evant.” The wonder is that the facility, whose décor took on a distinctly retro look as the years rolled on, survived as long as it did, outlasting cafés in other former civic centres. A few years after amalgamation, the city looked at those canteens and concluded each had agreements that “emphasized the provision of food services to staff and the public over the cost of operating the facilities.” The Scarborough cafeteria – at 5,422 square feet, it was actually larger at the time than the Café on the Square at City Hall – in 2002 was operated under a food service management agree-
ment which then included a snack bar by the wading pool and vending machines. The operator paid no rent and yet lost $26,494 that year, making the situation “untenable for both the city and the operator,” according to a city report, which speculated things could improve if

the cafeteria was reduced in size. De Baeremaeker said even a name-brand coffee shop couldn’t make a go now of the cafeteria location, which is by the koi pond in the building’s rotunda. Employees, he said, will just have to bring lunch, or
walk to the food court, “which is really what they do now.” The councillor said the school board is likely to use the space for offices or a library, but Duong, who called the loss of the “handful” of cafeteria jobs unfortunate, said the city and board will consider options together.

Rouge Valley Health System (RVHS) is holding community consultations to explore endof-life care improvements. The consultations are led by the hospital’s Community Advisory Group, consisting of volunteers and former patients. The CAG want to gather advice from residents to pass on to the hospital’s board of directors. Hospital officials said they hope the consultations will spark a conversation on improving support for families and patients facing endof-life care. The initiative is concordant with the Ministry of Health and Long-Term Care’s emphasis on engaging patients for hospital improvements. “This can be a difficult time for patients, families, doctors and staff. We want to learn more about how we can provide the care patients and families need at such times,” said Michele James, acting chief executive officer, RVHS, in a press release. Focus groups will be held at hospital campuses in Scarborough and Ajax and are open to residents of Scarborough and Durham Region. For Scarborough, consultations are on Dec. 1, 8 and 9 at Rouge Valley Centenary, 2867 Ellesmere Rd., on the third floor in the Dr. Bruce Johnston Conference Room. For Durham, consultations are on Dec. 3, 10 and 17 at Rouge Valley Ajax and Pickering, 580 Harwood Ave. S. in Ajax, on the ground floor in Conference Room B&C. A relic of the 1970s, the Scarborough Civic Centre cafeteria lost money year after year and somehow stayed open. But on Friday, Nov. 28, that ends; the cafeteria, its grill and its coffee dispensers will shut down for good. “You just can’t keep spending money on a service people don’t want,” said Glenn De Baeremaeker, a Scarborough councillor who last week added taxpayers have been subsidizing the space to the tune of $80,000 a year. “The city had to actually pay the operator to stay open.” De Baeremaeker, who started working at the civic centre in 1990 when it was the seat of government for the Borough of Scarborough, remembers a crowded canteen. Now, it’s “deadsville” – deserted, he said, after public school board and city employees in the building “have basically voted with their feet” by going to the nearby Scarborough Town Centre food court. Finally, the amalgamated city and the Toronto Board of Education, which controls that portion of civic centre, have agreed to shut down the cafeteria. When it opened in 1973, before there was a major mall with more food choices nearby, “there weren’t a whole lot of places to go,” said Wayne Duong, speaking for the city’s Real Estate Services Division this week. “Over time, the cafeteria became less and less rel-

Council’s new priorities include transit and working together
T
oronto’s new council begins its work on Dec. 2 with the inauguration of councillors and our new mayor, John Tory. There’s optimism the next four years are going to focus on the needs of the city rather than the circus that was the final two years of Mayor Rob Ford’s administration. Let’s hope so. We’re going to be pushing the mayor and councillors to identify their priorities for this term and to achieve results. In today’s edition you can see where Toronto’s longest-serving councillor, Maria Augimeri (first elected in 1985), and one of our rookie councillors (Stephen Holyday) think council’s focus should be. Earlier this month, we also our view laid out what we think Tory’s top priorities should be. You can read that story at http://bit. Transportation, with both public transit and traffic on our roads; and working together as one cohesive council topped the lists. On the traffic/gridlock file, both Augimeri and Holyday suggest looking into better traffic signal coordination to keep cars moving. While far from the only solution to our jammed roadways and ridiculously long commutes, it’s a start well worth looking into. Augimeri, who was chair of the TTC at the end of council’s last term, pulled no punches when evaluating our public transit system. “We are a banana republic,” she called Toronto when it comes to updating and expanding public transit. Harsh words, but given the past decade of political football between LRTs and subways, bike lanes and the “war on the car”, it’s hard to disagree with her. Tory and council’s challenge on this one is to speak with one voice on the public transit improvements Toronto needs, and then get the provincial and federal governments on board as quickly as possible. Doing that also ties into the need for council and the mayor to work together. It’s one of the priorities we identified for Tory, and it will be the biggest test of his leadership. He is not alone in making that happen, though, as voters are expecting councillors to work together this term. We’ll be watching to make sure they do.

The newest game for the hockey crowd: Who wants to be a goaltender?
I
t’s just a few months into the minor hockey season and out of nowhere my buddy Leo’s seven-year old son Kyle suddenly surprised him with the news that he had decided to switch from being a forward to becoming a goalie. A former goalie himself, Leo was delighted. So they loaded up on all the new gear on the weekend. While Leo was helping him put it on in the basement for the very first time, Kyle’s mom Terry stood at the top of the steps and called down to find out how he was doing. Mom: “So? Let’s have it, Junior. I’m waiting on pins and needles for an update.” Son: “Come on, Mom. You know better than that. You don’t sit on knitting. It’s supposed to be on your lap. How many times have I told

Creek Christmas tree lighting wHighland The annual Highland Creek Village Christmas tree lighting celebration takes place this Friday. The Heart and Stroke Foundation (HSF) invites Scarborough South Asians to its RBC Screening Clinic at the South Asian Diabetes Expo Saturday. In partnership with the
Canadian Diabetes Association and the Royal Bank of Canada (RBC), the Screening Clinic offers adult South Asians a chance to have their major cardiovascular risk factors assessed. The screenings and consultations will be done by certified nurses and professionals on site. No health card is required and all medical information will be kept anonymous and confidential. The clinic offers screening to South Asians because the diverse community is at a three to five times greater risk of developing heart disease or stroke – and at an earlier age. Separate clinics are offered for women and men. The screening is free with no appointment necessary. Tory says feedback on Smart Track plan is positive Metrolinx still needs to study proposal’s impact on its existing work and planned projects MIKE ADLER madler@insidetoronto.com A week before John Tory officially becomes Toronto’s mayor, everyone around him likes Smart Track. That’s the message served up Monday by the mayor-elect at the Ontario Investment Trade Centre, a provincial office high above the Eaton Centre where foreign investors are welcomed and deputy ministers have working lunches. So far as he knows, Tory told reporters, Smart Track, the surface-rail transit plan he ran on, can still be finished in seven years and paid for without property tax hikes. Everyone’s “on the same page” and wants to see Smart Track built, Tory

announced after meeting with his hand-picked transition advisory council, plus TTC general manager Andy Byford and Metrolinx
CEO Bruce McCuaig at the OITC, which offers impressive views of Toronto’s cityscape. Of course, Tory’s team of advisors doesn’t include independent transit experts or – apart from David Soknacki, who dropped his own bid for mayor – anyone who ever said Smart Track or its funding scheme are half-baked ideas. Those advisors, he said, agreed people want him to “really move things forward” while a sense of urgency remains, and put decisions on Smart Track in front of provincial and city governments soon. Details of the plan and a schedule have to wait until Metrolinx and others study how Smart Track would affect development in the
city and the rest of its transit system, but Tory said such research has started already. “There’s work being done right now.” He made clear he won’t waste time while the city is “strangling itself” with traffic and made a subtle pitch to the federal government for financial help. Tory, after being elected last month, said he didn’t want to get involved in the federal election campaign next year – that is, endorse one party because it offers Toronto the most assistance on transit. But on Monday, Tory said he’d start an “open discussion” with the Conservative regime in Ottawa, “knowing their very strong focus on the economy,” about Smart Track.

The federal vote is less than a year away and Smart Track’s end points, Tory said, are in Mississauga and Markham – giving the government a chance, he suggested, to accomplish something meaningful in the vote-rich 905 regions around Toronto. Tory continues to propose tax increment financing, or TIF, to help fund Smart Track through development around its stations, a choice criticized during the campaign by Soknacki and other rivals. But he said, so far, there’s been “no significant debate” generated by his advisors on whether TIF will work. Like Uber, the “ridesharing” phone application the mayor-elect defended
last week, Tory said TIF is a “newer way of doing things” people in the city should welcome. And though he said he hasn’t met all 44 members of city council, Tory said he’s talked to a “solid majority” from across the city. None said they were “unalterably opposed” to Smart Track, he said. “All of the comments have been positive.” Planning for a line to relieve pressure on the Yonge Street subway – previously considered the TTC’s most important major project – is already moving forward and will continue in 2015, Tory said.

Rapper D.O. delivers anti-bullying message ALI RAZA araza@insidetoronto.com “Can’t nobody hold you down.” That’s the message rapper Duane Gibson, also known as D.O., gave to students at Blessed Mother Teresa Catholic Secondary School last week. Gibson delivered a motivating performance for more than 500 students from grades 9 to 11 from the high school along with Grade 7 students from Sacred Heart Catholic School and Blessed Pier Giorgio Frassati Catholic School. The performance was in part of Gibson’s school tour
program titled “Stay Driven,” which he started in 2001. Through the program, Gibson aims to educate students on leadership, achieving potential, how to deal with peer pressure and awareness on issues such as bullying and violence by engaging them with performances, personal life lessons and an interactive presentation. Personal experience Gibson’s presentation comes in conjunction with Bullying Awareness Week. He explained to students his own experiences with bullying. “One of the worst things about going through a rough
time at school or bullying is that you’re not working at your best,” he said. While still in high school, Gibson recalled playing basketball with other students in gym class. During a scrimmage game, one student labelled him with a racial slur. Gibson said, “It got under my skin; he crossed the line.” He then proceeded to ask the audience of students “has anyone been told something mean?” To which an overwhelming and unanimous “yes” bursted from the crowd. Gibson asked students what they did in their cases. Many responded by saying they ignored it or told the
bully to “leave me alone.” Some students even went as far as saying they would have started a fight, to Gibson’s dismay. “I could’ve gotten into a fight,” Gibson said about his experience. “But since I would’ve been the one to start it, I would’ve been suspended or expelled, and even worse I’d have to face my mom; she would’ve been very disappointed.” Gibson explained to students the different ways they could handle difficult situations similar to his own example. The message was clear that violence and bullying are wrong.
“If you report a bully does that make you a snitch?” Gibson asked students. The reply he received was a unified “No!” In addition to bullying, Gibson spoke to students about being themselves and not giving into peer pressure. He used his own example of wanting to be a rapper since he was a child and not receiving support from his peers. He spoke of how he used to write rap lyrics in his notebook and though his peers told him he would never achieve anything with rap, he proved them wrong by becoming the Guinness World
Record holder for longest freestyle rap at eight hours and 45 minutes. Throughout his presentation, Gibson repeated a lyric from his song “I Stand Up.” To the attentive crowd of students he said “can’t nobody” and pointed the microphone at the audience, the students roared “hold me down!” After a motivational rap performance supplemented with stories of his youth, Gibson reiterating his message to encourage students to follow their goals and “stay driven.”

Rouge Valley Health System, U of T team up Rouge Valley Health System (RVHS) and the University of Toronto are teaming up to bring more opportunities to students and the hospital. RVHS and U of T signed a formal community affiliation agreement this week that makes official the hospital’s role in educating students of the university’s health sciences and medicine programs.
“This agreement is an opportunity to integrate the resources of the University of Toronto and Rouge Valley to provide students with an excellent hospital environment, mentor expertise and facilities to enhance their education,” said Joan Wideman, Chair, Board of Directors, Rouge Valley Health System, in a press release.
RVHS operates Centenary hospital at Ellesmere and Neilson roads in Scarborough, and the Ajax-Pickering hospital. The agreement is between RVHS and U of T’s Governing Council. The objective is to collaborate through research and evidence-based practices to benefit patients. RVHS is the

Sometimes the system can be tenderhearted Toronto Public Library branches collected nearly $3 million in fines, but forgave more than $375,000 last year Sometimes, the Toronto Public Library system can be tenderhearted, especially when it comes to young borrowers who owe it money. City libraries collected nearly $3 million in fines last year, but though librarians are taught waiving fines “is permitted only in an exceptional situation,” the system forgave more than $375,500 in 2013. That’s because librarians – besides being allowed to actively shush you – also have the power to waive small fines, or call in a supervisor to negotiate the payment of larger amounts, explains a report this week by acting city librarian Anne Bailey. The report, requested in May by the Toronto Public Library Board and presented at its meeting this week, says fine-waiving is done for “compassionate reasons”– medical emergencies, severe weather which closed branches, poverty, mobility issues, and “cognitive or mental health challenges” – that prevented people getting materials back to branches on time. Supervisors offer deals to some delinquent library users, the report says, because this approach, sometimes involving a payment plan, “ensures that some revenue is collected, retains the customer and allows the customer to continue to borrow materials.” Some 35 per cent of customers who had fines waived or reduced in 2013 were children or teens; librarians didn’t want them joining the ranks of 65,805 banned from borrowing for not paying what they owe. “These are customers who have opted out of library service rather than pay their fines, and a large proportion are children and teens,” says the report, estimating 84 per
cent of the cut-off accounts are “associated” with young readers. The library board was assured, however, that the annual amounts of forgiven fines are declining, and down 12 per cent from 2012.
Some 25 per cent of the 2013 fines waived resulted from errors in assessing the charges, but the library system hopes to eliminate these errors through staff training. Toronto libraries in 2012 also
started charging customers for holds placed on books and other materials if these items were not picked up. This practice was successful, Bailey’s report concludes, because the number of items

Free black cat adoption event this month The City of Toronto is holding a free black cat adoption event just in time for Black Friday. Until Sunday, Nov. 30, the city is waiving the usual $75 adoption fee for all kittens or cats with any black colouring. A $15 ($7.50 for seniors) pet license fee will still be applied. More than 150 cats, all of which are spayed/neutered, micro-chipped, vet-checked, deLast Day wormed and vaccinated, are available for adoption at the city’s four animal shelters as well as at several adoption partner locations. Approximately 220 cats and kittens were adopted during the recent Fall in Love adoption campaign but there’s still an immediate need to find homes for more than 150 cats and kittens. Research has shown that black cats and dog tend to not be adopted as quickly from shelters as animals of other colours. Anyone interested in adopting a kitten or a cat should visit one of the four Toronto Animal Services shelter in the city. Shelters are open seven days a week from 10:30 a.m. to 6:30 p.m.

Let’s go for a skate – remaining outdoor rinks set to open Weather permitting, 36 of the city’s 51 outdoor skating rinks are set to open for the season this weekend. Theses outdoor rinks will operate until Sunday, Feb. 22.
This past weekend, the city’s other 15 rinks were scheduled to open. Those are to remain operational until the season ends Sunday, March 22. General hours of operation for Toronto’s outdoor
rinks are 9 a.m. to 10 p.m. seven days a week. Toronto’s outdoor rinks are compressor cooled, which allows them to operate in a range of weather conditions. Some closures may occur during unseasonably warm temperatures
or following a heavy snowfall. Rinks are maintained by teams of staff from the City of Toronto that circulates through the city every day.

LOCAL With a new term in City Hall set to start Dec. 2, Ward 37 Scarborough Centre Councillor Michael Thompson has in mind what issues he wants to bring to the table.
1. TRANSPORTATION “The advancement in developing the Scarborough subway is going to create opportunities around investment in the community,” Thompson said. The councillor said transportation issues, whether public transit or traffic, are the mainstay of development. He believes this is the No. 1 priority.
2. JOBS Thompson said investment opportunities that would follow the Scarborough subway will attract more businesses and subsequently create more jobs in the community. “We want to create a demand for labour so that jobs follow,” he said. “Youth employment is also an area of focus.” After explaining that there is a high number of young residents looking for work, Thompson said he has been in discussions with mayor-elect John Tory on “working with businesses to induce them to hire more young people.”
3. POVERTY “There are a lot of pockets of areas where people are having great challenges,” Thompson said. Poverty is an issue that affects the entire city, but for a specific focus on Scarborough, Thompson believes increased access to employment and housing opportunities is the first step. Consequently the councillor’s fourth and fifth priorities include affordable housing and accommodation for services to “give residents a helping hand.”
4. HOUSING According to Thompson, “80,0000 people are looking for housing across the City of Toronto.” As housing costs rise, the councillor believes the city needs to work with the development industry to maintain a balance. He also suggests working in collaboration with governments and the private sector to improve and develop affordable housing.
5. SERVICES “Service-oriented improvements” is what Thompson calls it. Whether it’s senior services or daycare, he wants improvement to services available to residents. Scarborough pair snag another silver medal Scarboro Figure Skating Club ice dancers Piper Gilles and Paul Poirier earned the silver medal last Saturday at the Eric Bompard Trophy figure skating competition in Bordeaux, France, which is the fifth stop on the Grand Prix circuit. “For us, it is mission accomplished,” said Poirier, who has now won three silver medals with his partner in international competitions this season, in a release. “While the score was similar to what we did at Skate Canada, we felt we improved a lot. There’s still the issue of consistency we need to work on to help us move up another notch.”

Tory’s inaugural won’t revisit 2010

In a few days, the wait will be over and Toronto Council will get going on its new agenda. Well, it will get going on that agenda soon enough. First off, there will be celebration, as the newly elected council and mayor join friends, family and senior city bureaucrats to ring in the new term in style, at the inaugural meeting. There will also be music – if past experience is any indication, a bagpiper or two will be involved – and speeches. One thing there probably won’t be this time out is Don Cherry, decked out in a hot pink suit-jacket with a RobFord-sized chip on his shoulder, hollering at “pinkos” who he insisted were no longer in charge. That was how it went at the 2010 inauguration, as you almost certainly remember: Cherry railing, Ford grinning, almost everyone else gasping at the audacity of it. The only thing missing from that Animal House inaugural was a keg of cheap beer and John Belushi spraying mashed

the city potatoes over the front row of dignitaries. You’re not likely to see that particular show repeated in John Tory’s inaugural. Given all the evidence, that’s far more likely to have more the flavour of a Omega Theta Pi mixer than a Delta Tau Chi toga party. Which is to say, the show will be a pleasant but rather dull introduction to the mayor that Torontonians believed they elected: avuncular, cordial and managerial, with a mission to keep council meetings calm and services as they are. A just-so mayor. By the time that meeting happens, we will all hopefully have a somewhat clearer idea of how that’s going to go. As of Nov. 25, when this column went to press, Tory and his transition team still had not determined who would fill out the inner circle of his executive committee,

There was not even any indication as to what the mayor might make a priority at his first council meeting. It would make sense for him to bring his Smart Track plan to council early for at least a set of report requests, Tory has been mum on his plans other than to say that he wants something to happen to relieve congestion by early 2015. Toward that end, last week Tory came out with a bizarre pseudo-endorsement of the Uber ride-sharing app and a qualified endorsement of a city staff-driven plan to squeeze a few feet from the width of motor vehicle lanes across the city. But generally, the new mayor is playing his cards close to the vest. The pinkos, at least for now, remain on their toes.

TTCriders is calling on the public to vote on a list of nominees as part of its 2014 Transit Champion and Transit Troll Awards. Nominated in the category of Champion are TTC CEO Andy Byford, city councillor Joe Mihevc, transit fares activist Sheryl Lindsay and blogger Steve Munro. Up for the dubious Troll distinction are Doug Ford, anti-LRT councillor Giorgio Mammoliti, Prime Minister Stephen Harper and Ontario Premier Kathleen Wynne. Residents’ input sought on ward boundary changes ALI RAZA araza@insidetoronto.com
On Dec. 4, there is a public meeting at Cedarbrook Community Centre, 91 Eastpark Blvd., from 6 to 9 p.m. On Dec. 6, there is a meeting at Malvern Recreation Centre, 30 Sewells Rd., from 9 a.m. to noon. On Dec. 8, there is a meeting at Gracepoint Baptist Church, 3142 Sheppard Ave. E., from 6 to 9 p.m.
Scarborough residents are invited to public meetings to evaluate changes in the city’s wards. The ward boundary review will take a look at the city’s 44 wards, with the first round of consultation taking place from December until February.
Ward 37 Scarborough Centre Councillor Michael Thompson believes the wards should be reviewed, in particular wards that run along Hwy. 401 that are inconsistent. For example, in Ward 40 a small portion of the boundary is situated south of the highway with most of the ward resting north of the 401. “We found a lot of people
from Ward 40 on a daily basis contact us,” Thompson said. “We have to tell them they have to contact Councillor Kelly’s office, and they don’t understand why since they say they live south of the 401.” Discrepancies between boundaries, land area and population are the major reasons a boundary review was prompted.
T h e To r o n t o W a r d Boundary Review was formed in March and is led by a team of consultants consisting of the Canadian Urban Institute, Beate Bowron Etcetera, The Davidson Group and Thomas Ostler. Toronto City Council will make a decision to accept or reject recommendations concerning ward boundaries. It will have to pass a

Ingredients
• 1 cup unsalted butter • 3/4 pound feta cheese, crumbled • 1 (8 ounce) package cream cheese, softened • 2 cloves garlic, minced • 1 shallot, minced
• 3 tablespoons dry vermouth or vodka • ground white pepper, to taste • 1/2 cup pine nuts, toasted • 1 cup chopped sun-dried tomatoes • 3/4 cup pesto sauce
Directions 1. In a food processor, combine the butter, feta cheese, cream cheese, garlic, shallot, vermouth, and white pepper. Process until smooth. 2. Oil a medium bowl, or gelatin mold, and line with plastic wrap for easy removal. Layer the dip into the mold as follows: Sun-dried tomatoes, pine nuts, pesto, cheese mixture. Repeat. Pat down into the mold, and refrigerate for at least one hour. 3. Turn the dip out onto a serving plate, and remove plastic wrap. Serve with crackers.

One man is dead and another is facing charges after a two-vehicle crash in Scarborough Monday night. Police said a 2012 Jeep Liberty heading west on Ellesmere Road and a 1999 Acura TL travelling south on Military Trail collided in the intersection at about 7 p.m. The 25-year-old driver of the Acura was taken to hospital where he was pronounced dead. Police are seeking help in identifying the man who sexually assaulted a 25-year-old woman while she was walking near Birchmount Road and Sheppard Avenue last Thursday. Police said the woman was approached by a man walking in the opposite

St. John Paul girls reach OFSAA bronze medal game Scarborough’s St. John Paul II girls basketball squad came back empty handed from the provincial high school championship tournament which wrapped up in Guelph last Saturday. It was a heartbreaking loss for the
Scarborough team which had built modest leads after all three quarters (16-15, 31-28 and 43-35) only to be overtaken by the final buzzer. To put this in perspective, in Campion’s other four games at the tournament, they won two games by more than 30 points and their other two by more than 20 points, including their championship win 71-45 over top-ranked Pickering. John Paul, which had easily won their first three games to qualify for that key semifinal showdown, closed out the tournament with their second straight loss in the bronze medal game 51-39 to Oakville’s St. Ignatius of Loyola.

The City of Toronto is promising to be ready to salt and clear main roads and expressways following major snowfalls this winter. Six hundred road plows, 200 salt trucks and 300 sidewalk plows are currently at the city’s disposal to deal with winter conditions, said public works chair Denzil Minnan-Wong last Thursday. Also planned for 2014 and 2015 is a special pilot project for improving bike paths. “We’re prepared again this winter for whatever happens,” said Minnan-Wong during a press conference held the day after the city experienced its first major snowfall of the season, which led to traffic tie-ups and delays during rush hour. Briefing the media from the city’s maintenance facility at 433 Eastern Ave., Minnan-Wong said the priority for snow clearance puts the plowing of main roads and expressways at the top, followed by arterial roads and then – when there’s five centimetres of snow on the ground – residential streets. “We want to remind residents it takes time to clear all the local streets,” he said. “It takes between 14 and 16 hours to clear all the roads in the city.” In cases of major winter events, such as last year’s ice storm, the city’s transportation services department also has the ability to declare a “major snow storm condition” which would allow for emergency plowing if required. As well, parking would be prohibited on any routes designated with the condition. Minnan-Wong said the city would also attempt to clear sidewalks, but in some areas like in the central parts of the city where plows can’t go, it would be up to residents to have the paths cleared within 12 hours of a snowfall. He also asked residents not to shovel snow onto the street, and for drivers not to park and block streetcar service, as was the case at times last winter.

Police services board postpones meeting on carding report Chief Blair disputes report; set to meet with boardâ&#x20AC;&#x2122;s lawyers MIKE ADLER madler@insidetoronto.com A public meeting set for yesterday to examine an embarrassing report on the controversial Toronto Police practice of â&#x20AC;&#x153;cardingâ&#x20AC;? has been cancelled. The civilian Toronto Police Services Board, which ordered the report after making changes to the forceâ&#x20AC;&#x2122;s community contacts policy in April, announced on Monday the noon-hour session would be rescheduled, but didnâ&#x20AC;&#x2122;t say why. On Tuesday, however, Michael Thompson, the boardâ&#x20AC;&#x2122;s vice-chair, said Police Chief Bill Blair â&#x20AC;&#x201C; who disputed the reportâ&#x20AC;&#x2122;s findings and promised to
address them at the meeting â&#x20AC;&#x201C; would be meeting the boardâ&#x20AC;&#x2122;s lawyers Wednesday instead. â&#x20AC;&#x153;Thatâ&#x20AC;&#x2122;s what happens in policing: one step forward, 30 behind,â&#x20AC;? said Thompson, a Scarborough councillor who added the lawyers tried to meet the chief well in advance of Wednesday, â&#x20AC;&#x153;but that didnâ&#x20AC;&#x2122;t materialize.â&#x20AC;? The report is very critical of how police applied the carding policy this summer in neighbourhoods around the Jane-Finch intersection, after police city-wide were told they could only stop and question people out of concern for â&#x20AC;&#x153;public safety.â&#x20AC;? Researchers, after interviewing 404 people who live, work or go to school in the area covered by 31 Division, concluded, â&#x20AC;&#x153;there is a view that the police racially profile members of the community,â&#x20AC;? roughly 40 per cent still believe their communityâ&#x20AC;&#x2122;s relationship with police is â&#x20AC;&#x153;poor,â&#x20AC;? and

the status quo is â&#x20AC;&#x153;unacceptable by any measure.â&#x20AC;? When it was introduced to the board on Nov. 13, Blair called the study behind the report â&#x20AC;&#x153;advocacyâ&#x20AC;? and said its findings donâ&#x20AC;&#x2122;t match facts. After the boardâ&#x20AC;&#x2122;s chair, Alok Mukherjee, reacted to the report before its presentation, saying the police faced a â&#x20AC;&#x153;crisis of confidenceâ&#x20AC;? in parts of Toronto, Blair accused Mukherjee of making â&#x20AC;&#x153;inflammatory and recklessâ&#x20AC;? remarks. But Thompson this week said he supports Mukherjeeâ&#x20AC;&#x2122;s comment â&#x20AC;&#x153;100 per cent.â&#x20AC;? There are differing opinions on carding, but thereâ&#x20AC;&#x2122;s
no doubt it â&#x20AC;&#x153;has been a consistent problem and a problematic issue for some time.â&#x20AC;? The councillor charged some on the police force have resisted change and donâ&#x20AC;&#x2122;t want to believe the report. â&#x20AC;&#x153;Community people are telling us there is a crisis. I think we need to listen to them,â&#x20AC;? said Thompson. â&#x20AC;&#x153;Their perception is their reality. We have to figure out how to deal with their reality.â&#x20AC;? The report found 75 people who said they were carded before June, and 62, or 15 per cent of interviewees, carded after. Almost 48 per cent of residents police stopped and questioned agreed they had been â&#x20AC;&#x153;spoken to disrespectfullyâ&#x20AC;? the last time they were carded, and 39 per cent said they were â&#x20AC;&#x153;surrounded and intimidatedâ&#x20AC;? by police. Of those carded since June, after the policy
changes took effect, 86 per cent said they didnâ&#x20AC;&#x2122;t receive a receipt, as required, with the officerâ&#x20AC;&#x2122;s name, badge number and reason for the stop, while 70 per cent didnâ&#x20AC;&#x2122;t feel they â&#x20AC;&#x153;had a right to leave.â&#x20AC;? The announcement Monday said the board will consider the report at one of its future regular meetings. Next week, however, the board â&#x20AC;&#x201C; like other city committees â&#x20AC;&#x201C; will be reconstituted for a new municipal term, and Thompson isnâ&#x20AC;&#x2122;t guaranteed to return, though he said heâ&#x20AC;&#x2122;s put his name forward. â&#x20AC;&#x153;There are people hoping the new board will not have the energyâ&#x20AC;? needed to deal with the issue of carding, he said. Meanwhile, Neil Price, the consultant who wrote the report, will present its findings today at a forum in Metro Hall downtown, from 6:30 to 8 p.m., to â&#x20AC;&#x153;identify where we now stand on the

HOV lanes on tap as part of Pan Am transit plan for city RAHUL GUPTA rgupta@insidetoronto.com The Ontario government has released updated information on a five-point plan it hopes will effectively manage traffic conditions during the 2015 Pan Am and Parapan Am Games. Keeping the Region Moving, which was made public by provincial transportation minister Steven Del Duca on Monday, lists in some detail how Pan Am’s organizers plan to manage the transportation needs of an estimated 1.4 million games attendees, 7,500 athletes, 23,000 volunteers and 4,000 members of the media – in addition to regular commuters seeking to get to work on time. While the $61 million transportation management plan won’t take effect until June of next year, it remains to be seen just how long it will take for travel within the region when the Games are on. And despite claims by organizers extensive travel modeling has been done to forecast traffic patterns and volume, Del Duca declined to share with media exactly what commuters, already beset with some of the worst commute times on the continent, are in store
for during the Games. Del Duca who was appointed transportation minister this year, promised to provide further details about the plan by next spring, enough time he said to provide adequate alternative travel options and commence dialoguing with businesses about the plan. Successful games “I will say repeatedly, and so will my colleagues, there’s plenty of time and you will hear more about this,” said Del Duca towards the tail end of his afternoon press conference held inside the Macdonald Block government building. “We do have a plan in place that will deliver on the twin objectives of making sure the region keeps moving and the Games are a success.” The centrepiece of the plan is the establishment of a temporary Games Route Network spanning around 1,500 kilometres in the form of temporary High Occupancy Vehicle (HOV ) lanes on major roadways including Hwy. 401, the QEW, the Don Valley Parkway, the Gardiner Expressway and Lake Shore Boulevard, open to Games
and emergency personnel, athletes, media and regular vehicles with at least three or more people traveling together. Use of the lanes will last from 5 a.m. to midnight every day from June 29 to Aug. 18. In addition to travel options for motorists, a special public transit network will be in place during which will allow anyone with a valid Games ticket to use TTC, GO and other services for no extra charge. There’s also the Union Pearson (UP) Express air rail link under construction between Pearson International Airport and Union Station scheduled for completion before the Games officially begin on July 10, which is not officially part of the Games transit map. The plan also promises the creation of a special trip planning app, which will allow for attendees to figure out the best route to venues located across Southern Ontario, the opportunity for accessibilitychallenged persons to book parking spots ahead of time and consistent signage indicating travel options to guide Games attendees.

City seeks to squeeze traffic lanes City transportation staff will be putting the squeeze on lane widths across the city over the coming years. The plan, hatched by Toronto Transportation staff earlier this year, is intended to encourage drivers to travel a little more slowly but help traffic move more smoothly, and will be rolled out as the city completes repaving and other road work on arterial and collector roads across the city. It came as a surprise to Mayor-elect John Tory as it
did to most Torontonians when it was unveiled in a newspaper article. But Tory, who is just days from taking office for the 2014-2018 term of council, said he’s willing to take a wait-and-see approach on whether the move delivers its promises. “I will be watching like a hawk to make sure the intended consequence of this is in fact achieved, which is to make traffic move better and more smoothly,” said Tory. “Any sign it is slowing traffic down is something I
will take out.” The plan is a result of work by a team of Traffic Operations experts, looking to make streets safer and easier to travel. What they found was that in areas where individual traffic lanes were slightly narrower, motorists tended to keep closer to the posted speed limit and the road was safer for cars, pedestrians and cyclists. The changes are being implemented without the specific approval of council, because they are matters of engineering standards.
