Details about transit plans for Scarborough could be shared for the first time with the public at a public meeting next week. Toronto Mayor John Tory announced he had changed his mind this year about a proposed Scarborough Subway Extension. Tory shortened it to a singlestop express to Scarborough Town Centre, and said the money saved should be used to build a light-rail line, the Crosstown East. Those projects are heading toward votes in Toronto City Council during June or July. On Tuesday, the city and TTC are hosting a meeting on the extension and LRT line at Scarborough Civic Centre on Borough Drive. The May 31 meeting – from 6:30 to 8:30 p.m., with a presentation at 7 p.m – is expected to include details on both projects, such as their projected ridership numbers, alignment and

Cho, a local councillor in the Scarborough-Rouge River area since 1991, says he’ll seek the riding’s Progressive Conservative nomination on June 4. And former Etobicoke councillor Doug Ford – rumoured to be interested in running there for the PCs himself – wants to be Cho’s campaign manager. “I actually urged him to run, he’s a very popular man, and he urged me to run,” Cho said Thursday. The Scarborough councillor, who ran for the federal New Democratic party in 1988, and later joined the Liberals, surprised many by becoming
the riding’s PC candidate in 2014. He finished third, and when PC Leader Patrick Brown asked him this spring to try again in a byelection to replace Cho’s longtime Liberal rival Bas Balkissoon, Cho refused. But on Thursday, Cho said the party kept asking, and a local poll for the PCs suggested Cho had the best chance to win the riding for the Tories. That, coupled with Ford’s promise of support, Cho said, has changed his mind. Balkissoon’s sudden resignation as the local MPP in March gave Ontario Premier Kathleen Wynne six months to call a byelection. The PC nomination next weekend will be contested, as the provincial riding association confirmed Cho is among four candidates eligible to run so far. Two other candidates, who submitted applications
close to the deadline last Friday, are still being reviewed, riding president Kabirul Mollah said yesterday. Born in 1936, Cho tried to seek the provincial seat as a Liberal in 2005, but was denied the chance. Balkissoon had held the riding since, but though the appeal of Liberals in Scarborough-Rouge River has deep roots, Cho said he’s confident enough people are finally getting tired of the provincial party and its recent scandals. Neethan Shan, who ran against Cho and Balkissoon in 2014, and also ran against Cho in two municipal elections, seeking Cho’s council seat, is set to be acclaimed the riding’s New Democratic candidate today. The riding’s Liberals will nominate their candidate Sunday, June 5.

A year later, she set another world record for crossing the English Channel in 9 hours and 46 minutes from France to England. She later became the first woman to swim a twoway crossing of the English Channel and completed a record five two-way crossings. Nicholas also served as a backbench Liberal MPP in the David Peterson government between 1987 and 1990. “She was a Scarborough hero whose marathon swimming achievements became globally recognized,” said current Scarborough Centre MPP Brad Duguid in an email. “I was part of the recruiting team that encouraged Cindy to run as an MPP in Scarborough Centre years ago. She served as a valuable member of the Peterson government and was a passionate champion for Scarborough. While serving in public office Cindy was never consumed by partisan politics. She never compromised her passion for people, her kindness and her charismatic, infectious personality. We’ve lost a Scarborough icon with her passing.” Nicholas returned to her legal practice after she lost her seat in the 1990 provincial election. And she stayed involved in the community. “Even though she wasn’t elected anymore, people would approach her personally on different issues and (she) would help them,” said Scarborough East Councillor

Ron Moeser. “She was very caring, very open, very honest.” Nicholas is a member of the Order of Canada and the British Hall of Fame, has received the Toronto Award of Merit and is the first recipient of the Scarborough Award of Merit. She is a member of the Canada Sports Hall of Fame (Woman Athlete of the Year 1977) and received the Vanier
award as one of Canada’s five outstanding young Canadians. In 2007, Nicholas was inducted into the Scarborough Walk of Fame. “I have my home, my work, my family, my spouse, my daughter and my parents. I’m a lucky girl,” she said at the time. A funeral mass was held yesterday at St. Boniface Roman Catholic Church.

No one should live in squalor T
oronto Council is being asked to approve a system to licence the city’s landlords, and we believe it’s an idea whose time has come. At a committee meeting last week discussing the issue, Parkdale-High Park Councillor Gord Perks came out strongly in favour of the proposal. “We have a duty to make sure that no one in the City of Toronto lives in squalor,” he said. “That’s an absolute minimum requirement that we have to meet and if we don’t meet it, we’re failing in our responsibilities as councillors.” We couldn’t have said it better if we’d written the motion ourselves. It is without question the responsibility of our elected officials to make sure we have rules and regulations in place that guarantee basic human dignity. The thought of people living in “squalor,” as Perks described it, is something that belongs in the pages of history. Of course such conditions are our view unacceptable, and our city must have the legal means to enforce Toronto has laws preventing such a thing. duty to protect To that end, councillors will be voting on a bylaw at their meettenant rights ing on June 7 that will allow the city to directly fine landlords who are not meeting minimum standards. As it stands now, fines against landlords are levied by the province. The new bylaw would see the city impose the fines as part of administrative fees and it would also make sure buildings are regularly inspected, rather than when complaints are made, which is how the current system works. Councillors are also being asked to improve the inspection system for rental apartments and to set minimum standards for when the city itself will come in and do the work and bill the landlord. Also, councillors are being asked to approve the city collecting more detailed information about landlords who constantly violate the rules and to set up a rating system. Those are two more good ideas councillors should be acting on. It should be noted the biggest landlord in Toronto is actually the city itself through Toronto Community Housing (TCH). And as of last week, TCH was at the top of the list of complaints at LandLordWatch.com, which advocates for tenant rights in the city, One hopes that along with getting tough on landlords in the private sector, these new city standards and rules will also improve the quality of publicly owned housing as well.

It’s easy for mayor to say no to Expo 2025
E
xpo 2025, here in Toronto, with a major build in the city’s port lands, the eyes of the world on us, fancy pavilions from around the world, visitors from everywhere... How’s that sound? Tough to say no. Actually, it looks as though it will be pretty easy for Toronto to say no. On Monday, Mayor John Tory offered as tepid a response as he could to a letter from Prime Minister Justin Trudeau indicating the federal government would be interested in exploring a bid. He was even more tepid Tuesday, after a group of business and political leaders came to Toronto City Hall to offer up a privatesector funded business case for hosting the exposition. A study advocating a business case – that, he was

But a commitment to hosting the event that involved either significant city expenditure or funding from other levels of government that might cut into money that would otherwise go to the city? Not likely. It would, in fact, have been very difficult for the mayor to say anything else this week, as his Executive Committee was grappling with a bombshell report from City Manager Peter Wallace talking about Toronto’s long-term fiscal forecast. The report has been floating around for more than a week, and its findings are stark: Toronto is headed for a fiscal cliff, and soon. Council’s two contradic-

tory imperatives – to provide fulsome services and infrastructure, and to minimize the tax burden on property owners – means that very soon, Toronto Council will no longer be able to balance its annual budget. How, under those circumstances, do you say yes to a plan to host a world’s fair 25 years into the 21st century, of the sort that was really only a big deal in the middle of the 20th century? It’s not to say that an old-fashioned Expo wouldn’t bring some benefit to the city and the country. It would showcase the city to interested, forward-looking visitors. And it would maintain that interest over the better part of a year. But really, Toronto can do all of that on its own, and is doing that on its own. The port lands are
already undergoing a major redevelopment and regeneration, meticulously planned and with great private-sector interest. Those precincts don’t need pavilions – they need parkland and housing and office/industrial space. We are already undergoing a massive and at-least partially funded public transit expansion. Would a successful Expo bid accelerate that? Or would it simply shift funding to other transit projects that might benefit visitors better than Torontonians? Last year, Tory did something that few other mayors have done, and said no to a potential Olympic bid. It’s not hard to see a repeat performance when it comes to Expo.

There’s something old and something new on the list of Scarborough Doors Open locations this year. Scarborough’s lineup of Doors Open Toronto venues will offer visitors a chance to check out a few new sites as well as wander through some older buildings when the 17th annual celebration of design returns to the city this Saturday and Sunday. Doors Open offers free and rare access to architec-

Designed to provide responsive 21st century library service, the branch’s flexible spaces support collaboration and innovation, serving as an extension to this rapidly growing community’s living, working and social space. Toronto Pan A m Spor t s Centre (TPASC) (new this year) 875 Morningside Dr. Saturday, 10 a.m. to 5 p.m. Year: 2014 A legacy of the Pan Am and Parapan American Games, the LEED Goldcertified centre is a state-of-the-art sports and aquatics facility the size of five football fields. It features two Olympic-size pools, a diving tank, recreational track, climbing wall, four gymnasia and a two-floor fitness centre. Created through a unique partnership between the City of Toronto and U of T Scarborough, this is the sports centre for both the campus and the community. During the 2015 Pan Am Games, more than
turally, historically, culturally and socially significant buildings across Toronto. This year’s theme of Re-used, Re-visited and Revised will explore the adaptive re-use of buildings throughout Toronto’s architectural history. Here are the participating locations in Scarborough:

Open: Saturday and Sunday, 10 a.m. to 5 p.m. Year: unknown Masaryktown was founded in 1948 by Canadians of Czechoslovak origin who were unable to forget the land of their birth. This is a park and the exhibits will be primarily outdoors. It was named in honour of the first president of Czechoslovakia, Thomas Garigue Masaryk. An outdoor exhibition will showcase the history, tradition and culture of Czechoslovakia. Centennial College Morningside Campus (new this year) 755 Morningside Ave. Saturday and Sunday, 10 a.m. to 5 p.m. Year: 2004 Morningside Campus provides an advanced learning environment for students pursuing health science and engineering technology programs. The glassy edifice brings sunlight into every classroom and features a uniquely suspended lecture theatre as a focal point for instruction and gatherings. The L-shaped building offers 245,000 square feet of gross floor area, complete with a full-service library, six computer labs and 47 purpose-built laboratories, including a hospital ward used by nursing students.
University of Toronto, Scarborough - Environmental Science & Chemistry Building (new this year) 1065 Military Trail Saturday, 10 a.m. to 5 p.m. Year: 2015 This 110,000-square-foot facility set on the edge of a wooded ravine is strongly rooted in technologically advanced, sustainable design solutions, including: Earth Tubes, geothermal bore holes, storm water capture and a green roof that is solar renewable-ready. Labs and offices connect around a sky-lit forum. Visitors will have the chance to enjoy the adjacent Earth Tube Plaza and Toronto’s first green fire lane. Bomb Girls – Trading Aprons for Ammo Main Floor, Catalyst Centre (EV 152), Environmental Science & Chemistry Building, U of T, Scarborough Campus, 1065 Military Trail, Saturday, 11 a.m. A talk about the discovery of tunnels in Scarborough once belonging to a top-secret Second World War munitions factory, the General Engineering Company (GECO), and the lives of 21,000 Canadians who worked there. S p e a ke r i s a u t h o r B a r b a r a Dickson, a GECO aficionado with a passion for educating the public about the work carried out by the Canadians at GECO. Her book ‘Bomb Girls: Trading Aprons for Ammo’ was published in October 2015.

East Scarborough Storefront (new this year) Address: 4040 Lawrence Ave. E. Open: Saturday and Sunday, 10 a.m. to 5 p.m. Year: unknown Originally conceived in the mid1960s as a police substation, today the space at 4040 Lawrence Ave. E. is a thriving community hub. Re-imagined by youth with the guidance of architects and engineers in 2010, the site was renovated to include community meeting space, offices and a fully functional commercial kitchen. Visitors will be greeted by residents acting as tour guides who will tell stories about its development and use by the community. After completing the tour, visitors will be welcome to participate in a number of activities including arts and crafts for children inside the building and active games on the sports court. The 30-minute tours take place at 11 a.m., noon, 1 and 2 p.m.
East Scarborough Storefront basketball courts
Scarborough Museum 1007 Brimley Rd., inside Thomson Memorial Park Saturday and Sunday, 10 a.m. to 5 p.m. Year: 1858 Visitors can see a new exhibit taking place in the Kennedy Gallery and sample free baked goods from the historic kitchens, while supplies last. Kids can take part in a museum scavenger hunt and there will be prizes for all. Costumed historical interpreters will be in all the buildings to provide information and answer Jing Yin Temple 722 Brimley Rd. Saturday and Sunday, 10 a.m. to 5 p.m. Year: 2012 This temple is a chapter of the True Buddha School, which is recognized as a major Buddhist sect. The main shrine displays 50 gold-plated bronze Buddha statues. Guarding the entrance are two new lion Buddha statues. In the main hall, volunteers have installed 4,000 backlit-glass Buddha tiles behind the four shrines to the side. The temple is a blend of religious traditions, art, culture and modern architecture. During Doors Open, a group of volunteers will be performing the flag dance, and there will be chanting sessions accompanied by traditional Buddhist musical instruments. The 30-minute performances will begin at 10:30 a.m., 1 and 4 p.m.
Fool’s Paradise 1 Meadowcliffe Dr. Saturday and Sunday, 10 a.m. to 5 p.m. Year: 1940 This is the former residence of well-known Canadian artist Doris McCarthy, best known for her landscape paintings. McCarthy bought the picturesque 12-acre property on the Scarborough Bluffs in 1939. Her mother viewed the purchase as an extravagance, referring to it as ‘that fool’s paradise of yours.’ The name Fool’s Paradise stuck. In 2015, the Doris McCarthy Artist-in-Residence Centre was launched, which uses the home and property as a live and work incubator for visual artists, musicians and writers. Visitors will take guided tours of the interior of McCarthy’s house and studio, and end with an opportunity to explore the proper t y ’s grounds, w hich include gardens, a large pond and views of the Scarborough Bluffs. Cornell Campbell House 3620 Kingston Rd. Saturday and Sunday, 10 a.m. to 5 p.m. Year: 1836 The Cornell Campbell House is a historic farmhouse settled by William Cornell in 1799 after he moved to Canada from Rhode Island. As one of Scarborough’s earliest European pioneers, Cornell helped plant the town’s first orchard and built its first saw mill. He also helped clear a path for Kingston Road. In the 1940s, the farm transferred to the female line, the family of Helen and Ab Campbell, with the latter becoming mayor of Scarborough in 1967. Today, the house is a City of Toronto heritage building and is being ‘re-used’ as of fice space by Parks Canada’s Rouge National Urban Park staff. Parks Canada staff and volunteers will provide tours and interpretation of the building’s history. Cedar Ridge Creative Centre 225 Confederation Dr. Saturday and Sunday, 10 a.m. to 5 p.m. Year: 1912 Originally known as Uplands, this was the su m mer home for the Cummings family. The 14-room, 5,000-square-foot mansion was completed in 1912. In 1927, the house was purchased by John Fraser, a Toronto financier who greatly enhanced the surrounding gardens. In 1978, Cedar Ridge was acquired by the City of Toronto and has since operated as an arts centre and gallery.

Malvern’s chance for better transit is now This is Malvern’s chance, whether Malvern knows it or not. Malvern’s main problem is it’s far from anywhere else. It was one of Toronto’s “priority neighbourhoods” because of the violence of the 2005 Summer of the Gun; it has risen in the city’s rankings since. Malvern has the energy of a garden suburb brimming with young people, but it’s starved for rapid transit. And Mayor John Tory’s transit plan for Scarborough does little for Malvern. Malvern Town Centre, the shopping mall serving as northeastern Scarborough’s commercial hub, is effectively subsidizing independent tenants so they can pay rent, Jennifer Huntley, representing mall owners, told Toronto’s mayor at a recent meeting. Two previous plans had light-rail transit lines ending at Malvern Town Centre. Tory’s proposed one-stop subway to Scarborough Town Centre and the Crosstown East lightrail line through Scarborough don’t get near it, Huntley com-

Crosstown East ends at the University of Toronto Scarborough campus, and even that line could take 15 years to complete, fueling rumours funds for it will go to a project downtown. If Malvern is ignored for another 15 years, mall tenants will leave, said Huntley, and opportunities for new housing in Malvern are slim. The mall and Malvern’s agency-led neighbourhood partnership, 1loveMalvern, were pushing for the Crosstown East to go to the mall. Get in line, they were told. This fall, council will sift and rank a slushpile of 25 “candidate projects” to be built – perhaps – beyond 15 years from now. Remarkably, residents also asked Tory for a Sheppard subway through Scarborough, a project without the tiniest chance of getting into the
mayor’s plan. Meanwhile, the fully funded Sheppard East LRT line, which could have been running all the way to Meadowvale Road by now, is in limbo. The province in 2014 delayed building the Sheppard East until after 2021. This, according to 1loveMalvern, puts money for that LRT line at risk of being stolen. Sheppard East is off the map. With the Bloor-Danforth extension shortened, Tory’s plan don’t promise a subway or LRT stop north of Hwy. 401. But the coming transit votes at Toronto Council and a byelection in Scarborough-Rouge River give Malvern residents a chance to change this, if they’re willing to fight for it. If they finally let go of the idea a Sheppard subway to Meadowvale is possible, they could save the Sheppard East LRT line and get the Crosstown East extended to Malvern.

It’s easier to get a gun than a job Whenever I hear that there’s been a shooting in the city my chest tightens. More times than I can stomach I’ve either known the victim, or known someone directly connected to the victim. Following a shooting my social media feeds usually fill with questions of when will it end? In the mass media it seems like the only solution I hear about is the bandage of getting “tough on crime,” which fails to address the root causes of gun violence. Tired of hearing the talking heads – insert mayor, police chief, etc. – talk about gun violence in the days following the fatal shooting of Candice Rochelle Bobb, a 35-year-old mother of two, who was five months pregnant with her third child, I called up my friend and founder of the Zero Gun Violence Movement (ZGVM), Louis March, who is organizing the second annual Peace 4 Scarborough community walk and barbecue June 15 in collaboration with Warden Woods Community Centre.
priya ramanujam MILLENNIAL MIND “We talk about the seed causes, where does it actually begin, because sometimes when you talk about roots, it’s already established,” begins March, who started ZGVM three years ago to shift the narrative around gun violence. “Racism, discrimination, poverty – you put those together in one bucket you don’t think violence is going to take place? Lack of education supports. This is not something you deal with only when a high-profile shooting takes place.” March speaks about the challenges at play. From the question of how guns get into our communities in the first place and the lack of meaningful job opportunities available to individuals with criminal records, to the fact that token responses of government funding for increasing community programming only work if the right people and
service models are in place. “If you really want to work with this population, maybe your service model should be from 9 p.m. to 5 a.m.,” he says. He agrees in part with the pundits who shout from the megaphones that Toronto is one of the safest cities in the world, but points out this image ignores the realities of a portion of the population he says “live in the shadows.” For this population, he says, it is often easier to get a gun than a job. “Why does someone pick up a gun, why does someone take someone’s life? They’re not born this way. There’s a socialization that takes place.” Before we hang up, Louis says, “Thank you for listening, this is not an easy conversation to have.” “No, it’s not, but it’s a conversation that must happen,” I respond. Many people find that they are no longer able to understand everything being said, particularly when in the company of others. Nandu is the name for Toronto Zoo’s baby rhino TARA HATHERLY thatherly@insidetoronto.com The Toronto Zoo’s baby Indian rhino now has a name: Nandu. More than 11,500 people pitched in to help choose the cute calf’s name, which means one who is cheerful and happy. The moniker was one of three choices put to an online vote, along with Vihaan, which means morning or dawn, and Kaziranga, the name of a national park in India where two-thirds of the planet’s one-horned rhinos live. Each name was chosen by one of Nandu’s wildlife care keepers. The three keepers held up a large board cloaked with a black cloth, before pulling back the fabric to reveal the winning name, suggested by keeper Ryan Hegarty. “I feel very honoured and proud that the public voted for the name that I chose,” said Hegarty. “It feels very special that they also feel that the name was fitting for him. And I think it’s a great fit for the baby, because he’s definitely a happy little guy, and everyone that sees him gets a smile on their face, and he’ll be a great ambassador for his species.” The little guy, now two months old,

weighs more than 500 pounds. He was already 140 pounds when he was born February 17 to mom Ashakiran and dad Vishnu. He’s packing on approximately five pounds a day as he builds up to the 5,000 to 6,000 pounds he’ll be when he’s full grown at four years old. As media and zoo visitors awaited
the announcement of his name, Nandu trotted behind mom, splashing through water and mud while curiously scoping out the crowd. He’s been exploring his outdoor exhibit for a week now, spending time between there and the indoor enclosure he started off in.

Playing in the shower is still a highlight of his day, but now that he can go outside he loves playing in the mud as well. species. “Three rhinos every day are being killed for their horn,” Snowie noted. “With gestation being 16 months, and babies staying with their moms for two years, the reproduction rate is super slow, so the death of even one rhino severely impacts the total population very quickly.” To support rhino conservation, the Toronto Zoo is hosting Raise Your Glass for Rhinos from 6 to 10 p.m. Thursday, June 9, with proceeds benefitting wild rhino programs. Tickets are $85 for zoo members and $95 for nonmembers, and include parking and zoo admission. The adult-only evening features exclusive rhino tours and keeper talks, as well as food and wine, raffle prizes and an auction, with a chance to pet and feed rhinos that night up for grabs. Girl, 12, recovering after being struck by car Sunday A 12-year-old girl is recovering after being hit by a car in south Scarborough on Sunday, May 22. Police said the girl was crossing Danforth Avenue at Pharmacy Avenue from in front of a stopped TTC bus at 6:15 p.m. As she stepped out from in front of the bus, a westbound 2010 Hyundai Elantra driven by a 23-year-old man struck her. The girl was taken to hospital with serious but non-lifethreatening injuries. A portion of Danforth was closed in both directions for several hours as officers from traffic services investigated. Police are investigating after shots were fired into two apartments at a Scarborough building Tuesday. Officers from 42 Division were called to the building,
at Sheppard Avenue and Bay Mills Boulevard, after a resident found a bullet in an apartment and noticed a bullet hole in a window around 2:30 p.m. “ We believe that the shooting possibly happened this morning as one of the residents had heard a large bang,” said Det. Sgt. Gerry Heaney, adding a bullet went right through an apartment window, leaving a small hole. “The whole window itself wasn’t broken, so they didn’t notice it until they found the bullet fragment in the apartment and then found the hole through (the window),” Heaney said. “After us being there, a second resident had advised they had just found the same thing.” There were no injuries. Police believe the shots were fired from the outside, striking two apartments on different floors.

customer service a priority create a positive home buying experience that leads to happy, satisfied home buyers. Trinity Ravine Towers offers a new lease on life To celebrate its 60th Anniversary year, Global Kingdom Ministries (GKM) is sponsoring Trinity Ravine Towers, an innovative market-value Life Lease condominium community where 55-plus residents can enjoy a fulfilling lifestyle as they age gracefully in faith-based surroundings. under 55 but older than 18 can live in the suite, but at least one resident must be 55+. The thrill of the long-form census People seem to falling all over themselves about the census. Sending out selfies doing the census. Tweeting about how happy they are to get the long form. So happy are we to give away our intimate personal details for the common good. We are almost like beavers in that sense. Doing our part for the common good of research for planning for schools, hospitals and social programs for our communities as we give ourselves up, slapping our tails, dutifully doing the census. It’s all so very peace, order and good governmentish of us. Very Canadian. S o, i f y o u r a v e r a g e Canadian is excited to participate in the census, imagine what’s involved for me, an urban planner by profession, to fill out the forms. It’s like Christmas Day. But it only comes every five years. And what about the long form? Getting it would be like a re-enactment of New Year’s Eve 1999 as a 19 year old!
john lyon LYON AROUND All these cool, exciting questions about language, ethnicity, work hours, commuting times. The long form is like sunshine and lollipops for breakfast. Imagine my disappointment when we received the short form! Have to wait another five years for another chance, assuming a future elected government doesn’t cancel it. Not that I would know. My wife went online, and filled it out without even consulting me. Oh no – Christmas is cancelled this year! I asked her how it was and she said “short.” No other information provided. She’s a teacher, so It would be like if the kids’ report cards came and I sent them back to the teacher signed without her viewing it. And then she asks me how the report cards were. “Good,” I would say. That’s it.
I was up to the cottage last weekend and in between the screen and sliding door what do I spy but something from the federal government. Income tax information? No – the census! A second chance at the long form! Could it be? The envelope looked rather thick. It was the long form! The mother lode. I finally hit it after all these years. I tore open the envelope quickly. I scanned the form fitfully. I had to check off “secondary residence” and here’s the clincher: “do not answer any other questions”. My heart sank. No hours of work, no education, no where were the parents born, nor where did you live five years ago. Nothing, just a “do not answer any other questions.” All I can do is wait five more long years for the next time. Sigh. John Lyon is a longtime Scarborough resident. According to the club, lawn bowling is a great way to get some light exercise and meet new friends. College Street rush hour full of bikes An advocacy group claims there are nearly as many bicycles on College Street during rush hour as there are cars. Cycle Toronto says it found from 5 to 6 p.m. 46 per cent of road users at the intersection of College and Spadina Avenue were cyclists, compared to 54 per cent cars, according to a traffic count completed last September. According to the group, the result is particularly impressive since just 19 per cent of the road is dedicated for cyclists in the form of bike lanes. Toronto Council is expected to debate a 10-year cycling plan for bike lane expansion at its June monthly meeting. says it wbombardier can meet deadlines

Bombardier promises it can meet new streetcar deadline RAHUL GUPTA rgupta@insidetoronto.com Bombardier is confident it can ramp up production of streetcars for the TTC and ensure all committed vehicles are delivered on time. A spokesperson for the Canadian transportation giant confirmed a new delivery schedule was presented to the TTC. Marc-André Lefebvre said company and TTC officials met on May 18 to hammer out the revised schedule for delivering all of the new streetcars by 2019 as originally promised by Bombardier. “These are bold and decisive actions that clearly indicate Bombardier’s manifest resolve to meet its commitment, from the start, of delivering 204 streetcars by the end of 2019,” said Lefebvre in an email to The Mirror. Under the terms of the new deal, Bombardier is promis-
ing 40 new streetcars next year, which ramps up to 76 in 2018, and then another 57 in 2019. The company will not increase its current commitment of 16 more streetcars by the end of 2016, which would bring the annual total to 31. shift in projects Bombardier believes it can speed up production by shifting other light rail projects away from its Thunder Bay factory, and allowing that facility to concentrate fully on the streetcars. Bombardier also plans to launch two more production assembly lines at undisclosed locations. Meanwhile, production of light rail vehicles for Metrolinx, including those to be used for the Eglinton Crosstown and Finch West LRT lines and for KitchenerWaterloo’s Ion plan, will be shifted to the company’s Kingston plant as well as La
Pocatière in Quebec. The company also promised to improve production in its Sahagún and Hidalgo plants in Mexico which have historically experienced quality issues, as well as the Thunder Bay site. TTC spokesperson Brad Ross said the commission would take a wait-and-see approach before it could express confidence in the new schedule. But he said TTC CEO Andy Byford and Bombardier Transportation president Benoit Brossoit had a “good discussion”. Seventy-three of the new low-floor vehicles were supposed to have entered service by the end of last year, but currently there are only 18. Delays in delivery of the streetcars have forced the TTC to refurbish its existing fleet of streetcars well past its natural operating life. The vehicles were ordered in 2009 at a cost of $1.2 billion.

City manager’s position on property taxes draws flack DAVID NICKLE dnickle@insidetoronto.com Mayor John Tory and some members of his Executive Committee bristled at a hardhitting report by city manager Peter Wallace arguing that Toronto’s strategy of keeping property taxes low, and services steady, has created a looming financial crisis in the city. “I would state one fact as to why I am averse to going first to the property tax,” said Tory at the Tuesday meeting of the Executive Committee. “Ninety seven per cent of the voters in 2014 voted for a candidate who supported a property tax increase no greater than the rate of inflation.” Wallace’s report indicated that council’s budgetary process has resulted in an actual property tax decrease in recent years when adjusted for real
inflation. Council has been able to keep the city afloat thanks to the strong real estate market, which has led to a nearly 150 per cent increase in the land transfer tax since it was approved in 2006 – and on one-time uploads from the provincial government. To a lesser degree, the city has also benefited from higher-than-inflation TTC fare increases. “The total incremental increase with property taxes is smaller than fees paid by TTC riders over the last six years,” Wallace said. He said it is unrealistic to expect the land transfer tax will keep increasing and that the province will continue with uploading of services. The committee spent hours on the fiscal forecast that will ultimately lead to a debate on possible revenue tools besides property tax.
Wallace said he would be providing a “glorified spreadsheet” in June, looking at various revenue tools. Some councillors on the committee expressed frustration with Wallace’s conclusions. Willowdale Councillor David Shiner suggested Wallace’s report effectively let other levels of government off the hook for larger downloads, particularly involving transit and housing. When Shiner asked where the money from the services that the province has uploaded has gone, Wallace responded: “You put it into lower property taxes.” Wallace suggested there are few efficiencies that remain to be found in the city government. Tory suggested the city needs to look at the sale of assets, the contracting out of some services and cancellation of others.

Lastman’s Bad Boy makes $208,000 donation to Hospital for Sick Children According to Blayne Lastman, noooooobody’s better at helping kids in need of urgent care than the Hospital for Sick Children (SickKids). Lastman, the well-known owner of the Lastman’s Bad Boy furniture chain, dropped by the hospital earlier this month to deliver a $208,000 cheque in support of SickKids’ Labatt Family Heart Centre. The funds were raised through customer and staff
donations, supplier support and through the chain itself. He was greeted by SickKids Foundation president Ted Garrard, SickKids head of cardiovascular surgery Glen Van Arsdell and SickKids ambassador Jonathan Richardson as he made the impressive donation. “There’s no better institution in the world for kids,” he said. “I met Dr. Van Arsdell a couple of years ago and his
love of the game (keeping children healthy) is incredible. Given how much he loves what he does, well that got to me too.” Jonathan, 13, has been nicknamed “Captain Cardiac” by his friends. While still in utero, he was diagnosed with a heart defect that left him essentially with half a heart and he has undergone three open heart surgeries, the first when he was three days old.
