A woman from an Afghan women’s group said she sponsored a couple who were in Kenya, and it took six years to bring them here. “By that time, two kids were born (to them),” she said. A man spoke of asylum seekers who arrived by ship – possibly Tamils on the MV Sun Sea, seized off Canada’s west coast – who “are considered to be criminals” and are still in legal limbo six years later. Virani, who is federal Immigration Minister John McCallum’s parliamentary secretary and himself a former

refugee, told the audience there are competing refugee crises in the world, and Canada is trying to ensure its humanitarian efforts are “not just focused on one country.” ‘lost in the shuffle’ Canadians need to hear there are many other refugees who need their help, the MP said, suggesting people who privately sponsored Syrians could consider sponsoring a refugee family from Congo, Sudan or Eritrea. He acknowledged some refugee cases have been “lost in the shuffle,” and that is unfair, adding the new government wants decisions quicker. Both MPs said McCallum is trying to cut immigration processing times and back-

logs, especially for spousal sponsorship, which can take 17 months or more, and four years in some countries, a figure Virani called “atrocious.” Zahid, a member of the House of Commons immigration committee, said McCallum’s goal is to cut the wait for spousal sponsorship down to six months. The new government is raising emigration for family members from 5,000 to 20,000 this year, understanding, Zahid said, that people “cannot work here with their full mind” until families are reunited. “We really feel that pain, and you will see very soon, we’ll work on that.” Virani said the Liberals will also reduce the required waiting time before a citizenship application from four back to three years.

New Democrats in Scarborough are expressing disappointment and anger after ex-MP Rathikia Sitsabaiesan announced she’s leaving the party to seek a byelection nomination as a Liberal. Sitsabaiesan, an activist in Malvern, won the federal Scarborough-Rouge River riding in 2011, a safe Liberal seat until then. The first Tamil-Canadian MP, she lost a bid last fall to be re-elected in a redistributed new riding, Scarborough North, which covered most of the same territory. On Saturday, Sitsabaiesan announced on Facebook she had decided to stand for nomination – as a Liberal – in the provincial ScarboroughRouge River riding left vacant last month by Bas Balkissoon. Sitsabaiesan’s message, w h i c h a rg u e s s h e h a d “always believed that being a principled progressive goes beyond partisanship,” got her a lot of likes, but also lots of criticism. One of the most caustic reactions came from Guled Arale, an Ontario NDP youth leader from Scarborough, who said Sitsabaiesan’s move left him “absolutely filled with disgust.” Arale’s post said jumping to the Liberals would be the biggest mistake of Sitsabaiesan’s political career. “Scarborough has continuously been screwed for decades by politicians that cared more about their pension then making a difference,” he wrote.

Rathikia Sitsabaiesan has announced she’s leaving the federal NDP to seek nomination as a Liberal in the provincial byelection that will take place in ScarboroughRouge River.

“I have known you for a few years and genuinely thought you cared about the lives of me and my fellow neighbors, but I guess all you really care about is getting elected.” Sitsabaiesan, who said she “did not make this decision lightly or without careful consideration,” praised in her message the Liberal government’s free-tuition policy for low-income post-secondary students, calling it “one of the most progressive policies we have ever seen in Canada.” A former employee of the University of Toronto’s student union, the former MP said she had always fought for students. Some people appeared to accept her conversion. Ryan Barber posted he was happy to see Sitsabaiesan returning to public life, “and proud to have you carry the provincial Liberal banner in Scarborough-Rouge River to ensure a truly progressive

candidate holds that seat.” Sitsabaiesan is not guaranteed the Liberal nod. A vice-president of the Ontario Liberals, Piragal Thiru, has already announced he will seek the nomination. On the weekend, Ryan Singh, the provincial party’s local riding association president, said “a number of people” had approached him about running. Sitsabaiesan’s interest “was news to me” until he read a news report, he said, but if true, “I think it clearly demonstrates the strength of the Ontario Liberal Party, and that the leadership of Kathleen Wynne that continues to build support across the province.” Details and dates for the nomination process haven’t been announced, said Singh, but the party has said the nomination will be open. The New Democrats are also pledging their nomination will be open and decided by the party’s local membership. “We are still in the midst of a candidate search process,” Provincial Secretary Karla Webber-Gallagher said. Neethan Shan, a former provincial party president who ran against Balkissoon for the NDP in two past elections but was recently elected a public school trustee in North Scarborough, said he’ll decide in the near future whether or not to seek the byelection nomination. “I’m certainly seriously considering it, and I’m being urged by many in the community to put my name forward, but I haven’t made a final decision yet,” said Shan.

Bloor bike lanes the correct path to improving safety

oronto councillors may feel they will have a tough decision to make when they meet next week. Absent any advice from the Public Works and Infrastructure Committee, councillors will have to decide whether to launch a pilot project on Bloor Street West to see whether a short stretch of that road can endure and maybe even benefit from a bikeway, separated from car and truck traffic. Watching the strained debate that took place Monday at the committee, one might think the decision would strain even the wisdom of King Solomon. Bloor Street is a significant east-west artery, and removing the lanes from car traffic will cut automotive access in half. At the same time, climate change and a growing population dictate that we cannot continue to encourage fossil our view fuel-burning cars and trucks in our downtown without offering safe alternatives. Yes, it’s another Dedicated battle of car versus bike. We hope that when this comes lanes make to Toronto council, councillors streets safer will stand down from the battlements and take a rational look at this very rational plan to consider expanding our city’s cycling network. The pilot project is just that – an experiment to see how Bloor Street and the surrounding neighbourhoods would fare if the city were to install cycling infrastructure similar to the separated bike lanes on Sherbourne Street, and on Richmond and Adelaide streets. The separated lanes have worked out well there, in some cases tripling the number of cyclists using the routes. That’s impressive enough. But there is another more immediate reason for trying separated lanes on Bloor. As it stands, the street is dangerous for cyclists. Between 2008 and 2012, the stretch of road in question – between Shaw Street and Avenue Road – has had an average of 22 collisions a year. Most of those were dooring, followed by a motorist trying to pass a cyclist and a motorist driving into a cyclist out of onstreet parking. Separated bike lanes would reduce those types of accidents. It would make all Torontonians safer. That, in and of itself, is worth a look when it comes to this pilot project. Council only has one choice.

Roots of Bombardier streetcar deal go back to 2009 When Toronto Transit Commission (TTC) chair Josh Colle and CEO Andy Byford stood up Monday to talk about Bombardier and the missing light rail vehicles, they didn’t want to dwell on the past. On the one hand, it’s an odd subject to avoid, given the trouble the city is having with its elusive new streetcars is very much a consequence of past decisions. On the other hand, the business of the day on Monday had nothing to do with repudiating past administrations, and everything to do with delivering Bombardier Transportation the most scathingly public single-star Yelp! review possible. Bombardier had it coming. The Montreal-based company should have, by the schedule of delivery, provided a total of 73 new streetcars delivered to the TTC by the end of 2015. Actually delivered in that time? Fourteen. And as of

david nickle the city today? Seventeen. There were problems, mostly to do with a decision by Bombardier to outsource production of some of the custom parts to Mexico. But Bombardier had assured the TTC that they were ironed out, and promised to have 54 delivered by the end of 2016. On Monday, Bombardier made it clear, via a new CEO, that if they work very hard they can guarantee 13 additional vehicles will be delivered by the end of the year. That means the TTC will likely have to refurbish even more of its stock of older streetcars, adding to the $34.1 million it’s already spending to do so because of the earlier backlog. Bombardier’s covering that much. But because of the contract the city signed,

it is only liable for $51 million in costs due to delay. It is here, of course, that one is led straight to the past – specifically, to 2009, when former mayor David Miller convened a special council meeting during a long civic strike, to ink the $1.2-billion deal with Bombardier that would eventually go so very wrong. Toronto paid a larger portion of the purchase price than it should have, as Ottawa turned down a request to pay for a third of the bill, and it came at the cost of deferring certain capital projects. It was a competitive bidding process, but an imperfect one, as the only serious competitor – the Germanowned manufacturer Siemens – struggled with Canadian content requirements and effectively disqualified itself with an untenably high bid. And Bombardier won the contract, with a requirement for only 25 per cent Canadian content and as it turns out a sweetheart of a

contract. It’s hard to say what Miller’s city government might have done differently. Perhaps held out for more bidders? Enforced a larger Can-Con rule to keep production out of Mexico, or done away with it entirely and forgone funding that was dependent on it? Or just paid hundreds of millions more for the same number of streetcars to a foreign-owned company with a good record? This, perhaps, is another reason why Byford and Colle aren’t too quick to blame the Miller regime for the decision. In the end, going with any of those options involved taking a chance on one of a range of options. And while it might not always turn out the case, in this case the least expensive, most tempting option, was the worst bet.

A man also got on, then followed her off the elevator, grabbed her, covered her mouth with his hand and sexually assaulted her. Police said the 17-year-old victim broke free and called for help, and the attacker ran away. A pedestrian was struck and killed by a car Friday evening on Victoria Park Avenue. Police say a 57-year-old woman was struck by a pickup truck, around 5:30 p.m. at the intersection of Victoria Park Avenue and Patrick Boulevard, just north of Sheppard Avenue. The woman was rushed to hospital but was later pronounced dead from her injuries. The driver remained on the scene, police said.


Future of art safe in hands of youth A large crowd of young people gather on a Friday evening in the Rotunda at the Scarborough Civic Centre. What brings them together? A forum, presented by Scarborough Arts’ Animating Democracy program, centred on this question: Is the future of arts and social engagement safe in the hands of young artists? Throughout the two-part, two-hour conversation a panel of respected Toronto artists and “artivists” engage with forum participants about a wide range of subjects. Topics like not having to sacrifice making a living for having a message as an artist; the influences of popular mainstream music and entertainment; the role of the education system in stimulating art for social change. What resonates the most, though, is the panel’s emphasis on the political power the arts hold. “I’m still a youth, I support myself in Toronto, I am a single mother,” shares panelist Lido Pimienta, an interdisciplinary

young artists in the room. “It’s not enough to get on stage and entertain people ...What is your why? What wakes you up in the morning? What keeps you up at night?” he asks. The ‘why’ to his art: his mom working graveyard shifts for 15 years to put food on the table and a roof over his head. Exiting the Rotunda, a piece of chart paper on the wall catches my attention. “What is the importance in allowing youth to express with the arts?” is scrawled on it in marker. “To free your mind and explore your creativity,” writes one participant. “So that they don’t express themselves in a negative way if they are feeling negative,” writes another. I know the future of arts and social engagement is looking bright in the hands of our young, local artists.

Morningside, and then north along the re-aligned Military Trail back to Morningside. Reports on several transit projects will reach Mayor John Tory’s executive committee in June, but it’s clear UTSC, which receives 700 TTC buses a day, will support a fast construction of the Crosstown East. The Master Plan also included a block of city and provincial lands south of Hwy. 401, suggesting some of those “strategically important” lands should find new use in the future as industrial, residential, or natural areas to complement campus development. The university also says the larger north campus has “the potential to accommodate a variety of partnership uses,” including “industry-university partnerships”.

he University of Toronto Scarborough is putting its Master Plan into action, which means it needs city approval. The university is sitting on a big block of undeveloped and underdeveloped land in northeast Scarborough. During the next few weeks, it will submit a plan to the City of Toronto for building its campus, the UTSC Secondary Plan, around a proposed lightrail line and a section of Military Trail, north of Ellesmere Road, turned into a pedestrian walkway. “The future of the campus lies to the north, where the parking lots and the intersection of Military Trail and Ellesmere will be transformed through new growth and development,” the Master Plan says. The Secondary Plan would take UTSC’s plan and make it city policy.

PROFOUND EFFECT

GROWTH WON’T STOP Whether or not the LRT line, an extension of the Eglinton Crosstown running east and north from Kennedy Station, is ever built, growth won’t stop on the campus. UTSC recently opened the Toronto Pan Am Sports Centre and a new Environmental Sciences building. It’s now said to be planning a hotelconference centre, a student residence, a social sciences centre, and other projects. City sought bike funding to no avail It turns out Toronto did apply to a provincial program for bike funding after all. Last week, Metroland Media Toronto reported the provincial government had handed out $10 million to 37 municipalities for cycling infrastructure, but nothing for Toronto. At the time it was unknown whether Toronto had applied for funding, which provides up to 50 per cent of the cost of a single project. This week, Toronto Cycling director Jacquelyn HaywardGulati confirmed $52,000 was sought to cover half the cost for an “Automatic Bike Counter Network to demonstrate the impact of the Toronto cycling network”. An on-and-off public transit meeting to discuss GO Transit’s expansion efforts in Old Riverdale is apparently on again. The meeting to be hosted by Metrolinx was supposed to have taken place this week. But travel issues and TorontoDanforth MPP Peter Tabuns getting stricken with the flu meant a second postponement. Ontario’s annual awards for promoting locally-grown food have recognized 65 grocery stores and two companies this year. The Foodland Ontario Retailer Awards celebrate stores that use new ideas, creative displays and innovative promotions to increase awareness and sales of Ontario-grown fruits and vegetables. The 2016 award winners were announced Friday, April 8. Awards were handed out in five categories, including Foodland Ontario Award of Excellence, which honoured four stores this year. Three of the four Award of Excellence honours went to Metro stores at Lakeshore Road in Mississauga, Front Street in Orillia and Eglinton Square in Scarborough. Sobey’s location at Ira Needles Boulevard in Kitchener rounded out the 2016 Award of Excellence winners. The Vision Award, which commends a corporate commitment to local food, was given to Metro and Food Basics, in the conventional and discount categories respectively. Metro and Metro-owned Food Basics also earned several honours in the other

Residents can add their stories to Scarborough’s oral history >>>from page 1 project with associate professor Christine Berkowitz, associate professor Ahmed Allahwala, and learning consultant and educational technology specialist Adon Irani. To celebrate the launch of the SOHP archive, a physical Stories of UTSC exhibit was displayed at the school’s campus with photographs of participants presented alongside printed quotes and audio

clips. The Stories of UTSC collection will continue to grow. People who attended, worked at or had a relationship with the school can add their story and photo through Facebook, Twitter or a free Apple app. Those interested can visit www.facebook.com/storiesofutsc to contribute via Facebook, use the hashtag #storiesofUTSC for Twitter or visit the website for a download link for the app. “We came in with a vision

that the Stories of UTSC project would capture the unofficial or untold stories of our campus, and people’s experiences of our campus, and that’s what happened,” said Guberman. “There’s always an official timeline, but people were really interested in telling their untold stories, ones that often don’t make it into the official record books.” Those personal stories offer interesting insight, she added. “Even without pictures, the

stories that people tell create really complex, nuanced images of our community,” she noted. “It’s people’s individual stories that make a place, that give us a sense of the character of what a place really means in the larger scale.” As part of the SOHP, students are also working with community groups to share their stories. Work is underway to add those stories and others to the archive as well.

Organizations interested in working with or finding out more about the SOHP can contact Berkowitz at chris. berkowitz@utoronto.ca The digital archive was created using The Oral Histories Solution Pack, software developed specifically for the project by UTSC’s Digital Scholarship Unit. The opensource software is generating interest from people in Canada and abroad. “It has the potential to be very power-

ful,” said Berkowitz. Her group hopes the SOHP will help dispel some people’s misconceptions of Scarborough. “Scarborough has often been negatively represented. The SOHP gives faculty, student and community researchers the unique opportunity to engage community members in uncovering the vibrant, multi-faceted, and hybrid history and place identity of Scarborough.”

Autism awareness concert planned The Ausum Charity for Autism is set to host its inaugural fundraiser Saturday, June 4 at 7 p.m. at The MOD Club, 722 College St. United for Autism 2016: A concert for Autism Awareness will feature the musical stylings of three bands – Big Night Out, The SUVs and Jeff Eager as well as a slideshow showcase art created by some autistic individuals. Founded in 2015, Ausum Charity’s goal is to help integrate autistic individuals into society by providing funding to low-income households for Intense Behavioral Intervention (IBI) therapy. Ausum Charity’s founder, Yojna Gupta, not only recognized a gap in provincial funding, but also found that applicants often

encounter long wait times to receive IBI therapy from the government. By making timely funding available to qualified families that require financial assistance for that therapy, the organization aims to fill those gaps. Ausum Charity also supports an Autism awareness program called the “Gallery of Inspiration”, which showcases art created by autistic individuals. The purpose of these galleries is to help the public become aware of the hidden capabilities of such individuals. The event is open to the public, but restricted to individuals 19 plus. Get ready for a busy season of road closures and delays Toronto, because getting around during the warmer months will require patience and planning. “There’s going to be a lot of construction taking place in our city this year,” said public works chair Jaye Robinson. “Much of our infrastructure is well past its service life.” On Tuesday Robinson and staff from the city’s transportation services department unveiled a list of major construction projects planned for 2016, requiring co-ordinated road closures. This year’s workload is greater than last year’s due to the number of projects deferred for the 2015 Pan Am/Parapan Am Games, said Frank Clarizi, transportation infrastructure director. The city has budgeted more than $550 million for construction this year: $263 million for road, expressway and bridge repairs and $227 million for upgrading sewers and watermains.

And documentary filmmaker David Bajurny has captured the essense of this quote in his work, Sybil and Betts: Requiem for a Friendship, which will be part of The Caregiver Show on Friday, May 6, from 10 a.m. to 5 p.m. at the Ontario Science Centre. The documentary shares the story of two friends, who are now grandmas and have been friends for 50 years and continue to go on many adventures despite Betts’ Alzheimer’s diagnosis. Bajurny said the topic of filming someone with Alzheimer’s was very “delicate” and he tried to be very aware not to be exploitive. He added that filming was sometimes challenging

because Sybil works at the speed of light and Betts is very quiet. “She was aware at times what was going on. But the degree the disease was progressing to interview her was very challenging.” Bajurny also juggled with the fact that those living with Alzheimer’s have good days and bad days. “You can be be having a perfectly normal conversation and they may ask you something you talked about five minutes ago. It can be jarring,” he said. As a filmmaker, he adapted to these challenges by staying true to the theme of the documentary: friendship. “As long as we stayed true to Sybil being the best friend she can be to Betts and enrich her life and not focus so much on remembering on what happened yesterday but enjoying those moments together - that seemed to be the most authentic,” said Bajurny. The Caregiver Show is a

resource day for family caregivers and more than 50 exhibitors are scheduled to attend. The show will allow attendees to learn about various health topics, demonstrations from the participating organizations and experts as well as the resources, services and products available for caregiving needs. Participants will also have a chance to connect with other caregivers and professionals in the industry. Also, there will be chance for caregivers to rejuvenate themselves in the Rest and Relaxation Zone where they can enjoy a little pampering and replenish their energy levels. This area will also help teach caregivers ways to take care of themselves as they perform a very stressful job. Admission to the show is free. United Tamil Sports Club wins Ontario indoor track title The United Tamil Sports Club has won the Ontario Minor Track Association’s Indoor Track & Field Championship for the sixth year in a row. The streak began in 2011. The team is made up of youth ages five to 14. The provincial championships were held last month at York University’s Toronto Track and Field Centre. The competition involved a variety of track and field events and a total of 46 clubs from across the province competed. Big winners The United Tamil Sports Club finished first by a wide margin, racking up a total of 412 points. In second place was the Flying Angels Academy with 254 points. Third place went to the Mississauga Olympians AA with 105.5 points. The United Tamil Sports Club was started in 2006 by Sinnathurai Thevarajah, an athlete himself, to promote sports among the city’s Tamil community. Members practice three times a week at the Toronto Track and Field Centre and at the Malvern Recreation Centre. Practice for the club runs the whole year, with just two weeks off in August. Council will make decision on Bloor Street bike lane DAVID NICKLE dnickle@insidetoronto.com Toronto Council will have the final — and only — word on a proposed pilot project to build a separated bike lane on a small stretch of Bloor Street, after the city’s Public Works and Infrastructure Committee emerged deadlocked from public hearings Monday. member quorum, the committee was split evenly between supporters of the pilot project — York West Councillor Anthony Perruzza and Beaches-East York Councillor Mary Margaret McMahon — and those who opposed the plan — Etobicoke Centre Councillor Stephen Holyday and Committee Chair Jaye Robinson. Under Council’s rules of

procedure, that means that Toronto Council will deal with the report on the pilot project without advice from the committee. But the committee itself received plenty of advice — mostly from members of the public who strongly advocated setting up the pilot, which would see separated bike lanes installed on Bloor Street between Shaw Street

and Avenue Road, beginning in September 2016. “Torontonians want to ride, but they won’t do it unless we provide safe cycling infrastructure,” said Jarod Kolb, executive director of bicycling advocacy group CycleToronto. Kolb was one of numerous deputants who noted that other separated bike lanes have dramatically increased the amount of cyclists on

the road. Separated lanes installed earlier this term on Richmond and Adelaide streets increased bike traffic threefold. The committee also heard from Gideon Forman of the David Suzuki Foundation, who argued that the bike lanes would encourage people to leave their cars at home. “The research we looked at suggests that even if a small number of people

shift, it can make a substantial difference in air quality,” said Forman. Councillor Holyday put forward a motion to receive the item, which had it passed would have recommended shelving the pilot project. The bike lane pilot project would, if successful, pave the way for bike lanes extending further along Bloor Street, possibly to the Danforth.

The city said it had “significant concerns” about the developer’s original plans for a 30-storey tower on the intersection’s southeast corner, where Wishing Well Plaza now stands. Staff recommended a building ranging from 11 to 15 storeys, and Toronto Council backed that position. But negotiations with the developer – which appealed to the Ontario Municipal
