Province backs call for separate hospital systems MIKE ADLER madler@insidetoronto.com

D

r. Eric Hoskins has drawn a line between Scarborough and Durham Region, a move he now agrees is needed to properly plan health care for both. Experts Ontario’s health minister chose one year ago to advise him on the future of Durham and Scarborough hospitals concluded the two places are different. The experts recommended building “comprehensive” new hospital campuses in both Durham and Scarborough, as well as approving a number of expensive capital projects at Scarborough hospitals. They also told Hoskins, who received their report last November, the existing hospitals should be merged into single corporations in Scarborough and in Durham. Flanked by both Durham and Scarborough MPPs at a press conference last Thursday, Hoskins endorsed all the recommendations. That means, he acknowledged, breaking up Rouge Valley Health System by merging The Scarborough Hospital’s two campuses with the RVHS Centenary and, in Durham, joining RVHS Ajax-Pickering with Oshawa’s Lakeridge Health. “I’m prepared and I’m committed to take the necessary next steps,” said Hoskins,

who named a special advisor, Mark Roshon, to begin separate, year-long planning exercises in Scarborough and Durham. Hoskins announced the province will spend $5 million on the studies – part of which, he said, will “look specifically” at a proposed rebuilding of the Centenary emergency department –and increase operating funds by a total of $10 million for the three affected hospitals. But apart from $20 million to improve diagnostic suites at the aging TSH General campus, he didn’t commit money to build the Scarborough projects the panel recommmends. There’s no money yet to replace the six-decadeold operating rooms at the General, or to update emer-

gency departments at the Centenary site and the TSH Birchmount. A proposed TSH-affiliated community hub featuring a YMCA in Scarborough’s Bridlewood neighbourhood, also backed by the panel, remains unfunded and won’t be covered by the master planning. “The government realizes there are significant capital investments required,” the minister said, suggesting the twin master plans would divide those investments into short, medium and longer terms. RVHS and supporters of a “Save Our Hospital” campaign had called on Hoskins and the government to “pause” before making decisions on the report, saying Hoskins’ experts were mistaken in

their interpretation of patient data. By mid-afternoon Thursday, the hospital – which almost merged with TSH until The Scarborough Hospital withdrew from the deal in 2014 – called the minister’s announcement very disappointing. “I want to assure our staff, physicians, and volunteers that our commitment to them has not diminished,” Fred Clifford, chair of the RVHS board, said in a statement. “We will do everything we can to support them during this time of transition.” Lakeridge Health’s new interim CEO Tom McHugh, however, said his hospital is delighted with the opportunity to look at what health care a growing Durham needs. Lakeridge, McHugh said, also wanted the chance to “evolve our governance to include the people of AjaxPickering” by forming a Durham hospital corporation. Hoskins, in turn, praised “fantastic regional programs” that exist across the Scarborough-Durham boundary, including a cardiac care centre based at RVHS Centenary. Liberal MPPs at Thursday’s event, after years of pressure to improve local hospitals that are aging and crowded, said their efforts had gone a long way. “We’re coming through on what we said we were going to

do,” Scarborough-Agincourt MPP Soo Wong said. “Durham is growing, but Scarborough is aging, with a lot of seniors.” Pickering-Scarborough East MPP Tracy MacCharles, whose riding straddles the boundary, said the province must respond to changing demographics in both. Developing the Seaton lands will double Pickering’s size, she said.

MacCharles said she appreciates this means a change for hospital leadership, but “with change comes opportunity.” Operating fund increases for the hospitals, which the ministry said will support regular programs and services, are $4.5 million for the RVHS, $2.9 million for TSH, and $2.6 million for Lakeridge Health.

Mark Rochon tasked with planning future of hospitals in Scarborough and Durham

M

ark Rochon, the man charged with planning the future of hospitals in Scarborough and Durham over the next year, has “a bio that extends to the floor,” says Ontario Health Minister Dr. Eric Hoskins. Hoskins appointed Rochon as a special advisor last Thursday, giving him authority to “advance integration efforts” between hospitals within Scarborough and in Durham. Rochon will also run master planning exercises, costing a total of $5 million, in both regions to determine their future hospital needs. In 1996, Rochon was CEO of the Health Services Restructuring Commission, a body created by the former Progressive Conservative government that merged

and closed many Ontario hospitals. It will be his job to help form single hospital corporations in Scarborough and Durham. Announcing his appointment, Hoskins said Rochon had many years of experience leading hospitals, and most recently was CEO of the Toronto Rehabilitation Institute, now part of the city’s University Health Network. Rochon now works for KPMG’s Global Healthcare Centre of Excellence and is a senior fellow at the University of Toronto’s Insitute of Health Policy, Management and Evaluation. Last year, he was chosen by the province as a facilitator to “integrate the governance structure” of hospitals in Wellington County. –Mike Adler

YMCA vows ‘relentless’ effort in getting Bridletowne Neighbourhood Centre built

Agincourt. For years, the YMCA of Greater Toronto, The Scarborough Hospital, and other partners have waited for funds to build the Bridletowne Neighbourhood Centre. Ontario Health Minister Dr. Eric Hoskins now says

the province wants to see the unique community hub built. But with Hoskins’ pledge that the province is “actively working” with the partners on how to build it came other news. The centre – combining a YMCA, TSH’s dialysis pro-

We must adapt to condo boom T

here’s a shift taking place in Toronto that really should not come as a surprise given the amount of condominium construction happening in our city. One need only look at the number of cranes, not just downtown, but also in other parts of the city, to recognize this building boom. But the stereotype regarding the people who these condos are being built for is changing rapidly in Toronto. They are no longer the choice for young people, seniors and those looking to be landlords. More and more families are saying no to the so-called suburban dream of a house and yard, and are choosing to buy condos and raise their families in them. Certainly some of this is driven by price, and the fact that single-family homes in Toronto are becoming more and more out of reach for many. For some, condo life is strictly a financial our view decision, but for many others it’s become a lifestyle preference. As Amy Geer told Metroland Wise to plan Media Toronto of the decision for ‘vertical she and her husband Andy made to buy a two-bedroom condo in communities’ the Fort York area, it was a question of financial balance and the kind of life they wanted to live. “If we bought a house we wouldn’t be able to afford a baby; a condo would allow us to have the lifestyle and the baby,” she said. And that’s changing the way the City of Toronto’s planning department has to think and operate. The planning department initiated the study Growing Up: Planning for Children in New Vertical Communities as it works on ways to deal with what will be the increasing needs of families with children in what had previously been condo communities geared to adult residents. The study is looking at how these high-density condo communities can better accommodate “households with children and youth.” That’s an issue for the present, and it will certainly raise some challenges as many of these communities are lacking in both recreational and educational spaces nearby. This shift also puts pressure on Toronto’s public and Catholic school boards, which will find themselves with growing numbers of students living nowhere near schools, while many schools in established “suburban” neighbourhoods are seeing severely declining enrolment. As our city changes, so must we change the way we think, plan and adapt.

Tory well versed to take on raccoons

I

was struck last week, attending the official launch of Toronto’s new raccoon-proof green bins on a lovely, quiet street in Scarborough, at just how suitable the event was to the talents of our current mayor, John Tory. That may sound mean, but I don’t intend it to be. When Tory arrived at the foot of the driveway of Scarborough resident Rhoda Potter, the host of the launch event, he could not have been more charming, or dare we say it, funny. He joked around with the city sanitation worker who was driving the truck. He kidded around with Ms. Potter, who was demonstrating her own raccoonproofing on her green bin as a contrast with the city’s new, Atlanta-designed higher tech solution (Ms. Potter used a rock and a bungee cord). He kidded around with reporters while demonstrating the even higher-tech robot

david nickle the city arm that is designed to lift the green bin into the sky and dump its offal in the truck from a height even raccoons would find dizzying. At least we think he was kidding when he suggested one of us try the robot arm. The whole event went like one of those stand-up comedy routines that ask the audience if they’ve ever noticed how absurd something-or-other is, how irritating whoeverwe’re-irritated-with is or (as in this case) how darn cute and clever whateveris-vexing-us is. It occurs to me that this is one of the most formidable skills that Tory brings to the job of mayor, in the post-Rob Ford Toronto: the ability to be pleasant and funny, an ability honed no doubt by his years hosting talk radio,

and one that has lent the mayor a great advantage with the public. It is no coincidence that Tory’s biggest successes fall into this category, too, first pointing out, and then dealing with, the many small irritants in city life. One of Tory’s first acts as mayor was to announce a towing blitz on those darned cars that keep parking illegally on downtown streets during rush hour. Don’t you hate those? And isn’t it absurd to pay the equivalent of a meal out, to haul your kids onto the subway for a Sunday trip? Free rides for children was the answer to that. And then there was the business of the raccoons. They’re comedy gold, those clever little, erm, bandits. Dealing with the ingenuity of raccoons has turned us all into hapless coyotes trying to catch a road runner, and Tory is more than happy to deliver

the ACME raccoon-proof bin, that (like all ACME products in Road Runner cartoons) looks raccoon proof, if possibly not fool proof. It made for a breezy and pleasant afternoon last week, having a bit of fun in Scarborough with Ms. Potter, commiserating about a silly but still troublesome problem and offering up a simple solution. As I write this, I’m watching Toronto Council try and figure out another troublesome problem – the city’s coyote-and-roadrunner relationship with UberX, and the troubled taxi industry. If only the solution to this problem were as simple as building a better green bin, our excellent mayor would know just what to do.

The evolution of the modern zoo Increased public scrutiny sparks change or controversy at zoos Jennifer O’Meara scm@insidetoronto.com

I

n the new climate of rising public scrutiny of the conditions of zoo animals, some zoos are struggling while others are flourishing. Jennifer Tracey, senior director of communications for the Toronto Zoo, said institutions that have been entrusted with wildlife should be held to high standards. Modern zoos feature exhibits designed to match each animal’s specific habitat and programs are tied to conservation and education. At the Oshawa Zoo and Fun Farm, attendance was up 25 per cent last year compared to the year before because of social media marketing and a new focus on domestic animals. While there are still some exotic animals at the zoo, years ago the owners decided to move away from exotic animals to feature more farm animals. “When I was a kid, everyone’s grandmother and grandfather had a farm. We don’t see that anymore,” said Alan Connell, owner of the Oshawa Zoo, who wanted to provide that farm animal education for children. “Kids get more attached to farm animals. Exotic animals have a mean streak to them and we decided to go with a children’s zoo.” The Oshawa Zoo is geared for younger children up to Grade 2, but older children and even adults without children enjoy visiting, said Connell. He said the zoo is

popular because the animals are friendly and tame. “Nothing that can hurt anybody.” Connell said animal rights activists haven’t protested the Oshawa Zoo. He thinks protesters are valuable and actually help zoo owners continually improve life for the animals – whether it’s building bigger pens or making sure the pens are interesting for the animals. “We built a goat run last year,” said Connell. “They love it. We weren’t sure whether they’d use the slide but we had goats jumping on it while we were trying to install it.”

Last year was a tough year for the Bowmanville Zoo, with protests, investigations and charges against owner Michael Hackenberger. In April, Hackenberger was charged with five counts of cruelty to animals in relation to a video released last December. The video clip released by People for the Ethical Treatment of Animals (PETA) appeared to show Hackenberger whipping a tiger during training. In a video rebuttal posted online in late 2015, Hackenberger said he could be accused of viciously whipping the ground or the air, but not the tiger. He said he hit the

animal three times, once on the paw when it was reaching to claw another trainer. He will be back in court in early June to answer to the charges. In August, the zoo owner was criticized for swearing at a baboon during a live Breakfast Television broadcast on CITY-TV. PETA’s broad stance is that wild animals belong in the wild, and when they can’t be in the wild, they belong in reputable sanctuaries, said Brittany Peet, department director of captive animal law enforcement for PETA. Peet said wild animals forced to live in small enclosures suffer psychological harm. However, Tracey said the public needs to understand the critical role accredited zoos, such as the Toronto facility located in Scarborough, play in ensuring the survival of so many species. “When the zoo first opened, it was believed the planet was losing one or two species each year. In 2014, the World Wildlife Fund stated that we are now losing one to three species a day. It is statistics like these that drive the professional staff at the Toronto Zoo to do more to save and protect species,” said Tracey The Toronto Zoo wants to take this one step further – to become a zoo-based conservation centre of excellence. That means being a leader in wildlife conservation and advocating for wildlife and habitats, focusing on Canadian species and habitats while continuing to be active globally.

Toronto Zoo accreditation facts

T

he Toronto Zoo lost accreditation with the Association of Zoos and Aquariums (AZA) in 2012 after Toronto Council voted to send the zoo’s three remaining elephants to a sanctuary in California. The U.S.-based accreditation agency dropped the zoo because the sanctuary was not AZA-accredited, and council overruled the zoo’s management board, which wanted to send the elephants to an AZA facility. Political interference over the care of animals was understood to be behind AZA’s decision. The zoo is now back in the good graces of the association. The body granted the zoo membership at a March meeting, and since then an AZA official presented management with a plaque in person. Toronto Zoo spokesperson Jennifer Tracey said the AZA looked favourably at the zoo’s master planning exercise, and its work toward establishing an independent fundraising body. The zoo, she added, hopes to open an “awesome” replacement next year for its animal hospital, whose “major deficiencies” were said to have concerned AZA before a rebuilding effort was launched.

he vision of the Friends of High Park Zoo is to ensure there is always a free community zoo in High Park for families to enjoy. Established in 1893 for deer, the zoo’s animal paddocks have always been a popular attraction. Today, the zoo’s 11 paddocks are home to a variety of animal species from around the world: bison, llamas, peacocks, reindeer, highland cattle, wallabies, emus and sheep. Friends of High Park Zoo was formed in 2012 to raise funds to ensure that the zoo remained open in the wake of city budget cuts for the 2012 and 2013 operating years. Now, the west-end attraction is looking forward to a facelift, in the form a new master plan, announced in January. Enhancements include increasing the size of the bison pen by seven metres, creating a new administrative building, improving lighting, and installing flags and signs so that the zoo is more noticeable. The plan also looks to improve the experience for the animals with creative furnishings such as ponds and interactive feeders.

n 1894, the Riverdale Zoo opened to become Toronto’s first zoo, but it was closed in 1974 with the animals relocated to the new Metro Zoo in Scarborough (now the Toronto Zoo). The site was restored as a farm to provide city children the chance to see how a farm works. In 2013, the Riverdale Farm Stewardship Group was formed to seek out sustainable funding, create new learning opportunities, and develop the farm’s financial opportunities. An alleged gang member is charged with two counts of first-degree murder in the shooting deaths of Joseph A n zo l o n a a n d Cy n t h i a Mullapudi. Police said Anzolona, 26, of Toronto, and Mullapudi, a 24-year-old student from Markham, were sitting in the rear of a vehicle outside the LCBO at 85 Ellesmere Rd. when a gunman approached, opened the back door and opened fire at 9:47 p.m. Friday. Both victims were taken to hospital where they were pronounced dead. Staff Insp. Greg McLane of the homicide squad said Anzolona and Mullapudi went to the LCBO with two friends, a man and a woman, who were in the front seats of the vehicle. “Mr. Anzolona and the female passenger from the

A taste of Italy in Scarborough Colangelo’s Food Market on Midland Avenue south of Sheppard Avenue is marking 50 years serving Scarborough with a full year of celebrations. The anniversary kicked off with a community barbecue last June and has continued all year with monthly giveaways of grocery gift packs. From the humble beginnings of a variety store on a dirt road, the five Colangelo brothers – Tony, Angelo, Mike, Rocco, and Joe – built the family business into a thriving, full-service grocery store specializing in Italian meats, cheeses and specialty products. Now operated primarily by second-generation owners Dominic Colangelo and sisters Nina and Connie, the store is a hidden gem, a little slice of Italy in Scarborough. “Quality service and price. If we have to pay a bit more for something I will. I’m always trying to get the best deals for my customers,” says Dominic, outlining the secret of their longevity. “Our meat is our

That’s what people know us for – Italian or European products. What’s helped us is we’ve kept our prices fair and never been trendy. It builds loyalty.” Dominic estimates about 40 per cent of their customers are from outside of Scarborough. Many second-generation customers grew up in the area coming with their parents and still make the regular trek back for their favourite products. “Some of our customers have been coming since before I was born,” says Dominic, 42. “So I have respect for them. They have seen me grow up.” Regular Cat Matamoros raves that “the meat is really good, really fresh. People are super nice here when you

come. It’s family owned. When you come here on the weekend it’s hard to get around.” According to Gina Dumitrescu, “The people are very pleasant. The quality is high. That’s all that matters. You pay a little more but it’s worth it.” Dumitrescu has been coming with her daughter, Oana, for 20 years. They favour the large meat counter, the cold cuts, and the warm ricotta on Saturdays. Colangelo’s Food Market gives back to the community by donating meats and other foods to local schools, churches and the Royal Canadian Legion, in addition to their yearly barbecue in aid of the United Way. The family will still occasionally pick up and drop off customers and deliver orders on their way home from work – all part of the service to the community for 50 years. Food banks feeling the strain from arrival of Syrian refugees MIKE ADLER madler@insidetoronto.com Newly arrived families from Syria may be straining Toronto food banks, many of which just saw the biggest month-to-month rise in demand since the 2008 recession. A Scarborough food bank in Dorset Park is facing a “dire situation,” including shortages of halal food, because the area’s newest residents are forced to rely on it, Lee Soda, executive director of Agincourt Community Services Association, said this week. Toronto’s Daily Bread, the city’s largest food bank supplier, said from February to March there was a 20-per-cent city-wide increase in client visits. “We’re not used to seeing such huge increases month to month,” Sarah Anderson Austin, a spokesperson, said Tuesday. Austin said she can’t say the cause was Syrian refugees arriving in Toronto, but Daily Bread has heard from agencies, in “mostly

The last time Daily Bread saw anything like March’s 11,000 new client families was in 2007, before the recession hit, when there was a 10 to 12 per cent increase in a month. Staff at ACSA’s Dorset Park community hub on Kennedy Road, which includes a newcomer centre working with some 200 Syrian families, has no doubts the influx is behind the increased demand. About 25 per cent of client families at Dorset Park, lately up from 350 to 450, need halal food, which can include chick peas, canned fish, vegetarian items, yogurts without gelatin, and fresh food from gardens, said Christine Marwell, the food bank co-ordinator. Daily Bread is hoping the increased demand will level off, believing newcomers usually only use food banks temporarily, for “maybe a year, max,” Austin said. Even when they are refugees receiving a government stipend for housing, the high cost of rent in Toronto is what most drives people to food banks, she added.

Before long, 3-D Exteriors had hired a dozen, and isn’t the only local company to consider the refugees good prospective employees. “Our views were they do have skills, they are very hard workers,” said Sherif El Gharbawy of Marche Adonis, a grocery chain that has hired 55 Syrian refugees at its Scarborough store over the past three months. “They will give us value and skills that are missing from the current Canadian labour market.” The refugees, he said, have something to prove when they start a job,

and “they are open to learning.” On a morning last week in the large supermarket north of Eglinton and Warden avenues, Hani Tawil, a manager who was born in Syria, pointed out refugee employees to a visitor. “They need the chance. Give them a chance and you see what they have,” he said. Refugees working that shift included a man stocking shelves in one of the market’s red employee shirts and a woman at a customer service station whose English, Tawil said, was good. Other refugees were in the meat department, behind the pastry counter, or in the kichens. Three more men were in a room, surrounded by glass, where freshly baked pitas moved on a conveyor belt. One works part-time because the rest of the week he’s going to school, learning English. “For the production area, they don’t need too much English but they have to have some,” said Tawil, who deals with 10 private sponsors for refugees and often stresses they need education to succeed in Canada. “Without English, you can do nothing,” he said.

The Caregiver Show slated for Friday at Ontario Science Centre The Caregiver Show will take place tomorrow at the Ontario Science Centre. The annual show offers information, assistance, and relief for those looking after a loved one who is suffering from dementia or other conditions. More than 50 exhibitors are scheduled to take part in the show, which will run from 10 a.m. to 5 p.m. Statistics from the Alzheimer Society of Canada show that in 2011, 747,000 Canadians were living with Alzheimer’s and other dementias – that’s 14.9 per cent of Canadians 65 and older. Between two per cent and 10 per cent of all cases of dementia start before the age of 65. The risk for dementia doubles every five years after age 65. The show aims to raise awareness of how family members are involved in caring for loved ones in

need. The Caregiver Show is sponsored this year by The Mobility Shop and CanniMed, and is brought to Toronto residents by Metroland Media Toronto and Downsizing Divas. As the Alzheimer Society of Canada notes, caregiving is a critical issue for people living with dementia and for Canadians in general. One in five Canadians aged 45 and older provides some form of care to seniors living with longterm health problems. A quarter of all family caregivers are seniors themselves; a third of them (more than 200,000) are older than 75. The Caregiver Show will feature resources, services and products available for caregiving needs. Visitors will also have a chance to connect with other caregivers and professionals in the industry as

well as take in demonstrations from participating organizations and seminars from experts. Also, there will be a chance for caregivers to rejuvenate themselves in the Rest and Relaxation Zone where they can enjoy a little pampering and replenish their energy levels. This area will also help teach caregivers ways to take care of themselves as they perform a very stressful job. New to this year’s Caregiver Show will be a screening of the documentary Sybil and Betts: Requiem for a Friendship by filmmaker David Bajurny. Admission to the show is free. A self-professed “idiot” motorist apologized this week for cutting off riders disembarking a TTC streetcar. As detailed in a Reddit post published Monday, the user blamed a “lapse in judgement” for overtaking a stopped 504 King streetcar at Strachan Avenue as passengers got off. “I honestly had a lapse in judgement and instead of stopping when the streetcar slowed, I continued moving and as such endangered the people getting off,” states the penitent motorist. According to the Ontario Ministry of Transportation, all vehicles must leave at least two metres of space from the nearest doors of a stationary streetcar.

wealth of talent our enterprising international newcomers bring. The village-like Scarborough Mu s e u m , a t b e a u t i f u l Thomson Memorial Park, resurrects the Victorian slice of our past. A City of Toronto heritage site, its mission is to teach about Scarborough’s first European settlers. Many times, I’ve wandered by this cluster of rustic 18th and 19th century buildings (transported to the park from their original rural Scarborough sites), but today I’m compelled to step inside. Greeted by two enthusiastic youth volunteers, my daughter and I enter a different time – with a twist – in the humble Kennedy Gallery. As part of an exhibit called My Diary: A Woman’s Life in Victorian Scarborough, next to an open 1866 diary, there is an enormous, unexpected standing “Facebook profile” dis-

play featuring chores-themed “Status Updates” of Frances Tweedie Milne, the journaling wife of a Scarborough farmer. We l e a r n a b o u t t h e Thomson Family (stonemasons) and the Cornell Family (apple farmers) through a historical interpreter. The Cornell House – once used as a filming site for CBC’s original Anne of Green Gables miniseries – is furnished as when lived in. I’m intrigued hearing about a pop-up exhibit called Destination Scarborough, which amplifies the voices and journeys of recent immigrants, and another called Toronto the Just: Stories of Women and the Fight for Equality. Preserving Scarborough’s inspiring pioneer origins while connecting to our changing community is a wonderful balance the Scarborough Museum strikes.
