Residents’ AT THE HEART OF IT ALL forum on health care plans slated MIKE ADLER madler@insidetoronto.com The Scarborough Hospital continued to promote a plan to divide medical services between its two campuses, as some residents prepared to question those plans at an open forum next week. Recommendations going to the hospital’s board of directors on March 5 will put “the health of our children, seniors and families at risk,” Friends of The Scarborough Hospital said in announcing the forum next Thursday, Feb. 28, at L’Amoreaux Collegiate. The hospital, which says it must eliminate a $17-million budget shortfall largely caused by a new way of funding health services, is proposing to handle all its complex or longer-stay surgery at its General site and all its day surgery at the Birchmount. Businesses work together to strengthen area’s economy MIKE ADLER madler@insidetoronto.com Merchants in Kingston-Galloway, Orton Park and Mornelle Court met this month to start what may one day be an area business association or joint marketing group. Representatives of 22 businesses and other area stakeholders from the
three neighbourhoods held their first “appreciation breakfast” for what the East Scarborough Storefront calls the Inclusive Local Economy Network (ILEN). The event at the Pavitra Restaurant on Kingston Road was meant to get businesses in the neighbourhood into the habit of networking, Victoria Armit, Storefront’s local economic
opportunities specialist said last week. Though in its earliest stages, the network’s stated aims include ensuring stability and growth for small businesses in these neighbourhoods, and encouraging a workforce at those businesses “that is inclusive and reflects” their communities. “ILEN is interested in helping

businesses to form lucrative collaborative relationships with one another, and we intend for the business appreciation breakfast to be the beginning of more opportunities for local business owners to meet and interact,” Storefront said in a statement. Millie Taverner, retired owner of Sisters Restaurant in West Hill,
was scheduled as a guest speaker to share her expertise in attracting customers to a family business in the area which lasted more than 50 years. A business summit on April 18 organized by Scarborough East Councillor Paul Ainslie will also address issues merchants along Kingston Road are facing.

Transit process: every step counts
A
s Toronto’s Feeling Congested? campaign shifts into its next stage, Torontonians eager to see an improved transit system throughout the city and its surrounding regions must understand the size and comour view plexity of the challenge. To be blunt, the process of enabling critically-needed transit Challenge improvements is going to get is large and harder as the process advances. Having the public give feedcomplex back and direction – which happened earlier this month – is a critical component to this process. That meaningful methods of paying for transit infrastructure were at the heart of these consultations is important. Community members must understand that we will only get the transit we are willing to pay for. But ultimately it will be the leaders we elect who will be entrusted with the potentially difficult decisions that will get shovels in the ground. These leaders may be in a position where they have to weigh what’s best for a community versus what’s politically expedient. But that’s one of the reasons why the public feedback part is so important – that we articulate what it is we want and that we are willing to pay for it. It is also important to keep that momentum going. Early next month, the Feeling Congested? campaign is hosting a series of discussion panels. The first features Toronto’s chief planner, Jennifer Keesmaat, former Vancouver co-director of planning Larry Beasley, president and CEO of Toronto Board of Trade Carol Wilding, along with councillors Peter Milczyn (planning and growth committee chair) and Michael Thompson (economic development committee chair). It takes place Monday, March 4 from 6 to 8 p.m. at the Jane Mallett Theatre at the St. Lawrence Centre for the Arts. We encourage you to attend. It’s vital to get involved now any way you can. While this focus on transportation is looking not only at the needs of today, but those decades from now, some big things are happening in the coming months. Last week we heard Metrolinx chair Robert Prichard say a special board meeting is being planned for May 27 where the investment strategy to pay for $34 billion worth of projects will be released. These projects include the eastern portion of a downtown relief subway line. The realization of some of these projects may be decades away, but the potential decisions putting them in motion are fast approaching. We need to be ready. newsroom

To the editor: While there has been a lot of chatter about the new and expanded Ontario Premier Kathleen Wynne cabinet, there is little discussion about the only non-retiring minister to be ousted from cabinet. I am talking about Margarett Best, the MPP for Scarborough-Guildwood. Best is an inspiration to her constituents, especially the low-income families of West Hill, Kingston Galloway and the Lawrence-Markham areas that she serves. Her constituents relate to her struggle as a single mom who has lived in the area and pursued a law degree. I believe, the ouster of Best from the Wynne cabinet is worth discussion. I want to know why she was left out. Best is the only black woman to be ever re-elected in any provincial legislature in Canada. I have had the pleasure of serving as an aide in her community office and handled communications and media liaison during her campaign. Aditya Iyer
The cold weather is always a hot topic I don’t know what it is about winter, but it seems like during the season a comment on the weather first is always mandatory before one is allowed to enter into any conversation. I also get more emails from readers about the climate at this time of year than at any other time for some reason. Here is just a sample of the kinds of inquiries that have come my way. Q. Jamie, meteorologists are saying that the snowstorm we had last week was the worst one in Toronto in the last five years? Is that really true? Agnieszka in the Annex. A. Not according to the kids in my neighbourhood. Ask any of them and they’ll tell you it was the best snowstorm in the last five years. Q. I really pulled something last week just after that big blast that blanketed the city. I’m not sure what I’ve

done exactly, but as a result I had to give my wife the bad news that I wouldn’t able to do any shovelling for awhile and that she’d have to do it instead. But I’m guessing she believed you as much as she believed you if you left her a recording that you came down with a serious case of the flu on Tuesday and wouldn’t be able to make it in to work following the long holiday weekend. Q. Last night, the weather person on the tube said no two snowflakes are alike. How the heck could anybody possibly prove that? Pedro in Parkdale. A. Ah, don’t take everything they tell you too seriously. Much of what we get from meteorologists doesn’t add up. Or multiply up either for that matter as in what I witnessed last night. The forecaster on the channel I was watching said it was zero today and would
be twice as cold tomorrow and with the wind chill it would feel like it was three times as cold. Now, I’m no math whiz, but even I know two times zero and three times zero are still zero. Q. I just moved to Toronto last spring and I can already tell that people around here tend to really exaggerate about the weather conditions at this time of year. This is my first winter ever and I don’t know what all the fuss is about. It’s been great. I absolutely love it. My only question is how do I know when to wear earmuffs? Simran in Scarborough. A. Agincourt students win skills competition at automotive show Pair will represent Canada at the National Automotive Technology Competition in NYC Two automotive technician students from Scarborough’s Agincourt Collegiate beat 16 other teams from Toronto-area high schools to win a skills competition at the Canadian International AutoShow. “Hansen Cao and Huzaifa Misbah performed a number of timed technical tasks and worked on a 2013 Volkswagen Jetta that had been rigged with a no-start condition by automotive instructors from Centennial College,” the college said in a release this week. Because they finished first, the pair will represent Canada at the National Automotive Technology Competition in New York City in April. In addition to the allexpenses-paid trip, Cao and Misbah received a trophy and equipment from sponsors, the college said. Centennial operates Canada’s largest transportation technology training centre at its Ashtonbee campus in Scarborough. At last count, 109 doctors, a dentist and an oral surgeon associated with TSH had signed a letter warning the proposed changes, including a loss of pediatrics and obstetrics to the Birchmount, would in time render the campus “a glorified walk-in clinic.” Sherman said he’s relied on the opinions of physicians and other professionals at the hospital, but also criticized the TSH administration’s consultation strategy, which he argued involved the public in what are “pretty much one-way communication sessions.” The Friends group doesn’t want to tell the administration “how to run a hospital” and recognizes some things have to change, the Agincourt resident said, but added turning the Birchmount into a specialized hospital campus “doesn’t make sense to me” while keeping it a full-service campus does. Administrators at TSH have maintained for months that campuses offering all services will run out of money as the province cuts health costs, and concentrating many services in Scarborough is more efficient and better for patients. The hospital also insists their current proposals won’t endanger the continued operation of 24-hour emergency deparments at the Birchmount or the General. “We want to engage people in a meaningful conversation about how they will receive health care. We need them to be involved in the decision-making,” Dr. Sandy Finkelstein, corporate chief of medicine and medical director said Tuesday of this week near a TSH display at the Bridlewood Mall. It appeared difficult, though, to “involve” Scarborough residents who did not have a thorough knowledge of the hospital. A poster at the mall display and on the TSH website (www.tsh.to/pages/Review-the-Options) asks people to “review the options” without listing any options they can choose from. In fact, the only option residents were asked about at Bridlewood is where to put the new combined birthing centre and “centre of excellence.” One woman tilted her head back and forth for a while, considering her answer. “Because
I’m living nearby, I choose the Grace,” she said, using the Birchmount campus’s former name. The implications of the proposals aren’t easy for even well-informed people to understand, and it’s clear many decisions have yet to be made. Care in Scarborough Fracture clinics exist on both campuses, for example, but when asked Finkelstein said it’s possible they may consolidate on one campus and it’s possible they may stay the same, though he added what’s important is “people will know the care they need in Scarborough is going to be provided in Scarborough.” Visiting the mall, Rosemarie McDermott said she found the TSH representatives open to people’s questions, and suggested it was important to ask some, but added the issues being talked about are complicated. “I don’t know how the public can really be helpful,” said McDermott, who took a survey on the hospital’s future and other material with her. In a letter this week, Jim Karygiannis, Scarborough-Agincourt’s longtime MP, said he was dissatisfied with the care a family member recently received at the General campus and appeared to support the Friends group’s stand. “We have been fighting for a few years to keep our hospital, the Grace campus on Birchmount Road, open and make it a hospital which would be the envy of Canada,” Karygiannis said, encouraging his constituents to go to next Thursday’s forum, “listen and work to make sure we save our hospital, the ‘Scarborough Grace.’” Senior TSH officials have been invited to the event and are still considering their response, Toni Adey, a spokesperson said Wednesday. The hospital held their last community information meetings Wednesday, though work with focus groups continues and staff will be at a display at Agincourt Mall next Tuesday, Feb. 26, from noon to 7 p.m. An online survey on the TSH website closes next Wednesday.

Shaving land transfer tax a fight
B
arring any more run-ins with the law, it looks as though Mayor Rob Ford has at least one serious fight ahead of him as he attends to the last two years of his term: the land transfer tax. The mayor has made it clear he would like very much to shave 10 per cent off the tax on real estate transactions. The plan is a dilution of his 2010 election promise to scrap the tax entirely – something even the tax-cutting Ford soon realized would be financially impossible. The tax brings in in the neighbourhood of $350 million a year, and since Ford’s predecessor David Miller introduced it, has become a crucial element in balancing the budget. The 10 per cent cut, on the other hand, is a battle the mayor might conceivably win. Held against budgets that run in the neighbourhood of $10 billion, $35 million can exist in a margin of error – and such a cut would just be added into the other pressures the city’s budget com-

mittee and council have to deal with each year. The real battle will be convincing council to support adding that $35 million to the tally. Ford’s former budget chief Mike Del Grande, as staunch a fiscal conservative as the mayor in most respects, was deeply skeptical about the plan. His replacement, Frank Di Giorgio, is comparatively cheerful at the prospect of at least looking. But he’s unwilling to make any cut to the tax without finding some offsetting revenue. And the rest of council? Over the past three budgets, council as a whole has been unwilling to follow the mayor and his agenda too far down the road to privation. With an election coming up, will 23 councillors jump
onto the land transfer tax bandwagon as readily as they did in 2010, when they supported the freshlyelected mayor’s plan to scrap the vehicle registration tax? There’s very little percentage that they will do so. Unlike the vehicle registration tax, which all car-driving voters had to pay every year they continued to own a car, the land transfer tax is relatively invisible. Property-holding Torontonians pay it every time they move house. Given that, shaving 10 per cent off in the 2014 budget will take an enormous amount of political capital from the mayor’s office – more than David Miller used to get it installed in the first place. Question political motivation behind term-limits proposal A
proposal for term limits, in this instance to prevent members of council from seeking a fourth consecutive term of office, is back in the news. This time, two new councillors convinced Toronto’s executive committee to bring their idea to council. Even if council approves the measure, this decision is outside of its
responsibility, and requires new legislation from Queen’s Park. Those who presented the concept did so with a mixture of naiveté, idealism and perhaps self-interest. It is touching they believe council’s anger, divisiveness and lack of productivity is due to those who bring “old feuds and stale approaches” to Toronto City Hall. They
hope elections with fewer incumbents will inspire more names on the ballot and greater turnout. Also they must have noticed most of council’s key positions go to veterans. Support for term limits is popular: pollsters report about three-quarters of respondents think they are a good idea. Advocates justify limits as an antidote to the “poison” of the careerist

Late Payment Penalties A penalty of 1.25% on the unpaid amount of an instalment will be added on the first day after the instalment due date. If the real goals of the measure for term limits are to seek publicity, to avoid directly addressing specific issues, or to shift responsibility elsewhere, then council ought to support the proposal. But if the objective is to improve our political process, Council can make other practical changes on its own.

Advocates argue term limits moderate the advantage of incumbents at election time, so more new candidates will have a chance. Citizens, seeing a greater ability to effect change, will vote in larger numbers. There is a different view. We can start with the basic principle that restrictions on voting are undemocratic: any citizen ought to be able to stand for any office, and vote for any other citizen. From there, every argument on one side has a counter view. Against the need to stop careerist politicians, one can see politicians, in our system and others, continuing their vocation by hopping from

Provincial trampoline qualifying meet set for Scarborough DANA HOGAN active@insidetoronto.com Blessed Pope John Paul II Catholic Secondary School will open its doors to the Scarborough Gym Elites (SGE), as they host their annual trampoline provincial qualifier this coming weekend. Approximately 350 athletes from across Ontario will be competing in hopes of qualifying.
“A trampoline qualifier, formally called Second Ontario Cup, is a competition like any other,” said Cameron Osborne, Scarborough Gym Elites head coach and competition director. “Except athletes are trying to obtain certain qualifying criteria, usually a score or a set standard of skills. When you obtain a qualifying standard or selection it means you are able to go to a more prestigious
competition. It is sort of what these athletes work towards and why they go to these meets...to obtain a standard so they can move onto a bigger competition. So not everyone is eligible to go; they have to hit predetermined criteria.” Open to the public, the competition will be held this Saturday, and Sunday, and there will be a minor entry fee. Deadline to enter challenge is March 8 There’s still time to create a mascot for the Toronto 2015 Pan Am/ Parapan Am Games. Steve Wallace, vice-president of brand activation for the TO2015 Pan Am/Parapan Am Games, said his office receives about 10 entries a day. So far, more than 100 entries have been received. “It’s always fun to see them,” he said, adding he recently opened an entry to find glitter spill out on his desk. The contest is open to teams of children and youth aged 16 and younger. Teams, made up of two to six members, can be budding artists, storytellers, mascot researchers and colouring experts. The mascot can be an animal, inanimate object or even a space oddity, whatever captures the excitement of the Games and the imagination of the public through fun, colourful and community spirit, Wallance said. Wallace’s office has received entries from as far away as Gatineau, Quebec, and even Tiny, ON. They’ve had raccoons, moose, mice, a giraffe and lots of maple leaf-themed creatures, he said.
He said youth get excited when they hear the idea of creating a mascot. It just takes some pencil crayons and paper and they will get to work, he added. “This is a once-in-a-lifetime opportunity to be part of history,” Wallace said. “It’s a wonderful opportunity for kids to work together and be a part of history.” Entries have been submitted by the Girl Guides of Canada Chill Fest Camp, a Grade 4 class at Glen Park Public School in Stouffville and a First Nations School of Toronto. Creating a mascot for a sporting event isn’t new, he said, adding the Olympics creates mascots for its Games. “It was a natural choice to have the contest,” Wallace said. “We are the people’s games. It was only appropriate for the people to create the mascot.” Having teams work together on the contest also mimics the focus of the Games. We need to collaborate with people, groups, sporting organizations and communities to make the Games happen, he said, adding without teamwork the Games couldn’t

function. Teamwork is also appropriate since some youth are good at drawing, while others might be great storytellers, he said. The mascot is the official ambassador of the Games and will visit communities and schools throughout Ontario and Canada to welcome athletes and visitors from 41 coun-
tries in 2015 and appear on signage and merchandise including collectible pins and plush toys. The Top 6 designs will be chosen from a TO2015 panel and the young nominees will have a chance to work with a professional illustrator to bring their creations to life. The designs will then compete in a nationwide online voting contest
in the spring. Entries must be hand-drawn with a 250-word mascot life story and be mailed by March 8. The winner will be announced Aug. 7. Top Canadian athletes and awardwinning illustrators are hosting a series of workshops, which started Friday, Feb. 15 to help inspire young people to enter the TORONTO 2015 Mascot Creation Challenge. Toronto police were on the scene on Park Street near Kennedy and Danforth roads on Sunday night after a home invasion robbery left a 20-year-old man seriously injured.

All three suspects “hit and stabbed the victim,” a 20-year-old man, and one used a gun to hit the head of the resident, who sustained “major injuries” and was taken to a hospital for treatment, police said. ommencing Family Day, the third Monday of February, we began what was formally known as Heritage Week. To mark the occasion, the annual Scarborough Archives heritage display will be set up at the Scarborough Town Centre this coming weekend. Scarborough’s settled heritage is barely 200 years old, though the area was inhabited by First Nations peoples. Local heritage is something on which we can all reflect, regardless of our ancestral roots. Scarborough remained a purely rural community until about 1910 when suburban development then began at Birch Cliff. Electricity first arrived in the township in 1912, a water works in 1921 and high schools in 1922 and 1929. By 1940 the population reached 23,274. During the post war boom, subdividers quickly transformed open farmland into streets of closely packed houses, commercial buildings and industry. By 1955 the population had surpassed 100,000 and Scarborough had become one of the federated municipalities of Metropolitan Toronto. During the next 45 years, families from all parts of the world came to make a new home in Scarborough. In 1998, with a popula-

rick schofield tion of more than half a million, Scarborough’s municipal government, along with the rest of Metro, was amalgamated into one municipal government, a new City of Toronto. Community names Community names such as Scarborough, Agincourt, Highland Creek and West Hill are still recognized and Scarborough had retained its own Community Council to deal with local issues. As we celebrate Heritage Week, 2013, the Scarborough Archives and Historical Society will set up its annual display at Sears Court in the Scarborough Town Centre, during regular mall hours from Friday, Feb. 22 to Sunday, Feb. 26. This columnist and a host of volunteers will be on hand to meet Scarborough Mirror readers and the general public, answer questions about our heritage and display the Archives’ extensive photo collection
for all to view. Included in the photo collection are hundred of aerial photographs showing the development of the communities during the boom years 1950 to 1975. The accompanying photograph, one of several hundred, which can be viewed at the Heritage Showcase, shows the rapidly changing landscape of Scarborough. At the top, one can see the new subdivisions which were slowly creeping upon the rural farmland seen in the rest of this 1956 aerial view. In the centre, right side, one can see the Bick’s Pickle property where Scarborough’s Walter Bick began his business, which eventually grew to be one of the largest pickle businesses in Canada. In the lower right hand corner is Bill Walton’s 100-acre farm which was to become the site of the Scarborough Civic/ Education Centre in less than 20 short years. The rural intersection in the middle is Brimley and Ellesmere, looking west along Ellesmere. FANNIE SUNSHINE fsunshine@insidetoronto.com With prom back on this year at Toronto schools, New Circles is calling upon residents to dig through closets to donate appropriate attire for the end of high school party for those who can’t afford costs associated with the night. Since 2008, New Circles has been helping low-income families with
free new or gently used clothing for prom. From now until June, prom apparel – dresses, shoes, purses, jewelry, suits, dress shirts and ties – are needed for New Circles’ Prom Boutique, along with new makeup (for hygienic reasons, used makeup won’t be accepted). April 27 marks the official launch of the Prom Boutique and it will run until June, with donations urged
before opening day, said Nita Saini, New Circles’ volunteer program manager. “We served 682 last year,” she said. “We try to create a Say Yes to the Dress atmosphere. We make it really feel like a store.” Catering to low-income families throughout the city, the prom program targets students through agencies located within the 13 priority neighbourhoods, along with
schools, Saini said. Students set up appointments to pick out a dress/suit, shoes, purse, jewelry and makeup. Leggings, cardigans and scarves, for those who wear the hijab, are also needed, Saini said. Dress pants with waist sizes between 28 and 34 are greatly needed, she said, along with plussize dresses, ties and men’s shoes. If prom clothing drives are held by
the public, New Circles will arrange for pick-up, otherwise donations can be dropped off at 10 Gateway Blvd., near Don Mills Road and Finch Avenue. “(Prom Boutique) has really taken off as the years have gone by,” Saini said, adding 50 clients sought the service in 2008.
