do we feel betrayed?” mused Mitri Raheb, a Lutheran Palestinian pastor who is president of Dar Al-Kalima University and, like many Palestinian Christians, against annexation. “Yes, to some extent. Unfortunately, this is not new for us.”
Fewer than 2% of West Bank Palestinians today are Christian, but they are an influential minority who endure the same land grabs and hardships as the majority Muslim population. In the Makhrour Valley near Bethlehem, I met Alice Kisiya, 30, a member of an old Christian family, on an overlook where we could see her family property — from which her family has been barred.
Kisiya said that she was physically attacked by Israeli settlers, that her family restaurant was torn down four times and that she had been finally forced off her land last year by the Israeli government. She also pointed to where she said the Israeli authorities had knocked down a wooden church her family had built.
So what does she think of these American Christian leaders?
“Let them come and live here so they can maybe deal with the settlers,” Kisiya said.
Daoud Kuttab, a Palestinian Christian writer and the author of the new book “State of Palestine NOW,” said that far-right American Christians have embarrassed the Christians who actually live in the Holy Land.
“When the Bible is used to justify land theft and war crimes against civilians, it puts the faithful in an awkward position,” he said.
The far-right Christian-Jewish alliance would seem a little awkward for Netanyahu himself, because some evangelicals base their support for hard-line Israeli policies on the idea that they are advancing the biblical end of days, when they will go to paradise — but in their view, Jews risk being dispatched to hell.

“Persecution is happening,” he said, noting for example that some Christians and Muslims alike have difficulties getting permission to pray at religious sites in Jerusalem. American Christians can easily visit the Church of the Holy Sepulcher, where Jesus is said to have been crucified, but it’s harder for West Bank Christians to get permission to worship there.
“We were the first followers of Christ,” Nassar said. And yet, he added, Christian leaders seem indifferent as families like his (along with Muslims) are driven off their lands by settler attacks, endless checkpoints, demolitions of buildings and second-class status.
Christians are of course as varied in their views as Jews and Muslims are: The most striking differences are not among religions but rather between moderates and zealots of all faiths. Some American and European Christians regularly volunteer at Tent of Nations, partly to deter violence by settlers. On my visit, a Dutch Christian volunteer, Riet BonsStorm, a retired theology professor, was staying in a cave on the farm (the Nassars are not allowed to build new structures) and celebrating her 92nd birthday.
“We are like human shields,” she explained. Maybe I looked skeptical that Bons-Storm, a frail Dutch nonagenarian, constituted much of a shield, for she quickly added that it would look bad if settlers or soldiers killed her.

One group in the West Bank where biblical themes of love and justice do prevail is Tent of Nations, a Christian community that promotes nonviolence and declares, “We refuse to be enemies.” It operates on the farm of an old Palestinian Christian family, the Nassars, who have used their property to hold youth camps and advocate peace toward all.
That attitude has not been reciprocated. The Nassars have documented their woes: assaults by settlers, destruction of their olive trees, efforts to push them off land they have occupied for a century and denial by Israel of access to running water and the electrical grid.
American Christian leaders have done an excellent job championing religious freedom around the world, from China to Azerbaijan — but Daoud Nassar, as he showed me around the family farm, spoke of his sadness that these leaders are quiet about the repression of their

CIDRA – Luego de ser reactivada por la administración municipal actual, la Oficina de Iniciativas Comunitarias de Base de Fe del municipio de Cidra ha logrado establecer un modelo de colaboración entre el gobierno municipal, comunidades de fe y organizaciones sin fines de lucro para atender las necesidades sociales, espirituales y emocionales de la ciudadanía, informó hoy el alcalde Delvis Pagán Clavijo.
“Activar esta oficina fue una decisión de política pública social. Desde el primer día que asumí la administración del municipio dije que mi equipo y yo íbamos a gobernar con compasión, visitando todas las comunidades y con los brazos extendidos hacia todos los sectores. Las iglesias y líderes de fe son aliados naturales en esta gestión”, expresó el ejecutivo municipal, quien impulsó el funcionamiento, nuevamente, de la dependencia.
El personal de la oficina ha coordinado talleres, encuentros pastorales, apoyo espiritual a empleados y ciudadanos, repartición de alimentos, acuerdos colaborativos y programas de capacitación para líderes de fe, capellanes y personal municipal.
Entre los resultados de la dependencia municipal
está la creación de acuerdos colaborativos con la Policía estatal, con la Oficina de Servicios a la Familia, la Oficina de Protocolo y Comunicaciones, entre otras organizaciones aliadas. Igualmente, la convocatoria y fortalecimiento de una red pastoral municipal que ha recibido talleres de primeros auxilios psicológicos y trabaja de forma directa con iniciativas de apoyo emocional y espiritual.
La oficina también desarrolló el evento educativo “Calladita no te ves más bonita”, dirigido a orientar a mujeres sobre la Ley 54 y cómo romper con ciclos de violencia doméstica, y reabrió la Capilla de Oración y Reflexión en la Casa Alcaldía, que recibe a empleados y ciudadanos todos los días para momentos de meditación y palabra.
“En Cidra no solo gestionamos obras de infraestructura; también construimos comunidad desde la espiritualidad, la solidaridad y la empatía. Nuestra Oficina de Base de Fe está sirviendo como puente para que el gobierno y las iglesias trabajen unidos por un mismo fin, que es atender al pueblo con compasión, respeto y acción. El operativo busca garantizar que los productos del mar se vendan con pesas certificadas, precios visibles y condiciones adecuadas de higiene, almacenamiento y rotulación, conforme con los reglamentos vigentes.
Inspectores del DACO estarán activos durante toda la semana en establecimientos a través de la isla, incluyendo pescaderías y supermercados, para prevenir aumentos injustificados por la alta demanda de la temporada.
De detectarse alguna violación, los inspectores notificarán formalmente al comerciante, entregando la documentación correspondiente y velando por el debido proceso de ley, con el fin de promover un entorno comercial justo.

Mario Vargas Llosa, a Peruvian novelist who combined gritty realism with playful erotica and depictions of the struggle for individual liberty in Latin America, while also writing essays that made him one of the most influential political commentators in the Spanish-speaking world, died Sunday in Lima. He was 89.
His death was announced in a social media statement from his children, sons Álvaro and Gonzalo and daughter Morgana.
Vargas Llosa, who won the Nobel Prize in literature in 2010, gained renown as a young writer with slangy, blistering visions of the corruption, moral compromises and cruelty festering in Peru. He joined a cohort of writers such as Gabriel García Márquez of Colombia and Julio Cortázar of Argentina, who became famous in the 1960s as members of Latin America’s literary “boom generation.”
and depictions of the struggle for individual liberty in Latin America, while also writing essays that made him one of the most influential political commentators in the Spanish-speaking world, died on Sunday, April 13, 2025, in Lima. He was 89. (Sara Krulwich/The New York Times)
His distaste for the norms of polite society in Peru gave him abundant inspiration. After he was enrolled at the age of 14 in the Leoncio Prado Military Academy in Lima, Vargas Llosa turned that experience into his first novel, “The Time of the Hero” (1963), a critical account of military life.
The book was denounced by several generals, including one who claimed it was financed by Ecuador to undermine Peru’s military — all of which helped make it an immediate success.
Vargas Llosa was never fully enamored, however, of his contemporaries’ magical realism. And he was disillusioned with Fidel Castro’s persecution of dissidents in Cuba, breaking from the leftist ideology that held sway for decades over many writers in Latin America.
He charted his own path as a conservative, often divisive political thinker and as a novelist who transformed episodes from his personal life into books that reverberated far beyond the borders of his native country.
His dabbling in politics ultimately led to a run for the presidency in 1990. That race allowed him to champion the freemarket causes he espoused, including the privatization of state enterprises and reducing inflation through government spending cuts and layoffs of the bloated civil service.
He led polls for much of the race but was roundly defeated by Alberto Fujimori, then a little-known agronomist of Japanese descent who later adopted many of Vargas Llosa’s policies.
Vargas Llosa had a passion for fiction, but he started out in journalism. As a teenager, he was a night reporter for La Crónica, a Lima daily, chronicling an underworld of dive bars, crime and prostitution. Elements of that experience fed into his 1969 novel, “Conversation in the Cathedral,” a depiction of Peru’s malaise under Gen. Manuel Odría’s military dictatorship during the 1950s, a book that is often considered his masterwork. And although he often wrote articles for newspapers in Europe and the United States, he experienced a journalistic rebirth in the 1990s as a columnist for the newspaper El País in
Spain, where he had been granted citizenship.
His fortnightly column, “Piedra de toque,” or “Touchstone,” was syndicated in Spanish-language newspapers throughout Latin America and the United States. It gave him a platform for topics such as the reemergence of populism in the Andes, the art of Claude Monet and Paul Gauguin, and vociferous support for the state of Israel, a frequent theme in his political writing.
Jorge Mario Pedro Vargas Llosa was born March 28, 1936, in Arequipa, in southern Peru, and spent much of his early childhood in the Bolivian city of Cochabamba with his mother, Dora Llosa, and his grandparents. They made up a middle-class family of modest means but patrician ancestry, and he was told his father was dead.
His parents had actually separated months before he was born, and his father, Ernesto Vargas, who worked for the airline Panagra, took an assignment abroad and requested a divorce from his wife.
They reunited in Peru when their son was 10. But chafing at the discipline meted out by his father, the boy was soon sent to the military academy in Lima. After that experience, at the age of 19, Vargas Llosa eloped with Julia Urquidi Illanes, his uncle’s sister-in-law, who was 29.
The turbulent marriage shocked his family and inspired him to write “Aunt Julia and the Scriptwriter.” Published in 1977 and one of his best-known novels translated into English, the book describes the comedic travails of Marito Varguitas, a young law student and aspiring writer who falls in love with his aunt against a backdrop of radio soap operas.
Urquidi responded to the book with a critical memoir of her time with Vargas Llosa, “What Varguitas Did Not Say,” detailing their threadbare and tension-
filled years together in Europe. They divorced in 1964, and Vargas Llosa married Patricia Llosa, with whom he had three children.
They separated in 2015 after 50 years of marriage when he confirmed his romantic involvement with Isabel Preysler, the former wife of singer Julio Iglesias. Vargas Llosa and Preysler, who was born in the Philippines and became a high-profile socialite in Spain, separated in 2022.
He is survived by his sons Álvaro, a writer, and Gonzalo, a representative for the office of the United Nations High Commissioner for Refugees, and a daughter, Morgana, a photographer.
Although deciphering Peru dominated much of his work, Vargas Llosa lived outside the country for long stretches. In the 1960s, in Paris, he worked as a translator and wrote news bulletins for Agence FrancePresse to make ends meet, and later settled into a writing life in Barcelona, Spain, before returning to Peru in the 1970s.
Although he could write elegantly about anywhere, it was Peru that held for him a special fascination, mixed, he once wrote, with “suspicion, passion and rages,” even a hatred “steeped in tenderness.”
“You know that Herman Melville called Lima the strangest, saddest city,” Vargas Llosa, referring to a passage from “Moby Dick,” told an interviewer from The New York Times in 1989, when he seemed unable to detach himself from literature and introspection even in the heat of his campaign for president.
“Why?” Vargas Llosa said. “The fog and drizzle.” Then he added, laughing, “I am not so sure that the fog and the drizzle are Lima’s big problems.”

The on-again, off-again tariff policy of the Trump administration has wreaked havoc across the global economy, including the travel industry. Until last Wednesday’s 90-day suspension of reciprocal tariffs, the U.S. dollar was showing signs of weakening, hotels faced higher operating costs and travelers were nervous about booking.
Even before reciprocal tariffs were imposed, The Conference Board’s latest index on consumer confidence had dropped to the lowest level in 12 years, possibly driving a chill in travel demand. And, in a survey of its members in early April, the American Society of Travel Advisors said nearly 54% reported a decrease in consumer demand driven by economic concerns.
For the moment, a 10% baseline tariff against most countries has been left in place, with China facing a 145% tariff on its goods. While it’s unclear what will happen after the 90-day pause, here is a look at how tariffs, or just the threat of them, may affect the travel industry.
The dollar holds, for now Early in the year, the dollar was close to par with the euro. It is now about $1.10 to the euro, which means a hotel room that costs 100 euros would be around $110.
“Normally, you would expect the U.S. imposition of tariffs to be mildly positive for the U.S. dollar,” said Michael Melvin, the executive director of the master of quantitative finance program at the University of California San Diego. “We saw effects like this in the first round of announced tariffs on Mexico and Canada, that was quickly reversed when the president announced a reversal of those tariffs,” he said.
But retaliatory tariffs from other countries could neutralize the effect on the dollar, according to the Budget Lab at Yale University, a nonpartisan policy research center.
Though the dollar has fallen slightly against other currencies, including the British pound and Japanese yen, foreign exchange rates are still relatively favorable for Americans abroad, especially in Canada and Mexico.
Slowing air traffic
For airlines, tariffs may increase the cost of building airplanes, but the carriers have more immediate concerns.
“The problem now is economic uncertainty and the risk of a recession,” said Brian Sumers, who writes the aviation newsletter the Airline Observer, noting that airlines have seen slower demand since President Donald Trump’s inauguration.
“When people are worried about the future, they tend to spend less money. They don’t know how their investments will hold up, or whether they will have a job in six months, and so they hold off on planning travel and buying plane tickets.”
In March, Bank of America analysts found domestic travel was off to a slow start in 2025, which they attributed to falling consumer confidence, bad weather and a late Easter.
How this will play out in airfares remains to be seen, as airlines trim capacity to maintain prices. This week, Delta Air Lines said it would reduce planned capacity growth in the second half of the year.
“On the whole, I expect prices will fall and we will see more empty seats,” Sumers said.
As lower-income households cut discretionary expenses, low-cost airlines are most vulnerable, said Jonathan Kletzel, the transportation and logistics leader at the business consultancy PwC. “Discounted
carriers are going to be feeling this a lot more,” he said.
Hotel hurdles
As buyers of everything from sheets and furniture to electronics and wine, hotels are threatened with higher operating costs as tariffs increase the price of imports.
“While hospitality businesses may absorb some of these added expenses in the short term, it’s likely that at least part of the increased cost will eventually be passed on to customers,” said Becky Liu-Lastres, an associate professor in the department of tourism, event and sport management at Indiana University Indianapolis.
In addition, the industry, which relies on immigrant and visa-holding workers, faces a possible labor shortage related to the administration’s strict stance on immigration, said David Sherwyn, a professor of hospitality, human resources and law at Cornell University’s Nolan School of Hotel Administration.
In the past, hotels have dangled lower rates to attract guests, but if they have limited staff to manage a full house, they may accept lower occupancy to keep rates up.
Jan Freitag, national director of hospitality analytics at CoStar Group, a commercial real estate analyst firm, said hotel reno -
vations and new construction were likely to slow as costs rise.
In past economic downturns, Americans tended to travel closer to home and to book closer to departure, two trends that experts say may return.
In a survey of 1,000 adults conducted April 3-5, marketing and communications agency MMGY Global found that 83% of respondents still intended to travel — down just 4% since a similar survey in February — but that most intended to alter their plans.
One-third planned to travel closer to home; 29% said they would swap an international destination for a domestic one; and 24% would opt for a cheaper mode of transportation.
“On the very high end, I would not be surprised if they continue to travel,” said Freitag of CoStar, “but middle Americans with their 401(k)s shaken may say, ‘Let me stay close to home.’”
Travel warnings from foreign governments related to recent detentions at the U.S. border, and travel boycotts by Canadians, who have been stung by tariffs and calls to make their country the 51st state, threaten inbound international tourism, including cruises, many of which depart from U.S. ports for the Caribbean.
“This will also have an effect on the cruise industry,” said Vinod Agarwal, a professor of economics at Old Dominion University in Norfolk, Virginia. “Canadians who want to travel to the Caribbean may not want to go through the U.S. anymore.” Cruises have more tariff protection than other travel industries because they often buy supplies such as food in foreign ports, exempting them from import fees, said Gordon Ho, a professor in management and organization at the University of Southern California’s Marshall School of Business and the former chief marketing officer for Princess Cruises.
Cruise bookings also tend to be made months or years in advance. It remains to be seen how many passengers will cancel if economic conditions worsen.
“For those who search, there will be opportunities for great values in the months ahead across all of the travel industry as it tries to make up for lost international tourism,” Ho said.

SOBRE: COBRO DE DINERO Y EJECUCIÓN DE HIPOTECA. EDICTO ANUNCIANDO PRIMERA, SEGUNDA Y TERCERA SUBASTA. El Alguacil que suscribe, funcionario del Tribunal de la Sala Superior de Ponce, Puerto Rico, por la presente anuncia y hace saber al público en general que en cumplimiento con la Sentencia dictada en este caso con fecha 31 de julio de 2023, y según Orden y Mandamiento del 11 de julio de 2024 librado por este honorable Tribunal, procederé a vender en pública subasta al mejor postor, y por dinero en efectivo, cheque certificado o giro postal a nombre del Alguacil del Tribunal con todo título derecho y/o interés de la parte demandada sobre la propiedad que se describe a continuación: URBANA: Solar con casa de nueve (9) varas, iguales a siete metros cincuenta y dos centímetros (7.52) por su costado SUR, lindando con la calle del Comercio a la que tiene el frente y con finca de José P. Gil; por la espalda al NORTE, treinta y seis (36) varas, o sea, treinta metros diez centímetros (30.10); por el ESTE, o derecha, lindando con los señores Sauri y Subirá, y treinta (30) varas, equivalentes a veinticinco metros ocho céntimos (25.08); por el OESTE, e izquierda, en colindancia con la finca segregada para José Quesada, formando un área superficial cuadrada de doscientos noventa y siete (297) varas, iguales a doscientos diecinueve metros ochenta y siete centímetros (219.87). Se anuncia por medio de este edicto que la PRIMERA SUBASTA habrá de celebrarse el día 13 de mayo de 2025, a las 10:00 de la mañana, en mi oficina sita en el edificio que ocupa el Tribunal Superior de Puerto Rico, Sala Superior de Ponce. Siendo ésta la primera subasta que se celebrará en este caso, será el precio mínimo aceptable como oferta en la Primera Subasta, eso es el tipo mínimo pactado en la Escritura de Hipoteca para la propiedad, la suma de $34,000.00. De no haber remanente o adjudicación en esta primera subasta por dicha
suma mínima, se celebrará una SEGUNDA SUBASTA el día 20 de mayo de 2025, a las 10:00 de la mañana, en el mismo lugar antes señalado en la cual el precio mínimo serán dos terceras (2/3) partes del tipo mínimo pactado en la escritura de hipoteca, la suma de $22,666.66. De no haber remanente o adjudicación en esta segunda subasta por el tipo mínimo indicado en el párrafo anterior, se celebrará una TERCERA SUBASTA en el mismo lugar antes señalado el día 28 de mayo de 2025, a las 10:00 de la mañana, en la cual el tipo mínimo aceptable como oferta será la mitad (1/2) del precio mínimo pactado en la escritura de hipoteca, la suma de $17,000.00. Si se declare desierta la tercera subasta se adjudicará la finca a favor del acreedor por la totalidad de la cantidad adeudada si ésta es igual o menor que el monto del tipo mínimo de la tercera subasta, si el tribunal lo estima conveniente. Se abonará dicho monto a la cantidad adeudada si ésta es mayor. Con el importe de esta venta se habrá de satisfacer el balance de la sentencia dictada en este caso el cual consiste en el pago de $49,905.63 de principal, más intereses convenidos al 7.7000% anual más recargos hasta su pago, más el pago de lo pactado en la sentencia para costas, gastos y honorarios de abogados. Se dispone que una vez celebrada la subasta y vendido el inmueble relacionado, el alguacil pondrá en posesión judicial a los nuevos dueños dentro del término de veinte (20) días a partir de la celebración de la Subasta. Si transcurren los referidos veinte (20) días, el tribunal podrá ordenar, sin necesidad de ulterior procedimiento, que se lleve a efecto el desalojo o lanzamiento del ocupante u ocupantes de la finca o de todos los que por orden o tolerancia del demandado/deudor la ocupen. El Alguacil de este Tribunal efectuará el lanzamiento de los ocupantes de ser necesario. Si la subasta es adjudicada a un tercero y luego se deja sin efecto, el tercero a favor de quién se adjudicó la subasta solo tendrá derecho a la devolución del monto consignado más no tendrá derecho a entablar recurso o reclamo adicional alguno (judicial o extrajudicial) contra el demandante y/o el acreedor y/o inversionista, dueño pagaré y/o su abogado. Si se anula la venta, el comprador tendrá derecho a la devolución del depósito de la venta judicial menos los honorarios y costos incurridos en el proceso de venta judicial. Según figura en la certificación registral, la propiedad objeto de ejecución está gravada por cargas posteriores a la inscripción del crédito ejecutante que se describe a continuación: HIPOTECA en garantía de pagaré a favor de Secretary of Housing and Urban Development, o a su orden, por la suma de $267,000.00 con intereses al 5.560% anual y vencimiento 1 de octubre de 2083. Constituida por la escritura 55 otorgada en San Juan el 18 de febrero de 2010 ante el notario Jorge Laborde Corretjer. Inscrita el 30 de agosto de 2010, al folio 202 del tomo 690 de Toa Baja, finca 5740, inscripción 12ª. Se entenderá que todo licitador acepta como bastante la titularidad de la propiedad y que todas las cargas y gravámenes anteriores y los preferentes al crédito ejecutan-
te antes descritos, si los hubiere, continuarán subsistentes. El rematante acepta dichas cargas y gravámenes anteriores, y queda subrogado en la responsabilidad de los mismos, sin destinarse a su extinción el precio del remate. Se establece como tipo mínimo de subasta la suma de $267,000.00, según acordado entre las partes en el precio pactado en la escritura de hipoteca. On April 6, University of Connecticut basketball player Paige Bueckers achieved what she set out to do when she joined the team almost five years ago: Win an NCAA championship. After being sidelined by injuries for nearly two seasons, Bueckers, a 23-year-old point guard, led the Huskies to a blowout victory over the South Carolina Gamecocks, earning UConn its 12th NCAA women’s basketball title and becoming the school’s top point scorer in the women’s tournament in the process.
For some, the win would be a star-making moment. But Bueckers — whom the Dallas Wings were expected to select first overall in the 2025 WNBA draft Monday night — was already a star by then, both on and off the court.
In December, she became the first college athlete to have her own Nike player-edition shoe, the Paige Bueckers G.T. Hustle 3. She was also the first college athlete to sign a name, image and likeness deal with Gatorade. According to on3 and SponsorUnited, both of which track sponsorship and other deals for college athletes, Bueckers is the third most valuable woman in college sports, has the second largest social media following and the highest engagement from her followers.
“It’s so surreal,” Bueckers said of UConn’s championship win in an interview Wednesday. “It hasn’t really sunk in yet.” She was dressed in a lavender Nike sweatsuit, and her long vanilla-blond hair was neatly cascading down her back. Earlier that day, she had been interviewed on the “Today” show; later, Bueckers would head to a taping of “The Tonight Show Starring Jimmy Fallon.”
“It’s like working on good fumes right now,” she said. “You’re so amped up and so excited based on what just happened.” She added that she did not want the attention she had received this season to overshadow the success of the Huskies as a team and of players such as Sarah Strong, a freshman UConn forward who scored 22 points and had 15 rebounds in the final against South Carolina.
Bueckers’ profile has risen amid a significant era for women’s basketball. Last year’s NCAA women’s tournament received more viewers than the men’s tournament did, and the
WNBA’s regular season in 2024 surged in viewership compared with previous years’ audiences. The sport’s growth has been driven in part by other star newcomers such as Caitlin Clark and Angel Reese, but Bueckers’ success has also stood out.
Nobody beats her ‘rizz’
Fans and former coaches alike say that is partly because of her “rizz” — or charisma — a quality palpable in her on-court appearances. It is also evident in the TikTok videos of Bueckers and her teammates dancing, which often travel far and wide, and in her off-court style, which is the subject of dedicated fan accounts on Instagram.
Her confidence comes partly from her faith, Bueckers said on a video call in March, a couple weeks before the NCAA final. It was a rest day for the Huskies, and she had slept until 11 a.m. She had gone to a sauna and shot 100 free throws before the call; afterward, she had a massage appointment.
Bueckers, who grew up outside Minneapolis, described her faith as a major part of her identity, which has also been shaped by her family. Her parents, Amy Dettbarn and Bob Bueckers, divorced when she was a toddler, and Bueckers was raised mostly by her father. She has three half siblings, including a 12-year-old half brother, Drew, whose mother is Black. “Drew doesn’t leave her hip,” Bob Bueckers said figuratively, adding that Paige Bueckers had been a role model to all of her siblings.
Bueckers was raised Catholic but now attends a church that she characterized as nondenominational. Her faith, she explained, has helped her be more decisive. “I know that whatever decision I’m going to make is going to be the right one, and it’s going to turn out the right way,” she said.
Has Bueckers, who works with stylist Brittany Hampton, decided on a look for Monday’s WNBA draft? In fact, Hampton said, Bueckers is planning to wear several. “Her draft day is her opulence moment,” the stylist said. “It’s going to be power dressing for sure.” Hampton, 36, said to expect “liquid rhinestone cascades,” “embellishments” and “bold elegance.”
For last year’s draft, which Bueckers attended as the guest of former UConn teammates, she wore a Louis Vuitton ensemble of a white vest, shirt and trousers. A TikTok video of her showing it off received comments including “GIRL GOT DRIPPP,” “The fit is GIVINGGG” and “Paige A Whole Vibe.”

portant to Bueckers, whose style has been covered by both Vogue and GQ. “I want to be here, be there, be everywhere,” as she put it. “Masculine, feminine, crop tops, baggy clothes. I don’t want to put myself in a box.” Nor does she want others to. “Why do women have to wear dresses?” she asked rhetorically. “I can dress like a boy if I want to. What even is dressing like a boy?”
Smooth on and off the court
Connor Jordan, a college basketball fan, described Bueckers as having “steez,” a term for people whose style telegraphs as effortless and innate. Jordan, a 30-year-old fly fishing guide in Driggs, Idaho, said Bueckers had a similar smoothness on the court. “She’s graceful to watch,” Jordan said.
Those types of reactions are what Bueckers aims for with her style. “It gets people thinking, like, ‘What is this girl doing?’” she said. “And that’s what fashion is all about.”
She takes inspiration from WNBA players such as Natasha Cloud, Kahleah Copper and Sue Bird, who recently retired. “They’re all people who have their own sense of fashion, and they’re not conformed to anything that society thinks they should be,” Bueckers said. “They can wear heels one day, and loafers or sneakers the next.”

She pointed to Bueckers’ appearance at the 2021 ESPY Awards as a breakout moment off the court. After receiving the award for best college athlete in women’s sports, Bueckers, then 19 and a sophomore at UConn, mentioned in her acceptance speech how Black female athletes were overlooked.
“They don’t get the media coverage that they deserve,” she said onstage. “They’ve given so much to the sport, the community and society as a whole, and their value is undeniable.” Starks, who is Black, said the speech demonstrated how “special” Bueckers was and how she “doesn’t necessarily care about what you or anybody else thinks.”
Starks recalled another moment she observed Bueckers’ confidence: at a barbecue in the backyard of Starks’ home in Hopkins, Minnesota, when a 14-year-old Bueckers emphatically rapped every word of “Dreams and Nightmares” by Meek Mill, along with Starks’ daughter and their friends.
“Paige always thought she had more rhythm than anybody in the room,” Starks said. “She always thought she was fresh, and that’s what makes her unique.”
