in Scarborough-Guildwood. Eight members of the riding executive had asked the party to provide “proof of identity” for 12 voters at a July 7 nomination meeting where Giambrone beat a rival, Amarjeet Kaur Chhabra, by four votes. The executive said 11 of the

12 were “walk-in” voters who didn’t appear to be eligible, though the party’s provincial officials at the meeting said otherwise. Ballots were destroyed after the vote, but Joy Taylor, the former riding secretary, said she checked out addresses provided

Rooming house issue returns ‘with a vengeance’ Legal rooming houses in the suburbs proved too hot for Toronto councillors to handle before the 2010 municipal election. Last week, with another election year approaching, a fresh bid to set rules for rooming houses across the city was delayed indefinitely. That alone may not keep councillors in North York and Scarborough, where all rooming houses are illegal, from using them as a talking point to show downtown Toronto councillors are forcing ideas on the suburbs. “They’re from downtown they know better,” Mike Del Grande said sarcastically after declaring this week the rooming house issue had “returned with a vengeance” and could soon come to a vote at city council. “They will absolutely disrupt our neighbourhoods,”
said Del Grande, who has seen single homes in his Agincourt ward illegally divided into as many as 18 rentable rooms. The proposal before city hall’s planning committee last Tuesday, however, proposed building and licensing rooming houses - called “dwelling room accommodation” - not on subdivision cul-de-sacs but in zones where multiunit dwellings are already allowed. North York Councillor John Filion, however, convinced colleagues on the committee to agree the Municipal Licensing and Standards department must “provide evidence that an effective strategy exists” for shutting down illegal rooming houses before talk of extending legal ones goes any further. In an interview, Filion said the city needs to wage a much larger effort to shut illegal rooming houses down. “I don’t think there’s anyone who’d contend that we have
it now,” he said. At the meeting, Filion also succeeded in sending back plans for public consultations on the proposal, because the subject is “extremely controversial” and he did not think discussions on it would be extensive enough. Where they don’t exist i n To r o n t o - w h i c h i s Scarborough, North York and East York - residents say they don’t want rooming houses, which is “not code for ‘we don’t want poor people in the neighbourhood,’” Filion said, arguing rooming houses, even legal and regulated ones, are poor planning. “It’s an unstable form of housing,” said the Willowdale councillor, adding apartments for low-income people should be built and run by community agencies interested in housing people over the long term. Rules vary across the city, but it is legal to rent two rooms in the main unit of home in

Scarborough, in addition to a basement apartment. The city investigated 587 illegal rooming house complaints in 2012, and 859 in just the first eight months of 2013, most “in close proximity” to a post-secondary institution, said a report to the committee, which described which illegal rooming houses in Toronto as “often overcrowded, unsafe from a fire safety standpoint and sometimes also unsafe from a building standpoint.” Still, the report suggests the city can legally regulate only the “intensity of use” in a dwelling, not whether persons in a “housekeeping unit” are related or not by blood. Rooming houses, therefore, “would be compatible in zones that permit multiple unit residential buildings.” City planners tried to tackle the issue during the last council term. Rooming houses, though, were left out of a massive bylaw harmo-
nizing differences in zoning unresolved since six former cities amalgamated into the present Toronto. A report and city-wide consultations were promised in 2011, but not delivered. In February 2013, however, council supported a motion by North York Councillor Shelley Carroll which prompted the planning report. Carroll said she wanted to find a solution to the volatile issue that would see safe, licensed rooming houses built where local residents decide, giving the city more leverage to shut down rooming houses which are unsafe. It’s very hard for the city to do that now, Carroll said, because courts and the Ontario Municipal Board see the city’s refusal to allow rooming houses anywhere in North York and Scarborough as unreasonable. Ron Moeser was one of the three councillors to vote against Carroll’s motion (the
others were Del Grande and David Shiner of North York) and said he did it because he “wanted a Scarborough solution” to the problem of rooming houses in the Highland Creek neighbourhood around the University of Toronto Scarborough campus. While MLS inspectors worked on shutting rooming houses down in his ward, Moeser has spent the past year with a working group of residents he said has struggled with both sides of the debate on whether licensing rooming houses in limited areas or a sustained enforcement attack is better. “There’s no really easy answer,” said the Scarborough East councillor, who will seek a consensus next Tuesday from the group on what do next. “From a political point of view, it’s dynamite.”

Toronto’s tales are fascinating, whether they involve the unexchill felt by some visitors our view plained to Montgomery’s Inn or the clipclop of horse hooves said to have City’s history been heard at historic Fort York. But in addition to offering a a valuable spine-tingling shudder, these stories form an important part resource of our city’s history. These are stories that have survived, grown and evolved but at their genesis are about real people in real places. As Ewan Wardle of the Fort York National Historic Site observed during a site tour called Fort York After Dark: “These are real human beings who lived and loved and died on the grounds that we are walking.” We wrote in this space in August about why local history matters. Its importance is not just about remembering or preserving the past. We believe if we know more about our local communities and the people and events that shaped them, we establish closer connections to them. If we make those connections, we’ll have a greater understanding of what we want our communities to be. So what can one do? Consider the resources at your disposal. When it comes to knowing more about our history, your local library branch and the City of Toronto Archives are great places to start your search. Did you know you can research your residence at the Archives? If you have more time to commit, perhaps reach out to local resident groups or a historical society to get involved. We spend a significant amount of time in the communities we live in. Why shouldn’t we find out more about them and want to help them grow?

Toronto transit’s culture of cancellation
W
hen it comes to building rapid transit, the Toronto region suffers from a culture of cancellation. To begin, Scarborough’s proposed subway extension is itself the product of a cancelled Light Rail Transit (LRT) plan. That cancellation was made possible by a policy flip at Toronto Council, as well as by an expensive change of heart by the Minister of Transportation and all three parties at Queen’s Park. Those torn-up plans and abandoned orders could cost taxpayers about a hundred million dollars. Don’t forget the Eglinton subway, which was cancelled and filled in mid-way through construction during the 1990s. Ultimately a shortened Sheppard subway was built instead. Now Mayor Rob Ford wishes to cancel LRT lines already approved for the Sheppard and Finch corridors. Most recently, the
Leader of the Opposition at Queen’s Park floated a plan to cancel or review all LRT lines across the GTA in favour of shorter, more costly subway routes. This habit of constantly cancelling transit plans on the books matters. At one time, transportation engineers and planners determined how best to provide service, while politicians were responsible for funding priorities and approving major routes. Usually the goal was to serve the most people at the lowest cost on your tax bill. Top priority went to projects that had the greatest need. Professional advice is important because professionals know how to make the pieces fit together. Engineers know it is a waste of money to build capacity where it isn’t needed. Planners know relieving bottlenecks provides high returns in terms of better service and higher ridership.
david soknacki beyond the headlines On the other hand, the culture of cancellation wastes hundreds of millions of dollars. Worse, it wastes precious time. Even the hint a project might be cancelled can delay transit construction for years or decades, all based on tiny shifts in the political wind. More people will be better served at less cost if policy makers focus on relieving existing transit chokepoints. The Yonge and Bloor interchange is one such bottleneck. Union Station is another. But even when Union Station’s refurbishment is finished it will be close to capacity, especially as the city’s population mushrooms in neighbourhoods from Liberty Village to the Don Lands. For three decades, the most common form of government action on rapid transit has been to cancel a
major project. It doesn’t have to be this way. There is an alternative to constantly redrawing lines and burning expensive plans. Instead of continually starting anew, it makes far more sense to get more value out of every transit dollar. As well, we need to learn how to build more quickly and more efficiently together with other jurisdictions. We need to make better use of existing rights of way – including GO rail sidings and hydro corridors. We need to better manage the flow and speed of existing transit services with minimum disruption for others on the road, particularly in light of current travelling patterns. Most of all, we need to rally impatient commuters to make sure the culture of cancellation is no longer acceptable.

Art guild show and sale set for weekend Malvern charity hosts MARIA TZAVARAS scm@insidetoronto.com For many artists, the dream of creating art full time takes a back seat to the reality of having to work to make a living, although, there are the lucky few who manage to do both. For other artists at heart, such as Scarborough resident and painter Machiel Scholte, they wait until they retire to dedicate their time to making their art and even take it a step further and become a member of an artist’s group that allows them to exhibit and sell their work. The Art Guild of Scarborough (AGS) is one group that has been supporting the talents and dreams of local artists for more than 50 years, and Scholte, who became a member in 2009, will be among the 75 artists showing their works at this weekend’s Fall Art Show and Sale. Prior to being a member, Scholte used to attend AGS
shows for many years as someone who admired the group’s work, and said it’s a privilege to now be an exhibiting member. He recalls the first year he exhibited was 2009, and it was also the first time he had ever sold a painting. “It’s a great validation, mostly to get juried in but someone buying your painting is a different kind of validation because it means they like it enough to want to have it on their wall,” he said. For this show, he’ll be bringing four of his watercolour paintings that he describes as realistic in style, and depicting various landscapes and scenes that contain water or historic settings. The inspiration for his paintings comes from travelling, as well as weekly trips to different parks within Scarborough. “Colonel Danforth Park, Mo r n i n g s i d e Pa rk a n d Bluffers Park, they’re all great places for taking photos, for painting,’ Scholte said. “They

have all different scenes that change often with the season.” Garry Herridge, president of the AGS, said part of what keeps the group, and their shows, fresh and exciting is the mix of new and current members. This year, they have welcomed 22 new members, which equal several works with new perspectives. The works in this show have all been juried, which is a testimony to the quality and high-calibre of the work in the show. The judge for this show is Scarborough artist, Phil Richards, and awards will be given for the best painting in several categories including best oil, watercolour and
acrylic. Herridge said, “There will be over 300 art works at our show, all for sale, a great selection of high quality art in a variety of media including watercolour, oil and acrylic painting as well as drawing and sculpture work at very reasonable prices.” Herridge also said because there is always a huge variety of art on display, described as an eclectic mix of styles and content, there’ll be something to suit everyone’s tastes. The Art Guild of Scarborough’s annual Fall Art Show and Sale takes place Saturday and Sunday from 10 a.m. to 5 p.m. at the Centennial Community and Recreation Centre, 1967 Ellesmere Rd. Admission and parking are free. Awards and opening reception takes place on Saturday at 10 a.m.

November is financial literacy month, and I was approached by headquarters and some people who worked for the provincial government. They wanted to do something different...We came up with the idea that financial literacy can be tied with things that are posted on social media now that can affect you such as your

The abuse over social media is a growing concern...Besides online bullying, we have teens who are snapping photos of themselves, sharing them with each other, and then they’re getting posted.

running...I started to interact a lot more with not just students but adults over social media. I try to add my personality in there as much as I can...It shows people that I’m a real person and they can feel free to interact with me.
What role did social media play in the Danzig shooting investigation?
After the Danzig shooting, the 43 Division Facebook page and other pages, Toronto Police Twitter pages or divisional Twitter, divisional Facebook pages started getting a lot of hits and a lot of comments about the shooting...We were able to take a lot of the comments (posted on social media) and show them to different units that would’ve been interested in this information. Relevant information about the case, about who may or may not have been there, rumours, what they saw, what they heard... we were able to monitor that...Social media helped solve this case and that’s how it worked out. I didn’t have anything personally to do with solving the case

There’s not a lot of secrets these days with social media. They know what we’re doing, they know what our equipment is, they know our rules and procedures, they know our protocol...I think just being really transparent is helping. The school resource officer program that Toronto police has really works and is building bridges.
How do you use social media in your specific job?
I took the social media course just over a year ago and it was so I was legally allowed to post as a Toronto police officer on Facebook and Twitter. I originally took the course because I was in the schools and I wanted to get the word out for programs and events that I was

There are a lot of people getting into trouble for that type of stuff. It seems like every month police are getting more calls related to online bullying or online abuse of any kind.
How do you build trust between police officers and teens?
Building trust between police officers and teens is pretty difficult because you can work on building trust for months and months and months and then one bad story of something an officer did either in Toronto or anywhere in North America makes the news or is posted on Twitter or Facebook, (and) it ruins that trust. The way that I’ve tried to build trust, which seems to work, is by being completely open and completely honest.

However, the girl who was killed that day (14-year-old Shyanne Charles) was a friend of mine on Facebook and one of the people who was arrested was a friend of mine on Facebook, and a month later there was another gentleman killed who was involved in some of our programs who was also a friend of mine on Facebook. So it was really interesting to see how by being out there, how we were connected with the community over social media, not just myself but other officers as well.
Have you ever had a backlash over your use of social media from colleagues or members of the community?
I haven’t personally had a bad backlash from any member of the community about posts. I’ve been challenged on certain posts. One of the challenges is getting other police officers on board to use social media. Historically, we’ve been very closed off with our information and what we share. My father was a police officer for 30 years in Scarborough and I tell him what I do and I try to explain my job and how I engage over Twitter and Facebook and he has no clue what I’m
talking, and he doesn’t necessarily even agree with my job and he doesn’t think that some of that information should be made public. The fact is what we’re finding out with the Boston Marathon bombing and even the shooting at the Eaton Centre, before police were on scene and before police were able to figure out what was going on, there were already tweets and photos that were out by people on scene, so we’re just playing catch up with this.

Stintz aims for centre-right vote
K
aren Stintz’s early arrival in the 2014 mayor’s race can’t be a surprise to anyone. The councillor from EglintonLawrence has been notso-quietly organizing a campaign for months, and not-quietly-at-all taking control of the kind of major policy matters — specifically, transportation — you’d expect the current mayor to do. She might have continued that course for a few more months. In this, declaring early is a good strategy. However, an early declaration for a candidate also invites early assessments. Out of the gate, Stintz is attempting to paint herself as a fiscal conservative similar to Mayor Rob Ford in that respect, but... well, completely opposite in everything else. There are problems, though. On the latter point, Stintz has been all over the map — starting the term out supporting light rail over subways and helping
david nickle the city to halt Mayor Ford’s plan to replace the Sheppard light rail line with an unfunded subway. Shortly after that, she came forward with her One City transit plan — tenuously funded, with a politically unpalatable property tax premium — that included a different Scarborough subway. Council balked, and Stintz left the chamber with egg on her face. Finally, Stintz delivered a subway to Scarborough — funding of which is also tenuous, with federal money tied to a Sheppardstyle public-private partnership arrangement and a boatload of new debt. For all her journeyman work, Mayor Ford wasted little time in taking credit. On the customer service question... well, Stintz also helped Mayor Ford deliver his first flatline budget by
agreeing to service standard rollbacks on the TTC. In that way, one might argue that Stintz created the very problem that she’s now working to solve. With all that, she still remains a formidable challenger to Mayor Ford, in the fight for the essential centre-right vote. On Monday, the mayor conceded the election would be “a bloodbath,” because his opponents would no doubt go after him on matters of character, associations, truancy and other “personal matters.” The mayor is no doubt correct on this count. And Stintz, while certainly haunted by controversies and mis-steps of her own, has shown herself to be an active and at-times effective leader on council. In these early days of next year’s fight, that isn’t a bad start.

transit encounter leads to questions wvideo A video gone viral of a violent subway encounter has led to questions of how the TTC deals with unruly riders. The short video of the altercation at Davisville station has already attracted thousands of views since it was posted to Facebook late Saturday. It depicts a seemingly inebriated man blocking the subway train doors at Davisville before being confronted by an irate patron. No TTC staff are seen in the video intervening, but TTC spokesperson Brad Ross’ advice is to avoid confrontations and instead make use of the passenger assistance alarm to summon help. The Eglinton Crosstown LRT project is in the running for a North American industry prize. The $4.9-billion project under construction by Metrolinx along Eglinton Avenue is a finalist for Engineering Project of Year, handed out by American infrastructure consulting firm CG/LA. According to a press
release, the Crosstown, which was initially delayed following provincial approval in 2009, is lauded by CG/LA for its speed in turning from concept into reality. So it would not be the Thomsons floating around there.” On one paranormal website there was a comment on how someone saw a figure sitting in a pale coloured dress in a rocking chair and one minute she was there and the next she was gone and he lights were off. “That story is going to live on. Truth is not part of the equation. Folklore and stories have such value to community and seem to live on long after us. It turns out, that was a night we were open. We are open to the public once a week. And indeed there was one of our staff in there working with our youth team.”

carborough’s Guild Inn and Gardens are steeped in local history making it a natural magnet for urban myths about paranormal activity and things that go bump in the night. There have always been stories of lights flickering and moans and groans of recovering Second World War soldiers echoing in the halls at the Guild Inn. One of the most well-known involves a ghost called Henry, said to haunt the top floor of the original inn. Richard Palmisano, director of The Searcher Group, told The Scarborough Mirror in 2006 that he’s got proof on tape. He said recording equipment placed by his team picked up Henry “banging around, making a lot of noise” and several clear voices telling him to go back to his room. John Mason, of Friends of Guild Park and Gardens, said his group offers walks of the area, but has not looked deeply into the ghostly legends. “We haven’t done any real research on that,” he said. Today, there’s an old cabin on the grounds that sits close to the bluffs. “Closer to that used to be another private residence and it was called Cory Cliff,” Mason said. “I’ve heard stories that lights would go on at Cory Cliff when no one was there. We are never going to know because that residence was knocked down in the 1980s.” The Guild Inn building, also known as the Bickford residence, on the 88-acre grounds was used as a military hospital after the Second World War for soldiers suffering from shell shock. It was also used as a training ground during the war. It’s that time period at the site which has become the breeding ground for stories of ghosts and spectral images. “When you have the Second World War going on, you’ve got a deserted hotel, you’ve got secret training, one for women and one for men,” Mason said “They said there’s got to be a passage to get these secret people from Camp X to the Guild Inn and the best way to do this is through some sort of tunnel. No one’s ever found a tunnel on the bluffs side. It’s a great story.” The Camp X he mentions is

a commando-style spy training ground, which was located in Durham Region and the secret training taking place was the Women Royal Navy Service (WRENS) who were training to decipher code at the inn. “Two sets of women, about 100 women were taught basics of deciphering code,” said Mason. “This stuff was really top secret.” He said the Guild Inn was not where the decoding was done, just the training. But it all adds to the allure of the area’s history. There are also urban myths about secret tunnels linking point A to point B, he said, but these may simply be speculations. “The mansion, summer residence, it was never a finished foundation, it was a dirt floor for the foundation, so under the original part of the building was a dirt floor. Right off the bat, that gives you a really good kind of feel for, ‘Oh, maybe there’s something else down here because it’s not finished.” As a group, Friends of the Guild Park Gardens has been holding walking tours for two years now and Mason said when it comes to tunnels from one building to the next there’s nothing he’s seen to
make him believe they exist. The inn and gardens was also a place for artists to gather and work during the Depression. Spencer and Rosa Clark opened their home to artists of all types to live in the cottages. “People came from all over to see the artists at work. People would come and needed somewhere to eat and sleep and hence the inn and hotel.”

Friends of Guild Park helps keeps this history alive. “And while we are keeping these stories alive we are collecting new stories. But we don’t have very many stories of ghosts yet,” Mason said. Other tales of seeing ghost-like figures lurking in the shadows are said to surround the Scarborough Museum, which is at Brimley Road. But it’s not haunted, said
Scarborough Museum curator Madeleine Callaghan. Constructed in 1858, the Cornell House was originally home to Charles Cornell, his wife Matilda and their eight children. This home is rich in history and today Scarborough Museum and the Cornell House offers a look at rural village life circa 1914. There is also a log cabin on the property. “I think people who are interested in the paranormal have knocked on our door and asked us about things,” said Callaghan. “Every time we can disprove it.” Sometimes paranormal researchers are interested in the home, and her question is: ‘Why are you interested in an old home not a new home or a bungalow?’ She believes these ghost hunters are looking for ways to connect to the past. “From our perspective, there’s other ways to view the past, that can be even more interesting when you know the real facts,” said Callaghan. “The homes on the museum property are not the one’s David and Mary Thomson lived in. Community housing backs off renovation plans DAVID NICKLE dnickle@insidetoronto.com Toronto Community Housing president and chief executive officer Eugene Jones has shelved a plan to spend $2 million renovating the public housing company’s Rosedale offices. Jones withdrew the proposal Friday, just a day after he made the pitch to the
TCHC’s board of directors at their October meeting. The plan was an alternative to selling the property on Yonge Street north of Bloor Street. Jones’ plan would have renovated those offices and also leased space at 777 Bay St. But it didn’t go over well with the board, or Jones’ most powerful supporter on Toronto Council, Mayor Rob
Ford. The board decided to deal with the matter in December. On Friday afternoon, in a letter to the chair of the TCHC board Bud Purves, Jones withdrew the plan. “After reflecting on concerns raised by several directors and my staff, I am withdrawing our proposal to renovate 931 Yonge St. and
lease office space at 777 Bay St. from the agenda of the Dec. 11 board meeting,” he wrote. Jones said the renovations would have dealt with office space needs until the market conditions became “more favourable” to the sale of the property on Yonge Street. “I remain committed to developing a plan to find suitable office accommodation
for staff and residents located closer to the communities we serve,” he said. He said the question of what to do with the TCHC’s administrative office space will come back to the board “sometime in 2014.” “In the interim, we will make the best use of our existing space at 931 Yonge Street and elsewhere in the city,” he wrote.
Mayor Rob Ford was pleased with the decision. “I’m glad. It’s a smart move. Gene Jones is a good guy but that really bothered me when I heard that kind of money was going into the Rosedale operation,” he said. “We were supposed to sell Rosedale.”

Scarborough United girls win Woodbridge tourney The Scarborough United Swarm girls under-12 soccer team recently took home the championship trophy from the Woodbridge Strikers Fall Classic tournament. United won the title game in penalty kicks over a tough Guelph Royals team. The match ended 0-0 after regulation time, before heading into penalty kicks to decide the winner. Scarborough goalkeeper Christina Petropoulos played superbly throughout the entire tournament, and put in a stellar performance in the championship game to keep Guelph off the scoreboard. The United girls opened the tournament with a 2-1 win over Clarkson. In their second game, Scarborough beat Burlington C 6-0. Those two wins gave the Swarm a bye into the semifinals where they faced the same Burlington C team, winning the match 3-1 to qualify for the championship game. In an interview Tuesday, ONDP President Neethan Shan said a lawyer for the party had investigated the Scarborough-Guildwood nomination for members of the council, the party’s top decision-making body between conventions. “They’re satisfied, with the information provided to them, that (the proper) process was followed,” Shan said. Taylor said she was left disappointed by the party’s refusal to ask an independent body to check the work she had done. “I find it rather sad that a party I supported by volunteering and donations for 74 years has now branded me a crazy old woman,” she said Tuesday, adding she quit the NDP “heartbroken. It isn’t the party I believed in.” At the nomination meeting Taylor supported Chhabra, a union organizer who sought legal advice on taking the party to court. Chhabra later stated she was would not do this, though she continued to consider the nomination process “flawed.”
