LHIN hears Scarborough hospitals’ merger plan The Scarborough Hospital and Rouge Valley Health System passed another milestone on the road to an eventual merger yesterday. The Central East Local Health Integration Network received the two hospitals’ “preferred integration plan” for a merger and agreed to pay the $1.3-million costs of their merger study and $2.5 million for further “due diligence.” A regional health authority

appointed by the province, the LHIN cannot approve of a merger until TSH, which runs the General and Birchmount campuses in Scarborough, and RVHS, which runs the Centenary and a campus in Ajax, decide to submit a formal notice of intent to integrate. notice is expected in February 2014. A hospital merger would also require permission from the province itself. Scarborough Cluster T h e L H I N i n M a rc h directed the hospitals to “design and implement a Scarborough Cluster hospital services delivery model,” and in June the hospitals chose a full merger as an integration

model to be studied. Besides the $3.8 million in study and “due diligence” costs, the boards of the Scarborough hospitals have asked the province to fund “unavoidable one-time costs and ongoing operating costs” associated with the merger, as well as a feasibility study for “two facility projects” – perhaps new hospital campuses – in Scarborough and West Durham. The integration study

he increasing demand for the necessary funds for ice time is a serious, ongoing challenge in Toronto. In this month’s feature, we looked at the rising cost of ice time in the city. With Toronto facing its own budget limitations, funds are scarce for new capital projects such as indoor arenas, which would help meet additional needs. Newer facilities, such as the Buckingham Arena complex at Downsview Park, tend to be built and operated by the private sector – and that ice time is even more costly. But we are seeing municipal funds going toward smaller, outdoor projects. The good news is that there is growth in the city’s free outdoor ice offerings – the latest being the $3.4-million at Greenwood and Dundas our view facility streets that opened last weekend. Last year, an outdoor rink Outdoor opened at Cedarvale Park in York. Renovations for a twin outdoor projects pad at Dieppe Park in East York encouraging are nearly complete. So what needs to be done? Access to recreation is a smart community investment. Of potential concern is a recent survey conducted of 1,011 Canadian parents by Ipsos Reid on behalf of RBC that showed 60 per cent of respondents named “cost of equipment and instruction” as a top-three barrier to learning how to skate, while 46 per cent named “access of ice” as another top-three barrier. In order to ensure optimal access, we encourage the continued development, funding and maintenance of these outdoor projects in local neighbourhoods. As for the thornier issue of indoor ice it’s a contentious one, one that sees alternating pressure on user fees and property tax hikes to help pay the bills. Budget deliberations kicked off this week and councillors are grappling with the cost pressures of a multi-billion-dollar budget, where they are tasked with finding efficiencies, maintaining existing service levels and dedicating money for new projects such as the Scarborough subway – all while keeping any tax increase to a minimum. It’s a tall order. In one respect, indoor ice time is no different than other public services such as transit. We will get what we pay for and what we deem to be a priority.

Gearing up for those cold, winter treks

udging by all the congestion and the accompanying honking out there it’s clear not everybody has gotten around to winterizing yet. If you’re one of the procrastinators, all I can say is: tsk, tsk, shame on you. That preparation should be done in early November, long before the temperatures began dropping. Oh well, better late than never. Here’s a quick winterizing checklist.

1. Engine. This should be job one. Idling and stalling in frigid temperatures can lead to frostbite. So get that fitness club or yoga studio membership, pronto. You’ve got to keep your motor running at all times, of course, but during such conditions it’s of the utmost importance.

4. Fluids. Regularly topping up your fluids is essential this time of year. Were talking hot chocolate, soup, broth, hot chocolate. Coffee, espresso, hot chocolate. Apple cider, buttered rum, hot chocolate. Hot toddy, hot chocolate, hot chocolate. Did I mention hot chocolate?

2. Battery. Have it inspected. Plan on making it a regular habit, going forward. November

5. Wipers. Replace old wipers. We get more sniffles during late fall and winter than

any other time. So get new wipers regularly. I’m as environmentally conscious as the next guy, but I draw the line when it comes to recycling used tissues. 6. Insulation. Proper insulation is a must. Turtlenecks, long johns, boots, mittens, scarves and tuques are highly recommended. But don’t put them all on too early. You need to gradually increase your winter attire as the temperatures decline.

sure to say enough on the user fee side, push over to the (property) tax side and that way you can guarantee better accessibility.” Private rinks, of course, have to charge even more – “usually about $100 more,” Gardner said. “But there’s a reason for this,” he explained. “The problem is that the city rinks don’t have to pay municipal taxes on their own rinks whereas the privately owned ones gets charged the same as a motor parts company or a manufacturing company.” The other obvious difference is private rinks do, at the end of the day, have to make a profit. And arenas are not cheap to build or run. Buckingham Sports Properties, one of two major private players in Toronto (the other being Canlan Ice Sports), have quietly opened up the Buckingham Arena fourplex in the fall in the bustling new sports centre at Downsview Park, which also includes the MLSE’s new training facility for Toronto FC as well as the Hoop Dome. “The biggest investments have been from MLSE (Maple Leaf Sports and Entertainment) in opening up the soccer academy for Toronto FC and our investment of opening up a four-rink hockey complex,” said John Cook, vice president of Buckingham, which already operates Chesswood

Arenas in North York and Westwood Arenas in Etobicoke (four- and fivepad facilities, respectively). “So we’re very excited that in the vision for the sports part of this park we’re able to provide facilities (indoor ice pads) that cities just don’t have the capital monies to spend anymore on large facilities like this. “And hopefully the city sees the value in our complexes because my largest expense, as John Gardner (mentioned), is probably taxes. We pay very high property taxes and at the end of the day we’re competing against the municipality selling the ice.” On the other hand, Cook said his company recognizes the contribution of public facilities, whether outdoor or indoor. “Those municipal rinks are the ones that are building the foundation for later-on years when the more competitive GTHL teams need facilities like ours, and then of course for adults to continue playing hockey.” The city’s only recent success has been twinning Leaside Arena, which opened in the fall, and it was only completed after considerable community fundraising. Tektonics win opening tourney The Scarborough Titans Volleyball Club’s Tektonics U14 girls volleyball team competed in the OVA U14 Provincial Cup Tournament in Mississauga recently. It was the team’s first OVAsanctioned tournament this season.

Despite the absence of head coach Karin Serre, whose father had just died, the girls focused on the game and went undefeated during pool play against teams from Hamilton and Etobicoke. The Tektonics remained undefeated during the play-

offs, beating teams from Niagara and Oakville. In the gold medal match they beat another Etobicoke team, 25-22 and 25-19. The girls dedicated their tournament win in memory of their coach’s father, Régis Serre.

Blessed Pope John Paul II Catholic Secondary School settled for the silver medal with a 73-47 loss to Hamilton’s St. Thomas More CSS in the Ontario Federation of School

Athletic Associations (OFSAA) 4A title match Saturday in Windsor. It marked the third straight championship for top-seeded Thomas More. Second seeded Pope John Paul, on the other hand, were coming off a quarterfinal appearance last season with a deceptive 1-2 record – both losses dished out by the eventual gold and silver medalists,

respectively. Last year, the Scarborough girls almost shocked Thomas More in the quarterfinal game, falling just short 52-49. And for a while in Saturday’s championship game, the Scarborough school again looked to be setting things up for a possible upset, jumping out to a 15-4 first-quarter lead and only trailing by three at the half.

of the first quarter but her coaches unleashed her in the second quarter and by the end of the game she was top scorer with 31 points. Coach Taccone said her team is blessed by their depth of talent led by national junior player Eternati Willock (Grade 11) and provincial players Destoni Willock (Grade 12), Danielle Garven (Grade 11) and Cheyenne Creighton (Grade 12). All, of course, are heavily recruited by Division 1 U.S. Colleges as is, of late, their starting point guard Keyira Parkes (Grade 11). The championship loss to Thomas More marked just Pope’s second loss of the season to go along with 33 wins. Their only other loss, in their opening tournament in September, was to another Hamilton powerhouse, St. Mary CSS, who were also winners this past weekend in the 3A OFSAA championship.

With three of the five starters slated to return next season, there’s no doubt what their goal is. “There’s only one thing better than silver,” said Taccone. “This year we (improved) ourselves getting past the quarterfinals. Next year let’s go and seal the deal.” At OFSAA Pope earned their ticket to the championship game with wins over St. Patrick’s High School 42-34, Ste. Anne High School 55-27, Centennial Secondary School 58-25 and fellow Toronto school North Toronto Collegiate 58-27. Commuter parking lot ‘catastrophe’ at local subway stations avoided: TTC mIKE ADLER madler@insidetoronto.com Commuters who park at Scarborough’s subway stations may have “avoided a catastrophe” thanks to some co-operation between government agencies, a TTC representative has told area councillors. Parking lots at the Kennedy, Warden and Victoria Park stations were slated for closure or sale during the coming

decade of construction for the remake of Kennedy and replacement of the Scarborough Rapid Transit line. But after Scarborough Community Council Chairperson Michelle Berardinetti warned colleagues the problem was urgent last month, Domenic Garisto, the TTC’s head of property development, said it won’t be as bad as she feared.

“There would have been some very angry people” at Kennedy if all of the station’s 900 parking spots closed in late 2015, as first thought, said Garisto, adding the provincial agency Metrolinx has agreed to keep half of them open. Toronto Council’s recent decision to replace the SRT with a Bloor-Danforth subway line extension instead of a surface light-rail line will help keep more of the spots functioning, he said at the

Scarborough-Agincourt Councillor Mike Del Grande has repeatedly asked why the special time-based transfers, which allow riders up to two hours to reach destinations on the line, are still issued. At times, Del Grande has suggested continued use of the special transfers, long after work on the St. Clair streetcar project is complete, shows a discrimination against Scarborough and other parts of the city. Chris Upfold, the TTC’s acting chief service officer, said the St. Clair transfer has lasted “far longer than we thought or would have liked” but seems to get few users. “We don’t heavily publicize it.” To have such a transfer system across the city would cost $20 million, but St. Clair’s costs effectively nothing, said Upfold. He wouldn’t say whether he thought continuing the special transfer use was “fair” or not. “It’s a different system that

was put in for specific reasons,” he said. “At this point, it wouldn’t be the right thing to do to expand it to other routes.” The TTC instituted the twohour transfer at the urging of merchants on St. Clair, and could do the same during light-rail construction in Scarborough if, say, Sheppard Avenue businesses requested it, Upfold said. TTC officials expect the point will be moot after another year or two, as the whole city may have a timebased system for transit fares, or at least a standard policy for issuing time-based transfers during road construction. Del Grande said it’s only fair for people in Scarborough to get “the same kind of perk” St. Clair riders enjoy now. “Why can’t a person on a Sheppard bus hop off and get a coffee,” and then get on again with a transfer, he asked.

Like many urban watercourses, Massey Creek has been impacted by human activities which have led to extensive erosion and degradation of the creek’s aquatic and riparian zone habitats. Erosion has also put City trails and subsurface infrastructure at risk.

TTC riders received an early holiday gift this week when a wireless Internet service made its debut at two subway stations. As of Monday, it was possible for riders to surf the web, check email and post on social media while waiting for a train thanks to Wi-Fi connections at Bloor-Yonge and St. George stations. Early feedback from the Monday launch was largely positive, though some users reported not being able to access certain applications on their smart phones and tablets. The service is limited to subway platforms and within the station, and cellphone use is unavailable since none of the Big Three telecoms – Rogers, Bell and Telus – are involved with the service.

Seven Oaks ‘monster home’ raises concerns for councillor Mike Adler madler@insidetoronto.com The recent appearance of “monster homes” in an east Scarborough neighbourhood has prompted its councillor to ask what the city can do to protect “the community’s landscape” from what he considers “overbuilding.” The new City of Toronto zoning bylaw will do a better job of that than the old Scarborough zoning for Seven Oaks, Paul Ainslie says. Scarborough Community Council, however, has asked the city’s chief building official to prove it in a report. In an interview, Ainslie said some residents of area, which is around Neilson Road south of Hwy. 401, are concerned about additions increasing the size of some Seven Oaks homes. One owner on Edenmills Drive “basically doubled the floor space of the house,”

said Ainslie, who maintained the results are “really out of character with the rest of the neighbourhood.” Seven Oaks’ was created under the former City of Scarborough’s Morningside Community zoning bylaw, which didn’t require the homeowner to seek Committee of Adjustment permission for the additions. Ainslie conceded the owners “followed all the rules,” but also said neighbours in

such communities “should have the right to have some input on what’s being built beside them.” The city’s harmonized zoning bylaw, which is held up by appeals to the Ontario Municipal Board, would at least require the committee’s approval for the additions on the Edenmills house, he said. Community council, after receiving a request from Ainslie, asked the building official to state “how the new city-wide zoning bylaw would regulate overbuilding preventing additions or new homes from being constructed that are out of character in a neighbourhood.” The first opportunity for this will be at a Jan. 15 meeting.

Something we need to talk about Part three of the series shares one family’s story to highlight the need for discussion

ulie Robbins was bubbly, athletic, popular and known for helping others. But she suffered from depression. “We always did treat it as an illness,” said her mother Elaine. “I encouraged Julie to speak freely of it because it was an illness.” Despite medication, counselling and support from her family, Julie lost her battle with depression while at university, shortly after she turned 21. Tana Nash, president of the Ontario Association for Suicide Prevention, encourages everyone to discuss mental illness and thoughts of suicide. “It’s OK to talk to somebody,” Nash said. “Break down the myth that asking

about it will plant the seed.” Thoughts of suicide are less about wanting to die and more about feeling hopeless, and the fear and shame associated with those feelings can isolate and prevent someone from getting help. Asking a loved one whether they are considering suicide will not plant the idea, but create an opportunity to talk about other options, reduce risk and save lives. Nash said while a person considering suicide often won’t say so, subtle hints, such as crying, unkempt appearance, withdrawal, giving away possessions, declarations of hopelessness, despair, anger, numbness or sharing stories of traumatic experiences can be some of the invitations to talk. And if someone admits to considering suicide, listen with empathy and understanding, while offering

to help find crisis intervention or counselling resources to keep them safe. A person with thoughts of suicide should never be left alone. Nash, who has lost her grandmother and sister to suicide, said the majority of suicides are linked to mental health problems, and are preventable. “It’s the 10th leading cause of death in Canada and we need to do something about it,” she said. “We are losing way too many people every year to a preventable death.” That prevention, she said, is everyone’s responsibility. “We need to work together to learn more as neighbours, co-workers and friends,” she said. Help can include medication, counselling, nutrition or sleep, as well as coping strategies or communication training. Nash admitted that talking about emotions can be challenging because it opens up vulnerabilities. But mental illness is not like a broken arm, easily identified by others and fixed in a hospital emer-

gency department. “We have to learn how to talk about our emotions and communicate those feelings so we can get the better help we need,” she said.

And preventing suicide can also prevent the enduring pain felt by the family or community left behind. “It’s heartache like no other kind of grief because of all the questions that come up and those feelings connected to losing someone,” Nash said. Julie’s mother, Elaine, said the death of a friend in her daughter’s final year at Gravenhurst High School triggered her depression.

Julie was taking medication and undergoing counselling by the time she enrolled in Wilfrid Laurier University in Waterloo. She came home several times that September, including for her 21st birthday spent with family, friends and her boyfriend. She seemed to be managing. Ever ything changed by Thanksgiving. Julie told her mom she wanted to return home. She agreed to continue university through distance education courses. She left her parents on Thanksgiving Monday. Julie called her parents that evening and something about the conversation unsettled her mother. “After I hung up the phone, a light went on in my head and I said to my husband, ‘Oh, my God, that was a goodbye phone call,’” Elaine said. The first time Keane saw the Hip was in Bala with Daniel. “It was incredible to experience this moment together,” she said. On April 28, 2009, Daniel committed suicide at the cottage. He was 23 years old. This summer, Keane had the opportunity to meet Hip lead singer Gord Downie, and she told him about Daniel. ayor Rob Ford may have been politically neutered by his colleagues on Toronto Council, but on Monday, he was anxious to prove that he’s no gelding. That was when city staff unveiled their proposed 2014 operating and capital budgets. These are enormously complex documents, but here are some of the basics: property taxes will go up 2.5 per cent for homeowners – and that figure includes a 0.5 per cent special levy to pay for a subway in Scarborough. The Land Transfer Tax, estimated to bring in $335 million, will stay at the same rate as it was in 2013. Now these are not the basics as Mayor Ford had explained them. He has been dining out these past 11 months on a promise of a tax increase of no more than 1.75 per cent in 2014, and a 10 per cent cut to the Land Transfer Tax. When Toronto Council approved the idea of a 0.5 per cent property tax levy

david nickle the city to pay for nearly a billion dollars in city costs for the Scarborough subway, Ford said that amount would be rolled into the 1.75 per cent increase. No one agreed with the mayor on this strategy except his brother, Councillor Doug Ford. But that didn’t stop Mayor Ford and the rhetorical bulldozer he brought to budget committee. The budget, he said, was an example of what happens when you take mayoral powers away from a guy like him. Joe Pennachetti, the city manager, had told Ford that it would be possible to cut the Land Transfer Tax and deliver a 1.75 per cent property tax increase, subway included. The “gravy train” – that 2010 shibboleth that helped make Councillor Ford into Mayor Ford — is up and running again, he said, just

days after council had so cruelly and undemocratically stripped him of his powers. Et tu, Deputy Mayor Norm Kelly. It was a bravura performance, ably supported by Doug Ford. It, of course, had little to do with the facts. Pennachetti was quick to say he had never told the mayor that cutting the Land Transfer Tax was possible. Chief Financial Officer Rob Rossini pointed out later that the 0.5 per cent subway levy could not be rolled into the property tax increase for other services, because council had twice directed that no monies dedicated to other services be transferred to the subway. So this is how it’s going to be for the rest of the term: untruths, half-truths, and innuendo, bundled up in rhetorical flourishes from three years ago.

Ministry investigates actions prior Woman, 33, killed in to woman’s death at nursing home Eglinton Avenue crash >>>from page 1 further action.” The most crucial of these orders stem from the ministry’s investigation of the night of March 13, during which Joycelyn Dickson, 72, was beaten and pronounced dead and another female resident of the home, who is 92, was injured. A male resident, Peter Roy Brooks, 72, was arrested and has been charged with second-degree murder and aggravated assault. The inspection report posted online describes the history of a Resident #1 who was admitted to the home in March 2011. His physical and cognitive state improved, but he became verbally aggressive toward staff and other residents. There were eight recorded incidents between December 2011 and April 2012 in which Patient #1 was verbally abusive, and three escalated into physical abuse. When he “smacked” a resident “across the head” in March 2012 and then, two weeks later, grabbed the same resident’s arm, “which caused a skin tear,” police were called to The Wexford. They returned on March 31 when Resident #1 “had an altercation that resulted in (a female resident) falling and fracturing a hip.” No charges were laid. Assessed as being “very

sociable and friendly at times,” Resident #1’s mood was described as “often easily altered” and it was noted he was “persistently angry with staff and other residents.” In April 2012, a psychiatrist called Resident #1 “probably a chronic risk to other residents in the home” and said he “may be a better candidate for placement elsewhere such as a psychiatric group home environment where there would not be frail elderly people who he might prey upon.” O n M a rc h 1 1 , 2 0 1 3 , Resident #1 punched another resident in the face, and according to staff said he did not regret hitting him, and “would do it again.” On the following night, the report says, staff on his floor “heard a scream and ran toward it” then saw Resident #1 leave a room. They called 911, and found a woman in the room had multiple injuries. Staff, the ministry inspection found, did not try to stop Resident #1, and did not call other floors in the building. After Resident #1 reached the third floor, he “inflicted multiple and ultimately fatal wounds” to another resident, and was seen leaving the room, but was only stopped when he arrived on the sixth floor and tried to enter a third resident’s room. The ministry concluded

The Wexford had “failed to protect” residents from physical, emotional and verbal abuse, and that the home’s strategies to manage Resident #1’s aggressive behaviours “were insufficient and ineffective.” The home, the report says, did not have specific policies to deal with a resident who is abusing another resident, and at no time during the incident did the staff call a Code White, which would have warned staff on other floors violent or aggressive behaviour was taking place. In her statement, Matthews said the ministry “responds immediately to any reported information where there is serious harm, or risk of serious harm, to a resident, by making inquiries and conducting onsite unannounced inspections.” She also said the government is hiring more inspectors in order to complete “comprehensive residential quality inspection of every long-term-care home by the end of 2014,” and has hired 600 other full-time staff since 2011 “to enhance care and services for Ontarians with behaviours like aggression, wandering, physical resistance and agitation.”

A woman is dead and four others are recovering following a two-car crash in Scarborough Sunday. The collision happened on Eglinton Avenue at Oswego Road, east of Danforth Road, around 10:15 a.m. Police allege a 45-yearold woman driving a westbound Infiniti G37s lost control of the car while making a lane change to go around a stopped TTC bus. The Infiniti crossed into the eastbound lanes and struck an eastbound Honda Civic driven by another 45-year-old woman. A rear passenger in the Infiniti was ejected from the vehicle. The 33-year-old was taken to hospital where she died. Four other occupants from the two cars were taken to hospital with injuries ranging from minor to moderate. The bus was servicing
