Helen Chadwick can get around again thanks to a Good Samaritan who loaned her a walker. Two weeks ago, Chadwick lost her walker at a Scarborough plaza. She made an appeal for its return in last week’s Scarborough Mirror. “So many Good Samaritans responded following the article about our lost rollator walker. Although it has not been returned, our faith in the good HELEN people of Scarborough CHADWICK is strengthened,” Chadwick said this week. “The response has been unbelievable...I just want to say a thank you for the kindness.” Chadwick has been using a walker to get around since she underwent two surgeries on her leg in 2000. Province not to blame for aging hospitals, say local MPPs Two Scarborough MPPs say Ontario’s Liberal government isn’t to blame for inadequate, aging facilities at both Scarborough hospitals which would hamper their efficiency even if they decide to merge. The hospitals themselves are responsible, Soo Wong and Bas Balkissoon suggested. “If the administration does not do its work and identify its needs, how do you expect the government to respond?” asked Balkissoon, Liberal MPP for Scarborough-Rouge River. Robert Biron, CEO of The Scarborough Hospital, seemed to share this view last Tuesday as the boards of TSH and the Rouge Valley Health System voted in principle to merge, based on a report assessing the three hospital campuses in Scarborough as “very old facilities that do not meet contemporary standards.” Arguing for a merger, Biron said the province made mas-

We own that shortcoming,” he told the TSH board meeting, adding the lack of a single vision and voice for TSH and RVHS “has compromised this community.” The report, Leading for Patients, says stakeholders consider the TSH General and Birchmount and the RVHS Centenary buildings to be “poor or very poor” and in need of renewal.

Though a merger would create Ontario’s seventh largest hospital, Leading for Patients warns it would be handicapped by those facilities. The new hospital, the report says, “would rank first in surgical cases, but it would have some of the oldest operating rooms in the province at the TSH General site (circa 1957). It would rank second overall in total emergency department visits, with severely undersized emergency departments at the RVSH Centenary and TSH Birchmount sites.” The General has a more modern emergency department opened in 2009, but Biron said the building is a patchwork “not configured for

MPP, also a Liberal. “The board need to be held accountable (for not asking), not the MPP,” Wong said, though with Biron as CEO, “there’s a new messaging coming forward to us.” Though the Liberals have held power for 10 years, Balkissoon said, concern about Scarborough’s hospital facilities “only started to boil over a couple of years ago.” He acknowledged facilities at the Birchmount and General need investments in the near term, and can’t continue as they are for another 20 years. “Something has to be done. But can the government afford that? I couldn’t tell you.”

even as the boards prepare to approach the LHIN, the area’s provincial health care authority, for approval at the Don Beer Arena in Pickering next Wednesday, Nov. 27. “There are many, many more steps after that in the process.” The hospitals have said they will make no plans to cut services before a merger, and that no hospital campus or emergency room in Scarborough will close after a merger takes place. Members of the Ontario Health Coalition, which picketed the local offices of Scarborough MPPs on Nov. 9, say they will try to meet the MPPs in person and continue to analyze the report. Natalie Mehra, the group’s director, said the hospitals can apply for redevelopment without having to merge, “a policy that all the evidence shows is going to be more expensive,” at least for the first few years, than operating separately.

No growth Scarborough can’t compare with Mississauga, Brampton, Markham and other sites where the government has made major capital investments because “Scarborough has no growth” to justify such spending, Balkissoon said. Wong said it’s premature to say the merger will happen,

efficient clinical services.” Since $1 billion must be spent over 20 years to maintain the campuses, plus another $500 million for “submitted or contemplated facility upgrades” to have them reach provincial standards, Biron said it’s time for the ministry to consider building a new hospital campus in Scarborough as well as one in West Durham. Both hospitals have made such a planning exercise a condition of the merger. Balkissoon and Wong said they can’t predict how Health Minister Deb Matthews will react. “All hospitals always have capital challenges,” said Wong, and though there have been concerns for years about the Birchmount’s 30-year-old facilities, it’s up to the hospital board and CEO to approach the Central East Local Health Integration Network for investments. The leadership of TSH was previously divided, prompting the province to appoint another CEO as its supervisor in 2007, recalled the Scarborough-Agincourt

oronto’s reputation has certainly taken a pounding these past few weeks, with news of our mayor drawing international attention for all the wrong reasons. But that doesn’t mean we can’t try to find some bright spots in this mess. Once the jokes and stories die down, most will have seen our city as having taken the political steps necessary to deal with the situation while respecting the democratic process. Mayor Rob Ford is only one person in this city and, remember, he’s only one vote on council. What about the rest of us? We know Toronto is so much more than this. We’re a great city with lots to offer residents and visitors. It’s our home, and there couldn’t be a better time for residents for take a look our view at our positives rather than feeling sorry for the unwanted attenwe’re getting. Celebrate our tion We just held another wonderful great city and Santa Claus Parade last Sunday, drawing huge crowds downtown all it offers for the 109th annual event. Remember that it takes some 3,000 volunteers to run the parade, and make it the success it is year after year. That’s the Toronto we’re proud to live in and there’s plenty more to celebrate. With winter approaching, skaters can take to a number of outdoor ice rinks slated to open this weekend. Going out and enjoying recreational activities in the city, be it skating, taking part in other sports or simply going for a walk in a park, there’s no better way to get back in touch with your community. We can also enjoy the holiday season by taking part in one of the many events set for the city. We get the best of the best when it comes to productions such as the National Ballet of Canada’s The Nutcracker, and the Toronto Symphony Orchestra. And every neighbourhood celebrates the season with bazaars, bake sales, performances, community and school concerts, and numerous undertakings to help those less fortunate at this time of year. When you are talking with friends and family from afar in the coming weeks, tell them the good things about our city. Ensure they understand all this political hoopla does not impact the day-to-day governing of Toronto, and certainly takes nothing away from the spirit, services and fun of our city.

Union leaders are watching city hall antics

hroughout the last few difficult months at Toronto City Hall, it is comforting to know that our city’s services are generally being provided on time, to expectations, and professionally. However, you can be certain that the union leadership of those front-line workers have been carefully watching events, and have noted that Mayor Rob Ford has been stripped of most of his powers. The vacuum will make itself felt when it comes to union negotiations early in the next term. Recall that Mayor Ford came to office on the heels of a strike that convinced many that a firm approach to union negotiations was appropriate. His initial positive results were largely greeted by the public with relief, especially when the new terms allowed contracting out of waste collection, generating both savings and better service. However, many of the

david soknacki beyond the headlines city’s bargaining units simply received increases without corresponding productivity benefits for the public. For example, the members of the Toronto Police Association, which represents more than 5,000 uniformed officers and more than 2,000 civilian staff, were allowed increases well beyond that of other employees. Then about 9,000 TTC workers, who are members of the Amalgamated Transit Union were deprived of their right to strike by deeming transit an essential service. Although some voted against the measure, labour peace for essential services workers means increases at higher rates. The other major sections of the city’s labour force covered by essential service legislation also gained significant increases without

productivity gains, such as firefighters and paramedics. In sum, although the Ford administration achieved significant success at the beginning of the mayor’s term, many city workers are covered by essential services legislation, where achieving labour savings must be gained through planning well before negotiations begin. Consider the ongoing spat between the city’s firefighters and paramedics for an example of what might be done. As the number of fires declines, fewer firefighters are needed. But since firefighters are available, and fire halls are located throughout the city, over time the firefighters become routinely called for medical emergencies, so it is not unusual to have an entire crew with a pumper truck attend, when two paramedics will suffice. In this case better deployment

will probably provide better service at lower cost, but the obstacles from tradition and the firefighters will be immense. Another area needing early planning for labour negotiations concerns the police, which faces a longterm world-wide decline in crime. Simply reducing the number of police, or allowing attrition to determine the composition of our police force, is not the best way to proceed. If we want better customer service, greater financial efficiency and higher productivity, then now is the time to determine what the city wants in terms of measureable value from our workers. Determining those criteria will not only produce effective management, but it will be the best way of watching the public purse. Santa makes stop in Scarborough to collect toys Donations have been disappointing, admits president of Friends of Veterans Canada ANDREW PALAMARCHUK apalamarchuk@insidetoronto.com One of Santa’s helpers is having trouble filling his bag with toys. Sgt. Santa, a.k.a Randy Young, is making his way through southern Ontario in his bid to brighten the holiday season for military families. Young, 52, is collecting toys for the roughly 250 children who have a parent assigned to the Petawawa military base and the estimated 70 children of Afghanistan vets living in London, ON and the neighbouring city of St. Thomas. “My goal is to get at least two presents each for them, around the $25 value,” he said during his stop in Scarborough Monday. Young began his toy drive in London on Nov. 4. He’s making his way to Petawawa, gathering funds and toys along the way. But the public response so

I’ve got three toys and $187,” Young said. “That doesn’t even cover my gas.” Scarborough-Agincourt MP Jim Karygiannis, the Veterans Affairs critic for the Liberal party, said he’ll help promote the toy drive by reaching out to his colleagues from all political stripes along Young’s route. He also convinced Young to make a stop in Ottawa where he hopes to have a collection of

toys from Liberal MPs and their staff. “That is a worthwhile cause. It is assisting the military families,” Karygiannis said. “A lot of the military families are living in not the best of conditions.” Young plans to be in Ottawa in the first week of December. He plans to arrive in Petawawa on Dec. 11. Young is the president of a registered charity called Friends of Veterans Canada that records veterans’ stories in order to pass them on to the next generation. “My legacy will be the history that I collect,” he said. “And that’s my service to my country.” Anyone interested in contributing to the toy drive can mail in a toy or a cheque to Friends of Veterans Canada, 956 Ormsby St., London, ON, N5Z 1K4.

City to oppose Cliffcrest plan at OMB The City of Toronto will hire an outside planner to oppose a lot severance in Scarborough’s Cliffcrest neighbourhood at the Ontario Municipal Board. Owners of 40 Pine Ridge Dr. south of Kingston Road applied to divide the property in two in order to build a two-

storey home on both lots. While the city’s planning department did not object, “there were a significant number of neighbourhood residents who voiced opposition to the proposal” and Scarborough’s committee of adjustment refused the application in August.

The owners appealed to the board, and Toronto council on Friday approved a motion by Scarborough Southwest Councillor Gary Crawford, who represents the area, authorizing the city to defend the committee’s decision at an OMB hearing by hiring a planner.

�� who supported Rob Ford until very recently have washed the stains from their hands. Those councillors who supported Ford because they supported the agenda must, like the voters who gathered behind Ford Nation, still bear responsibility – and not just as enablers. It was clear to anyone paying attention that Ford was a profoundly illequipped candidate to be mayor of Canada’s largest city. As a councillor, he had already proven himself prone to threats and rages, and also to lying about his alcohol consumption. As a candidate for mayor, he was recorded offering to try and obtain OxyContin on the street for a supporter, and outed as having a drunk driving conviction in Florida. When he took office, supporters on council and in the community overlooked a new litany of sins: his truancy during football season – which at one point included the diversion of a TTC bus to take the team he coached home;

his documented incidents of dangerous driving; his disregard for conflict-ofinterest rules that nearly lost him his office. And when the allegations aimed toward the criminal, those supporters of the agenda barely whispered their disapproval, and many of the mayor’s supporters held fast. Even at other levels of government. Prime Minister Stephen Harper and the mayor shook hands in front of the cameras and Ontario PC leader Tim Hudak gratefully accepted his help in the summer byelections, even as the crack video allegations swirled and coalesced. It was only when the mayor’s behaviour descended to its most bestial, vulgar and universally offensive that his friends, allies and supporters made the choice to leave him behind. So it comes down to this: we do share common values across the political spectrum. But it’s not comforting at all, to realize how deep we have to dig into the muck, to find those values.

ll those landslide votes to clip Mayor Rob Ford’s wings last week and this might be enough to bolster faith in the human community. After all, councillors from the left and the right and the mushy middle united pretty firmly in opposition to a mayor whose behaviour has been an affront on every level. For some time, it’s seemed as though council as a microcosm and we as a society are sharing fewer and fewer common values across the political and even geographical landscape. When council “took away the keys” as Willowdale Councillor John Filion put it Monday, it was a powerful statement: whatever we all may think about privatized garbage collection, at least we can agree that the lying, the crack-smoking, the bullying, the public drunkenness, the inebriated ranting about murder, and the refusal to co-operate with police investigations are all beyond the pale. On this much we might agree. It makes for good feelings now. But it would be a mistake to think that this moment of clarity for those on council, and in the city,

Drowning victim, lifeguard earn 42 Division scholarships Students each get $4,000 education fund that is supported by Scarborough business owner ANDREW PALAMARCHUK apalamarchuk@insidetoronto.com Chantel Asamoah beat the odds. On June 21, 2011, the then 16-year-old was swimming with friends at Woodbine Beach when a big wave came over her. “She drowned,” said Staff Sgt. David Rydzik. Emergency crews began a rescue mission in an effort to find her. But with the passage of time, the operation turned into a recovery mission. With the help of citizens involved in the search, Asamoah was pulled from the water after being submerged for more than 15 minutes. She had no vital signs. “They used a defibrillator on me, and they couldn’t even get a pulse or they got a really weak one,” Asamoah said. The teen wasn’t expected to survive. But after months in hospital, she made a full recovery. She even managed to retain her 90

Asamoah, now 18, attends the University of Waterloo and hopes to become a pharmacist. “I feel really grateful and really blessed that I was selected for the scholarship,” she said. The scholarship award recognizes students who have demonstrated outstanding leadership through their volunteer work, academic achievements, extracurricular activities and commitment to the community. Recipients receive a $4,000 scholarship. The scholarship is sponsored by Scarborough businessman Sandeep Lal, who is president of Metro Label

TTC puts off plan to close portion of Yonge subway line RAHUL GUPTA rgupta@insidetoronto.com The TTC will put off closing a section of the Yonge subway line until 2016 at the earliest. The outdoor tracks between Eglinton, Davisville and St. Clair stations are well past their standard operating shelf life. Even so, the transit commission has opted to shelve a lengthy shutdown planned for 2014 and instead commence rehabilitation work on the Davisville-area tracks, which would allow it to continue operating for at least five more years. In a memo sent to the TTC board as well as city council and the mayor, CEO Andy Byford said next year’s

The TTC board voted this week to support a plan extending early subway closures at the north end of the Yonge line to aid urgent tunnel repairs at Lawrence Station. The move won’t much impact late night riders between Finch and Eglinton stations, who are accustomed to nightly subway shutdowns as of 12:30 a.m. for the past five years so work crews can complete urgent tunnel maintenance work. The board’s decision now means early subway closures will continue for up to two more years to allow for the replacement of parts of the deteriorating subway tunnel ceiling under the Lawrence Station bus bay, which TTC has deemed a potential safety hazard.

More buyers, fewer listings boost growth in early Nov. GTA realtors reported 3,131 residential transactions through the TorontoMLS system during the first two weeks of November 2013. This result represented a 21 per cent year-over-year increase compared to 2,582 sales reported during the same time in 2012. Over the same period, new listings were down by more than four per cent.

“The results for mid-November indicate that GTA households remain comfortable with the costs of home ownership,” says Toronto Real Estate Board President Dianne Usher. “If not for the persistent shortage of listings for most home types, we would likely be experiencing an even higher level of sales as more buyers would be able to

make a deal on a home meeting their needs.” The average selling price for November 2013 mid-month transactions was $538,708, representing an 11 per cent increase compared to $485,988 in 2012. “More buyers competing for a smaller number of listings has translated into an accelerating pace of

price growth. This theme has been most prevalent in the low-rise segment, including single-detached and semi-detached houses and townhomes. However, it is important to note that the condominium apartment market has also become tighter,” says Jason Mercer, TREB’s Senior Manager of Market Analysis. – TREB

Meeting aims to promote Scarborough parks More Scarborough residents should adopt and improve their neighbourhood green spaces, says a group organizing a community forum on Saturday, Nov. 23. “Our parks are not as good as they should be and we know that when residents get involved, parks get better,” Toronto Park People says on its website. Charity concert at Birchcliff Heights school honours Scarborough boy A charity concert honours a young Scarborough boy tomorrow from 4 to 8 p.m. at Birchcliff Heights Public School. The second annual BCH Rocks for SickKids concert supports The Hospital for Sick Children, which marks the two-year anniversary of three-year-old Connor Ross receiving life-changing surgery. Connor’s parents, Matt and Lindsay, took their infant son to SickKids in November 2011. He was vomiting and having trouble walking. Within 24 hours, Connor underwent surgery to remove a large benign brain tumour.

Fortunately, it was not malignant and he was discharged within two weeks to be followed up at home for rehabilitation therapy. Connor has since started senior kindergarten at Birchcliff Heights Public School. In honour of his progress, his school is holding its second annual BCH Rocks event. The concert will feature performances by The Great Canadian Nobodies, Canadian country-pop artist Jesse Labelle and children’s performers Brian Williston and Justin Bacchus. There will also be face painting, a bake sale, raffle and silent auction, a photo booth

Understanding the pressures

The second part of this series examines the catalysts that can lead teens to suicide By Lisa Rainford

xperts agree, the teenage years can present a whole host of pressures – most of which can easily be managed with the right support from parents and caregivers. There are particular pressures, however, that if unrecognized and allowed to fester, can compel youth to take their own drastic measures to cope. With proper awareness and exposure to positive stories of inspiration, teens can change their outlook says Prof. Gordon Flett of York University’s LaMarsh Centre for Child and Youth Research. He points to all-star pitcher and Toronto Blue Jay R.A. Dickey as someone who overcame the odds. With the release of his autobiography in 2012 Wherever I Wind up: My Quest for Truth came the revelation that Dickey had been harbouring a devastating secret for most of his life – he had been sexually assaulted as a child. To cope, he turned inward and away from his family. “As one illustration of his feeling of isolation, Dickey would break into empty houses so he could sleep alone and didn’t have to go home,” Flett says. Tormented by the abuse he suffered as a child coupled with early career setbacks, Dickey contemplated suicide for a time. It was after nearly drowning in the Missouri River his perspective on life changed. “Here’s an example of someone who got a second chance and went on to become the best pitcher in the league,” Flett says. Experts who deal with suicide from across the province, say youth contemplating suicide may be dealing with a number of risk factors including isolation, perfectionism, stress, imitation, the topic’s prevalence in public discussion, as well as a need for instant gratification. The drive for perfection amounts to “a huge proportion” of suicide, particularly in youth, according to Flett, whose collaborative work with Dr. Paul Hewitt of the University of British Columbia on perfectionism

has received widespread national and international attention. Many people put on a front or “social mask” so even close friends and family don’t realize the extent of the pain they’re experiencing. “We get contacted by families who say, ‘We didn’t see the signs; (the suicide) happened without warning,’” Flett says. “Sometimes these people can be so good at hiding the signs, but it’s important for families to know that this is common.” However, family members and friends need to be aware if everything seems too perfect. Flett advises parents to look out for their teens if they are no longer feeling or seeming like their old selves. Open up a dialogue, he says.

Parents need to demonstrate to their teen that they care. Their child needs to know he or she matters, that their love is not contingent on unreachable expectations. Parents should not be afraid to share some of the mistakes they’ve made or how they overcame a difficult period in their lives. In a conversation with school teachers, who asked him what they could do when they see kids who are pushed to the limit, Flett advised them to be that person teens can open up to, to assure them that they are not alone. “They need to know the statistics, that others at the same age feel the same way,” Flett says. “Adolescence is a difficult time for everyone.” Sheeba Narikuzhy, clinical supervisor at East Metro Youth Services, says there can be a range of warning signs for youth

thinking about suicide, including significant changes in eating and sleeping habits; withdrawal from friends, family and activities and unusual behaviour or unusual neglect of appearance and a teen’s decline in school performance or attendance. “Be aware of talk of suicide, even in a joking way,” she says. Sudden or dramatic changes in personality should get parents’ attention. If teens become happy and calm after a long period of moodiness and anger, perhaps they’ve made a decision about ending their life or, if they have begun to give away prized possessions, seemingly for no reason. “The risk factors can be biological, whether teens have mental health issues like depression, anxiety or ADHD (attention deficit hyperactivity disorder),” Narikuzhy says. “There are social risk factors: victimization by peers; bullying or cyber-bullying or conflict with peers; it could be a romantic relationship breakdown or a change in friendship like a fight. The Catalysts: What to watch out for Metroland Media surveyed experts who deal with suicide on reasons why youth may contemplate ending their life. The following six reasons are identified as catalysts and are explained here in the hopes the information may prove helpful to parents and caregivers concerned about their own child. 1. PERFECTIONISM The drive for perfection amounts to “a huge proportion” of suicide, particularly in youth, according to Prof. Gordon Flett of York University’s LaMarsh Centre for Child and Youth Research. Many people put on a front or “social mask” so even close friends and family don’t realize the extent of the pain, helplessness and hopelessness they’re experiencing. “No one’s that perfect,” Flett says. “People need to be attuned when their sixth sense goes off.” 2. STRESS Stress could materialize itself in teens through such issues as depression, panic attacks or addiction. Discussing mental health issues should be as basic as talking about sex education, according to Dr. Michelle Marshall, a psychiatrist at St. Joseph’s Health Centre’s Child and Adolescent Mental Health department. “Parents need to start talking about the issue to normalize it,” she says. “Have a conversation with your child. “Ask the child what’s going on, ask >>>from page 28 circle is very important.” Social media can have an influence on whether a teen takes his own life. INSTANT GRATIFICATION Teens and youth are at their wits’ end. They are desperate to get rid of their pain and they develop their own coping mechanisms to relieve that pressure. However, most of the time, they want to “kill” the problem and the pain – not themselves, Narikuzhy says. “Teens who are going through extreme emotional pain will say I don’t want to die, but I don’t see any other way,” she says.

Normalize “Parents need to start talking about the issue to normalize it,” she says. “Have a conversation with your child. Fearless hero, risk-taker remembered for his generosity The loved ones of Mark Snoddon shared his story in the hopes that his lost life is never forgotten and can inspire the change needed to avoid further preventable deaths in Ontario.

hose who knew Mark Snoddon knew he was someone you could count on. Mark wasn’t willing to settle for a mundane existence. Tackling many feats in his short life, his strongest passion was fighting fire. “He was the youngest fireman on the Baysville Fire Department,” said his mom Judy. “They called him Backdraft because he was the first one at every scene. He loved the excitement.” Mark was fearless. Always pushing the limits, he often put himself in danger to help others, scaling the roof of a burning building or climbing inside a flame-engulfed car. “Even when he was a kid, he would jump into anything. Nothing scared him,” she said. “Everybody loved him

from the time he was born. He had this huge smile. He was like a clown.” While home visiting his family on Aug. 8, 1998, at the age of 21, Mark shot and killed himself on the front lawn of the family home in the early morning hours, while his family, including his wife, was still in bed. A hero in life, Mark was honoured with a fireman’s funeral. “There were so many people there. It was unbelievable.” Following the ceremony, one of the attendees told her he had met her son when Mark was working as a gas attendant. He said when Mark found out the man was in the process of moving and didn’t have much help, Mark said he would rally some friends and help the man unload belongings the following morning. “He said he didn’t think Mark would actually show up, but there he was the next morning. That’s just the kind of guy he was. Always willing to help.” -By Kelly McShane

expensive to care for than average citizens – are expected to outnumber children under 15 in the province. Local hospital CEOs complain the government is “flatlining” their financial support, but Wong said the province is spending six per cent more this year on community-based health care services for seniors. In more cases, she said, “the money will follow the patient,” preventing ailing seniors from landing in hospital, where care is more expensive and their health can deteriorate further. Ro u g h l y h a l f t h e hospital admissions in 2011-2012 for seniors in Scarborough and the rest of the Central East Local Health Integration Network – a district which also covers Durham Region and Peterborough – cost the system around $158 million and were “potentially avoidable,” according to a report the LHIN released last month, because problems identified in those elderly patients “might have been addressed through earlier access to specialized geriatric or other services.” The Scarborough Ho s p i t a l ’s G e n e r a l campus and the Rouge Valley Health System Centenary campus a l re a d y h a v e G A I N (Geriatric Assessment and Intervention Network) clinics to assess seniors who are at a high risk of returning again to an emergency room. St. Paul’s L’Amoreaux Centre and Carefirst Seniors and Community Services Association are each receiving $620,000 to start community GAIN teams by March 2014 which will track and guide high-risk Scarborough seniors after hospitals discharge them. Care coordinators will navigate the system for these elderly patients to see they get the right support services and medications, Carefirst CEO Helen Leung said. “Whatever OHIP covers

will be taken care of,” said Leung, whose organization broke ground this month for a seniors’ health centre on Silver Star Boulevard which should be completed by the end of next year. Diane Duncan, St. Paul’s executive director, said her GAIN community team will be perhaps a dozen people, including a dietitian, a nurse practitioner and others who can connect seniors to such services as a personal support worker, transportation or Meals on Wheels from St. Paul’s or another provider. The province is also boosting its funding of popular adult day programs at the Yee Hong Centre for Geriatric Care ($323,000), Carefirst ($341,000), and at St. Paul’s ($72,000), which Duncan said will be able to extend programming days and increase them from four to five a week. The day program’s four rooms at St. Paul’s Warden Avenue centre are organized by language or need. Orests (Steve) Ilias, whose wife has attended for two years, said it provides a little time in which he can go shopping, or have a coffee with friends. “It’s hard at home. She can watch me all day, and complain,” Ilias said at the announcement, adding there are people at the program who can speak to his wife in Greek, increasing both her happiness and his. The bulk of the new funds will go to the district’s Community Care Access Centre to provide seniors with personal support workers and other care at home. Yee Hong will receive $487,000 to provide assisted living services for high-risk seniors in Scarborough. There are also funds for The Scarborough Hospital ($112,000) and St. Paul’s ($63,000) to support area residents with mental health issues and addictions at home.

The Toronto Zoo’s Panda Interpretive Centre has won an international award for its design. The centre, built to house giant pandas Er Shun and Da Mao during their five-year stay in Toronto while on loan from China, opened in May of this year. The zoo announced this week the interior of the Giant Panda Experience has been named a 2013 HOW International Design Award of Merit winner in the category of signage, way-finding and

environmental graphics. The HOW International Design Awards recognizes excellence on a global scale and winners will be featured in How Magazine’s 2014 March issue which features innovative international design. The Panda Interpretive Centre was designed by Toronto-based international exhibit design firm Reich+Petch and the Toronto Zoo. According to the zoo, the centre is unique among panda exhibits across North America because of its “con-

servation and educational features designed for adults and children alike who can explore, through a variety of graphics and model displays, interactive features, multimedia games and audio visual presentations.” At 8,000 square feet, the zoo’s Panda Interpretive Centre is one of the largest panda educational facilities in the world. Environmental Screening and Environmental Review New Forest Paper Mills LP. Cogeneration Project New Forest Paper Mills LP, a subsidiary of Atlantic Packaging Products Ltd., has explored the development of a high efficiency co-generation providing approximately 28 megawatts (32 MW nameplate capacity) of power and steam to its 333 Progress Ave facility in Scarborough, Ontario. The location for the cogeneration equipment will be inside a portion of the existing buildings on the site. The 333 Progress Ave site is located in an industrial area at the southwest corner of Progress Avenue and Brimley, just south of Highway 401. The co-generation equipment will utilize natural gas to provide electricity and steam to the existing paper mill located on this site. The power generation will only meet the required demand by the site, and no surplus energy will be created. New Forest Paper Mills LP has performed an Environmental Screening & Review to consider the effects of this development and operation of the proposed facility. The results from the study show no significant environmental effects will occur with the implementation of the co-generation project. New Forest Paper Mills LP intends to proceed with the project subject to commitments to mitigation and impact management that are detailed in the Environmental Screening & Review Report (ESRR). The ESRR is being reviewed under the Environmental Assessment Act of Ontario and the associated Environmental Screening and Environmental Review Process (Category B) as specified in Ontario Regulation 116/01, the Electricity Projects Regulation. The ESRR will be available for public and agency review at the facility’s security gate, a local public library, and the Scarborough Civic Center. New Forest Paper Mills LP is committed to consulting with the public and other stakeholder groups in the development of the proposed project. Toronto Rotary TV auction on this weekend HILARY CATON eym@insidetoronto.com The Metro Toronto Rotary TV Auction is celebrating its 33rd year and this time around they’ll be doing things a little differently. “This year for the first time for people who don’t have Rogers cable it’s going to be streamed online,” said David Pyette the president of the East York Rotary Club. “That’s big for us.” The auction starts tomorrow from 7 p.m. to midnight and Saturday from 10 a.m. to midnight on Rogers TV. The auction boasts more than 900 items with a value of $200,000. That’s the largest amount its ever had in its more than three decades. And this year they’ll have one hot ticket item that was missing from last year’s line-up.

“That was great. It’s quite the event, it’s very lively.” Pyette is so confident in the bargains offered to bidders this year that he encourages viewers to skip the trip to Buffalo, New York and avoid the crowds and line

ups for Black Friday deals. All they need to do this weekend is tune in and let the deals come to them, he said. “We have a great selection of items this year, over 900,” said Pyette.

Sports tickets “We didn’t have Leafs tickets because of the NHL lockout,” said Pyette. There are also Raptors tickets available among many other items from theatre events to, Visa gift cards, yoga classes, household services, concert tickets and humidifiers. “No cars, but we have a lot of household goods, jewelry.” In its 33-year run, the auction has raised more than $5 million to support local charities. Pyette is expecting to do better than last year’s total of about $95,000 this time around. There are five rotary clubs participating in this year’s auction, East York, North Scarborough, Parkdale-High Park, Scarborough Twilight and Toronto Humber. “We’re really excited that we can make a lot of money for charity,” said Pyette. “I think those Leafs tickets will help, they always sell above value.” The auction this year will also have celebrity auctioneers coming in for one-hour blocks. This year John Tory is expected to participate and last year, according to Pyette, one block of the auction was done by Police Chief Bill Blair.

West Hill United group calls for support for First Nations Members of Scarborough’s West Hill United Church will be on the way to Ottawa next Tuesday, Nov. 26, on a mission to increase federal support for Canada’s First Nation communities. The church’s First Nations Study Group has gathered 2,000 signatures for its “End the Disparity” petition, which says life for the aboriginal peoples would improve if Ottawa spent as much on their individual needs as the provinces spend for their other citizens on education, housing and access to clean water. ‘While it may be that your forebears didn’t actually sign on the dotted line, the treaties that were signed (with First Nations) are upheld by the government on behalf of all Canadians, those whose families were settlers at the time of signing and those who have more recently taken the Canadian flag as their own,” the group said a release. Members say they will leave the Orchard Park Drive church at 9:30 a.m., “stopping in towns along the way to gather more signatures,” before Pickering-Scarborough East MP Corneliu Chisu receives the petition and presents it to the House of Commons. The neighbourhood east of the University of Toronto Scarborough campus is one of four areas producing the most complaints in Toronto about illegal rooming houses. However, he said he cannot support special zoning near the Military Trail campus to allow legal rooming houses because community opposition to this is too strong. “I still don’t see a way forward on this,” Moeser said. Two rented rooms as well as a separate apartment can be legal in a Scarborough

house, but unlike in downtown Toronto, the opportunity to run licensed rooming houses does not exist. The city’s Municipal Licensing and Standards department has deployed a special team since last November to aggressively investigate and shut illegal rooming houses. Broke the law Moeser said they identified 100 Highland Creek homes as suspicious, and got the owners of 17 to admit they broke the law and promise to comply.
