MAYOR-ELECT TORY’S PRIORITIES Four key challenges that need to be addressed to make Toronto a better city In just weeks, John Tory will be taking over the job of mayor from Rob Ford – becoming the amalgamated Toronto’s fourth mayor. Voters have handed Tory a fractured and fractious city government whose problems will require complex solutions. We’ve spent nearly 10 months listening to the promises Tory hopes will resolve those issues: transportation gridlock, a lack of leadership, a divided council and a weakened position with other levels of government. If Tory is to successfully unite Toronto, he’s going to have to meet these challenges. Here’s what we’ll be watching for: ON REPAIRING A CITY – wANDLEADERSHIP: COUNCIL – DIVIDED Mayor Rob Ford’s approach to politics has served to widen those divisions to the point the normal channels of leadership all but collapsed in late 2013 and were replaced by a provisional government barely held together by the straining goodwill of city councillors. This term offers an opportunity to begin anew, with a new mayor who has run expressly on his ability to lead and build consensus. In a 10-point code of conduct, Tory pledged to treat his colleagues, his office and his constituents with respect. That’s a good start, but Tory will have to not only build the base of political support on council he needs to put his agenda into effect, he will have to deal with a council traumatized by four years of
unprecedented division. City-wide, Tory must deal quickly with the reality that for much of Scarborough and Etobicoke, he is a second choice. Voters there made it clear they feel downtown “elites” like Tory don’t represent their needs and desires. In the election, Tory said he’d like to address that by taking Toronto council on tour, to meet with residents in the old pre-amalgamation civic centres. Practicalities aside, that’s not likely to be nearly enough. Fixing our broken city is bound to be a fundamental task for the coming term. DIVERSITY: ON BUILDING A CITY wWHERE ‘NO ONE IS LEFT
BEHIND’ Tory takes charge of a city increasingly divided between richer and poorer neighbourhoods, and where many new Canadians and people with disabilities do not think they have the same chance to participate. South Asian business groups told Tory companies led by first- and second-generation Canadians don’t think city hall has a “fair process” for awarding contracts. Tory didn’t think that was a conscious exclusion on the city’s part. But he said he’d make certain one such business was placed on each short list for city contracts. Tory also said he’d urge Ontario’s professions to accept more foreign-trained candidates, and suggested doing more to integrate Toronto’s ethnic chambers of commerce with mainstream bodies such as Toronto and Region Board of Trade.

He, however, didn’t agree with mayoralty candidate Olivia Chow that the city should force all its contractors and suppliers to hire or train people from disadvantaged areas of the Toronto, or visible minorities or persons with disabilities. Tory told an audience of people with disabilities he would be a powerful advocate for them if elected, but “people have to decide to do the right thing.” The mayor-elect, who declared himself against the police practice of racial profiling, but said he’s against giving permanent residents the right to vote in civic elections, was often criticized by Chow as not saying enough about how he would respond to Toronto’s poverty and build a city “where no one is left behind.” If opinions on the city’s fairness don’t change by 2018, his voluntary approach will have failed. INTER-GOVERNMENTAL RELATIONS Tory has cast himself as the “chief salesperson” Toronto

We know politicians like that idea: MPPs, MPs and city councillors endorsed Tory. He’s “the person we need” at city hall, said Brad Duguid, a provincial minister from Scarborough who said Tory would be a “stable mayor” whose council won’t change its collective mind on important issues. And Tory, as co-chair of the Greater Toronto Marketing Alliance, a body trying to bring jobs to Toronto, and as former CEO of the Greater Toronto CivicAction Alliance, has thought about what Greater Toronto needs as a region – not just a city and its sprawling suburbs – to compete against the world’s other city regions in order to expand everything from Toronto’s film industry to tourism. But Tory, as mayor, faces a situation where the city’s chief financial problems are the holes left in the budget when the province pushed

Toronto’s parts together. Preparing to retire this year, City manager Joe Pennachett said protecting core services residents want depends on getting the province to resume its former policy of funding half of TTC’s operating costs, and persuading both federal and provincial governments repair and expand Toronto’s affordable housing stock. If the other governments won’t relieve those big financial pressures, Toronto must look for new revenue sources to scrape up the money, Pennachetti said. Tory has said he could try to “shame” the other governments into contributing more for housing and TTC station accessibility upgrades. If Tory, who has presented his politician friends as an advantage in dealing with other governments, doesn’t succeed in addressing the imbalance, it will cost him in 2018. ON BECOMING UNSTUCK wTRANSPORTATION:
Toronto has spent the last decade stuck; whether behind the wheel of a car, in a bus
shelter on a wind-swept road, or waiting to pack onto an over-crowded subway. All three main candidates in the 2014 mayoralty race put forward ways to relieve that congestion. Voters expect Tory to come through on some big promises: he’s got to get his SmartTrack plan on the rails quickly to meet his self-imposed schedule of a fully operational frequentservice surface rail line stopping at 22 stations in Scarborough, Liberty Village and Etobicoke. He has pointed to this infrastructure plan as not only a way to meld the city together geographically, but also socio-economically, giving Torontonians a way to connect with employment regardless of where they live. Tory has also said he will make a point of ensuring disruptive road repairs will be conducted efficiently and with an eye to maintaining traffic flow and that he will construct fully separated bike lanes at a reasonable pace. All of Toronto, of course, expects more. Doug Ford’s many supporters in north Etobicoke and Scarborough expressed dissatisfaction with the transit they’ve been promised in the form of light rail lines. Chow’s supporters want to see better bus service in those communities. And both made it clear the downtown relief subway line comes first. If Toronto’s going to come together, Tory and council are going to have to make sure it moves together as well.

Political engagement a way to remember Canada’s veterans After recent events in Quebec and Ottawa saw the killing of two Canadian military personnel, and an attack on Parliament Hill, it is important to remember that soldiers continue to serve our country every day – both at home and abroad. Torontonians went to the polls Oct. 27 to elect a mayor and city council that will govern our city for the next four years. With Remembrance Day taking place this Tuesday, it’s beholden to Torontonians to remember what those who serve this country are fighting for – the right for democracy, which allows every single one of us to vote for our elected officials, and stand up for what we believe in as a country, province, and city. This sentiment has been said before, perhaps every Remembrance Day, and in the pages of this newspaper, but with the recent election and an upcoming federal election in our view 2015, it is a sentiment worth repeating.

Voter turnout increased for the 2014 municipal election – more than 60 per cent of those eligible cast their ballots – and is something we should strive to do each and every election. Engagement pays respect to those who fought for our right to engage in politics. But once you’ve cast your vote – whether you liked the outcome or not – it is not time to stand still. Your vote continues, your opinion continues and your ability to impact policy and decisions continues. If all you do is cast a ballot, but do little else over the next four years, then it was all for naught. Participate in town halls, call your councillor, join a residents’ or community association and let your voice be heard. With each military mission Canada has engaged in – including the most recent one against ISIS – our country offers up its military family to fight for freedom. Not just ours, but the freedom of other countries and innocent people. Voting is a sometimes dangerous endeavor in many countries, for us it is simple: go to a polling station and participate. No worry, no danger. We owe it to every soldier who fought for our freedom to remain engaged in the political future of our country, province and our city.

Learning the ABCs of pre-game rituals
H
ockey players tend to be creatures of habit, particularly on game days. They like to go to the rink along the same route, put on their gear in the same order, do the same on-ice warm-up and so on. It all starts with the regular pre-game meal, which is often set in stone at the earliest of ages. I witnessed this ritual first-hand on Sunday when my friend Laura invited me to join her to watch her little guy Jake play a league game. When I dropped by to pick them up, Jake was fully dressed in all his hockey equipment, wolfing down his cherished pre-game lunch while Laura was on speaker phone. She had just got a call from her friend Molly. Molly: “So I take it as we speak Jake is inhaling his SpaghettiOs?” Laura: “Uh, uh, uh. Not just SpaghettiOs. Campbell’s SpaghettiOs. They have to be Campbell’s
jamie wayne BUT SERIOUSLY SpaghettiOs or nothing.” Molly: “You really expect me to believe he can actually tell the difference between Campbell’s and a competitor or even a noname brand?” Laura: “Yes, blindfolded. With a stuffed-up nose. And his tongue tied behind his back. I once tried a substitute and he didn’t take a bite. The different smell alone made him gag. Since then I have to show him the tin it came in and post it on Facebook before I’m allowed to make it.” Molly: “You‘ve got be kidding.” Laura: “We never, ever, ever kid about SpaghettiOs in this house. And that‘s not the half of it. He has a whole routine he goes through each time. He eats all the consonants first. One by one. In alphabetical order, no less.” Molly: “No way.”
Laura: “Yes way. Most definitely way. What’s more, after he‘s done with the consonants he eats the vowels, but in reverse alphabetical order this time.” Molly: “Why in reverse for the vowels?” Laura: “Beats me. He says I’m not ready to know. He’ll let me know when I am.” Molly: “And I thought my Luke‘s routine of eating corn on the cob one row at a time and skipping the next row as he works his way through the cob was weird. Anyhow, beside the quirky dining habits, how’s Jake doing?” Laura: “He’s great. But one thing he does is bothering me a bit.” Molly: “What’s that?” Laura: “Well, after all these years he still can’t say ‘SpaghettiOs’. He still says ‘PusghettiOs’. It was cute, but now I’m getting concerned. Any ideas?” Molly: “That depends. How old is your little man,
anyhow?” Laura: “He’ll be 47 this Friday.” Molly: “Not to worry. I went through the exact same thing with my Luke. So I went to a speech clinic where I learned that having difficulty properly pronouncing food names during the allimportant game day lunch is a common occurrence among players. The good news is there’s a very simple cure.” Laura: “So what’s the solution?” Molly: “Next time he’s sitting at the table in all his equipment eagerly waiting for you to prepare his pregame meal and you ask him what he wants, just make absolutely sure that before he speaks – he takes out his hockey mouth guard.” Jamie Wayne is a lifelong columnist, who takes writing very seriously. Tory must get his executive right It is a quiet time at Toronto City Hall this week. With the new council weeks away, radio silence seems to be the watchword. In at least the first part of the week, mayor-elect John Tory took time off to recharge after a long campaign. If councillors have heard from him or his team about their roles in the new administration, they’re not talking about it. The mayorelect did tell a local radio show that he would hope to noticeably improve traffic congestion by early 2015. But he’s going to have to deal with another congestion issue a little bit sooner: namely, deciding the shape of his executive committee. Case Ootes, who’s heading up Tory’s transition team, wouldn’t speculate on how that committee would find its shape, but he did acknowledge the committee would be no good if its members didn’t help Tory implement his agenda. Getting this one right is crucial. The question is,

Tory’s executive, then the city is truly out of joint. And it is unlikely just-asreliable progressives like Gord Perks would be either eager to participate or welcome on a Tory executive committee. But there are plenty of voices who have spent time on the outside this past term that might find a seat inside on this one. Ward 15’s Josh Colle, Ward 22’s Josh Matlow, Ward 27’s Kristyn Wong-Tam all sit at various removes from Tory’s fiscally conservative, socially liberal realm of politics. Shelley Carroll from Ward 33 is like many of Tory’s supporters, a card-carrying Liberal but over the past four years a persistent opponent of the Ford agenda. Will Ootes recommend councillors like these to round out the committee and extend Tory’s reach? Or will he pick a more consistent core of supporters?

Councillors from the former City of Toronto and most of the women on council were on the outside. He’s billed himself as a city-healer. If that promise is going to bear fruit, he’s going to have to reach across the aisle. Not altogether, of course: if reliable city hall conservatives like Denzil MinnanWong don’t find a place on

Last week’s death of an elderly cyclist on Victoria Park Avenue south of Eglinton Avenue is the third traffic fatality in the area in less than three months. Police said a southbound 2013 Ford F-150 pickup truck,driven by a 49-year-old man struck the 71-year-old cyclist while making a right turn onto O’Connor Drive
at 3:18 p.m. Oct. 28. The cyclist was southbound, crossing O’Connor, at the time, police said. The victim was taken to hospital where he later died. On Oct. 16, a 57-year-old woman was struck and killed by a vehicle while crossing Victoria Park south of Eglinton. She was crossing mid-block, police said. On Aug. 20, a 74-year-old woman was killed and her 76-year-
old husband was seriously hurt when they were struck by a van while crossing Victoria Park at Eglinton Square, also south of Eglinton. “They were crossing lawfully... at the crosswalk,” Const. Hugh Smith of traffic services said at the time. Const. Clint Stibbe, also of traffic services, said each collision was unique. “In the end, the only thing
that we do have in common is that obviously there was a fatality involved, but in each case the circumstances that led up to the collision were different,” he said. “Caution would be the way to avoid any of these collisions, and obviously taking that second look.” However, lifelong area resident Marty Paris said the area is a hot spot for collisions.

“There are accidents here all the time. You get to a point where you’re scared to cross the street,” he said. “I think people just don’t know how to drive around here.” Paris said he sees a collision near Victoria Park and Eglinton at least once a month. “There’s always people getting hurt. Motorist and pedestrians need to keep their eyes open and just watch their surroundings.”

Upgrades for Union station signals
The province announced it will spend $273 million to upgrade the Union Station rail corridor’s ancient train signalling system. All told, upgrading the signal system, which will take four years to complete, will cost nearly $366 million with the remaining amount coming from federal government infrastructure funding. The work will improve service in time for the expected doubling of ridership in as soon as a decade, says the regional transit service. The upgrades are expected to begin in 2015. She is cautioned by Captain Orton (Eddy Isenberg) that the kingdom is beautiful, but has its harsher side. Then his Excellency the Kralahome (Jack Ly) comes to greet them and tells her they’ll live in the palace, not the house the King promised. This is the first of many bones of contention Anna and the King have throughout the show, and it’s only because of time, patience and some kind interference by head wife, Lady Thiang (Catherine Uy Huculak), that helps keep the peace and Anna from leaving. It’s also the children, who quickly take to Anna, and she to them. Despite loathing much of how the King rules, especially in his personal life with multiple women, the relationship continues to grow. This show also highlights the political unrest at the time between Siam and the English, and a turning point in Anna and the King’s relationship comes when Anna is enlisted to help the King find a way to impress Sir Edward Ramsay (Darren Klingenberg), who’s coming to visit. There are some incredible scenes in this show, including the Siamese wives dressed up in beautiful English gowns and, after dinner, the Siamese costumes on display as they put on a rendition of Uncle Tom’s Cabin for the King and the English dignitary. A play within a play, everything from the narration, done by wife Tuptim (Olivia Jon), who has a beautiful voice, and supported by the other wives, the ‘main character’ Eliza,

and the costumes and choreography, is amazing to see. The children are in several scenes and are talented (and adorable) in their performances. It’s wonderful to see such young actors’ performances so polished and focused. The scenes between Anna and Lady Thiang are fascinating, as she acts as a liaison between Anna and the King. The scenes with Anna and the King range from touching to tumultuous, but the progression of their relationship is natural and believable. Hurst’s portrayal of Anna is phenomenal, and her voice is amazing. She shows her love and loathing of the King with the right balance and is subtle while being convincing. Kwong strikes the right balance of tender, especially in scenes with his children and Anna, and extremely harsh when ruling his kingdom. He’s convincing and powerful and also delivers comedic lines with talent and humour. This musical doesn’t disappoint visually, story-wise and songwise with popular songs including I Whistle a Happy Tune, Getting to Know You and Shall We Dance. Second straight silver win for Scarboro skating club pair Longtime Scarboro Figure Skating Club members Paul Poirier and Piper Gilles re c o rd e d t h e i r s e c o n d straight second-place finish of the fall season at the 2014 Skate Canada International event, held Oct. 31 to Nov. 2 in Kelowna, British Columbia. The Scarborough-based team finished behind their longtime rivals Kaitlyn Weaver and Andrew Poje as Canada enjoyed a one-two finish at the international event. The pair also finished second at the 2014 Autumn Classic International Oct. 15 to 17 in Barrie, behind a duo from France. Heading into their fourth season together, the pair’s best result was a second-place finish at the 2013 Canadian championships. A 28-year-old Scarborough man is dead after the car he was driving slammed into a tree on Orton Park Road Tuesday. Police said the northbound 1993 Honda Civic “went out of control and struck a tree” at a curve in the road north of Slan Avenue at 8:06 a.m. The driver, the lone occupant of the car, had no vital signs when paramedics took him to hospital where he was
pronounced dead. “Speed is definitely a factor, but we haven’t determined if there’s any involvement of any alcohol or drugs,” said Const. Clint Stibbe, noting police will also look at whether distracted driving also played a role. Police closed Orton Park between Slan and Ellesmere Road for several hours as officers from traffic services reconstructed the collision. Witnesses to the crash are asked to call traffic services at 416-808-1900.

Comper honoured by Yee Hong >>>from page 1 begin the dedication. Comper died in June at age 69 from myelofibrosis. At the ceremony, she was unanimously praised for her “indefatigable energy” and “never-ending push for success” in helping Yee Hong and the Chinese community of Toronto. “The spirit and effort of Elizabeth Comper helped Yee Hong grow from zero to what we are today,” said Joseph Wong, founder of Yee Hong. The ceremony opened with a traditional Chinese dragon dance while the community hall at the centre was packed with 70 guests including corporate and local leaders with representatives of Yee Hong seniors. Wong spoke to the crowd and praised Comper, calling her a “champion from the very beginning.” Yee Hong is the largest nonprofit geriatric care centre
in North America with four centres across the Greater Toronto Area. Originally founded for Chinese seniors, the foundation’s care has extended to seniors from South Asia, Japan and the Philippines. Wong stressed the importance of caring for seniors in their own linguistic and cultural setting. CARING FOR SENIORS “Elizabeth embraced this concept of taking care of seniors in a culturally and language-appropriate way even before Yee Hong had land or a license,” he said. Comper’s legacy at Yee Hong is marked by her success in connecting the foundation to the business community. As corporate capital campaign chair, she raised $700,000 for the establishment of Yee Hong’s first longterm care home.

A history of Remembrance Day traditions Remembrance Day is a solemn time to commemorate soldiers’ achievements and sacrifices and to pay respect to solders who died in battle. But you might not know the significance behind the poppy or why we commemorate on November 11.
Here is a brief history of some Remembrance Day traditions to share with the whole family.
Armistice Day Remembrance Day was once known as Armistice Day because it marks the
signing of the armistice that put an end to the hostilities of World War I. On the 11th hour of the 11th day of the 11th month of the year, guns fell silent after more than four years of continuous warfare between the Germans and Allied troops. The armistice agreement was signed in a French train carriage at 11 a.m.
Remembrance Day evolution Armistice Day was renamed Remembrance Day after World War II to commemorate soldiers from both world wars. It is now used as a way to pay hommage to any fallen soldier. In Canada, official national ceremonies are held at the National War Memorial in Ottawa. Events begin with the tolling of the Carillon in the Peace Tower, during which members of the Canadian Forces participate and congregate at Confederation Square. Similar ceremonies take place in provincial capitals across the country. Very often moments of silence are offered for lost lives.
What about the poppies? One of the unifying symbols of Remembrance Day is the poppy that is worn to honor lost soldiers. The bold, red color of the flower has become an enduring symbol of those who died so that others may be free. The poppy became a symbol for a

specific reason. Some of the most concentrated fighting of World War I took place in Flanders, a region in western Belgium. As a result of the fighting, most signs of natural life had been obliterated from the region, leaving behind mud and not much else. The only living thing to survive was the poppy flower, which bloomed with the coming of the warm weather the year after fighting in the region had ceased. Poppies grow in disturbed soil and can lie dormant in the ground without germinating. Without the war, they may have never come to the surface. John McCrae, a doctor serving with the Canadian Armed Forces, was moved by the vision of poppies flowering in Flanders and wrote a poem titled “In Flanders Fields.” After the poem was published, it received international acclaim, and the poppy became a popular symbol of those lost in battle. Men traditionally wear the poppy on the left side of the chest, where a military medal would be placed. Women wear it on the right side because that is where a widow would wear her husband’s medals. Remembrance Day is celebrated every year, providing people humbled by the sacrifices of soldiers an opportunity to remember those soldiers’ efforts to secure freedom.

Art Guild of Scarborough hosts fall show this weekend MARIA TZAVARAS mtzavaras@insidetoronto.com For many artists, creating art full time has to take a back seat to their everyday lives. However, Scarborough artists Edie Bergl and Shirley Kwok have been lucky enough to do both, by teaching in the arts and creating their own pieces, as well. This weekend, the two art-
ists will be showing some of their work in the Art Guild of Scarborough’s (AGS) annual fall art show and sale, along with more than 80 other members. There will be more than 300 pieces on display, in a wide array of media such as drawings, paintings, sculpture, photography and mixed media works, to name a few.
Of those works, people can expect to see a variety of scenes, content and styles depicted including portraits, landscapes, abstracts, collages and so much more. The sheer number of art on display means there’ll be something for everyone. Bergl, who teaches art classes for the City of Toronto, has been an artist for decades.
A graduate of the Ontario College of Art, Bergl started off doing pencil portraits, worked in graphic design, and then dedicated her time to teaching. She has been a member of the AGS for the past seven years and has won several awards. In the last show, she was flattered to have sold all the paintings she brought to display. “It’s the icing on the cake because you put all your efforts into them and you like to share the art work with other people, but then all of a sudden somebody loves it so much that they buy it so it’s the ultimate compliment,” Bergl said. For this show, she’ll be bringing three watercolours, two of which were created using a different technique using bleeding tissue paper. “You put the tissue paper on the watercolour and then you put water on it and create shapes like that with different colours,” Bergl said. One is a watercolour land-
scape, called ‘Sunset Vista’ and the other two, ‘Flower Bouquet numbers 1 & 2’ she describes as abstracted florals, which means when someone looks at it, the general impression you’ll get is a flower but they’re abstract looking. Kwok, who has been an AGS member for the past four years, is a piano teacher and also a piano adjudicator for the Royal Conservatory. She’s also a painter who creates watercolours, acrylics, oil and also works in charcoal and pastels. She’ll be bringing three pieces of work to the show, all vastly different in style. One representational landscape called ‘Pastural,’ an abstract called ‘Recital,’ and a non-objective piece, (which is a step beyond abstract), called ‘Allegro.’ Kwok said, what’s great about AGS shows are the variety, even within one artist’s work, and such a large body of art work available to be seen under one roof.
“If you go to some individual galleries you may see 30 or 40 works by a few artists, but at this show there are hundreds of works, and a variety of pieces and styles, and variety of media, everything is there,” she said. All the art has been professionally juried, which means jurors have chosen only high-quality works to be in the show. They’ll also be giving out awards for the best art in each of the different media categories. The Art Guild of Scarborough’s annual fall art show will run Saturday and Sunday, 10 a.m. to 5 p.m., at the Centennial Community and Recreation Centre, 1967 Ellesmere Rd. Admission and parking is free. Awards and opening reception is on Saturday at 10 a.m.
