The giant pandas were greeted by Prime Minister Stephen Harper and many others when they arrived at Toronto’s Pearson International Airport Monday morning, aboard the specially-named FedEx Panda Express. Regional board rejects hospital’s plan MIKE ADLER madler@insidetoronto.com The regional health authority has surprised The Scarborough Hospital by voting down plans to split complex and day surgeries between campuses and move all births to the Birchmount site, ordering the hospital to continue talks with physicians and the public.
The board of the Central East Local Health Integration Network also told TSH yesterday morning to immediately investigate ways it can share services with Rouge Valley Health Services, which runs Scarborough’s other hospital site, Centenary. The decisions leave The S c a r b o r o u g h Ho s p i t a l ’s $15.7-million budget shortfall
unresolved, and every month of delay costs the hospital $1.3 million more, said TSH vice president Marla Fryers, who had addressed the LHIN board hoping to assure its members, she said, her hospital had done “significant and extensive” consultations and “due diligence” on proposed changes. But LHIN CEO Debbie Hammons said her organiza-
tion, which overseas delivery of health care from Scarborough to Peterborough, has been “inundated” in the last few weeks with calls, emails and petitions opposing the changes. “Even with all that engagement there are still concerns,” Hammons said during a meeting in Pickering. The LHIN board’s motions – all kept from TSH repre-
sentatives until Hammons introduced them – included a statement that it’s up to the regional authority to approve any transfer of services from a hospital, even from one campus of that hospital to another. “What we have practised here is similar to what we have back home,” Siervo said. “Traditions are easily translated and easily done here.” One tradition is Mahal Na Araw, which is Holy Week Celebration. She said no matter where in the world Filipinos are living, they celebrate this time with solemnity. Another tradition is called Basa, which includes reciting the life and suffering of Jesus Christ by way of verse, which comes directly from the Bible and people are designated to sing different parts of the verse, explained Siervo. “We sing for 24 hours until it is finished on Good Friday,” she said.

here are as many ways to celebrate Easter in Scarborough as there are cultures. However, at the core of the celebration is a sense of reflection, renewal and closure. For Iondale Heights United Church, this Sunday morning will mark the nearly 60-year-old church’s final Easter service. The church, at 115 Ionview Rd., opened in 1954 and was rebuilt after a fire in 1970. For some 60 years, the church played a key role in its community. It offered services to the community seven days a week. The basement was built with special consulting rooms initially used as a hospital mental health clinic and now by a daycare. It’s space is also rented out to Scouts and other community groups. However, with changing demographics and an aging congregation, that role has diminished. Mary Woolford, church member and chair of the church council, says, the church is closing due to lack of attendance, lack of energy from its aging parishioners and demographics that have changed. Appropriate time to close “Our numbers have steadily decreased and its a big building to upkeep. We are not alone with a lot of churches. A lot of other churches in Canada are closing down and amalgamating,” Woolford said. Amy Thornton, church treasurer, has been attending Iondale Heights United for six years and said Easter was appropriate time to close, “This is a good time to close because Christ died and that was a closure to his ministry on Earth. He went forward. And in the same sense, similar to our minister’s talk on Sunday about each one of us going to other congregations. It’s the same idea. And that’s why I think it’s a good idea to close. We are moving forward. In a different format.” Woolford, has fond memories of teaching Sunday school and pageants at the church. “Wonderful energy came from doing those events. A highlight would be being able to participate with the children and giving them

that foundation.” Marg Whitehead, ministry and personnel committee member at Iondale Heights, has been at the church for 55 years and has wonderful memories of her time there. She will especially miss the choir which has gone from 50 members down to six. “We’ve put on all types of pageants and Easter reviews. Some wonderful people and gorgeous voices. This is going to be the hardest part: The choir deteriorating.” But the church continued to be there for the community offering Valentine’s Tea and Spring Luncheons. “I think those are the things that brought the community in and showed off the church,” said Thornton. Woolford, who has been attending Iondale Heights United since she was married there in 1986, said the upcoming closure is hard for a number of members, “Some people haven’t faced the final closure yet. We are in the throes of planning the final dinner and service, so that’s been keeping us very busy.”

Across Scarborough others celebrate Easter by mixing culture from their homeland with traditions of Holy Week. Alicia Siervo, of the Filipino Neighbourhood Association of Highland Creek (FNAHC) Koro Pilipino Community Liaison, said Holy Week, which goes until Easter Sunday, is a solemn time to
reflect on life. For her, and those Filipinos who observe Easter from a deeply religious standpoint, this time of year offers the opportunity for reflection. She likes to set resolutions at Easter, similar to those popular during the new year as she sees this time as one of new beginnings. “For me personally, it is a time of the year to start change — positive change — that is both beneficial to me, my family, my community and the people around me,” Siervo said. Also, for those celebrating Easter as Filipino Roman Catholic, she says the highlight of Holy Week is Easter. “It’s when we celebrate the birth of Jesus Christ and his triumph over sin. Fasting and abstinence come to a close. We can start eating again. Come Easter Sunday it’s just like Christmas!” Even though the traditions of the Filipino community are rooted in another land, the beliefs and customs live on here in Scarborough.
The 24-hour event, she said, is about hospitality, preparing food and cleaning the image of the statue of Jesus Christ, which they normally worship during the Basa. Siervo said that in the Philippines, the Basa takes place at the church and in bigger houses. “But here, it’s done in our homes. It’s a community, family tradition. It’s like an open house and people are welcome to come. They are welcome to come and sit and sing a verse.” Another tradition popular here and back home, she said, is Bisita Iglacia, which translates to church visits and stopping by various churches in the neighbourhood. Siervo this is popular with the younger crowd because it’s a lot easier to do when you are younger and the teenagers go in groups. In the Philippines, said Siervo, depending on where you live, there are active devotees who go through being nailed to crosses to mark Good Friday, which is a dramatization of the crucifixion of Jesus Christ. “I’ve seen that. But within my own group I didn’t go to that.” Filipino Mass at St. Joseph’s Church, 200 Morrish Rd., has the approval of the Filipino Chaplaincy Archdiocese of Toronto. Clarity needed on rooming houses
T
enants in many Toronto rooming houses are living in unsafe conditions due to crowding, poorly built rooms made with materials that don’t meet fire codes, lack of security and lack of smoke alarms. In some cases, tenants are at the mercy of unlicensed operators, and nearby residents also face risks associated with illegal rooming houses in their neighbourhoods. Toronto is in a limbo of pre-amalgamation rules in which rooming houses are legal in some parts of the city and banned in others. It’s been 15 years since the megacity was formed. Presently, there are 351 rooming houses that are legal or with a licence application. Estimates suggest hundreds of illegal rooming houses are operating in the city. Not all are a bad idea. For instance, students depend on these houses – legal our view or not – around post-secondary campuses in Toronto. Many have good experience. As of now, rooming houses are illegal in all of Scarborough, East York and North York. They are legal in the old City of Toronto and are allowed in limited parts of Etobicoke and York. Stories from the situation across the city appear at www.insidetoronto.com With such inconsistent rules, it’s no surprise illegal rooming houses are sprouting up, especially in areas surrounding universities and colleges. Making rooming houses legal across the city does not mean they will be allowed in every neighbourhood. Designating where they can and cannot be located will be a key part of the law. They should be allowed on main roads, and areas that are already made up of multiple-unit buildings. They should not be allowed in single-family neighbourhoods. Legal and licensed would also mandate safe living conditions for tenants. Clear rules would also make it easier for the city to pursue illegal operators successfully in court. As it stands, it’s far too easy for someone who operates an illegal rooming house to plead ignorance of the laws, or even run a defence saying that if it’s legal in one part of Toronto they assumed it was legal everywhere.

Political vacuum brings in more lobbyists
E
ven before the latest swarm of casino lobbyists came to town, it was hard to miss them as they plied their trade in record numbers around Toronto City Hall. Every issue, large and small, brings them out, as individuals or in teams. They can be found in any political persuasion, and represent interests from as small as a property owner needing a fence to the moguls with billions at risk for the proposed casino. There has been much discussion on how to regulate and document lobbyists’ influence. But little has been said on why their numbers have tripled since 2010. A hint comes from one of the most influential advocates at City Hall, Jamie Besner, who said, “There’s far more fluidity in voting patterns ... This council is far more unpredictable.” Under the influence of Justice Denise Bellamy’s recommendations after the
david soknacki beyond the headlines MFP scandal last decade, and the firm control that former mayor David Miller exercised over council, there were fewer lobbyists. Those who came around were mostly hired by property owners who believed their projects required attention from the ward councillor. Far fewer went door-to-door among the councillors on citywide issues. In theory, the job of setting an agenda and achieving council approval is the responsibility of the mayor. Voters give our chief magistrate a mandate, while council provides the resources with which to do the job. In Miller’s time, he set his agenda, gave each of his senior staff a portfolio, and expected them to deliver the votes to attain his goals. Under this system, interest groups quickly found
the most effective use of their time was to speak with the mayor’s office. Perhaps providing contrary views to opponents might generate embarrassment, but the chances of winning on an issue were slim. As long as the mayor had a consistent vision and control of council, interest groups knew council’s direction and the mayor’s position would likely be approved. As a result, most lobbyists were unnecessary. The Mayor Rob Ford administration, particularly in the last year, operates in a very different environment. Although Ford started with council’s support, he soon lost control. There are many examples of his embarrassment at the hands of council: on transit, with appointments, on the port lands, and probably on the proposed casino. Due to so much uncertainty, every individual and group with resources has hired an advocate, in some
cases a team. In the political free-for-all that passes for policy, advocates on citywide matters must determine the support among councillors and city staff, convince the doubtful, and see whether they can deliver the votes. Think of it as the mayor’s office, outsourced, without the mayor. In other words, due to the vacuum at City Hall, a swarm of lobbyists has taken over one of the key functions of the mayor’s office. It is not a good situation for our public institutions, nor is it particularly viable for the interests themselves. Perhaps a few symptoms of this plague might be treated with additional regulation and litigation. But the real solution will only come when the mayor asserts control of his agenda and council.

Councillors eye rooming house law City’s Growing number near UTSC/Centennial campus raise neighbour’s ire MIKE ADLER madler@insidetoronto.com
I
n certain neighbourhoods in Scarborough, people age, homes are sold and rooming houses start. Those rooming houses are illegal and, in the eyes of homeowning neighbours, are usually about as welcome on a street as marijuana growers are. Despite pleas from anti-poverty groups and lengthening waiting lists for social housing, local city councillors – even Raymond Cho and Chin Lee, who lived in rooming houses as newcomers to Canada – can’t see a benefit to making rooming houses legal anywhere in Scarborough. They were instrumental in putting off discussion of legalizing and licensing Scarborough rooming houses until after 2010 election; a closer after that, while a look citywide zoning Inside bylaw was being Toronto redrafted, they help put it off again. “Overwhelmingly, Scarborough councillors voted against even opening that door,” Scarborough East Councillor Ron Moeser said this month, acknowledging the rooming house issue would “raise its ugly head again.” Right now, the issue is in Moeser’s ward. Complaints from residents After complaints from residents of Highland Creek, the neighbourhood nearest the University of Toronto Scarborough and Centennial College’s Morningside Campus, the councillor last fall formed a working group with residents, campus officials and municipal bylaw enforcers, who Moeser says have until September to close as many rooming houses as they can. They have had success, but Don Valley East Councillor Shelley Carroll, whose North York ward also has rooming houses catering to post-secondary students, says enforcement can’t erase the problem. “Out of the dozens (of rooming houses) that you have you’re lucky to shut down five or six,” she said. A Scarborough house can have a separate apartment and two rented rooms in its main unit, but no more. Insisting it’s up to institutions

such as UTSC to build enough residence rooms is another dead end, Carroll said. “They can only build so many and they can only charge so little,” she argued, adding students will “flow like water” in search of an off-campus alternative that leaves a few bucks in their pocket. Last fall, the Highland Creek Village Association reported in a newsletter it had found “over 40 listings in the immediate area each offering three, four, five or more bedrooms” and aimed at student renters (or agents who may rent the house to someone interested in subletting bedrooms) for $400-600 per month. By contrast, a room in the UTSC campus’s Foley Hall during the next fall-winter session is $951 a month (including a $400 nonrefundable deposit) and a single on-campus townhouse room is $871. Carroll said the lack of a legal rooming house alternative nearby makes it harder for judges to assign harsher penalties to owners who carve up homes. Despite his reluctance to allow “intensification” in Highland Creek, Moeser has been researching how authorities deal with off-campus housing in Waterloo, London and in Oshawa, where some homes near the University of Ontario Institute of Technology and Durham College can be
licensed to have four to six rented bedrooms. On a tour, Oshawa Mayor John Henry pointed out to Moeser some challenges with noise and garbage at such houses, but said the arrangement was working in most cases. Moeser has said if city enforcement can’t shut down enough of the illegal rooming houses by September he may be forced to consider the creation of special “zones” around UTSC where some form of rooming house can be legal – an idea he knows will be unpopular with residents. Increasing enrolment The campus plans to increase its enrolment from 11,200 to 13,400 four years from now, and some residents have expressed fears this growth will make a “student ghetto” of their neighbourhood. “It’s the U of T that’s created the problem,” said one homeowner, a member of Moeser’s working group who didn’t want to be named. “They’ve dumped it on the community.” Andrew Arifuzzaman, UTSC’s chief strategy officer, said while the campus is planning a new residence to be completed in 2016, it will form a group encouraging students to meet off-campus neighbours and provide them
with more education on living in the community. “We’re working closely with the community to try to mitigate what we can,” said Arifuzzaman, who suggested some residents think neighbours “are running a rooming house” when they have seen students in a legal basement apartment. It’s obvious, though, that some Highland Creek homeowners see students as a financial opportunity, and last month, when the city busted an alleged Military Trail rooming house, it accused a real estate agent of being its operator. The Real Estate Council of Ontario says anyone trading real estate in Ontario is required to follow its code of ethics, which prohibits “knowingly making an inaccurate representation” about a property. “Saying that a rooming house arrangement is legal when he or she knows it is not would certainly fit the bill,” said a statement by the group this month, which added real estate professionals violating the code face penalties ranging from a warning remaining permanently on file to fines up to $25,000. differing bylaws In small parts of Etobicoke and York they are allowed. In Scarborough, North York and East York they are banned. Rooming houses are often not welcome due to concerns about property values, noise, garbage and the character of residential streets. When the city’s planning and growth committee passed a bylaw harmonizing zoning rules across Toronto this month, it deliberately avoided setting city-wide rules for rooming houses. “There is a feeling that they don’t fit the suburban community, physically,” said Councillor Norm Kelly. The chance to license and legalize rooming houses “would be ignored by the guys looking for big illegal dollars, which you don’t have to report,” said Kelly. Councillor Shelley Caroll called that view shortsighted. “People always attempt to break laws. Does that mean you don’t create them?” she said. “Because we have no legal rooming houses in the suburbs, which would be licensed and inspected we have a whole lot of people living unsafely.” The number of legal rooming houses in old Toronto have fallen, but as new Canadians and poverty migrate to Toronto’s suburbs, and as university and college campuses grow there, so does demand for illegal rooming houses. It’s been hard to have a conversation about them, but a staff report this fall is expected to launch a community consultation on the issue, Carroll said. Rooming house advocates argue that suburban rooming houses are necessary for lowincome tenants, but those tenants face abuse and poor or dangerous conditions as long as the houses remain unlicensed. But Ford is on shaky ground when it comes to the question of alcohol. In 2006, he was caught lying about having engaged in a drunken harangue with two out-of-town visitors at the Air Canada Centre. During the 2010 election, he had to field questions about a driving-under-theinfluence charge in Florida, back in 1999.

And earlier in March, failed mayoralty candidate Sarah Thomson called out Ford for allegedly boorish behaviour at a party for the Canadian Jewish Public Affairs Committee. Accompanying the accusations was a photograph of the mayor next to Thomson, looking disheveled and unwell. In that incident as well, it should be noted, the mayor denied everything. Ultimately, though, the question is not for us: it’s a question for him and his family. The question we’ve got is the same one that’s dogged us for the past few years: is Rob Ford fulfilling his role as mayor in a manner that Toronto needs and deserves? And if he is not, can he make whatever changes are needed in his life so that he can fulfill that role?

LHIN calls for Scarborough integration >>>from page 1 the Birchmount and, in principle, converting the smaller Birchmount Road campus into a centre for day surgery while sending all in-patient surgeries to the larger General on Lawrence Avenue. Hospital administrators had hoped to see the surgical split, including detailed plans to make it work, get final approval on April 15. Instead, TSH was told to publicly review both of its service changes with a panel of physicians and community leaders which “must address the concerns and risks that have been identified by stakeholders” and report back to the LHIN within 90 days. The authority, backed by the provincial government, has its own Clinical Service Plan calling for greater coordination between RVHS and TSH on vascular surgery, maternal health and pediatrics. On Wednesday, it said the hospitals should begin work on possible “integrations” with each other in order to deliver better care in Scarborough. The LHIN called for a “directional report” on this goal within 60 days and a more detailed study in six months. The LHIN board was expected to approve motions giving TSH, whose fiscal year begins on April 1, extra months in which to pass its budget. Hammons said all area care providers - and not just The Scarborough Hospital, which must save a projected $60-70 million over three years – will face challenges because of
province’s “fiscal reality” and new hospitalfunding formula. “We are going to have to partner and work together.” During her presentation, Fryers said staff at TSH wanted the hospital to “just get on with” necessary changes, which she suggested had “received support” from the LHIN’s executive at a meeting this month, or “no questions, anyway.” In an interview later, Fryers said she thought both hospitals in Scarborough will be “happy for the help” provided by the LHIN, adding she thought the authority’s intention “is to pull this together very quickly.” She rejected the suggestion the LHIN had found the hospital’s consultation process inadequate, as the hospital’s Medical Staff Association and some residents had said. “I thought the LHIN was very complimentary on our process,” said Fryers. “It wasn’t that we didn’t consult appropriately.” MSA President Dr. Robert Ting, who came with other physicians to Pickering meeting in a bid to stop the TSH administration’s plans, called the LHIN’s actions very positive. “Everything has to be integrated. We need to work together,” said Ting, organizer of a petition calling for “more and better consultation” which 301 physicians at the hospital had signed.

Pandas kept apart in quarantine >>>from page 1 Five-year-old female Er Shun and four-year-old male Da Mao ate almost 200 kilograms of both apples and bamboo during their journey from China to Toronto. The animals reportedly handled the trip well. Er Shun was said to be a little nervous during the flight, causing handlers to cover her crate window when she exited the plane to a crowd of excited onlookers. Da Mao could be seen looking out the window of his crate as he was unloaded from the plane to a waiting vehicle. Both giant pandas are now settled in at the zoo, and said to be curious about their new surroundings, where they began heartily enjoying bamboo almost immediately after their arrival. Fresh bamboo, which will make up most of the giant pandas’ diet, will be brought in three times a week from the Memphis Zoo. They will also eat leaf-eater biscuits, dog chow, apples and vitamins. They must now spend a
minimum of 30 days in quarantine, during which they will undergo medical testing and behaviour monitoring, while being introduced to training and enrichment programs. The animals, who have not officially met, are being kept separate during the quarantine period, but can see and smell each other from their holding areas. They will be officially introduced when deemed appropriate by the zoo’s keepers and giant panda experts. Giant panda exhibit Zoo staff are hopeful the pandas, chosen as a good genetic match for breeding, will produce cubs during their stay. Staff will assist the breeding process, performing artificial insemination if necessary. The giant pandas are expected to be available to the public beginning in midMay. T h e i r n e w l y- c re a t e d exhibit features a Giant Panda Interpretive Centre, where
guests can enjoy educational and interactive giant pandathemed activities. It’s been 28 years since giant pandas were displayed at the Toronto Zoo. In 1985, when the zoo housed giant pandas for three months, it marked its highest annual attendance ever with 1.9 million visitors. Giant pandas are one of the world’s most endangered species, with approximately 2,000 thought to be living in the wild in isolated Chinese mountain ranges. The animals symbolize peace, friendship and good fortune. Following their five year stay in Toronto, the animals will spend another five years at the Calgary Zoo. In exchange for the pandas’ loan from the Chinese Association of Zoological Gardens, the Toronto and Calgary zoos will invest $5 million each in giant panda research and conservation.

First-degree murder charge in Brimley Road shooting A second man has now been charged with murder in the death of Anthony Spencer last year in Scarborough. Spencer, 23, known to many as the rapper Tony Trapz, was shot Jan. 21, 2012 at a Brimley Road recording studio known as The Dungeon. Friends drove the dying Spencer to the General campus of The Scarborough Hospital, where they dropped him outside the doors of the emergency department at around 5 a.m.
He was the city’s fourth homicide of 2012. On March 26 of last year, police arrested Toronto residents Samuel Paul, 22, and Chever Ashley, 22, both of whom were already in custody. While both men were charged with armed robbery for the incident resulting in Spencer’s shooting, Paul was charged with Spencer’s first degree murder and Ashley was named an accessory to murder after the fact.
On Tuesday, however, Toronto police said they had upgraded the charge against Ashley to one of firstdegree murder. Both men were also charged this Tuesday, March 26, with aggravated assault. A 19-year-old Mississauga woman police say was in the company of the accused, LaPrincia Palmer, has also been charged with armed robbery and attempting to obstruct justice in the case.
teacher facing 42 charges wScarborough A sexual assault investigation by Toronto police has resulted in 42 charges against a French teacher at an Agincourt public school. The accused, who surrendered himself to police yesterday, teaches grades four to six at Inglewood Heights Junior Public School, which is near Birchmount Road and Sheppard Avenue East. It is alleged he sexually assaulted
and made comments to several students between last September and this month. Christian Kpodjie, 53, of Toronto is charged with 16 counts of sexual assault, 12 counts of sexual exploitation and 14 counts of assault. He has been a Toronto District School Board teacher since 2007, police said. Anyone with information on these or other incidents should call police at 416-808-4200 or Crime Stoppers at 416-222-8477.

Board of Health hears call for reduced TTC fares RAHUL GUPTA rgupta@insidetoronto.com If not for having access to transportation, James Kilmartin believes he would never
have gotten off the street. Speaking before the Toronto Board of Health, Kilmartin, who says he was homeless until last year, called for TTC fares to be offered at a discounted rate to charitable
groups and organizations to help more low-income people like him. “These shelters are very important and when they have to turn someone down because they can’t give a token to
someone who needs to get to an appointment it’s more stressful to the person on the street,” said Kilmartin who was speaking on behalf of the Fair Fare Coalition. Kilmartin was at city hall earlier this week to speak in favour of recommendations by the city’s chief medical officer on incorporating fare affordability into transportation planning. Low-income challenges He said as a homeless person he was denied entry to the TTC for not having a token despite a badly infected foot. He ended up having to call an ambulance to St. Michael’s Hospital where he stayed for two weeks. “The conductor saw how bad shape I was in, but he wouldn’t let me on,” recounted Kilmartin during his five minute deputation to the board. “I survived, but what if it was a low income person with a heart condition?” Sheryl Lindsay of the coalition, which was launched by Sistering w o m e n’s s h e l t e r i n response to the 2010 TTC fare hikes, said the high cost of transit plays a negative impact for people with no other means of transportation. She said the group collected feedback from more than 200 low-income individuals who receive social assis-
tance, who highlighted the importance of transit in getting them to doctors’ appointments and securing housing. Despite paying $25,000 per year on TTC tokens to distribute to its clients, Lindsay said rising fares was limiting how much help Sistering could offer. “We’re one of many organizations across the GTA trying to offset this high price of transit for individuals,” said Lindsay, Sistering’s executive director. “As our budgets get flatlined and demand for transit from the marginalized increases it really is getting more unsustainable for us.” A majority of the board approved a motion from chair Joe Mihevc to have the city’s community development committee work with the TTC on potentially reducing fares for low-income people, which was approved by a majority, but not all, of the board. One of the dissenting votes was cast by Gord Perks. The Parkdale councillor said making the TTC provide discounted fares would mean potential cuts in service. “If the TTC takes money out of service to provide a free fare to someone else, the only way they can do that is to not run a bus somewhere else,” said Perks.
