The 24-year-old had no gang affiliation and police say when he was shot last December in a parking lot barely a block east of the Lawrence Avenue East church, it was because Barnaby was mistaken for someone else. The shock of Barnaby’s murder, Wilson said, made him “realize somehow, somebody needs to do something to try and transform this community.” The church had spoken already to Toronto City Mission, which this week unveiled a partnership with St. Stephen’s that will be “in for the long haul” in helping local children and families, said Andrew Schell, its executive director. Federal, provincial and city officials are opening a “Commons Lounge” at McGregor Park Community Recreation Centre this Saturday designed to give surrounding neighbourhoods a flexible community space. Costs for the 1,000-square-foot addition to the centre were shared by three levels of government under a Recreation Infrastructure Canada Program. McGregor Park, just west of Kennedy Road, is at one corner of Dorset Park, a district south of Hwy. 401 in Scarborough the city and United Way say has been disadvantaged in public services, including accessible community space. This week, Scarborough Centre Councillor Michael Thompson said population growth in the ward has led to a need for more amenity spaces. McGregor Park is “pretty well full” when it comes to programs it can offer, but the new commons space has already begun to help, he said. More community space for the area is coming soon. The Dorset Park Hub, home to community agencies and program spaces for newcomers and other residents, is in the process of opening in a plaza on Kennedy north of Ellesmere Road. A ribbon-cutting ceremony set for tommorow at McGregor will start at 11 a.m.

Halloween event raises funds for family of TTC worker ANDREW PALAMARCHUK apalamarchuk@insidetoronto.com A Scarborough business is helping raise funds for a family dealing with a tragic loss. Scareshow, at 323 Danforth Rd., is a clearance outlet for Halloween costumes and props. Until Halloween night, the property also includes a 12-room haunted attraction. A portion of the proceeds generated from the attraction will go to the family of Peter Pavlovski, the TTC employee who was killed on the job on Sept. 14. Pavlovski, 49, died after being struck by a train while working on tracks north of Yorkdale subway station. Stephane Abbat, who runs the haunted house, said he hopes to raise at least $10,000 for the family. Abbat and business partner Bryan Hines bought the property, which was formerly the J. Walton restaurant, last month. The former property owner was a close friend of Pavlovski. The Scareshow haunted attraction is open weekdays from 4 to 9 p.m. and noon to 9 p.m. on the weekend. Admission is $15 per person or two people for $25. “The beauty of this haunted house is it truly plays on emotion,” Abbat said. “It’s an adventure in fear at Halloween time. There are Halloween elements in there of course, but most of it is playing on the unknown.”

Privatizing TTC would harm service

Ford must focus in next two years

esterday marked two years since longtime Etobicoke North Councillor Rob Ford became Mayor Rob Ford – a victory that seemed to immediately divide the city into two factions: the suburbs and the downtown. Unfortunately, Ford has done little to assuage this reality. However, not all blame should rest on his shoulders; councillors on the ‘left’ have done very little to lift the decorum at City Hall. In his first term, Ford took quickly to his election agenda, which included cancelling Transit City, getting down to finding metaphorical gravy on the city hall train, and taking on the city’s various unions. Ford found much success that first year – even if that success caused our view consternation at council. But year two has been far less Mayor has successful. chance to Ford seemed listless, lacking vision, except to further alienate redeem in the media and get caught up in ridiculous situations unbecoming the mayor of a major city like year three Toronto. With a new mayoral year ahead, Ford should find another issue to champion – and there are many in Toronto: 1) Driving economic development is an area rarely discussed at city hall. There are empty storefronts across Toronto that need filling – surprisingly many are in commercial retail strips once filled with customers. Working with business owners and fellow councillors to create reasons for business to return is essential to the city’s prosperity. 2) Housing and homelessness is another. The city’s most vulnerable citizens should not be treated as criminals and forced into shelters. They should be treated with respect, affording them a clean place to live, healthcare, and opportunities to feel like they are a part of society. 3) But the most important issue of all for the next two years, and a legacy all Torontonians could be proud of, is transit. Not the off-handed ideas of years past, but solutions that involve everyone and consider the harsh economics of what building public transit means now and in the future. Speaking to all levels of government and our fellow Greater Toronto and Hamilton Area politicians is key. These and other issues give Ford the opportunity to help mould a city into something incredible. But, he must put aside his obvious bias toward those councillors on the ‘left’ and work with them to further our mutual progress as a city. Scarborough needs the zoo To the editor: Regarding the decision by the city to back off plans to sell the Toronto Zoo. The decision to keep the Toronto Zoo is an appropriate solution in regards of history, wildlife and an overall atmosphere of Toronto. The Toronto Zoo has a long history, helping Scarborough become the diverse region it is today. It is tragic to lose, or even consider losing, a fortress of happiness for future generations. The zoo creates exhilarating experiences for all

ages, whether it is for a field trip, job opportunity or simply a getaway from the urbanized environment that surrounds us. learning about wildlife I remember my first wildlife learning experience was at the zoo. It was an elementary school field trip, but the opportunity was more than a learning experience. It was the discovery of lazy lions, pecking peacocks and meek monkeys on a summer day that provided an impression that Toronto

was the place to stay to have fun. The Toronto Zoo provides a positive educational experience and it is a valuable opportunity for the generations to come. I am very glad Mayor Rob Ford and the Toronto and Region Conservation Authority were able to keep the zoo. Scarborough is not the most economically advanced region in Toronto, hence the reason it cannot afford to lose this prominent centre of happiness. Flora Tang

To the editor: Re: ‘TTC should be privatized,’ Letters, Oct. 5. A comment by W. D. Adamson suggests that privatization of the TTC should be front and centre of a major shakeup. Indeed, the TTC probably needs that shakeup, but this civic corporation exists because of the private corporations that initially ran the public transportation service in Toronto were so inept at the job that Toronto had no choice but to take over the whole thing and establish the Toronto Transportation Commission. According to notable Toronto historian Mike Filey, the private transportation companies refused service to areas deemed unprofitable, which apparently did not sit well with the Toronto taxpaying citizens who felt they were entitled to such service. After all, any private enterprise is going to put profits before service. Privatize the TTC and see how fast service to non-profitable routes are chopped and how many Torontonians are cut off from public transportation. The TTC puts service first, something that private companies cannot afford to do. Bill Tee

Reader offers suggestions on funding transit To the editor: I suggest enacting a 10 cents per litre gas tax, GTAwide, doubling of parking rates throughout the GTA and enacting paid parking in every parking spot, even in the suburbs, to properly fund transit and subway expansion. A one per cent tax on corporations may work, although business owners may put up resistance. Unions don’t have the money, the corporations do. D. Stuhl

The long-awaited master agreement between the City of Toronto and Metrolinx for the construction of new light rail lines could be derailed when it comes to Toronto Council next week, over provisions that could leave the door open to reductions in the number of stations and the configuration of the lines. The agreement is the final nuts-and-bolts protocol for the way the provincial transit infrastructure agency will interact with both the Toronto Transit Commission and the City of Toronto. The arrangement sets out funding agreements and traffic management controls, and also sets out key governance protocols. The protocols leave control of much of the work – including land use planning – ultimately in the hands of the Metrolinx board. While Metrolinx will endeavour to obtain all the necessary permits and approvals and undergo a process similar to the city’s site plan approval, the report on the agreement states “in the event of a dispute Metrolinx has the final approval authority over its assets.” And ultimately, if Metrolinx decides on a scope change for the $8.4 billion in new transit lines, Metrolinx has the authority to do so unilaterally. Parkdale-High Park Councillor Gord Perks

said that could be a deal-breaker for a significant number of councillors. “The master agreement contains a provision that allows Metrolinx to remove stations and stops at their sole discretion,” said Perks. “That is a potential disaster for Torontonians – it could well turn the line into a suburban commuter line that would provide no service along Eglinton. We would have to run both the light rail line and have buses going every 30 seconds on Eglinton as well.” ‘DANGEROUS PROVISION’ Perks said yesterday that councillors were debating among themselves how to deal with the agreement, which also ensures the Toronto Transit Commission would be the one to operate the Metrolinx-owned lines. “At this point, my inclination is to ask the city manager not to sign this agreement and go back to the province and have this very dangerous provision removed,” said Perks. The changes identified in the report include the number of stations, but also how much or little of the lines are eventually above ground or underground, and the distance between stations. The agreement covers several projects: the Eglinton-Scarborough Crosstown LRT, the Scarborough RT, the Finch West LRT and the Sheppard LRT.

WORLD POLIO DAY: In honour of World Polio Day 2012 on Wednesday, hundreds of Rotarians from the 26 Rotary Clubs in the Greater Toronto were at Nathan Phillips Square for a flagraising in front of Toronto City Hall. Rotary International District Governor Ted Koziel was on hand to help raise the red ‘End Polio Now’ flag in honour of the Rotary Clubs and their efforts in their 27-year mission to eradicate the crippling childhood disease.

Teacher makes documentary about free trade’s impact on Mexico MIKE ADLER madler@insidetoronto.com

he news from Mexico isn’t good, at least not the Mexico caught in the camera lens of Scarborough filmmaker Paul Bocking. A local high school teacher Bocking’s documentary on the North American Trade Agreement, 2 Revolución: Free Trade, Mexico and North America, is a fast-moving, relentless indictment of globalization bringing Mexico more hunger and more poverty since its signing in 1994. In it, a succession of professors and activists from Canada

and Mexico say the treaty is part of a global corporate agenda, to blame for the current drug-war militarization of Mexico, cuts to public education and the collapse of family farming there. Bocking, who started writing and filming in Mexico in 2006, when he lived in the country for a year, interviews only one person, Manuel Aquilar, an economist and former Mexico City mayor, who suggests NAFTA may have helped his country. Trade between the countries is said to have tripled under NAFTA, one of the largest free-trade zones in the world. But it’s Aquilar who points out Mexico is the world’s fifth largest importer of food, the Mexican

countryside has been abandoned by farmers who can’t compete with U.S. production of corn and other basic foods. Reuben Figeroa, who shelters migrants crossing into Mexico from Guatemala on their way northward, says they “are part of a humanitarian tragedy,” many crossing with only the clothes on their backs. “Hunger pushes them to migrate” but they are prey to rapists and human traffickers of all sorts, he says. “The situation is terrible. It’s hell. We don’t know what happens in the darkness on these roads.” Transnational corporations arrive and take Mexico’s natural wealth away, Figeroa says in the film, shown this week at a Jobs and Justice Forum at Birchmount Bluffs United Church. “The more Mexico is absorbed into free trade the more poverty we have.” John Cartwright, a former Scarborough resident who also

he said, he witnessed the Collins and Aikman plant occupation in 2007. where workers, mostly women, won a “bittersweet victory” by blockading their auto parts factory in Scarborough over severance pay. Later that same year, he said, he joined cleaners at a company headquarters building in Scarborough whose company’s contract was terminated because they formed a union. “That’s a terrible snapshot of Scarborough,” said Cartwright, arguing both incidents are linked to a corporate agenda that is behind NAFTA and seeks to give corporations the “raw, brutal exploitative power they had” in the 1600s and 1700s. 2 Revolucion - the name of a subway stop Bocking lived near in Mexico city, is also a title chosen in 2010, bicentennial of Mexico’s independence from Spain and centennial of the 1910 Mexican Revolution. Both were periods of crisis and, like today in Mexico, times of massive inequality and discontent, said Bocking, who believes NAFTA “has been a negative factor” for Canada as well as Mexico and has lost Canadians more jobs than we have gained. It’s unclear what could change the treaty even if the Opposition federal New Democrats (Bocking is a party member) were to take power. Thomas Mulcair was criticized during the party’s leadership contest for not opposing NAFTA, while Republican candidate Mitt Romney made a point of backing a Latin America Free-Trade Zone, an expansion of the treaty, during a U.S. presidential debate this month. Former Scarborough MP on NAFTA commission Pa u l i n e B r o w e s , a f o r m e r Scarborough MP and a junior environment minister during the 1990s, has been appointed to a body overseeing environmental issues under the North American Free Trade Agreement. The Commission for Environmental Cooperation (www. cec.org) was created through a side agreement to NAFTA because there were concerns about how environmental protection would be treated under the treaty, Browes said this week. Although the commission consists only of environment ministers of Canada, the U.S. and Mexico, it’s advised by a Joint Public

Advisory Committee (JPAC) with five members from the three NAFTA signatories. Browes, who is now one of those JPAC members, was asked if she thought NAFTA has helped environmental protection in North America. “I think it’s been very good for trade. Environmental issues are always a challenge,” she said, adding looks forward to “getting some action” on these issues over the next two years. At a JPEC meeting in New Orleans this summer Browes saw one such issue examined: car battery recycling. Regulations on lead in recycling plants are “pretty lax” and a U.S. company has been exporting

used batteries to Mexico for recycling, Browes said. “This becomes an issue we have to deal with.” The next quarterly JPEC meeting is in Toronto next week. Browes served on the National Roundtable on the Environment and Economy until Environment Minister Peter Kent dissolved the federal advisory council this year. She was “absolutely delighted,” she said, when Kent asked her to join the JPAC. Adam Sweet, a spokesperson for Kent, said Browes, a Conservative junior environment minister from 1991 to 1993, has a long history of experience in environmental issues.

Gta realtors release Oct. mid-month resale figures GTA realtors reported 2,961 sales through the TorontoMLS system during the first 14 days of October. The number of transactions was down by 10.5 per cent compared to the same period in 2011. New listings were up by 5.5 per cent yearover-year to 6,505. “Some households have put their home purchase plans on hold in response to the higher cost of home ownership

brought about by the recent changes to mortgage lending guidelines,” says TREB President Ann Hannah. “Both first-time buyers and existing home owners have been affected, given that sales were down across house types and geography.” The average selling price for sales reported from October 1 through October 14 was $501,146 – up by almost six per cent in comparison to last year.

“The average selling price grew well above the rate of inflation in the first half of October due to relatively tight market conditions from a historic perspective. However, the market continued to become better supplied, pointing toward a slower pace of price growth as we move into 2013,” says Jason Mercer, TREB’s Senior Manager of Market Analysis.

The increase — of about $680,000 — must still be approved by the city’s budget committee, Mayor Rob Ford’s executive committee and Toronto City

A working ‘vacation’ in Europe A trio of NHL players from Scarborough are using the current lockout to take a European vacation – but it’s definitely a working vacation. The trio are Philadelphia Flyer Wayne Simmonds and brothers Chris and Anthony Stewart (of the St. Louis Blues and Carolina Hurricanes, respectively). Simmonds and Chris Stewart (who attended Birchmount Park Collegiate and West Hill Collegiate, respectively) are backpacking together. They just completed a nine-game stint with Crimmistchau, a second division team in Germany, and are now getting ready to debut Friday, Oct. 26 in the Czech Republic’s top league.

They’re suiting up for the Liberac White Tigers who could use the help as they are currently 13th out of 14 teams. The pair certainly made their mark during their one-month contract with Crimmistchau with Simmonds recording a teamhigh 14 points and Chris Stewart not far behind with 11 points. A fight by Simmonds has garnered more than 70,000 hits on YouTube. But, as their new team’s website notes, “now they will have an opportunity to line up against much more challenging competition in the Czech Extraliga.” Anthony Stewart (who attended Birchmount Park Collegiate), meanwhile, has spent the young season in

England entirely with the Nottingham Panthers playing in the 10-team Elite Hockey League. Nottingham are 4-3-1 and Stewart has five points (two goals, three assists) in the seven games he’s played since he joined the team Sept. 29. He’s also generated considerable publicity for the team, particularly for its home opener on Oct. 2, according to this press release on the team’s website: “Stewie, who’s already been on BBC Radio 2, interviewed at length by local press reporters AND the New York Times was back in front of the television cameras today for BBC East Midlands Today and regional news bulletins.” - Norm Nelson

The East Scarborough Storefront and other groups have tried in recent years to erase the gap between these two pockets in their neighbourhood, which several agencies now call Kingston-Galloway-Orton Park, or KGO. Though Storefront is only a 10 or 15 minute walk west of the bridge, Wilson said local children and youth aren’t going there and are not involved in any programs.

TCM and St. Stephen’s are starting with after-school homework and music programs, 3:30 to 6 p.m. Tuesdays and Thursdays, respectively, but hope to expand to assisting single parents and families. The church will also offer camps during summer and March Break, Wilson said. Starting the KGO program has meant ending a partnership with Malvern Methodist Churchl, but Schell said the part of Malvern being served has changed i and is no longer severely affected by poverty.

“Afterwards, the car would be tested by placing a C02 canister on the back...and racing it across the track, which is 20 metres long,” team leader Ajanthan Hariharan said. “We are all interested in engineering, and we’re all learning a lot from this.” As of Wednesday afternoon, the team’s car travelled 20 metres in 1.081 seconds. The world record is 1.05 seconds. Team member Jay Shukla is optimistic about his team’s chances. “We

have a hope; it’s a vision for victory.” Yung said her students are gaining real life experience. “They can’t learn this in class,” she said. “This is a huge project.” The team has created more than 50 cars to find the one that works best. experiment “You want to experiment,” Hariharan said. “So to get the perfect ideal car, to get the best results, we would mass produce these cars and we would test them out.” The students also had to design a large display booth to promote their car and find sponsors for the trip.
