Deferring transit debate a mistake T he mega-problem of transit is a jigsaw with so very many pieces.

But you can’t throw the blue sky in a box and walk away. Toronto has to solve the transit dilemma, and it needs as many people as possible trying pieces to see if it fits. Mayor Rob Ford and the majority of his executive committee are not interested in debating transit funding – something so key to the city’s economic and social future. Potential transit funding tools have been gathered in a report from city manager Joe Pennachetti. Ford and his executive have determined by a 6-4 vote that they won’t have them debated among the full city council at least until after Metrolinx unveils its funding strategy at the end of May. Ford has attempted to dismantle most debate surrounding transit since taking our view office: He uniformly cancelled Transit City, he dismissed talk of solely public funding of the Executive system going as far as to claim committee the private sector would fund and has summarily split on issue expansion, killed any and all discussion when it comes to possible new taxes to raise much-needed transit expansion funds. But it is the last on this growing list, that should irk the most – it is an affront to democracy. And now, with executive member Scarborough Southwest Councillor Gary Crawford changing his mind and saying he’d like funding tools debated, the executive is actually split on the issue. But the vote was cast, and in Ford’s favour. Waiting until Metrolinx – a provincial body – makes its recommendations shifts the city’s position from one of power to one of weakness. It is incredibly important to debate this at the city level, especially if Torontonians are asked to pay more taxes. We cannot wait for someone else to decide for us. It is most probable, if council accepted certain funding tools, that Metrolinx would back those decisions by the people of Toronto for the people of Toronto. We think, with transit funding from new sources inevitable, it’s better to be part of the solution than to have something imposed. The decision may not be entirely ours, but to not have a voice at the table is truly shortsighted. We ask that Mayor Ford open the transit tools debate to city council during its May 6 and 7 meeting. It would be shortsighted to just sit back and allow another level of government to decide our transit future.

Working up a hearty playoff appetite with these menu items

I

t’s May, the NHL playoffs are underway, the Maple Leafs are alive and the whole town is buzzing. Ah, but where to go to catch the games? One of my favourite spots is a popular hangout for hockey fans called Toothless Joe’s. In anticipation of a huge Leaf crowd for round one they’re offering a special menu specifically tied to the team’s aggressive, hard-nosed style of play. So bring your playoff appetite if you decide to drop by to see the lads go paw to paw with the big bad Bruins. Here’s just a sample of a few of the tasty items. Spring cleaning kindess praised To the editor: I am cleaning out my house – a sort of “spring cleaning” of several decades. Recently I had my recycling bin filled to the brim and five more large recycling bags at the curb in front of my house. The bags had not been picked up yet and there were several household items leaning against my tree on the front lawn. Around dinner time, my doorbell rang and when I went to the door a kindly gentlemen was on my porch with several things in his arms. He explained he noticed all of the wonderful things were on my front lawn and thanked me for allowing him to peruse and take some from my lawn and recycling bin. He wanted to thank me with some gifts: a pair of garden kitchen shears, a large glass sapphire and a Toronto tour book. Say what you like about Toronto, but there are some wonderful people who live here. Jacqui Tucker

Buying votes cost us transit

Take responsibility for health right now To the editor: Re: ‘Hope for cardiac patients at Rouge Valley,’ Our Exclusive Look, April 23. I appreciate how the Rouge Valley Health System’s Centenary site helps patients overcome heart disease. This is a good service as it benefits the people involved in the cardiac rehab program, financially, as well as the victims change their life from a risk of death. On the other hand, I think none can benefit if they don’t make the right decision about their health at the right time. Not a game Take, for example, people who didn’t look after their health in their youth, but worry about it when they reach their 40s. Also, it is regrettable the way modern-day people consider their health a game, doing something about it when they feel like it. As the article says, you don’t have control over your family history, but you have control over the foods you eat, the exercise you do, the medication you take and the substances (such as those who inhale during smoking) you put in your body. However, controlling these factors at the last minute would hardly change the long-term consequences. To conclude, you must try your best to reach your goal, especially to take care of your health. Also, you have to be aware of the time you make any decision of life, so you don’t pay for it with your health in the future. Kimia Tanzim (Yana)

To the editor: I fail to understand why Carol Wilding, president of the Toronto Region Board of Trade, is recommending a preferred set of taxes dedicated to transit expansion within the region. It is getting off easy, especially when these preferred taxes have zero impact and are at zero cost to any of the board’s 10,000 members. These extra taxes, whether the “preferred” ones put forward by the board of trade, or the multitude of other revenue-generating ideas, are not and should not be needed.

Infrastructure building and maintenance is one of the core services that we come to expect from all three levels of government that consumers’ contribute taxes to. The needs for expansion of transit did not come as a sudden surprise to these elected officials, where new revenue was suddenly needed. The need for new revenue sources for transit came about through years of transit and infrastructure neglect by all three levels of government. It came about through years of mismanagement and lack of oversight by these

same governments. It came from years of robbing Peter to pay Paul and from years of pandering to specific voter groups to buy votes for the next election. Enough money There is and always has been enough money to fund infrastructure, especially transit expansion, at every government level. The simple fact is that the money was either wasted and/or spent in areas other than transit that these governments decided upon. Now they want us to again

pay for their mistakes and replace all of the monies they have squandered. Where do these governments and the board of trade think this money comes from? There are no new sources of revenue that suddenly appear or are available. The money all comes from the taxpayer, no matter which level of government spends it. And there is only one taxpayer, who has no more money to give. Clifford J. Layne

Guts needed for Toronto to get proper transit funding To the editor: The only thing Toronto needs to get good transit is guts. Guts to say we had a plan, it was called Transit City.

Guts to say we are fed up with the bickering on city council, and that we have a plan get it done. Guts to say we need funding and we need it now.

Guts to say we are going to pay for it ourselves. Guts to say we have wasted enough time and too much money to start again. Most importantly guts to

dream and see it come to reality If you have guts to spare please send them to your local councillor. Glenn Kitchen

1990s

MEGACITY AMALGAMATION: People were not happy (about the prospect of Scarborough’s amalgamation into the Megacity). They were voicing their anger in significant numbers and very loudly. We were in a unique position to capture that. – Stuart Green, Scarborough Mirror reporter, 1988 to 2006

QUEEN ELIZABETH VISITS: Queen Elizabeth and Prince Phillip opened the Scarborough Civic Centre in July of 1973, and The Mirror was there to capture the reactions of the huge crowd that came out to greet her.

1980s TERRY FOX: Tragic though his story is, his initiative in deciding to make this cross-Canada run - a formidable task for someone able bodied but super-human for a man with only one leg - and the fact that he is so personable, evoked tears and inspired charity which is unprecedented even in a society like ours that’s known for its generosity. – Mirror editorial, “Symbol of Hope,” after Terry Fox visited the Scarborough Civic Centre on, July 16, 1980

2000s

SARS: Beginning with a visit to the emergency room of Scarborough Grace hospital in March of 2003 by a sick patient who had just returned from a trip to China, SARS spread through the community. The outbreak caused an international panic, and took the lives of 44 people in Toronto including nurses and a doctor.

2010s

DANZIG SHOOTING: The largest mass shooting in Toronto’s history took place on Danzig Street during a party on the night of July 16, 2012. The gunfire took the lives of 14-yearold Shyanne Charles and 23-year-old Joshua Yasay, and left another 23 people with bullet wounds.

The transit agency had already committed to installing Wi-Fi on subway platforms on a pilot basis, but the locations of the stations were not known. In a tweet last week, TTC spokesperson Brad Ross said Bloor-Yonge and St. George will be the first stations to receive the ad-supported Wi-Fi, which is provided by the telecom company Broadcast Australia. A city official was tasked by Mayor Rob Ford’s executive committee to investigate the prospects of restructuring a $4.5 million loan to cashstrapped BIXI Toronto. Deputy city manager John Livey was given confidential instructions by the committee on the future of the bike share service. Despite providing more than a million rides since

its launch in 2011, BIXI is in danger of defaulting on its 10-year loan from the city, of which it still owes nearly $4 million. In order to survive, BIXI says it needs to expand from 1,000 to 3,000 bicycles and install stations outside the downtown core. Livey is expected to report back to the committee with his recommendations in July. locals for light rail jobs wEmploy

Perfect Chinese 4386 Sheppard Ave E 416 297 6100

Sheppard Ave E Fulham St.

Harrisfarm

For the last 22 years, Perfect Chinese Restaurant has delighted patrons with its large, diverse menu specializing in fresh seafood. Prepared by chefs with a minimum of 15 years of experience, all dishes and sauces are made completely from scratch and are served in generous, beautifully presented portions. Most popular dishes include hot and sour soup, Szechwan chicken, Cantonese fried noodles, and a large variety of dim sum items. The chefs at Perfect Chinese

prepare a succulent Peking duck, and other barbequed meats. Seafood is Perfect Chinese’s speciality. A customer favourite, the deep fried seafood choices, like deep fried squid with spicy salt, keep the customers coming back again and again. Perfect Chinese’s delicious lobster and dungeon crab dish is sure to please any seafood lover. John Leung, manager, says that as Scarborough’s oldest Chinese restaurant, he enjoys a

loyal clientele. “During the day we serve families,” he says. “Late at night we serve younger people on their way home from a night out on the town.” The newly-renovated banquet room offers seating for 120 people in an elegant, traditional Chinese setting. It can be reserved for birthdays, weddings, anniversaries, graduations or another celebration. Customers from all walks of life enjoy the tasteful decor, service and foods.

“We emphasize cleanliness, affordability and friendliness,” says Leung. “That’s why we attract so many Chinese and western customers.” The restaurant offers a special every month, usually a free meal special with a purchase of equal value. Perfect Chinese is located at 4386 Sheppard Ave. E., and holds the distinction of being the only 24 hour Chinese restaurant in town. Free parking is available. For information call (416) 297-6100.

residents expanded the designation west to Orton Park — explores its back yard with a focus on “amenities and community projects that make KGO a special neighbourhood.” The tour led by Dianne Sahadeo leaves from the East Scarborough Storefront on Lawrence Avenue East. Unity On Sunday, May 5, Steeles L’Amoureaux, another of the 13, has its own resident-led walk, which starts at 12:30 p.m. from a basketball court at the south side of 2821 Birchmount Rd. A description says the walk is about “strengthening unity in our communities through resident-led initiatives, Arts Starts, and the new United Wayfunded community hub.” At 1 p.m., another walk, Wild Scarborough, heads from Old Finch Avenue and Morningview Trail to a corner of northeast Scarborough “where the Rouge River, Toronto Zoo and Malvern community all intersect.”

Guide Alex Dow warns people to bring their hiking boots. “Growing up next door to Rouge Park and Toronto Zoo you heard lots of stories about escaped animals – wild beasts that roared and howled and roamed the ravine,” the description says. “We were afraid to go down into the ravine. But that’s exactly where we’re headed on this walk to take a closer look at what’s down there.” At 3 p.m., another journey begins in Birch Cliff, started at Kingston Road and Warden Avenue and passing “several

Heritage tour And though not a Jane’s Walk, a Heritage Toronto tour of Agincourt Village is also free on Sunday. Led by Sharyn Devine and departing at 1:30 p.m. from Agincourt Junior Public School on Lockie Avenue, it promises to show visitors the Edwardian buildings, streetscapes and natural heritage of what was “a commercial and transportation hub in the early 20th Century.”

in crash that killed girl, 5 ANDREW PALAMARCHUK apalamarchuk@insidetoronto.com

A garbage truck driver faces charges in connection with a collision in Scarborough last month that took the life of a five-year-old girl. Police said the girl and two other children were struck by the garbage truck while crossing Cliffside Drive at East Haven Drive around 3:45 p.m. on March 7. Making left turn The garbage truck was making a left turn from westbound East Haven to southbound Cliffside at the time. Kayleigh Callaghan-Belanger, a senior kindergarten student at Cliffside Public School, was pronounced dead at the scene. The other children were taken to hospital with non-life-threatening injuries. A 64-year-old man has been charged with careless driving and turn not in safety, police said Thursday. The man is scheduled to appear in court June 6. Police didn’t release his name. Anyone with information on the accident is still asked to call traffic services at 416-808-1900.

How well is Toronto hitting its budget numbers so far? With the Orthodox Easter celebrations coming up this weekend, and a major council meeting next week, the coming week is quiet at Toronto City Hall with the only major committee meeting being the budget committee. The committee will be looking at two important housekeeping reports – on the operating and capital variances for the three months ending March 31. Those reports indicate how well the city has managed to stay within its budget for 2013, and they’ll be presented at the meeting. to George Bell Arena explored wloan

SIU probes two police shootings >>>from page 1 released, was pronounced dead at Sunnybrook hospital. The SIU has assigned nine investigators to the case. Anyone with information is asked to call the lead investigator at 416-6221886. The SIU also continues to probe a shooting that injured a 23-year-old man at a home in the Midland and Eglinton avenues area early Thursday. In that case, emergency task force officers were executing a search warrant at a house on Wainfleet Drive when the man was shot in the lower leg around 12:15 a.m. The man was taken to Sunnybrook hospital with non-life-threatening injuries. “We’ve got to determine who fired that (shot), and if it was from police whether it was deliberate or accidental,” SIU spokesperson Monica Hudon said. “We have to go into the investigation with eyes wide open, and we have to make sure that we’re not speculating and that we’re considering every possibility.”

Zoo reaches tentative deal with union

A Toronto police officer attends at an SIU scene in Scarborough Thursday, where a man suffered a gun shot wound in the leg while police were executing a search warrant.

There appears to be labour peace among the pandas at the Toronto Zoo, as the union representing zoo workers and management reached a tentative agreement early Friday. According to a news release from CUPE 1600, negotiators reached the agreement at 2 a.m. Friday — two hours past the legal strike deadline set after management applied for and received a no-board report earlier this month. Details of the agreement won’t be disclosed until members of the union have the opportunity to ratify the deal, probably early next week. The union represents 400 workers—zookeepers, tradespeople, horticulturalists, concession and ride operators, administrators and public relations employees. – David Nickle
