For the first time, students from all seven of Scarborough’s Catholic high schools are meeting for a leadership conference. They’re calling it Release the East. Josh Tuazon and Allison Gacad, graduating students from St. John Paul II Catholic Secondary School, founded Operation Student Voice and are organizing the day-long event Thursday, May 26 at the Chinese Cultural Centre of Greater Toronto. It was done to fight the notion in some Scarborough students that “they can’t achieve as much” as others in Toronto, a feeling Tuazon said is starting to change. “We’ve seen a lot of our students are achieving great things.” Joining them to speak about leadership and success, and ways to volunteer in the community, will be local politicians and other professionals, most of them born in or based in Scarborough. The 150 or so attendees this year were mostly recruited from student councils and clubs, but for future conferences, Tuazon said, “our target is to get students who would not normally come.” The student group can be reached at osvscarb@gmail. com

Malvern ‘starving’ for transit, Tory told mIKE ADLER madler@insidetoronto.com
maps of their own promoting the extension of Crosstown East to Malvern Town Centre, as well as a light-rail link from Scarborough Town Centre over to Centennial College’s Progress Campus and eastward along Sheppard to the Toronto Zoo. There is $1 billion in committed federal and provincial funds to build the Sheppard East LRT, money the group warned “is at risk and being unused at the moment.” If the line hadn’t been cancelled, it would have been running past the Cultural Centre three years ago, said Dow, adding “it’s disgusting” northeast Scarborouugh doesn’t have it now. Tory defended his plan, saying the subway had to be shortened to protect it against councillors “who didn’t want to see any subway built to Scarborough at all.” Smart Track, the city’s joint venture with the province on tying regional rail to its local transit system, will be ready by 2021, the mayor said, giving people around Malvern a different, faster way downtown. Bus routes on Finch and Sheppard avenues will deliver passengers to Smart Track stations on the Stouffville GO line, he said. (Tory ran for office with a transit map showing new stations for Smart Track at Ellesmere Road, Finch and Lawrence Avenue East, but one option council may select would only see a Lawrence East station built.) Most important, is that the city will finally get something done, said the mayor, who acknowledged his transit plans can’t make everyone in Toronto happy. Another meeting at Scarborough Civic Centre on May 31 is planned to share details of design and ridership figures for the Crosstown East and the subway extension.
Malvern is left out of Mayor John Tory’s transit plan, and Malvern people are telling him they don’t like it. Residents of the northeastern Scarborough neighbourhood, including owners of the local mall, Malvern Town Centre, say the area is starving for rapid transit. They didn’t want a consolation prize Tory and city staff are offering, the hope of being part of a “candidate project” to be built more than 15 years from now. By then, Malvern’s shopping centre “may lose a lot of our tenants to other areas,” Jennifer Huntley, a director of Davpart, told Tory on Tuesday, May 10, night. Malvern Town Centre Huntley, whose Torontobased company also owns office and industrial properties in Scarborough, reminded the mayor a light-rail-transit line the province announced in 2007 was to end at Malvern Town Centre, but his new Crosstown East LRT gets nowhere near it. (There were also proposals to extend a light-rail line, planned between Kennedy Station and Sheppard Avenue, into Malvern before Toronto Council opted for a subway instead.) Later, Huntley said Davpart has been “subsidizing a lot of tenants to keep their doors open,” since buying the Tapscott Road mall 13 years ago. wants Toronto Council to support next month. It i n c l u d e s a Bl o o rDanforth subway extension, now a one-stop “express” which ends at Scarborough Town Centre instead of Sheppard, and a Crosstown East LRT line which, unlike the former ScarboroughMalvern LRT proposal, ends at the University of Toronto Scarborough campus and doesn’t continue north of Hwy. 401. City staff say the subway stop should be open by 2023, when the LRT line will still be under construction. “There’s going to be nothing built in Scarborough in six years,” concluded Rajiv Singh, who lives in the Rouge area east of Malvern and often
need two hours in winter to reach his downtown job on transit. Like the comedian Rodney Dangerfield, Malvern gets “no respect from any political partner in this city,” added Laurette Wijetung, a retired artist who said Tory’s map shows Malvern remains “like a wasteland” for transit 15 years from today. “It’s high time people here demand it.” Tony Jno Baptiste, program manager of TAIBU Community Health Centre, said some of the facility’s 10,000 clients take two or three buses to reach it. Alex Dow, program director of the Malvern Family Resource Centre, said the non-profit finds it hard to
attract talented employees because the area lacks rapid transit. Malvern residents are supportive of the mayor’s plan, he said, but don’t feel it goes north enough. Subway extension Several at the forum organized by Raymond Cho, Malvern’s councillor, pleaded with Tory for a subway extension along Sheppard - which is not part of his plan - or asked questions critical of the Sheppard East LRT, which was shelved by the province in 2014 until sometime after 2021 and isn’t part of the plan either. Centennial College app helps out cancer patients A call for “low-cost healthcare solutions” at Centennial College produced an app cancer patients at The Scarborough Hospital can use for online support. iMindful is a platform for giving those patients “mindfulness therapy,” which can reduce anxiety and improve their mood, the hospital and college said this week in a joint release. The idea for the app came from students at a two-day “hackathon” at Centennial’s Wearable, Interactive, and Mobile Technologies Access Centre in Health. It was named “Best Web Application” at the college’s School of Engineering Technology and Applied Science Fair in April. Patients in Scarborough sometimes have trouble reaching therapists in person, and local hospitals have been trying innovative ways to fill gaps in service. iMindful includes some therapist-guided “mindfulness modules,” chats, meditations and a yoga practice. long weekend is just about here, and many of us will hit the road for this Victoria Day holiday. No matter when or where you go – be it in the city or on a longer road trip to a cottage or to pitch a tent – your main focus should be arriving at your destination alive. The excitement of having a few days off from the everyday sometimes causes people to throw common sense out the window (along with some litter – don’t do that by the way). While you and other drivers snake through slow traffic, you can expect the Ontario Provincial Police to be keeping a close eye on how you drive. Last year, 27 motorcyclists and four passengers died, with 17 of those motorcycle drivers reported as driving properly at the time of the crash, the OPP reports. But if you’re going to be your own pyrotechnic protege, follow these tips: • Read the instructions, cautions and warnings on each firework item. • Set up outdoors in a clear, open space. Light fireworks on a hard, flat and level surface to ensure stability. • Spectators should be at a safe distance. • Only adults (18 years or over) should handle the fireworks. • If you are impaired, do not handle fireworks. Council needs to make Toronto sustainable If recent history has taught us nothing else, let us remember this: that left to their own devices, Toronto’s political leadership is about as good with a budget as a pack of 12 year olds with their parents’ credit cards. It had always been so, at least within the lifespan of amalgamated Toronto. In 1997, Mel Lastman was elected the city’s first mayor on a promise of a three-year property tax freeze – delivered at the same time as the city was reconstituting itself into the largest municipality in the country at the behest, but without the support of, the provincial government. Lastman’s first term set a tone that subsequent councils have maintained: namely, that marginal property tax increases are the most injurious thing a government might inflict upon homeowners – about an equivalent evil to reducing services upon which those homeowners had come to rely and limiting promises of improved service to come.
david nickle the city And so over the years, council has approved projects, maintained services, and kept property tax increases slim to none. This week, Toronto’s city manager Peter Wallace brought out another in what is developing into a series of despatches, delineating what to many has been obvious for years. Toronto has been able to maintain the fiction of a growing city and a low property tax environment thanks to factors that are either entirely beyond its control (a booming real estate market that pours in revenue through the municipal land transfer tax) or measures of which council should frankly be ashamed (approving capital projects for future years with no means of financing). At some point, very soon, the boom’s going to end and the projects will have to
be built. Wallace first pointed this out to councillors in the fall shortly after he took the job. That early report gave Mayor John Tory a small amount of political cover, to propose that the city maintain a 0.5 per cent levy on the property tax bill currently in place to help finance the Scarborough subway, to finance more transit infrastructure. This report, coming to next week’s Executive Committee, provides an imperative for more of the same: a debate on what other ways we might find to support ourselves in the style to which we’ve become accustomed. To whit: revenue tools. These conversations haven’t gone well in the past. In the last term of council, politicians balked at supporting any revenue tools, even as they voted to go forward on subway expansion in Scarborough. Former mayor David Miller was able to get a couple of major revenue
tools through council, but the battle over the land transfer tax and vehicle registration tax nearly broke council. Will it be any different now? It’s not encouraging. Toronto council this term has shown just as little appetite for long-term financial planning as ever. Under the leadership of Tory, council approved a billion-dollar rebuild of the Gardiner Expressway’s elevated lanes, against expert advice. The Scarborough subway, absent all but one stop, remains on the books. And this week, Tory made it clear himself that one thing he won’t support is any significant increase to Toronto’s bargain-basement property tax rates. There’s no doubt about it: the arrested 12 year olds on Toronto council have a lot of growing up to do.

‘Time ticking’ on long-term care homes Homes across the province waiting for redevelopment MIKE ADLER madler@insidetoronto.com From the road, Extendicare Bayview looks a lot like a motel. A single-storey square around an open courtyard on North York’s Cummer Avenue, the home was built more than 40 years ago, a time when some seniors moving into long-term care could still drive. Now, they’re much older, frailer, and sicker than they were then, but the architecture of Extendicare Bayview remains much as it was. The long-term home near Bayview Avenue – like many other aging facilities similar to it in Toronto – is patiently waiting its turn to be rebuilt. “Every space in this home is being used for something,”
said Niklas Chandrabalan, the facility’s administrator for the past four years. “Things are challenging right now because we are a home that’s designed for code 30 years ago.” Ontario’s Liberal government brought a spark of hope to the long-term sector last month by announcing it will renovate 300 homes in the province over the next nine years. But the announcement named just six homes, and only one of those, Bloomington Cove Care Community in WhitchurchStouffville – visited on that day by a local MPP and Dipika Damerla, Ontario’s associate minister of health and long-term care – is in Greater Toronto. Which means the government still has to find a way

to rebuild nearly half of its 626 licensed long-term care facilities. Candace Chartier, CEO of the Ontario Long Term Care Association, said the situation is urgent. “You’ve got these old buildings that are starting to fall apart,” Chartier said last month. “Time’s ticking, and all these licenses are expiring in nine years.” Modernizing these older homes, many of them built to the design standards of the early 1970s, is long overdue, said Chartier, whose group represents facilities with 70 per cent, or some 54,000, of Ontario’s long-term care residents. Most older homes still have some four-bed rooms, or have two-bed rooms with bathrooms shared by four residents. Around 62 per cent of the residents have Alzheimer’s or other dementia, said Chartier, and they may be wandering, or calling out at night – and you can imagine the effect of this on someone just trying to get a good night’s sleep. “People don’t want to put their loved one in an older home,” she said. Chandrabalan has no doubt renovating will increase quality of life for his residents. Some of its 203 men and women and their families like Extendicare Bayview’s one-floor design, he said, but
you don’t find many homes like it anymore, and the complexity of care for residents is growing. The home, meanwhile, has bought some time by learning how to use spaces for multiple purposes – a dining room for physiotherapy and exercise, for example – but there are only four spaces in which to program activities for everyone. Extendicare, which owns 34 long-term care (LTC) homes in Ontario and manages others, took over a long time ago. Newer homes have only single and double rooms. There are no narrow hallways crowded with equipment, and no cafeteria-type spaces, but instead smaller and more intimate dining areas. Extendicare Bayview’s largest dining room serves close to 90 residents, and close to 80 go to the next dining room across a hall. There are no locked units. Memory boards, at the entrance to each room, display images from long ago, something residents can relate to their past, not short-term memory. The washrooms are meant for people who can walk, not for the wheelchairs used by 60 per cent of residents, who need one or two staff to assist them. Their tubs, Chandrabalan said, have been unused for 20
years, but the cost of removal would be too much. The home has only one three-bed room, but 64 other double rooms share one bathroom through sliding doors. These basic rooms don’t have a lot of space. Chandrabalan said. “At the end of the day it comes down to care, and the best we can do with it.”

Toronto, divided by the province into local health integration networks, or LHINs, has some areas where the need for bed renovation is greater. The Central LHIN, which includes North York and York Region, has the shortest long-term bed supply of all LHINs. Most of its beds to be redeveloped are in North York – 1,620 of them. But the Central East LHIN, which includes Scarborough and Durham, has the largest number of beds scheduled for redevelopment, including 2,149 (slightly more than half) of 4,234 beds in Scarborough alone, where 12 of 22 of longterm homes could be on the
list. Since 2003, the ministry has created just more than 10,000 new nursing home beds, and 13,500 have been redeveloped, but more than 30,000 in those 300 older homes remain. Chartier thinks there will be a need for the province to build new beds, too, given Ontario’s aging population and a 83-day average wait time for an LTC bed. She said the renovation program – giving homes a construction subsidy of $16.65 per bed per day over 25 years – is enough, if it could work for everybody. Right now, the program works for some members of her association, she said, but not all. A 60-bed home in a rural area can’t afford redevelopment, and with land prices so high in downtown Toronto, homes there may have to look at building elsewhere, she said. Some older homes won’t want to rebuild; the ministry may take a couple of years to count who does or doesn’t, Chartier said. In an interview last week, Ontario New Democratic Party Leader Andrea Horwath argued the province’s longterm care system “has been pretty much ignored” over the past 13 years of Liberal government, which Horwath said “has a lot of catching up to do.

Shan has run for provincial office as an NDP candidate three times in Scarborough, once against Margarett Best in 2007 in ScarboroughGuildwood, and in 2011 and 2014 against Balkissoon in ScarboroughRouge River.
Shan was elected a trustee of the York Region District School Board in Markham in 2006. He easily won the Jan. 25 byelection this year to replace Shaun Chen as the Ward 21 TDSB trustee. Balkissoon resigned Balkissoon resigned in March, giving Premier Kathleen Wynne six months to call a byelection. In his statement Friday, Shan said he’ll continue serving as a
trustee but would take a leave of absence “during the writ period which is expected to happen over the summer months.” Shan suggested he will especially stress education-related issues during the coming campaign. “As a father and trustee I’ve seen firsthand how the Liberal government’s cuts have hurt children and families in our community,” he said. An experienced political organizer, Shan is also executive director of the advocacy group CASSA, the
Council of Agencies Serving South Asians. Balkissoon had held the riding since 2005, and six candidates will battle for the Liberal nomination on June 5, including Piragal Thiru, a party vice president, and Rathika Sitsabaiesan, the riding’s former New Democrat MP. Scarborough-Rouge River’s Progressive Conservatives hold their nomination meeting on June 4, but there are no declared candidates so far.
Webber-Gallagher said the cutoff for declaring interest in the NDP nomination in the riding passed on May 16. “We’re excited to have Neethan as our candidate. He’s been a fighter for Scarborough for many years and Scarborough Rouge River needs an MPP who will stand up for the interests of this community,” she said. Ontario Greens said they would also nominate a candidate, but have not set a date.

Public meetings on waterfront transit Two public meetings are coming up this month to discuss transit proposals for the waterfront. Waterfront Toronto and city officials will present preliminary design and planning concepts for possible new, yet currently unfunded, transit routes that may include the East Bayfront LRT. The TTC’s longtime head of planning has finally called it a day after a career spanning more than three decades. For 21 years of his career with the city, Mitch Stambler was the commission’s chief planning official, having a hand in developing transit expansion projects and plans. Stambler had a direct role creating the Transit City light rail network plan, and he was also part of planning for the Spadina subway extension.

Bobb’s murder not only marks Toronto’s 29th homicide of 2016, but is perhaps the one of the city’s most shocking, Saunders said. “The tragedy of a pregnant woman shot to death, while medical staff are fighting to save the life of her unborn child, has reminded us of the
threats we face,” he said. “We have seen this year in Toronto very significant increases in homicide and other gun-related crimes.” What police need to help them solve some of those murders and to assist them in removing more guns from the streets, Saunders said, is co-operation from residents in areas where gun violence is most prevalent. “There are people out there that have information. They have information right now and, for whatever reason, they’re not giving that information, either because they’re too afraid or they’re supporting the people that are carrying firearms out there,” he said. Saunders’ press conference came on the heels of the release earlier in the day of an open letter from the Toronto Police Association (TPA) expressing concern that “the safest city in North America” has a gun violence problem. “While politicians and some community groups are
focused on reducing the cost of policing, there has been a significant increase in violent crime,” wrote TPA president Mike McCormack, who represents 8,000 uniform and civilian members of the police force in Toronto. “Compared to a year ago, shootings have increased 61 per cent. Shooting deaths have increased 217 per cent. And typically gun violence only gets worse in the summer,” the letter reads. “There has never been a more critical time for the police, the province, our civic leaders and the residents of Toronto to collectively take a firm stand against violent crime.” While Saunders said he read the letter and “didn’t think much of it”, he agreed that more resources need to be put into the communities where firearms are most prevalent.

Body found in Whitby identified as missing Toronto woman, 22 A body found near the side of Hwy. 401 in Whitby Thursday, May 12, has been identified as a missing Toronto woman. Nadiya Salim, 22, was last seen at 2 a.m. Monday, Jan. 11 in Scarborough, in the Danforth Road and Eglinton Avenue area. On Tuesday, May 17, the Ontario Provincial Police identified the body found in Whitby as Salim’s. A passerby had discovered her body in a creek south of the eastbound lanes of the 401, at the Thickson Road off ramp, and notified police. The OPP are leading the investigation into Salim’s death. Anyone with information is asked to contact OPP Detective Constable Derrick Robinson at 416-453-9804. incident wAbduction under investigation Police continue to search for two teen males who allegedly abducted a 16-year-old girl from her home Monday. The victim was found safe and sound a few hours later. Police had just approved an Amber Alert when the teen was located near her house during the lunch hour. Police were called to Lee’s home, on McLevin Avenue near Tapscott Road, at 9:30 a.m. A woman told police two males forced their way into the home and dragged out her teenage daughter. “The mother was also slightly assaulted,” Det. Sgt. Gerry Heaney said. “We had set up a command post, checking all friends, associates, schoolmates as well as the area.” How was Lee located? “The victim was able to contact friends to advise she was OK and her location, and
she was subsequently found safe by officers,” said Heaney, of 42 Division. Witnesses to the kidnapping are co-operating with the investigation. “We’re still trying to gather as much evidence and information as possible, and we are still actively trying to purse the suspects responsible for this,” Heaney said. A man who was reported missing in Scarborough has been found safe. Toronto police said 58-yearold Edward Wilkinson was last seen May 9 near Scarboro Avenue. He is known to frequent forested areas, police said. On May 15 police issued an appeal to the public to help find him, and he was found later that day.

The girls, from the Toronto, York Region and Durham Region school boards, took in presentations by women working in science, technology, engineering and math (STEM) fields. The event also featured hands-on, mathbased demonstrations and activities. Math in Motion... Girls in Gear has been hosted annually at UTSC since 2004 when it was founded by Judy Shanks, a UTSC grad and high school math teacher. Following her speech, Wynne took questions from the young women. “I’m particularly excited about today,” said the Premier. “It demonstrates to me that we are well on our way to the day when men and women can make an equal contribution across all fields, the day when ‘first woman’ doesn’t come before any job title in the province.” Local high school math teachers and dozens of female UTSC students also helped inspire the girls at the event. Lisa Shao, who is studying cell and molecular biology at UTSC, was once one of those girls. She attended the event when she was in Grade 9, and
has participated in it annually since starting at UTSC four years ago. “Scientists, engineers and mathematicians get to do innovative things that improve our daily lives,” Shao said. “I think it’s important to have diversity in the field so that different experiences and needs are not overlooked.” The free event was sponsored by UTSC, Google and IESO, along with the Canadian Ma t h e m a t i c a l So c i e t y, Scarborough Association of Mathematics Education, and Fields Institute for Research in Mathematical Science. The Toronto Ward Boundary Review proposes to increase the number of municipal wards in the city to 47 from the current 44.
Three new wards proposed for city, but none of them are in Scarborough Scarborough, and most of the rest of Toronto’s suburbs stand pat, but the downtown gets more say under recommended changes to city council wards. Toronto Council has 44 wards, a number unchanged since 2000, but the city has added 400,000 residents since then, says a report released Monday. The Toronto Ward Boundary Review recommends increasing the current 44 wards and councillors to
47 by the next city election in 2018. Three additional wards are proposed downtown, and another is recommended for North York north of Hwy. 401 between Bathurst Street and Victoria Park Avenue. A ward would also be lost west of downtown and south of Eglinton Avenue. The plan, reflecting a “minimal change” option studied during the review, is meant to even out wards that had
many more residents than average. The new boundaries for most wards aren’t that different, and should last for four city elections. Residents of Scarborough and the city’s east end would not get more wards, but would see designated numbers of their wards change. The plan would have to be approved by council’s Executive Committee next week, and by council, before it can be put in place.

Toronto firefighters pay respects to Sara Rosen at funeral TAMARA SHEPHARD tshephard@insidetoronto.com Hundreds of Toronto firefighters wearing their dress black uniforms and white gloves stood solemnly with family and friends Monday morning to pay final respects to their fallen colleague, Sara Rosen, whom one remembered as “genuine, selfless, smiling and full of life.” Mourners packed Benjamin’s Park Memorial Chapel on Steeles Avenue West near Keele Street for Rosen’s 90-minute funeral. Jackie Gaistman, Rosen’s partner, called her “my compass.” “Sara is the fiercest, most genuine, brutally honest, inspirational, joyful, freespirited, soulful, generous, strong, determined, feisty, loyal, courageous person I’ve ever met,” Gaistman said, calling her his wife. “Sara loved her parents and her brother Mark with every ounce of her heart. Mark is living testament to Sara’s love, generosity,

Gaistman called his life with Rosen a “magical journey” because of Rosen’s “joy of life, excitement and passion. You made everyone around you laugh, feel happy, feel worthy, feel respected. You made everyone want to enjoy life. You always fought for what was right. “It is your strength that is
helping me get through this terrible tragedy.” A strong sense of self, determination and a spirit to fight for what was right were themes woven throughout the stories Rosen’s father told from his daughter’s life. “Nothing would stop Sara,” Allan Rosen said. He recalled how she stood playing with water in a sink while other children in her class gathered as per a teacher’s instruction. How she pulled an astounded 240-pound male firefighter, wearing 75 pounds of weights, from a smokefilled room during a training exercise. How she persevered to another fire hall and was hired when the platoon chief of the first hall she approached said they weren’t set up to accept women firefighters. How emotionally struck she was when she was with the first fire crew to respond to a devastating fire in two barns at Woodbine Racetrack in August 2002 that killed 31
horses. How unreservedly she had offered a kidney to her brother when his health began to fail. And how she then became a vocal advocate for organ donation. Many mourners wept when Allan Rosen closed his eulogy by saying, “I won’t hear my daughter say ‘I love you’ anymore. Goodbye, Sara. I love you.’” Donations may be made to the Sara Rosen Memorial Fund, which benefits organ transplants at Toronto General Hospital, mental health causes and The Positive Space Anti-Bullying Campaign. Over the next ten years, Metrolinx will be working with communities to transform the existing GO rail system and deliver a whole new rapid transit experience that will bring 15-minute, two-way electrified service to the Lakeshore East Rail Corridor. The Project Metrolinx is completing a Transit Project Assessment Process (TPAP) under Ontario Regulation 231/08 made under the Environmental Assessment Act, to evaluate expanding and improving the Lakeshore East Rail Corridor, between Scarborough Golf Club Road in the City of Toronto and Pickering GO Station in the Region of Durham. This project will increase service reliability and GO Train service along the corridor. The project involves:

City committee wants to hold off on some bike lane studies Ambitious plan aims to add 525 kilometres of cycling infrastructure over the next decade DAVID NICKLE dnickle@insidetoronto.com The city could be spending $16 million a year on bicycling infrastructure to put its 10-year bike plan in place, but studies on major cycling corridors like Bloor Street and
Danforth Avenue would be postponed for at least two years. That’s if Toronto Council goes along with recommendations from Toronto’s Public Works and Infrastructure Committee at its Monday meeting.
The committee was considering a plan from city staff that would see separated bikeways, painted bike lanes, and off-road lanes criss-crossing the city over the next decade. The bike plan would see a total of 525 kilometres of new

cycling infrastructure laid down on city streets, and the funding level of $16 million would allow all but two projects to be completed within the 10-year timeframe. But the committee pulled back on staff recommendations, voting to cancel, for now, studies on some of the major corridors that form the backbone of the plan. Those corridors would include Bloor Street and Danforth Avenue, Kipling Avenue, Jane Street, Kingston Road, Midland Avenue and Lake Shore Boulevard West. Work would continue on projects already underway: Bloor-Dupont between Keele Street and Sherbourne Street, Yonge Street between Finch Avenue and Sheppard Avenue, and Yonge Street between Bloor and Front Street. Works Committee chair Jaye Robinson moved that amendment in order to incor-
porate the findings from the Bloor pilot project, which will see bike tracks put in place through the Annex from Shaw Street to Avenue Road in 2016. “We’re trying to find a compromise on this,” said Robinson following the vote. “A lot of people would like to see the results of the Bloor bike lane pilot. If you look at the timetable, a lot of those studies are way into the future. So the goal was to really get the feedback, the data and the learnings from the Bloor pilot. What we’re going to do is come back in two years and review that.” Jared Kolb of Cycle Toronto said he was happy to see the $16-million funding to go forward. “But I’m disappointed to see the major corridor studies have been halted,” he said. “This is a fulsome plan that is city wide that includes
smaller streets that all works together. I feel like it’s two steps forward one step back on this. I think there are a few of those corridor studies that need to get underway as soon as possible.” Kolb rejected the idea that the Bloor pilot project would be particularly relevant to other bikeway plans. “Respectfully I don’t think the impacts there have a lot to do with what’s going on in Scarborough and Etobicoke,” said Kolb. Toronto Council will debate the matter at its June meeting.

other. “The first and foremost goal is to make sure that the athletes have an incredible experience that will move their healing and transition forward, to get better,” he said. The 2017 Invictus Games will be held in Toronto from Sept. 26 to 30.

Police increase enforcement during Victoria Day weekend TAMARA SHEPHARD tshephard@insidetoronto.com Toronto police are cracking down on impaired driving, speeding, distracted driving and seatbelt compliance to increase road safety starting today through midnight on Victoria Day Monday. Canada Road Safety Week launched Tuesday targeting the “Big 4 killers” on the roads of Toronto, Greater Toronto and across Ontario, police said. “We’ve identified the leading causes of fatal collisions not just in Toronto, but across Canada,” Toronto police traffic services’ Const. Clint Stibbe said of the “Big 4 killers”. “Collisions where there has been impaired driving, speeding or distracted driving are totally preventable. There is no reason to have fatalities.” Officers will conduct traffic
enforcement in and around Toronto, on Hwys. 427, 401, 404, the Don Valley Parkway, the Gardiner Expressway and the Queen Elizabeth Way, as well as on city streets. The consequences can be costly, even if drivers get a ticket, fine and demerit points, and not hospitalization or death. Speeding can result in a fine, up to six demerit points, and a licence suspension. Impaired driving, by alcohol or drugs, is an automatic licence suspension for 90 days. If convicted, the impaired driver’s licence will be suspended for one year with a fine of up to a $1,000 for a first offence. The maximum fine for distracted driving is $2,000 and up to three demerit points. The minimum fine is $490. Not wearing a seatbelt is a $240 fine and two demerit points. Stibbe estimated the
majority of drivers make some sort of driving infraction every day and may not even be aware of it. “More than 90 per cent of drivers, at some point during the day, will likely commit one offence behind the wheel of a motor vehicle, whether they roll through a stop sign, drive one kilometre over the speed limit or touch their cellphone for a moment,” Stibbe said. “You’re responsible for everything you do behind the wheel.” Distracted driving remains an issue on Toronto roads, Stibbe said, despite the minimum $490 fine, and police public awareness campaigns and media reports in recent years. Ontario drivers face fines and demerit points if they hold a cellphone at all, whether to make a call — even on speakerphone — send a text or view a map.

Toronto paramedic Pascal Turmel had delivered five babies while on the job. His sixth delivery was extra special: his own daughter. And it took place at the side of the road. Pascal’s wife, Lisa, began having contractions on the evening of May 1. “Up until about 9 o’clock, they were still a good 10 minutes apart, and then all of a sudden it started accelerating,” Pascal said. The couple left their Weston home to make their way to North York General Hospital.But while on Hwy. 401, Lisa told Pascal, “We’ve got to pull over.” He stopped at Avenue Road, called 911 and hopped in the back of his minivan. “At that point the head was crowning. You could see the head during contractions,” Pascal said. “My fear was just if there’s a complication. It’s one thing to be at work where you have all the equipment. ... We’re trained, but without equipment you can’t do a lot.” Once an ambulance pulled up, Pascal was more relaxed, and a few pushes later, the baby was born. “It was pretty special. The pride level was quite high,”

cumstances, Lisa said she had a positive birthing experience. “And it was private. It was just me and my husband right to the end, until the last two pushes.” How does Pascal feel about delivering his own baby? “Well, my wife did the work. I just assisted,” he said.

Toronto’s finances are not sustainable, city manager tells mayor DAVID NICKLE dnickle@insidetoronto.com Toronto Council is going to have to make hard choices in future years in order to maintain city services, both in keep-
ing costs in line and finding new ways to raise cash. That was the advice from Toronto’s city manager Peter Wallace, as he delivered a report to Mayor John Tory and his Executive Committee,
that takes a hard look at the way the city’s finances have managed to stay afloat over the past six years, and concludes there is no reason to think those good times will continue.

“There’s oftentimes a sense around the city…well, it’s just going to work out because it always works out,” Wallace told reporters Monday. “This report takes a little bit of a step back, it looks back at the last six years and tries to analyze why the last six years have allowed city council to both have very low rates of property tax increase – below the rate of inflation – and yet continually announce new services and continually expand the footprint of the government. It doesn’t seem like a sustainable mode. Why does it appear to work?” Wallace’s report echoes comments he made in 2015 after taking on the job of city manager, in which he outlined the ways in which Toronto’s finances are unsustainable. Then, Wallace’s assessment helped Tory justify a .5 per cent infrastructure levy on property taxes to pay for new transit. At the time, Wallace promised to bring forward a report looking at other revenue tools than the property tax base,

In the meantime, Wallace laid out the ideal conditions that have allowed council to avoid making difficult choices. The municipal land transfer tax has continually grown due to Toronto’s red hot real estate market. The city has also achieved savings from one-time measures, and the welfare rate has been falling. “As we look through the patterns of the past it’s really very clear that they’re not sustainable going forward,” said Wallace. Wallace noted several pressures.
On the revenue side, he said property taxes have not kept pace with the increase in expenditures, and it is unlikely the land transfer tax will continue to grow. Surpluses upon which the city often relies are becoming lower each year, and reserve funds are lower than in other jurisdictions. Among other things, Wallace is recommending that the city begin budgeting more transparently with a five-year window rather than setting property tax increases annually. Tory said he supported the transparency, but told reporters he would not support property tax increases above the rate of inflation. “We cannot put our financial problems on the back of homeowners,” he said. “They are stretched to the limit and cannot sustain more on their property taxes. While I intend to examine measures to address the city’s revenue problems I will not be supporting any raise in property taxes.”
