The Toronto Pan Am Sports Centre was officially presented to the University of Toronto Scarborough and City of Toronto on Tuesday. Previously known as the CIBC Pan Am/Parapan Am Aquatics Centre and Field House, the centre was the largest sports facility built for the Games and the largest investment in Canadian amateur sport history. Comedian Gerry Dee dropped by a Scarborough school to help Best Buy surprise students with new computers recently. The actor, former teacher and Scarborough native spoke to students at Guildwood Junior Public School about the importance of learning and technology, before breaking the news that Best Buy donated 35 Acer Chromebook laptops and 35 Acer tablets to the school. “Technology, it’s come so far since I was a kid, and it’s so important for the kids to know how to use it, to have that advantage when they get older,” said Dee. “So I think it’s great what Best Buy has done to allow kids to get on a computer.” The donation came from Best Buy’s Tech Lab grant program, formerly the Future Shop Tech Lab grant program, which promotes 21st century learning by giving money and equipment to schools in need throughout Canada. “Best Buy’s all about giving back to the communities where we live and work,” said Elliott Chun, the company’s communications manager. “The digital age is moving so fast, that there’s sometimes a gap between where the digital age of technology is versus where (school) learning is, and

Seniors deserve a nation-wide care strategy T aking care of an aging senior can be a heavy burden, particularly when they’re suffering from a complex health issue. It’s a day-to-day struggle for families and individual caregivers, but it’s also about to become a massive problem for our province and country. According to the Canadian Medical Association, our senior population is about to double in the next 20 years and the 85 and older age group will quadruple. Health-care issues will similarly increase, including cases of dementia. The latest numbers from the Alzheimer Society of Canada show that 14.9 per cent of Canadians 65 and older are currently living with our view dementia. That’s projected to jump by 47 per cent in just 16 We are facing years. We’re putting a spotlight on the issue – the challenges that currently exist in addressing the coming wave, but also the efforts made so far, the innovations being developed and the positive stories that offer hope for our future. Canada needs a long-term strategy for senior health care and dementia, one that takes into account the perspectives of people currently affected by the disease and establishes sufficient funding to offer quality care. The good and the bad of term limits Seasoned councillors have value...

t should hardly come as a surprise that Beaches-East York Councillor Mary-Margaret McMahon wasn’t able to summon more than a smidgen of support for her motion to place term limits on municipal politicians. Being a city councillor in Toronto, after all, is a good gig. Governing the largest city in the country provides interesting and varied work for the diligent. For the vainglorious, there are plenty of opportunities to see oneself on television, hear oneself on the radio, read about oneself in the newspaper. For the opportunistic, there are other perquisites

And for everyone seeking to pay off a mortgage in Toronto’s overvalued real estate market, there’s a six-figure salary attached. For the cynical, that’s enough to explain the vote at executive committee on McMahon’s motion Monday to ask that term limits be included in revisions to the City of Toronto Act. But there are good arguments for keeping councillors long past their best-before date. Toronto is a complicated government, and it makes sense that at least a few of its overseers should be well-schooled in its operations. Given that there are no

formal requirements that a candidate for council go to councillor school before taking the job, it is essential that at least a few council members are able to contribute their experience and understanding of the place. Indeed, some of council’s most reliable members are its veterans: people like Shelly Carroll and Norm Kelly, Pam McConnell and Denzil Minnan-Wong. Before he stepped down, veteran councillor Howard Moscoe was able to play city hall like a well-tuned instrument that, if you agreed with his progressive politics, you’d count that a good thing. The trouble, of course, is that not all veterans are

Yet he has proven himself undefeatable in his ward, such being the power of incumbency. He is not the only one. It is useful to wonder, then, just how much value would we lose on city council if it were made up more completely of other bright lights – people like Kristyn Wong-Tam, Josh Matlow, Mike Layton, Josh Colle come to mind – who are working in their second term? And what would we gain in having a cadre of councillors who were treating the job as a short stretch of public service rather than a long-term career choice?

Uber users petition city to make rideshare company a legal service Thousands have signed an online petition in support of Uber. As of Monday, the petition had almost 25,000 names calling for Toronto council to vote for regulation of the private rideshare company’s operations so that it’s considered a legal service. The company’s rampant popularity – 20,000 users join per week according to recent figures provided by Uber – has come at the expense of cab companies who say they can’t fairly compete. Metrolinx says a new GO rail station for Downsview Park will open at the same time as the TTC’s planned subway station. The new service is part of an expansion which will see increased rail service on most GO lines within a decade. The new Downsview Park stop will run on the Barrie line and connect with the current underconstruction TTC station of the same name, which is part of a northern subway extension of the Spadina line. Fund established in honour of youth mentor Nahom Berhane AccessPoint health promoter died in stabbing People who remember Nahom Berhane as “a passionate community leader” are trying to encourage young people to follow his example. Berhane, who was 34 when he died in a Danforth Avenue stabbing a year ago, was “a well-respected and much loved young mentor to many youth,” working in Scarborough’s Oakridge neighbourhood and living not far to the west, in East York’s Crescent Town. Former co-workers joined members of Berhane’s family Tuesday morning at The 519 on Church Street to launch the Nahom Berhane Scholarship Fundraising Campaign.

The fund will contribute $4,000 to post-secondary studies or skills training, provided the candidate has a “proven track record of volunteerism, community service and leadership in the community,” according to a Friday press release. Berhane was health promoter at AccessPoint on Danforth, a community hub on Danforth east of Victoria Park Avenue whose lead agency is Access Alliance Multicultural Health and Community Services. Police said Berhane was walking with friends along the Danforth last September when he got into an argument and was stabbed. A 23-year-old man was later charged with seconddegree murder. Criteria, guidelines and application forms for the scholarship will be available in January, according to the Access Alliance website.

Man charged in gold artifact scam ANDREW PALAMARCHUK apalamarchuk@insidetoronto.com A 49-year-old man faces charges in what police are calling a Chinese gold artifact scam. One victim, though, was aware of the scam and helped police apprehend the culprit. Police from Scarborough’s 42 Division said members of the local Chinese community were contacted by a Mandarin-speaking man posing as a foreign Chinese construction worker. The man claimed to have discovered valuable Chinese artifacts, including gold statutes, which he offered to sell. The man attempted to deceive people into thinking the treasure is genuine and highly valuable when in reality it’s worthless, police alleged. “In this case, the victim was aware of the scam, so he actually played along,” Det. Sgt. Gerry Heaney said. “He just pretended he was a very

interested person.” The victim met with the accused and then helped police capture him. “We were able to arrest him, and he had a copy of a fake passport,” said Heaney, adding the accused used the passport to gain trust. The victim had heard about the scam from a friend in British Columbia who knew

someone who was targeted. There were a couple of similar cases last year in B.C. where victims were defrauded of tens of thousands of dollars. “We’re not sure if it’s the same guy,” Heaney said. “The information is this was sold as a scam kit in China, so we believe that there’s probably other people that have probably purchased the same thing to defraud people.” Heaney believes there are more victims who may have been too embarrassed to report the crime. “We’re trying to appeal to other potential victims or witnesses to come forward,” he said. The accused was in Canada from China on a temporary visa. He has been charged with attempted fraud and identity fraud. Anyone with information to call 42 Division at 416-8084200.

Police expect to lay charges after executing two search warrants at illegal gaming houses in north Scarborough. The search warrants were executed over the past several weeks on Montezuma Trail (near Brimley Road and Finch Avenue) and on Sheppard Avenue at Brimley. Police seized gaming machines and a large quantity of cash. “It’s a lot of effort and time to show who was keeping the common gaming house,” said Det. Sgt. Gerry Heaney of 42 Division. “The investigations are continuing with expectation of charges being laid.” Police also know of a large cluster of gaming houses in industrial units along the Kennedy Road corridor. “Over the past several months, we’ve noticed a large increase in the number of illegal gaming houses in 42

Division,” Heaney said. “We believe that this is connected to Asian organized crime and it is a definite public safety issue.” There have been armed robberies and shootings at several gaming houses, Heaney said. Police are investigating a rash of truck battery thefts. At 11:30 p.m. Sept. 13, a man wearing a reflective vest stole 34 batteries from trucks parked at a freight company near McNicoll Avenue and Dynamic Drive. “When you have 34 taken and you’re a freight company with deliveries to make and your whole fleet is out of commission, it can be devastating financially,” Det. Sgt. Gerry Heaney said. “And just the cost of replac-

ing 34 batteries at $300 a pop is pretty substantial.” A couple of weeks earlier, 17 batteries were stolen from buses and trucks parked at another compound in north Scarborough. “We believe that it’s being taken for the scrap metal value, which is minimal,” Heaney said. “Most likely it’s someone who has a drug addition, but for the amount of work and effort, it’s almost not worth it, but someone obviously sees it differently.” Heaney said the thefts are occurring on a weekly basis in industrial areas throughout the eastern GTA. There have been more than 12 incidents since June; between 10 and 34 batteries were stolen each time. In one occurrence, the suspect was driving a white cargo van. Daily Bread Food Bank’s 2015 hunger report, Who’s Hungry: A Tale of Two Cities, found food bank visits in those Toronto suburbs spiked 45 per cent since the 2008 recession. While food bank visits in the downtown core fell 16 per cent during the same period, the report indicates. Red-hot real estate prices are largely the cause of the geographic shift of poverty in Toronto, Daily Bread and North York Harvest food banks officials argued. “One of the most important findings of the report is the increasing demand on

our services as rates of poverty move from the city core to the inner suburbs, a development largely the result of skyrocketing real estate costs leaving people looking for a place to live,” Ryan Noble, executive director of North York Harvest Food Bank, told reporters gathered Monday morning at Daily Bread’s Etobicoke offices for the report’s release. Food bank officials issued the report to coincide with National Hunger Awareness Week Sept. 21 to 25. Nearly 900,000 people visited a Toronto food bank from April of last year through March. That is a 12 per cent increase since the 2008 recession. Last year, more than 1,000 food bank clients across Toronto answered a 31-question survey to provide a picture of who’s hungry in the city. “Today I almost didn’t

make it (because I couldn’t afford transportation)... I scrounged up the bus fare... how will I get home now... I don’t know,” one survey respondent said. Some 27 per cent of people using a food bank for less than six months reported it was due to job loss, while 20 per cent reported they were new to the area, and 19 per cent reported being disabled. That migration of the poor out of downtown Toronto required North York Harvest to expand its traditional mission of providing food to member agencies to now operating food banks of its own in three priority neighbourhoods, Noble said. Growing demand created a further challenge “endemic” in the food bank sector – finding “safe, accessible, dignified” spaces to locate food banks in the suburbs, he argued.

Metrolinx eyes new GO station sites RAHUL GUPTA rgupta@insidetoronto.com Metrolinx is studying more than 50 locations across the Greater Toronto and Hamilton Area for new GO Transit stations as part of its Regional Express Rail (RER) plan. Devising the list of sites is part of the provincial transit planning agency’s $13.5-billion expansion of the GO network. It will span seven rail corridors and is intended to transform the commuter service to one akin to the TTC subway system, with electric trains offering every day frequent service. It’s scheduled to be completed within a decade. A final list of preferred station locations will be presented to Metrolinx’s board of directors next spring for approval, but until then CEO Bruce McCuaig said it

is “premature” to estimate how many new GO stations will eventually be approved, and where, for RER expansion. Less than 50 There are currently 63 stations on the GO network with another seven approved locations, including Downsview Park, Caledonia and Mount Dennis in Toronto, undergoing designing and planning approvals. “It’s going to be less than 50, but I can’t really say what the (final) number will be,” McCuaig told reporters following Metrolinx’s quarterly board meeting Tuesday morning. “Over the course of the winter we’ll be doing outreach with municipalities and other communities with the expectation of returning in spring

with a shortlist.” Part of the challenge, said McCuaig, is dealing with a number of factors including securing government environmental approvals, accounting for population densities and minimizing congestion from existing stations. “None of the potential stations have approvals and some of the sites are in built-up areas, others in green fields, it will vary,” he said. “For something that’s already approved, typically the construction is a threeyear period, but there’s still planning, design and engineering before you get to that point.” Finishing RER will represent the single biggest growth opportunity for GO since its inception in 1967, said Metrolinx chair Rob Prichard. “It should be the best decade in our history,” he said.

The Toronto District School Board (TDSB) is reaching out to the public in a bid to support Syrian refugees; staff and students at Dewson Street Junior Public School are among those leading the charge. The west Toronto school has set a goal of raising $30,000 to sponsor a refugee family from the crisis-ravaged nation. In addition to helping others deal with a situation, the initiative serves to enrich the education of students at the school. The school is working to educate students on the background behind the Syrian crisis through special lessons that tie the situation to the school curriculum. Dewson is raising funds through a variety of initiatives, including sending letters home to families and setting up a lemonade stand at a recent

community fair. Thus far, it has raised roughly $5,000 toward its goal and has set up a Schools Welcome Refugees website (http://schoolswelcome.wix. com/1000schoolschallenge) to both garner support and encourage other school communities to get involved. The school is ensuring the students are on board by stressing some of the hardships faced by those in countries such as Syria. In one classroom, Dewson Grade 6 students Savanah Braithwaite, Chloe Baker and Maya Makhmara were engaged in an exercise designed to help them appreciate the rights and responsibilities that come with living in Canada. Dewson’s initiative was lauded by TDSB Chair Robin Pilkey, who dropped by the school and announced a school board-wide fundraising campaign to help Syrian refugees.

Pilkey said each school would be able to select its own fundraising methods, with funds going toward the Canadian Red Cross to provide on-the-ground support. “We do not have a (fundraising) goal at this point, but we have raised various amounts of money over time for various other appeals – the tsunami in Indonesia, for example, flooding in Pakistan, the earthquake in Haiti – and those projects have raised over $2.5 million,” she said. “We certainly would like to raise as much money as we can.” She said she hopes more schools take up the challenge set forth by the community at Dewson. “Anything that is a grassroots initiative that people feel passionate about should be strongly encouraged,” she said.

Toronto Beer Week helps showcase craft brewers

JUSTIN SKINNER jskinner@insidetoronto.com Toronto’s beer connoisseurs will be able to expand their brew palates throughout Toronto Beer Week, which is currently underway. The week-long event aims to boost the profile of the growing number of craft brewers around through what Toronto Beer Week cofounder Troy Burtch said is the beery equivalent of “a ticket blitz.” “Whenever the police have a ticket blitz, everyone knows about it, and we’re trying to get the word out that way and have a bunch of people come out to try new beer at new venues,” he said. “There are a lot of bars and breweries doing amazing things and this is a way to let people know.”

Craft brewers, many of whom are located in the GTA and others who hail from as far away as British Columbia and the United States, will use the week as an opportunity to draw more attention to their lagers, ales, stouts and other brews.

Bourbon Barrel-Aged Rye Porter. Aged in Four Roses bourbon barrels, the porter features notes of cocoa to offset the sweetness imparted by the bourbon barrels.

“This whole beer is about balance and smoothness,” McOustra said. With 36 breweries taking part in Beer Week and 76 bars and restaurants throughout the city hosting events, the festival promises to open a lot of eyes as to the wealth of craft beer available across Toronto. Toronto Beer Week runs through until Saturday.

The crash happened at Midland Avenue and Ellesmere Road at 8:18 p.m. Police said an eastbound 2005 Honda driven by a 65-year-old man was making a left turn when it was struck by two westbound vehicles: a Mercedes driven by a 19-year-old man and a Lincoln MKT driven by a 20-year-old man. Two vehicles waiting to turn behind the Honda were also struck by the colliding vehicles. An 81-year-old woman in the back seat of the Honda was pronounced dead at the scene. The Honda’s driver and frontseat passenger were taken

Maple Leaf Forever tree lives on musically DAVID NICKLE dnickle@insidetoronto.com When Blue Rodeo guitarist Colin Cripps heard about the 2013 wind storm that took down the Maple Leaf Forever silver maple tree in east Toronto, his first thought was unsurprising. The tree that may have inspired Alexander Muir to write The Maple Leaf Forever – Canada’s de facto national anthem before O Canada took its place – should do more than inspire music. It should make it. “Of course, being a guitar player, I thought we should build a guitar,” said Cripps. Last Friday, Cripps came to Toronto City Hall with one of two guitars he and two Ontario craftspeople were able to make from the wood of the 170-year-old tree that once stood on Laing Avenue in Leslieville: an acoustic guitar with a unique history and sound. Cripps also announced the creation of the Maple Leaf Forever Guitar Trust, which

University Women’s Club hosts meetings ALI RAZA scm@insidetoronto.com It’s a place where women can meet to work together and help their community. The University Women’s Club of North York, one of many groups across Canada under the umbrella of the Canadian Federation of University Women (CFUW), is one such place. Founded in 1951 and originally for degree-holding women, the club now boasts 220 members with the degree requirement dropped. Women gather to hear guest speakers, participate in social groups, advocate education and human rights, and provide scholarships to women and girls in the community. “We are committed to improving the status of women and girls,” said communications co-ordinator Barbara Betts, a Scarborough resident. “To promote quality public education and to advance the status of women, human rights, justice and peace.” UWCNY has a fall program

planned involving general meetings once a month with guest speakers over a variety of topics. On Sept. 28, Canadian AntiFraud Centre representatives Brock Godfrey and Carol Gilmore will speak about mass marketing fraud, identity theft, romance scams and how to avoid such frauds. Dr. Ritika Goel, part of an inner-city family health team, will speak about how social detriments can impact health Oct. 26. On Nov. 30, social justice lawyer Joanna Birenbau will speak about equality rights, violence against women and issues faced by indigenous women. These meetings will take place at the St. Bonaventure Parish Centre at 1300 Leslie St. During these months there are also several interest and study groups for members to participate in. “There’s arts appreciation, arts around Toronto, book clubs, bridge clubs, food groups, French groups, games, global concerns,

knitting, life skills, movies, reading and much more,” Betts said. The CFUW oversees 100 women’s clubs like the one in North York involving 8,500 women across Canada. The North York club has charitable trusts that provide bursaries and scholarships to women at York University, Seneca College, Claude Watson School of the Arts, Earl Haig Secondary School and the CFUW Charitable Trust. “The membership is $110 for the year,” Betts said. “And part of the membership goes toward the scholarship fund. Last year we gave out $13,500 presented to 15 women in North York.” UWCNY also supports the North York Women’s Shelters and other community organizations. The club allows a platform for women to participate in public affairs and network with CFUW members across the country.

DEMENTIA ADVISORY GROUP GIVES A VOICE TO THOSE AFFECTED

A fervent group of people living with dementia is out to prove life does not end with a diagnosis. The Ontario Dementia Advisory Group (ODAG) was formed in 2014 with the purpose of giving people living with Alzheimer’s disease and other dementias a voice in shaping Ontario’s healthcare policy. The five-member group is erasing the assumption that people living with dementia are unable to communicate their needs, wants and perspectives. They are working with the provincial government to develop an Ontario dementia strategy that will impact the province’s aging population. Mary Beth Wighton is a retired owner of a recruiting firm. She was diagnosed with probable frontotemporal dementia in 2012 at age 45. As a member of ODAG, she shares the triumphs and challenges she faces with her partner and daughter through writing and speaking engagements. Here’s what she has to say:

1.4 MILLION PEOPLE As the Canadian population ages, we are seeing a growth in the country’s dementia problem. In 2011, 747,000 Canadians were living with Alzheimer’s disease and other dementias - that’s 14.9 per cent of Canadians 65 and older. Here are some stats that show how the dementia burden on Canadian society will begin to accelerate:

By 2031: If nothing changes, 1.4 million people will have dementia in Canada - a 47 per cent increase from 2011 levels.

Today, the combined direct (medical) and indirect (lost earnings) costs of dementia total $33 billion per year. By 2040: That’s expected to climb to $293 billion a year, if Canada maintains its current path. In 2011, family caregivers spent in excess of 444 million unpaid hours looking after someone with cognitive impairment, including dementia.

This figure represents $11 billion in lost income and 227,760 full-time equivalent employees in the workforce.

Since 2006, the government has invested more than $860 million in support of neuroscience research, allotting $182 million for the prevention, diagnosis and care of dementia. However, Lowi-Young said more needs to be done. A national strategy would ensure someone living in Northern Ontario would receive the same kind of service as someone in Vancouver, B.C. She said objectives of the national strategy should include more investment and focus in research, better integration, co-ordination and accessibility of primary, community and home-care across the country, improved training of health-care workers and better supports for family caregivers. The ASC has requested a total of $150 million over five years to create and fund the Canadian Alzheimer’s Disease and Dementia Partnership, which would bring together researchers, Alzheimer societies and federal and provincial governments to develop and implement a Canadawide plan. “We need to take these objectives and make them real,” Lowi-Young said. “We need to prepare now. We can’t wait for the future.”

It’s going to involve research, supports for caregivers and care partners, but it’s also going to involve educating people,” Naidoo-Harris said in an interview. Her mandate includes championing more research and innovation to better understand the disease,

supporting the implementation of 25 new memory clinics across Ontario (designed for early dementia detection and prevention), and working across levels of government and agencies to identify ways to expand supports to family caregivers. The politician watched her fatherin-law battle Alzheimer’s and calls it an “extremely painful and emotionally draining” experience. “It was very hard for our family to sit by and watch one of the smartest men that we knew slowly lose the ability to speak and express himself,” she said. An advisory board of more than 30 experts has been formed to bring together key stakeholders from Alzheimer societies, the Ontario Long Term Care Association, the Centre for Addiction and Mental Health and community care access centres, among

David Harvey, chief of public policy and programs initiative for the Alzheimer Society of Ontario, is part of that board and said it is critical to have people at the table who are experiencing dementia first-hand. “Our focus has been developing a strategy that enables persons living with dementia to have a voice in articulating what their needs are and what the solutions might be moving forward,” he said. The Ontario Dementia Advisory Group (ODAG) consists of people living with dementia whose motto is “nothing about us without us.” They have been working with Naidoo-Harris on the Ontario strategy and will help government create policies and procedures through first-hand perspectives. ODAG member Bea Kraayenhof is a retired nurse who has been living with Alzheimer’s disease for 15 years. Families need more support to keep loved ones with dementia at home Beverly Verwey believes home is where the heart should stay. In 2007, she gave her mother, Betty, the option to move into a retirement home or to live with her in her Newmarket home. Betty chose the latter. Verwey watched her mother’s early signs of dementia progress to the point where Betty no longer recognized her daughter. Betty became blind and was later diagnosed with breast cancer. In 2012, Verwey retired early from her job with the Canadian Red Cross to stay home and take care of Betty. The local Community Care Access Centre (CCAC) provided 12 hours per week of personal support worker (PSW) help. She had a front row seat to gaps in the home care system, and noticed inconsistencies in PSWs’ implementation of her mother’s daily exercise routine, a critical component to her physical and mental health.

“The family caregivers need some sort of respite,” she said. “They have to trust that the support worker they’re leaving their loved one with is going to do the right thing.” She believes students in college PSW programs need more time in the classroom and doing clinical work. “The PSWs take a four-month course, then they have a short practical part where they work in a long-term care home,” she said. She said an occasional evaluation of PSWs’ skills, attitude and work ethic needs to be implemented. According to Verwey, an overhaul of the Ministry of Health and Long-Term Care is needed: “Funding, tools and resources from the government should be allocated to families who are keeping their family member at home.” Betty died in January 2014 at the age of 94. by LAURA DASILVA

Themselves. “This shelter gives us a chance to do something with our lives, to become something more,” Cassie, who has been at the shelter for nearly two months told a small crowd in front of the facility on Kennedy Road last Friday. “Second Base is literally where life can begin again.” The shelter’s volunteer board has decided to close it on Oct. 20 because of financial pressures. Only 18 of its 60 beds are still filled, as Second Base’s residents are being sent elsewhere, but Cassie said those who remain are fighting to save a place that is their home. The teenager said if Scarborough’s only emergency youth shelter didn’t exist, she’d probably be sleeping on the streets, begging people for money to get food and clothes – and who knows what else. “For once, this entire city needs
