The Scarborough Hospital, the Rouge Valley Health System and the region’s health authority will try to pick up the pieces next week from a hospital merger that failed, according to one of the prospective partners, because of insufficient provincial support. In a meeting on Wednesday, April 23, the Central East Local Health Integration Network is expected to approve the study of new “integration” measures between the hospitals

Meeting to hear of plans for Dragon Centre
Golden Day for Natalie Spooner
Residents will be asked for their opinions Tuesday, April 22, about a condominium tower development proposed for Glen Watford Drive at Sheppard Avenue East. A developer has applied to build two towers, of 31 and 34 storeys in height, containing 640 apartments and 733 parking spaces on land just south of Agincourt Community Centre and Agincourt Park. The development, which would replace a one-storey commercial mall known as the Dragon Centre, would require a zoning amendment. A public meeting in the community centre’s main hall
is arranged for 7 to 9 p.m., as a step towards a decision on approving this amendment at Scarborough Community Council. A petition circulating in the neighbourhood argues the proposal “will cause unacceptable negative impacts,” including increased traffic congestion and a loss of privacy. An earlier version of the proposal called for towers of 32 and 35 storeys in height, with a total of 650 units. No commercial or retail space is part of the current plan.

What transit vision will resonate with provincial voters?

ow to pay for transit expansion – it’s the multibillion-dollar question. Speaking at the Toronto Region Board of Trade Monday, Ontario Premier Kathleen Wynne pledged that a greater portion of the gas tax (one that’s already collected by the province) would go toward specific transit projects. Combined with other funds, that reallocation commitment amounts to $29 billion over 10 years. There aren’t many further details, beyond that a little more than half that money would go to projects in the Greater Toronto Area. Response to Wynne’s pledge from the likes of Metrolinx chair Robert Prichard and representatives from CivicAction Alliance was optimistic but cautious – and for good reason. Specific details haven’t been announced, for one. We also know that all the Big Move projects in the Greater Toronto and Hamilton Area need $2 billion annually over 25 years. our view Monday’s funding commitment amounts to less than a Pledge greeted third of that target. Finally, Wynne’s minority government is on shaky ground and is hardly in prime position to act on this pledge. Her governing Liberals will need support from either the Progressive Conservatives or the NDP to survive an upcoming budget vote at Queen’s Park and avoid being plunged into a June election. Simply put, she has the best platform right now to make those kind of big pledges. Somewhere along the line – maybe soon, maybe later – the voter will decide. So the premier has sent a message clear in financial support if nothing else. The big number will resonate. The Tories’ focus on building subways may resonate with voters. The NDP hasn’t set out exactly what they’d do for transit and how they’d pay for it. And it’s the NDP that matters most here. Presuming there’s a provincial budget soon, it’ll come down to whether the NDP supports that budget that determines how much cautiously optimistic transit planners can count on the Liberal-promised provincial funds. Turning down the budget sends us to an election and all bets are off.

A solution for long lineups at the tax office So I dropped into one of the locations of well-known preparer Read My Lips, Yes Taxes on Sunday afternoon and grabbed my spot at the back of the usual endless mid-April line. I was resigned for a long wait when I noticed the gentleman standing in front of me was David Copperfield, maybe the world’s best illusionist. I couldn’t believe my good fortune. I love that guy. “Oh man, David Copperfield,” I bubbled like a star-struck teenager, “I’m a huge fan of yours.” “I’m not David Copperfield,” he growled. “Actually, I’m a little fan,” I giggled, not listening. “As you can see, you’re a good foot taller than me.” “Mack, take the wax out of your ears, I told you I’m not David Copperfield,” he said, telling me again he was not David Copperfield. I didn’t hear it that time, either. I was way too excited. “Just out of curiosity, Dave, why are you wast-

Now if you don’t leave me alone I’m gonna have to call a security guard.” “Call a security guard? What for, when you can just take out your magic wand, say ‘Abracadabra’ or whatever it is you say to make a guard materialize right here on the spot?” “That’s it. You’re a nut job. I’m outta here,” he barked as he stormed out. “I’ll look for your next special,” I shouted as he exited the door. “Unless it’s on Showtime. I don’t have the super duper ultra deluxe optimum cable package.” “Sheesh, show biz people,” I mumbled under my breath after he left. They claw and scrape to get fame and fortune and then once they make it to the top, they have no time
for the little people who helped make them what they are. I don’t even know why I bother saying Hi to any of them, anymore. Well, with the excitement over I resumed my depressed state stuck at the back of the pack when I had to do a double take. Standing just in front of me now was one of my favorite actors. Two celebs in a row? Wow. What are the odds? “Excuse me,” I gushed leaning over to him, “Aren’t you Russell Crowe? I absolutely loved you in Noah, man. You were awesome. I smell another Oscar. Allow me to introduce myself. I’m a big fan of yours. Actually, I’m a little fan...” OK, OK. I know it ain’t pretty. Resident says thanks to person who found and returned purse To the editor: My name is Mary Hammond I am formerly from Bell Island, Newfoundland, but now I reside in Scarborough and have lived here for some time. After this cold hard winter that we all have experienced, my boyfriend and I decided to go to the Bluffs to enjoy the water, the swans, ducks, and to soak up the warm sun. Being near the water at the bluffs brings me closer to home in Newfoundland. We were caught up in the moment of taking pictures and enjoying seeing everyone smiling and happy and feeling great we wandered away
forgetting my purse that I had laid down. It was a few hours later when I was home and realized I had left my purse. We hurried back to talk to individuals, work personnel, restaurant owners, looking in garbage cans, spoke to police but no one saw or knew anything about my purse. It was not until later in the evening when a man drove up to our driveway with my purse. I guess by my driver’s license photo he knew it was me he was looking for. I was so overjoyed and speechless all I could do was cry and ask can I hug him. I thanked him with uncon-
trollable tears flowing down, and he said it was his 93 year old mom who found it. In all my confusion, and being overwhelmed to know there are still good people around, and I would like to take the opportunity now to know the name of this wonderful Angel and the name of his beautiful mom who made this Newfie Family know that it is wonderful to have those angels in our society and it gives us hope that not all is bad with our world. I would like to thank them both for taking their time to seek me out and give back my world that was in my purse. Mary Hammond

Transit promises sweet, but prospects bleak In the politics of commuting in Toronto, there is nothing as heartbreaking as a transit plan near the eve of an election. The promise is as sweet as the prospects are bleak. But the stakes are high enough that you cannot look away. Rob Ford played with the hearts of Scarborough residents when he promised to stop the Sheppard LRT and turn it into a subway just a few years ago. And a few years prior to that, Ontario premier Bob Rae and his successor Mike Harris broke the hearts of city of York residents, when Rae funded and then Harris cancelled a subway along Eglinton Avenue. Construction was already underway by the time that happened, proving that even a sure thing can become dubious in the hands of shifting governments. Now Ontario’s Premier Kathleen Wynne has stepped up, making what sounds like a dubious promise from the get-go: $15 billion flowing to transit and transportation improvements in the Greater
david nickle the city Toronto Area (from $29 billion, province-wide), from... somewhere. Gas tax revenue will have something to do with it, as will a portion of the HST derived from fuel tax. And there will be added debt. Further details of how this money is to be raised will be revealed in the sure-to-bedefeated 2014 provincial budget in a few weeks. The money, if it ever comes, would sure be nice. More than nice, in fact: funding on that scale is essential, if Toronto and the region is to remain livable and economically viable. It might even be worth a bigger deficit to see it go ahead. There is a more immediate and less costly plan at work with the April 14 announcement: embarrassing the provincial Progressive Conservatives and New Democrats, as they get set

to presumably defeat the government and force a spring election. Wynne made that clear at the announcement, when she pointed out the plan will require allies – and if those allies aren’t in the Legislature, they could well be voters. If Wynne can successfully portray a vote against the government as a vote against transit funding, she’ll have a shot at the ear of every commuter struggling for breath and dignity on the YongeUniversity subway line. It won’t hurt her that the mayor’s race in Toronto is also shaping itself into a marathon meditation on public transit. Unfortunately for Wynne and for Toronto, the Ontario Liberals are entering this race with many other welldocumented disadvantages. If transit expansion is truly to be tied to a Liberal victory in 2014... well, that would be yet another heartbreak.

Cycling improvement projects get boost Cycling improvement projects in Toronto and across the province will receive a boost of $25 million over three years, it was announced this week. The announcement, made by provincial Transportation Minister Glen Murray to kick off the 2014 Ontario Bike Summit, will see $10 million invested in municipal bike infrastructure projects like separated lanes. A further $15 million will go towards constructing paved shoulders for cycling on provincial highways and bridges. Congested? open houses planned wFeeling

Just For Kicks: The only soccer club keeping score The much talked about and much debated LongTerm Player Development (LTPD) mandate by the Ontario Soccer Association (OSA) has made this the first year OSA clubs are not allowed to track score, keep standings, or hold play-offs or tournaments. This applies to all youth ages up to and including 12 year olds, at any level of play, whether recreational, allstar or rep. This makes JFK Soccer the only club of its kind in Toronto that does not have to follow this new rule, as JFK Soccer is an independent volunteerbased non-profit organization not under the OSA umbrella. JFK has programs for ages 2 to 18 years old with standings starting at U8. Recreational divisions, however, do not have league championships as the standings are for entertainment purposes for those wanting it. The XP divisions
(a league for experienced players) does have full standings with league champions as well as play-offs. JFK has implemented many rules to assist in LTPD, concentrating on fair-play and educating LTPD philosophy to players, coaches, referees and parents. At JFK, LTPD stands for Long-Term PEOPLE Development! After all, it takes a village to raise a child. JFK had polled its members over the past 2 years to see how they wanted to handle LTPD policies and this is what the majority recommended. JFK decided to implement LTPD a little differently than the norm, giving its members what they wanted and increasing the philosophy of good behavior and increased development of players, coaches and everyone involved. What’s in a name?
A lot if you live in one of Scarborough’s Neighbourhood Improvement Areas, councillors say MIKE ADLER madler@insidetoronto.com
T
oronto council is sending extra help to the city’s neediest places, but in east Toronto some of those “neighbourhood improvement areas” will have a different name than the neighbourhoods they represent. Name changes quietly approved by council this month illustrate the complicated relationship some residents and city councillors have with a city strategy that singles out “priority neighbourhoods” for social investment. Councillors appreciate the resources flowing into these areas, including cash for youth lounges and community hubs built since 2005, when the city and the United Way chose their original “priority neighbourhoods.” Stigma Some, however, felt the “priority” label came with a stigma, and so did many residents. Before choosing a new set of neighbourhoods, council responded by renaming them NIAs, but this too may not have satisfied everyone. As council prepared to recognize the new set of neighbourhoods, Ionview, a section of mid-Scarborough containing Eglinton Avenue east of Birchmount Road, was on the list. Scarborough Centre Councillor Michael Thompson last month said the NIA designation would not “degrade” Ionview, but also insisted the bulk of the neighbourhood was healthy and stable. It was just a few “pockets” of highrises, mainly on Eglinton that needed the help, he said. At council, Thompson managed to rename Ionview – not the neighbourhood called

Ionview, but the NIA - as Birchmount-Eglinton East or BEE. Another NIA called Eglinton East was also approved but, reached last week, Thompson said that wasn’t confusing. Track progress Though Ionview now has a different identity than Birchmount-Eglinton East, a label Thompson suggested should apply only to certain edges of the neighbourhood, it is in all of Ionview where social
progress will be tracked in the coming years. UrbanHeart, the system that chose Ionview, measures not just poverty but municipal voter turnout, rates of volunteerism and diabetes, walkability and other criteria not just in Ionview’s highrises but in its single-family homes. Ionview’s wasn’t the only last-minute change: the NIA for a neighbourhood called Morningside was renamed Mornelle Court because that small part of Morningside around Ellesmere Road and
Morningside Avenue was where Scarborough East Councillor Paul Ainslie had seen the greatest need. New identity Council also agreed to change the name of its NIA in Crescent Town, a former “priority” area in East York northwest of Victoria Park and Danforth avenues, to Taylor-Massey. Taylor-Massey was a name a United Way agency, Action for Neighbourhood Change, with support from residents, had used for the
neighborhood already. In replacing the name of the NIA with that of the area’s Don River tributary, residents again chose a different identity. KGO For similar reasons, council agreed to change the NIA for West Hill – as the neighbourhood is named – to Kingston RoadGalloway Road-Orton Park Road. Residents had expanded the former “priority” neighbourhood of KingstonGalloway to include the Orton Park area, and for years made “reunification” of the two areas across a Lawrence Avenue bridge a
focus of festivals and other local activities. Now that more territory in West Hill was being added as a designated improvement area, people wanted the “KGO” identity to remain. The names of 27 other NIAs across Toronto – including Thorncliffe Park in East York as well as Oakridge, Scarborough Village, Eglinton East, Woburn and Kennedy Park in Scarborough – were approved without changes to make them different from their neighbourhood names.

Rouge Frog Watch volunteers sought Residents can jump into spring by participating in Rouge Park’s annual frog watch. Rouge Park is having its annual frog watch information workshop on April 22 at 7 p.m. for all of frog watchers. This workshop is going to be held at the administration building at the Toronto
Zoo in the Atrium Room. Participants aged 13 and up welcome. Volunteers who can attend three evening frog watches are needed. This involves going to different wetlands throughout the park and documenting what kind of frog species are present by frog call identification. Each team of frog watchers will

Around 24 per cent of people in Ontario are registered to donate, and about 15 per cent across Greater Toronto. In Scarborough, the percentage recently climbed - to 10. T h a t ’s n o t e n o u g h , Trillium Gift of Life Network CEO Ronnie Gavsie told Scarborough Community Council on Tuesday. Not in a province where 1,500 people are on the “most urgent” list for transplants and, every three days, one of them dies waiting. “I do not have, with my voice, the opportunity to change the culture, but you do. With your reach, you can have an impact,” Gavsie told the councillors, asking them to mention the cause and BeADonor.ca at events and in their newsletters. “We need to make this a
cultural norm.” Watching in the chamber were Helen Farinka, a heart recipient three years ago; Ramesh Nankissoor, who received both lungs from a donor five years ago, and Tom Mitrovski, a kidney recipient for 35 years. They’re all Trillium volunteers in Scarborough, as is Mohan Bissoondial, a double corneal recipient 40 years ago, and Jeya Kulasingham, whose cousin received a kidney last month after a six-and-a-half year wait. By appearing at Service Ontario offices, Variety Village, barbecues and other community gatherings in Scarborough, they spoke to 25,000 people last year and helped drive the local registration rate up from nine per cent. “We have to reach many more,” Bissoondial told councillors, adding 109 on the urgent list are Scarborough residents. “We are proud people of Scarborough, and we can do better,” he said. Some councillors praised
the work of the volunteers and pledged to help. “We’d like to absolutely promote what you do,” said Michelle Berardinetti, community council chairperson. Scarborough-Rouge River Councillor Chin Lee said people have to overcome a “kind of mental blockage” about organ donation, the thought that the moment you register for donation “you’re hastening your own death.” Death is inevitable, and when you make a will or register for organ donation, you are not saying, “Come and get me,” Lee added. “If we don’t talk about it, we will not make any headway.” Councillors backed Lee’s motion that the BeADonor.ca flag fly over Scarborough Civic Centre for the first time. Gavsie later said raising the flag during April, BeADonor.ca month in Toronto, “shows the commitment of Scarborough” and means a great deal.

Two men have been charged with first-degree murder after a 33-year-old mother of four was gunned down at a co-op housing complex Saturday night. Andrea White was shot while in the garage of a home on Forest Creek Pathway southeast of Morningside and Old Finch avenues at 11:05 p.m. On e o f t h e a c c u s e d , 23-year-old Alwayne Bigby, is a former high school and university basketball star. Police allege White was in the garage with her family and with friends of her young daughter when a white Land Rover SUV drove past her home, made a U-turn and then returned. “At this time, a firearm was discharged from the passenger side of the Land Rover,” Det. Dave Dickinson said. “Ms. White was struck by a
projectile.” Family and friends helped White into her home but she collapsed shortly after. She was pronounced dead at the scene. “Several calls were made to 911, and a description of a Land Rover was provided,” said Dickinson, adding Ontario Provincial Police officers spotted the SUV on Hwy. 401 westbound and tried to stop it at Avenue Road. A police chase ensued when the SUV fled; it eventually made its way north on Bathurst Street. “The occupants of the vehicle then fled on foot in the area of Almore Avenue and Harlock Boulevard,” Dickinson said. “One of the occupants was arrested after a brief foot pursuit. The second occupant surrendered himself to Toronto Police at 5:30 a.m.” Police recovered a firearm on Hwy. 401 in the area of the initial attempted vehicle

Vic Park right turn rule irks residents DAVID NICKLE dnickle@insidetoronto.com More than two decades after the former City of Toronto council voted to prohibit right turns from Victoria Park to Bracken Avenue, Toronto’s public works committee has moved to eliminate the prohibition that has vexed homeowners on the Scarborough side of the street for nearly as long. The turn restriction was approved prior to amalgamation on the narrow portion of Victoria Park between Kingston Road and Queen Street East — without even the knowledge of Scarborough Council at the time. The result has kept southbound Victoria Park traffic off Bracken Avenue, and pushed it around a sharp turn in Victoria Park heading down to Queen Street that residents say poses a safety hazard. “Victoria Park is not a main artery,” said homeowner Victoria Sutton at the recent meeting of the public works and infrastructure committee.
“It’s four feet narrower than the streets around us. It has staggered parking and our sidewalk is right up to the road so there’s no buffer for children. Sending 500 cars a day down our street is a safety issue for our children.” The committee was considering a report from staff studying the issue — which was exacerbated last year when turn restrictions along Kingston Road due to road construction meant westbound traffic was diverted south on Victoria Park. Staff said since the work has been completed, traffic patterns have returned to a more reasonable level, and recommended against removing the right-turn restriction. The committee saw otherwise. Scarborough Southwest Councillor Gary Crawford told the committee the former Toronto Council should not have approved the plan without conferring with Scarborough — and that if it had, it would never have been done.
“It is absolutely unfair and we really have to rectify it,” he said. “It is what it is, but it shouldn’t have happened and we have an opportunity to correct this.” B e a c h e s - E a s t Yo r k Councillor Mary-Margaret McMahon, who represents the Beaches community and the residents on Bracken, said at the very least the city should conduct further study and form a working group before going ahead with lifting the turn restrictions. She also questioned turn restrictions that were in place east along Kingston Road, that would prevent traffic from infiltrating those Scarborough communities on its way to Queen Street. “Is this a turf war that Gary Crawford and I inherited. It was before my time and I wish councillors had worked it out.” Toronto Council will make a final decision May 6.

Annual Easter parade set for Sunday features floats, special guests JOANNA LAVOIE jlavoie@insidetoronto.com A spring snowfall earlier this week won’t stop the Easter Bunny from making his way along Queen Street East for this Sunday’s 48th annual Toronto Beaches Lions Easter Parade. The popular annual event, which was started in 1967 in
honour of Canada’s centennial year, takes place Sunday at 2 p.m. The parade, sponsored by Metroland Media Toronto, is expected to run for about two hours along Queen Street East westward from Munro Park to Woodbine avenues and draw 45,000 to 50,000 people to the community. Revelers are urged to come
out early to ensure they get a good spot along Queen Street East. Touted as one of the largest Easter parades in North America, this year’s event will feature 75-plus participants, including dozens of colourful floats of all sizes and descriptions and at least eight marching bands. New this year, there will
also be Shiners driving minicars. A classic car section is also in the works, said Parade Director Keith Begley Tuesday morning. Dylan Moscovitch, who helped Canada earn a silver medal in team figure skating at the 2014 Sochi Olympics, will serve as the parade’s Grand Marshal.
There will also be lots of chocolates and other sweet treats to go around, Begley said, thanks to Lindt Chocolate. As always, the big highlight of the parade will be a visit from the guest of honour, the Easter Bunny. “He’s only got one day,” chuckled Begley, adding the Toronto Beaches Lions are
bringing the focus of their annual event back to families and children celebrating Easter together. “Everyone is welcome to come on down and enjoy the festivities along Queen Street,” he said. Donations to Toonies for Lions are welcome, which helps support the east-end social service organization.

Province pledges billions for GTA transit improvements RAHUL GUPTA rgupta@insidetoronto.com The Ontario government has pledged $15 billion to Greater Toronto transportation improvements over the next 10 years. The announcement Monday by Premier Kathleen Wynne promises $29 billion in overall funding provincewide, with the bulk of the
money coming from redirected HST revenues collected from provincial gas taxes as well as the introduction of a new set of revenue tools, the details of which will not be known until the release of the provincial budget in a few weeks’ time. Wynne also promised full accountability and transparency when it comes to allocating the money. But
given the precarious status of the minority Liberals, she admitted for the plan to ever become reality it will require support from either the provincial PCs or NDPs, or a clear victory at the polls should an election be called as early as late spring. “We need a partner to put our plan in place,” said Wynne to reporters following the noon-hour announce-
ment at the Royal York Hotel as part an event organized by the Toronto Region Board of Trade. “That partner could be the Tories, the NDP or, if necessary, the voting public.” According to the proposed plan, $1.2 billion would be available every year by allocating an additional 7.5 cents of revenue from HST on gasoline towards transit infra-

structure funding. Currently two cents of the gas tax rate goes into transportation and infrastructure spending. Wynne said the newlycollected revenue would be funneled across a decade into Metrolinx priority projects such as the introduction of frequent GO Transit rail service beyond the Lakeshore lines and the Downtown Relief Line plan to alleviate

Grief support group for youth launched Tayeisha Tasker was overwhelmed with shock and disbelief when she learned her best friend had been murdered. “Feelings of anger, confusion, helplessness, guilt and despair took over my life,” she said. “I fell into such a deep depression I couldn’t function.” It was January 2007: Tasker’s closest friend, Jeff Watson, was gunned down in a building parking lot at 60 Pavane Linkway in North York. Tasker, then 24, missed work and reverted to unhealthy coping mechanisms. And talking to family and friends didn’t help. “All I heard was, ‘Time heals all wounds,’” Tasker said. “And all I could think was: ‘Why doesn’t life come with a fast forward button?’” Ta s k e r i s h o p e f u l Scarborough youths dealing with a similar loss will now have somewhere to turn. Last Friday, Tasker and three other women who lost loved ones to murder
launched a grief support service geared to youths ages 12 to 24. Joining Tasker at the event were Marilyn Ortega, Leslie Parrott and Elisa Smith. “The healing process is a long and confusing journey to go through,” said Tasker, adding the benefits of being “in an inclusive environment surrounded by others who share similar feelings, thoughts and maybe even circumstances will be life-changing.” The drop-in grief support service, which begins April 29, will be run by Bereaved Families of Toronto and East Metro Youth Services. The Ontario Trillium Foundation is supporting the project with a grant of $66,300 over 24 months. Call David O’Brien at 416-438-3697 ext. 360.

Scarborough’s half-dozen NHL contingent enjoy varied regular seasons NORM NELSON nnelson@insidetoronto.com Scarborough’s sizeable National Hockey League contingent of half a dozen players had varied regular seasons with two veterans (Joel Ward of the Washington Capitals and Wayne Simmonds of the Philadelphia Flyers) having career years; one veteran (Chris Stewart
of the Buffalo Sabres) still looking to repeat a career year; and three young players (Tyler Toffoli, Los Angeles Kings; Devante Smith-Pelly, Anaheim Ducks; and Brandon Pirri, Florida Panthers) still shooting for full-time status. Here’s a quick recap: • Joel Ward, 33, right wing, Washington Capitals. Third in scoring on his team, it was the most
productive of his six seasons. He grew up in the same Scarborough neighbourhood as former NHL goalie Kevin Weekes, now a Hockey Night In Canada colour commentator, both attending Chester Le Junior Public School. He’s a former student at Sir Wilfrid Laurier Collegiate. • Wayne Simmonds, 25, right wing, Philadelphia Flyers. Third
NOTICE OF STUDY COMMENCEMENT Detail Design and Class Environmental Assessment Study for Highway 401/404 Interchange and Highway 401 and Neilson Road Interchange Bridge Rehabilitation in the City of Toronto G.W.P. 2029-13-00 THE PROJECT AECOM Canada Limited (AECOM) has been retained by the Ontario Ministry of Transportation (MTO) to undertake the Detail Design and Class Environmental Assessment Study for the rehabilitation of eight (8) bridges at the Highway 401/404 Interchange and four (4) bridges at the Highway 401 and Neilson Road Interchange, which includes the two (2) bridges that carry Neilson Road over Milner Avenue in the City of Toronto. The two (2) interchange locations for this project are shown in the adjacent key plans. The scope of the project will include: • Replacement of the deck and portions of the piers of the first of the three (3) bridges that carry traffic from Highway 401 westbound to the Don Valley Parkway southbound; • Deck repair and rehabilitation of other structural components of the other bridges at both interchange locations; • Repaving of the bridge decks and their approaches; • Traffic signals upgrade and potential geometric improvements at the Highway 401/Neilson Road Interchange; and • Construction staging/traffic management during construction to reduce traffic impacts and to ensure safety of the travelling public. The proposed bridge rehabilitation will extend the service life of the bridges. Construction is anticipated to occur during the 2015 to 2017 construction seasons. However, short-term closures may be required in 2014 to assess bridge conditions. THE PROCESS The project will follow the approved environmental planning process for Group ‘C’ projects under the Class Environmental Assessment for Provincial Transportation Facilities (2000) with the opportunity for the public to provide input. Mitigation measures will be incorporated into the construction contract to address potential environmental impacts.

• Chris Stewart, 26, right wing, Buffalo Sabres. Point totals were down a bit for the five-year player who was traded from St. Louis and was beset with the injury bug. He was a student (and star football player) at West Hill Collegiate.
• Brandon Pirri, 23, centre, Florida Panthers. Finally got a decent shot this year with 49 games split between the Panthers and the Chicago Blackhawks. In the previous three seasons he had managed only seven games in the NHL in which he contributed two assists. Technically an east Toronto resident, Pirri grew up in the area of Kingston Road and Victoria Park Avenue, attending Norway Junior Public School and splitting his high school years between Birchmount Park Collegiate Institute and Vaughan Road Academy. He got his start in hockey with the Scarborough Hockey Association.
• Tyler Toffoli, 21, centre, Los Angeles Kings. Still looking to stick with the Kings fulltime. During the Sochi Winter Olympics break when he was sent down to the Kings’ American Hockey League (AHL) affiliate, the Manchester Monarchs, he actually earned player of the week honours. He also attended Birchmount Park Collegiate.
