Negotiations were underway in Ottawa this week on a compromise that could end the standoff on the Rouge Park between Canada and Ontario. Differences over what a federal Rouge Park should be have split environmentalists and politicians, some of whom fought for decades to save the Rouge Valley and associated watersheds from development, into two camps. One stands by the federal government’s plan, announced in 2012, for a “national urban park” in the Rouge. The other camp, supported by the province, says the plan is flawed, and shouldn’t get to use 9.000 acres of provincial land until it’s changed. Man arrested, other sought after shooting ANDREW PALAMARCHUK apalamarchuk@insidetoronto.com Police have arrested a suspect and are looking for two or three others after a 23-year-old man was shot multiple times in southwest Scarborough late Tuesday afternoon. Police said they were called to Cataraqui Park (near Warden Avenue and Danforth Road) for the sound of gunshots at 4:35 p.m. A 23-year-old man with at least four gunshot wounds was found on nearby Burnhill Road. “There were several men with this guy before (the shooting) but it’s unknown if they were the suspects or if they
were friends who just ditched him,” Const. Victor Kwong said Wednesday. “Everyone except for this (victim) fled.” Serious condition The victim was taken to a trauma centre in serious condition. His injuries are not lifethreatening. A 23-year-old was arrested a short time after the shooting. “There’s still another two or three outstanding (suspects),” Kwong said. No descriptions of the suspects have been released.

Location of birthing centre may be made for hospitals After eight months of study, Scarborough’s hospitals can’t decide where to put a new regional centre offering “advanced” care to children, mothers and newborns. The region’s health authority, the Central East LHIN, says if The Scarborough Hospital and Rouge Valley Health System don’t agree by March 25, it will decide on a location for them. Last month, Rouge Valley told the LHIN it deserves to host a regional centre for advanced pediatric and neonatal care — which will aim to serve patients from as far east as Peterborough — at its Centenary campus in Scarborough. TSH says both hospitals should host the centre together, using a “collaborative” model.
“There’s more than one way to achieve these goals,” TSH CEO Robert Biron said in an interview last week. Either hospital has enough expertise and resources to be the designated site, and since each “has their own unique strengths and scope of services,” a collaborative model has the best chance for success, Biron said. neonatal centre There’s no hard definition of what such “advanced” services are, but the LHIN (Local Health Integration Network), which funds the region’s hospitals, has been asking for the pediatric and neonatal centre since 2009. A joint working group formed last June - after the Scarborough hospitals failed to merge - named several possibilities, including pal-
liative care for children, specialty pediatric surgeries and a clinic treating eating disorders in children. The group’s members, in a 292page report, concluded there’s no need to create a local “Level 3” intensive care unit, a highest-level facility in use at the Hospital for Sick Children and a handful of other Ontario hospitals. But it is hoped an “advanced” centre in Scarborough would bring a hospital — or hospitals — valuable subspecialists, and enough prestige to keep some mothers from giving birth elsewhere. There were 6,643 births at the three Scarborough hospital campuses during the 2013-2014 fiscal year, but Scarborough hospitals had just a “62 per cent market share” of births from Scarborough women. In 2009, that market share was 64 per cent.
The Scarborough hospitals’ share of neonatal patient discharges among Scarborough residents is the same, which means 28 per cent of Scarborough’s newborns were treated at hospitals outside the area. Scarborough And children from Scarborough had only a 49-per-cent chance to be hospitalized in Scarborough in 2013-2014, while 37 per cent of their inpatient paediatric discharges occurred at Sick Kids. A few years ago, TSH identified these trends in a planning exercise: the number of births had declined on both its campuses and beds were going unused, it found. The hospital proposed merging its birthing centres into a new Centre of Excellence in Maternal

ayor John Tory’s first 100 days have been momentous: he’s waged a war on those who park on arterial roads during rush hour; he’s headed to Ottawa to discuss city issues; he’s discussed bringing the city’s outdated methods into the 21st century; he’s put into motion the beginning analysis on his SmartTrack transit plan; and he’s tabled his first budget. Exciting times for Tory. Equally exciting times for the City of Toronto. But all this excitement, whether admitted or not, will come with a price: fare hikes, tax hikes, service fee hikes – hikes, hikes, hikes. This is not to say hikes are necessarily a bad thing; you have to raise money to run this city. But where does this lead? While these steps feel like the our view city is heading in the right direction in terms of government relations, transit planning and Long-term economic development, goal is what even we assume they are planks in a short-, medium- and long-term matters strategy for the city. We think the public would be served with the ever-craved transparency of a public document that shows what those strategy benchmarks might look like for key municipal files. Tory has done an admirable job of being available to the media – what seems like any time of the day – and he’s also brought a necessary calm to the chain of office. But this is window dressing when it comes to the big picture. It’s clear Tory wants to see Toronto on solid ground – he has to, he banked on the city’s economic outlook by borrowing in the future to pay for a present-day budget shortfall. Regardless of all the things accomplished during his first 100 days, it’s the next 265 days, the next 1,095 days until the next election that matter more. The short-term gains are welcome, but the long-term goal is what needs articulating. If we are to be the world-class city Tory and Torontonians want to be, we will need to pay for it – we’ve said as much in many editorials. However, we also need to know from those in charge of the municipal purse what their long-term vision is – two, three, four even eight years out. The first 100 days sets a tone, but what is the entire song they’ll be playing?

Enjoying the benefits of extended daylight It’s the same story every year when we move the clocks ahead an hour. People get all worked up over it the night before and then moan and groan about the enormous impact it has on their lives the following morning. Thankfully, the grumbling over the switch to daylight saving time doesn’t last long. By the next day everyone is back to their regular complaining routine. What’s surprising about the upheaval that arises over one measly lost hour is that the purpose of the time change is to have the opposite effect. It’s supposed to lift our spirits, not dampen them. Extended daylight is good for the system. What’s more, like any form of savings, it’s great for the bottom line, too. For my money, given that this has been the coldest winter in recent memory, the timing for the recent move to daylight saving couldn’t be better. People have been hiding inside for

For those of you who have been reluctant to embrace the idea in the past, but are considering investing in daylight savings for the first time, you won’t be disappointed. Here are just a few of the myriad benefits you can expect. 1. Interest accrues daily The sights, the sounds, the air, the atmosphere, the whole shebang, it doesn’t take long to get hooked on daylight. 2. High-yield bonds go hand in hand There’s just something about getting together in the great outdoors that helps relationships grow. (The same holds true for the average outdoors and the so-so outdoors, for that matter, if that’s all that’s available to you.) 3. The value of its liquid-
ity should never be underestimated Is there anything more relaxing than sharing a coffee under a deep blue sky? 4. Don’t forget about the convenience inherent in this plan Partaking in the benefits of sunlight is never more than an open door away. 5. Start-up costs are waived With good reason. Nobody charges you admission to see the sun. 6. There are no monthly fees as well See above. (Sea below, too. If you live near water, that is.) 7. It’s also tax-free Whatever you do, don’t blab that around. We don’t want the government getting any ideas. The last thing we need is a DSTT (Daylight Saving Time Tax). 8. In addition, daylight saving is not mentally taxing It’s not rocket science, nor do you have to think outside the box to partici-
pate either. You don’t have to think at all. You just have to head outside. 9. Reducing debt is just a walk in the park All the experts agree that most debt is accumulated inside during daylight hours. So put your wallet away and get reacquainted with fresh air. In other words, it’s time get a new set of priorities. The best way to say goodbye to rising debt is to say hello to raison d’etre. 10. Lastly, nobody will try to convince you to get a points card along with it That’s because you can’t accumulate multiple points in this plan. There’s one point and one point only when it comes to daylight saving: enjoy. And nobody can redeem that. The experience is priceless. Drug treatment program turned woman’s life around
Kathy Middleton now a volunteer who helps others she said, noting she ended up losing her job, her townhouse, her children and herself. “Everything was a mess,” she said. “I was out using my drugs on Kingston Road near Galloway (Road) and staying in hotels on the hotel strip with girls that were involved in the sex trade, and there were drug dealers there.”

or many years Kathy Middleton was picked up by police for crime. Nowadays she’s taken to the police station for a much different reason: to deliver motivational speeches. Middleton, 57, said she used crack cocaine for 15 years, resorting to fraud, theft, drug trafficking and prostitution to support her $300-a-day habit. “I was hanging around a real dangerous crowd, there were guns,” she said, noting she was in and out of jail and has an “extensive criminal record.”
‘Hurt everybody’
Arrested But the former longtime Scarborough resident turned her life around after being arrested in November 2009. It was then that she entered the Toronto Drug Treatment Court in exchange for pleading guilty to cocaine trafficking and possessing property obtained by crime. “I’ll be honest, I went in to save myself from going to jail for a year,” she said. She soon, however, opted to give the program a serious try, and it worked. Middleton now shares her story in the hopes of preventing others from getting hooked on drugs and educating them on what life is like for a crack addict. Middleton said her problems began at a young age. She was born into an upper-middle-class family; her father was an executive for a large corporation, requiring him to travel away from home a lot. Middleton left home when she was 15 because of

a bad relationship with her mother. She began to use alcohol and drugs until she got pregnant at age 20. Middleton remained clean for the next 14 years: she lived in a townhouse on Manse Road in Scarborough, had another
child and worked her way up to assistant manager at a bank branch. At age 34, Middleton got involved in a relationship with a man who introduced her to crack cocaine. Since she hadn’t done drugs for many years, she
thought it would be no big deal to try smoking crack. For a while, Middleton said, she managed to juggle her addiction with being a good mother and her work. “It started eventually crossing the line where I couldn’t do it anymore,”
Middleton soon also got involved in selling drugs and prostitution to support her habit. “All you’re thinking of is ‘I have to get that drug. I have to get the money to get it,’” she recalled. “I hurt everybody who cared about me, like my dad. What dad wants to get a call that your daughter is in jail for prostitution?” Middleton continued her life of drugs, crime and jail until November 2009 when she entered the Toronto Drug Treatment Court for the second time. (She was expelled from the program in 2002 for repeated noncompliance.) The year-long program provides harm reduction treatment, abstinence support and group and individual counseling. Participants must appear in court twice a week and submit random urine samples. “It was kind of lonely at first...all that chaos is gone,” she said of stopping drugs, adding she had to learn to “follow rules again.” Middleton graduated from the drug treatment program in January 2011 and has been giving back to the community since. She now volunteers with Toronto police and the drug
Toronto Drug Treatment Court The Toronto Drug Treatment Court, founded in 1998, provides an alternative to incarceration for Toronto residents who face criminal charges related to their drug addictions. The voluntary program is available to non-violent offenders and is located at the Old City Hall courthouse. Treatment is provided through the Centre for Addiction and Mental Health using a multi-tiered community-based approach that includes: n supervised harm reduction treatment; n abstinence support; n group and individual counseling; n securing shelter and housing. – Source Toronto Drug Treatment Court treatment program, which she credits for turning her life around. Middleton regularly shares her story at police stations, the police college and at crime prevention conferences. “Police officers need to be educated and know what it’s like for that (drugaddicted) person,” she said. “I used to hate them (police) as much as they hated me. Now it’s totally different, and I think it does a lot of good when they see me.” Staff Sgt. Dave Rydzik of 42 Division agrees. “The benefit for us is often we would get immune to the human condition,” he said. “What this shows is that we can actually help. People do get better.”

Tory sets tone in first 100 days
O
ne hundred is a nice round number — and instinctively, one thinks that if you have 100 days at a job or with a new employee or dating a new paramour, it ought to be enough time to tell if things are working out. It’s fair to say that 100 days into our four-year relationship with Mayor John Tory, things are working out. The former provincial Conservative leader and radio talk show host has set a standard of behaviour and leadership that’s pretty comforting in the moment and shows potential in the future. The phrase “unlike his predecessor” could show up in sentences throughout this column, and I’ll try to just use it this once, because the fact of the moment is that Tory’s success so far is made all the greater by the contrast with what went before. Since taking office, Tory has shown a good-
david nickle the city natured work ethic and a willingness to modify his preconceived agenda based even on inconvenient facts. Tory’s only interest outside of his new job appears to be his wife Barbara: there are no afternoon field trips for football coaching or any other games. And beyond those baseline virtues? Speaking with reporters on his 101st day, Tory summed up his sense of his own accomplishments and aspirations. “This was not going to be an administration of ideology and slogans… I hope what people see of it so far and I hope that what they do see is that it’s an administration of common sense, an administration of compassion, an administration that serves all the people and has a balanced city government.” That is actually a pretty fair self-assessment as far

He is easily tripped up when he chairs a meeting, and naïve when it comes to intergovernmental negotiations. Sometimes this is inconvenient, sometimes it creates a real problem. Tory misread the mood of the provincial government woefully when he left a meeting with Premier Kathleen Wynne believing that the $86-million hole left by the end to housing pooling might be filled. In dropping that ball and deciding not to raise property taxes to cover the shortfall this year, Tory risks turning the next few hundred days in office into a much larger challenge than he signed up for.

Scarborough to host swimming trials in advance of 2015 Games Sports fans won’t have to wait until this summer’s Toronto 2015 Pan Am/ Parapan Am Games are over to begin to enjoy the highly-touted legacies expected to be left behind. Two key national meets will be held in Scarborough over the next few weeks that will determine the make-up of Canada’s national swimming teams that will compete not just in the upcoming Toronto 2015 Games but also for this year’s world championships. And the meets will be held in the Toronto Pan Am Sports Centre, billed as the single largest investment ever made in amateur sport development in Canada. Co-owned by the City of Toronto and the University of Toronto Scarborough, it has been up and running since the beginning of September. During this summer’s Pan Am and Parapan Am Games, the facility will be known as the CIBC Pan Am/Parapan Am Aquatics Centre and Field House. First up, is the Can A m Pa r a - s w i m m i n g Championships March 20-22. The meet “serves as the selection trials for the 2015 Parapan Am Games in Toronto and
IPC Swimming World Championships in Glasgow, Scotland,” noted a Swimming Canada press release. Heats begin at 9:30 a.m., with finals set for 6 p.m. each day. Admission to this event is free. CANADA TRIALS april 1 to 4 wTEAM
And then there are the Team Canada Trials April 1-4. “The event will feature Canada’s top swimmers vying for their chance to represent their country at the 2015 Pan American Games in Toronto and the FINA World Championships in Kazan, Russia,” noted the Swimming Canada press release. “The Trials are also an important stepping stone for athletes who have their sights set on the Rio 2016 Olympic Games.” Preliminary heats begin at 10 a.m. and finals begin at 6 p.m. each day. There is admission to this event, although children 12 and under are free. Tickets are available at the door. The Scarborough facility will also host the Canadian trials again next year which will be

The Heart & Stroke Foundation in partnership with the Royal Bank of Canada is hosting a free heart health screening clinic this Sunday. The clinic is meant to help the South Asian community as South Asians are at three to five times greater risk of developing heart disease or stroke, and at an earlier age. Scarborough residents will wear Leafs jerseys on centre ice at ACC wedding For Jennifer Rogers, being a hard core Toronto Maple Leafs fan runs in the family. It started in 1946 when the Scarborough woman’s grandmother, June, first bought Leafs season tickets for 25 cents each from Red Horner, the defenceman who helped the Leafs win their first Stanley Cup in 1932. In December 2013, June
won Sportnet’s nationwide Ultimate Sports Fan contest. Later this month, Jennifer will be getting married at centre ice at the Air Canada Centre just 16 days after winning MLSE’s Blue and White Wedding contest. Rogers and her future husband Scott Protomanni plan to wear blue and white Toronto Maple Leafs jerseys
on their big day on Thursday, March 19. “(MLSE) was like, ‘You don’t have to wear your jersey.’ And I was like, ‘Oh no, I’m more of a jersey girl,” said Rogers, whose home is decorated in blue and white with Leafs memorabilia throughout.

The province will add a second track to GO Transit’s Barrie train corridor from York University into Vaughan. No timeline has been set for how long it will take to build the additional six-kilometre track leading from the York stop to Rutherford GO station, but according to an Ontario Ministry of Transportation
The next time you’re in the subway you may notice a cluster of city officials and planners milling about. In an effort to increase the level of public feedback for the Relief Line study, the planning team is promising to organize “pop-up” consultations at subway stations so transit users can provide direct feedback on
the subway proposal. City planners must present alignment and station location recommendations for the Relief Line – which is forecasted to be the third largest TTC route as soon as it’s completed – for council to endorse by the end of the year. TERMINAL DESIGNS TO BE UNVEILED wFERRY
Future looks for the Jack Layton Ferry Terminal will be unveiled at City Hall next week. At 6 p.m. Monday, officials from Waterfront Toronto will present “bold and innovative” submissions from five architectural design teams vying to transform the leaden ferry terminal along with Harbour Square Park. The submissions will also be displayed inside the City Hall main rotunda until March 20. Public feedback from the challenge will go to the jury panel tasked to pick the winning design.

Tony Stacey Centre for Veterans Care raising funds for roof repair Scarborough’s Tony Stacey Centre for Veterans Care is appealing to the community for help as it raises funds for a much-needed roof repair to the facility, which opened in 1976. Located on Lawson Road, the centre provides long-term
care services. An estimate for repairs to the roof came in at about $138,000, and the work is desperately needed according to officials at the centre. “The roof is in need of desperate patchwork and repair,” said Diana LeBlanc, a director
at the centre. Time is also critical as past a certain point, repairs will not be effective and the entire roof will need to be replaced.

But the machines didn’t run as smoothly as planned and many students were anxiously repairing parts just moments before being judged. “We had to plan everything ahead of time,” said Calvin Tse, another student part of Prahamya’s group. “If we didn’t, this would never be finished. As we built the machine we shifted and moved some parts to make sure we met the time limit of a minimum of 45 seconds and a maximum of three minutes.” Planning involved drafts and designs of the machine on paper while noting which supplies were
needed to develop the machine. Last year’s winners joined senior physics and technology teachers to judge the several installations that were on display in the school’s library. In addition to a exemplary grade, students with the best machines were awarded a science trophy and have the opportunity to judge next year’s competition. This year’s winners were Martin Fan, Brandon Chau and Victor Trinh. Those with the best theme were Calvin Tse, Prahamya Balaranjan and Alfonse Ly. The competition was organized by science teachers Kathy DeNoble and Peter Onlock.

Visions for Rouge Park clash >>>from page 1 and the Canadian Parks and Wilderness Society, as well as Ontario Infrastructure Minister Brad Duguid, that the federal vision of Rouge Park is “evil.” “These groups have gotten one side of the argument,” De Baeremaeker said. “They’ve taken the word of one person that doesn’t really understand what’s going on in the park.” Robb denied he had such influence, as did Carolyn Schultz, executive director of Ontario Nature, which represents more than 30,000 individuals and 150 member groups. “Jim Robb doesn’t have the ability to make us do what he wants,” she said Friday. “We don’t feel the province should go along with a plan that clearly is inferior.” Duguid and the environmental groups say the federal bill to create Rouge NUP – passed by the House of Commons and being examined this week at a Senate committee – fails to “meet or exceed” the ecological protections of past Rouge Park plans. Instead of eventually displacing the tenant farmers in a re-naturalized 600-metrewide “ecological corridor” along the Little Rouge River in Markham, the federal plan calls for a “People’s Park,” in which interests of farmers and the ecology are balanced. De Baeremaeker said the proposed Rouge NUP is smaller than the park he wanted, and different – “I thought all of the farms would be removed,” he conceded – but argued re-naturalizing just slopes and wet areas around farms would be better progress than the slow pace
until now. Parks Canada will have armed wardens protecting the Rouge, and “more money than we could ever dream of before” for habitat creation, said De Baeremaeker, adding after decades of fighting for a federal park, he’s thrilled. Opposition MPs who fought the Rouge NUP bill, C-40, “don’t want (Prime Minister) Stephen Harper to look good” before an election, said the councillor. “The federal Liberals had 20 years to do a better job, and they really didn’t do anything.” Signers of the Friends of Rouge NUP letter include Conservative MPs Peter Kent and Michael Chong, York Regional Chairperson Wayne Emmerson, Durham Regional Chairperson Roger Anderson, Markham Mayor Frank Scarpitti, Scarborough East Councillor Ron Moeser, Alan Wells, former chairperson of the now-disbanded Rouge Park Alliance, and Pauline Browes, a former Conser vative MP from Scarborough. But two other people listed as signers of the letter, Richmond Hill Mayor David Barrow and Pickering Mayor Dave Ryan, confirmed they had not signed. On Monday, both mayors said they expressed a willingness to sign the letter – which asks Wynne to reconsider her refusal to transfer the 9,000 acres – but, after hearing from Duguid federal and provincial officials were discussing possible amendments to the park bill, decided signing was premature. (Their names weren’t among the signatories when Kent posted the letter Tuesday on Twitter.)
De Baeremaeker couldn’t be reached on Monday or Tuesday to comment on this discrepancy, and Duguid pronounced it “kind of odd.” The minister, also Liberal MPP for Scarborough Centre, said the bill is too weak to protect the park’s ecological integrity, but changes now under discussion offer a “positive path forward” that should satisfy both the governments and environmental groups. There have been “mildly optimistic” conversations on amending the bill, Scarborough-Guildwood MP John McKay, the federal Liberal’s environment critic, said. He also suggested one change under discussion would add more federal land to the park than the 5,000 acres proposed so far. Schultz said the bill, because it “does not go really far enough in terms of putting nature first” leaves the park open to “various forms of abuse” by future governments seeking changes. Robb, meanwhile, said signers of De Baeremaeker’s letter “haven’t done their homework,” and most are politicians interested more in money the federal government pledges to spend in the Rouge – $143.7 million over 10 years – than in protecting the area’s ecosystems. FRW’s contracts for restoration work in the park have been cut since 2012. Robb said he knew opposing the “People’s Park” vision would be a tough choice. “What my heart was telling me was this is a really bad deal for environmental protection.”

Those who know Kaion JulienGrant, and have watched Scarborough’s multi-talented athlete, see him as a gracious individual, subtle in ways, but always focused on improving. For the 18-year old, who has commuted from his Bellamy and Ellesmere area home half way across the city the past four years to St. Michael’s College School – known for its academic and athletic prowess - JulienGrant says he’s learned a great deal. But with his high school days winding down, it’s decision time for the young man and he has to pick a post-secondary institution as well as between football and basketball – two sports that he has excelled in and recruiting college coaches know it. On the basketball front, Julien-Grant, an outstanding defensive player and shooting guard, has been on a school
team that has been ranked No. 1 in Canada the past four years, piled up a remarkable 129-7 record and is destined to win a second provincial gold medal. In football, dominant as a wide receiver, linebacker and punt returner, he’s explosive and scored eight touchdowns last season, been on a private school championship team and can turn for advice to his father, Karim, who spent time in the National Football League and Canadian Football League.
