A planned merger of The Scarborough Hospital’s birthing centres and the division of all its surgical services between the General and Birchmount campuses would produce clear clinical risks to patients and should not be done, an expert panel says. “The whole package altogether is not workable,” Dr. Blair Egerdie, chairperson of the eight-member group, told the hospital’s board at a special meeting that took place Monday night. A regional health-care supervisor, the Central East Local Health Integration Network, appointed the panel to check the TSH proposals after residents, physicians and two local MPPs opposed them. The panel not only found several instances of risk to patients but a general lack of trust at TSH which, it said in a report, “did not create a common culture” after its two campuses merged voluntarily in 1999. “There is a lack of trust >>>TSH, page 13

T
his Monday, Canada will celebrate its 146th birthday. In honour of that special day, The Scarborough Mirror has compiled a list of ways to celebrate the founding of this great nation. The list, which you can find on page 8, is more of a launching pad for community engagement – a way to connect with your neighbours, your immediate community and in some way Torontonians as whole. It’s a chance to get out and enjoy the city: Perhaps you’re interested in one of the bigger celebrations such as the Scarborough Canada Day Parade or the events taking place in the Beach. If you’re the kind of person who likes to stay home, why not call up a few friends and neighbours and host a barbecue. We have tons of great recipes you can try. Neighbourhoods across the city from Parkdale to North York, Etobicoke to Scarborough, East York to York have started community events, street parties and neighbourhood clean-ups and garage sales all in an attempt to bring people together. The same energy that goes into these communitybuilding events can easily be focused on Canada Day. In this issue, we take the idea of celebrating Canadiana with a few things you may have not even considered – although very Canadian: Learn about Canada’s history and the War of 1812 – did you know Canada Day was once called Dominion Day; watch the annual Robbie Soccer Tournament, which happens every Canada Day weekend; enjoy some ribs at any of the three ribfests taking place in the city; say cheers with Canadian drinks while eating Canadian food. Really, what Canada Day is all about is being Canadian and all the great things this country has to offer. People from around the world immigrate here to enjoy a multicultural society focused on equality. So in whatever way you decide to celebrate Canada Day, keep your fellow Canadians in mind and enjoy the nation’s birthday. Happy Canada Day.

Toronto, Queen’s Park need each other
Y
ou may think you have seen this story before – the one about Queen’s Park not giving enough money to Toronto City Hall. You have. Many times. The recent spat is over provincial funding to compensate Toronto for its relatively high demand for social programs. Three years ago the province let the city believe its annual provincial subsidy would continue until 2018. The fuss is because this tap has been turned off. The province says it pays more than expected in other ways. Not true, says the city. And so the argument goes. More than anything else, the ongoing argument shows how closely the two organizations remain intertwined. In theory, ever since the province gave Toronto the ability to raise a wide range of taxes, Queen’s Park imagined council would be able
david soknacki beyond the headlines to raise its own money. Practically, councillors have great difficulty raising taxes. Given the political, not legal, inability to raise taxes, city hall’s first reaction is to threaten the withdrawal of services, the more painful the better, and to blame Queen’s Park. Notably, city hall’s threats for service withdrawal are directed to the government’s core supporters, rather than those of the administration. In this case, public housing might be cut rather than road work, policing, or services for seniors. There are very different political considerations at Queen’s Park. Although Toronto is a stronghold for the Liberal minority government, the Liberals need to mollify the two-thirds of their members outside
of Toronto, plus satisfy the New Democrats, who hold only five downtown seats out of their 18 members. In short, Toronto is not the centre of the government’s universe. MPPs from outside of Toronto come from areas facing tax increases well in excess of the 1.75 per cent forecasted for Toronto next year by the mayor. No other jurisdiction comes close to receiving annually more than $1.8 billion in operating subsidies, or the hundreds of millions for capital. So there is little sympathy, and even less need, for Queen’s Park to give Toronto that which would cause unrest among members from outside of the city. Of course, it was exceedingly unwise for the city to advertise how much lower taxes are in Toronto at the same time it relies on subsidies from outside of Toronto to keep those low
rates. Instead, it would have been far more effective to point out that the current government is not supporting Toronto as it has in the past, particularly when major portfolios such as public housing and transit are chronically underfunded. Both Queen’s Park and Toronto City Hall need one another. Even as city hall relies on provincial funding, it cannot be blind to the political imperatives of the government. On the other side, Queen’s Park needs the city to deliver local services. The reward for effective and efficient service delivery should not be less funding. The good news is, officials from both sides will go back to working together.

Unicycle of man who made charity ride stolen After his bicycle was stolen six months ago, Paul Abraham settled on a unicycle thinking “no one is going to steal one wheel.” On Tuesday, a man did just that. Abraham, a Scarborough native, uses a unicycle to get around the city. In May, he rode from Montreal to Toronto to raise thousands of dollars for SickKids hospital. Abraham, 22, was confronted by a man after getting a coffee at the Tim Hortons at Bay and Bloor streets around 5 a.m. Tuesday. The floor was being mopped in the coffee shop so Abraham left his unicycle outside as a courtesy. When he returned, a white man with a blue mohawk and tattoos all over his arms pulled a knife on him and stole the unicycle. “I was like two feet away from him, and if he would’ve lunged forward, he would’ve hit me,” Abraham said. “I was hoping he wouldn’t go crazy

and stab me.” The robber ran south on Bay with the unicycle. “He was wheeling it,” Abraham said. “He was running and trying to keep it in control.”
About an hour after the robbery, Abraham spotted the suspect without the unicycle on Charles Street near Yonge Street. “I was like, ‘Hey man, where’s my unicycle?’ and then he just started to run,” Abraham said. “I chased him for a full block before he went into a complex, and I didn’t chase him inside.” Abraham said the robber appeared to be on drugs. “He looked like he was totally out of it.” Abraham bought the unicycle for $850 after his beloved bicycle that was passed down to him from his grandfather was stolen. An encounter with a SickKids patient in February inspired him to unicycle from Montreal to Toronto to raise money for the hospital. Now Abraham is planning another ride for charity. In late August he wants to unicycle from Calgary to Toronto to raise money for research into Crohn’s disease and colitis. The 1,500 kilometre trip would break the Canadian

his past Monday might have been a good day for Mayor Rob Ford. At noon, our mayor screwed up his courage, ventured onto the roof of Toronto City Hall, where for the first time he attended a flag raising for Pride Week, and read some kind words about his gay, lesbian, bisexual and transgendered constituents. It was a mayoral duty he’d shirked until now, and it was a good sign for the city’s leadership. Vital duty

If only he hadn’t just hours later dropped the ball so thoroughly on a more vital mayoral duty: negotiating a crucially important financial deal with the provincial government. These things come up from time to time. The province makes a financial shift that’s not to the city’s advantage on transit or housing or Ontario Works, and city officials sit down with their provincial counterparts to work out some details in such a way as to balance the books. That didn’t happen this time, when the provincial government set out to realign the city’s finances in such a way as to immediately cost the city $50 million in 2014, and a total of $150 million by 2016. By Monday afternoon,
david nickle the city after a meeting with Ontario Finance Minister Charles Sousa, the mayor had branded the provincial government as a profligate enemy of the city, unmindful of the plight of Toronto’s “most vulnerable,” and worst of all, jealous of Mayor Ford’s fiscal record. ‘punished’ “I’m getting punished for running an efficient government,” he wailed. “They found out Mayor Ford can turn the city around and these people can’t.” Then he threatened to continue with a modest tax increase, a 10 per cent cut to the land transfer tax, and simply cut homeless shelters and other social services, and pin it on the province. ‘frustration’ Minister Sousa was thus enabled to carry himself with an air of bemused frustration. The city is well run and its books are in order? Splendid. It shouldn’t be necessary to continue to prop up the city’s social housing with provincial funding, then. The city should end up

ahead, no longer having to repay an old $200-plus million loan from the province – never mind that the city had been considering it off the books since 2005. And even if it’s not... council need not hold “hostage” its poorest residents. The minister needn’t have said anything; Ford had tangled himself up well enough on his own. He and his brother have spent the past year boasting about real and imagined savings that they’ve found the taxpayers, while city finance staff continue to find dramatic, sevenfigure surpluses each year. promised To buttress his reelection bid, the mayor has promised to keep taxes low and take a chunk out of one of the city’s main revenue sources, the land transfer tax. Any Ontario voter casually acquainted with city hall would be forgiven for concluding that the city doesn’t need their tax dollars like it used to. Mayor Ford, with his very partisan bluster, hasn’t done anything to convince otherwise. Indeed, in this matter he’s been Ontario Premier Kathleen Wynne’s best friend.

Update
Improvements to Kingston Road scheduled from June to December 2013 As part of the TTC’s ongoing commitment to build a better transit system for Torontonians, starting in June, the Kingston Road streetcar tracks are being replaced and upgraded. These upgrades require road and track construction that can be disruptive and inconvenient. During this time, local shops, restaurants and businesses will remain open. The TTC and the City of Toronto encourage you to continue to support them during construction.
What will this mean to Kingston Road TTC riders?
What will happen, and when? June 24 – December 2013
• Buses will replace streetcars all day, every day.
• Replacement of track begins.
• Bus service on north-south routes will be increased to handle increased ridership.
• Centre lanes and westbound lane closed, Victoria Park Ave. to Queen St. E. • 22A Coxwell bus service runs eastbound only on Kingston Rd. (every 6 to 12 minutes from Monday to Saturday, and every 8 to 12 minutes on Sundays).
• There will be sidewalk access to businesses during construction.
• 22A Coxwell bus service runs westbound on Queen St. E. via Blantyre Ave. to Coxwell Ave.
For more information, go to www.ttc.ca
• Take 22A bus service to the Coxwell Station or transfer between buses and streetcars (501, 502, 503) at Queen St. E. and Kingston Rd. or at Queen St. E. and Coxwell Ave. to continue your trip.

Const. James Pollard investigates at the scene of a multi-vehicle crash on Steeles Avenue near Staines Road on Monday. A woman was taken to hospital with non-life threatening injuries.
Driver injured in SUV rollover A woman is lucky to be alive after a spectacular crash on Monday evening. Police said the collision began when an SUV rearended a slower moving minivan on eastbound Steeles Avenue west of Staines Road
around 6 p.m. The SUV then continued on the shoulder for another 234 metres, narrowly missing another vehicle, before leaving the roadway. The SUV then struck a tree, went through a fence, hit a parked
tractor-trailer and rolled onto its side. The female driver crawled out of the SUV and was taken to hospital by ambulance. Her injuries are not lifethreatening. No one else was hurt.

Two parades, fireworks and picnic set for Scarborough Canada turns 146 on Monday, and Scarborough, as it always does, will mark the day with parades, barbecues and fireworks. The oldest tradition is in Highland Creek, whose residents claim to have the longest-running continuous parade in Toronto. “We have gone steadily every year since 1956, and always on Canada Day,” Wayne Powell of the local Royal Canadian Legion branch said this week. The route changed last year - it no longer starts in Highland Creek Village - but that suited everyone just fine, said Powell. “We had a bigger crowd sitting out on the curb in lawn chairs.” At 11 a.m. on July 1, the parade, with no fewer than three pipe and drum bands, heads west from Centennial Road over to the legion on Lawson Road, led by grand marshal Dave Devall, retired weather reporter from CTV Toronto and Honourary Colonel of the 436 Squadron 8th Wing in Trenton. THOMSON PARK Opening with the firing of a cannon, celebrations at the legion continue with a beer garden, barbecue, meat roll, children’s midway, the musical father-son team of J and J, and a horseshoe tournament. Festivities at Thomson Memorial Park, on Brimley Road north of Lawrence Avenue, start with a free pancake breakfast at 10 a.m. and continue until 4 p.m. with buskers, a craft show, bouncy inflatables, hot air balloon rides. and other entertainment, including a slo-pitch softball game for seniors. Scarborough’s municipal Canada Day parade begins at 4 p.m. west of the Scarborough Civic Centre on Brimley Road at Ellesmere Road. It will bring its marching bands, floats, antique cars and clowns past the park to Lawrence Avenue by about 5:30 p.m. (Brimley from the Hwy. 401 off ramp to Lawrence will be closed from 4 to 6 p.m.) Canada’s Opposition Leader Thomas Mulcair will attend. The Scarborough Museum, in Thomson Park, hosts its own activities including a pieeating contest, croquet, free flags and cake from 10 a.m. to 5 p.m. Fireworks at Milliken Park, which is at Steeles Avenue and McCowan Road, begin at dusk or around 10 p.m. Fireworks are also planned in >>>PARK, page 11

Heroes honoured by Central East Community Care Access Centre
Staff photo/DAN PEARCE
Central East Community Care Access Centre (CCAC) senior director for performance, accountability and strategic planning Kathy Ramsay, right, presents Evette Norman, with a Heroes in the Home Caregiver Recognition award Monday. The award was given to 31 people in the community that went to extraordinary measures to improve the lives of their fellow citizens.
After her fall, Dorothy had no one to turn to. Her neighbour in Scarborough, Elizabeth Williamson, knew Dorothy had broken her ankle but was shocked at the condition of her home – she had water leaks and no hydro. Williamson delivered the help her friend needed. “Elizabeth provided three meals a day for her neighbour and checked on her five to six times a day, did her laundry, groceries, shopping, (and) met with service providers,” the Central East Community Care Access Centre said in a release this week, adding Williamson did this while she ran her own household and looked after a grandson. For the first time, the CCAC has recognized the work of such friends, family members, nurses, therapists, volunteers, personal support workers who through special efforts help someone continue to live independently at home.
The agency’s first Heroes in the Home Caregiver Recognition program received 130 nominations from people in the CCAC’s area, which stretches from Victoria Park Avenue to as far east as Peterborough and Haliburton. consideration The care and consideration caregivers show “often goes unnoticed,” CCAC CEO Don Ford said in an address. “Although some of you may feel hesitant to consider yourself a hero, in the eyes of those individuals who have benefitted from or witnessed your nurturing, you are truly heroic.” Williamson and others received certificates Monday during a celebration in the Scarborough Centre for Healthy Communities community hub on Eglinton Avenue East in Scarborough.

TSH’s board abandons merger of birthing centre, surgical services >>>from page 1 amongst many,” including between medical staff and the administration, added Egerdie, who along with other panel members saw this as a common thread in deputations on the proposals last month. “The hospital and community were at odds with each other.” Lack of trust or a shared identification with TSH as a single hospital, Egerdie suggested to the board, would hamper the reorganization of the Birchmount as a centre for outpatient surgery and the General as a place for more complex, in-patient surgery. The panel also thought the hospital had overestimated the savings and underestimated the costs of merging its birthing centres into a new Centre of Excellence in Maternal Newborn and Women’s Health at Birchmount, formerly the Salvation Army Scarborough Grace Hospital. “A long-term vision and plan appears to be lacking for the hospital, giving the appearance,

rightly or not, that TSH is looking for a quick fix for present fiscal challenges,” the report said. The TSH board abandoned the proposals Monday, and immediately after Egerdie’s presentation chairperson Stephen Smith said the management and board of TSH would have agreed with the panel’s conclusions on its own, given they had asked for further consultations before the reorganizations took place. “It was a way to go (for TSH), but not necessarily the way to go,” said Smith, who added the hospital will use what it learned in the study now underway of a possible merger with Rouge Valley Health System Centenary in southeast Scarborough. Before the LHIN stepped in on March 27, however, the board did approve the birthing centre merger, provided medical staff could “find the necessary means to ensure a pediatric presence at both campuses” after the General’s Maternal Newborn program closed. It also approved the division
“
We have absolutely no doubt at all you will be successful and this will just be a bad memory a few years from now. – Dr. Blair Egerdie, vice president of medical affairs from Kitchener- Waterloo’s St. Mary’s General Hospital
of surgical services between the campuses in principle, as long as senior staff could produce a “safe and secure” plan showing how emergency general surgery could still be done at Birchmount. On Monday, Bill Greenhalgh, a board member, noted Egerdie and the panel’s report say the status quo isn’t sustainable for TSH either. If a hospital merger – the proposed direction of a joint “In t e g ra t i o n L e a d e r s h i p Committee” also ordered by the LHIN – had been on table from the start, “we might have put some of these things on the back burner,” he said.
Egerdie said panel members are sympathetic but weren’t charged with coming up with a detailed plan for transforming the hospital. “This is for you as a community to figure out on your own,” said Egerdie, a urologist and vice president of medical affairs from Kitchener-Waterloo’s St. Mary’s General Hospital. Despite seeing how much people associated with each campus viewed themselves as separate from the other, he said panel members were impressed by their passion and dedication. “We have absolutely no doubt at all you will be successful and this will just be a bad memory a few year from now.” The panel said there is a need to redefine the identity of the Birchmount, which could be home to new centres in orthopedics or minimally invasive outpatient surgery, among others.

Beginning the week of July 1, the Toronto Catholic District School Board (TCDSB) will provide online literacy and numeracy learning activities through the TCDSB Summer Playground – a program that was developed to support student learning during the summer months. Ford calls provincial funding cut to city ‘disgusting’ DAVID NICKLE dnickle@insidetoronto.com Mayor Rob Ford and Ontario Finance Minister Charles Sousa met Monday afternoon to talk about the province’s plans to cancel a total of $150 million in funding for public housing. By Mayor Ford’s account, the meeting did not go well. “He basically told me to
increase taxes. It was a complete waste of everyone’s time today,” said Ford on the steps of the Frost Building across from Queen’s Park. Ford, along with senior finance officials, had attended a meeting with the provincial government over the decision to cut $150 million from a public housing pooling fund that supports the city’s roster of shelters and public hous-
ing. The money was to have been eventually phased out, but the province informed the mayor earlier this month it would be accelerating the process to 2016, in return forgiving a $200 million loan outstanding to the province to cover amalgamation costs back in the 1990s. Mayor Ford and city officials maintain the cut will
still mean $50 million a year to the city. But according to both Ford and Sousa after the meeting, that argument was rebuffed. “It’s very disappointing — I tried to give an olive branch,” said Ford. Ford maintained the cuts would be on the backs of Toronto’s “most vulnerable.” Fo rd m a i n t a i n e d h e would continue to try and
hold taxes down to a 1.75 per cent increase next year, and also cut 10 per cent from the land transfer tax. He added he believed the province was punishing him for doing his job too well. “I’m getting punished for running an efficient government,” he said. “They found out Mayor Ford can turn the city around and these people can’t. It’s disgusting.”
Sousa spoke with the media a short time later. He described the meeting as “frank” but maintained that Toronto will wind up ahead of the game financially. “We listened, but I’m not sure the mayor heard us,” he said. “We have not changed our position on the phase out of the pooling because we’re compensating Toronto in other ways.”

Robbie soccer tourney on this weekend Teams from Barbados, United States among 232 squads taking part MICHELE MCLEAN mmclean@insidetoronto.com The 47th annual Robbie International Soccer Tournament kicks off in Scarborough this Saturday. “We’re praying to the weather gods for some good weather,” said Robbie committee chair Mike Ellis. “Hopefully there won’t be any weather delays.” The tournament, which is played on soccer pitches across Scarborough and beyond, will see 232 teams taking part in games for boys and girls teams ranging in age from under-11 to under-18. Teams from the United States, Barbados and Trinidad and Tobaggo are slated to take part in this year’s tournament. “New this year is a under-18 boys team from the Paradise Football club in Barbados,” Ellis said. There’s also a strong representation of teams from
across Ontario, from Windsor through to Ottawa; as well as a number of Quebec teams, and one from Alberta, taking part. This year marks the highest total number of teams in the under-11 and under-18 divisions, Ellis said. He credits the popularity of the Robbie as a premier soccer event for the increase. A total of 412 games will be played with 908 game officials all volunteering their time for the three-day tournament with championship games scheduled for July 1, at Birchmount Stadium, Highview Park, Timberbank Park, and L’Amoreaux Park. For the second year, the Robbie is hosting the elite showcase division for boys and girls under-17 division. “The showcase gives players the highest calibre of play with opportunity for exposure to recruiters,” Ellis said. The elite showcase is scheduled all day on Saturday
and Sunday at L’Amoreaux Park. A media kick-off for this year’s Robbie is set for tomorrow at the Delta Toronto East Hotel, 2035 Kennedy Rd., at 11 a.m. Gerry Dobson, Canadian soccer commentator and co-host of Soccer Central on Sportsnet will emcee the event. Fundraiser Pat Taylor, long-time volunteer with Cystic Fibrosis Canada, will share her story on behalf of Cystic Fibrosis Canada and accept a cheque for $70,000 from the Robbie International Soccer Tournament on behalf of Cystic Fibrosis Canada. The Robbie has raised almost $1.6 Million for Cystic Fibrosis research since the tournament began with eight teams in 1967. Ellis said he’s proud new sponsor BMO has joined this year and thanks returning
sponsor Winners. Their donations help the Robbie with their costs and allow them to maximize the amount of their donation to Cystic Fibrosis Canada. Also Physiomed Clinics will be providing therapy services all weekend. Scarborough residents can also shop at the Athletic Locker Outlet Sale at MLS Sportsplex on Danforth Road, near St. Clair Avenue, with a portion of sales going to The Robbie. Ellis also organizes an appreciation event for all the people who work so hard to make The Robbie happen every year. This year’s event will be on Friday, July 5 at Birkdale Community Centre. “We do the appreciation dinner every year as a way to give back to all the volunteers,” he said. Chief planner on bike tour DAVID NICKLE dnickle@insidetoronto.com Usually, city planning hosts public consultation meetings in school assembly halls, community centres or city hall committee rooms. This week, Toronto’s Chief Planner Jennifer Keesmaat teamed up with Cycle Toronto to take their consultation to the road — leading more than 50 urban cyclists on a roundabout tour of the downtown to talk about the shape of cycling infrastructure in Toronto’s updated Official Plan. “We want to go to where people are and draw new people into the process,” said Keesmaat, as participants were lining up to sign up for the process in the shade of Toronto City Hall just before the tour started. “This is the best way to understand and learn and plan for the city — getting out in the city. We spend a lot of time at city hall in windowless rooms.” The rolling meeting was
actually one of three city planning is holding. This week there was also a walking tour and a transit tour. But on Sunday afternoon, the question was twowheeled. City planning is intending to incorporate a conceptual grid of bicycle infrastructure so no one would be more than one kilometre away from a bike path. The tour took cyclists along a range of different cycling surfaces in the course of one loop of the downtown core: along Queen Street West from City Hall to University Avenue, then north to the Royal Ontario Museum, then east along Bloor St., south along the separated bike lanes on Sherbourne Street and back across Gerrard Street and down Bay Street. “It was absolutely deliberate,” said Jared Kolb of Cycle Toronto, which helped facilitate the meeting. “University being our largest, widest arterial at least in the downtown if not across
the city; Bloor Street being a street that is ideal for cycling infrastructure but for years there’s been gridlock. Riding down Sherbourne is the latest example of what is possible. This whole route is a diversity of streets.” The participants in the ride were, not surprisingly, heavily weighted toward cycling advocates. Questions and comments were almost entirely a question of how quickly cycling infrastructure can be constructed. Keesmaat was fine with that. “Most of you cycle on a regular basis,” she said. “You are going to cycle whether the infrastructure exists or not and have a vested interest in whether it improves. The risk to our city is that if we don’t build good infrastructure, that cycling never becomes a legitimate form of transportation.”

Toronto EMS: 40 new graduates join ranks Superintendent says love of people common denominator among class ANDREW PALAMARCHUK apalamarchuk@insidetoronto.com
First he played one on TV. Now he’s doing it in real life. Ryan Richardson is one of 40 paramedic graduates who became new employees of Toronto Emergency Medical Services last week. T h e 2 9 - ye a r- o l d h a s appeared as a paramedic on several TV series including Flashpoint, Cracked and Warehouse 13. “I can’t just say I play one on TV,” Richardson said following the graduation ceremony at EMS headquarters in North York.

Ryan Richardson, left, stands with his father and fellow paramedic of 37 years experience, Bruce, after graduating.
Richardson, who was born in Etobicoke, has wanted to be a paramedic for as long as he could remember. “I had the opportunity to visit stations and sit in ambulances when I was younger, visiting my dad at work, and it always gave me a rush,” he
said. “My earliest memories have me looking forward to working as a paramedic, and today I’m able to fulfill that.” Richardson’s dad, Bruce, has been a paramedic for 37 years and plans to retire by the end of the year. “Hopefully I get a chance

to work with him before he goes,” the new paramedic said about his dad, adding “maybe I can convince him to stick around.” Bruce joined the city’s ambulance service in 1976, the same year CPR was approved for use in the service. “Most people weren’t aware of it. They didn’t know what we were doing. They were afraid.” For the most part back then, said Bruce, ambulance attendants kept patients warm, gave them oxygen and drove fast. “No defibrillators, no monitors, not even blood pressure cuffs or stethoscopes,” he said, noting “these days there are medications, intravenous therapies; it’s more like a mobile hospital.” Bruce said he’s honoured his son has chosen the same career path. “I hope he finds it as rewarding as I have,” he said. “It’s one of very few professions where you have instant return on your efforts. “It’s physical, but it’s exciting, and you never know what’s going to happen one minute to the next.” Krantsevich suggested she may continue to perform trapeze acts as a hobby. “It’s a nice way to de-stress. Flying through the air, nothing is like that.” The 40 paramedic graduates have diverse backgrounds. Including professional dancer, hydraulics company owner, pet store worker and ski patroller. Toronto EMS Supt. Kim McKinnon said the common denominator is a love of people. City council approved the hiring of 51 paramedics in January. “These 40 were the first group of paramedics to graduate from that group,” McKinnon said. The remainder will graduate from the program on July 19, bringing the number of paramedics in the city to 901.

away how successful you’ve been, and it’s very satisfying at the end of the day to know that you’ve been able to help someone.” Also in this graduating class is former trapeze artist Violetta Krantsevich. Born in Minsk, Belarus, Krantsevich immigrated to Canada with her parents at age 11 in 2001. “I grew up in what I like to call Little Russia: Bathurst and Steeles.” Krantsevich said her parents thought she needed some extracurricular activities so they enrolled her in circus school where she was trained in trapeze and aerial hoop. “I progressed to freelance circus acts for lots of weddings, corporate events. Loved the heights, loved the excitement, loved the nonnine-to-five job.” Now Krantsevich has to give up her love for heights for her passion for paramedicine. But she says there are similarities in the professions.

Park, waterfront trail proposal for Ontario Place ERIN HATFIELD ehatfield@insidetoronto.com A parking lot will be transformed into a new public park and waterfront trail, Tourism Minister Michael Chan announced yesterday morning. On the edge of the waterfront at Ontario Place, Chan said the government is moving forward with the
revitalization of the 155-acre waterfront park. Ontario Place is owned by the province and governed by a board of directors. It opened in 1971 and was shut down in February 2012, with the exception of the marina, The Molson Canadian Amphitheatre and Echo Beach, Atlantis Pavilion and the parking lots. Now one of those parking
lots, known as the administrative parking lot, located along the southeast side of Ontario Place will become a new urban waterfront park and a trail allowing access to the public to the water’s edge. “It will span the size of about four BMO Fields and will connect the existing waterfront trail,” Chan said. The park will be 7.5 acres of
green space and will provide some of the most breathtaking views this city has to offer, Chan said. “(It will be) an opportunity to enjoy a premier piece of the waterfront, which has previously gone under-utilized,” Chan said. “ My a d v i s o r y p a n e l developed and delivered a revitalization report that represented the people’s wishes
to transform Ontario Place into an iconic, year round must visit destination,” Chan said. The report, which includes recommendations to have some private housing on the site, improve transit service to Ontario Place, preserve its natural beauty and make it into a year-round destination, was endorsed by the provincial government 11 months
ago. At the time John Tory called it a new public backyard for all Ontarians. “Of those 18 recommendations one resounding vision became very, very clear – the desire of the people of Ontario to have open, free access to the waterfront,” Chan said.

City staff recommends doubling of residential development charges
HELPING LOCAL BOYS AND GIRLS CLUB
DAVID NICKLE dnickle@insidetoronto.com
FUN AT THE FUNDRAISER: A youngster shows off his painted face during a fundraising event for the East Scarborough Boys and Girls Club on Saturday at Rouge Valley Mitsubishi. On that d a y, t h e a u t o d e a l e r donated $25 for every test drive taken to the club. The event also featured a barbecue and fun activities for kids. The fundraiser continues until July 2, with $5 for every test drive taken being donated to the club. The dealership is located at 11 Auto Mall Dr.
Buying a condominium apartment could get significantly more expensive next summer if Toronto Council goes along with staff recommendations to nearly double residential development charges. The proposed increases are part of a scheduled revision to Toronto’s Development Charges bylaws that will be going to the July 3 executive committee meeting. If finally approved, it would mean the current charge of $12,412 for a two-bedroom apartment would rise to $23,036 by July 1, 2014, and a bachelor unit would jump from $8,356 to $16,027 over the same time period. Overall, that means an
Photo/COURTESY
increase of 90 per cent for residential development and 30 per cent for industrial and office development – and when it’s all done, city staff estimate it will bring in $2.4 billion over 10 years. INFRASTRUCTURE FUNDING That money will go towards infrastructure – specifically, infrastructure such as water, roads and public transportation that will be required to service the new population. And it will be a bigger take than last time, in 2009, when council approved the current, more conservative development charge bylaw. That bylaw was mindful of the international financial meltdown and intended to encourage development.
This time, Toronto’s real estate market is sufficiently bullish that staff have decided to ask for a more aggressive increase. If the increases go through, Toronto will remain below the average of development charges in the Greater Toronto Area, exceeding only Durham Region’s development charge levels. The report will be going before the executive committee, but if approved will then move to public consultations through the summer and come back to council in November. If council sticks with the staff recommendations, then half the new charges will be implemented in February 2014 and the remainder in July 2014.
