Save services, hospital told by resident group MIKE ADLER madler@insidetoronto.com The Scarborough Hospital should shelve a proposed division of services and use an “across-the-board five-per-cent cut to all departments and programs” instead to balance its 2013 budget, says a community group hosting a public forum tonight. The hospital’s board of directors will be asked next Tuesday, March 5, to divide surgical services between its two campuses and approve merging its two birthing and pediatric centres on a single campus. Friends of The Scarborough Hospital stated this week these proposals are “desperate measures” meant to erase a $17-mil-
lion shortfall by April and decisions on them shouldn’t be made until after a new, “meaningful and substantive consultation” with all hospital stakeholders. The board’s Community Advisory Council (CAC), meanwhile, decided on Monday it wants to keep Maternal Newborn and Child Care departments at both the Birchmount and General campuses, but if the board chooses one location for a merged Women and Children’s Health “Centre of Excellence” it must at be the Birchmount. Locating the centre at the smaller Birchmount Road campus means more specialists and staff will be on hand to support a viable emergency department >>>HOSPITAL, page 24

Smart commute: ideas needed
A
s commuting woes continue across the Greater Toronto and Hamilton Area (GTHA), it’s time for everyone who has a stake in moving people around to come together and start talking about solutions beyond spending billions of dollars to build new rapid transit lines in the coming decades. our view We need to start thinking of alternatives, ones that can be Cost-effective quickly implemented and will see an immediate impact on not solutions for only the ways in which we move quick impact people around the GTHA, but also the cost of doing it. In the case of the TTC, it can be as simple as altering the times we use the system for our daily commute. Former TTC chair Adam Giambrone said a huge amount of costs the TTC incurs for rush-hour service could be saved if riders could spread out the times they commute. The TTC is in “a perpetual budget crisis” in which it is essentially penalized by higher costs linked to its increases in ridership during rush hours. Shifting commute times by as little as 30 minutes could alleviate some of those costs, and it’s a solution many businesses seem willing to offer their employees. Also, some foresight into future planning can lessen demands on the public transit system and also help lower operating costs. Toronto’s Chief Planner Jennifer Keesmaat is championing plans for greater intensification of the city’s major streets, with more multi-use buildings of six to seven storeys, which would feature residential, retail and office units all within the same structures. It seems like such a simple concept, get people living closer to where they work so they can avoid longer commutes. But right now that’s the opposite of the way land development and planning works in the GTHA. Our roads and transit are full of people riding packed buses or driving long distances to industrial and manufacturing areas located far from residential communities. The same goes for downtown congestion as thousands rush in and out of the core each weekday, jamming an already congested subway system and major roads. We need to come up with some new and better ideas. Our feature in today’s paper, Intelligent Transit, looks at some of these proposals, and we hope it encourages readers to come up with some of their own ideas. What are your smart commute ideas? To the editor: Re: ‘Snow takes toll on RT line,’ Letters, Feb. 15. I wonder how long we will have to hear the people moan they want subways without paying attention to the facts. Where is the funding going to come from? Mayor Rob Ford is hoping... pardon me...gambling on a casino to fund them. Other than that, the money could come from extra taxes, but the people of Scarborough are screaming subways, subways, subways, like the mayor, but are saying no to taxes. I would like to ask the letter writer to start the ball rolling by saying he wants his taxes increased to pay for the subways and he then can see for himself why we are going to have LRTs. I am also confused by the people of Scarborough backing the Scarborough subway, which would stop at the Scarborough Civic Centre. How is this a help to the overcrowding on the buses in Malvern and the people in the far eastern parts of Scarborough? Joy Taylor

’ve got some bad news. Mel’s hemorrhoids are acting up again. So he won’t be coming over to watch the hockey game on Saturday night. Sorry to have to pass it along. But Bertha thought you might like to know. Who’s Mel, you might ask? Beats me. I’ve never met the guy. What’s more, Mel’s not even his real name. And he doesn’t actually have hemorrhoids acting up. He has something else acting up. On top of that, it’s not my place that he’s not coming over to either, for that matter. It’s Bertha’s. Which is not her real name, either. I bumped into the lady in question the other day when the subway was shut down for awhile on my route and we all had to be diverted to shuttle buses. I’m not a big fan of these shuttles. They always pack

you in like sardines and on this one we were crammed in even tighter than usual. Anyhow, as the back door was about to close the aforementioned not-really Bertha managed to squeeze her way in last. She was sneezing up a storm as she entered, much to the chagrin of everyone inside. It must have been about a dozen sneezes in a row before she finally stopped. Every passenger’s nightmare is having somebody with a cold in the vicinity. We all breathed a collective sigh of relief when she reached into her pocket for what we assumed would be
a handful of tissues. Alas, said collective sigh was short-lived. It wasn’t tissues she was grabbing after all, it was her cell phone. She had to talk to her husband, Harvey. Everybody together: “Not his real name, either.” Oh excuse me, did I say “talk”? My apologies for the inaccuracy. I meant to say “scream” – as many on cellphones are wont to do these days in public places for some reason. And when I say scream, I mean loud enough so everybody in this shuttle, everyone in the seven shuttles behind us and everyone in any of the shuttles currently in orbit anywhere in the universe could hear. Anyhow, she was phoning to say the fictitiously named Mel, who was her brother, and best friend to her hubby, the fictitiously named Harvey, had left a message that wouldn’t be
coming over to watch the game because he didn’t feel up to it given his condition. But she was hoping to convince him to change his mind and was going to call him back right now. Unfortunately, at that moment she got off at the next stop. I couldn’t believe it. Just when things were getting interesting, too. The suspense is still killing me. Personally, I’m hoping she succeeded. If he comes over and her cellphone happens to go off while he’s there it could be just what the doctor ordered. Compared to having to listen to that racket, hemorrhoids acting up might not feel so bad after all. Scarborough, like other parts of the city, is growing and “more and more of that growth is going vertical,” Raymond David, the area’s community planning director told a meeting on condominiums. The health of the city’s condominium communities is critical, he added, which is why the city is offering residents a chance to influence policy where condos are concerned. Toronto’s had a condo-boom 10,000 units a year added over each of the last 10 years - and now it’s time to see what sort of communities have emerged where condos are clustered, said Peter Moore, a project manager for the city’s planning division. Along with Yonge Street and Sheppard Avenue in North York and Islington Avenue and Bloor Street in Etobicoke, Scarborough’s city centre is now one of the city’s condo zones.
A new secondary plan was approved for streets around Scarborough Town Centre in 2005, and by 2011 there were 6,586 units and 12,174 residents in the district, with thousands more units approved but still not built there. About three dozen people, including a half-dozen condo board members, a couple of property managers and a few people who don’t live in condos but are near them shared their likes and dislikes about condo living held recently at Scarborough Civic Centre. “Vertical communities,” the meeting was told, sometimes pay more in property taxes than neighbours in detached homes while receiving fewer services. Residents complained they face dangerous traffic pulling out of their highrise driveway, that a building’s owners contributed for a park that wasn’t built, that there is not a Canada Post box on a nearby corner where they can mail a letter. One woman mentioned a “general lack of creating a community” she

Moore said the consultation (www. toronto.ca/planning/condo_consultation.htm) will identify issues, find who is responsible for managing them, and create recommendations for the city. An online survey in March will be used to “verify that we got the right issues” before a second round of public meetings in April or May, he said. Ontario’s government, and not the city, will be responsible for fixing building standards and some other problems, but 11 years after the Ontario Condominium Act came into effect, the province is reviewing it, expecting to let the public comment on initial findings this fall at www.sse.gov.on.ca/mcs/en/Pages/ condo_rev.aspx

Scarborough’s Smith joins Votto on Canadian baseball team’s roster Canada’s national baseball team, as expected, used its final roster spot for the 2013 World Baseball Classic, which runs throughout March, to select Etobicoke’s Joey Votto – and now they’ll hope the Richview Collegiate grad will be able to play. Votto, 29, who suits up at first base for the Cincinatti Reds, is one of two Toronto natives on the team, announced Feb. 21, the other being Tim Smith, a Birchmount Collegiate grad. Canada opens the tournament March 8 against Italy in a four-team preliminary round pool based out of Phoenix, Arizona, followed by games March 9 against Mexico and March 10 against the U.S. Votto, one of baseball’s top stars the past couple of years, spent most of last summer on the disabled list following a pair of arthroscopic surgeries on his left knee. Canada will open training camp March 4 in Arizona with exhibition games slated for March 5 against the Milwaukee Brewers and March 6 against the Cincinatti Reds. But according to the Team Canada press release, “Votto will remain in spring training with the Reds where he will continue to be monitored by team staff. Votto and the Reds will make a decision with regards to his participation in the tournament prior to Canada’s first game on March 8 against Italy.” Votto, who spent many years in the Etobicoke Rangers baseball organization, signed one of baseball’s richest contracts last season – $225 million over 10 years. Sm i t h , 2 6 , meanwhile, played double-A ball last year for the Mississippi Braves, a farm team of the Atlanta Braves.

Through 55 games (and 165 at-bats), he was fifth on his team in batting average (.279) where he was promoted after batting .320 in single-A ball for the Lynchburg Hillcats. An outfielder, Smith helped Canada win all three games in a qualifying tournament held last September (in which major leaguers were mostly unavailable). Smith was used extensively with 13 at-bats over the three games for a .308 average. Back in 2004, Smith helped the Birchmount Park Collegiate baseball team cap off an undefeated season with a provincial Prentice Cup championship. Also suiting up for Canada is Etobicoke Rangers alumni Shawn Hill, 31, a native of Georgetown.

Friends of TSH – organizers of tonight’s forum from 7 to 9 p.m. at L’Amoreaux Collegiate on Bridletowne Circle – also say the group isn’t trying to keep the hospital from making cuts. “This is not an antagonistic meeting” called for today, said Pat Sherman, a Friends spokesperson. “We’re there to provide an opportunity for the community to ask questions.” A statement from the group this week suggested the five-per-cent cuts, which Sherman said is a portion of the TSH budget equal to $17 million, as a stopgap until there are more public discussions and a new hospital CEO, Robert Biron, assumes his office. It was unclear at press time if any hospital officials would join a panel at the forum. In a message, Toni Adey, a spokesperson, said the hospital had “requested additional information on format and are awaiting a response.” Sherman said hospital board members, physicians, local MPPs and city councillors have also been invited to the meeting and it
“would be a slap in the face to the community” if TSH executives don’t attend. “I don’t think they can afford not to attend,” he said. At last count, 125 physicians associated with the hospital have signed a letter warning the proposals to the board will cause the smaller Birchmount to deteriorate into “a glorified walk-in clinic,” particularly if maternal and child services are removed. TSH executives have said their paramount goal is maintaining emergency rooms on both campuses as 24-hour operations. A consultant’s report last year found merging the birthing centres can save $4-5 million a year. UNDER CAPACITY Both are under capacity “which means taxpayers are paying for these centres to be under utilized,” said Glenn De Baeremaeker, a Scarborough Centre councillor and new member of the CAC. De Baeremaeker said he understands residents are concerned for the hospital but the proposals are part of a larger change in Ontario’s medical system. “Yes, changes are coming but I think these changes are for the better,” said the councillor, who also supports the advisory body’s choice of campus for a merged birthing centre. “It keeps the Birchmount campus alive, vibrant and healthy.” Adey said the number of employees who will be approved for early-retirement packages at the hospital, another part of its deficit-cutting, is still undetermined. “This work will begin once the board of directors makes a decision regarding the proposed options” next week, she said.

PUBLICATIONS MANAGER Job Summary: The Publications Manager is responsible for the overall management for CWF publications, Canadian Wildlife, Biosphère and WILD magazines including editorial direction; budgeting; circulation and advertising sales; business development supervision and direction of the activities of support staff and contractors. Summary of Job Responsibilities: • Liaison between CWF staff and editorial, advertising and circulation contractors to ensure optimal performance of publications • Create long term plans and set editorial direction for CWF publications, including Canadian Wildlife, Biosphère and WILD magazines • Bring overall business perspective to all publications • Oversee development of story line-ups and writing • Write stories, ad copy, circulation copy and other related pieces • Manage on-line magazines including updates • Manage magazine promotional initiatives • Manage contract staff including editor and art director • Establish and manage budgets for all publications • Set circulation and advertising targets in line with corporate objectives • Identify opportunities for Special Interest Publications and manage their development Qualifications: • Post-secondary degree with a minimum of 5 years’ experience in a senior management position in a magazine • Experience as a managing editor is an asset • Excellent writing skills, sound news judgment, good sense of strong stories and editorial line-up • Strong team player • Thorough knowledge of the magazine production process • Affinity for social media • Knowledge of the budgeting process • Knowledge of wildlife, conservation or outdoors an asset • Ability to work independently, under pressure and meet tight deadlines Applications should be forwarded to careers@cwf-fcf.org by Tuesday, March 12, 2013
