All that jazz fills two venues next weekend MIKE ADLER madler@insidetoronto.com Musicians, if they want to make it, have to keep getting on a stage, and the Scarborough Town Jazz Festival this year is back with two. For all the talent it offers for
free, the fledgling festival has found it hard to draw large crowds. Like a child, the festival is still growing and needs support, said Liberty Silver, its Juno Awardwinning headliner Saturday, Aug. 10 at Albert Campbell, said this week.
“I’m here for the third time because I keep believing in it.” Next weekend, though, it will return with acts playing to Albert Campbell Square beside Scarborough Town Centre as well as in Burrows Hall Park by >>>BURROWS, page 8
Some long-sought improvements, including furnishings for a new park, are expected around the Scarborough Civic Centre next year. Toronto Council in July approved $1.9 million to build features of Albert Campbell Park – named, like the public square beside it, for a Scarborough reeve – as well as some other, less expensive projects. The city was given the rectangular park between the square and the YMCA on Town Centre Court as part of a 2004 land exchange with a developer. “Right now there’s nothing but grass,” Glenn De Baeremaeker, the local councillor, said this week. De Baeremaeker said he will host a public meeting this fall to go over the wishes of nearby residents, but expects the park by next summer will have a playground, benches, flower beds and, hopefully, a splash pad or another water feature. “We have to see how the plumbing works, because the park is on top of a parking garage.” Placing a water feature in the park is complicated by

new rules prohibiting the use of the square’s reflecting pool as a wading pool unless the pool is surrounded by a permanent fence, “which is ridiculous, but that’s what the lawyers are telling us,” said De Baeremaeker. “I’ve been trying for two years now to get the kids back into that wading pool.” City of Toronto staff have suggested renovating the pool and turning it into a splash pad. De Baeremaeker said that choice could affect the choice of water feature for the park, but added money for the park won’t be used in the reflecting pool. Four decades after the civic centre and square were opened, De Baeremaeker and other Scarborough councillors are supporting improvements, knowing thousands of families have moved to the area and >>>SOME, page 8

Local ribfest heats up long weekend
Man injured during mugging Police are looking for two men following a weekend robbery in Scarborough that injured a 44-year-old man. Police said the suspects demanded the victim’s property near Finch Avenue and Bridletowne Circle around 10:30 p.m. Sunday, July 28. When the victim refused, one suspect punched him while another struck him with a blunt object. The suspects then stole the victim’s cellphone and fled in a black Honda Civic. Paramedics took the victim to hospital.
Rotary Club hosts family-friendly event with daily karaoke contest Tara Hatherly thatherly@insidetoronto.com With the August long weekend approaching, it’s time for lovers of food and fun to start working up an appetite for the annual Scarborough Ribfest. The family-friendly event, hosted by The Rotary Club of Scarborough, takes place tomorrow through Monday at Thomson Memorial Park, 1005 Brimley Rd. Now in its 12th year, the volunteer-run festival begins at 11 a.m. each day, ending at 11 p.m. each night, except for Monday, when it finishes at 8 p.m. Eleven award-winning Canadian and American ribbers will throw down at the event, competing for best ribs, best sauce, best chicken and Rotarian choice awards. Competing for bragging rights this year are Camp 31, Bibbs, Crabby’s, Gator, Bad Wolf, Jack the Ribber, Hawgs Gone Wild, Sticky Fingers, Blazin BBQ, Texas Ranger and Horn Dawgs. Along with ribs and chicken, guests can enjoy an array of tantalizing treats, including pulled pork, roasted corn, ice cream, frozen drinks, fried foods and more. While chowing down, guests can also enjoy free all-day entertainment, as well as shopping, midway rides and skill-testing games. Amping up the fun, daily karaoke contests offer kids and adults a chance to put their singing chops to the test. “Think of it as a large picnic in the park with lots to do, good food, lots of refreshment,” said Ribfest committee member Bruce Pettit. “It’s just a really good family day.” Ribfest proceeds help The Rotary Club of Scarborough support several local and international projects. Each year, the club spends an average of $50,000 to $60,000 supporting youth, community, education, housing, and health initiatives. Some local projects supported by the group include Habitat for Humanity, Toronto Police’s 42 Division’s Ultimate Survivor camp for at-risk youth, and Rotary’s Camp Enterprise and Youth

The club also sponsors Scarborough families in need each Christmas, supports local food banks through food drives and financial donations, and donates dictionaries to Scarborough students, along with supporting two Interact clubs for Scarborough youths. Internationally, it helps build schools and infrastructure, and provide food, clean water and medical assistance as needed. To date, more than $700,000 has been raised through Scarborough Ribfest. “All of the net proceeds from Ribfest go back into the community,” explained Pettit. “It is our primary

fundraiser. If we weren’t able to raise funds through this, it would be difficult for us to operate.” To help raise more funds, a Toonie challenge will be held at the event, with the first 10,000 people to donate $2 scoring a collectable Ribfest pin. Also for a $2 donation, guests can take home a new pair of flip-flops while supplies last. One lucky guest will take home a free barbecue as a door prize.
Upwards of 150,000 people are expected to attend this year’s event, which takes place rain or shine. Parking is free, with free shuttle buses running from the parking lot to the park for people in need of assistance. Opening ceremonies begin at 5 p.m. Friday. Winning ribbers will be announced at 1 p.m. Monday, with karaoke winners announced at 1:15 p.m., following the karaoke finals, which begin Monday at 12:30 p.m. “Just be prepared to come out and have a really good time, it’s quite an event,” invited Pettit. “Help Rotary help Scarborough.”

Let facts, not emotions, guide our judgment E
motions are running high in the aftermath of Sammy Yatim’s shooting death. News over the weekend that the 18-year-old died in a confrontation with police, was met with shock and grief. The footage of the incident from cellphone video escalated that emotion. It’s become common, with mobile video devices in every purse and pocket, that emergency situations involving police are captured and shared online with thousands of viewers. We become spectators – in this case, standing on the curb, watching as police yell orders at an individual who’s alone on a streetcar in the middle of the night. Shots are fired. Sirens blaze. More shots, more yelling. Then a crackling sound – it could our view there’s be a Taser - and the video comes to an end. Await findings Based on what appears to happened, people are in in shooting of have an uproar. They’re demanding Sammy Yatim justice for the teen’s death, singling out the officer who fired his weapon. Some groups are going so far as to blame the police force as a whole – as we saw during the march Monday night outside 14 Division headquarters. But it needs to be impressed upon people that the facts are not yet known. Of course, it’s a tragedy that a young man died but we can’t be so quick to lay fault - especially not when that judgment is based upon a dark, blurry cellphone video. The province’s Special Investigations Unit (SIU) is looking for answers. Police Chief Bill Blair acknowledged the need for those answers and promises full cooperation with the SIU, including a full review of the policies, procedures and training of the officers involved. Ontario’s Ombudsman, André Marin, is also set to review the fatal shooting. People need to step back, be patient and await the findings. Even Yatim’s family spoke out, saying they hold no ill will against the Toronto police force. And when the investigation is complete, the police need to be transparent in sharing the findings and the recommendations and must follow through on holding accountable anyone who may be at fault. We may not have been there to know exactly what happened, but we know enough to never want another police standoff to end so tragically.

Could Walmart be catalyst for improving Kensington? For a city that embraces change, council sure sends mixed messages. In response to a proposal that would have retailer Walmart locating on Bathurst Street near the Kensington Market area, council decided to put a one-year freeze on all retail development in the area. In many ways, the local councillors had little choice: retailers and residents against the proposal packed meetings, and there is no easier target than Walmart. The problem is that council wants to leave the impression that Walmart will just go away. Its decision does not achieve that end, nor does it preserve the well-being of Kensington Market. It may have done the opposite. Without a doubt, residents and merchants are concerned about the proposed re-development. But change has been part of Kensington Market for more than a century. Each wave of merchants knew they
david soknacki beyond the headlines had to improve their business if they were to survive: offering competitive prices, maintaining profitability and providing better service. This still remains a much better business model than calling a councillor to complain about a potential competitor. For members of council, it’s a seductive pitch. Retail business, particularly independent retail, is tough. It’s important to be sympathetic to retailers’ concerns, and to listen to their pleas for assistance. As long as requests centre on improving the business climate for all retailers, suggestions are often in everyone’s interests. But once requests turn to removing competitors, then the decision is often one of protecting vested interests against a wider public benefit. In this case, it does seem
counter-intuitive to advocate for Walmart. But look at the situation a little more closely. In the Kensington area, it is hard to believe any of the eclectic stores, restaurants or cafés would be directly threatened. Walmart does not offer vintage clothing, antiques or tattooing. It doesn’t host cannabis shops or punk bands. Neighbours didn’t complain when the Starbucks chain opened a coffee shop on Bathurst Street nearby, or when Canadian Tire and Best Buy built at Dundas and Bay. And Riverdale remains a desirable community although Walmart has opened in Gerrard Square mall. But change will come to stores that offer the same stock as Walmart, particularly those with higher prices, lower service and poorer selection. Consumers, mostly neighbours, will be free to
make purchasing decisions based on their own interests. As Joel Baum, a dean at the Rotman School of Business at the University of Toronto reported, “When stores that stock similar merchandise to Walmart eventually leave, they are replaced with storefronts that specialize in goods that don’t put it in competition with the giant retailer.” Perhaps here is the secret for Kensington Market for the next generation. We cannot stop change, nor ought merchants pretend they cannot improve. Instead, their survival is enhanced by concentrating on what they can do best for their clients. For Kensington, its future vitality can be enhanced by fitting all merchants within the same rules, Walmart included, and celebrating Kensington for the next generation.

Soknacki ponders mayoral run DAVID NICKLE dnickle@insdetoronto.com
CREATE YOUR OWN BACKYARD RETREAT!
Former councillor and Miller-era budget chief David Soknacki is considering a return to City Hall in a run for mayor in 2014 that would pit him against Rob Ford and a growing list of high-profile candidates for the job. If he does run, Soknacki said he would push to scrap plans to build a subway along the Scarborough RT and resume light rail construction in Scarborough, potentially contract out more of the city’s garbage collection, and run a more inclusive, compromisedriven council than current Mayor Rob Ford. But he acknowledged in a field that’s likely to be crowded with candidates who, like him, are on the centre-right, it will be a tough slog. “I recognize that any candidacy, mine included, is a long shot,” said Soknacki, who left city hall seven years ago. “And yet, it’s always been a long shot in terms of politics. It’s always

been a long shot in terms of business endeavours.” Soknacki left city hall in 2006 to return to the business he founded two decades earlier, Ecom Food Industries Corporation. He has since divided his time between that, leading redevelopment efforts at Parc Downsview Park as an appointee of the federal government, and writing a weekly column for The Scarborough Mirror on city politics. For three years prior to his departure from city hall, he served as former mayor David Miller’s budget chief, a tenure he says imbued him with a sense for the need to make compromise. He said his interest in returning to the job was spurred when friends and former colleagues approached him, frustrated at the impasse and flip-flopping over the subway debate. “Frustrations mounted not only inside of city hall but in the public,” said Soknacki. “And a number of friends have come to me and suggested that

I might run. It became a consideration. So what I’ve been doing recently is outreach in speaking with friends about the prospect of a candidacy.” Soknacki said he believes council needs to work more co-operatively, “together as a council and as an involved citizen body, rather than looking for wedge issues and then driving them one by one to achieve victory. One of the best examples and certainly top of mind has been the transit debate.” On that issue, Soknacki differs sharply from Ford who has, since 2010, derided light rail lines as “streetcars” and promoted subway development in its place. “I don’t think people are as concerned about whether you call it an LRT or a subway – I think they’re concerned about getting service sooner rather than later, serving the most people and have that service without the disruption of certain modes of transit, including people who must use their car” said Soknacki.

Burrows Hall Park hosting three days of workshops this year >>>from page 1 the Chinese Cultural Centre of Greater Toronto. “It’s just a matter of time,” said festival manager Mario Bullin, who still hopes his creation can grow to be a world-renowned event when more sponsors get involved. “Two years from now we have the PanAmerican Games (in Toronto) and the world will be here.” At Burrows Hall Park, beside the community centre at Progress and Sheppard avenues, there will be workshops by festival performers on all three days, each starting at 11:30 a.m., with Njacko Backo on Friday, Hilario Duran and Joachin Nunez Hidalgo on Saturday, and Aline Morales and Maninho Costa on Sunday. Besides demonstrating their musical styles, artists hosting these sessions will introduce people to the music business and “what tools you’re going to need to work and survive” in it, Silver said. “Product, branding - all these things are part of the components of today.” Not that Silver is a fan of such stuff. In an age where many artists seek success through You-Tube promotion, the former Scarborough resident said the area, more so anywhere else in Greater Toronto, still supports live music, “which is really keeping live music alive.” Scarborough has a large pool of up-and-coming musicians, playing everything from reggae to country, and “when a musician really wants to learn, they should go see a live
“
band.” Live music is more inspirational, Silver insisted Tuesday at the mall’s Scarborough Walk of Fame. Through an exchange with the performer on stage, “an audience can learn, feel; it’s almost like a therapy,” she said. The three-day Scarborough festival is also chance for local musicians to take the stage. The festival plans to launch a music scholarship to help young artists succeed, added
Bullin, who said Hidalgo, as its new artistic director, has given the event a Latin flavour this year. There are no cover charges on any day at either venue, both of which will also feature food vendors, and some festival T-shirts given away in return for donations.

>>>from page 1 thousands more condominium units are planned. Plans to build a new public library building at the civic centre in 2014 and money from the sale of a surface parking lot have made some projects possible, but others still appear beyond reach. The city, for instance, doesn’t have the estimated $3 million needed to remove the man-made hills surrounding Hand of God Park across from the civic centre on Borough Drive (The little-used space is actually named Civic Centre Park, but the city calls it Hand of God because of its most prominent feature, a work by Swedish sculptor Carl Milles). While the earth berms discourage visitors, Hand of God Park would be used more often if there was more to do there, said De Baeremaeker, who has proposed installing a dog run in the space next year. Like the Albert Campbell Park features, the dog park will be paid for through the parking lot sale, as will renovations to changing areas by the reflecting pool and a window covering to make the civic centre a “bird friendly” building. Mirrored glass on the building results in bird strikes, including hawks attacking their own images, said De Baeremaeker, adding the windows will be covered in a film few humans will notice. Though used when the reflecting pool becomes a skating rink each winter, the “change rooms” are only bathrooms where people put on skates, said the councillor. Renovations next year will create actual separate change rooms for men and women, which can also be used by people performing at festivals in the square, he said. Some leftover money from the sale will go to improvements at the Bendale Public Library, including a reading garden in a parkette next door.

LRT not well-promoted to college students: Carroll De Baeremaeker calls comments ‘sour grapes’ RAHUL GUPTA rgupta@insidetoronto.com A North York city councillor has accused Scarborough elected officials of not doing enough to promote the benefits of light rail to the students of Centennial College. Shelley Carroll believes the college’s students were largely unaware about the Scarborough light rail transit (LRT) line and would have been willing to fight to keep it alive, especially since the plan included building a stop adjacent to the Progress campus, at 941 Progress Ave. But she said Scarborough politicians, among them Scarborough Centre MPP Brad Duguid and local city councillor Glenn De Baeremaeker, failed to adequately publicize to students the LRT, which lost city council’s endorsement following a July vote in favour of a subway extension. “For them not to have been touting that achievement of a fully funded onits-way transit line right to the door of campus... is mind boggling to me,” said Carroll during an interview with The Mirror this week. “I would have been standing in the (Progress) campus parking lot every day saying to the students, ‘Guess what I’m getting you.’ I just don’t understand the lack of knowledge that was coming from both the local MPP and councillor.” Dismissing Carroll’s accusations as “sour grapes” for losing the subway vote, De Baeremaeker said a three-stop eastern extension of the Bloor-Danforth line from Kennedy station to the intersection of McCowan Road and Sheppard Avenue, where it would meet up with the Sheppard East LRT, was of great benefit to Centennial students, even if it doesn’t stop at the Progress campus.
“Every student from Centennial College will get to school faster and more conveniently than they do now,” said De Baeremaeker. Building a subway extension would mean students would still have to rely on a TTC bus to get to the Progress campus from Scarborough Town Centre. But De Baeremaeker insisted the trip would save students time since a bus ride from the Town Centre would still take less time than taking an LRT to a stop near the location of Progress and Hwy. 401 and walking an estimated 200 metres to get onto the campus. The LRT plan was to have been paid for by the provincial government as part of a $8.4-billion network of lines to open within the next 10 years. Duguid also shrugged off the criticism from Carroll, saying she and other LRT supporters outside of Scarborough can’t grasp what a subway will mean for the area’s development potential. “They just don’t understand how for 30 years Scarborough residents have been waiting for a subway to our city centre,” said Duguid, who is the provincial energy minister. Prior to the July 17 city council vote, Centennial College spokesperson Rosanna Cavallaro said the light rail project would ser ve approximately 10,000 students and staff at Progress and 4,000 at the Centennial’s Morningside campus, located near Morningside Avenue and Ellesmere Road. “We were excited about the LRT because it would have stopped right at our front door and would have served our students and staff really well,” said Cavallaro, the college’s associate vice-president of marketing. Provincial transportation minister Glen Murray has promised to re-allocate $1.4 billion from the $1.8-billion LRT plan to the subway extension. But Metrolinx spokesperson Anne Marie Aikins could not confirm whether
work on the Scarborough LRT was already suspended in advance of the Friday deadline imposed by the transit planning
agency on the city to re-state its support for the project. “We are currently in ongoing discussions with both the
province and the city and we don’t have an update to provide as yet,” said Aikins in an email Monday.

The electoral battleground that was formerly known as Scarborough could become very interesting in 2014. Scratch that. It’s already interesting, now that Mayor Rob Ford has managed to gather enough votes to support building subway tunnels east and north from Kennedy Station – a move that at once degrades the reach of rapid transit in Scarborough and feeds the local appetite for heavy-duty infrastructure improvements. Scarborough voters’ good will on this matter could well send Ford’s damaged mayoralty into a second term, scandals be damned. What it’s on the verge of becoming is titanically interesting. David Soknacki, a former budget chief under former mayor David Miller and a former councillor from Scarborough’s east end, is considering adding his name to the growing list of high-profile candidates for the next mayor of Toronto. Of all of them – Karen Stintz, John Tory, Olivia Chow – he’s got the lowest profile. Since
david nickle the city stepping away from council in 2006, Soknacki’s been spending his time heading up Parc Downsview Park, writing a column in this newspaper and tending his spice manufacturing and exporting business, Ecom Food Industries. But should Soknacki choose to run, Ford will be in for a fight, at least in Scarborough. Soknacki and Ford have certain similarities. Both are business owners, both are Progressive Conservatives, and both came to council with ideas to reform the place. Both have ideas about transit in Scarborough. But while both agree it needs to be improved, beyond that their divergence could not be more pronounced. Ford, in case anyone missed it, is a subway man. Soknacki has been a consistent supporter of light rail. Ford is working on ways to pay for the subway. Soknacki is sup-
porting a plan that is already financed by the provincial government. So if it goes ahead, there will be a spectacle of two candidates: both wealthy and Conservative; one from Etobicoke who shows his love for Scarborough with the promise of a subway; another who shows his love for Scarborough by living there, and promising the old light rail plan. Toronto is of course larger than Scarborough. But if Ford wants to win a second term, he can’t afford to lose what amounts to nearly a third of the entire city. Facing Olivia Chow or Karen Stintz or even John Tory, Ford’s support in Scarborough is strong. Facing an opponent with hometown bona fides and a strong argument against the chimeric promise of an unfunded subway line, the mayor could be in real trouble.

TTC votes not to integrate with bike sharing program BIXI still owes city $3.9 million RAHUL GUPTA rgupta@insidetoronto.com For now at least, the TTC will not rescue the BIXI Toronto bike share service from a crippling debt load. A vote taken during the transit commission’s monthly board meeting recently does open the door slightly for the TTC to reconsider its involvement with BIXI, but only if a restructuring plan to be presented to the city’s executive committee in October falls through. By a majority vote, the TTC board opted to support staff recommendations strongly cautioning against integrating BIXI’s operations with the TTC mainly due to financial concerns that include the bike share’s $4.8-million city-issued loan, of which it still owes $3.9
million. But by agreeing to support civilian board member Alan Heisey’s motion to reconsider helping BIXI in the future, the TTC is signaling it wants to see the bike share program prosper, said chair Karen Stintz. “We’re not the most strategic partner for BIXI and we wanted to say to the executive we support finding a resolution that works, but we also don’t want to see the program die,” said Stintz. “We will find a way to make BIXI work because it’s the view of the commission the program is important, but we understand we’re not in the best position to manage it.” A staff report prepared for the meeting notes Montreal, Chicago and London, U.K., have devoted money to their own bike share programs and recommends Toronto council do the same for BIXI. “There is no business case to support the TTC taking on
additional expenses to support a non-transit initiative,” said the report. Despite enjoying initial success when it launched in 2011, BIXI, which is operated by Montreal-based Public Bike System Company, has not been able to expand beyond 80 stations, 1,000 bikes and 1,500 docking points or drop-off locations. None of the locations are outside the downtown core, which has limited revenue opportunities. Cycling Toronto president Jared Kolb, who would like BIXI to expand to at least 3,000 bike stations, said he was disappointed with the board’s decision, but confident a long-term solution will be found. “This story is far from over,” he said last Wednesday evening.

Exhibition Place board of governors to embark on strategic plan process Find year-round uses out of area, councillor urges ERIN HATFIELD ehatfield@insidetoronto.com When the debate raged around whether to build a casino at Exhibition Place, Councillor Mike Layton heard time and again residents didn’t want a casino on the historic grounds, but they did want something to happen there. “Once every couple of weeks, I get someone coming into my office with a list of ideas or a plan they would like to pursue,” said the Trinity-Spadina councillor. “It would be nice if we could have a more fulsome discussion about it.” Now residents will have a chance to explore what they would like to see happen as the Exhibition Place board of governors prepares to do a new strategic plan. Exhibition Place, under the direction of the board of governors, is responsible for the general management and operation of the park and promotes new business opportunities on the grounds. Exhibition Place is owned by the City of Toronto and is Canada’s largest entertainment venue. Layton is currently the chair of the board at Exhibition Place.
“
I am curious to find out what some of the folks who use Exhibition Place think about it, but also what some of the innovators in our city think the potential is and where to take it. – Councillor Mike Layton
Layton said this planning process is an opportunity to evaluate assets and explore how Exhibition Place can build on what it already has to offer. “How can we create synergies with Ontario Place and what is going on there and how can we make them better integrated into the existing neighbourhoods so not only will they be used by people visiting the province and the city, but also by people living here,” Layton said. Layton said there is also an opportunity to look at how to get year-round use and economic activity that will really start to sustain Exhibition Place. “I am curious to find
out what some of the folks who use Exhibition Place think about it, but also what some of the innovators in our city think the potential is and where to take it,” Layton said. “I certainly hope people start to think about some creative and positive ideas.” Dianne Young, the chief executive officer of Exhibition Place, explained the first stage of the strategic planning is to get the board together for a workshop in September or October. They will develop a draft plan that will then be taken to the community. Young said, hopefully, the community meeting would be called for late this year or early next year. The last strategic plan reached its terminus point at the end of 2012, but a subsequent plan was placed on hold pending the outcome of the casino debate. “It was hard to move forward because if you had a casino it would be something and if you didn’t it would be something else,” Young said. “So we were waiting for that process to finish.”

Death Notices
Doris May Robinson It is with great sadness that we announce the death of Doris, beloved wife of Henry Leonard Robinson for 65 years and cherished mother of Michele Robinson on July 26, 2013 at the age of 86 after a difficult battle with cancer. Born in Toronto, Doris called this city home for her entire life. Following working at Danforth Radio and Steele Briggs Seeds, Doris and Len married in 1948 and moved to Scarborough. As well as being a stay at home mother to Michele, her passion for the arts grew, and she became a dressmaker, costume maker (seen all over Ontario) and avid volunteer for numerous organizations, including the Scarborough Arts Council, the Cedarbrook Craft Guild and the Scarborough Glass Art Guild, to name a few. Her skill in several disciplines in embroidery provided her the opportunity to teach across the country. She was recognized by the Scarborough City Council for her volunteer work. Her optimism, curiosity and enthusiasm for life made for many great family adventures, especially going to multiple art studio tours every year. She displayed great courage and dignity during a protracted battle with cancer. Len and Michele would like to thank the staff of Shepherd Lodge for their care and compassion in making her last days as comfortable as possible. In accordance with Doris’ wishes, no funeral or memorial service will be held. In lieu of flowers, Doris and her family would ask that those interested visit an artist’s studio in her honour and support a local artist.
