Nocturnal art aficionados could be ambling eastward in 2017, if Toronto Council decides to use the parkland surrounding Scarborough’s historic Guild Inn for a part of the normally downtown-focussed Nuit Blanche festival. Play looks at relationship Scarborough is playing between two Scarboroughs catch-up on homelessness >>>from page 1 London, England, spent a lot of time in Scarborough, United Kingdom (U.K.), because that’s where his partner lives. “It’s in the north of England about four or five hours from London – so we go out there a lot. Scarborough here is very urban. It’s part of Toronto. Scarborough in the U.K. is a seaside town. It has an old arcade and the beach. But it’s very small and has a very rural feel. It’s nothing like here. It’s not as diverse. It’s quite white.” Placey, who grew up in neighbouring North York, attended Earl Haig School for the Performing Arts. “I always wanted to write something that somehow e x p l o re d t h e re l a t i o n ship between the two (Scarboroughs).” And that is what planted the seed that grew into a modern-day Romeo and Juliet with a missing Scarborough female who washes ashore in Scarborough, U.K.
Classic twist Ta k i n g a c l a s s i c Shakespearian tale and giving it a twist is one thing, but adding the element of alternate realities to the mix takes the audience on a deeper journey, one of self discovery, he said. “I had this idea around quantum physics and mechanics and the idea of leaping in multiple dimensions and parallel dimensions,” he said. “Could I play with the two different Scarboroughs being versions of each other in some way?” Scarberia follows the stories of four boys: one pair knows the drowned girl and

must manage the fallout of her disappearance; the other pair searches for the cause of death of a stranger. As each teen tries to navigate out of his increasingly troubled situation, he finds his city, and its poor reputation, refuses to release its grip on his future prospects. Each must make a decision to change his world or be imprisoned by it. Youth issues “I was interested in how people are determined by – or not – to the places where they grew up and what our relationship is to space and to a history of the place or stigma attached to a place or expectations attached to a place,” Placey said. “In both ways, I start to think of disenfranchised

young people.” Placey said he spent time working with youth from both Scarboroughs. He found that in North America, people from the U.K. are rich, like the characters from Downton Abbey. During one of the workshops he did in Toronto’s Scarborough, a student said: ‘Oh, I didn’t realize there were different kinds people in England.’ “You expect everyone to be like the Royal family and very well spoken, which isn’t reality,” Placey said. As part of creating this play, Placey created a penpal project between students from R.H. King in Scarborough, ON, and Scarborough, U.K., as well as a second workshop between Earl Haig students in North York as well as a school located within North York Moore National Park in the U.K. “I wanted to play with their perceptions of each other and their links to each other,” Placey said. “They (students) were excited about the project because everyone knew very little about the other country.” Scarberia is commissioned by Young People’s Theatre and workshopped at the Banff Centre Playwrights Colony. It is recommended for youth 14 years and up. Scarberia takes place In the Studio April 18 to May 1. Homelessness in Scarborough can be measured in service use patterns, referrals given, waiting lists and shelter beds available. For Wendy and Farah, both threatened with homelessness, it’s a personal struggle. “When you’re desperate, you take anything,” Wendy, who has tried unsuccessfully for years to get a job, told an audience of social agency and city employees at the Scarborough Civic Centre last week. She goes to church daily and volunteers for the East Scarborough Storefront while she waits for a break, she said. “I know I’m not the only soul going through these troubles. There are a lot of people going through worse than me.” Farah said she became homeless three years ago because of conflict with the law. Landlords from hell She survived some “landlords from hell,” but got hired as a peer counsellor by the Elizabeth Fry Society. “I may not be homeless right now, but at the time that I needed help, I didn’t get it,” she told the audience, explaining homelessness takes different forms. “If I’m not on the street, it doesn’t mean I’m not homeless.” The gathering last Friday was to launch Laying a Foundation, a report by a partnership of local agencies called the Scarborough Ho u s i n g St a b i l i z a t i o n Planning Network.
After talking to 200 people last year who had experienced homelessness or came close to it, the report said the issues involved are “vast and varied.” There’s “significant and widespread” prejudice in Scarborough against renting to tenants of certain ages, races, household sizes or other characteristics, said the report’s author, Cassandra Vink, adding landlords screen out tenants with practices such as asking for a letters of employment, credit history or references.

Scarborough’s rooming houses are effectively illegal, so they cannot be brought up to meet city standards, and many people, particularly recent immigrants, rent space in crowded apartments from other tenants, she said. Scarborough’s still “playing catch-up” on housing services, and its vast geography is a challenge; even service providers don’t know all the area services, and clients often aren’t referred to ones that exist, Vink said. What Farah and Wendy, who didn’t give their last names, added to the discussion was the importance of their positive personal contacts with what can be an impersonal and overburdened system. As they told their stories, they sometimes used the first names of workers rather than the names of agencies.
Farah spoke about swallowing her pride to apply for Ontario Works, and then leaving a government office because, “they wanted to know my whole life history (and) I got turned off.” As a peer counsellor, she said, “A lot of people say to me, ‘I go back to jail because that’s the only place I have a roof over my head and three square meals.’” The City of Toronto already recognizes many of the report’s conclusions, and says it is taking steps to help. One may be a proposal later this year to legalize and regulate rooming houses in Scarborough, a policy change several local councillors have strongly opposed for years. The city says it will open a new Scarborough youth shelter with 45 beds, replacing Second Base on Kennedy Road, which was shut down by its volunteer board in October. It also will open a new shelter for single women, possibly in the former Second Base building, and also with 44 beds. The Birchmount Residence, a transitional shelter for senior men in Birch Cliff, will move to the former Comfort Inn East on Kingston Road in Scarborough Village. In this larger location, containing 110 to 115 beds by early 2017, older women will be welcomed, too. The Homes First Society on Danforth Road is also looking to expand its co-ed shelter program at a new location in Scarborough. Jim Karygiannis, the only city councillor to witness the report launch, said its recommendations were solid ones. “Housing is a right. Everybody has a right to be in a home,” he said.

new pilot project that allows library patrons to borrow a musical instrument simply with their library card is a big step in the right direction. The Sun Life Financial Musical Instrument Lending Library officially launched this past week at the Parkdale library, now giving the opportunity for aspiring musicians to sign out instruments ranging from violins and guitars to a full-size keyboard and a banjo. It’s a step in the right direction in making music more accessible to the community especially for the youth as well as those who can’t afford to buy goodquality instruments. Just as several organizations have seen the value in youth playing sports by subsidizing expensive equipment, this program shines a light on the value of youth playour view ing music to enrich their lives. To ensure more kids have that opportunity to play music, Maida and Kreviazuk donated a guitar and keyboard of their own to add to the 100 instruments already in the collection. The community can support this initiative, too. Residents can donate their own gently used or new musical instruments to this pilot program, which runs until the end of 2017, and help it grow and expand to libraries across the city. Instrument donation drive
There’s a Musical Instrument Donation Drive, which continues until May 7, and things are off to a great start. Calls have already come in from people wanting to donate such instruments as bongo drums, French horns, flutes, erhu (Chinese fiddle) and midi controllers. NDP crisis has been a long time in the making Last weekend, the New Democratic Party membership did what is unthinkable among mainstream Canadian party politics and ousted their leader Tom Mulcair. The shockwaves carried across the land: the NDP, stalwart voice of Canadian progressive thinking, is in crisis! Of course, the NDP has been in crisis for years and particularly for those of us watching from Toronto. Although you certainly can’t blame the late Jack Layton, it’s easy to mark the beginning of that crisis with the former federal NDP leader’s electoral success and then his death, both in 2011. The NDP was briefly the Official Opposition in Ottawa. As Stephen Harper’s Conservatives used their majority government to alienate much of the country, the NDP became a de-facto government in waiting. But it wasn’t just that collection of newly elected MPs that walked away with expectations raised. Layton
david nickle the city himself offered inspiration from his death bed. Love, he told the country, is better than anger. Hope is better than fear and optimism, better than despair. New Democrats at least politically, cherry-picked: Optimism and hope, that the party that had traditionally been a third-party left-of-centre conscience, might persuade voters to allow them to lead; and also fear, that if they led too much with their leftof-centre conscience then they’d never win. It was a bad and selfdestructive lesson. The Ontario NDP forced a costly provincial election in 2014, rejecting in conscience the most left-of-centre provincial budget that a Liberal government had ever put forward. Leader Andrea Horwath made some gains for the party,
but in Toronto lost some of the party’s most historically secure seats. The same year, Olivia Chow turned a commanding lead in the polls to a third-place finish in the Toronto mayoralty race, with a campaign that did tack more to the left, but was timid and unambitious. And last year, Mulcair did much the same thing federally, when he led the party to a place somewhat to the right of the Liberals, and predictably, collapsed. It was enough to wipe the slate clean for New Democrats in Toronto. Now there seems to be strong interest in the grassroots of the party in turning back to its progressive roots, embracing as many members have, the so-called Leap Manifesto, which urges the party to return to its environmentalist, socially- and economicallyinclusive roots. But don’t count out the lure of power to eclipse conscience. Alberta New Democrat Premier Rachel
Notley is still providing a lone successful example of the pragmatism that has proved so toxic to the party. At the convention, she provided a reminder the only way to make that stick for more than one term is to lighten up on the pipeline opposition. You’d like to think that in this age of surging U.S. presidential hopeful Bernie Sanders and “Sunny Ways” Justin Trudeau, the original Canadian party of hope and social justice and change would be in an unambiguous position to capitalize on the mood, and maybe use that to take their shot at forming a serious progressive government one day. Instead, the NDP is tangled in its own ambitions. Disentanglement will take time, and when it’s over, who’s to say what will be standing in its place?

ach year the City of Toronto releases a list of the largest amounts of property tax owed to it. Corporations responsible for the seven Scarborough properties featured here each owed the city more than $500,000 in taxes, as of Dec. 31. Others property owners owed the city more – the first two mentioned here are the only ones in the city’s Top 10 – but all may lose their properties if they don’t pay up. In most cases, city officials sent a bailiff to try to collect, without success.
97 MANVILLE ROAD The owner of this industrial property owed $951,333 in unpaid taxes from 2012 to 2015, plus utility charges and penalties. The city planned to register a tax arrears certificate against the property early in 2016 to start tax sale proceedings.
1500 BIRCHMOUNT ROAD The owner of this industrial property, which houses a private school and a store, owed $829,804 in unpaid 2014 and 2015 taxes, fire charges, building charges and penalties. The city was told the property was being re-financed, and the account would be paid in full by March 31.
3 8 M E T R O P O L I TA N ROAD This industrial property owner owed $726,893 in unpaid 2013 and 2015 taxes, water charges, building charges and penalties. 30 BERTRAND AVENUE The owner of this commercial property owed $724,858, including 2014 and 2015 taxes and penalties. An assessment appeal for the 2014 tax year is pending.
189-195 MILNER AVENUE The owner of this commercial property owed $637,934 in unpaid 2013 and 2015 taxes, water charges and penalties. The city said it had secured a payment arrangement, but the arrangement was found to be “in default.” A tax arrears certificate was registered against the title Nov. 17.
440 BIRCHMOUNT ROAD The owner of this commercial property owes $551,149, covering taxes from 1991 to 2015, building charges and penalties. The city considers the building abandoned, and the property contaminated. The property was included in two previous tax sales, which failed to sell it and, the city conceded, “it is not likely that this property would be successful in another.” The city said it might turn to “alternate solutions” to recover the arrears.
2627 EGLINTON AVENUE EAST The owner of this commercial residential plaza property owes $534,232, covering unpaid 2001 and 2015 taxes, water and building charges, and charges from the city’s Municipal Licensing and Standards Division. Back in 2006, the city registered a tax arrears certificate against the title, and on June 20, 2013, it held a public tender opening for the sale. There were no qualified tenders, and the city had two years to determine whether it should take over ownership itself. It was preparing to register a new tax arrears certificate against the title.

Earlier this year when Premier Kathleen Wynne and the provincial government announced free tuition for eligible students in Ontario, my social media timelines flooded with excitement. Understandably so. The cost of post-secondary education is no joke, especially for lower-income households, and the barriers to not having that highly sought-after diploma or degree are significant. Between 2008 and 2014 I coordinated a youth-led journalism program, Say Word, for 16 to 24 year olds in Scarborough. The intensive nine-month program, led by past and current participants, worked with post-secondary institutions like Centennial College and Ryerson University, to ensure that if Say Worders wanted to return to school one day, they’d know what to expect. The excitement around school was always there. Our workshops at Centennial and Ryerson were well attended; the participants were eager to hear from the professors and student mentors who

MILLENNIAL MIND facilitated them. For some, that excitement faded when discussing application fees, tuition costs, a large debt, or living expenses like transportation, food, rent, and childcare. Not to mention some of the older participants had already started post-secondary, but for a variety of reasons were unable to complete, and were now saddled with the daunting reality of an OSAP (Ontario Student Assistance Program) debt they were unable to pay. This, of course, made them ineligible for more OSAP to complete their studies. So when Wynne made her announcement I wanted to be excited, but I had this nagging feeling the solution couldn’t come that easy. Would there be absolutely no cost to a person pursuing post-secondary education if they were eligible for the new Ontario Student Grant? What

would happen to all of the debt that previous OSAP recipients carry? Would people who had been unable to finish school and had OSAP debt, be eligible for the new program? Though I have yet to learn all the answers, Wynne, who later admitted “free tuition” may not be the most accurate portrayal of the grant, has said eligible students will still need to pay $3,000 toward living expenses under the new program. The rationale behind this: it was a “reasonable amount” a student could make at a summer job, she said. I applaud the province for taking a step to eliminate barriers and level the playing field of who sits in the seats of Canada’s academic institutions, however, it needs to be able to speak to all of the issues at hand before prematurely getting our hopes up.

The Caregiver Show provides support for family caregivers Looking after a loved one who is suffering from dementia or other conditions can be extremely stressful for family members involved, and an upcoming show in North York aims to offer them some help and relief. Statistics from the Alzheimer Society of Canada show that in 2011, 747,000 Canadians were living with Alzheimer’s and other dementias – that’s 14.9 per cent of Canadians 65 and older. Between two per cent and 10 per cent of all cases of dementia start before the age of 65. The risk for dementia doubles every five years after age 65. The Caregiver Show is slated for Friday, May 6, at the Ontario Science Centre from 10 a.m. to 5 p.m. The show helps raise awareness of how many family members are involved in caring for loved ones in need.

Still waiting for better hospitals

It’s been an entire year now since Ontario Health Minister Eric Hoskins chose experts to tell him what to do with Scarborough’s hospitals. One more year of having to use operating rooms built in 1956. Yes, you read that right – 1956. They’re the oldest in Ontario, half the size they should be, very busy, and embarrassing. At The Scarborough Hospital’s General campus, six-decadeold ORs are all they have. It’s also been a year the TSH Birchmount and the Rouge Valley Health System’s Centenary did not get muchneeded expansions and renovations they asked the province to fund. Sorry, moms of feverish babies. Too bad, elders left on hallway stretchers. And it’s been another year the Bridlewood community hub – which would house a YMCA, dialysis patients and community agenices – didn’t break ground, because the province didn’t show up. The province has no capital project money for

Still, the experts, led by heavyweights like Sunnybrook CEO Barry McLellan, handed Hoskins a report five months ago urging him to approve and build all the above, and then build new hospital campuses in Scarborough and west Durham. Hoskins, silent on this up until now, stalled on when he’d respond to the expert report, but then Rouge Valley came along, seeking to drive the report’s directions into the nearest ditch. Scarborough people told the experts Scarborough and Durham are different, and should have separate hospital systems. The experts agree. But RVHS, with a campus in each region, hates this idea, arguing the heavyweights got it wrong; its border-spanning health system “community” and what CEO Andree Robichaud calls its “market share” must be preserved,
it says. RVHS fights for its corporate life, but it’s risking one capital project, compared to three for TSH. RVHS asks for a “pause” or, vaguely, mergers with TSH and Oshawa’s Lakeridge Health down the road. Its administrators say the province should make investments without mergers, and without hospital planning done by region – a very unlikely outcome. When Craig Lindsay of Scarborough heard their pitch last week, he said the hospitals can’t meet demand now, and people here don’t want more studies and delays. “You can’t say you want consultation, and dispute the findings because you didn’t get the answers you wanted,” the retired paramedic told RVHS executives. “We have the expert advice to move forward. Please, let’s.”

Find out rent costs near TTC stations How much does it cost to live near every TTC subway station? A new rental map attempts to answer that question. The map posted by Sky View Suites finds, not surprisingly, units near downtown subway stations have the most expensive rents on average. For example, you could pay $1,800 for a one-bedroom condo near King station, but under $1,000 for the same kind of unit by Main Street station. One surprise is the relative affordability near Union Station where apparently a two-bedroom unit condo can be rented for no more than $2,500. Sky View says it calculated the average asking price based on a year’s worth of condo rental data, assuming rents and property values will continue to rise per year. That’s more than double the amount of bikes available for rental currently. Currently you can find bike share docks only in the downtown, but with the planned expansion there’s now a good opportunity to install the first stations north of Bloor Street. Got something to say about parking or the availability of car share spots? The city wants to hear from you. From now until the end of April, you can fill out a short online survey indicating your preference, or antipathy, for how streets make use of street curbs,

Legion honours Remembrance Day contest award winners Young Toronto residents were honoured by the Royal Canadian Legion last Saturday as the Remembrance Day poster, literary and public speaking contest awards were presented at Branch 11 on Dawes Road. Each year, students from across Canada enter black and white and colour posters, essays and poems, along with presenting their speeches in public speaking events as part of the Legion’s Remembrance Day contests. Participants enter through their local schools which then forward the students’ works to their neighbourhood Legion branches. This year, Toronto Legions saw three of the entries from their local youngsters named among the best in Canada. And all three of those entries
came from Scarborough students. Scarborough’s Ivy Leung Arts Studio student Juliana Jiang’s colour poster won first place in Dominion (best in Canada) in the intermediate division. Francis Libermann Catholic High School student Maria Singson was second in Dominion for her black and white poster in the senior division. Sir Oliver Mowat Collegiate’s Kate Shackleton’s essay was first in Dominion in the intermediate category. Singson’s poster was made in honour of her grandfather the late Arthur Blomfield, who had served in the Royal Air Force in the Second World War and had been a longtime Legion member.
Provincial winners Along with the Dominion awards, Legion members from District D, which basically covers Toronto, honoured winners at the city and provincial level. Special guests at the presentation ceremony included a number of veterans, Beaches-East York MPP Arthur Potts and BeachesEast York Councillor Janet Davis. Canadian soccer superstar Dwayne De Rosario is the honourary chair of the 50th annual Robbie International Soccer Tournament set for this summer in Toronto. At a gala reception celebrating the tournament’s 50th year on Saturday, April 9, at the Qssis Banquet Hall in Scarborough, De Rosario also learned that the boys’ under-16 division at this year’s tournament will be named the Dwayne De Rosario Division. A proud Scarborough resident, who is still the leading scorer for the Canadian men’s national team with 22 goals in 81 international games and Toronto FC’s leading scorer and sixth all-time leading scorer in Major League Soccer with 104 goals, De Rosario remembers his years as a youngster playing in The Robbie fondly. “I’m very proud to say I’m from Scarborough and that I played in The Robbie,” he told

The tournament, which started under fairly humble circumstances in Scarborough back in 1967, has grown to be the world’s largest not-forprofit soccer tournament for charity. It has raised more than $1.64 million in support of Cystic Fibrosis Canada over the past 49 years, and that amount will continue to grow as the tourney has a huge number of teams already registered for both it’s festival and it’s international tournament set for the last weekend of June and the first weekend of July this year. The tournament began with the life of Robbie Wimbs who had cystic fibrosis. Robbie’s father, John Wimbs founded tournament to raise money to fund research and spread awareness of the disease. Robbie Wimbs died in 1996 at the age of 33, which greatly exceeded his initial life expectancy of six or seven
years. Last year’s international tournament had 160 teams registered to play from Canada, the United States and around the world. The festival, for boys and girls teams 12 and under, had more than 210 teams registered for last year. C h a i r o f t h e Ro b b i e Committee Mike Ellis said on Saturday that the tournament and festival are on pace to break last year’s numbers as many teams are looking forward to taking part in the 50th anniversary tourney. De Rosario remembered that when he was a youth player his Malvern Magic team won a Robbie championship.
