Scarborough Centre MP and Parliamentary Secretary to the Minister of Public Safety and Emergency Preparedness Roxanne James made a funding announcement for the program at the EMYS office on Markham Road on Tuesday, April 14. The federal government has allocated $1.8 million over the course of five years for the program.

Rotary hosts provincial budget breakfast April 24 Scarborough’s Rotary clubs are hosting a provincial budget breakfast April 24 starting with registration and a hot and cold breakfast buffet at 7 a.m. Speaker presentations begin

Obscure bylaw closes local apartment’s pool MIKE ADLER madler@insidetoronto.com Wendy Gilbert Rees loves to use the swimming pool in her Scarborough apartment building – or did, until an obscure bylaw shut it down. Re e s m ov e d i n t o 4 5 Livingston Rd. in 1995, when it was still an “adult” building. That sort of seniors-only restriction for apartments is no longer legal in Toronto, and six mothers with young children moved in. One day last October, a city inspector came to 45 Livingston and noticed a child there. “She immediately got documents to close our pool,” recalled Rees. The building had been caught breaking an old City of Scarborough bylaw, still in force, which said any rental apartment’s pool needs a lifeguard if at least one of its residents is under 16. “It’s k i n d o f c r a z y,” said Rees, who chose her

warning swimmers they use the pool at their own risk. In Scarborough, for some reason, that’s not the case. The owner of 45 Livingston tried hiring lifeguards three hours a day – the minimum shift – on Thursdays, Fridays and Saturdays, to give people a chance to swim. Board of Health

It didn’t work, and on Jan. 31 the pool was closed entirely. “People were not happy and not many people were able to use the pool during those hours,” said Rees, who called the city, lawyers, and even a judge to find out what could be done. By then, she and many other building residents were in touch with Paul Ainslie, their local councillor, who took letters opposing the bylaw to Toronto’s Board of Health last month. Ainslie told the board the Scarborough regulation, which doesn’t apply to

condominiums, “no longer has any use,” and has forced other buildings to close pools or restrict swimming hours because the cost of lifeguards is too high. “It’s kind of flown below the radar screen,” Ainslie, who hasn’t been able to find out why the former city introduced the lifeguard rule, said in an interview last week. Rees, among the residents who spoke to the board, said her health has deteriorated since the pool closed, and she is having trouble walking. But she’s hopeful the board will recommend rescinding the bylaw during its April 27 meeting, which a vote by city council could confirm on May 5. “If all goes according to plan – hallelujah! – we should have our pool open by mid May,” said Rees. “It’s been a long struggle. For me, it’s worth it.”

City prepared to fight Heron Park townhouse plan at OMB last October, and a hearing has been scheduled to begin in June. Scarborough Community Council this week agreed the city will prepare to fight the application if it cannot address what it considers problems with the plan. Scarborough councillors have decided the City of Toronto will oppose a townhouse application for the former Heron Park Public School lands unless “outstanding matters” are resolved. Manse Developments Inc. has applied to amend the city’s Official Plan and zoning bylaw in order to build 132 homes – 44 freehold townhouses, 12 semi-detached houses and 76 “common element” townhouses – on the site of the recently-demolished school, west of Manse Road and south of Lawrence Avenue East. olunteer recognition: it’s important, but doesn’t need to be expensive. As we’re in the midst of National Volunteer Week, many organizations across the country that rely on volunteer efforts are busy acknowledging those efforts. And for good reason. According to Statistics Canada, 12.7 million Canadians volunteered for nearly two billion hours in 2013. That’s a lot of work being put into making our communities stronger. Though it may seem counterintuitive – as volunteering tends to be a selfless act – recognition is nevertheless important. According to Volunteer Canada, studies show that volunteer retention rates are linked to recognition. So what are organizations and causes to do? Resources are limited. Yet the time and expertise of volunteers are critical cogs to getting jobs done. One recent study, published by Volunteer Canada, suggests there’s reason for optiour view mism. According to the organizaa win-win tion’s 2013 National Volunteer Recognition Study, the ways people want to be recognized tend to be the most cost-effective ones, such as “being thanked on an ongoing, informal basis.” Least-preferred methods included items like banquets and formal gatherings. “Few volunteers want to be thanked in public ways,” states the Key Findings section. “But they do want to know the impact of their contribution.” So here’s a challenge: if you’re an organization, take this week as an opportunity to review your recognition practices and get to know your volunteers a little better. Engaging your volunteer base may spark conversations and ideas that can be of mutual benefit. If you’re a volunteer, don’t be afraid to ask how your efforts are making a difference. Finally, if you’re not already a volunteer in some capacity, consider becoming one. The average contribution in Canada ranges from two to four hours per week, according to Statistics Canada. It may not be about the recognition, but the benefits of meeting people, learning a skill and contributing to your community (a key point in the Volunteer Canada survey). Hockey draft lottery is McMust-see viewing

W

hile 16 NHL teams battle it out for the Stanley Cup, the consolation trophy for the 14 clubs that didn’t qualify is nothing to sneeze at: the chance of getting the No. 1 draft pick overall, expected to be junior phenom Connor McDavid. The Newmarket native plays for the Ontario Hockey League’s Erie Otters and is considered to be a budding superstar in waiting, the kind of player a team can build a franchise around. A league, too, for that matter. You can’t take your eyes off McDavid when he’s on the ice. He helped lead Canada to victory at the world junior tournament this year and that was after recovering from a broken hand and not having played for more than a month. He didn’t skip a beat after the tourney either, putting together another big season at Erie. He’s the

jamie wayne BUT SERIOUSLY current points leader in the OHL payoffs including a dazzling five-goal game last week against the mighty London Knights. Small wonder he’s being spoken of in the same breath as the likes of the Pittsburgh Penguins’ Sidney Crosby and the New York Islanders’ John Tavares, two standouts who were under the same glare as youngsters and for whom the same big things in the NHL were also predicted. While the actual draft isn’t until the end of June after the Stanley Cup has been handed out, the much anticipated draft lottery, which will determine the picking order, will be aired just prior to Saturday night’s Penguins/Rangers game. Each of the 14 non-playoff teams is eligible to win

the lottery. Their chances are weighted in reverse order of their position in the standings. The percentages range from 20 per cent for the last place club, Buffalo, to one per cent for Boston, the team 14th from the bottom. Toronto, fourth from the cellar, has a 9.5 per cent possibility. Everybody keeps asking me who I think will end up with McDavid, but given that it’s a lottery, I don’t have a clue. However, I think I can guess what the newspaper headlines will be the next day in the 14 cities hoping to get him. First up, the probable headlines in the losing markets: 14. The McDream Is Over 13. We Just Can’t Catch A McBreak 12. There’s No McJustice 11. As If We Didn’t See That McComing 10. Big McSurpise. McSame Old, McSame Old 9. Oh Well. Nothing

Expert panel to study hospitals

E

ight people have six months to tell the province how three hospitals in Scarborough and Durham Region can work better together, and what facilities they might need. Ontario Health Minister Dr. Eric Hoskins announced the expert panel on health care in Scarborough and West Durham on Friday, a year after a prospective merger of The Scarborough Hospital and the Rouge Valley Health System fell apart at the eleventh hour. Both hospitals say they have overcrowded and obsolete facilities in their three Scarborough campuses – the TSH Birchmount and General and the RVHS Centenary – which will cost $1 billion just to maintain over the next 20 years. Last January, the two hospitals jointly appealed to Hoskins’ predecessor, Deb Matthews, to start a long-term planning study that could generate plans for at least one new hospital campus in Scarborough. Matthews’ refusal to guarantee this helped to convince TSH’s board by mid-March the merger wasn’t worthwhile. Though the regional health authority, the Central East LHIN, continued to push the two hospitals toward “integrations” on a smaller scale, there’s been little progress. TSH and RVHS, for example, couldn’t agree on how to organize a regional centre for “advanced” neonatal and pediatric care. At the Toronto Pan Am Sports Centre in Scarborough, Hoskins said the volunteer panelists, in examining how the hospitals can work together, will review studies done for the merger, “building on

the work these hospitals have already achieved to move things another step forward.” Oshawa hospital They will also look at Oshawa’s Lakeridge Health, he said, in order to plan in the short, medium and long term around “broader issues,” such as what Scarborough and West Durham will look like in one or two decades. And the panelists have latitude to provide advice on hospital infrastructure needs “we know do exist” and others which perhaps are still to be recognized, Hoskins said. Dr. Barry McLellan, CEO of Sunnybrook Health Sciences Centre and the panel’s chairperson, said the group will get to work soon, and he’s confident their expertise, “coupled

with the resident perspective” will yield results. Other panelists named Friday are a University of Toronto professor, Dr. Catharine Whiteside, John Ronson, a practice leader for TELUS Health Solutions, Trillium Health Partners CEO Michelle DiEmanuele, Trish Barbato, a senior vice president of Revera Inc., StrategiSense Inc. CEO Jan Campbell and Maple Leaf Sports and Entertainment Ltd. CFO Ian Clarke. Hoskins assured Scarborough and West Durham residents and their MPPs – all Liberals who came under criticism for the state of local hospitals during last year’s provincial election campaign – have long advocated “a concrete and sensible plan” for addressing long and shortterm hospital needs, and that their voices are heard at Queen’s Park.

Pickering-Scarborough East MPP Tracy MacCharles said one panel member, Clarke, lives in Pickering, and an additional patient representative will be recruited from Scarborough. She said Hoskins is well aware of the hospital’s infrastructure pressures, including operating rooms at TSH General which are the province’s oldest, and the RVHS Ajax site, which is “bursting at the seams.” MPP Mitzie Hunter, representing ScarboroughGuildwood, said the announcement shows “the priority” Hoskins and the ministry place on improving health care in Scarborough. “This is a hopeful moment; I believe that,” she said. Scarborough-Rouge River MPP Bas Balkissoon, however, was typically

blunt. Hoskins is the first health minister he’s worked with who has taken the right approach to local hospitals, he said. Balkissoon said he’s heard many complaints about hospital infrastructure in Scarborough, and agreed a lot of it “does not meet the needs of modern medicine.” “Most of my residents go to (Markham) Stouffville (Hospital), and will not come to Scarborough, and we need to stop that,” he said. Scarborough-Agincourt MPP Soo Wong said health care is the most important issue in her riding. “You have a very difficult task in the next six months,” she told the panelists. Joe Dixon, MPP for Ajax-Pickering, also said things were moving in a great direction, and that he

hopes to see “something better” come out of this for all residents of his region. “As we grow, you should have the planning in place,” he added. “You can’t do bits and pieces without looking at the big picture.” Recommendations from the panel on new facilities won’t change the fact the Liberal government has already made a list of major hospital capital projects for the next 10 years, and neither RVHS or TSH is on it. Dixon also predicted the ministry will agree “very soon” to build a new ambulatory hospital in Seaton, a newly-opened area for development covering a large swath of North Pickering. “What choice do you have when you (will) have 75,000 people out there?” he asked. TSH and RVHS each issued statements welcoming Friday’s announcement, with Janet Dalicandro, chairperson of TSH board of directors, adding, “If we are to be successful in improving access to hospital services for the Scarborough community, then investing in hospital infrastructure is of paramount importance.” Closure fear Less enthusiastic was the Scarborough Health Coalition, whose spokesperson, Kingsley Kwok, said the panel’s work could lead to a recommendation that one or more hospital campuses in the region should close. Kwok noted two of the panelists, Ronson and Barbato, work for for-profit healthcare companies. “This appears to be a panel from Toronto telling once again what Scarborough should have,” Kwok said on Monday.

Scarborough workshop offers up rattlesnake info If you’re in Ontario’s Cottage Country and find yourself next to a Massasauga Rattlesnake, stay out of its strike range. “If you’re a good metre and a half, two metres away, you’re safe,” says Andrew Lentini, the Toronto Zoo’s curator of amphibians and reptiles. Lentini said the province’s only remaining venemous snake – timber rattlers are now extinct here – has been

misunderstood and persecuted over the years. That’s partly why the zoo is hosting a Massasauga Rattlesnake Workshop on Saturday, April 25, that will give people a chance to see a live rattler up close. Lentini tries to provide facts and dispel myths about how to live safely around these snakes. One of the most obvious tips is, don’t

try to pick one up. “It really is a shy, secretive animal that just wants to be left alone,” said Lentini, adding since Massasauga rattlers are a threatened species in Ontario, it’s illegal to harass them. The zoo has been working with the rattlesnakes and breeding them for well over 30 years. Two people have been bitten there over the years, and both made full recoveries.

Across the province, there are nine bites a year on average, and no fatalities for 60 years. The snake is in trouble across it’s range, including in 10 U.S. states where it’s either threatened or endangered. It’s hard to tell how many remain in Ontario, since the rattler relies on camoflage to hide. The workshop at the zoo in Scarborough is from 10 a.m. to 2:30 p.m., and partici-

Decision time for the Gardiner

A

h, what a relief! Councillor Jaye Robinson and Mayor John Tory and with any luck a voting majority of Toronto Council are going to end the debate over the Gardiner Expressway’s future once and for all, and will do so by the summer. “This is a once-in-alifetime decision and we need to make sure we get it right,” said Robinson, in her capacity as chair of the Public Works and Infrastructure Committee. Robinson said that at a news conference on Tuesday, made necessary by a bit of reporting by Oliver Moore at The Globe and Mail, about certain leaked details of an environmental assessment report looking at options for the crumbling elevated expressway. By now (as you read this) the report will be out and the first public consultation on its contacts will have occurred. But as I write this, I have only Moore’s word on

david nickle the city its content: Robinson and city staff would not confirm the most likely option, a ‘hybrid’ that reroutes part of the expressway at ground level, would cost about $900 million. That’s a lot of money, but it would provide a lot of benefit to a lot of people: first and foremost, the developers at First Gulf who are planning a massive redevelopment of the Unilever site. The development would create thousands of jobs, and generate millions of dollars in revenue to be put toward Mayor Tory’s SmartTrack plan — the surface rail project that would run right through the First Gulf project. Given that, council really only has two choices on its plate: either tear down the whole highway as earlier suggested, or go with this hybrid model.

This will not only help with vehicular congestion — but political congestion too. For more than a decade, the future of the Gardiner Expressway has been a political pinch point for the left and right on council. The left has, broadly, favoured the simple removal of the elevated highway. This would open up the city’s waterfront to pedestrians. These and other engineering conundrums surrounding the Gardiner have thus been subsumed in an existential fight between left and right on council for the course of the debate. The future of the Gardiner itself has always been something that could wait. But not anymore. The injection of First Gulf might be what it takes to break the standoff between the left and right on council. Here’s hoping.

Students in brush off to launch oral health campaign Rotary Club promotes good oral care through its Brush-a-mania event The Toronto-Don Mills Rotary Club’s annual Brush-a-mania event was launched Friday at J.R. Wilcox Elementary School on Ava Road. The event promotes good oral care and proper brushing of teeth by elementary school students. Friday’s event featured Dr. Raffy Choulijian, Brush-a-mania chair, Jennifer Boyd, president of the Toronto-Don Mills Rotary Club, Dr. Jerry Smith, president of the Ontario Dental Association, and Scarborough-Rouge River MPP Bas Balkissoon among the special guests. Wilcox students took part in a Brush Off to show their toothbrushing skills for three minutes during the April 10 launch. The program has been running for 15 years in Toronto, with the support of local Rotary Clubs,

and is now expanding across the province as part of Oral Health Month. “It’s very important that children learn about oral health care while they are young because it’s such an important component of their overall health,” said Choulijian. online contest To help build interest in Brusha-mania, schools and students are invited to enter an online contest. As part of its spring cleaning drive, GO staff will affix orange tags to the bicycles or the parts of bicycles deemed abandoned. If your ride was tagged improperly, all you have to do is remove the tag and resume riding. GO is planning to remove any tagged bikes by the first week of May.

tech grant for Centennial College wWearable Centennial College has received a grant of $1.75 million for research in wearable healthcare technology. The grant was announced last Friday at the college’s Progress Campus. The funding – part of more than $40 million in grants bestowed to 34 Canadian colleges – will help establish the Wearable, Interactive and Mobile Technologies Access Centre in Healthcare (WIMTACH). The support and funding is provided by the Natural Sciences and Engineering Council of Canada (NSERC) College and Community Innovation Technology Access Centre (TAC) program. Centennial’s Progress Campus received a visit from Minister of State for Science and Technology E d Ho l d e r, S c a r b o r o u g h Centre MP Roxanne James and Pickering-Scarborough East MP Corneliu Chisu to make the funding announcement. Rouge Frog Watch sought wvolunteers

Frogs are waking up this month in the Rouge Valley, and concerned scientists want to know:

where are they? The scientists also need to record the species of frog, and they need your help. A volunteer group called the Frog Watch does this each spring. On Tuesday, April 21, it will gather at 7 p.m. for a training session at the Toronto Zoo’s Administration Building. Frogwatchers who commit to three evenings of listening in at local wetlands will be taught to recognize the calls each frog species makes. (If it quacks like a duck, it’s probably a wood frog.) The first class will mentor parents while the second focuses on youth. Parents and youth will learn coping strategies, communication skills, anger management, positive reinforcement and other critical skills needed to avoid conflicts. Parents and youth then come together in a joint class where they practise – in a supervised setting – the skills they’ve learned with each other. “It gives them the opportunity to open the conversation,” said project supervisor Kamalesan Muthulingam. “We can help them process it together and resolve conflicts.” In addition to financial support from the federal government, EMYS is receiving community support from Toronto Community Housing Corporation, Toronto District School Board, Toronto Catholic District School Board, Toronto Police and other local organizations. While the program operates out of TCHC locations, other organizations focus on trust-building and referrals. “It’s an evidence-based program,” Muthulingam said. “It’s been proven that it helps families to reduce risk factors among youths.” The evidence-based program or Strengthening Families Program – what EMYS has named Our House, Your House – is a program that has been active in several community centres across North America since the 1980s. Upon the submission of a grant to the federal government, EMYS was given a list of evidence-based programs to implement and reduce risk factors among youth. The risk factors include substance abuse, gang involvement and negative police contact. Given Scarborough’s ethnic and linguistic diversity, assistance is available for families with weaker English skills. Participation is voluntary, as families and youth would be referred by a trusted source, either the school board, the police or a community centre.

Titans take Bugarski Cup The Scarborough Titans Volleyball Club (STVC) Synergy U12 team won its first gold in a U13 tournament. The team went undefeated at the Ontario Volleyball Association’s (OVA) U13 Bugarski Cup tournament held in Thornhill recently against teams from Markham,

Etobicoke, Toronto, and Barrie. Synergy defeated a U13 team from Markham in two sets, 27-25 and 25-15, in the final game. The gold medal finish earns Synergy a place in Division 1 at the OVA Provincial Championships which will take place at RIM Park in

The Scarborough Lady Blues U15 team are the Spring Classic Tournament champions. The team won four straight games at the tourney, which was held in Syracuse, New

York recently. The girls are on a 34-game winning streak in the U15 and U16 age group and hope to continue that streak at the Deep South Classic tournament on April 23 in Raleigh,

North Carolina. They will then compete at the U16 provincial tournament on May 1 in Niagara Falls.

Simmonds is Scarborough’s top NHL scorer; charity tourney set for June 27 Scarborough’s National Hockey League (NHL) contingent has grown to half a dozen with the addition of Kyle Baun who made his debut in the Chicago Blackhawks’ final three games of the regular season – and half of them are continuing on in the post season which was slated to kick off last night. Continuing on are: Joel Ward, 34, Washington Capitals; Devante Smith-Pelly, 22, Montreal Canadiens; and Chris Stewart, 27, Minnesota Wild. Watching from the sidelines are: Tyler Toffoli, 22 (turns 23 April 24), Los Angeles Kings; Wayne Simmonds, 26, Philadelphia Flyers;

and Kyle Baun, 22, Chicago Blackhawks. Mayor calls on businesses to hire young people from neighbourhoods in need DAVID NICKLE dnickle@insidetoronto.com Mayor John Tory is calling on employers across Toronto to set aside 10 per cent of their hires for young people from economically challenged neighbourhoods. “I know that employers in the city have the muscle and the heart, and I need them to come up and flex those muscles,” said Tory on Monday at a west-end Starbucks. “We can only prosper as a city if our young people prosper.” Tory was at the King Street West Starbucks coffee shop to praise the Seattle-based coffee maker for doing exactly that: hiring 10 per cent of their workforce from among young people in improvement areas, under the city’s PAYE program.

The program, Partnership t o A d v a n c e Yo u t h Employement, is a joint initiative between the city and a group of business leaders, to help young people get into paying employment. Youth unemployment Currently, the Toronto youth unemployment rate is hovering at 20 per cent — an unacceptable number, said Tory. “That’s the highest in Ontario and whether it’s highest or not, the fact that one in five young people can’t find a job today is unacceptable,” said Tory. “It represents a waste of talent and resources that we can’t afford... it’s just plain bad for Toronto.” Tory had, during the election, promised to double the

Lowering your Car Insurance can have Devastating Results

et ready to pick your jaw off the floor. I am a personal injury lawyer who is encouraging you to spend more money on insurance coverage. It may seem strange given that I spend my days fighting against these very companies on behalf of injured plaintiffs. Let me explain why. Most people in Ontario have 1 million in coverage. Sounds like a lot right? It’s not at all. If you are in a car accident with minor injuries that is more than sufficient, however, if you are involved in an accident where you cause someone else major injuries (e.g. brain injury, paraplegic, quadriplegic) then you are on the hook personally for everything over that 1 million. This can have devastating

effects on both an emotional and financial level. You may think you are such a great driver that the Indy 500 is second from knocking down your door. Unfortunately, that doesn’t really matter. If some joe shmo (that is the legal term) hits you and you or your family member is injured badly, and good old joe has 1 million of coverage, you only have 1 million to access. Now, this is where it gets complicated so pay attention, if you have 2 million and he has 1 million, your insurer will kick in the extra million. So basically if your policy has 2 million you are covered for 2 million regardless of the insurance policy of joe shmo. Make sense? The best thing to do is speak with a broker. Make sure you have enough insurance to cover you if you are hit. Think about how much you would need if you could never work again. This is a very real possibility for some of my clients. Then once you have that number, make sure you are covered for that amount. Yes, insurance is already expensive, however saving money could cost you dearly later. Toronto’s redesigned ferry terminal is one step closer to becoming reality. Wa t e r f r o n t To r o n t o announced the winning entry April 10 for a juried international design competition it organized to seek ideas for the future look of the Jack Layton Ferry Terminal and surrounding Harbour Square Park. The winner was Harbour Landing – a joint submission of architecture firms West 8, KPMB and Greenberg and Associates – which envisions a new wavy-shaped covering for the terminal made of wood and topped by indigenous greenery which doubles as an elevated parkland space, resulting in “perfectly-framed” views of Lake Ontario and the ferries coming to and from the Toronto Islands. Jury chair Donald Schmitt said the design took home top honours as much for its practicality as its “iconic” design. “The combination of simplicity and the shaping

of space, we thought it was remarkable,” said Schmitt during a short ceremony held at Waterfront Toronto’s headquarters inside the 20 Bay Street office building. “We really felt it was a park design that created a sense of repose, a great green living room for the city.” Architect Greenberg Architect Ken Greenberg said the inspiration for the Harbour Landing design came from seeking to turn the concrete ferry terminal and surrounding industrial lands from an “introverted” location to one which proudly proclaims itself as a premier destination in the city. “This is the moment we hope to be truly extroverted and to welcome our relationship with the harbour... and make a powerful statement of the optimism of our city,” said Greenberg. The task now turns to creating a master site plan and securing governmental approvals and funding for the project, which will be built

in phases. Both those hurdles will require approvals from city council. Waterfront CEO John Campbell argued public support for the work – as evidenced by some 1,200 pieces of public feedback made on the shortlisted designs – makes a strong argument for convincing elected officials to spend the money to transform the terminal into something truly befitting of its namesake Layton. “Projects like these show people change could happen,” said Campbell. Toronto Centre-Rosedale Councillor Pam McConnell suggested funding for completing the terminal re-design could come from a variety of sources, including development charges, Section 37 funds, plus money coming directly from the private sector. “Our job will be to find the money,” she said.
