Ontario appears ready to side with conservation groups and deny Rouge River Valley lands to the federal government unless a future Rouge National Urban Park gets stronger ecological protection. The governments signed an agreement requiring the first-ofits-kind federal park to “meet or exceed” standards for ecological integrity set for the Rouge by the province, but Bill C-40, the legislation for establishing the park, “is silent” on this, Ontario Infrastructure Minister Brad Duguid wrote in a letter Tuesday, Sept. 2. A Scarborough MPP and minister overseeing the transfer of provincial land in the valley, Duguid told federal Environment Minister Leona Aglukkaq he cannot recommend that to Cabinet unless the bill is changed to explicitly state provincial policies and plans for the Rouge will be met or exceeded. For now, Duguid wrote, “I cannot support recommending steps to enable the contribution of 5,400 (provincial) acres for the simple reason that I feel this land will be better protected if it remains with the province of Ontario.” >>>ECOLOGICAL, page 13

Recycling plant plans concern residents ALI RAZA araza@insidetoronto.com L o c a l re s i d e n t s o f t h e Wexford-Maryvale area have raised concerns over a proposed construction materials recycling plant on land at 21 Principal Rd. Many of their concerns are based on health, pollution and decay of the community, they said. “The location of the site is less than ideal,” said Sandra Magar, a local resident organizing neighbourhood action against the proposal. “There’s a private school across the street, there’s a new school being built a couple of blocks down. There’s the Jain Society. There’s the Ellesmere Community Centre.” The area alongside Ellesmere Road between Birchmount Road and Warden Avenue has seen a lot of transition over the past few years. The neighbourhood features schools, community centres, a medical facility, Ellesmere Park and a Costco. And though prior zoning laws allow a plant to be constructed, the area has changed so much that residents believe

it’s not appropriate. “My wife and I went out to Shorncliffe (a heavy industrial area) in the west end,” said Paul Judson, a resident involved in the action. “Within two minutes I was sneezing. There’s dust and dirt on the road. There’s more appropriate places for this plant instead of bringing that industrial activity to this neighbourhood.” Judson, a resident in of the area since 1967, said the community is in “transition.” In response to the transition, the city decided to conduct a study – the Ellesmere Employment Study. “The Ellesmere study that’s being done is to look at the compatibility of use in the area,” said Wa r d 3 7 S c a r b o r o u g h Centre Councillor Michael Thompson. “We have a fish supplier, a food manufacturer, a very large skateboard park. We’re looking at how we can make the area much more user friendly for the community.” The city determined that an assessment was necessary to look at what type of uses should be permitted in the

area, given the varied activities already taking place. The study began in November of last year, with the city enacting Interim Control By-Law No. 1431-2013. The bylaw and the study delayed the start of construction of the plant. Last month, Scarborough Community Council recommended the bylaw be extended to May 2015. But because current zoning allows the construction of a plant, the owner, 21 Principal Rd., has filed an appeal with the Ontario Municipal

Board. “Our client is of the view that the [by-law] was inappropriate and that the city did not act in good faith in passing it,” the owner’s lawyer said in a letter to community council. In June, the city held a community consultation and a business consultation; lawyers of 21 Principal Rd. were present among local business owners and residents. The community learned that four employees would operate the plant and

25 to 50 trucks would come through Principal Road and Canadian Road. Residents worry the trucks, operating six days a week from 6 a.m. to 8:30 p.m., will bring a “tremendous amount of wear” to the roads, with the cost of repair fallen on the community. Thompson said the city offered the owner to help find another suitable location, but was refused. Representatives from 21 Principal Rd. could not be reached for comment.

Scarborough takes on High Park in comedy battle Mark A. CAdiz mcadiz@insidetoronto.com It will be a battle between neighbourhoods as some of the best comedians around Toronto stand off and defend their local hoods for bragging rights. Your Hood’s a Joke — the first event of its kind presented by the Toronto Comedy AllStars (TCAS) kicks off tonight at the Comedy Bar, 945 Bloor St. W., as the Scarborough Brap Braps take on the High Park Magic Shrooms. At the forefront of the

production, Danish Anwar, a Toronto-based comedian and producer of TCAS, immediately discovered an abundance of talent in Toronto. “There are hundreds of talented comics in the GTA. I have been producing shows for some time now and if you are a comedian trying to make it in Canada, then you come to Toronto, it’s the centre of entertainment,” he said. Anwar, noticing the quality of comedy in GTA, saw it as an opportunity to produce and create platforms for rising stars.

Characterized as having political edge, Anwar with Indian and Bengali roots grew up in Soviet Russia until he was 10, having lived in several other countries before landing on Canadian soil. Tonight’s show will see the east-side take on the west. On board with the Scarborough Brap Braps, Monty Scott has been performing for nine years. “Sometimes it’s these type of shows that capture the imagination helping display the quality of the comics that are living in Toronto.”

Coming from a Scottish and Guyanese background Scott says growing up in a diverse neighbourhood has rubbed off on him influencing his style of comedy. “There are a lot of comics coming from Scarborough and I think the multiculturalism here has something to do with that.” On the west-side, Allison Dore representing the High Park Magic Shrooms has been in the biz for 12 years and was inspired by her brother Jon Dore—a successful comic based in Los Angeles.

The event will have a threeact structure: an opening act, a middle act and a headliner for each neighbourhood. Judges will reward points to each act tallying up the totals to determine which neighbourhood comes up on top. Other comics performing tonight are Nicholas Reynoldson and Moe Ismail of Scarborough and All Valius and Wojtek Arciszewski of High Park.

Two drivers charged in crash that killed cyclist Two motorists have been charged in relation to a crash that took the life of a teen boy. Police said the 17-year-old was riding a bicycle westbound on Sheppard Avenue near Neilson Road when he was struck by a westbound 2011 BMW 323i at 5:22 p.m. Aug. 1. The cyclist was taken to hospital where he later died. He is the city’s 18th traffic fatality of the year. The 16-year-old driver of the BMW has been charged with dangerous driving causing death - street racing and criminal negligence causing death and is scheduled to appear in court Oct. 24. He can’t be identified under the Youth Criminal Justice Act. The driver of a Honda Civic, identified as Johan Vaz, 22, of Toronto, has been charged with dangerous driving causing death - street racing. He is scheduled to appear in court Oct. 22. in Agincourt fatal collision wCharges

A man faces charges in a fatal pedestrian-struck collision last month. Police allege an 86-year-old man was crossing Kennedy Road at Bonis Avenue when an eastbound vehicle turning left onto Kennedy hit him around 5:05 p.m. Aug. 16. The senior was crossing from on the north side of the intersection using the crosswalk. He was taken to hospital and succumbed to his injuries Aug. 25. Senathi Rasamanikkam, 47, of Toronto has been charged with criminal negligence causing death and failing to stop at the scene of an accident causing death.

Battles need to be driven by more than NIMBYism

ometimes, the NIMBY (not-in-my-backyard) argument just doesn’t work. While it’s our democratic right to speak up when we’ve got something to say and we’re proud that resident and business groups do so in Toronto, make sure your issue is bigger than just you. Do your homework. Ensure you’ve got strong arguments and consider the bigger picture – is this change needed for the greater good? A group of Scarborough residents lost their battle last week and were told to ‘suck it up’ after city council approved a controversial TTC bus garage in their neighbourhood. Despite arguing the location was inappropriate, the matter went through because the land was zoned heavy industrial (thus, buyer beware when you moved in, they were told), finding a new site would delay the project and drive up costs. Citing the ‘deafening’ and ‘frightening’ noise, she says it’s a major disturbance for many Toronto residents. It’s also a six-decade tradition that draws thousands of spectators and whose planes comply to noise regulations set out by Transport Canada. Plus, it’s over in three days. Chances the complaints will yield any change are slim. Take serious stock of your chances before pitching a NIMBY battle, because most are not worth the time. However, if you’ve got the numbers, the facts and the political will to take on the battle, kudos to you for trying.

A long list of funding promises for our city “Please tell me it’s not September already.” It’s comforting that the word “please” always introduces the phrase, but – ahem – please, enough already. OK? If I had a nickel for every time I heard that line on Monday alone, I’d have enough money to buy Burger King with its newly acquired prize, Tim Hortons, for heaven’s sake. In fact, with all the nickels I’d have accumulated I’d be able to throw McDonald’s into that shopping cart as well, even if it buys up the rest of the competition. Not that swallowing up the fast food giants would be on my financial wish list, mind you. As a lifelong Torontonian, I’m proud to say I have much bigger fish to fry. Or should I say bigger Mcfish to fry? Or is that bigger fish to mcfry? Or bigger Mcfish to mcfry? Whatever. The point is, I could single-handedly solve a lot of economic problems around here rather than purchasing

jamie wayne BUT SERIOUSLY iconic brands and I’d much prefer to give back to the citizenry in my beloved hometown, especially considering they’re the ones who would have provided me with the windfall to make things happen. I’d start with the funding for the Scarborough subway line to get things rolling. Then I’d pick up the tab for the cherished downtown relief line. You could throw in an uptown relief line and another midtown relief line, too, if need be. I’d be onside in a heartbeat. Pick a line, any line, and I’d step up to the plate, or the track, or wherever it is you step up on the transit scene to pay the bills. Next on my agenda would be the tab for the Union Pearson Express that is going to run from Union Station to Pearson International Airport. No

matter what the price tag, I’d have the coin to underwrite it all, no sweat. There’d be no passing on of costs to commuters to foot the bill. As soon as that was nailed down, I’d ante up to get our 204 new streetcars up and running immediately, if not sooner. With me footing the bill, no fare hikes would be in the cards here. Following that, I’d commit to sponsor the seemingly endless renovations and maintenance on our highways, byways and in-betweenways. My endowment motto in such matters: where there’s a way, there’s a will. With all the city’s infrastructure demands firmly in place, next up I’d take taxpayers off the hook by single-handedly subsidizing the Pan An Games. I’d also set aside a little nest egg to fund Toronto Olympic bids on top of that, winter and summer. I’d also provide a similar nest egg to take care of fall and spring Games bids, just in case they ever

get around to holding them. Then, with a move designed to put the city on the world real estate map, I’d provide a whopping 75,000 storeys of development dwarfing the recently approved 750 storey addition, instantly transforming the much trumpeted “Manhattanization” of downtown Toronto into a skyscraper frenzy that would be downright “Hong Kongesque” in scope. And the proverbial icing on the cake? I’d bankroll the remaining mayoralty race polls from now until the big day, Oct. 27. Just kidding. The fact is, I’d be lucky to handle a few thousand of those polls, tops. But that’s it. Not all of them. No way, Jose. I mean, come on now, nobody has that kind of cash to toss around. Chow lays it on the table with tax

to bus and streetcar routes wChanges With the start of the school year, the TTC has adjusted bus and streetcar service on several routes. Beginning this week, bus service for the 196 Rocket express to York University will increase Saturday evenings, all day Sunday and on holidays. As well, a new express bus, the 198, has launched, offering speedier weekday trips between Kennedy station and University of Toronto Scarborough Campus (UTSC). In the west end, the 45 Kipling bus will temporarily bypass Six Points Interchange reconstruction work taking place at Bloor Street West, Dundas Street West and Kipling Avenue. All of that combined seems to have mainly inspired the voters who supported her strongly in early 2014 to look elsewhere in the summer. Chow’s new fiscal policy might well drive off even more support. She is proposing a tax increase after all. The only candidate charting in polls at all who’s talking about the necessity for tax increases is David Soknacki, and he’s stuck in single digits. The only candidate proposing specific tax increases is criminal lawyer Ari Goldkind, and he’s not charting at all. This land transfer tax

Politics is a gamble. Voters place their bet on election day, when they put their tax dollars on one candidate or another who they think will best represent their interest over the next four years. Candidates and their campaign teams place multiple bets throughout the campaign. Some of those bets are small – and some of them are huge. Olivia Chow put all her money on the table Tuesday morning – with a financing plan that would raise a lot of money for transit and school breakfast programs, and for better or worse raise the profile of a campaign that over the summer seems to have stalled in the middle ground. Chow’s plan – to raise the land transfer tax on homes selling for over $2 million by one per cent, for an estimated $20 million a year – is a big step away from that middle ground. Until now, Chow’s campaign has been one of deathly moderation. She would keep taxes low but not freeze them; kill the costly Scarborough subway plan and return to

TTC staff can still ask students over 16 years for government or schoolissued ID to determine proof of age, and post-secondary students will have to purchase special photo ID for $7. To begin with, it deals with a hole in Chow’s transit platform – specifically, that for her to increase bus service by 10 per cent would require more buses than the TTC has on the road. As well, it is likely only a handful of Torontonians even remotely likely to vote Chow would be impacted by a land transfer tax increase on $2 million homes. With this policy the Chow campaign has painted a target on their candidate for Tory and Ford certainly and perhaps Soknacki. But the calculation has been made: better to be talked about as a tax-and-spend progressive, than not talked about at all.

Officers from Scarborough’s 42 Division took part in an ALS ice bucket challenge last week in honour of a fellow constable who died last year following a battle with the neurological disease. Const. Andy Moffatt passed away at age 43 on April 20, 2013, a year after being diagnosed with ALS. Insp. Dave Vickers described the constable as a well-liked member of the division. “He was always a big part of our family, somebody who we cared deeply about and somebody we think about all the time,” Vickers said.

Dave Rydzik said it was challenging for Moffatt to become a police officer because he was legally blind in one eye as a result of a freak accident with a lawn dart when he was younger. “He’s one of those guys that

always wanted to be a police officer,” Rydzik said. “This was a dream job of his. He loved it. He loved helping people, he loved being around people at work.” Moffatt continued working after his diagnosis, doing call backs in the fraud and domestic violence offices and working at the front desk. “It’s amazing how quickly it (ALS) takes hold of somebody because he was a guy that was into physical fitness, he was in great shape,” said Rydzik, noting Moffatt first lost his fine motor skills and then lost his mobility and speech. ALS, also known as Lou Gehrig’s disease, has no known cure or treatment.

Canada Post has honoured some of the great comedians Canada has produced, including Scarborough’s own Mike Myers. Myers, 51, was born and raised in Scarborough and started his career in front of the camera at a very early age performing in commercials from the age of two. He graduated high school from the Stephen Leacock Collegiate Institute then joined Second City, one of the world’s premier comedy theatres and schools of improvisation specializing in sketch comedy. His career took off after joining Saturday Night Live where some of his skits became major blockbuster movies including Wayne’s World. Canada Post has also honoured other Canadian comedians with stamps including Jim Carey, Olivier Guiond, Catherine O’Hara and Martin Short.

The city is easing up on restrictions on using High Occupancy Vehicle (HOV ) lanes along a stretch of Eglinton Avenue East. The HOV lanes, between Leslie Street and east of Markham Road havel reduced passenger requirements from three to two. The change comes in recognition by the city of greater traffic congestion along the Eglinton East corridor, which is also impacted by construction related to the Eglinton Crosstown LRT project. HOV lanes are generally restricted to transit vehicles, taxicabs, as well as bicycles and motorcycles, but their use is extended for carpooling only during peak-periods and holidays.

ith the new school year started comes a whole new set of safety concerns for parents – especially those with young children navigating their way to and from school for the first time. With that in mind, The Mirror turned to the Children’s Health and Safety Association (CHSA) – a Toronto-based organization whose mission is “to provide as much information to as many parents as possible for the safety and well-being of children everywhere” – for some back-to-school safety tips. As the school year begins, CHSA urges parents to map out the safest route to their child’s school or

bus stop, and make sure children are familiar with it. “Children can be impulsive and less cautious around traffic, so be realistic about your child’s pedestrian skills and carefully consider whether your child is ready to walk to school without adult supervision,” CHSA urges, suggesting that any child under the age of 10 will likely need supervision.

The CHSA recommends the “No, Go, and Tell” approach: “If anyone approaches your children, offers them a ride, asks for directions or makes them feel uncomfortable, instruct them to say ‘no’, then ‘go’ get away from the situation, and ‘tell’ a trusted adult (i.e. a teacher, neighbour, police officer, relative, firefighter, etc).” As an added safety measure, CHSA urges parents to create a family password that only the a person they give permission to pick up their child would readily know. As for all the drivers out there, CHSA cautions that everyone taking to the roads this week and beyond must be extra mindful of children walking and

cycling to school: “Children’s safety and well-being are dependent on your alertness and cautionary measures.” Police patrols Like every September, police patrols in school zones will be increased to ensure drivers are abiding by the rules of the road, driving in accordance to speed limits, and avoiding distracting behaviour, such as talking on cell phones, texting, etc. With that in mind, CHSA encourages all commuters to allow an extra 10 or 15 for the morning commute during the first few weeks of the school year. The extra time, they say, will not only reduce your stress in trying to get to work on time, “but more

importantly, keep our children safe.” Drivers are also reminded to always stop for school buses. “Whether on a city street, highway or country road, and regardless of the speed limit or number of lanes, motorists traveling in both directions must stop when approaching a stopped school bus with its upper lights flashing,” according to the CHSA, which noted the only exception to that rule is on highways separated by a median, where traffic coming from the opposite direction is not required to stop. Fines for illegally passing a stopped school bus range from $400 to $2,000.

Parks Canada and some other supporters of the park concept, which the draft management plan will further define, have consistently argued it will protect the Rouge River Valley’s ecology and that the federal agency – pledging to spend $143.7 million developing the park and to contribute $7.6 million a year in operating funds – has sufficient resources to fully protect the area for the first time.

Private land The Rouge, unlike other national parks, is not a pristine wilderness but a park cut by roads and occupied by tenant farmers or, in places, private landowners. Duguid, Liberal MPP for Scarborough Centre, said he came to his decision after looking carefully at the bill and draft plan with “stakeholders, local citizen groups and staff.” In particular, he cited arguments made by Ontario Nature, Environmental Defence, and Friends of the Rouge Watershed for alterations to the legislation, attaching them to his letter to Aglukkaq. Those groups’ insistence on adhering to standards in previous Rouge Park plans, as well as in legislation including the province’s 2005 Greenbelt Plan, isn’t just semantic. For example, a 600-metre-wide “ecological corridor” along the Little Rouge tributary, which could function as a sustainable Carolinian habitat when its forest cover has been replanted, was promised in earlier documents but is missing from the current federal plan. The three groups also want the study area for the federal park expanded to 100 square kilometres and want “ecologically sound farming practices” instituted to protect the Rouge’s water quality and biological diversity. Such goals, apparently supported by Duguid, would conflict with those

Carr at Women’s Baseball World Cup Scarborough player is youngest member of Canadian national team ALI RAZA araza@insidetoronto.com Scarborough baseball player Emma Carr, 15, is playing in the Women’s Baseball World Cup in Japan after being selected by Baseball Canada to be part of the national team. The tournament runs this week in Miyazaki, Japan with eight international teams participating. Earlier this month, Carr was in Surrey, B.C. playing the women’s nationals where she was chosen as the youngest member of Team Canada. Her talents have developed since she started playing at the age of 5. “She’s just loved baseball from the first day she started playing,” said Murray Carr, her father. “Her and I would play around on the sidelines and when she was old enough to play she picked it up and went from there. She loves the

game and is committed to bettering herself in any aspect of it.” After a successful last year with the sport competing for Team Alberta in the national bantam championships, she won the most defensive player MVP of the tournament. Carr’s performance then and earlier this month in British Columbia got her a spot on the national team. “They stayed in B.C. for a week for training camp,” Murray said. “Then they went to Tokyo for four days. They just arrived in Miyazaki on Aug. 27.” Upon her return, she will start Grade 11 at Wexford Collegiate School for the Arts. Meanwhile, she keeps her hopes alive to play in the Pan Am Games for Canada next year. “They’ll be another selection process next year in preparation for the

Earlier in August, the planning and growth management committee had decided to defer the plans to submit an Environmental Project Report on the project that will expand the TTC’s bus capacity city-wide. The $181 million bus garage is to be located at the corner of Kennedy Road and McNicoll Avenue, but the committee had voted to send it back to the Toronto Transit Commission for further consultation as to the location. surrounding Residents and propertyowners surrounding the garage had argued that the garage’s proximity to places of worship and seniors housing made for safety issues.
