In spring, green sprouts push up through the ground, and it’s like the whole world is reborn. You might say Scarborough Seedy Saturday is reborn too. The area’s free event for swapping and buying organic and heirloom seeds was cancelled last year, but it’s returning next Saturday, March 22, bigger than ever before. Part of the reason is Seedy Saturday’s new partnership with the Scarborough Green Fair, normally held in May. Fair co-founder Liza Tilander said organizers of both events are excited. “Especially after this winter, I think, people are on the edge of their seats waiting for spring,” she said this week. With its new partnership comes a larger new venue for Seedy Saturday, Blessed Cardinal Newman Catholic High School on Brimley Road, whose cafeteria will hold more than 50 tables of seed vendors and others with information on gardening, nature and green living, said organizer Katie Fullerton. Scarborough hospital merger proposal: Saturday voting deadline nears T
he Scarborough Hospital and Rouge Valley Health System are finally ready for final votes on a merger, but unless good news arrives by Friday, part of that decision to merge becomes a leap into the dark. The province has this long to tell the hospital boards, voting separately on Saturday morning, what they’ve waited to hear: that it will pay at least part of the merger costs and fund longterm planning, which could replace their aging and inadequate facilities with new ones in Scarborough and West Durham. By press time Wednesday, there was no word. Tensions about the final votes - which are to be confirmed by each hospital’s corporate members early next week - can be seen in the differences between two letters, both of which are signed by the presidents of the hospital medical associations. The first letter, released by the hospital administrations and also signed by their chiefs of medical staff, concentrates on the benefits of a merger, saying it “would allow us to improve the delivery of health care as well as streamline patient care for residents in the region.” Though it mentions the merger “is also contingent” upon the hospitals being paid the associated costs, as well as funds to plan capital investment, this letter closes by saying the medical leadership is excited about opportunities a merger
brings. The second letter, sent privately to the hospital boards and signed by six present and past medical staff association executives after a joint meeting last month, has a different tone. In it, the physicians note the merger “would come at great expense to the hospitals” – now estimated at $32.4 million – and say they hope those expenses won’t be funded by clinical service cuts if the province refuses to pay. “A successful long-term

merger becomes that much more difficult if patient services are not protected in the short-term,” the letter says, adding the medical societies “can only be truly supportive of this merger” if the province commits to a long-term planning exercise, similar to one recently promised hospitals in Niagara Region, that could lead to updating or rebuilding the hospital facilities. “Anything less would represent a betrayal of our commitments to our patients and the communities we serve, and put at risk the programs that deliver patient care,” the letter concludes. The medical societies’ letter prompted an exchange in Ontario Legislature on March 5 between Health Minister
Deb Matthews and New Democratic Party Health Critic France Gelinas, who read out parts of it and said the physicians were saying “quality of care is threatened” by the merger. Matthews denied this, arguing the merger “is all about providing better care closer to home for the people of Scarborough,” and adding she was “very pleased to know that increasingly there is community support for this kind of change.” CEOs of both hospitals have told the ministry they must get word on their two stated conditions by March 14 – that is, Friday – in order for both boards to make their final decisions Saturday. But the only answer from Queen’s Park so far is the hospitals can expect to hear a response on capital planning grants sometime in the spring. At a board meeting last week, TSH chair Stephen Smith said each category of merger expense was part of a “process of negotiation” with the ministry, but suggested after some informal responses there was still hope of receiving $5.4 million. “We knew we weren’t necessarily going to be successful in all these line items,” he conceded. It’s not clear what will happen if one of the boards or members of the hospital corporations – meeting in the evening for votes Monday, March 17 at the RVHS Centenary campus and Tuesday, March 18 at the TSH General – should refuse to approve the merger. repeatedly said the status quo is “not an option” for the hospitals, since rising costs and the need for greater efficiencies leave them little choice except to join forces. The region’s health authority, the Central East Local Health Integration Network (LHIN), ordered TSH and RVHS to study some form of integration a year ago, and could order a new study, perhaps this time proposing integration on another level. Mohan, Rouge Valley’s chief of staff, said whether the boards and members should support the merger without securing the promises each hospital seeks is “an extremely difficult question to answer.” Members in that situation would have to decide whether the merger’s merits, such as the benefits of better co-operation between the hospitals, are enough, he said. “We are not going to cut key services, and the merger is not going to cause key services to be cut.” The decisions of the coming days will be sent to the LHIN, which will announce its own recommendation March 26. It would then be up to Matthews to approve a merger within 30 days. The motions passed

by the boards earlier this month contain an escape clause, however, stating the directors of each hospital “may abandon the application without further approval of the members of the corporation at any time prior to the amalgamation becoming effective.” A second unknown for the hospitals is what happens if a provincial election campaign, expected to be called within weeks, starts before the minister makes up her mind. The CEOs have said they don’t know, in such a case, what happens to their merger request. In an interview, Gelinas said Scarborough’s hospitals need to be updated. “Scarborough’s been the poor cousin of the poor cousin most of the time,” she said, adding she isn’t necessarily opposed to hospital mergers. “Some of them have been nightmares and some of them have produced good results.” Moving health-care services out of hospitals and into the community, one of Matthews’ aims, must still guarantee access to care based on patient need, not ability to pay, and “the hospital is always the back-up safety net” for this principle, Gelinas said. Though they’ve asked the province to plan for what could become new hospital campuses, the hospitals say they would keep all four existing campuses and their emergency rooms operating after a merger, “until such a time new hospital buildings are approved, constructed and open.”

Toronto Crime Stoppers hopes to snuff out contraband tobacco with an aggressive ad campaign launched Tuesday. The six-week initiative consists of 42 billboards placed throughout the city, many near high schools, warning of the dangers associated with illegal cigarettes. Another 42 ads will be placed at transit shelters across the city next week. The campaign, which kicked off at a Mac’s Convenience store on Dean Park Road in Scarborough, is funded by the National Coalition Against Contraband Tobacco. The group’s executive director Jacqueline Bradley said illegal tobacco funds 175 organized crime groups that in turn fund guns and drugs. “Even human smuggling has been linked to contraband tobacco,” she said. “The fact is it’s being trafficked to our children and the easy accessibility coupled with how very dangerously inexpensive this product is makes me extremely concerned for our youth.” Toronto Crime Stoppers Vice-Chair Sean Sportun noted there are also health risks associated with illegal cigarettes. “It’s unregulated. You don’t really know what’s in that type of tobacco.” Bruce Watson of Mac’s Convenience said about 30 per cent of the tobacco market in Ontario is contraband. Watson added the contraband market is “totally flushing down the toilet all the years of work and progress made in reducing youth smoking.”

orontonians hoping to fill their bellies with flavours representative of our diverse city may be disappointed with the city’s long-awaited menu of food truck bylaw amendments. While foodies (and truck owners) waited to see what Toronto’s new ‘food renaissance’ would look like, Monday’s proposal seems to have been served undercooked. The proposal would allow food trucks to sell from all pay-and-display parking spaces on major and minor arterial roads and in parking lots, as long as they are 50 metres or more from a bricks-and-mortar restaurant and 30 metres from school property. It would also allow councillors and BIAs to ask the city to ban the trucks from a particular area. Most cities in North America have a buffer between truck and restaurants. Setting the buffer at 50 metres seems high, but better than the 100 to 200 metres restaurant groups wanted. Why so many obstacles in a city that prides itself on being multicultural, that prides itself on its burgeoning restaurant scene? Celebrity chef Anthony Bourdain even paid a visit to our fine city for some gastronomic delights and enjoyed himself. But, while the rest of North America seems to be moving forward on this culinary quest, Toronto sets up more obstacles to success. We raise a cautious hand, as we recall the city’s failed 2010 a la Cart experiment, which saw some vendors loose a lot of money due to the bureaucratic red tape. City hall should not be over-thinking the food truck movement. It should regulate it, hold it to the highest health standards, then let residents decide what they want. The proposal goes to the licensing and standards committee on Tuesday and then likely to all of council for a deciding vote on April 1. Although ambitious, the city wants to have trucks operating on the street by May 15. We’ll see what they serve up.

Shinny classic a nail-biter until the final bell
W
ell, Sunday was my last outdoor game of shinny for the season and I was determined to go out on a high note. It was a classic, back-andforth affair from the start that could have gone either way and with less than a minute before the Zamboni was coming on and the score tied 392-392, I got just the break I wanted. I intercepted a pass at our blueline and found myself on a twoon-one with Tristan. I was about to send him in all alone, when I heard a loud ringtone. Tristan reached down his sweatpants and pulled out his cellphone. “Hi, Shmoopie,” he said. “I’ll call you in a sec. I’m in the middle of something.” Then he hung up. The phone rang again. Tristan picked up again. “I told you I was gonna get right back to you. No, nothing’s more important than talking to my beautiful Shmoopie Doopie. You

know that, Shmooperienie.” I looked to the heavens to that big Gondola in the sky wondering what Foster Hewitt must be thinking. Meanwhile, Tristan was still gabbing away. “Shmoopela, please. Time’s running out and the game is on the line. I promise, as soon as it’s over and I’m in the dressing room, I’ll give you a dingle.” Then he hung up. The phone rang again. Tristan picked up again. “Yeah, I’ll be back in time to go to your mother’s. And, yes, I’ll remember to pick up that chocolate flan, too. Just like I said I would. Now I really have to scoot. I love you, too. I love you more. I love YOU more. No, I love you MORE.” Mercifully, it didn’t ring right after he hung up for once and we still had a
two-on-one. Phew. But the others were gaining fast. There was not a second to waste. “Tristan,” I yelled. “Go to the net, man.” Alas, as he made a beeline for the crease, he reached for the phone one last time. Only this time he was the one making the call. “Shmoops? Just out of curiosity, what the heck is a flan anyway? And where do I get one? Hang on, another call is coming in ... Who’s this? Luciano? I don’t know any Luciano. Oh, the big stud on our defense. Hey Looch, what up? You want me to look at who? Jamie? Who’s he? That shifty little speedster on my line? What for? He’s trying to tell me to do what...” Too late. Before I could get the words “keep your head up” out of my mouth, Tristan hit the post – with his chest. Looking on stunned, I was stripped of the puck by a skinny guy in a Habs jersey who raced down the ice and scored just as the
Zamboni came out. We lost a heart-breaker, 393-392. Meanwhile, Tristan’s cell, had been jettisoned high into the air upon impact. I grabbed it deftly on the way down. “Hey Shmoopster,” I said speaking into it. “Just wanted you to know your boyfriend may be running late. What’s that? Of course, I know what a flan is, silly billy. Doesn’t everybody? Not to worry. I’ll let him know. My best to your mom.” OK. So I lied. I have no idea what a flan is, either. All that really matters is this story had a happy ending. You see, in one of life’s delightful ironies it turns out it was a good thing Tristan brought that smartphone, after all. Could a re-elected Ford be able to govern?
I
t was not for nothing that Rob and Doug Ford made a point of listing an electoral ‘hit list’ of city councillors they’d like to see replaced. If the Fords are serious about governing for another four years, they’ll need both allies on council – but more importantly, they’ll need to reduce the ranks of what can only be called enemies. This is a problem for the Fords. Also, it’s a problem for those considering supporting Rob Ford again for mayor. For those, here is a reality check: it might, in real terms, be impossible to re-elect Ford as mayor, even if he manages to pull in the most votes. A city government made up mostly of councillors who were re-elected or elected by voters upset with the way Mayor Ford has comported himself, are unlikely to let a reelected Mayor Ford govern. Remember, a solid majority of councillors voted to strip Ford of his powers last year. Since then, council has trundled along reasonably peaceably under Deputy Mayor Norm Kelly.

Etobicoke Centre Councillor Gloria Lindsay Luby, no friend of the mayor, merely said, “I think he has to demonstrate that he’s changed.” Etobicoke Lakeshore’s Peter Milczyn pointed out that an election – even one that might
not see a majority in charge – should confer the powers of office on the winner. But he admitted that in the case of Mayor Ford, the decision of whether to respect that vote entirely would be a tough call. “Certainly the initial reaction would be you win an election, you get to enjoy the power that goes with the office,” he said. “But the question of what else goes on between now and then... If there’s more drugs, or drinking, or whatever it is between now and election day, but he gets elected anyway? That kind of colours any authority he would have.” So there it is: Rob Ford could transform himself between now and Oct. 27. Or, council could all face the wrath of Ford Nation – and re-elect Rob Ford along with a council that doesn’t worry about things like drug abuse and truancy. It’s anybody’s guess, which is the harder fight to win.

Merging our hospital systems will allow us to pool our resources from all sites, enabling us to share best practices and coordinate the delivery of services between hospitals. ooking back, Howard Ryan has many fond memories of when he first put on a pair of skates in 1965, took to the ice as a five year old at Heron Park arena and thought he was in heaven. He never did win a championship in the West Hill Minor Hockey Association, but Ryan says he has something even more precious to remember for many years. March 22 event As the president and chairman of the board of directors of the oldest minor hockey association in Scarborough, the WHMHA will celebrate its 60th anniversary with a gala event set for March 22 at the Qssis Banquet Hall on Kingston Road. Many things have happened since those earlier days in the WHMHA, when parents would shovel off snow from the ice before games. Great stories about
players who had their roots in the hockey association, graduating to the elite levels. Others would live the dream of playing in the professional leagues. And there has even been a bit of controversy. It was back in 2008, when an attempt was made to merge seven hockey associations in Scarborough. Ryan recalls the WHMHA would have no part of it and surveyed parents with 400 of 402 expressing displeasure with joining the super group. “We have a strong core and know we’re doing what’s best for players,” said Ryan, a former grad of Scarborough’s Sir Robert Borden Business and Technical Institute and now a successful contractor. Run by volunteers “We’re an organization run by volunteers with one major objective – do everything we can to make sure kids have fun, enjoy the experience of playing hockey and keep learning.” That was the case, many

years ago, for 25-yearold Wayne Simmonds, drafted by the Los Angeles Kings, but now playing for the Philadelphia Flyers. Simmonds spent the majority of his minor hockey career playing A and AA hockey in Scarborough. Chris Stewart, recently traded by Buffalo to St. Louis, was more than a former West Hill Collegiate
student. According to Ryan, he played in the WHMHA, as did former NHLers Ron Tugnutt, Brian Marchment and Kris Draper. “It has been a big family for me, a lot of great memories and meeting friends for life,” said 20-year-old Nick Corcoran, who played in the WHMHA since he was five and now coaches a bantam team in the same organization.
“(The WHMHA) has been a huge chunk of my life, a very friendly atmosphere and people caring about others.” While the numbers playing hockey in the WHMHA now are half those back in the 1970s, Ryan said things are improving with 54 house league teams, 15 select squads and 14 teams in the GTHL, competing at Heron Park, Centennial, Scarborough Village and even Art Thompson arena on the other side of the Scarborough/Pickering boundary. “Back then, everyone played hockey – it just happened,” said Ryan, thinking about the organizations six decades of serving the community. “Now, kids have so much to choose to keep them busy and we have a growing multicultural community that didn’t grow up with the sport.” And then there is the climbing cost associated with running a league. “We spend about $400,000 a year to rent ice,” said Ryan, and the WHMHA
is a non-for-profit organization. Ice costs “The cost of ice time is a major challenge, but we’ll be alright. Our numbers are growing. We have more girls’ hockey and for the past four years we have run ball hockey leagues to help those who may be a bit hesitant about getting on the ice or need to learn the rules.” Kevin Mercer, a referee and now general manager of the WHMHA house league, said being proactive has been a huge bonus. “We’re in parades, always quite visible in the community and people know about us,” said Mercer. “I look back at my many years of friendships that started in this association and watching kids grow up with hockey, then returning to coach, it’s marvellous – especially with better training, coaching and equipment.”

The March Break, March Safe Campaign is employed by the police during the school holiday period to call attention to pedestrian safety. This year’s campaign launched Monday. According to police, 40 pedestrians were killed in 2013 and already this year 75 per cent of all fatal traffic accidents in the city have involved a pedestrian. closures announced wSubway
The TTC has announced a series of subway closures in March and April for construction related to its signal upgrade work on the YongeUniversity-Spadina (YUS) line, also known as Line 1. Two more closures are planned for the weekend of March 22 to 23 and on April 5 to 6 during which time there will be no subway service between Bloor-Yonge

Frequent closures have been a staple of TTC use over the last couple of years as the transit commission proceeds on a host of modernization improvements, including automatic track control (ATC). While the work isn’t expected to be completed until 2018 at the earliest, the TTC promises when ATC is online, headways - the distance between trains - will be automatically calculated by computer, which will allow for more efficient train service on Line 1 - and less crowding. The TTC also posted online a YouTube explainer video of the ATC work. Distracted driving is now the No. 1 killer when it comes to automobile-related fatalities, says the OPP. With fines for texting or talking on a cellphone while driving set to increase, the provincial police force released statistics last week showing last year there were 78 fatalities caused by distracted driving, compared to 57 for impaired driving and 44 for speeding. As of March 18, fines for distracted driving will increase from $155 to $280.

Local Cultural Hotspot involves 11 new collaborative projects >>>from page 1 – which many Scarborough residents already know, to people who live elsewhere and haven’t heard of them. But besides working in South Scarborough to “make what’s hot hotter,” Cultural
Hotspot has a larger mission “about having people see Scarborough differently,” Nadira Pattison, the city’s art services manager, said this week. Doing this also involves 11 new collaborative projects
which will be seen from May to October. For one, called We Are Lawrence Avenue East, 10 young photographers will interview people who live in the Wexford Heights area and take their portraits. “There

are marvelous stories there,” Pattison said. The city is also preparing maps of three themed “cultural loops” as a way to understand and navigate the area, and has plotted around 200 places of interest on them so far. These loops could be used for self-directed tours any time of the year, Pattison said, but during the weekends of June 7 to 8 and Sept. 13 to 14, the city will “animate” them, offering guided walks, open houses and special events. A release this week added Cultural Hotspot will also feature local businesses
and restaurants, “along with the area’s unique parkland and waterfront.” Anyone who wants to hear how Hotspot is shaping up, or how to get involved, can attend a meeting next Friday, March 21. at Scarborough Civic Centre from 11:30 a.m. to 1:30 p.m., provided they register first with artsservices@toronto.ca. There are plans for additional hotspots in other parts of Toronto, starting with one in the city’s west end next year, though Pattison said much of this may depend on securing funds and sponsorships.
Eventually, the north end of Scarborough would get a summer in the cultural spotlight too. “This would not only allow us and all the community partners to highlight and showcase the diverse culture, community, business and area highlights outside the core,” said Pattison, but to “build on neighbourhood strengths, plus provide some new programming and youth employment and mentorship.” More information about the March 21 meeting is available from Pattison at 416 338-1263 or Andrea Raymond-Wong at 416 338-2469.

H
ow far would you go to right a wrong, especially if the one who was wronged was your child? This is the premise of the Scarborough Players’ latest play, The Winslow Boy, a thought-provoking drama about a family that sacrifices everything to clear their son’s name after he’s accused of stealing and kicked out of school. Written by Terence Rattigan, who was inspired by a real life case of a young cadet who was expelled from the Osborne Naval Academy in 1908 after being accused of stealing, the same fate befalls 13-yearold Ronnie Winslow (Jasper Schaffer), which is unacceptable to his father, Arthur Winslow (Chip Thompson). He immediately begins the process of fighting to right the injustice of what he feels is his son being wrongly accused, with the full support of the rest of his family, his wife Grace ( Jorie Morrow), his eldest daughter Catherine (Kerrie Lamb) and his other son, Dickie (Matt Austin). However, this play follows their fight over a two-year period, and seeing the lengths they go to and the disruption
this fight brings to the family, makes you wonder what it’s really all about, and if it’s worth it. “Let right be done,” as said in the show repeatedly, but at what cost? Challenging the government and the navy was a provocative thing to do in the early 1900s in London, England, when this play is set, and initially, their choice to do so seems obviously right and a testament to the love for their son. But soon, the family begins to crumble under the constant pressure, scrutiny and public ridicule. Everyone is made to sacrifice; Dickie loses his university tuition and Catherine her fiancé, John (Jon Sanderson), and everyone else, except Ronnie ironically, seems miserable. Enter the charismatic barrister, Sir Robert Morton (Chris Irving), the Winslow’s last hope for having the case heard in court. Irving is fantastically captivating as Morton, and his entry into the story brings some intense and explosive scenes including one between him and Shaffer, the talented young man who plays Ronnie. This show has great character development, and Lamb’s amazingly spirited portrayal of Catherine is the best example of this. Her character starts off
quiet and uninvolved and she becomes a strong, modern woman of her time with a massive voice. Morrow gives an amazing performance as the matriarch, Grace, who quietly lets her husband continue on the fight regardless of the cost. But by the second act, she proves she has a voice as she gracefully, but forcefully, draws the line for her husband. Arthur is a complex character. He’s a composed, private man, who takes on a crazy, public battle. Thompson is ideal in this role, and I totally believed him. With all the seriousness, there’s comic relief from the family’s maid, Violet, wellplayed by Catherine Lenihan, and a nice sub-plot provided by Desmond Curry ( John Pirker), the Winslow family lawyer who is hopelessly in love with Catherine. The premise of this play may not be everyone’s taste, and it is dialogue-heavy and longer than most plays. But one thing that’s certain is you’ll leave wondering what was it all really for, and was it worth it in the end? “That’s why this commotion is going on, because we’re not being heard.” Saeed Mohamud, a parent with three children currently in the public school system, said they will continue to reject the proposal. “It’s segregation for our community and we will never accept it,” he said. “Our children will not participate in this. Why don’t they help all students equally?” Mohamud added they weren’t consulted in the process and called the task force “a special interest group.” “They don’t represent our children,” he said. According to the data from the 2006 TDSB Grade 9 Cohort Study from 2006 to 2011), 25 per cent of Somalispeaking students dropped out of school compared to 14 per cent of all other TDSB students. It also reported 47 per cent of Somali-speaking students confirmed an offer of admission from a postsecondary school compared to 61 per cent of all TDSB students. Fantino: Soldiers and veterans go to head of line for federal jobs LISA QUEEN lqueen@insidetoronto.com Standing in the officers’ mess of North York’s Denison Armoury recently, Veterans Affairs Minister Julian Fantino announced new government measures that will help move veterans and members of the armed forces to the front of the line for federal public service jobs if they are qualified. The measures, which build on previous government commitments, give interested military personnel and honourably released veterans better access to the jobs up to five years after their time in uniform is over, he said. “We know this is the right thing to do for every Canadian who has proudly worn our nation’s uniform. You deserve our support and our government is proud to deliver it,” Fantino said in the armoury at Downsview Park southwest of Sheppard Avenue and Allen Road. His announcement comes at a time when the government is facing questions about its treatment of injured
soldiers and veterans. Armed forces personnel and veterans have demonstrated their commitment to Canada and the government has invested heavily in their training and expertise, Fantino said. “You are deeply valued and coveted,” he said. “You are known at home and around the world for your skill, your courage and dedication to your missions and you are admired for your leadership, professionalism and teamwork. Most of all, you are recognized for getting the job done, no matter the mission, no matter the difficulties, no matter the challenges.” Recognizing the service soldiers and veterans have made in Afghanistan, Haiti and other missions around the world, Fantino said Canada owes them a meaningful transition to civilian life when their military careers are over. “Our government is proud of you, I am proud of you. Our government also recognizes that we, as a nation, have a responsibility to ensure that
