A 12-year-old boy suffered lifethreatening injuries after being struck by a car in Scarborough Tuesday. Police said the boy got off a southbound TTC bus that had stopped at the northwest corner of Danforth Road and Linden Avenue, north of St. Clair
Avenue, at 3:50 p.m. The child then began to cross Danforth in front of the bus and was struck by a southbound 2010 Hyundai Genesis driven by a 34-year-old man. The boy was taken by ambulance to Sick Kids hospital via an emergency run. “It’s very serious,” an EMS duty officer said of the child’s condition.

Scarborough open house seeks input on group homes MIKE ADLER madler@insidetoronto.com The City of Toronto has proposed eliminating mandatory minimum distances between group homes, but some Scarborough councillors think the current 250-metre separation works fine. Residents will be asked to comment on the change – and another dropping city rules about a minimum number of residents in a group of
residential care homes – at an open house on Tuesday, April 15, at the Scarborough Civic Centre. The meeting from 4 to 8:30 p.m., with presentations on the proposals at 5 and 7:30 p.m., is the last of four across the city. Advocates for people living with mental illness launched a human rights challenge in 2010 against the 250-metre requirement in the city’s zoning bylaw, calling it dis-
criminatory. This week, Scarborough councillors acknowledged the need for group homes for different types of clients, but said some in their wards blend into communities while others cause problems. “We don’t want a concentration. We don’t want to create a problem,” said Scarborough Centre Councillor Glenn De Baeremaeker, who opposes eliminating the 250-metre rule.
On the other hand, De Baeremaeker said, two group homes next to each other may be appropriate in certain cases. “We need to be able to have the control to review each situation.” Some councillors also said seniors are increasingly being housed in group homes in Scarborough. As the number of seniors rises, properly housing them is a problem, and this sort of group home could be part of
the solution, ScarboroughRouge River Councillor Chin Lee suggested. “By having them live together, they can build a better quality of life.” Michelle Berardinetti, however, warned some local seniors in unrecognized group homes are living in “squalid conditions,” not supported by the services their families paid for them to have. “These seniors are being taken for a ride,” the
Scarborough Southwest Councillor said. Deputy Mayor Norm Kelly said there does not seem to be widespread dissatisfaction with the current rules among the city’s current group home operators. “If the people who are participating in the system aren’t complaining, why change?” he asked.

he door to a very unique opportunity opened this week for some 20,000 people across Ontario with the launch of the volunteer recruitment campaign for the Toronto 2015 Pan Am/Parapan Games. It’s a great chance for residents young and old to build organizational and leadership skills that could lead to job opportunities. It’s also beneficial to the city, to be able to develop an engaged, experienced volunteer contingent that not only contributes to the strength of our community today, but one that develops a legacy of volunteerism that can be called upon for future events – at the local level or again on the world stage. For these Games, there will be volunteer positions across 16 municipalities in all our view aspects of the events, from antidoping and medical services, Residents can protocol and the Games-time service, to ticketing, venue contribute to news management and ushers at strength of city events. Positions start as early as this September. If you have the time, skills and passion to spare, it’s an opportunity seriously worth considering. It’s a chance to be a part of an exciting, world-class event, to meet new people and learn new skills. But more than that, it’s a chance to directly contribute to the strength of our city and the bonds between our communities. When athletes arrive from the Caribbean and Central, South and North America next year, all eyes will be on our city and the collective force of ambassadors that will be welcoming them. Our communities are already rich with selfless volunteers who work tirelessly at the grassroots level, but this is Toronto’s chance to display our pride for all the world to see. As well, the province will be granting each volunteer at the Games a volunteer certificate, and the Ontario Student Assistance Program is offering benefits to make it easier for college and university students to get involved. Those with additional language skills are especially encouraged to apply. Saäd Rafi, CEO of the Toronto 2015 Pan Am/Parapan Games, likens volunteers to the “backbone” of the event and said they will be behind every amazing moment we witness next year. The Scarborough Hospital responds to comments by MPPs To the editor: Re: ‘MPPs question leadership at The Scarborough Hospital in wake of merger plans coming apart,’ News, April 3. There are several quotes in the article from MPPs Soo Wong and Bas Balkissoon regarding the capital projects for The Scarborough Hospital’s (TSH) operating rooms (ORs) and diagnostic imaging (DI) suite that require clarification. The comments indicate a lack of action and leadership from TSH since 2009. The reality is that between 2009 and now, TSH has prepared and submitted all the required documents to both the Central East Local Health Integration Network (Central East LHIN) and the Ministry of Health and Long-Term Care (MOHLTC). In addition, significant and ongoing effort has been invested in meetings, presen-
tations and tours to describe the need to all parties involved in decision-making related to the capital investment. The required investment in infrastructure has been an ongoing conversation raised multiple times in multiple formats with the appropriate parties by our hospital’s leaders. Five-year wait In 2009, TSH received a proposal development grant of $3 million from the MOHLTC to assist with the cost of developing a Stage 1 proposal/business case for our surgical suite. Now, five years after the receipt of this capital grant, the OR project remains at Stage 1. While this project, along with the DI suite, was deferred last year pending the outcome of the possible merger with Rouge Valley Health System,
it is now time to move these projects forward. We have recently requested they be returned to active status to allow them to advance to the next phases of the MOHLTC’s capital planning process so that we can avoid any further delay in addressing the deficiencies of these areas that have been previously shared with the Central East LHIN and the MOHLTC. Deserve better It is the priority of our board of directors and the hospital’s administration to get these projects to construction as soon as possible. We cannot wait another five years. Ford’s political wounds are self-inflicted
M
ayor Rob Ford sought to set the tone early on in the 2014 mayoral race, when he predicted it would be a “blood bath.” That’s a crude metaphor for what this very Canadian race is turning into. In these early months, it seems that candidates for the top job are struggling to put as kind and civil a face on the proceedings as they can. It is almost well-mannered. Opponents of Ford have, it’s true, called out the mayor on his bad behaviour and other obvious shortcomings — but it seemed like they had to be goaded into doing so after a notable lack of carnage in the first, televised mayoral debate. Most of the real bloodletting has come from the sidelines: those ‘No Ford Nation’ Rob Ford parody signs showing up on streets around the city, or that independently produced YouTube attack ad on John Tory, drawing ties between him and the Fords, reminding women

the city voters of his advice on golf and success in business, and his well-compensated work with Rogers. From the candidates themselves, the aggression remains generally passive. Last week, Tory emerged with a code of conduct he’d follow as mayor – pledging to show up on time, not make enemies’ lists, not consort with criminals and obey the law – which, if boiled down, amounts to a sniping assertion to behave nothing like Ford. Olivia Chow has stuck to the line that the mayor’s a bad example for her grandchildren, then gone on to talk about child care, housing, business taxes, and public transit. Karen Stintz largely avoids the issue, and David Soknacki favours a lighter-touch version of those clever street-sign and YouTube snipes, combined with more direct question-

ing of the way in which the mayor’s using his office resources during the election period. One could almost anticipate a relatively genteel run up to the Oct. 27 election, were it not for the fact that all this messy characterbased stuff keeps coming up. On the weekend, Ford took budget chief Frank Di Giorgio on a boy’s night out at the Air Canada Centre. While there, the mayor threw a tantrum, fell into what sounds like a selfiedriven mosh pit of fans, and ditched Di Giorgio for a taxi full of revelers. At the end of it, even Di Giorgio – among the last of Ford’s supporters on council – admitted he had to rethink his loyalties. If the mayor keeps this up, his prediction will come true, but not as he thinks. Whatever ‘blood bath’ comes of it, the wounds will be the mayor’s and they’ll be entirely self-inflicted.

The new TTC streetcars are about to get a lot more visible. The new vehicles, which are larger and quieter than the current aging fleet, have had several sightings in the past year while they continue to undergo testing ahead of
an Aug. 31 official launch. While testing continues, the vehicle will be on public display at two events in April and May. The new vehicle will be part of the annual parade of streetcars taking place April 20 at the Beaches Easter Parade. The new streetcar will also be available to tour, but not ride, at the TTC’s Russell Carhouse for the annual Doors Open Toronto event on the weekend of May 24. call for better transit wStudents

he City of Toronto recently revealed the design of a sculpture to be placed at the main entrance of the Toronto Pan Am Sports Centre, a 350,000-foot athletic complex being built at the University of Toronto Scarborough campus (UTSC) for the 2015 Pan and Parapan American Games. Named Water Velocity by its designers, the Quebec City contemporary art collective BGL (Jasmin
Bilodeau, Sébastien Giguère and Nicolas Laverdière), the nearly 11-metre-tall monument is a twisted representation of swimming lanes from the two Olympic-sized pools planned for the venue. At the same time, the sculpture embraces optical art, in which metal flaps will flicker depending on the breeze. “Water Velocity expresses a dynamism, whimsy and the potential to excite the community,” said Andrew Arifuzzaman, chief administrative officer at UTSC. “We anticipate an art-
work that will become a landmark.” A national call for proposals for a public art installation, welcoming visitors to the site of the UTSC expansion, were made last fall, with a focus on cultural diversity and creativity. Water Velocity, one of three finalists, was commissioned after a threephase jury competition and public input. “Artists, like our athletes, have the ability to inspire and this new installation will serve as a permanent celebration of excellence in both culture and sport
come 2015 and beyond,” said Ontario’s Minister of Tourism, Culture and Sport Michael Chan. The Toronto Pan Am Sports Centre, which will also be designated as the CIBC Pan Am/Parapan Am Aquatics Centre and Field House during the Games, is set to open this summer after construction began in 2012. The Toronto Pan Am Games are July 10 to 26, 2015. The Parapan Games are Aug. 7 to 15, 2015.

The scholarships are part of the Moriyama RAIC International Prize established by Moriyama and the Royal Architectural Institute of Canada (RAIC). They will be awarded every two years to students at Canadian schools of architecture recognized by RAIC. Several people offered to help plant trees and seemed disappointed when staff, citing liability and trampling damage as concerns, did not agree to accept their help. “We do have some areas in mind (where residents could plant trees) but they’re not ready,” McEwen said. Residents are invited to an April 29 meeting from 7 to 9 p.m. in the school’s cafeteria to discuss a Guild Park and Gardens Management Plan,
which will cover maintenance of Guild Park’s forest and natural heritage features, cultural artifacts, trails, and gardens. That plan is a good way to have the park users and operators, who are working for the same goals, start to co-operate, said John Mason, president of a volunteer group called Friends of Guild Park and Gardens. City council last week approved a Letter of Intent for a deal allowing Toronto-based Dynamic Hospitality and Entertainment to refurbish and expand the former Guild Inn and to run a restaurant and banquet hall there. Scarborough East Councillor Paul Ainslie said the city’s only “secret” involving Dynamic - the city’s latest partner in a decade of attempts to revive the landmark building - are continuing negotiations on property taxes and rent the company would pay.

MIKE ADLER madler@insidetoronto.com Neighbours’ concerns about a Habitat for Humanity project on Birchmount Road have convinced Gary Crawford, the local councillor, to join them in opposing it. Crawford said he “will be supporting the community” when the proposal for 357 Birchmount Rd. reaches Scarborough Community Council, likely in June. The Scarborough Southwest councillor said he has “always been supportive of Habitat,” a charity builder which offers low-income families a chance to own homes through interest-free mortgages, and at first thought the nine-home development would be a positive addition to the Cliffside area. But Crawford confirmed neighbours, some of whom collected signatures from people in passing cars
during a Family Day Rally in February, convinced him “there is considerable opposition” to the project, which requires a zoning amendment. He said part of his job is following the wishes of the community, which is worried over increased traffic at the intersection of Birchmount and Highview Avenue and wants to preserve the property there as green space. Incensed The City of Toronto, however, declared the space “surplus” years ago and sold the land to Habitat. A press release from residents said they were “incensed” to find a notice at the intersection of intent to destroy two trees on the property, accusing the city and Habitat of acting “sneakily,” not giving the community adequate notice or time to
respond. The tree removal application is more evidence the city is siding with Habitat and continues “barrelling forward” with the proposal, “trying to bulldoze this project through and force an unwanted development down our throats,” the release said. Habitat has met with nearby residents twice, most recently last November, when Steven Mark, a member of the residents’ group, thought the organization didn’t satisfactorily address local concerns. “We just got a sour taste,” Mark said this week. The current version of the proposal, submitted last July, is for eight semi-detached and one detached home. A groundbreaking ceremony at the site was planned for August, 2012, but never took place.

Scarborough Theatre Guild brings thought-provoking Nuts to stage MARIA TZAVARAS scm@insidetoronto.com Scarborough Theatre Guild received a well-deserved standing ovation last Thursday for its riveting performance of Nuts by Tom Topor. This psychological courtroom drama has everything you’d want from this genre: a thought-provoking plot and testimony with big dramatic moments, executed by some phenomenal performances from the cast. The atmosphere is realistically set with a stunning replica of a courtroom, complete with the judge’s bench, witness stand, lawyer’s tables
and witness box. However, this courtroom is in the psychiatric wing of the Bellevue Hospital in New York City. The hearing is to determine whether a patient, Claudia Draper (Elaine O’Neal), who has been charged with manslaughter, should stand trial, as she prefers, or be declared mentally incompetent. Her parents, mother Rose (Connie Guccione) and stepfather Arthur (Harry Hochman), want the latter, thinking their daughter has to be unstable to kill anyone let alone how she ended up being in the situation that made her kill in the first place.
Claudia is a divorcee turned highclass call girl, and claims she killed in self-defence. In 1979, when the story is set, women from good families don’t get divorced let alone make a living as a call girl, so she must be crazy, right? If declared mentally incompetent, she could be held in the psychiatric hospital indefinitely – if she stands trial she could gain her freedom. For Claudia’s parents, it’s all about reputation, and the prosecutor, Franklin MacMillan, convincingly portrayed by Ian McGarrett, and even Dr. Herbert Rosenthal (Mark Boyko), seem obsessed with declaring her incapacitated.
Only her lawyer, Aaron Levinsky (Romaine Waite), is on her side, and with Claudia’s input they put on a charismatic, intense and interesting line of questioning and crossexamining. One by one as the witnesses take the stand, Lewinsky shows that it may not only be Claudia whose “mental stability” should be in question. Through the unravelling, some revealing, shocking testimony comes to light. Even Judge Murdoch, played convincingly by Kingsley Owen, becomes jarred at what’s revealed. Waite has an amazing stage presence, and he’s both powerful and sensitive as Aaron Lewinsky.

He’s completely believable in this role and a welcome addition to the Scarborough Village stage. Entertaining and compelling performances are also given by Hochman as Arthur, who has to deliver some difficult dialogue, as well as Boyko as Dr. Rosenthal and Guccione as Rose, who are fantastic in showing the emotional evolution, and flaws, in their characters. This play explores what’s considered “acceptable.” Either you conform to the norms of society or you must be crazy, right?
