Homeowners in the Brimorton Drive/McCowan Road neighbourhood have upwards of 60 minor problems with their properties that they didn’t know about – and one big problem, with an “individual” who has made it their business to go, cataloguing those problems and calling in city property standards inspectors to lay charges. The complaints, according to local councillor Glenn De Baeremaeker, are all minor: a flower bed inching onto city rights-of-way, or a fence, two inches higher than the fourfoot maximum allowed by city bylaws. “I challenge you go to a house and find a problem,” said De Baeremaeker. “For all of these 60-plus complaints, they’re all trivial and frivilous. There’s no real merit to any of them. It’s just a form of harrassment against neighbours.” De Bearemaeker is bringing a notice of motion to next week’s meeting of Toronto Council, asking that the city come up a way to deal with “frivilous and vexatious” complaints to the city’s bylaw enforcement. The federal Conservative government has extended the life of an intensive therapy program which helps Scarborough families keep unruly teenagers away from gangs. GangBusters since 2010 has worked with scores of local youths – 118 as of March 31 – as well as with their families, school officials and friends. The government, which has spent $2 million on the program, is spending $507,000 more to continue the work through a fourth year, Scarborough Centre MP Roxanne James said Wednesday at the Agincourt Community Services Association. Each working with four families at most, therapists in the project use multisystemic
therapy, or MST, with boys and girls ages 13 to 17 who have repeatedly displayed aggressive behaviour, often skipping school and getting into brushes with the law many times. At risk Such teens are at risk of gang involvement because of who they’re hanging around with, Anne Edmondson, the MST supervisor, said at the announcement. MST focuses “on the entire world of the youth” by also working with parents and the rest of each youth’s “natural ecology,” she said. It’s parents or other caregivers of such troubled youth – who have a lot of skills, but may have gotten tired or frustrated – who can be the agents of positive change in their lives when the profession-
als have gone, Edmondson said. The project’s four therapists have had success empowering those parents and caregivers and keeping the teens out of further trouble. “Last year, 91 per cent of the youth were living at home and in school at discharge,” Edmondson said. Therapists available A therapist is available when a parent “reaches the point where they want to give up,” and can sit with them all day in court or come over to get the family up in the morning, added Denise Grieve, the project manager. Referrals to GangBusters come from Toronto’s school boards, children’s aid societies, Native Child and Family Services and sometimes the parents themselves.
Edmondson said the therapists “see a lot of positives in people” but they also follow safety protocols to protect themselves. Joint effort Addressing crime takes a sustained joint effort, and while a priority of the Conservative government is passing legislation to keep streets and communities safe, it has also decided to focus on early intervention programs, said James, who added GangBusters is critical in helping Scarborough youth steer clear of gangs or in some cases escape them. When youth make the right choices, they can make positive contributions to our communities, James said.

Scarborough woman starts Tamil dating service Busy Tamil-Canadian professionals want to meet potential mates, but don’t necessarily want the arrangements or the marriage brokers who brought their parents together, says a Scarborough woman starting a dating service. “We need to have different options,” Vidhya Magendran, founder of TamilMatch.org, said in an interview. A software consultant, Magendran, 41, is single and said she worked on the dating site with friends who share her frustrations with the traditional ways of Tamil matchmaking, which can involve
consulting astrological charts to see whether couples are compatible. Tamil-Canadians who don’t meet a partner at work or school, may still have to fall back on methods used for their parents. There are Indian matrimonial sites where people register under their horoscope, income or caste, said Magendran. “They’re going to pull out your horoscope. They’re going to go the traditional route,” she said. A new generation raised in Canada “don’t necessarily believe in this” and instead want to meet someone they can see shares their interests, Magendran said.
TamilMatch aims to introduce signed-up members at a fun activity – a cooking class, a hike or board game night are possibilities – and then conclude the event with a session of speed dating. Participants will be given icebreaker questions designed to help both extroverts and introverts feel comfortable. Magendran chose to launch the site Saturday during FeTNA, or the Federation of Tamil Sangams of North America, a convention of Tamil business and culture that brought thousands to Toronto’s downtown last week. For this debut, TamilMatch, waived its limits to include 40 participants in their late 20s
to late 30s, said Magendran, who acknowledged a “mixed response” from parents and grandparents on her idea. Others who helped organize the service don’t want their names mentioned, one reason being that they want to participate themselves in TamilMatch eventually, added Magendran, who said some of her single friends are set only on a Tamil match, while others are open to meeting people who aren’t Tamil. “Our own community is a familiar and comfortable place to begin,” she said. TamilMatch expects to host another event in August or September.

n light of Monday’s severe thunderstorm that walloped the Greater Toronto Area and caused significant service disruptions and flooding, there’s much for all of us to learn from the experience. There always is. When it comes to the record rainfall and the subsequent flooding, power outages and transportation paralysis endured by Torontonians, we expect that service providers will undertake a thorough review of the steps they followed in the wake of Monday’s event. It’s essential because it can help lead to improved service delivery during future emergency occurrences. Indeed, the consequences of Monday’s storm form powerful reminder of the imporour view atance of proper emergency planning, but not just for the providers Much for us of municipal services, but for resiand businesses as well. to learn from dents Knowing what steps to take and what services to rely on during a experience trying time can make an unpredictable and uncomfortable situation just that much more bearable if there’s a plan in place. It helps to have that kind of stability. In some cases, it can be simple steps. Making sure communication devices are charged frequently, for example, is one. Having an emergency kit at home is another. In your own neighbourhood, checking in on those who may have mobility issues or other illnesses is yet another. But it’s also important to differentiate between preparation and reaction. The theory goes if we do a better job preparing, we’re better enabled to react properly. And while it’s important that all of us strive to improve our own planning for the unpredictable, it is also important to celebrate heroic deeds and acts of kindness we witnessed Monday evening. Some moving video and images have emerged. You can see some of them on our website at www.yorkguardian.com There’s the picture of a man helping another move his car through a flooded intersection. There’s the video of the GO train rescue of 1,400 passengers on the Don Valley. So for emergencies, there’s the preparation part, which we must always strive to improve. And then there’s also the reaction part, which benefits from proper preparation.

Residents across city have much in common
T
hey came in their thousands, a crowd far larger than any of his opponents could muster. They represented Toronto’s European roots plus young families of new Canadians, they sang a new theme song, chanted their subways mantra and waited in lines to share a photo or word with their hero. Even his political enemies must admit that Ford Nation is still a potent force. True and genuine They left believing that their mayor was a man just like them, perhaps not quite perfect, but one who shared their outlook. ‘ Said one attendee, probably summing up the feelings of many, “He’s true and genuine, you know.” It is a matter of pride that someone so identified with suburban interests was elected as mayor. Someone who lives where taking
david soknacki beyond the headlines transit doubles commuting time. Where neighbours talk over fences and children play in their yards, rather than congregate in parks. Where the priority ought to be fixing existing city services, before spending millions on projects like lighting up the luminous veil on the Bloor Street Viaduct. In fact, the mystique of Ford Nation consists of pride at promoting suburban values, plus fear that the barbarians from downtown are eroding the suburban lifestyle. While accenting the suburban downtown divide is good politics, it is better policy, and campaigners might win more votes, by emphasizing how our two solitudes are coming together. As the tremendous vitality of different parts
of the city shows, in many respects we do not have that divide. Demographics, how we work and where we live have changed so much over the last few decades that many of our old models – on the need for a subway extension in Scarborough, for instance – are no longer valid. In short, the facts show that Torontonians have far more bringing us together, than separating us. Division Veteran campaigners know the value of dividing groups, and winning each through appeals designed to chain together enough to win. We know by looking at the droves that attended the Ford Fest in Scarborough, and messages presented, that part of the upcoming campaign will emphasize the divisions between our suburbs and downtown. Framing the campaign
in this context will give Mayor Ford a strong starting base, as it will be easy for someone to make the case to be his opposite: a downtowner, progressive rather than conservative, and so forth. Such a campaign will continue our politics of division. But Ford Nation is also concerned about the many issues that are vital to those in the downtown core: such as transit, the city budget, enhancing our economic prospects and delivering city services. If the new crop of mayoral candidates addresses these issues as well as the Ford Nation signature concerns of stopping the gravy train, and keeping taxes low, there will be a fair chance to achieve a mandate that goes beyond one section of the city.

Man, 69, fighting for life after being struck by bus A 69-year-old man is fighting for life after being struck by a TTC bus in Scarborough on Monday. Police said the bus was heading south on McCowan Road in the curb lane when the senior was struck near Kenhatch Boulevard (south of Finch Avenue) at 5:19 p.m. “The pedestrian...was standing on the west side of McCowan just north of the intersection,” Const. Clint Stibbe said. “The pedestrian stepped out into the curb lane into the path of the southbound bus and was struck by the bus.” The victim was taken to a trauma centre with lifethreatening head injuries. Police closed McCowan in both directions between M i d d l e f i e l d Ro a d a n d Sandhurst Circle for several hours as officers from traffic services investigated. Three men have been charged after a 31-year-old man was seriously hurt during an altercation in the Sheppard Avenue and Brimley Road area. Police were called to 4386 Sheppard Ave. for an unknown trouble at 4:32 a.m. on Friday. Police allege the victim and two others left a restaurant and got into an altercation with another group of three men in the parking lot. During the dispute, the victim suffered a serious chest injury and collapsed. He was taken to hospital via an emergency run. His injury isn’t considered lifethreatening. Three men were arrested near the scene. Sanjith Stanisless, 23; Janaarthan Sritharan, 23, and Vykunthan Kanthavel, 27, have been charged with aggravated assault, assault with a weapon, weapons dangerous and mischief.

The victim received minor injuries. The suspect is black, 18 to 22 years old, 5’6” to 5’8” tall, 120 to 150 pounds with

Four teenage males suffered minor injuries during a weekend robbery near Victoria Park Avenue and Gerrard Street. The suspects stole a necklace, hat and backpack and fled south towards Kingston Road. One suspect is black, 25 to 30 years old, 6’3” to 6’4” tall, 200 to 220 pounds. Celebration of community arts slated for Malvern Arts groups will announce five initiatives “to strengthen arts in neighbourhoods and to support newcomer artists” in Toronto today at a celebration of community arts in Malvern. T h e To r o n t o A r t s Foundation led a year of research into the importance and impact of art in the neighbourhoods of Malvern, St. James Town and Weston-Mt. Dennis. It will release a report, Transforming Community Through the Arts, on Thursday from 3:30 to 5:30 p.m. at The SPOT, a youth-run addition to the Malvern Public Library on Sewells Road near Nielson Road. “Neighbourhoods are filled with creative energy - from local festivals bringing people into the streets and parks, to art classes for children, and knitting circles for adults,”

Feline Fiesta, the City of Toronto cat adoption blitz, is being extended to July 20. Until then, residents can adopt a kitten or cat for the discount price of $25, plus the cost of a licence - $15 for a sterilized cat, of which seniors pay half - and HST from one of four city animal shelters. That includes 821 Progress Ave., west of Markham Road in Scarborough, which is open for adoptions from 10:30 a.m. to 6:30 p.m., seven days

NHL’s Simmonds hosts charity ball hockey event You can be sure a contingent of Scarborough National Hockey League veterans will be very much on the ball for a charity tournament back in their hometown on Saturday, July 13 at Scarborough Gardens Arena. Wayne Simmonds of the Philadelphia Flyers, born and raised in Scarborough, will be hosting his second annual ball hockey tournament which
serves two purposes. The short term purpose is to create a memorable day of ball hockey for 64 local pre-teens (ages eight to 12) who have been chosen from local schools and from the Scarborough East Boys and Girls Club. They’ll suit up for eight different teams for a fourgame round robin, followed by playoffs.
While doing so, they’ll get to hang out with the NHL stars, most of whom grew up in Scarborough. The long-term purpose is to provide funds for underprivileged youth who can’t afford to participate in community sports programs. For this, the charity works with the Canadian Tire Jumpstart program for which it hopes to hand over $10,000.

The complaints to the city’s property standards division resulted in inspections, and where the infractions were noted, charges being laid. Because the city’s bylaws are generally “black and white,” inspectors have had no choice but to lay a charge once a complaints been filed. “But these are really minor things,” said De Baeremakers. “A complaint about a garden that is one foot on the city property. Most people don’t know exactly where the city property ends and theirs begins. Some people have fences that should be four feet and are four feet two inches. There are no issues. Any reasonable person would have no issue.” De Baeremaeker said he
has “an idea” of the identity of the person making the complaints but wouldn’t disclose it. “Unfortunately this one individual is using our staff as their own police force... so our inspectors have to inspect 60 properties, 60 notices of violation. They have to reinspect those properties and in the end they would have to take those people to court. A lot of people are very, very stressed and very, very upset because they’ve lived in their houses some of them for 50 years, paid their taxes, kept beautiful gardens and lawns and now people are telling them their cedar hedge is too high.” De Baeremaeker wants council to establish a directive for property standards complaints to be assessed, where there is an instance of a large number of complaints, to be dismissed as vexatious.

St. Agatha, located on Cathedral Bluffs Drive near Kingston and McCowan roads, has 457 students from Junior Kindergarten to Grade 8. “I’m shocked that something like that would happen here,” said Robert Taylor, who has three kids at the school. “This has always been a nice,
calm place to go. It’s not one of the rougher areas.” Taylor added his children loved the playground. “My boys just learned how to play on the monkey bars, so this is going to be rough.” Grade 5 teacher Anne Marie McCowan said a fire was also set at the playground about two years ago. “There’s a sense of loss and anger,” she said of Tuesday’s arson. “It’s the lack of accountability and kids who obviously don’t have a sense of what the repercussions are of things that they do.” Anyone with information is asked to call 43 Division at 416-808-4300. This isn’t the first arson at a school playground in Scarborough this year. On Ma y 6 , a r s o n i s t s destroyed a kindergarten play structure at Mary Shadd Public School on Hupfield Trail. The cost to replace the playground wasn’t covered by insurance. More than $60,000 was raised to rebuild it.

Two-year countdown to Pan Am/Parapan Am Games MICHELE MCLEAN active@insidetoronto.com A celebration was held yesterday to mark the two-year countdown to the Toronto 2015 Pan Am/Parapan Am Games. The Games organizing committee (TO2015) planned celebrations in 10 locations in the Golden Horseshoe including downtown Toronto’s Commerce Court. The opening ceremony for the Pan Am/Parapan Games will be happening on July 10, 2015. Along with demonstrations of BMX jumping and a trampoline routine by Toronto’s Olympic silver medallist Jason Burnett, a ceremony was held with various speakers including wheelchair racer Josh Cassidy. “In 2015 I plan to be right here competing for gold,” said Cassidy, who won both the 2012 Boston Marathon and 2010 London Marathon. “This will be the first time I’m competing in my hometown of Toronto,” he said. Roger Garland, TO2015 chairman of the board, welcomed the crowd gathered in the court. “Let’s celebrate because there is a lot to celebrate,” he said. “This is a special day for Toronto. Today is just a preview of the spirit and

excitement that the games will ignite. Let’s get excited Toronto. The games are coming.” Minister of State (sport) and MP for Bramalea-GoreMalton Bal Gosal told the crowd the “countdown has begun.” “We will be hosting one of the largest international multicultural sports events in Canadian history,” said Gosal. ‘Excitement is growing’ He added the facilities being built for the games will be used long after the games are over. “The excitement is growing,” said Gosal. “The Golden Horseshoe will be the place to be in 2015.” Ontario’s Minister for Tourism and Culture Michael Chan said his government has kept pace in the building of the facilities needed for the Games. “Our government is proud to bring the games to the country,” he said. Marcel Aubut, president
of the Canadian Olympic Committee, told the crowd he saw the pride of Canadians at the Vancouver Olympic Games. “In Toronto 2015, we will see that pride again,” he said. “Our goal is we want to finish in the top two nations. I prefer the top one.” Mayor Rob Ford officially declared July 10, 2013 to be Pan Am/Parapan Am Day in celebration of the twoyear countdown to the 2015 Games. “I am very proud to proclaim Pan Am/Parapan Am Day in our great city,” Ford said. “Hosting the 2015 Games will strengthen Toronto’s international reputation, further increase economic development opportunities across the city and create a sport and infrastructure legacy while showcasing Toronto as a dynamic and diverse city.” In all 10 communities special murals created by artist David Arrigo were unveiled. The artwork will be on display at the various venues throughout the Golden Horseshoe and will remain in the communities as mementos from the Games.

oney, or the sudden acquisition of it, can do funny things to people, especially if you’ve worked an average job and lived an average life for decades. In the Scarborough Players hysterical final show of the season, Funny Money by Ray Cooney, an average man, Henry Perkins, has his morality tested after he accidentally ends up with a large sum of money, dragging his wife and friends into the frenzy in his quest to keep it. Set in Henry and his wife Jean’s (Deborah Ann Jarvis) home in Fulham, England, it’s the evening of Henry’s birthday and Jean has cooked a celebratory dinner to share with their friends Betty and Vic (Stephanie Szymanski, Chris Hardess). Except when Henry

finally gets home he looks like he’s just seen a ghost and frantically begins calling the airlines to book a one-way flight to anywhere with no explanation as to why. Jean becomes increasingly upset as she hears
Henry’s plan to permanently leave England and that she must leave her home and friends behind. After Henry shows her the money he accidentally acquires after his briefcase gets switched on the tube, she panics even more.
But Henry has his mind set. He and Jean will leave and he has already called a taxi driver (Konstance Koutoulakis) to take them to the airport. However, like in all farces, circumstances quickly get complicated. As Henry is packing, detective Davenport (Tommy Boston) shows up to question him. Vic and Betty are also thrown into the mess as Jean and Henry say and do anything to cast off any suspicion. Of course, the obvious question is who does the money belong to. It’s also obvious that the money is most likely linked to illegal activity, which is confirmed after detective sergeant Slater (John Pirker) arrives to say there has been a murder. Without giving away the details, it seems that Henry will do whatever it takes to leave, and the usual farcelike elements, over-the-top scenarios and those who
become entangled in the mess, ensues during his quest. But this farce has so much more. It’s literally a laugh a minute, and the situations created are unbelievably funny and contain some cheeky adult humour. Also, each of the character’s transformation from when we first meet them to the end is amazing to see. Like Jean – amazingly played by Jarvis – who at the beginning is quiet and never drinks, but is soon enduring it all with the help of brandy and cooking sherry. Szymanski is also amazing as the stunning Betty, who surprises us with her hilarious one-liners and her new-found fascination with Henry and his newfound fortune. And Hardess as Vic, offers up some priceless moments, complete with the best expressional reac-
tions in the show. Nowlan is usually seen mostly in more dramatic roles, but his portrayal as the square Henry gone money crazy proves that he can pull off a comedic role just as well. He’s energetic, talented and garners many laughs. Completing this cast is Boston and Pirker as the lawmen in this show, and one persistent, and knowsmore-than-he-shows, taxi driver. This cast doesn’t disappoint both individually and as an ensemble. With unbelievable situations, non-stop humour and a crazy-fun plot, Funny Money is a show you don’t want to miss! Ford calls overall response to emergency ‘satisfactory’ David Nickle dnickle@insidetoronto.com Toronto’s response to Monday night’s torrential, HurricaneHazel-topping downpour was only “satisfactory,” said Mayor Rob Ford – and on Tuesday morning he announced that City Manager Joe Pennachetti will be reporting on how to better respond to heavy rains he said will likely become more frequent. “I think we did a satisfactory job but I’m still not happy,” said Ford at a city hall news conference flanked by senior city, TTC and Toronto Hydro staff. Ford kicked off the news conference with a more salutary message to city staff, many of whom spent the night before mopping up after a storm that delivered more than 126 millimetres of rain to parts of Toronto – much of it over just an hour during Monday evening’s rush hour. “What occurred over a few short hours (Monday night) was unprecedented,”
said Ford. “I am proud of our hard-working staff who worked tirelessly through the night. I’m also proud of the people of this great city for coming together. Once again Toronto has persevered – we have weathered the storm. There were a number of things that worked well last night, unfortunately there are areas that need improvement.” The storm caused commuter chaos in the downtown core and the west end of the city. It knocked out subway service in North York, parts of downtown and the west end, flooded the Don Valley Parkway and Bayview Extension as well as numerous underpasses, and caused basement flooding across the city. It left 1,400 GO Train commuters on the Richmond Hill line stranded as water levels rose into the first level of a double-decker train in the Don Valley. It also knocked out power to hundreds of thousands of homes and by Tuesday morning left the city’s power

He said the failures he wants to study were pointed out to him by Toronto residents he spoke with and visited. “It’s not what concerns me, it’s the taxpayers,” said Ford. “People had basement flooding – they were panicked last night. They needed answers and as mayor I can only do so much, so I have to sit down with Mr. Pennachetti and figure out how we can get the information out.” Ford said communication was a big problem. “Communications is a big one – but when there’s a blackout, TVs weren’t working, radios weren’t working. A lot of people were in their cars trying to get some information,” he said. City Manager Joe Pennachetti said he would review the city’s response, but said given the enormity of the rainfall, city staff performed well.

“I was thinking I might need to swim soon,” said Chiu, a 34-year-old IT manager who estimated the water was as high as four feet reaching the second level of the train car before receding around 10:00 p.m. “In some ways it was nice to be above ground but it wasn’t that nice looking at the water coming up.” Chiu said she was not aware of any weather advisories prior to boarding the train which left Union Station at 5:30 p.m. At 6:15, she and the estimated 140 people in her compartment received word that flooding was forcing the train to return to Union. “Then they announced we were were stuck and couldn’t turn back because the other side of the tracks were flooded too,” she said. What followed was a five hour wait, much of it spent
without power, as Toronto emergency services personnel scrambled to evacuate the train. Through it all, Chiu said most people in the compartment - who were forced to move to the train’s upper levels as the flooding grew more intense – remained calm, receiving infrequent updates from a GO employee travelling between cars when the train’s PA system stopped working. Her ordeal ended around 10:30 p.m. shortly after evacuations began. A pulley and rope was attached to the train car and used to drag a police dinghy across the floodwaters and transport Chiu and the other strandees three people at a time from from the train. In all, it took barely six minutes to get to land. “It wasn’t too bad, having

When New Democrats on council tried to look after one another, using tax dollars to cover legal bills related to their candidacy, Holyday was all over that — spending his own money to see that council followed the rules. And yes — when Olivia Chow made a play for a federal seat in Ottawa while she sat on Toronto Council, Holyday stood up to shout, ‘No.’ But we should understand: Holyday was shouting ‘No’ to a New Democrat, attempting to use taxpayers’ money to bring a socialist agenda to the nation’s capital.

The byelection is Aug. 1, and he’ll be stumping against fellow councillor and now Liberal nominee Peter Milczyn. Here’s the trouble: some nine years ago, Holyday made a fuss when thencity-councillor Olivia Chow did something very similar, seeking the nomination for the federal New Democratic Party in the same riding where she’d just won her seat on council.

GO expands Quiet Zones on rush hour trains RAHUL GUPTA rgupta@insidetoronto.com GO Transit will soon expand Quiet Zones noise restriction areas to all of its rush hour trains. Beginning Monday, July 15, the program will be in effect on the upper levels of all GO trains servicing rush hour commutes both morning and afternoon. During that time, commuters seated in the specially-designated areas will be expected to refrain from creating excessive noise through loud conversations, music or beeping electronic devices. “There will still be an opportunity to take a quick phone call or hold a quiet conversation if it doesn’t disturb others,” said Mary Proc, GO’s vice president of customer service. Proc said positive feedback regarding the Quiet Zones which were first introduced on the Barrie line back in February convinced GO to expand the pilot program system wide. A recent customer survey indicated over 80 per cent of respondents supported the program. The restriction will not be in place on weekends when there are more families and train riders are generally more “boisterous”, said Proc. But while GO has no plans to end the program, no final decision will be made on making the Quiet Zones a permanent feature of the regional transit provider’s train service just yet.
The TTC announced late Wednesday morning it has restored power to Kipling Station on the Bloor-Danforth line, which was the last station closed due to major flooding that took place following Monday’s storm. A Downtown Relief Line subway project for Toronto could be approved by the Metrolinx board as early as next year, the transit planning agency’s CEO said recently. Though it will likely take 15 years to approve, design and fully build the Downtown Relief Line to ease congestion on the subway system, Me t r o l i n x C E O B r u c e McCuaig was confident the $7.4 billion undertaking – which will require funding through dedicated taxes and user fees – will receive Metrolinx’s stamp of approval by the third quarter of 2014. “We’re going to try to keep all the timelines we set out,” said McCuaig after a board meeting Thursday. “People want to see a schedule, and that we’re meeting that schedule, so our objective is to hit the timelines we set for ourself.” Before that goal is reached, a preliminary planning study needs to be completed, which will examine specifics of the project.
