The Scarborough Hospital has taken a formal step towards dividing surgical services between its two campuses, and decided the Birchmount will handle all its future births. A Scarborough doctor who once canvassed subscriptions for The Scarborough Mirror newspaper as a youth is back doing what has become his life’s calling – serving in a remote hospital in Zimbabwe. Dr. Paul Thistle is closing in on almost two decades in the country – almost as long as he spent growing up in Scarborough where his parents, now retired, still live in the Midland and Lawrence area. “They have lived at the same address for 39 years,” said Thistle, who attended David and Mary Thomson Collegiate from Grades 9 to 12, and then Grade 13 at Sir Winston Churchill Collegiate which he graduated in 1981. Dr. Thistle married a nurse he met in Zimbabwe, Pedrinah, and the couple have two children, James and Alexander. Humanitarian award In 2008, the University of Toronto-trained doctor was chosen as the inaugural recipient of the TeasdaleCorti Humanitarian Award, created by the Royal College of Physicians and Surgeons of Canada to recognize Canadian physicians who go beyond normal expectations to deliver health care worldwide. He is now working at Karanda Mission Hospital, described on its own website as being “in a remote area of Northern Zimbabwe nearest to Mount Darwin ... approximately 200 kilometres from the Capital of Harare.” A general medical surgi-

cal hospital, Thistle, in the recent interview, conducted through email, said “we treat just about everything from A to Z, from anaemia to zoster. Throw in a few snake bites and some close encounters of a crocodile kind.” His previous posting was at the Howard Hospital, another similar remote mission hospital 80-kilometres north of Harare run by the Salvation Army. Thistle, a Salvation Army captain, had served there as a doctor since arriving in the country in 1995 and as its chief medical officer since 1999. But he was abruptly forced to leave last August, after apparently raising questions over hospital financing. His abrupt removal sparked protests both amongst hospital staff and the surrounding
community, and the police were sent in and arrests made, sparking headlines both in Zimbabwe and in Canada. Stayed in Zimbabwe Through official media releases, the Salvation Army said it had conducted an investigation and found everything in order. It acknowledged the work carried out by Dr. Thistle but said he was being posted back to Canada for reassignment – something it said was routine amongst its medical missionaries. Thistle and his wife chose to remain in Zimbabwe, effectively cutting their ties with the Salvation Army. Of this split, now more than half a year ago, he would only say: “2012 was a tumultuous

The Danforth East Community Association’s pop-up shops are breathing new life into storefronts and businesses, and helping a Scarborough couple. After just three months of operation, the pop-up shops initiative has rented out two empty stores, and helped two businesses rent two other spaces on the Danforth. Pop-up shops are a collaborative effort where landlords with vacant stores lend their unused space to temporary tenants looking to grow small businesses. A Scarborough couple is currently taking advantage of that chance, with their business Fa.real, which makes personal and bulk-order custom T-shirts, along with their own brand of street wear designs. Run by Allister and Tracey Thomas, the home business has long been ready to break into a storefront, but hindered by the high cost of

Remembering SARS, Dr. Sheela Basrur
T
his week many people are reminded that it is the 10th anniversary of the severe acute respiratory syndrome (SARS) outbreak that threatened the City of Toronto. It was a period of confusion and conflicting priorities where more concern was made of the economic impact of the disease than the impact upon people. However, one person who acted as a guiding light of leadership during that medical crisis was Dr. Sheela Basrur. For her efforts during the SARS outbreak and her contributions to public health in general, she was awarded the Order of Ontario for her outstanding contributions to the field of public health in this province. A Scarborough resident, Basrur was also named to the Scarborough Walk of Fame for her work in the field of public health.
joe cooper guest column She was also the head of East York’s public health department before becoming the head of the department for the new City of Toronto after amalgamation. Unique perspective Born in Toronto in 1956 to Indian immigrants Pari and Dr. Vasanth Basrur, she received her doctor of medicine from the University of Toronto in 1982. After spending a year in Nepal and India in the mid-1980s, she became interested in public health as a career, and obtained a masters of Health Sciences degree in 1987. It was during the 1990s that Dr. Basrur began her practice in her field in the capacity of East York’s Medical Officer of Health.
Dr. Basrur’s background provided her with an unique perspective on the complexity that health issues can take on in a large urban community, particularly when mixed with the varying attitudes towards health found in different cultures.
It was during the SARS outbreak of 2003 that the full measure of her skill and ability came forward as she became the voice of reason for a nervous population during a true medical crisis . With the megacity amalgamation in 1998, East York’s health office was dissolved, along with Dr. Basrur’s position. However, due to the strong reputation she had developed through her
work in our community, and recommendations provided by former East York mayor Micheal Prue and others, she became the Medical Officer of Toronto. This was a significant undertaking, as she became the head of one of the largest public health bodies in North America, with a staff of 1,800 in 30 offices, with a budget of $160 million. It was during the SARS outbreak of 2003 that the full measure of her skill and ability came forward as she became the voice of reason for a nervous population during a true medical crisis. Sadly, Basrur passed away, in 2008, from cancer During this time of reflection on the SARS outbreak it would be only fitting to remember Dr. Basur’s contributions as well. Layton, Chow docudrama packs an emotional punch I n a few days, those of us so inclined will have an opportunity to relive the summer of 2011 — when Jack Layton, the first New Democrat federal Opposition leader and almost prototypical progressive Toronto politician, succumbed to cancer. It was emotionally wrenching then; and watching the new telefilm Jack, it is nearly as wrenching now. The film, which was screened for the family, supporters and some media earlier this week, airs Sunday night on CBC. Jack is far from perfect. It paints an at-points absurdly sunny picture of the very political life that Jack Layton and Olivia Chow led together, and for a biopic offers frustratingly few clues about the things that contributed to Layton’s politics and his political drive. As my companion at the screening pointed out, there’s no “rosebud” moment in Jack. With that said: The telefilm packs an emotional punch. Much of that can be credited to the eerily-

accurate impersonations by Rick Roberts as Layton, and Sook-Yin Lee as Olivia Chow. For those of us who’ve spent time with Layton and Chow, watching the couple’s last months and earlier days re-enacted so uncannily on screen is extraordinarily and unexpectedly moving. It will be curious to see how the film is received by viewers outside the bubble of Toronto, and national politics. Because like it or not — Jack is more than a film about a politician. Coming less than two years after Layton’s death, when Layton’s successor Thomas Mulcair is aiming to be prime minister in 2015, and Olivia Chow is likely considering a run for mayor in Toronto a year earlier, Jack is something of a rallying call for progressively-inclined voters. This, of course, is an extension of what Layton clearly intended when he
handed off his death-bed letter to Chow, and the rest of the country, with that stirring call toward optimism and love and kindness. It is also an extension of his detailed instructions, delivered earlier in that same letter, telling his party how best to mobilize in the months following his death. Layton was a politician — even in his final moments. It’s tempting to be cynical on that basis and dismiss Jack as nothing more than an exercise in publicly-funded NDP propaganda. It would be easier to do that if the sometimes hokey idealism depicted in the film weren’t so accurate a reflection of how it manifested in the real lives of Layton and Chow; if the story of a generally decent, earnest and publiclymotivated political couple who finally won and then lost again, weren’t the story we’d all lived through just two years past.

Lottery could pay for improvements to Toronto’s transportation systems To the editor: Re: ‘Smarter commuting could save TTC money,’ Special Report, Feb. 28. I have enjoyed all the articles on transit. I have one suggestion for funding that I haven’t heard anyone talk about before. In order to help fund the development of the initial infrastructure and construction, why not develop a special lottery. If there is money to win, then people will buy tickets. It might be a good way to raise some funds
instead of always relying on raising taxes, fees and road tolls. I also support the Toronto casino bid as another way to fund transit, but I do not have faith that our short-sighted council will vote for it. They are too worried amount a slight increase in gambling addiction that will be so insignificant in the overall scheme of things. Rick Jackson

Seedy Saturday leaves Scarborough Seedy Saturday, an event where residents could sell or trade their garden seeds, will not take place in Scarborough this year. Police seize loaded gun Toronto police seized a loaded firearm and arrested
a man and two women after executing a search warrant on Boyce Avenue, a street near the intersection of Brimley and Danforth roads. The Emergency Task Force assisted the 42 Division Major Crime Unit in the search last Wednesday, police said. Nicholas Geness, 19, Jahvarre Cousins, 23, and Donnette Ansah, 23, face a total of 26 charges including unauthorized possession of a prohibited weapon, altering, defacing, or removing a serial number on a firearm, and
unauthorized presence of a firearm in a motor vehicle. Anyone with information useful to the investigation is asked to call 42 Division at 416-808-4200 or Crime Stoppers anonymously at 416-222-TIPS (8477).

POLICE INVESTIGATION: The shoes of a man who was struck by a vehicle lay on Victoria Park Avenue near O’Connor Drive. Toronto police are investigating the incident. Police said a 35-year-old man was crossing Victoria Park from the west to the east side with two other men when he was struck by a van, which remained at the accident scene. They are inscribed with the message, “To honour the sacrifices of our heroes and their families,” with the stolen plaques also marked with an Enbridge sponsorship logo. The Highway of Heroes is a stretch of Hwy. 401 used to transport Canada’s fallen soldiers, and their families, from the Royal Canadian Air Force base at CFB Trenton to a coroner’s office in Toronto. People line bridges along the route to pay their respects as convoys carrying fallen soldiers pass. To mark the route, the True Patriot Love Foundation and the Government of Ontario placed memorial plaques at the bridges, calling them a “powerful image representing service and patriotism that will stand forever as a sign of faith in humanity and service to country.” The plaques, which were mounted approximately three feet off the ground on the bridge abutments. It was noticed they were missing in early February, and police issued a press release yesterday morning that they were looking for the public’s help in locating them.
Two memorial plaques honouring Canada’s fallen soldiers from the Highway of Heroes were mistakenly reported stolen from the Victoria Park Avenue bridge over Hwy. 401 yesterday. It was believed the brass plaques were stolen from the overpass sometime between December 2012 and February 2013. However, late yesterday afternoon Toronto police announced the plaques had actually been removed by an engineering firm responsible for taking care of the bridge and are being stored for safe keeping during the winter at the company’s maintenance yard. Earlier, police had speculated the plaques might have been stolen to be sold as scrap metal. The fact that the plaques were memorials to Canadian soldiers killed in Afghanistan sparked outrage when it was believed they had been stolen. The plaques measure approximately 18 by 24 inches, and depict a soldier walking hand-in-hand with a child along the Highway of Heroes, under a waving Canadian flag, as people look on with their hands placed over their hearts.

That’s not an issue at the General on Lawrence Avenue, but would be at the Birchmount once in-patient surgery departs. Combining both birthing centres at the General, therefore, “will kill the Birchmount (emergency department) almost immediately,” Chan told the board. Nor can the emergency at the Birchmount Road campus, formerly called the Grace, function as efficiently without pediatric services, since children account for 25 per cent of its 48,000 emergency cases a year and 10 per cent of hospital admissions. Losing that efficiency will cost revenue, said Chan, who asked the board for a chance to investigate keeping pediatricians at both campuses, “a pragmatic tweak” to a plan which Chan said the senior medical staff could not give wholesale approval to and which, he guessed, no TSH physician would rush to support. Chan asked for time to continue consultations, “with an eye on safety, with an eye on access” in departments to be affected by the division of surgeries, but was told the board has 30 days, perhaps 60 at most, to approve a plan and balance its budget. “We have to put an end game on it and move forward,” said Mike Mueller, a former board chairperson. CEO Dr. John Wright, who will be replaced in June, defended the proposed trans-
formation of the campuses as a creative response that will remove anxieties about the hospital’s future. The provincial government has told hospitals “they cannot do everything” but they should specialize, doing more of what they do well. Branson fears He acknowledged the “Birchmount campus has for many years been afraid of being reduced to the status of something like a Branson,” a North York hospital campus which closed its emergency and turned into an ambulatory care centre, but said the plan’s inclusion of five “swing beds” at Birchmount “locks in the sustainability of the Birchmount site” by minimizing the need to transfer patients elsewhere. Wright seemed to defend the plan against criticisms by doctors and residents who say other options could be tried, including across-the-board cuts. “Last year we took six per cent and it hurt,” he said. “If we cut across the board numbers go down and quality does not improve.” Flemming, however, confirmed the hospital, which spends about $1 million a day, will have to cut department budgets and some staff even as the administration’s plan saves it millions. The hospital will have to try other cost-saving initiatives, closing operating rooms to elective surgery for three weeks in summer, for example, instead of for two,
Mueller said. Reducing unionized staff requires a five-month notice period, so delaying a decision will cost more, said Flemming. “We’re already behind in terms of implementing the plan,” she said. Another hurdle for the reorganization is “a reputational issue” concerning Maternal and Newborn care at the Birchmount. After two infant deaths on the campus, many in the Chinese community are reluctant to have babies there, said Dr. Robert Ting, the hospital’s medical staff association president. Though he and others at Tuesday’s meeting said this reputation is undeserved, Ting warned some TSH obstetricians will move their practices elsewhere if the Birchmount was chosen for what the administration calls a Centre of Excellence in Maternal Newborn and Women’s Health.“I would not be surprised if only 500 of the 3,000 deliveries (each year at the General) go to the Birchmount,” added Ting. Chan said the hospital was making plans to change the Birchmount birthing centre’s image.The board later confirmed the maternal and newborn consolidation in a private session and said it will hear an implementation plan on April 15, when the division of services is brought to its next meeting for approval. Greater Toronto Area (GTA) realtors reported 5,759 sales through the TorontoMLS system in February 2013 – a decline of 15 per cent in comparison to February 2012. It should be noted that 2012 was a leap year with one extra day in February. A 28 day year-overyear sales comparison resulted in a lesser decline of 10.5 per cent. The average selling price for February 2013 was $510,580 – up two per cent in comparison to February 2012. “The share of sales and dollar volume accounted for by luxury detached homes in the City of Toronto was lower this February compared to last. This contributed to a more modest pace of overall average price growth for the GTA as a whole,” says Toronto Real Estate Board (TREB) President Ann Hannah. “Stricter mortgage lending guidelines that precluded government backed mortgages on homes sold for over one million dollars and the City of
Toronto’s additional upfront land transfer tax arguably played a role in the slower pace of luxury detached home sales.” The MLS HPI Composite Benchmark price covering all major home types eliminates fluctuations in price growth due to changes in sales mix. The Composite Benchmark price was up by more than three per cent on a year-over-year basis in February. “We will undoubtedly experience some volatility in price growth for some market segments in 2013,” says Jason Mercer, TREB’s Senior Manager of Market Analysis. “However, months of inventory in the low-rise market segment will remain low, resulting in average price growth above three per cent for the TREB market area this year. Our current average price forecast is $515,000 for all home types combined in 2013.” –TREB
How much is your home worth? With spring coming and plenty of talk about the real estate market, Ontarians who plan to sell their house have plenty to consider with home value topping the list. Phil Dorner, president of the Ontario Real Estate Association, says there are some broad guidelines to determine home value, but beyond these basic parameters, speaking to a realtor is the best way to find out how your local market is performing. “Real estate is hyper-local so despite what you may read, it is critical to recognize that home values vary hugely between neighbourhoods, and even between blocks in the same neighbourhood. Find a realtor who specializes in your locale and ask for a comparative market analysis to determine what your home is currently worth.” To get you started, here are Dorner’s initial assessment criteria: • Location: Location remains the most important variable in real estate. How close is your home to amenities and schools? Houses that
are close to transit and amenities tend to be most valuable. • Space: Size is also a major factor. What is the square footage of your home? How many bedrooms? Although price per square foot varies enormously, generally the more square footage, the higher the value. • Type: What kind of home do you own? Is it a single detached home? A condominium? As a rule, detached homes are generally the most valuable, followed by semis, townhouses and condominiums. • Condition: Has your home been updated? Does it have a modern kitchen? How about bathroom(s)? Updated, well-maintained houses tend to command top dollar. Your realtor will provide a detailed breakdown based on these variables and many more. Toronto pedestrians urged to Do the Bright Thing RAHUL GUPTA rgupta@insidetoronto.com Toronto police and GO Transit have launched a safety campaign encouraging pedestrians to wear bright clothing in an effort to reduce collisions with motorists. Police spokesperson Const. Hugh Smith said he and his team distributed brochures and reflective key tags to
approximately 4,000 GO Transit commuters as part of the Do the Bright Thing awareness campaign that launched Monday at Union Station. The one-week campaign encourages pedestrians to wear bright or reflective clothing to increase their visibility in busy traffic areas. According to Smith, a fouryear veteran of the police
traffic services department, 100 people die annually in the province due to collisions with motorists – 25 per cent of them in Toronto. He believes the vast majority of such accidents are preventable if pedestrians are more visible to cars and refrain from distractions in heavy traffic areas. “We don’t want to be told we’re doing something

City parks get $5M from Garfield Weston Foundation DAVID NICKLE dnickle@insidetoronto.com Toronto parks could be seeing a $5 million boost from the Garfield Weston Foundation in a three-year program to offer up grants for “transformational” projects intended to build on what the city’s already doing with its parkland. The plan – put together by a group of parks-loving citizens calling themselves Toronto Park People, and the
Weston Foundation – came before the city’s Parks and Environment Committee Monday. The $5 million pot of cash is available to the city and residents to apply for. Councillors at the committee welcomed the prospect of private sector funding — but cautiously so. Parkdale-High Park Councillor Gord Perks was among those who worried the foundation would play favourites when it came to dolling
out cash to communities looking to build up their public spaces.
Dave Harvey, the director of Park People, assured the committee the foundation would be paying heed to the needs of communities across the city. “As we found out in our engagement work, there are downtown, more affluent neighbourhoods, that are jumping on this,” he said. “There’s a lot of work we as an organization are going to do to reach out to less-affluent neighbourhoods so at the end of the day this isn’t just
public spaces “I certainly hope that access to funds for public spaces doesn’t ever rely on whether or not you happen to know some individuals working in a not-for-profit, or happen to know someone who’s connected to a sizeable family fortune,” said Perks. “That would be tragic.”

MGM unveils Exhibition Place casino plans DAVID NICKLE dnickle@insidetoronto.com An MGM casino at Exhibition Place would include a 19-storey resort hotel, a revitalized waterfront and an enhanced BMO stadium – and if that’s not enough – could underwrite everyone’s admission to the Ex for the next decade. That was the gist of the pitch MGM and Cadillac Fairview have been making to city councillors, and now made to the public. Yesterday morning, MGM Resorts International senior vice president Alan Feldman and Cadillac Fairview executive vice president Wayne Barwise showed media sketches and models they said weren’t precisely a proposal, but more a “tool for having a discussion” on how a casino resort might fit into the CNE grounds. The resort would build a hotel and retail complex on the parking lots where the CNE midway is set up during the summer and build the single-storey, 250,000 square foot casino toward the western end of the site. The midway, meanwhile, would be relocated to parkland south of Lake Shore Boulevard – joined to the CNE grounds by two new bridges – and most of the parking would be moved underground. “We wanted to make sure that all of the activities that are dear to Torontonians can be accommodated,” said Feldman. “One, the CNE; two, the Royal Winter Fair; three, the boat show. We want to make sure there’s room to hold a boat show. So the question was how do we accommodate all the activities that exist at Exhibition Place today?” Barwise, meanwhile, said the redevelopment would comprise far more in the way of assets than just the casino, which only comprises eight per cent of the site. “Sixty five to 70 per cent of MGM’s revenue now comes from non-gaming activity,” he said. “It’s the entertainment, the restaurants and the retail. This is what’s interesting to Cadillac Fairview in all of this. Here there is a great opportunity to city build. Ontario Place is functionally obsolete, Exhibition Place is economically unsustainable. You need a catalyst in order to revitalize this part of the city.” The pair said the site would bring 10,000 “new sustainable careers” with an average salary of $60,000 and 5,000 construction jobs during development. MGM is one of several proponents who are lobbying councillors to approve becoming a willing host for a casino in Toronto. Council will be making a final
decision on that matter in April, and the city has been engaged in public consultations over the past several months. Mayor Rob Ford has come out in favour of a casino, but support beyond the mayor’s office on council is uncertain. Mike Layton,
who represents the part of Trinity-Spadina containing Exhibition Place, wasn’t allowed into the news conference. He scoffed at the idea being put forward, particularly the notion the casino’s eight per cent footprint makes it insig-
