Scarborough councillor planning to reintroduce subway proposal DAVID NICKLE dnickle@insidetoronto.com The Sheppard East light rail line might be on the back burner, but the shift in provincial transit priorities could bring another old transit debate to the foreground: namely, the old Sheppard subway. The subway plan was deepsixed by Toronto Council last term despite the advocacy of then-mayor Rob Ford, who convinced the provincial government to abandon the original plan to build the light rail line in 2010. The Sheppard light rail line was eventually put back on the books. But on Monday, Transportation Minister Steven Del Duca announced the province would build another light rail line — the Finch West line — and put off work on the $1 billion Sheppard LRT until after Finch was up and running in 2021. And for at least one city councillor — Scarborough Agincourt Councillor Jim
Karygiannis — that could provide an opportunity to reopen the Sheppard subway debate. “ I ’m e c s t a t i c ,” s a i d Karygiannis, a staunch opponent of the light rail line on Sheppard. “I’m looking forward to resuming the battle for the Sheppard subway.” Karygiannis said he wants to try and introduce the subway plan — again — in the fall, to coincide with the federal election. He argued the cost of a subway — which he estimated to be $1.5 billion but has been estimated as costing more than $4 billion — could be covered in part with federal money, extracted from vote-hungry parties in the 2015 election. “They want to get people elected north of the 401 they better come to the table with some cash,” said Karygiannis. “If the Liberals want to win here they should speak to the residents of Wards 39, 40, 41 and 42. They got to say we want to work with you to get a subway here.” Former Mayor Rob Ford
is one ally Karygiannis could likely count on. He maintained light rail is “the wrong type of transit” and a subway was the right way to go. “We should have been building subways on Sheppard from Day One,” he said. “That’s all I have to say on that. I feel sorry for the people up there. It’s appalling.” Deputy Mayor Glenn De Baeremaeker said it was unlikely anyone would support a subway on Sheppard without a financing plan better than the one Ford put forward during his mayoralty. “I think this will open up another debate — I voted against the Sheppard subway at the time in support of the Sheppard LRT,” said De Baeremaeker. “Mayor Ford at the time said we’ll build the subway with fairy dust. No one has said here’s how we’ll pay for a subway.”

Residents fear future sludge truck route near Highland Creek Fears of a future sludge truck route are rising again near the Highland Creek Sewage Treatment Plant. For years, residents who live around the aging facility in southeastern Scarborough have argued it should be updated with a new generation of sludge-burning incinerators. Toronto council, however, has formed a habit of voting for another disposal method, trucking the sludge up to Highway 401, and then
sending it to farm fields or a landfill. This was called “beneficial use” in 2011, the last time council approved it. Residents around the plant said this was done improperly, and convinced the province another study was needed. The city launched a new environment assessment last April, and this month those same residents learned trucking the dried sludge – now called “off-site management” – was one of the study’s three possible short-listed options. The other two possible
choices for the city, one of which will be presented to the public in early September, are incinerating the sludge and turning it into dried pellets. Last week, Frank Moir and Allen Elias, both members of the Highland Creek Treatment Plant Neighbourhood Liaison Committee, said opinions near the plant haven’t changed. Residents, they said, would like to see the obsolete multiple hearth incinerators, installed in 1975, replaced with fluidized bed ones. “You’ve got something that works. People are just happpy with the status quo,” Moir

said. “Why wouldn’t you give us more of the same?” Both men said their community was “blindsided” by the last council vote, in which they saw Doug Ford Gord Perks, unlikely allies, support “beneficial use.” “Council is riddled with pseudo-environmentalists who think anything that comes out of a stack is the worst,” Moir charged last week. Some residents further west of the plant, however, had voiced concerns about incineration and were in favour of trucking away the

sludge. Elias, who lives near the plant said that would mean “five trucks a day, five days a week, forever,” going past local homes. Moir said a truck hauling sludge “stinks like hell” and one carrying waste from Toronto’s Ashbridges Bay plant overturned in Michigan in 2005. Pelletizing, Elias said, is a new option that means two trucks a day will go past local homes (the city says one to two trucks). He pointed out the Ashbridges Bay’s pelletizer plant burned in 2003.

he city’s going to start tracking our movements and before people begin crying foul over privacy rights, we’d like to suggest a few reasons why this is a good thing. The so-called Big Data project – the subject of our exclusive report Big Data on page 8 – aims to take GPS probe data from our smartphones and other electronic devices to analyze traffic patterns. That information will give city planners a much more accurate picture of how people get around, where they’re coming from, where they’re going, at what time and – hopefully – help solve the city’s gridlock problem. It could also monitor commuter times and help tackle commuter roadblocks. If anomalies show up on a particular road during rush hour, it may indicate a problem and the city could be quicker to respond. And according to a traffic index compiled by navigation firm TomTom, the average Toronto commuter loses about 84 hours each year while delayed in traffic. We can’t afford not to try. We’re being tracked already via GPS in dozens of apps we activate on our smartphones. Our movements and locations are already being charted – whether we know it or not. With that information readily available the city needs to step into the 21st century and take advantage of that data, particularly if it’s got the potential to help improve our lives and the functioning of our city. Transparency will be key in alleviating privacy concerns. We probably won’t see much of the data released to the public after the city’s purchased it, since private companies are charging for it. But at the least, the city should keep the public informed of its intention and its results, in a broad sense, as the experiment moves forward. Our traffic problems need a solution, and this is the kind of out-of-the-box thinking that may just get us there.

Province right to protect Rouge land To the editor: Ontario Cabinet Minister Brad Duguid is not playing politics in his dealing with the federal government, his actions are protecting Ontario’s Greenbelt and Rouge Park legacies from a federal government that has a record of undermining environmental policies, agreements and science. The federal government signed a written commitment to “meet or exceed” existing provincial policies during the creation of Rouge National Urban Park. The Rouge National Urban Park legislation (Bill C-40) and management plan clearly fail to honour this federal commitment. When asked about this, he smiled, briefly. “I’ve spent my whole life working under pressure. I’m OK with that,” he said.

The riding should see plenty of the ex-Toronto police chief in coming weeks as Blair and at least five other candidates compete for its federal Liberal nomination. At a coffee shop on Gerrard Street East and Victoria Park, days after ending his 10 years as chief and stepping into the political arena, Blair doesn’t want to talk about the Conservative government in Ottawa. He isn’t, he points out, even a candidate for the nomination yet. He must be vetted by the party first. Only a tiny pin on his black jacket lapel, a maple leaf on a blue Maltese cross, spoke of the 39-year career he left off on Sunday: the Commander of the Order of Merit of the Police Force.

Courted candidate “I’ve had a uniform on for a very long time. For a lot of people in this city, that job has defined me, I understand that,” Blair said. “Kind of strange for me to take it off. It is.” Courted by more than one party after the city’s police board decided not to extend his contract, Blair was recognized by a middle-aged man at the coffee shop who shook his hand, saying, “I hope you become prime minister some day.” Blair said he’s encouraged by such reactions, “but I’m very mindful I’ve got a lot of work to do,” coming “a little late to the game” to a place where some party hopefuls have been signing up members

for a year. There was an anonymous online campaign to “draft” him last week, but Blair said he could not announce his intentions any earlier, because he had to fulfill the obligations of his post to “to the last minute of the last day.” Not being vetted, though, didn’t stop Blair from taking the stage Sunday in
Ottawa with Liberal Leader Justin Trudeau at a conference of the International Association of Fire Fighters – a chance not offered to his rivals. Blair established his Scarborough credentials: He spent his first eight years on Scarborough Road, then moved to Pharmacy and Sheppard avenues, then to Malvern,
then Seven Oaks, he said. Four years ago, his children grown, he moved close to police headquarters downtown. Though it was announced last Friday, Blair’s decision to join The Scarborough Hospital Foundation’s board “has been in the works for months,” and is not connected with his political

By about Christmas time, Kempa said this week, he had an inkling, “a big name” would soon be running in Scarborough Southwest. “You do the math, and say it’s very likely Bill Blair’s coming here,” he added, explaining much of the advantage in members the green-lit candidates enjoyed evaporated on Dec. 31. More than 2,000 of the 3,500 memberships signed as supporters of the vetted nominationseekers expired at year’s end, Kempa said, because they were registered before September. Blair’s rivals, naturally, hoped for a nomination in late 2014. “It’s ordinary politics,” said Kempa, adding he’s been assured Trudeau won’t simply appoint Blair and the nomination process will stay open. Another candidate, Tim Weber, is a former CTV news anchor who tweeted on April 26, welcoming Blair to race.
“We have a great group of candidates here ready to paint SSW red,” Weber said, but was unavailable this week to comment further. Muhammad Bukhari, a journalist and community activist also seeking the nomination, said Blair showed “arrogance” in calling him the day before his announcement to say he was entering the race. The riding’s other vetted candidates are Marlene Thelusma Remy, a Social Science professor, and Michelle Serrano, an accountant and immigration consultant. On Monday, Scarborough Southwest MP Dan Harris, the New Democrat who defeated Liberal incumbent Michelle Simson in 2011, said Blair’s entry isn’t really a surprise. Liberals held the riding from 1988 to 2011 and still feel it belongs to them, he said, but argued the election won’t be about himself or Blair. ‘Tough election’ “We’ve always known this would be a tough election,” and New Democrats are focused on beating the Conservatives this fall, said Harris, who’s been nominated to run again. Asked about a poll, taken in February, suggesting Blair would finish ahead of him and a Conservative candidate, the MP said opinion has shifted since in favour of the NDP. Election day, if called as expected in late October, is also nearly six months away, Harris said. “A lot can happen.” Conservatives in the riding have yet to select a candidate or schedule a date for a nomination meeting.

W
hat if you could take a huge amount of traffic data and use it to accurately pinpoint which portions of a busy road will experience congestion before it actually happens? Or effectively determine what the traffic impact will be if a large infrastructure project does, or does not, get built? In a city as gridlock-choked as Toronto, drastic steps are needed to address congestion, and the idea of making use of so-called Big Data is gaining traction among an enthusiastic collection of city officials, including Mayor John Tory, who are convinced the answer to alleviating Toronto’s often nightmarish traffic lies in making use of trillions of bytes of data to analyze traffic patterns on a massive scale never seen before locally. “This will be a game changer and will establish Toronto as a leader in running a truly smart city,” said Tory this month of a plan to establish a specialized team of city traffic planners dedicated to the task of analyzing large amounts of vehicle – cars, public transit, bicycles – as well as pedestrian data in order to provide an accurate indicator of how the city moves around. While planning is still in the early stages, the team’s official role will be to analyze the movements of tens of thousands of daily road users whose activities are captured via GPS probe data – tracked GPS signatures pulled directly from smartphones and other electronic devices – to determine how best to improve traffic conditions, influence public policy and evaluate the benefits or drawbacks of traffic regulations. But really, it’s about making sure commute times stay consistent. “People care about and get accustomed to their commute times and what really bothers them, I believe, is reliability,” said Toronto’s transportation services director Steve Buckley during a recent interview. “What we really care about, for example, is if at 5:30 in the afternoon traffic on say Bayview Avenue is performing any different than usual. Using data may tell us if it is and why. It may be able to provide us with evidence something occurred there and we can intervene and help.”

nd while there’s a strong optimism for Big Data’s potential, Buckley warns of seeing it as some kind of magical cure for congestion. “We don’t know at this point

because we have to sort through hard questions on what it is that exists out there,” he said. “We need to understand how useful it will be to us, how much it will cost to procure, manage and maintain the data.” The new team will partner with McMaster University as well as the TTC to analyze vehicle movements. It’s also tasked with reporting on the impacts of newly installed bike lanes, whose use is determined through GPS data provided voluntarily by the users of a mobile application for cyclists developed by the city. Unlike open data (compiled figures released by the city for unlimited public use) Big Data will rely on proprietary information provided by private sector navigation firms that will sell the data to the city for

its intended use. Currently, the city is preparing a short list of companies it will contract for the initiative. As long as the city entrusts the private sector with coming up with the necessary data, don’t expect to see a lot of compiled information released publicly for free since there is a significant commercial incentive to charge for such information. uckley believes the cost to the city is worth it if it makes it possible to better understand traffic patterns that five or 10 years ago would have been impossible to identify without requiring millions of dollars in expenses. With navigation companies such
as TomTom and Inrix reaching ascendancy, private data collection has become so sophisticated it’s now possible to determine with pinpoint accuracy what is happening on roads on a minute-by-minute basis. Once city staff become accustomed to playing with data sets, Buckley said he envisions more specialized groupings of data classified by factors such as speed of movement, which could provide a more accurate picture of citywide movement. “You can envision a day where they can develop algorithms which are sophisticated to separate all those GPS signals and almost have a dynamic model for the city,” he said.

While there’s a wealth of information for vehicles, there’s just not as much emphasis when it comes to the cheapest and easiest form of transportation: walking. Dylan Reid, the founder of Walk Toronto, is skeptical considerations are being paid to pedestrians, noting the complete lack of mention of walking in a recent press release for the Big Data plans. And, he said, there’s readily available data that is not being applied for improving conditions or making the case for more pedestrian spaces. Reid points to a recent decision by city council, reinforced by city staff, to eliminate a pedestrian scramble, allowing unimpeded access from all corners of the street, at the intersection of Bay Street and Bloor Street after local complaints the practice was impeding traffic. Reid believes existing data could have been used to find other intersections where a pedestrian scramble would help, rather than eliminate one entirely on the rationale it was underused and negatively affecting car traffic at the Bay-Bloor intersection. With that in mind, he said he’s skeptical new data will be acted upon unless there’s the political will to do so. “I am a little skeptical from a pedestrian point of view because the data is there and they’re choosing not to use it,” Reid said. Toronto’s transportation services director Steve Buckley concedes there are issues with using Big Data to track pedestrian movements. For one, GPS probe data is accurate to about a metre of space, which might result in inaccurate readings of pedestrian use. Another consideration, he said, is the reality that GPS data companies make their revenue through tracking vehicle movements and not pedestrians. – Rahul Gupta

Statistics from the Alzheimer Society of Canada show that in 2011, 747,000 Canadians were living with Alzheimer’s and other dementias – that’s 14.9 per cent of Canadians 65 and older. Between two per cent and 10 per cent of all cases of dementia start before the age of 65. The risk for dementia doubles every five years after age 65. This is where education and resources for cargivers step in, said Hurst. “There’s a lot more education and supports available to people. A lot more support where people are trying to educate family members on trying to be caregivers.” The Caregiver Show, which takes place May 30 at Centennial College’s Progress Campus in Scarborough, is one way to raise awareness of how many family members are involved in caring for loved ones in need.
The show is presented by Saint Elizabeth Health Care, which offers at-home services for family caregivers. The show is brought to Toronto residents by Metroland Media Toronto and Downsizing Divas. Speakers at this year’s show include Teepa Snow, an occupational therapist currently working as a dementia care and dementia education specialist, and health and wellness expert Rose Reisman. Bringing the caregiving role into the spotlight recognizes how important these individuals are, Hurst said. As the Alzheimer Society of Canada notes, caregiving is a critical issue for people living with dementia and for Canadians in general. One in five Canadians aged 45 and older provides some form of care to seniors living with long-term health problems. A quarter of all family caregivers are seniors themselves. “For most people it’s a very stressful event. Dementia is a long term illness. People are looking at slow decline in a
person’s abilities. It’s stressful on caregivers. It’s 24 hours — it’s not something you do for just a few hours a day when it’s your family member,” said Hurst. On the other hand, the role of a caregiver can be very rewarding because they feel they have fulfilled their commitment to their family member. Along with the guest speakers, The Caregiver Show will feature resources, services and products along with a chance for caregivers to connect with other caregivers and with professionals in the industry. There will also be a Rest and Relaxation Zone to provide pampering and replenishment – a chance for caregivers to take care of themselves. The Caregiver Show takes place from 10 a.m. to 5 p.m. at Centennial College Progress Campus’ Athletics Wellness Centre, 941 Progress Ave. Admission is free.

Chan set to return to political duties wMP A Scarborough MP diagnosed with a rare cancer in January says he’s now well enough to return to Ottawa and resume his parliamentary duties. “So far, it looks pretty good,” Arnold Chan said in an interview this week. “I’m keen to get back into it.” Chan was elected in a Scarborough-Agincourt byelection last June. Six months later doctors at Toronto’s Princess Margaret Cancer Centre found small tumours in his head and neck and determined he has nasopharyngeal carcinoma. The Liberal MP has since undergone seven weeks of radiation and chemotherapy, and still faces additional chemotherapy treatments through June. Councillor cheers LRT delay
J
im Karygiannis, the new councillor for Scarborough-Agincourt Ward 39, had what to outsiders might seem a novel reaction to word that a major infrastructure improvement touching his ward was to be postponed, possibly indefinitely. He was, to use his own words, “ecstatic.” Councillor Karygiannis’ delight in failure is not so mysterious when you look at the particulars: the infrastructure being a light-rail line along Sheppard Avenue East – and Ward 39 being located on the bleeding edge of Scarborough. Karygiannis won the seat in 2014, campaigning heavily against the Sheppard LRT and promising to fight for what was long ago promised to Scarborough residents: a subway, connecting the foreshortened Sheppard subway to the Scarborough Town Centre. Mel Lastman first promised it when he was Mayor of North York in the early
david nickle the city 1990s; Rob Ford promised it in 2010 when he ran for his single term as mayor. The LRT, delivered it seemed by former mayor David Miller and former premier Dalton McGuinty, never stood a chance — at least in public opinion, and as it turns out politically. Former deputy mayor and Ward 40 Councillor Norm Kelly told The Scarborough Mirror’s Mike Adler during the October election canpaign that he was talking with Scarborough MPPs about delaying the funding for the Sheppard LRT. On Monday, that is what happened. The province announced that the Sheppard line will go ahead after another light rail line on Finch is up and running, which is scheduled to happen in 2021. The question is, will the prospect of a Sheppard

subway line become reality? Karygiannis says he’d like to make it so, but there are obstacles. The least of his problems is the money: Toronto council and Mayor John Tory are heavily committed to a long list of very expensive transit projects, including another costly subway venture in Scarborough, the extension from Kennedy north-eastward, and Tory’s own SmartTrack plan. Of course, financial impossibility has never stopped politicians before. But there is also a more daunting barrier: political fatigue. There is little appetite among the powerful in Toronto for more public transit debate. In the end, Scarborough transit grouses will have to settle for a wake for the infrastructure that Karygiannis seems so happy to lose.

Remembering April fires in Highland Creek and Wexford April, 64 years ago, was devastating for historic buildings in Scarborough. Two of the worst occurred one day apart. The first fire destroyed the historic Wexford Arena from which the Wexford Hockey League was founded. Back in 1922, the Wexford Athletic Club purchased an old airplane hanger from Armour Heights. A new charter was drawn up for the “Wexford Co-Operative Arena Company Limited”. The men of the district, using teams of horses and wagon brought the hanger to Lawrence and Pharmacy and rebuilt it on a half-acre lot on the northeast corner which the company had purchased from the Gooderham family. The men added a large waiting room, three dressing rooms and a large hall above to the front of the building. For the next 29 years the building served as the home of the Wexford Hockey League as well as curling, dances (Billy Hole & his Livewires) and horse shows. The arena was a community hub and
richard schofield looking back was also rented out for theatrical shows, political meetings, concerts, glee club, and a host of other functions. On Wednesday, April 4, 1951, six boys, age 11-13, threw firecrackers through an open window, landing in the straw which covered the dressing rooms. Within minutes the building was ablaze and by the time the fire truck arrived from the station at Birchmount and Danforth the arena was gone, its dry wood fueling a fire so hot it blew out windows in nearby buildings including the store of Eileen Moon across the street. The next day, fire gutted the historic school in Highland Creek valley. It was back in 1870, the Trustees of School Section #7 built a new board and batten school house in the Highland Creek valley. For the next 50 years, local children attended the school from both sides of
the valley. When the building could no longer accommodate the growing population, a new school was built on the east side in 1918 and on the west side in 1921. The old school house was rented out for dances and a few business ventures before eventually becoming the home of Lucy Doyle, a reclusive reporter/historian. On Thursday, April 5, a day after the fire at the Wexford Arena, Lucy decided to burn off the old dried grass from the field in front of the school. Unfortunately it was a windy day and she couldn’t contain the grass fire which quickly spread to the dry, wooden frame buildings. The 80-year-old building was all wood and the dry timbers burned so hot that the glass windows melted. Like the the arena, her home and what was the former school house burned to the ground. Only the iron bell from the belfry survived the fire

and is now on display in the Scarborough Archives. The school’s fieldstone foundation can still be found hidden among trees and bushes behind a stone memorial erected in memory of Lucy who survived the fire. For a few days Lucy lived on site in her car, adjacent to the burned out structure. She
hooked up a phone and likely became the first person to have a “car phone”. She managed to salvage a few documents from a metal file cabinet. Although she lost most of her research work and collection of rare books, she moved to the Guild Inn where Spencer Clark allowed her to
live in the old log cabin on the site. There she continued her research until no longer capable of living on her own and moved to a nursing home where she died in 1971.

The ceremony will feature special recognition awards before a pub night is held for alumni in the school cafeteria. On Saturday, ACI’s entire back field will be used for an outdoor event featuring sports, food trucks, activities for children and more. The almost year-long preparation for the 100th anniversary celebration is an “oustanding achievement,” Hu says. Hu stresses ACI’s role in the community and hopes that the school will continue it’s “tradition of excellence” for another 100 years. ACI takes pioneering roles to promote acceptance and equality. Last year, the school painted its lockers rainbow
colours and Hu said there has not been a single incident of damage or vandalism since. The full schedule of the celebration is as follows: Today, from 6 to 7 p.m. there will be an Alumni Tea Social, welcoming alumni to the school and the beginning of the celebration. Then from 7 to 9 p.m. students will perform a concert. Friday starts with a Staff Alumni Breakfast from 8 to 9 a.m. In the evening, there will be an open house featuring “Walk the Decades,” a collection of work done by students to showcase ACI’s history. The opening ceremony will begin at 7 p.m. On the weekend, there will be celebrations throughout the day with various events scheduled for alumni and students. In the evening at 7 p.m. the 100th Alumni Gala is will be held at Crystal Fountain Banquet Hall. Sunday sees a Century brunch followed by a closing ceremony at noon.
