Police warn seniors about series of distraction thefts

Killing them with kindness. That’s how a Scarborough police officer describes the way in which distraction thieves pull in their elderly victims.

“They’ll approach a senior and kill them with all kinds of compliments. There’s a lot of touching involved and very nice words to gain their trust,” Det. Wes Neal of 41 Division in southwest Scarborough told reporters during a news confer-

ence at police headquarters Tuesday. “There’s been many, many different approaches from asking for directions to hospitals to telling the victim that they remind them of their deceased mother, hence wanting to give

them a gift of jewelry.” The fraudsters, two middleaged women and a male getaway driver, usually target a lone senior outside his/her home or at a plaza parking lot. The women place fake jewelry on the victim, and as they

The fire marshal’s office is investigating the cause of a fouralarm blaze at a Scarborough auto wrecker. Fire crews were called to Standard Auto Wreckers at 1216 Sewells Rd. at 1:27 a.m. Monday. Toronto Fire Services Capt. ‘Overzealous’ parking officers anger resident MIKE ADLER madler@insidetoronto.com They come at night to harass the homeowners, and to give unfair attention to their little crescent street in Wexford. At least, that’s how some residents see the tagging of cars on Courton Drive. The Toronto police parking enforcement supervisor for the area says his officers are just doing their job, following the rules set by Toronto’s politicians. “We enforce the bylaws council has created,” Steve McGowan said in an interview. Parking enforcers don’t go to a street unless there’s a complaint, but once they do, they can return on a regular basis to ticket vehicles breaking city bylaws. And the number one cause of complaints are those piles of snow and ice people can see everywhere in Scarborough. “It’s a winter problem,” McGowan said. “The issue right across (Scarborough) is snow removal.” Narrow streets Harsher than usual, this winter’s left more ice on the ground for much longer. But it’s always a problem, narrowing local streets. Snowplows have had to back up, and garbage pickups are

cancelled because of “snowballs” – cars buried under snowbanks, McGowan said. On one street in Scarborough, the complainant prompting visits by parking officers is the fire department – it couldn’t get through, he said. Whatever the reasons, one couple on the streets calls the nocturnal enforcement visits “sheer harassment and bullying.” “I can’t sleep at night. I go out at 2 a.m. and wait,” said Jannett Ioannides, whose family owns four cars that

cannot all fit on their driveway. “There are about 15 houses in the area that are getting hit by this.” Ioannides said some residents are now so angered by the tickets – $15 for parking on the street longer than three hours, and $60 for blocking the sidewalk – they have talked about wanting to “start doing things” such as sitting in parked cars and confronting officers if they show up. Nothing like this happened before in her 28 years on the

street, she added, and trust between neighbours has “just disintegrated” amid speculation of whose complaints drew attention to Courton Drive, first last March, and again all this winter. Ioannides has repeatedly called on McGowan to stop the enforcement detail – calling him and his officers overzealous – and also to report how many tickets were issued, not just on her street, but on nearby streets in Wexford. McGowan last week complied with part of the request. From when a complaint was

made in late November until Feb. 25, he said, his unit issued 76 tags on Courton, of which 73 could be processed (in a few cases, the owner drove off or the officer was called away). The enforcers tagged cars on 15 nights for the threehour violation, and four others found other offences, mainly cars on the sidewalk. McGowan said this proves they haven’t come every night, as some residents say, but about every sixth night. (Ioannides said they came again this week, and left more tickets.) McGowan also said there were 82 tickets issued on the street during all of last year – which would include tags left there last March and April after a complaint – 74 of them for the three-hour bylaw. Officers who come upon illegally parked cars don’t have the option of not enforcing the law, he said. “If the officer creates his own (version of the) threehour bylaw, he’ll be fired.” But if you complain about a vehicle on your street, be prepared for everyone on it to get the same treatment, McGowan said. “You can’t pick on one car.” Ioannides said her family needs four cars because she, her husband and two adult children living in the home all work in different parts of the

Greater Toronto Area. She believes one neighbour is responsible for the complaints and wishes she could talk to this person and resolve whatever problem prompted the enforcement blitz. Last Friday, Ioannides said, inspectors from the city’s Municipal Licensing and Standards department “stripsearched our house,” acting on a complaint the family are running an illegal business from their home. They found nothing, she said. McGowan and Scarborough Centre Councillor Michael Thompson, who met with the family last April, both maintain more than one neighbour of Ioannides has complained about cars on the street. Both suggested the family should work out arrangements with neighbours who have more available driveway space. Thompson conceded, though, that a lack of legal space to park in overnight is a problem for many area families. “In Scarborough, we don’t provide for on-street parking,” he said. Ioannides, meanwhile, said her family is prepared to fight their tickets in court. “I will not be bullied in my neighbourhood,” she said.

Size matters in Highland Creek Village development bound for OMB An apparent mistake in an area plan for Highland Creek Village area could mean added trouble during an Ontario Municipal Board hearing scheduled to begin this Wednesday. Scarborough East

Councillor Ron Moeser surprised colleagues at a meeting last week when he said city staff had misinterpreted instructions limiting heights on two parcels in the village area. Moeser said he understood the plan passed allowing buildings of up to four storeys on

the parcels, which are at the intersection of Military Trail and Highway 2. Staff had written this down as a maximum of six storeys, he said. Heights in the village were a sensitive matter as the area was being studied to open it to mixed-use buildings with residences. The plan was twice

plan being promoted by a Toronto councillor to make the city’s construction sites more artistically appealing has great merit. The WORKSIGHT project aims to turn the plywood boards placed around work sites, known as hoarding, into canvases that can be used to display art, and encourage the creativity of Toronto artists. Along with beautifying the sites, the artwork can help promote the concept of public art and the artists. Ward 27 Councillor Kristyn Wong-Tam is championing the project, which hopes to see developers and construction companies hire local artists to paint murals on the hoarding. “One of the goals is to create a platform to support emerging artists and bring the idea the art gallery outside of gallery our view of spaces,” she said. “A lot of people go to galleries, but it’s imporPotential great don’t tant to expose them to art.” for community Along with the councillor, social enterprise group the PATCH involvement Project and creative agency Wysp Social Marketing are also involved in the project. PATCH is a group of urban planners, architects and professional artists who have teamed up to support urban development and manage public art projects in the city. Already, there are examples in the city of murals painted on construction hoarding including at Allan Gardens. Encouraging and organizing this creativity into a more formal structure with participation from arts and community groups, along with developers, is a great idea. Another area where WORKSIGHT has put its plan into action is in the Alexandra Park area of Toronto. There, residents worked together on an art plan for the future hoarding to surround a massive redevelopment plan in the area. They came up with designs specific to the community and its future goals. Expanding such a program across the many different construction jobs in the city will help build a great level of resident involvement and enthusiasm for the future of the neighbourhoods, and will help local artists gain profile. It will also make our community more beautiful.

Putting empty rinks temporarily on ice

he recent news that an extra 11 outdoor artificial ice rinks have been added to the 17 others scheduled to remain open until Sunday, March 16, is music to these frost-bitten ears. The more the merrier, I say. Due to global warming, sadly, too many around here have forgotten that skating outside is in our DNA. Canadian singersongwriter Joni Mitchell had a hit titled Big Yellow Taxi that dovetails nicely with this story. It’s about not realizing what you’ve got until it’s gone. Well, this winter’s lingering cold temperatures have been a reminder of just how much ice under a deep blue sky has meant to the local community. There’s one line in Joni’s song that is extremely pertinent to this tale: “They paved paradise and put up a parking lot.” You see, ironically, I live in a neigh-

borhood with an outdoor rink built in what once was a parking lot. Now, I know replacing pavement with a rink doesn’t exactly qualify as a return to nature. But hey, it’s a return to what comes natural, which ain’t too shabby.

Rob Ford faced with ‘reality’ on Kimmel show The Ford brothers’ trip to Los Angeles over the weekend caught a great many of us by surprise – particularly as Mayor Rob Ford left Toronto claiming to be en route to attend the Oscar ceremony and walk the red carpet, on the arm of late-night talk show host Jimmy Kimmel. Turned out the mayor was a little premature. For some reason, according to his brother, there were security issues involving the late addition of Toronto’s chief magistrate to the A-list. No matter: the mayor would attend Kimmel’s after-party. Although it turned out Kimmel didn’t have one of those: just an after-Oscar show where the mayor took part in a little skit and Kevin Spacey (who’s not a politician, but plays one on Netflix) made some unkind Ford jokes. The next night, Mayor Ford seemed giddy when he came out for his guest spot on Kimmel’s show. Listening to his brother Doug, the next day, they had all been honestly hoping to use the time on the popular late-night show to

It sure seemed that by then, the only one surprised was Rob, who instead walked into a late-night version of A Christmas Carol, compressed into what seemed like an excruciating half-hour in which many of the mayor’s sins and humiliations were paraded before him. Kimmel called Ford on everything from his sartorial sensibilities (“Why are you dressed like a magician?”) to his apparent love of the vine. Ford laughed it all off – and also sweated it off, to the point that Kimmel at one point reached across to dab the mayor’s forehead – and bravely tried to stick to his familiar message. Give Kimmel this: he was much more effective in deconstructing Ford’s patter than we’ve been here, swinging as we do between the hardball confrontational questions of a city hall scrum and the gently commiserative queries

of Conrad Black. Kimmel put Ford in front of his sins and failures, and offering redemption only in acceptance. Fo rd l e f t t h e s t u d i o unmoved. Indeed, the next day Doug Ford was in Toronto telling the media how well it all went: how Kimmel thought it funny that Ford’s colleagues were annoyed with him for leaving town after stripping him of powers; how it was all scripted, and really no one was surprised at the hard questions; and how Americans thought that in the end, Rob Ford simply seemed to them more “real.” It certainly was that. Rob Ford was faced with buckets of “real” over that half hour of television. The reality was there was nothing but a trip to Los Angeles during a frigid Toronto weekend. Nothing but an expertly-wrought public shaming, and an intervention delivered in earnest, both of which Ford appeared to do his best to ignore.

Liberal MPPs must help build healthy Scarborough To the editor: Re: ‘Scarborough hospital boards to vote on merger next week,’ Community, Feb. 27. Your article on hospital mergers in Scarborough highlights clearly the mixed messages and delay tactics of local MPPs and Queen’s Park when confronted by real pressure to be decisive and support the worthy cause of strong capital planning for the hospitals in Scarborough. Nonsense “A key determinant in our success will be to continue to gain consensus” said the MPPs. This is utter nonsense. “Governments don’t just write cheques within days of a request”. Total obfuscation of the facts. MPP Bas Balkissoon did not sign the “letter” - maybe

The Local Health Integration Network (LHIN) directed the merger nearly one year ago, the hospital boards and administration have been informing government for many months with detailed plans, and the physicians and community are united in supporting a merger with proper capital planning. Stand up All that’s left is for the Liberal MPPs and Queen’s Park to finally do the right thing and provide the capital planning grants (and not a pittance to silence the crowd) so our out-of-date and creaky hospitals can be fixed and/or replaced. Will they finally stand up for Scarborough or slink away and gamble on their traditional support to get

re-elected down the road so they can then do nothing at all, again. More than $1 billion was awarded to Humber River Regional Hospital; $622 million to Bridgepoint and $26 million for Niagara Region for just capital planning grants. Political tactics It’s time to build a healthy Scarborough. Providing the community a strong foundation to re-build its community hospital is a job good governance embrace and such decision should not be held hostage to political tactics and intrigue. Hospital merger concerns growing

MIKE ADLER madler@insidetoronto.com Directors of Scarborough’s two hospitals have approved an agreement to create what they hope will be a better, more powerful institution, but they know they are running short of time. Rouge Valley Health System and The Scarborough Hospital were ordered last March to study a merger, and by last November their top officials and boards were convinced a merger should happen. But the hospital boards also decided – and did again in separate meetings this week – the merger should be done only if the province fulfills certain conditions, which still haven’t been met. One of these is covering what the merger will cost, now estimated at $32.4 million. The hospitals, by their own admission, have “very large working funds deficits” and poor ability to borrow, while projected savings from the merger are only in the range of $7.6-9.6 million over three years. Even more crucial, judging by the attention it has lately received, is the hospitals’ request that the province show “support for capital planning” by approving longterm studies for possible new hospital facilities in Scarborough and West Durham. Without these studies, a merged hospital, even though it begins as Ontario’s seventh largest, faces a future with three aging Scarborough campuses “at capacity and unable to accommodate increasing workload” which are “not configured for efficient clinical services.” The boards, locked into a timetable so that the hospitals can bring the merger request to the province’s Central East Local Health Integration Network on March 26 will vote on final approval for the merger next Saturday, March 15. So far, TSH directors were told Tuesday, the province hasn’t formally replied to the

requests for money, and most of the informal replies have been negative. Approval of the planning studies, which the hospitals requested January 22 in a precapital submission, hasn’t come either. Spokespersons at the ministry this week said the hospitals could expect a response sometime this spring – the same as saying it may come between late March and midJune. CEOs of both hospitals this week refused to say what would happen if their boards are forced to vote on the merger without the promises they wanted. “I can’t pre-suppose at this time what the board’s decision will be,” said Robert Biron of TSH. Rouge Valley’s CEO Rik Ganderton said the government understands the timetable. “The board will have to take into account whatever they have or have not heard,” he said. Both also would not specu-

late on what will happen to the merger, which Ontario Health Minister Deb Matthews would have 30 days to approve following the LHIN meeting, if a provincial election is called before she makes a decision.

On Tuesday, the TSH board’s chairperson Stephen Smith said the province at least continues to listen to the hospitals as the final decisions approach. He also welcomed news that six Liberal MPPs from the area had written to Matthews,

stressing a fast decision on the planning studies is critical. The MPPs told Matthews they support a planning exercise, believing “it will improve efficiency, is evidence based, and will meet the needs of our diverse and growing community.” Approving the hospitals’ requests will also help reinforce staff and community support for the merger, they added. And while telling residents to “take a deep breath here” and realize governments don’t make important decisions in haste, Scarborough Centre MPP Brad Duguid assured residents local Liberals had heard them when they “spoke loud and clear” last summer in favour of a Bloor-Danforth subway extension. “They put themselves on the line, fought for it, and won,” Duguid said in an interview last week. “We’re going to win this too.” T h e O n t a r i o He a l t h Coalition, which speaks for

hospital’s employees, urged the MPPs this week “to take a more responsible position on this issue” and not to “rush” a merger proposal through. “The bottom line is that the merger plan does not save any money, nor does it protect health services for people in your riding,” the group told Duguid and the others in a letter signed by its executive director, Natalie Mehra. The group said it had already seen significant cuts to health services in Scarborough and West Durham and was afraid of more. “We are deeply concerned about the costs of the merger, which will place competing demands on scarce health care funding, siphoning money away from patient care.” Last Wednesday, the Scarborough Chinese Outreach Committee, which has raised money over two decades for health care in the area, warned there would be political consequences if the Liberal government doesn’t

spend the millions necessary to plan new hospital facilities for the area. Executives of the fundraising group called a press conference to express support for the merger, but spent most of it stressing hospital campuses in Scarborough and West Durham are in desperate need of major reinvestment or replacement. “They’ve had ample time to look at this,” Dr. Robert Ting, the committee’s chairperson, said of Scarborough’s six Liberal MPPs. “If they can’t get their heads around this, we are going to do everything we can to make sure someone else gets elected next time.” Dr. Paul Tam, a COC vice president, recalled it took him 14 years to create the first dialysis unit for TSH, consisting of five beds. The unit has grown to serve more than a million residents. “We are good immigrants. We vote for the party who got us here. But we should also vote for the party that (will) get us to the next step,” he said. “It takes 10 years to do anything, so if we don’t start today, your grandchildren may not get anything.” After the final board votes, special meetings will be called - on March 17 for TSH and March 18 for RVHS to give members of the hospital corporations a chance to approve the merger. Members include not just directors but life members, annual members, auxiliaries, and in Rouge Valley’s case, a large number of donors. Despite hopes for the creation of new hospital facilities in the long run, the hospitals have pledged no campus or emergency room will close after a new hospital – temporarily to be called the Scarborough and West Durham Health System - is created. Metrolinx has postponed a series of public meetings as part of its ongoing Relief Line Network study. The provincial transit

As part of the study Metrolinx had organized a series of public consultations – in collaboration with the city which is also organizing its own study – for early March. Sardine Award growing wnumbers

TTC riders were more than eager to share pictures of their cramped commutes as part of a recentlyconcluded social media campaign. TTCriders, the city’s largest advocacy group for users of the beleaguered

transit commission, launched the TTC Sardines initiative as a way to generate publicity for the overcrowding characteristic of TTC service nowadays, particularly during peak travel periods. Riders were quick to respond, posting photos or in some cases tweeting how they would have liked to have taken a picture, but couldn’t due to the lack of room - of examples of “sardining”, which can be defined in the transit sense as being packed into an overcrowded subway train, streetcar or bus. While the campaign is over, TTCriders is getting set to announce the recipient of its inaugural TTC Sardine Award, to be presented to a political decision maker who failed to push for better funding for the TTC. A group of George Peck Public School students are riding on a well deserved high note. The George Peck Public School Grades 6 to 8 Concert Wind Band, under the direction of Susan Raponi, won first place at the Kiwanis Music Festival of Toronto bringing home the Gold Award at the Kiwanis Music Festival of Toronto recently. Earlier, the group won the Rising Star Award and the Silver-Plus Award at the provincial Ontario Band Association Festival. Since the band has scored such high notes it has been invited to perform at Music Fest 2014, which is Canada’s renowned national music festival, in Vancouver, B.C., in May. Participants at the festival range in age from 12 to 25 years old and are from elementary, high school, college and university levels.

Stop signs, not crossing guard on Fallingbrook Road for Courcelette MIKE ADLER madler@insidetoronto.com Parents of Courcelette Public School will soon have a flashing red light and stop signs to replace an amberflashing crosswalk on Fallingbrook Road, but they wanted a human guard more. Scarborough community councillors voted against staff advice to replace a crossing near the school on Fallingbrook at Fallingbrook Drive with an all-way stop.

Enrolment at the school is rising and Fallingbrook Road is busy in rush hour, with drivers moving from Kingston Road in Scarborough to Queen Street in the Beach. Parents told councillors two Grade 8 boys were hit by cars at the crosswalk in the past year. Children, as one put it, can’t all be expected to stand, point and proceeded to cross “like little soldiers” as they head to and from Courcelette, and though a crossing guard would be safer, stop signs are

the second-best solution. Scarborough Southwest Councillor Gary Crawford said he requested a guard for the intersection while in his former post as the area’s public school trustee. He recently asked again as a councillor, but the office of Toronto Police Chief Bill Blair, which controls assignment of guards, gave no explanation why the requests were turned down. The Fallingbrook community has waited long enough to address their

safety concerns, he said. Scarborough East Councillor Ron Moeser said four schools in his ward also submitted guard requests he feels are valid, and he has tried for months to meet the chief to discuss them. Another councillor, Michael Thompson, who is vice chairperson of the Toronto Police Services Board, said he was “dismayed” at this lack of response. Scarborough-Agincourt Councillor Mike Del Grande cast

the sole vote against replacing the crosswalk with an all-way stop and flashing beacon. He recalled similar concerns about a crosswalk near Silver Springs Public School before it was replaced by an all-way stop. Parents found things were worse, as children crossing were forced to dodge cars that hadn’t fully stopped, he said.

Monster homes will not take over Seven Oaks: Councillor Lack of rules in old bylaw had residents concerned The character of the Seven Oaks neighbourhood will not be overwhelmed by an invasion of “monster homes,” Scarborough East Councillor Paul Ainslie has concluded. The old Morningside Community zoning bylaw for the area, which is north of Ellesmere Road to Hwy.

401 between Morningside Avenue and Highland Creek, had no rules on building length or depth and no backyard setbacks except along the 401. O n e b u n g a l ow ow n e r o n Edenmills Drive got a permit in 2012 to add a two-storey addition to the house, prompting concerns from neighbours that others could do the same. The girls’ hockey team earned the trophy for the Durham West Girls’ Hockey 20th annual Rep Tournament. Other teams competing were from Whitby, Kanata and Nepean. “It was a nice tournament, it’s nice to get two wins,” said Steve Hirano, head coach of the team. “It reflects the hard work we put in all year.” They lost a close game to the Whitby Wolves, 3-1, on Feb. 13. top followed four consecutive wins bringing the Sharks to claim the championship title.Finishing up the last of the round robin games, the Sharks took on Kanata on Feb. 14 and beat them 2-1. Followed by a 3-0 victory of Nepean on Feb. 15, with Sharks’ goalie Rachel Bannister getting the shutout. On the same day, at the semifinal, they took on Kanata winning 2-1 after a 2-0 shootout.

The championship game was held on Feb. 16, bringing Scarborough against Nepean in a final bout that led to a Sharks victory. They won the game 2-3 after another shootout (2-1). “It’s nice that we prevailed in the last four games in the tournament,” Hirano said. “Shootouts are always nervewracking.” The Sharks now head to the provincial championships in April. Hirano said the team is ready because of their recent victories. “They’re never overconfident, but they never stop trying,” Hirano said. “These wins give us a lot of confidence going into the provincials.”

One of Ontario’s oldest badminton clubs, the Thomson Badminton Club in Scarborough, celebrated its 50th anniversary recently. Celebrations were capped off last month with medallions presented to the longest serving members. The club plays at David & Mary Thomson Collegiate Institute, named after Scarborough’s first settlers. President Bob Doi is among one of the recipients. “We’re always trying to attract new members.” Doi said. “Anyone can come play, young, old, senior, anyone 16 and up is welcome.” In the 1970s and ’80s, the club had more than 100 members. The number was so high that many people wanting to participate were put on a waiting list. At the club’s prime, members played on eight courts, three nights a week. It became so popular that members were participants and organizers for

badminton in the annual Scarborough/ Indianapolis Peace Games for 32 consecutive summers from 1972 to 2003. As interest in the Peace Games decreased and schools imposed higher fees for gym permits, along with growing participation of youths in other sports, membership declined to 30. The club has downsized to four courts, playing two nights a week. “If we decrease too many members, we would lose our permit because we wouldn’t be able to sustain the club.” Doi explained. Despite a drop in membership, the Thomson Badminton Club continues to host diverse participants from several different backgrounds and skill levels. “We’re proud to celebrate our anniversary,” Doi said. “We’re one of the longest serving clubs of badminton and want to continue.”

Man sought in parental abduction The case of a missing man and daughter has turned into a parental abduction probe, police say. Police from Scarborough’s 42 Division are looking for Moses Ma, 27, and his twoyear-old daughter Sofi, who were last known to be in Toronto in January. Moses Ma is wanted for parental abduction and disobeying a court order. He has short black hair and brown eyes. Sofi has black shoulderlength hair and dark brown eyes. Police had said they’re concerned for her safety.

A 25-year-old woman was hurt during a robbery in a Scarborough building elevator Friday. Police said the woman was in an elevator in a building near Lawrence and Morningside avenues when two males entered around 11:30 a.m. The males grabbed the victim, struggled with her and demanded her cellphone. The woman complied, and the robbers fled. The victim was taken to hospital with minor injuries.

Police are looking for a man following a purse snatching near Lawrence Avenue and Barrymore Road Saturday. Police said a man in a vehicle approached a 64-year-old woman on Lawrence at about 9:50 a.m. A man got out of the vehicle, demanded the woman’s purase and then fled. The suspect is in his late 20s, about six-feet tall with short black curly hair, brown eyes and a thin build.
