MPPs want provincial supervisor for TSH MIKE ADLER madler@insidetoronto.com Scarborough MPPs Soo Wong and Bas Balkissoon last week denounced the board and senior managers of The Scarborough Hospital (TSH) as lacking all community confidence, asking
Ontario Health Minister Deb Matthews to put the hospital under direct provincial supervision. In a letter, the two Liberal MPPs told Matthews the hospital board has consistently not been accountable or transparent in dealings with the public.
“Its members are ineffective, divisive and are not responsive to the community concerns and needs,” added the April 17 letter, which The Scarborough Mirror has obtained. Wo n g , r e p r e s e n t i n g Scarborough-Agincourt, and Balkissoon, MPP for
Scarborough-Rouge River, also said they have no confidence in the hospital’s senior management team, whose members they say in the letter that the community doesn’t trust. In an interview Wednesday, April 24, Wong said she talked to TSH nurses and doctors,

Two men have been charged with stunt driving after they were clocked driving more than 50 km/h over the speed limit in Scarborough. Police allege a 2002 BMW 320i was travelling 114 km/h in a 60 km/h zone on Sheppard Avenue at Meadowvale Road at 10:38 p.m. Friday. At 12:55 a.m. Monday, a 2013 Chrysler 200 was clocked at 113 km/h in a 50 km/h zone on Midland Avenue at Rural Avenue. Both motorists, ages 25 and 26, had their licence suspended and vehicles impounded for seven days. Rouge High school soccer action in Scarborough Valley hosts organ donation campaign A campaign to register people for organ donations this week is a success at Rouge Valley Health System, and part of the credit should go to Brandon Gibson. Gibson, 20, got a double lung transplant in 2006 that allowed him to live his high school years in Scarborough “pretty much like any other teenager.” Unfortunately, his body began rejecting his new lungs and he has had to rejoin the long list of Ontarians waiting for donors. “Little things, like walking up the stairs, became harder,” Gibson, who recently moved to Pickering said this week in a RVHS release. here’s an old joke that there are two seasons in Toronto: winter and road construction. Except, it’s no joke when roads are closed and streets are clogged with frustrated drivers and transit riders either crawling through traffic or tearing through residential streets looking for detours. Like the weather, road construction in Toronto cannot be avoided; it must be endured. While the road closures and traffic jams may make our blood boil, there is no alternative. The city has a limited window of good weather in which to do the work and given the toll winter takes on major roads such as the Don Valley and Gardiner expressways, it be done to keep the roads our view must safe. This year the City of Toronto will City offers spend $155 million to keep roads bridges in good repair and tools to avoid and improve the quality of streets in traffic tie-ups need. Major projects will include Keele Street between Falstaff and Arrowsmith avenues; and Leslie Street from York Mills Road to Lawrence Avenue. As usual, there will also be closures of the DVP and Gardiner for maintenance. With concerns about its safety mounting over the past few months, an additional $17 million has been earmarked for structural repairs and safety work on the Gardiner. Though it may cause traffic congestion, the city would be negligent not to do the work. What construction season in Toronto does not need to be, however, is a nightmare for road users. The city has lots of information on road work on its website. Ongoing and emergency construction updates can be found at www.toronto.ca/torontostreets Even more helpful for those trying to navigate the construction is the city’s new T.O. INview, which has info on all the work going on the city on a ward-byward basis, and ways to avoid traffic tie ups. It can be accessed at www.toronto.ca/inview The site also lets residents weigh in on the works and get involved in planning and setting priorities. It’s easy to sit in your car leaning on the horn complaining about road construction, but as a form of civic engagement it’s useless. Do something good for yourself and your community instead, and take advantage of the opportunities offered by the city.

The perils of not articulating a transit vision
W
atching the discussion on transit funding leaves the impression that it is all about getting someone else to pay. While versions of this unedifying spectacle probably have been around since democracy was born in ancient Athens, in the case of Toronto’s transit funding, our debate will lead provincial decision makers to the conclusion that Queen’s Park needs to dictate our funding and responsibilities. Although politicians swear they never pay attention to polls, the correlation is amazing between councillors’ positions and that of their constituents, as reported by the latest IpsosReid transportation survey. For example, almost 60 per cent of Scarborough and Etobicoke residents use the car as their primary means of transportation. These districts are the least supportive of highway tolls, a fuel tax or vehicle registration tax. Not coincidentally, these areas form the bedrock of
david soknacki beyond the headlines Ford Nation. Residents in Toronto’s core have very different ways of getting around. A surprising 18 per cent report they move mainly by walking, and six per cent by bike. These figures are at least three times higher than most of Toronto’s suburbs. Almost half of downtowners describe their primary means of transportation to be public transit, while only one quarter use the car. These differences are even more remarkable when one compares them to travel patterns outside of Toronto. So it is not surprising that downtown residents and their councillors advocate prioritizing public transit, cycling and pedestrian infrastructure through payments made mostly by motorists. Nor is it startling that motorists, mostly suburbanites, are not enthusiastic about paying more for
some else’s mode of transport. Downtowners and suburbanites only come together when they find someone else to pay – for example through development charges – or when they agree that they are overburdened by income or property taxes. Complicating matters are tax policies that no longer connect revenues with services. Purchase an average car for $25,000, for example, and your $3,250 in HST goes to the federal and provincial governments. Ditto for the amounts you pay for insurance and repair. Fill up the tank with 60 litres at $1.22 per litre, and about onethird of your total goes in taxes, $10.40 to the federal government, and $13.94 to the province. Nothing goes directly to the municipalities. As a result, motorists do pay for the privilege of driving. It’s just that they don’t pay motoring taxes to municipalities. Neither the
federal nor provincial governments wish to give any but a small portion of those taxes to municipalities. But city dwellers look mostly to council to address their road and transit needs. As everyone looks for someone else to pay, moving around in our cities has become a problem. Since Toronto Council will not decide on how to finance transit, and has shown itself unable to articulate a vision on transit, the provincial government, through its transit agency Metrolinx, has no choice but to step in. While it is human nature to want someone else to pay, and self-preservation to let someone else take the responsibility, the need to have our transit and transportation system fixed by Queen’s Park will not go down in history as one of our great moments.

here is a hierarchy of sin that mayors can commit while in office. At the summit would be actual crime — murder, drunk driving, theft and so on — and it shades down from there, through corruption, conflicts of interest, truancy, extramarital affairs, and so on. Near the bottom of that list of sins, surely, is the old-fashioned gaffe. Which is a good thing — of all the things a mayor can do wrong, mis-speaking in an unintentionally amusing way is surely at the bottom. Which is not to say it is without its impact. Former Mayor Mel Lastman’s bad joke about being boiled alive by natives prior to pitching the Olympics in Africa embarrassed the country and gave a pretext to send the Olympics to Bejing. When former mayor David Miller made a joke about police officers in jail with his London counterpart... well, it upset then-

And when Mayor Rob Ford, on his Sunday radio show, suggested that “females” who wanted to get into politics should call him at home so he might explain how politics works to them over coffee... well, it was good for a laugh. Yes, it’s kind of old-fashioned to talk about women as “females,” and as some have pointed out, more than a little condescending to suggest that women might need to have politics explained to them. And asking women to call you at home to schedule a coffee date? The less said about that the better. The beauty of the gaffe is how revealing it is — how it completes the warts-andall picture of our elected representatives. Lastman was, and is, that uncle who blurts politi-
cally-incorrect things over dinner. Miller was, and is, a left-of-centre Torontonian with a disdain for police who dip toe in corruption. And Ford? Well, he’s got old-fashioned ideas on gender, and also is excited about getting elected. It’s laudable enough, although not entirely a generous enthusiasm: Ford also understands the value of mentoring new politicians as a way of shoring up his vote on council. He doesn’t understand how we expect men to speak about women these days. But the mayor has had a very rough year or two, and has worn sins that climb considerably higher up the tree than this one — which really is nothing but a revelation of something that has been apparent for years now.

ajor road construction taking place on Kingston Road will at last revitalize one of the city’s busiest thoroughfares says a Scarborough city councillor. Although work on Kingston Road started in early April it will not be completed until 2014, said Gary Crawford. Over that time the stretch of road between Victoria Park Avenue and Birchmount Road, will undergo a complete a overhaul. closer The conlook struction projInside ect will take Toronto approximately 18 months over two construction seasons to complete. Work, which is already underway, will take place in stages starting with replacing the watermain underneath Birchmount, which spans underground for several blocks, as well as storm sewer construction. Following that, the reconstruction of Kingston Road will begin, which includes new sidewalks and curbs, streetscaping improvements and the installation of street furniture and traffic signals along the long-neglected road, said Crawford. Landscaping “During the reconstruction we’re doing a complete revitalization which will include: road surfaces, sidewalks, street landscaping and other beautifying aspects,” he said. “The road is just falling apart, it’s absolutely time.” The first stage of work will take place this year between Birchmount Road and Warden Avenue, with the remaining construction from Warden to Victoria Park avenues scheduled for completion in late 2014. The work is part of an overall improvement plan for Kingston Road, which when completed promises to transform the Scarborough roadway into

a “catalyst” for new business and development,” said Crawford. “This revitalization will hopefully entice developers to build condos and townhomes right on Kingston Road,” he said. He said developers have already approached him regarding building on the site of the old Alpine Hotel, which is located east of Victoria Park Avenue. A six-storey condominium project has already been approved for Queensbury Avenue. The work also coincides with the TTC’s scheduled track work replacement along the Kingston Road streetcar line west of Victoria Park which is scheduled to begin in June. “That’s going to add more of a headache because once you hit Victoria Park, Kingston Road is going to be closed,” said Crawford. TTC spokesperson, Diego Sinagoga, said the lane closures are required during the construction period, so that workers will have enough room to store and lay new track, which is needed to accommodate the new, larger streetcars
currently undergoing testing. “We will have to shut down two lanes of traffic to allow for excavations and provide a working area for contractors. The eastbound lane will be maintained for traffic,” said Sinagoga. Though Crawford wasn’t notified by the TTC about the required streetcar trackwork until late April he said he supports the plan to do the two construction projects at the same time – despite the disruption for residents and business owners – in order to
shorten the construction time period. “At least when it’s all done, it’s done,” he said. “But if we want to fix the roads there will have to be some short-term pain.” Police patrols While Crawford said he expected motorists to find different routes to bypass the construction scene on Kingston, more Toronto police will be patrolling side streets to discourage speeding and illegal left turns.
Heavier traffic patterns have already been witnessed along Queensbury, Clonmore Drive and Gerrard Street East, particularly during rush hour. Funding city’s infrastructure a necessity How do you repair and maintain $10 billion worth of city infrastructure despite a sizeable funding gap? That’s the question the city’s Transportation Services department struggles to answer. Under director Stephen Buckley, the department is responsible for Toronto’s 5,300 kilometres of roadway, 7,100 kilometres of sidewalks, 500 bridges and 600 pedestrian crossings. The department also oversees around 400 kilometres in bike lanes and paths, 2,200 traffic signals and an estimated one million traffic signs. It issues around 100,000 permits in a given year. Despite widespread a g re e m e n t t h a t we l l mainintained infrastructure is critical to Toronto’s continued growth Buckley, said convincing is required on the part of elected officials. It would likely take at least $500 million per year just to adequately maintain Toronto’s road and transportation infrastructure over the next quarter century. In 2013, the transportation department’s entire budget was just under $330 million. A funding deficit persists despite escalating traffic gridlock and congestion, which has ended up costing the city billions in lost productivity, said Councillor John Parker, who said the city can prosper through investing in infrastructure and better public transit. For the construction projects underway, a further challenge is convincing people to tolerate months of inconvenience. B e a c h e s - E a s t Yo r k Councillor Mary-Margaret McMahon said city agencies can do a better job on selling the benefits of repairs to the local community. “Get that message and story out there that, yes, it’s going to be a lot of pain, but there will be a big gain at the end and we’ll have a much more beautiful street,” McMahon said. – Rahul Gupta

Finding city’s history through online maps JUSTIN SKINNER jskinner@insidetoronto.com The demolition of a 120-yearold building near Front and Bathurst streets helped spawn a labour of love for downtown resident Nathan Ng. Ng’s favourite climbing gym was housed inside the building, which was being torn down to make way for condos. He decided to research the history of the venerable building and, in so doing, came across a collection of Victorian-era maps of early Toronto. “I loved looking at the old maps because there was an artistic quality to things,” he said. “It’s like when you see old buildings with that fine architectural detail people don’t include today because it’s too expensive; the earlier maps have a certain craftsmanship to them.” The maps were handcrafted without the aid of aerial views, which underscores the work that went into
the making of each. Ng loved poring over the old maps, but was frustrated over having to constantly visit the Toronto Reference Library to access them. Because the maps are in the public domain, he started a website, Historical Maps of Toronto, to give everyone access to the materials. “I originally just had a few maps I wanted to put online, but I kept adding one more map, one more map,” Ng said. The maps were initially created for a variety of purposes – topographical, military, real estate – meaning they each help shed a little more light on the city’s history. “What I found interesting was that the maps were subjective things,” Ng said. “They’re an abstraction of what was there at the time and they only show what was on the mapmakers’ minds.” The maps are categorized by era, with a focus on the establishment of the city from

Toronto’s main business and commercial section ran from Princess Street to Bay Street and extended to the water’s edge with wharves and warehouses.
1787 to 1820, expansion from 1820 to 1850, the boom era from 1850 to 1862 and the emerging metropolis from 1862 to 1902. Looking through the eras, it is possible to see the evo-
lution of Toronto from the time the British purchased the land from First Nations people through the creation of the grid system in downtown Toronto to the beginnings of an actual city spanning from
Lake Ontario north to St. Clair Avenue. “In a lot of the earlier maps, you see just how small the city was,” Ng said. “Everything north of Queen Street was farmland or forest and all the historic lands south of Front Street were just lake before.” While some of the buildings on the later maps still exist today, they are the exception rather than the rule. Historical Maps of Toronto piqued the interest of historian Stephen Otto, with whom Ng teamed up to start a second website highlighting the history of Fort York and the lands around the since-
buried Garrison Creek. That site, dubbed Fort York and Garrison Common Maps, showcases the old fort, the waterfront, the Exhibition Grounds and the surrounding area. “When you look at history through these maps, it’s a powerful way of storytelling,” Ng said. “(Fort York) has a fairly convoluted and twisty history when you look at that site and all the lands surrounding it.” The two sites are not intended as an authoritative history of Toronto – Ng admitted Toronto historians are likely familiar with the city’s past – but they serve as an entry point for those interested in the city’s past. “I hope they’re interesting for anyone who’s interested in the history of the city,” he said. Youth council provides lesson in democracy Global Youth Services Day volunteer fair planned DAVID NICKLE dnickle@insidetoronto.com They meet once a month in Toronto Council chambers – debating matters of municipal import, from tax levels to grants to public transit and community services. They sit on committees that deal with public works, urban planning and even on community councils looking after local matters for their part of the city. And they’re all elected. But don’t confuse them with Toronto Council, with its partisan politics, controversial mayor and fishbowl media gallery. The City Youth Council of Toronto is learning how politics work on their own terms. “We take an educational form to it,” said Tyler Johnson, the founder of the youth council. “I work in education and I believe that the civics courses in school aren’t enough. “They barely skim the topic of politics and they don’t talk about the intricacies of what actually
happens at city hall – how it effects change.” Johnson founded the council following a stint as a part of the more venerable Toronto Youth Cabinet – a city-wide group of young people who work as an advocacy group for youth issues. The council is not the cabinet, and Johnson is careful to differentiate it. For one thing, the council is elected, in each of the 44 wards. ‘Downtown core’ “I felt there needed to be democratic and geographic representation of youth in Toronto,” he said. “In the youth cabinet... there’s only a certain number of youth who are represented in that group... and they mostly come from the downtown core, as opposed to Etobicoke, Scarborough and North York.” The councillors sit for two-year terms, and the rules for running are simple: they’ve got to either live or attend school in the ward that they represent.
As a result, they don’t have a full roster of councillors quite yet – there are 11 vacancies at present – and will be holding byelections. The biggest gap, said Johnson, is in Etobicoke. “We’ve done research in terms of how many youth are in each ward, and Etobicoke has the lowest youth population in the city, so it’s been difficult to mobilize youth in that area,” he said. “Our only outreach has been through the schools, and in the libraries and community centres.” The purpose of the exercise is primarily educational – but there is an element of activism to the activity as well. During the last budget deliberations, youth councillors were a strong presence at the public hearings. And the group also comes forward with motions based on ideas they’ve researched. Depending on the merits, those motions can make their way onto the council agenda. “There’s one motion going to

Executive committee defers decision on transit funding tools DAVID NICKLE dnickle@insidetoronto.com Mayor Rob Ford’s executive committee has put off talking about transit revenue tools for a month — literally the day after Metrolinx is to meet to talk about the GTA-wide revenue tools it will recommend to pay for the $50 billion Big Move transit expansion. The report that the committee voted to defer 6-4 was intended to provide input to that recommendation. City manager Joe Pennachetti had said the city should endorse a few revenue tools, such as a parking levee, a regional sales tax and eventually road tolls and a re-introduced vehicle registration tax. Mayor Ford, however, made it clear he was having none of it. “I guarantee hell will freeze over before I support these taxes,” said Ford, who went on to cite provincial spending scandals such as the power plant cancellations, ORNG E and e-Health. “Talk about legacies — that’s a complete disaster. Let’s get every level of government running efficiently,” before going to taxpayers for more money.
“People cannot afford the taxes,” he said. “We have to find alternative ways of doing this and implementing new taxes is not the way. This is completely ass-backward how we’re doing things.” Ford pointed out that it was also always possible that the Liberal minority government might collapse when it tabled its budget in early May — making the revenue tool debate moot. Ford made the comments in the midst of a spirited debate at the executive committee. opposed Councillors Denzil MinnanWong, Jaye Robinson, Paul Ainslie and Peter Milczyn opposed the move to defer the matter. Scarborough Southwest Councillor Gary Crawford voted with the mayor. “You know, I do understand that the issue of revenue tools is something we need to look at — I get that,” he said. “My concern was that this is something the province needs to be dealing with. They should make the decisions on what tools they want and come back to us. It seems

MPPs’ letter rejects integration talks between TSH and RVHS >>>from page 1 in either the current TSH administration or its board, said Wong. Both MPPs were at a late February forum organized by critics of cost-saving proposals for the hospital, which faced a reported shortfall of $17 million and was planning to divide surgical services between its Birchmount and General campus and merge maternal and newborn programs at both campuses into a single centre within the Birchmount. Matthews publicly supported Wong’s call for a review of the program-consolidating proposals, and at a meeting last month the board of the Central East Local Health Integration Network - the province’s regional overseer for health-care delivery ordered them halted until after a 90-day review. The LHIN also ordered the hospital and Rouge Valley Health System into a partnership to produce a “integration plan” over the next six months, as well as a plan for delivering maternal
and newborn care within Scarborough. The LHIN set these processes in motion and is overseeing them, “therefore, a provincially-appointed supervisor is not required,” TSH chief executive officer Dr. John Wright said in a statement Wednesday in response to the MPPs’ letter. Wright said the hospital board and administration support the LHIN’s directions. “Our focus is to improve client access to high quality services, create a readiness for future health system transformation and make the best use of the public’s investment,” the statement added. Wong, however, said the current TSH board is not effective enough to implement the LHIN’s orders and a new CEO, Robert Biron, due to arrive at TSH and assume his duties next month, won’t be able to handle the situation without help. The MPPs’ letter rejects integrations between TSH and RVHS and said the motions passed by the LHIN board “fall
short of what is required.” This week, Wong said possible integrations or amalgamation between the two hospitals in Scarborough were unpopular with her constituents. A provincial supervisor was appointed for TSH in 2007 after a dispute over community representation on the board resulted in a court victory for an Agincourt resident, Lai Chu. The supervisor was Rob Devitt, CEO of Toronto East General Hospital in East York, who effectively ran both hospitals until control was restored to the TSH board and a new CEO, Wright, was appointed in 2008. Wright and Devitt later launched a study on a possible merger of their hospitals, but it was shelved last year, some months before Wright announced he would not seek another term. On Tuesday, Lawrence Dawkins, president of the riding’s provincial Liberal association said he hasn’t seen Best since February. A snap election is possible after Wynne’s minority government introduces its budget next week, but Best has not been nominated to run in the riding and with no word from her despite inquiries from the association, a nomination date cannot be called, Dawkins said. “She hasn’t mentioned to anyone she is or isn’t going to run,” he explained. “I think we’re in pretty good standing (to run a campaign). former Scarborough MPP who chose Best to be her successor in 2007 when she decided not to run again, said she hasn’t spoken to Best and doesn’t want to speculate about what has happened, but wishes her well. “I hope she will find herself able to resume her duties in the very near future,” Chambers said. Best won the new Scarborough-Guildwood seat for Dalton McGuinty’s Liberals in 2007 and was
immediately appointed to cabinet as minister of health promotion. She served as consumer affairs minister after her second election victory. Wynne, however, dropped Best from cabinet in February after she won the Liberal leadership. Though the cabinet expanded, Best was the only minister demoted, leading to public sympathy from people who thought she had been wronged. Sa m u e l G e t a c h e w, a Scarborough resident who had received advice from Best, praised her abilities in a blog entry and said her demotion didn’t make sense. Ad i t y a Iye r, a n o t h e r Scarborough man, helped Best with campaign communications and later worked for a year at her constituency office. In February, he wrote a letter to this newspaper praising Best and criticizing her demotion. Best is well-liked in the community, and people had considerable pride in her being a minister, Iyer said.

NORM NELSON nnelson@insidetoronto.com Scarborough’s Neil McNeil Catholic Secondary School is hosting one of Canada’s largest high school track and field meets at Etobicoke’s Centennial Stadium this Saturday from 9 a.m. to about 6 p.m. “This is the 40th anniversary of the Nike/John Rowland Memorial Games in honour of John Rowland, a former phys ed head at Neil McNeil,” explained Steve Masterson, a longtime teacher at Neil McNeil who has organized the meet for the past 31 years with colleague Al Baigent, a past recipient of a Prime Minister’s Award for Teaching Excellence, who is now retired, but is still very much helping out. “The Nike/John Rowland Memorial Games is the largest continuous single day high
school meet in Canada. “Over the years we have had on average over 100 teams attend comprising 1,500 to 1,750 athletes. One year we were actually over 2,000.” Nike 3,000 The premier event, added Masterson, is “the prestigious Nike 3,000 Invitational.” “In this race the top 20 male and female athletes from the OFSAA (Ontario Federation of School Athletic Associations) cross country championships are extended an invitation. Olympian Kevin Sullivan competed in this meet starting as a Grade 9 athlete.” Other track events include the 100-metre sprint hurdles, 1,500 metres and the relays. “All field events except pole vault are offered,” he said. This year, he said, the run-
ning of the meet – and, in fact, Neil McNeil’s vaunted track program – have been handed off to two Neil McNeil teachers, Jason Wood and Ashley Masterson. “After 21 years as head track coach I transferred those duties to Ashley and Jason this year,” said Steve Masterson. “Jason looks after middle distance and Ashley minds the throwers and all the paper work. Ashley, who is my oldest daughter, has now been involved in the school program for the last five years. Jason, who is one of my former student athletes at Jean Vanier, came to Neil three years ago after a 10 year teaching/coaching stint in Memphis Tennessee where he was twice named the state high school coach of the year.”

Toffoli, Stewart set for upcoming AHL playoffs NORM NELSON nnelson@insidetoronto.com Tyler Toffoli is about to enjoy the post season – but not with the Los Angeles Kings. The Kings sent the rookie pro, who turned 21 yesterday, back to their American Hockey League (AHL) affiliate Manchester Monarchs last Friday to assist them with
their playoff drive. And he did, literally. With Toffoli in the lineup Manchester won on both Friday and Saturday to clinch a playoff spot and then closed out the regular season Sunday with a meaningless loss. Toffoli, who first started playing hockey with the Scarborough Hockey Association, registered an
assist in each game. The previous Friday, he had been named the AHL rookie of the year and his final regular season totals were 51 points (28 goals, 23 assists) in 58 games, still good enough for 30th in the league and fifth among rookies. Toffoli contributed five points (two goals, three assists) in eight games with
the Kings but had been a healthy scratch for eight games after that. Also with Manchester is Scarborough’s Anthony Stewart, 28, who also went to Birchmount Park Collegiate. He had a quiet campaign with just seven points (four goals, three assists) in 30 games and was a minus-five. His younger brother Chris
Stewart, 25, who went to West Hill Collegiate, on the other hand, is in the midst of a decent campaign for the St. Louis Blues with 34 points (18 goals, 16 assists) in 46 games. Manchester opens up their best of five quarterfinal series Saturday, April 27, against second seed Providence Bruins.

Loving father of Zenaida (Rabadon), Rolando (Zenaida), Marites (Sonny Acosta), Evelyn (Romy Pagdanganan), Elizabeth (Redentor Cabrera), Gene (Lyn), Richard (Christine), Carina Hernandez (Tim Lang), Glenda Sajonas (Raj Roopansingh), Mike (Arlyn Dadufalza), Michelle SajonasBoswell (Ken) and predeceased by sons Alfredo and Jon, who are survived by their spouses Conchita and Ellen Teodoro. Ponciano was a warm and beloved grandfather to his 38 grandchildren and 18 greatgrandchildren. He will be sadly missed by his many siblings and their families and by his multitude of friends. The family will receive friends at the Ogden Funeral Home, 4164 Sheppard Avenue East, Toronto (east of Kennedy Rd.) on Friday from 5-9 p.m. Funeral Mass to be celebrated at St. Martin de Porres Catholic Church, 4179 Lawrence Ave. E., Toronto, on Saturday at 10 a.m. Interment in the Philippines. Key factors affect insurance rate Shopping for a home can be a fun experience, but with the numerous associated expenses it can be stressful as well. One item that homebuyers rarely consider is the cost to insure the potential new home. “Things like having to replace some flooring or kitchen cabinets may sway a homebuyer's decision, but the cost of insuring the home is rarely considered,” says Wayne Ross from Aviva Canada. “What many homebuyers don't realize is that by considering a couple of additional factors in their buying decision, they can easily save a few hundred dollars on their insurance costs every year.” Ross suggests looking into a few key factors before making the big purchase: • Location – If you live in a low-crime area you'll pay a lower premium. • Proximity to fire protection – Homeowners who live close to a fire hydrant or fire station will pay lower premiums as a result of decreased fire risk. • Heating – Do you use oil, gas or electric? If you heat with oil, or own a wood stove, you'll likely also burn more money on your insurance premium. • Wiring – Do you have breakers or fuses? Old wiring? Low electricity flow coming into the house? Answers to these questions will affect your insurance costs and

Greater Toronto realtors reported 4,260 sales through the TorontoMLS system during the first 14 days of April, representing a slight dip of less than one per cent compared to the same period in 2012. The reported sales figure did benefit from one extra working day compared to last year, because Good Friday in 2012 fell in April. “April sales to date, which were driven by strong growth in single-detached home sales in the regions surrounding Toronto, represent a positive start to the spring market,” says Toronto Real Estate Board President Ann Hannah. “Because market conditions have remained tight, we continue to see average price growth well above
the rate of inflation for many home types.” The average selling price for April mid-month sales was $527,397 – up 4.3 per cent compared to $505,617 in 2012. Rates of average price growth were similar for the City of Toronto and the surrounding regions under the TREB market area. “The annual rate of price growth so far in April is actually above TREB’s forecast of 3.5 per cent for 2013. Strong growth in the average condo apartment price in the City of Toronto was a key driver in this regard,” says Jason Mercer, the Toronto Real Estate Board’s Senior Manager of Market Analysis.

Moving is the third most stressful event in life, following death and divorce. But a well-timed move can reduce stress and save money. Moving during certain times of the year can result in considerable savings. Moving during the summer, when children are out of school and the weather is nice, can make a move more manageable. Keep in mind that because late spring and summer are the peak moving seasons, they also tend to be more expensive. Many moving companies and truck rental agencies will charge a premium if you use their services during the summer. Furthermore, crews may change in the summer when students on vacation could fill in for regular, more experienced movers. High prices are not only reserved for those who buy a new house during the spring and summer. Renters may find spring and summer is also the peak season for rentals. Many apartment managers can attest that the dates between June 2 and August 30 are quite busy in terms of apartment turnover. College students are more likely to move as soon as the academic year ends, and many landlords plan leases to expire in the summer months to ensure that rerenting places will be easier thanks to a flooded apartment market, therefore it can be harder to secure a moving truck or professionals. People sitting with homes on the market
are also more likely to negotiate during cooler months when foot traffic has fizzled out. That can make shopping for a home in the fall advantageous to home buyers. Here are some other tips to reduce stress and save money when moving into a new home or apartment. Move mid-week. Weekends are a prime time for truck rentals and moving companies. Pick a Tuesday or a Wednesday to move, and you’re much more likely to find an available moving service (even during peak moving months); you may even be able to negotiate a lower rate. Pick a mid-month moving date. Many people move at the beginning of the month when leases are up or after mortgage payments are made. Fewer people move in the middle of the month, so you might find more affordable moving deals if you can wait a few extra weeks. Schedule a fall or winter move. Half of all moves occur during one-third of the year – between the beginning of May and Labor Day. Beat the rush by moving outside of these dates. Get an early start. Many people underestimate the amount of time it takes to actually move their belongings.
