City to move employees to Scarborough: Tory Mayor outlines plans during speech at Rotary community renewal event at Centennial College MIKE ADLER madler@insidetoronto.com Toronto Mayor John Tory says he will move city employees to Scarborough to boost transit ridership and renewal efforts there. “We’re going to have to show some leadership in moving some city jobs to Scarborough and having some presence here,” Tory told a group of Rotarians and other community leaders Tuesday at Centennial College. T h e m a yo r s a i d h e’s studying which municipal employees are in offices downtown and “don’t have to be there.” Private employers He will then say to private employers, “I’m making the move to put some people in Scarborough; so should you.” Tory also said the city will draw investors to Scarborough with tax incentives. “We have the tools and we’re going to use them so people will discover what you already know,” that Scarborough is a good place to live, work and build in, he said.

Tory agreed with Hardy that community renewal can be done better by local people than by governments, but he urged his audience to participate in a renewal group “to hold us to account” and rebrand Scarborough’s “completely erroneous image.” Business Association The Scarborough Business Association, formed by the campaign in February, will enhance the area’s ability to compete, said the mayor,

adding The Toronto Region Board of Trade, which years ago absorbed the old Scarborough Chamber of Commerce, has “more of a downtown kind of focus.” Another fledgling renewal program, Dinner and a Song, reminded the mayor of Austin’s music festival, South By Southwest, now among the world’s largest. It started the same way, he said.
Shawn Allen, a Scarborough man in the audience who opened a mortgage brokerage here in 2008, said all people can do for the former city is try their best. “You drive around and it’s desolate around here,” he said. “People leave Scarborough.” Allen said reshaping the area’s image might take a decade or two, but has to start somewhere. “The mayor’s speech was positive. People being here is positive,” he said.
Chin Lee, chairperson of Scarborough’s community council, said he had never before heard the mayor mention tax incentives or relocation of employees who can be moved. “I love it,” responded the Scarborough-Rouge River councillor, who had asked similar questions about why Scarborough’s property vacancy rates are higher, and

oronto’s new police chief, Mark Saunders, is going to be hearing from a lot of people telling him how he should do his job. The one voice he most needs to listen to is his own. He is a 32-year veteran of the Toronto Police Service, most recently serving as deputy chief prior. He has also served in a number of high-profile units including guns and gangs, and homicide. Saunders also makes history as being Toronto’s first black police chief. He said he understands many may view that as meaning he can magically improve the relationship between our view police and the black community, which has been strained Mark Saunders due to the “carding” policy critics say unfairly targets is a police chief, that black youth in the city. However, he warned resinot a politician dents at his introductory press conference at police headquarters that he does not have “superpowers.” Fair warning, and the right approach, we believe. Saunders has to be careful in these first few weeks about overpromising and making people think he will change things done by the outgoing chief, Bill Blair, that were considered unpopular. He needs to remember he is a police chief, not a politician. That, of course, won’t stop the politicians from coming after him if we won’t bend to their will. Saunders can have an impact by reaching into Toronto’s different communities. Blair held numerous town hall meetings hosted by the various police divisions, which were usually well attended but rarely confrontational. This wasn’t enough to convince some of the city’s communities he was a chief of the people, understanding life in the streets. Saunders must get this message through. He must be highly visible to residents. He must show an intimate understanding of the daily challenges of life in marginal neighbourhoods and he must motivate the leaders in these communities to advocate on his behalf. Saunders should go a step further and attend town halls organized by youth groups and organizations representing multicultural communities. Having visibility and compassion for circumstance will go a long way to winning the trust and respect in the neighbourhoods and communities where he needs it most.

Heritage makes a city world-class To the Editor, Re: ‘Preserving our heritage requires city’s competence,’ Editorial, March 26. I read your fine editorial and it impressed me greatly. Toronto has long fancied itself as a world-class city. However, I do not believe that it is there yet. First, we have to look at the real world-class cities to see what they have that gives them this most desirable ranking. World-class cities all have one thing in common – historical sites. What has Toronto got that would make it a world-class city? Not much I’m afraid. Until we learn to preserve our historical artifacts rather than destroying them we will never have a world-class city. Illegal rooming houses raise ire of north Scarborough residents

Different in Scarborough Near the end of the meeting, Regini David, a former rooming house tenant who works for a legal aid clinic in West Scarborough, stood up to say rooming houses look different in Scarborough than they do in Parkdale or other parts of the city. Like it or not, she said, these homes provide affordable housing for seniors and other people with low incomes, and saying no is “not going to make the issues go away.”

n Agincourt, they said the only way to deal with rooming houses is to close them. That’s not coming from people who own rooming houses or live in them, but from people who live near them, or think they do. Their answer at a city consultation on the problem of regulating rooming houses across Toronto was simple: Enforce the ban on rooming houses in Scarborough, and shut them down. But they went further.

Increase fines Increase the fines, they said, and make it easier for neighbours to report a suspected rooming house – or any house with maintenance or cleaning problems – and easier for inspectors to enter one. Tag and tow away any car parked on the street at night, added one table of residents Monday at the Stephen Leacock Community Centre. Their hostility to allowing legal rooming houses in their neighbourhoods – no different from that of Scarborough councillors and ratepayer groups over the last decade – should give pause to anyone hoping a city review will harmonize Toronto’s different rooming house bylaws at the end of 2015. There’s “a terrific push,” Scarborough-Agincourt Councillor Norm Kelly told the crowd of 100, by human rights advocates to ensure the city doesn’t discriminate against certain people in its bylaws. “Always looming out there is the threat of a court

sessions at the Toronto Pan Am Sports Centre on Tuesday, and also from 6 to 8 p.m. at L’Amoreaux Community Centre on Monday, April 27, and 6:30 to 8:30 p.m. at Francis Libermann Catholic High School on Thursday, May 7, is preparing a report for Toronto council’s Executive Committee in June. More consultation is promised before council votes in December on the review’s recommendations. On Monday night, though, the idea rooming houses lower property values around them was repeated often.
Khalil Sheriff was one of several residents who said - in case the city goes ahead and allows licensed rooming houses in East York, North York and Scarborough – that licenses should be spread out and their numbers limited in each neighbourhood. “You got to put it in Forest Hill. You got to put it in the richest areas too,” added Sheriff. “That’s the only fair way.” There were also suggestions the city should build more affordable housing. “The poor have to have somewhere to go,” one man said.
It’s legal for a homeowner in Scarborough to rent a separate basement apartment and rent two rooms in the same house. Rooming houses can be legal in the former cities of York and Etobicoke, and in the former city of Toronto, where many are licensed. Organizers of the consultation, however, said the city considers a rooming house any dwelling where four or more people, individually paying rent, share a kitchen or a bathroom– a definition Kelly, a former planning chairperson for Toronto, said he hadn’t heard before. david nickle the city ported a twisting knot of a compromise: food trucks needed to operate no closer than 50 metres to the front of a restaurant, should they park in pay and display spots in the downtown. Tory offered tacit support for the policy as council approved it but made it clear he thought food trucks should be encouraged rather than restricted. No more red tape, at least not very much. The food truck industry could use that kind of TLC. original policy Over the past year, the restrictions of the original policy were such that only 17 new food trucks bothered to lay out for the $5,000-a-year license. On Tuesday, April 21, Toronto’s Licensing and Standards Committee took a baby step toward that
vision, on the one-year anniversary of the approval of the new food truck bylaw. Licenses need not be year-‘round affairs, and sensible food-truck operators that really only want to operate in warmer months can purchase them for a bit less. Fifty metres becomes 30 metres as the minimum distance between restaurants and food trucks. Tory and Council could stand to relax that distance regulation even further. Food truck operators would of course be happiest with no distance requirements but would settle for 15 metres, opening up more possibilities for locations. All of which might make restaurant owners — particularly those with smaller restaurants that specialize in take-out — nervous about the competition. And for the rest of us — a little more choice can only be a good thing.

ur new mayor spent last year campaigning on a great many things — but one of John Tory’s earliest causes was also one of his most common-sensical. It boiled down to this: What the dickens is wrong with a food truck at the side of the road? Tory raised the issue about a year ago, when the notably mayor-free Toronto Council was wrestling the deep philosophical question of how many food trucks can one fit on the doorstep of a restaurant. Council wasn’t sure. Owners of restaurants of the stationary variety thought there shouldn’t be any, as food trucks offered unfair competition. Food truck owners, meanwhile, called baloney, and pointed out that the rest of the world seemed to be able to sustain both fine dining establishments and roving food vendors. Enchanted April proves an entertaining success MARIA TZAVARAS scm@insidetoronto.com Fulfilment is something each of us strives for as human beings. It’s one of those things we can exist without, but makes us feel our life has no real meaning without it. In Scarborough Players’ latest show, Enchanted April by Matthew Barber from the novel by Elizabeth von Arnim, two women set out to change their unhappy existence by taking a giant risk to find their happiness. In the 1920s when this story is set, it was unpopular for a woman to express feeling unfulfilled or invisible in their marriages as they were expected to remain quiet, smile and keep up appearances that everything is just fine. Bu t o n e c o u ra g e o u s woman named Lotty (Marisa King) inspires another woman Rose (Karen Brown) to take a chance at moving past their stagnation, and find ‘paradiso’ or heaven, by renting a castle in Italy for the month of April. Living in London, England, the constant rainy weather doesn’t help their blasé existence, so when Lotty sees an advertisement to rent a castle in Italy for those who ‘want wisteria and sunshine,’ she sets seeks out Rose to share in her daring adventure.
The women could not be more different. Lotty is childlike, a dreamer and outgoing, while Rose is more reserved and hesitant. Lotty and Rose must risk a lot to go to Italy, mainly their marriages. Lotty’s husband Mellersh (Mike Scott), is a proper English businessman, oblivious to his wife’s unhappiness, and Rose’s husband, Frederick (Richard Burdett), is an author who has forgotten his wife years ago. But it seems their unhappiness is bigger than the risk, and the strangers become fast friends and even find two other women to join them: Older widow, Mrs Graves (Catherine Lenihan), and a glamorous starlet, Lady Caroline Bramble (Megan Powell). Once they arrive, Lotty is thrilled, Rose soon comes around, and eventually the castle, including the presence of its fiery housekeeper Costanza (Elizabeth Van Wyck), and the owner, a kind man named Antony (Giancarlo Consoli), takes effect on each of the women in different, wonderful ways. This show is light-hearted, funny and makes you feel like you can just be with these ladies in their reality. It also serves as a reminder that your circumstances can change
with the right attitude, support and the belief that you deserve better. King is marvelous in her role of Lotty. Her enthusiasm is infectious and you can’t help but laugh at her quirks and her honest one-liners. Brown also gives an amazing performance, and it’s lovely to see her character blossom from unhappy and reserved to smiling and exuberant. As a duo, they are a pleasure to watch on stage. Add to this, the talents and presence of Lenihan as the rigid Mrs. Graves, whose character also undergoes a beautiful transformation from grumpy to joyous, and Powell as Megan, who finds friendships and a new outlook on life, this foursome of misfits fit perfectly underneath the Italian sunshine. Elizabeth Van Wyck as the fiery housekeeper is an amazing comedic presence on stage, and the men’s performances balance out the show well. From the performances and the beautiful Italianthemed set, the direction and the atmosphere, this show has everything a production needs to be successful.

Eglinton Square recycles coffee grounds into soil Malls celebrate programs with soil giveaway E-Waste or a $2 donation to Evergreen, a national nonprofit organization. “Coffee grounds at these properties used to be sent to landfills with other waste where they emit greenhouse gases,” Darren Neely, Eglinton Square marketing manager, said in a statement. Now the malls re-purpose the grounds to help the environment. “By c o l l e c t i n g t h e s e grounds we’ve given them a whole new use while helping make a difference to the environment,” Jennifer Bolton, Cloverdale Mall’s marketing manager, said in a statement. Scarborough’s Eglinton Square and Etobicoke’s Cloverdale Mall are recycling their coffee grounds into potting soil. Since 2013, the Bentall Kennedy-managed properties’ Grounds to Gardens program has collected nearly 117,000 pounds of coffee grounds from its food service retailers. All used coffee grounds, rich in nitrogen, are mixed with nutrients to create sustainable potting soil in partnership with Reground Organics. Both malls will celebrate the program’s success this Saturday, April 25 from 11 a.m. to 3 p.m. Shoppers will receive a free, 18-litre bag of the potting soil in exchange for their electronics donation through C o m m u n i t y D r i v e - Up

A major transit infrastructure project was announced this week by the provincial government – for the 905. Ontario Transportation Minister Steven Del Duca announced plans to build a 22-stop LRT line by 2022 connecting Mississauga and Brampton’s city centres. The Hurontario-Main

Mac is better known by his Twitter moniker @ SkyJacked793 where he shares stunning and often surreal

Funding sought to save The SPOT Malvern Neighbourhood Action Partnership to meet Tuesday >>>from page 1 since 2008, when youth in Scarborough’s northeast were first asked what they wanted the centre to be, James called her departure from The SPOT “a bit disappointing.” Designed as a safe space for ages 14 to 25, and run by youth for youth, the space includes a ProTech Media Centre, recording studio and a performance space. As part of the library branch on Sewells Road, The SPOT paid no rent but money for staff, cleaning, phones, internet, software and other expenses proved more elusive than money for programs. “That’s the toughie. That’s the part that’s kind of tough to get,” said James, who noted cameras, musical instruments and other equipment at The SPOT will remain. “I’m definitely hopeful that the funding will come through, and that it continues to uphold the original vision.” Scott McKean, manager of the city’s Community Development Unit, said he’s grateful the library

has offered staff in an “emergency plan” to keep the doors open. “No one wants to see this resource go away from Malvern,” he said on Monday. “We want to continue to build on the successes of The SPOT. McKean said each wants the space to see stay true to its youth-led origins, but may be able to learn from other, more sustainable youth spaces in the city. Patricia Eastman, area manager for Toronto’s library system, said Malvern’s Neighbourhood Action Partnership – a group of city staff, local agencies and some Malvern residents – will meet on Tuesday, April 21, night, beginning the discussion on how to run The SPOT in the long term.
“We know it’s really important to the youth of the community,” she said. Along with regular drop-in activities, partner programs at The SPOT will continue, and one or two new programs which were already planned for the centre may go ahead, said Eastman, adding its operating hours, which were 1 to 8 p.m. Monday to Friday, will shift to 3 to 8:30 p.m. “We’ll monitor that as we move forward.” On Tuesday, Scarborough-Rouge River Councillor Raymond Cho said he considers The SPOT a very successful program for area youth and he’s determined to keep it going. “If everyone can work hard, I think we can save this great project,” he said. Though it was built partly through a grant from the province’s Youth Challenge Fund, Scarborough-Rouge River MPP Bas Balkissoon said The SPOT isn’t a provincial facility.

daycare only supports a small number of families, Roxanne James, the Conservative MP for Scarborough Centre, said at the announcement. Asked if she thought every family in her riding which wants child care could get it, James said each family has different needs. “Scarborough is a very modest income area and the money the government is giving back to families is going to help them tremendously,” James said. Dan Harris, the New Democrat MP in the riding, Scarborough Southwest, which Poilievre visited, said the increased payments for children under six - $1,920 a year - might buy parents a month of childcare. “What about the other 11 months?” he asked, adding the NDP would create a million childcare spaces at $15 a day over the next four years.

Canada’s Conservative government is on a mission to find parents and give them money. Employment and Social Development Minister Pierre Poilievre, visiting the West Scarborough Neighbourhood Community Centre with a federal election day less than six months away, talked about increases to the Universal Childcare Benefit. The government is bumping up its $100 support for children under six to $160 a month, Poilievre said, and introducing $60-a-month payments for children from ages six to 17. But there was “troubling news,” he said: around 200,000 families might not get a lump sum payment of $500 in July, covering this year’s increases, because they’re not registered for the payments. And they must register in the next month, said Poilievre, pledging to tour the country
in coming weeks, “anywhere there are parents and kids,” just to register families including 32,000 in Toronto he said aren’t in the database - for the program. As some parents played quietly with their children behind him at the centre on Thursday, Poilievre also defended the Conservatives’ decision to give Canadian families cash instead of a universal childcare program. “We know that the real childcare experts are mom and dad,” he said, adding the payments help every family while a childcare program does nothing for most. Until Paul Martin’s minority government fell in 2005, the federal Liberals promised and tried to arrange a national childcare program. Poilievre called this a “big government daycare program” and said it was an expensive bureaucracy which “ultimately did nothing” to help families with stay-at-home parents, or nannies or grandparents caring for their children. The final game against the Gloucester-Cumberland Stars went into double overtime before the Sharks managed to notch a 2-1 win. The winning goal for
the Sharks was scored by defenceman Aine StephenConlan. Shark centre Tyanna King scored the goal to tie the game late in the second period.

Titans U14 girls take U of T tourney The Scarborough Titans Titanium U14 girls’ volleyball team took top spot at the University of Toronto tournament held earlier this month.
The girls won nine of 12 sets at the tourney and played against teams from Toronto, London, Halton and Aurora. This is their fifth medal
in five tournaments since January. The girls play next at the Ontario Volleyball Association Championships at RIM Park in Waterloo this weekend.

Top wheelchair hoopsters at national championships Many of Canada’s top wheelchair basketball players will be coming to Scarborough this weekend, but they won’t be playing for their country this time: they’ll be battling each other. The Canadian Wheelchair Basketball League will be holding its national championship at Scarborough’s Toronto Pan Am Sport Centre, at Morningside Avenue and
Military Trail, Friday to Sunday. The public is invited to check it out; admission is free. Featuring the top nine club teams from across Canada, including Scarborough’s Variety Village, the tournament is being hosted by Wheelchair Basketball Canada at the home of its worldleading National Academy, currently being used by
Canada’s elite high performance athletes to prepare for the Toronto 2015 Parapan American Games. The tournament is open to male and female participants and features some of Canada’s best wheelchair basketball athletes – with and without disabilities – making it the ultimate showcase of the inclusive nature of the sport.

Mark Saunders says maintaining public trust is among his top priorities as he prepares to take over as Toronto’s police chief at the end of the month. “Once I’m sworn in I’ll go into more detail, but I can tell you public trust right now is something that is very impor-
tant to me,” he told reporters during a news conference Monday. “I really do think that we need to have more sit downs, we need to have more conversations, we need to have more open dialogue, and I think that that will afford us a better opportunity to decide what is best for the city.” Saunders, currently deputy chief in charge of specialized
operations command, will replace chief Bill Blair, whose contract ends April 25. Police services board chair Alok Mukherjee said the board undertook “a very intense and vigorous process” to select the new chief. Some of the issues the new chief will tackle include carding, racial profiling, police interactions with people in crisis and policing costs. Saunders, a 32-year veteran of the service, was unit commander of the homicide squad before being appointed deputy chief. He had also served stints on professional standards, the drug squad, the emergency task force and the urban street gang unit. Mayor John Tory said Saunders’ “wide-ranging” policing career gave him the police experience the board was looking for. “But beyond that, we were also looking for somebody who could help us to modernize policing,”
he said. Saunders said that in the coming weeks he would lay out a “full-scale road map” on where he’d like to take the service. “I love this city for what it stands for. The fact that we have over 140 different cultures and that we live peacefully together is a testament of what great citizens we have,” he said. When asked if he was open to eliminating carding, Saunders replied, “I’m open to what’s going to be best for the city.” Saunders, a father of four, lives in the west end of the city and holds a Bachelor of Arts degree in Justice Studies from Guelph Humber University. He will become the city’s first black police chief.

The Toronto Police Service has signed a four-year contract with its employees that will see an 8.35 per cent total wage increase, and some rollbacks on various benefits and entitlements that will save about $203.5 million. Mayor John Tory said the deal, with relatively modest pay increases year to year and other savings, should be a model for other contracts the city signs with its unionized workers. The contract sees annual pay increases of 2.75 per cent, 1.95 per cent, 1.9 per cent and 1.75 per cent. The agreement will also eliminate the sick pay gratuity for new employees, and an additional vacation payout on retirement, starting in 2016. That payout was a payout in addition to vacation pay earned to the date.

In 2013, Zigomanis was being sought by police from 55 Division for two counts of assault causing bodily harm and one count of uttering death threats for allegedly assaulting two women over a money dispute.
