A northeast Scarborough storefront run by volunteers appeared two years ago and started giving people whatever help they needed. Fr o n t l i n e C o m m u n i t y Services (FCS) has expanded its programs and partners since, but it’s still a grassroots charity many in the area don’t know about. FCS is hosting an open house Friday and Saturday to share its story. On both days, the event is at 2761 Markham Rd. from 11:30 a.m. to 6 p.m. Its barbecue, with entertainment and visiting Scarborough and Markham politicians, is in a parking lot of SunCity Plaza, since the storefront is off Markham Road, north of Finch Avenue. FCS provides programs to members, who pay a small fee, for everything from in-person translation services and dance lessons to help doing their income taxes. Residents invited to meeting on Scarborough waterfront plans People are invited to help shape a vision of a connected Scarborough waterfront during a public meeting next week. The Scarborough Waterfront Project being studied by the Toronto and Region
Conservation Authority (TRCA) would create a system of green spaces from Bluffers Park in the west to East Point Park and the mouth of Highland Creek in the east. There are construction roads
and paths over most of these spaces below the Scarborough Bluffs already, but the TRCA said they aren’t safe to use. To create a series of official waterfront parks under the bluffs, the authority says it wants to
protect and enhance habitat and manage public safety and risks to bluffside properties, while providing “an enjoyable waterfront experience” for visitors. Alternatives will be displayed
at an open house from 5 to 7 p.m. Tuesday, June 28 at Blessed Cardinal Newman Catholic High School on Brimley Road. A presentation and meeting follows at 7 p.m. More info is at www.trca.ca/swp

Rouge Park supporters want more land added lands designated for a Pickering airport should be part of park, federal liberals told MIKE ADLER madler@insidetoronto.com Kill the Pickering Airport, and add its remaining lands to the Rouge National Urban Park, a Toronto councillor and others are telling Canada’s federal government. Foes of the long-stalled airport plan see Prime Minister Justin Trudeau’s victory last fall, and a coming expansion of the park – which Trudeau visited Saturday – as a signal. They believe the airport – for which both federal and provincial governments expropriated vast parts of Pickering, Markham and Uxbridge four decades ago – can finally be beaten. “The last curse on the land is the airport,” Glenn De Baeremaeker, a former Rouge Valley activist and now a Toronto deputy mayor, said last week. “We will win this fight, just like we won many of those fights over the last 40 years.” It was Pierre Elliot Trudeau who announced a second interna-

Three years later, 18,500 acres were in federal control, but an airport was never built, at least partly because farmers and other area residents fought the plan, hoping to save “Toronto’s Last Green Door.” De Baeremaeker said there’s still no sound business case for a
Pickering airport, and there won’t be. He and his partners, including the anti-airport group Land Over Landings, Environmental Defence, former Toronto Mayor David Crombie and former Scarborough MP Pauline Browes, hope the prime minister will kill the airport plan by the next federal election.
Farming on leases of up to 30 years, now proposed for tenant farmers in the Rouge Park in Markham, would be encouraged on the former airport lands, as would small-scale tourism-oriented businesses, such as bed and breakfasts. “The stars are aligned today,” De Baeremaeker added. Municipal politicians in Durham have kept up support for a Pickering airport of some sort, seeing it as a key to development. After decades of management, however, federal support for keeping such a large area seems to be softening. Stephen Harper’s Conservative government added 5,000 federal acres in Markham to Rouge Park, and on the eve of a election campaign last July, Harper announced
he would add 5,000 more. Before the election, Land Over Landings asked Markham-Stouffville MP Jane Philpott, PickeringUxbridge MP Jennifer O’Connell and Ajax MP Mark Holland whether they were in favour of an airport on the remaining federal lands. All three Liberal MPs said no. Canada’s government “is taking a balanced approach” to managing the Pickering lands, keeping 8,700 acres for a potential airport site, said a Transport Canada spokesperson, Annie Joannette. A study released in 2011 “predicted an airport would be needed between 2027 and 2037 and confirmed that the Pickering Lands are an ideal location,” she wrote last Friday, but added the study’s data “needs to be updated.” In May, Transport Canada chose KPMG to undertake a Pickering Lands Aviation Sector Analysis, which should take two years, and “provide information that is instrumental to any decisions on the economic development of the Pickering Lands,” Joannette said.
Blandings turtles released into Rouge National Urban Park Three dozen fist-sized Blandings turtles were released into wetlands near Rouge National Urban Park in Scarborough on Tuesday. The odds for each young turtle surviving to an old age are slim, but Parks Canada and the Toronto Zoo, which raised them from eggs, believe this is the only way to keep a population of the rare turtles alive in the Rouge Valley. The turtles will be watched by radio - with University of Toronto Scarborough helping monitor them through radio transmitters attached to their shells. The transmitters will eventually fall off, but tracking the shy species will help find out where they go in winter.
Zoo employees had released 31 other Blandings turtles over the past two summers; now it was time for a new generation to swim away. “Seven of eight turtle species in Ontario are at risk and need our help,” Dr. Andrew Lentini, the zoo’s curator of reptiles and amphibians, said later, “All Canadians can learn how to help turtles by visiting Toronto Zoo’s Adopt-A-Pond website and by reporting sighting to Toronto Zoo’s Ontario Turtle Tally.” Federal Environment Minister Catherine McKenna visited the park during the winter and announced that Parks Canada would contribute $150,000 to keep the “head start” Blandings turtle program going.

elcome to summer Toronto! It officially arrived on Monday of this week, but judging by our recent hot weather it’s actually been here for awhile. And is there any better place to be in the summer than Toronto? We’ve got it all, as you can see by our Summer In The City feature story in this week’s paper. This coming first weekend of summer sees events such as the Luminato Festival, Taste of Toronto and the beginning of two weekends of top-level youth soccer action with the Robbie tournament. The Robbie International Soccer Tournament celebrates its 50th anniversary OuR ViEW this year, and it has grown from a small event with a few teams in 1967 to City boasts a Scarborough what is now the world’s largest cross-section youth soccer tournament for charity. of events It has raised more than $1.6 million for Cystic Fibrosis Canada in that time. The 50th version of the Robbie will see in excess of 300 teams playing in the festival (for boys and girls teams ages eight to 12) this weekend, and then the competitive tourney (for boys and girls teams 13 to 18) from July 1 to 3. And that’s not all. While Pride Month events have been taking place in Toronto throughout June, things really kick into gear this weekend as Pride Week begins. The week culminates in the Pride Parade July 3, which travels along Church Street from Bloor to Yonge-Dundas Square, but will also include the Trans March July 1 and the Dyke March July 2. Other large city-wide events in the next few weeks include the Honda Indy, which brings in racers and race fans from around the world, starting July 15. The Indy has been a Toronto tradition since 1986. Also, there’s the Toronto Caribbean Carnival starting July 28 and continuing through to the holiday Monday on Aug. 1. From humble beginnings back in 1967, the carnival has grown to become a massive tourist draw for Toronto. But not every event this summer is geared to huge crowds and tourists. There’s no end of community festivals set for our city, and whatever neighbourhood you are in, you will be sure to find something to do this summer in the city.

Big discussions, decisions planned for city’s future Next week Mayor John Tory’s Executive Committee sits down for the last time before business at city hall winds down for the summer. But don’t expect a lazy, hazy meeting. Indeed, the June 28 gathering of Mayor Tory’s cabinet-like committee could be the most important one of the entire term. On the agenda: • a report revising upwards the cost of the single-stop Scarborough subway, that also sets the city’s transit-building agenda for the next two decades; • another one, looking at revenue tools beyond property taxes to pay for things like that transit plan; • a review of the city’s considerable real estate assets, taken with an eye to maximizing savings and revenues; • and the implementation of the Tenants First plan, to try and put right the city’s considerable portfolio of public housing.
david nickle the city To put it another way: the Executive Committee will be considering some of the most expensive initiatives under consideration by Toronto Council this term, at the same meeting as it examines some of the most ambitious measures to pay for those initiatives. It is not immediately obvious how Mayor Tory and his like-minded Executive Committee members will rise to those two challenges. So far, balancing ambition and reality has been an ungainly exercise for the team. Tory has been anxious to get down to the business of city-building, slow to get to the business of budget-pruning, and brashly confident in his ability to do both. His letter of instruction to the budget committee that met this week illus-
trates this perfectly. He has asked the committee to freeze expenditures for 2017, keep property taxes at or below the inflation rate. Efficiencies are to be found, alternate service delivery (contracting out) is to be considered… but ambitious new programs that form the backbone of Tory’s election-platform mandate are sacrosanct: transit and transportation, housing, and poverty reduction. That mission statement leaves very little room to wiggle – but the wiggle-room increases when the two questions of what we want and how we can afford it are asked and answered on different schedules. The June 28 Executive Committee meeting is a rare confluence, wherein everything is on the table at once. Do we want to build a massively expensive, marginally useful single-stop subway in Scarborough,
knowing that we will then have to consider raising all kinds of levies and taxes in order to afford it? We do need to repair our public housing, and that while other levels of government might offer some help, we’ll have to put up some share of the cost. How? Executive Committee members won’t have to answer all those questions immediately. But they will have to start talking about them in the same breath – in a way that until now mainly the mayor’s critics have done, and that the mayor and his supporters have characterized as simply nay-saying. At some point, the politics has to stop and the governance has to start. Next week, looking hard at both the dream and the problem, is as good a time as any to begin.

Just who is going to fight for the Eglinton East LRT in Scarborough? When they steal the money that could have gone to the Eglinton East Light-Rail Line, will anyone notice? After all, you can’t notice the theft of something you didn’t know you had. I’m guessing most people living along this surface rail route – and it’s estimated there are 41,500 a short walk from its stops – never heard of it. M a y o r J o h n To r y announced the Eglinton East LRT in January – he called it the Crosstown East, but apparently that wasn’t confusing enough – along with his “optimized” Scarborough Subway. It was an afterthought: cutting back the subway to one stop would save $1.5 billion. The money saved, Tory said, would build a 17-stop eastern extension of the Eglinton Crosstown LRT from Kennedy station to the University of Toronto Scarborough Campus. It would connect the BloorDanforth subway with five of
mike adler edges of toronto the city’s Neighbourhood Improvement Areas, what it once called priority neighbourhoods. Places such as Scarborough Village and Kingston-Galloway would get rapid-transit stops for the first time. It would bring development to parts of Eglinton Avenue and Kingston Road that have been dormant for decades. But in the media back-andforth about the Scarborough Subway, the Eglinton East was almost completely ignored. It’s only one of many projects covered in public meetings the city hosted. There was no firm date to build it – never a good sign. The Scarborough Subway cost is up to $2.9 billion, but Tory has dug in: it will get built. Add to that a growing campaign to fund a Downtown

Relief Line subway, and likely outcomes for the LRT are long delay or oblivion. Just who is going to fight for the Eglinton East? Not Scarborough’s councillors, whose hostility to LRT lines on roads is well-known. The University of Toronto may fight, because it’s written an LRT into development plans for the UTSC campus. But it’s also people of those east Scarborough neighbourhoods who have to speak up about the Eglinton East LRT. It’s up to residents and employees in Eglinton East, Kennedy Park, Scarborough Village, Morningside, and West Hill to fight for what Tory promised them. I’m not pretending there aren’t problems with the Eglinton East LRT, but the project deserves a real hearing, a real debate.

Five options for Scarborough Subway tunnel: TTC MIKE ADLER madler@insidetoronto.com The TTC says it can use five parcels of land to build the tunnel for the Scarborough Subway. People who might lose their properties to the six-kilometre, one-stop subway extension were shown these five options over the past week. At least some of them are asking why there isn’t a sixth option. “People aren’t clapping; they’re raising concerns,” Glenn De Baeremaeker, city councillor for the area around Ellesmere and McCowan roads, said this week. A TTC board member and a champion of the controversial project, De Baeremaeker said he had no idea the proposed tunnel alignment would veer west of McCowan, crossing under homes and a mature woodlot before reaching a station
on the Scarborough Town Centre property. Two of the five TTC options for a 10,000-square-metre staging area would clearcut part of the Frank Faubert Woodlot, which neighbourhood groups and De Baeremaeker, as a young environmentalist, fought to save. Two others would involve clearing out an Esso Station southwest of the intersection and some houses south of the station on Stanwell Drive. The fifth choice would save the houses - though the tunnel would be dug directly under five of them - but lose the station and a plaza, the Progress Park Centre, just west of it. De Baeremaeker, who hosted a meeting on Monday, June 13, to explain the situation to the homeowners, said he asked the TTC to consider moving the construction
area to a parking lot on the shopping mall property. If they won’t change the plan, though, he said he’ll support the fifth option, which “in my opinion has the least amount of harm,” though it will force businesses to move. De Baeremaeker insisted the woodlot, a remnant of local forest saved from condominium development two decades ago, would not be harmed. He’s also heard loud and clear, he said, that people don’t want any homes on Stanwell torn down. “The neighbours have said they don’t want to leave. That actually makes me proud. That’s a vote of confidence in Scarborough.” Ron Hurlburt’s company has owned the plaza since 1962 or so. Family lore has it his father was still pouring concrete out front when John F. Kennedy was shot.
“It’s not a home, but in a way, it is our home,” said Hurlburt, who met TTC representatives at his Markham offices last week. This week, he said the picture isn’t really clearer, and neither are the explanations why the subway can’t go further north on McCowan before turning into the Scarborough Town Centre’s land. Hurlburt said he’s told his tenants construction isn’t expected to start for three years - “Nothing’s happening tomorrow” - and they should seek their own meeting with the TTC. He also he’ll speak later this month to Mayor John Tory’s Executive Committee, or at any rate his lawyer will, “but there’s not a whole lot to say other than: Can you reroute it?” Oxford Properties, the owner of Scarborough Town Centre, has so far declined to comment on the
development opportunities the subway would provide. But Vivek Bhatt, one of the Stanwell homeowners at the councillor’s meeting, said he believes the city and TTC want the staging area kept away from the mall to maximize profit for developers. “They want to support the builders’ lobby,” he said. And when the expropriated commercial or residential lands near the intersection are of no further use to the TTC, they’ll also be sold to a builder, Bhatt predicted. TTC officials have said no other paths for the subway were possible without shutting down the Scarborough Rapid Transit line during five or six years of construction. De Baeremaeker said TTC staff believe they’ll have the exact alignment determined by next spring.

Toronto FC has a close connection with this year’s huge Robbie soccer tournament on tap over the next two weekends (June 25 and 26; and July 1 to 3), and which is marking its 50th anniversary. TFC’s current president Bill Manning, a New York State native, played in it as a youth. “I do remember playing in the Robbie as it was the first time in my life I flew on an airplane and we also visited Niagara Falls which was an amazing experience,” related the high profile sports executive in an email interview. And the other TFC connection is this year’s honourary chair, Dwayne De Rosario, one of the best players to ever suit up in Major League Soccer and for the Canadian national team. Enjoying his second year of retirement after a long and illustrious career, the bornand-raised Scarborough native, who was inducted into the Scarborough Walk of Fame in 2009 while he was still an active player, also played in the Robbie as a youth. “I’m very proud to say I’m from Scarborough and that I played in The Robbie,” he told the audience at a Robbie 50th anniversary gala in April, later elaborating that his team - the Malvern Magic - actually won
the Robbie. While he may be the honourary chair, he’s taking it as much more than a figurehead role, organizing this year’s celebrity soccer game. It’s set for Sunday, July 3, 3 p.m. at Scarborough’s Birchmount Stadium. “Come on out to my Celebrity Game on July 3,” he said, in a Robbie media release. “A few of my friends and I are going to put on a proper football match.” Some of those friends will include fellow retired Scarborough MLSer Adrian Serioux, Steven Caldwell, Craig Forrest, Jim Brennan, Paul Stalteri and Rohan Rickets. Also set to join them is Scarborough’s Natalie Spooner, a veteran national team hockey player who helped Canada to the gold medal at the Sochi 2014 winter Olympics. “She (Spooner) played (soccer) for West Rouge and for Scarborough United Women’s Soccer Club,” said tournament chair (and longtime volunteer) Mike Ellis. The celebrity game comes with the price of admission into championship day – $5 for adults and $2 for seniors and youth 10 to 18 (free for for U-10). For their 50th anniversary, Robbie organizers already know the size of the cheque they intend to hand over
to Cystic Fibrosis Canada – $50,000. Including their first year when they handed over $60.52 to the national charitable organization, they’ve now upped their grand total to about $1.7 million. A large reason they’ve been able to donate that much, besides the dozens of volunteers, are the referees who have always worked for free. Ellis estimates that “approximately half of what we’ve been able to donate to CF over the years is because of the referees who contribute their time without charge.” The tournament will use about 25 venues – all in Scarborough except for the relatively new Cherry Beach fields near the lakeshore in east Toronto. The tournament’s two weekends will attract nearly 400 teams. The first weekend ( June 25/26) is for the 220 younger teams (under-7 to under-12) and the second weekend (July 1 to 3) for the 160 older teams (under-13 through under-18). The huge size of the tourney is good for the local economy. “I’ve tried to estimate and it’s clearly in excess of $250,000 for our weekend,” said Ellis, which would include such things as hotel stays. Youth job creation a priorty for all Back in February, 100 days into office, Prime Minister Justin Trudeau made good on one of his election promises and announced a boost to the Canada Summer Jobs Program: $113 million to support a mix of public and private employers so they could create up to 70,000 jobs this summer targeting youth and young adults. Kudos Liberals – domestic youth unemployment is definitely an issue deserving attention, for the improved future of both the next generation and for the nation. I couldn’t be happier to know a couple of the young people in my life will be benefiting. In order to participate in the program a person must meet certain criteria: namely be 15 to 30 years old and be a full-time student returning to their studies in the fall. This is, of course, important because post-secondary students need opportunities to gain real-world job experience in order to have a better shot at securing long-term employment upon graduation. But it

priya ramanujam MILLENNIAL MIND only addresses a part of the youth unemployment issue. Consider for a moment the students who need to find employment year-round in order to support themselves through school. Or those who can only afford to go to school part-time. Then there are youth who have not completed high school, young parents, those who have experienced conflict with the law or those experiencing mental health issues – for whom post-secondary may not be an option. There are certainly resources out there for these young people when it comes to finding employment. In Scarborough, Youth Reach, a program offered by JVS, which provides one-onone employment counselling for individuals 15 to 30 who have experienced conflict with the law and are out of work and out of school, as well
as the provincial youth outreach workers (YOWs) spread between several community service organizations come to mind. There are also pre-employment programs that combine life skills training with on-thejob paid placements. Over the last few years, though, I’ve noticed these programs dwindling around Scarborough. The Canada Summer Jobs Program is just the first step. Opportunities like it need to be created year-round to address the gaps of the current program. The reality is no single solution to youth unemployment exists. It is a complex, multilayered issue. It’s going to take all levels of government working collaboratively with the public and private sector, as well as the youth demographic and those who work directly with them, to tackle it. So what do we do in Scarborough on a rather non-descript Monday near the end of the school year to celebrate the summer solstice? Was there a lot of drinking and dancing going on around bonfires? I did see the Junction Summer Solstice Festival taking place in, where else, the Junction this past weekend, but for the most part a whole lot of head scratching. Not a lot of really solsticy stuff for a northern type city where we live. Solstice is derived from the Latin words sol (sun) and sistere (to stand still). We all wish the sun and time could stand still on the longest day of the year. The long inevitable slide to the Winter Solstice has begun. So what did you do to celebrate the summer solstice. It arrived Monday at 6:34 p.m., the longest and most glorious day of the year. Nothing? Me too. I must admit I’m the kind of guy who watches the daylight hours, particularly in the depths of winter. Sadly I know that on the shortest day if the year the sun goes down around 4:44 then by early January it’s closer to 5 p.m. End of January it’s 5:30-ish then at the end of February things are looking up as the sun is up until 6 or so. Many are familiar with the lack of daylight, but most people don’t quite know how to celebrate the longest day of the year. I had to look it up. The summer solstice falls in the northern hemisphere somewhere between June 20 and 22. This year on the 20th the sun rose at 5:36 a.m. and set at 9:02 p.m. That’s 15 hours and 26 minutes of glorious daylight and I had to spend at least eight hours working and one

Elder abuse report cites family tensions MIKE ADLER madler@insidetoronto.com “In Canada, I am blind and deaf because I don’t understand English,” an elderly man called Mr. Lin said. Lin’s a fictional person, but what he said about his isolation and depression is based on two years of research into the tensions between Chinese seniors and their adult children in Toronto. The Chinese Canadian National Council Toronto Chapter, which released a report on the project this week, invented a daughter, Lucy, who’s guilty and stressed because of her dad. “Any conservation with my father can turn into an argument, so we try to avoid talking to him,” she said. by the CCNCTO, Bridging the Communication Gap, the two-sided story of Lin touches on the overlooked needs of Chinese-speaking Greater Toronto families, and a topic not many talk about, the possibility of elder abuse. Traditionally, Chinese seniors have a guiding role in families, but in Canada that’s often lost, and seniors lack financial resources and must depend on their adult children. “That can lead to a lot of conflicts in the family,” Jing Zhao, a forensic nurse who co-ordinated the research. As they become less mobile and more dependent, Chinese seniors become more isolated and likely to refuse help from outside the family. Many think being sent away to long-term care is shameful, Jing said.
As tensions escalate because of poor communication, cultural differences and financial problems, elder abuse can happen, she added. The CCNCTO, based at Scarborough’s Dorset Park Community Hub on Kennedy Road, wants more programs to support Chinese-speaking seniors and caregivers, and to get information to them in their own language. Toronto and the provincial government funded the project, but will be called on to do more. “I want them to take all these strategies seriously,” said Chase Lo, the group’s executive director. Toronto police honour fallen officer Ryan Russell Ryan Russell loved animals and policing. And on Tuesday, the Toronto police mounted unit named its newest member in honour of the Scarborough sergeant who was killed in the line of duty five years ago. “Ryan was an animal lover from Day 1...and he also loved his work with the police service,” said Glenn
Russell, Ryan’s father. “For him to be memorialized like this in such a vital unit, we are absolutely thrilled.” Police Chief Mark Saunders said Ryan was a “fantastic man who exemplified all the great qualities in policing.” “We wanted to make sure that we could replicate the hard work and dedication, and the best way to do that is to pick one of our finest
horses right here as we get to name him,” he said. “As Ryan’s legacy lives on, this horse will be doing tremendous work,” Saunders said of the four-year-old Purebred Clydesdale named “Russell.” The horse is halfway through his year-long training and is expected to be ready for duty in October. “It’s such an incredible honour for my family to see such a beautiful and
remarkable animal being put into service,” Ryan’s widow Christine said. “It’s going to work the streets just as my husband did.” Christine and her seven-year-old son Nolan got to ride “Russell” at Tuesday’s ceremony. “He’s old enough now to appreciate the honours that are being given to his father,” she said of Nolan. “He’s never been on a horse
(before) and to get to go for a ride on a horse that’s named after his father is a very special opportunity and I hope we’ll get to come back throughout the year and form a special bond with Russell.” Ryan, an 11-year veteran of the Toronto Police Service, was struck and killed by a stolen snow plow at Avenue and Davenport roads on Jan. 12, 2011.
