Alternative medicines focus of hospital study The Scarborough Hospital’s Centre for Integrative Medicine begins research MIKE ADLER madler@insidetoronto.com In medicine, there’s always a choice, and sometimes that choice is another form of medicine. Few places in Canada reflect that more than Scarborough. Chiropractic treatment, naturopathy, South Asian “desi medicine,” First Nations healing and Traditional Chinese Medicine are being practiced here. Almost three in four Scarborough residents use at least one type of complementary therapy, and nothing is gained by pretending they don’t, says Lynda Balneaves. Furthermore, there’s evidence many of these therapies, including some TCM practices, are safe and actually work, said Balneaves, inaugural director of The Scarborough Hospital’s Centre for Integrative Medicine. Announced last November, the centre aims to see how much alternative medicine can work in a hospital setting, and how practitioners of Western medicine and fields such as TCM could work together. “I don’t think we should be putting therapies into boxes,” Balneaves said at her office in the TSH Birchmount campus, where the centre may eventu-

ally grow into a clinic and lab researching non-standard medicine. “Patients should have a choice. We give them other choices.” Some mainstream doctors won’t agree, but Balneaves said it’s better that those doctors know more about the complementary therapies patients are taking, often without their knowledge. “Trust me, I’ve heard all the doubts,” added Balneaves, a nurse and an associate professor at the University o f To ro n t o’s S c h o o l o f Medicine. Her own personal research has been on helping patients make “evidence-based deci-
sions” on complementary therapies. She suggested some of those therapies, provided there’s evidence they work, may add to the “tool box” of Western medicine, and may even save the health-care system money. Truly integrating a system as distinct from Western medicine as TCM will be difficult. “Whereas Western medicine is largely based on Western scientific concepts, TCM is based more on metaphysical concepts and uses a language that is difficult to interpret using Western physiological and biochemical terms,” said a report to Ontario’s health ministry, which has forced TCM practitioners to join a

For some which don’t have that, Balneaves said, “we will do research to provide that evidence.” Some evidence may be close at hand; acupuncture is already used in TSH’s mental
health program to treat addictions; a technique called Mindfulness Based Stress Reduction (MBSR) is used in oncology, helping patients with anxiety. Balneaves said the centre may also try to investigate the effectiveness of the most common herbs used in TCM.

Traditional Chinese Medicine is now regulated in Ontario No one can perform acupuncture or diagnose a patient using Traditional Chinese Medicine in Ontario unless they belong to its college of TCM practitioners and acupuncturists, a court ruled last month. The Ontario Superior Court decision issued Jan. 23 is a defeat for what the College of Traditional Chinese Medicine Practitioners and Acupuncturists of Ontario called “fake ‘doctors’ of Chinese medicine.” Since April, 2013, TCM and acupuncture have been regulated professions in Ontario, and calling oneself a TCM practitioner or “doctor” is illegal unless a person is registered with the college. But unlike in British Columbia, TCM practitioners here must take the college exams in English or
French, leading to complaints Ontario’s regulations discriminate against practitioners from Mainland China. The court heard last fall 2,568 of the college’s 2,858 registered members are “grandparented” due to their lack of language skills, but this class of membership will be revoked in April 2019. Defendants included the Federation of Ontario Traditional Chinese Medicine Associations, “nine TCM groups (which) represent more than 90 per cent of the Chinese medicine industry in Ontario and the interest of nearly one million Ontarian patients.” FOTCMA rallied opposition against the new regulations, calling them “a draconian measure which will effectively destroy the practice of Traditional Chinese Medicine
in Ontario,” and for a time offered its own safety courses and practitioner exams at a Sheppard Avenue East building in Scarborough. The court, however, was not convinced the college’s requirements were discriminatory, and upheld them. “The ruling is clear: it means that obeying the laws that govern health professionals in Ontario is not optional,” College Registrar Cristina DeCaprio said in a release. “We welcome the court decision against these medical ‘outlaws’, who have been brazen in falsely holding themselves out as qualified doctors of Traditional Chinese Medicine.” Neither side in the dispute responded to requests by The Scarborough Mirror for comment.

Feds smart to back SmartTrack
M
r. Mayor goes to Ottawa, and with him a pitch for those in our nation’s capital to consider his SmartTrack transit plan, the key plank in John Tory’s run to become mayor of Toronto. With the city already on shaky budgetary/financial footing – Toronto is to borrow from itself to fill the 2015 budget hole, and city manager Joe Pennachetti is looking at “new” revenue tools to fund growth – all levels of government need to step up. Especially when considering how much money Toronto sends to Ottawa and Queen’s Park. Tory’s Tuesday and Wednesday itinerary includes meeting with Liberal Leader Justin Trudeau, NDP Leader Thomas Mulcair, federal Transportation Minister Lisa Raitt and several Toronto MPs. These are discussions that must happen, something Tory started with Prime Minister Stephen Harper in December, shortly after being sworn in as mayor. Whether Harper drops the writ before the fixed Oct. 19 federal election date our view is uncertain, but it is time to start talking transit with our local MPs – and it’s their job to Talk transit bring our concerns and ideas to Ottawa. with those has been one, if not seeking votes theTransit main municipal issue for nearly a decade. With that comes the necessity to keep that discussion going on a daily basis. Not just during elections. Transit issues stretch beyond Toronto because the city is an economic generator for the entire country, and congestion is an economic killer – the social and economic costs across the Greater Toronto and Hamilton Area are estimated at $6 billion annually. The federal leaders have been in Toronto recently – making announcements, shaking hands – so it’s obvious interest in Canada’s largest city is there. SmartTrack will not solve the entire issue; however, getting people around the city more quickly on transit will help take some cars off the streets and quicken commuters’ trips. Tory has often repeated his position that the federal government needs to sign on to a 10-year agreement to fund transit in big cities across the country, and that SmartTrack should be next on the prime minister’s list. It is now our responsibility to make sure that position extends to our doors, when federal hopefuls start knocking. It is up to us to make sure transit – not just Tory’s SmartTrack – stays top-of-mind leading to the federal election.

with the Rouge Park To the editor: Re: ‘Rouge National Urban Park Act ruins park, critics say’, News, Jan. 29. The act is written specifically for an urban park, which is unlike rural parks that have very little infrastructure disturbance. When ‘conservation groups’ state that national parks with infrastructure disturbances have “ecological integrity”, and therefore urban national parks should have the same standard, they are misleading readers. Fact is 75 per cent of the current Rouge Park is disturbed, as opposed to about four per cent for Banff National Park. It is unrealistic to have the same conservation standard between the two. Minister of Economic Development, Employment and Infrastructure Minister Brad Duguid espouses the importance of “ecological integrity”, yet the provincial legislation that applies to the
current Rouge land does not have ecological integrity as the prime objective. If ecological integrity is so important, why is it not mentioned in the Green Belt Act that governs so much land in Ontario, some of which the Ontario government agreed to transfer to the Rouge National Urban Park? The federal government has committed more than $143 million to set up the new park with $7.6 million a year after that for the conservation and maintenance of the park. How much money has the present Liberal government of Ontario set aside for the maintenance of the Rouge Park? The Rouge National Urban Park Act will provide the highest level of protection and funding in the Rouge’s history. I implore the minister to stop playing politics and transfer the lands to create the park for Canadian families. Larry Noonan

the city so he would have delivered his third piece of parting advice as he did. Toronto, he said, needs to look at new sources of revenue, and it needs to do it now. The City of Toronto Act is under review, and with strong council support it is possible the province might allow Toronto to find sources of revenue beyond the ones that it has now: specifically, a sales tax. That new source of revenue could make a dramatic difference in the city’s finances – allowing it to deal with its crushing public housing and transit responsibilities, and manage everything else on its own terms. Shelley Carroll, who served as budget chief under former mayor David Miller, is going to bring forward a motion on the plan. Tory, meanwhile, is united with his budget chief Gary Crawford in thinking it a ter-
rible idea. On Tuesday, Tory told reporters that first he wants to find efficiencies and get money from the federal and provincial government. New revenues should only be considered after all that’s failed. Tory’s nervousness is understandable, but it’s not acceptable. Toronto Council is on its way to approving a budget that is built on short-term profligacy, paid for over time. It’s like raiding your kid’s college fund to get a new car: if you have any hope for pleasant holiday dinners and visitors at the retirement home, you’re going to have to spend the next few years cutting other things you may need – or go get a better job to pay it back in time. She lost her leg in an earlier fight with cancer but remained motivated and persistent in her training.
Scarborough swimmer and Parapan prospect Cassidy Sheng, 14, tragically died of cancer last month. Cassidy began swimming with the Variety Village Flames six years ago and had hoped to compete at the Toronto 2015 Parapan Am Games this summer.

“We don’t provide any winter maintenance service on unassumed road allowances,” acting road operations manager Dan McGhee said. “We have never maintained that (unassumed road) as far as plowing goes.” It’s not clear then who’s been plowing the unassumed roadway up until this winter. Watling said the TDSB does

But it also is left as such in the event that for example, say the school was to close down and the playground was to turn into a subdivision, then there would be an entrance in and out of that said subdivision.”

For the first time in more than a year Metrolinx will provide a public update on efforts to electrify the Union Pearson (UP) Express air rail link. The provincial transit planning agency has already promised to convert nearly all of the GO rail network from diesel to electric within a decade. The first step of that transformation is supposed to be UP, but neither Metrolinx nor the Ontario Ministry of Transportation have confirmed when it will happen, or how much it will cost to electrify the fourstop line. Next Tuesday, Metrolinx electrification director Karen Pitre will take part in a question and answer session hosted by the Roncesvalles-Macdonnell Residents Association from 7 to 9 p.m. at Fern Avenue Public School.

An online petition calls on Mayor John Tory and the rest of city council to see to the completion of the Sheppard East and Finch West LRTs without further delay. Launched by the group TTCriders last week, the Change.org petition had 995 supporters as of Tuesday. It notes both Sheppard and Finch are fully funded by the province and will improve transit in areas where buses are the only option.
TO in TRANSIT the southern section of the Allen Road Expressway over a weekend in April to allow for re-location of massive tunnel borer machines used in Eglinton Crosstown LRT construction. A report to the city’s Public Works and Infrastructure Committee recommends closing the Allen between Eglinton and Lawrence avenues April 17 to 20 to allow Metrolinx work crews to lift and transport a pair of 81-metre-long machines to just east of Eglinton West subway station where they will continue digging the Crosstown’s underground section to Yonge Street below Eglinton. The report also recommends closing off Allen between Sheppard and Lawrence on the same weekend for maintenance. The committee will debate the proposed closure at its meeting Monday.

Care is appealing to the community for help as it raises funds for a much-needed roof repair to the facility, which opened in 1976. Located on Lawson Road, the centre provides long-term care services. An estimate for repairs to the roof came in at about $138,000, and the work is desperately needed according to officials at the centre. Time is also critical as past a certain point next year, repairs will not be effective and the entire roof will need to be replaced. To help out, call Diana LeBlanc or Jennifer Laing at 416284-3333. Agincourt Chess club meetings The Agincourt Chess Club meets Sundays from noon to 6 p.m. at the L’Amoreaux Community Centre, 2000 McNicoll Ave. The club features casual play for adults and seniors with no tournaments or teaching. Scarborough celebrates 125th anniversary of Morrish building
I
n celebration of Heritage Day, Scarborough’s Heritage Showcase has moved forward one week to the weekend of Friday, Feb. 27 to Sunday, March 1. The display will be set up in the usual Sears Court location of the Scarborough Town Centre with heritage staff available to show you thousands of photos of Scarborough’s heritage and answer questions about our community’s history. This year is unique for the Scarborough Historical Society and its archives. This year, 2015 is the 125th anniversary of the building of the W.J. Morrish building which

initially housed a general store and the residence of the Morrish family. It is also the10th year since the building was restored and converted into the Scarborough Archives. The archival collection housed here includes thousands of ground level photos as well as aerial photos of Scarborough dating back to the early 20th century. These have been sorted by location and placed in community albums for easy research. These albums will be available at the Heritage Showcase for visitors to leisurely browse through.
rick schofield looking back In addition, documents outlining a host of topics have been sorted and catalogued in the archives and some will be on display. The Scarborough Archives also holds one of the largest collections of original newspapers in Ontario, including the Toronto Daily Mail, the Empire, the merger of the two in 1895 to form the Mail and Empire and from 1936 to 1949, the Globe and Mail which saw the rival Toronto Globe acquire the Mail
and Empire. Other original Toronto newspapers stored in the Scarborough Archives include copies of the Toronto Star from 1936 to 1949. From 1950 to the present, the Archives has focused on local community newspapers including the West Hill Enterprise (1947-1964), The Wexford, Agincourt and Scarborough News (1951-1995) and, of course the Scarborough Mirror (1962 to the present). While impossible to bring all these seven tons of bound papers to the Heritage display, sample copies will be on display for visitors to examine. Beginning this year
and for the next couple of years, researchers will be working at the Archives to compile detailed information about the Scarborough citizens who fought in the First World War. Bring items to share Copies of some attestation papers will be on display and researchers will be on hand at the display to copy any old photos or documents visitors might bring along to share such as material relating to the First World War or any other aspects of Scarborough heritage. Your documents and/
or photos can be scanned on site at the Heritage display and returned to you immediately. Heritage Showcase is an excellent opportunity to learn more about our community’s past and share your family’s history so that future generations will have a better understanding of our past. Heritage Showcase, 2015 will be set up at Sears Court and staffed during Scarborough Town Centre hours, Friday, Feb. 27 (10 a.m. to 9 p.m.); Feb. 28 (10 a.m. to 7 p.m.); and March 1, (11 a.m. to 6 p.m.).

READE, Lillian Grace (nee Peters) Peacefully, in her 102nd year, at Mackenzie Place Long Term Care Residence in Newmarket on Tuesday, February 17th, 2015, Lillian joined those whom she loved who have gone before her. Born in Bradford, Ontario on July 12th, 1913, more than a century ago. Her passing marks the end of a generation and an era. She was predeceased by 3 brothers and 4 sisters and by her beloved husband (d.2007) of more than 70 years, Harold Reade, late of West Hill, Ontario. Lillian is survived by an adopted son, Peter and will be lovingly remembered by many nieces, nephews, great-nieces and great-nephews and their families. Lillian had a great sense of humour and a quick wit. She was unfailingly kind and generous living her life with grace, generosity, optimism and enthusiasm. She had a remarkable talent for friendship and keeping in touch. Throughout her life, she maintained a close relationship with her friends, forged bonds with many others and loved being with family. Lillian was always ready for the next adventure, loved to travel and have new experiences. Her strong Anglican faith sustained her throughout the vicissitudes of her long and at times challenging life. A service of thanksgiving for the long and fulfilled life of Lillian will take place at St. Paul’s Anglican Church in Newmarket on Friday, February 20th at 1 p.m. with visitation one hour prior to service. Sharing of memories and refreshments will follow in The Link of the church. Interment will take place immediately following the reception at Mount Pleasant Cemetery, Bradford, where she will be laid to rest along side her husband, Harold.
