His granddaughter’s short life shows “it’s not how you go or when you go, it’s what you do before you go,” Charles said, urging his audience not to put off good deeds until tomorrow.

“People expect me and my family to be sad and crying. No, because we know where Shyanne is,” he said. That Shyanne is in heaven was also affirmed Tuesday by local clergy, politicians, a police officer and several of the girl’s tearful friends. Subways, subways, subways. That was the word from Toronto City Council, at the end of a grueling two-day debate on the future of the Scarborough Rapid Transit line (SRT). Two options were on the table: one, to encourage Metrolinx to continue building a gradeseparated light rail line between Kennedy Station and Sheppard, and a second to formally ask that Metrolinx halt work on the light rail line and build a threestop subway instead. In the end, council opted to go with the subway – but by a much smaller majority than it had when in May, 35 councillors supported a motion by Scarborough Centre Councillor Glenn De Baeremaeker, asking for a subway instead along the line. This time, the vote was 28-16. This time, council attached a number of caveats to that request. Council supported an amendment by St. Paul’s

Councillor Joe Mihevc that means the project won’t go ahead if the province doesn’t put forward funding equal to 50 per cent of the net capital costs, and that no funding be reallocated from other Big Move transit projects. Similarly, the master agreement between the city, the province and the federal government isn’t to be altered beyond the SRT replacement. And council supported a motion by Toronto Danforth Councillor Paula Fletcher setting a deadline of September 30 for the federal and provincial government to fall into line. Denzil Minnan-Wong, who is normally an ally of the mayor but opposed this plan, wondered over Twitter whether all of that wasn’t a poison pill. “ Vo t e i n f a v o u r o f Scarborough subway, contingent upon 50 per cent net funding coming from feds. LRT could live on if subway funding fails: TTC chair Should the city fail to secure federal funding for a Scarborough subway, a provincially-funded light rail transit (LRT) project could still proceed as planned, said the chair of the TTC. Karen Stintz, who voted with a majority of city council yesterday in favour of a subway, said if the federal government doesn’t commit to funding a three-stop eastern extension of the Bloor-Danforth line, it will still be possible to complete a $1.8 billion conversion of the Scarborough RT into a LRT. “If we don’t have a federal partner and we don’t have a provincial partner for a subway then the LRT is still on the books,” said Stintz on Wed. July 16 before the council

vote supporting a Scarborough subway. “At a minimum Scarborough is getting a replaced LRT.”

Provincial funding was confirmed as part of a master agreement between the city and Metrolinx regarding the construction of the Scarborough LRT and three other light rail lines for the city ratified by city council in the fall of 2012.

But with the council endorsement for a subway to run along the Scarborough RT corridor, the city must now pay the additional funds required for the project. As part of Wednesday’s vote, council has imposed a deadline of Sept. 30, 2013 for the provincial and federal governments to commit to providing funding for a Scarborough subway. A spokesperson for the provincial transit planning agency Metrolinx declined to confirm Stintz’ contention that a light rail project would still continue in the event the city’s subway plan falls short. Anne Marie Aikins would only say federal funding of $333 million was still available for another light rail project along Sheppard Avenue East. “We can’t say too much at this point as we’d prefer to not

speculate,” said Aikins, who also said Metrolinx would consult with the province in response to the subway approval by council. In a statement released prior to the council vote, provincial Transportation Minister Glen Murray said the city, as well as the federal government, are responsible for coming up with additional funding to build a subway. “If the decision is made that a subway project is preferred, the federal and municipal governments will be responsible for paying the balance of costs. This includes the costs associated with changing the project,” said Murray. A TTC report released in January estimated building 7.6 kilometres of subway track and three stations between Kennedy Station and the intersection of McCowan Road and

Centennial’s associate vicepresident of marketing, said the school’s preference is for city council to allow work to continue on the seven-station LRT route which would have included a stop at the college’s Progress campus. “We were excited about the LRT because it would have stopped right at our front door and would have served our students and staff really well,” said Cavallaro. According to Cavallaro, the LRT project would serve approximately 10,000 students and staff at Progress and another 4,000 at the Centennial’s Morningside campus, located near the intersection of Morningside Road and Ellesmere.

Sheppard would cost $2.8 billion plus an estimated $10 million to complete a provincial environmental assessment. Civic engagement: our role to play

espite a tight campaign window, several community groups have sprung to action and organized three all-candidates’ debates for the upcoming Etobicoke-Lakeshore provincial byelection. It’s impressive, as three is typically the maximum number of debates you’d expect in a riding during a regular election where a campaign is often twice as long as the byelection slated for Aug. 1 Even in the city’s east end, where the ScarboroughGuildwood byelection campaign is under way, there are a pair of events currently on the calendar. We’re thrilled to see local groups like the Toronto Taxpayers Coalition, CARP Etobicoke and the Mimico Residents Association step up to provide these fully-moderated events in such short time and put questions to the candidates on issues that matter. It’s even more impressive our view to see residents turn out in such high numbers, as they did with first debate last week at a local Citizen groups the legion where it was standinghave unique room-only. This too, during the usually vacation-filled days of advantage summer. Public forums are the perfect opportunity to test candidates on matters that have a direct effect on us all, including transit, health care and growing the economy. It’s an effective way to highlight the concerns of a community – like the potential expansion of the subway into Scarborough or bringing investment and job growth to south Etobicoke – not to mention a key tool in making an informed choice, come election day. It’s also valuable to hold these kinds of meetings with elected officials after ballots have been cast. What better way to maintain civic engagement, hold politicians accountable and connect with constituents than face-to-face in an organized forum hosted by a local interest group? Motivating people to participate is always a challenge. Perhaps the key is not only in the format of engagement – as with a public forum – but also in who initiates the invitation. Groups like those mentioned above are in a position of advantage: their members belong to the community and they therefore have a stake in local issues and can passionately help push the agenda. It’s this level of involvement that needs to be maintained to ignite civic engagement and keep it aflame in our neighbourhoods, not only during elections, but 365 days a year.

Council going subway shopping? W

e’re going shopping! It looks like our municipal representatives are enthused about spending about a billion dollars to expand subway transit in Scarborough. Let’s leave some pesky details aside: whether the project is a good idea, who will build and operate the extension, where it will go, when riders might use it, or even the total cost. Instead, let’s just focus on whether the city can afford a transit project costing, say, a billion dollars. Despite what must be discouraging statistics, our city has always been the strongest and most consistent backer of transit. For example, the TTC’s operating costs per kilometre have soared and usage has not kept pace with population growth. Since amalgamation every taxpaying household’s subsidy for transit has almost tripled to about $350, surpassing

every other service except police and fire. Yet Torontonians’ need to support transit is essential. We are the primary beneficiaries, and neither Queen’s Park nor Ottawa would advance funds if property taxpayers didn’t make significant payments. It’s not that mayors past and present haven’t asked the provincial or federal governments. The senior governments acknowledge the huge scale of transit projects, and partial responsibility. But they have their own financial challenges, including a need to satisfy caucus outside of Toronto. Both governments have been non-committal to prioritizing subway expansion in Scarborough. Thanks mostly to transit, another other big growth

area is in Toronto’s debt load, representing about half of the city’s debt. Back in 2000, council approved a five-year capital program of nearly $800 million for the TTC. By this year that figure has grown sevenfold. Not surprisingly, interest expenses have become our third largest expenditure, now $260 annually per household. As unsustainable as these growth rates are, there is room for additional expansion, if council is willing to continue prioritizing in favour of transit, at the expense of other services and taxpayers. Take our property-tax rate, for example. Our low tax level and minimal rates of increase are the envy of our neighbours, so that even our mayor advocates increases for transit. The problem is that each one per cent increase of Toronto’s tax rate only brings in about $20 million.

In fact council has shown itself completely adverse to considering new taxes, fees or cuts, proven when it recently rejected Metrolinx’s “revenue tools.” That leaves debt. Toronto has excellent debt ratings with all of the major rating agencies. These positive reviews are responsible for keeping our rates low. As a result, council could raise enough debt, although interest rates might rise for all of the city’s debt. This shopping trip begins painlessly and perhaps irresponsibly. We’ve got a great credit card, so much so that council can commit to spend a billion dollars. We can even pay the interest charges. The big catch is that council is not capable of paying back the principal.

Questions arise on Giambrone’s NDP nomination Riding executive questioning validity of 12 ‘walk-in’ votes MIKE ADLER madler@insidetoronto.com

s ScarboroughGuildwood heads toward an Aug. 1 byelection, the riding’s provincial New Democratic executive is openly questioning how the party’s candidate, Adam Giambrone, was nominated. Amarjeet Kaur Chhabra, Giambrone’s only rival at what the former Toronto councillor called a “hard fought” battle on July 7, said she shares the executive’s concerns about 12 people who voted. After both she and the executive sent letters to the party, Chhabra said the answers returned haven’t satisfied her and added

she is “exploring all my options.” In an interview Tuesday, Chhabra, a union organizer, added she has asked the party for the NDP campaign in Scarborough-Guildwood to be suspended “until my issues were resolved.” Eight members of the executive voted last Wednesday to ask Darlene Lawson, the Ontario NDP’s provincial secretary, to “provide proof of identity” for the 12 people it says were “walk-in” voters and a sizable number of the 32 votes cast. “Our subsequent investigation revealed that 11 of these 12 walk-in voters could not be verified as members in good standing in ScarboroughGuildwood,” the executive told Lawson and the party in a letter. None of the 12 names appeared on any membership list the riding association had at the July 7 meeting, said Joy Taylor,

the riding secretary. “They were never verified by our people, only by the Ontario office.” Taylor did not disguise her support for Chhabra, whom she personally nominated to be the riding’s candidate, but after 74 years supporting the party and its predecessor the CCF, she now feels betrayed, she said. Ballots at the nomination were destroyed after the vote and it may be impossible for the executive to provide proof anyone with an invalid membership voted, Taylor acknowledged. “No matter what we do we come across as poor losers.” Giambrone’s appearance as a potential nominee was sudden, Taylor said. “Amarjeet’s name had been on (the nomination list) for quite a while. (Giambrone’s) name did not crop up on the list until Saturday and the election was Sunday.” Another member of the riding executive said

the party has warned the dissenters not to harass or breach the privacy of people they suspect voted improperly, but the ONDP database must contain the necessary information. “All we want them to do is provide verification,” he said this week. Chhabra would not comment on specifics of what happened but said “I do not believe there was a due process that was followed” in selecting the candidate. Though in its letter the executive said seven of the 12 “walk-in” voters were challenged at the meeting, Lawson responded she was only asked to confirm one member’s identity, and did. She was not made aware of any additional concerns, she told the executive, adding updates to the ONDP member database are standard practice before nominations, and both people seeking the post received the same membership list.

“Registration is the proper time for any concerns about voter eligibility to be raised and addressed, prior to voting taking place,” Lawson said, promising full membership lists will be available to the riding, “once byelections are over, and staff resources permit.” In response to questions Wednesday, Lawson sent a statement saying the party “values the democratic process under which our candidates are chosen,” but she added internal party matters “are addressed internally and confidentially as per party policy.” Giambrone could not be reached for comment. “All the questions about the nomination process, they are answered by the provincial office,” Giambrone’s campaign spokesperson, Robin Nieto, said this week.

Voters in the ScarboroughGuildwood byelection who want to compare their candidates in person may have just two chances to do it - and one requires them to be early risers. The Scarborough Chapter of Professional Engineers Ontario is organizing an all candidates debate next Tuesday, July 23, at Qssis Banquet Halls on Kingston Road just west of Markham Road. The event starts at 7:30 a.m., but includes a free breakfast. Organizers say the debate is open to the public by registration, mainly to provide the hall with a correct count of meals, and that registration should be done before this Saturday. The East Scarborough Storefront also offers a “Meet and Greet” with candidates on Tuesday, July 30 from 6 to 8 p.m. at the Progress Church. The byelection is on Aug. 1, with advance polls between July 20 and July 26.

here’s nowhere anyone would rather be on a beautiful summer day than the backyard deck, in a comfortable chair, sipping a cool drink. And yet, this idyllic scenario can so easily be spoiled if the sun is too hot and too direct. There are dozens of solutions to block the sun, but nothing is as effective or rewarding as a Natural Light Patio Cover. qualities that Holyday provided for Ford. It’s fair to say that only Ford’s own late father, Doug Ford Sr., has been as much of a mentor in retail conservatism to our mayor as Holyday has. Both men have made careers of eschewing the perqs of a councillor’s office, and criticizing those who indulge. Ford’s insistence on holding down and voting against stop signs and traffic calming installed against staff’s recommendation was learned at Holyday’s foot. I remember when Ford came to City Hall for the first time, right before he was first elected, I met him and his brother Doug Ford in Holyday’s office. All of this has combined to make Doug Holyday an excellent deputy mayor. He’s a trusted enough member of Ford’s inner circle to take the lead on some of Ford’s biggest files, and also to be able

to get away with applying necessary public pressure when the mayor’s handling of his personal issues have threatened to derail the city’s government. Can Kelly do the same? The short answer is no. Through his long career as a city councillor, Kelly has often seen nothing wrong with taking expensive trips on the public’s dime. And his dutiful loyalty to his mayor is undercut by the fact that Kelly was an equally loyal lieutenant to Mayor Ford’s predecessor, left-of-centre magistrate David Miller. Can Kelly do a good enough job, though? The short answer there is sure. After all, just as Deputy Mayor Holyday is campaigning hard for a new job now, Mayor Rob Ford is already campaigning hard for his old job back. And that will make for lighter lifting in the deputy mayor’s job – whoever it is that ends up doing it.

here’s nothing certain in love, war or politics – but it’s a fair bet when the dust settles in the Etobicoke-Lakeshore byelection, there’s a good chance Mayor Rob Ford will have a new deputy at his side. His current Deputy Mayor, Doug Holyday, is of course the Progressive Conservatives’ great hope to win a Toronto riding. He’s currently nipping at the heels of fellow councillor and Liberal candidate Peter Milczyn, but the polls are close enough to make it a possibility that on Aug. 2, Milczyn will be coming back to city hall and Holyday will be off. And if that happens, Ford will be looking to a new deputy, Scarborough Centre Councillor Norm Kelly, for the rest of the term. I predict Kelly will do a good job. Throughout his career, he’s always been a dutiful team player, of the dance-with-the-one-thatbrung-you variety. But he won’t provide the unique

An all-Toronto clash will help conclude the Ontario Varsity Football League (OVFL) regular season this weekend Two of the three Toronto clubs will face each other on Saturday, July 20 at Birchmount Stadium with all three of their youth teams in action (varsity, junior and bantam). Reflecting pool needs fence in order to be used for wading Operation as splash pad possible if water level lowered Scarborough councillors in May expressed dismay the pool had been closed to waders last year after serving since 1973 as a place for summer fun. Budget cuts removing the pool lifeguards were blamed, and Scarborough Community Council asked the city’s Parks, Forestry and Recreation department to “ensure” children could use it again by June. Summmer arrived, however, and the pool – an outdoor ice rink in winter – was still surrounded by signs stating, “This is not a wading pool.” Looking on last month, Scarborough-Agincourt Councillor Norm Kelly said he’s never known it to be anything but a rink and a wading pool. “This used to be full of kids,” he said one afternoon beside the building in Albert

Campbell Square. “You want people to come here. This is one of the nicest public spaces in the City of Toronto.” Kelly said the city simply needs to find money to replace the two lifeguards, he said. Last week, though, Anne Jackson, aquatics manager for the department, suggested that won’t be enough. In 2010, she said, the province published a new protocol for such facilities. “This protocol requires upgrades to the property,” Jackson explained in a statement. “In order to operate as a wading pool, the area would require a fence and a gate to prevent access when it was not supervised (since the water cannot be drained daily).” The pool could operate

without a fence as a splash pad by lowering the pool’s eight inches of water to six inches or less, she said, adding spray features could be added and there would be few restrictions on operating hours. “Recreation staff and Corporate Facilities staff are working together to plan the work necessary to provide public access to the water area in response to the Scarborough Community Council motion.” W h i c h e ve r o p t i o n i s chosen, the pool will need to have its rubbed-based floor sealant replaced and improvements made to the filtration and circulation systems, Jackson said. - Mike Adler

Issue takes day and a half of debate in council chambers >>>from page 1 “I’m so proud to say the 650,000 residents of Scarborough will now be served by the transit they deserve,” said Ford, surrounded by councillors who supported the plan. “This will seamlessly connect the residents to the rest of the city. The Scarborough subway will bring job growth and prosperity to Scarborough and the rest of Toronto.” The vote came after a day and a half of debate that raised as many questions as answers about the plan to change the project from light rail to subway. The debate itself occurred following a letter from Metrolinx, demanding that the city reaffirm its support for the light rail plan it had supported in 2012, and do so by Aug. 2. Ford asked City Manager Joe Pennachetti to put together a report on how that might be done for this council meeting. Pennachetti said that the city could pay for a portion of the $1.1 to

$1.6 billion premium cost of the subway line through a combination of property tax increases – starting with .5 per cent in 2014, money from the federal government and development charges, as well as a boost in the city’s debt level. Ford, meanwhile, said he would support only a .25 per cent property tax increase for four years starting in 2015. Fo r d f o u n d h i m s e l f defending that number in a 90-minute question and answer session with councillors, many of whom pointed out that his promise of charging just $5 a household would only raise $20 million at the end of four years. City staff, meanwhile, seemed notably cool to the idea. Toronto’s Chief Planner Jennifer Keesmaat told council that the subway, with just three stops, didn’t fit with the city’s official plan and that the LRT proposal was a better fit. St. Paul’s Councillor Josh Matlow got into a shouting

match with the mayor, when he tried to ask the mayor if he understood that the LRT didn’t move in traffic, as the mayor had claimed, but operated on its own right-of-way away from roads. Also in this edition: See transit reporter Rahul Gupta’s story on this issue on page 3.

“Do you actually understand that it’s grade separated and doesn’t rip out traffic?” demanded Matlow. And Scarborough East Councillor Ron Moeser dropped a bombshell, when he suggested that $333 million that Ford indicated was coming from the federal government was the same amount that is currently allocated to Scarborough’s other major transit project, the Sheppard LRT. At first, Ford seemed to agree that the money could well be coming from that fund, which he maintained was not tied to any specific project.

Returning from a recess called by Speaker Frances Nunziata, Ford indicated the opposite, and in a statement from his office said that any federal funding for the project would be “new money” and not come from other projects. But in the midst of the debate, an email from the federal finance ministry emerged that suggested this was exactly what the city could expect: the defunding of the Sheppard line to pay for a subway line. Ford lieutenant MinnanWong was one of the strongest opponents of the project. “If this goes forward it will wind up biting this council in the ass,” said Minnan Wong. “And it is going to be hard and deep. I know the Scarborough councillors are under a lot of pressure to support this... but good governance and looking at the numbers is your responsibility.” Minnan-Wong tried and failed to get the matter deferred until more informa-

tion was available. Ultimately, council continued into Tuesday evening and through much of Wednesday, finally voting on the matter midafternoon Wednesday. It’s unclear at Scarborough Mirror deadline just what that means for a subway timeline. TTC Chair Karen Stintz maintained that whatever happened with the subway project, Scarborough was at least guaranteed a light rail line along the route of the decaying Scarborough Rapit Transit line. But a Metrolinx spokesperson told The Mirror’s Rahul Gupta that the Aug. 2 deadline stands, and without support for the Scarborough LRT all work will stop on it. The TTC will need to start on an environmental assessment and design work on the new subway line as soon as possible, but council wasn’t able to vote on a motion by Stintz to allocate the necessary $10 million to finance that project. In a statement released W e d n e s d a y, O n t a r i o

Transportation Minister Glen Murray warned that the costs of any change in the plan would have to be borne by the municipality and the federal government. “I want to be clear that we are moving forward with the Big Move plan and we do not support putting other Big Move projects at risk through the redirection of funds,” he wrote. “If the decision is made that a subway project is preferred, the federal and municipal governments will be responsible for paying the balance of the costs. This includes the costs associated with changing the project.” In a tweet following the meeting, Stintz wrote on her Twitter account, “The Province/Metrolinx asked us for council’s Scarborough Subway/LRT opinion by Election Day. Scarborough couple back for 25th year at Beach jazz festival Twenty-five years ago a trumpet with the smooth sounds of Louie Armstrong-era music played out for the first time across Kew Gardens on Queen Street East. It was the first set of the first ever Beaches International Jazz Festival, and local favourites the Downtown Dixieland Jazz Band were the inaugural sound – a sound that they’ve helped continue as a staple of the jazz festival for the past 25 years. “At first the streetcars went along Queen Street and then it got so popular it became an accident waiting to happen,” said longtime Scarborough resident Myrna Van Weerdenburg who sings in the band, which during the first show was known as The Hot Peppers. “I still remember people standing in front of the streetcars and backing up to guide them through,” said Myrna. The festival now includes a streetfest, which closes off

Queen Street to cars and streetcars from July 25 to 27. More than 45 bands will be playing across a two-kilometre stretch of street. The band is once again set to perform on the corner of Queen Street and Lee Avenue where they have performed every year but two, when they were slotted in a theatre. “When we get back from break, people are waiting there,” said Myrna who grew

up in the Beach neighbourhood. Festival organizer Lido Chilelli asked the band to open the festival after they performed at his pizza parlour called Lido’s, among other regular performances across the East End such as the Balmy Beach Club, Babbage’s (since closed down) and Ben Wicks Restaurant and Pub at Parliament Street and Gerrard Street.

Nick said their performances get them more gigs at weddings or business events, and that they’ve been recognized by fans of their music in places as far as an airport in Ecuador, and out at a theatre just last week. “A l a d y c a m e u p t o Myrna and said ‘you are the singer from the Downtown (Dixieland) Jazz Band’ and she said ‘we’ll see you in a couple of weeks. We’re there every

year,’” said Nick. Nick and Myrna have been married for 22 years after meeting through the band. The couple live in Scarborough. “It’s nice to be together with someone who also enjoys the music,” said Nick who fell in love with jazz while studying classical clarinet as a teenager.

Toronto Community Housing ( TCH) and the University of Toronto Scarborough’s Department of Athletics and Recreation have launched Midnight Madness, a late night basketball program for youth from Toronto Community Housing neighbourhoods in Alexandra Park, Flemingdon Park, Jane Street ( Jane and Finch, Cooper Mills), Morningside (Kingston Galloway, Morningside Coronation and Mornelle) and Rexdale (Queen’s Plate, Rowntree). It’s billed in a TCH press release as “a first of its kind youth engagement program in Toronto. It’s designed to bring youth living in Toronto communities together, increase access to post-secondary education and encourage all aspects of physical literacy at a non-traditional time of day.” Twice-weekly participating youth are engaged locally in a wide range of activities under the mentorship of volunteer members of Toronto Police Service, Toronto Community Housing employees, students from University of Toronto Scarborough and partners at other basketball programs in the city. The program includes local basketball practices in each of the

above communities followed by a late-night competition of all the participant communities every Friday night from 9 p.m. to 1 a.m. at the UofT Scarborough. “This is the start of a great program for our youth and our city, and I’m proud to be part of it,” said Scarborough Walk of Famer Jamaal Magloire. The retired NBA all-star and Toronto Raptor is now the Raptors’ basketball development consultant and community ambassador, and he helped kick off the program last Friday night. “Growing up in Toronto, playing basketball with my friends I learned to love the game and learned valuable lessons about setting goals and working hard to reach them,” he said in the press release. “I think this is a great program and all involved – TCH, the mentors and coaches supporting it and the youth dedicating their Friday nights to improving themselves on and off the court – should be congratulated.”

Greater Toronto Area realtors reported 3,603 residential sales through the TorontoMLS system during the first 14 days of July. This result represented a moderate increase of 2.2 per cent compared to the same period in 2012. Over the same time frame, the number of new listings entered into TorontoMLS was down by two per cent. “The second half of 2013 began with tighter market conditions in the GTA housing market. With sales up and new listings down, it makes sense that the annual rate of price growth accelerated. This was especially the case for singledetached and semi-detached homes in the City of Toronto, which remained in very short supply,” says Toronto Real Estate Board President Dianne Usher. The strongest year-over-year increases were experienced in the single-detached and

semi-detached market segments in the City of Toronto with growth rates of 10.7 and 14.1 per cent respectively. The condominium apartment segment continued to experience moderate average price growth. “Expect a faster pace of average price growth in the second half of 2013 compared to the first six months of the year. The strong demand and shortage of listings for low-rise home types in some neighbourhoods will continue to be the driver of price growth. An improvement in conditions in the condominium apartment market will also have a positive impact,” says Jason Mercer, TREB’s Senior Manager of Market Analysis. – TREB

Planting trees around a property can reduce reliance on air-conditioning systems, saving a person money while reducing dependency on fuel sources. Other live vegetation, including grass and yard plants, can also promote an overall cooling effect, compared to hardscape surfaces that radiate heat. Numerous varieties of trees can serve as shade trees. These are typically deciduous trees that will have leaves during the warm-weather months and then shed them when the cooler

seasons arise. However, some evergreens and tropical trees also work well as shade producers in and around a landscape. Arborvitae: This slow-growing evergreen is typically used to create tall hedges and privacy screens. It also offers year-round moderate to deep shade when the trees reach maximum height of 25 to 40 feet. Beech: This tree offers shade and also edible nuts. It can grow up to 100 feet in fertile, welldraining soils. Autumn Blaze Maples: These trees are known for their outstanding fall foliage. However, they also are fast-

growing shade trees that can cool down any landscape. Bald Cyprus: The fern-like leaves of this tree provide moderate shade. This cyprus is low-maintenance and has few problems with insects or disease. Chinese Elm: This rapid-growing tree is excellent for screening or providing a windbreak. Small, dense foliage will fill in about five years, when it will be good for shade. Crepe Myrtle Tree: Myrtles are fast-growing shade trees in southern climates. In northern climates, they may grow more like a perennial shrub.

Little-leaf Linden: This is a fragrant tree that blooms with yellow flowers in early summer. The dense foliage will remain on the tree into late fall. Moraine Locust: This tree is coldhardy and can withstand urban conditions. It is fast-growing and provides light to medium shade. Silver Maple: This is the most rapid growing of all maples and will be a large spreading tree. Virginia Pine: Because its branches aren’t as close to the ground as other pine trees, the Virginia pine can be an effective shade tree. White Birch: This tree, also known as

the European birch, grows 30 to 60 feet tall and has drooping branches. The smaller leaves offer dappled shade. The peeling white bark can stand out in a landscape. White Oak: Oak trees make excellent shade trees, but the White Oak can grow to 100 feet tall with a spread of 80 feet in its canopy. It has thick horizontal branches that contribute to its shade-producing benefits. Trees in one’s yard can not only keep temperatures cool, but also provide habitats for birds and small animals and act as a food source for plenty of creatures. – MS

Toronto Police Chief Bill Blair commended law-abiding residents Friday for turning in their firearms as part of the 2013 Pixels for Pistols programs. About 485 firearms and 22,000 rounds of ammunition were collected through the annual gun amnesty program over the past four weeks from residents who surrendered their unwanted firearms to police for destruction. “It’s an excellent result,” said Blair, noting the guns submitted by honest, lawabiding residents may have

otherwise been vulnerable to theft by would-be criminals. “We are grateful for all the citizens who have participated in the program.” As part of the program, participating residents received a digital camera from Henry’s Camera in return for their unwanted firearms. “This is an outstanding example of police working with the private sector,” Blair said. Jan Smith from Henry’s Camera was on hand to give a couple of cameras away at the media press conference, including one to a retired Br igadier General who was with Canada’s Military

Although the program is no longer running, police encourage residents to surrender any unwanted firearms to police for destruction. Board of Health wants safe injection clinic funded DAVID NICKLE dnickle@insidetoronto.com Toronto’s Board of Health is going straight to the provincial government to ask that a supervised injection clinic be

funded in an existing health care facility. The 6-2 vote at the board of health means the issue won’t be debated at Toronto Council — where Mayor Rob Ford had vowed to oppose

the move to follow the lead of Vancouver and establish safe places for users of intravenous drugs to inject. “I’m not going to support it,” Ford told reporters last Wednesday, just minutes

before the board started to debate the report from the city’s Medical Officer of Health Dr. David McKeown. ”It’s up to the councillors right? But the taxpayers don’t want it.” The board of health heard from advocates, medical professionals and addiction and mental health workers, urging them to approve the recommendations from Dr. McKeown. The report, the product of a city-commissioned study on how to incorporate a safeinjection site in the city, said Toronto should ideally have three safe injection sites, and they should not be standalone, but located in existing health care facilities that already provide services to addicts. The province should fund at least one pilot project, the report said, and it also recommended opposing Bill C-65, the federal response to a Supreme Court ruling that said governments cannot

deny drug users safe injection sites because to do so would be discriminatory. Dr. McKeown said the new legislation makes it so difficult to apply for a federal exemption allowing the dispensation of heroin and other illegal drugs that it effectively blocks it. The legislation will have to be re-introduced in the fall. Various medical professionals urged the board to support the report. Anglican Reverend Maggie Helwig from the Church of Saint Stephen-in-the-Fields, made a moral argument. “I am firmly persuaded that my duty of care to my neighbourhood requires me to support safe injection sites,” she said. “I would like not to have my people shoot up in puddles in the mud in the middle of the night.” The report found a safe injection site would dramatically reduce the number of accidental overdoses, and would also help curb the

spread of HIV and Hepatitis C. The board of health supported the report, with Scarborough-Rouge River Councillor Raymond Cho being the only elected member who opposed. “In principle I support this, but how, and where, and when?” said Cho. “Even on this issue, with a clear conscience, I cannot support it.” Board chair Joe Mihevc said the province should listen to the board. “The province should want to touch this issue because first and foremost it’s absolutely the right thing to do,” he said. “We’re not breaking any new ground here — the ground has been broken by others. It has worked in a hundred municipalities across the world. It’s time for Ontario to take its place.”

Catholic board names new director of education Toronto’s Catholic school board has appointed a familiar face to replace outgoing Director of Education Bruce Rodrigues. After serving five years as the board’s associate director of Academic Affairs, Angela Gauthier will now step in to fill the role Rodrigues recently vacated when he was named CEO of the Education Quality and Accountability Office (EQAO) for the province of Ontario.

Gauthier will assume the duties of the Toronto Catholic District School Board’s (TCDSB) new director of education as of Aug. 1. The choice of Gauthier, said TCDSB Chair Ann Andrachuk, was a natural one. “Angela is very passionate about how we can better support the academic achievement and well-being of our students,” Andrachuk said in a statement released Tuesday. “She is the right person at the

right time with a clear understanding of the gains already made by this board and how we can move forward together with innovative, new ideas that support learning and deal with the challenges ahead.” A graduate of the TCDSB herself, Gauthier received her Bachelor of Education from the Université d’Ottawa, and both Bachelor of Arts and Masters of Arts degrees from the University of Toronto. “A highly respected educator with

an extensive record of achievement, Ms. Gauthier brings a wealth of leadership experience to the position,” reads a TCDSB release announcing Gauthier’s appointment, noting that Guathier has served in her current post as the TCDSB’s associate director of Academic Affairs since 2008. “During her tenure, Ms. Gauthier has focused on the board’s 21st Century Learning strategy and improving access to technology for both students and teachers.”

Hunte, a downtown resident, has a genetic blood disorder called sickle-cell anemia and has received blood more than 20 times in her life. Her twin sister died 13 years ago because of complications from sickle-cell anemia, but Hunte said she enjoyed 36 years of life with her twin sister – also thanks to Canadian Blood Services and the people who donate blood. The Sirens For Life campaign, which kicked off July 10 at Toronto Police Service 14 Division on Dovercourt Road, is an annual competition between the Toronto Police Service, Toronto Emergency Medical Services, Toronto Fire Services, and

other emergency services to donate the most units of blood over the course of the summer. The organization with the largest percentage of blood donations wins bragging rights. “I won’t spend a lot of time talking about who the potential winner of this competition will be, given the obvious answer is that the police will certainly do the best,” joked Acting Toronto Police Service Deputy Chief Frank Bergen. The police know well the need for people to give blood, Bergen said, because they witness it first hand when attending car crashes and the likes.

“A person who is injured in an auto collision may require as much as 50 units of blood,” Bergen said. “This year to date the Toronto Police Service has investigated 25 collisions with life threatening injuries. That

Director of Donor & Clinic Services Charmaine Lodge said summer is typically a challenging time of year for collecting blood. Donations take a dip because people are out of town or don’t book appointments to donate because they are out enjoying the weather, Lodge said. “The challenge is that summer is also when people are out and about – they are on the roads, they are on the water, they are doing all sorts of activities so the chances of accidents and need for blood and blood products is greater,” Lodge said. “That is why the Sirens for Life campaign is so important, it is an opportunity for our heroes to save even more lives.” The Sirens for Life campaign is also a call out to the community to also give blood. “We need more Toronto residents to give blood,” Lodge said.
