Guild Inn: partial demolition, addition MIKE ADLER madler@insidetoronto.com Scarborough’s Guild Inn could undergo partial demolition and a rehabilitation this fall as part of a deal to see the historic building reborn as part of a community attraction and banquet hall, area residents heard last week. Vandalism, animals and flooding have damaged the former restaurant and hotel since it closed in 2001. Twice since, the City of Toronto has tried unsuccessfully
to sign agreements with thirdparty operators who would restore and run the Inn. In April, however, Toronto council allowed the city to enter a lease agreement with a third suitor, Dynamic Hospitality and Entertainment Group, which submitted a site plan for a banquet hall and restaurant the following month. Dynamic’s plan involves cutting the damaged Inn back its original form, known as the Bickford Residence, before adding a 23,500-square-foot hall with an 800-person capacity
to its west side, and an outdoor, 4,100-square-foot ceremonial space, “akin to a gazebo,” on the east side, Katrien Darling, the city’s senior community planner for Scarborough told a community meeting. Dynamic’s construction could start next spring, provided the city can finalize the plan and complete months of rehabilitation and demolition before then, she said at the Church of the Holy Trinity in Guildwood. The restoration, residents heard, will preserve interior features of the house - a military

convalescent hospital before it was the centre of an art colony run by former owners Rosa and Spencer Clark - such as its main staircase, fireplace and some wood panelling. oronto’s Caribbean carnival spirit is still strong in Scarborough, but this year the masquerade was made in fewer places. Volunteers of the nine festival bands – seven of them working entirely in Scarborough – were handing out their comPARADE pleted masquerade outfits this week, Saturday and putting final touches on the giant costumes their competitive dancers will pilot at the King and Queen Showcase this Thursday. But just a year ago there were 12 festival bands in the Scotiabank Caribbean Carnival, and two years ago, 15. “The bigger bands are steam-

rolling over the smaller bands,” Marcus Eustace of Carnival Nationz said Monday at his Birchmount Road mas camp, where women – a different section of masqueraders each day for nine days – lined up to receive some of the 2,250 costumes his band produced. Leading one of the festival’s largest and most successful bands of late – Carnival Nationz won the festival’s King and Queen three years running and its Band of the Year Award in two of the last three – Eustace shares a complaint common to many masqueraders these days. Too many spectators in the Grand Parade, he said, jump onto the road to dance with the women – each band’s masqueraders are overwhelmingly female – without paying for a costume. Last year, it was worse, and though the Festival Management Committee has promised more security and double fences on Lake Shore Boulevard for the parade this Saturday, Eustace likened the crowd to a tsunami: tough to keep back. ”If they’d respect masqueraders who paid their hard-earned money, we’d have a wonderful festival,” he said. “If they don’t stop, it’s going to die a sudden death.” At a camp on Military Trail for Osei Brand’s Carnival Revolution, one of the festival’s smallest bands, the same concern was heard about interlopers. “One year, I play mas, and they knock off my prescription glasses, and I come out (of the parade),” said a woman volunteer. “They don’t want to pay, and that’s it.” Leigh Crichlow, a section leader, said some people have stopped masquerading so they won’t have to fight for space with spectators in the parade.

The festival needs to educate the public on what the parade is all about, or else it might be better as a stationary event with a disc jockey, added her father, Garvin Crichlow. “They say, ‘It’s a peoples’ parade.’ Yes, it is, but a lot of people pay a lot of money for a costume.” Working on just one section and the band’s larger costumes – the rest was coming together on Bloor Street West – Carnival Revolution’s camp looked like those of decades ago, when smaller bands were the norm. Leigh Crichlow, the band’s female individual dancer, worked on the small details of her costume, a process, she said, that is never quite done. “I’ve been doing it 14 years. It’s

A talented welder is an advantage, said Garvin Crichlow. “He tells me what material he needs. When I look back, what I want is there.” The band gets a bit of money from the city and province, but it doesn’t cover the rent, the insurance, or food for the volunteers; only costume sales do that. Ideally, said the Markham man, the festival bands would be of similar size, making the competition fair, “an even thing with everybody seeking to excel.” Though many still volunteer for the love of it, Eustace conceded he can’t get all the 200 people he needs to build his band’s costumes for free. “Some people you pay, yeah,” he said. The desire to win at the festival is costly for some. Eustace said his king dancer is spending $15,000 on his costume this year, competing at Allan Lamport Stadium for a first prize of $4,800 - the same prize offered 20 years ago. “Sometimes you have to ask yourself: ‘Why are we doing this?’” he said. The Caribbean Carnival Parade takes place Saturday, Aug. 2 from 9 a.m. to 6 p.m. at Exhibition Place and Lakeshore Boulevard.

Collaboration critical for Pan Am success T
he one-year countdown to the Pan Am and Parapan Am Games has begun. As of today’s editorial, we’re 344 days away from the Pan Am and 372 from the Parapan Am. There is little doubt this event will focus eyes on the Greater Toronto Area. The numbers are impressive: $1.14-billion budget; 7,600 athletes expected to attend; 49 Pan Am and 16 Parapan Am events; 15 upgraded sports facilities; 10 new world-class facilities. The figures alone set us up to host what will truly be a worldclass sporting event. However, it’s also a chance for Toronto (and other municipalities involved in the our view Games) to really showcase what makes us great. Toronto, for one, will be on display and we’re defiPut our best ready for it. collective effort nitely The city has communities from all 41 countries across into Games Latin America, South America, the Caribbean and North America attending the Games. From the Colombian community across St. Clair Avenue West, the Brazilians along Dundas Street West and Jamaican communities along Eglinton Avenue West, Toronto is the place to enjoy them all. With it, the Games bring development for Toronto via new athletic facilities in North York and Scarborough to the massive 35-acre Athletes’ Village in the West Don Lands that will be turned into a mixeduse community after the Games. But with all the accolades and excitement come some pretty important concerns, namely the impact on traffic, particularly in Toronto, which is already experiencing dramatic traffic issues. In a recent interview, the city’s director of transportation planning, Stephen Buckley, said it’s still unknown how much of an impact the Games will have on local traffic patterns. However, the Games will also see new transportation infrastructure built, including the Union-Pearson Express air rail link, and improvements to Union Station. Shovels are in the ground, and athletes, coaches and spectators will be here in less than a year. It’s time for governments, communities and Torontonians to get behind the Games in these last stages of planning. Before we know it, it’ll be showtime and we need to make sure we put our best collaborative effort forward to make the kind of impression of which we can all be proud.

Column viewership gets a passing grade
I
was jogging up Cedarvale Ravine Sunday morning when my buddy Jeremy came zipping by on his bike and yelled, “Hey Jamie, I finally saw your column.” “Which one?” I screamed back enthusiastically. “I’m not sure, exactly. It was just a passing glance. The newspaper was open on your page in the waiting room at the doctor’s office. I caught a glimpse of it out of the corner of my eye on the way into my appointment. You couldn’t miss it.” After the run, I stopped off to pick up a pair of repaired jeans at the cleaners. I had them make the rip in the knee a little wider, so the kids in the neighbourhood would think I’m keeping up with the times. “Hey Jamie, I finally saw your column,” the tailor said. “Which one?” I replied excitedly.

It was in the best location of all on a page. Smack dab in the middle.” The verdict? Darn if the column don’t look good. Me too, apparently. At least, according to my neighbour Tiffany’s daughter. I walked by the two of them in the park later that
evening and Tiffany called to tell me her daughter was so impressed with the new rip in the knee of my jeans that she thought it would be cool if my column was posted on her mom’s Facebook page. “Which one?” I giggled gleefully. “She’s not sure,” Tiffany said. “My daughter knows you’re a columnist, but she’s never seen the column. So she wanted you to pick one out, if that’s OK?” “You bet it is and I know the perfect one, too. It has a really big headline, my picture is on it, the title and byline are in bold letters, it’s just the right length and is smack dab in the middle of the page. Might some mayoral candidates step aside before Oct. 27?
I
don’t often find myself agreeing with my colleague Toronto Sun columnist Sue-Ann Levy, but I have to say she asked the best question at Monday evening’s mayoral debate in East York. Taking on Mayor Rob Ford directly, Levy pointed out that with no supporters left on Toronto City Council, he had no hope of fulfilling the agenda he proposed. Why not, she wondered, at some point quit the race and throw support behind a candidate who could fulfill that agenda? Of course, Ford had no intention of doing any such thing and said so, making it clear only Rob Ford could look after taxpayer dollars and if anybody should quit, it was those other candidates. Here in the middle of summer, no one’s going to say anything different. But whether anyone admits it
david nickle the city or not, Levy’s question will weigh on the mind of at least two other candidates between now and election Day Oct. 27. David Soknacki and Karen Stintz are two candidates who’ve put forward serious enough campaigns to put them on the A-list for mayoral debates. But at least so far as polls are going, neither has gained traction. That’s not to say they couldn’t. Stintz has spent the term building her reputation as a city councillor and TTC chair with a conservative bent. Soknacki has been out of politics for some time, but he’s put forward a strong centrist platform and of all the reasonable and staid alternatives to Ford, Soknacki is surely the most reasonable and staid.
There is in theory yet time for both of those candidates to capture the imagination of voters. There is also time for a graceful exit. Aside from Soknacki’s smart platform and Stintz’ bona fides, there are a number of different visions for Toronto that voters should take a look at. Toronto criminal lawyer Ari Goldkind is running a smart, lo-fi campaign, preaching the gospel of taxwhat-you-need-to-spend as sensibly as Soknacki. But there is an inertia to celebrity, and that is why, barring some calamity, Ford will not likely heed Levy’s suggestion and throw in the towel until the last poll is closed Oct. 27 – while other candidates who might have a chance of running an effective council after that vote will step aside.

T
aylor Potts remembers searching through the family garage for something and spotted an old canoe paddle covered in dust. An inquisitive and bright individual, then just 15 years of age, Potts started asking questions and learned the paddle belonged to her father, Alan, who once raced for the West Rouge Canoe Club and did well at the National level back in 1971. Whether that was what initially influenced her to pursue the sport, and also enjoy success as MVP of the Dragon Boat team at Sir Oliver Mowat Collegiate,
is still up for debate. Potts does believe a spirited coach at Mowat motivated her enough to take the next step. What is certain is the 22-year-old Potts has become one of Canada’s top female sprint canoeists. Intense training Getting to that level hasn’t come easy. In addition to lots of intense training, she has had to manoeuvre her academic studies at the University of Ottawa around a passion for the sport. Potts has had to raise funds to help her reach personal goals – and that included a hefty price tag to pay her way,
representing Canada, at the recent International Canoe Federation (ICF) Canoe Sprint World Championship held in Szeged, Hungary. Confident and focused on success in two events, Potts was hoping to return with a pair of medals. It wasn’t to be, but Potts did come the closest to winning them finishing fourth in the C1 200 metres – just 0.6 seconds behind the bronze medalist from the Czech Republic. In the C2 500 metres event, racing for the first time with 19-year-old Megan Sibthorpe of Ottawa, the pair missed a medal after being clocked in two minutes, 11 seconds. Romania captured the bronze in
2:10.8. “It was frustrating and heart-breaking – especially after you work so hard for something like this,” said Potts, who chose to extend her university education to five years so as to benefit from training three times a day in the fall in Florida. “My foot slipped at the start of the 200 metres and, well, every second counts. Looking back, I am disappointed and expected to medal in both. But now I have to focus on the future.” Many would say there is nothing wrong being number four in world, but Potts, who has had to make many sacrifices to reach prominence in the sport, is like most athletes defining
success as nothing short of a medal. Pan Am focus A resident in the Port Union and Lawrence area, Potts is now setting her focus on the 2015 Pan Am Games and with family and friends expected to be out to watch her compete in Welland next summer, Potts is planning to strike it big on the water. As a Junior, she competed in the 2011 Pan Am Games in Mexico and won three gold medals. Last year, in her debut as a Senior and against tougher world athletes, she won a gold in Puerto Rico. At the inaugural world championship, also last year and in
Welland, Potts earned a bronze in the C2 500 metre race. “(2015) will be an important year for me – graduating and also doing well at the Pan Am Games,” said Potts, who, without financial support, may have to choose between sprint canoeing or devoting full attention to a career in media law. I would like to stay with (sprint canoeing) as long as I can, especially with the possibility of this being an Olympic sport for women. But it’s also time to think about the future and I might need to accept that I can’t make a career out of this.”

If you regularly text while behind the wheel of a running car, beware. Starting this week, both Toronto and York Region police began a six-week ticketing blitz for distracted drivers. In recent years, distracted driving is on the rise. The practice is the reason why drivers who text or use their cellphones are 23 times more likely to be involved in a collision, according to the Canadian Automobile Association (CAA). The TTC has announced adjustments to replacement bus service while track work continues at the intersection of Dundas Street West and Spadina Avenue. The intersection, which was closed to all traffic as of Monday, has impacted most notably the 510 Spadina route, which has replaced

The replacement buses are running along Spadina in two sections: north between Spadina Station and Baldwin Street, and south between Sullivan Street to Queens Quay. There is no service between Baldwin and Sullivan. A transfer will be needed to traverse both sections of Spadina. Simcoe Day is this Monday and Canadians can relax with a day off work. But for Scarborough, it’s more than a holiday; there is a close historical connection with Scarborough and the day’s namesake, John Graves Simcoe. Simcoe was the first Lieutenant Governor of Upper Canada and his wife, Lady Elizabeth Simcoe, gave Scarborough its name. In 1793, Lady Simcoe was on a surveyor’s boat sailMonday ing through Toronto Bay as she passed by the Scarborough Bluffs. She wrote in her diary how the cliffs reminded her of the Chalk Cliffs in Scarborough, England. Consequently, she chose to name Lt. Gov. Simcoe’s new settlement as Scarborough. The Mirror went to the site of where it all began, Bluffer’s

Park, to see if local residents knew about Scarborough’s intimate relationship with Simcoe Day. Ten people were surveyed walking through the sunny park on Tuesday and only one resident knew of Lt. Gov. Simcoe. None of those asked knew the origins of the name Scarborough. Scarborough resident Klaas Van Graft, out on a walk with his grandson, was the first to know why Simcoe Day has its name. “It’s because the first Governor of Ontario was John Simcoe, so the day’s named after him,” Van Graft answered almost immediately. But when asked why Scarborough got its name, Van Graft, like other residents drew a blank. O n e w o m a n , Ju d i t h Kostoff, was taking her dog for a walk past the Bluffs. She reminisced that her kids used to celebrate Simcoe Day at school. “I’m sure it’s in honour of somebody, but I don’t remem-

But that didn’t stop some residents from digging for an answer. When asked about the origins of the name of Scarborough, Amer Bhatti took an educated guess while enjoying the sunny view of Lake Ontario. “It was one of the boroughs from the GTA, so I think it derives its name from the native tradition,” Bhatti said. “I think it’s got some native roots to it perhaps.” “I thought Dover resembled the Bluffs,” he added when told about the Chalk Cliffs in Scarborough, England. Scarborough’s history may seem shrouded in the past to most residents but this Monday, residents can take some time to learn about the community’s origins and remember John and Elizabeth Simcoe for their pioneering role in Ontario.

Tackling congestion: city announces upgrades to traffic control centre An upgraded traffic control centre staffed 24/7 to serve as a hub for co-ordinating immediate responses to traffic pileups is just one measure the city is taking to tackle worsening congestion, proclaimed the city’s transportation services director. In front of dozens of newly installed video screens capturing camera feeds from city roadways, Stephen Buckley said the $3-million upgrade of the existing control centre, which opened in the 1990s, was just one of many initiatives underway to deal with congestion as part of a management plan approved last year by city council containing some 50 measures. “What you see is the sizzle, but not a lot of the steak behind what we’re doing on congestion side,” said Buckley during a press conference last Wednesday morning introducing the control centre, located near Don Mills Road and Eglinton Avenue East, which was also attended by Mayor Rob Ford as well as public works chair Denzil Minnan-Wong. City councillor and mayoral candidate Karen Stintz was also present. The new screens will make it possible for city staff to rapidly dispatch police, fire or other personnel to deal with traffic incidents, said Buckley. While the majority of the feeds covered traffic at expressways like the Don Valley Parkway and the Gardiner, he promised more cameras at major city arterials and better coverage in the downtown core, in addition to future improved co-ordination of traffic signal timings, TTC surface transit operation, curbside management and construction-related lane closures. Ford said the new centre and future improvements prove the city is on track when it comes to dealing with congestion. “This is real action,” said Ford during prepared remarks. “This new traffic operations centre is another example of our strategic investments in traffic fighting technology.” Despite congestion getting worse – to the point where it now costs the average city resident more than three-and-a-half hours of lost time per month due to gridlock according to city data – Buckley said most rankings had Toronto in “middle of the range,” placing anywhere from ninth to eleventh for the worst
traffic on the continent. Even with the upgrades, however, Buckley cautioned improvements would only come on an incremental basis, meaning no quick fix for traffic congestion is coming. “Unfortunately this isn’t going to
be a situation where we flip a switch on one day and everyone notices things are better,” he said.

Parks Canada seeks feedback for Rouge plans Scarborough to host one of four open houses Sept. 16 Parks Canada is asking the public to comment on its management plans for a Rouge National Urban Park, and inviting people to four September open houses, including one in Scarborough. Federal plans to turn the existing Rouge Park into a national urban park, the first of its kind in Canada, moved forward recently when legislation to create the park was introduced in the House of Commons and a draft management plan released. The federal agency has posted the draft plan and an online survey to gauge reactions to it on its website (www.pc.gc.ca/eng/ progs/np-pn/cnpn-cnnp/rouge/ particip-involve.aspx). Parks Canada is hosting open houses on the plan on Sept. 9 at Markham Museum on Markham Road in Markham, Sept. 10 at the Royal Canadian Legion branch on Lawson Road in Scarborough, Sept. 16 at the Pickering Recreation Complex on Valley Farm Road in Pickering, and Sept. 18 at the Art Gallery of Toronto on Dundas Street in downtown Toronto. All open houses begin at 7 p.m. Agency officials will also meet with park stakeholders, including farmers and First Nation groups, over the summer to discuss the management plan. Several local and national conservation groups have raised concerns about the plan, saying it would weaken environmental protections for the Rouge River Watershed found in previous plans for the park. Parks Canada and other park supporters say the plan will protect the watershed. The agency has also said anyone who wants a hard copy of the draft plan can get it by writing to rouge@pc.gc. ca or calling 416-264-2020.

Stephen Miles is looking forward to the Olympic-size swimming pools and gyms that will soon open to the public near his Scarborough home. “I can’t wait to sign up and get over there and swim every morning,” said Miles, who is president of the Highland Creek Community Association. “It’s going to be great.” The Toronto Pan Am Sports Centre (TPASC), located at Morningside Avenue and Military Trail, opens in September. The landmark facility was built for next year’s Pan and Parapan American Games and is co-owned by the city and the University of Toronto Scarborough (UTSC). “As a community we’re extremely fortunate and very excited to be a part of the Pan Am Games,” Miles said. “There’s been really great reaction from the community on getting involved in participating and volunteering with the games.” TPASC’s aquatics centre features two internationally sanctioned 10-lane 50-metre pools, a five-metre deep diving tank with three-metre, fivemetre, 7.5-metre and 10-metre platforms as well as dry-land dive training facilities. The competition pool will have a seating capacity of 6,000 during the games and 2,500 afterwards (a wall will be removed and a drop-off area will be added). TPASC’s field house, which will have 1,386 seats, includes gym space as well as an indoor
recreational track and fitness area with cardio and weightlifting facilities. In 2010, UTSC students passed a levy that will see their tuitions pay $30 million over 25 years to help fund the $205 million facility. “It is really a big commitment,” UTSC athletics and recreation director Scott McRoberts said. “We do need to highlight the commitment that the students made for this.” UTSC’s athletics and recreation department will soon move into TPASC. “The vision of the facility is you have an Olympic swimmer in lane one, you have a student learning to swim for the first time in lane two, you have a teenage Olympic hopeful in lane three, you have a parasport swimmer in lane four, you have a senior swimming in lane five just to stay fit and active, you have a faculty and staff member on their lunch hour swimming in lane six and you have a competitive varsity athlete in lane seven,” McRoberts said. “It’s really a facility for everybody: for the community, for our students, for our faculty and staff and for highperformance athletes.” Canadian Sport Institute Ontario and Wheelchair
Basketball Canada’s National Academy will both also move to TPASC. “We’ll have four basketball courts we can use. We’ll have much greater access to more training time... and that means we get to host more tournaments,” said Mike Frogley, the director of the National Academy. Athletes in the National Academy will also use CSIO’s training facilities for strength and conditioning. “We’ll have recovery regeneration facilities, for example hot and cold pools,” Frogley said. “The whole idea is that after you finish your workout you might hop into a hot pool and then go into your cold pool, back and forth, to help with your recovery regeneration.” Frogley said he hopes the facility will create more interest in wheelchair basketball and in sports in general. TPASC would also create an environment where athletes and the general public interact. “I could see an athlete having a sandwich in the general eating area and somebody coming up and asking questions,” Frogley said. move components of their training programs to TPASC. Some local sports clubs also hope to use the facility. Blair Mackintosh, president of the Scarborough Titans Volleyball Club, said he hopes to host the season’s tryouts out of TPASC in September. “What I’m really excited about is obviously the access to space to house numerous volleyball courts,” he said, adding CSIO’s facilities would also “give our athletes a more holistic sport experience.” The volleyball club currently holds practices in Toronto District School Board school gyms in southeast Scarborough. “One of the biggest concerns that we have as an organization is gym space and cost of gym space,” Mackintosh said, adding he’s hoping TPASC will have more reasonable rates “given that it’s more of a community structured facility.” Birchmount Stadium, on Birchmount Road at Kingston Road, will be a training venue for the Pan Am Games and will receive more than $440,000 to resurface its existing 400metre track. Nearby Variety Village, however, won’t be a training centre. “The way we are involved with the games is in terms of the legacy of the games,” Variety Village spokesperson Lynda Elmy said. “What that means is what happens the day after the games. How do we move
ahead, keeping people engaged in sport and healthy active lifestyles, and we’ll have a big role in that.” Variety Village is also a part of the accessibility committee concerned with accessible venues, transportation and interpreters. The games will bring both traffic concerns and excitement to Scarborough. “There’s going to be an energy that’s going to go through here for six weeks that we’ve never had before,” McRoberts said. “There’s always going to be hiccups along the way, but from transportation to medical to facilities there’s been a good plan set in place and there’s been a lot of meetings to make sure that it runs most efficiently.” Miles said there are concerns around the number of people coming into the neighbourhood and how that will work with public transit. “There’s some legitimate concerns around the logistics of the games,” he said. But Miles noted there are far more benefits, including beautification projects that are now under way in Highland Creek. “This is a world-class event happening in your community,” he said. “All the benefits we’re going to gain from this are going to last a long, long time and will far outweigh any short term inconveniences.”

T
hough planning and infrastructure builds are well underway for the 2015 Toronto Pan Am/Parapan Am Games, the city’s transportation officials have outstanding questions as to how traffic will be managed during the event. The largest ever multi-sport undertaking for the Toronto region, the Games are projected to cost $2.5 billion, of which the province has budgeted between $75 million to $90 million for transportation management to ensure 7,700 athletes and coaches, plus some 1.4 million spectators get to their venues on time. Eight new Games venues are located in Toronto, including an athletes village in the West Don Lands community, aquatics centre in Scarborough and an athletic stadium in North York. The Pan Am coverage zone extends from north of Toronto south to St. Catharines. With a year to go, finalizing traffic concerns now would seem a welcome cushion for the province, which has had to deal with issues such as venue construction delays
and the removal of Ian Troop as Games CEO in 2013, replaced by Saad Rafi. In Februar y, the province released a preliminary plan for managing Games traffic following almost two years of consultations between provincial and municipal agencies including the Ministry of Transportation (MOT), Metrolinx, Toronto, the TTC as well as the Games’ Integrated Security Unit. By establishing reserved lanes and encouraging local use transit, the province believes it can reduce existing traffic levels by 20 per cent. But how much of a traffic impact the Games will have on local traffic patterns remains to be seen. “That’s sort of the unknown when you do big events that are, say, anomalies,” said Stephen Buckley, the city’s director of transportation planning. “We don’t know where people are staying, we don’t know what venues they’re attending. We don’t know

where they’re coming from.” “They may come by train, they may come in carpools, they may walk.” Buckley, who introduced the city’s upgraded traffic control centre intended to modernize citywide monitoring of traffic incidents last week, said the city is in constant dialogue with Game officials in regards to the transportation plan. “It’s coming along quickly and we’re going to have to start doing things now,” he said.
One of the plan’s chief features is the establishment of a Games Route Network (GRN) along dedicated HOV lanes found on 400-series highways, Lake Shore Boulevard and other major arterials that span 150 kilometres in the GTA alone. Dedicated route networks are now a must for international sporting events and the GRN will be restricted to athletes and personnel and attendees during the Pan American Games, running from July 10 to 26, and the Parapan American Games
which go from Aug. 7 to 15, 2015. They will also be open for use by carpoolers, buses, emergency vehicles and accredited media. Enforcement will be largely on a volunteer basis. The Games will also see the debut of transportation infrastructure such as the Union-Pearson Express air rail link. Infrastructure improvements at Union Station and on Queens Quay are also continuing. When it comes to co-ordinating transit, the TTC and the city have to work together to deal with traffic issues such as delivery trucks and illegally parked cars blocking busy streetcar routes, said TTC CEO Andy Byford. “It’s got to be a joint team effort with the city to once and for all create clear ways for our vehicles to get through, and that can only to be to the benefit of Toronto ultimately,” said Byford following last week’s TTC board meeting. The TTC is about to appoint a Games coordinator who will “obsess about the detail” of its transportation planning, Byford said.

A man faces charges after police seized drugs and a gun in the Victoria Park Avenue and Ellesmere Road area Thursday. Police allege they seized a .22-calibre fully loaded semi-automatic pistol and 10.5 ounces of powder cocaine with a street value of $12,000 following the execution of a search warrant. ‘Without the community, we’re not a viable enterprise’: Dynamic president >>>from page 1 “This is the furthest in the process that this has ever gotten,” said Scarborough East Councillor Paul Ainslie, adding so far Dynamic “is respecting the wishes of this community.” Ainslie said activities will continue on the grounds during 18 months of construction to the best of the city’s ability, and Dynamic won’t control any part of the 88-acre park outside the building’s footprint. “First and foremost, it is a public park.” Dynamic’s president Sam Duva said the company is working on plans for the restaurant, which it plans to operate seven days a week, and wants to ask the community for ideas. “Without the community, we’re not a viable enterprise,” said Duva, who later said Dynamic chose the Guild because it is a beautiful, even iconic, site in Scarborough, though the old Inn has become an eyesore. “We’re not interested in building a dining hall. We’re interested in building a landmark,” he added. The restored Inn will also have to make community space available through permits, at rates that are comparable to other city-owned facilities. Donna Milovanovic, president of the Guildwood Village Community Association, said

she’s not going to use it for monthly meetings because her group cannot afford the permits. “You may not have many community people using it,” she said, before adding the old Guild Inn let her association use a free room. “We just paid for the tea and coffee.” Later, however, Milovanovic said the restoration and redevelopment of the Inn is something the community wants to see happen, and Guildwood residents would like a nice restaurant and ceremonial space for the area. Though some residents were skeptical about the Dynamic proposal’s effect on local traffic, Bob Saunders, a former Guildwood resident said he doesn’t remember traffic jams on Guildwood Parkway when the Inn was thriving, and “the go-to place for a celebratory dinner.” Saunders is chairperson of the Toronto Preservation Board and vice-chairperson of the Scarborough Preservation Panel, both of which support the proposal because members felt a plan that preserved not only interior features of the Bickford but the exterior “was a major, major plus.” The Inn was recently placed on a national list of endangered heritage properties, with the city accused of allowing its slow “demolition by neglect.” “If you don’t use a building, you’re going to lose it, and
that was what was happening,” said Saunders, adding he hopes the proposal goes forward this fall, “and I just trust the community will support the restaurant.” John Mason, president of Friends of the Guild Park and Gardens, said Wednesday’s was the first public meeting on the proposal in the two years since the city began its latest search for a thirdparty operator. He argued an ongoing consultation with residents is needed as work continues. The Inn’s revival is connected to other plans the city and the Toronto and Region Conservation Authority have to invest millions in improvements, either on the property or below it along the Scarborough Bluffs. The city is reviewing a management plan for Guild Park as well as studying a 2009 plan for the “cultural precincts” surrounding the Inn, with an eye to revising or adding features and activities to the park grounds. The Toronto and Region Conservation Authority this month announced it will study the creation of a continuous shoreline park, known as the Scarborough Waterfront Project, between East Point and Bluffers parks, creating a waterfront trail link to Guild Park.

18 Months Nooo Interest, Nooo Payments Promotional Offer (the Offer)- O.A.C with a Bad Boy credit card account (Account). A one-time administration fee (Administration Fee) will be charged at the time of purchase and may be charged by the Cardholder to the Account. If charged to the Account, the Administration Fee will form part of the Purchase amount charged to the Account under this Promotional Offer. Any other fees and charges under this Offer (excluding the Annual Fee), including taxes and any applicable delivery charges, may also be charged to the Account and will form part of the Purchase amount. No payment of interest will be required during the Promotional Term of this Offer on the entire Purchase amount charged to the Account, including the Administration Fee and other fees and charges applied to the Account, if all amounts owed are paid when due at the end of the Promotional Term of this Offer. However, interest will accrue at the Preferred Rate of 29.9% per annum from the date of purchase and if the entire Purchase amount (including applicable fees and charges charged to the Account), are not paid in full when due, the full amount of accrued interest will be charged to the Account and immediately payable. Any balance of the Purchase amount that is unpaid when due at the end of the Promotional Term of this Offer will also be charged interest at the Preferred Rate until the balance of the Account is paid in full. A $21.00 Annual Fee will be charged to the Account in the month that the credit card is issued, and in the same month in each subsequent year.
