Fiscal board approves $89 million for various municipal programs

Financial Oversight and Management Board for Puerto Rico

Executive Director Robert Mujica said Tuesday that the supervisory entity approved additional funds in this fiscal year’s budget for municipalities, especially those with financial problems.

“The Board also worked with the government to allocate $89 million in additional funds for municipal governments in this year’s budget. In this case, we worked together with the Office of Management and Budget, the Mayors Federation, and the Mayors Association,” Mujica said during the oversight board’s public meeting, the first in which Gov. Jenniffer González Colón participated. “And, to be clear, the government of Puerto Rico supports municipalities with almost $350 million this year.”

The Financial Oversight and Management Board has “worked with the government to allocate $89 million in additional funds for municipal governments in this year’s budget,” said Robert Mujica, second from left, the oversight board’s executive director.

“Of those $350 million, $89 million was specifically added to support targeted programs and municipalities with greater needs for additional funds. The Ama de Llaves social welfare program received $15 million in additional funding. The emergency medical services program received $9 million and $30 million was allocated to municipalities with the greatest needs to support essential services,” Mujica added. “The Ama de Llaves program offers services in municipalities such as essential assistance with hygiene, home management, and medication administration for the elderly and disabled. The emergency medical services program assists municipalities that participate in 9-1-1 emergency response services. And, based on applicable criteria and requirements, 38 municipalities qualified for additional funds from the emergency medical response program and 51 municipalities met the requirements to receive additional funds from the Ama de Llaves program. We anticipate allocating the remaining $35 million to municipalities as part of the central government’s efforts to improve collaboration on joint initiatives that impact Puerto Rico’s economy. The Board fully understands the challenges that municipalities face in offering social welfare services to

their residents and continues to support Puerto Rico’s mayors and their staff to ensure that they can serve their residents well.”

Mujica also said it was not the oversight board that suggested hiring the consulting firm PJT Partners as part of the negotiation of the Puerto Rico Electric Power Authority (PREPA) debt.

“To be clear, because it has been reported that this is the Board’s contract. This is not the Board’s contract,” he said. “The Board in fact specifically said that it is not negotiating that contract. It was negotiated by the mediators. The mediators and the Board as a representative had to present it to the court. The mediators had that negotiation with their advisers. We did not negotiate that contract, and the mediators have the right to [hire] the professionals they consider necessary for the mediation. But they are not our advisers. They are the advisers of the mediators. And it is up to the court, when examining the request, to make the judgment.”

The chairman of the oversight board, Arthur González, noted that at the moment they do not have a position taken on the contract, but they can present opposition, just like the Puerto Rico government can.

“If the governor’s office disagrees with what the mediators have proposed, they can oppose it if that is their position on it,” González said.

PREPA bondholders seek lift of bankruptcy stay

Agroup of Puerto Rico Electric Power Authority (PREPA) bondholders want U.S. District Judge Laura Taylor Swain to lift the litigation stay, arguing that the energy utility refuses to accept their latest settlement offer in the bankruptcy process that began in July 2017.

Assured Guaranty Inc., the PREPA Ad Hoc Group, National Public Finance Guarantee Corp., GoldenTree Asset Management LP, Syncora Guarantee Inc., and U.S. Bank National Association as trustee under the Trust Agreement moved on Monday to terminate the litigation stay in PREPA’s Title III bankruptcy case and used statements made by La Fortaleza Chief of Staff Francisco Domenech and by Gov. Jenniffer González Colón in support of their claims.

Like Domenech, González Colón described the new forecasts incorporated in the fiscal plan as “not factual,” the bondholders noted.

“It is now abundantly clear that the Board simply will not engage on a consensual plan absent adjudication of certain key issues,” the bondholders said. “Litigation should proceed on an updated motion for relief from the automatic stay or for adequate protection, a motion for an administrative expense claim, the Bondholders’ accounting counterclaim, and a motion to dismiss this Title III case.”

They argued that the Financial Oversight and Management Board for Puerto Rico, which represents PREPA in its $9 billion bankruptcy, eliminated any reasonable basis for maintaining a stay.

On Tuesday, the organization QUEREMOS LUZ denounced the oversight board because, it said, “at the expense of the Puerto Rican people, it intends to give billions of dollars to the private operators (of the electrical grid, LUMA Energy and Genera PR) and to PREPA bondholders, an action that will produce, among others, the doubling of the Basic Electricity Rate as of July 2025.”

The bondholders in their motion said they have proposed a settlement that would allow PREPA to maintain rates at a level that was deemed reasonable and affordable by the oversight board, provide 50 years of runway with replacement bonds that would have virtually no risk of default, and provide billions of dollars in financing to improve the grid.

“Had the Board engaged, PREPA could have emerged from Title III expeditiously,” the bondholders said. “Importantly, PREPA can easily afford the settlement. Indeed, there is real-life evidence of affordability because the Bondholders offered the new capital pari passu -- meaning PREPA could

The oversight board, the bondholders said, “then decided that instead of breaking the impasse through good-faith negotiations, it would instead make resolution -- indeed, reorganization -- effectively impossible by unilaterally ginning up a new fiscal plan that eliminates all debt capacity.”

“In other words, the Board did not just move the goalposts yet again in this case, but this time the Board eliminated them altogether,” the bondholders said.

The bondholders contended that even the commonwealth government recognizes that the oversight board is acting in bad faith, given that Domenech, the executive director of the Fiscal Agency and Financial Advisory Authority (AAFAF by its initials in Spanish), on behalf of the new administration, stated that the board’s actions are “unacceptable,” and that the fiscal plan is based on projections that are neither “real nor reasonable.”

The governor has likewise chastised the oversight board, calling its actions “unprofessional” and stating that her administration is “going to put up a fight” in response to the board’s certification of its new fiscal plan “because it’s wrong, because it costs the people, because it’s not the right thing to do, because it is not serious, because it is not a good faith negotiation and because it is not a good faith evaluation,”

“PREPA has been consuming the Bondholders’ collateral without their consent and without sufficient provisions for adequate protection since the commencement of this case in July 2017 =-- almost eight years,” they added. “And the Board has now indicated that it intends to have PREPA consume the collateral indefinitely. But two separate stay orders have prevented the Bondholders from vindicating their rights under PROMESA [the Puerto Rico Oversight, Management and Economic Stability Act] and the U.S. Constitution.”

Meanwhile, the oversight board’s executive director, Robert Mujica, said on Tuesday that the governor had not yet submitted any specific changes to the PREPA fiscal plan.

“The fiscal plan was in process for more than a year. Understand that this is not something that the board has come to a conclusion on in a short time,” Mujica said at a press conference associated with the board’s first public meeting, in which the governor participated. “More than a year, more than 50 meetings, including meetings with PREPA, which has all those numbers. The fiscal plans also go through an enormous amount of scrutiny. These are not the final fiscal plans. People will review them. People will challenge them. People will examine the numbers. We hope to continue having conversations with the governor to understand where they are …”

“And there will be scrutiny on the fiscal plan, and we will review what the governor’s thoughts are,” he added. “They have not presented us with specific changes to the plan.”

House speaker vows support for Food Bank, other nonprofits

There is no place for hunger in Puerto Rico in the third decade of the millennium, Speaker of the House of Representatives Carlos “Johnny” Méndez Nuñez said Tuesday in support of institutions such as the Food Bank of Puerto Rico, that he said served the island so well, particularly during hurricanes Irma and Maria in 2017, and the earthquakes and the COVID-19 pandemic in 2020.

Nonprofits, such as the Food Bank of Puerto Rico, that feed islanders who would otherwise go hungry “need and have our support,” Speaker of the House of Representatives Carlos “Johnny” Méndez Nuñez said.

“They need and they have our support,” the veteran lawmaker said. “From the House of Representatives we are going to identify how to better serve the people through organizations such as this.”

“We are evaluating the best way to support an organization that directly impacts 1,800 children in the public school system, that [supplies] 168 non-profit organizations with food, that helps our university students through agreements with the University of Puerto Rico, among other institutions,” Méndez added.

Attached to one of the largest non-profit organizations in the United States, the Food Bank provides food to 47 million citizens, including in Puerto Rico.

Last year the organization provided 20 million pounds of food to the 78 municipalities.

Authorities on Tuesday afternoon found tourist Abdur Rahman, a Wisconsin resident who went missing on Sunday in El Yunque National Forest in Río Grande. The island Bureau of Emergency Management and Disaster Administration wrote on its X social media account that its personnel were in the process of removing Rahman from the area where he was found and transporting him to a hospital.

The 64-year-old man has several health conditions. He was in El Yunque with family members and several people who toured the trails. When the group met up again, Rahman was not there.

San Germán Mayor Virgilio Olivera Olivera on Tuesday welcomed seven prisoners participating in a rehabilitation program called the Community Work Program under the Municipal Department of Public Works.

“We reached an agreement with the Department of Corrections and Rehabilitation to give a new opportunity to these prisoners to work from 7 a.m. until 1 p.m. cleaning highways,” the mayor said. “We believe completely in rehabilitation and with these seven prisoners we will give them a second chance.”

“In our city of San Germán we support this new opportunity to give [a second chance in] life,” he said.

“We are confident that in this great opportunity that we wil give to many in the near future that will allow them to enter the world of work,” he said.

Fiscal board-commissioned study finds significant misalignment in health care

Astudy on the healthcare workforce in Puerto Rico conducted by FTI Consulting for the Financial Oversight and Management Board found numerous problems. The study, whose results were unveiled Tuesday, was commissioned because, the oversight board said, addressing the challenges facing Puerto Rico’s healthcare workforce is crucial for improving the health and quality of life of its residents, as well as fostering economic growth. FTI partnered with IMPACTIVO to carry out the research.

greatest misalignment. There is also a notable shortage of clinical support staff, such as physical therapists, who are essential for managing an aging population and patients with multiple chronic conditions.

The concentration of healthcare practitioners in urban regions creates significant accessibility issues for residents in rural areas. Additionally, many healthcare professionals are aged 65 and older, leading to fewer available doctors.

The report from the FTI study recommended implementing initiatives that have been shown to improve population health and promote more optimal utilization of healthcare professionals and support resources, all at relatively low cost and in a short timeframe. It also suggested initiatives to manage workforce supply and information effectively. The

The extent of the misalignment varies based on several factors. The first is patient demographics, since older people living in Puerto Rico face greater challenges in accessing healthcare services compared to younger residents.

The second factor is geography. People living in rural areas of Puerto Rico, which are less populated and farther from major population centers, have more difficulty accessing services than those in urban areas.

The third factor was the category of service. Certain healthcare professions, including endocrinology, gastroenterology, geriatrics, nephrology, oncology, orthopedics, physical therapy and psychology/psychiatry, exhibit the

The study found that existing laws and regulations in Puerto Rico act as barriers to expanding and developing the healthcare workforce. For example, practitioners operating outside of Puerto Rico are unable to provide telehealth services to patients within the territory.

The licensing and credentialing processes for healthcare practitioners rely heavily on outdated paper-based methods, which can take months, and in some cases over a year, to complete. This is further complicated by the fragmentation of the system, requiring practitioners to work with multiple payers to secure individual credentials.

The often-discussed 4 percent tax incentive for certain healthcare providers seems to have resulted in recipients reducing their hours of operation while maintaining the same level of net income. Additionally, an increase in Government Health Plan (GHP) reimbursement for certain providers has led practitioners to prioritize GHP members over those covered by other health insurance programs.

Trump administration, breaking with Musk’s directive, says replying to his email is voluntary

Elon Musk’s monthlong rampage through the federal bureaucracy appears to have met its first real test, as some of President Donald Trump’s top loyalists flatly reject the billionaire’s demand that their employees justify their jobs or be summarily fired.

By Monday, just 48 hours after an email from Musk with the subject line “What did you do last week?” landed in the email boxes of millions of federal workers, personnel officials proclaimed the “request” to be voluntary even as Musk renewed his demand.

For the first time since the beginning of Trump’s return to power, government employees appeared to be fending off, at least for now, an ambush in their war with the world’s richest man. Even if the head-spinning series of events — contradictory posts from Musk, comments from the president and emails from agency heads — left many of them confused.

After Musk’s email, several agencies quickly sent out emails telling their employees they did not need to provide the five bullet points about their activity that he wanted.

“There is no HHS expectation that HHS employees respond to OPM, and there is no impact to your employment with the agency if you choose not to respond,” said an email sent to employees at the Department of Health and Human Services, referring to the agency that sent Musk’s request, the Office of Personnel Management.

The HHS email added that anyone who wanted to respond should “assume that what you write will be read by malign foreign actors and tailor your response accordingly.”

At virtually the same time that employees were told a response was no longer necessary, Trump weighed in during a visit with French President Emmanuel Macron, praising Musk’s demand as “genius” and saying that employees who did not respond would be “semi-fired” or “fired.”

Late Monday, Musk offered another twist on his social media site.

“Subject to the discretion of the President, they will be given another chance,” Musk wrote on X, apparently referring to federal employees who did not respond to his email by his

trying to develop a coordinated response, according to a senior U.S. official familiar with the discussions. The result of that effort began when Kash Patel, Trump’s newly installed FBI director, told the bureau’s employees to “pause any responses” to the Musk directive.

The official, who asked not to be identified in order to discuss internal deliberations, said there was some concern that Musk might lash out over the weekend on his social media platform. The official said the weekend’s activity added to anger at Musk among Cabinet secretaries and agency heads for interfering with their departments.

The responses from several department heads made it clear that they were offended by the idea that an outsider was trying to take over their personnel decisions. Other responses indicated that agency heads were concerned that employees might reveal secret or even classified information in their responses to Musk.

At the CIA, senior officials did not put out a public statement, but some people at the agency were quietly instructed not to respond to Musk’s email in the hopes that the problem would go away, according to a person familiar with the decision.

White House officials denied that there had been any impact on Musk’s authority, or even any dissension among the president’s top officials across the government.

“The email request was utterly trivial, as the standard for passing the test was to type some words and press send!” he said in another post. “Yet so many failed even that inane test, urged on in some cases by their managers. Also on Monday, the Office of Personnel Management sent out a new memo reiterating the request and the deadline, though allowing agency heads to “exclude personnel from this expectation at their discretion.”

Until this weekend, Trump’s most senior officials had uniformly embraced Musk’s call for a smaller, more efficient government, free of what Republicans call “woke” ideology. Thousands of employees have been fired or put on leave. Entire agencies, among them the U.S. Agency for International Development, have been all but shuttered. Remote workers have been told to return to the office or be fired.

But the response to the weekend email suggests that there may in fact be limits to how far Musk, acting on Trump’s behalf as the leader of the newly created Department of Government Efficiency, can push the bureaucracy.

Across the executive suites of the federal agencies, the Musk email triggered concerns about turf and security. The message fractured Trump’s Cabinet, with the leaders of some departments ordering their employees to comply and others directing workers to ignore the threat.

“Everyone is working together as one unified team at the direction of President Trump,” said Karoline Leavitt, the White House press secretary. “Any notion to the contrary is completely false.”

The dissent among the top ranks of Trump’s administration was rare for a president whose demands for absolute loyalty have resulted in dramatic executive actions by his subordinates, all acting in lockstep to quickly push through Trump’s agenda.

Over the weekend, numerous top officials defied Musk, urging their employees to “pause” or “not respond” to the demand for a description of five things they did the previous week. Employees at the Departments of State, Defense, Energy, Homeland Security and Justice were all flatly told not to comply.

“For now, DOE employees are asked to please pause on any direct response to the OPM email,” Energy Secretary Chris Wright said in a weekend email. A top State Department official wrote, “No employee is obligated to report their activities outside of their department chain of command.”

At the same time, the president’s handpicked leaders at the Treasury, the General Services Administration, the Department of Transportation and the Office of Management and Budget told employees to follow Musk’s weekend directive. A Treasury email said, “You are directed to respond to this message before the deadline,” adding that “we expect that compliance will not be difficult or time-consuming.”

The split among advisers came just two days before Trump is set to convene his first full Cabinet meeting of his second term at the White House today.

Chris Murphy emerges as a clear voice for Democrats countering Trump

As Sen. Chris Murphy, D-Conn., sat seething in his office last month watching President Donald Trump blame diversity requirements at the Federal Aviation Administration for the deadly plane crash over the Potomac River, members of his staff warned him against publicly venting his rage.

The midair collision had happened less than 12 hours earlier, they reminded him; bodies were still in the water and families were still being notified about the deaths of loved ones. Perhaps it would be more befitting of a U.S. senator to be respectful of the tragedy and all of its unknowns, rather than seize the political moment and respond?

Murphy had no time for that.

“Everybody in this country should be outraged that Donald Trump is standing up on that podium and lying to you — deliberately lying to you,” he said in an impassioned video he recorded and posted within 30 minutes of Trump’s news conference. “Every single senator and member of Congress should call him out for how disgraceful it was.”

Many did, but none managed to do so quite as quickly or concisely as Murphy, 51, who has seemed to be everywhere, all at once, since Inauguration Day, staging a loud and constant resistance to Trump at a time when Democrats are struggling to figure out how to respond to him.

Murphy, a career politician who rose to national prominence as a gun safety advocate after the 2012 Sandy Hook elementary school shooting in Newtown, Connecticut, has emerged in the opening weeks of Trump’s second term as one of the most effective Democratic communicators pushing back against a president unbound.

In two-minute videos on social media, which he records from his office on Capitol Hill; an almost constant stream of posts on the social platform X; passionate floor speeches; and essays he writes on his Substack, Murphy is attempting to explain in digestible sound bites that what is happening in Washington is very simple: It’s a billionaire takeover of American democracy.

He is also seizing a political opportunity to position himself as a future national leader for Democrats who find themselves deep in the wilderness as they seek a strategy for simultaneously rebuilding their party and resisting Trump.

“It’s an overwhelming moment,” Murphy said in an interview Wednesday in his office on Capitol Hill. “Our political brand is fundamentally broken, the rule of law is disintegrating and a lot of people still don’t know what Trump’s actual agenda is.”

Murphy has spent the past three years immersing himself in the literature and ideas of the “new right,” listening to the podcast “Red Scare” and reading thought leaders such as Curtis Yarvin and Patrick Deneen. He credits that immersion for his being prepared for Trump’s return to power.

“It gave me a window into how thoughtful they were being to make sure they were ready on Day 1,” he said.

seem several steps behind. He’s providing Democrats with a messaging blueprint for how to take on Trump and Elon Musk and win back working-class voters.”

Murphy, who is aging out of the “boy wonder” phase of his political career (he was 33 when first elected to the House), is not exactly charismatic; he is cerebral and serious. At a recent news conference, he did not crack a smile when Sen. Chuck Schumer, D-N.Y., the minority leader, made corny jokes about his grandson losing his first tooth, waiting them out stone-faced until it was his turn to speak.

Comedian Hasan Minhaj recently described him as having the look of a McKinsey consultant, “just blending into congressional crowds of white men like an arctic fox.”

At times, Murphy can sound like a high school history teacher giving a civics lesson.

“Dictators and despots, they use law enforcement to try and compel loyalty,” he said in one video, explaining why people needed to care that the Justice Department had dropped its charges against Mayor Eric Adams of New York. “They threaten you with arrest if you’re not loyal; they will let you get away with crimes if you are loyal. That’s what’s happening in America today.”

But a constitutional crisis can offer an opportunity for a civics refresher, and Murphy appears to be breaking through.

Over the past two months, he has doubled his Instagram following on both his official and political accounts.

Since Jan. 1, Murphy’s Facebook and Instagram accounts have racked up 29.2 million impressions. On Substack, Murphy’s subscribers have increased by 223%. His campaign has spent more on fundraising ads on Meta in 2025 than it did in the entirety of the 2023-24 cycle, when he was running for reelection.

“My 16-year-old son for the first time, he said to me, ‘What’s going on? My friends are seeing your stuff,’” Murphy said. “I’m showing up on a 16-year-old’s TikTok feed.”

That is one of his current metrics of success.

“People are trying to understand this moment,” he said. “They’re looking for people who can explain it in terms that are pretty simple. I want to create explanations and content that get sent to people that are not reading and thinking about politics every day, but know something is screwy and want to understand it.”

Murphy insists he is not just doing all this to set up a run for president, in part because he thinks it is no sure thing that there will even be a race to enter in four years.

“Right now, there is a distinct possibility that we do not have a free and fair election in 2028, and all of our work is to make sure that doesn’t happen,” he said.

Murphy said he can easily envision a future where “the press is so demoralized, the opposition is so beleaguered and harassed that you just don’t have the ability to mount an opposition.”

For a decade, the issue of gun violence has defined Murphy’s career; the 2012 massacre at Sandy Hook Elementary School took place a month after he won his Senate seat, having served in the House since 2007. For years, he has been haranguing his colleagues to go out and run on the issue of gun safety, because he thinks it is a winning electoral issue that politicians are scared to touch.

After the pandemic, he dove into the issue of loneliness, calling it an epidemic and “one of the most important political issues of our time.”

But for now, those issues are all on the back burner.

“Nothing matters other than the question of whether or not we let the billionaires destroy our democracy,” he said. “There’s a ticking time bomb inside our body politic right now. It’s very possible this thing could be completely rigged by the summer or fall of this year.”

So Murphy has decided to set his hair on fire to get people to pay attention. He is on YouTube, doing interviews with Minaj and political influencers such as Brian Tyler Cohen, Mehdi Hassan and Jack Cocchiarella. He is on Substack, talking to Anand Giridharadas. He is on TikTok talking to Aaron Parnas. And he is wherever you get your podcasts, talking to Jon Favreau.

His party’s devastating 2024 losses, coupled with Trump’s blatant abuses of his authority, have made Murphy rethink a conventional approach to politics. These days, he has been meeting with his Senate colleagues to convince them that this is not a time to play by any old political rules.

“They do not deserve the benefit of the doubt,” he has told other Democrats of Trump and Republicans. “They are deliberately hiding what they are doing so that responsible, thoughtful, fact-based people will say nothing.”

On a recent episode of his wildly popular podcast, the right-wing provocateur Dan Bongino asserted that he would soon be able to show that pipe bombs found near the Capitol the day of the Jan. 6, 2021, attack were “an inside job” and that “the FBI knows who this person is.”

It is a baseless theory that has spread among the right; the FBI has, in fact, been unable to identify a suspect, despite four years of effort and a $500,000 reward. Nevertheless, Bongino suggested with furious certainty that the incoming FBI director, Kash Patel, would soon reveal the answer.

“We’re in charge now,” he whispered excitedly. His conspiratorial-minded views, characteristic of his show, offer a remarkably vivid illustration of his likely ap-

proach when he takes over the No. 2 job at the FBI. As deputy director, he will effectively serve as the chief operating officer of the premier U.S. law enforcement agency, overseeing the most sensitive cases in the nation. The role will give him access to vast amounts of highly sensitive intelligence, as well as the daily flotsam of rumor, speculation and false accusations that FBI agents receive from informants and the public.

Still, as he talked about his new post Monday, Bongino, a failed political candidate who struck gold as a combative, perpetually online Trump supporter, was emotional as he acknowledged that joining the highest echelons of the bureau would require shifting tack.

“We play different roles in our life and each one requires a different skill set,” he said, insisting that he was “clear-eyed” about the vision that President Donald Trump, Patel and Attorney General Pam Bondi have for the FBI. “I am going to do my best to implement that vision.”

Days earlier, Bongino offered a glimpse of that vision, playing a clip of senior White House adviser Stephen Miller declaring, “The existential threat to democracy is the unelected bureaucracy.”

Americans, Miller said, “vote for radical FBI reform and FBI agents say they don’t want to change.” Miller’s point was clear: Trump will succeed in radically changing the FBI.

Bongino has long shouted for such change at the bureau.

He has called for the shutdown of the Foreign Intelligence Surveillance Court, which handles terrorism and

espionage cases. His skepticism dates to an error-laden application by the FBI in seeking to surveil a former Trump campaign policy adviser in 2016 and 2017 with ties to Russia. He has also called for the firing of all FBI agents involved in a court-approved search of Trump’s Mar-a-Lago home in Florida.

“What the FBI did to Donald Trump, it wasn’t law enforcement, it was tyranny,” he declared in 2022.

The selection of Bongino, 50, a former New York City police officer and Secret Service agent, represents a sharp break from the FBI’s history given his relative lack of experience at the agency. For more than 100 years, the second-incommand has been a veteran special agent from within the bureau, someone well versed in its inner workings.

Bongino’s rise in the world of conservative news media was fueled by what critics describe as a penchant for spreading misinformation — about the pandemic, the 2020 election and the FBI.

In 2022, he was banned by YouTube for repeatedly violating the platform’s rules about coronavirus misinformation, including for a video that claimed that masks were useless.

Bongino started his podcast in 2015, and worked at Fox News and the National Rifle Association’s now defunct streaming service, but it was not until the 2020 election that he ascended to the upper ranks of right-wing punditry.

That year, he was diagnosed with Hodgkin lymphoma, which led to surgery and chemotherapy.

He quickly became one of the loudest voices casting doubt on Joe Biden’s victory.

When Rudy Giuliani, the former mayor of New York, appeared on Bongino’s show in November 2020, he made an outlandish claim, asserting that voting software from Dominion Voting Systems was secretly being misused.

“We’re basically having our votes counted by Venezuelans,” Giuliani declared.

“That’s insane,” Bongino replied. Despite or perhaps because of such baseless claims, Bongino’s popularity soared as his podcasts and online posts were an insistent drumbeat of doubt about the election results.

(Separately, Dominion, subject to a flood of election misinformation, filed a lawsuit against Fox News, accusing it of spreading harmful conspiracies. The network reached a $787.5 million settlement with the company.)

Last week, Bongino raged about a number of topics, offering his listeners advice about how to escape if a wouldbe killer tried to choke them to death.

He also reprised a pet topic — the FBI investigation into whether the 2016 Trump campaign conspired with Russia in its efforts to influence the presidential election.

In his shows and in a book he wrote called “Spygate,” Bongino has maintained, like Trump, that the entire investigation was a pretext to harm Trump’s political career.

“I don’t want to move on” from that case, Bongino insisted last week. “I want to find out what happened so it can never happen again.”

On Monday, he assured his audience that he was not quite done offering his thoughts on politics, the government and the culture wars; he plans to keep podcasting this week.

Judge declines to immediately restore AP’s access to Trump events

Afederal judge cleared the way earlier this week for the White House to continue barring The Associated Press from covering news events with President Donald Trump, extending a legal fight over freedom of speech and press access, which Trump has long sought to challenge.

The AP sued several top Trump administration officials last week, accusing them of violating the First and Fifth Amendments by barring its reporters from press events. The White House began turning away the wire service’s reporters this month, raising objections to its editorial decision to continue to refer to the Gulf of Mexico in its coverage, rather than calling the body of water the Gulf of America.

Judge Trevor McFadden of the U.S. District Court for the District of Columbia, who was appointed by Trump, said the AP’s circumstances were “not the type of dire situation” that would require emergency intervention against the White House, in part because the organization could still report the news through shared reports sent out to all media organizations in the White House Correspondents’ Association.

While McFadden said he was hesitant to immediately force the Trump administration’s hand, he seemed sympathetic to arguments against the White House, including that its actions appeared to be intended to coerce or punish the news organization over a language choice, which, he repeatedly said, amounted to “viewpoint discrimination.”

After reading his ruling, he warned the lawyer representing the Trump administration that legal precedent from other cases in which the White House had banned specific reporters was “uniformly unhelpful to the White House.” He ordered an expedited hearing to consider an injunction against the Trump administration, before which both sides could introduce more evidence.

“It might be a good idea for the White House to think about whether what they’re doing is really appropriate given the case law,” he said.

The Associated Press had requested a restraining order to prevent the White House from excluding its journalists from events where the president routinely makes news, such as when he signs executive orders in the Oval Office and often speaks unscripted to the journalists assembled to watch.

Charles Tobin, a lawyer for the news organization, said the lawsuit boiled down to the decision by Trump and his staff to punish one outlet over others by keeping them out of events they cover on behalf of thousands of newsrooms and broadcasters worldwide.

Tobin likened journalism to a jury trial, in which reporters and photographers must be able to observe the president the same way jurors assess a witness’s credibility on the stand. He argued that while presidents routinely hold private events that are closed to the press — such as fundraisers — restricting one outlet from joining otherwise open events amounted to an arbitrary deprivation of their access.

“Once you let people in, it becomes a different constitutional analysis,” he said.

The White House celebrated the judge’s move.

“As we have said from the beginning, asking the president of the United States questions in the Oval Office and aboard Air Force One is a privilege granted to journalists, not a legal right,” the statement said.

On Monday, when President Emmanuel Macron of France met with Trump at the White House, the French press corps decided that a Paris-based reporter from the AP would ask their first question during the planned joint news conference. She was allowed to do so, according to a report issued by the press pool,

the rotating group of journalists who travel with the president and have reserved seats in otherwise walled-off events in the White House complex.

Lawyers defending the Trump administration had argued that it was the president’s prerogative to choose which members of the news media to allow into otherwise restricted areas, including the Oval Office, Air Force One and his residence at the Mar-a-Lago resort in Palm Beach, Florida. They argued that the makeup of the press pool, which traditionally comprises just 13 people, but always includes the AP and other wire services, can be changed at the president’s discretion without “offending the Constitution.”

At the hearing Monday, Brian Hudak, a lawyer representing Trump officials, compared participation in the press pool to other “special access events,” such as one-on-one sit-down interviews with the president, which he said presidents had no obligation to give to every organization.

He argued that a president may have legitimate reasons for choosing specific outlets in specific contexts, such as by inviting a group of financial journalists to an event about tariffs.

Hudak said he believed that Trump would be within his rights to go even further, such as by hypothetically banning all but a

handful of cameramen from the White House. But he argued that Trump’s staff had not caused the AP harm to that extent, pointing to its continued access to the White House grounds and its press briefings.

“If tomorrow the White House decides to eliminate the pool, I think they can do that,” he said, adding that journalists are granted access to the White House at the president’s “grace and discretion.”

But McFadden appeared to disagree, saying that while there would appear to have been “any number of content-neutral reasons” for excluding AP print journalists and photographers, it seemed clear that the administration had picked a fight with the organization over its content.

Earlier in the day, Ed Martin, the interim U.S. attorney in Washington, denounced the AP on social media.

“As President Trumps’ lawyers, we are proud to fight to protect his leadership as our President and we are vigilant in standing against entities like the AP that refuse to put America first,” Martin said.

The extraordinary statement, coming from a federal prosecutor amid litigation and suggesting that Justice Department attorneys are the president’s lawyers rather than representatives of the government, only added to the tension as both sides prepared to continue litigating.

“We look forward to our next hearing on March 20 where we will continue to stand for the right of the press and the public to speak freely without government retaliation,” Lauren Easton, a spokesperson for the AP, said in a statement. “This is a fundamental American freedom.”

While lawyers argued Monday, Zeke Miller, the AP’s chief White House correspondent, joined his organization’s lawyers at the plaintiff’s table, with his back to a full courtroom. Eugene Daniels, a White House correspondent for Politico who is the president of the White House Correspondents’ Association, watched in the crowd, as did Julie Pace, the executive editor of the outlet.

Making his case, Tobin told McFadden that he was not asking the court to determine whether Trump’s motive was “geographical propaganda” or a “patriotic” rebranding of a body of water.” But he said the decision to punish the AP over its editorial choices cut against established legal norms.

“For better or worse, what goes into newspapers is the decision of editors,” he said.

Lester Holt to step down as anchor of ‘NBC Nightly News’

Lester Holt, the veteran NBC newscaster and anchor of the “NBC Nightly News” over the past decade, announced earlier this week that he will step down from the flagship evening newscast in the coming months.

Holt told colleagues that he would remain at NBC, expanding his duties at “Dateline,” where he serves as the show’s anchor.

“It has truly been the honor of a lifetime to work with each of you every day, keeping journalism as our true north and our viewers at the center of everything we do,” Holt, 65, wrote in a memo to colleagues.

He said that he would continue anchoring the evening news until “the start of summer.” The network did not immediately name a successor.

Holt provided a steady hand to “NBC Nightly News” when he ascended to the job in 2015. The evening newscast was mired in a scandal after it was revealed that Brian Williams, the anchor at the time, had embellished a story about a helicopter attack in Iraq.

Holt, then the weekend anchor of the “NBC Nightly News,” filled in for Williams for several months, and then was given the job full time after it was decided that Williams would move over to MSNBC after a suspension.

In a note to staff, Janelle Rodriguez, the executive vice president of programming at NBC News, applauded Holt’s tenure, and for leading the newscast “during some of the country’s most fraught and challenging times in the past decade.”

“Quite simply, Lester is the beating heart of this news organization,” she wrote.

Rodriguez highlighted Holt’s role in the opening weeks of the 2020 pandemic, “when Lester’s voice was a source of comfort each night for so many,” she wrote. At the time, the show was averaging as many as 12 million viewers a night, drawing the sort of audience “NBC Nightly News” had not seen in more than a decade.

“This is the story of our lifetimes,” he said at the time.

Holt’s departure comes at a time of change for many news divisions. A slew of veteran anchors — Hoda Kotb, Chris Wallace, Chuck Todd, Norah O’Donnell — have left their jobs in recent months.

The “CBS Evening News” recently transitioned to a new format, turning to two anchors and a slew of correspondents to lead its 6:30 program in lieu of a single person reading off the news.

The evening newscasts do not hold nearly the same clout they did decades ago, but they still draw big audiences. Since September, the “NBC Nightly News” is the second mostwatched evening newscast, drawing an average audience of 6.3 million viewers. ABC’s “World News Tonight,” anchored by David Muir, draws 7.9 million viewers a night, and the “CBS Evening News” has an audience of 4.6 million viewers, according to Nielsen.

Speculation will immediately kick off within 30 Rockefeller Plaza over who will replace Holt in the anchor chair. Tom Llamas, the anchor of a daily digital show on NBC News NOW, is widely believed to be a leading candidate for the job, according to three people familiar with the news division.

Holt told colleagues that after he steps down he will be able to dedicate more time to “Dateline” and “for the first time in a full-time capacity.”

“A smile comes to my face when I think that with ‘Nightly News,’ and ‘Dateline,’ I have now anchored two of the most successful and iconic television news programs in broadcast history,” he wrote. “As a 20-year-old radio reporter on the police beat chasing breaking news around San Francisco, I could never have imagined my career path would unfold in the way it has. What an amazing ride.”

Starbucks to lay off 1,100 corporate employees amid sluggish sales

Starbucks is laying off 1,100 corporate employees, its CEO said in a letter to workers Monday, marking the coffee chain’s latest move to restructure amid lackluster sales.

Brian Niccol, who took over as CEO last fall, has vowed to woo back customers who have shied away from $8 lattes and long wait times, which have put pressure on sales in recent months. Same-store sales globally slipped 4% in the first quarter of the company’s 2025 fiscal year, which ended Dec. 29. The layoffs, Niccol said in the letter, are aimed at allowing Starbucks to “operate more efficiently” and “reduce complexity.”

The cuts will affect nearly 7% of the company’s 16,000 employees who work outside company-owned stores; baristas are not included. Starbucks had indicated in January that it planned to cut corporate jobs.

“We believe it’s a necessary change to position Starbucks for future success,” Niccol said in his note. The company, he said, will also scrap several hundred open and unfilled positions.

Shares of Starbucks rose more than 1% Monday morning.

The move comes amid Niccol’s efforts to rethink the instore experience for customers and streamline the business, part of his pledge to bring back the more personal coffeehouse atmosphere for which Starbucks was originally known. He has called for changes to the mobile ordering systems to address surges in orders, and has cut some items from Starbucks’ menu. The company also announced that it would not increase prices for the 2025 fiscal year.

Last month, Niccol shook up the chain’s leadership in North America, a market that accounts for about three-quarters of its revenue. Mike Grams, formerly the president and chief operating officer of Taco Bell, and Meredith Sandland, who was CEO of Empower Delivery, a restaurant software company, were named to two new roles overseeing store performance, development and design.

“We’re on track to turn the business around,” Niccol told Wall Street analysts and investors on an earnings call in January, his first since joining the company in September. “But much of our work is just beginning.”

Niccol was one of the highest-paid corporate executives last year. Starbucks awarded Niccol $96 million in 2024

to make up for what he would have earned if he had stayed at Chipotle, where he previously was CEO for six years.

Niccol also secured a commuting perk: Starbucks agreed to let him use its corporate plane to fly 1,000 miles from his home in Newport Beach, California, to the company’s headquarters in Seattle. Niccol said Monday that Starbucks would start requiring employees at the vice president level and above to work from either its Seattle or Toronto offices three days a week.

Most of Starbucks’ employees work in its company-operated stores. Niccol became CEO amid a union drive among baristas in the United States that began in 2021; more than 500, or about 5%, of its company-owned U.S. locations have organized. The company and Workers United, the union that represents thousands of Starbucks workers, agreed in January to bring in a mediator to revive contract talks, which had stalled over wage increases.

“It’s clearer than ever that baristas are central to Starbucks’ turnaround,” Michelle Eisen, a longtime Starbucks barista who has helped lead the organizing campaign, said Monday.

S&P500 loses 6,000 handle amid US slowdown fears

Rancorous geopolitics continues to grab most headlines again this week, but it’s creeping anxiety about a slowing U.S. economy that’s unnerving investors most about Wall Street stocks.

Wary of Wednesday’s results from megacap chip giant Nvidia, the S&P500 lost its 6,000 handle for the first time in three weeks on Monday and both the tech-heavy Nasdaq and small cap Russell 2000 are now negative for the year to date.

Even the meagre 1% gain in the S&P500 for 2025 so far is a third of MSCI all-country and far below the 13% gain in Germany’s blue-chip DAX, which was emboldened this week after the election results there and hopes for some fiscal easing.

The VIX ‘fear index’ of S&P500 implied volatility also jumped above 20 for the first time since February 3 and was eyeing up its highest close of the year ahead of today’s bell.

Adding to the tech angst ahead of Nvidia’s update, Chinese mainland and Hong Kong stock indexes both lost more than 1% earlier on Tuesday after a Bloomberg report said President Donald Trump plan to toughen chip restrictions on China - expanding predecessor Joe Biden’s efforts to hamper Beijing’s tech development.

Keeping trade threats on the front burner, Trump also said overnight that tariffs on Canadian and Mexican imports are “on time and on schedule” despite both countries’ moves on border security and fentanyl trafficking ahead of a March 4 deadline.

And yet market jitters about pricy U.S. stocks were sourced even closer to home, with US stock futures remaining in the red overnight.

Alongside the tech anxiety, the economic numbers this week continue to challenge the ‘no landing’ consensus that has recently built up around direction of overall activity.

With a withering array of new policy initiatives involving import duties, migrant curbs, federal worker cuts and broken international alliances, there’s concern that

the uncertainty of the impact is weighing on business and consumer planning.

Retail sales have disappointed into the new year and business surveys are starting to splutter, with one last week showing the dominant U.S. service sector contracting for the first time in two years this month.

The drip-drip of slowing activity was reinforced on Monday by Dallas and Chicago Federal Reserve surveys, too.

The University of Michigan’s household survey on Friday, meantime, shows consumer confidence at 15-month lows in February and the Conference Board’s equivalent consumer sentiment readout today will likely be pivotal

during Tuesday’s trading session.

Consensus forecasts are for a drop in the gauge to fivemonth lows.

The underwhelming picture is captured best by a drop in the U.S. economic surprise index over the past week to its most negative since September.

And there’s also growing fears that any shakeout in stocks from here could well compound a consumer confidence retreat by sapping the ‘wealth effect’ in richer households who dominate retail spending aggregates.

The concern is significant enough to shift the dial on Treasuries too.

As Francis lingers in critical condition, an anxious wait intensifies

Vatican City is an anxious place. Clergy keep their phones by their pillows. Reporters, crammed in the Holy See press office, open emails with trepidation. Faithful have begun to gather expectantly in St. Peter’s Square.

All await terse bulletins from the Vatican on the condition of Pope Francis, who remains critical after being taken to a hospital 11 days ago with bronchitis that developed into pneumonia in both lungs. On Monday afternoon, hours before the Vatican reported a “slight improvement,” the phones of Vatican officials buzzed with texts falsely reporting Francis’ death.

Francis, who now has the beginnings of kidney failure and infections, may yet recover. On Tuesday night, the Vatican said Francis was in “critical but stable” condition. In its nightly medical bulletin, the Vatican said he underwent a follow-up CT scan in the afternoon to check the lung infection, and that he had resumed his “work activities” in the morning.

For veterans of papal transitions, the daily health bulletins, the influx of global media, the rampant speculation and the special prayer services have a familiar and ominous feel.

“These are delicate moments,” said Duban Corredor, a 27-year-old seminarian from Colombia, who came to St. Peter’s Square on Monday night to pray the rosary for Francis, who he noted had always concluded his conversations and remarks with an appeal to “pray for me.”

The seminarian said he had assisted Francis during a Christmas Eve prayer service and saw him deeply tired, but also at peace. “I don’t think it will be long — I think he’s preparing for a moment of tranquility, knowing that this is the end of his life.”

On a damp Monday evening, Cardinal Pietro Parolin, the Vatican’s second-in-command, who is a fixture in the increasing speculation about who might replace Francis, led cardinals, bishops and a few thousand faithful in front of St. Peter’s Basilica in a rosary prayer for the pope’s health.

Under an intermittent drizzle, the cardinal knelt before a portrait of the Madonna and child and addressed the crowd, made up largely of priests, nuns and pilgrims.

“For 2,000 years the Christian people have prayed for the pope when he was in danger or sick,” said Parolin, adding that now the time had come to pray for Francis “in this moment of illness and trial.”

Francis is the 266th pope to lead the Roman Catholic Church, and for much of the church’s history, especially when the papacy acted as a monarchy directly and indirectly governing large swaths of land, the death of a pope could transform the fortunes of powerful aristocrats, change the direction of a powerful state, or even determine where the church had its headquarters.

“The upheaval that follows the death of the pope today is incomparably different from what might have happened” centuries ago, said Agostino Paravicini Bagliani, a church historian. He said that in some cases a pope’s death would be kept a secret, for fear that a papal entourage, or at times even the population of Rome, might ransack the Apostolic Palace. “A papal death provoked all sorts of problems.”

In the modern era, long after the pope lost his temporal powers, transitions have run more smoothly. Now a change at the top, while having great consequence for the priorities, vision and ideological complexion of the church, is unlikely to have much geopolitical impact. Still, the last days of a pope attract pilgrims, and news media, from all over the world to Rome, and they focus the faithful’s attention on their spiritual leader.

Cardinals said the rosary before the passing of Pope John XXIII in 1963. It was during a similar prayer session in St. Peter’s Square in 2005 that Cardinal Leonardo Sandri, then the undersecretary of state for the Vatican, announced the death of Pope John Paul II after his final days of agony.

The once vigorous Polish pope had long suffered from Parkinson’s disease: He had lost his ability to speak clearly and often appeared hunched and ailing. His failing health had been a subject of morbid attention for years.

“It was so weird,” said the Rev. Paul Alger, a 42-yearold priest from Augusta, Georgia., who studied theology in Rome and recalled those years as a perennial

papal death watch.

Francis, who initially speculated that he would have a short pontificate, has instead led the church for a dozen eventful and busy years. For the first years, he crisscrossed the globe, met with world leaders and played an active role in championing the issues he cared most about, especially on behalf of migrants and the marginalized.

But a bad knee and sciatica began to physically slow Francis down more recently. He began to depend on a cane and a walker and then a wheelchair.

Francis had colon surgery in 2021 and was operated on again two years later for a hernia that developed because of that surgery. Throughout, he kept up a demanding schedule, but his breathing became belabored, as he struggled with respiratory infections and now an explosion of pneumonia and infections that has put him in critical condition.

The faithful and clerics in attendance Monday preferred to focus on Francis’ life rather than what seemed the end of it. Bishop Manuel Nin, the apostolic exarch to the Greek Byzantine Catholic Church, called it “unhealthy” to fixate on something that was ultimately “in God’s hands.”

But some clerics worried this latest downturn could be Francis’ last.

“They say he had a good night, he is resting, but at the same time it is clear his prognosis is not good,” said Bishop Earl Fernandes of Columbus, Ohio, who also attended the rosary in St. Peter’s Square. “It’s the beginning of the end.”

Fernandes, who said he follows “the news about the pope in multiple languages every day,” speculated that even if Francis were to get better, it would be harder for him to be around people, something Francis “always loved,” he said.

“That itself would kill him,” the bishop added.

A solemnity pervaded St. Peter’s Square, rain slicked the cobbled stones and the faithful chanted invocations to the Virgin Mary. A pair of swooping gulls cawed. In the surrounding palaces, private speculation about who might replace Francis began, ideological camps taking shape. But the event provided a public forum for the church’s leaders, of all political persuasions, to rally around the pope in his time of need.

Among the cardinals beside Parolin on the steps of St. Peter’s Basilica on Monday evening were prelates who often appeared on short lists to replace Francis, including Cardinal Luis Antonio Tagle of the Philippines. But there were also cardinals with whom Francis has clashed for a decade, including the American Cardinal Raymond Burke, the de facto leader of the opposition to the pope’s agenda.

Putin dangles rare earths deals for US in Russia and occupied Ukraine

Russian President Vladimir Putin said earlier this week that U.S. companies could do lucrative business deals in Russia and even help mine rare earths in Russian-occupied Ukraine, further amplifying the Kremlin’s message to President Donald Trump that there was money to be made from a better relationship with Moscow.

Putin, in an interview with Russian state television that was released late Monday, said Russia had an “order of magnitude” more rare earth metals than Ukraine and that Moscow was “ready to work with our foreign partners, including the Americans,” in developing those deposits.

He said the invitation applied to Russian-occupied Ukraine, as well, adding that U.S. companies could also “make good money” by helping to develop aluminum production in Siberia.

“There is something to think about here,” Putin said, referring to aluminum, “as well as about joint work on rare earth metals and in other areas, for example, energy.”

The interview showed Putin working hard to appeal to Trump’s interest in profits and deal-making. It came as Trump has swung U.S. foreign policy in Putin’s favor at dizzying speed, as underscored by the United States siding with Russia in votes at the United Nations on Monday about the war in Ukraine.

Trump has been pressuring Ukraine to agree to grant the United States a share of its revenue from mining rare earth metals and other natural resources. The two sides were closing in on such an agreement on Monday.

“It seems to me that the idea is good: The United States would reduce by 50%, and we would reduce by 50%, and the People’s Republic of China would then join in if it wants,” Putin said. “We think that the proposal is good and are ready for discussions on this matter.”

But the interview also showed that Putin appears to be in far less of a hurry than Trump to end the war in Ukraine. Russia continues to slowly gain ground on the battlefield, while Ukraine struggles with a dearth of personnel and uncertainty about the future of U.S. support.

Putin said there was little discussion about the war in his Feb. 12 call with

Trump and last week’s meeting between U.S. and Russian officials in Saudi Arabia — a cautionary note about the prospects for imminent peace compared with recent statements from Trump, who has said that the war could end within weeks.

“We touched on problems related to the Ukraine crisis, but it itself was not substantively discussed,” Putin said of the recent talks between the United States and Russia. “We only agreed that we would move toward this.”

Asked by the reporter for Russian state television whether Trump was playing into Russia’s hands, Putin said no and praised Trump for using “a rational approach to the current situation.”

“He is in a unique position,” Putin said. “He does not simply say what he thinks, but he says what he wants.”

Putin said Trump was right to criticize President Volodymyr Zelenskyy for the lack of elections in Ukraine during martial law — a stance that Putin has pushed for months, calling Zelenskyy an illegitimate president.

In a new talking point, Putin appeared to assert that Ukraine’s rightful president should be Gen. Valery Zaluzhny, Ukraine’s top military commander for the first two years of the war who is now ambassador to London.

Putin said Zaluzhny was twice as popular as Zelenskyy inside Ukraine, without providing the source for his figures. Polling does show Zelenskyy trailing Zaluzhny in a hypothetical presidential election, but by much narrower margins.

Putin said Zelenskyy would have “absolutely no chance of winning the elections” against Zaluzhny. Putin referred to the general as “Mr. Zaluzhny,” a notable courtesy given that Putin almost never uses Zelenskyy’s name in public.

4 workers killed in highway bridge collapse in South Korea

Four workers were killed, and six others were injured when part of a highway bridge under construction collapsed in South Korea on Tuesday morning, officials said.

By the afternoon, all 10 workers who were at the site were accounted for, South Korea’s National Fire Agency said, after emergency crews had searched through the

rubble for victims.

The collapse happened about 9:50 a.m. local time near the city of Cheonan, about 50 miles south of Seoul, the capital.

It occurred during the construction of a bridge connecting sections of the highway, Yonhap, a South Korean news agency, reported. Five steel beams supporting the bridge, each about 164 feet long, collapsed one after another, the news agency said.

The workers were operating a crane while doing work involving a support column, Koh Kyung-man, a representative of Anseong Fire Station, said at a news conference.

A resident heard a loud noise like dynamite exploding before the bridge crashed down, the National Fire Agency said, adding that an investigation would be launched.

A video published by Yonhap shows part of a structure supported by columns breaking into pieces and plunging to the ground.

Facing Trump’s hostility, Ukraine weighs its options. But they are few.

The antagonistic messaging President Donald Trump has delivered to Ukraine since taking office has presented leaders in Ukraine with a brutal reckoning: that the United States can no longer be counted on as a supporter, and may even be an adversary, in the effort to end the war with Russia.

In the past two weeks, Trump has initiated direct peace talks with Russia and dismissed Ukraine’s protests that it should have a seat at the negotiating table. He has called Ukraine’s president, Volodymyr Zelenskyy, a “dictator” and falsely claimed that Ukraine was responsible for the war that Russia started with its 2022 invasion.

As the war enters its fourth year, that enmity has prompted Ukraine to reassess what leverage, if any, it still holds over U.S. policy in Ukraine and to explore alternative options to safeguard its interests.

There are few of them, and none are ideal, analysts and Ukrainian officials say. Ukraine can curry favor with Trump by dangling lucrative economic deals, such as the minerals agreement currently under negotiation, but at the risk of facing onerous terms in return.

If U.S. support dries up, Ukraine could hold out on the battlefield as long as it can — which could be only a few months — hoping Trump acknowledges that peace talks cannot proceed without its involvement.

In the meantime, Ukraine has made an emphatic pivot toward Europe as its new closest partner and potential security guarantor. In the past few days, Zelenskyy has engaged in numerous calls and meetings with his European counterparts to discuss increased military support, including peacekeeping troops on the ground. On Monday, President Emmanuel Macron of France pleaded Ukraine’s case at the White House.

Either way, “Ukraine should not count on

U.S. support in negotiations,” Volodymyr Fesenko, a Ukrainian political analyst, wrote on Facebook last week — an approach that not long ago would have seemed unimaginable.

For Ukrainians, it is difficult to adapt to this new situation, said Alyona Getmanchuk, the head of New Europe Center, a Kyiv-based think tank, and Zelenskyy’s pick to be Ukraine’s next NATO ambassador. “We’ve long been used to having the U.S. on our side, and we still need them fully on our side,” she said in a phone interview.

After Trump returned to office in January, Ukraine hoped to appeal to his business-oriented mindset as leverage. It offered a deal on access to critical minerals, which are key to modern technology manufacturing, in exchange for continued U.S. support.

Ukraine has rejected several versions of a deal that it deems too onerous. As of Monday evening, officials on both sides were working on a revised agreement with more favorable terms for Ukraine, and appeared close to a deal.

It remains to be seen whether the deal helps Ukraine in its relationship with the Trump administration. On the one hand, it will allow Trump to declare that he secured a big financial boon. But ceding revenue from natural resources to the United States could divert money now being used for the war effort, and saddle Ukraine with future debt.

But Trump flipped the concept on its head, demanding a deal worth $500 billion in Ukraine’s natural resources, including minerals, oil, and gas, without offering anything in return. Trump has framed access to Ukraine’s resources as “payback” for Washington’s past aid to Ukraine. The real value of U.S. assistance to Ukraine so far is

Another factor might work in Ukraine’s favor, experts say: Trump’s vanity. The U.S. president has boasted that he can quickly end the war, but he cannot do so without Ukraine’s consent. That gives Ukraine at least some leverage.

“Without Ukraine’s approval of a potential deal, Trump won’t be able to be the great peacemaker he claims to be,” Getmanchuk said. “He would appear as a president unable to deliver on his promise. He needs Zelenskyy to accomplish this peacekeeping mission.”

Ultimately, experts say it is up to Ukraine to decide whether to continue the fight. The key now is whether it can hold out long enough on the battlefield, potentially cut off from U.S. support, to avoid having to accept a deal with onerous terms.

The Ukrainian government has said that it

has enough funds, weapons and ammunition to sustain its fight against Russia through the first half of this year. But structural issues in its army have weakened its defense, including a shortage of soldiers for the front lines, exhaustion after three years of war that has led some to desert, and coordination gaps between brigades that Russian forces routinely exploit.

Still, military analysts say Ukraine has some elements working in its favor. It has significantly ramped up its domestic weapons production, producing nearly all of the attack drones it deploys on the battlefield — the primary means of targeting Russian troops today.

Ukraine’s defense industry now covers about 40% of the country’s need in weapons, according to Solomiia Bobrovska, a member of the Ukrainian parliament’s defense and intelligence committee.

Nico Lange, a former German Defense Ministry official who is now a senior fellow at the Munich Security Conference, said, “Holding the line and saying, ‘Look, we will continue to defend ourselves,’ is I think what strengthens Ukraine’s position in this unfortunate situation.”

Perhaps the most promising option is Ukraine’s turn to Europe.

Zelenskyy said last week that he had started talks with his European counterparts to have them fund Ukraine’s war effort “if the United States decides not to.” Just in the past few days, he has spoken to dozens of European leaders by phone or in person during a large summit held in Kyiv on Monday.

Several European countries have already begun financing Ukraine’s domestic military industry, and the European Union is debating plans to send Ukraine a significant new support package that could total more than 20 billion euros (about $21 billion).

France and Britain have also taken the lead in discussions about deploying European peacekeeping troops to Ukraine as part of a postwar settlement to deter further Russian aggression. Following Macron’s discussion of the idea with Trump on Monday, Prime Minister Keir Starmer of Britain is expected to push the proposal during his visit to Washington this week.

Still, Starmer has acknowledged that deploying European troops would not be viable without what he called a “U.S. backstop” to deter Russia, potentially in the form of U.S. air cover. Many in Ukraine also recall that Europe failed to meet its promise to deliver 1 million artillery shells by March of last year. The

Trump’s new deputy FBI director has it out for the ‘scumbag commie libs’

When a New York jury found Donald Trump guilty on 34 felony counts last year, conservative podcaster Dan Bongino made a veiled threat on social media. “The irony about this for the scumbag commie libs is that the cold civil war they’re pushing for will end really badly for them,” he wrote. Liberals, Bongino said, had been playing at revolution and would now get a taste of the real thing. “They’re not ready for what comes next.”

I suppose he was right about one thing: We’re not ready. On Sunday, Trump announced that Bongino, a former Secret Service agent turned far-right pundit, would be deputy director of the FBI. A man who once claimed that his sole focus was “owning the libs” will now be second-in-command at the nation’s most powerful law enforcement agency, a position that doesn’t require Senate confirmation. Last year on his streaming show, Bongino cackled about the idea that America has a system of checks and balances, saying, with wild, angry eyes, “Power. That is all that matters.” He’s about to have an ungodly amount of it.

Bongino’s boss, of course, will be Kash Patel, the Trumpworld enforcer whom the supine Senate confirmed as FBI director last week. During his confirmation hearings, Patel insisted that, despite publishing an actual enemies list of people he considered deep state villains, he had no intention of turning the FBI into

an instrument of retribution. It seemed obvious at the time that he was lying; making Bongino his deputy simply rubs it in our faces. If you wanted to turn the FBI into a Trumpist Praetorian Guard, Bongino is exactly the kind of guy you’d hire.

The new deputy director of the FBI cut his teeth as a talking head with frequent appearances on the Alex Jones show. He then had a show on NRATV, the National Rifle Association’s now-defunct streaming service. Eventually, Bongino became a near-constant presence on Fox News, thrilling a first-term Trump with his apoplectic denunciations of Trump’s foes and, later, his stolen election conspiracy theories.

Bongino and Fox parted ways in 2023 — he says over a contract dispute. He continued to build influence on right-wing video platform Rumble, a company he owns a lucrative piece of, which also hosts Steve Bannon, self-described misogynist influencer Andrew Tate and white nationalist Nick Fuentes. Angelo Carusone, president of watchdog group Media Matters for America, said that even among the right-wing broadcasters with whom Trump has staffed his nascent administration, Bongino stands out as a conduit between the fever swamps and the president. Now Bongino is in a place to turn wild notions from the right-wing internet into pretexts for federal investigations. Before Trump’s inauguration, for example, Bongino said the FBI was “hiding a massive fake assassination plot to shut down the questioning of the 2020 election.” It is hardly far-fetched to think he’d use this phantasm as an excuse to harass Democrats.

In writing about our country’s rapid self-immolation, I try to ration Hannah Arendt references, lest every column be about the ways “The Origins of Totalitarianism,” published in 1951, foreshadows the waking nightmare that is this government. But contemplating Bongino’s ascension, it’s hard to avoid the famous Arendt quote, “Totalitarianism in power invariably replaces all first-rate talents, regardless of their sympathies, with those crackpots and fools whose lack of intelligence and creativity is still the best guarantee of their loyalty.” Trump could have found a smoother and more sophisticated ideologue to help him transform the FBI into a tool of his will, perhaps someone from the Claremont Institute ready to put an erudite spin on authoritarianism. He wanted the jacked-up hothead.

This administration professes a devotion to merit-based hiring, blaming diversity, equity and inclusion initiatives for fostering mediocrity. It should go without saying, however, that excellence is of little interest to the Trumpists, who delight in scandalizing a meritocracy that spurned them. Writing of the conditions in which both Adolf Hitler and Josef Stalin arose, Arendt described a spirit of deep, corrosive cynicism and nihilistic glee at the inversion of old standards. “It seemed revolutionary to admit cruelty, disregard of human values, and general amorality, because this at least destroyed the duplicity upon which the existing society seemed to rest,” she wrote. Sound familiar?

We’re in an uncanny interregnum where Trump and his coterie are laying the foundation for autocracy but have yet to fully consolidate their power. The liberal democracy most of us grew up taking for granted is brittle and teetering, but its fall still feels unthinkable, even if it also seems increasingly inevitable. Perhaps this is one reason Democrats, with a few admirable exceptions, seem so frozen. People who’ve spent their lives working within a system of laws and civic institutions may be particularly unsuited to respond to that system’s failure. But an FBI run by Patel and Bongino is a sign that the system — which for all its manifold flaws has provided Americans a level of stability uncommon in history — is falling apart.

On his show last month, Bongino gloated over the angst Trump’s nominees were causing career civil servants, cheering on the president’s “total personnel warfare.” Then he took out two plastic toy robots: an orange one to represent Trump and a blue one he called “liberal screaming Karen.” He used the Trump robot to beat the lady one, smashing it over and over. “Yes!” he exclaimed. “This is how we fix this place.”

CAGUAS – La Oficina de la Procuradora de las Mujeres (OPM) celebró el martes el segundo Taller de Sensibilización y Acción contra la Violencia hacia los Adultos Mayores en el Teatro Luis M. Arcelay de Caguas, en colaboración con el municipio. La actividad, dirigida tanto a la comunidad como a profesionales que trabajan con esta población, superó las expectativas al llenar a capacidad el espacio.

“Este taller busca empoderar a esta población para que puedan identificar, prevenir y denunciar cualquier forma de abuso. Agradecemos al Municipio de Caguas y a su alcalde William Miranda Torres por su apoyo y a

todos los profesionales que se sumaron a este esfuerzo conjunto”, expresó Bermúdez Sanabria en declaraciones escritas.

La jornada contó con la participación de intercesores legales, trabajadores sociales, educadores, médicos y psicólogos, entre otros profesionales, con el fin de fortalecer una red de apoyo efectiva para los adultos mayores. Además, se ofrecieron herramientas para reconocer las señales de maltrato y promover la denuncia de estos casos.

El alcalde William Miranda Torres reiteró el compromiso de su administración con la seguridad de esta población y destacó la labor de la Oficina de la Mujer del municipio. “Este evento representa una oportunidad

crucial para educar y fortalecer la red de apoyo que tanto necesitan nuestros mayores. Agradecemos a la Oficina de la Procuradora de las Mujeres por su colaboración en este esfuerzo”, sostuvo.

coalicionpr.com. La realidad del sinhogarismo afecta a 2,096 personas en Puerto Rico, todas con razones diversas que explican el por qué llegaron hasta ahí, según el último informe del Conteo de Personas Sin Hogar que efectuó el Departamento de Vivienda Federal (HUD) a principios del año 2024.

De las 2,096 personas identificadas por la agencia federal, el 55.4% enfrentaba esta situación por primera vez. El informe también señala que el 37% de los desamparados tienen 55 años o más, de los cuales el 14% son personas mayores de 65 años, la mitad quienes también viven el sinhogarismo por primera vez. Específicamente, se identificaron 541 mujeres sin un techo seguro. El 61% de ellas también enfrenta el sinhogarismo por primera vez y 27.1% son víctimas de algún tipo de violencia, con la mitad de ellas cuidando a hijos menores de 18 años.

Icon of the Seas volverá en tres ocasiones al Puerto de Ponce en el 2025

UPR-Carolina launches book fair, featuring prominent writers, workshops

The II Book Fair, “Confluence of Art, Literature, Education, and Technology: Exploring Creative Synergies,” will be held this Wednesday and Thursday at the University of Puerto Rico Carolina Campus.

The event is dedicated to alumnus Marcos Santana Andújar, founder of the Network for the Rights of Children and Youth of Puerto Rico.

Over 30 exhibitors will showcase a wide selection of books for sale, offering attendees the opportunity to explore and purchase books spanning various genres and styles.

“The Second Book Fair is an opportunity to get close to academic investigations and promote a dialogue related to education and research,” said Mayra R. Encarnación, a poet, editor and professor who is organizing the event.

Experts in literature, education, African descent, neuroscience, marginalized communities in Puerto Rico, gender violence, addictions, and more will engage in discussions and presentations, including book launches. Notable guests include writers Mayra Santos-Febres, Yolanda Arroyo Pizarro, Yvonne Denis Rosario, Elithet Silva Gutiérrez, Romenlinda Grullón, Noelia Delgado Rodríguez, Delia Figueroa Ocasio, Fernando Abruña Charneco, Edwin Quiles, José A. Santiago, Irmaris Santiago, Pablo L. Rivera, Angela Valentín, Laura Trinidad Olivero and Luis Enrique Romero, among others.

There will also be interactive activities and readings specifically designed for children and young people to promote a love of reading from an early age and celebrate cultural diversity.

Several workshops will be available to the general public, including “Creation of Siglemas,” led by writer Patricia Schaefer Röder, and a narrative and science fiction workshop by writer Dr. José Rabelo.

Santana Andújar is a social leader and human rights activist specializing in issues affecting children and youth, particularly those in poverty and violence. An Afro-Puerto Rican from Juncos, he founded the Network for the Rights of Children and Youth of Puerto Rico in 2012, with the mission of preventing and eradicating child abuse through innovative programs, changes in public policy, and training and technical assistance.

Born in Caguas and raised in Juncos, Santana Andújar experienced living in a shelter for survivors of domestic violence as a child, which motivated him to pursue a career as a licensed social worker. He holds a master’s degree in family and child law from the University of Barcelona and received an honorary doctorate from Universidad del Sagrado Corazón in Santurce in 2018, along with a group of volunteers who played a vital role in the recovery efforts after Hurricane Maria.

He is also a co-founder of the Domestic Violence Shelters Network of Puerto Rico and the Inter-American Shelters Network. Santana Andújar has initiated several innovative

projects through the Network for the Rights of Children and Youth of Puerto Rico, including Casa Ramón, the first specialized program in Puerto Rico for homeless youth aged 18 to 24, named in honor of his adoptive father.

ICP to present exhaustive exhibition of Raimundo Figueroa’s work

The Puerto Rican Institute of Culture (ICP by its initials in Spanish) announced that the exhibition “A Place for Us,” by the master Raimundo Figueroa, will open on Thursday, March 6, at 6 p.m. at the Old Spanish Navy Arsenal on La Puntilla Street in Old San Juan.

The exhibition, which is part of the ICP’s Visual Arts Program calendar, will be open to the public free of charge from Monday to Friday from 9 a.m. to 4:30 p.m. until April 18.

“This exhibition, one of the largest of his work to date, celebrates Figueroa’s contribution to contemporary art,” said ICP Executive Director Carlos Ruiz. “His work, which fuses abstraction and figuration, enriches our understanding of art and invites us to explore human psychology. “A Place for Us” (Un Lugar para Nosotros) is one of the largest exhibitions of Figueroa’s work to date. It includes more than 60 paintings, collages and drawings created over the past 30 years. The comprehensive exhibition includes the artist’s most recent paintings and works on paper from 2019 to 2024, in conversation with earlier pieces dating

back to 1994. The works range from intimate notebooks to layered mixed media collages and paintings that are expansive, multi-paneled, and environmental in scale, all carefully selected to allow the viewer to follow the development of his themes and creativity over the years.

Figueroa’s work invites introspective reflection on the meaning of the exhibition title, both on a personal and collective level.

“Three decades ago, the Institute of Puerto Rican Culture welcomed Raimundo Figueroa into its halls for the first time,” noted ICP Visual Arts Program Director María del Mar Caragol. “The exhibitions that he has presented since then with the Visual Arts Program reflect the evolution of his work and are enriched by this new comprehensive show.”

Figueroa is a prominent Puerto Rican artist with training in painting and violin. He studied at prestigious institutions and has participated in international exhibitions and biennials for more than 40 years. Initially influenced by postwar abstraction, he developed a distinctive style that fluctuates between abstraction and figuration. His work is deeply interconnected by Jungian psychoanalysis and Eastern philosophers, using art as a spiritual medium. Figueroa combines balance, color and harmony in his compositions, creating vibrant surfaces and bold graphic gestures.

A 15-minute full-body kettlebell workout

If you could only choose one piece of fitness equipment, it would be hard to beat the kettlebell. This strangely shaped object, with its flat-bottomed bell and easy-togrip handle, is a versatile tool to train strength, balance and cardiovascular health.

“Kettlebells are a fantastic way to improve fitness because they offer many options,” John DeWitt, director of applied sports science at Rice University, wrote in an email.

Sara Montoya, a world champion kettlebell athlete and coach at PhaseFit, a kettlebell-focused gym in Albany, California, said the weight can be especially useful for people with knee issues, because they can elevate your heart rate with less impact on the joints than running or jumping.

Kettlebell workouts also train your balance, Montoya added, and strengthen your grip. If you have a kettlebell gathering dust at your house, or you’ve been eyeing one at the gym without knowing how to use it, try this full-body workout created by Montoya, which can be adapted for different levels.

Rounds: Perform three rounds of all the exercises with a two-minute rest in between each round.

What You’ll Need

— One kettlebell, from 8 to 20 pounds for beginners.

Adjust for You

To focus on building strength, choose a heavier kettlebell for the goblet squats and dead lifts and rest up to a minute in between each movement. For an additional cardio challenge, increase the number of kettlebell swings. To increase the intensity, move more quickly and reduce the rest time between rounds. Increase the weight after three weeks if desired.

Kettlebell Press

Targets: Biceps, triceps, shoulders, core, glutes and hamstrings

Repetitions: Eight to 10 per arm

Bring the kettlebell to shoulder level, with one hand gripping the handle and the “bell” resting on the back of your forearm, below your wrist. Keeping the kettlebell clo-

se to your arm, press it straight up so the bicep is in line with your ear and your palm faces forward, as if you were giving someone a high-five.

Make sure your arm is as straight as possible without veering off to the side when you lift and lower the kettlebell. Montoya often tells her clients to imagine their arms going up an elevator shaft. While you lift, contract your glutes and brace your core.

Goblet Squat

Targets: Legs, glutes, core, biceps and deltoids

Repetitions: Eight to 10

Begin with the kettlebell at chest level. Hold onto either side of the handle or flip the kettlebell upside down and put your hands around the base. Then, slowly sit back into a squat position, going as low as feels comfortable. Maintain your weight over your heels and keep your torso as upright as possible. If you need extra support, place a chair behind you and sit slowly back into it.

Hip Bridge With Pullover

Targets: Chest, back, glutes, lower body, core

Repetitions: Eight to 10

Start by lying on your back with your knees bent. Wrap your hands around the base of the kettlebell, with the handle pointed toward your head. Push the kettlebell upward, straightening your arms. Lift your hips off the floor and squeeze your glutes, keeping your feet on the floor. Next, slowly lower the kettlebell behind you until the handle nearly touches the ground behind your head. Keeping your arms as straight as possible, slowly bring the kettlebell back above your chest.

Kettlebell Dead Lift

Targets: Glutes, hamstrings, core, shoulders, back Repetitions: Eight to 10

Start with your kettlebell between your legs and your feet slightly wider than your shoulders. Bend at your waist, pushing your hips back and keeping your back flat as you bend your knees slightly. Hold the kettlebell with both hands and stand up, keeping your back straight. Squeeze your glutes and your shoulder blades as you stand up. Then, slowly lower the kettlebell to the ground by reversing the movement, keeping your arms straight throughout.

Be careful not to round your back and avoid squatting down to pick up the kettlebell; you should be hinging at the hips.

One-Arm Kettlebell Row

Targets: Lower and upper back, triceps Repetitions: Eight to 10 per arm

With the kettlebell between your legs, bend at your waist as you did with the dead lift, pushing your hips back and keeping your back flat. Bend your knees slightly and grip the kettlebell with your right hand, then pull it toward your chest. Focus on using your back and shoulder muscles — squeeze your shoulder blades together at the top — and avoid rotating your chest and shoulders. Lower the kettlebell until your arm is straight. Try to avoid touching the kettlebell to the ground until you’ve finished your reps, then repeat on the other side.

Two-Handed Kettlebell Swing

Targets: Quads, hamstrings, glutes and core Repetitions: 10 to 20

Start with your legs shoulder-width apart, with the kettlebell on the floor between them. Bend over at the waist, keeping your back flat, and grab the kettlebell with both hands. Pick up the kettlebell, and first send it back between your legs, then scoop it forward as you squeeze your glutes, as if you’re standing up from a chair, swinging the kettlebell to about chest level.

Make sure your legs are powering the movement, not your arms. Stop at your chest (or eye) level with a soft bend in your arms, which will prevent the kettlebell from pulling you forward. Remember to keep your chest high — at about a 45-degree angle or so — as the kettlebell swings down between your legs and to squeeze your glutes as it swings up to your chest.

The deeply spiced meatballs that call back to Haiti

Growing up in Jérémie, Haiti, Elsy Dinvil often spent Sunday mornings watching her mother prepare meatballs: first at the market, picking the most marbled filets she could find, then at home, pulling out a manual grinder to prepare the meat. It was an education in cooking with care.

Dinvil’s mother died in 2018, two years before Dinvil selfpublished the recipe — and its story — in her e-book, “Cooking With My Mother: Your Guide to Haitian Homecooking.”

“My mother couldn’t even write her own name in Creole, so I know she’d be proud of me writing a book in another language,” she said.

Based in Oregon since the 1990s, Dinvil has become a beloved member of Portland’s food scene, sharing homey Haitian dishes including her mother’s meatballs at cooking classes and farmers’ markets through her company, Creole Me Up. She’s even worked with award-winning Haitian chef and author Gregory Gourdet helping with his first pop-ups and in the lead-up to opening his restaurant Kann in 2022.

“She showed me less ‘cheffy’ dishes,” he said, “and more rustic Haitian cooking.” Haitian patties, flakier than Jamaican ones and a touch less spicy, were also a lesson, he said.

Oregon wasn’t where she envisioned herself landing. But as part of a scholarship through the Haitian government in the early 1990s, she was sent off to the state, where she studied food science at Mount Hood Community College, using a French-to-English dictionary to understand her textbooks.

It wasn’t until two decades later, when gastrointestinal issues prompted her to start playing with the Haitian food she knew and loved, that she became passionate about owning her own food business. In 2016, Jaime Soltero Jr., chef and owner of Tamale Boy, a food truck and catering business, encouraged her to start her own pop-ups and even loaned Dinvil a free commercial space to get started. “People started asking me if they could buy the pikliz I made,” she said, adding, “so I started bottling it.”

Her journey hasn’t been without challenges: There have been periods of homelessness, illness and grief. But sharing her family’s story and recipes, and serving as a kind of cultural ambassador for Haiti, combating negative misconceptions in a predominantly white city, has become her guiding mission.

“The Haiti I know is a country where the people are full of hope, love life, want to work,” she said, adding when she listens to a foreigner’s views about Haiti, she sometimes has to bite her tongue to stop herself from getting angry at their negative generalizations.

By 2017, she was selling her pikliz, Haiti’s spicy cabbage condiment, offering cooking classes and talking to people about Haitian cuisine — the flavors, the techniques, the home that she missed. These days, she’s growing her business to include spice blends, pickles, dressings and marinades, seeking to share them nationally. She’s even working with a local vineyard to create and release her own white wine and rosé.

But keeping those rustic dishes alive and sharing those memories of Haiti are still guiding missions for Divil, so she stays close to home in her cooking, and to her mother’s recipes.

A few years ago, at an estate sale, she bought a manual hand grinder because it reminded her of the one her mother used so long ago. Dinvil hasn’t used it yet, preferring to keep it in its box, but its presence is a reminder of those childhood lessons.

“I’m never letting this grinder go,” she said, “it feels like carrying a piece of my mom with me.”

A favorite of chef Elsy Dinvil, these tender fried beef meatballs were a common sight on her childhood dinner table in Jérémie, Haiti. Comforting yet complex thanks to epis, a Haitian seasoning blend made with herbs and spices, they’re a great addition to rice or even some crusty bread. You can enjoy them as is or with the piquant onion and tomato sauce below. If you like heat, be sure to break open the Scotch bonnet chile after it’s tender from stewing, and it’ll give the sauce a hot, fruity flavor.

Yield: 4 servings

Total time: 1 hour 35 minutes

Ingredients:

For the boulèts:

1 (6- to 8-inch) French roll or baguette (see Tips)

2/3 cup evaporated milk or unsweetened coconut milk

1 pound ground beef (preferably ground sirloin)

7 tablespoons epis (Haitian seasoning), store-bought or homemade

1 egg yolk (optional)

Salt, if desired

1/2 cup all-purpose flour (see Tips)

About 3 cups olive oil or vegetable oil, for frying

For the sauce:

2 tablespoons olive oil (or oil of your choice)

1 tablespoon tomato paste

3 tablespoons epis (Haitian seasoning)

1 bouquet garni (4 thyme sprigs and 3 flat-leaf parsley sprigs, tied together with kitchen string if desired)

1 whole Scotch bonnet or habanero chile

2 1/2 cups water or stock of choice

10 to 12 pieces macaroni or penne pasta (optional)

1 tablespoon lime juice (optional)

Salt

3 thick slices red or yellow onion (from 1 large onion) Cooked rice, rice and beans, or fried or boiled plantains, for serving

Preparation:

1. Prepare the boulèts: Using your hands, tear the insides of the bread into small pieces (you should have 1 to 1 1/4 cups) and place in a small bowl. (Save the crusts for another use.) Pour the evaporated milk over the bread and let it rest while you prepare the meat mixture.

2. In a medium bowl, combine the ground beef, epis and egg yolk (if using). Squeeze the excess milk from the bread and add the bread to the beef mixture. Mix thoroughly, using a spoon or your hands. (If you’d like, test for seasoning: Take a small portion of the meat mixture and cook through in a pan or the microwave. Taste, and if necessary, add salt to the uncooked beef mixture as desired.) Cover and refrigerate for at least 30 minutes and up to an hour.

3. Cook the boulèts: Fill a 10- to 12-inch high-sided frying pan or Dutch oven with oil to about 1-inch deep and heat on medium-high. While the oil is heating, place the flour in a shallow bowl. Divide the beef mixture into 8 equal portions and form into 2 1/2-inch balls. Roll each ball in the flour to coat (you may have a little flour left in the bowl) and transfer to a plate. When the oil is hot (about 350 degrees on an instantread or deep-fry thermometer; see Tips), add the meatballs to the oil and fry for about 3 minutes on each side, or until golden brown. Using a slotted spoon, transfer the meatballs to a paper towel-lined plate and set aside.

4. Make the sauce: In another pan on medium, heat 2 tablespoons oil and add the tomato paste. Let it fry for 2 to 3 minutes, until the oil is stained red. Add the epis, bouquet garni and Scotch bonnet, stirring to combine. Pour in the water or stock, taste for seasoning, adding salt if desired, and bring to a boil on high. Add the macaroni (if using). Reduce the heat to medium-low and let simmer 6 minutes, to thicken slightly and allow the flavors to blend.

5. Add the fried meatballs to the sauce and let simmer for another 6 minutes. Taste and season the sauce to taste with salt and lime juice, if desired. Remove and discard the bouquet garni and the Scotch bonnet (or keep chile for serving).

6. Add the sliced onions and cook for another 5 minutes, until cooked through but still slightly crunchy (or longer if you prefer your onions more tender). Serve hot with cooked rice, rice and beans, or fried or boiled plantains on the side.

Tip:

If you’d like to make the dish gluten-free, use 2 mashed cooked yellow potatoes instead of the bread and gluten-free flour for coating the meatballs.

Se les emplaza y notifica que se ha presentado una demanda en este caso en la cual en síntesis la parte demandante alega que allá para el 14 de julio del año 2004 se otorgó una Hipoteca en garantía de un pagaré a favor de Santander Mortgage Corporation, por la suma principal de $465,750.00 con intereses al 5 3/8% anual, vencedero el día 1 de agosto de 2009 (de la inscripción no surge el número de testimonio), constituida mediante la escritura número 519, otorgada en San Juan, Puerto Rico, el día 14 de julio de 2004, ante el notario Jose E. Franco Gómez, e inscrita al folio 231 del tomo 1748 de Bayamón Sur, finca número 63,551 inscripción 5ta, extendidas las líneas en virtud de la Ley para Agilizar el Registro de la Propiedad (Ley 216 del 2010) el día 18 de mayo de 2012 (Presentado el día 19 de agosto de 2004 al Asiento 1470 del Diario 1237). Se modifica la hipoteca por la suma de $465,750.00, la cual se encuentra presentada al asiento 1,470 del diario 1,237, antes relacionada, con un balance pendiente de $429,916.05 a esta fecha, en cuanto a los intereses que serán al 6.75% anual, vencedero el día 1 de agosto de 2034, según la escritura número 97, otorgada en Guaynabo, Puerto Rico, el día 25 de junio de 2009, ante el notario Rogelio I. Guzmán Lloveras, inscrito al folio 231 del tomo 1748 de Bayamón Sur, finca número 63,551, inscripción 5ta, extendidas las líneas el día 18 de mayo de 20152 (Presentado el día 3 de julio de 2009 al Asiento 1452 del Diario 1282). Modificada la hipoteca de la inscripción 5ta, en cuanto al interés que será al 4% anual, los primeros 24 pagos, luego del 25 al 6.750% anual, vencedero el día (no se expresa), constituida mediante la escritura número 22, otorgada en San Juan, Puerto Rico, el día 23 de febrero de 2012, ante el notario Rogelio I. Que la obligación garantizada por dicha hipoteca fue pagada en su totalidad, quedando solamente por cancelar el pagaré que la garantizaba. El demandante manifestó que nunca recibió el pagaré original para su cancelación y desconoce su paradero, por lo que concluyó que el pagaré estaba extraviado. ‘Mental sanctuary’ before a game: 120 shots from 18 spots, punctuated by a dunk

Almost like clockwork, Phoenix Suns star Kevin Durant appears 90 minutes before each home game, walking onto the court, ready to get started. The road to 30,000 career points? It didn’t begin here, but the routine played a significant role.

Pregame shooting routines unfold every night across the NBA. Charlotte Hornets coach Charles Lee says they are like a “mental sanctuary” where players visualize and replicate what they’re about to face. Taylor Jenkins, coach of the Memphis Grizzlies, calls them confidence-boosting opportunities, a final primer before tipoff.

Golden State’s Stephen Curry is perhaps best known for his pregame shooting routine, but Durant’s is also legendary.

“Did you say it was legendary?” he said one day after practice.

OK, well known.

“Yeah, because I’ve been around for a while.”

Watching Durant work before a game is like watching Tiger Woods in his prime on the driving range: a peek behind the curtain, a glimpse of the process that leads to greatness.

Coaches constantly remind young players to work at game speed. This is what Durant does. Every single rep.

“If you go watch one of K.D.’s pregame workouts, like his 15 minutes on the court pregame, he’s in a full sweat,” former Suns assistant Miles Simon said. “It’s like he’s started the game already.”

Players approach this in different ways. Durant’s teammate Devin Booker says his pregame session is more about mindset than shooting.

“It’s hard to emulate the game, so the more you can zone out and imagine yourself in gamelike situations, the better,” he said.

Durant has adjusted his routine over the years, but the foundation never changes. It’s about fundamentals.

“Balance, follow through, get my legs up under me. But also try to get a sweat in,” said Durant, who recently became the eighth NBA player to reach 30,000 career points. “I think that’s the main thing. Not to go through the motions, so my first hard move is when the game starts. I want to push off and see how my body feels before the game.”

Pregame shooting has come a long way.

Indiana Pacers coach Rick Carlisle recalled during his first season with the Boston Celtics that he warmed up by playing one-on-one against M.L. Carr.

“Back in those days, both teams were shooting at both baskets,” Carlisle said, “and we’re weaving in and out of guys on the other team, on both ends.”

Former NBA assistant Tim Grgurich is credited for changing all this. While on George Karl’s staff with the Seattle SuperSonics in the early 1990s, Grgurich turned free-shooting pregame sessions into developmental work. At first, teams split players into guards and bigs, but as staff sizes grew, they began assigning assistants to work out players individually. The time was too valuable to waste, especially with so many younger players entering the league.

“In college, you have time to prepare,” said Randy Ayers, a former NBA and college coach. “Once you get into conference play, you’re only playing two games a week. In the pros, you can play five games in seven days. The individual instruction is awfully important because you have to put some rest in there for these guys with the schedule that you have.”

In Phoenix, the team’s veteran players decide the order in which players work (players mostly work two at a time, and the rookies go first). Ryan Dunn and Oso Ighodaro take the court before fans are even allowed inside the arena. Routine specifics are usually discussed before the season and adjusted as the season unfolds. Sometimes, they have to be worked out on the fly.

Durant works with assistant coach David Fizdale, who also has coached LeBron James, Ray Allen and Dwyane Wade. “I try to basically set up a little dress rehearsal for what he’s going to face in the game as to how teams are going to guard him, based on his sweet spots, things that we run for him,” Fizdale said of Durant. “A dress rehearsal in a short amount of time. And to Kevin’s credit, the amount of energy he puts into his pregame is unique.”

Durant credits Washington Wizards coach Brian Keefe for showing him how to work. They were together for Durant’s first seven seasons, starting in Seattle and continuing in Oklahoma City. Before a recent game in Phoenix, Keefe downplayed his role, saying he learned more from Durant than Durant learned from him.

“It’s a singular focus, it’s a dedication to the craft, a love of the game,” Keefe said. “Players don’t get enough credit. An 82-game schedule, pressure to play, pressure to perform, and the ones who do this are the ones who put the work in.”

Before a recent game, Phoenix assistant Brent Barry worked with guard Vasilije Micic, who had just come to Phoenix in a deadline trade with the Charlotte Hornets.

“Three makes from the corner,” Barry instructed on the court at Footprint Center. He fired chest passes to Micic, hitting him in the shooting pocket. Swish, swish, miss, swish.

“Now, Vasa,” Barry said. “From the crease, shuffle down. Three makes.”

Some players wear headphones or earbuds. Booker does (he walks around the locker room with them). His teammates Bradley Beal and Royce O’Neale do as well.

During a recent trip to Phoenix, Charlotte guard LaMelo Ball wore headphones while stretching but removed them once he started shooting.

Durant has worn headphones in the past but doesn’t anymore.

“I guess I just kind of like to feel the arena a little bit,” he said. “Get immersed in the atmosphere.”

From the lane, Durant moves to the left wing and fires midrange jumpers. He shifts back to the 3-point arc. The first three are catch and shoot. Then Durant shoots off the dribble. He pops out from the corner. Durant moves to the elbow. Then, near the key, where Fizdale instructs him to fake a pass to the corner and make a move to the basket.

Everything Durant does on the left side, he repeats on the right. On this night, it adds up to 120 shots from 18 spots. He steps to the foul line and shoots eight free throws, making six. During a two-game stretch in late November, Durant made 11 of 16 from the foul line. At his next pregame workout, Durant, an 88% foul shooter, was determined to make 10 in a row to get back in rhythm. He swished nine straight. The 10th rimmed out. Durant turned in frustration. He lifted his black T-shirt, wiped his face and returned to the line. He made four and missed the fifth. Not good enough. On the third try, he made 10 in a row.

Durant finishes each session with a dunk. He slaps five with the assistants and managers and retreats to the locker room. Fizdale says pregame development time is vital for young players, but it also can help veterans like Durant. “At 36 years old, he’s still getting better, as crazy as that sounds,” Fizdale said.
