Security guards help to spread holiday cheer A Scarborough security guard will spread smiles at a local hospital during the holiday season. Neil Singh, who works at the Scarborough Town Centre, is donating all the money he would spend on gifts for family and friends to purchase presents for children at Rouge Valley Centenary hospital. He also put out the call for donations to tenants at the mall, raising more than $6,000. The money will be used to buy toys, which will be wrapped

Suspect sought in assault of woman and baby

Police are looking for a man after a woman and her baby were assaulted in a Scarborough home Monday. The violence happened near Neilson Road and Sheppard Avenue at 11:30 p.m. Police allege a woman in her 20s and her infant son were sleeping when a man entered the home and went to the bedroom. RICHARD “The RUSSELL mother argued with the man, begging him to leave, while clutching her son,” police alleged in a news release. “The man became angry, grabbed her by the throat and punched her many times.” Child punched

Calls for volunteering are all around us

L

et’s make next year a banner year in Toronto for volunteering in the community. With 2015 almost upon us, it seems like a good time to issue this call. There’s still a little bit left in 2014 to ponder goals and expectations for the coming year – and perhaps include some time to give to a cause or organization of importance to you. Also, 2015 is a big year in Toronto. The 2015 Pan Am/Parapan Am Games are coming to the city in July. It’s Canada’s largest multi-sport event. There are opportunities both before and during the Games, which will rely on some 23,000 volunteers to ensure things run smoothly. Visit the Pan Am Games website for more information. And Toronto is a city known for its diverse offerings of festivals and events. our view The city’s special events office regularly lists volunteer opportunities and is a good place to Answer start for those who can commit the call to their time to a specific event – as opposed to a more regular volunvolunteer teer experience. But volunteering is not just about what’s good for a cause, an organization or the city. It’s about what’s good for us, too. When it comes to the positive developments that arise from volunteering, it is not merely a ‘one-way’ street. Volunteer opportunities represent more than just a chance to get involved in your community and help out. In many cases, volunteers acquire new skills and contacts during the course of their work. Volunteers acquire intangible benefits, too: a richer experience of life in the city and the satisfaction of knowing your efforts are helping your community. When we think about what kind of environment we want to live in, what improvements we want in our neighbourhoods and what connections we want to forge in our community, volunteering helps in all of those areas. William Osler Health Centre recently honoured seven of its volunteers who each had compiled a staggering 50 years each of volunteering with its hospitals, including Etobicoke General. Let’s see what we can do in one year. Calls for volunteering – the ultimate commitment to our community – are all around us. Let’s answer the call – in greater numbers than ever.

Hey, don’t blame me – it was the snow Alright, a show of hands. On the count of three. How many of you out there were late for work last Thursday, the day of the snowstorm? Before we begin, if it was your day off, please kindly abstain from voting. And for those who get nervous before quizzes, not to worry. it’s an open book test. So if you can’t remember if you were late or not and have to consult a time tracker, or the company security system if you don’t have access to a time tracker, feel free to do so. I’ll wait. ... Later that day. OK. Looks like everybody’s good to go, so let’s proceed: 1,2,3. Wow. That’s quite a large group. Even bigger than I had anticipated. Moving right along, on to question number two. Of those who were late, how many told their boss it couldn’t be helped given that the weather was so bad? Ready to raise your

jamie wayne BUT SERIOUSLY hands again? Terrific. On your mark, get set, go. Uh, oh. The entire same group. Oh well. Anyhow, that concludes the survey portion of the column. Now for the analysis of the results portion. A word of warning to the hand-raisers who couldn’t make it on time for their respective shifts and when they did arrive, provided the standard explanation. The way-too-snowy sob story doesn’t cut it, I’m afraid. We tend to get blanketed in the white stuff occasionally this time of year. This is Canada, after all. And don’t dare be fooled if your boss let your tardiness slide last Thursday. Companies tend to give employees a mulligan when it comes to the first blizzard of the season. I wouldn’t press your luck after the next big snowfall,

if I were you. Ditto for those of you who are routinely late for work and assume that blustery conditions are a licence to meander in late. It’s never a good idea in any season, but make no mistake, ’tis definitely not the season for such a game plan. The reason is simple. When we’re about be to hit with a snowstorm there is always plenty of heads up on TV, radio, in the newspapers, online, around the office. Everywhere. It’s impossible not to know it’s on the way. What’s more, given that we go down this path every winter, if you try and give examples of why you couldn’t make it on time, your boss has a laundry list of well-rehearsed comebacks for any occasion. If you say both your bus was late or it was bumper to bumper on the highway, you’ll be advised you should have left earlier. If you say you couldn’t get up the hill in your car, you’ll be

reminded you should have had snow tires on by now. If you say your battery went dead, you’ll be informed you should have had your annual winter tune up. And so on. The list at his or her disposal is as endless as it is obvious. Which brings us to the present. There don’t appear to be any predicted outbursts this week and the forecast for Christmas Eve is for light snow only. So my advice is you’d best think twice before calling in to say you’ll be running late that day. If you do, your boss will be licking his lips as he smirks: “If Santa can get here on time all the way from the North Pole, you shouldn’t have any trouble making it from York. Buh-bye. Scarborough Paralympic gold medalists gunning for repeat ALI RAZA araza@insidetoronto.com A “d i f f e r e n t k i n d o f accomplishment” is what Paralympian Adam Lancia calls playing at home in front of family and friends. That accomplishment is sought after by 21 of Canada’s top male wheelchair basketball players, including Scarborough’s Lancia, 34, and Abdi Dini, 33, who hope to be selected for the 2015 Canadian Senior Men’s National Wheelchair Basketball team that will play in the Toronto 2015 Parapan Am Games. Wheelchair Basketball Canada, the national sports governing body, is holding its selection camp for the 21 athletes from Dec. 14 to 19 at the Toronto Pan Am Sports Centre in Scarborough. On Dec. 16, The Scarborough Mirror checked in with Lancia and Dini as they took part in a series of drills and scrimmages. Both Lancia and Dini won gold

and went on to play for the Variety Village Wheelchair Basketball team before moving up to the national team. Dini’s first Paralympics was at Beijing 2008, where he joined the team as a rookie and won a silver medal with teammate Lancia. At London 2012, Lancia, Dini and the rest of the team went on to win gold. Lancia, who carries 13 years of experience playing on the national team, said he likes to help out younger players, remembering a time when he was a rookie. “It’s all fairly familiar to me,” he said. “It gives me a chance to teach the young guys starting out, I put myself in their shoes and help them out.” Lancia was born and raised in Scarborough, growing up around Markham and Lawrence. He graduated from Birchmount Park Collegiate Institute and the University of Illinois before joining the junior men’s team in 1997.

form to the best of their abilities in the Toronto 2015 Parapan Am Games, hoping to pave the way to the 2016 Summer Paralympics in Rio de Janeiro, Brazil. “It’s special,” Dini said about winning gold. “But I’m still trying to get better, the team is still trying to get

better. Our goal right now is to go to the Parapan Am Games and qualify for Rio 2016.” Dini has lived in Scarborough since 2001 when he moved from Waterloo, ON after graduating from high school to attend Centennial College. He started playing wheelchair basketball in 1996

The Toronto 2015 Parapan Am Games offer Lancia and Dini a chance to perform at home in front of their family, friends and even old classmates. “There’s definitely an advantage on home ground,” Dini said. “But we still have to compete hard. Toronto residents will get to see approximately 1,560 athletes from several different countries perform in 15 different sports. “I’m happy for the City of Toronto,” he said. centre seeks help for roof repair wStacey Scarborough’s Tony Stacey Centre for Veterans Care is appealing to the community for help as it raises funds for a much-needed roof repair to the facility, which opened in 1976. Located on Lawson Road, the centre provides long-term care services. Another chapter in library saga? It’s too soon to be able to map out where all the political fights will be in the coming winter’s city hall budget process. But the Toronto Public Library Board has thrown down the gauntlet for the first big one. This shouldn’t be a surprise. There is something about our library system that attracts duelling city councillors like nothing else. Last term, former budget chief Mike Del Grande instigated a minor skirmish when he wondered why so many DVDs and books were circulated in languages other than English. The same term, former budget committee vicechair Doug Ford made headlines by inventing the term lie-berry and disrespecting author Margaret Atwood, as he suggested closing a library in his ward to save some money. That was a Potemkin moment for bibliophiles to rise up and support their libraries. This time, the membership of the library board

david nickle the city (most of whom were appointed under former mayor Rob Ford’s administration) is setting up for a fight that lands somewhere in between. In their 2015 budget submission, they’ve included a 40 per cent reduction in security service in branches across the city. The move would save $660,000 from the budget, bringing its submission down to a two per cent increase over last year. It would mean that in some branches, there would no longer be a security guard present. Board chair Mike Foderick maintains those branches don’t need a security guard, given their historic low level of incidents over the past number of years. For instance, at the Centennial branch, the security guard worked 27 hours a week in 2013, and

over that year dealt with only a single incident. Perhaps there will be some library patrons comforted by that statistic. But it’s hard to imagine very many who send their children to libraries to study or their elderly parents there to read and socialize will be comfortable taking a chance on safety. The union representing library workers (which doesn’t, incidentally, represent the security guards) has already taken a stand on the issue, as a matter of workplace safety. If I were a betting columnist, I’d say by the time this works its way through the budget process there won’t be any change in the library system’s security complement. For a service that a majority of Torontonians seem to regard as untouchable, it’s astounding politicians of certain stripes can’t seem to keep their hands off it.

Remembering the ice storm

Toronto better prepared to deal with emergencies in wake of December 2013 storm

MIKE ADLER madler@insidetoronto.com One million homes dark. Hydro overwhelmed. Police overwhelmed. City services overwhelmed. As the hours creep by after the morning of Sunday, Dec. 22, last year when Toronto woke to find itself encased in ice, the power grid starts to recover, and the city turns community centres into emergency shelters. But there aren’t enough, and many isolated residents don’t know about them, or don’t go. Very early on Christmas Day, Gary Harris, a Scarborough man in his 50s, is running his parked truck to stay warm. The vehicle catches fire and burns. Around 2:30 a.m., firefighters find Harris dead in the driver’s seat. Power in his Kingston Road basement apartment comes on at 5 a.m. “If he would’ve had a few more hours (with power), he probably would have made it,” says Joselyn Joss, a neighbour. The ice storm of 2013 hit at a strange time for Toronto. The city pretty much had two mayors, after Toronto council stripped the disgraced Rob Ford of his emergency management powers the month before. So it was then-Deputy mayor Norm Kelly who City Manager Joe Pennachetti called the morning after to report the startling number of Toronto homes without power. Kelly called Premier Kathleen Wynne to ask for help. “She came in right away, and said, ‘Norm, whatever the city needs, you’ve got it,’” Kelly recalled this week. Hell didn’t break loose – as it does when a disaster strikes U.S. cities in the movies, Kelly said. Instead, Torontonians remained calm and cooperative. Many “helped neighbours they knew and

neighbours they didn’t know,” he remembered. “If that doesn’t tell you what a magnificent city this is, I don’t know what would,” said Kelly. “Given the scale of the challenge, I thought the city rallied very quickly and effectively.” Still, plenty of residents – some without power for 10 days – got angry, and much of their anger was directed at Toronto Hydro. Its call centre could handle 4,000 calls a day, and got 375,000 over 10 days. For the first time, Hydro had to ask other utilities for help. Hydro’s announcements gave residents the impression their power would soon be on, a “feeling of imminence” that turned to confusion and anger when it stayed off, Dave Barnett, representing some southeast Scarborough homeowners, later told an independent panel investigating the post-storm

response. Hydro spokesperson Brian Buchan said the panel found the utility “responded quite well, above industry standards,” but could respond to customers faster, and give them “alternate channels” to either report outages or get information when a major event occurs. Hydro has developed an outage site – outageto. com – which will work with many platforms, including smart phones, and can be used to report an outage online. “We’re just going to market with this now,” said Buchan this week. Customers can also report an outage by calling 311 – some turned to it during the storm, but to no effect, as 311 then had no protocol to pass the information on. And Toronto Hydro now has a sign-up service which, based on their address, will alert custom-

ers during a “severe event,” Buchan said. The utility’s outage map – criticized after the storm because it displayed darkened areas of the city by postal code, not by street – is being made over to show more detail, said Buchan, adding the utility has “done a lot of emergency preparedness” since recovering, and in capital projects is trying to “storm-harden the system” as much as it can. The storm boosted use of social media by city councillors, though even they weren’t given special information on where Hydro crews worked or when power was coming back on. Politicians who used Twitter after the storm, particularly in hard-hit areas along Scarborough’s waterfront, were praised by constituents, and councillors who weren’t on Twitter were mocked. As frustrations grew, several councillors criti-

cized fellow politicians for appearing at “photo ops” with utility crews, city staff or residents, some singling out a visit by Wynne and local MPPs to Scarborough when power there remained off for tens of thousands. Toronto learned a lot of lessons from the ice storm, including the need for better communications with the public, Deputy Mayor Denzil MinnanWong said this week, acknowledging the city must get better at accommodating its more vulnerable citizens during a crisis and making sure they’re safe. “None of (these) are easy problems to solve but the first step is to identify them,” he said. By July, the city had plans to pass more information to residents on how to prepare for emergencies and who to call when they happen, and to ensure there are enough staff at its Emergency Operations

Centre, as well as to preapprove community centres as emergency shelters, back-up power sources included. Kelly said each city department is being drilled on emergency preparations. “You can’t prepare for everything, but you can create an atmosphere where people are more vigilant and better prepared to do something,” he said. The city is also said to be exploring an “Emergency Response Agreement” with various agencies which could help vulnerable people get services during a disaster. After the storm, though, certain councillors suggested elderly and isolated residents could best be reached by volunteers – Lions clubs or members of local churches and mosques, for instance – to create, as Chin Lee of Scarborough put it, “a tree-like structure that sees down to the neighbourhood level.” The city estimated the cost of its emergency response and storm-related clean up at $86.5 million, money it hoped to get from the province’s Ice Storm Assistance Program. Toronto’s claim for those funds has proved difficult to file, but officials this week said it should be submitted by the province’s Dec. 31 deadline. The cost of replacing city trees – devastation to city’s green spaces is still being assessed – won’t be covered, they said. Another effort by Wynne’s government to help the city residents turned into a fiasco when thousands of people lined up for gift cards were turned away. The program, meant to replenish food for needy people whose power was off over 48 hours, had no income test, and distribution points were mobbed.

investigating bus running red light wTTC A motorist’s dashcam video capturing a TTC bus running a red light in Scarborough has caused a stir since it was posted online. This week, TTC spokesperson Brad Ross promised a full investigation into the incident, which took place Saturday afternoon. The video shows a TTC bus traveling east on Eglinton Avenue pass through the intersection at Warden Avenue, after the light has turned red. Ross said the video, which has been viewed more than 6,000 times since it was posted on YouTube, could lead to disciplinary measures ranging from a written warning to outright termination for the driver, whose identity is unknown. Metrolinx’s board of directors unanimously approved a fare hike for GO Transit during its quarterly meeting recently. The board also agreed to approve proposed fares for the Union Pearson (UP) Express air rail link that begins running in the spring. The move to raise GO fares for 2015 means riders with a Presto card will see an average increase of five per cent, starting in February. Privacy Commissioner critical of information breech at RVHS A review by the Information and Privacy Commissioner of Ontario (IPC) of the Rouge Valley Health System was critical of two significant privacy breaches in which new mothers’ personal information were sold by clerical employees for financial gain. The review criticized the hospital for not putting the necessary measures in place to protect patient informa-

tion. The review revealed more than 14,000 patients were potentially affected by the breach. “Over the last decade we have seen a growing number of privacy breaches involving unauthorized access to personal health information by staff within the health sector. Whether it is being done out of curiosity, or as in this case for financial gain, it is simply

unacceptable,” IPC Privacy Commissioner Brian Beamish said in a statement released Tuesday.

In it’s review, the IPC has ordered the hospital to:

• Develop and implement new policies for privacy training, privacy awareness and privacy breach management. • Immediately review and revise all privacy training tools and materials, and deliver training for all staff at the hospital. RVHS runs the Centenary hospital site in Scarborough and the Ajax-Pickering hospital.

• Implement measures to ensure the hospital is able to audit all instances where staff access personal health information. • Review and revise the hospital’s auditing policies to require random audits on all users’ activities on all of its electronic information systems.

Security improvements As a result Beamish has ordered the hospital to make major security improvements to their information systems, and to implement privacy polices and privacy training for all staff members.

David Brazeau, director of public affairs for RVHS, said the hospital “is carefully reviewing each part of the Information and Privacy Commissioner’s detailed and far-reaching Order of Dec. 16, 2014 and will be consulting with its information technology providers as required.”

Pan Am Games race routes to focus on lakeshore Pan Am Games race routes to take over Lake Shore Boulevard will provide the backdrop for planned road competitions during next summer’s Pan American and Parapan Am Games. TO2015, The Toronto Pan Am organizing committee has posted course maps for the Games’ marathon, cycling, race walk, triathlon and Parapan Am cycling race,

all of which begin and end on the Lake Shore Boulevard. With an anticipated audience of 1.4 million expected to watch the Pan Ams in person, organizers say Lake Shore will have to close at times to all traffic during the Games, which take place July 10 to 26 followed by the Parapan Am Games Aug. 7 to 15, in order to allow for the safety of athletes and spectators.

“To ensure a world-class field of play, as well as the safety of athletes and spectators, the race routes will require road closures at certain times on Lake Shore Bo u l e va rd a n d n e a r by streets,” a statement posted on the Games’ official website www.toronto2015. org reads. “The majority of these closures will take place in

off-peak travel hours or on weekends to minimize disruptions to traffic, business and residents in the race area.” The statement, released Monday, also mentions meetings are currently taking place to inform businesses along the race routes about the future measures and traffic limitations. The Games’ committee is

also planning to hold a public meeting in the New Year to discuss the Pan Ams’ impact on local traffic. The Lake Shore is a central artery in the province’s plan to manage traffic during the Toronto Games, part of a 1,500-kilometre network of high-occupancy vehicle (HOV) lanes reserved exclusively for Games-goers and personnel.

Marie Greyhounds, Kirkup went to Joseph Howe Senior Public School and then spent most of his high school years (grades 9 to 11) at Mowat. He started his final Grade 12 year in Sault Ste Marie (while playing for the Greyhounds) but upon the season ending finished up back in Scarborough (switching over to Sir Wilfrid Laurier Collegiate as it was also on a semestered system). He laced up with school teams for both Joseph Howe and Mowat right up until his Grade 11 year when he joined the junior ranks, thus becoming ineligible for the varsity team. He earned Mowat’s athlete of the year in Grade 9 competing in hockey, rugby and dragon boat racing. His club hockey involved three years at the triple-A level with the Markham Majors which followed two years at the double-A level with the Scarborough Young Bruins. He was team captain for both organizations. This season, he gave major junior A another shot with a free agent tryout with the Oshawa Generals but was cut in training camp. “I thought I had a great camp. It just came down to my age. They were looking for someone younger,” he said. Unphased he rejoined the Whitby Fury where he is having a memorable final tour in junior hockey, leading

his team in scoring – and tied for seventh in the league – with 46 points (17 goals, 29 assists) in 32 games. It was more than enough to catch the attention of Wellington Dukes head coach Marty Abrams who is heading up the Canada East entry.

“He called and asked if I would like to try out and, of course, I would love to represent Canada in any way possible. I’m very excited,” said Kirkup in an interview prior to this month’s Canada East tryout camp. Beyond this season, Kirkup is leaning toward something in business or finance

Vickery Bowles named as new City Librarian DAVID NICKLE dnickle@insidetoronto.com E-books, 3D-printers, and education mingling computers and the classroom: these are the signs of the future for Toronto’s new City Librarian. “I think it’s a really exciting time to be working in libraries,” said Vickery Bowles, who will be starting the job overseeing Toronto Public Library on Jan. 5. Bowles’ appointment to the post was announced Tuesday by the Toronto Public Library Board. She will be replacing outgoing City Librarian Jane Pyper, who retired from the library earlier this year. The board conducted a national search for Pyper’s replacement, and eventually chose the 32-year veteran of the library system in Toronto.

Bowles got her start in the pre-amalgamation North York Public Library system, and after 1998 oversaw the Scarborough and East York branches. But since 2007, Bowles’ major preoccupation as Director of Collections Management and City-Wide Services has been to oversee the growth of Toronto’s electronic book collection. In 2009, the e-book circulation was at 180,000. Now it’s at 3.5 million. “First the trend was toward the audiobook and then the transition came to ebook,” she said. “It coincided with the increased availability of e-book services, when the Kobo became available and then the Sony e-reader. Once those really became available on the market, we saw a huge increase.”

In her new role, Bowles said she anticipates the electronic collection will continue its growth for another five years until it plateaus. But she is anticipating a strong electronic presence in other areas as well. She says the new Fort York branch will incorporate various digital services. “People can come to the library to create content, whether through book content – you can do selfpublishing – or different kinds of content, where you have a maker fair or a digital innovation hub where peole experiment with new technology like a 3D printer. I think there are so many ways where we can integrate new technology into the library.”
