Stewart, 28, who played a brief 19-game stint during the lockout overseas in Nottingham, compiling 11 points (six goals, five assists) in 19 games, has played in 262 career NHL games with the Hurricanes, Atlanta Thrashers and Florida Panthers,

recording 71 points (27 goals, 44 assists) in 262 games. Last year for Carolina he had 20 points (nine goals, 11 assists) in 77 games. Nobody’s asked him yet, but Scarborough East Councillor Paul Ainslie says he’d be more than willing to fill the shoes of outgoing budget chief Mike Del Grande, should he be invited. “If it was offered to me I’d be very interested in doing it,” said Ainslie, who currently chairs the city’s government management committee and also the Toronto Public Library Board. Ainslie made the comments the day after Toronto Council approved its 2013 operating and capital budgets — and the morning after budget chair Mike Del Grande announced that this would be his last budget. Del Grande, the councillor for Ward 39 Scarborough-Agincourt, resigned from the post he held for two years after what he termed a “vilification” of his service as budget chief at council. Councillors voted to increase the $9.4 billion budget by $12 million, adding in funding for firefighters, student nutrition programs and daycare spaces. Del Grande had earlier prom-

Hospitals considering options for future MIKE ADLER madler@insidetoronto.com Options for determining the future of The Scarborough Hospital should be released to the public by the first week of February, a senior TSH administrator said yesterday. Both TSH and the Rouge Valley Health System, Scarborough’s other hospital, are in the midst of strategic reorganizations prompted, they say, by changes in health care funding and the need to run themselves more efficiently. On Tuesday, TSH board members were shown findings of the hospital’s Performance Improvement Committee and from the Hay Group, a firm gathering data for TSH which

acted as facilitators. “They helped us identify options,” Anne Marie Males, TSH vice president of patient experience said yesterday. “There was a presentation and discussion of the options.” The board, Males said, agreed all the options “seemed viable” and they should be sent to the hospital’s stakeholders for discussion. On Monday, a sub-committee of staff and community members will finalize an engagement plan for this part of the process. Though not public yet, Males said the options for TSH concern “how to configure our services to create a strong and distinctive role” for both the Birchmount and General campuses, though the board has said the review

For months now, the hospital has tried to explain to residents the context in which its decisions must be made, asking what is important to them and presenting its side of the situation. “These aren’t simple issues,” said Males, adding more than 600 people at 40 community meetings received this information, and many asked

It’s so complicated and involves so much paper it’s hard for councillors to understand, let alone the public, Mihevc said. “Anyone who can follow the budget process has to be a Sherlock Holmes.” Mihevc said he’s had political disagreements with Del Grande, but the motion was supposed to be “innocuous and friendly,” and Del Grande did not asked him about it before the vote. As a former vice-chair of the budget committee, he added, he knows the budget chief’s job is a hard one, but the idea of Del Grande’s resignation as a reaction to his motion is “totally bizarre,” Mihevc said. The question of who will take up the job of budget chief is now open. The position is widely regarded as the most time-consuming appointment on council, and few are interested. Scarborough Southwest Councillor Gary Crawford, a budget committee member, said he wouldn’t consider it. Ainslie, however, said he’d be willing to try. “I ran my own business for 15 years, I worked for David Soknacki when he was budget chief from 2003 to 2006, and I was vice chair from 2006 to 2010,” he said.

ith the deadline for public input on the ongoing casino debate coming up next week, we encourage all Torontonians to take the opportunity to do so. It’s a debate with two strong our view opposing views – both that will impact the city and the residents Issue impacts who live in it whether they City of Toronto gamble or not. The lure of having a casino in as a whole the city is the potential revenue that it can bring in to help fund city-building projects such as much-needed transit improvements. A report issued by the Toronto Taxpayers Coalition recently estimated $400 million could be generated annually – enough to pay for one new subway station and one kilometre of track each year. Even if that projected dollar figure seems high, a city report released late last year indicated the fiscal benefits for a Toronto casino would be enough to virtually solve the city’s annual operating budget problems. But is it worth the potential cost that might arise from problem gambling, which can lead to other public health problems, as Toronto’s Chief Medical Officer of Health Dr. David McKeown suggests? “The overall evidence is that an increase in availability of gambling leads to more problem gambling,” said McKeown, adding that currently about 0.2 per cent of the population are severe problem gamblers, translating to about 11,000 people in the Greater Toronto Area. Another concern is that more problem gamblers could equate to an increase in crime in Toronto. City manager Joe Pennachetti noted the consultation findings will assist in preparing his report to the city’s executive committee. That committee will consider the possible establishment of a casino in the city at its March 20 meeting. The decision to establish a city casino will have implications affecting the whole of the community, and public input will be essential to help guide the decision-making process. Scarborough residents need to stand up against media’s unfair portrayal To the editor: Re: ‘Lazy media reports portray unfair image of Scarborough,’ Letters, Jan. 10. I was delighted to read Dennis Peter’s letter. Like him, I do my part by writing to all three groups of opinion makers regarding their liberal use of ‘Scarborough’ when reporting negative news events. You will never hear the former city of North York mentioned by name when crime occurs at Jane and Finch. It is shocking the amount of biased reporting published

or broadcast by the media in this city. Not in North York For instance, in early November when a man broke into a residence in the Avenue Road and Lawrence Avenue West area and sexually assaulted two women, the term ‘North York’ was never mentioned. Had that crime occurred in Scarborough, the reports would almost certainly have been different. Where I disagree with Peter is in his contention the biggest improvement that anyone could make for the

Scarborough community can only be done by you (the editor) and your colleagues in the Toronto media. I believe the biggest improvement can be made by the citizens of Scarborough, who can make their points by boycotting those media outlets who consistently engage in biased news reporting. If you care about your city (Scarborough) and want to do your part, then report biased reporting to the source and boycott the media outlets who refuse to change their tune. I did. Bev McCarthy

To the editor: Re: ‘A look at the realities of the interim mayor label,’ Beyond the Headlines, Jan. 11. David Soknacki brings up a good point about the problem with an interim mayor. Justice Charles Hackland was correct to remove Mayor Rob Ford from office. The ruling has quickly become a catalyst for more angst. If council does appoint from within, does that councilor have two roles or do they give up on their ward, a new problem raised. If they appoint from outside council, can they restrict that person’s aspirations to the office via the electorate? Could they find someone to be the mayor knowing he is powerless? Should the city have a byelection costing upward of $9 million only to have a full election in two years, at the end of this term? More problems. As it stands now, Ford steps aside and begins to campaign now. This would be unfair to contenders for the mayor’s office. One simple solution exists, but at what cost and circumstance? The mayor could be prohibited from running for election for five years, but be allowed to finish his current term under restrictions – in essence, he would be a neutered mayor with no voting rights, not even to break a tie and no rights to raise motions. The city and its residents should not have to pay for his wrong-doing. As it stands, that is what we are doing. Glenn Kitchen

Zoo’s polar bear set for Winnipeg >>>from page 1 Hudson was lucky he even survived his first few days after being born at the Toronto Zoo. His mother, Aurora, turned on her litter of three cubs, killing two of them before zoo staff rescued Hudson, who weighed only 700 grams at the time. Hudson was raised by zoo staff and has since grown to weigh more than 400 pounds. The move to the Assiniboine zoo is Hudson’s next step to becoming a mature male polar bear in the hopes that he will be paired with a female in the future and contribute to the Species Survival Plan (SSP) breeding program, the Toronto Zoo said. The Assiniboine zoo has recently completed the International Polar Bear Conservation Centre – a key component of the new 10-acre Journey to Churchill exhibit currently under construction. TTC report favours subway to replace Scarborough RT DAVID NICKLE dnickle@insidetoronto.com Scarborough Centre Councillor Glenn De Baeremaeker is banking that a report by TTC staff indicating that replacing the Scarborough SRT line with a full-bore subway would cost $500 million will be enough to resuscitate debate on the issue. “This report breathes fresh breath into the One City transit proposal,” said De Baeremaeker. “It says you can do it and do it at a reasonable amount of money.” De Baememaeker and TTC Chair Karen Stintz had pitched council last spring on a proposal for a massive, city-led public transit build that would have put light rail, buses and subways across Toronto. De Baeremaeker tried to convince council to approve the plan and prioritize as the first project a replacement of the aging Scarborough SRT line running from Kennedy Station to McCowan Road. The line is currently slated for replacement with light rail by Metrolinx, its cost of $2.3 billion covered by the provincial government. A subway, according to TTC staff,

would cost $2.8 billion. The report says the corridor could be “effectively served by either light rail or subway. A subway replacement would offer the benefit of a transfer-free ride through Kennedy Station and a higher speed than light rail. A light rail replacement would offer the benefit of greater geographical coverage and better local walk access for twice as many residents and workers, and would cost less to build.” The report also recommends that the commission avoid “another prolonged debate over the future of the Scarborough RT, which might jeopardize Metrolinx’s commitment to fully rehabilitate and expand the deteriorating Scarborough RT.” The report also pours cold water on the idea of a subway along Sheppard Avenue, saying, “overall, the corridor would be effectively served by light rail transit, with greater overall coverage, ample capacity of future growth, and a much-lower cost than a subway.” The report comes to the Toronto Transit Commission Monday for information only. If the commission wishes to debate it, it will have to do so at its February meeting.

GTA resale market heats up Realtors release mid-month resale housing figures; ‘cautiously optimistic’ about city’s housing market Even though outside temperatures are frigid, the city’s real estate market is unexpectedly heating up in the first weeks of 2013 after nearly half a year of slowing sales. Greater Toronto realtors reported 1,469 sales through the TorontoMLS system during the first two weeks of January 2013. "The New Year started off on a positive note with residential sales slightly above last year’s levels,” says Toronto Real Estate Board (TREB) President Ann Hannah. “I am cautiously optimistic about this result. Devante Smith-Pelly, 20, will try to build on a strong rookie campaign in

Police seize loaded gun at school Four people have been charged with a combined 42 offences after a gun was seized at Blessed Mother Teresa Catholic Secondary School on Wednesday. Police attended the Sewells Road and Mclevin Avenue school after receiving a Crime Stoppers tip about a gun at the school. The school was placed in lockdown as police searched the building. Police allege a gun was placed in a bag and was in the possession of four young people. A girl attempted to leave the school with the bag during the lockdown and was arrested by police after a loaded .357 Magnum handgun was allegedly found inside the bag. All four of the accused are under the age of 18. Their names cannot be released under the provisions of the Youth Criminal Justice Act.
