here are no plans to do anything with the two-storey brick building housing the Starbucks Coffee shop at the corner of Yonge Street and Davisville Avenue. But Josh Matlow isn’t taking any chances. The councillor for St. Paul’s will be pushing to have the structure officially designated a heritage property. The building once housed a general store and post office owned by one John Davis – the same Davis that gave the name to the tiny, nearly forgotten community of Davisville. Residents asked to participate in blood study Malvern Family Resource Centre to host event that is largest study in Canada Your blood sample, in an ocean of others collected by the Ontario Health Study, could lead to a breakthrough one day. The project has enroled 225,000 people so far, and will set up for more sampling in northeast Scarborough next month. In the past, other massive sampling and tracking efforts of this kind were essential to proving a link between smoking and lung cancer, says Dr. Mark Purdue, the project’s latest scientific director. “It’s unquestionable that research from these studies have profound impact on our health,” Purdue said. His study, launched in

2010, is the largest of its kind in Canada, and will continue to enrol participants for years to come. Research Over the coming decades, the blood it takes will help researchers see how our genes affect our health, which proteins in blood may reflect a developing disease, and how internal levels of environmental pollution may contribute to chronic diseases – such as cancer, diabetes and dementia. It’s strongly encouraging Scarborough residents aged 35 to 69 - people at an age where they begin to be

at increased risk for major chronic diseases - to turn up for testing at the Malvern Family Resource Centre from April 12 to 16. Purdue said information about the samples is encrypted and nothing identifying participants will ever be shared. But they can also show up to be tested at the Littles Road facility with no appointment. The visit will take 30 minutes and participants, who must fill out a questionaire, get a full analysis of their blood sample within 10 business days.

A Scarborough student was one of two winners of a national citizenship contest. Sa m a n t h a Q u i n t o, a Grade 12 student at Mary Ward Catholic Secondary School, and Rebecca Xie o f Bra n d o n , Ma n i t o b a won an all-expenses-paid trip to Ottawa to explore Canada’s history and culture. They were selected out of 60,000 people who took part in the Citizenship Challenge, which asks Canadians to put their knowledge of their country to the test by studying for and writing a mock citizenship exam. The contest is run by Historica Canada, an organization dedicated to enhancing awareness of Canada’s

history. “The citizenship challenge is a really great way to engage young Canadians to see whether they know their country as well as new immigrants should,” Quinto said. While in Ottawa, Quinto went on private tours of Parliament Hill, the Canadian Museum of History and the Canadian War Museum. “It was an amazing opportunity,” she said of the trip, which took place March 18 to 20. Quinto, 17, is the editor of her school newspaper and is involved in many social justice clubs. She has just been accepted to the University of Toronto and is planning a future in stem cell research.

Being a doctor or finding a cure for cancer is not your typical teenager’s dream, but Fardin Islam is more than your average 14 year-old. He has already crafted a career path, when most teens around his age haven’t even thought about it yet. “A lot of people were begging for money near malls and centres and it made me sad,” Islam said. Islam, originally from Rajshahi, Bangladesh, is clearly struck by the scenes of poverty he encountered in his native country. The Scarborough resident leads a packed schedule filled with extracurricular activities. He is a member of the eco-team and robotics team at his school and active in sports including tennis, swimming and karate. When he is not in school, he can be found volunteering at the Toronto Public Library as a mentor in the leading reading program, or at his local community centre, Scarborough Village, where he helps other students with their homework.

Islam and his family moved to Scarborough in 2011 from Montreal. Currently he attends Charles Gordon Senior Public School. Currently Islam is nearing the end of the Legislative Pages Program at Queen’s Park, which is designed for high-achieving students in Grades 7-8. The pages get an opportunity to see first-hand how decisions are made at the provincial legislature and get to meet other students from across the province. “It is really interesting to see other 14 year-old kids working with MPPs,” he said.

oronto Council needs to fix its slow and cumbersome heritage preservation process, or risk jeopardizing not only the future of Toronto’s historically significant buildings, but the city’s relationship with developers. The first point comes in a warning by the CEO of Heritage Toronto, one of our sources in this week’s exclusive feature on heritage preservation (pages 12 and 13). Too few staff and a long list of nominations for the city’s heritage inventory means a slow evaluation process getting properties protected. All the while, fast-paced development continues to make its lasting mark on the city. “The delays mean we may lose buildings, particularly residential buildings, that don’t get evaluated time to get onto the list,” said our view in Francisco Alvarez. The lack of staffing and History being resources at the city’s Heritage Services is affecting sacrificed to Preservation developers, too. Sam Mizrahi, the new owner of inefficiency the former Stollerys at 1 Bloor St. told us he was surprised to hear a councillor was trying for a heritage designation on the site, only months after Mizrahi purchased it. He said his plans were always transparent and when he did over a year of prepurchase research, any question about heritage designation he put to the city was met with “indifference.” In the end, his demolition of the site was perfectly legal and whether there was ever enough to deem the building historically significant enough to warrant protection remains to be seen. Even developers working on heritage properties wish HPS had more staff. Deirdre Gibson with the architectural firm converting Wesley Mimico United Church into a seniors residence says the lack of staff made it difficult co-ordinating efforts. The city has approved adding eight planning staff to study properties for potential Heritage Conservation Districts (HCD), but it may not be enough. There are 16 neighbourhood HCD requests, but over the next year the increased staff will only be able to approve three or four. And there’s an estimated 1,500 properties awaiting review for the heritage inventory list. It’s our history that gets sacrificed by the city’s inefficiency. There’s a balance to strike between developers and heritage preservationists that starts with bringing this department up to speed.

tickets lack any sense To the editor: I am a senior who recently moved in with my son. We have three cars and a two-car driveway. We have permission to park in a neighbour’s driveway overnight. Tory shows he prefers consensus

J

ohn Tory gets a lot of credit for fulfilling some pretty basic expectations as a mayor: he is diligent and compassionate, tries to be fair and at least attempts to apply common sense to organizational matters. This was in great evidence on Monday, when he joined councillors and music industry representatives to report out on a trip they’d all taken to Austin, Texas. He came back with the beginnings of a plan to boost Toronto’s music industry, promote tourism and attract high-tech jobs. Good behaviour, good ideas, a consensus at the end of it. At the same news conference, Tory dealt with some other issues — notably, a scathing critique by the Ombudsman, now departing, that he hadn’t done enough at council to ensure her office was adequately funded. Tory seemed hurt that she would criticize him: he

david nickle the city had, after all, tried to whip the vote at council to boost the tiny office’s budget back to a more adequate funding level. He simply couldn’t persuade a majority of council to support his true plan. Now looking at recent history, it is inconceivable that a mayor just a few months into his job would find himself unable to win a vote at council, and would have to resort to an unworkable compromise. Tory has in recent months made it clear that he eschews that style of leadership, at least on council; that he values consensus over obedience. It’s easy to call that weakness, but it would be nice to think it was evolutionary. In the final year of the last term, after all, Scarborough-Agincourt Councillor Norm Kelly started that ball rolling

when he took over most of Mayor Ford’s duties at the behest of council. Kelly spent the entire year well aware that he served at council’s pleasure, and often abandoned issues rather than try and whip the vote. It was clear that council enjoyed this consensus approach to governance – and if not much got done, well, not much got broken either. Tory fits into this newly self-aware council well. In the broad strokes, he pushes policies and ideas that appeal to the centrist majority on council, abandons difficult ideas like the contracting out of garbage when it seems they won’t fly, and most importantly, behaves himself. It is a marvelous way to govern when one’s government is of one relatively sane mind. When it starts to leave the rails? Then Tory may find that expectations suddenly rise.

She then took another bold step and married her instructor Horace “The Mighty” Hunter – and now both are responsible for the burgeoning success of Scarborough’s Gideon Boxing Academy on Progress Avenue near Kennedy Road. “I am so much happier now, also in better physical shape – just a different person,” said Bonnie Hunter, born in Medicine Hat, Alta., raised in Stayner and now coaching boxing while training six days a

week. Times have changed for the former academic honours student, who said English and drama kept her going in school, when her parents frowned on her request to take up boxing. Had to change “I was this chubby, overweight kid who didn’t like gym class or school and ended up being a seamstress, sitting around and gaining weight,” said Hunter, now five years after her boxing debut. “Something had to change and that’s when a friend introduced me to a boxercise class.” Punctual at boxing classes, now cognizant of a muscular physique that eventually replaced excess weight, Hunter said her parents were receptive to a change, but she still kept

the boxing secret from them. In the ring, Hunter remembers winning her first bout – and the next nine that followed. First bout “That first bout in Sudbury,” said Hunter, recalling the event in November 2010. “I was considered the city slicker from Toronto against the local girl – and I won. Will never forget it – just gave me so much confidence.” Never hurt or beaten up in competition, Hunter is now sharing her experience with a variety of boxers as the Gideon club recently celebrated its first anniversary. “We have 60 to 70 members and 65 per cent are men,” said Hunter, who shares her time between

a fulltime job as an office manager for a renovation company and the Gideon club. “My focus is helping others who come here for fitness, to keep in shape, might have an interest in boxing or just for the fun.” For Hunter, she’s the first to admit there’s still lots to learn. Local invitationl Earlier this month, at the Arcadian Court, she lost a four-round decision to three-time Canadian champ, Stephanie Walker, from Nova Scotia. But she’ll be back in the ring, along with others, when Gideon hosts “The Pride Is Here” boxing invitational on June 27 at the Ellesmere Community Centre in Scarborough. At the recent Brampton Cup, a huge event for

novice boxers, a fourmember contingent from Gideon all returned with a medal. Mathusan Mahindas won a gold medal in the 64-kilogram class after his first bout ended with a technical knockout in the first round and claiming the second bout by a unanimous decision. Started as hobby It was also gold for Sarah Gheisari, in the 60kg, after a pair of TKO’s. In the youth 75kg category, Cameron Hyde split his two bouts and came home with a silver. Farbod Malecki, competing at 75kg, and won a bronze. “It started as a hobby for me, the passion grew and I’m at (Gideon) five days a week training and feeling good,” said Mahindas,

who is an 18-year old graduate of Blessed Mother Teresa Catholic Secondary School and now studying computer sciences at the University of Toronto campus in Scarborough. The program is even appealing to 60-year old Frank Butler who lives in the Brimley and Lawrence area and finds time after a day at the office for a workout. “It’s a great way to keep in shape and I do it for fun,” said Butler, who got hooked on the sport when he lived in Windsor and attended St. Clair College. “I work in health and safety training, for the most part it’s a desk job, and going to the gym to spar in the ring, just makes me feel good.”

Spring has finally sprung, and with the warmer weather comes the start of another season of road work. One major roadwork project on tap for this year is the resurfacing of a portion of much-maligned Dufferin Street, from Eglinton Avenue West to Jane Osler Boulevard located just south of Hwy. 401, near Yorkdale Shopping Centre. The work will also include sidewalk repairs, installation of new concrete bus bays in curb lanes as well as tree and sod replacement. The work is expected to get underway in May and continue on until November with a detailed construction schedule to be distributed in April. However, what makes Fountain’s work so interesting is all the creative techniques she uses to create her pieces. For example, one piece she

She is also bringing one called ‘Glow’ depicting a singular sunflower, and a landscape called ‘Poppies by the Sea,’ another textured piece depicting mountains, water and poppies. All the art in the show have been juried, and awards will be given for the best painting in several categories including best oil, watercolour and acrylic. The Art Guild of Scarborough’s annual Spring Art Show and Sale will be held on the weekend of March 28 and 29, 10 a.m. to 5 p.m., at the Centennial Community and Recreation Centre, 1967 Ellesmere Rd. Admission, refreshments and parking are free. Awards and opening reception is on March 28 at 10 a.m.

Ombudsman won’t seek second term of office Toronto’s ombudsman Fiona Crean won’t be seeking a second term in the job – citing, she said, Toronto Council’s failure to adequately fund the investigative needs of the office and a hostile political environment that has not changed since the election. Crean, Toronto’s first ombudsman, was appointed five years ago as one of four accountability offices mandated by the City of Toronto Act. The ombudsman office was intended as “an office of last resort” for residents who were unable to obtain satisfactory service from the city. In her announcement – delivered Monday along with her office’s annual report – Crean delivered a sharp rebuke to council, which she said has failed to adequately resource her office. During the 2015 budget debate, her office’s request for six additional staff to deal with expanded responsibilities and a growing number of complaints was denied. Tory on Sunday about her decision. Tory released a written statement following the announcement thanking Crean for her years of service. “Her investigations and the recommendations that she and her col-

leagues have submitted to Council have helped to make City Hall function in a more fair, transparent and accountable way to the benefit of our citizens and our government,” he said. Toronto-Danforth Councillor

Paula Fletcher was one of a handful of mostly left-wing councillors who attended Crean’s announcement. “I think it’s disappointing that many of the new councillors perhaps didn’t understand the role of accountability officers,” she said.

Pan Am community meetings planned The City of Toronto is hosting information sessions so residents and local business people can learn how their communities may be affected by the Pan Am and Parapan Am Games this summer. The Scarborough meetings are set for Tuesday, April 7. The sessions will examine impacts from the University of Toronto Scarborough campus which is hosting competitions in aquatics, fencing, modern penthathlon, sitting volleyball, roller sports ­speed skating and Parapan tennis at the CIBC Pan Am/Parapan Am Aquatics Centre (Toronto Pan Am Sports Centre) which is located at Morningside Avenue and Military Trail. Tips and tools The information sessions, which will provide tips and tools to help residents and local businesses get around during the Games, will be held at the Toronto Pan Am Sports Centre, 875 Morningside Ave. It will begin with a business session from 3 to 5 p.m., followed by a session for residents from 6 to 8 p.m. Space in these sessions is limited; groups are encouraged to send representation. Mayors past and present help Soknacki with campaign debt Mayors past and present will be gathering for cocktails, reminiscences — and fundraising, to help former councillor and mayoral candidate David Soknacki pay off his campaign debt for 2014. The event, hosted by Mayor John Tory, will take place Tuesday, April 14 at the University Club at 380 University Avenue.

In attendance will be mayors whose tenure stretched into the last century: David Miller, Mel Lastman, Barbara Hall and David Crombie. In a note on Soknacki’s campaign website (socnacki2014.ca), Miller pitched the event as a way to help Soknacki retire a considerable campaign debt that he accrued personally funding his bid to be mayor.

“I think that we can all agree that David ran an excellent campaign of ideas, and over the past years as a councillor and budget chief has contributed significantly to the betterment of the city,” said Miller, who appointed Soknacki as his budget chief when he was first elected in 2003. Soknacki withdrew from the

race in the summer of 2014, after it became clear that his campaign — which included a promise to stop the Scarborough subway plan — was gathering little momentum and the costs were building. The event will run from 6 p.m. to 8 p.m. and single tickets are priced at $1,500, with two tickets going for $2,500.

roponents of preserving local historical architecture say the process to designate heritage properties in Toronto is too complicated and slow to be effective and is often trumped by the desire to intensify. It’s why buildings such as Stollerys, a 114-year-old downtown building that housed a clothing store, was cleared for demolition in January before preservation advocates could get the property designated as a heritage building, said Scarborough archivist Rick Schofield. “There’s a huge backlog of buildings that could be threatened and we want to have them listed (on the city’s inventory of heritage properties), not designated. As a result, things like the Stollerys building were demolished because it wasn’t listed.” Properties listed on the inventory are flagged by the city’s Heritage Preservation Services for review when applications for municipal permits or approvals are made. Property owners must provide 60 days’ notice of intent to demolish. Developers should have to prove why they can’t reuse a building.” When a municipal council refuses a demolition permit, the city has to prove to the OMB why the building has heritage value and why its value outweighs the potential benefits of governmentsanctioned intensification, she said. But, there are victories, too, such as the Weston Heritage Conservation District (WHCD), where an entire community was designated under the Ontario Heritage Act. Designation was split into three phases, due to the neighbourhood’s size, with the first phase, consisting of 114 homes, getting designated in 2007. Work on Phases 2 and 3 is ongoing. The district preserves the streetscapes, allowing homeowners to make interior changes to their properties, some of which are more than 150 years old. “In Weston, it’s meant to be a community building exercise, not a community dividing exercise,” said WHCD president Cherri Hurst.

s much as heritage designations can add to the character of a neighbourhood and provide links to Toronto’s past, there’s little question they can provide headaches for developers. Projects that are approved on heritage sites can prolong work times and ramp up costs as workers have to work around the protected building. In some cases, a heritage designation can even scuttle a project after a developer has invested time and money on a site. The Wesley Mimico Place project – which will see the historic Wesley Mimico United Church site redeveloped to include 30 seniors residences, community space and a smaller church space at 2 Station Rd. in Etobicoke – is in the midst

The project will see much of the church, which was first built in 1923, preserved – albeit at no small cost. “It’s added about $650,000 worth of costs to the project,” said Deirdre Gibson of Robert Reimers Architect Ltd., the firm tasked with the redesign. “We have to replace copper with copper. We’re taking out old bricks, cleaning them and reinstating them.” Wesley Mimico United Church was adamant the original church building be

Another challenge was the fact that the City of Toronto’s own Heritage Preservation Services are, in Gibson’s estimation, woefully understaffed. “The city staff at Heritage Preservation Services want to be helpful and they love their heritage buildings, but there aren’t enough of them,” she said. She added that the Etobicoke York Community Heritage Preservation Panel were extremely helpful in moving the project along, writing letters of support. Still, the lack of staffing made for slow going at times. “It’s been a three-year journey and we wish it hadn’t been,” Gibson said. For developer Sam Mizrahi, a last-minute bid for a heritage designation nearly put an end to his proposed “The

Councillor Kristyn WongTam started the process to have the building designated a few months after Mizrahi purchased it in October. “We did over a year of investigating and due diligence before we bought the site and (heritage designation) was never even on the radar,” Mizrahi said. “Any time we asked about it, the response we got was indifference.” Mizrahi secured the proper demolition permits and began tearing down the Stollerys building legally, shortly after

He finds it suspicious, to say the least, that no move was made to preserve the building and no attention was paid to its potential historic value until after his company purchased the land. He said he believes heritage designation is often used as a cudgel to thwart developers as opposed to a means of protecting buildings that have architectural value. “I don’t think it’s acting in good faith to use heritage to try to control the development process,” he said. “It’s an abuse of power.”

It wouldn’t look like Davisville anymore.” Matlow said he is hoping a heritage designation on the site will help keep that heart in its place. But of course it’s no guarantee. A successful appeal to the Ontario Municipal Board (OMB) by a deep-pocketed developer can still see that designation overturned. It is better than nothing, however. Toronto has an inventory of about 10,000 heritage properties, with a two-thirds of those designated. When a property has no protection, whatever its heritage value may

be, owners can demolish the building in short order. Consider the Stollerys story. The demolition shocked many but was entirely lawful. A city review of the property’s heritage value would have taken some time. City staff cannot say exactly how long the list is of sites nominated – but not yet reviewed – for the inventory, but Heritage Toronto CEO Francisco Alvarez estimated the list is about 1,500 long. Until earlier this month, the city only had two staff to sift through those applications – some made by city councillors, but many by residents. And it could take years until a site was simply listed, nev-

planning staff to move matters along more quickly: specifically, to begin studying properties on a neighbourhood-wide basis, to create so-called Heritage Conservation Districts where many properties would be preserved. But even with the additional resources, nothing will happen quickly. There are 16 neighbourhoods that have put in a request, and over the next year the increased staff will only be able to approve three or four. “Given the pace of development in Toronto right now, it still might not be enough to provide the level of customer service to individuals and developers,” Alvarez said. “The delays mean we may lose

buildings, particularly residential buildings, that don’t get evaluated in time to get onto the list.” Earlier this year, Matlow convinced councillors to seek another way to speed historical designations up, by creating a third designation for historic properties that would list properties of possible historic significance as “identified.” Any plans to redevelop those properties would have to wait 60 days for an assessment. Also on the books is a plan to lessen the ability of the OMB to reverse or disallow heritage designations. That report is expected in June.

Wishing Well Players stage one-act play to benefit church Play is smartly-written, well-performed Maria Tzavaras scm@insidetoronto.com The Wishing Well Players are currently staging their annual dinner theatre fundraiser to benefit St. John’s United Church in Scarborough. Just Desserts is a smartlywritten one-act comedy by Pat Cook, and is an hour of sheer laughter, witty dialogue and great performances by the eight ladies in the cast. Over the years, this group has staged a variety of show genres, from mysteries to comedies and everything in between, but this show stands out as one of their most polished. Not only is it a laugh a minute, but you can see how much they enjoy performing it for the audience. Set in a beautifully constructed set depicting one of the elegant rooms of the late, and super wealthy, Desmond Clairborn, the audience is present on the day his relatives have been called to his home by his attorney, Beverly Simms (Barb McDermott), for the reading of his will. To say that this bunch is not the most pleasant to be around is an understatement. Beverly first meets one of his nieces, Annie (Haley Brown), who is brash, flaky and dressed as though she should be in a nightclub. Beverly is taken aback by her blunt personality, and realizes she should brace herself for the remaining relatives that

will soon arrive. Next we meet two of his sisters, Delphine (Barb Johnson) and Viola (Eileen Chaloner), and while Viola seems to have lost some of her faculties and is harmless, Delphine is shockingly rude and abrupt, but a lot of fun to listen to. eccentric mother We then meet another niece Freida (Liz McMulkin), the eccentric mother of Annie, his daughter Maxine (Elaine-Mary Browne), who is just as rude as Delphine, and finally his other sister Maybelle (Nancy Crabb), who is sweet but clearly not living in reality. While the bunch is eagerly awaiting 1 p.m. to commence the reading, attorney Beverly throws the group for a loop by saying they have to wait for one more guest, Theresa (Sarah Brown) the late fiancée of Desmond. And, they also must wait until ten past 1 p.m. to read the will. Just Desserts The group becomes confused, increasingly impatient and rude to one another as they try and figure out why they have to wait 10 extra minutes for the reading. But when all the details finally come to light, it is clear why this show is called Just Desserts, and it is so amusing

to see someone giving some to his incorrigible family from beyond the grave. Each of the actors does an excellent job of portraying their characters in this play. Each makes their own unique impression on the audience, while bringing something humourous to the show. What is really enjoyable is the diversity of the characters, and some of the costumes only add to the characters. It is just as funny to watch Johnson as Delphine, Brown as Maxine and Brown as Annie be rude and dismissive, as it is to see Crabb as the Marilyn Monroe look-alike Maybelle, and McMulkin as the zodiacfollowing genie look-alike. The only two you don’t love to hate are Chaloner’s charmingly funny character Viola, and the sweet fiancée Theresa, played amazingly well by Sarah Brown. If you want to have a homemade meal, watch an amazing show and support a great cause, go and enjoy this show. Dinner begins at 6:30 p.m, and will be roast turkey, mashed potatoes and vegetables, with cake and strawberries for dessert. Ticket proceeds will benefit the church. Tickets are $25. Para-swimmers named for Canadian Parapan Am Games team Competition this August in Scarborough The country’s top para-swimmers have been nominated for the Toronto 2015 Parapan Am Games team. The Canadian Paralympic Committee announced the nominations Monday morning at the Toronto Pan Am Sports Centre in Scarborough, where swimmers from the Pan and Parapan Am Games will be competing this summer. Chef de Mission Elisabeth Walker-Young announced the names of the 40 swimmers at the poolside ceremony. The announcement follows the 2015 Can-Am Paraswimming Championships that ran this past weekend at the Scarborough facility. Twenty-four men and 16 women were nominated in a team that includes 15 Paralympians including 19-time Paralympic medallist
