Scarborough’s hospitals were much busier than usual this week thanks to an unwelcome holiday visitor - this season’s influenza virus. The Scarborough Hospital said it had seen more than 1,000 patients with flu-like symptoms during the past two weeks, “a 51 per cent increase over the same period last year,” and was limiting visitors to admitted patients. As of Tuesday, emergency department volumes were 18 per cent higher than seasonal norms at the General campus and 27 per cent higher at the Birchmount campus. 40 per cent Those numbers are actually less than the 40 per cent increases reported by some neighbouring hospitals, the hospital said in a release. “An added challenge this year has been the early onset of the flu season coinciding with the operational slow down over the holidays, both in hospital and community settings,” added Dr. Tom Chan, an emergency physician and TSH chief of staff. Rouge Valley Health System also said its emergency rooms were very busy, with “much higher than average numbers of patients every day” at its Centenary campus in Scarborough. “Significant volume increases” have been seen since mid-December, RVHS said Wednesday on its website. “We have been managing this >>>patients, page 3

Cedar Ridge Gallery hosts exhibit’s opening reception Scarborough’s Cedar Ridge Gallery hosts the opening reception for an exhibit by artists Erik Bennink and Linda McIntosh this weekend. The exhibit runs from this Sunday, until Jan. 25. The opening reception is planned for Sunday from 1 to 4 p.m. McIntosh’s works use mixed
media to feature the human form combined with textured Japanese papers. Bennink’s recent abstract paintings are a dramatic collision of colour and assorted objects. Using drawing tools such as sticks and garden rakes, he creates paintings with multiple layers of acrylic
media, enamel, glass, plastic, metal and other found materials. Bennink says that his spontaneous painting methods create a “sense of adventure and excitement, challenged by unfolding events that are revealed before my eyes”. Cedar Ridge Gallery hours are Monday to Wednesday from 10 a.m.

Parking permit issue divisive MIKE ADLER madler@insidetoronto.com Residents of a street in the East Beach area may be asked again if they want to be the first in Scarborough to have overnight parking permits. Local councillors voted in 2009 to make almost all of the former city an “exclusion zone” where requests for permit parking cannot be considered, but exceptions were made for certain streets in Scarborough’s southwest corner where driveway parking is particularly scarce. Those streets west of Warden Avenue could apply for a permit system if enough residents said they wanted one. On Wednesday, a few dozen from Victoria Park and Blantyre avenues, Courcelette and Fallingbrook roads showed the community is apparently split on the idea. Permits are a divisive issue and some attending the meeting at Neil McNeil Catholic Secondary School were “very vocal” in their opposition, said Alan Burke, president of the East Beach Community Association. Burke said he gathered 70 signatures from residents on Blantyre after hearing complaints about city enforcement of the three-hour parking bylaw from Queen Street to Kingston Road. One resident a few years ago received 12 tickets in three months, he said. The area is just east of streets in the Beach which have a permit system, and people who don’t want to pay the fee or have a second car have been known to park on the Scarborough side, said Burke. He acknowledged, however, some East Beach residents feel getting the odd ticket is cheaper than buying a permit, or that requesting a guest permit when a visitor stays overnight would be a hassle. Southwest Scarborough Councillor Gary Crawford, who hosted the meeting and has done his own survey of households on Blantyre, couldn’t be reached for comment yesterday, but said beforehand he wasn’t convinced a clear majority of residents want permits. Burke said he will decide soon whether to do another poll on Blantyre. This could trigger an official poll which could lead to approval at Scarborough Community Council.

National team honours for Scarborough duo Scarborough wheelchair basketball players Adam Lancia and Abdi Dini have both been named to the 2013 National Wheelchair Basketball team. Both players are returning members of the team who both trained at Scarborough’s Variety Village. They are the only players from Toronto to
make the team. There are nine returning players from the London 2012 Paralympic gold medal winning men’s team along with three new players. There are no Toronto-based players on the women’s team. The men’s and women’s teams were selected from a pool of 46
athletes (22 men and 24 women) who attended a week-long selection camp from Jan. 2 to 8 in Las Vegas, Nevada. The Senior Men’s National Team went undefeated at the London 2012 Paralympics to capture their third gold medal in four Paralympic Games.
The team has been on the podium at four consecutive Paralympics and at five of the last six World Championships. Wheelchair basketball is a fastpaced game that is one of the most competitive and athletic sports played during the Paralympic Games.

Keep residents in the loop on budget process
I
t’s budget season: Cold and dry.
However, unlike previous City of Toronto budgets when Mayor Rob Ford raised the ire of residents and councillor, this year seems to be a lessirate affair. Except for a few agenda-driven Torontonians, no one seems interested in the billions of dollars it takes to run Toronto. The budget committee has spoken. The proposed $9.4-bil- our view lion budget headed to the city’s executive committee yesterday. Form a group Then it’s on to council for debate next week, where certainly a few to get your discussions will take place on how the money (and potential voice heard surplus) should be spent. Some councillors held ‘budget meetings’ this week but it’s too late in the game to hold meetings that will, by all accounts, change nothing of the 2013 budget. But these meetings, if approached correctly, could be the way forward. Councillors should keep the budget top-of-mind at every community meeting they host or attend. Everything important to residents should be approached with the budget in mind. Torontonians deserve to know exactly how every request – from installing park benches to TTC funding – has a budgetary component. When you attend a meeting at a wading pool, and residents want paint supplied to paint the pool, they have to understand how that happens. If residents want a planning study done, councillors have to acknowledge that there are issues – such as budget cuts – that impact these studies. As our elected representatives, councillors are obliged to not only accept requests and recommendations from Torontonians but to discuss with them exactly how those things can – or cannot – come to be. It’s easy to be frustrated as a citizen, believing you have no voice at city hall. But that’s not that case. Educate yourself on the budget process; know exactly where the money comes from and where it has to be spent. Councillors should not be left to explain how the budget works every time. Formalize the issue by creating groups, or participating in local residents’ associations. Formalizing into a group lends more credibility to requests. Having an understanding of how the budget process works is even better. The city’s budget should be top-of-mind councillors and residents alike. That way, we can all participate intelligently in how to make our city a better place. newsroom

To the editor: Hospitals, I thought, were a place we could go for help when needed. But if you do not have the money to pay for parking, one cannot take advantage of this service. How about if the people in charge of this service be realistic and allow free parking around Centenary hospital on Ellesmere Road and Scarborough General on Lawrence Avenue. And it wouldn’t hurt to cut down the price of visitors parking a little as well. That would be the best new year’s gift you can give the public. Alberta Collins
Snow-covered park inspires big smiles for everyone
I
’ve had this big smile on my face since that snowfall on Boxing Day. Alas, the milder temperatures are slowly melting away much of that beautiful white carpet and the smile as well, it saddens me to say. I hope that Boxing Day blast was not the end of our winter. But if it was, well, it’s one more than we got all last year and it sure was fun while it lasted. So was the smile. I’m guessing I’m not the only one around here who feels that way. I came across countless others in my neighborhood with the same look on their faces over the holidays. Big smiles were on plentiful display, particularly in Cedarvale Ravine, which was jam-packed with them throughout the break. There were big smiling joggers. There were big smiling baby stroller pushers.

There were big smiling cross country skiers. There were big smiling bird-watchers. There were big smiling people walking their dogs. There were big smiling dogs walking their people. There were big smiling rabbits. A big smiling fox made a cameo appearance. And big smiling hockey players and big smiling pleasure skaters were abundant in the new big smiling outdoor rink. Yeah, Cedarvale Ravine was a veritable big smilefest, alright. But the highlight for me. hands down, was the big smiling kids tobogganing.
When it came to big smiles, these kids were in a class all their own. I had to take my hat off to them. Actually, for the record, it wasn’t a hat, it was a tuque. And I didn’t really take it off. I don’t dare take off a tuque in company. My hair’s nothing to write home about at the best of times, but after a tuque comes off? Fuggedaboutit. It just looks plain weird. But I digress. Back to the tobogganers. They had some wild moves, these kids. I used to love tobogganing when I was their age but I don’t remember doing of any of the fancy stuff they were doing. During the entire time I was watching I don’t think I saw any of them go downhill in the conventional way. They went face first, backwards, sideways, upside down, downside up; they did spinneramas,
they went over mini-jumps. They were truly a sight to behold. And the best part of the sight I was beholding? Their unmistakable facial expressions throughout it all. They raised the bar for snow-induced big smiles. They took them to a whole new level. I can’t wait for it to snow again to see if I can match their output. But I know I’ve got my work cut out for me. They’re going to be a tough act to follow. And for the simplest of reasons. You see, it wasn’t an act at all. As one who has experienced a lifetime of big winter smiles, they flow naturally. For second-year Denver Bronco offensive lineman Orlando Franklin, who first learned his craft during a long eight-year stint with the Scarborough Thunder youth football organization, this year’s National Football League (NFL) post season promises to have a totally different feel to it. This Saturday, Jan. 12, it will be his Broncos who are the favourites with a 13-3 record – shared with the Atlanta Falcons for the best record in the NFL – as they open up their playoff run at home against the 10-6 Baltimore Ravens, one of last weekend’s wildcard winners. Last year, it was the Broncos who were the heavy underdogs as they were the only 8-8 team to make the playoffs. Eight other teams with the same or even a better record did not make post season that year. And the Broncos made the best of it with a 29-23 wildcard weekend upset over the 12-4 Pittsburgh Steelers before finally being sent packing in the divisional playoff game 45-10 by the New England Patriots. One steady constant over those two years has been Franklin who, for the second year, has so far played in
every game on the offensive line for the Broncos. He had a bit of a scare in his final regular season game back on Sunday, Dec. 30 – a 38-3 win over the Kansas City Chiefs - when he fell awkwardly after a first-quarter fumble by rookie running back Ronnie Hillman. Franklin, who achieved the rare distinction of playing every game on the offensive line, both regular and post season, in his rookie year, had to sub out but returned after missing only one series. Franklin also spent two years in high school in Scarborough – attending the now closed Timothy Eaton Business and Technical Institute and then on to Sir Robert L. Borden Collegiate. He elaborated during a visit to a local high school last year that his life, at that point, was heading in the wrong direction, including some minor run-ins with the law. But thanks to his mother’s unfailing support, he was able to turn his focus toward football, heading to a prep school in the United States. The rest, as they say, is history – which he’ll hope to continue this Saturday in Denver in his now familiar place on the Broncos offensive line, trying to protect quarterback Peyton Manning.

West Hill team takes silver medal at Silver Stick tourney in Vaughn Squad at Aeros tourney on weekend The West Hill minor atom A team brought home the silver medal from the annual Silver Stick Tournament held in Vaughn recently. At the tourney, which ran from Dec. 27 to 29, West Hill beat the Georgetown Raiders 7-1 and the Innisfil Winterhawks 1-0. They then lost to the Vaughn Rangers 1-0. West Hill won against the Humber Valley Sharks 3-0 in the semifinals but ended up losing to the undefeated Vaughn team 2-0 in the championship game. “We have an enthusiastic group of boys who played
their hearts out at the Silver Stick tournament,” said Carrie Gorman, team manager. “I believe that if our team continues to play the way they did in this past tournament they could win their division in the playoff season.” The West Hill team is currently in fourth place in the East Greater Toronto Hockey League division with a record of 18 wins, seven losses and three ties. The team’s next tourney for the West Hill team is the Aeros Tournament at Chesswood Arena which
begins today and continues through until Sunday. Members of the team’s coaching staff are assistant coach/trainer Leo Gorman, assistant coach Damian Campbell, head coach Jason Winters, and assistant coach Steve Bloye. Team players are Noah Campbell, Zachary Ortencio, Dario Alimonti, Haroun Umar, Wesley Gorman, Jamie Cardy, Ethan Healey, Marcus Alves, Elijah Couture, Danny Radeff, Tristan Bloye, and Logan Winters. The realites of being an ‘interim’ mayor M
ost of the discussion at Toronto City Hall now centres on what will happen if Mayor Rob Ford loses his appeal of Justice Hackland’s ruling to vacate the mayor’s office. Should he be forced to go, Ford and his allies have all but given up asking council to approve a byelection. The deputy mayor even concedes he may not have the votes to appoint Mayor Ford to his current post. As a result, the main question is whom councillors will select as interim mayor. The appointment itself will probably be made in a special session of council. Since the position is open to any elector, we can expect a long list of candidates, including special interest advocates, job seekers and the delusional. Expect council to give each candidate five minutes to state their case, and to allow each councillor one question per candidate. Once the speeches are done, the clerk will instruct councillors to select one candidate from the speakers list. Those with the fewest votes are dropped from succeeding rounds. Councillors

david soknacki will continue voting until a majority selects a candidate. Afterwards, the voting records are posted on the city website. Like any formal theatrical performance, what appears on the stage is well rehearsed. Councillors are now interviewing candidates. Their criteria are different than what the public seeks in a mayoral campaign. Councillors are not looking for a bold vision or someone who can deliver results based on a mandate. Unlike the public, they will not be measuring candidates against campaign promises. Instead, councillors are looking for a conciliator to competently manage the organization. Councillors would allow progress
where there is wide agreement, such as demanding additional funding from other governments, or setting aspirational non-binding targets. In addition to such laudable, perhaps uninspiring, goals, councillors have two other questions in mind. The first is whether the candidate will allow each councillor to advance their individual interests. Candidates for the mayoral position need to grasp that agreeing to bland centrist positions is essential for appointment. Equally importantly, councillors do not wish to give anyone an advantage for the 2014 mayoral contest. They are almost certain to extract a promise that the candidate will not seek election as mayor. Not that these commitments are either enforceable or always kept. At law, no one cannot prevent a voter from seeking any office. As well, appointees to council vacancies have changed their minds once in office. While competitors were outraged, electors either forgot or did not seem mind. In most cases those who broke their promises
were returned. Without a public mandate, compelled to utter inoffensive goodwill while canvassing councillors, and obligated by a promise not to seek election as mayor, the successful candidate will come into office with a term of just more than 12 months. Once installed, the interim mayor will have limited ability or time to change committees or the municipal structure. Given these handicaps, our new chief magistrate will have great difficulty in enforcing discipline or implementing new legislation, even if so inclined. Looking at political reality, council will probably select a pliable servant as leader; taking the view that peace with minor progress is preferable to firm direction with continued dissension. Since council is unwilling to appoint the current mayor, and so unable to make a decision consistent with a popular mandate, it is probably the right move. n David Soknacki is a former City of Toronto councillor and budget chief. ‘Turning point’ budget for city: Mayor Ford Toronto Mayor Rob Ford kicked off his executive committee’s consideration of the 2013 operating budget yesterday with a stump-style speech, trumpeting his administration’s successes and making it clear there’s more work to be done. “This budget represents a turning point for Toronto,” said Ford. “It’s something I was elected two years ago to do — and we’re getting the job done — as promised. Don’t get me wrong — there is still a lot of work to do over the next two years — and I am committed to finishing the job.” Ford’s remarks come as he and council await a decision by Divisional Court on his appeal of his Municipal Conflict of Interest Act conviction. If the appeal fails, Ford could be running in a mayoral byelection or seeking council’s support for a reappointment. At the executive committee meeting, Ford offered a preview of his pitch to voters and his colleagues. He said the 2013 budget does not rely on prior surpluses, that council has reduced the size of government and that police have held the line at a zero per cent increase.
